[0:01] All right, together this morning for the mammoth creek fire district board meeting and the agenda is set for this day Sunday, May 24th. It is 907 AM. We have an attendance. Pam Borgos, Dave Johnson, what a dick west.
[0:26] Next, my self-dail ask you, Paul Martino is doing a remote attendance today via telephase
[0:38] time audio from his home, and Mary Jane Inser Fire Chief.
[0:44] So, I'll call the meeting to order.
[0:48] The first action item on the agenda is to review last meeting's minutes.
[0:54] Does anybody have any questions or issues for those guys in the minutes?
[1:00] You okay if we don't read them?
[1:02] No, we don't read them.
[1:04] We don't read them.
[1:07] Would you?
[1:08] I like that.
[1:09] I like that.
[1:10] We should not read.
[1:11] We should approve without reading.
[1:13] He says yes.
[1:13] That's the other body's favorite.
[1:15] Hi.
[1:16] Hi.
[1:17] Great.
[1:17] Follow you on.
[1:18] Follow the title.
[1:19] Okay.
[1:19] Okay, but meetings have been accepted and passed.
[1:27] The next item is the Board Member's Status.
[1:29] This is on here because two members' terms have expired.
[1:35] Carl Rodonsky's term expired December 31, 2025, and he very much wants to continue.
[1:43] And so with his permission I will submit his name to the county commissioners for another
[1:49] term. The other person is Dave Johnson, who's turned inspired last December 31st.
[1:56] He's got a letter saying I was re-upped again. Last, like in October or something. Last
[2:00] October, I was going to re-upped again. I'll find the letter and bring it to you. Okay.
[2:05] You asked me how to re-upped through again. Okay, but okay. They said they should make
[2:10] commissioners if you approved for another four years.
[2:14] Well, I wonder if they said one to Carl and maybe he's forgotten about it or missing it.
[2:19] It just came in the email forms, OK?
[2:22] He probably got buried in his house.
[2:23] He might be buried in his house.
[2:24] I'll go to the clerk's office in check in a place.
[2:28] When you told me, I just said to the ambulance,
[2:30] come back, say, accept me, I accept, OK, Bob.
[2:32] OK, cool.
[2:34] So this does not require a vote.
[2:37] It's merely an information item.
[2:40] So that's what I'll do.
[2:41] I'll check on both of them just to make sure.
[2:46] Election of officers. So Paul, you still good on remaining his chairman? Yes.
[2:54] Pam, can we twist your arms?
[2:59] Well, as long as you're okay with two checks, I can't put everything on this.
[3:05] You do a fine job, Pam. You do a great job.
[3:09] you're great, great treasure. And you're on the deck, you feel good as a board member. Good.
[3:19] And I would like to remain as board clerk and finance officer. And so here again, that's just
[3:30] You are in perpetuity.
[3:33] You can never respond.
[3:35] What?
[3:37] I know where all the bodies are buried.
[3:39] That's for sure.
[3:42] Okay, well, if I can get a motion for accepting the officers as they are,
[3:48] in their respective permission.
[4:00] Okay, last, the next item.
[4:02] financial reports and uh can I ask uh oh sure you made a comment that you had to send our
[4:12] financials to the courts office right you caught on that a little bit sure um we're we're our
[4:22] a point a point we don't point we nominate our board members for the respective permission
[4:36] We have to get permission from the county, we have to submit our names to the county clerk.
[4:41] We then put this on the next available county commission agenda for approval or not.
[4:46] And this is about everybody we've nominated since I've been on the board has been approved by the county commission.
[4:51] And nonetheless, they have certain amount of control over us because they appointed us.
[4:58] And I guess they could dismiss us.
[5:01] I'm not sure.
[5:01] We've never had that issue.
[5:03] But for Mal, I think something like this happened to pay the slate.
[5:09] They had to step in and take over.
[5:14] But anyway, they have certain amount of control over us.
[5:17] And accordingly, there are auditors this time asking,
[5:21] well, how come the mammoth pre-special service
[5:24] biometric is not included in your financial statements?
[5:28] Since you control a certain amount of control over them.
[5:31] There, so we're known as a component unit of Garfield County.
[5:36] We're not a county department.
[5:38] We're our own entity.
[5:40] We were self-control, our self-dominated and controlled
[5:48] board, but they have certain amount of control as well.
[5:52] All our funding through the count, except for contributions
[5:55] from the public.
[5:57] So anyway, our financials that I will be going over this
[6:01] morning, I had to send to them, and they'll either be included
[6:05] as a separate statement in the big financial statement
[6:09] that's prepared or they'd be merged in with their numbers. I don't know. They had a decision
[6:15] that had not been made on that yet. But anyway, it's not a big deal. It doesn't mean anything
[6:20] to our operation here, but just to know that we are considered now part of officially part of the
[6:27] county. So do they do that with all the special services? If they created them or if they were
[6:37] They're under the same statute we were, yes.
[6:39] So they're not singling us out?
[6:41] No, no.
[6:43] It's an accounting thing, really.
[6:46] I would imagine with all the problems over
[6:49] a paid wage and then losing money, and then having to
[6:52] possibly have to, you know, financially take care of that,
[6:56] they're going to learn all that information now.
[6:59] Right, maybe that's parted, Paul, I don't know.
[7:02] I don't think it's in balance, I would guess.
[7:04] Yeah, yeah.
[7:05] Yes, so we've got special service fire district and they have a clean volunteer fire district, right?
[7:11] Well, it's kind of a DBA
[7:12] Yes, the same
[7:14] Doing business as
[7:15] Okay, all right
[7:17] Hey, Dale, I have one question
[7:19] Yeah
[7:20] Is there any way that because we are technically a county entity
[7:26] Is there any way any
[7:33] of our clients?
[7:37] They can not the county, the state can
[7:39] The state can withhold
[7:42] our money if we don't file the all the reports that I have to file with them.
[7:46] My question is, we have a pretty
[7:52] in that account for a fire truck.
[7:56] If the county happens to be running short,
[8:02] can they take some of that funding?
[8:05] No, they cannot.
[8:08] Yeah, no, they cannot.
[8:11] They would have to get a state permission and or a state law to do that.
[8:17] probably a court. It was right if we if we reacted and sued them or something
[8:24] like that it could end up in court but I don't I don't it's never happened
[8:28] as long as I've been here never even a hint of that.
[8:34] I just had that happen
[8:35] out of the reservation with $1.8 million in that of missing one day. You know
[8:42] Well, Clark County operates an airport, a very red airport, and the county can take money
[8:50] from, because it's a county department, but we're not a department, we're a component
[8:56] unit.
[8:57] Okay.
[8:58] That's all I want to say.
[8:59] Thank you.
[8:59] Yeah.
[9:01] Okay.
[9:02] Thank you.
[9:05] Okay, we're on this schedule for the first financial statement schedule, and it's for
[9:15] the period in December 31st.
[9:19] So
[9:29] this is how we ended the year.
[9:31] I mean, we've talked about these numbers all during last year pretty much, and little has
[9:36] changed since November 1st when we had our last meeting in December 31st, which is the
[9:40] close of our year.
[9:42] And so revenue wise, we totaled $106,309 and expenditure wise, we totaled, is it mine's
[9:59] pencil? Is it $25,000 down there? $25,596 is the excess of revenues over expenditures.
[10:08] total expenditures were $8,713 versus $106,309 up here in revenue. So we had a
[10:15] good year, we had an excess of revenue over expenditures of $25,000, $596, and if
[10:23] you add that to the Curie Forward Fund balance from last year, we have now
[10:27] officially at the end of 2025, $128,343. And that money is in part in the state
[10:37] treasurers, investments on and part in our money market account and part in our checking
[10:43] account. We do have 500 in there and petty cash.
[10:50] So the next page is schedule one and here
[10:55] again some of the larger expense items explained and
[11:03] here again we've talked about most of these
[11:06] during the year, but just in quick review, I can't quite remember with the D&P performance.
[11:15] Is that a repair of ATV?
[11:17] Yes, that was just changed the oil and put the tracks on.
[11:22] Okay, for one of the units.
[11:24] For the can-am.
[11:25] The can-am.
[11:26] Oh, oh, with can-am, okay.
[11:28] It was once a year you're supposed to, I mean, after 500 miles you're supposed to take it in and have them go through it.
[11:35] So that's what I do with this new bag and ice, Paul. So I think you'll be able to hear us better
[11:43] Okay, truck repairs and
[11:46] Paul were on schedule one
[11:49] December 31, 2025 met a financial page and
[11:54] truck repairs
[11:57] This is routine mate
[12:00] inspections batteries and filters and so forth 1594
[12:03] or place the hose and engine number 12,
[12:07] that's $1,450.
[12:12] And factory repairs EVS, I'm not sure with that.
[12:15] That's wrong, 1434 on the battery for the P150.
[12:22] No, we're up here under truck repair.
[12:24] Oh, truck repair, yeah, 1450.
[12:27] For a resealed air valve and replaced hose and engine 12.
[12:31] Yeah, we lost our breaks and then the factory repairs EVS 360 I'm not sure what that is
[12:37] Center radio in okay, they've been dropped. Okay
[12:43] Building repairs not this notwithstanding the project here just we had a duck we had duck quick clump plumbing come up for an issue a little issue
[12:51] I had a blind split from the cold. Yeah
[12:56] And a few minor charges under operating supplies
[12:59] big one is the duty shirts for firefighters. And I think that one is not the
[13:08] shirts we sell before the actual department. So the shirts that the firefighters
[13:12] wear are more expensive than what we sell because they have to be mainly cotton
[13:18] since polyester and high heat that really go together very well. And they have to
[13:25] be, so it has to be embroidered, not laminated on, you know, graphics wise, because it won't
[13:34] melt into our skin, and that's why we leave the back blank for same reason. So that's
[13:42] why they're more expensive. Yeah, I mean, if I'm going to do that, I'm not supposed to
[13:47] spend a few years. And it's embroidered. We have to do that. So was yours. Oh, I just ordered
[13:55] But when I ordered your shirts, she just used the same material and program.
[14:01] But I can't do that, what you've got on your shirt.
[14:04] Because that's a, if we got into a situation, if it's not that bad, but the back of it's
[14:10] huge.
[14:11] I have to take these stuff on them.
[14:12] That's a huge one.
[14:13] Yeah.
[14:13] That's not bad.
[14:15] So anyway, that's why they're so good.
[14:16] Okay.
[14:18] $3,500.
[14:20] Now the T-shirts has in hoodies.
[14:21] That's for the fundraiser.
[14:22] Right.
[14:23] That's what we resell.
[14:25] and 10,000, 305 and we make that back and we make that back.
[14:30] We make a couple thousand dollars, it's a lot of work for what we get out of it,
[14:35] but it's how I get them through the door.
[14:37] So we grossed 14,052 in T-shirt sales.
[14:41] And then it was just 10,10, 305.
[14:44] 10,305 so great.
[14:45] So we made four grand, you know.
[14:47] And the interest it creates in the community is...
[14:50] people love it. I mean, but now people must have ten years. Long sleep, short sleep,
[14:58] but everybody wants this.
[15:00] You have to get a pretty crazy idea. Who helped you last year? They were really good. Theresa. Yeah, we came up with that ourselves. Okay,
[15:15] equipment purchases. The big one is the battery for the King P150. That's a, that's a bogus. I don't know where that that's not for batteries. 1434. What is what else could be for radios themselves?
[15:31] cells. Already? Maybe I before the batteries cost about $145 a piece, $150 somewhere in
[15:43] there. Okay, well, and I would have ordered and I know I did order one, one or two last
[15:49] year. And in fact, I just ordered four more. So I would look it up, but I already packaged
[15:56] just all my 2025 in an envelope at home.
[15:59] I would look it up for you.
[16:03] You look at the invoice.
[16:07] I think that also is the hydraulic flow
[16:10] to be identified this year.
[16:13] That's a lot of it.
[16:14] Was that in 2025?
[16:17] Yeah.
[16:17] OK.
[16:18] 2025.
[16:21] That might be what it is.
[16:23] What's this stuff run again?
[16:24] That's expensive.
[16:25] 50 bucks together, 20.
[16:27] Yeah, so might divide it by 20.
[16:29] Yeah.
[16:30] That's a thousand orders there.
[16:32] Wow.
[16:33] I think that's another item.
[16:37] That would make sense.
[16:39] You know, that plus the battery is about right.
[16:44] MJ, it's not the high-dollar food.
[16:46] Oh, I see what it is.
[16:48] It was on the radio repairs.
[16:49] You're correct.
[16:50] So I ordered six batteries.
[16:52] So that's what that's for?
[16:53] For the radio.
[16:54] There are 239 of these now.
[16:56] Are they the P-150s?
[16:58] P-150s.
[16:59] That's that, Ray.
[16:59] So that's radio.
[17:02] So it's classified, okay?
[17:04] Okay.
[17:05] All right.
[17:08] Introducing subscriptions.
[17:09] The big one is, of course, the QuickBooks annual license renewal.
[17:14] That is so ridiculous.
[17:17] They've got us by...
[17:18] Right now.
[17:19] They've got to buy the short hair.
[17:20] They sure do.
[17:22] They do about it.
[17:25] Yeah, did they upgrade it at all?
[17:27] Is it any different than the year before?
[17:29] no they upgraded every three years but what's different is the price day it goes up every year
[17:37] might be colored may be green it to the red and then rest of the small charges did you ever get
[17:47] $25 checkers in Las Vegas no I got it it's already cash okay so you know that's such a ridiculous
[17:55] was the lieutenant governor, that's the law that the governor charged $25 from every
[18:04] special service district, every local district, city, town, county, because he had a hold
[18:12] of his budget.
[18:19] So on grant reversal expenditures, that
[18:26] grant has been received, I believe.
[18:28] which
[18:31] one? For a personal protective equipment. Yeah, we first of all entry to all that has been
[18:39] received and we should have been reimbursed on the dozer power pump jump starter from the HOA anyway. So,
[18:49] oh, we didn't get the state. That's what it was. The reason it's only $5,646 this year is because we didn't get the state
[18:55] We didn't have to use money from the H away and the eight. That's all H away
[19:00] Yeah, that's all H away. That's right
[19:03] And then capital out like the outlay the station metal sighting project turned out to cost 11,903
[19:09] I think you budgeted 10,000 or something like that anyway
[19:15] Went up from the time I got the estimate
[19:19] And we actually got around to doing it
[19:20] So, yeah, the slide in the unit came and is installed right for 4,600.
[19:27] Yeah, that's good.
[19:27] The dredger and the backboard are, I mean, the litter and the backboard has shipped last
[19:32] week.
[19:33] So it's coming freight probably another couple of weeks.
[19:37] Is that here?
[19:38] No, that's an additional fee.
[19:40] It's under 2,000.
[19:41] Yeah.
[19:41] Did you already submit that?
[19:43] Yes.
[19:44] And I think, yes, I did.
[19:45] Okay.
[19:46] I think so.
[19:52] We
[19:55] don't have an account with them, so we typically pay, so I don't get an invoice for
[20:02] that.
[20:03] You got an invoice for it.
[20:05] Who is it from?
[20:06] Kim Tec.
[20:11] We're on this page now.
[20:12] Next.
[20:13] Basic information page.
[20:15] Basic information page.
[20:17] It's a balance sheet for the fire district.
[20:18] And the difference between balance sheets and what were you guys are used to seeing every
[20:24] time we meet is that the balance sheet is numbers at a point in time, balances at a point
[20:30] in time. And this particular statement is as of December 31, 2025. The interim statement
[20:38] of revenues and expenditures are a stream of income and experiences based up to the data
[20:46] that when we have the meeting throughout the year.
[20:49] So once you're I'm required to prepare this and go over it with you quickly, I submit
[20:54] I submit it to the state and this is the financial statement, I submit it to the county
[20:59] as well.
[21:00] And to our lender, USDA Rural Development Division, the United States Department of Agriculture.
[21:09] Okay.
[21:09] Okay, we have $152,815 in cash, we have 147 and 136 of that is the investment account,
[21:21] 500 I mentioned is petty cash, 4,013 is in checking, and $366 was in more money as of the end of the year, Pam.
[21:31] That's changed, I know.
[21:33] So for total $152,815.
[21:39] These cost of land, the actual cost of building and our rolling stock equipment and other types of equipment aboard are this $50,000 for the land, $362,000, $855 for the building, $225,000 for equipment.
[22:00] Now those are gross numbers. The bracketed number there is the accumulated depreciation
[22:07] from day one on all that information there on all those numbers there. We don't want
[22:11] to appreciate land, but we do appreciate buildings and equipment. And just below there,
[22:19] the infrastructure improvements, 72,000 to 840, like the asphalt project and so forth, any
[22:28] improvements to the infrastructure here, and then trucks, as a separate number, 98,172.
[22:35] Those are gross numbers, and the depreciation on those two is included in that bracketed
[22:41] number of $378 and 866, $360,000 of accumulated depreciation.
[22:52] And so that net number, which is not, the form doesn't provide it here, but it is 430,000
[23:00] O3O, is the net number of our total assets, fixed assets, less depreciation.
[23:06] So if we add that to cash, total assets, 52845.
[23:12] Now since this is a balance sheet, for every debit, it appears it has to be accredited down
[23:17] here.
[23:19] And part of that is, at the end of the year, we have 24,003.09 in honor and property tax revenue.
[23:26] That's because the county treasurer releases funds in December that are for the next year.
[23:37] And you have to show that as a deferred item, not income in 2025.
[23:40] The first day of 2026, I moved that number to 2026, property tax about a new income.
[23:51] The $93,212 long-term debt is the principal due on the two buildings, combined.
[24:04] And we'll show the interest a little later on.
[24:08] And so the
[24:12] total liabilities, the one is the liability, it's the long-term debt.
[24:19] The other is a deferred revenue item that's shown as the liability just because we can't
[24:24] count it this year.
[24:26] $93,212 as long-term debt.
[24:30] And $117,521 as total liabilities.
[24:33] So if you subtract that from this total asset number 582, that is our ending fund balance 465.324.
[24:44] Because that's different than what we're used to carrying as an ending fund balance.
[24:52] Because this has all the assets less than long-term debt, all packed into it.
[24:59] But this is the book value of the fire district, the book value of the fire district.
[25:05] And the portion of that 465,324 net value index on balance number, $336, $808 is our investment
[25:23] in capital assets.
[25:25] And that's merely computed by the total assets, fixed assets, less depreciation, minus the long-term debt is what that number is.
[25:37] That's our net investment and fixed assets.
[25:40] And that's a good, that's positive number because that's our equity.
[25:44] But it's not the market value, it's the book value.
[25:47] So in addition, we have committed, and we'll go over the schedule for the volunteer fire,
[25:55] a volunteer fire group, 886,147, numbers keep building it here.
[26:03] When we get around to buying the fire truck, you know, we're going to have to blow up.
[26:07] We're going to have to contribute this number to it, if the firefighters are on board with that.
[26:18] And then unrestricted is our free unrestricted retained earnings number if you want to call
[26:26] it, that we're carrying for like a rainy day fund, that's a $45,000, $42,000, $3,559.
[26:35] And any event that we were being cut off by the state on funding, that $42,000 is free and
[26:44] clear they can't touch that and we could use that to survive until whatever cause that
[26:49] issue is resolved.
[26:51] And normally it's just for lack of filing reports with them and that's easily corrected.
[26:59] And that's it.
[27:02] The next one we're on is the volunteer firefighter son.
[27:13] So you can see on 2024 we ended with 55,578 and if you add the firefighter revenue fund
[27:28] raising activities to that for this 2025 year, you can see that it increased the fund
[27:36] by $30,000 for an ending fund balance of 86147, which we show on the balance sheet as restricted
[27:43] It could only, in the sense that to tap that fund for whatever project we've tapped it for the cam,
[27:52] we've tapped a bunch of it for the new defender and so forth.
[27:56] It has to be, this is 5G approval.
[27:59] And she generally meets with volunteers and goes over with them.
[28:03] Make sure they're okay with it.
[28:05] Yeah.
[28:05] But she has the final word on that money.
[28:12] We never used to see any of that money.
[28:14] No, it wasn't included in our finances at all.
[28:17] It just was the money.
[28:20] Just the money.
[28:21] It's separate account.
[28:22] You know very well.
[28:27] Okay.
[28:28] They're down on those donations.
[28:32] That's the money.
[28:33] Yeah.
[28:35] Not Raffle money.
[28:37] We're down on boot donations.
[28:38] Raffle money is pretty good.
[28:39] We're down on boot.
[28:40] Ice money is pretty good.
[28:41] Yeah, I spent he's pretty stable
[28:49] Just not put this much in I mean I used to watch people drop 20s hundreds
[28:58] They just weren't doing it
[29:16] Yeah, the raffle money was good. T-shirt money was excellent. Yeah, I could say the boot
[29:20] donations were down and the ice money was is holding its own. So overall it was more,
[29:28] there's a couple thousand more than the previous year. We're down by a thousand on the boot
[29:33] so it's all. Yeah.
[29:36] All right, next one is the,
[29:44] we don't have to go over this schedule because it
[29:46] relates to the last year we've already done that, so we're on this one now it's called
[29:53] Well, for the period ends of May 24th, 2026.
[29:58] So this is real fun, basically.
[30:15] So this is through today. We collected 33,500 of our budgeted special assessment property taxes
[30:25] so far they should. So we're doing good there. County fire protection payment will come
[30:30] and later, uh, October, November this year.
[30:35] That interest income is performing quite well.
[30:39] That's good.
[30:40] Yeah, but we're already $437 over what we budgeted.
[30:46] Contributions, these are general checks that just show up.
[30:49] People come by and drop them off.
[30:51] And I think very James, you're still receiving a margin.
[30:55] Yeah, I just gave Pam a $2,000 check the other day.
[30:57] And that's not in this number.
[31:00] So those are just pure checks from people, not having to do with any fundraisers, right?
[31:12] Okay, now we're down to t-shirt money, does it just, I guess, just a random shirt I stole over the winter?
[31:21] And now is your inventory?
[31:23] It's low, I've got a, it's a model stat.
[31:25] I've got sweatshirts left and I think it's because everybody owns like you say, it's three or four.
[31:31] Well, I was thinking about just going crew sweatshirts this year, changing up a good idea.
[31:37] Maybe they'll buy those.
[31:38] Well, it wasn't last year.
[31:40] No, it wasn't too warm last year.
[31:42] Usually if it's really warm, people don't buy that.
[31:43] Well, it was too hot.
[31:44] If it's 100 degrees out, it's hard to sell a sweatshirt.
[31:47] We've got plenty left over too, I remember right.
[31:49] We still have them in sweatshirts.
[31:52] I mean, so that's it for the, so far this year, 38,501 in the bank, collected this year that
[31:59] have been to buzzards of the bank, expenditures, we have to file chief, I'm not sure that
[32:08] includes your latest one, MJ, may not.
[32:15] Truck repairs will go over on the next page, and then gas and diesel fuel, I guess spent
[32:24] what was it, damn, $1800 for a fuel, $1800.
[32:30] What did that buy us, 300 gallons?
[32:32] 300 gallons.
[32:34] Doesn't it sound like...
[32:35] It's such a rip off.
[32:36] It is such a rip off.
[32:39] Is that a recent thing?
[32:41] Yeah, she asked me to just pay that.
[32:43] Okay, so that isn't included in this looping next time.
[32:47] No, I just was just amazing how much it cost for 300 gallons of fuel.
[32:52] I don't know, guys, the truth is I'm making a bucket gallon of that.
[32:55] I bet.
[32:56] Just cause again.
[32:58] I'm going to cause more.
[32:59] Just cause again.
[33:00] Yeah, it's just some custom work to make it.
[33:02] These guys are puffing out of the field.
[33:05] So the truck stops.
[33:06] Supposedly, Trump has a memorandum of understanding with Iran.
[33:12] And-
[33:12] And-
[33:13] That's the problem with California.
[33:15] The refineries being shut down.
[33:17] That's the problem.
[33:18] And it's not going to solve it right away.
[33:20] I hope it's the straight one that the ship's in the governor. It's going to take months.
[33:24] No, that, that, that, that feels, we get a little bit of that, not a lot. Our fuel's here.
[33:29] Right. It's coming out of California and that's a problem. They shut down two refineries and
[33:33] he's shut another one down the other day. It's three of them shut down. What are they thinking?
[33:36] Why? Because, again, he wants you to get a battery car.
[33:40] He wants, yeah, he wants you a battery car. He wants you to run on flower power, you know?
[33:46] I can't. Like we all did, are you? You know, come on. We're all hippies on use.
[33:51] He's still hippy.
[33:52] Dick still is.
[33:54] Yes, right.
[33:56] How's this in changing now?
[33:58] Oh, far, maybe.
[33:59] We're thinking our bracket sucks for 1963.
[34:02] That was, why was eight?
[34:05] One, one.
[34:05] That's a boring one.
[34:07] Oh shit.
[34:09] Operating supplies we'll talk about on the next schedule.
[34:14] Training and recruitment, 182.
[34:17] I'm not sure what that is.
[34:18] Where have we at, 1802?
[34:19] There could have been winter fire school, different classes
[34:25] that come out that people are willing to attend
[34:27] to have a tuition.
[34:30] And Mary Jane does have a state force
[34:32] to grant this year.
[34:33] So she's been spending money like crazy.
[34:36] On a grant-reinversible expenditure,
[34:37] she's already spent 10,341.
[34:39] We'll go over to the next page.
[34:44] Power 734, so I'm propane 3350.
[34:49] So we're halfway through the year and tracking right along their telephone 804.
[34:56] Big pine, water district's been paid,
[35:01] and we'll go over to the do's, the next big pine.
[35:06] It's 150 a year.
[35:07] Oh, for the like, okay.
[35:09] Just their standard.
[35:11] This way our portion of, you know, money set aside for repairs and then our portion of
[35:17] the power bill to run the fund.
[35:18] Is it true Pam that Yellow Pine is going to have a $600 charge?
[35:22] You haven't received that.
[35:23] You should have caught that way back in March.
[35:26] Oh really?
[35:27] Yeah, and it's going to go for a couple of years like that so they can build the fun up
[35:29] and change some of these lines out.
[35:33] Yeah.
[35:35] I know.
[35:35] That's insane.
[35:36] Because you had a freeze or something.
[35:38] Well, they did last year, and they had to repair a lot of things in this year.
[35:41] What are they hurting?
[35:43] A type of earthquake?
[35:45] Well, that's what MJ believes.
[35:47] That's what I thought.
[35:47] What happened because it jolted me yeah, and so it it was the pipe coming down the hill
[35:58] Yeah, no, yeah, so they raised the water fee to six hundred dollars
[36:07] Basically it costs about 20 the whole summer
[36:17] a year
[36:20] Hook up water hook up. Oh, well, our hiccups are more than that. Yeah, it's 2500
[36:26] Yeah, if the pipe's already there, it's still more than that. It's still a hundred dollars just to put your hose on it
[36:32] If you're brand new, if you're coming in brand new, these are brand new. Yeah brand new. Yeah, that's a thousand. All right
[36:38] Reciple don't yeah, that's not bad. Don't complain
[36:42] Try to buy a yellow pine and build a cabin
[36:47] You know, all right. Oh, yeah. Okay. Good for you. Yeah. There's nothing up there.
[36:53] There's no water. There's no water. I would love to be on the well, but we're not well by
[37:00] health. We're getting sidetracked, Dale. Okay, back on that. Yeah. We'll talk about
[37:05] dues and secretions on the next schedule insurance. That's the honesty bond on
[37:11] Pam and I, $126, capital outlive, we'll talk about the next schedule so we can, so $28,841 expenses
[37:22] so far this year up against $38,501 revenues, so we're still showing the excess of revenue
[37:29] over expenditures, $13,660, and so our running ending fund balance has up to today is $143,000.003.
[37:39] 133. Where's your 143 on here? On the very bottom. 142 or 139. 142. Oh, last line at it.
[37:51] Okay,
[37:54] engine maintenance and MOU compliance retain under truck repairs, 6662.
[38:00] Sounds right. That's for the safety inspections and any oil changes that I needed done.
[38:07] What's MOU? Memorandum of understanding. It's the mutual aid agreement with the
[38:12] state of Utah. Oh, okay. That you have to have inspections. So I have to have
[38:18] inspections to qualify to be on the MOU. I have to have safety inspections and a
[38:23] bunch of other stuff. And then should I be called to help out at an another
[38:29] district, then we get reimbursed. And those rates are published in the in the MOU.
[38:34] Okay. Does everybody get the same rate? I mean, everybody. Yes. Yes. Yes. Where
[38:39] there you go. Yeah, you don't get to dictate how much you get. It's very fair. The
[38:45] rates are very fair. So an engine a day, which is $2,500, it's more than enough to cover.
[38:53] Whatever it takes. Yeah. Under operating supplies, I drive oil was 300. There it is.
[39:01] There it is. 300. Ice bags, 488. But last, that last all year though, right? Yeah.
[39:09] They went up 30%
[39:11] We look like that in two months
[39:13] They got cheated
[39:14] They break more
[39:17] It's thinner
[39:19] Oh really?
[39:20] We get them from China
[39:23] That you have
[39:27] Under due's and sub Christians
[39:32] There's a quick book
[39:33] We've paid that already
[39:34] About $246
[39:36] dollars. This year's increase. Grant Reimbursable. This is the Grant Mary Jane's work. I think it's been submitted. It's been accepted. And I think reimbursement came back at 9,000.
[39:52] That's great. So that's what we're only out there, you know, over a thousand bucks. That's all the goodies that I got. You got some goodies, too. I did. Radio's shirts, pants.
[40:02] Well, it was pretty good. It was bad because we didn't get a grant the year before and, you know,
[40:09] put it as a firefighter and a wild line gear. It's about a thousand bucks.
[40:12] Yep, that's it. And then on Capitol Outlay, the litter and backboard. Now, that's the one for the...
[40:21] That's the one for the cannon that goes along with the metal slide in, you know.
[40:25] Okay, I'm trying to get that. And there it's in the mail. Oh, it's in the mail.
[40:29] It's on its way. I don't know where it is. It's coming from the east coast, so I don't know how long it's
[40:33] going to take. It's it's shift a week ago. Okay. Over a week ago. It's coming right
[40:37] to here. It's coming freight. So it'll just magically show up one day. Yeah. Oh, and
[40:43] the generator is going to come here. Yeah, that's the fourth or fifth. Right.
[40:52] We just had
[40:55] it shipped here. It's very heavy. So I don't know how we're going to be for the pup house.
[41:02] Yes, they want a generator for the pump house and then we'll have to pay to have a electrician because
[41:08] Yeah, they don't do that. They don't do that anymore. They don't do that anymore. They look up
[41:18] Okay, that's done
[41:22] Now
[41:24] Next schedule is a discussion on the capital outlay list. I want to update from 2025
[41:32] And so the metal siding project, everybody on this page, the
[41:38] metal siding project has been completed. Came in a little
[41:42] over budget. The slide in unit is in here and in.
[41:51] Yes, but on
[41:52] that was very close. Yeah, now that the metal siding that 11903
[41:57] that includes the ballads. And that was the ballad for 3000. Oh,
[42:00] Oh, and that was paid for by the HOA.
[42:04] Oh, so, okay, so there's like 3,000 left, really.
[42:07] It's actually 3,000.
[42:08] Same guy did it.
[42:09] Eight, I know.
[42:10] Ten.
[42:11] For the sighting.
[42:13] Yeah.
[42:13] Okay.
[42:13] And then the ball went through separate.
[42:15] So we came under budget for that.
[42:17] So we didn't have the ball is listed on here, did we?
[42:20] No.
[42:21] I don't see it.
[42:22] Well, I could kind of took that as a maintenance thing.
[42:25] I didn't think it was a capital project.
[42:32] And the stretcher like we talked about that that's been paid on the way so I don't know how I get to for the 4,000
[42:39] budgets about came from that was the original number they gave me and then this year when I called to order it and she sent me an
[42:47] updated invoice I expected it to be a little bit right it came in at this price and so I heard quickly paid it so we're still
[42:57] carrying the replace the pump in the type of region. Right, so the pump. So I spent several
[43:02] months working with a company that has the state contract to replace that pump
[43:07] motor pump apparatus on the type 4 engine and they came back in at $25,000. They
[43:15] wanted $8,000 in labor to install it and they wanted me to take it to Salt Lake
[43:20] City for two weeks. So I'm back to the drying board. I'm going to go back to my
[43:26] original thought which was a skin unit similar to what's in the type 6. So that's next
[43:34] up. I had to get, I was under some pressure to get the MOU done and the red cards done.
[43:42] They have to be in, all my paperwork has to be in before Memorial Day to get them, to
[43:50] get the MOU accepted and the red cards issued.
[43:56] the red cards are the well then fire certification so that we can get reimbursed if we go
[44:03] So that kind of that was my priority
[44:07] So that's all then
[44:09] You know, you don't have on here is that right mark oil thing of eighteen hundred dollars. That's not on there yet
[44:15] You just paid that. No, it's pending to be paid
[44:21] 1330 for the fuel, the 300 gallons we were talking about.
[44:25] Oh, that doesn't go on the capital list, that's just a regular number.
[44:30] So anyway, that's the story on the replacement pump.
[44:35] It will hit the books, I'm just not sure when.
[44:40] Okay, do you want to keep this 15,000 number, do you want a different number?
[44:45] Well, it's probably going to be more than 15,000 from what I'm seeing.
[44:48] So I think we better go to 20 yeah, it was 25 of somebody else. Yeah, we're gonna install it ourselves
[44:56] I talked to Josh I talked to some of my more talented
[45:00] They can all do that. Firefighters, even if I have to go with getting a plumber to help us with some of the fittings, we'll just, we'll just get it on there. Okay. So who did you say you're going to go with? I mean, you're still looking. Still, look, I'm probably going to go with Heinman who did this one, but I'll, I'll, I'm going to hit that next week and get that done. So the structural engine, structural engine, I've been, I have been, it's, you know, we still don't have enough
[45:29] That's money to get something that will take us through the next 15 years or so.
[45:37] It's not a lot of money for unfortunately for an engine.
[45:42] Yeah.
[45:43] 45 and price is that about two 50 to 25.
[45:48] But we can, you know, we can supplement this number with the firefighter fund.
[45:52] You know, I just need really to hold back about 15,000 on the firefighter fund and the
[45:56] rest of it. We can repurpose for projects here. So we're getting there. So that would
[46:03] take us to 200,000. Right. You know, you follow my math.
[46:10] Oh, really?
[46:13] That's what it was. Yeah. I do. I believe in that. Go ahead, Bob. We still have the source
[46:21] in Henderson for fire trucks, but I found another source for fire trucks for around the country
[46:30] that I'm constantly seeing brush rates pop up. So I've been looking for those. Most of them
[46:38] have a lot of miles on them, but the prices are actually pretty good. I haven't found one that I'm
[46:43] super interested yet in yet, but as soon as I, like I said, I keep looking. As soon as I find one,
[46:50] I think that's gonna that might work for us. I'll get that over to you. Okay, but again like I said
[46:57] I'm pretty much looking for an F450 or a 550 body or just a completely configured rig.
[47:07] Well, yeah, let's have a build one able just come completely built. What I'd like to see is like a
[47:14] freight liner or international, and with a 500 gallon poly tank on it, PTO pump, so
[47:22] it can be dual purpose. Four-wheel drive is a must and a short-wheel base. Those
[47:27] are the basic requirements. Okay, so we're looking for something pretty much
[47:31] like a BLM or an NDF or retired NDF or Utah rig. Really, the Greek BLM would be our best.
[47:43] That would be something along those lines is probably going to be our best bet because I want to retire engine 72
[47:50] You know the structural engine is just it's not just it's not good for us. I can I can
[47:56] You know give it away to another station and within Garfield County in exchange for the county may be supporting us so
[48:05] With some with some funding
[48:07] Do we know what NBF does with their, I didn't, the F, I'm sorry, that's Nevada division
[48:12] of forestry.
[48:13] I'm just, so you used to work on that.
[48:15] They put them out to auction is what I, was, is what Josh told me.
[48:18] They do what?
[48:19] They put them to auction.
[48:21] What do they do though?
[48:22] But I never see anything come up, I don't know about you.
[48:26] You know, that's probably going to go through probably USA, auction, let me look into that.
[48:35] I know that a lot of times they'll sell that kind of stuff through Richie Brothers.
[48:44] Richie Brothers has one of the federal contracts to sell their old rigs.
[48:50] Let me look into that. I've got a couple of people I can call and ask questions on.
[48:57] The only problem is we're probably going to find one that's going to have a...
[49:01] We can't remember how many miles the fed retire their stuff.
[49:05] It's usually around 85,000 miles, so we may end up with some of the lot of miles.
[49:11] Well, even at 85,000, you know, that would be better than what we're dealing with right
[49:16] now, so.
[49:17] How much do we have?
[49:18] No, I wouldn't know.
[49:19] How much do we have?
[49:20] I'd have to look up the...
[49:21] Probably.
[49:22] It's about a hundred and...
[49:23] A hundred and fifty, I think.
[49:25] Those green trucks lost their mileage, the highway miles.
[49:29] Yeah.
[49:29] Yeah, well Paul and MJ do we need to adjust this number we're carrying for the new engine 130,000 or you want to just stay with that?
[49:41] Well, I think I don't I think we need to adjust it upward. Okay. Yeah, I would do I would suggest that too. I'm finding things in the hundred and thirty hundred and forty thousand price range but they're gonna be smaller trucks. Yeah, and but they'll
[49:56] So, the other thing is, if we're going to go with something like the big internationals
[50:01] or the freight liners of the Peter built, I have been seeing some of the rigs, some
[50:07] of the military grade fire trucks that are basically the same thing, but they're not international,
[50:18] they're like, I have a co and stuff like that.
[50:20] Yeah, I just do that add as a for instance, so
[50:25] Let me let me just more research, but yeah, I would suggest maybe we we jumped that up to what do you think?
[50:33] MJ 150. Oh, I think closer. Can we go how high can we go down? I mean, that is mean we're
[50:40] I'll never let's move it to 225
[50:44] Okay, that sounds good. Oh, well, we may not have that in
[50:49] We don't have it, but that's something we can shoot for, and you know, when we talk to a broker to start looking for us even, you know, can you find something and then we give them our budget, you know, we'll get, we won't get so much trash that way.
[51:04] Yep. Right. No, I agree. I think that's probably a good number 225 to start with.
[51:10] Okay. We'll be there in a couple of years.
[51:14] no we can lose some money around it yeah I like that move money around okay
[51:25] that's that's it for the capital outweigh list I'll make I'll make the changes yeah we're
[51:34] through with the not I've got a little exercise we have to go through we have to
[51:39] Reconvene is the audit committee and then come from move for on the whole thing. So I'm going to close the public hearing Paul and
[51:47] Reconvene as the audit committee
[51:48] Out of the whole of the whole all of us and we got a couple schedules to go over here
[51:56] We and we do this every year
[52:05] Just Tony
[52:13] The new vice president
[52:20] Okay, this first question and answer thing is on the internal control of the fire district
[52:28] and the basic separation of duties to the morning, Tony.
[52:32] So does the unity have a board chair, clerk, and treasurer?
[52:37] Yes, we do.
[52:40] Everybody there, are you there, Dick?
[52:42] Yeah.
[52:42] Okay.
[52:43] Okay. Are all the people who are able to receive cash or check famous different from all
[52:48] the people who are able to make general ledger entries? No, but with, and the MC is mitigating
[52:55] circumstances, I can, I have access to the bank account, so does PAM. But I don't see
[53:01] the bank account, PAM does. So she reviews every month the bank account, it's made,
[53:12] is it
[53:12] download it?
[53:13] Yes, download it.
[53:14] Right.
[53:14] And so she has access to it.
[53:16] She can either download it, read it, whatever she wants to do.
[53:19] But anyway, I don't get that information.
[53:23] And so that's the separation between, she pays the bills.
[53:28] She sees the statement, but I reconcile the bank.
[53:33] Are all the people who are able to collect cash on credit cards?
[53:37] We don't have credit cards, so that's Mark N.A.
[53:39] I mean, the credit cards that are involved are personal ones that we were reimbursed for,
[53:45] but we don't have a credit card in the name of the fire district.
[53:50] But all the people who have blank checks, different from those who are authorite-centered signers know.
[53:57] I just covered that, both pay them a nice sign, but actually, our signatures are on file with Signs Bank.
[54:04] And we pay everything online, we don't do.
[54:07] I don't think last year we, we've been ready to check.
[54:10] Others hate that, so we couldn't do that.
[54:12] We called enough to do it, so I started it.
[54:14] I was doing it.
[54:15] So, that's all controlled by the bank, and here again, the separation is pamphays the bills
[54:23] against bank statements.
[54:24] I don't.
[54:25] Right.
[54:26] There's someone other than the clerk treasurer, Wreck-and-Sal, all bank accounts.
[54:31] Yes, I,
[54:36] or the bank's name is reviewed by a person.
[54:38] and other than clerk to detect
[54:40] and authorize the smirkness, yeah.
[54:42] That's what we do here.
[54:43] I reconcile the bank, but Pam looks at everything
[54:45] that comes through by
[54:51] looking at the actual bank statements.
[54:53] Does someone other than the clerk review periodic reports
[54:56] of all general ledger accounts to identify
[54:57] another unauthorized payments?
[54:59] Isn't that the same thing as number five?
[55:01] Yeah.
[55:02] You pretty much is.
[55:02] Okay.
[55:03] But the general ledger is QuickBooks.
[55:05] Oh, okay, then.
[55:06] And so the fact the whole board sees it every month,
[55:10] everything that goes through the cash account.
[55:14] Original credit purchase statements received,
[55:16] directed to the credit card, that's the credit card again.
[55:19] We don't have it.
[55:20] And the next two or three are all credit cards.
[55:23] We don't have.
[55:26] Does the person who authorized payment of goods and services
[55:29] who is not the clerk verify the receipt?
[55:32] Mary Jane authorizes all the purchases.
[55:35] And she signs off that she has received it.
[55:38] Okay.
[55:39] The 4-PAM will pay it.
[55:40] Good.
[55:43] This is someone authorized to pay what payments are going to separate.
[55:46] We don't have payrolls.
[55:47] Right.
[55:48] And we don't have W2s.
[55:51] Good.
[55:52] This is the volunteer fire district.
[55:55] And Mary Jane is an independent contractor.
[55:58] Good.
[56:00] Ah, the next page is the fraud risk assessment.
[56:05] and this is a point thing. And so, he didn't Paul submit this last year.
[56:14] We did this, we do this every year. I just remember Paul saying he signed in some
[56:18] minute. He signed, he signs all these along with me. Yeah, okay.
[56:24] Does he already have adequate separation of duties or mitigating controls outlined in the
[56:30] Yeah, we just went through that, and we do have a yes, and when we have a no, we have a mitigating circumstance, 200 points there.
[56:40] Now, do we have the government have written policies in the following areas?
[56:44] We have one for conflict of interest.
[56:49] We have one for procurement.
[56:51] We don't have ethical behavior, reporting fraud, abuse or travel.
[56:59] or credit cars because we don't have credit cards.
[57:03] Do we have a personal use of entity assets?
[57:06] Yes, we do.
[57:09] IT, we don't really have IT department,
[57:13] so we don't have a policy there.
[57:16] Cash receiving in deposits, we have a policy for that.
[57:20] Does the entity have a licensed CPA,
[57:23] as part of its management team?
[57:25] Yes, we do.
[57:26] Do any members of the management team at least have the
[57:29] factors degree in counting?
[57:31] Yes, we do.
[57:34] Our employees and elect officials required to annually commit
[57:37] and riding to a buy-by statement of ethical behavior.
[57:40] We don't have that.
[57:43] Have all the governing body members come to me?
[57:48] Training, this is the one that every year we have to take
[57:53] that open meeting online test.
[57:59] I've been trying to get it.
[58:02] See this training auditor Utah dog get up before you leave.
[58:09] Yeah, we'll look it up show you how to get to it.
[58:14] And it's real easy.
[58:15] It's an easy thing to do.
[58:17] I was like, can you go if I could get to it?
[58:18] Yeah, it's like takes that invasive species test
[58:21] It's so simple, answers are there.
[58:23] Oh yeah, answers are there for you as long.
[58:25] Yeah, the answers are given to you and it's kind of a yes, no, yes, though.
[58:28] Yeah, and then once you're re-appointed, you have to take the board member training thing.
[58:35] Right.
[58:36] And during the first, sometimes during the first year of your new term.
[58:40] So I've got to do that again, okay.
[58:42] You have to do it again, I'm sorry.
[58:43] Right, because they do have things to change.
[58:50] Regardless of license or formal education is at least one member of the management team received 40 hours of formal training related to accounting, budgeting and other financial areas each year, yeah, in order to maintain my certificate, I have to take 40 hours.
[59:03] I do it online.
[59:07] I take it in tax.
[59:09] Just to stay up on tax does the entity have a formal internal out of lunches? Yes, we do. That's what we're doing right now
[59:16] It's an internal audit committee
[59:18] Does the entity have a formal audit committee? Yes, we do so yet all those
[59:24] 200-5s tens and 20s up
[59:26] Up here on top. We have total points earned 330
[59:31] And if you look at that on the risk level
[59:36] Where do we fit, Pam?
[59:38] right there low risk low risk yeah in the middle huh okay very low we're low
[59:44] low risk of fraud okay that's it for that schedule the
[59:55] last one you don't have
[59:56] a copy of and I know we don't really need to go over it it's this
[1:00:00] Like, that doesn't page thing. And it's basically a rehash of these two schedules we went through where they ask you all these questions, state them in a different manner. And so we've been through this several times. I don't think we have to go through it again to you. It has not changed. Okay, from last year unless somebody wants to go through it. It's just a self-advaluation question here.
[1:00:37] Okay, we need a motion to accept financial reports, accept and approve, okay,
[1:00:52] then here's
[1:00:54] the next item is the board member training and Pemiel, so he may be having a fun.
[1:01:00] I'm gonna have to how to get yes, I'm right now, okay
[1:01:09] So under so if you go to that link it looks like this
[1:01:13] Yeah, so just that link drags you to the online training portal and then
[1:01:42] Okay, so you're so online training portal and you just go up and it tells you the things to you can go to open and public meeting
[1:01:49] training. That's what you want us to do. Open and public meeting act training. That's the one that you want to click on.
[1:01:57] This one is special districts and special service district board member training. That's when you're re-appointed.
[1:02:03] Or your initial appointment. And this one you don't need anything to do.
[1:02:07] The government nonprofit, no. So that's so did you see where that is?
[1:02:12] So this is what it comes up to.
[1:02:17] So there's a lot of other trainings.
[1:02:20] You could do all these trainings if you wanted.
[1:02:24] But the open and public meeting is the one that he's talking about.
[1:02:28] So you just click on it and it ends up right here and then course description and you can
[1:02:36] do it here if you want.
[1:02:39] So then you just click on introduction, just
[1:02:49] click on these things alone.
[1:02:53] You have to create an account.
[1:02:56] Video and evaluation anyway.
[1:02:58] You just click on each one of these and it's usually a little video and it has to do a little quiz and tells you what to do.
[1:03:06] If you have more problems with it, let us know.
[1:03:09] I don't know.
[1:03:10] I didn't bring Mike.
[1:03:13] Well, you got to, you can just like get done this year.
[1:03:16] I was supposed to do it three years ago.
[1:03:18] Yeah, we just do it every year, Dad.
[1:03:20] Don't tell him that or he'll put it off.
[1:03:23] Well, I was going to say maybe Doris could help him.
[1:03:25] I can help him if he just comes in.
[1:03:27] Okay.
[1:03:28] You're busy too.
[1:03:30] You could do it right here.
[1:03:31] See?
[1:03:31] Come down here.
[1:03:33] Oh, maybe a newbie to sign in.
[1:03:35] You do.
[1:03:36] You have to.
[1:03:37] That's fine.
[1:03:38] to those other parts, if you'd like. And I think you'd have to get
[1:03:40] out of it. I just did my well. It's called a state of Utah ID.
[1:03:44] Yeah. Yeah. It's around the little slow here.
[1:03:49] State of Utah ID.
[1:03:52] Oh, that'd be it. No, everybody has an
[1:03:56] individual. I know, but it's on a sheet where you
[1:03:59] plug into. Like they say to sign in, you don't have a count. So
[1:04:06] it'll ask you to create it. So on the very back page that's
[1:04:13] And then when you get into your account, so I'm in my account, and then you're going
[1:04:17] to do view more courses or whatever, there's an open public meeting right there.
[1:04:21] Then you click on it.
[1:04:22] Because otherwise I couldn't get one.
[1:04:24] I'm really good guy.
[1:04:24] There was two chairs in there.
[1:04:26] I mean, they know about those three.
[1:04:28] I mean, two chairs.
[1:04:29] I don't know.
[1:04:30] I don't know.
[1:04:31] I don't know.
[1:04:32] They came over to me.
[1:04:33] Two chairs for you.
[1:04:35] Okay.
[1:04:36] I am.
[1:04:37] Now we're on chief engines, engines, items, and concerns, right?
[1:04:41] Okay, so give you a little update on county chiefs.
[1:04:47] We've been, we meet every other month.
[1:04:50] Takes about an hour or so to go through it.
[1:04:52] We haven't, it's been a quiet winter so we haven't had a whole lot of things happening.
[1:04:57] There's kind of a big change going on right now between BLM and Forest Service
[1:05:02] as far as the federal wildland fire thing that they're trying to get together. Right now they're
[1:05:09] going to still be on parallel tracks so you're still going to have interior BLM park service and
[1:05:15] you're still going to have forest service but they are going to merge and their headquarters is moving
[1:05:20] to Utah. Where has it been? It's been in Washington DC. Oh my gosh okay they're going to move to
[1:05:27] to. Yeah. Well, they're closing the one in page. I might talk about that. Yeah,
[1:05:34] maybe some of these offices are going away. I think that district rangers are going
[1:05:38] away. So there's big changes coming. Yeah, that will affect us to apartment interior.
[1:05:44] Is that what we're talking about? Oh, yeah.
[1:05:48] They're trying to consolidate this, the middle
[1:05:51] managers will take the big hit. Is this difference in the forces? So the force service has their
[1:05:57] firefighting group and they belong to agriculture and then the interior has
[1:06:03] their firefighting group and that's Park Service, BLM and the Indian Service
[1:06:10] and so they're merging those two together and there's a lot of resistance and
[1:06:19] so I have my doubts that this will ever happen because we'll have a new
[1:06:23] President and priorities will change. It is a good idea because you will get some
[1:06:29] economies in there, you know.
[1:06:33] This has been the way for ever, for ever. And then we talked about
[1:06:39] it's phenomenally dry year. The driest year ever recorded for Utah. And we're going to have
[1:06:46] some big fires. The things that I look at, the energy release components, the burn index, all of
[1:06:51] those things are off the chart, which means any fires we get are going to burn really hot.
[1:06:57] And you put some wind behind it and we can have some devastating losses.
[1:07:00] Hopefully our community, actually our community is in pretty good shape.
[1:07:04] We've had a lot of mitigation done on the periphery, surrounding mammoth creek,
[1:07:10] up in Reads Valley, and then to create some fire breaks.
[1:07:15] So I'm gourdedly optimistic that we're going to have a good year here.
[1:07:19] What's the status of getting rid of those stacks of judgement if they better can't go on so so they didn't burn those because there's no
[1:07:26] They did burn these down along the highway
[1:07:30] Which I was shocked that they did that but
[1:07:33] Did they leave some one up there?
[1:07:36] There's a couple sticks left in there
[1:07:39] So then the ones over by the fire by the burn pit
[1:07:42] I would really love for them to burn because I can't burn that south side of the fire pit until they get those things out of there
[1:07:48] And the one above me is a campground, because those...
[1:07:50] Well, they're just going to go in there and grab that wood and use it.
[1:07:53] I know, I think that's the problem.
[1:07:54] I was up there three or four times because they burned these three and four foot long.
[1:07:58] Laws, yeah.
[1:07:59] Laws, and they just kind of teeter totter them in there in the fire pit, and then it teeter
[1:08:04] totters out, and they leave their firewood stack next to their firing for convenience.
[1:08:10] Well, of course.
[1:08:11] You know, it's just stupid.
[1:08:12] That's a lot of money.
[1:08:13] Can we have campfire?
[1:08:15] Yes.
[1:08:15] There's no fire extinguisher.
[1:08:16] So VLM is in fire restrictions, so the lower elevations went straight to stage two fires restrictions,
[1:08:23] which means no grinding, no flame of any kind, basically close the force at one o'clock,
[1:08:30] or close the public lens.
[1:08:32] 4,000 feet or below, is that right?
[1:08:34] Five.
[1:08:35] Okay.
[1:08:35] So it's going to happen here, now whether we go to stage one, or we go to stage two, that will
[1:08:41] be up to the politicians, because it's, so I heard the comment.
[1:08:45] And I said, well, we were supposed to be in fire restrictions Thursday.
[1:08:48] What's the problem?
[1:08:49] And Josh said, he called and they said, well, we haven't had any major fires yet.
[1:08:53] So we don't think it's a problem.
[1:08:54] Oh, yeah.
[1:08:56] So apparently they don't come up here and watch his idiots in the campground.
[1:08:59] Yeah.
[1:08:59] So we are going to have a major fire.
[1:09:02] They just, because of them.
[1:09:04] So anyway, are there still a lot of people in the campground right now?
[1:09:10] Yes.
[1:09:11] It's packed.
[1:09:11] It was full Thursday.
[1:09:17] I'm sure they're pulled back in there, so I'm working on right now, so I want to get the wild land engine squared away, and I want to get the asphalt sealed in the parking lot.
[1:09:29] There's a guy over here right now.
[1:09:31] Oh, she talked to you.
[1:09:36] So I'm going to call him next week when all the crowds are gone.
[1:09:39] He's going to come up, give me an estimate, and I'll probably choke over how much it's
[1:09:43] going to cost.
[1:09:44] But it has to be done or we're going to lose it.
[1:09:47] And that's all I have right now, OK.
[1:09:52] Let's talk about the board schedule for going forward.
[1:09:55] our next meeting will be Labor Day unless German calls for a special meeting in
[1:10:04] between. Yes I thought we discussed last year adding July 440 just a quick
[1:10:12] update meeting because the last few years when we adopted like the budget for
[1:10:18] and then the slide-in, it took so long between meetings that we were having problems.
[1:10:27] Yeah.
[1:10:28] We talked about it last year.
[1:10:33] What are your thoughts on that?
[1:10:36] Well, I'm not getting a lot of enthusiasm out of the board for that, Paul.
[1:10:41] To be honest with you.
[1:10:42] Paul, would you lie forth as a problem?
[1:10:44] Yeah.
[1:10:45] A lot of people have a full board.
[1:10:48] We wouldn't have a full board, I'll tell you what, Paul, you can call us a special meeting anytime you want.
[1:10:55] Yeah.
[1:10:56] And if there's an emergency and you need, we can always be reachable by phone if we're not.
[1:11:02] I mean, I have no hope to do it at a special meeting sometime anytime, but on the holiday weekend, it's fine.
[1:11:07] You know, that's a difficult thing.
[1:11:08] We, in January, I had talked about the 4th of July because everybody's out there. It doesn't have to be that weekend.
[1:11:14] But if we can call an emergency meeting because we were having problems the last couple of years with our budget, we approved something, we go to buy, pay for it, we can't do it until we get it re-approved.
[1:11:30] And we have this gap of three or four months which creates problems with us trying to, you know, if we find something that we need and we can get a good price on it.
[1:11:44] You know, in June, but the price is going to change by the time we get to the next meeting that creates a problem for us.
[1:11:51] We don't, we all have Microsoft Teams or Zoom or something like that. I mean, most of us, you know, I do, you have that.
[1:11:56] Do you have a demo? Microsoft or Teams or Zoom meetings or something like that?
[1:12:01] Yeah, sure. I have that on my phone.
[1:12:03] Yeah, yeah.
[1:12:04] We can do that. I have no problem with that.
[1:12:06] I just we need to make sure we have the ability if MJ comes up with something that we need to buy it like now
[1:12:14] That we can call a board meeting or we can have a board meeting where we can approve it
[1:12:20] Legally and get it taking care of so we can get it paid for and purchased
[1:12:25] We can all be reached by by our phones through our cell phones
[1:12:28] You can want we just all on shirt at some point in time or another
[1:12:31] I mean, the only problem with, and I have no problem with that.
[1:12:36] I'm not arguing that point at all.
[1:12:38] When we had the question about a couple of years ago
[1:12:43] about the $25,000 for a new phone or radio system
[1:12:48] that they decided to go to, the state did, we did.
[1:12:52] We did make phone calls and get all the boards approval.
[1:12:57] But Dale pointed out to me that doing it,
[1:13:00] That way it wasn't exactly legal, so we need to do, like, instead of five or six phone calls, we need to be able to have everybody on a conference calling.
[1:13:13] That's what it is doing.
[1:13:16] So, am I going to have to do that on the wildland pumpkin when I finally decide which company I'm going with?
[1:13:26] So I've got $20,000 to mess with.
[1:13:28] Do I need any more approval past that?
[1:13:31] No.
[1:13:32] So just order it when I find out what I want.
[1:13:34] Sure.
[1:13:34] Okay.
[1:13:34] Thank you.
[1:13:36] I think you have to get that more than one bit.
[1:13:40] I have three.
[1:13:41] Okay.
[1:13:44] I think the only time we dealt with our money,
[1:13:46] the only time we have to do some type of a meeting on that pump
[1:13:50] would be if if we can't get it for the 20,000 if we need to increase the right right right
[1:13:57] and we can you on your signature can she go to $2,500? 2000 okay oh no I think it's technically we
[1:14:08] could go to 2000 or 22,000 without needing a board meeting correct now yeah yes okay anything over
[1:14:18] approve value on this budget. Okay. You need to go over that. I have to. You have to have
[1:14:23] to have a special meeting with Paul. Nerves on the phone and say yes. Okay. Well, we can do that. Yeah.
[1:14:27] That's that's simple. I'd rather do that than have another meeting. I absolutely don't think
[1:14:32] you can do that. No, I agree. That's fine. As long as we have the ability of getting everybody
[1:14:35] together so we can talk. I'm happy with that. It's just we've had the problem in over the last
[1:14:43] a couple of years where we have this long gap between meetings and we end up not being
[1:14:49] we just something approved we go to buy it and we got away for the next meeting doing
[1:14:53] it.
[1:14:56] We have the technology now to do all that so we can do that.
[1:15:00] Okay. That okay, Paul? Okay. So, then our next meeting would be on the Labor Day weekend, September 5th on the Sunday. Sunday, nine to again. At 9 a.m. Sure. They're pretty okay with that. Yes. Anyway. Yeah. I won't be here. Okay. Okay. You're not going to be here. Well, good for you.
[1:15:29] Okay. And then the
[1:15:31] final meeting and this is subject to change because of the county
[1:15:37] treasurer. It'll either be the Saturday, October 31, or the
[1:15:43] following Saturday. I'll know later. Is that going to be our
[1:15:46] soon meeting? This this year, we're going to try to set up the
[1:15:50] zoom. Dave's you offered to help us set up the zoom menu and I
[1:16:09] So right now it's a separate October 31st, but that's subject to change them at our Labor Day meeting, at our next meeting, we'll tie that down.
[1:16:19] Okay, well you know by them because they'll tell you right I'll call I'll call her until I talk to you. Yeah, okay, and that's it
[1:16:27] All I need is motion to adjourn
[1:16:40] Hey Paul
