[0:00]
It is 5.30 and it's time to begin our meeting tonight.
[0:05]
This meeting of the Americana Regional Planning Commission as well, May 27th, our first item of agenda is the approval of the agenda. Have any of the changes to the agenda that need to be made? Is there a motion? Make a motion. Motion to approve it is a second. Second? And a second. All in favor say aye. All right.
[0:30]
post no agenda is established. Approval of April 28th meeting. Make it motion.
[0:41]
Motion to amend,
[0:45]
okay. To show the Mike Diaz was present on April 28th. Mike Diaz was
[0:52]
not included as that as a change that he was here. If that's correct, I assume it to be.
[0:58]
Any other changes or comments?
[1:03]
Motion. Prove with the amendment. Second.
[1:10]
Stacy. All in close to I.
[1:14]
Minutes are approved as amended.
[1:19]
Our first order of
[1:20]
business is item number four. Concrete batch plan. This is seven.
[1:35]
Okay. So stay serious, clearing up possible conflict ventures. We don't have to dissipate
[1:42]
in the meeting on this item, huh?
[1:49]
What did I call you?
[1:54]
I'm Jim, by the way. All right.
[2:04]
Any comments on the final site plan that you need to ask
[2:07]
I was a staff we
[2:21]
knew it fan I know what you had on your mind
[2:28]
Any question to come into the staff on this item
[2:31]
I was a staff
[2:37]
Staff on the
[2:39]
Landscape plan
[2:41]
That is not included
[2:44]
On a final site plan on a commercial property
[2:48]
Our industrial isn't landscape plans required for our doctor.
[3:01]
Staff, we'll
[3:14]
hold that question in the back of the present time, but we'll get it answered.
[3:17]
Now, it was applicant here,
[3:20]
would you like to make any comments, sir?
[3:27]
Chairman, members of the planning commission, my name is Gary Whitaker, and I'm with Griggs
[3:31]
and Lonnie.
[3:32]
I also have the engineer here, Mr. Carter's broadband here with me tonight, also try to answer
[3:39]
any questions.
[3:39]
in regards to the landscape plan, nothing was brought up about that or to our attention.
[3:48]
Had it been, we would have dressed.
[3:50]
Yes, sir.
[3:52]
Any questions, applicant?
[3:56]
Yes, sir.
[3:57]
Go ahead.
[4:04]
In your notes regarding the way out the way.
[4:14]
Well, let me ask you a question while I was writing on Robert.
[4:20]
The Pupin Hollow Method to Joe Pup met using what's the criteria for that?
[4:25]
And maybe that's a question I need to ask the staff.
[4:30]
I'll be happy to try to answer the question.
[4:32]
Go ahead, answer.
[4:33]
If you get the state will allow a pump and haul on certain
[4:37]
circumstances, typically on, say, for batch plants,
[4:44]
especially they're located adjacent to rock quarries that
[4:48]
type of uses, it's understandable that there's no suitable
[4:52]
will solve for a septic system.
[4:55]
In that case, you can apply it to the state
[4:58]
once you have a soil site just to go out and prove
[5:01]
that there is no soil on the site to put in a drip system.
[5:05]
The next step is to make application to the state
[5:08]
at Tennessee for a pump and all.
[5:10]
Basically what they do is they put a tank on site.
[5:13]
There'll be a thousand gallon tank on site
[5:15]
that the product would go into and then they would actually
[5:18]
have it pumped out.
[5:19]
Okay,
[5:22]
then it would be pumped out and for that application at the state you have to have
[5:28]
a signed agreement with the pump and haul company that will do that.
[5:33]
You also have to have a signed agreement with the city that is receiving that material
[5:38]
where it's pumped out and it will be processed.
[5:43]
The state also has a 30-day waiting period.
[5:47]
they have a public hearing on that. So anytime you do a pump and haul permit, it is a permit
[5:52]
that is obtained by the state of Tennessee.
[5:55]
In any limitations on how much effort you can pump and haul?
[6:00]
Typically they will look and that's part of the application. You have to tell them the number
[6:03]
employees and me people will be on the side and just to look at the sizing and the use of that.
[6:13]
They're very limited and where they'll let you do it. And like I said, it's typically
[6:17]
and ears that don't have soil size.
[6:19]
Do you have a contract with this pump and hull company?
[6:24]
We have actually submitted that application
[6:26]
to the state for this site.
[6:28]
Okay, so the answer is no.
[6:29]
We don't have the permit yet.
[6:31]
No, sir, we're waiting on there.
[6:32]
I'm going to go through their time period.
[6:36]
You read,
[6:44]
huh?
[6:44]
We need the microphone.
[6:45]
It's like a wireless wireless on here.
[6:47]
There's somebody hit the microphone over there for.
[6:49]
We can't be working on the computer things to try
[6:55]
to do the death of one.
[6:56]
Okay.
[6:57]
Well, we'll just go to that.
[6:58]
No problem.
[7:00]
No problem.
[7:01]
Yes.
[7:03]
In your design, you say that there's going to be three employees at this site.
[7:10]
How many off-site truck drivers are you going to have at this site?
[7:14]
If I'm not mistaken, there's eight parking spaces for the trucks and they typically come
[7:21]
man in the morning are get the trucks head out. So are they going to park?
[7:28]
Is your employee levels 11 and my numbers are 7-3?
[7:33]
That's a good question. Hang on just a minute.
[7:55]
And you are?
[7:55]
I just brought it with Griggs and Meloney. So the truck parking was provided by Scott
[8:01]
Nichols, which is the owner of the concrete batch plant that's going to be going there.
[8:05]
I am I so as far as the number of trucks that it's understood that those
[8:12]
truck parking may be just for queuing, you know, to pick up items not not really
[8:16]
stay the entire time. That's the understanding at least.
[8:20]
But a concrete batch plant, your trucks are parked there at night, your employees have
[8:24]
to drive to the site, park their personal vehicles, in a parking lot, get in the
[8:30]
concrete trucks that have a parking space and for staging, and then leave the
[8:34]
I don't see anywhere in your site plan, parking, allocated for those numbers of truck drivers.
[8:42]
So it's a little tough to see.
[8:44]
I think on sheet.
[8:47]
Yes, sir.
[8:48]
Thank you.
[8:49]
Number 15 states it would be mixer parking.
[8:52]
And so-
[8:53]
Right, it's with the truck's park.
[8:54]
But where do the truck drivers personal vehicles park?
[8:59]
Well, we can show it if you need it, but typically, I mean, we've got lots of open area that the entire site is
[9:08]
acoustic gravel. So we can show places where, you know, those personal vehicles have been parked. There's lots of open areas.
[9:16]
So I think that's important for our final site plan to designate where your employee parking is going to be for the correct
[9:21]
number of employees because you are going to have additional employees in what you're playing states.
[9:25]
Those are final site plan cards, I just want to make sure that we allocate for that.
[9:29]
It'll also affect your total disturbance area, because you have to have parking either paved,
[9:36]
concrete, DBST, something, rather than gravel parking areas for our zoning ordinance.
[9:45]
Okay, interesting, it's concrete plan should be pretty easy to accomplish that.
[9:52]
All right, storage of materials.
[9:56]
I couldn't really clearly tell.
[9:58]
Well, I see where Rutherford Creek is and I see our
[10:02]
topos bringing us up to this in the protected tree area.
[10:05]
I just want to ensure that your storage of dry materials
[10:07]
is not in any floodplain areas, that correct?
[10:11]
It is correct.
[10:12]
You are correct, yes.
[10:13]
Okay.
[10:13]
I just want to make sure it does look like you're parking.
[10:16]
The mixture truck parking kind of gets into some of the
[10:19]
floodplain.
[10:22]
Just kind of keep that in mind.
[10:24]
Of course, right along the edge, it looks like it's getting
[10:26]
real close to it.
[10:29]
Next question we've got is there going to be a gates on this property, is this a gated facility?
[10:34]
Not my understanding, they'll have a gate on it.
[10:37]
So no gates at all, so the fire department will have full access to your.
[10:40]
It is my understanding, yes sir.
[10:41]
Okay, to circle around.
[10:44]
On your batch office, thank you for doing a good job on the ADA, and showing the design of
[10:51]
that in your ramps, but what I don't see is I don't see a set of stairs.
[10:55]
So are all your employees going to be utilizing the ADA ramps, or are you going to be adding a set of stairs
[11:03]
down from your doorway down to the site as well?
[11:08]
I would assume with just elevation difference that probably just used the ramp.
[11:11]
With a three-foot elevation difference, you only think they're going to climb the set of stairs to get into the...
[11:16]
I mean, they could use that if need, we can add a ramp.
[11:20]
I just add stairs.
[11:21]
Just a set of stairs shown on here to include railings conforming with the ramp.
[11:24]
You know, that item would be something I'd like to see on here as well, just to make sure that we're.
[11:32]
And then the last thing is on your septic tank, assuming that you get approval for your pump and hole.
[11:37]
Is that a drive rated tank and lid, or are those the prizes in your detail as does state that it's a plastic housing for your two foot extensions?
[11:47]
I think that would need to be a concrete housing or a metal risers on that, not a plastic risers.
[11:54]
Okay, and it was sure that's right right and again, I could be wrong it's there's a there's a note on the plan that
[12:01]
Specifies that it's traffic rated lead. Right. I just want to make sure the risers were it says plastic
[12:05]
I think that this needs to be changed
[12:07]
And so whatever approvals we have I just think these are
[12:11]
Some stipulations we need to have put on this final plot before we can truly approve it in addition to the approval for this pump and hold
[12:19]
Thank you
[12:25]
Do you have a plan to do an answer?
[12:28]
Landscape to us.
[12:31]
David, do you have something?
[12:34]
Hey, you got no, you can't get hot.
[12:36]
Okay.
[12:37]
Sorry.
[12:40]
What was the landscaping rover that you just mentioned?
[12:44]
I didn't pick that up.
[12:45]
By the side of the plan, what was the landscaping plan?
[12:49]
Okay.
[12:50]
And then the...
[12:55]
I may be missing this, but I'm not actually seeing the gravel entry.
[12:59]
So I see the word gravel mentioned on the plans.
[13:05]
I see eros, I see some grading, I've got some existing asphalt.
[13:11]
And I just see the word gravel and a water line.
[13:14]
But I actually am not quite sure the routing into this place and out of this place.
[13:21]
Is that on the plans or did that get a layer left off?
[13:28]
Or is it a sheet that I'm not connecting the dots to?
[13:33]
Yeah, we really didn't want to include a gravel hatch for the entire site because really the entire site is gravel.
[13:38]
It's a rock core, so I guess just to imagine that the entire entrance from Columbia rock product road, if you see that right there, everything after that would be gravel.
[13:50]
Okay, but you have a swell shown here with an existing burn.
[13:55]
You're going to have to have some infrastructure to cross that swell at the, as you pass the fuel area, which by the way the fuel area doesn't have any specifications of containment or like normally you have a detail on that, but like coming from the existing asphalt, you do have a swell to get in here that you're going to have to cross.
[14:21]
That is actually a higher point, instead of a lower point.
[14:27]
I know it's difficult to tell in this scale in these contours, but that is slightly higher.
[14:33]
And I believe it's only two or three feet.
[14:40]
That's not a condition you may think of.
[14:42]
Yeah, and that's a swell because if you look at your 620 with the way that Teppo is drawn, that's not a high point.
[14:49]
that there is a berm but there is a swell that leads over to the other side of the berm and
[14:55]
you can see it go along that berm all the way down. Additionally another
[15:01]
Question that I think it would be good to identify the pathway that vehicles are going to travel, understanding that this is an orc gory. There is lots of rock, but identifying. And if you do plan to put a covert or something here that needs to be detailed, to cross that little area, the another comment that I had written was from a storm
[15:29]
perspective. So you got two existing berms that I could easily make out. You've got your emergency spill way. You've got your limits of disturbance, which I agree with the previous comment that that'll be expanded.
[15:45]
Am I missing the detention facility, you on sheet C2.2?
[15:56]
I'm on 2.1. Let me get to 2.2. Okay, I'm on that page.
[16:01]
So in the bottom left there, number 17 would be the sediment pond.
[16:11]
Okay, so that's for the, I thought that was a part of the whole.
[16:15]
Okay, thank you. Well, I had that as the part of the pump in.
[16:22]
And then same, same as staff comments, those are all my comments, sure.
[16:30]
Any other comments or questions?
[16:35]
Huh?
[16:38]
The site plan.
[16:39]
Landscape plan is required for a file site plan that is a condition of approval.
[16:44]
The site plan should be prepared by the register professional to include a certain letter.
[16:48]
Landscape log take off, take land plan, or any name.
[16:51]
Okay. Okay. We also have a recommendation from staff that they cannot recommend approval
[16:59]
until the pump and hull permit is granted. So what is the pleasure of
[17:09]
commission?
[17:11]
We would just ask the AB condition of approval for the pump and hull permit to be approved
[17:15]
before final site plan approval.
[17:22]
We're talking about conditional approval, so we're on to what we're doing for it.
[17:28]
It's up to you all for a month, the injured approval.
[17:34]
We will have to submit.
[17:36]
What we'd like to do is if we could address these items and basically have staff hold until
[17:45]
we get a bond approval from the state for the pump and haul.
[17:52]
If you're comfortable with your recommendations, I don't know.
[17:57]
As condition, do you feel like it ought to be brought back to us?
[18:01]
I feel like there's some big enough items that I would prefer to for all.
[18:06]
Okay.
[18:08]
I need a motion.
[18:12]
My conversion.
[18:13]
Well, wait.
[18:16]
If they can they request them?
[18:19]
Can they request them?
[18:20]
For all.
[18:20]
It's
[18:23]
the first on the front of the agenda, right?
[18:25]
No, I don't know.
[18:28]
Are there, are there way for this first one?
[18:32]
Would you all like to request the deferral?
[18:35]
Okay.
[18:43]
Is that what your deferral request is to be deferred to the next month?
[18:47]
Do you anticipate getting your state approval for your pump and haul by then?
[18:51]
We have to turn the end.
[19:00]
Have two three comments we've answered those at state level.
[19:05]
There are requests that it's the next month, it's a payable.
[19:08]
They're requesting it deferral, it's the next meeting, so accept to you.
[19:12]
Make a motion to accept their deferral with their request.
[19:16]
And we'd like to include if we could a summary of the conditions that we have just
[19:20]
mentioned, four year records, so they're on records so that you have the notes to go back and get things taken care of.
[19:28]
So the first one, and David, I've got yours to add in here, if you make sure you're okay with this.
[19:32]
And anyone else on our commission feel free to add in.
[19:35]
But the first one is the staff notes on the pump and hull approval.
[19:40]
The second one is the required landscape plan that is required as a final site plan must be included.
[19:46]
I'd like to see personally some sort of a landscape buffer of theta pike as that is a road travel by the public.
[19:55]
Number three is to address where your truck drivers are parking and how you're going to conform with that parking requirements.
[20:04]
adjustments, and adjusting your employee level on this storage of materials, we've answered
[20:15]
that one, remove that one, sorry, steps to the batch planted addition of the ADA rant,
[20:24]
confirming that the septic tank is drive rated, including the plastic risers,
[20:32]
and making
[20:32]
sure you've looked at your design for the soil crossing and design, that there's no other
[20:38]
item that's needed specifically around the landscape burn or whatever the burn is it's existing shown there I'm
[20:46]
not going to try to repeat the
[20:50]
recommendation
[20:54]
I'd like to I'd like to be clear if that
[20:57]
Semetto is going to be all the corrections are going to be made it'll have to be submitted by then to this week
[21:03]
May 30th is the deadline for the corrections for the June meeting
[21:09]
Yes, sir
[21:14]
That's that's why I wanted to bring it to your attention
[21:19]
be July.
[21:24]
So the request is for deferral until July is that correct?
[21:27]
Yes, sir.
[21:28]
Is there a motion to accept this request for deferral until July?
[21:33]
Is there a second?
[21:35]
Yes, sir.
[21:37]
You have the information to need.
[21:40]
Any further comment?
[21:41]
All in favor say aye.
[21:43]
Opposed?
[21:43]
No.
[21:44]
The deferral until July meeting.
[21:46]
Thank you.
[21:47]
We appreciate that, sir.
[21:48]
Thank you, sir.
[21:50]
Next item, recommendation for wastewater utilities to provide.
[21:53]
matter. Help me understand this. I know what we have to talk about to do, but this
[21:59]
is a function of the county commission rather than us. So our action is a recommendation
[22:04]
to the county commission. Okay. This is what you all have the paperwork before you
[22:12]
is. The applicant here is having a question to staff. Applicant here, you
[22:20]
want to make
[22:21]
short statement.
[22:26]
My name is Matt Nix.
[22:28]
I'm the president of Edge wastewater LLC.
[22:32]
We are making a request to become a wastewater provider in Murray County.
[22:36]
We've been asked by a number of different parties about being the wastewater provider.
[22:44]
We not only design, build, operate wastewater treatment plants, but
[22:50]
But we also are a public utility through the Tennessee Public Utilities Commission.
[22:54]
We're just asking for recommendation for this to go to the next level.
[22:59]
Anyone have any questions, applicant?
[23:02]
Go ahead motion.
[23:11]
Make sure it needs to be in the form of recommendations of the County Commission.
[23:14]
Question for the applicant, sir.
[23:15]
You made the motion?
[23:17]
No, I make a request, a question for the applicant.
[23:21]
So in previous meetings in this planning commission, we've heard multiple times about private companies such as yourselves.
[23:28]
And the failure rate, according to the state of Tennessee, isn't TDAQ.
[23:33]
What is your current failure rate if you don't mind me asking of your current systems?
[23:37]
We have no failure rates at this point.
[23:39]
How long do you move into business?
[23:41]
We started edge in January 29th, 2025.
[23:46]
So it's just a few months old.
[23:48]
Thank you, sir.
[23:54]
Go ahead.
[23:55]
How many systems have you installed?
[23:58]
How many systems have you installed since January or how many are operating?
[24:01]
We are not operating any currently. We have four under design and we're about to go into construction with one right now.
[24:09]
Okay, thank you.
[24:11]
Yes, ma'am.
[24:16]
Any further questions? Comments? Motion?
[24:23]
What?
[24:32]
Motion for a positive recommendation to the county commission.
[24:35]
Second by Mike. Any further questions? Comments? Ready to vote? All in favor say aye.
[24:42]
All opposed?
[24:44]
No.
[24:46]
One no.
[24:49]
Motion carries.
[24:50]
Thank you.
[25:00]
Next item is a five-site plan for a five-a-hub expansion in District 10, you know, around
[25:08]
Memphis.
[25:08]
Pleasant off in New Orleans.
[25:10]
Mark Berg highway.
[25:12]
Any questions on the staff on this item?
[25:15]
Yes, sir.
[25:16]
Go ahead.
[25:21]
Staff, when an applicant is presented with the information of what they're to provide to us as a member of the Planning Commission do we not specifically specify the size of the documents that are to be for us to be reviewed because the size that I reviewed, unfortunately, I've got almost 50 year old eyes and they're hard to read this doesn't seem to be what we accept as a standard and we have deferred items before.
[25:50]
more for this in the past.
[25:53]
We have had comments about rebuilds this several times.
[25:57]
I do not believe we have a standard sheet size.
[26:01]
I believe we do.
[26:04]
It's in our notes specifically on the size.
[26:06]
We do on plants, metals, side plant stuff, it's just kind of,
[26:11]
there's, I don't see a requirement with the smittled on site plants.
[26:16]
But if it's in the eligible, I mean legible to the planning commission members,
[26:20]
that child's property.
[26:23]
So at site plan, we do not have a required size.
[26:27]
No, not that I can recall.
[26:29]
Can we add that to our agenda tonight for other business, please?
[26:35]
I have a certain text.
[26:38]
Any further questions you have?
[26:41]
Not for the staff.
[26:42]
Well, second thing.
[26:45]
Did you see a landscape plan anywhere in this packet?
[26:53]
It is a requirement of our site plan to have a landscape plan, correct?
[26:57]
Okay.
[27:00]
Yes.
[27:01]
Okay.
[27:02]
It is not complete.
[27:11]
Anything further?
[27:12]
You have a staff?
[27:13]
Anybody?
[27:14]
You the developer?
[27:17]
My name is Adam Simon, and I'm representing Raymaker, the engineering firm in charge and site
[27:22]
there.
[27:22]
You want to make any comment?
[27:26]
No, sir.
[27:28]
Huh?
[27:29]
No, sir.
[27:33]
I don't want to have any questions of this gentleman.
[27:37]
Yes, sir.
[27:37]
Go ahead.
[27:38]
All
[27:41]
right, first of all, in the future, give me a bigger set of plans, please.
[27:47]
Critical for me to see, this is an existing site that you're putting an additional building behind the existing site.
[27:55]
And I'm seeing a 37 feet space, my question is how are you going to be bringing in this thermal bond shelter becoming on semi trucks?
[28:07]
I believe so, yes.
[28:08]
How are you going to be turning the semi-trucks around when you're delivering this on this site?
[28:14]
How are you going to get in and out of this site?
[28:16]
How are you going to do this without obstructing and creating a safety hazard on 431?
[28:25]
That is a good question and-
[28:29]
43, sorry.
[28:33]
That is a good question, I will take that back under advisement.
[28:38]
And I believe there is an access drive, not sure about a turnaround area for some of those.
[28:46]
So that's where I'm concerned about is how you can get a semi truck in here and unload it.
[28:50]
Set your building in a safely environment and not have it sit on the highway.
[28:54]
If you are going to do it on the highway, I'd like to know what you're doing as far as the lane closure plan.
[28:58]
From a fire department perspective, this becomes a life safety issue.
[29:02]
I don't want to be out there working erect because of your construction of this project.
[29:04]
I think that's a failure in your site plan.
[29:08]
Number two is I don't see a proper access for the fire department.
[29:12]
There's nothing here regarding nox blocks or how I'm going to gain access to this site, especially as you add additional things.
[29:18]
It just needs to have a letter from Chief Peru regarding how he would like to have fire access.
[29:24]
Again, it could be a nox box, it could be a call system, it can be.
[29:27]
There's lots of different options that Chief Peru allow you to utilize, but we do need to make sure we've got fire department access to this.
[29:33]
and then also fire department turnaround.
[29:37]
I feel like you're 37 feet is not large enough.
[29:40]
I would like to see you add a truck turnaround
[29:44]
on either side of where you've got your proposed
[29:47]
new construction.
[29:48]
It just would make sense for you to have
[29:50]
while you're doing the fencing
[29:51]
and doing everything else is to put something in there
[29:54]
that you can safely turn a truck around in.
[29:57]
Whether it's a fire truck or...
[30:00]
Anything you have plenty of space to do that on this. And so due to those things and the landscape plan not being included in this packet, I cannot vote in favor of this packet tonight.
[30:36]
I would like to add Chairman if the applicant so wishes like previous one he could request
[30:45]
deferment to these issues are addressed that's his right that's how I'll have I would
[30:55]
I'd like to request that if we could as well defer until July.
[31:01]
A question from the applicant to defer until July.
[31:08]
Most to accept that deferral.
[31:13]
Second here.
[31:15]
With the specific items I just previously mentioned for you to work upon.
[31:18]
All in favor say aye.
[31:20]
I vote no.
[31:22]
Thanks sir.
[31:23]
Appreciate you.
[31:25]
Chairman, I'd like to make a correction. I did find a site plan requirement, scale 1 to 200 foot to an inch, no smaller than 200 foot to 1 inch.
[31:40]
20 is $200 for a quaint, that's the smallest thing.
[31:46]
That's too small.
[31:47]
That's still small?
[31:51]
That's hard to leave, it's $200.
[31:53]
All right, but that's what it says, what it says.
[31:57]
Item next item, on the end of the...
[32:00]
It picks that.
[32:01]
It is a 2.0's, Murray County Church.
[32:06]
We'll be here on Keaton Road.
[32:10]
Any questions of the staff on this one?
[32:15]
There's an applicant here.
[32:19]
Tell us your name and details.
[32:23]
Jack Parker with Catalyst Design Group, Civil Engineer.
[32:27]
Any comments you'd like to make?
[32:30]
No, sir.
[32:34]
All right.
[32:36]
Any question anyone has of the applicant?
[32:41]
The office staff.
[32:43]
Oh, the applicant.
[32:46]
Mr. Chairman.
[32:48]
Anyone?
[32:49]
Yes, sir.
[32:52]
You've got three minutes.
[32:54]
All right. First item is thank you, sir, for including a landscape plan. There's, unfortunately, you didn't include any landscape on it.
[33:01]
Your landscape plan only states seed and straw for the entire site. So you don't have any intentions of landscaping this in any shape frame or fashion for your L-1.0.
[33:19]
The final site plan should be prepared by Registral Professional to include survey or landscape
[33:25]
architect architect land planner or engineer.
[33:28]
Any of those are registered professionals that can't submit the site plan without developmental
[33:34]
standards around those specific uses and landscape buffer requirements and stuff.
[33:39]
I mean, it's, we're kind of, and no man's land is from history, so just so you know,
[33:47]
planning commission does have the purview of landscape, correct?
[33:50]
That is correct.
[33:51]
Thank you, sir.
[33:53]
Do you intend to do any landscaping?
[33:57]
We're intending to do what's on the plan.
[33:59]
I wasn't aware there wasn't actual landscape.
[34:01]
So L1.0 shows nothing at all.
[34:05]
It specifically shows seed and straw.
[34:08]
I think that definitely needs some improvement.
[34:27]
I do not see anything in here showing approval for two road connections, size of them, no stop bars, two-way traffic, no plan at all on this for safe ingress and egress of the site.
[34:47]
or design at all regarding that.
[34:50]
It shows a 24 foot entrance, but no wings, no stop bars, no stop signs, nothing.
[34:57]
And so without that information, I can't vote in favor of this.
[35:02]
And I also do not see in here anything regarding a fire review, fire department review, access
[35:08]
to the new church, is the building going to be sprinkled, is it going to be all these
[35:16]
things from an occupancy standpoint and a fire department review.
[35:21]
And so with those omissions, I want to make a motion, Mr. Chairman, for denial tonight.
[35:27]
Based upon these items, or deferral depending on the will of the commission.
[35:36]
We'd like to request deferral with, like the other applicants have.
[35:42]
You're more than welcome to do that.
[35:42]
July.
[35:47]
And that is your right. I would like to add without water availability letter. The next
[35:52]
go around the staff will probably name this substantially incomplete and that building will have to
[36:00]
have some type of fire flows if not just hydrant. So if it doesn't have the occupant load to just
[36:06]
fire the sprinkler system, it will have to support a hydrant from the utility.
[36:12]
We did add a hydrant.
[36:14]
Okay, I saw on the demolition that there was a hydrant that was going to be demolished,
[36:19]
but I never knew of one, so I just wanted to bring that to your attention.
[36:23]
Gotcha.
[36:24]
Yeah, we're now calling for a new fire hydrant.
[36:28]
Top of it.
[36:31]
I would suggest that you get our requirements and go come in detail as you before you bring
[36:39]
get back to us and make sure you've got everything. It's required. Okay. The request is for
[36:49]
deferral until July. Is that correct? Correct. Motion to accept. Motion to accept.
[36:56]
12, is there a second of that? Second? Second? Second about it.
[37:02]
All in favor, say aye.
[37:04]
Opposed, no.
[37:06]
Thanks, sir.
[37:07]
Okay,
[37:17]
we have a final plat on three lights,
[37:23]
on Williams Fort and Williams Fort, Tennessee.
[37:28]
Any questions on this that you have to ask because of the staff? Is the applicant here?
[37:37]
The staff will. Go ahead.
[37:40]
Plan size, staff, or this is one to 100, is that correct?
[37:44]
So this plot is the correct size.
[37:47]
Thank you, and then do you see anything, staff, that he's mentioned or
[37:53]
talked about regarding the remaining area of the 10.03 acres, and
[37:58]
how they're going to have access to that and the flag shaped remaining parcels.
[38:03]
Did you receive anything on that access?
[38:10]
Yes, they didn't receive anything on it.
[38:14]
It may be flagged shape, but it's not a flag as we define it.
[38:18]
Right.
[38:19]
Okay.
[38:22]
That's it for staff, Mr. Chair.
[38:23]
Okay.
[38:25]
About 10 acres left, is that correct after you take these three lots out?
[38:28]
Yes.
[38:29]
Okay.
[38:31]
Any questions of the applicant?
[38:37]
Mr. Chair.
[38:38]
Okay.
[38:38]
Go ahead.
[38:39]
A lot, too.
[38:41]
You've got a benchmark symbol with no information on that meant to be a benchmark there.
[38:53]
That's my survey control monument, so I show them on my survey plate.
[38:59]
You need to label it or?
[39:02]
It's in the legend.
[39:03]
Okay.
[39:04]
I would like to also point out this is a four-lot subdivision to for clarity and not three
[39:10]
lots.
[39:11]
Did you identify your chef's purpose of?
[39:15]
I'm a corp you, the land surveyor for essential land survey and it happened.
[39:18]
Okay. Okay. Thank you. Any further questions? Come in. Anyone? Motion?
[39:25]
I'll give motion to a second.
[39:27]
Motion to approve. Is there a second?
[39:29]
I have a question.
[39:30]
Is there a second?
[39:31]
Motion to approve. Is there a second?
[39:33]
Second for discussion.
[39:34]
I'll take care of him later.
[39:35]
Second for discussion.
[39:36]
I'll cut a second up here.
[39:37]
Now, we have a motion on the floor to approve.
[39:39]
You have him, come in.
[39:40]
Yes, sir.
[39:41]
Go ahead.
[39:42]
The remaining ten acres.
[39:44]
How do you intend in the future access behind?
[39:47]
It has over two hundred feet of road finding along the south side of lot four
[39:52]
So that'll be for future development future. It's got an existing house on it. It's it's it's own power
[39:59]
So it's like I said, it's over 200 foot of road frontage of 10 acres. So it's never made a single family for far as I'm aware
[40:05]
Yes, okay, and then just in the confirm. I see you've got it noted in your plot. Thank you
[40:11]
So the Murray County Highway Department now has a standard that you're right away
[40:16]
Okay, shall be paid to concrete or asphalt.
[40:18]
You've got that in there's no number three,
[40:20]
so you're fully aware of those requirements.
[40:25]
Thank you, sir.
[40:27]
Any other questions or comments?
[40:30]
Are you all ready to vote?
[40:32]
Yes, sir.
[40:32]
All in favor say aye.
[40:35]
Opposed, no.
[40:36]
Thank you, sir.
[40:42]
But look, somebody won't speak.
[40:50]
I'm number nine, two lots on called Windy Acres.
[40:55]
on Joe P.
[41:02]
Rowley. Any
[41:05]
questions of staff on this item?
[41:07]
Yes, sir.
[41:09]
Go ahead.
[41:11]
Staff, I have the opportunity to speak with Todd Schultz from Mary County Water this
[41:15]
afternoon.
[41:17]
I think your notes you made it applicant is not submit a water letter of availability.
[41:21]
Todd Schultz has stated that they have already confirmed and have already made the tap.
[41:26]
It's already been paid for and the tap is completed and is noted on the survey where that
[41:31]
existing water tap is, and so I want to know are we allowed to conditionally approve
[41:36]
this, with a verbal approval of Todd Schultz.
[41:42]
If Todd Schultz has sold water tap on this property, the water is available.
[41:46]
Yes, sir.
[41:47]
The water is more than available of this and the tap is already there.
[41:50]
It's in place.
[41:51]
It's just waiting for the meter to be set.
[41:52]
We can operate with that.
[41:54]
I believe we need to make that a condition of approval.
[41:57]
Condition of approval.
[41:58]
That's great.
[42:01]
Any other questions?
[42:02]
No, sir.
[42:03]
Is there a motion?
[42:04]
I'm making motion.
[42:05]
Motion what?
[42:07]
Approved with that condition.
[42:10]
Is there a little bit of second?
[42:12]
In the second?
[42:13]
I can say it.
[42:14]
All in favor say aye.
[42:15]
Aye.
[42:16]
Opposed no.
[42:18]
Item number 10.
[42:20]
Warren Creek.
[42:28]
I'm going to give you a second.
[42:30]
Clear there for a bit here.
[42:31]
Any
[42:39]
questions of the applicant concerning Lawrence Creek of the staff, I'm sorry.
[42:53]
Staff in the previous review of this plaque, do we not discuss connectivity to the adjoining
[43:02]
property owners?
[43:03]
Because I do not see any signs of connectivity on this.
[43:07]
I do appreciate them too, a group of giving us a very detailed list of conditions of all
[43:14]
All things that we did talk about, but I do not see that on here, and for some reason
[43:18]
I cut us horned.
[43:19]
That was something that we had discussed previously, and it was just curious if staff remembers
[43:24]
or can think of anything regarding that, because I was surprised that we did not see connectivity
[43:29]
to the south and to the west of this property.
[43:44]
I don't recall that conversation I had last January at the concept I believe was the first
[43:54]
Yes, that's Danielle's position is future connectivity, so with the code aside, temporary
[44:02]
as it may be constructed fully.
[44:04]
Yes, sir.
[44:05]
Thank you.
[44:08]
Any other questions on the staff?
[44:10]
Staff could hear.
[44:17]
Would you like to make any – identify yourself for us if you would?
[44:20]
Good evening.
[44:21]
Kevin Boen with M2 Group.
[44:23]
Depending on the nature of the question, I have some other folks here with me and I feel
[44:28]
like we got a really complete package here.
[44:29]
If there's any questions, we're definitely here to answer anything regarding the project.
[44:34]
Before we get into questions from him, I've got several people who would like to speak.
[44:40]
Let's go ahead and hear them, so any comments are worthy of our consideration that we have there.
[44:46]
So the several people who signed up to speak on this item come forward, come to my, identify
[44:55]
yourself.
[44:57]
and I want to speak.
[45:03]
My name is Tommy Woolver. I live at 998 South Cross Bridges Road, Mount Pleasant.
[45:12]
I'm sorry, sir.
[45:19]
I've been before you all before on this situation. I would urge you to vote no on this proposal. I have four or four.
[45:33]
five reasons why I hear number one is water. I don't believe this project has
[45:42]
the necessary amount of water to support these homes. Number two is sewage and
[45:48]
I understand they're going to have some kind of septic system where they do not
[45:53]
have septic tanks and I've seen all over this country where these things have
[45:58]
failed and I would highly recommend that you not allow that. Number three is the road
[46:09]
at South Cross bridges is narrow and the traffic out there is predominantly rural with a number
[46:19]
of farmers who use that roadway. I'm going to say that during this summer there will be
[46:26]
at least hundreds of tractors, combines, et cetera, et cetera, running up and down that road
[46:34]
and there's just not room for that many cars. Next is the present home owners on South Cross
[46:43]
Bridges Road were told when they bought and built their homes that there would be one acre lots
[46:50]
and there are except in some exceptions on the far end after you make the 90 degree
[46:57]
turn there are some two acre lots however the people who bought the one acre homes
[47:06]
were told that there would not be smaller lots than one acre.
[47:16]
The last thing I
[47:17]
I have to tell you, is I believe that it would devalue the property owners of South Cross bridges road.
[47:27]
If you put in this number of houses out there on that road.
[47:32]
And I thank you for your time this evening.
[47:34]
Thank you.
[47:35]
Thank you.
[47:36]
Anyone else?
[47:38]
Yes, sir.
[47:40]
Good evening, I'm Greg Lewandowski, I own 955 South Cross bridges road, building off of this, off of what Mr.
[47:49]
Wolver said.
[47:50]
This is an attempt by the builder to skirt the agreement that was made when the Perry's Place project went in.
[47:57]
This is a new name trying to ask you to break a contract that you made when you agreed to the initial project, which was one acre lots, majority break construction.
[48:05]
It's not new, you have to be good to your word.
[48:09]
2. The traffic study itself was wholly and unequivocably insufficient. It has no statistical
[48:15]
significance nor scientific relevance. It was three days and they were weekend days.
[48:21]
You can't reasonably say this road can handle the influx of 200 to 300 more cars nor 43
[48:28]
at this intersection. Last time we spoke here we asked about the water.
[48:34]
Mount Pleasant was losing 50% of its water in the transfer.
[48:37]
No one has actually said to us that that's been fixed.
[48:40]
Nor is Mount Pleasant come out and made any significant repairs to their water system during that time.
[48:47]
Finally, this is a problem with the septic system.
[48:51]
When you put a leach field where they're suggesting at the far end, you're risking people's wells.
[48:57]
You're also risking the county water supply with coliform bacteria.
[49:00]
area. This is something that the builder or any waste water management company has spoke
[49:04]
to. We've watched this change many, many times. At this point, the concerns raised really
[49:10]
do put the county on notice. Are you going to be good to your word? Will you take into
[49:14]
account that the traffic study couldn't give you a 50% confidence interval? I could give
[49:18]
you a better study, flipping a coin on it times. And will you tell us that the water system
[49:24]
has been upgraded, you're going to require it and then should be good to your work.
[49:28]
I leave it to you.
[49:43]
Mr. Anderson, thanks for allowing us to comment.
[49:46]
My name is George Vralis.
[49:48]
I own 1059 South Cross Bridge Road and I built 935 South Cross Bridge Road.
[49:57]
These two lots are on opposite ends of each other.
[50:01]
They are the first lot and the very last lot in the subdivision.
[50:05]
and both of these houses have had major water problems.
[50:11]
When it rains there, the water that comes off of this farm is amazing.
[50:17]
When we were starting this building project on 935 South Cross bridges road,
[50:23]
we started developing some issues early on.
[50:27]
When it rained, the water wouldn't go anywhere.
[50:29]
So I met with the county, I met with the engineers,
[50:31]
and we developed a huge pumping system to defer all that water with a two-inch
[50:37]
line pumping this water out to the road but it doesn't work when this when it
[50:42]
rains that pump fills up this is a huge well and the water goes up and the
[50:48]
alarm goes off and it stays constant until the waters go down but even after about
[50:54]
a week or two of rain you can go out there and dig a two-foot three-foot hole
[50:59]
You can hit water so there's something going on with the water table out there and I don't think it's just above surface water
[51:05]
I think it's underground water
[51:07]
So both my locations have had problems and both my lots are two acre lots out there
[51:12]
So I think that definitely needs to be looked at because as you add streets and rooftops
[51:17]
There's less places for that water to go
[51:20]
But when you go and talk to the neighbors out there not just this property floods
[51:26]
but the house next door, that whole yard floods in the way that South Cross bridges is designed,
[51:32]
that road kind of valleys, and so that valleys where all that water gathers,
[51:38]
and there's just nowhere for it to go.
[51:41]
Over on 10, 59 South Cross bridges road, when you see in their drawings,
[51:47]
they've got a creek that runs there.
[51:50]
And that's good because that water does have water problems in the front and the back.
[51:54]
Like it comes through the front and back like a river, but at least it doesn't stay there.
[51:59]
It goes over into that creek and so I don't think I'm going to have continued problem
[52:03]
with that property.
[52:05]
But in the past property, that house has had a lot of problems.
[52:08]
Water getting underneath the crawl space, I mean, it's well graded, but it warped all the
[52:13]
floors.
[52:14]
We had to go in there and resand all the floors for cupping.
[52:18]
So there's definitely water issues on this property that need to be dealt with.
[52:22]
But I guess another concern I have is when we were buying these properties this was all part of Perry's place and that was that was part of Perry's place to and the restrictions that are on these properties to protect these neighborhoods.
[52:38]
I would just ask that they are applied to this section to because this is all combined all the homes in the front are already restricted and I would ask that these same homes follow the same restrictions.
[52:51]
And if they follow the same restrictions and solve the water problems, I'm fine with this neighborhood coming in there. Thank you.
[52:58]
Thank you, sir.
[53:02]
Anyone else?
[53:08]
Mr. Trudello, Trudello,
[53:14]
Simon's, Pugh, Pugh, I know this one. David Edwards,
[53:25]
all right.
[53:31]
I just said it was difficult for wheels to come back up and all
[53:41]
right, there are any questions of the development,
[53:50]
go ahead.
[53:51]
But
[53:54]
why do you not show connectivity to our joining properties?
[54:00]
First, the discussion of the staff, if it was discussed at some point, it was not brought
[54:04]
back up through that process, the resummental process.
[54:08]
I don't think that there would be an issue, the connectivity that was kind of already connectivity
[54:12]
at the end of last 23, 24, and the other one would be between 9 and 10, yes sir.
[54:19]
So you're willing to?
[54:20]
Yeah, I think that would be a condition we would be willing to accept.
[54:24]
So that would be our first condition approval, okay.
[54:27]
Thank you, sir.
[54:30]
Anyone else?
[54:31]
I'm Mr. Chairman.
[54:32]
Go ahead.
[54:33]
Is this property?
[54:34]
Is this property survey?
[54:35]
Yes, it was.
[54:36]
I don't see anywhere where the surveyors could address or anything reference to that zone here.
[54:45]
Oh, sorry.
[54:46]
Yeah, I don't see anywhere on here where it's referenced in a surveyor.
[54:49]
So without that, we're going to know that it will survey.
[54:53]
And then also, on the TVA line, you're showing there's a hundred foot right away, but you're
[54:59]
also showing that there's no deep book and page reference.
[55:02]
I can remember somebody had surveyed out here before and didn't catch that there was another
[55:07]
right away right beside it, alive when there was a empty right away, and they designed lots
[55:12]
and build houses under a TVA line.
[55:15]
So without having any of that information, how are y'all sure that that is the only easement
[55:20]
through there with no deep book and paid revenues?
[55:22]
Not being the surveyor.
[55:24]
As far as we did the survey into, but I don't, I'm not speaking on behalf of the surveyor,
[55:30]
currently.
[55:32]
Well, I don't know.
[55:32]
Plymminary plaque.
[55:35]
Yes.
[55:35]
Have y'all contacted TVA?
[55:38]
Because we weren't getting into the right, the right away we were not, we had not gotten
[55:41]
a loan or anything from TVA.
[55:42]
Well,
[55:46]
I think having the survey are listed and getting a D book and page reference showing that you all have done due diligence on the right away.
[55:53]
It would be a condition.
[55:59]
I'm done, Mr. Chairman.
[56:01]
Any other comments or questions? Go ahead.
[56:05]
Just to get a little more insight into a couple of things that staff had previously mentioned on our recommendation list.
[56:13]
What's the status of the flood study?
[56:16]
We submitted the preliminary flood study with our resum middle, and then there was a comment that there was some in a couple of stations where above the foot maximum, those are just minor modifications we need to make on the culprits.
[56:31]
Essentially, they're right in the middle of the property, at the expense, there's no rise, so that was submitted with the package and see in the third party reviewer has reviewed it.
[56:42]
Okay, so what you're saying is there needs to be some covert design change of modifications.
[56:48]
Yeah, the minimum elevations are in the study that was provided or they're in during the study.
[56:55]
Okay, fantastic. That was my main question.
[56:58]
I did have some questions around the survey, but that's already been picked up by Treasury.
[57:04]
If you don't understand, you're going to change some cohorts that are existing now.
[57:08]
No, no, no, the studies starts at the self-crosperage is 12 by 4 cohort.
[57:15]
Any other comments?
[57:17]
Everyone be aware of the list of recommendations that the staff has made on this, there's a link there.
[57:25]
Any other questions or comments?
[57:27]
Yes, one more.
[57:28]
Go ahead.
[57:29]
Staff,
[57:32]
I just want to confirm on the M2 groups response letter number six hardest hollow from last 16 to 23 exceeds the 750 foot maximum length for permanent cul-de-sac.
[57:46]
Their response back to us was all proposed within development or designated as local roads, therefore the maximum length is 1500 feet.
[57:53]
Are they accurate on that?
[57:54]
Yeah.
[58:04]
What's 15 or 15?
[58:06]
Make the call.
[58:07]
Thank you.
[58:07]
Tell me.
[58:08]
Yeah.
[58:11]
The whole sector is saying the 15 or 15 per hour.
[58:14]
I thought it was 750, but I'm just curious because it is only 750.
[58:19]
They're responses.
[58:23]
I'm back and forth with staff and with Matthew on that one and he confirmed.
[58:32]
What's the actual length here?
[58:34]
I think it'd be prudent to make that a condition to verify that length.
[58:38]
Because I don't recall.
[58:40]
I know it.
[58:40]
I know it came out in a staff comment. I know we went back and forth and I don't know
[58:46]
that I looked back on it so I need to look. I need to do that.
[58:51]
Sorry, Brian Holcomb with them two group. I co-orspot it with Matthew.
[58:56]
Like I said, I know it went back and forth but he's specifically addressed it to the staff
[59:00]
and I couldn't answer it. I couldn't justify my answer if I could without looking at it.
[59:04]
So, I think,
[59:10]
go ahead, a number 11.
[59:17]
Has any consideration been given to the body fire protection?
[59:20]
A lot of the water, water, rail, and bill, and it gets the fire flowing.
[59:23]
Not available.
[59:23]
I see that your hydrants are showing us blowoffs, not as for fire service.
[59:29]
So at U-State in here, the developer builder will provide sprinkling as necessary.
[59:33]
So, are you stating that the builder is going to privately sprinkle all 115 of these homes?
[59:40]
Yes.
[59:40]
He's committed to that.
[59:44]
How do we get that?
[59:45]
But now just to elaborate that you know part of the water improvements were making as part of this this development the Mount Pleasant has future plans to continue to improve the basin, which is a big part of what.
[1:00:00]
Happy with this development, as far as capacity, but also working towards just improving the entire system.
[1:00:13]
Fighter staff did look at 1500 foot, it was correct.
[1:00:18]
So they've stated that on the fire, it's going to be his homes.
[1:00:25]
Well, and carry that forward to final flats, then it would be attached to the billing permits when they're issued for those lots.
[1:00:33]
Anything
[1:00:38]
further?
[1:00:44]
The other one is the emotion involved.
[1:00:57]
The other one is the emotion.
[1:00:58]
All right.
[1:00:59]
The emotion for approval.
[1:01:02]
Condition upon the TVA right away information deed book and page being added to the document.
[1:01:09]
The survey or stamp and documentation required is also added to the document.
[1:01:15]
Connectivity is extended to the property line with temporary call to sack or turn around as needed.
[1:01:21]
between lots 23 and 24, and between lots 9 and 10, which will most likely result in the removal of one lot to get that 50 foot right away through there.
[1:01:32]
We did get staff approval on the 1500 foot road frontage, and then on record that the all homes built in this neighborhood,
[1:01:39]
we'll have the fire sprinklers as a domestic fire sprinkler system installed at time of building permit.
[1:01:47]
that?
[1:01:50]
Is that your motion? Yes, sir. Is there a second with that? Second. I don't have
[1:01:57]
one thing and this no where you tie in the South Cross bridges road and I know these are
[1:02:04]
not construction plans but once again we've got to turn out, right just to turn out, coming
[1:02:10]
out to the edge of the existing pavement. Please require people to go back 15 feet off
[1:02:17]
for center line to end their turnouts so that it would decide to do what's the right
[1:02:24]
on the road.
[1:02:25]
You know how to cut out all of them curbs and redo all that and it's a very, very little
[1:02:30]
expense to the developer but just drop them returns back 15 feet off the center line and
[1:02:36]
then cause less problems in the future.
[1:02:39]
I won't make out a condition of approval, I just hope y'all will require that when you
[1:02:43]
refuse the plans.
[1:02:44]
They'll have a motion in the second and here's for the comments or questions.
[1:02:50]
Motion include all of the staff comments as well.
[1:02:52]
Okay, thank you.
[1:02:55]
Anything further?
[1:02:57]
Red vote.
[1:02:58]
All in favour say aye.
[1:03:01]
Opposed no.
[1:03:04]
Roll call vote.
[1:03:06]
We come strumbled.
[1:03:30]
Mr. Deoak.
[1:03:31]
Yes.
[1:03:35]
Mr. Seiber.
[1:03:39]
Mr. Horwell.
[1:03:40]
both.
[1:03:43]
Mr. Jensen. Mr. Kennedy. Ms. Notley. Ms. Hydeck. No.
[1:03:55]
Mr. Jones. Mr. Diaz.
[1:04:04]
Six A's. Three Nays. The motion carries.
[1:04:10]
Thanks, sir.
[1:04:31]
Just build in and build in.
[1:04:35]
I'm talking about for
[1:04:42]
next meeting next item next
[1:04:55]
item I believe is item number 10 I mean 11
[1:05:00]
excuse me Murray County unified development plan as we all recognize we have
[1:05:07]
been at this trying to put this document together for several for a long time
[1:05:14]
plan, our planning commission itself has turned over almost half of it during the time
[1:05:23]
that we've been working on this. We have been meeting every week just about it on Thursday
[1:05:30]
and spending time trying to put together what we believe is a best effort to get a zoning
[1:05:38]
resolution before the county commission for them to review.
[1:05:44]
I would hope that we are at that stage at present time, but I would appreciate a motion
[1:05:52]
to pass this on to the mayor of county commission for their review and recommendations.
[1:06:01]
Keep in mind, they have an option then to make changes to accept as written, to remain
[1:06:08]
to us or to kill it all together. They could do any of those four things but that is their
[1:06:18]
prerogative. I'm looking for a motion to submit to the Murray County County Commission.
[1:06:26]
I have a motion to have a second. Seconds everywhere. Any further discussion?
[1:06:35]
You ready to vote?
[1:06:35]
So, all in favor say aye.
[1:06:38]
Opposed?
[1:06:39]
No.
[1:06:39]
Thank y'all.
[1:06:42]
All right.
[1:06:43]
Next item is letters of credit.
[1:06:45]
We got anything on letters of credit?
[1:06:52]
Bless from Shaw Enterprises.
[1:06:55]
The only thing outstanding item that I knew was the cross-bores.
[1:07:01]
I don't know if they've been painted or not.
[1:07:03]
So, they had asked to be on the June meeting.
[1:07:07]
Okay.
[1:07:07]
Because I don't know if that task has been completed.
[1:07:10]
and? Okay.
[1:07:12]
Ports and officers, committee and staff.
[1:07:23]
You guys in there?
[1:07:24]
Other business.
[1:07:28]
Question of protection, amendment,
[1:07:29]
and a quick slide sizes for visible.
[1:07:41]
I think that would require a revision
[1:07:44]
to our fed vision rates to do that.
[1:07:46]
As well, Robert, look into it.
[1:07:48]
And if we're going to get into that,
[1:07:50]
I've got several things I'd like
[1:07:52]
concluded as standards that we adopt,
[1:07:55]
But I don't think I don't want to do it piecemeal if we really want to do that
[1:08:00]
I suggest we get together
[1:08:01]
Put together what we want and then consider
[1:08:06]
In the meantime, we can just request staff to ask the applicants to give us a bigger paper. That would be great
[1:08:14]
Well, and if it's unreadable or anything we can turn it down the cost of that
[1:08:18]
But I think that should be one of the steps that we need to take, but I think we need to.
[1:08:27]
I suggest that we get copies of several plans that have been filed and look at them and
[1:08:33]
make recommendations for changes to our side vision regs over the next few weeks or months
[1:08:39]
and rather than trying to piece me.
[1:08:43]
There is one other issue, I just got to repair this.
[1:08:51]
The matter of traffic studies, I know we've got a traffic engineer that we've used to
[1:09:00]
review private traffic studies.
[1:09:03]
We have approved last time a development with a statement that the roads meet always requirements
[1:09:14]
or something of that nature.
[1:09:16]
I believe you made the motion, David.
[1:09:17]
I'm talking about one on 431.
[1:09:21]
I looked at that traffic study.
[1:09:24]
I suppose that we've seen it.
[1:09:26]
I don't believe I've ever seen it before I have it not.
[1:09:28]
But we have just approved a subdivision whose has taken a role that presently has a level
[1:09:39]
of service A, B, and C on all the movements and turned it into a role that has a level
[1:09:44]
of service F and D with a statement saying that we think with the change that we've made
[1:09:55]
that the L will probably move up to a D, but with no
[1:10:00]
substantiating data.
[1:10:01]
I just think we need to help someone really look at these
[1:10:06]
traffic studies more diligently and make some specific
[1:10:11]
recommendations so we know where we're going.
[1:10:15]
Other business, public comments, anybody in public
[1:10:20]
want to make a comment?
[1:10:24]
Well, you are part of the public.
[1:10:25]
Come right on up here.
[1:10:30]
got to get home but 10 o'clock tonight, so don't.
[1:10:33]
Kathy Grotei, I'm a county commissioner for-
[1:10:35]
Tell us who you are.
[1:10:36]
Kathy Grotei.
[1:10:37]
I'm a county commissioner for District 6.
[1:10:40]
I come to these purposely, this in BZA, so I can kind of see what's coming at us.
[1:10:46]
Is there any way-
[1:10:47]
Okay, so the first question I have is on item number 11.
[1:10:51]
When is it coming to the Murray County Commission?
[1:10:54]
Is that June?
[1:10:55]
I will notice that there may be a
[1:10:58]
We did publish it for a
[1:11:00]
presentation before the June
[1:11:02]
meeting before that there will
[1:11:04]
be no action taking that at the
[1:11:06]
June meeting.
[1:11:07]
We have a public hearing already
[1:11:08]
scheduled at night for rezoning.
[1:11:10]
I'll be doing a presentation on
[1:11:12]
the unified development plan not
[1:11:14]
in its entirety just kind of
[1:11:16]
cursory presentation for the
[1:11:18]
overview of it.
[1:11:20]
We'll presentation. Is that the June meeting act June meeting? Yes, ma'am and there'll be a couple presentations for the public between the June meeting and the July County Commission meeting after the County Commission meeting in July. There will also be another public hearing with the presentation and it'll be taken into consideration by that body at that time.
[1:11:42]
I'm asking that because I'm the budget chairman and you're hitting right at our budget so that's why I asked the question and I was wanting to try to schedule some 29 then but I know I know the schedule looks hectic so it it was worth waiting till July.
[1:11:58]
Appreciate it.
[1:11:59]
Commission will appreciate you being here and appreciate your diligence. Anything else?
[1:12:07]
Notions to adjourn?
[1:12:08]
No, motion. We need to recognize the young way is
[1:12:12]
leaving the staff hazard tonight.
[1:12:17]
Well, I
[1:12:22]
believe that you are referring to our esteemed
[1:12:27]
to Debbie Babes, or bones, as I once heard her call.
[1:12:34]
It's been a pleasure to have her opportunity
[1:12:36]
to work with her all the way these years,
[1:12:38]
and she does tremendous job.
[1:12:41]
We gon' miss you, yes sir.
[1:12:43]
Thoughts?
[1:12:45]
Mr. Debbie, you've done a phenomenal job
[1:12:47]
for this county, for Murray County in general.
[1:12:50]
You have served this role selflessly.
[1:12:53]
Stressed yourself out for many, many nights
[1:12:55]
many many times and a lot with your family and everything else and all I can
[1:13:00]
say is thank you anyone else yeah I was I was lost when I first come over here
[1:13:09]
10 years ago now I'm found all the way in Debbie here motion motion to
[1:13:21]
to your chair. Second. Second.
[1:13:24]
Call in favor.
[1:13:25]
Nice.
[1:13:27]
Nice.
