[0:00]
Good evening. I'd like to call to order
[0:02]
the meeting of the media bureau council
[0:04]
for this Thursday, August 20th, 2026. Uh
[0:07]
let's begin by standing and saying the
[0:09]
pledge to the flag.
[0:12]
Pledge allegiance to the flag of the
[0:15]
United States of America and to the
[0:17]
republic for which it stands. One nation
[0:20]
under God, indivisible, with liberty and
[0:23]
justice for all.
[0:26]
Before
[0:28]
we get to the business of tonight's
[0:30]
meeting, we do have one uh matter of
[0:33]
business, and I'm going to stretch this
[0:34]
out because council vice president Roma
[0:37]
is on her way in. Uh we do have the
[0:39]
approval of minutes from July 16th of
[0:42]
2026.
[0:44]
I was not at that meeting. Um so I will
[0:47]
approve them. Uh assuming there are no
[0:49]
other issues with that, I just wanted to
[0:51]
check with everybody and make sure that
[0:52]
that's all right. I do need a motion to
[0:54]
approve those minutes
[0:55]
>> in the name of also uh stretching time
[0:57]
as much as possible here. I will go
[0:59]
ahead and uh make that motion.
[1:01]
>> And motion uh has been made. Is there a
[1:04]
second? You can do it quickly now. Thank
[1:05]
you.
[1:06]
>> There is a second.
[1:07]
>> Motion has been made and seconded. Uh
[1:10]
any discussion on the matter?
[1:12]
>> Okay.
[1:13]
>> Should we make up discussion? Just
[1:15]
>> We can make up discussion.
[1:17]
Uh, all in favor of approving the
[1:19]
minutes of the July 16th, 2026 council
[1:22]
meeting, please signify by saying I.
[1:25]
>> I. I.
[1:26]
>> Any opposed, say nay.
[1:28]
>> Motion carries unanimously. Uh, you will
[1:31]
notice uh several of our council members
[1:34]
are not present this evening. Um,
[1:36]
council member Taylor Dunn will, I
[1:38]
believe, address us in a few moments.
[1:39]
Um, and council member Malcoun is not
[1:42]
available. We'll also notice uh that our
[1:44]
burough manager uh Britney Foreman is
[1:46]
not uh with us this evening. In her
[1:48]
place, and I hope I don't get this
[1:50]
wrong, is our finance director, John
[1:52]
Waskovich. Okay, very good. Um uh we now
[1:56]
have one of two opportunities for public
[1:58]
comment and privilege of the floor.
[2:00]
There are two ways to get in touch with
[2:02]
us if you'd like. You can send us an
[2:04]
email at comments@mediabau.com
[2:06]
or if you prefer, come to our meeting.
[2:09]
Step to the microphone. We just need
[2:10]
your name and address for the record and
[2:12]
then you have an opportunity to say your
[2:14]
piece. Miss Rapino, do we have any
[2:16]
emails?
[2:17]
>> Nothing tonight.
[2:19]
>> Okay. Thank you very much. Is there
[2:20]
anyone from the public who would like to
[2:21]
speak?
[2:24]
Hi everybody. Uh my name is Taylor Don.
[2:25]
I'm at 500 North Olive. Um I rise today
[2:28]
in support of A1 uh which is my request
[2:31]
for resignation. Uh I don't take this
[2:35]
lightly. I I have the uh absolute
[2:37]
privilege of being appointed by um
[2:39]
Delaware County Councils to be the
[2:42]
public defender. Uh and unfortunately uh
[2:45]
the law that governs the public defender
[2:47]
act uh bars me from holding any other
[2:49]
office. Um I spoke to both the
[2:51]
solicitor, our solicitor and the county
[2:53]
solicitor and could not find a way
[2:55]
around it. So uh unfortunately uh I am
[2:57]
forced to resign and I wanted to uh tell
[3:00]
you all that it was a privilege to be
[3:02]
work along you alongside you and a
[3:04]
privilege to serve the people of media
[3:06]
um and to encourage anyone out there uh
[3:09]
who is interested in applying for my
[3:11]
open seat. Uh because three three and a
[3:13]
half years ago that's how I got
[3:15]
involved. Um there was an open seat. I
[3:18]
applied for it. I wasn't selected
[3:20]
thankfully. Uh Jen, our our wonderful
[3:22]
Jen was was appointed. Um, and then, uh,
[3:25]
I ran and was elected and it was a
[3:26]
wonderful experience. So, I encourage
[3:28]
anyone to step up and do that themselves
[3:30]
and just to say thank you to all of you
[3:31]
for what a privilege it was to work
[3:33]
alongside you and on behalf of the
[3:35]
greatest town I could possibly choose to
[3:36]
live in. So, thank you. Thank you.
[3:40]
[applause]
[3:42]
I just want to ask the solicitor, what
[3:44]
happens if we say no?
[3:47]
Does he get in trouble?
[3:48]
>> Uh, yeah, he is.
[3:51]
>> All right. I'm just just checking on
[3:52]
that one. I don't think it'll be an
[3:54]
issue, but [laughter]
[3:57]
um and I think those uh those comments
[4:00]
were lovely and we echo them. Uh we'll
[4:03]
have more to say in a few moments, but
[4:05]
uh it's was not it was almost as if
[4:08]
you'd been on council for years uh with
[4:10]
your contributions and what you added to
[4:12]
our meetings and the information that
[4:14]
you shared with us. So, it is with great
[4:16]
regret that I'm going to have to bring
[4:18]
that forth in a few moments. Is there
[4:20]
anyone else who would like to speak?
[4:23]
Seeing no one, uh, I would like now to
[4:26]
move on to our manager's report. And the
[4:29]
manager's report this evening will be,
[4:31]
uh, brought forth by Jonathan Musco.
[4:41]
» Thank you, Mr. President, and good
[4:42]
evening to everyone. Um, like I said,
[4:45]
Britney Manager Foreman is not available
[4:47]
tonight, so I'll be delivering the
[4:48]
manager's report on her behalf. Um just
[4:51]
a few small public announcements that
[4:54]
she asked me to deliver. Um the first
[4:56]
one being the and excuse my
[4:59]
pronunciation on this, the Aliviver
[5:01]
Foundation wants to donate uh AED
[5:03]
equipment to Baral Park. They've been
[5:06]
partnering with local municipalities
[5:08]
like Lanstown and Upper Providence
[5:09]
Township. And the donation would include
[5:12]
$1,100 for the AED device itself as well
[5:15]
as an extra $1,100 for the enclosure for
[5:19]
the device. This will run through
[5:21]
properties committee next month, but um
[5:23]
we want to thank the Aliviver Foundation
[5:26]
publicly for considering the burrow.
[5:29]
Secondly, we were recently notified that
[5:32]
Palm Street Mall was awarded a 2026
[5:36]
great places designation from the
[5:38]
American Planning Association,
[5:39]
Pennsylvania chapter. We were nominated
[5:42]
by NV5, who was the landscape
[5:45]
architecture firm that we partnered with
[5:47]
during the project.
[5:49]
And the last one, which is a little more
[5:51]
in my wheelhouse, the fiscal year 2025
[5:54]
audit was completed by Barbcane Thornton
[5:56]
and Company, our um independent auditing
[5:59]
firm. We did receive a clean audit
[6:01]
opinion with no material weaknesses, no
[6:03]
significant deficiencies, and three uh
[6:06]
minor recommendations that they had.
[6:09]
And that concludes the manager's report
[6:11]
for this evening.
[6:12]
>> Very good. Um, I'm going to ask if our
[6:15]
vice president has anything uh that she
[6:18]
would like to say about the audit, the
[6:20]
award that you received earlier this
[6:22]
year.
[6:23]
>> I want to just give you some credit,
[6:24]
sir. We haven't had a chance to do it
[6:26]
publicly.
[6:28]
>> Sorry, just bring that on you.
[6:29]
>> Um, we did address it at last month's
[6:31]
meeting, legislative, and I think that
[6:33]
was the one that that that you missed, but John wasn't here to
[6:37]
>> to hear all receive it in person. Um but
[6:41]
yeah, we were very excited to get this
[6:44]
award acknowledging sort of our fiscal
[6:46]
responsibility and the rigor with which
[6:48]
we ROD reporting and transparency and I
[6:50]
think um one of the real great things
[6:53]
about the award is it was the first time
[6:54]
that we applied for it. So we won as as
[6:57]
a firsttime applicant and you know we'll
[6:59]
try to continue to um you know raise the
[7:02]
bar on that and continue to get
[7:03]
recognized by this but you know really
[7:05]
great work from John and the finance
[7:07]
team and the rest of the burough staff.
[7:08]
>> Thank you. Thank you very much. I
[7:11]
appreciate it.
[7:13]
Uh, any other questions for our manager
[7:15]
or our finance director? Okay. Very
[7:18]
good. Moving on now to our solicitor's
[7:20]
report. Mr. Scott.
[7:21]
>> Uh, thank you, Mr. President. Nothing
[7:23]
tonight.
[7:23]
>> Thank you. Any questions for our
[7:25]
solicitor.
[7:26]
Moving on now to our engineers report.
[7:28]
Mr. Matson.
[7:29]
>> Thank you, Mr. President. Again, my
[7:30]
written report was submitted earlier
[7:31]
this month. Just some updates on some
[7:33]
few a few capital projects. We have two
[7:36]
stormwater improvement projects in the
[7:37]
north of town. Uh the first one is
[7:39]
underway is almost substantially
[7:41]
complete at this point which is great
[7:42]
news. That is the empoundment facility
[7:44]
for storm water and the community garden
[7:46]
on top of that. Big thanks to JMC
[7:48]
contractors for working very quickly all
[7:50]
throughout the month to get that work
[7:51]
done. Looking forward to a successful
[7:53]
project. The second one is on North
[7:55]
Olive Street Bridge Road. That bid
[7:57]
opening is August 27th. So that will be
[8:00]
next week. We're eagerly looking forward
[8:01]
to that bid opening. Hopefully we'll
[8:03]
have good news on that one. Our ste
[8:05]
street ballards were recommended by the
[8:07]
council to go out to bid. We will have
[8:08]
that bid opening in September with a
[8:10]
recommendation for the legislative
[8:11]
meeting. Uh our trafficcoming project
[8:14]
over on Laminate Jefferson is
[8:16]
substantially complete as well. I think
[8:17]
it looks great. A big thanks to our
[8:18]
friends at Chipaloney for that project
[8:20]
and our friends at the county. Uh Pico
[8:22]
is almost wrapping up the work on
[8:23]
Providence Road. It seems like it has
[8:25]
been going on for a long time. Uh once
[8:26]
that is completed, we'll be move forward
[8:28]
with the Holly House rabbit rectangular
[8:30]
flashing bacon project. And lastly
[8:32]
tonight in your packets for award is the
[8:34]
2026 red program. And so we had a a good
[8:37]
strong representation from that one.
[8:38]
should be under the
[8:39]
transportation committee u uh report. So
[8:43]
unless there's any other questions that
[8:44]
concludes our report.
[8:46]
>> May I ask the question?
[8:48]
>> Yes.
[8:49]
>> Kevin, do you know when Providence Road
[8:51]
will be repaved? We are getting a number
[8:54]
of complaints about the way the roads
[8:57]
been left.
[8:58]
>> Unders understood loud and clear. Yeah,
[9:00]
there was uh a number of inquiries back
[9:02]
and forth that goalpost had been moving
[9:03]
again. We were promised July. We've been
[9:05]
promised August. So, it's just a matter
[9:07]
of getting PICO to do the follow-up work
[9:09]
of the installation of the service
[9:11]
laterals. So, they need to do some
[9:13]
coordination naturally with the
[9:14]
individual homeowners to schedule
[9:15]
appointments. And that's really where
[9:17]
we're down to. We're down to the last
[9:18]
few. So, it's it's a function of
[9:21]
naturally Pico completing their main,
[9:22]
which is done, and then all the
[9:24]
individual service laterals, which is
[9:25]
the final part of that. So, after that
[9:27]
is completed, the road will be repaid.
[9:29]
But, thank you.
[9:32]
>> Any other questions?
[9:34]
Thank you, Mr. Matson. Hearing no none,
[9:36]
we'll move on to our mayor's report.
[9:38]
Mayor Washington.
[9:39]
>> Good evening, Mr. President, and good
[9:41]
evening, everyone. Um, yes. So, my
[9:44]
report, I have a couple of reports from
[9:46]
the media brow police department and a
[9:48]
couple of updates for me as well. Uh,
[9:50]
there were 731 calls for service and
[9:52]
initiated response for the month of
[9:54]
July. And unfortunately, this is an 11%
[9:57]
increase from July of 2025 with 652
[10:00]
calls last year. 149 traffic stops, 33
[10:04]
traffic details, and some training from
[10:07]
the media bureau police department. The
[10:09]
officers completed their annual use of
[10:11]
force and taser training conducted by
[10:13]
Sergeant Helmond and Officer Devito. All officers will also completed first
[10:18]
aid and CPR training, which is required
[10:20]
every 2 years. And onto the reports of
[10:23]
interest. Uh there are terroristic
[10:25]
threats with a firearm on July 22nd at
[10:28]
the Wawa and oh wait no that's the next
[10:33]
one. Whoops. Uh there is a terrorist
[10:35]
threats with a firearm. Officers
[10:37]
responded to the area within 30 minutes
[10:39]
of the initial dispatch and had the
[10:41]
actor in custody. And then the next one
[10:44]
is public drunkenness on July 4th. At
[10:47]
the end the individual was taken into
[10:49]
custody for public drunkenness and
[10:50]
released once. sober. Um, and that's
[10:53]
something that they have to do so they
[10:55]
make sure people are, you know, good to
[10:57]
go and not and under any liabilities.
[11:01]
And the next one's for a check washing.
[11:03]
Uh, the case has been turned over to the
[11:05]
postal inspector's office of the US
[11:07]
Postal Service.
[11:09]
And then the other one, I think I got
[11:12]
two more. Trespass with a threat of a
[11:14]
firearm. And this is at the Wawwa store
[11:16]
at the 100 East Baltimore Avenue for
[11:19]
report of the subject with a gun. And
[11:22]
the defendant is currently at the
[11:24]
Delaware County Prison. He was taken
[11:26]
into custody without incident after the
[11:29]
uh after the employees
[11:32]
uh reported the incident.
[11:34]
and and another warrant servicing. On
[11:37]
July 25th, Officer Scott was on patrol
[11:41]
when she observed a man walking down
[11:42]
Baltimore Avenue in the area of Ratner
[11:44]
Street. So, the pedestrian stop was
[11:46]
conducted and uh the im the individual
[11:49]
was known to the officer to have an
[11:51]
arrest warrant. And uh yep, the man was
[11:55]
advised as to why he was being stopped
[11:57]
and he was taken into custody where a
[11:59]
search in incident to arrest was
[12:02]
conducted revealing numerous needles,
[12:03]
drug paraphernalia, and elicit drugs. I
[12:06]
just want to thank the police department
[12:08]
for keeping everyone safe this month and
[12:10]
every month. Uh and and moving on to the
[12:13]
focus points for August 2026,
[12:16]
accreditation is underway. The Media
[12:18]
Bureau Police Department is currently
[12:20]
going through their reertification for
[12:22]
accreditation this month and this
[12:24]
reassessment is conducted every 3 years
[12:26]
by the Pennsylvania Chiefs of Police
[12:28]
Association and this re this includes a
[12:31]
review of all policy and procedures as
[12:33]
well as review of reports to ensure that
[12:35]
the department is maintaining the
[12:36]
highest standards. This process has
[12:39]
begun on August 14th and will conclude
[12:41]
on August 28th with an inspection of the
[12:43]
police station equipment, vehicles, and
[12:46]
ride along with with the officers by the
[12:48]
assessment team. And as of today, only
[12:51]
17% of police departments in
[12:53]
Pennsylvania are accredited law
[12:55]
enforcement agencies.
[12:57]
And moving along to finishing up my
[12:59]
report, officers will continue to
[13:01]
conduct traffic details in areas of
[13:03]
concern reported by residents and
[13:05]
identified by patrol officers. Officers
[13:08]
will continue to monitor and strictly
[13:10]
enforce the double parking issues in the
[13:12]
business district. And my notes for this
[13:14]
month so far for August uh National
[13:17]
Night Out, just wanted to note that
[13:18]
National Night Out earlier this month
[13:20]
was a blast. Um and uh it happened on
[13:23]
August 6th with some great turnout. Just
[13:25]
want to thank the media burough police
[13:26]
department, the media fire company, and
[13:28]
the media wreck board for a wonderful
[13:30]
night engaging the community with their
[13:32]
first responders. That concludes my
[13:33]
report.
[13:34]
>> Thank you very much. Uh any questions
[13:36]
for the mayor?
[13:38]
>> Hearing none. Um and before we get into
[13:40]
the council committee reports, I wanted
[13:42]
to note that last week, uh Mayor
[13:44]
Washington had the distinct pleasure of
[13:46]
attending the employee appreciation
[13:48]
lunchon. Um, and I didn't get a chance
[13:51]
to mention uh to when I was uh thanking
[13:54]
John for all of his hard work. Um, one
[13:56]
of the things that I said in just a
[13:58]
couple of very brief remarks is that the
[14:00]
employees of of this bureau make our
[14:02]
jobs very easy. Um, you know, coming in
[14:05]
and knowing that there is competence,
[14:07]
uh, there is integrity, um, and there
[14:10]
is, you know, accountability and
[14:12]
strength behind every moment, every
[14:14]
moment that we have a meeting and every
[14:17]
issue that we face. uh it makes us it
[14:19]
just really makes it a wonderful place
[14:22]
to to be on council. So, thank you. And
[14:24]
I'll tell everyone out there that uh we
[14:26]
do appreciate our our employees. So, I
[14:29]
don't want to miss that. So, thank you.
[14:32]
I got to this point I was like, "Oo, I
[14:33]
better say something." Uh but we'll
[14:35]
start with our council committee
[14:36]
reports. I will be delivering uh the
[14:38]
report for planning commission, zoning,
[14:39]
hearing board, and harb. And I'll hand
[14:41]
the uh gavvel over to the vice president
[14:43]
in case there's anything uh necessary.
[14:46]
Um the first order of business um is to
[14:49]
accept the resignation of council member
[14:51]
Taylor Dunn. Uh as he so eloquently
[14:53]
stated, this is not uh something that he
[14:55]
wanted to do. It's something that he has
[14:57]
to do. Uh and we look forward to
[14:59]
opportunities for uh for council member
[15:02]
Dunn, soon to be former council member
[15:04]
Dunn, uh to volunteer his time to the
[15:06]
bureau. It's all about public service
[15:08]
and working in the public defenders
[15:10]
office, serving on council, serving on
[15:12]
our zoning hearing board. Even though it
[15:14]
was brief, it was uh it was phenomenal.
[15:17]
Um so I will move that we accept the
[15:20]
resignation of council person Taylor
[15:22]
Dunn with great regret.
[15:24]
>> Motion has been made. Is there a second?
[15:26]
>> Seconded.
[15:28]
>> Motion is a second. Any discussion?
[15:32]
All those in favor of accepting the
[15:34]
resignation of Council Person Taylor
[15:35]
Dunn signify by saying I.
[15:37]
>> I.
[15:38]
>> Opposed. The motion passes unanimously.
[15:41]
And just as a clarification of the
[15:43]
process from here on out, um by
[15:45]
accepting the resignation, tonight
[15:47]
starts a 30-day clock uh for council to
[15:50]
appoint a uh a replacement. Uh and
[15:53]
during that time, we have already opened
[15:55]
up uh the application process. Uh and
[15:58]
those applications we are asking to be
[16:00]
into media burough by August 31st at
[16:04]
noon. Um you can find information on our
[16:06]
website and you can send your
[16:08]
application and your uh resume or CV or
[16:11]
whatever you'd like to share uh with us
[16:13]
and then we will have a process where on
[16:15]
I believe September 8th or 9th uh or 9th
[16:18]
or 10th it's it's two days in that week.
[16:21]
No, the 8th is is the day after uh Labor
[16:23]
Day. So, it'll be two of those days that week. We will have uh interviews in
[16:27]
public session and that'll be advertised
[16:30]
and the intent is to appoint uh our new
[16:33]
council member on September 17th at our
[16:35]
September legislative meeting. So, if
[16:38]
there are any questions about that, is
[16:40]
that pretty clear? Thank you. And I
[16:43]
encourage anyone to apply. Um that's
[16:46]
where we stand with that. Second motion
[16:48]
uh is to request to a request to wave
[16:52]
the land development application
[16:53]
requirement for 7 to13 State Road due to
[16:57]
most of the parcel being located in
[16:59]
Upper Providence Township. If you may
[17:02]
remember, uh this is where I believe a
[17:05]
child care center is planned.
[17:08]
>> Um and there's a tiny little bit that is
[17:11]
in the parking lot that is in Media
[17:13]
Burough. Uh, and this is simply a
[17:15]
request to sort of allow this to
[17:17]
progress and not not cause any problems.
[17:18]
I think it's good governance to, you
[17:21]
know, work with our neighboring
[17:22]
communities and just say, you know, this
[17:24]
is this is on your end. Go for it. Um,
[17:26]
do we need a formal motion for this, Mr.
[17:28]
Scott?
[17:30]
>> The the owner needs to note on their
[17:33]
development plans that media is not
[17:36]
asserting jurisdiction. So to do that
[17:40]
there needs to be a vote and there will
[17:43]
somebody sign.
[17:45]
>> Sure.
[17:47]
>> So I will make a motion to wave the land
[17:49]
development application requirement for
[17:51]
7 to 13 State Road due to most of the
[17:53]
parcel being located in Upper Providence
[17:55]
Township.
[17:58]
>> In the form of a motion.
[17:59]
>> A motion has been made. Is there a
[18:00]
second?
[18:01]
>> Seconded.
[18:02]
>> Motion has been seconded. Any
[18:03]
discussion?
[18:05]
All those in favor of waving the land
[18:06]
development application requirement for
[18:08]
7 to13 state road due the parcel being
[18:11]
located in upper pro most of the parcel
[18:13]
being up located in Upper Providence
[18:15]
Township signify by saying I
[18:17]
>> I opposed. The motion passes
[18:20]
unanimously. The next item on the
[18:22]
agenda, and I have to acknowledge having
[18:23]
not been at the planning commission, we
[18:25]
have a very large uh collection of
[18:27]
documents here regarding uh a request
[18:30]
for a line adjustment and subdivision
[18:32]
for a property at 509 North Lemon
[18:35]
Street. We do have representatives, I
[18:37]
hear uh who are ready to answer any
[18:39]
questions. Um, so if you want to make a
[18:41]
very brief statement perhaps about the
[18:43]
request and I will simply say that this
[18:46]
went through the planning commission and
[18:48]
the planning commission recommended the council not oppose.
[18:53]
>> Yeah. My name is Steve Willison. I'm a
[18:55]
land surveyor with GD Hoopinstein. It
[18:57]
was our office of prepared plans. I have
[18:59]
Nathan Miller who's the owner of 509
[19:02]
Lemon Street and his father Mike Miller
[19:04]
who owns 333 West Fifth Street. Uh the
[19:07]
purpose the back of Nate's property, the
[19:09]
side of Nate's property backs up to his
[19:11]
father's property and there's we did a
[19:14]
survey was done and found out that the
[19:16]
patio of Nate Nathan's property has a
[19:19]
slight 1-ft encroachment onto Mike's
[19:21]
property. Uh and there were some bushes
[19:23]
and shrubs that were there from the
[19:24]
previous owner which have been removed.
[19:26]
We're simply trying to move that
[19:28]
property line 16 ft so he can have his
[19:31]
buffer back again, plant it, and have a
[19:33]
little more room back there. It's a
[19:34]
little tight back there.
[19:36]
uh his father had bought the property to renovate it, possibly move in, but
[19:41]
with the slope to the property, he's
[19:43]
looking for something more one level.
[19:45]
It's leaning to a split level. So, once
[19:48]
we get this property line moved and
[19:50]
relocated, then we'll probably put that
[19:52]
house back up for sale and everybody
[19:54]
will be happy. Very good. Thank you for
[19:56]
the uh explanation. Very clear.
[19:58]
>> Um
[19:59]
>> so, this is Mr. President, this is on
[20:01]
the agenda for you you to approve the
[20:03]
lot line uh plan tonight. It's not it's
[20:06]
not you you'd mentioned not opposed.
[20:08]
>> This doesn't go to zoning.
[20:09]
>> Nope.
[20:10]
>> Okay. So, this is something we would
[20:12]
approve.
[20:12]
>> This is a subdivision approval and it's
[20:14]
ready for for for consideration tonight.
[20:17]
>> So, then I will make a motion uh that
[20:20]
the to accept the lot line adjustment
[20:22]
subdivision for the property at 509
[20:24]
North Lemon Street and 333 West 5th
[20:28]
Street. I'll make that in the form of a
[20:30]
motion. A
[20:32]
>> motion has been made. Is there a second?
[20:35]
>> Seconded.
[20:35]
>> The motion has been seconded. Any
[20:37]
discussion?
[20:38]
>> There are waiverss that we should note
[20:40]
for the record. You'll be you'll be
[20:42]
approving it subject to those waivers.
[20:44]
>> Um and they are more familiar with
[20:48]
>> Yeah. that not to have to submit a
[20:51]
combined culinary final. Um not to
[20:54]
provide because this is such a simple
[20:56]
plan. they're not providing um
[20:59]
topographical features and uh benchmarks
[21:02]
and things that they would normally put
[21:03]
on a on a more wholesome development. Um
[21:08]
there the plans don't show the location
[21:10]
of benchmarks of of storm sewer drains
[21:13]
of location calipers of 8 in or more.
[21:17]
Those are not really relevant to the lot
[21:19]
line. So thank you.
[21:21]
>> Just to reiterate, there's no um
[21:23]
construction activity associated with
[21:25]
this. It's the movement of an imaginary
[21:26]
line.
[21:26]
>> Mhm.
[21:28]
>> So would you recommend we alter this and
[21:31]
add with the waivers or
[21:33]
>> Why don't you Is it Do the maker and the
[21:35]
seconder accept the uh amendment to be
[21:39]
approved the plan subject to the
[21:40]
waivers?
[21:41]
>> Subject to the waivers. Okay. I'm okay
[21:43]
with it. Second.
[21:45]
>> I'm okay with it.
[21:46]
>> Okay. Great.
[21:48]
>> Um I have a question. Within this
[21:50]
packet, there's this huge amount of like
[21:52]
deed information. is that's not really
[21:54]
relevant to
[21:57]
>> that's part of the submission package
[21:59]
application package. You have to submit
[22:00]
the deeds for both properties.
[22:02]
>> Okay. It looks okay.
[22:05]
>> Part of that is the the again the lots
[22:07]
are changing geometry. So that lot line
[22:10]
although it's imaginary it's a legal
[22:12]
line it's being redefined. So that
[22:14]
redefining process has to be recorded
[22:16]
>> okay
[22:16]
>> and then verified and then ultimately
[22:18]
recorded at the county. That's all the
[22:21]
ass.
[22:22]
>> Okay. It just looked like there was a
[22:23]
lot happening here that wasn't but
[22:26]
>> ultimately it's it's a date. It's a
[22:29]
complicated date because it's part of a
[22:31]
property disposition.
[22:33]
>> Okay. Thank you.
[22:33]
>> Yeah.
[22:38]
» Any additional discussion?
[22:41]
All those in favor of accepting the lot
[22:43]
line adjustment subdivision for property
[22:45]
509 North Lemon Street uh subject to the
[22:48]
waivers signify by saying I. I.
[22:50]
>> I. opposed.
[22:52]
The motion passes unanimously
[22:54]
>> and that concludes the report for
[22:56]
planning commission zoning hearing board
[22:58]
and HARP. Thank you.
[23:00]
>> Any questions for President Poff on this
[23:02]
part of his agenda?
[23:05]
>> Seeing none.
[23:06]
>> Thank you. We'll now move on to uh
[23:09]
transportation, fire, EMS, and civil
[23:11]
service. Council member Trey Herman. Mr.
[23:13]
Herman.
[23:14]
>> Thank you, Mr. President. All right. So
[23:16]
starting off tonight, I have one
[23:18]
leazison announcement uh regarding the
[23:21]
uh special EMS meeting we had about a
[23:24]
week ago. Uh so council had a special EMS meeting specifically to
[23:31]
discuss the upcoming regional authority
[23:34]
that's been proposed by uh members of
[23:36]
the working group and our neighbors in
[23:41]
uh Nether Providence Upper Providence
[23:43]
WMO
[23:44]
>> Rose Valley and Rish
[23:47]
close.
[23:47]
>> It's okay. I always forgot one of them.
[23:50]
>> Yeah. He said
[23:53]
>> uh yes. So we had a meeting regarding
[23:54]
that authority and we discussed uh the
[23:57]
various options with whether or not
[23:59]
media was likely to join uh and to try
[24:02]
and get an understanding as to uh the
[24:04]
general costs.
[24:07]
Um while we don't have the full final
[24:09]
numbers just yet uh at this time at that
[24:14]
time at the end of that meeting general
[24:16]
sense of council of those who were
[24:18]
attendant was that media would likely
[24:20]
not join at this time due to both uh
[24:24]
just a general uncertainty on the costs
[24:26]
but also some
[24:28]
uncertainty as to the leadership of that
[24:31]
uh authority and how it would affect
[24:34]
uh our residences.
[24:38]
Thank you. Um, and if I may add, I
[24:41]
attended a similar special meeting on
[24:43]
Tuesday evening in Upper Providence
[24:44]
Township where many of the same
[24:46]
questions were asked. Um, many of the
[24:49]
same issues were raised. Um, and you
[24:52]
know, the the general sense that I got
[24:54]
at both meetings, although I don't want
[24:56]
to speak for Upper Providence, I can
[24:57]
only speak for myself and the and the
[24:58]
others who were at our meeting on
[25:00]
Monday, was that there are just too many
[25:01]
questions in the air. Um, and we don't
[25:04]
want to burden our residents with a uh a
[25:07]
fee. Um, we want to make sure that if we
[25:10]
are going with this, we have done all of
[25:12]
our due diligence and that we have done
[25:14]
everything we can to keep the costs as
[25:16]
low as we can for our residents uh in
[25:19]
media burough. Um, one of the other main
[25:21]
concerns that that was raised is that you know the leadership of this
[25:25]
authority
[25:26]
um does not have to follow any of the
[25:29]
recommendations of this working group
[25:31]
regardless of who's on the authority.
[25:33]
Um, and media fire company uh, you know,
[25:36]
could very well wind up on the outside
[25:39]
looking in. Um, and we've heard from
[25:41]
this, I can tell you, we've heard from
[25:43]
our residents in Upper Providence and in
[25:45]
Media Burough, um, that they're very
[25:47]
happy with the service from the media
[25:49]
fire company in EMS. Um, and we should
[25:51]
be very proud of that. Um, and consider
[25:54]
that to be a feather in our cap. Um, so
[25:57]
I I just wanted to bring that up. The
[26:00]
approval of the authority wouldn't
[26:02]
happen at one of our meetings. There is
[26:04]
a meeting scheduled for September 2nd, I
[26:08]
believe, at Strath Haven Middle School
[26:10]
or high school.
[26:11]
>> Middle school.
[26:11]
>> Strath Haven Middle School. Um, and that
[26:14]
at that meeting, each of the six
[26:16]
municipalities have been asked to bring
[26:18]
uh a quorum of their membership to vote
[26:21]
whether or not to join this authority.
[26:24]
Um, so we will be there. I believe we'll
[26:28]
have a quorum there. Uh and at this time
[26:30]
again our our predisposition is not to
[26:33]
join. Um but again a lot can happen in
[26:35]
the next couple of weeks. So it's
[26:38]
something where I encourage residents to
[26:40]
reach out to us. Uh if you have any
[26:43]
questions about what you've heard. That
[26:44]
was one thing that came up on Tuesday
[26:46]
was we don't know what the residents
[26:48]
think. I'm you know we're all residents.
[26:51]
Um, and you know, from the standpoint of
[26:54]
I don't want to pay more than I need to,
[26:56]
uh, or what more than what's fair, uh, I
[27:00]
think would be something that that's,
[27:02]
uh, you know, rolling around in our
[27:03]
heads as, as members making a decision.
[27:06]
>> I was not present at that meeting. May I
[27:08]
voice my opinion?
[27:09]
>> Yes, absolutely.
[27:10]
>> Thank you. Um, so I've had some time to
[27:13]
dig into the relevant data provided. Um,
[27:16]
and what I would like to call out is
[27:17]
that across the six mun municipalities,
[27:19]
media borrow has the lowest median
[27:21]
household income. So to me, if we have
[27:24]
the lowest median income of all
[27:25]
participating munality municipalities, a
[27:28]
flat fee structure is regressive and
[27:30]
places the highest burden on the
[27:32]
community with the least ability to
[27:33]
absorb it. Um,
[27:36]
>> excellent.
[27:36]
>> I have I have the numbers if folks want,
[27:38]
but I did dig into some census data. Um,
[27:40]
and right, we have the density, we've
[27:42]
built out, we have commercial activity
[27:44]
means that we pay more, but our
[27:45]
residents aren't necessarily wealthier.
[27:47]
So, I know that we've talked a lot
[27:49]
about, right, there's equal votes, but
[27:52]
it's not equitable votes. And I think
[27:54]
that is my biggest concern right now.
[27:57]
Um, and additionally, right, we're
[27:59]
talking about the governance structure.
[28:01]
Um we've discussed concerns with media
[28:04]
only having one vote despite the
[28:06]
differences um in income and ability to
[28:09]
pay across the multiple municipalities.
[28:12]
So I my perspective right now is no
[28:16]
because we have folks who would be um
[28:20]
would have a higher burden than our
[28:21]
neighboring municipalities and that does
[28:23]
not seem equitable nor does it seem
[28:25]
financially responsible for us to make
[28:26]
that decision.
[28:28]
>> Thank you. That's an excellent point. I did a little number crunching myself
[28:31]
and I looked at the populations of
[28:34]
Swathmore that are very similar and if
[28:36]
you look at the six municipalities our
[28:38]
total population is about 16th of that
[28:40]
entire group combined. So if you're
[28:42]
looking at one out of six it's not that
[28:44]
big a deal but when you're looking at it
[28:45]
financially and fiscally that's a much bigger difference. Um so I I really
[28:51]
appreciate that and thank you thank you
[28:52]
for that. May I add that we would have
[28:54]
one vote out of six, but we also have
[28:57]
about 25% of the call volume.
[28:59]
>> That's correct. Yes, that's the other
[29:01]
piece, too. Thank you. Um, so that uh
[29:05]
I'll turn it back to Mr. Herman. It's
[29:07]
your report. So, thank you.
[29:09]
>> All right, moving on. Uh, this month's
[29:12]
uh traffic education topic for August
[29:16]
2026. [clears throat] This month's topic
[29:17]
is safety and construction zones.
[29:21]
Uh, Aqua, Pico, Pendot, and other crews
[29:25]
work every day to get these projects
[29:27]
finished safely. Landscaping crews and
[29:30]
tree service companies frequently have
[29:32]
cones, flaggers, and equipment in
[29:34]
surprise locations.
[29:36]
Stay on top of the planned projects in
[29:38]
through our newsletter, which is a great
[29:40]
source of info and highlights
[29:43]
throughout the summer. Throughout our
[29:46]
major and minor streets, construction
[29:48]
has become a pretty familiar site around
[29:50]
media this summer. Detours, lane
[29:53]
closures, and flaggers can be
[29:55]
frustrating. Please be patient.
[29:59]
Plan ahead. Check the burrow, Aqua, and
[30:02]
Pico websites when you can. Construction
[30:04]
zones change, equipment moves, and
[30:06]
detours can shift. Knowing where work is
[30:09]
happening may save you some frustration
[30:12]
or give you a chance to take another
[30:13]
route.
[30:15]
Slow down and follow the flaggers and
[30:17]
signs in work zones. The crews are often
[30:20]
working only a few feet from moving
[30:22]
traffic. Please give them some room and
[30:24]
let them do their job safely. And
[30:27]
remember, the people working out there
[30:29]
have families and people waiting for
[30:31]
them at home, too. A few extra minutes
[30:33]
and a little patience can help make sure
[30:35]
everyone gets home safely.
[30:39]
[snorts]
[30:41]
And moving on, uh, next up, I have the,
[30:45]
uh, change order for Jefferson and Lemon
[30:47]
Streets, uh, community development block
[30:50]
grant project, which I submit in the
[30:52]
form of a motion.
[30:53]
>> Motion has been made. Is there a second?
[30:58]
>> Motion's been made and seconded. Any
[31:00]
discussion?
[31:03]
Is there
[31:04]
>> What? What? I'm sorry. What What is this
[31:05]
grant for? [laughter]
[31:07]
>> I apologize.
[31:08]
>> If I may, Mr. So this is the Lemon
[31:10]
Jefferson project
[31:12]
>> and when that bid came in the low the
[31:14]
low bidder was well under the grant cap
[31:17]
allocation. So the the the grant was
[31:20]
award pardon me the bid was about
[31:21]
$70,000 and that project had been
[31:24]
allocated about $144,000.
[31:27]
So again in in order to maximize the
[31:29]
benefit of that uh grant uh it was
[31:32]
recommended to have some extensions to
[31:33]
existing line items. So specifically
[31:35]
what you would see out there is that
[31:37]
area had some sidewalks that weren't in
[31:38]
great shape because of the nature of the
[31:39]
trees and the age of the neighborhood.
[31:41]
So the recommendation is to have those
[31:43]
improved. Some of the ADA facilities we
[31:44]
can get additional improvements, some
[31:46]
additional landscaping and there are
[31:48]
some areas of curbing that just that
[31:49]
were dated and old and again so the
[31:52]
ability to inject additional resource
[31:54]
under the existing line into that
[31:55]
contract just gives that the project a
[31:57]
nice more polished look. It just allows
[32:00]
us to inject more resource into that
[32:02]
area and I think the overall uh look
[32:03]
will be sharp.
[32:05]
>> Thank you.
[32:10]
» All those in favor?
[32:13]
>> Thank you.
[32:14]
>> Can I add one more thought on that one?
[32:15]
>> Yes.
[32:16]
>> Again, that project is funded uh with
[32:19]
the uh the funds from the county. This
[32:22]
change order, although it's a change
[32:23]
order to our contract, doesn't cost our
[32:25]
taxpayers additional money. What it does
[32:27]
is it allows us to use the additional
[32:28]
allocation uh that was awarded by the
[32:31]
county with support from federal funds.
[32:34]
>> Great.
[32:34]
>> So it's not it's not additional cash
[32:36]
from the uh burough taxpayers. It's the
[32:38]
usage of additional allocation from the
[32:40]
grant.
[32:41]
>> Thank you very much for that
[32:43]
explanation. Uh hearing no more
[32:45]
discussion. All those in favor of
[32:46]
accepting the change order for Jefferson
[32:48]
and Lemon Streets Community Development
[32:50]
Block Grant Project, please signify by
[32:53]
saying I. I. I.
[32:54]
>> Any opposed say nay. Motion carries
[32:57]
unanimously.
[32:58]
>> Thank you. Moving on. I have a proposal
[33:00]
from Carol Engineering for a
[33:02]
comprehensive parking study in the
[33:03]
amount not to exceed $41,800, which I
[33:07]
offer up in the form of a motion.
[33:09]
>> The motion has been made. Is there a
[33:11]
second?
[33:15]
» Second.
[33:15]
>> Motion has been made and seconded. Is
[33:17]
there any discussion?
[33:18]
>> Can we get some clarification on what
[33:20]
the parking study includes or will
[33:22]
include?
[33:28]
Unfortunately, I don't have my notes in
[33:29]
front of me.
[33:30]
>> I know we discussed a couple of
[33:31]
different routes and I'm and I just
[33:33]
would like for us to be to be clear to
[33:35]
be clear about what it's including and
[33:37]
what it's not.
[33:41]
» Is this something that we might want to
[33:43]
revisit next month?
[33:44]
>> My understanding is that this was the um
[33:46]
was this the GIS to GI Global Imaging
[33:51]
Service? I can't recall the AC acronym,
[33:54]
but I believe that this was looking
[33:56]
around some of the overflow areas like
[33:59]
around the courthouse. I know that that
[34:01]
was one area mentioned. Um, so I believe
[34:04]
that this was going to have folks um
[34:06]
from Carol going out into the burrow and
[34:09]
perhaps leveraging AI to help understand
[34:11]
where the true areas of need are for
[34:13]
parking um so that we can make informed
[34:16]
decisions on where to invest in parking
[34:18]
infrastructure. Again, if it's helpful,
[34:20]
I do have I do have that scope. If it's
[34:21]
helpful.
[34:22]
>> Yeah. Would you mind? Because I mean, I
[34:23]
know in a couple of different
[34:24]
committees, we've talked about a couple
[34:26]
different types of parking and I just
[34:27]
want to make sure. I think you are
[34:28]
right, Amelia, but I don't know if there
[34:30]
were other parts of the scope as well.
[34:31]
>> Yep. Certainly. Again, so part of the
[34:34]
genesis of this naturally was parking is
[34:36]
a really key issue in town
[34:38]
>> and we had spent a lot of focus in the
[34:40]
area of State Street studying the area
[34:42]
actually the garage going back to
[34:43]
earlier this year. This is an extension
[34:45]
of that study to take a more focused
[34:48]
look at areas that were both impacted by
[34:51]
high usage but also affordable housing.
[34:53]
So the the impact of affordable housing,
[34:55]
the impact of different land use on our
[34:56]
street system. Again, so there is
[34:58]
there's a series of breakouts. One of
[35:01]
which is primarily a parking inventory.
[35:03]
Another one are curbside strategies to
[35:05]
help maximize and the usage of delivery
[35:08]
vehicles around State Street.
[35:09]
>> That was what I wanted to make sure it
[35:11]
was included in it.
[35:12]
>> That's right. The other one is our
[35:13]
parking standard or a review of our
[35:15]
existing parking ordinances
[35:17]
>> to make sure that they are consistent.
[35:19]
Again, the option for the GIS here is is
[35:21]
highlighted here so that there are uh
[35:24]
modern technologies that are used to
[35:25]
take a look at our parking facilities
[35:27]
around town, take a look at our street
[35:28]
systems. Uh and I think that generally
[35:31]
was it. So, it was it was an expansion
[35:33]
of good work that had begun earlier this
[35:35]
year to add some additional focus areas.
[35:38]
This is the one that it goes north
[35:41]
towards like third, fourth, fifth
[35:43]
street, I think, right? Yeah.
[35:45]
>> Overflow.
[35:46]
>> Awesome. That that's helpful. Thank you.
[35:48]
Mr. Matson. And thank you,
[35:50]
um, Council Person Delgroso.
[35:55]
» Seeing if there's if there's no more
[35:57]
discussion, all those in favor of
[35:59]
accepting the proposal from Carol
[36:01]
Engineering for the comprehensive
[36:02]
parking study and an amount not to
[36:04]
exceed 40,000 $41,800.
[36:07]
That's not my uh Hang on a moment. All
[36:10]
those in favor of accepting the proposal
[36:13]
from Carol Engineering for a
[36:14]
comprehensive parking study in an amount
[36:17]
not to exceed $41,800,
[36:20]
please say I.
[36:22]
>> I. Any opposed? Say nay.
[36:24]
>> Motion passes unanimously.
[36:27]
>> All right. Moving on. My last item up
[36:29]
for business is a motion to accept a bid
[36:33]
from AF Damon Company Incorporated in
[36:35]
the amount of 130,920
[36:38]
for the 2026 road program.
[36:42]
>> Motion has been made. Is there a second?
[36:44]
>> Second.
[36:45]
>> Motion has been made and seconded. Any
[36:46]
discussion?
[36:48]
>> Mr. Matson, can you explain what is
[36:50]
covered in our road program for this
[36:52]
year? Uh actually so um there's this our
[36:57]
road target program is the usage of
[36:58]
liquid fuels monies. So when anybody is
[37:00]
driving they pay gas they pay the gas
[37:02]
tax that money is routed to Harrisburg.
[37:04]
Then liquid fuels monies are broken up
[37:06]
over the 3,000 or so municipalities. Uh
[37:09]
so we have a local road program here
[37:12]
that we do in media and our streets are
[37:15]
um a continuation of the streets that we
[37:17]
were paving last year. So naturally,
[37:19]
since we have 15 miles worth of of roads
[37:21]
in media, we don't pave all of them at
[37:23]
the same time. We pay for about a half a
[37:25]
mile of streets in town. Uh those
[37:27]
include um Manchester Church, a portion
[37:31]
of Monroe, and there's one other on the
[37:34]
west end of town that I can't remember,
[37:35]
but I'll pull up. But it's about four or five different streets around
[37:38]
town. So Damon has done good work for us
[37:40]
in the past, very reputable contractor.
[37:43]
So it's my recommendation that this be
[37:44]
awarded.
[37:45]
>> Very good. Thank you. Uh, as there's no
[37:48]
more discussion, uh, all those in favor
[37:50]
of accepting the bid from AFDAN company
[37:52]
in the amount of $130,920
[37:56]
for the 2026 road program, please
[37:59]
signify by saying I. I.
[38:00]
>> I. Any opposed? Say name. Motion carries
[38:04]
unanimously.
[38:06]
>> That concludes my report.
[38:07]
>> Thank you. Uh, any questions for Council
[38:09]
Member Herman?
[38:11]
hearing none. We will now move on to
[38:13]
finance media business authority and
[38:15]
library council vice president Elizabeth
[38:17]
Roma. Miss Roma and
[38:18]
>> thank you President Poff. I don't have
[38:20]
any leison on announcements from the
[38:22]
library. They did not meet in July. They
[38:24]
are meeting on Monday, but I do not have
[38:26]
any announcements for them. For the
[38:28]
media business authority, um a couple of
[38:30]
cool things have been going on in town.
[38:32]
One, John Roberts seller will be
[38:34]
celebrating their oneyear anniversary
[38:36]
this week. So that's very exciting. And
[38:38]
um Glim Glimmer was featured on a new
[38:41]
segment on Positively Philly. So if you
[38:43]
didn't get a chance to check that out, I
[38:44]
think believe they do it on their social
[38:46]
media. It was a really lovely segment.
[38:48]
Moving on to my main agenda items.
[38:52]
Uh normally this time of year, we do a
[38:55]
midyear we do a mid-year budget
[38:57]
adjustment. So, it is the best practice
[38:58]
to do an adjustment um throughout the
[39:00]
year financially so that way you can
[39:01]
make any adjustments for any under or
[39:03]
over spends in the first half of the
[39:05]
year to make sure that you end the year
[39:06]
in a good place. Um we have a couple of
[39:09]
expenses that have come to light in the
[39:11]
last week that we want to make sure that
[39:13]
we're really diligent about
[39:14]
understanding what the full cost would
[39:16]
be and then what ultimately that
[39:17]
adjustment would be need to be made. So,
[39:19]
we're going to I'm suggesting that we
[39:21]
table this agenda item until September.
[39:23]
We'll discuss this in detail at the
[39:25]
September workshop and then hopefully
[39:26]
ultimately um vote on it at our
[39:28]
September legislative meeting. Um
[39:30]
there's no, you know, there's no we
[39:33]
we're under no obligation to um you
[39:36]
know, vote on an adjustment, you know,
[39:39]
at the midyear. You can actually vote on
[39:40]
adjustments at any time during the year.
[39:42]
So, this won't really affect our 2027
[39:44]
budgeting schedule and it won't really
[39:46]
affect any of our fiscal responsibility
[39:47]
or transparency values that we have in
[39:50]
our finance process. We just need a
[39:52]
little bit more time to get in line with
[39:53]
some some additional costs that are
[39:55]
coming through.
[39:56]
>> Thank you. As this motion was not moved,
[39:59]
um we just leave it where it is and
[40:01]
we'll take it up next month.
[40:03]
>> Great. Uh my next agenda item is um as
[40:06]
part of our desire to deliver great
[40:09]
resident service and great services to
[40:11]
our businesses um we in began to review
[40:16]
proposals for a different partner to
[40:18]
collect business privilege and
[40:20]
mercantile tax. Um our current partners
[40:23]
we've been with for a while. We wanted
[40:25]
to see, you know, where if we might be
[40:27]
able to realize any gains in service or
[40:29]
any gains in um in fees and the finance
[40:32]
committee reviewed several different
[40:34]
proposals and recommended that we move
[40:37]
forward with Tri-State, which would
[40:39]
start collection in the next fiscal
[40:41]
year. So, I want to make a motion to um
[40:44]
approve the tri-state agreement for
[40:46]
privilege, excuse me, business privilege
[40:48]
and mercantile tax collection services.
[40:51]
>> Motion has been made. Is there a second?
[40:53]
>> Second. Motion has been made and
[40:55]
seconded. Any discussion? I know we have
[40:57]
someone present who can speak to this.
[40:59]
Is that correct? Yes.
[41:00]
>> Okay. So, do you have
[41:02]
>> you do the introduction or
[41:04]
>> that would be terrific. Thank you.
[41:05]
>> Okay. Um we have with us tonight uh Rob
[41:08]
Schaefer from Tri-State Financial Group.
[41:10]
Um he's here to answer any questions if
[41:14]
you guys if anything comes up or um any
[41:17]
specifics you want to know about the
[41:19]
agreements or how it might differ from
[41:21]
the current services that we get. Um the
[41:24]
floor is yours if you
[41:27]
um if they have anything that that they
[41:29]
they'd like to ask you.
[41:30]
>> Well, if you'd like to just sort of
[41:31]
outline for us what what's
[41:34]
the microphone? Thank you.
[41:38]
>> Thank you, M.
[41:41]
>> And uh my name is Robert Schaefer. I
[41:43]
work with Tri-State Financial Group. I'm
[41:44]
actually a a partner in the firm. I'm
[41:48]
also the chief operating officer. Uh
[41:50]
Tri-State's uh a company that's been
[41:52]
around for quite some time. Um I've been
[41:54]
a partner with it since 2010. They were
[41:57]
around under a different name u for
[41:59]
about 18 years prior to that. So we're
[42:01]
not a fly by night new company. Um we go
[42:04]
we handle 15 different municipalities
[42:08]
um large ones and small ones alike. um
[42:11]
small ones like East Lands on Barrow,
[42:12]
just not even 100 u businesses up to uh
[42:17]
the city of Bethlehem, you know,
[42:19]
thousands and thousands of businesses,
[42:21]
probably 13,000 businesses up there,
[42:23]
including their rentals and things like
[42:24]
that. I have small dollar amounts u you
[42:27]
know, and large ones. I do handle Upper
[42:29]
Marian Township, which is extremely
[42:31]
large, is the largest, if not second
[42:33]
largest, business privilege mercantil
[42:36]
collections in the state. Um uh I have
[42:39]
been around doing this probably since
[42:40]
1994. I actually had a long time ago
[42:43]
worked uh in Media Barrow doing
[42:45]
collections in Media Barrow under a
[42:46]
different company uh just as a worker uh
[42:49]
back in like 1994 I believe that was. Um
[42:52]
and you know we've been doing business
[42:55]
privilege for a long time. Um and we are
[42:58]
a business privilege administrator. Yes,
[43:01]
we do a couple um local service taxes
[43:04]
for some of our jurisdictions that would
[43:06]
like us to do that for them. It's just a
[43:08]
handful and I do a couple small
[43:09]
amusement taxes as well. Um but I think
[43:12]
why we do things good is because we're a
[43:15]
business tax administrator. So business
[43:17]
privilege mercantil tax, that's what we
[43:19]
do. Uh if you have any questions, I'm
[43:21]
glad to answer them for you.
[43:23]
>> Thank you
[43:25]
questions.
[43:26]
>> Thank you very much. No problem. Any
[43:29]
questions or further discussion? Okay.
[43:33]
Um,
[43:34]
all those in favor of approving the
[43:37]
tri-state agreement for business
[43:38]
privilege mercantile tax collection
[43:40]
services, please signify by saying I. I.
[43:43]
>> I. Any opposed say nay.
[43:46]
>> The motion carries unanimously. Thank
[43:48]
you.
[43:48]
>> My final agenda item is for the payment
[43:51]
of bills for July for the general fund.
[43:54]
the amount of $472,271.94
[43:58]
for the liquid fuels fund. $0 for the
[44:01]
recreation fund, $5,241.7
[44:06]
for the capital fund. 102,9727
[44:11]
for a total amount of 500,
[44:14]
$579,61028.
[44:19]
I would like to ratify that ratify that
[44:21]
payment of the of bills for July. I make
[44:24]
that in the form of a motion.
[44:25]
>> Motion has been made. Is there a second?
[44:27]
>> Second.
[44:30]
>> Any discussion?
[44:32]
Hearing none. All those in favor of
[44:34]
ratification of the payment of bills for
[44:36]
July and the amounts outlined by Vice
[44:37]
President Roma, please say I.
[44:40]
>> I. Any opposed, say nay. Motion carries
[44:43]
unanimously.
[44:44]
>> And that concludes my report.
[44:45]
>> Thank you. Uh any questions for Vice
[44:47]
President Roma?
[44:50]
Hearing none, I'll move on to my report.
[44:52]
uh public safety and historical
[44:54]
archives. Uh I don't have any liaison
[44:56]
announcements. Uh the mayor covered the
[44:59]
main one with the accredititation uh for
[45:01]
the police next week. Another wonderful
[45:03]
feather in our cap. I have two uh items
[45:05]
of business. Uh very uh one is
[45:08]
relatively simple and the other there's
[45:11]
a little complexity but but not much. Um
[45:14]
the first item is the mass gathering
[45:15]
permit application for Media Elementary
[45:17]
School's welcome back block party. It's
[45:20]
scheduled for September 25th from 4 to
[45:23]
900 p.m. on Edgemont Street with a rain
[45:26]
date of October 2nd of 2026.
[45:29]
And uh this is one that uh did not go
[45:32]
through public safety. We didn't meet
[45:33]
last month. Um however, it's one that I
[45:37]
checked with the committee and nobody
[45:38]
had any problems with it as it's
[45:40]
something that happens every year. So I
[45:42]
make that in the form of a motion.
[45:44]
>> The motion has been made. Is there a
[45:45]
second? Second. The motion has been
[45:47]
seconded. Any discussion?
[45:49]
All those in favor of approving the mass
[45:51]
gathering permit application for media
[45:53]
elementary school welcome back block
[45:54]
party to be held on September 25th
[45:57]
signify by saying I.
[45:59]
>> I opposed.
[46:01]
>> The motion passes unanimously.
[46:02]
>> And the next item was actually approved
[46:04]
by the committee months ago but then uh
[46:07]
we were requested to pull it back
[46:09]
because there was a circumstance uh with
[46:12]
the sponsors of the event but it is back
[46:14]
on. So, uh, I'm proud to say and happy
[46:17]
to say that, uh, I will make a motion
[46:20]
for, and, you don't need to say all of
[46:22]
this, uh, to approve a mass gathering
[46:24]
permit application for the Santa Parade
[46:26]
Fun Run Block Party to be held Sunday,
[46:29]
November 29th from noon to 7:00 p.m. on
[46:32]
State Street, from Radner to Veteran
[46:34]
Square to Front Street, and then back to
[46:36]
Edgemont Street. Also, Edgemont Street,
[46:39]
both north and south of State Street,
[46:40]
closed for a staging area. The block
[46:43]
party itself is at Veterans Square from
[46:45]
State to Baker Streets and the run will
[46:47]
follow the normal parade route. I make
[46:50]
that in the form of a motion.
[46:52]
>> The motion has been made. Is there a
[46:53]
second?
[46:55]
>> Second.
[46:56]
>> Motion has been seconded. Any
[46:57]
discussion?
[47:00]
>> This I would point to as an a moment in
[47:03]
time where our residents have stepped up
[47:06]
um to keep something that they really
[47:08]
like going. I I credit our vice
[47:11]
president who kept the uh Halloween
[47:13]
parade going um almost single-handedly.
[47:16]
Um you know this kind of thing is
[47:18]
wonderful that the community is
[47:20]
absorbing situations where individuals
[47:23]
are not able to continue. So uh it's
[47:26]
just again it's another wonderful thing
[47:28]
for our community.
[47:30]
>> Thank you. Any additional discussion?
[47:32]
Are we comfortable discussing the like
[47:35]
what I I'm not sure that everyone knows
[47:38]
why we're kind of talking about it being
[47:41]
a different situation than previous
[47:42]
years. Can we talk about
[47:43]
>> the individuals who had run it
[47:45]
previously I think had just determined
[47:48]
that they were not ready to continue
[47:51]
>> to hold it. And when word got out that was likely going to be the case, a
[47:56]
lot of our residents came together to
[48:00]
put together an organization or or a set
[48:02]
of sponsorships I guess I guess is the
[48:04]
right way to say it. Um to hold it and make it happen.
[48:09]
>> Uh so I think that is that uh that's
[48:12]
clear
[48:14]
provide a little clarity on it. Um yeah,
[48:17]
so it it the
[48:19]
it it is true the the steering committee
[48:22]
who had been planning for many years had
[48:24]
met that sponsorship dollars have dried
[48:26]
up. It's you know there's it's a parade
[48:28]
that does take some bit of money to put
[48:30]
on. It's a wonderful event. Um and they
[48:32]
decided you know this is the year that
[48:35]
we sunset the event. They did make that
[48:37]
announcement formally that they were
[48:38]
going to not move forward with the
[48:39]
parade and there was a ground swell of
[48:42]
um of people volunteering to volunteer
[48:46]
to continue to have it. So the committee
[48:48]
then had an open meeting with volunteers
[48:50]
and they um have been exploring
[48:52]
different revenue sources.
[48:53]
>> Mhm.
[48:54]
>> To generate and I up to and including I
[48:56]
believe there's a GoFundMe going on
[48:57]
right now. Um, and they are speaking
[49:00]
they are seeking sponsors for the
[49:01]
parade. But it is their intent right now
[49:03]
to move forward with the parade and the
[49:04]
event as it has been in the past,
[49:08]
but it does need the support of revenue
[49:11]
from our community and sponsors. So, you
[49:13]
know, certainly if that's something that
[49:14]
you're interested in funding as an
[49:15]
individual or a sponsorship, you know,
[49:17]
all that information is on social media.
[49:20]
>> Thank you.
[49:21]
>> Very good. Thank you.
[49:23]
>> Any other discussion?
[49:26]
All those in favor of approving the mass
[49:27]
gathering permit application for the
[49:29]
Santa parade fun run and block party to
[49:31]
be held on Sunday, November 29th,
[49:33]
signify by saying I. I
[49:35]
>> opposed. The motion passes unanimously.
[49:38]
>> Thank you. Uh that concludes my report.
[49:40]
>> Any questions for pres president.
[49:43]
>> Okay.
[49:44]
>> Thank you. Uh moving on now to community
[49:46]
development and the environmental
[49:48]
advisory council. Uh council member Lisa
[49:50]
Gellman. Miss Gellman.
[49:52]
>> Thank you, Mr. President. Um I do not
[49:54]
have any leison on announcements. The
[49:56]
EAC did not have their regular meeting
[49:58]
scheduled in July. They have their
[50:00]
retreat during that time. Um I do have
[50:03]
several legislative items. The first of
[50:06]
which is for the ordinance number 119 of
[50:09]
2026 amendments to seasonal outdoor cafe
[50:12]
dining ordinance. We've talked about
[50:14]
this for several months now and it has
[50:16]
been advertised and today we will be
[50:19]
voting on that ordinance.
[50:23]
I'm sorry. Can you repeat that?
[50:24]
>> Today we will be voting on the ordinance
[50:26]
after
[50:28]
it feels like multiple months of actual
[50:30]
discuss
[50:30]
>> seasonal outdoor cafe dining.
[50:33]
>> Did you make a motion?
[50:34]
>> Um and I make that in the form of a
[50:36]
motion.
[50:36]
>> Thank you. That was what I uh motion has
[50:38]
been made. Is there a second?
[50:41]
>> Second.
[50:41]
>> Motion's been made and seconded. Any
[50:43]
discussion? Council member Gman, do you
[50:45]
want to go into any specifics? Um, we
[50:48]
have talked at length about how the
[50:50]
seasonal outdoor cafe [laughter]
[50:52]
previously had been on the books where
[50:55]
you could not have that second row of um
[50:59]
tables had to be touching the housing or
[51:02]
of the building.
[51:03]
>> Um, but now we are going to be able to
[51:06]
have multiple rows as long as [music] it
[51:08]
meets all ADA standards. the the ordin
[51:11]
the the requirements have for outdoor
[51:13]
dining were split between two ordinances
[51:16]
previously which made it yeah you could
[51:18]
easily miss it thinking you found what
[51:21]
governs the ordinance that governs it.
[51:23]
So [clears throat] I removed it all from
[51:24]
the the health code and put it all on
[51:26]
the sidewalk code consolidated into one
[51:29]
place and kind of filled out the process
[51:32]
the the requirement to get an annual um
[51:34]
permit. It was kind of implied before
[51:36]
but wasn't really explicit. So, it's
[51:38]
just cleaning it up a lot.
[51:40]
>> Thank you.
[51:40]
>> Um, one question for clarification.
[51:42]
[clears throat] Um, since we're sitting
[51:44]
here on August 20th and we're in the
[51:46]
back half of the seasonal dining season,
[51:49]
when does this come into effect or like
[51:51]
when do we start collecting fees? Is it
[51:53]
this year or are we prating it?
[51:55]
>> No. Yes. It's going to be for 2027. Yes.
[51:58]
>> Okay. Thank you.
[52:00]
>> Very good. Any more discussion? Hearing
[52:03]
none. All those in favor of ordinance
[52:05]
number of approving ordinance number
[52:07]
1179
[52:08]
of 2026 amendments to seasonal outdoor
[52:12]
cafe dining ordinance. Please say I. I.
[52:16]
>> Any opposed say nay. Motion carries
[52:18]
unanimously.
[52:21]
>> Okay. So not the most glamorous
[52:23]
legislative item. [laughter]
[52:25]
However, this has taken up um quite a
[52:28]
lot of discussion in CDC and that is
[52:31]
that we are now authorizing the
[52:33]
solicitor to advertise the grease trap
[52:35]
maintenance and cleaning ordinance. Um
[52:38]
this has this was something that brought
[52:40]
was brought to us by Aqua. Um so that we
[52:44]
can best regulate what's happening right
[52:47]
now within our crease. Um I I don't even
[52:52]
know how to go on about this. [laughter]
[52:55]
Uh so between our engineer and our
[52:58]
solicitor they might be able to explain
[53:00]
this better.
[53:02]
>> Well
[53:03]
restaurants are required to to do to
[53:06]
clean their grease traps and if they
[53:08]
don't it ends up grease gets passed into
[53:12]
the pipes and clogs and then sewage
[53:14]
flows down the streets which I've seen
[53:18]
is not uncommon. Um, this sets up a
[53:21]
requirement that restaurants uh um
[53:23]
operators do cleaning on a regular
[53:26]
basis, keep the records of it, make them
[53:28]
available for inspection if the bur
[53:30]
determines they need to, and they'll get
[53:33]
fined if they haven't been complying.
[53:37]
Uh the the other issue is that at the
[53:40]
plant where everything is ultimately
[53:41]
treated, uh the plant has a permit and
[53:44]
that permit has certain requirements of
[53:46]
things that they're allowed to uh treat
[53:49]
every single day. The D takes it very
[53:51]
seriously that they don't exceed the
[53:52]
permits. Uh in the last couple years, uh
[53:55]
there the the policing between the
[53:57]
creation of the county health department
[53:58]
and transitions about who was doing
[54:00]
inspections was a little bit loose. Some
[54:02]
of those things started to elevate. So
[54:03]
we got we got flagged by Aqua who said
[54:05]
can we tighten up some of our protocols
[54:07]
about Greece so that we can prevent
[54:08]
things from getting into the sewer
[54:10]
system before it gets sent to us so that
[54:12]
we can maintain regulatory compliance
[54:13]
and we don't have to either issue um
[54:16]
moratoriums or citations to any of the
[54:18]
parent municipalities. So there are
[54:19]
three towns that discharge into that
[54:21]
plant. This is it's really helpful to
[54:23]
keep the plant in compliance but also
[54:25]
like Bob said to keep our system clean
[54:26]
and everything flowing neatly.
[54:29]
>> Thank you. Um, I also want to say that
[54:31]
CDC spent um just I mean I don't know
[54:33]
hours it feels like talking about how
[54:35]
best to put this in practice so that
[54:38]
we're not overburdening our burough
[54:40]
employees um so that it works with
[54:44]
everybody with both burrow and the
[54:46]
businesses and aqua and so on. So, um I
[54:50]
do think that we came up with a a good
[54:53]
solution and um so therefore we are
[54:56]
authorizing the solicitor to advertise
[54:58]
the grease trap maintenance and cleaning
[55:00]
ordinance. Thank you again for your all
[55:02]
of your support. Um and I offer that up
[55:04]
in the form of a motion.
[55:05]
>> Very good. Uh is there a motion has been
[55:08]
made. Is there a second?
[55:09]
>> Second.
[55:10]
>> Motion has been made and seconded. Any
[55:13]
discussion?
[55:14]
And I am counting on you, Miss Delgos.
[55:17]
Yeah, I I'm glad that we can grease the
[55:19]
wheels to compliance.
[55:20]
>> Oh,
[55:21]
>> thank you.
[55:22]
>> There we go.
[55:23]
>> I've been waiting all night.
[55:25]
>> I've been waiting 55 minutes. [laughter]
[55:27]
I don't know why it's taking this long.
[55:29]
>> There was never an opportunity.
[55:32]
[laughter]
[55:33]
>> It's not like the resignation of a
[55:35]
council member lends itself to uh puns.
[55:38]
Um although Taylor is done, I guess.
[55:42]
[laughter]
[55:44]
>> I I had to go there.
[55:45]
said that with regret.
[55:47]
>> With regret. [snorts]
[55:48]
Yes, we're not done with uh
[55:53]
hearing. No more discussion on the
[55:54]
matter. All those in favor of
[55:56]
authorizing our solicitor to advertise
[55:58]
the grease trap maintenance and cleaning
[56:00]
ordinance, please signify by saying I.
[56:03]
>> I.
[56:04]
>> Any opposed say nay.
[56:07]
>> Motion passes unanimously.
[56:10]
>> Thank you. Um, my next item is for
[56:14]
resolution number 2026-55,
[56:16]
request for PA council on the arts
[56:18]
creative districts program grant
[56:20]
application.
[56:22]
I do not have more information on that I can share. I don't recall. I know
[56:28]
there's
[56:28]
>> is this the letter of support
[56:31]
>> from from the MBA and the media arts
[56:34]
council to support basically we have to
[56:38]
approve the letter that would support
[56:40]
their grant application that they they
[56:42]
are managing but this would be part of
[56:43]
that.
[56:44]
>> Yeah,
[56:44]
>> we are going to support the grant
[56:47]
application that the MBA will be
[56:49]
requesting for the creative districts
[56:52]
program grant. Thank you.
[56:53]
>> Very good.
[56:54]
>> And I offer that up in a motion. Motion
[56:56]
has been made. Is there a second?
[56:59]
>> Second.
[56:59]
>> Motion's been made and seconded. Any
[57:01]
discussion?
[57:03]
>> Hearing none. Uh, all those in favor of
[57:05]
resolution number 2026-55.
[57:08]
Uh, the request for Pennsylvania Council
[57:10]
on the Arts Creative District's program
[57:12]
grant application, please signify by
[57:15]
saying I.
[57:16]
>> I. Any opposed? Say nay.
[57:19]
>> Motion carries unanimously.
[57:21]
>> Okay. Um, finally, we are to have a
[57:24]
discussion on the 2026 State Street
[57:27]
District holiday signage.
[57:29]
And I believe we have
[57:32]
handouts on that.
[57:33]
>> It's a little show and tell.
[57:40]
» Mr. Fairman did come to um CDC to show
[57:44]
us one of these. Uh,
[57:47]
we're um this is quite large. it sits on
[57:52]
the ground and so forth. So,
[58:00]
do you mind if I jump in with some table
[58:01]
setting? Sorry.
[58:03]
>> Do you mind if I like
[58:04]
>> Yeah, go ahead.
[58:04]
>> So, so
[58:08]
many of us really enjoy a lot of the
[58:10]
holiday decorations that happen in
[58:12]
downtown State Street. Um, you know,
[58:14]
they go up in November and they go
[58:16]
throughout January. You know, the
[58:17]
lights, the trees, the decorations, they
[58:19]
do come at an expense. So believe the
[58:21]
MBA is looking for additional um revenue
[58:26]
uh opportunities to help offset those
[58:28]
costs. Certainly there are events and
[58:30]
there are sponsors, but this is uh
[58:32]
another way that they might be able to
[58:34]
generate revenue to offset those costs.
[58:36]
So what you're seeing here would be a
[58:39]
stansion sign and you'll see some
[58:40]
mockups and a map of where the
[58:43]
recommendation would be. Um, and that's
[58:46]
why this is put forth because this would
[58:48]
be another way to just generate some
[58:51]
revenue, offer some sponsorships, um,
[58:53]
and really support sort of the holiday
[58:55]
feeling in downtown in the downtown
[58:57]
streets district.
[58:59]
>> Um, and if I may add, Mr. Fairman
[59:01]
mentioned how this particular size is
[59:03]
going to be fit like um, what was
[59:06]
previously not available as far as not
[59:08]
being too small and not being too big.
[59:10]
It was like the Goldilocks of signs for
[59:14]
um sponsorships of a block instead of
[59:17]
like the giant sign for the entire
[59:20]
street.
[59:21]
>> That's right. And we can see the
[59:25]
12 of them I think is what it was.
[59:29]
>> I don't think we need to be taking a
[59:32]
vote right now, but I think the
[59:33]
discussion was supposed to be how are we
[59:35]
feeling about having these signs? I
[59:38]
originally I thought I remember us
[59:40]
talking about the CDC was concerned
[59:43]
about it, you know, getting in the way
[59:46]
um maybe being cluttered,
[59:48]
having any issues with ADA, but we're
[59:52]
>> that's my only question.
[59:53]
>> This is not going to be a problem. Does
[59:56]
anyone have any other
[59:59]
>> concerns? I mean, my only real concern
[1:00:02]
would be on especially number nine there
[1:00:05]
where it's that's already a very busy
[1:00:08]
area.
[1:00:09]
>> That might be a bit too much for trying
[1:00:11]
to navigate again any ADA issue and as
[1:00:14]
well as just people walking with a dog.
[1:00:18]
>> I have seen so many, you know, tight
[1:00:21]
squeezes in there.
[1:00:23]
>> It's It is tight.
[1:00:24]
>> Oh, yes.
[1:00:27]
>> It can be tight. And if we had any snow
[1:00:30]
or situation before
[1:00:32]
>> the new year, it would be a problem.
[1:00:34]
>> You have any crazy snow patterns that
[1:00:36]
knock over any any meter posts?
[1:00:38]
>> Yeah.
[1:00:40]
>> And he also said that he would do his
[1:00:42]
best to try to um you know pair up the
[1:00:45]
sponsoring business with the actual
[1:00:47]
block that business is on and hope not
[1:00:49]
to um encourage other competitors block
[1:00:53]
so forth. So, I'm sure that the MBA would do their
[1:00:58]
best to try to make it the best
[1:01:01]
placement
[1:01:03]
to put my back to.
[1:01:04]
>> Okay.
[1:01:06]
>> So, do they do they need um what do they
[1:01:09]
need from us?
[1:01:10]
>> I don't.
[1:01:12]
>> It's my understanding that we don't need
[1:01:13]
to vote that the MBA was coming to
[1:01:15]
council to just get their buy in, but
[1:01:18]
there actually isn't a need for approval
[1:01:20]
or a vote. They just wanted to make sure
[1:01:21]
that like we were cool with it. Yeah.
[1:01:24]
>> Again, I just as long as there are no
[1:01:26]
ADA concerns, um, as long as there are
[1:01:28]
no legal worries, then this
[1:01:32]
>> maybe we get feedback that number nine
[1:01:34]
doesn't look great, but the other 11
[1:01:38]
seem probably okay.
[1:01:40]
>> Maybe they could relocate it.
[1:01:41]
>> Mayor, do you think that there's any
[1:01:42]
other spots there that
[1:01:45]
>> um, see? Yeah, I mean, I think number
[1:01:48]
nine's definitely a standout spot where
[1:01:50]
like, you know, you change the area
[1:01:52]
there. Uh, if possible, maybe try to put
[1:01:55]
it like inside or toward the uh the the
[1:02:02]
mall, the medium mall,
[1:02:04]
>> just right in front of the mall.
[1:02:05]
>> Yeah, like in front, but maybe just like
[1:02:07]
on the opposite side of that.
[1:02:09]
>> Yeah. Just to kind of show people that
[1:02:11]
there's something going in there going
[1:02:14]
on in there. Oh, my thing's off. Oh, I'm
[1:02:16]
so sorry. Oh my gosh. [laughter]
[1:02:18]
But my comments were just about u
[1:02:21]
contestant number nine kind of sticking
[1:02:24]
out a little bit too much. So um yeah, I
[1:02:28]
think that that's my issue there. As
[1:02:30]
long as it's not blocking anything um
[1:02:33]
you know like uh visibility or anything
[1:02:36]
like that and near curbs that people
[1:02:39]
might be using. I'm Yeah,
[1:02:41]
>> I see number one at one end of the Plum
[1:02:43]
Street Mall. Could nine be relocated to
[1:02:46]
the other side?
[1:02:48]
you know that I mean that's just an idea
[1:02:49]
that I
[1:02:49]
>> right that might that might be something
[1:02:51]
>> because there's a lot of foot traffic
[1:02:52]
there also.
[1:02:53]
>> Yeah. Yeah. That I think that's a great
[1:02:56]
way to
[1:02:57]
repurpose that one. Yeah.
[1:02:59]
>> Very good.
[1:03:00]
>> Okay.
[1:03:00]
>> Great. Thank you.
[1:03:01]
>> Thank you.
[1:03:02]
>> Great discussion. It's a great idea.
[1:03:04]
>> So I mean it did come to CDC and we did
[1:03:05]
look at it but it was something that we
[1:03:07]
wanted to bring before all of council.
[1:03:09]
>> Oh great. Thank you.
[1:03:09]
>> Thank you.
[1:03:10]
>> That concludes my report.
[1:03:11]
>> Thank you. Any questions for council
[1:03:13]
member Galman?
[1:03:15]
Hearing none. Uh we'll now move on to
[1:03:17]
properties, public works, and shade tree
[1:03:18]
commission. Council member Jen Malcoun
[1:03:20]
again uh she's not able to be with us
[1:03:22]
tonight. Um so her report will be
[1:03:24]
delivered by council member Amelia
[1:03:26]
Delgroso.
[1:03:28]
>> Thank you, Mr. President. Um so for
[1:03:30]
liaison announcements,
[1:03:32]
um let's see, there [clears throat] is
[1:03:34]
an open seat on the shade tree
[1:03:36]
commission, so please consider joining.
[1:03:39]
Um and
[1:03:46]
Oh, the media youth center is moving
[1:03:48]
forward with their project for a sport
[1:03:50]
court. Um, and I believe the next steps
[1:03:53]
for that are engaging with um neighbors
[1:03:56]
to make sure there are no objections to
[1:03:58]
that. Uh, Mr. Matson, is there any color
[1:04:01]
you'd like to add to that? I had the
[1:04:03]
opportunity to meet with their uh
[1:04:05]
representative today and with Larry
[1:04:06]
Johnson just at the site just to go over
[1:04:08]
some logistics but it look it looks like
[1:04:10]
a a promising application and again look
[1:04:12]
forward to making sure that they have
[1:04:13]
all their details buttoned up uh as they
[1:04:14]
move forward with uh the next committee
[1:04:16]
review.
[1:04:17]
>> Thank you. All right so I think that is
[1:04:20]
the liaison announcements. Um, so then
[1:04:23]
moving to the first order of business,
[1:04:26]
which is resolution 2026-56,
[1:04:30]
authorization to sell 1995 K Cabota
[1:04:33]
B-21000
[1:04:35]
tractor to Forge Rentals for $6,1
[1:04:40]
which I make in the form of a motion.
[1:04:42]
>> Motion has been made. Is there a second?
[1:04:45]
>> Second.
[1:04:46]
>> Motion's been made and seconded. Any
[1:04:48]
discussion?
[1:04:50]
And it looks like we already have a new
[1:04:52]
tractor.
[1:04:53]
>> Oh, yeah. I'm I'm a fan of getting money
[1:04:55]
for 31-year-old tractor.
[1:04:58]
All those [laughter] in favor of
[1:05:00]
resolution 2026-56
[1:05:03]
authorizing the sale of a 1995 Kubota
[1:05:07]
B2100 tractor to forge rentals for
[1:05:10]
$6,1001.
[1:05:12]
Please say I.
[1:05:14]
>> I. Any opposed say nay.
[1:05:16]
>> Motion carries unanimously. Thank you.
[1:05:20]
Um, similar situation for item number
[1:05:22]
three, resolution 2026-57,
[1:05:26]
authorization to sell 2009F-750
[1:05:30]
dump truck to John Grey Bill for
[1:05:33]
$13,500,
[1:05:35]
which I make in the form of a motion.
[1:05:36]
>> Motion has been made. Is there a second?
[1:05:38]
>> Second.
[1:05:39]
>> Motion's been made and seconded. Any
[1:05:41]
discussion?
[1:05:42]
>> Similar thing. Uh, old dump truck
[1:05:44]
getting getting cleared out.
[1:05:46]
>> Dumping the dump truck.
[1:05:47]
>> Dumping. Yes, we're dumping the truck.
[1:05:48]
Thank you. [laughter]
[1:05:51]
» Excellent. Uh, any more discussion?
[1:05:55]
Hearing none, all those in favor of
[1:05:56]
resolution number 2026-57
[1:05:59]
authorizing the sale of a 2009 F750 dump
[1:06:03]
truck to John Greyville for $13,500.
[1:06:06]
Please say I.
[1:06:08]
>> I.
[1:06:09]
>> Any opposed say nay.
[1:06:11]
>> Motion carries unanimously.
[1:06:13]
>> Excellent. Thank you. Um, so next on the
[1:06:15]
docket is resolution 2026-58,
[1:06:19]
application to Main Street Matters
[1:06:21]
Planning Grant in the amount of $85,000
[1:06:24]
for housing and parking garage
[1:06:26]
feasibility study, which I make in the
[1:06:28]
form of a motion.
[1:06:29]
>> Motion has been made. Is there a second?
[1:06:32]
>> Second.
[1:06:32]
>> Motion's been made and seconded. Any
[1:06:34]
discussion?
[1:06:35]
>> So in the dropbox um under properties
[1:06:38]
public works, you'll find a memo from
[1:06:40]
Alli Garrett. Um so high level the
[1:06:42]
purpose of this grant is to provide
[1:06:44]
funding assistance to municipalities
[1:06:46]
with planning activities that advance
[1:06:47]
community improvement and future capital
[1:06:49]
projects. Um so for our purposes um
[1:06:52]
administration recommends applying to
[1:06:54]
this grant for funding a feasibility
[1:06:56]
study for a municipal parking structure
[1:06:59]
that could incorporate affordable age
[1:07:01]
restricted housing. study would evaluate
[1:07:04]
redevelopment opportunities at both the
[1:07:06]
existing Baltimore Baltimore Avenue
[1:07:08]
garage and front street and Olive
[1:07:10]
parking lot.
[1:07:12]
Any commentary to add?
[1:07:13]
>> No, I think you pretty much nailed it.
[1:07:15]
Yeah, that's exactly right. There's not
[1:07:16]
much more to add. Yeah.
[1:07:17]
>> Cool.
[1:07:18]
>> And this is just a planning grant. This
[1:07:20]
is not
[1:07:20]
>> just a planning grant. Further details
[1:07:22]
are in the memo.
[1:07:23]
>> Yeah. Very good.
[1:07:24]
>> Yes.
[1:07:25]
>> Any more discussion?
[1:07:27]
Hearing none. All those in favor of
[1:07:29]
resolution number 2026-58,
[1:07:32]
the application to Main Street Matters
[1:07:34]
Planning Grant in the amount of $85,000
[1:07:37]
for a housing and parking garage
[1:07:39]
feasibility study. Please signify by
[1:07:41]
saying I.
[1:07:42]
>> I. Any opposed say nay. Motion carries
[1:07:45]
unanimously.
[1:07:46]
>> Excellent. Thank you. Next up is
[1:07:49]
ordinance number 1180 of 2026 recycling
[1:07:54]
definition which I make in the form of a
[1:07:57]
motion.
[1:07:59]
>> Motion has been made. Is there a second?
[1:08:01]
>> Second.
[1:08:02]
>> Motion's been made and seconded. Any
[1:08:04]
discussion?
[1:08:05]
>> Do you want an explanation?
[1:08:06]
>> I would like I'd like to know what the
[1:08:08]
definition is. the state
[1:08:11]
>> uh in in reviewing the bureau's
[1:08:13]
recycling grant application noted they kind of do a compliance check on
[1:08:17]
your ordinance and they require that
[1:08:21]
there be local regulation of recycling
[1:08:24]
at community events and our ordinance
[1:08:27]
has no definition of community events.
[1:08:29]
So they directed that the ordinance
[1:08:31]
should be amended to include such a
[1:08:33]
definition in order for the bur to be
[1:08:35]
eligible for grant funding
[1:08:38]
>> which we want. Yeah,
[1:08:39]
>> we definitely will. Yes. Thank you, sir.
[1:08:41]
Thank you, Mr. Scott. Um,
[1:08:45]
>> any more discussion?
[1:08:46]
>> Still a motion.
[1:08:47]
>> Excellent. Uh, hearing no more. All
[1:08:49]
those in favor of ordinance number 1180
[1:08:52]
of 2026
[1:08:54]
uh to add the recycling definition as
[1:08:56]
outlined by uh the solicitor. Please
[1:08:58]
signify by saying I. I.
[1:09:00]
>> I. Any opposed? Say nay.
[1:09:03]
>> Motion carries unanimously.
[1:09:05]
>> All right. So, next on the agenda is to
[1:09:08]
discuss a proposal from Miadia theater.
[1:09:11]
Um, however, I do not believe we have
[1:09:13]
enough information from the organization
[1:09:15]
to have a productive discussion at this
[1:09:17]
time. So, I'd like to table it.
[1:09:19]
>> Excellent. Yeah, I think that uh I Yeah,
[1:09:23]
that's it.
[1:09:24]
>> It'll come back in October or September,
[1:09:26]
whatever next month is.
[1:09:27]
>> Next.
[1:09:28]
>> Thank you.
[1:09:28]
Uh, that concludes Miss
[1:09:31]
Malcoun's items.
[1:09:33]
>> Thank you very much. Any questions
[1:09:34]
regarding properties or public works or
[1:09:36]
shade tree? Nope. Nobody. Uh, thank you.
[1:09:39]
We'll move on now to personal and
[1:09:40]
recreation. Council member Amelia
[1:09:42]
Delgroso. Miss Del Roso.
[1:09:44]
>> Back with me again. Thank you. Um, so
[1:09:46]
for liaison announcements for the
[1:09:47]
recreation board, we had the privilege
[1:09:49]
of supporting the inaugural national
[1:09:51]
night out with Mayor Washington and our
[1:09:54]
first responders and community um,
[1:09:56]
organizations. And it was a great
[1:09:58]
success. really nice to interact with
[1:10:00]
folks um in an environment where they
[1:10:02]
can touch a truck, get to see the
[1:10:05]
equipment, play some yard games. Um so,
[1:10:07]
a really awesome showing for the first
[1:10:09]
event. Thank you for inviting us.
[1:10:11]
>> Of course. Thank you all so much for
[1:10:13]
providing everything. And I also wanted
[1:10:14]
to mention that there were color
[1:10:16]
changing cups from the Media Bureau
[1:10:18]
Police Department and pretzels. So, I
[1:10:20]
really hope that everyone who visited
[1:10:22]
had a great night. It was a a really
[1:10:25]
amazing night that I honestly did not
[1:10:26]
want to end.
[1:10:29]
Thank you.
[1:10:31]
>> Um, so that is the liaison announcement.
[1:10:35]
Um, and next up we have a hiring of
[1:10:38]
Charles Deak Allen for the position of
[1:10:41]
Phil and crossing guard. Um, his resume
[1:10:44]
was not in the dropbox. However, I do
[1:10:46]
have a copy of it um, from Chief
[1:10:48]
McCormack. Should anyone be interested?
[1:10:52]
>> I offer this in the form of a motion.
[1:10:54]
>> Motion has been made. Is there a second?
[1:10:56]
>> Second. Motion has been made and
[1:10:57]
seconded. Any discussion? I will say
[1:11:00]
that I know uh I've known Mr. Allen for
[1:11:02]
years. His two sons grew up with my son.
[1:11:05]
He's just a great guy and I I can
[1:11:07]
imagine him as a terrific fill-in
[1:11:09]
crossing guard.
[1:11:10]
>> He absolutely will be.
[1:11:10]
>> Yeah, he'll be great.
[1:11:12]
So, hearing no more discussion, all
[1:11:14]
those in favor of hiring Charles De
[1:11:16]
Allen for the position of a fill-in
[1:11:17]
crossing guard, please signify by saying
[1:11:19]
I.
[1:11:20]
>> I.
[1:11:21]
>> Any opposed say nay.
[1:11:23]
>> Motion carries unanimously.
[1:11:24]
>> That concludes my report. Thank you. Any
[1:11:26]
questions for council member Delgos?
[1:11:29]
Hearing none, we will now move on to our
[1:11:31]
second opportunity for public comment
[1:11:32]
and privilege of the floor. Uh again, uh
[1:11:35]
you can email us at commentsmediabro.com
[1:11:38]
or stand up here and uh state your case.
[1:11:41]
Uh Mr. Pino, do we have any emails?
[1:11:43]
>> No, we don't.
[1:11:44]
>> Thank you. Uh is there anyone present
[1:11:45]
who would like to speak?
[1:11:48]
Okay, seeing none, I will entertain a
[1:11:50]
tray. A motion to adjurnn.
[1:11:53]
>> So moved. A motion to adjurnn does not
[1:11:55]
require a second. Uh all those in favor
[1:11:58]
of adjourning, please say I. I.
[1:12:00]
>> Uh all those opposed say nay.
[1:12:03]
>> We are adjourned. Thank you.
