[15:08] I just want to report on where we're at with the pool and some of the goals that we've set and just report to you on where we're at. So I'd like to read this. This is something we put together. This is good evening. See a council members. Thank you for the opportunity to speak tonight. We are members of the Friends of the Burley Aquatic Center.
[15:32] a group of residents who have been working to bring a much needed aquatics and indoor recreation facility to our community.
[15:39] A recent community survey confirmed strong public interest in this kind of facility and we believe it would serve families throughout the burly area for generations.
[15:48] Over the past several months we have reached out to the Oregon Trail Rec District on numerous occasions to discuss their support for this project.
[15:56] Next, today we have not received a definite answer as to whether OTRD is able or willing
[16:01] to support this effort.
[16:04] We recognize that the project of the scale estimated an approximately $26 million to build
[16:10] with roughly a $1 million annually for maintenance and operations cannot move forward on the
[16:16] strength of one organization alone.
[16:18] Without a clear commitment of support from either OTRD or the City of Berlin, we do not believe
[16:24] we can credibly approach appropriate corporate partners, grant organizations or major donors
[16:30] to help fund construction. Most funders want to see that local government stands behind
[16:35] a project before they commit resources to do so. Tonight, we're asking the City Council
[16:40] to consider whether there is a path forward in which the city would be willing to back our
[16:46] committee's fundraising efforts for the estimated $26 million in construction costs and to
[16:51] to explore whether a future tax levy might be considered to help support the ongoing $1 million per year at an estimated maintenance and operating costs.

[21:03] levy's are a simple, simple majority so they're easier to pass. So for example like if we apply for
[21:10] grant can the city be part of that application? Sure, sure the city can apply for the grant but
[21:16] when the grant, before the grant is approved,
[21:19] they will want commitments that the city will,
[21:22] will be responsible for its ongoing meeting.
[21:25] It's an operation after the grant.
[21:26] Nobody's gonna want to give a grant
[21:27] unless they're assured that it's going to continue on afterwards.
