[0:56] approval of the agendas and I go to the
[0:58] manager first. We have a couple of later
[1:01] additions to the agenda.

[1:06] items today on
[1:10] to the consent agenda. One is for an
[1:12] engineering contract for the sidewalks.
[1:14] This is kind of one of the last
[1:16] sidewalks I think will be replaced in
[1:18] the downtown sidewalk uh program. And
[1:21] that's uh on six uh six street west in
[1:24] front of city hall on both sides of the
[1:26] road and then uh um wrapping around city
[1:30] hall and going towards the parking lot
[1:33] and then um on sixth street west on the
[1:36] north end going up first avenue west for
[1:38] one block. Um we have some sidewalks
[1:41] that are in poor condition. the ones
[1:42] that's front of city hall specifically
[1:44] are not ADA accessible and have some
[1:47] significant trip hazards and other so um
[1:50] we're looking for an engineering
[1:51] contract to so that's in the consent
[1:54] agenda and the other is a u we were able
[1:57] to find a pool liner
[2:00] uh contractor to install this fall and
[2:04] so they will be starting installation
[2:07] uh if approved uh
[2:11] the week of the next council meeting.
[2:12] So, we won't have time to sign the
[2:14] contract. So, we put that in the consent
[2:15] agenda. We don't have the form for
[2:17] formal contract yet, but uh it's in uh
[2:22] sum of
[2:24] $25,000
[2:26] combined with the $130,000
[2:28] pool liner would put us at $235,000
[2:33] or I'm sorry, $335,000
[2:36] uh for the whole pool liner installment.
[2:38] that I'll get done uh next two to three
[2:41] weeks.

[5:04] had a chance to enjoy this wonderful
[5:06] summer we've had. Hasn't it been
[5:08] special? I mean, it's really been a a
[5:10] great summer. Lots of uh good weather.
[5:13] Um, you know, we're so fortunate that we
[5:16] have the Flathead River running right
[5:18] through our town. And uh the number of
[5:21] people recreating on it every day is
[5:23] just amazing. and I'd look down by the
[5:25] river and I'd see so many people going
[5:27] by having a good time enjoying the
[5:29] river. Um there's public access to it.
[5:33] Um Montana's um uh constitution has
[5:39] protections in it so people can can pull
[5:41] over on the river and enjoy it. So we've
[5:43] really got an asset there and it's just
[5:46] amazing. Um, in addition, you know, a
[5:48] lot of people that are going through our
[5:50] town to uh go up river and recreate
[5:53] there, they stop here. They spend some
[5:55] money.
[5:57] So, it's really helping our local
[5:58] businesses and and uh our our local
[6:01] residents, they get off work and they
[6:03] can go float and they can float on
[6:04] weekends. So, it's really something. Um,
[6:07] I just hope the city budget uh can
[6:10] dedicate some dollars to maintenance and
[6:12] improvements of our of our river access.
[6:14] There's signs, there's places in in the
[6:17] community to access it. And I think it's
[6:19] a shame if we don't way sign it, if we
[6:22] don't somehow um get the word out
[6:24] because uh a lot of people even live
[6:26] here don't know that we've got nice
[6:28] public access um at various places um
[6:31] along the river. Um so I hope that
[6:35] somewhere in the park and rags budget or
[6:37] something there's there's some some
[6:39] dollars that can that can uh uh denote
[6:42] that. Um, any community would love to
[6:45] have what we have right at our doorstep.
[6:47] So, I just hope we can remember to
[6:49] appreciate it and use it and protect it
[6:51] as well. Um, the river corridor is also
[6:55] important to wildlife that use it year
[6:56] round for water, food, and protection.
[6:59] Um, when our new land use plan was
[7:02] adopted a while back, um, it was agreed
[7:05] that more planning was needed to to be
[7:08] devoted to protecting that river
[7:10] corridor. So, I hope the council won't
[7:13] lose sight of that as uh over the next
[7:16] few months the planning board is going
[7:17] to meet, talk about some stuff, some
[7:19] changes to the plan. And I hope you'll
[7:22] uh you'll keep in mind expanding river
[7:26] corridor protections so that the asset
[7:29] that we have stays um as good as it is.
[7:33] Um, another thing, I'll try and make
[7:36] this fast. the the T kettle height
[7:38] subdivision was approved back in May and
[7:42] uh to develop 435 housing units of three
[7:45] phases and our city committed some
[7:49] significant capacity sewer capacity to
[7:51] that project. Um the developer is I went
[7:55] to most of these hearings was anxious to
[7:57] get going. So we got to get this thing
[8:00] approved so we can get working uh on the
[8:03] dirt utilities this year. Well, I've
[8:05] been up there. there's not a bit of work
[8:08] done. So, um anyhow, I'm sure you guys
[8:12] know that you probably driven up there.
[8:14] Um it's midepptember.
[8:17] There was also in April some rental
[8:19] units across from the green box site
[8:21] approved. Uh going to help out the
[8:24] housing market, the rental market.
[8:27] Nothing's been done there. The water's
[8:29] made it up to where that project is
[8:31] because the other development has and
[8:33] that's what they were waiting on. So, I
[8:35] know you guys don't control the
[8:36] developers. I know that. But just keep
[8:39] in mind when these developers come and
[8:40] tell us how excited they are and they
[8:42] want our approvals, um hopefully they'll
[8:46] be as dedicated to getting some of this
[8:47] stuff done because the housing study you
[8:50] guys commissioned said we don't have
[8:52] enough housing and we're not going to
[8:55] get it if we don't have something in the
[8:58] in the M. And uh um the Habitat for the
[9:04] Humanity homes are moving along which is
[9:06] great. And I see the little project
[9:08] behind the credit union is got some
[9:10] footings put in. So again I think
[9:13] developers always eagle eager to get the
[9:15] approval then they've got a little more
[9:17] of an asset that they can either hold on
[9:19] to or sell but it doesn't necessarily
[9:22] tick them off to get going. So, um, I'm
[9:25] just throwing that out to you and again,
[9:28] hope you had a wonderful summer as we
[9:30] all did here. Thanks. Thank you.

[9:47] the one good news story.
[9:50] I want to address the council and just
[9:51] uh make a few brief comments. Uh, we
[9:54] lost kind of a legend in my eyes, Steve
[9:56] Marusson, who's owned the NL for 47
[10:00] years. I think it's the longest business
[10:02] owner in Columbia Ball's history that
[10:04] I'm aware of. And I just like to bring
[10:07] it to the council's uh attention to see
[10:09] if any thought about doing something for
[10:11] him because of what he did for the
[10:14] community. So, the Don Anderson Memorial
[10:18] Fire Station is was my uncle. So, um, I
[10:22] just encourage the council to think
[10:24] about doing something for Steve
[10:27] generationally. He's done a lot for this
[10:29] community. I think he sat on the rural
[10:32] fire department for
[10:34] Mary, you're going to have to tell me,
[10:35] but I think it's been a long time. I
[10:37] think how many
[10:38] » I believe it's 20 years.
[10:39] » Yeah, at least 20 years. So, and you
[10:42] know, his celebration of life is the
[10:43] 14th. Uh, I do know they're shutting out
[10:45] the NL and the back room to celebrate
[10:49] him and I expect that to be well
[10:50] attended. But I would just encourage the
[10:53] council and the mayor, don't miss this
[10:55] opportunity. Uh, there's not many people
[10:58] that I know of and I was born and raised
[11:00] here that has a business for 47 years.

[11:20] Next is uh our public public hearing or
[11:24] final adoption of the budget. So we will
[11:28] uh we have been continuing this since
[11:30] July as it was developed and presented.
[11:33] So at this time we'll go to the manager
[11:36] and we'll get a look at our final budget
[11:39] presented and uh we're going to office.
[11:43] Yeah, mayor council. Uh no no
[11:46] significant changes uh in the budget
[11:48] from what's been presented over the last
[11:50] several months. Um we'll highlight a few
[11:53] additions and changes from what we
[11:55] previously briefed to you and we had to
[11:57] adjust. Um but do want to highlight a
[12:01] couple items. the fiscal year 27 budget
[12:04] um totals 27 26,442,653.
[12:09] Were you going to present that?
[12:11] » Um I I don't I can
[12:14] the budget message. I didn't have a lot
[12:16] to present. Um but
[12:36] ancient
[12:38] sense.
[13:02] So the adopted budget is 26,442,653.
[13:08] It's about a 12.5% increase from the
[13:10] fiscal year 26 adopted budget. Um some
[13:14] of the changes for federal grants and
[13:17] money going to the raise project as well
[13:19] as projected uh grants from um the uh
[13:26] community project funding uh through the
[13:28] US Congress that we're still on tap for
[13:31] right now waiting Senate approval that
[13:34] $2.35 million. So some of that growth
[13:37] was through grant funding. Um, but we're
[13:40] also seeing, as I briefed the last
[13:41] council meeting, a significant growth in
[13:44] our market value and marginal growth in
[13:46] our tax revenue
[13:49] growth with that.
[13:51] Um, to be clear, you know, Flathead
[13:54] Valley has grown very quickly uh over
[13:56] the last decade. Uh, Plumbing Falls
[13:59] hasn't realized that growth uh up until
[14:02] now, but over the next two to five
[14:04] years, there will be significant
[14:05] development. Uh we're seeing some of
[14:07] that happening on Meadow Lake. Uh the
[14:10] developers that have applied for uh you
[14:13] know preliminary plat
[14:16] are very active in getting those moving
[14:19] um and uh or in good communication with
[14:22] the city uh throughout as they work
[14:25] through those engineering plans. We're
[14:28] seeing growth not only in housing but
[14:29] also manufacturing facility um and then
[14:33] quite a bit commercially specifically
[14:35] met in Baltimore area.
[14:38] Um there continues to be strong
[14:40] developer interests um that um looking
[14:45] for opportunities uh and where uh
[14:47] economic growth uh job growth increasing
[14:50] housing inventory and improving public
[14:52] amenities um city has is in a good
[14:55] position. um as a finalist for a LITC
[15:00] housing grant um for 55 and elder
[15:05] development of 29 units. The mayor and I
[15:07] will sit on the Montana housing board
[15:11] discussion and present
[15:13] our position in October. Hopefully we
[15:15] good news uh following that immediately.
[15:21] Uh at the same time, the growth places
[15:23] greater demands on our public safety,
[15:25] our transportation systems, utilities,
[15:28] parks, uh municipal services. Uh we're
[15:31] seeing significant improvement over the
[15:33] last year with our sidewalks uh in the
[15:36] downtown phases, finishing that project
[15:38] or nearly finishing that project. And
[15:41] then uh significant development along
[15:43] the 4th Avenue and 7th Street improving
[15:46] our water rains our water uh storm water
[15:49] drainage as well as our road and
[15:52] sidewalk infrastructure that I'll
[15:54] highlight later in today's uh
[15:56] discussion.
[16:00] I will I will note that the the city
[16:03] staff is uh very keen on the council's
[16:07] priorities of u
[16:10] you know focusing the city but also
[16:12] making sure that we maintain
[16:14] conservative uh financial practices,
[16:17] healthy reserves and sustainable
[16:19] long-term budgeting. Uh this year we
[16:21] proposed a
[16:24] significant amount of projects over the
[16:26] next three to five years. Um, and some
[16:30] of that's aligned with the urban renewal
[16:31] district tax increment financing
[16:34] district. Um, which we're looking at 10
[16:36] to 11 million dollars of projects over
[16:38] the next five years. Um and so uh there
[16:41] needs to be a focused effort to execute
[16:43] those projects um every single year uh
[16:48] addressing those um and then we'll see
[16:51] significant improvements u in those
[16:53] project areas to also attract more
[16:56] business but also better amenities for
[16:58] our citizens in the in the city
[17:02] and visitors alike.
[17:06] uh the resort tax and u continues to
[17:09] provide significant property tax relief.
[17:12] Uh this year's first time we caught up
[17:15] to where city's property tax collections
[17:19] were in fiscal year 21. Um so the last
[17:23] five years uh the city was collecting
[17:25] less taxes each year because of the
[17:27] reporting tax. And so we finally caught
[17:29] up to fiscal year 21 data collection
[17:32] numbers um for a total savings of $2.2
[17:35] $2 million over the last five years in
[17:39] property tax relief for our citizens.
[17:42] But we also now have we fund four police
[17:45] officers, two and a half firefighters, a
[17:48] police vehicle, a debt payment on our
[17:50] fire engine, as well as some other park
[17:52] and other infrastructure money. Um, and
[17:55] then this year we reserved over $400,000
[17:58] into the resort tax uh uh savings or the
[18:02] reserve funds for future investment uh
[18:05] be it in public safety or in other
[18:07] infrastructure.
[18:14] Um with that uh there are several
[18:20] was intending to go through each of the
[18:23] uh the charts directly but um I'm sorry
[18:27] I didn't realize I didn't show those
[18:28] screen
[18:31] um
[18:34] in in the budget brief there's several
[18:35] charts that explain uh how those uh
[18:41] how those revenues and expenditures are
[18:43] proportioned across different
[18:45] departments or different funds or
[18:46] functions. Uh they're pretty
[18:48] self-explanatory.
[18:50] U but there I would note there's no
[18:52] significant change over the last several
[18:54] years of how that money is being
[18:55] allocated. U you know other than we're
[18:58] seeing some uh significant
[19:01] intergovernmental grant increase but
[19:04] everything else is about the same
[19:07] for revenue and uh and expenditures.
[19:10] Personnel services, for example,
[19:13] routinely stays around the 20 to 25%
[19:17] um of our total appropriations as an
[19:21] example.
[19:27] and then law enforcement and fire uh
[19:31] or
[19:33] again appropriated over half of our
[19:35] general fund is from those two public
[19:37] safety functions which is so consistent
[19:40] with other cities and municipalities.
[19:42] It's a good it's a good position to be
[19:44] in
[19:50] the the changes to the budget. Um there
[19:53] are no major changes in the uh in the
[19:56] primary funds. The only uh significant
[19:59] changes we're in the capital improvement
[20:02] uh plan. Um
[20:06] as we discussed earlier, city recently
[20:09] received approval from a fiscal year 25
[20:12] application to get funding for two
[20:15] generators, one for city hall and one
[20:17] for the fire uh fire department. Uh we
[20:20] just received notification of that
[20:22] award. We've added that into our capital
[20:24] improvement plan uh which includes the
[20:27] expenditure as well as the revenue
[20:28] generated of $108,000.
[20:31] Any money um any costs beyond $108,000
[20:36] because of um inflation or other um
[20:42] you know growth in charges or something
[20:44] like that. We would have to cover that
[20:45] difference. We'll come back to the
[20:47] council for that. Uh right now we're
[20:49] trying to execute those two generators
[20:51] within the $18,000 grant budget. Um
[20:57] those generators will support emergency
[20:59] operations uh during power outages in
[21:02] the fire hall as well as city hall. And
[21:05] then um it aligns well with another
[21:08] grant that we're applying for at Plan
[21:10] Electric for emergency communications uh
[21:13] suite uh that we could uh deploy pretty
[21:16] quickly like the Starlink terminal as
[21:18] well as moving batteries. Uh not only
[21:21] support city staff support to the
[21:23] community but um also uh creating a
[21:27] community uh information center where
[21:29] people can come connect to Wi-Fi and
[21:31] notify family or loved ones. one of the
[21:34] best practices that you know we've seen
[21:36] in other
[21:40] natural disaster North Carolina and some
[21:43] of the hurricane or flood areas that had
[21:47] significant impact a lack of
[21:48] communications for the community. Um so
[21:53] those things align well. So we added
[21:54] those two generators uh for that
[21:56] project. The other project that we moved
[21:59] from fiscal year 28 uh recommended move
[22:03] moving the park pavilion at Pinewood
[22:05] Park. Uh we're currently working with
[22:08] engineers to scope that project and uh
[22:10] we felt it was uh be beneficial to have
[22:14] that pavilion installed this year
[22:16] instead of um next year. We're going to
[22:18] delay that in the bathroom to a future
[22:20] year, but uh due to engineering
[22:24] considerations and some possible
[22:25] opportunities for additional funding uh
[22:28] from partner organizations, uh we
[22:30] decided to move it this year and see if
[22:32] we can get it installed this fiscal
[22:34] year.
[22:38] Other than that, there were no major um
[22:41] changes in the previous plans that were
[22:44] presented. Um, I will highlight a
[22:47] significant amount of work done by the
[22:50] finance director
[22:52] and support for the staff. If I can find
[22:55] it
[22:57] page,
[23:06] get to it.
[23:12] you'll see uh project pages for every
[23:15] single capital improvement plan uh
[23:17] project. Um this packet of capital
[23:20] improvement projects uh sheets will be
[23:22] on the website under our construction
[23:24] projects and then we'll update the
[23:26] description as we get more information.
[23:29] Um this will be the new standard as we
[23:32] move forward as we talk about what each
[23:34] of these projects includes and where the
[23:36] funding's coming for for each one of
[23:38] these projects.
[23:40] So, uh that'll be on the website under
[23:43] the construction projects as well as uh
[23:46] under the finance department page. So,
[23:48] that's another change that you you
[23:50] haven't been you haven't been presented
[23:51] yet.

[28:56] just stops on Highway 2 and doesn't keep
[28:59] going. And it feels really weird

[29:07] into traffic and not I don't know. Um

[31:39] youthled civic organization

[31:47] south to talk about um mobility and um
[31:53] throughout the Flathead County and
[31:54] throughout our town. So, please join me

[36:17] recommendations to the council and then
[36:19] the council will review it in late
[36:21] October, November time frame for any
[36:23] zoning for subdivision or city code
[36:26] changes.

[36:49] will explore
[36:52] some of the best practices of how cities
[36:54] have worked with affordable housing
[36:56] opportunities and then figure out the
[36:59] best, you know, ways to maybe
[37:02] incentivize developers to be of using
[37:05] affordable housing to get concessions or
[37:09] variances or something like that. We'll
[37:11] talk through some of that but not the
[37:12] formal program of you know is it the
[37:14] Whitefish Housing Authority which is a
[37:16] governmental organization we or
[37:18] bureaucracy or is it you know work with
[37:22] the nonprofits or the other housing
[37:24] foundations like habitat it probably a
[37:27] bit less of that discussion but more of
[37:29] how we incentivize developers and from a
[37:32] planning or require developers to have
[37:34] » So us to kind of do that same type of
[37:36] thing ourselves within our own planning
[37:40] without involving another agency.
[37:42] » I mean other agencies were being support
[37:44] counselor u um and then I think we need
[37:49] as uh the whiteish whitefish housing
[37:51] authority had request they come talk to
[37:53] council. I think we can schedule that
[37:55] see what they propose. U but for the
[37:59] council to understand the white fish
[38:00] housing authority is um appointed by the
[38:04] whitefish mayor. Um, and so, you know,
[38:07] do you want another governmental
[38:08] organization appointed by some other
[38:10] government
[38:12] managing affordable housing?
[38:15] And then those housing authorities are
[38:17] normally
[38:19] more aligned with federal programs like
[38:21] section 8 housing or HUD type other
[38:24] other HUD programs.
[38:27] And over the last decade, as we've
[38:29] studied this a little bit, um those
[38:32] federal programs have become more and
[38:34] more accessible to municipalities as
[38:37] well as nonprofits. So, you don't
[38:39] necessarily need a governmental
[38:41] organization like a housing authority to
[38:44] do that.

[38:48] » But how that gets aligned with the city,
[38:50] I think we all need to be a little bit
[38:52] more educated on and see what um the
[38:54] White Fish housing authorities

[39:02] organization appointed by the mayor of
[39:04] White Fish.

[49:23] fruition I just wonder when we have an
[49:25] opportunity to expand that district and

[49:40] the way out the hilltop. I'm not sure of
[49:41] our utility system. Yeah. I'm just
[49:44] curious if it would make sense if we got
[49:45] those folks involved in a district. The
[49:48] the challenge would be urban district
[49:51] expires 202 December 15, 2029. And so
[49:55] that district expires and it' be
[49:57] unlikely for it to get it um extended
[50:00] beyond that.

[50:04] couple years. So it wouldn't um you know
[50:08] to do a project with the current funds
[50:11] along Medal Boulevard
[50:14] uh if it's a viable

[50:23] station that's outside of the district
[50:25] but serves that district and we could
[50:29] upgrade that lift station because it
[50:31] directly serves the properties within
[50:35] that district,
[50:36] » You know, or if we want to create a road
[50:38] or water or sewer infrastructure. Now,
[50:41] one of the things we're looking at is um
[50:45] there's only one water man that comes
[50:47] across Highway 2 to Ace Hardware and it
[50:50] stops there and doesn't come across
[50:51] Hansen's and the pawn shop to the truck
[50:54] route. So, there's no water along that
[50:56] area. Um we we've explored, you know,
[50:59] moving water to that side with the bill
[51:02] district money. Um, but it's for
[51:06] expanded footprint. We're probably the
[51:08] last couple years of the district, it
[51:10] may not make sense to do that. Are we
[51:13] going to have an opportunity to uh uh
[51:16] make that district continue
[51:19] after its expiration? I know you have to
[51:21] let it expire. They're they're set on
[51:23] timelines. Um, so do we have an
[51:27] opportunity to uh to continue with K
[51:31] district that you're aware? I would have
[51:34] to do some more research uh on that to
[51:38] see this
[51:41] specifics. There are ways to extend to
[51:44] districts uh the timeline and get an
[51:46] extension of that because I mean a lot
[51:49] of our a lot of great things we're doing
[51:51] in this budget come with tiffs. I mean,
[51:54] when I first looked at what we were
[51:56] doing in our budget on one home that we
[51:58] couldn't afford that you really can't I
[51:59] mean there there's so many things in
[52:01] there that all the years I've been in
[52:03] neighbor take care and do so many things
[52:07] and and that allows us between that and
[52:09] our resil tax allows us to do that. So I
[52:12] just I just don't want to stick with
[52:14] » You there's just a lot of sensitivities
[52:16] you know with the tiff district they're
[52:18] normally 15 years and I would say this
[52:21] one looking back at the history has been
[52:23] highly successful and it got to its goal
[52:25] of rebuilding the downtown
[52:28] infrastructure and uh the highway too
[52:31] but this tip district is quite large
[52:35] percentage wise of the rest of our city
[52:37] and so remember the incremental value so
[52:40] our incremental value at our brief
[52:42] previously in 2019 was only about
[52:44] $600,000 in growth from 2014 time frame
[52:49] and it's been another $3 million over
[52:51] the last you know five or six years.
[52:54] That $3 million though comes from
[52:58] um
[53:01] 36 $3.6 million of incremental growth
[53:04] from the 2014 base value comes from the
[53:07] school district uh growth. It comes from
[53:10] the city's primary property tax growth.
[53:13] So when the tip district expires, you'll
[53:14] see our property tax revenue increase
[53:18] because of all that incremental growth
[53:20] within that district. Then gets
[53:22] realigned back to the taxing
[53:24] authorities,
[53:26] you know. So, um, you know, and so there
[53:29] there's a lot of challenges among
[53:31] counties and school districts across
[53:34] Montana, across the nation to be quite
[53:36] frank, uh, of how t districts are used
[53:39] and, uh, the impacts it has on say
[53:41] school district. So, school district,
[53:43] you know, we could do the math, but you
[53:45] know, I'll throw out it's about a
[53:48] million dollars of revenue that would
[53:51] normally go to school district that's in
[53:54] this T district. So, but what happens is
[53:57] we reinvest in this urban renewal
[53:59] district or this tent district. We make
[54:01] it better and then everybody wins on the
[54:04] back end of it because there's more
[54:05] growth and more economic viability for
[54:08] the community. And so this tsue did
[54:11] exactly what it was supposed to do
[54:13] and uh and I think it's probably a good
[54:17] closing to it. I would say the
[54:19] industrial port north of the railroad
[54:21] that targeted economic development
[54:23] district which is also a tiff district
[54:25] hasn't seen any growth or development to
[54:28] reinvest in that. So that's would be a
[54:31] reason to maybe extend that one as we
[54:33] look at future opportunities to to
[54:36] reinvest within that one district. But
[54:40] um
[54:42] so I would probably not recommend us
[54:45] exploring
[54:47] expansion
[54:48] » But it will impact us.

[54:55] we're going to see more tax coming in
[54:58] » In our general fund and then we can
[55:00] allocate. So, you know, you know, so

[55:16] I'll pull that up real quick. Just go on
[55:18] your stuff. I'll bring it up when I come
[55:20] to city manager comments and I'll show
[55:22] you on the screen and then we can kind
[55:23] of talk through that about how much more
[55:25] the county, the cemetery district, the
[55:28] you know the the schools would possibly
[55:31] see.

[55:37] River's Edge is seeing a whole lot of
[55:39] use. Um I'm down there a lot and uh the
[55:43] kids just love the fact that they can
[55:44] get down there next to the river. Now we
[55:47] have nice access for them, but obviously
[55:49] with the river it's level it is now with
[55:51] white the kids and I a lot of older
[55:53] folks are are going down there too and
[55:55] enjoying that they can get down to the

[57:03] you know school district gets about 40%
[57:07] city gets about 25% the county and the
[57:09] state about 15 to 16% each. So our tiff
[57:13] revenue
[57:15] for all our tiff district all three of
[57:17] them uh is about 1.8 million. So if you
[57:22] took 40% of $1.8 million that would be
[57:25] you know what the school will see in
[57:29] future revenue. You take 25% of $1.8
[57:32] million. We'll see that on top of our u
[57:35] property tax revenue generated. And you
[57:38] know, reminder to everybody, the urban
[57:40] renewal district tiff is not a new tax.
[57:42] This the residents and everybody in
[57:44] businesses all pay the exact same tax.
[57:46] It just gets allocated differently. And
[57:48] because our urban renewal district is so
[57:51] large and it encompasses so much of our
[57:54] commercial sector that end up paying a
[57:55] little bit more taxes. That's why we're
[57:58] seeing so much growth
[58:00] as the state has moved all the taxes and
[58:04] and allocation.
[58:07] The majority of people are seeing
[58:08] massive reit, you know, or reduction in
[58:11] property taxes, but somebody's paying
[58:14] more and it's generally the people that
[58:16] are aligned to under the commercial
[58:18] sectors that are seeing assessed values
[58:20] higher,
[58:22] you know, in their property and then
[58:24] they're paying a higher percentage based
[58:26] on the new tax code from the state. And
[58:29] it just so happens that light urban mill
[58:31] district. So, we're seeing more of the
[58:33] tax revenue generated within the urban.
[58:37] So, we need to make sure we're good
[58:38] stewards of that money
[58:41] uh investing in pure infrastructure
[58:43] because this is a onetime chance for us.
[58:45] The way I look at it to improve our
[58:47] water and sewer infrastructure, you
[58:49] know, but maybe we improving the lift
[58:51] station and make an economic opportunity
[58:55] for like the Cedar Palace Medical Center
[58:58] that big area and that's one of the
[59:00] largest undeveloped
[59:03] opportunity areas uh in in for infill
[59:06] development. And if we can use that
[59:09] money for an affordable housing or some
[59:11] other solution that can bring more
[59:14] benefit to the community, that would be
[59:16] a great place to invest some of that
[59:18] money to lower the developers cost which
[59:20] would then lower the housing costs, you
[59:22] know, for whatever housing unit or
[59:24] something like that. So that's that's
[59:25] how the tiff would be used and same
[59:27] thing as we build new water
[59:29] infrastructure or sewer infrastructure
[59:32] uh you know um that will make things
[59:36] more viable for the future. So that's
[59:38] kind of the tip explanation if there's
[59:41] any questions on that.

[59:48] going to city manager report. Um,
[59:52] schedule-wise, Thursday is the planning
[59:54] commission. We haven't met in several
[59:55] months. Um, I will also note that the
[59:59] planning commission, um,
[1:00:02] the council needs to reappoint the
[1:00:04] planning commission members. Um, the way
[1:00:06] that Malupa worked, we extended all the
[1:00:09] planning commission members to the end
[1:00:11] of Malupa and then we're going to
[1:00:13] reappoint going forward. to um the staff
[1:00:18] and the planning commission will come
[1:00:19] with recommendations and nominations.
[1:00:21] We've only had one candidate um
[1:00:25] submitted for the plan commission
[1:00:26] vacancy.
[1:00:28] uh the staff will present that to the
[1:00:30] council probably in October uh for that
[1:00:34] and see and then we'll reconfirm the
[1:00:36] other four members that have decided to
[1:00:38] stay on if you want them to stay on or
[1:00:40] if you'd like to reopen applications to
[1:00:43] the private board position.
[1:00:46] Um but the plan the current planning
[1:00:48] commission um will be talking about
[1:00:50] zoning subdivision uh regulations
[1:00:53] including those things that we kind of
[1:00:55] tabled including road repair and
[1:00:57] setbacks uh bearer zones. So we're going
[1:00:59] to talk quite a bit about bear zones and
[1:01:02] uh some ideas that working with FWP and
[1:01:05] city staff um of how we can maybe start
[1:01:10] tackling that a little bit
[1:01:13] more. the past we were limited on what
[1:01:15] we can kind of do because it was very
[1:01:17] hard to do enforcement but the police
[1:01:19] department and then with the new code
[1:01:21] compliance coordinator position legal
[1:01:24] assistant uh and
[1:01:27] and more engagement we may be able to
[1:01:29] maybe have more enforcement in certain
[1:01:31] portions of the city that have higher
[1:01:33] chances for ver activity. So basically
[1:01:35] think first avenue west through Nuclas
[1:01:39] to the river um north of Highway 2 would
[1:01:42] be like a zone one more restrictive type
[1:01:45] that's where we're seeing all the bear
[1:01:46] activity and then zone two would be
[1:01:49] south of highway 2th
[1:01:52] Avenue west going east and then down the
[1:01:55] top of Talib that area longer river zone
[1:01:58] two would have less restrictions and
[1:02:00] then zone three would be everything else
[1:02:02] in the city. Um
[1:02:06] but the bear activity that the mayor
[1:02:08] brought up um you know
[1:02:13] at the Cedar Black Trail system
[1:02:15] obviously that was a significant attack
[1:02:18] for our community. Um we've had a very
[1:02:21] large grizzly come through rivers edge
[1:02:23] park and knock down those trash cans
[1:02:26] that WP is pretty confident on the bear
[1:02:28] that did that. Um there have been
[1:02:31] definitely black bears through city over
[1:02:34] the last couple weeks. Um and then uh
[1:02:37] and specifically over rivers ed quite a
[1:02:39] bit of scat and berries and other u
[1:02:43] so the the black bears that are in
[1:02:46] river's edge frequently haven't been a
[1:02:49] problem. Um and they're doing bar normal
[1:02:52] bear things and not attacking garbage
[1:02:54] cans and things like that.
[1:02:56] Um the city will be putting out uh 10 or
[1:03:01] 11 bare proof trash cans this week or
[1:03:04] next week. Um most I think a six long
[1:03:07] nucleus and replacing all our normally
[1:03:09] trash cans and then we'll come to the
[1:03:12] council in the near future with a
[1:03:14] proposal of maybe have a dedicated plan
[1:03:18] to pursue a very smart community
[1:03:20] designation. Um there's some things that
[1:03:22] have to happen but working with
[1:03:28] the inter agency grizzly bear committee
[1:03:30] kind of have some standards set for be
[1:03:32] very smart communities and you know
[1:03:34] maybe it's some good goals for us to
[1:03:36] shoot for it because of the bear
[1:03:39] activity um that we have in plumbing
[1:03:41] falls and especially this year it'll be
[1:03:43] the um we will also
[1:03:46] at the next council meeting u we would
[1:03:49] like to propose a um a bear ordinance
[1:03:53] for this year be an emergency ordinance.
[1:03:55] Um if we continue to see the bear
[1:03:58] activity in the city that we're seeing
[1:04:00] um but we expect late September and
[1:04:02] October, early November to be a lot more
[1:04:05] significant this year than it has been
[1:04:07] in recent recent years due to the amount
[1:04:11] of the lack of public areas and just the
[1:04:14] bare activity that we're seeing in the
[1:04:17] vicinity.
[1:04:18] Um, we do have good relationships with
[1:04:20] FWP. Um, the chief and I are were
[1:04:25] available and routine and coordinated
[1:04:26] with FWP spare specialists um for
[1:04:30] activity in the area.
[1:04:33] Um,
[1:04:35] vandalism continues in our hearts. Um,
[1:04:39] Bar Park a couple weeks ago um had a
[1:04:43] pint of motor oil poured poured down the
[1:04:47] slide. Uh, and and then it got into the
[1:04:50] grass and to the ground. Um, and then
[1:04:52] they also broke there's some large red
[1:04:56] like leaf looking structures at the top
[1:04:58] of the playground. They broke that and
[1:05:00] then pour motor oil in that. Um,
[1:05:05] and then the same day or the day after,
[1:05:08] we had just repainted all the dugouts at
[1:05:11] Finhole. Um, because there was some
[1:05:13] graffiti in there in the past and we
[1:05:15] ended up just patching it where graffiti
[1:05:17] was. So, we ended up repainting the
[1:05:18] whole thing and then uh there was about
[1:05:20] six things of graffiti um that were
[1:05:24] added just days later. Um, and then they
[1:05:27] continue to um
[1:05:31] put toilet paper and paper towels stuff
[1:05:34] into the toilet uh to the point where
[1:05:36] the paper towels were overflowing the
[1:05:38] toilet. Uh, so we're considering closing
[1:05:41] the ventil restroom due to some of the
[1:05:43] problems we're having. Um, that it's
[1:05:47] probably an order of 8 to 10 times at
[1:05:50] least. Uh, the parks crew right there is
[1:05:53] more than that. um with that we've had
[1:05:55] vandalism in that bathroom.

[1:06:29] about, we're working on on an artist to

[1:06:41] same saying likely.
[1:06:44] Um, on the HR front, we'll be doing
[1:06:47] interviews this week for the legal
[1:06:50] assistant and code coordinator. We had
[1:06:53] uh seven or eight applications when I
[1:06:56] interviewed four people and very pleased
[1:06:58] with the talent that was interested in
[1:07:00] working. So very optimistic about that.
[1:07:04] Uh construction projects uh for the RA
[1:07:07] race project I think safety mobility
[1:07:10] project um fourth fourth street near me
[1:07:14] lake ele or the glacier elementary um
[1:07:19] is open. I think it's working well. the
[1:07:22] large gravel area eventually will be
[1:07:25] four trees added to that area as well
[1:07:28] and then we'll do some minor movement of
[1:07:30] some of the rocks to make it look that
[1:07:33] um you know but I we agree with you on
[1:07:37] the rocks council Biper and uh have done
[1:07:39] that on the south portion as well uh and
[1:07:42] the boulevards and we're just looking at
[1:07:43] a couple options um
[1:07:48] to kind of maybe break up the rocks with
[1:07:50] being ground cover type stuff, low
[1:07:52] maintenance ground cover or trees uh to
[1:07:55] kind of just break it up just a little
[1:07:57] bit. But it
[1:08:00] and then the fourth south the paving's
[1:08:02] done and most concrete works done. There
[1:08:04] are some um driveway tieins on the south
[1:08:09] portion of that that need to be complete
[1:08:11] and then uh once fourth street um
[1:08:15] between 9inth and fifth gets paved. That
[1:08:18] painting was supposed to be done today,
[1:08:20] but with the rain and everything, uh
[1:08:22] hopefully later this week they can get
[1:08:24] the final braiding back to where they
[1:08:26] need it. And then uh the final paving on
[1:08:29] fourth will be complete and then they'll
[1:08:32] go striking immediately after that once
[1:08:34] they get all the um and then forth that
[1:08:37] will be done hopefully middle of next
[1:08:39] week to the end of next week. And then
[1:08:42] uh they today they finished the final
[1:08:46] structures on seventh street. Uh so
[1:08:48] everything else is above ground now and
[1:08:50] final grading uh to get to seventh
[1:08:52] street. I ask the council's patience and
[1:08:56] uh and thank you for that as well as the
[1:08:58] communities. Um they're about a month
[1:09:01] ahead of schedule right now uh for what
[1:09:03] this is. But you know, part of what
[1:09:06] appears to be delays is it's a group of
[1:09:09] 20 people for that know construction
[1:09:11] that are working this. It's the same
[1:09:13] guys doing the dirt work, doing the
[1:09:14] water work, doing the asphalt. And so as
[1:09:18] they have certain fact, you know,
[1:09:19] portion of the project, they stop one
[1:09:21] portion to get everybody doing asphalt.
[1:09:24] You know, we would hire a bigger company
[1:09:26] um to do this. It may have been all done
[1:09:28] this year and it may have been faster,
[1:09:31] but it all spend two to three billion
[1:09:32] dollars more. Uh, so some of the bids we
[1:09:35] had from other companies quite a bit
[1:09:37] more. The Neil, our construction team
[1:09:40] and the engineering companies that
[1:09:41] working with uh have had a good plan and
[1:09:44] they're working ahead of schedule. Uh,
[1:09:46] but it's a small group of 20 people and
[1:09:48] they're local that have done a fantastic
[1:09:51] job on this project. So, I appreciate
[1:09:54] everybody's patience and we're almost
[1:09:56] done for this year.
[1:09:59] Um,
[1:10:01] the pond and river's edge, you have to
[1:10:03] uh the pond. Um, there's some new steps
[1:10:06] that actually came out really good. Um,
[1:10:09] and then we finally got the pylons in
[1:10:11] and the pier. So, hopefully that gets
[1:10:13] finished here shortly. Uh, but once
[1:10:16] again, another small local contractor
[1:10:18] doing the best work they can to get it
[1:10:20] working and it's going to be a good
[1:10:21] amenity. As the mayor and I talked, we
[1:10:23] see quite a few people fishing in the p
[1:10:25] the pond and they're using the new
[1:10:27] steps, those rocks at the bottom of the
[1:10:29] pond that people can stand on that have
[1:10:31] a nice level footing and um it's working
[1:10:33] on pretty and then our two or three
[1:10:36] parks employees have done significant
[1:10:39] work around the disc golf area there.
[1:10:42] That's for various reasons. Uh, one,
[1:10:44] we're trying to get some of the invasive
[1:10:46] vines off the trees to help save some of
[1:10:48] those trees as well as open up the disc
[1:10:50] golf, make it more penguin friendly. Um,
[1:10:54] and then as Mariah, CO mentioned, we did
[1:10:58] talk with FWP the waist high grass
[1:11:02] was a danger in this kind of bear season
[1:11:04] where a kid throws a Frisbee into the
[1:11:07] higher grass. It could be a lay down
[1:11:09] area for a bear or something like that.
[1:11:12] you just don't have good visibility of
[1:11:13] that. The bear doesn't have the
[1:11:15] visibility of the people or the people
[1:11:16] have good visibility.
[1:11:18] And so, but we cleared quite a bit of
[1:11:21] that out and then we're bringing in some
[1:11:23] construction equipment to level that
[1:11:25] ground so we can maintain it better next
[1:11:28] year and then also give a lot more sight
[1:11:32] lines and places to recreate near the
[1:11:35] river that you have better views that.
[1:11:38] So,
[1:11:39] but we're very cautious
[1:11:42] and taking in account that try to keep
[1:11:44] as much natural as we can, but also
[1:11:47] trying to get some of the invasive
[1:11:48] blinds and dead trees out of there. And
[1:11:51] so, the the three parks employees have
[1:11:53] done a lot of work with that. And then
[1:11:57] next council meeting, I'll talk more
[1:11:58] about the Pinewood Park. I've mentioned
[1:12:00] that a few times. Uh we'll have a
[1:12:01] contract with the engineer uh for you to
[1:12:04] approve. Um this u this is something
[1:12:08] that's kind of expanded a little bit. Um
[1:12:11] and I think it the initial plans are
[1:12:13] looking pretty good. So it's additional
[1:12:15] 40 plus spots at Pinewood Park. Um it's
[1:12:19] going to be the new sidewalks, new
[1:12:20] parking lot, better drainage. Um and
[1:12:24] then it also um will lead into like that
[1:12:27] fitness court. By the way, the sport
[1:12:29] stuff that's all right that'll be
[1:12:31] installed in spring though because of
[1:12:33] the weather. Um they have a special
[1:12:35] adhesive that won't they rather wait
[1:12:38] till springtime and then u the new
[1:12:41] basketball court uh over there. So a lot
[1:12:44] of really good stuff at Pinewood Park uh
[1:12:47] from a back plan perspective and I think
[1:12:49] it'll be a good tie in to the current
[1:12:51] project on T 4th Avenue. Um,

[1:13:41] safety risk. But if it's doing natural
[1:13:43] bear activity, we're not going to go
[1:13:45] around shooting bears

[1:17:22] and finding things on doorbell cameras
[1:17:24] and such. not particular for their piece
[1:17:27] of neighborhood or their piece probably
[1:17:28] but it is showing you know something
[1:17:31] happen across the street with their
[1:17:33] maybe those folks investment when
[1:17:36] they're on that that company is maybe
[1:17:38] they'll go down there they get they hit
[1:17:41] our east side neighborhood

[1:17:47] surveillance right so do you really
[1:17:49] expect your residents to provide
[1:17:51] surveillance to the city public space or

[1:17:59] and what level of surveillance are you
[1:18:00] willing to have but to expect the
[1:18:03] residents to provide surveillance of
[1:18:05] public places is probably you know if
[1:18:08] it's incidental then I think it makes
[1:18:10] sense but if we vote surveillance we
[1:18:14] need to have that conversation and the
[1:18:16] problem is most security systems now um
[1:18:20] have some kind of AI level whatever
[1:18:23] there's a Montana a code that prevents
[1:18:25] us from using AI surveillance systems to
[1:18:29] a certain degree. So, it's a very
[1:18:31] difficult situation that every community
[1:18:33] is having. It seems easy. Chief and I
[1:18:35] have looked at a lot of stuff and it's
[1:18:37] like what's the right balance of this?

[1:20:00] manager we have looked at some options
[1:20:02] for trying to detect who is uh
[1:20:07] perpetrating the vandalism that we have
[1:20:10] seen a lot of there in the park
[1:20:12] recently. And again, we're trying to
[1:20:15] strike that balance between, you know,
[1:20:17] what do we want to do to detect it and
[1:20:20] be reported versus, you know, the right
[1:20:24] people to not be surveiled in both
[1:20:26] spaces. So, uh we're looking some
[1:20:29] options. Um maybe something that we can
[1:20:32] put up for a short period of time and
[1:20:35] then remove it later. Uh so it isn't
[1:20:37] constantly there uh once we maybe uh
[1:20:40] curtail the problem. So but we are we
[1:20:44] are aware it well aware of it and it it
[1:20:47] is frustrating.

[1:20:52] really happy with what you guys have
[1:20:54] going on. I I see you're assisting
[1:20:57] multiple uh agencies a lot now that we
[1:21:00] have uh folks available. I'm also very
[1:21:02] impressed with the amount of training
[1:21:03] that we're we're getting our our
[1:21:05] officers and I I looked at our claims
[1:21:07] and I see where the these folks uh our
[1:21:09] new officers and our seasoned officers
[1:21:11] are constantly getting trained. I really
[1:21:13] appreciate that. I think I think your
[1:21:15] department needs some kudos for what
[1:21:18] you've been up to and you you thank you
[1:21:20] chief.
