[20:40] Fence for $44,930.

[20:42] Staff recommends awarding

[20:44] these projects to Mountain View Fence.

[20:48] and we We're hoping to have these

[20:49] projects completed by November 1,

[20:51] 2026, this year. So,

[23:42] good shape and parts that are down. Um

[23:45] so, we're trying to just button that

[23:46] facility up security-wise, particularly

[23:49] since we have our new police storage

[23:50] facility in there. We'd like to try and

[23:52] make sure it's all secure in there.

[23:54] Um and then the other one the other

[23:55] projects are Mountain Drive. Um these

[23:58] are three pump stations that remain that

[24:00] don't have a fence around them, the

[24:01] reservoirs, water reservoirs. So, we

[24:03] want to secure them. And so, that's what

[24:05] these are for.

[26:30] final piece of the puzzle as far as that

[26:32] project goes. So,

[26:37] I I just have one other quick statement

[26:38] to to stay say and uh

[26:41] last week I celebrated my uh 25th work

[26:44] anniversary in city management. And uh

[26:47] which you know, August 11th, 2001 was my

[26:50] my first day as an assistant city

[26:51] manager in little old Yukon, Oklahoma

[26:54] and but I can honestly say of all the

[26:56] cities that I've worked in and helped

[26:57] manage,

[26:59] you know, I couldn't find a

[27:01] a better community and a better city to

[27:04] as my final stop in my career and look

[27:09] forward to many more years here and it's

[27:13] like I said, it's been a really a true

[27:15] blessing for myself and my family to

[27:17] come to Brookings.

[27:28] Security bar and it sounds like we're

[27:30] due for another workshop on that. Um so

[27:33] I'm hoping to uh

[27:35] soon. I know it's a an issue being it's

[27:38] a multi-jurisdictional

[27:40] problem. Um the city owns only the gate

[27:43] area.

[27:45] Um the area that the the crime is

[27:46] occurring

[27:47] um is enforced by the state, not the

[27:49] city. Um but it sounds like they haven't

[27:51] made much of a presence and I know

[27:53] there's been potential issues with the

[27:55] the county responding as well because

[27:58] it's a

[27:59] it's in the county's jurisdiction.

[28:01] So so it's a it's a multi-pronged

[28:03] problem and it requires a solution from

[28:06] multiple different entities. Uh I think

[28:09] ideally we would have a workshop that

[28:11] includes all three of those entities but

[28:13] to to discuss potential solutions,

[28:16] recognize and hear everything that you

[28:17] guys are saying and

[28:20] it's not going to be an easy problem to

[28:21] solve but sounds like we need to discuss

[28:23] it more. So hopefully uh

[28:26] hopefully some kind of a workshop in the

[28:28] near future with

[28:29] all of the appropriate parties present

[28:32] uh would be my uh

[28:34] my hope.

[28:36] » And to add one more complication to

[28:38] that, the county actually leases the

[28:40] river bar. So

[28:42] yeah, it's

[28:43] » Even more complicated.

[28:52] I like the uh the city of Brookings

[28:54] improvement projects

[29:03] tax dollars are doing and

[29:05] things just are going on that they may

[29:06] not be aware of here, so

[29:08] I thought that was a great press

[29:10] release.

[29:16] one of the members in the in the

[29:19] audience here that spoke earlier.

[29:23] From where I live, and the city ended up

[29:26] finally dealing with it.

[29:29] through my house, walking through my

[29:31] yard, had

[29:33] all of the things that you described.

[29:35] They weren't changing oil behind Dollar

[29:36] General, but

[29:38] you get the point.

[29:39] And the city got involved and then the

[29:41] city finally resolved it and actually it

[29:43] was this council under Mayor Pereda and

[29:48] Isaac Hodges

[29:49] that resolved that issue simply with a

[29:51] police presence.

[29:53] And

[29:56] obviously the Social Security bar issue

[29:58] is more complicated because there's at

[29:59] least three

[30:01] law enforcement agencies that would be

[30:03] involved in that area.

[30:05] But we will have a workshop on it. I'm

[30:07] very sure of that and we'll come up with

[30:09] some form of a solution.

[30:11] But I'm not sure I'm going to have the

[30:13] solution that you're going to want. If

[30:14] you have a sense where I'm going with

[30:15] it.

[30:18] If we only control the gate area,

[30:21] then maybe that's something we'll have

[30:22] to look into. But again, we'll deal with

[30:24] the workshop.

[30:30] well, I want to

[30:33] apologize for misspeaking at the last

[30:36] meeting that we would have the TPAC

[30:38] recommendations tonight [clears throat]

[30:39] because I failed to take into account

[30:42] the public meeting notice and still had

[30:46] out. So it will be at our next workshop.

[30:49] We had 14 applicants.

[30:52] So there's been

[30:54] a huge response to that and a lot of

[30:57] interviews to hold.

[30:58] And I will tell you we had some very

[31:02] um

[31:03] exciting applicants and so that's making

[31:07] my recommendation decision quite

[31:09] challenging.

[31:10] Um but I'm excited for what that new

[31:13] advisory board might look like. I think

[31:15] that it can be a really

[31:18] um

[31:19] positive thing for our

[31:22] community with a lot of great ideas

[31:24] brought forward. So

[31:27] and then this the next thing I wanted to

[31:29] mention is I know

[31:32] city manager sent out the email with the

[31:36] legislative priorities that LSC has put

[31:39] together. You know, obviously us as a

[31:41] council can advocate for other things,

[31:44] but these are what has been identified

[31:47] by the group put together by the cities

[31:50] as a whole and we have to put in our

[31:53] voice by

[31:56] um submitting a city one city ballot for

[31:59] what we most want for our community. So

[32:03] in order to do that though, we need to

[32:04] talk about it publicly. So that would

[32:07] need to be on the September 14th

[32:12] agenda.

[32:13] I don't know city manager what your

[32:15] timeline looks like to make sure you

[32:17] have those come in. I would say maybe

[32:19] the 8th

[32:20] » Yeah.

[32:20] » To give you enough time. So if everybody

[32:23] can make sure they get those to the city

[32:25] manager on the 8th, what they feel like

[32:27] of those identified

[32:29] we should support, that would be great

[32:32] and then we can talk about it and nail

[32:33] down our five for voting.

[32:36] » Quick question on that. Is it are we

[32:38] limited to the the the items that they

[32:42] prioritized in choosing what we think

[32:44] their priorities should be because none

[32:46] of mine aligned with any of those.

[32:53] here's what I'll here's what I'll say.

[32:55] Again, like I already said, we can we

[32:57] can lobby and we can advocate and we can

[33:10] cities that are all submitting their

[33:12] ideas,

[33:14] you know, they have lobbyists that meet

[33:17] continuously with legislators and if

[33:19] there's anything in there that we feel

[33:20] like we can support and maybe provide

[33:22] one or two alternatives, that would be

[33:26] I think we might not get a

[33:29] really vote on anything they are already

[33:31] planning on tackling if we don't at

[33:33] least identify some that they've

[33:36] already kind of pre-identified.

[33:37] » Like a write-in vote, the odds of a

[33:39] success on that

[33:41] are low.

[33:42] » But, I do think it's well worth our time

[33:44] to be really paying attention to what's

[33:46] happening in session and putting

[33:49] together things Those things evolve very

[33:52] very quickly and it's really hard

[33:54] sometimes to get them

[33:55] put out, but those decisions that are

[33:58] made at the state affect our community a

[34:00] lot and so um

[34:02] it's something I've realized over the

[34:04] last few years that is really important

[34:07] for us to pay attention to as much as I

[34:09] mean, there's something like 3,000

[34:11] initiatives put out. Like clearly, we're

[34:13] we're never going to be able to pay

[34:14] attention to all of those and neither

[34:16] can LOC, but yeah.

[34:20] » But, that that brief ballot paper they

[34:23] had, there is a write-in section. If

[34:25] I think if you're if you want to bring

[34:27] in ideas, let's talk about them. We

[34:29] could put in we could put our top five

[34:31] that they have on their agenda and

[34:33] and here's a we'd like you to also think
