[0:00] Welcome back to the recess meeting from April 27, 2026. At this time, we will go to administrative
[0:09] and financial county projects update. Thank you, Mr. Chairman. And I appreciate
[0:14] y'all recessing this evening. I've been working for the board for 20 years on this one meeting.
[0:21] So it's unusual for me. But I appreciate you continuing some of these things over and I have
[0:26] a revised recessed agenda. I believe Ms. Russell highlighted some items that weren't discussed
[0:34] last time and I'll go over those under item number 13.
[0:46] Bottom Road flood study grant
[0:48] match. If you remember we were awarded a $800,000 grant to design a remedy for flooding
[0:58] indoor and bottom and there was a 10% match to that. So we would be required to contribute
[1:03] $80,000 to that. We have until the end of May to tell the Department of Conservation
[1:10] Recreation whether or not we want to accept that grant. I will tell you the engineers believe
[1:16] the cost of actually building the design that they've been able to pay for this grant that
[1:24] the construction would probably be about $10 million. Now I think we all know if we didn't
[1:29] get a grant for that we're probably not going to be able to do that. However, the state
[1:36] has been rather generous with this resiliency money for these grant matches and we may
[1:41] be able to get a grant for that. We can't put it in without the design. So the question
[1:46] is whether or not we want to put up the $80,000 to get the design done for a project that
[1:51] may never do. On the other hand, when we had these recent flood events with
[1:56] Haleen and the president stayed flood of 25, there are millions of dollars rolled
[2:02] out by the state for resiliency projects that we couldn't get because we
[2:06] didn't have them shovel ready and ready to get. So there will be other floods
[2:11] in Dorian. There will be other days when we have flooding and we have damage and I
[2:16] guess it's time to decide if we will put up or shut up on fixing the flooding down
[2:20] there. So I'd like the board, we don't have to decide tonight, but we need to
[2:26] talk about whether or not we'll be able to spend 80,000 for that.
[2:32] I talked to the engineers and they said they felt like that this would be
[2:37] longer than a 12 month project so we could budget it 40,000 a year over a year,
[2:43] over two years. If that's what we want to do, so that would kind of lessen the
[2:47] budgetary impact if that's what you wanted to do but in the end it's up to the
[2:52] board. I kind of wanted to add one question that I would like to know and it
[2:58] may not affect it at all but if we got this fix in would it affect flooding in
[3:04] Richlands at all or even flooding further down? I don't think that it would it
[3:10] would affect flooding downstream causing reality downstream probably in a
[3:16] neighboring county. It's going to flood faster because what happens now is the river travels
[3:24] in a Knoxbo around Dorian and it is sort of meanders. And what they propose, if you
[3:31] picture a U, they propose cutting a trench across the bottom of the U so that it begins to
[3:38] flood at one end, it just goes into the trench, flows directly by Dorian. Whereas right now,
[3:45] the river floods and the entire basin there in Doreen gets flooded. That's their proposal.
[3:52] If that's the crisis, speed of flooding in the neighboring county, would that put us
[3:58] under a lot of people? Probably not, because we would be able to decrease this flooding
[4:02] in the neighboring counties, what he was saying, it decreases flooding in the neighboring
[4:06] county. Well, we'd have to be permitted by the EQ to do that, and I think they put me to that,
[4:12] I mean the good thing about this I mean it might help us put something into the Ravens school because one of the setbacks
[4:19] We have is it's in the flood zone that would remove Ravens school from the flood zone and all those houses on that whole side
[4:27] Would be out of the flood zone when they take Ravens assembly out. Yeah, Ravens assembly would be out
[4:33] And you got like a very historical church. Yeah, they said on a hundred-year flood
[4:41] But it would, I think it was three feet.
[4:44] It would drop three feet on a hundred-year flood.
[4:47] That Raven doesn't flood.
[4:50] There's two things.
[4:51] One is, when we looked at it in the first time,
[4:55] it was those that you remember to talk about those soror liners
[4:58] that become a day-on for the dollar structure.
[5:03] Do I need to put the codes in?
[5:07] And I don't know if it's worth discussing that.
[5:09] But the New River State, I mean the picture of State Park, I mean, which comes out way up there is a thing from the flood waters, from the Everport, is there any, I mean, does that carry any weight with this project work or not?
[5:28] I don't know, we asked him to avoid bottom road being flooded, and to diminish that as much as we can, there's some large mobile home parks there.
[5:39] Now, in a perfect world, you take you $10 million, and buy that property, and just forget about it, but we don't get grants for that, we get grants for solving problems, so I really don't sell them.
[5:52] Yeah, but I don't know if it wouldn't get for two years or 40,000, I mean, I don't mind, I guess the first thing you have to do with money, if you have money, I think we'll work in, but we can say those, you know, those people, those kinds of heartaches in any form of fashion, I think if money will come back to my opinion.
[6:13] Well, and I would say, if you, is from Colson's, what, 80,000, and then they said 10 million
[6:22] to do the entire project.
[6:25] But in reality, right, you're probably going to say more than 10 million dollars on
[6:31] property damages, long-term on property damages, emergency response responses, because I mean,
[6:37] if you got to pull the swift oats in and stuff like that, that's pretty costly, right?
[6:42] And that's that's resource not only money wise, but resource wise, you would have the state
[6:48] would not have to vote as many resources to that area too, so I think we should look into
[6:55] doing it.
[6:55] Right now in our proposed budget, we have we have an assumption in our budget that we're
[7:03] going to get a $1 million subsidy from the state to help us pay our school number.
[7:08] The proposal from the House is $2 million, that'll pass in some form of fashion, so we split
[7:15] the difference.
[7:16] So what we have is a decision matrix, it has a list of things that if we get the full
[7:20] $2 million that we add back in and list the things if we don't get any that we have to take
[7:25] out.
[7:26] Right now we have this money as among the last things in if we get the $4 million.
[7:32] If you want to, if you won't go ahead and include it in the budget, then we won't have to start looking for something else on the bottom of that list to go ahead and take out.
[7:43] But I think if we get the $2 million, it'd be good to just put the whole thing in there.
[7:47] $80,000.
[7:48] I agree with you.
[7:50] Yeah, because if we get the full two, I'd rather put it in because this year, nature we could have had even a higher increase, right?
[7:57] on the budget. You just don't know what the state's going to do, so I'd rather go ahead
[8:02] and if this is something that needs to be done, get it in, now.
[8:07] Mr. Chair, we don't have to tell them to later in May. Let's just defer this to the
[8:12] May meeting and then hopefully by the end we'll know a little bit more about what we're
[8:16] getting from the state. Do we know yet how they've made a decision
[8:18] on that? Yes, sir. Okay. Now I have been told by some
[8:22] optimists think we'll know in May, some say it's going to be June.
[8:26] I've heard that the state sends a deadline of us to June 30 and sometimes they don't make their deadline of June 30 and that makes it a mess for us.
[8:37] Really? How do we set our budget?
[8:41] We just have to make assumptions.
[8:48] But let's carry this over one more time, but I'll go ahead and go forward with the decision
[8:52] matrix and see if we can move it down the list or where it's first one in or something
[8:57] like that.
[8:59] Thank you.
[9:00] Hey, John.
[9:00] That's why we have the words.
[9:08] I
[9:11] fight for those reserves.
[9:20] Mr. Chairman, I think the next item I had highlighted was approving the Sheriff's Office Interceptors.
[9:26] I had pulled the board so I could go ahead and execute a police agreement for the Sheriff's Office Interceptors.
[9:36] That's $363,000 for 14 interceptors to update the fleet.
[9:44] last year we began a program where we're trying to play catch up where we did not
[9:48] buy a lot of vehicles or release a lot of vehicles during COVID so the board
[9:52] by email poll I did not poll Mr. Carey or Mr. Rudy due to potential conflict I
[9:59] don't know if there's an actual conflict or not but I didn't poll them but I had a
[10:02] three-o vote to go ahead and release those for $363,000 I need a motion
[10:10] and ratify that.
[10:13] So me.
[10:16] All right.
[10:16] Motion to the second then.
[10:17] Any further discussion?
[10:19] If there is none, all in favor say aye.
[10:22] Aye.
[10:22] All gets.
[10:23] Motion passed.
[10:24] Ms. Chairman, I abstain due to a potential conflict.
[10:27] That's due.
[10:30] Three house to abstentions.
[10:33] Ms. Chairman, this good word requests a categorical transfer from debt service category to capital
[10:41] projects category and within their funding this is not additional money this is just moving
[10:46] money from one box they're allowed to spend it all into a different one. They've requested
[10:51] to transfer $202,087 and six cents and in your packet you'll see the list of items that
[11:02] they requested that funding for. There's quite a bit of IT in there there's an excavator
[11:11] I would hope they would share with us if we needed it because that's a that's a pretty
[11:15] good one.
[11:17] Tables and chairs for the cafeteria, classroom, desk and chairs for a tazel middle school
[11:22] and testing lab desk for Richlands Middle School total of $2007.00 and $0.006.00.
[11:28] Ms. Chairman, I don't have any problems with making that transfer.
[11:32] All right.
[11:32] I'll make that motion.
[11:33] You got a motion?
[11:34] No second.
[11:35] All right.
[11:36] We have a motion.
[11:36] Second.
[11:37] Any further discussion?
[11:37] If there are none, all papers out, I'll get, say, to let us pass.
[11:50] Mr. Chairman, I want to talk about, maybe buying a cargo van for the Commonwealth Attorney's Office.
[11:55] They have a work release program for inmates that are non-violent offenders that are close to their release date.
[12:02] It allows them to get out, get a little experience.
[12:06] They do a lot of work for us, they pick up trash to the lake, they mulch, they help clean up the animal shelter.
[12:11] they do a lot of things for us. We acquired a bus from the town of Richlands probably ten
[12:19] or more years ago that we used for tourism for several years. Then we used transport animals
[12:24] from the animal shelter for a few years and now we've been using it for this purpose for a while.
[12:30] It has died and spoke with Dave Anderson and he had our folks look at a nut Dave Anderson.
[12:35] They quite had our folks look at it and we really don't think it's worth putting the money into it
[12:40] to repair it. I'm trying to get some quotes for that. I was going to ask for up to $50,000
[12:47] for a carto van for the release program. That would be from contingency.
[12:54] I guess, Shannon, you can't vote for me. You can't vote on that. I do not believe I can.
[13:00] Yeah. Or should. No, you're all right. Do we have a motion on this?
[13:07] motion and we got a second I'll second I got a second any further discussion all
[13:13] the favor say aye all yes any abstentions I'll I'd stay all right we'll do the
[13:20] best we can to get to get a better deal than we can than that victory life
[13:29] international center second drawl fifty thousand dollars I don't know if she
[13:33] will be here this evening. She told me when I told her that we were recessed
[13:38] to today she said that she would be here but I have not heard from her today
[13:42] and I have a I have a hand out on that one Mr. Chairman. Yeah I
[13:50] think I have a
[13:51] litter too.
[13:58] What what she said was that some of the things she had to have the
[14:02] many at the front for the washer and the washer and dryers.
[14:11] We approved them for a grant from the opioid abuse abatement fund for
[14:21] facility to house
[14:22] and provide therapy for individuals that are recovering from opioid addiction.
[14:27] We awarded them $132,000.
[14:30] We disperse an initial payment to them of $33,000, 25% of the grant.
[14:38] They presented, in the way this works, it's a draw basis.
[14:42] They pay for the goods or service and then we reimburse them from the grant.
[14:46] They presented invoices and receipts from site works, advanced site works,
[14:53] for the electrical system and sewer upgrades of $30,000.
[14:56] dollars and then they submitted them.
[15:00] An advanced site works invoice for $25,000 and we're pending payment on that. She wrote a letter
[15:10] basically I think what they're running into is they don't have the ability to front the money
[15:14] for some of these bigger expenses. So she's asking for reimbursement of $17,000 on the
[15:22] invoice that she's submitted, but she's also asking for an advance that
[15:30] to combine total
[15:31] For an advance of $30,000, the combined total request is $50,892.
[15:43] And it terms the grant agreement do not allow me to advance it without your all permission.
[15:49] I'll make the motion to go ahead and advance them the money.
[15:52] Second.
[15:53] All right, we've got a motion to second here for the discussion.
[15:56] For an advance?
[15:58] Yes.
[15:59] All right, and then for the discussion, all favor say aye.
[16:02] Aye.
[16:03] All get the motion passes.
[16:14] Thank you, Mr. Chairman.
[16:15] We
[16:20] then have appointments, I believe, on the agenda we appointed the last meeting Mr.
[16:26] Krui to the RDA.
[16:31] I believe the bylaws call for only one member of the Board of Supervisors to be on the
[16:36] RDA.
[16:37] No, okay.
[16:38] So we'll need somebody, Mr. Greetings on the RDA is the Supervisor member.
[16:43] If we're going to do it, next meeting, which is April 28th, whenever we do our next recess meeting, I'll have someone interested.
[16:55] I just have to confirm with them, but I'll have them next meeting.
[16:59] Okay, so we'll continue that over on the agenda for now.
[17:02] I did have two appointments there.
[17:06] So for a planning commission, they actually confirmed they want to be on it five minutes after we left the meeting last time.
[17:12] But I would make a motion to appoint Harry Cundiff to serve on the planning commission.
[17:24] I have a second.
[17:26] I'll see.
[17:27] Second.
[17:28] All right.
[17:29] We have a motion.
[17:29] Second.
[17:31] Any further discussion?
[17:32] If none, all in favor say aye.
[17:34] Aye.
[17:35] All gets.
[17:36] The motion passes.
[17:38] I also make the motion to appoint Darryl Thomas, the Chief of the Bishop Fire Department, to emergency service committee.
[17:47] All right, we have a motion.
[17:49] Do you have a second?
[17:50] Second.
[17:51] Our motion is second.
[17:52] Need a further discussion.
[17:53] If there is none, all in favor say aye.
[17:56] Aye.
[17:56] All gets.
[17:57] The motion passes.
[17:58] Mr. Chairman, I have a few.
[18:00] I have, for their other appointments, I'm sorry.
[18:01] No.
[18:02] I'm still working on those.
[18:03] I don't know what the shelter was.
[18:05] Mr. Chairman, I have a couple of items that will not form the agenda previously that I'd like to address under other if we could.
[18:12] that first of all, kids fish day,
[18:15] Cabbage Creek's coming up.
[18:17] We usually wait to see how we're doing
[18:19] on contingency funds before we do kids fish day.
[18:22] And I'm asking for $5,000 from contingency
[18:25] to pay for the kids fish day
[18:26] have been at Cabbage Creek.
[18:29] Do we have a motion?
[18:30] How much is it?
[18:32] $5,000.
[18:33] I'll make that motion.
[18:34] I have a motion.
[18:35] I got a second.
[18:36] Got a motion to second in your part of the discussion.
[18:38] If there is an all-favorite say aye, all gets the motion passed.
[18:44] Rose, do you want to go to kids' fish day?
[18:50] Yep, that's a yes.
[18:51] No, she's not the fisherman woman.
[18:58] Mr. Chairman, Dave Flying, now looked at the monument outside the courthouse.
[19:03] You may remember that representative from Rotary wanted to do a arrangement of flags to back
[19:08] the veterans memorial, Dave White met with that gentleman and they've come up with a plan to basically have them in a
[19:16] road that sort of set backs so that they don't obstruct the African-American mural from its viewing position.
[19:22] What they're going to do is basically concrete that out and extend it and build up the ground a little bit so they
[19:30] plant some trees and then put the poles out there. We had previously approved 2500 for that. Dave White's asking for
[19:37] up to another 2500 because he thinks it's going to be over that but it's not real
[19:42] sure okay until he gets into it. Is Aaron then should get Morton Griffith's
[19:45] office and give us a flag? So yes before Josh has left his office he said
[19:53] that working Griffith could easily get us an American flag now for the
[19:59] military branches that was not something yeah I remember that he
[20:03] necessarily thought they would be able to do at least quickly as an American flag, but
[20:10] he said any time that we're ready to start that, that we could go ahead and make the
[20:17] formal request.
[20:18] There's a process for organizations to be that, I think it's a form, that's it.
[20:24] Federal German, I'm sure it's yeah.
[20:27] And then they start that process.
[20:29] So, at any time that this boarder, the organization that's responsible for these upgrades, I just need to be told.
[21:03] I need to vote if you want appropriate additional $2,500 from contingency for the
[21:08] the veterans flag on board.
[21:10] I'll make that motion.
[21:11] We got a motion?
[21:13] I'll second.
[21:13] We got a motion to second, any further discussion?
[21:16] If there is no, all in favor say aye.
[21:19] All against, motion passed.
[21:21] Mr. Chairman, capital waste services
[21:26] that runs our landfill has envisaged
[21:28] that their insurance company will no longer
[21:31] ensure them for burning brush at the landfill.
[21:35] They said it's not specifically in their contract.
[21:38] and they're not willing to conduct fresh fires anymore.
[21:41] They had a person that was injured last year.
[21:45] So I've talked to Mr. Brooks,
[21:47] and he believes that he can schedule
[21:50] on a rotation volunteer fire departments
[21:53] to go up there and burn brush as needed.
[21:55] Probably, what did we think, Ken, twice a month?
[21:59] Twice a month.
[22:03] So what I would like to do is be able to pay
[22:06] our fire departments to do that
[22:08] and pay a stipend, a special stipend
[22:10] to our volunteer firefighters.
[22:11] I think it's a way we can help our volunteer firefighters at the same time take care of the problem without having to pay
[22:17] Some third party contracted to do that. So I was going to ask for up to $2,000 per month to burn brush about paying the volunteer fire departments
[22:28] Anybody want to make that motion?
[22:31] I'll second you have motion to second any further discussion. Yeah
[22:42] What we would do is we would give an individual stipend to the individual fire
[22:48] fires they actually show up and conduct. Correct. Correct. Correct. That's a good
[22:58] question.
[23:01] We have any further discussion. If the all
[23:05] favor say, I'll get as much a pass as I can if you could remind Arlene to put that in
[23:12] the landfill budget.
[23:16] Good deal.
[23:17] So that's already cooked in the cake.
[23:18] Okay.
[23:19] Good.
[23:20] There's 20 of our 80 right there because I didn't know that was already in there.
[23:27] Okay.
[23:33] Mr. Chairman.
[23:34] I think the PSA is asking to discuss in detail with the board our plans regarding our
[23:40] solicitation for proposals to purchase PSA assets. The PSA met with American Water individually
[23:50] in a series of meetings last fall that we discussed this one over the presentation. Represents
[23:55] from American came there and spoke with them and answered what, as many of their questions
[23:59] as they were willing to, left their emails, phone numbers, and so I think they understand
[24:05] conceptually what's going on, but I think they want to know exactly how we think that would
[24:09] play out what exactly the PSA's function would be if it did sell off through water and
[24:14] sewer assets. Discussed with Ms. Cordle a lot of different things that the PSA could do
[24:19] even if they sold off through water and sewer assets, including building natural gas lines
[24:25] as we talked about or perhaps operating land fill for us. So there are other things and
[24:30] purposes I think the PSA could have, but I think they wanted to, as I understand, they wanted
[24:35] to join committee to discuss that. Is that right, Mr. Grim?
[24:39] Yes, sir. I'll be on that committee. We need to leave one more person, I guess.
[24:44] Because I can represent both Canada.
[24:45] Yes, sir. I'll do it.
[24:47] Yeah, okay. We'll figure out a time with that.
[24:49] I think another thing, you know, for the public's sake, we're not, I'm seeing some
[24:54] some people say we have sold the PSA in water. That is not true. It's just talking.
[25:00] Because we all know, according to Aaron, just it would be, either we signed it today
[25:03] it would take two or three years to get the process. So where do I have a close?
[25:08] Part of it.
[25:08] Even the heeves, they've got employees that are...
[25:13] The rats are very big shit.
[25:16] And I don't want to go as...
[25:18] This would be years in the making.
[25:22] So...
[25:22] Well, there's going to be a lot of pros and cons. And Eric and I've talked about a lot of me.
[25:26] There's a lot of pros to do. There's a lot of cons to do.
[25:29] So you just have to make sure you do the right things.
[25:31] So it's well that the public know that we have not sold any of the water infrastructure
[25:35] that's what we're going to do so far.
[25:36] Well, and I think there's a lot of uneasiness is y'all saying in the PSA, which I understand,
[25:43] you know, you work somewhere for 15 years and there's about to be a buyout happen or you're
[25:48] close to retirement. Like, you know, you're at that 20-year plus mark and I get them being nervous.
[25:54] I'd probably be nervous too. But I think that this is just a long process. There's still
[26:00] discussions that have to be you know that they're going to have to be made in
[26:04] order to either move forward or not move forward so we're still in the process.
[26:10] Well I think we had a discussion with Jan like if there's something like that
[26:13] someone so close I would hope that the water company would work out with deal with people
[26:17] and let them retire out you know so it wouldn't be just kicking them out like you're saying
[26:22] you got to watch out for the person that someone's there so I think this is going to be a
[26:26] while negotiations before you've been making decisions and figuring them out.
[26:30] Yes, and another thing about law, we really can't discuss a price with them in detail without
[26:37] advertising to see if anybody else is interested in the proposal, so we can't really even begin
[26:42] to negotiate with them, and so this was a necessary step just to talk to them.
[26:47] Well, and one thing in the meeting, Eric was, I mean, Eric, Eric was there, I asked,
[26:54] You know, some of the guys are like, oh, you can't sell it, can't sell it, but I brought
[26:57] the question.
[26:58] In 20 years, and they were all like, you called me old, I said, in 20 years when a lot
[27:03] of people are gone, your family and the younger people will be paying to subsidize more than
[27:08] you were subsidizing right now.
[27:10] So that's a big question I'm looking at.
[27:15] So there's a lot of questions to be asked, because either there's going to be good in the future
[27:20] or bad in the future for the people who are still here, so that is.
[27:23] I think if we would be remiss to just tell them to go away without, I mean, I don't think
[27:28] you're doing your due diligence there either. I mean, if you just said no, we're just not
[27:32] with how you're seeing it.
[27:34] No, there has to be multiple meetings on this in here at the PSA about that. Everybody
[27:41] kind of being degrees on it. So I think Jan understands. I mean, we have a lot of issues with ways.
[27:51] The last thing I had on my additions to the agenda, Mr. Chairman, just to be sure, is
[28:04] we adopted the Safer Streets Plan at our last meeting and we're going to apply for
[28:11] Safer Streets Grant and we asked the Coles evidence tax committee to consider matching that
[28:17] grant by providing some funds and I believe they agreed to match it with 200,000 was it
[28:21] kin? Over 200,000 a year for 2 years. We talked to our grant consultants and the minimum
[28:29] grant award for this program is and we have to come up with 20%. So again, this is one
[28:41] these things that if, or we're going to do something about this or not.
[28:48] If we could get a grant for $2.5 million towards those things that we looked at with the
[28:53] painting the stripes on the side of the road, the reflectors, the signs, the things that
[28:56] this firm felt like would really improve safety, we'd have to put up a significant amount
[29:02] of money to do that.
[29:03] So we could go back to Cole Severance Tax Committee, we could make a recommendation to them or request to them.
[29:12] This, I'm sure, would probably be over a couple years too when it can.
[29:15] At least two years, I would think.
[29:23] What do you suggest?
[29:26] Is there any chance that they might go up to 250 and then are, yeah, 250 and we do.
[29:36] There are chairmen here.
[29:41] He's not paying attention.
[29:46] Yes, I'm sorry.
[29:48] No, you're good.
[29:50] I was making a note.
[29:51] Okay.
[29:52] But I'm sorry.
[29:53] There.
[29:54] What do you think the chances?
[29:56] Okay, go ahead.
[29:56] What do you think the chances of the call severance committee?
[30:00] Commit our raising the amount for the match for the safer streets. Like, could we get them up to 250 at least or 300? Maybe 300. You think so? You think it's worth us taking it back and requesting that? Because then I think we can find out by next meeting. We do have some money. And then if we could split it 100,000 a year, that does not sound as bad as. Well, what they presented to us on
[30:29] that say for streets is extremely important for all of the most important little beat
[30:34] out there we've done for it. Yes. And I think we need to do everything we can to keep
[30:41] it moving. Is the match. They gave us, they offered us 200,000 so that would leave us 300,
[30:48] is that right? I'm going to do the math right now. Yes, maybe. That leaves us 300,000.
[30:52] We could get close to 300,000 when we do 100 each year. 100 each year. Yeah. Because that's
[31:02] I mean, I'm telling you right now, there are hardly any reflectors on the four-lane and
[31:12] I'm going to write anything on the board.
[31:16] Okay.
[31:18] Secondary.
[31:19] Yeah.
[31:21] What about Route 16?
[31:22] It's secondary.
[31:24] I don't know.
[31:25] I thought there were some curve errors on 16, wasn't there?
[31:28] Yeah, I've had people call about jewelry as an up near bear well because it'll be foggy up there
[31:35] And they can't see the right. Oh, that is valid rate at night. It's terrible. Yeah
[31:41] And you take the wrong turn. You're off the mail
[31:44] You know, I think 460 is yeah, there's something that does you know needs to be
[31:50] Repair it obviously, but our second area is what's really really poor 100% bad as Valley at night
[31:56] If you're not if you're not from there, it's pretty bad. I mean there's not reflectors the paint's not good
[32:35] One in the Standard, Bullsway...
[32:53] Bullsway.
[33:00] Yeah, I heard it. I guess what's most important, I mean, for example, we have more people living and it affects more of our citizens.
[33:09] What can we just all this off till next meeting?
[33:14] Well, I think what the request is, do we want to go back to the cult severance community and see if they
[33:21] We won't give us another $100,000 and then how long do we have to?
[33:25] It's a great apple.
[33:29] In the mix.
[33:29] So we can come back at the May meeting.
[33:31] Just called Severance meet before the end.
[33:34] Do you meet before the end?
[33:35] We can call the meeting.
[33:37] We can call the meeting.
[33:37] We can call the meeting.
[33:38] We can.
[33:39] We said they were in May.
[33:40] We met the code, our code, our code, Severance, we met last week.
[33:45] I'd hate to pull them over that much money.
[33:47] I really can't want to bother them that.
[33:50] Yeah.
[33:50] Okay.
[33:51] let's find out. Let's see how much money we got and see where we need to go
[33:55] with. We can do that. Can we kick that and maybe just defer that until the
[34:00] May meeting because we need to we definitely I think it's something we
[34:04] definitely need and me $2.5 million is you know I think it's worth a match if we
[34:13] have to. We'll do that we'll push that on to that.
[34:15] So, Mr. Chairman, what we'll do is we'll call a CST meeting between now and hopefully the
[34:23] May meeting.
[34:26] Yes.
[34:27] So I was good.
[34:29] And if we can do that before the May 5 meeting, which I guess is next week.
[34:35] Yeah.
[34:42] Would the board be willing to go ahead and vote for the board to match that contingent on
[34:49] CST putting that district money in?
[34:51] That's pretty good.
[34:53] We're willing to go ahead and vote to contribute $100,000 a year over two years to the
[34:59] for states, streets, grant, match on the condition that the CST approve a contribution
[35:07] from the coal severance tax funds for a total of 300,000 over two years.
[35:14] Thank you.
[35:15] Thank you.
[35:15] Thank you.
[35:16] Who made the motion?
[35:18] I don't know.
[35:18] You all both did it.
[35:19] Okay.
[35:19] We have a motion to second.
[35:21] Any further discussion?
[35:22] I would just like to say, John, we have to save districts.
[35:26] That's right.
[35:26] And the Shannon's on a roll of the night. She's getting a lot of stuff. You need to ask for your money for the fire
[35:34] You need to ask John, but what's two thousand bucks?
[35:39] That's that's what I was making
[35:43] Yeah, I'm like we ask for any money tonight. I'm gonna see that
[35:48] But anyway, yeah, we got emotions in a second. We have the first question all the favor say on all against the motion passes
[35:56] So, Stephanie, we need to kind of schedule a DST meeting sometime before the middle of May because I don't want to get more to meet you.
[36:06] Okay, look at that date in the next meeting. Let's be sure it's in time when you get that information in March of Macintosh.
[36:18] Yes.
[36:20] I think that's all I had in public session, Mr. Chairman.
[36:24] Eric, I got a question. Are we doing both A3s, A1s, and the H29 in executive? I don't know
[36:38] what was discussed in the second executive session last time. The proposed ATB trails,
[36:43] that issue, we don't need to discuss that tonight because we don't have our paper work back
[36:48] from Pope Gunn's land, personnel with the fire company chief, I think is I understand
[36:54] you all addressed that.
[36:55] Is that correct?
[36:56] Yeah, we'll do a second round of interviews.
[37:02] So let me know which one you want me to read out.
[37:05] I need the A1 personnel and engineering,
[37:13] A29 contract negotiations with the PSA, A29 contract
[37:19] modifications land fill construction. There's two more on the back.
[37:28] I think we
[37:29] discussed those. Before we go into executive anybody I think we'll do board
[37:35] concerns. Also property acquisition rich lands. I'm sorry property acquisition
[37:40] rich lands for post new school also a three. Where was that? A three property
[37:47] the acquisition of rich lands for proposals.
[37:49] Oh, okay, okay.
[37:52] All right, I think before we go to executive,
[37:54] we're gonna go with report concerns.
[37:56] Shannon had a board concern.
[37:57] Yes.
[37:59] I would like to make a commission to give $1,850
[38:04] of Northwestern District capital improvement funds
[38:08] to George Community Center for a water pump.
[38:11] They're kind of redoing their water loans
[38:13] and are needing new pumps.
[38:15] Second, we got a motion a second any further discussion if there is an all-favorite
[38:21] Sayah all gets the motion passes
[38:38] Anybody have district you don't have any district runs or you know I'm broke
[38:41] But I would like to make a motion
[38:48] Well, can we take it?
[38:49] Do we have enough of a contingency to do that?
[38:52] 12 hundred dollars.
[38:54] I know we do, but yes.
[38:57] How much was the second?
[38:59] 12 hundred?
[39:00] 1200.
[39:01] I make a motion.
[39:02] We give 1200 for Juneteenth.
[39:05] We have a contingency.
[39:07] We have a motion.
[39:07] Do we have a second?
[39:09] Second.
[39:10] We have a motion.
[39:10] Second.
[39:11] Further discussion?
[39:13] If there is an all-favorite say aye.
[39:14] Oh, yes, the Bishop passes. And what was that for? I'm sorry, the Juneteenth. Okay, now is that
[39:23] they get their five or one C-3 or we're still getting all of this down. I think it's
[39:27] a task will today. Okay, the donation will be a task will today for. Okay. Thank you. All right. So Mr.
[39:34] Curry, you have anything? Work is yours.
[39:39] Not on that, anything. I said I would like to agree,
[39:43] Every young Catherine Rose, this is her first ever board meeting that she's attended.
[39:49] Rose,
[39:51] say hi to everyone, hi Rose, I don't have any concerns, is that all you have?
[39:58] I don't know.
[39:59] Mr. Breeding.
[40:00] Yeah, I got a couple.
[40:02] One is just got a notification from the governor's office and not to meet personally that
[40:10] to somebody else, but they're getting together or she's appointing an authority for wood.
[40:21] Do you have anything on that?
[40:23] This is like a carbon offset type of deal.
[40:24] Wood counts on all of that.
[40:25] It's going to be a, it's going to be part of the, I think her, her group, that she's
[40:32] appointing, but they'll be for timbering and logging in all parts of Virginia, how to market
[40:38] it, how to safely do some things.
[40:40] So, I don't know if how we will approach that if we need to go through, you know, Central
[40:47] Actress Office and see how they're sent to the context here.
[40:51] One thing you would, I'm going to mention about that, my buddies in Bluefoot have a vanished
[40:54] timberland.
[40:55] They cruise a lot of timber.
[40:56] They control hundreds of thousands acres of land and stuff so it might be good to have
[41:01] one of those guys.
[41:02] There's three others.
[41:03] So they want to buy something.
[41:05] They?
[41:05] That'd be good.
[41:07] Well, they're probably good.
[41:10] Another thing, we'll just update on our gas project that we just sort of finished.
[41:18] Do we need to give that more discussion to figure out how we're going to get funding
[41:23] or what's our next step on that?
[41:27] We need to make a step, pretty soon.
[41:32] I think you probably need, we at one time had a committee, we could continue with the committee that we had, and so we'll discuss our next steps, we'll call on other meetings.
[41:45] I can reconvene that committee, it was used, it was extra robotic.
[41:50] Mr. Anderson, we had some scenics folks. One, if we'd want to see an ex-personutely. I don't remember that.
[42:02] Well, he was shooting me like that. You know, you need a contact.
[42:06] I'll convene to me, you know, as well.
[42:08] Okay, good evening. Good to see you.
[42:11] And the, I got a, I was telling Eric coming in that we've been, well, yesterday we got,
[42:20] got email from the team and group and the team and group was given a stop and
[42:30] or grant from the city to market the co co-field counties and so what they got
[42:37] got back to to Jonathan about was we were likes in our PSA infrastructure where
[42:44] they could do a GIS through the data where they could access market that now
[42:50] Now, there's other counties that was marked down on different things that I saw, but we specifically don't think that they marked it down on us was our PSA.
[42:58] So Eric and I talked yesterday and then we talked about Ken. And then I've got an email back to him this afternoon.
[43:07] And I want him to give us exactly what they want. And then I'm going to forge onto Eric and so we can all get this thing going.
[43:18] But Eric, do you want to talk about that in just a little bit?
[43:22] What you and Ken worked on?
[43:24] Well, we've been wanting for some time to be able to actually have a map and interact
[43:29] a map that the public can see where our water and sewer service lines are in the county.
[43:35] Unfortunately, our lines are older and one of the mapping is either in hard copy or it's in formats
[43:41] of CAD software that you can't just download it and populate a map with it.
[43:46] But the PSA gave us some data points on some projects a little while ago, and we have
[43:52] them on a map.
[43:53] We've been using them for fire departments, not on one things like that, but we went ahead
[43:58] and made them public.
[44:00] So if I'm a person that's interested in buying property, I can now look on the GIS map and
[44:04] see if they have a water and sewer.
[44:06] We put some disclaimers on there that that's not complete because there may be water and
[44:11] sewer projects not shown.
[44:19] But that's not the any means complete, so we need to sit down with the PSA and see what
[44:26] actually they have on some of these projects.
[44:29] We're working on that gas study for the feasibility of the western gas, they ask, well, you know,
[44:35] where can we put this gas line because we need to see where your water and sewer lines
[44:39] are here at Claypool Hill and basically the answer we got was, well, Darryl knows.
[44:44] And the farm we hired from New York was not real comfortable, you know,
[44:48] basing their findings on their own lives. So, I mean, that's just where the way
[44:55] we've operated for 40 or 50 years.
[45:00] But in any event, we'll get together with, who do the contact is at Timman's, I'll put him in touch, maybe with Brad, Ken's office, let's see what is in here. Kenzie, he's the lead engineer for.
[45:15] Okay, I'll get you the data that we have. Yeah, but that's, I mean, projects that we don't have data for, that's up at the PSA. Okay. I think it's great. I mean, this is what we've been lacking. This is what we've been needing for. Yeah.
[45:30] This we I think it's uncovered more with the gas project than any other time. I'm thinking
[45:36] But this is good. It's good
[45:41] We're not going to let you kill him, so we can't defeat him in the back of the day.
[45:47] But all the way to the back of the day.
[46:06] Okay, but all the get all the far hydrants would be GPS on the system also is that right?
[46:12] Yes.
[46:13] Okay.
[46:13] See I think I think that's great because there be some far hydrants that you can't find
[46:18] and you're grasped over.
[46:19] Is that right?
[46:20] Yep.
[46:20] You do.
[46:22] I got.
[46:24] I got a question.
[46:25] This is what happened in blue for Virginia and air window.
[46:27] Faye Loudens house called on fire a couple of years back in blue for Virginia started.
[46:32] to open up every fire hydrant once a year.
[46:37] Do we do that?
[46:39] Because what happened up there, they couldn't get it open.
[46:42] So, I don't know, that's something we should make years ago.
[46:44] We began paying the PSA a fee to do that,
[46:48] which then became basically just a subsidy to the PSA.
[46:51] I don't think that that's done on any regular basis.
[46:54] That's one of the things that Mr. Brooks hopes to achieve.
[46:57] Okay. With this part-time fire department
[46:59] is that we can get that on schedule and do that.
[47:02] Yeah, we did that and they let them run out open up as long as they please tell the PSA because they're when they're
[47:12] Pressure start to drop. They they don't start looking for a lead somewhere
[47:18] And the last thing I have mr. Chair is the fish day we had done it the
[47:25] That was kind of country club. Saturday was a big hit. That was like all three hundred folks down there a lot of kids
[47:31] had a great day and so we were you know we were able to help down there with
[47:37] and it was awesome. It's fun. Not bad, it's cool. There's old people who
[47:41] transition, we had to run them off. All you old people over there. I mean that's me.
[47:47] It's good, it's good. I appreciate it. Oh Mr. Rudy, Supervisor Rudy. I've got a
[47:53] couple things I'll be quick. I had a request from Burshtored Barrier, volunteer
[47:59] We've had $500 for their fireworks for the 4th of July.
[48:04] We don't have to make a decision, but no, we can decide where the money can come from,
[48:09] if it's painful, if I'm going to check the current current in the shape, that's one thing
[48:16] we've got to get out.
[48:18] The other thing was, if Supervisor Cruey was talking about earlier, we had a, we'll call
[48:27] thoughts are to rescue, but it was more rescue and recovery of 14
[48:31] acres on the peak. We did. I heard about that. What happened?
[48:36] They were ill prepared for the weather change.
[48:40] There were camping with one sleigh from bad and a shirts and t-shirts.
[48:44] Well, shorts and t-shirts.
[48:45] Basically, what happened was we got up to them.
[48:50] So, basically, what happened was they got up there and they got scared.
[48:53] the weather changes and it started raining and getting muddy and all that.
[48:57] And then they got scared and then they had one flash line and they're fun stuff.
[49:03] Or they're fun to redone so they couldn't use the lights.
[49:06] So they only had one flash line that was half dead.
[49:09] And they got hockey firm on one teenager and frostbite.
[49:14] No way to start a fire. No basic steel.
[49:17] No equal scouts among them I guess.
[49:30] That's why you got stuck up there, that's why you got stuck up there, that's why you
[49:33] got stuck up there.
[49:49] I've got a wrist length look to where they're going to say something we can work out in
[49:54] the near future but if we can have like a basic skills weekend or a class for youth and
[50:03] And I kind of hoped if we could get something worked up between our part of our apartment
[50:06] for sure, it's all this and maybe scale through somebody.
[50:13] And I'm looking, you know, if we can work some, maybe the board could, we could come
[50:18] up and donate like small first aid kids or tiny survival kit or something, but we need to,
[50:26] I wanted to do something outside the school, so homeschool parents wouldn't be left out.
[50:31] But then I got the thinking, I'm going to step with some toes here, most homeschool parents
[50:39] teach these skills to their children, so maybe if we can work through the school system.
[50:45] And I will give, and I will volunteer to have two, I talked to a lot of others, I had a
[50:52] scrubbers.
[50:53] Okay.
[50:53] Many minutes ago.
[50:54] Maybe you could get with Realtz to Realtz.
[50:57] Do you want to do it over time?
[50:58] But then we, they're all three schools that kind of get along with some of the things
[51:05] that they're teaching.
[51:07] That would be good.
[51:08] That's a good idea.
[51:10] But if we could get, you know, maybe a little talk, I think we should be in line, yeah.
[51:16] You know, this is something to think of down the line, but it really bothered me that in
[51:21] what bothers me most is the chances are these four teams probably will never go in the outdoors
[51:26] again.
[51:27] and they're more likely to have children with me.
[51:30] So you can't go, you know, and so we're trying to come back
[51:34] that lack of outdoor exposure,
[51:38] and this could be something that could lead to
[51:41] even less outdoor exposure.
[51:43] So it's just, I'm not sure, my phone,
[51:46] you want to do some sort of layering with,
[51:47] we didn't do anything with it.
[51:48] Right, yeah, I mean, even if we just did a short program
[51:52] fairground, I'm just, well, okay.
[52:07] I think the biggest thing is just constant stuff, right?
[52:12] Like, don't go.
[52:13] I can do some more.
[52:14] You've never been at nine.
[52:16] You know, like, being prepared for the win prepared.
[52:20] And it's much better on say when I've heard and what would you've done first is it well, I would look to play the 4k before I went
[52:27] Well, I saw a comment on Facebook to say they should have started a fire
[52:31] I saw a comment on Facebook to say they should have started a fire so they'd call them out a little fire
[52:35] It was raining. I know they've been like but people didn't think about it. They didn't say that they would
[52:41] I don't think they would have had the skills to, if they had a lot of things to keep
[52:46] going.
[52:48] Back to Mr.
[52:53] Krui's point of tornado rescuing, there was a bulldog rescue to gentlemen that
[53:00] was a tornado in Little Creek a couple years ago that they got the whole suck to share.
[53:08] Yeah.
[53:09] I'm Rice E.G.
[53:10] Man, I'm Rice E.
[53:11] No Indians there because they know what's up.
[53:19] They don't exist anymore.
[53:21] Shout out.
[53:21] Shout out.
[53:24] That's our life.
[53:25] That's a good day.
[53:26] All right.
[53:26] Oh, one more thing.
[53:28] I went to the Extension Office of volunteer appreciation last night and it was a very good
[53:36] program. The volunteers came out and that's glad to be a part of that.
[53:42] Awesome. We had a really good day. Shannon, I was there, I think you did.
[53:48] Legacy.
[53:50] Good, Mr. Dean. Thank you.
[53:54] I guess now, are we done with work concerns? Anybody else?
[53:58] Mr. Chairman, and if I may update as Mr. Placer, Mr. Breeding, Mr. Dumpford and I went
[54:06] to Jewel Ridge today and actually walked around some of the electrical lines that I believe
[54:16] are in question you can't get to unless we had permission from the land owners and
[54:24] I didn't feel like it was the best use of time to go knocking on doors to get that but what
[54:30] property we were able to get to to have some type of visual inspection. I did take some photographs
[54:39] and I will say this I would not feel comfortable declaring any of them nuisance from the
[54:49] perspective of them in danger in life. Now there's one that I did not see. I'm more than happy to
[54:55] to go specifically and look, but we have sent those photographs on to an individual that
[55:02] Mr. Breeding gave me some contact information that works for the power company, whether
[55:11] it's myself or someone else, they are willing to send out a technician with someone from
[55:17] the county to take a look, but I was able to locate at least one poll.
[55:22] It did appear a little bit crooked, but it wasn't, it was not in bad shape.
[55:29] But the bottom is a little deteriorated, and unfortunately though it has no poll number
[55:36] on it anywhere, but it does connect to a poll in front of a house that did have what
[55:44] appeared to be live power and a poll number.
[55:47] And so I'm not confident now that those polls actually have dead lines on them.
[55:55] I think that one of them in particular that I saw today have live wire on it and so when
[56:02] we hear back from the power company, I'll let you all know what they determine and we can
[56:09] kind of go from there, but that's all I have with an update for that.
[56:14] That's kind of what I found when I went out two years ago, there is one particular, maybe
[56:20] there's two that have a lot of power on them and the ones that were really bad are the
[56:27] ones that you probably did not get to because it's further closer to the company store and
[56:35] it's right next to a house.
[56:38] Well, that's so where Ken and I went, we went to the water tower beside the company
[56:45] store and walked a little bit past it.
[56:48] So what was interesting is the pole directly behind the water tower is really old, but
[56:57] then the one right down from it is relatively new.
[57:01] And then we walked past on the front side of the company store and then proceeded on to someone else's property.
[57:12] We ran into an individual. He was asking what we were doing.
[57:16] And I told him that a Mr. Low had reached out with concerns.
[57:21] And he seemed to know exactly which poll Mr. Low was referring to.
[57:25] And it happened to be the one that we walked to it.
[57:32] It was in someone's backyard, but we walked to it.
[57:35] But that one, it's condition, it was just old.
[57:40] I can't say that it's a danger from a legal standpoint.
[57:46] But if it does, in fact, have live power on it,
[57:50] then it's something that the power company might be able to do
[57:54] something about.
[57:55] know, I just can't tell the way it was set up because it looked to be at one point that
[57:59] there were two large poles with a transformer box in between the two. But one of those poles
[58:07] had live wire and then the other one that's kind of leaning a little bit, I can't tell
[58:13] if it has power or not.
[58:18] I wasn't going to do that. I learned at an early age not to hold
[58:25] on to Mars.
[58:27] Yeah.
[58:28] Yeah.
[58:28] Those are opposed.
[58:29] I know you'll look at it because there are so much Christophe in those old ones.
[58:33] Yeah.
[58:34] And when they, you know, back in the 80s, when the EPA put that into force, when they replaced
[58:40] a poll, they're supposed to take the old one out when they put the new lead in the Council
[58:47] of Christophe.
[58:48] I think the more concerning lines, at least from my perspective, were the ones that actually
[58:53] sit behind the company store because there are trees and branches that are just sitting
[59:00] on those lines. Now there's no one that I know that actually lives below those and they
[59:06] sit yards away from residential homes. But I still have not been able to locate any
[59:17] any type of work, who owns those polls and who owns the easements to access those polls.
[59:24] I still have not been able to like it that.
[59:28] I know Shannon has been working on about three years trying to get that done, and I know
[59:32] they've made it to death on that.
[59:35] Well, it's just, it's scary, I can't believe they survived the hurricane.
[59:42] As soon as I have an update from the power company, and I'd really like to go out maybe
[59:48] with them to do a visual inspection with them, I'll let you know what we find out.
[59:55] Okay.
[59:56] Thanks.
[59:56] That's all I have to say.
[59:57] You have an air storm.
[1:00:00] All right, yes, we're all in the exact same session. Yes, we're missing. Yeah, we need a motion going executive session on one item. Respect to 2.2, that's 3711 a three property acquisition, rich lands for president of school. A one personnel and engineering, a 29 contract negotiations, PSA, and a 29 contract modifications that the land feel for construction. I so move second. I got a motion to second here for the discussion.
[1:00:29] If not, all favor say aye.
[1:00:31] Motion passes, now to the second session.
[1:00:36] Certification of housing and executive clothes
[1:00:37] made in housing and the board of supervisors.
[1:00:39] Where as housing and board of supervisors
[1:00:41] could be an executive clothes made on this day,
[1:00:43] presented and promoted,
[1:00:44] but in accordance with the Virginia Freedom of Information Act,
[1:00:48] and where as 2.2-371,
[1:00:50] one of the critical junior cars,
[1:00:52] certification by the board of supervisors,
[1:00:53] the essential executive clothes made was conducted
[1:00:55] in conformity with Virginia law.
[1:00:57] Now, therefore, it was all the tax credit board of supervisors here by Sir Fahza to the best of each
[1:01:02] mayor's knowledge, one that only public business manager office and from open meeting requirements by the
[1:01:06] general all were discussed in the executive close meeting to which the circulation resolution
[1:01:12] was answered, only such public business manager as were identified in the motion convening
[1:01:18] this close meeting were heard and discussed or considered by the Catholic kind of board of
[1:01:21] supervisors.
[1:01:22] Chairman, call for a roll call by the way of the following, but to the by recording.
[1:01:25] Supervisor Fahza.
[1:01:26] Mr. Chair.
[1:01:26] Aye.
[1:01:27] Supervisor Cruey.
[1:01:28] Supervisor Breeding.
[1:01:30] Supervisor Rudy.
[1:01:31] Supervisor Presley.
[1:01:33] All right.
[1:01:34] So, we're out of the executive session.
[1:01:35] Is there any action we need to take?
[1:01:38] Any emotions we need to have?
[1:01:40] Mr. Chairman, I made we increase the addressing coordinators pay by $2,500 annually for an increase
[1:01:50] in duties for reviewing erosion and sediment control plans after he receives the certification.
[1:01:55] All right, we have a motion. Do we have a second?
[1:01:58] Second.
[1:01:59] No, a motion is second in your part of the discussion.
[1:02:02] If there is an all-favorite say-ah, all gets, motion passes.
[1:02:08] Motion?
[1:02:09] Someone has a motion.
[1:02:11] Yes, Mr. Chairman, just to assist you all in my understanding that based on the discussion
[1:02:23] an executive session. The following motion would need to be made, and it would be as follows.
[1:02:32] That you authorize the county administrator and chairman of the board to enter into a
[1:02:41] contract titled fourth amendment to the sanitary landfill operation agreement between
[1:02:46] County, Virginia, in San Tech Environmental of Virginia, LLC, and the second being acclaimed
[1:02:54] preservation and tolling agreement between Tassel County and San Tech and Environmental
[1:03:00] of Virginia, LLC.
[1:03:03] I'll make that motion.
[1:03:05] We have a motion.
[1:03:05] Do we have a second?
[1:03:07] A second.
[1:03:08] All right.
[1:03:08] We have a motion second.
[1:03:09] Any further discussion?
[1:03:10] Mr. Chairman, can we incorporate a copy of those into the minutes?
[1:03:13] Yes, sir.
[1:03:14] Do we need to say that and redo the motion or can we just go with that right there?
[1:03:20] That's fine. That's okay.
[1:03:21] All right, we have a motion second. No further discussion I guess. All in favor say aye?
[1:03:25] No. All against the motion passes.
[1:03:28] Now I guess we have the resolution.
[1:03:30] Ms. Chairman, we have discussed with the school board having a joint meeting
[1:03:38] to discuss some school facilities issues and some potential opportunities to cooperate with the school board.
[1:03:43] After talking to them, they say that they would be available to meet on the 28th at the
[1:03:48] Career and Technical Center at 6 p.m.
[1:03:51] So after talking to board members individually, it seems like that might be a good date.
[1:03:56] If you all wanted to do so, you could make a motion to recess this meeting and change the
[1:04:02] meeting place to the Career and Technical Center and meet on the 28th of April at 6 p.m.
[1:04:11] So my motion in a second. Any further discussion? If none, all in favor say ah, all we get is motion passed.
[1:04:20] And Chairman, for purposes of the record, would you ask if the resolution should be made part of the minutes as well?
[1:04:27] Yes, sir.
[1:04:29] All right. Now, I guess we recessed, aren't we?
[1:04:32] Yep.
[1:04:32] We are recessed until the 28th.
[1:04:34] We are recessed at 6 p.m. 28th at the Student Center Vocational School.
[1:04:38] Thank you very much.
