[0:00] June 24th, 2026 Planning Commission
[0:03] meeting.
[0:04] Call to order. Roll call, please. Rod
[0:07] Rodrick Anderson.
[0:08] » Present.
[0:08] » Candace Collins.
[0:09] » Here.
[0:10] » Tim DesJarlais. Absent. Bill Waner.
[0:13] » Here.
[0:13] » Jared Backman.
[0:14] » Present.
[0:15] » Randall Ryder.
[0:16] » Present.
[0:17] » And Tim Zeise present.
[0:19] As you can see, we have quorum.
[0:21] And And I want to be I'm going to say it
[0:23] before we start tonight. Um we did have
[0:25] quorum last time, but but but I as a
[0:28] chair, I didn't feel we had enough
[0:30] representation to make that type of
[0:31] decisions for these two topics.
[0:33] So it was my decision to cancel. I did
[0:35] go look further into it. And our thing
[0:37] says we only need the four to make a
[0:39] quorum, but also it's my decision
[0:41] whether or not we should continue the
[0:42] meeting with the four people that we
[0:43] had.
[0:44] So that's basically why we canceled that
[0:46] meeting. So we are open tonight and
[0:48] we'll start out with the open hearing
[0:50] first of all. Open hearing for the
[0:51] petition by the Wisconsin Development of
[0:53] LLC
[0:55] to rezone 856
[0:58] I'm sorry, 856 Street North, Hudson,
[1:00] Wisconsin from C commercial C3 to RM3
[1:05] high-density multi-family residential.
[1:07] So that leads up open hearing. So
[1:10] um first of all, one second.
[1:11] Anybody from the public want to come and
[1:13] speak about this, please keep your
[1:15] comments under 3 minutes. Try not to
[1:17] repeat
[1:18] any prior comments that were said.
[1:21] And
[1:23] yeah, so you're open. If anybody come up
[1:26] to the mic, announce your name, your
[1:27] address where you live, and any comments
[1:29] about the open hearing. As we know, this
[1:30] is probably our second time we come to
[1:32] this here at this level.
[1:34] Um
[1:35] so now, if you want to present first,
[1:37] you can go first.
[1:59] » Hi. good evening. My name is Sean Bohan.
[2:02] Address is E5055 Interlocking Boulevard,
[2:05] Eau Claire. Um, I'm an engineer with
[2:08] Advanced Engineering Concepts. And I am
[2:10] here on behalf of the developer
[2:12] um, to talk about the proposed rezone.
[2:16] So, this property is located at the
[2:18] southwest quadrant of Station Lane
[2:21] and Highway 35.
[2:23] Um,
[2:24] we're looking to rezone it from the
[2:25] general commercial district, which is a
[2:29] C3, to a high-density multi-family
[2:32] residential, which is a RM3.
[2:34] The site is currently vacant. Um,
[2:38] we end up having Highway 35 along the
[2:40] eastern border. There's residential
[2:41] [clears throat]
[2:42] along the western. Along the south, we
[2:45] have RM3 zoning. Um, and to the north,
[2:47] we end up having Station Lane.
[2:49] Um, there's scattered trees kind of
[2:51] throughout. There's a 50-ft easement
[2:52] that we end up having. Um, it falls
[2:55] right along the southern property. Um,
[2:57] that 50-ft easement ends up collecting
[2:58] runoff from both on-site off-site areas.
[3:01] Conveys it through the site, goes to the
[3:03] south. Um, goes through one of the
[3:05] village parks in the west, ultimately
[3:07] making its way down to the river.
[3:10] Um, we end up having
[3:13] a proposed site plan here
[3:15] substantially different than what you
[3:16] guys had seen
[3:18] six or seven months ago.
[3:20] Um, with the RM3 zoning, we're allowed
[3:23] to end up having 27 units. We brought
[3:25] before you guys, um, number of months
[3:27] ago something that was more in the 48 to
[3:29] 50.
[3:30] Um, we're not looking at that. We're
[3:31] looking at, um, the 26 units is what we
[3:34] end up showing on this.
[3:35] Um, we're looking to conform to the RM3
[3:37] zoning.
[3:39] Um, so we have a building that is,
[3:42] uh,
[3:43] about 13,000 sq ft ends up being,
[3:46] um, the overall
[3:48] size of the building with the three
[3:49] stories that's being proposed. We're up
[3:51] to about 39,000 square feet for the
[3:53] entire over the three floors.
[3:55] Um just note that we end up having
[3:57] parking.
[3:58] There's 17 garages
[4:01] um that goes around this building. So
[4:03] um we have 17 stalls. It's at grade
[4:06] parking. We don't have any underground
[4:08] parking or anything like that that's
[4:09] being proposed. The first floor will
[4:11] consist of those 17 stalls plus four
[4:14] um
[4:16] apartment units. Three of them will end
[4:17] up being ADA accessible.
[4:20] And then we end up having surface
[4:21] parking and stuff that goes around
[4:23] basically the eastern side.
[4:25] Um except along through here.
[4:28] In addition, we show some amenities. Um
[4:30] right now we're showing a a garden,
[4:32] pickleball court. We show access that
[4:34] that we will install that will go um
[4:37] from the parking lot or from the
[4:38] building and and take them out to the
[4:39] trail along uh Highway 35.
[4:43] Um but other site amenities that that we
[4:44] can end up looking at, gazebo, fire
[4:46] pits, grilling areas, just different
[4:48] things. We want to make sure that uh the
[4:50] residents have a place to go. And you
[4:51] can see there's a huge open space
[4:53] compared to what was brought before you
[4:56] a number of months ago.
[4:58] Um
[5:00] when we ended up uh
[5:03] you know, presenting this before
[5:05] there was two major concerns that we
[5:06] ended up hearing. Um one of them ended
[5:08] up being
[5:09] just the size of the building. Um people
[5:11] were concerned in when you're coming
[5:13] into the village cuz the village limits
[5:15] is just to the north of us.
[5:17] Um just the sheer size of the building.
[5:18] It was three stories. But it ended up
[5:20] being
[5:21] probably about two times the size of
[5:23] this. It was L-shaped. Um just the
[5:25] massive size of it was the one concern
[5:27] that that um the commission ended up
[5:30] having and the board ended up having.
[5:32] Um the other comment ended up being the
[5:34] impact to traffic.
[5:36] Um
[5:38] so you can see, you know, with our site
[5:39] plan we've addressed I think the
[5:42] the fact that this building is
[5:43] substantially reduced in size
[5:46] um and fall falls and conforms to your
[5:48] IM3 zoning.
[5:50] Um
[5:51] So, the traffic.
[5:53] After the meeting with you guys, we
[5:55] ended up having
[5:57] um a traffic
[5:59] initial review is what they end up
[6:01] calling it, but we had a traffic
[6:02] engineer go through and look at what the
[6:04] impacts
[6:05] of a building, what was being proposed
[6:07] before, which was the 48 to 50 units,
[6:10] what it would end up having at the
[6:11] intersection with Station Lane and 35.
[6:15] Um
[6:16] So, they went through
[6:18] They analyzed basically the number of
[6:19] trips that you would end up having
[6:21] generated from this type of development.
[6:24] And then they look at the peak hour
[6:25] trips.
[6:26] And it's important with those peak
[6:28] hours, because those are the morning
[6:29] rushes, um
[6:31] you know, kids going to school, that
[6:32] type of thing, and then also people
[6:34] coming home. And the DOT has like strict
[6:36] standards that if you end up hitting
[6:38] certain thresholds,
[6:39] you end up having to do a traffic impact
[6:41] analysis. And then in addition to that,
[6:44] you may end up having intersection
[6:45] improvements that you would end up
[6:46] having. It might be right turn lanes, it
[6:49] might be a left turn lane. It would end
[6:50] up maybe being a stop light. Obviously,
[6:53] in this situation, that's not something
[6:54] that would
[6:55] be needed.
[6:57] Um but those are different things that
[6:58] they could end up requiring.
[7:00] We don't come close to hitting any of
[7:02] those thresholds that we would even have
[7:04] to end up doing a traffic impact
[7:05] analysis, but the developers took it
[7:07] upon themselves after hearing the
[7:09] concern with the traffic and stuff to
[7:11] end up paying for at least the initial
[7:13] review.
[7:15] Um to put a couple things in
[7:16] perspective, um
[7:19] what the what the uh initial review
[7:20] ended up finding is we have 10
[7:23] trips during that peak hour
[7:25] um from this development. So, you're
[7:27] basically having about a vehicle leaving
[7:29] every 5 minutes.
[7:30] Um so, very negligible. I mean, you it's
[7:33] not something that you would end up
[7:34] seeing. You're not going to end up
[7:35] having traffic backing up.
[7:37] Um [clears throat]
[7:38] So, that was one thing that came out of
[7:39] it. The other thing that came out of it
[7:41] is just a comparison with what you'd end
[7:43] up having with Quick Trip just to the
[7:44] south.
[7:45] Um which they would end up typically
[7:48] having 150 to 200
[7:51] trips during that peak hour when the
[7:54] development that was Well, in this case,
[7:56] you'd have about seven or eight. So, you
[7:57] can end up seeing just the the enormous
[8:00] difference that you would end up having.
[8:02] Um and the last thing
[8:04] is that there's the intersection to the
[8:06] south um that ends up being I believe
[8:08] it's North End Road.
[8:11] Um there ends up being 11 fourplexes at
[8:14] North End North End Road.
[8:16] Um they end up being right close up to
[8:18] the intersection.
[8:20] Um there's actually like a a driveway
[8:22] alleyway that gives access to some of
[8:23] the women's stuff.
[8:25] And so you have 44 units right there.
[8:28] We're proposing 26.
[8:30] Of our 26 units
[8:32] um we end up having 23 of these that are
[8:33] being proposed as one-bedrooms.
[8:36] So, um and three two-bedrooms.
[8:39] So, you're going to end up having way
[8:41] less traffic. Those 44 fourplexes
[8:44] um are minimum of two bedrooms. So, you
[8:46] got basically 88 bedrooms. And the
[8:48] reason I end up comparing the bedrooms
[8:49] is the more bedrooms you have, typically
[8:51] the more people you end up having in
[8:52] there and you can end up having multiple
[8:54] cars and vehicles and stuff with that.
[8:56] So,
[8:57] that's why I bring that up. And
[8:59] you know, we had the the meeting with um
[9:02] public hearing the last time
[9:04] meeting with the planning commission,
[9:05] meeting with the board. And there wasn't
[9:07] one time that I ever heard that there
[9:09] was ever issues on North End Road.
[9:11] And we're looking at something that's
[9:13] going to be, you know, a third of the
[9:15] amount of traffic that goes onto it. So,
[9:18] just kind of letting you know that you
[9:20] know, we feel it's going to be
[9:21] negligible. It's not something that the
[9:23] DOT is going to end up requiring and
[9:25] something that the developer went ahead
[9:27] and and paid for just to be able to end
[9:29] up getting that information to be able
[9:30] to present um to both planning and to uh
[9:33] the village board. So,
[9:35] with that, I hope we have you guys'
[9:36] support tonight, and I'm open for any
[9:38] questions.
[9:41] » Any questions?
[9:42] » [clears throat]
[9:43] » What would be the height of the
[9:44] building?
[9:45] » So, I believe the max is allowed or
[9:48] allows 45 ft. We'll be less than that.
[9:51] Um but, it is going to end up being a
[9:53] three-story building with the first
[9:54] floor being a majority of parking.
[10:03] » I have a question.
[10:05] » First question.
[10:06] » Um
[10:07] » Yeah, you have to come up and announce
[10:09] and everything. You do that,
[10:10] [clears throat] but we can we can have
[10:11] you come up though after he's done.
[10:12] Yeah.
[10:14] Anybody else in the board committee?
[10:16] » [clears throat]
[10:19] » Okay.
[10:19] » All right. Thank you, sir.
[10:20] » Thank you.
[10:21] » Yep. Next next then. Anybody else? Yep,
[10:23] step.
[10:27] Amoxil friends.
[10:29] » [clears throat]
[10:35] » Okay. I'm Beth Newton, and I live at 335
[10:38] Station Lane North on the side road
[10:41] where this property is being built
[10:44] or wants [clears throat] to be built.
[10:46] Um
[10:49] I'd like to see the initial traffic
[10:51] review, all the details, because I just
[10:55] um for you saying that there's no
[10:56] impact, I just cannot wrap my head
[10:58] around that. Because the other day I
[11:01] left my house at 4:30 to turn left onto
[11:04] 35, and it took me over 2 minutes just
[11:08] to turn left now
[11:09] at 4:30 p.m.
[11:12] And if you're going to add in a 26
[11:16] 27
[11:18] the petition the
[11:20] thing that you filed with the
[11:22] uh village said 28 unit, but it's
[11:25] actually 26, [clears throat]
[11:27] correct? Um right now there's no
[11:30] jurisdiction of how many people
[11:33] well, you can have three people in a
[11:34] one-bedroom
[11:37] per North Hudson.
[11:39] Okay?
[11:41] I don't know that they're going to have
[11:42] three people in a one-bedroom, but the
[11:45] impact of cars for parking
[11:48] in your 26 unit, that could be up to 52
[11:52] plus cars. You don't have ample parking
[11:55] right now for that. Where do you propose
[11:58] that the extra cars park?
[12:01] Can I ask the question to the to the
[12:03] developers?
[12:04] » Yeah, it's open. Yeah.
[12:05] » Can you answer it now or do you want us
[12:07] to stand up going up there?
[12:08] » No, you can answer it.
[12:09] » Yeah.
[12:10] » Uh what the
[12:11] um we wish that mic would be remote, but
[12:13] yeah, go ahead.
[12:15] » We have plenty of space so we can end up
[12:16] adding parking.
[12:18] Um you can end up seeing the parking the
[12:20] development itself right now ends up
[12:22] having probably only about 30% of it.
[12:25] Um we show a certain amount of stalls.
[12:27] They're not advocating for three people
[12:29] in a one-bedroom. It's certainly not
[12:31] going to be three people that end up
[12:32] having a driver's license and three
[12:33] vehicles.
[12:34] Um
[12:35] » But it could be two. It could be 52,
[12:37] realistically.
[12:38] » We end up having more than enough space
[12:40] to be able to end up having parking. If
[12:41] that ends up being a concern from the
[12:43] village and stuff when we end up going
[12:45] through our conditional use permit,
[12:46] which we would be end up doing,
[12:48] we'd certainly address that at that
[12:49] time.
[12:50] » Where is visitor parking?
[12:52] I'm assuming these people have friends.
[12:56] » We end up having two to one ratio
[12:59] is what the requirement ends up being
[13:02] for the village.
[13:03] » What does that mean?
[13:04] » That means if you have 26 units, 52
[13:06] stalls is what it ends up being.
[13:08] » You don't have 52 stalls, though.
[13:11] That's for people I'm just saying like
[13:12] when people have guests over, where do
[13:14] you intend the guests to park?
[13:16] » Have two vehicles.
[13:18] And not everybody's going to be there at
[13:19] the same time.
[13:20] And stuff. So, you're not going to have
[13:21] a sign other than the garage stalls,
[13:24] you're not going to have a sign parking.
[13:26] » Okay.
[13:28] » [clears throat]
[13:28] » Um can you tell me how many three uh
[13:31] story buildings are in North Hudson now?
[13:35] » Um
[13:37] Mel apartments.
[13:39] » No, it's zero. No.
[13:41] » There's not
[13:43] They're told there's all kinds of them
[13:44] out there.
[13:45] » There are not.
[13:47] » She owns three of them.
[13:49] Mel apartments.
[13:51] » Not a three story building.
[13:53] » Three story building.
[13:55] Above ground level. Not like basement
[13:57] and then two levels.
[13:59] Cuz that's what most two story homes
[14:01] have have a basement. I'm talking three
[14:03] stories.
[14:04] Boom, boom, boom. Like a hotel.
[14:06] » Absolutely. Like Mel apartments.
[14:09] We also have an Willow River apartments.
[14:13] » And as long as it eat meet the ordinance
[14:15] » They're two story.
[14:17] » My mother lived there.
[14:19] » Oh, what wait what
[14:20] » [laughter]
[14:21] » One second. We're getting out of
[14:22] control. We're going to keep this under
[14:22] control. First of all, if as long as
[14:25] they meet the ordinance or the the code,
[14:26] the ordinance, 45, you know, if if they
[14:28] meet that
[14:30] two story, three story, it you know
[14:32] » Let's talk lighting.
[14:34] So, the parking lot has to be lit.
[14:37] Where is the lighting
[14:39] proposed on this? Is there on building
[14:42] [clears throat] lighting and is there
[14:43] parking lot lighting?
[14:44] » So, I think
[14:46] We're we're talking about zoning
[14:48] » So, right Yeah, we're not talking about
[14:49] that. Right now, we're talking
[14:50] » I know, but this is terrifying to
[14:52] somebody who lives across the street.
[14:53] » Come up.
[14:54] » Okay.
[14:54] » In the vision of the city, whatever
[14:56] happens at this meeting is going to
[14:57] » Start
[14:58] » Then we'll find out what type of trees,
[15:00] how many trees, what type of lighting.
[15:02] This will come up. Right now, we're just
[15:04] going on zoning.
[15:05] » Once that you rezone it
[15:08] then you then you say let's go.
[15:11] We've been through this before
[15:14] where we said, "Oh, yeah, this is good.
[15:16] We'll talk about it later. We'll talk
[15:18] about it later." And it ends up not
[15:20] being good stuff.
[15:23] Why do we continue to permit
[15:26] when we don't get the information first?
[15:28] That doesn't make sense.
[15:30] » All the information that was been
[15:32] submitted for this change to RM3 has
[15:34] been put up there in the website by the
[15:36] you know, the group.
[15:37] » Okay.
[15:37] » And anything [clears throat] that's
[15:39] additional that's going to be going
[15:40] through a normal conditional use permit
[15:42] that has to be approved, which can be
[15:44] denied.
[15:45] Um in fairness of any developer that
[15:47] wants to change anything, obviously they
[15:50] have to go through this practice first.
[15:52] You cannot, you know, the investment is
[15:54] basically changing it to a different
[15:55] zoning.
[15:56] » Mhm.
[15:57] » And if you're not going to get that
[15:58] approved, then you're not going to
[15:59] invest anything and already invested,
[16:01] you know, the activity in creating those
[16:03] things for us and
[16:05] the drawings and the detailed plans with
[16:06] they have. But again, there's steps and
[16:09] processes in place.
[16:10] What you're doing in front of the plan
[16:12] commission is us to make the best
[16:13] interest of the community and best
[16:14] interest of the developer who's coming
[16:16] to board and basically what we're
[16:17] approving is what making sure he he
[16:19] beats the ordinances that he's he's
[16:20] going after. And you think you want to
[16:22] comment?
[16:23] » No, I mean this is about rezoning.
[16:26] » Yep.
[16:26] » And I think that we need to have people
[16:28] come
[16:29] to the podium and express their views
[16:32] and public hearing is not a public
[16:34] debate.
[16:34] » Right.
[16:35] » Okay.
[16:36] Understood. Um I want you to consider
[16:39] noise pollution when you take those
[16:41] because right now when I sit outside in
[16:44] the morning,
[16:45] I can hear the semis now and there's a
[16:47] lot of trees
[16:49] going on 35 and that's going to impact
[16:53] um
[16:55] » [clears throat]
[16:56] » The properties where I live and all of
[16:59] those around us. Um car traffic, parking
[17:03] on
[17:04] the street. Right now, that road
[17:08] uh Station Lane when you turn into it,
[17:11] if you've ever driven and had two cars
[17:14] coming like this
[17:16] and you're walking a dog, guess where
[17:18] you go with your dog?
[17:19] You go into the ditch because there's
[17:21] not room for you to walk.
[17:24] Yeah.
[17:25] What's funny?
[17:28] » [snorts]
[17:28] » Sir?
[17:29] » [laughter]
[17:31] » No, the fellow in the gray hat's
[17:33] laughing.
[17:34] Okay.
[17:35] Okay. Um
[17:37] Yeah. And then I'm I'm worried about um
[17:41] uh emergency vehicles, just making sure
[17:43] there's enough turn
[17:45] radius turn for fire trucks around the
[17:48] building. Obviously,
[17:51] we need to do that. Um pickle ball, we
[17:54] have a
[17:55] cute idea. We have a park with two
[17:58] pickleball courts that are well, two
[18:00] parks now with pickleball courts in
[18:02] North Hudson that are wildly popular,
[18:04] but if anybody knows who lives next to
[18:07] them,
[18:08] they're really loud.
[18:10] They really are, so um and I'm a
[18:12] pickleball player, so I can't same
[18:15] thing. Okay, those are my concerns right
[18:17] now.
[18:18] I think I got them all, but yeah.
[18:22] What? Okay, so thank you.
[18:24] Sorry.
[18:26] I'd rather be coaching lacrosse.
[18:29] » Uh I'm Adam Gunther. I'm at 273 Station
[18:31] Circle, so just down the road. Uh just a
[18:33] few points to add, I think, which is
[18:35] important. We have a dog we walk. We
[18:36] moved here from Woodbury, so we we left
[18:38] the, you know, concrete jungle of
[18:40] Woodbury to try to be in a more scenic
[18:43] neighborhood. Commenting on the cars in
[18:45] the roads, you I encourage all of you to
[18:47] drive this road tonight because you will
[18:49] notice that the road exists and then all
[18:51] of us property owners who try to get
[18:52] grass to grow, which I fight like hell
[18:54] every year to get growing, I have about
[18:57] a 3-ft gravel patch in front of our road
[19:00] all the way down and around our
[19:01] neighborhood because you cannot get two
[19:03] garbage trucks to fit side by side on
[19:05] our street. So,
[19:06] not only are we wooded and we a lot of
[19:08] our property owners, we are one that
[19:10] hate buckthorn, so we have none, but
[19:12] most our neighborhood does have
[19:13] buckthorn to protect in privacy. When
[19:15] you're walking your dog at night turning
[19:17] the corner around this street, you are
[19:18] lucky to not get killed. We've already
[19:20] had a car crash into a tree because they
[19:23] were driving too quickly and erratically
[19:25] around that bend and wrecked a classic
[19:27] car in our neighborhood on a 25 mph road
[19:30] because of a blind spot turn. So, I just
[19:33] encourage you guys to traffic parts. I
[19:35] have an urban planning background. I
[19:36] eminent domain airports. We compensate
[19:39] buildings and things time for airports
[19:40] and airspace analysis. So,
[19:42] I'm all very familiar with rezoning, and
[19:44] I just encourage you to be very mindful
[19:46] when you rezone something as what we've
[19:48] said. You can't undo it easily. Um, and
[19:51] this is a really big impact to most
[19:53] people in North Hudson who live behind
[19:56] this development. So, just putting that
[19:58] out there.
[19:59] » Thank you, Adam.
[20:01] Anybody else? Public comments?
[20:15] » My name is Barb Coffee. I live at 560
[20:18] Summers Landing Road North.
[20:20] Um, our property butts exactly behind
[20:23] that um
[20:25] piece of property.
[20:26] I'm I'm not going to say anything about
[20:28] the three-story building, but that's
[20:29] ridiculous in in that spot. Um,
[20:33] I'm wondering how far the building is
[20:35] from the back the west lot line.
[20:39] How far is the building from that the
[20:41] lot the west line?
[20:43] » Um, again, [clears throat] it's just
[20:44] placed on there.
[20:46] Um,
[20:47] there's setbacks. I think there's 30 ft.
[20:49] You have the drive aisle, it might be 50
[20:52] 60 ft maybe.
[20:54] » And where is the driveway coming out?
[20:59] » North side, I believe. Or
[21:02] Yep.
[21:02] Keep going up to the top, that gray
[21:04] part. Nope. Nope, that's 30 Keep going
[21:07] up.
[21:08] » The driveway?
[21:09] » So this
[21:10] » Underneath Station Lane. Right there,
[21:12] right there, yeah.
[21:13] » So does that go directly like into that
[21:15] those people's houses
[21:17] for one thing?
[21:19] » Correct.
[21:19] » The headlights, yes. Yeah, so the
[21:21] headlights are going to go right into
[21:23] those people's lots.
[21:25] Um there was also talk about oh, we're
[21:27] going to keep this existing tree line.
[21:30] The only existing tree line is in my
[21:32] backyard. There are no other trees
[21:34] there. Once those trees in the winter
[21:36] are gone, there's nothing there to block
[21:38] that
[21:40] building from my house.
[21:42] There are There are no trees back there
[21:43] except what we have in our backyard.
[21:46] So there's going to be something
[21:49] You know, if you want to do this, put up
[21:51] a 20-ft wall. I'd rather see a wall
[21:53] along that
[21:55] that ledge than a three-story building.
[21:58] Not quite sure.
[22:01] I don't understand why we are keep
[22:03] trying to
[22:05] put something really big in that really
[22:08] small piece of property
[22:10] and why we have to keep rezoning it
[22:12] bigger and bigger.
[22:14] Why can't we rezone it back to
[22:15] residential and put some houses there?
[22:19] I I I don't I don't understand why we
[22:21] have to keep having something so
[22:22] gigantic pushed into this small piece of
[22:25] property.
[22:26] And you say you put a lot of money into
[22:28] this. I have a lot of money into my
[22:30] house. So I'm guessing my property value
[22:33] is not going to go up. If you look at
[22:35] the places on North End and nothing
[22:38] against them, the houses along there are
[22:41] not
[22:43] well-kept
[22:45] and it's because they're in that
[22:47] property area.
[22:51] I get I agree with the pickleball court,
[22:53] that's
[22:55] um
[22:57] I agree with the lighting. I I think
[22:59] there's a lot of things that we're
[23:00] talking about that we talked about with
[23:02] this grocery store in 2008
[23:05] that didn't make any sense then and they
[23:07] don't make any sense now.
[23:09] » Thank you, Barb. Thank you.
[23:11] » [clears throat]
[23:12] » Anybody else? Public comments?
[23:18] » [clears throat]
[23:21] » Good evening. Thank you for the
[23:22] opportunity to speak. I'm Timothy
[23:24] Higgins. I live at 355
[23:26] Station Lane, which is a directly across
[23:30] um
[23:31] from the property that's being
[23:32] discussed. And being living there 32
[23:35] years, um the the traffic alone on
[23:38] Station Lane because it
[23:40] services more than just St. Croix
[23:43] Station, but the other neighborhood to
[23:45] the south and west. Um there's going to
[23:48] be a significant impact to traffic
[23:50] there. And one of my general concerns is
[23:53] if everybody remembers the April 1st
[23:55] snowstorm where we had
[23:57] 14 in of heavy wet snow overnight. I'm
[24:01] wondering what would happen if this
[24:02] building caught fire and the fire
[24:04] department had no access to Station
[24:06] Lane. They certainly couldn't access the
[24:08] building from Highway 35 because there's
[24:11] no direct access there.
[24:13] So, you're putting a lot of people's
[24:15] lives potentially at risk.
[24:17] Uh I'm questioning whether an insurance
[24:19] company would even um
[24:22] fund your project or support your
[24:23] project because of that fact alone. Um
[24:27] and it I just think it's a dangerous
[24:29] situation.
[24:31] Uh it's overcrowded. It's too noisy.
[24:33] Everything that's already been said
[24:35] before, but that's my spot.
[24:37] » Thank you, Timothy.
[24:39] » [cough and clears throat]
[24:41] » Anybody else?
[24:44] Anybody else?
[24:46] » [cough and clears throat]
[24:48] » One more time, anybody else for open
[24:50] public hearing?
[24:52] With that said, I'll close the public
[24:54] hearing
[24:57] and move into
[25:00] any emotions made by a board member.
[25:03] So, we can discuss this.
[25:07] » I I move approval
[25:09] of the rezoning.
[25:12] » Very good. There is in your packet if
[25:13] you want to read it, uh but uh but I we
[25:15] can move ahead. Uh is there a second?
[25:18] » Second.
[25:18] » Okay, we have a second. Let's open
[25:20] discussion.
[25:21] Um board, yeah, any discussions as far
[25:24] as the motion that's on the table?
[25:27] » I think I would just add to the
[25:28] neighborhood that the zoning right now
[25:30] for the commercial, you know, could
[25:32] bring a lot more traffic than what this
[25:34] downsized multi-family plan is in place
[25:37] from grocery that got proposed at one
[25:40] time, a strip center, hardware stores,
[25:42] automotive shop, gas station, you know,
[25:45] so there could be a higher impact. I'm
[25:48] appreciative that the developer came
[25:50] back with a downsized version of the
[25:52] plan.
[25:53] Um
[25:55] but the commercial could be a harder use
[25:58] in the neighborhood than the size of
[25:59] this residential project.
[26:02] » [clears throat]
[26:05] » Anybody else?
[26:06] » I just like to say
[26:08] we do hear you.
[26:09] Um
[26:11] if anybody's ever seen me in these
[26:12] meetings before,
[26:15] I'm big on to the next step. How many
[26:17] trees?
[26:19] How many trees will stay there?
[26:21] Trees' life when it gets transplanted 2
[26:24] or 3 years. Yes, they may say that
[26:26] they're going to plant 50.
[26:30] I'm the stickler that says still has to
[26:32] be 50 in 2 year 10 years.
[26:35] I like going for that. I understand the
[26:38] lighting.
[26:39] Um that there is timed lighting, low
[26:42] lighting, down face lighting. I hear
[26:45] your concerns. This is why we're here.
[26:47] We do listen to you
[26:49] and we do agree that
[26:52] we live here, we understand that you
[26:54] live here.
[26:56] This is going to happen at some rate or
[26:58] whatnot.
[26:59] Um
[27:00] I hear your concerns, we all do, and we
[27:02] know that we want to keep this
[27:04] » [clears throat]
[27:05] » Um
[27:06] still our neighborhood, still our area.
[27:09] This is going to grow. I know I think
[27:12] moving it from commercial to residential
[27:15] I'd like to see medium density in RM2.
[27:18] Um
[27:19] that way we're hearing what you say.
[27:23] RM2 is still going to be possible 45 ft.
[27:27] But if we go
[27:29] down
[27:31] it is going to be a lower density.
[27:34] That way they'll still have the same
[27:36] parking area.
[27:39] It's going to cut it down.
[27:41] If I had to go someplace, I'd like to
[27:43] see medium density and not high density.
[27:47] I'd like to see that we're working
[27:50] with the developer, but also listening
[27:52] to you.
[27:53] This is going to happen.
[27:55] It's not going to be commercial, it's
[27:56] going to be residential,
[27:58] and I'd like to see where we could go
[27:59] from there.
[28:01] That's my word on it.
[28:05] » I'm I guess I'm concerned with the
[28:08] three-story
[28:09] and the impact that'll have
[28:11] » [clears throat]
[28:11] » On the neighborhood and just the sight
[28:12] lines that people have.
[28:15] personally tend to listen to the
[28:17] stakeholders, which have spoken,
[28:19] and I'm sympathetic to their points of
[28:21] view.
[28:22] Um I am very, very concerned about
[28:25] traffic patterns,
[28:27] what that means if in fact we have
[28:29] difficulty, if the lanes are narrow,
[28:32] um what that's going to mean to fire
[28:34] trucks,
[28:35] and just day-to-day traffic.
[28:37] Um
[28:39] people live here for a reason, and
[28:41] people have stated that.
[28:43] Um and I I am sympathetic to that. So,
[28:47] I'm not in favor.
[28:50] » Good.
[28:50] I guess one thing I did not get to put
[28:52] in, I wish there was stoplights there. I
[28:55] wish there was a crossing path there. I
[28:57] wish St. Croix County would do
[28:58] something. I'd love to see the traffic
[29:00] slow down coming into town. I'd love to
[29:04] see it portioned out where the people
[29:06] leaving Station Lane get a chance to
[29:08] leave. I'd like to see everybody. I wish
[29:10] there was a crosswalk. I wish there was
[29:11] stoplights.
[29:12] I also wish that for that. I just wish
[29:14] it would be safer to slow people coming
[29:16] down into town.
[29:18] And I mean, I'd like to see that myself,
[29:20] too.
[29:21] But, that's a St. Croix County thing,
[29:23] so.
[29:23] » Actually, there is a crosswalk.
[29:25] » There is. But, if there was stoplights
[29:27] there,
[29:28] it would help
[29:29] » Yeah.
[29:30] » Slow it down.
[29:30] » 50 cars pulling into a crosswalk,
[29:32] though, you're going to risk inherently
[29:34] 50 times more people getting hit in a
[29:35] crosswalk where you're concerned about
[29:37] safety. I'm just putting that
[29:38] perspective
[29:39] out there as well.
[29:41] » I
[29:42] So, I'm I'm for this. I was for it the
[29:44] first time, but I understand it was
[29:47] too large and way out of scope. So, I do
[29:50] appreciate your work on
[29:52] bringing it down. And obviously, those
[29:55] other things come later, like you said.
[29:57] And Tim, you have you have stated.
[30:01] um I
[30:03] I understand the
[30:05] the
[30:06] thoughts and fears and all of those
[30:09] things and the frustrations of the
[30:11] people who live around that area. But,
[30:14] there is a vacant lot there.
[30:17] It's going to be developed, whether it's
[30:20] commercial or
[30:22] um
[30:23] you know, rezoned.
[30:25] And
[30:27] I think something needs to be done with
[30:28] the lot. I like this for the lot over
[30:31] commercial, because I agree that
[30:33] commercial is going to add more traffic,
[30:35] more like the QuickTrip is a bit
[30:39] uh you know, right now with cars coming
[30:40] in and out. I think a lot of these
[30:42] things are
[30:44] NIMBY tropes and I I agree and disagree
[30:48] with with some of the residents. So, I
[30:52] I'm for it.
[30:55] » Any other comments other than any other
[30:57] additional?
[31:00] » I took a little bit on the financial
[31:01] side, so I looked into some of the tax
[31:03] base and what this would bring cuz I
[31:05] think it's important what's going to
[31:06] help our levy.
[31:07] Um
[31:08] the strip mall on Summer Street that
[31:10] brings in like $9,000 a year for taxes.
[31:13] The QuickTrip brings in $28,000 a year.
[31:17] One of our Malibu apartments I think
[31:19] brings close to
[31:20] $60,000 a year for taxes.
[31:23] So, you can just kind of see the
[31:24] different levels of taxes. If it goes
[31:26] commercial, potentially we could get
[31:27] something like if it's on Summer Street
[31:28] where it's only $9,000 a year for tax
[31:30] base.
[31:32] And
[31:33] believe me, [clears throat] um our taxes
[31:34] are of course, you know, are high, but
[31:36] it's we're still one of the lowest tax
[31:37] base in in the state of Wisconsin, the
[31:39] Village of North Hudson is.
[31:41] » [clears throat]
[31:42] » This is it this is probably the only
[31:44] opportunity to keep that tax base at a
[31:46] at a you know, to help with that overall
[31:48] levy side of it.
[31:50] And
[31:51] if a residential home would be in there,
[31:53] they're a lot less tax base and it would
[31:55] be something like an RM3 or RM2 base
[31:58] that that you probably proposed.
[32:00] So, I that's [clears throat] the angle
[32:01] I'm looking at.
[32:04] Any other additional comments by the
[32:05] board?
[32:07] » [clears throat]
[32:10] » Uh we have a motion on the on the on the
[32:12] table.
[32:14] If there's no other additional comments,
[32:15] I guess we'll vote. Roderick Anderson.
[32:19] » I approve.
[32:20] » Candace.
[32:21] » Yes.
[32:23] » Uh Tim's absent. Bill.
[32:25] » Yes.
[32:27] » Jared.
[32:29] » I'm going to say no to the RM3.
[32:30] » Okay. And Randall.
[32:32] » No.
[32:33] » And Tim's eyes yes, so it passes for the
[32:37] rezoning to RM3. The next step, of
[32:39] course, it goes to the village board
[32:42] where they'll they'll go through the
[32:43] same scenario that we're doing here
[32:44] right now, and that has to be approved
[32:46] at that level.
[32:47] I thank you guys all for coming. I thank
[32:49] you develop for coming. I thank for the
[32:50] community coming.
[32:52] This is what it's
[32:53] we want [clears throat] to see at these
[32:54] type of meetings.
[32:55] » So, just to be clear, there won't be
[32:56] another public hearing?
[32:58] » There will not be another public
[32:59] hearing, no. Yeah. But, you have
[33:01] opportunity to speak because it's going
[33:03] to be on the agenda.
[33:05] » Mhm.
[33:05] » Right?
[33:06] » Yeah, and and if
[33:07] » So, we're not having a public hearing
[33:09] about this stuff that you said we were
[33:10] going to get to discuss about moving
[33:12] forward? So, we just approved rezoning?
[33:14] » Yeah, we did we just approved the
[33:15] rezoning of it. There's still he has to
[33:17] they still have to go through the
[33:17] conditional use permit and all that
[33:19] stuff.
[33:19] » But, there's no public hearing to
[33:20] discuss that?
[33:21] » [clears throat]
[33:22] » Well, this is the public hearing
[33:24] for the rezoning.
[33:25] » Yeah.
[33:26] » Right.
[33:27] » So, there's
[33:28] there's more steps after before they can
[33:30] actually break ground.
[33:32] And in those
[33:34] instances, there'll be other
[33:35] opportunities for public input.
[33:38] » Yeah.
[33:38] » But, I didn't want it to be
[33:40] misunderstood that the village board is
[33:43] not going to hold another public hearing
[33:45] on the rezoning
[33:47] » Right.
[33:47] » At the board level. This is this was
[33:50] the public hearing for the rezone.
[33:54] » The board has to approve the vote.
[33:57] » This is a recommendation
[33:58] » We're just recommending.
[33:59] » Yeah.
[34:00] » And then the village board
[34:02] » The village board can approve or deny.
[34:05] » Yep.
[34:05] » Or
[34:06] Yeah, this is a recommending body only.
[34:09] » Yeah, this is just a recommending
[34:10] » This keeps it from being commercial.
[34:14] Thank you.
[34:15] » Yes.
[34:16] » [clears throat]
[34:16] » Uh little administrative stuff here. Um
[34:18] and I apologize for missing this. I'll
[34:19] let you review and approve the minutes
[34:20] from the planning commission meeting of
[34:21] March 18th, 2026 and May 20th, 2026.
[34:26] I'll take a motion.
[34:28] » I move to approve the minutes.
[34:29] » Second.
[34:30] » Second.
[34:32] » Second. Great.
[34:34] Any comments, corrections, or changes?
[34:38] All right. With that said, all in favor
[34:39] say I.
[34:40] » I.
[34:41] » I.
[34:44] » All right. Now we open up the public
[34:45] hearing for proposed
[34:48] um
[34:49] to add a parking area on Park Avenue
[34:51] North and Third Street North,
[34:54] the Browns Beach parking lot.
[34:56] With that said, um we open up the public
[34:58] hearing. Anyone can come up and speak
[35:00] and talk in front of the mic. Address
[35:02] and name.
[35:04] And we'll go from there.
[35:07] » All right. Good evening. Wendy Fritz. I
[35:09] live at 613 Galahad Road. And I'll I'll
[35:14] make it brief. I think the biggest
[35:16] things I wanted to talk about, this has
[35:18] been a ongoing topic for months.
[35:21] Actually, the first time we ever talked
[35:22] about the vacated or non-vacated road
[35:25] was 2 years ago in July.
[35:28] Um I still have big concerns about the
[35:31] transparency and the communication and
[35:33] the follow-up.
[35:34] And frankly, how we even got here to the
[35:37] need. So it appears that Matt Howell
[35:39] proposed this. Funding got approved.
[35:43] When we asked for
[35:45] proof of the need for this, because
[35:47] that's what was expressed, we need to
[35:49] build this,
[35:50] um we got two letters or two notes of
[35:53] people that were calling in and one
[35:55] wasn't even regarding um complaining
[35:57] about parking availability.
[35:59] So it for me, it's still puzzling um
[36:03] that we're here. There was a $45,000
[36:05] budget approved. And they did not do an
[36:09] RFP.
[36:11] They awarded it to one person, which
[36:13] legally, if it's over $25,000, you need
[36:15] to do that. So I think that's how it
[36:18] then got to the plan commission, because
[36:19] not all the processes were followed.
[36:22] Um we on October 15th meeting spent a
[36:26] lot of time talking about legally can
[36:28] this happen? We'll let our attorney talk
[36:30] about the legalities and for once and
[36:32] for all, is it a road? If we agree it's
[36:35] a vacated road, can you make it into a
[36:38] parking lot? There's some legal
[36:39] questions about that.
[36:41] Um we did have a follow-on meeting with
[36:43] Paul, the village attorney as well as
[36:46] Nolan and my husband Pete, and we have
[36:49] not still not gotten any feedback or
[36:51] follow-up. We proposed a couple of
[36:53] options. One, we wanted those legal
[36:55] questions answered. Two, we said,
[36:59] if you are you know, we need answers,
[37:01] but what about striping the spots that
[37:04] are there? There's plenty of room. We
[37:06] live there. We see the traffic all the
[37:08] time. There's not very many people
[37:10] there.
[37:11] Striping the spots would cost probably a
[37:14] couple hundred dollars instead of
[37:15] $45,000.
[37:17] Meanwhile, they cleared part of it, cut
[37:20] down the trees, Jared, and then graded
[37:23] it, which goes right into our yard. So,
[37:27] it's not done, but it's now I think half
[37:29] spent and not really a good solution.
[37:32] It's proposed that they're going to be
[37:34] snow put in there. Again, we have an
[37:36] issue with snow melt that close to the
[37:38] river.
[37:40] Um [clears throat]
[37:41] so, I I I am still puzzled why we can't
[37:44] get communication and follow-up and we
[37:46] hope that we get some clarity here on
[37:48] is it legal?
[37:50] What's the need and should we spend the
[37:53] taxpayers money that way? Thank you.
[37:55] » Thank you, Wendy. Good stuff. Good
[37:56] information.
[37:59] Anyone else? Yeah, thank you.
[38:04] » Uh Pete Garman, 613 Galahad Road, North
[38:07] Hudson here.
[38:08] Um I like to reiterate um what Wendy
[38:11] said is how did we get here?
[38:14] Um what was the need? Was there a study?
[38:16] Um I talked to Russ last time last
[38:19] meeting and
[38:20] he didn't think there was no study done.
[38:21] He didn't know how it got here.
[38:23] Um I
[38:25] in that October meeting I put together a
[38:27] plan
[38:28] showing that there's room for ambulance
[38:31] here. So, I measured the road.
[38:33] Um there's room for eight spots.
[38:36] They're all very large ones, too, um on
[38:39] that existing road.
[38:41] Eight spots pretty much accommodates
[38:43] that beach down there. That beach is
[38:45] only 50 ft wide.
[38:47] I mean, it's small.
[38:49] And why we want to build a huge parking
[38:50] lot
[38:51] and to for nothing?
[38:54] That parking lot will never be used.
[38:56] It's not used now.
[38:58] It'll never be used.
[39:00] Um you can use that money right across
[39:03] the street and pave that parking lot
[39:04] over there. Sure would be nice to have
[39:05] that one paved.
[39:07] We got a gravel parking lot over there.
[39:09] It's a lot better use of the money.
[39:11] Um number two is is
[39:14] have we figured out does the village
[39:16] have the authority
[39:17] um to take our use of that road away?
[39:23] And our neighbors' use.
[39:26] And that's a road, then I should be able
[39:28] to use it. You put a parking lot there,
[39:30] I cannot use it.
[39:31] You took away my rights.
[39:34] And then and I don't believe that's
[39:36] um legal. Um
[39:39] Next question is how much is this going
[39:41] to cost? I want to know what we spent
[39:43] beforehand
[39:45] and how much it's going to cost to fill
[39:46] that thing up with the at least another
[39:47] foot of gravel
[39:48] to make it drain towards the parking lot
[39:50] or towards the street
[39:52] and not onto our property. Right now,
[39:53] it's been draining onto our property for
[39:55] 9 months.
[39:56] And nobody fixes it. If I did this,
[39:59] the village would be all over my
[40:00] backside making me
[40:02] fix this thing. And there just sits. Got
[40:04] last year's leaves still laying in the
[40:06] middle of it. Nothing's ever gets
[40:07] maintained on there. I mow the grass in
[40:10] the beach because I hate looking at it.
[40:12] Um [snorts]
[40:14] so,
[40:14] that's another thing I we to talk about,
[40:16] but the biggest thing is
[40:18] it's much is this going to cost the
[40:19] taxpayers?
[40:21] Now, that we have to rectify it. And
[40:22] what about um
[40:24] the drainage to the river? Has the DNR
[40:25] been instructed in
[40:27] can this be can you drain that parking
[40:28] lot to the river?
[40:30] That's another question I have.
[40:34] Um
[40:36] and then the [snorts] um proposed
[40:37] handicap spot.
[40:39] That's kind of a far away spot for a
[40:41] person to have a handicap. I proposed it
[40:43] to be up front.
[40:45] Um it's paint you know, paint stripes
[40:47] there.
[40:48] Paint an H or put a sign there handicap
[40:50] spot.
[40:51] It'll work. Um
[40:55] Back on October 15th, we had about 20
[40:57] neighbors down here
[40:58] uh to you know, in support of this um
[41:01] not building this parking lot.
[41:03] And they can't keep coming to these
[41:04] meetings.
[41:06] Um [snorts]
[41:06] these meetings go on forever.
[41:08] I mean, this is goes on forever.
[41:10] We still haven't had any
[41:12] um
[41:14] Who owns that road?
[41:17] Again, if it gets vacated, it goes back
[41:20] to the citizens, not the not the
[41:21] village. So, how can the village claim
[41:23] that they own it
[41:25] if they're they have no title to it? And
[41:27] if it got vacated, it goes back to the
[41:29] Jason landowners.
[41:30] If the village owned it
[41:32] and it got vacated, it'd go to the
[41:33] village. So, I don't believe the village
[41:35] owns that road. Until I see a deed, I'm
[41:37] going to say no.
[41:38] Um
[41:43] I guess that's about it. That's all I
[41:44] got.
[41:45] » I just want to clarify you and Wendy are
[41:46] suggesting um putting parking uh stripes
[41:49] whatever on Third Avenue on the road.
[41:51] » Yes.
[41:53] Yeah. [snorts]
[41:53] » Okay. So, I want to clarify that. Yeah.
[41:55] » That way it's organized. You need
[41:56] organized parking.
[41:58] If you don't have organized parking, you
[41:59] only can get five cars there. Simple
[42:01] paint
[42:02] designated spots.
[42:03] » Yeah.
[42:04] » It's a solution to everything.
[42:05] Right, Kevin. Striping's good.
[42:08] » Yeah, I
[42:09] I know there's been some concerns with
[42:12] some of [snorts] the people that have
[42:13] parked on the
[42:14] road that they blocked some of his
[42:16] driveways
[42:17] where this little weenie then
[42:19] » Yeah, I'm going to I'm going to have you
[42:20] come up and talk a little bit about what
[42:21] you found in C record, but that's good
[42:23] stuff, Pete. No, I appreciate that. I
[42:25] mean I mean I I I agree with you
[42:26] totally. We've
[42:28] been through
[42:30] parks committee, it's been through
[42:32] public works, it's been through public
[42:33] safety, we've been here twice, maybe
[42:35] three times I think here. So, it's yeah,
[42:37] we've had a lot of
[42:38] We've wasted a lot of our time on this.
[42:40] So, I think
[42:40] » I just think there's better ways to
[42:42] spend the village's taxpayers money than
[42:43] a useless park in that will only be used
[42:45] for collecting snow.
[42:47] » Yeah.
[42:47] » And that's what this whole thing was
[42:48] predicated around. So, he had a place to
[42:50] put his snow.
[42:52] Thank you.
[42:52] » Thank you, Pete.
[43:00] » Attorney Nolan Frantey, I represent Pete
[43:02] Gartman and Wendy Fritz. I'm not going
[43:04] to reiterate the all of the concerns
[43:06] that they raised. I think clearly there
[43:08] are some practical concerns.
[43:10] One, with the way this was handled, just
[43:12] from a communication perspective and a
[43:14] transparency perspective, and two, we're
[43:16] disregarding whether there's a need for
[43:18] this and if there is a need for
[43:20] additional parking if this is the right
[43:21] solution. We don't feel like it is the
[43:23] right solution, we proposed an
[43:24] alternative.
[43:25] Really didn't get any feedback, which
[43:28] would have been nice to have on whether
[43:29] that maybe was or wasn't um acceptable
[43:33] to the village. Instead, we got a new
[43:34] proposal, which puts parking spaces
[43:37] where they would block access to their
[43:40] property if it was put in as a parking
[43:42] lot. Now, legally, um I'd submitted
[43:44] before, I think the village kind of has
[43:47] a Catch-22 problem here, where they're
[43:49] relying on a 1910 plat to say that this
[43:52] is a public roadway.
[43:54] Now, I think it's certainly possible,
[43:57] based on the historical record, that
[43:58] this roadway was basically abandoned and
[44:02] in that case it would need to be
[44:04] uh vacated and it would go to the
[44:05] adjoining landowners, not to the
[44:07] village. Um but let's accept for just
[44:09] for the purposes of argument that it is
[44:10] a public roadway, well then the question
[44:12] is what can you do with it? Um
[44:14] under the same statute that I believe
[44:16] the village is relying on to say that
[44:17] this is a public roadway, section 239,
[44:19] sorry, section 236.29
[44:22] in the platting chapter of Wisconsin
[44:24] statutes, it says that areas that are
[44:26] dedicated
[44:28] to the public
[44:30] for streets, alleys, ways, commons, or
[44:31] other public uses as designated on said
[44:34] plat shall be held by the town, city, or
[44:36] village in which such plat is situated
[44:38] in trust to and for such uses and
[44:40] purposes. Well, that would raise the
[44:42] question, can we now build a parking lot
[44:44] here if it's being held by the village
[44:46] for a roadway? I don't think so. You
[44:48] could probably have maybe some parking
[44:50] along a roadway, but you cannot block
[44:53] the uh public access to these parcels,
[44:55] which is what I think this would
[44:56] essentially do. So, I think that if the
[44:58] village even wants to go through with
[45:00] this, even assuming that they have title
[45:02] to it, I think they would have to do a
[45:04] procedure probably under section 236.43
[45:07] and amend that plat to allow this to be
[45:10] a parking lot instead of a public
[45:11] roadway.
[45:12] So, I think those are some of the legal
[45:14] issues. I mean, there's clearly other
[45:15] issues here, environmental environmental
[45:18] issues, which I don't think really have
[45:19] been addressed at all uh regarding the
[45:21] discharge of surface water potentially
[45:23] into the St. Croix River. I think that's
[45:25] something that should have been uh
[45:27] looked into and addressed prior to this
[45:29] meeting and which could be a basis for a
[45:32] legal challenge to this. Um
[45:34] I hope the village and
[45:37] uh Pete and Wendy are able to reach an
[45:39] agreement on a better way to do this um
[45:41] that is acceptable cuz they have
[45:43] proposed uh an alternative that they
[45:45] think is acceptable. I still hope that
[45:47] that is the resolution here.
[45:49] Um but at this point, we just feel like
[45:51] there are some serious issues with both
[45:53] the process and the legality for this
[45:55] parking lot.
[45:57] » Thank you, Nolan.
[45:58] Appreciate the information.
[46:01] Anyone else?
[46:03] Yes, please. Come on up.
[46:15] » My name is Michelle Drevnick and I live
[46:18] at 539 Galahad and I own the
[46:23] um property on the other side of Browns
[46:27] Beach at 617 Galahad.
[46:32] And um
[46:35] I've got notes on meetings
[46:39] about the Browns Beach going back to
[46:42] Wens- Wednesday, November 2nd, 1994.
[46:48] So, it's been a topic
[46:52] possibly longer than this, but
[46:56] I'd be glad to let you read it.
[46:58] Going back
[47:01] then, I have a note that I wrote
[47:05] where I said
[47:08] um about that property it's they don't
[47:12] own the property, it's a platted street.
[47:15] They don't have repairing rights and
[47:17] they cannot build on it.
[47:19] Cannot build on a street right-of-way.
[47:23] That's what I wrote back in 1994.
[47:27] Um
[47:32] I I feel that there's one problem with
[47:35] just having
[47:36] Third
[47:39] Third Street, I think.
[47:41] Going down is people do tend to park
[47:46] either in our driveway or Mitchell's or
[47:49] block the driveway. My tenant has told
[47:52] me on numerous times he's had to go up
[47:54] there
[47:55] and go down to the beach because he
[47:58] can't get out of his driveway. So, he
[48:00] has to go find somebody
[48:03] to move their car.
[48:06] Um
[48:09] So, or they use the driveways for
[48:12] turnaround.
[48:15] But, um
[48:18] Another thing that I wanted to bring up
[48:20] about it it was a couple years ago
[48:24] when the new stairways were put in.
[48:28] So, I think that was 2 years ago.
[48:30] And I was promised at the time the trees
[48:33] were going to be put back onto my
[48:35] property to replace the ones that were
[48:37] taken down.
[48:40] And when that
[48:42] walkway was put in,
[48:45] they put the edge of the walkway exactly
[48:48] on the edge of the property line.
[48:51] They didn't leave any space between the
[48:54] villages
[48:55] walkway and my property, which they had
[48:59] plenty of space on the other time on the
[49:03] other side and they didn't.
[49:05] And now
[49:06] because of poor planning
[49:09] anytime there's a heavy rain
[49:12] there's a big runoff down that
[49:16] gully there
[49:18] right onto the beach. So, you could go
[49:20] down there anytime. And so, there's dirt
[49:23] on the beach that shouldn't be there.
[49:26] And I'm sure some of that's getting into
[49:28] the river.
[49:31] So, I don't think those new steps were
[49:36] um
[49:37] planned as good as they could be.
[49:40] So, I think it's really important that
[49:43] whatever you're going to do now is going
[49:45] to be [laughter] the correct right
[49:48] thing.
[49:49] Cuz we don't need any more problems
[49:53] at Brown's Beach.
[49:55] Okay?
[49:56] » Thank you, Michelle. Good stuff.
[49:58] Anyone else?
[50:02] Yeah, certainly.
[50:13] » Hi, my name is Billie Jo Neilson. I live
[50:14] at 609 Galahad Road North. Um I just
[50:18] really wanted to piggyback off of what
[50:20] Michelle was just saying um about the
[50:22] property lines. She mentioned that the
[50:24] village um
[50:26] you know, it was right against her
[50:27] property line. So, my
[50:29] um
[50:31] my uh property line also lines the
[50:34] parking lot that is being built um for
[50:37] Brown's Beach and it's right at the edge
[50:39] of my property line. You can see the
[50:40] pink stake is right at the very, very
[50:43] edge of um where the parking lot ends.
[50:45] So, I'm feel fearful that if somebody is
[50:49] on that parking lot and steps off about
[50:52] a foot, they'll fall they land on my
[50:53] property.
[50:55] I might be liable for that. Kind of
[50:56] concerning.
[50:57] Um also, I frequent that beach and I
[50:59] also um agree that there's a lot of
[51:01] erosion when there's very heavy rainfall
[51:03] um and after the snow melts um
[51:07] underneath the steps and right next to
[51:08] the steps there's kind of a big gully
[51:10] that goes all the way down.
[51:12] So, I think that
[51:13] probably needs to be addressed before
[51:15] the um parking lot needs to be addressed
[51:18] because there's problems there. Those
[51:19] stairs are going to probably crumble and
[51:21] fall apart because there's a huge like
[51:24] wash out underneath them currently. Um
[51:26] there's a big kind of gully that comes
[51:28] through even on the beach. There's a
[51:30] huge eroded part that's been there since
[51:33] spring last year, I think that the beach
[51:35] is just kind of not in great shape. So,
[51:38] I think those things need to be
[51:39] addressed.
[51:39] » Billie, are you on the south side of the
[51:41] parking lot or on the east
[51:42] » Um I'm in the red house on Galahad.
[51:44] » Oh, okay.
[51:45] » So,
[51:45] » Yeah, I know you. Yeah, yeah, yeah.
[51:47] » Side of the beach? Yeah, yeah.
[51:49] Thank you.
[51:51] » Thank you very much. Good stuff.
[51:55] Anyone else?
[51:57] Might have Kevin come up.
[51:59] Kevin, can you I we're going to drill
[52:01] you for a few minutes here.
[52:03] » No problem.
[52:04] » Um
[52:06] So, this road, Kevin, I'll go ahead.
[52:09] Now, introduce yourself, please.
[52:10] » Uh so, Kevin O'Brien from Cedar
[52:12] Corporation, village engineer.
[52:16] » This this road is considered called Is
[52:17] it Lake Avenue?
[52:19] » Park.
[52:19] » Oh, Park Avenue. Park I'm sorry, Park
[52:21] Avenue. Park Avenue?
[52:22] » Yep.
[52:22] » Um so, listening to some of the
[52:25] questions
[52:27] and comments,
[52:28] um it is a road, right?
[52:32] » It's basically a unimproved
[52:33] right-of-way.
[52:35] So, I mean, [clears throat] it is a very
[52:37] old plat.
[52:39] Um there have been over the years there
[52:41] has been portions of it that have been
[52:43] vacated.
[52:45] And you can see it on the village's maps
[52:47] of which areas were,
[52:49] but
[52:50] » [clears throat]
[52:50] » In this particular area,
[52:52] we weren't able to find any
[52:54] documentation where it had, you know,
[52:57] legally been vacated back to the
[52:59] property owners. So,
[53:01] um [clears throat]
[53:02] for some reason the road itself had
[53:04] never ever been improved.
[53:07] » So, we still can
[53:10] work with that Park Avenue, right?
[53:13] Even if this is in or not in I mean if
[53:15] or if it does develop?
[53:16] » Yes, and so, we provided um
[53:21] a drawing
[53:23] um as part of your packet.
[53:24] » Yep.
[53:25] » A proposed layout. And you can see
[53:28] within that 50-ft right-of-way, we have
[53:32] 24 ft of pavement.
[53:35] And the goal was there is should you
[53:38] ever want to improve the road, you would
[53:40] still have access to two-way traffic
[53:43] going to the south or to the north. The
[53:45] parking would be offsetted
[53:48] to the west side of that. Um seven
[53:51] parking stalls, one of them being
[53:53] handicap.
[53:54] We show
[53:56] there would be a 3-ft buffer, so there'd
[53:58] be a 3-ft area from the asphalt to the
[54:01] property line, which would be grassed,
[54:03] and that would be on east
[54:05] on each side, the east and the west
[54:08] side.
[54:09] Um and you can see there is some
[54:11] drainage areas that are provided. So,
[54:13] everything would be conveyed
[54:16] to the east side of where the parking
[54:18] stalls would end.
[54:20] Um the biggest goal is so we don't
[54:23] like Pete had brought up
[54:25] have all the parking lot draining
[54:27] towards their property. Everything would
[54:29] come to almost like a V in the asphalt,
[54:32] and it would head north. I know there's
[54:34] been some concerns brought up about
[54:36] stormwater. You know, what the drainage,
[54:39] you know, what I'm just going to add
[54:40] here. There is
[54:42] you could put a little rain garden in up
[54:45] in that northwest corner where all that
[54:48] drainage would drain into.
[54:50] Village is pretty fortunate. You have
[54:52] pretty sandy soils, so a lot of that
[54:54] would actually infiltrate into the
[54:56] ground before it would overflow
[54:59] and head head to the what to the west.
[55:02] » So, help me understand Billy Joel's
[55:04] comment um
[55:06] they're literally her
[55:08] Park Avenue is between her lot and that
[55:12] » Between our house and
[55:13] » Between our house
[55:14] and their house.
[55:14] » Yeah, it would be between the two
[55:16] parcels, right?
[55:17] » Okay.
[55:18] » Yep. And we
[55:19] you know, one of the things that we were
[55:21] concerned about, too, is
[55:23] um
[55:24] the lights from the cars. So,
[55:27] you know, with the parcel that's to the
[55:29] east, it's fairly close to that
[55:31] right-of-way.
[55:33] So, and there's more buffer on the west
[55:35] side, so we
[55:37] um laid it out so the parking would
[55:39] actually be on the the western side.
[55:42] » Brown's Beach is not accessible at night
[55:44] anyway, so is it?
[55:46] Right? No, wait.
[55:48] » It is. Yeah, it is.
[55:49] » Wait, it shouldn't be. I think it closes
[55:51] at
[55:51] » At 9:00.
[55:52] » Okay.
[55:53] Yeah.
[55:54] » So, sir, Tyler
[55:54] » I guess it won't it won't be used at
[55:56] that time of year in the fall, so it
[55:58] would be again useless.
[55:59] » Yeah.
[55:59] » Yeah.
[56:00] » Kevin, a question.
[56:01] » Yes.
[56:01] » You're going to have to fill that
[56:02] parking lot with about a foot and a half
[56:03] in the back to get it to drain.
[56:05] » Uh we hadn't we haven't got actually
[56:07] gone down there and actually surveyed
[56:09] what's been graded in here now.
[56:12] » I I surveyed it.
[56:12] » Okay.
[56:13] » It's about a foot and a half.
[56:14] » So, yes.
[56:15] » Now it's up about a foot.
[56:17] But now we're going to have 2 and 1/2 ft
[56:18] plus pavement. Let's say almost 3 ft.
[56:20] How are you going to get that not to
[56:22] slough slough off onto our property in 3
[56:25] ft and put grass in there?
[56:27] » Uh again, we'd have to look at it just
[56:30] to see what
[56:31] » And then
[56:32] by creating this parking lot on our side
[56:35] how are we going to access our our land?
[56:38] We want to put a driveway in there for
[56:39] another lot.
[56:41] » You would still have access off of Third
[56:44] Ave.
[56:44] » Third Ave.
[56:45] » No, but I want to use I want to use Lake
[56:46] Ave.
[56:47] » Well, you don't have
[56:51] » Let's focus.
[56:52] » [clears throat]
[56:52] » You've got You've got two lots.
[56:54] » I
[56:55] » You have a lot here and there's one lot
[56:56] to the south.
[56:56] » My question is
[56:57] » The only way to the lot to the north is
[56:59] off of Third Ave.
[57:00] » Yeah.
[57:01] » The only the only public roadway that it
[57:03] abuts is this
[57:05] » Park Ave.
[57:06] » Park Ave. Yeah.
[57:08] My question is is
[57:10] do you have the legal right
[57:11] to to do this? To to take away my my
[57:14] right to use
[57:17] » Can I comment?
[57:18] » Yeah.
[57:19] » [clears throat]
[57:19] » So,
[57:20] this is a platted road.
[57:23] You don't need a deed when you have a
[57:25] platted right-of-way, and you know that.
[57:28] How many plats have you done? You don't
[57:30] You don't need a deed. Okay?
[57:33] And if we
[57:36] if we go with your rationale here that
[57:39] Park Avenue is long since been vacated,
[57:43] what you're going to do is landlock all
[57:45] your neighbors along that road between
[57:48] Park Avenue and the river.
[57:51] Those people would be landlocked if this
[57:54] road was vacated and all that land went
[57:56] back.
[57:57] That's not going to happen.
[58:03] Because their only access
[58:05] their access is through that
[58:07] right-of-way.
[58:11] How do they get there?
[58:13] » So Chuck has his own driveway.
[58:15] Billy Joe has her own driveway. We have
[58:17] our own driveway.
[58:19] » I'm talking to the people to the south
[58:21] of you.
[58:22] » South?
[58:23] South of me?
[58:24] » That's Billy Joe.
[58:26] » That's Billy Joe.
[58:27] » No, actually to the south is is Frank
[58:30] » Yeah,
[58:31] but that's the thing. I have a different
[58:32] driveway.
[58:34] » But it goes through this
[58:35] » It's through the It's through the
[58:36] right-of-way.
[58:37] » Right-of-way park
[58:39] » That's what [clears throat] I'm saying.
[58:40] » Yep. That one don't look the does.
[58:42] » It's all through that right-of-way.
[58:43] » Debating that.
[58:44] » No.
[58:45] » We're saying if it's a road, how can you
[58:46] turn it into a parking lot?
[58:48] » Well,
[58:49] you can park on a road.
[58:50] Right?
[58:51] » I'm proposing that.
[58:52] » You can park on a road.
[58:53] » It's like Does this Does this mean the
[58:55] village back for a road?
[58:58] » 24-ft wide?
[58:59] » Is that it?
[59:00] » Okay.
[59:01] » Then it have to be curbed and guttered.
[59:02] » No, it doesn't have to be.
[59:03] » I could I could have built I could
[59:04] Anybody can build a road this size and
[59:06] it's going to be okay with the village?
[59:08] » Well, I mean it's a public roadway, so
[59:11] the village would have to construct it.
[59:14] » Don't they have to construct it to the
[59:16] same aspects that anybody else would?
[59:18] » But I mean
[59:19] » Yeah, we got to Okay, we we're we're Now
[59:20] we're turning into a debate.
[59:21] » Question of fact question
[59:22] » Yeah.
[59:22] » Is Is this even legal?
[59:25] » Well,
[59:25] » That's the biggest question.
[59:26] » We've heard that Yeah, I know. We
[59:28] We've heard this question. Yeah, I
[59:30] Yeah, I know. I mean, I appreciate the
[59:31] comments, but we heard it. So, one one
[59:33] one last comment then. So, um
[59:36] You've gone down seen it and all the
[59:38] activity that we're talking about here
[59:39] raising it and and run off and that
[59:41] stuff. There potentially might have to
[59:42] add more additional things to protect
[59:44] that run off to any of the property
[59:46] owners that these guys have, right?
[59:47] » Correct. Yes. Up in that northwest
[59:49] corner would be
[59:50] » And that northwest corner, yeah.
[59:51] » Yep. To put a little rain garden for,
[59:53] you know, a little storm water
[59:55] management. Cuz it's not a huge lot
[59:57] overall. Parking lot.
[59:59] » Any other questions for Kevin, board
[1:00:00] member?
[1:00:04] » Our width of Third Avenue now
[1:00:07] and then with the parking that's being
[1:00:10] utilized there, what type of width do we
[1:00:12] have for fire and emergency services to
[1:00:15] get into the beach and and those kind of
[1:00:17] things now? Does it function when
[1:00:20] there's cars in there and you feel
[1:00:22] comfortable with
[1:00:23] » Yeah, again, I'm I'm going to compare it
[1:00:25] to I would like to see a a turnaround
[1:00:28] like I proposed.
[1:00:30] Not this huge
[1:00:31] Not this huge monstrosity.
[1:00:34] If you built what I was proposing, it'd
[1:00:36] be 80% less money,
[1:00:39] lot less runoff, still have turnaround
[1:00:41] to get out, and some additional parking.
[1:00:44] And it's It's built this thing is just
[1:00:46] It's just a waste takes taxpayers'
[1:00:47] money.
[1:00:52] » Kevin, have you looked at recently the
[1:00:55] improvements that were made to the
[1:00:57] Browns Beach access
[1:00:59] and more specifically to some of the
[1:01:02] water storm water issues that are there?
[1:01:05] Have they been addressed? Have they been
[1:01:06] brought to public works attention or the
[1:01:10] original design of that on why we have
[1:01:13] it?
[1:01:14] » Well, I know that right after the
[1:01:16] construction was done,
[1:01:18] there was some [clears throat] erosion
[1:01:19] that was taking place along the steps.
[1:01:22] and a lot of that's because of you know
[1:01:25] like the grass needs to be established.
[1:01:28] And from what I
[1:01:30] remember, I know Gary Zappa with Zappa
[1:01:33] brothers went down and took care of
[1:01:35] that. I haven't been down there lately
[1:01:37] just to see
[1:01:39] how it looks.
[1:01:40] » Want to interrupt you. I don't want to
[1:01:41] interrupt but it's not fixed.
[1:01:43] » Okay, that's we need to know that.
[1:01:44] » It just runs all the way down so it's
[1:01:46] going to continue to erode.
[1:01:48] » We'll have to take a look at that.
[1:01:50] » You can't actually put towels in a lot
[1:01:51] of spots down there because there's so
[1:01:53] many gullies.
[1:01:56] » If that's part of this topic but it's
[1:01:57] good information to bring it's it's good
[1:01:58] to bring up to us though.
[1:01:59] » All of it needs to be riprap.
[1:02:01] » Yeah, we
[1:02:02] » Money needs to be spent on that.
[1:02:03] » Yeah,
[1:02:05] that's a public works problem.
[1:02:06] » Yeah, we can
[1:02:08] » Yeah.
[1:02:09] » We'll bring it
[1:02:09] » I'll note it.
[1:02:11] » Talked about that.
[1:02:12] » Okay, anything else?
[1:02:14] Thank you Kevin, good information.
[1:02:15] Appreciate that. Thank you guys.
[1:02:17] » Thank you. Thank you.
[1:02:19] » Okay, any anybody else?
[1:02:23] Anyone else?
[1:02:25] For open public hearing one more time,
[1:02:26] anyone else?
[1:02:28] Okay, I'll close the public hearing.
[1:02:30] Um I will take a motion so we can
[1:02:33] discuss discuss this as a board.
[1:02:35] Item number 10 so I'll take a motion
[1:02:37] from anyone.
[1:02:39] » I make a motion to recommend denial of
[1:02:41] the change of use to add a parking area.
[1:02:44] » I'll second.
[1:02:47] » Okay.
[1:02:48] Um let's discuss.
[1:02:50] » Yeah.
[1:02:52] I'd [clears throat] rather see a
[1:02:54] table this.
[1:02:55] Um there are a lot of important
[1:02:57] questions that have arisen
[1:03:00] on the basis of the discussion and the
[1:03:01] input from the citizens. Particularly
[1:03:04] the erosion. Um
[1:03:06] that's a new issue. I've never heard
[1:03:08] about that.
[1:03:08] » Yeah, that's not really part of this
[1:03:10] though even though I I totally agree
[1:03:12] with you. I think that's a public works
[1:03:13] thing.
[1:03:13] » Is.
[1:03:14] » Yeah. And in the sense of
[1:03:15] resources and money
[1:03:17] » Okay.
[1:03:17] » To
[1:03:17] » I'm with you. Okay.
[1:03:18] » Yeah.
[1:03:21] » Good.
[1:03:22] Anything else? That's good.
[1:03:24] » I don't see the point of it really,
[1:03:25] honestly. So, if we're if there's
[1:03:28] already eight parking spots there,
[1:03:32] » Well, there really aren't any spots
[1:03:34] there at all.
[1:03:35] » Well, okay, let's say that there was cuz
[1:03:37] isn't it on
[1:03:39] here it shows that is there a possible
[1:03:45] eight on third?
[1:03:47] » Yes.
[1:03:48] » Correct.
[1:03:48] » And so, if there was to be
[1:03:52] spots put in there or, you know, lines
[1:03:54] to be put in there or something else
[1:03:56] like that, but that's eight of the
[1:03:58] proposed what? 10 possible 12-ft radius
[1:04:02] there.
[1:04:04] Um,
[1:04:06] then we'd put too much parking there.
[1:04:07] Now,
[1:04:08] that's not including bicycles cuz a lot
[1:04:10] of people walk and bicycle down there.
[1:04:13] Um,
[1:04:14] I just don't really see that it's needed
[1:04:17] in my opinion. I mean, I would open up
[1:04:20] the whole Park Street area as
[1:04:23] a fire berm as much as I love trees,
[1:04:25] Wendy. Um, I'd like to make sure that
[1:04:28] if and when the time happens that
[1:04:31] you know, we have stuff like this
[1:04:32] available to us.
[1:04:34] But, I I I don't really see it needed
[1:04:36] and I don't like the idea of piling snow
[1:04:38] there. Snow is garbage
[1:04:41] um, and water and I don't think that's
[1:04:44] what that area needs.
[1:04:47] » Can I get 10 more minutes?
[1:04:49] » No, it's too late, hon. Sorry. Thank
[1:04:51] you, Michelle, though.
[1:04:52] Anybody down here?
[1:04:55] » I Tim, if I could
[1:04:57] So, as far as the proposed parking area
[1:05:00] here that we see,
[1:05:02] I have to say the
[1:05:05] the the cost and the scope of this whole
[1:05:07] project with the stairs and the wall,
[1:05:09] which probably were necessary. They
[1:05:11] needed to replace so, I understand that
[1:05:13] and I understand someone's grant money.
[1:05:16] And now the parking lot is
[1:05:18] incongruous with the size of Brown's
[1:05:21] Beach.
[1:05:22] I don't think it needs to become a thing
[1:05:25] any more than it is. So, I would also
[1:05:28] agree that it is absolutely not
[1:05:29] necessary, hence my motion.
[1:05:32] I do like the
[1:05:35] idea of striping the road. So, thank you
[1:05:38] for suggesting that first. And I will
[1:05:41] always see your points. I agreed the
[1:05:42] first time around that this was not
[1:05:44] necessary.
[1:05:46] So,
[1:05:47] yeah, I just I am concerned though,
[1:05:49] however, with the
[1:05:51] sort of carve out the lot that's already
[1:05:53] there
[1:05:55] and what will happen
[1:05:57] with that because I think people are
[1:05:59] going to see that and use it as a
[1:06:01] natural just I'm just going to pull in
[1:06:02] and park.
[1:06:03] So, I guess I don't know how to remedy
[1:06:05] that,
[1:06:07] but
[1:06:09] yeah.
[1:06:10] » That's one thing I did not get to say
[1:06:11] that I wanted to say, too, is
[1:06:13] whether or not there's a little
[1:06:14] turnaround, no parking signs, no trailer
[1:06:17] signs
[1:06:19] cuz I don't know if people go in there
[1:06:20] with canoes or whatever else, but I do
[1:06:21] want to keep it open to people, but um
[1:06:24] if if they want to
[1:06:25] you got ferries landing for canoes,
[1:06:27] kayaks, and stuff like that. So, maybe
[1:06:29] better signage, maybe better striping,
[1:06:32] um utilize what we do have
[1:06:35] and better signage, and you know,
[1:06:38] whatever we can do, I mean
[1:06:40] but yeah, I think it's overkill.
[1:06:45] » I think you can use that gravel, pull it
[1:06:46] back and then
[1:06:47] » Pete, Pete, yep. Anything else?
[1:06:51] My concern, of course, is what Michelle
[1:06:53] brings up, um the parking in front of
[1:06:55] driveways.
[1:06:56] » Yep.
[1:06:56] » Yeah, that's the main concern.
[1:06:58] » Better signage.
[1:06:59] » But that's I think one of the reasons
[1:07:01] why it was you know, brought brought in
[1:07:04] there, you know, actually.
[1:07:06] Um, but
[1:07:08] um, I
[1:07:10] I like the option of tabling it
[1:07:13] versus
[1:07:14] you know, just the fact is because
[1:07:17] I'd like to investigate more of, you
[1:07:19] know,
[1:07:20] a turnaround if that's a potential
[1:07:22] possibility in that area. And then
[1:07:24] striping the parking if that's a
[1:07:25] potential I mean on the street.
[1:07:27] » This just specifically for I mean,
[1:07:30] I guess I disagree with tabling it. That
[1:07:32] can be brought at another time yes by
[1:07:35] the parks department.
[1:07:36] » Exactly.
[1:07:36] » I really feel all of these are separate
[1:07:38] issues.
[1:07:39] » Okay.
[1:07:39] » Whatever you have going legally is not
[1:07:41] my concern.
[1:07:43] My concern is solely the parking lot in
[1:07:45] relation to this tiny little
[1:07:48] sandbox
[1:07:49] and how it's overkill and not necessary.
[1:07:52] And I think that's what we're voting on
[1:07:54] now. Other things can be brought at
[1:07:56] other times.
[1:07:56] » The proposal was fixing a reme- I mean
[1:07:58] fixing a problem. The problem was that
[1:07:59] they were parking in front of the church
[1:08:00] driveway.
[1:08:01] » Right. I guess we don't know if it
[1:08:03] actually is a huge problem. I mean, it
[1:08:07] it you have voiced concerns that perhaps
[1:08:10] people turning around in the driveways,
[1:08:11] maybe people blocking the driveways, but
[1:08:13] I don't know. I haven't heard anything
[1:08:15] else
[1:08:16] on that.
[1:08:18] So.
[1:08:19] » Okay.
[1:08:19] » I I would vote.
[1:08:21] » Yes, we're ready to vote. No other
[1:08:22] comments? No other questions? Roderick?
[1:08:25] » I vote no.
[1:08:28] » Uh,
[1:08:29] Candace?
[1:08:30] » No.
[1:08:30] » I vote no. Tim is gone, absent. Bill?
[1:08:34] » No.
[1:08:36] » Okay, Jared? No. Randall?
[1:08:38] » I vote yes.
[1:08:44] » Yes, is the motion is did not you're
[1:08:46] voting yes to didn't you you made a
[1:08:48] motion
[1:08:49] to not have it.
[1:08:50] » I'm sorry. We put the motion in the
[1:08:52] negative.
[1:08:53] » Yeah.
[1:08:53] » We did. I promise.
[1:08:55] » Yeah.
[1:08:56] » Yeah.
[1:08:56] » Yeah, there's a second.
[1:08:58] » Yeah, so let's just be clear what we're
[1:09:00] voting.
[1:09:00] » Exactly. I want to say that.
[1:09:01] » Yeah, let's go
[1:09:01] » [laughter]
[1:09:01] » Through this again.
[1:09:02] » You made the motion.
[1:09:02] » I have voted it in the positive and then
[1:09:05] » Okay, you made the motion and I wanted
[1:09:06] to make sure
[1:09:07] » Sorry.
[1:09:08] » [laughter]
[1:09:08] » The motion was to
[1:09:09] » Deny.
[1:09:10] » Yeah, [clears throat] I second it.
[1:09:12] » Yep.
[1:09:14] So, you're saying no, do not don't deny
[1:09:16] it.
[1:09:17] » No, I thought the no was
[1:09:22] » I know, I shouldn't have
[1:09:24] I shouldn't have done that.
[1:09:26] » Exactly.
[1:09:26] » Okay, then I vote yes.
[1:09:27] » That's what I'm talking Yeah, I'm step
[1:09:29] cuz
[1:09:29] » Thank you for clarifying that.
[1:09:31] » Well, I when I when I hear down here
[1:09:32] what he's what he made the motion
[1:09:33] » Was there and I'm shouldn't have done
[1:09:35] that.
[1:09:35] » Yeah, I thought the motion was negative
[1:09:39] » Yeah, you're saying you're saying yes, I
[1:09:41] agree with the motion is what you're
[1:09:42] saying. You're saying no to the motion
[1:09:44] and telling me that you were you're
[1:09:46] denying what the motion is. So, let's
[1:09:47] start this over again. Roderick.
[1:09:49] » Yes.
[1:09:50] » Candace.
[1:09:51] » Yes.
[1:09:52] » The motion is to deny it. Bill.
[1:09:53] » Yes.
[1:09:54] » Yes.
[1:09:54] » Jared.
[1:09:55] » Yes.
[1:09:56] » And Randall.
[1:09:57] » No.
[1:09:59] » Okay, you're saying no.
[1:10:00] All right, and I say no. All right, so
[1:10:02] it's it's denied. Um cuz there was 1 2 3
[1:10:07] four yeses and two nos. So, it has been
[1:10:10] denied. The motion was denied. So,
[1:10:13] thank you guys for your comments. Thank
[1:10:14] you guys for attending. I appreciate
[1:10:16] that. This is all about.
[1:10:19] Next up is the Pepper Fest by uh Mr. Don
[1:10:21] Buzzard actually. He's just going to
[1:10:22] present quickly uh up there what our
[1:10:24] plans are.
[1:10:26] This is just a presentation, so there's
[1:10:28] no real um discussion at this level.
[1:10:30] Just kind of gets you level set with the
[1:10:31] planning commission where we're at with
[1:10:33] this project.
[1:10:34] And update everyone.
[1:10:40] And then Don, you have to turn the
[1:10:42] overhead on.
[1:10:43] » What's that?
[1:10:44] » That.
[1:10:45] » Do I got to turn it on?
[1:10:46] » Should be the remote right there in
[1:10:47] front of you.
[1:10:49] There it is, Don.
[1:10:52] » Oh, we got it.
[1:10:54] All right, Don Buzzard, uh treasurer
[1:10:55] North Hudson Pepper Fest, 1122 Partridge
[1:10:58] Lane, North.
[1:11:00] I'm just here to give a quick update on
[1:11:02] where we are with the I think we
[1:11:03] presented
[1:11:05] uh,
[1:11:06] last year uh,
[1:11:08] to to build the community center back
[1:11:10] here. So, um,
[1:11:13] we completed the initial design. I
[1:11:15] wanted to show a picture of that. Um,
[1:11:18] just so that you can you get a chance to
[1:11:20] look at it.
[1:11:21] » Let me bring it up to you in a sec.
[1:11:35] » All right. So, this is the the drawing
[1:11:38] of the community center. So, it would be
[1:11:40] right back here.
[1:11:41] It has two two different building two
[1:11:43] different sides, so you could have Girl
[1:11:44] Scouts and Boy Scouts here.
[1:11:47] The the bathrooms here would be
[1:11:48] available for the park to come in here.
[1:11:50] So, these these could be locked up here
[1:11:52] and you could still have the bathrooms
[1:11:53] open for the park.
[1:11:55] It's a half-size basement. We we did
[1:11:57] have a full basement. We cut that back
[1:11:59] to a half the last time.
[1:12:01] Um,
[1:12:02] pretty much laid out pretty simple basic
[1:12:04] layout.
[1:12:06] Um,
[1:12:08] see what we got next.
[1:12:10] Uh, second one.
[1:12:14] Sorry, I'm struggling on this PC.
[1:12:17] Um,
[1:12:19] this is how the layout would be across
[1:12:21] the environment. Uh, this one
[1:12:24] all of our parking there'd be 46 parking
[1:12:26] spots over here in the village.
[1:12:29] There would only be four parking spots
[1:12:31] up here. This is not This is wrong here,
[1:12:34] but
[1:12:35] that's been changed. So, we eliminated
[1:12:36] those parking spots in front of the
[1:12:37] neighbors over there.
[1:12:39] Um, so all the parking would be there.
[1:12:41] There'd be handicap and three other
[1:12:43] spots.
[1:12:44] Um,
[1:12:45] » No street parking then? That got taken
[1:12:47] out?
[1:12:48] » S-
[1:12:49] The street parking and were going to add
[1:12:51] some additional street parking here.
[1:12:52] » Yeah.
[1:12:53] » But, right now this 46 spots is all we
[1:12:55] need for that.
[1:12:56] » Okay.
[1:12:57] » And then the four up there for handicap
[1:13:00] Uh again, during the day our plan is to
[1:13:02] have the senior center there. So, the
[1:13:03] seniors would be there, so they have a
[1:13:04] spot so they could drop off and still
[1:13:07] park over here.
[1:13:09] And
[1:13:24] I can show you what the building would
[1:13:26] look like.
[1:13:34] And this would be phase one, just the
[1:13:36] building.
[1:13:37] The gazebo type would be phase two and
[1:13:39] later.
[1:13:40] And same with the park, as those funds
[1:13:43] would come forward.
[1:13:53] And we have been approved for our loan.
[1:13:55] Our goal is to pay it off in 6 years.
[1:13:59] So.
[1:14:01] Quick.
[1:14:06] Well, yes, I It isn't done. I'll let it
[1:14:08] keep going.
[1:14:10] » It kind of goes over the same thing.
[1:14:12] » So, the colors are representative. It's
[1:14:14] red.
[1:14:15] » Uh it's going to actually match the
[1:14:16] color of the the village hall.
[1:14:18] » All right, yeah.
[1:14:19] » So, it's supposed to match exactly
[1:14:21] within the neighborhood?
[1:14:23] I don't know why they put red on there.
[1:14:26] » What's your [music] plan for starting?
[1:14:28] » Uh the the goal to have this started uh
[1:14:30] it's a w-
[1:14:32] the plan is to send in for the state
[1:14:34] permit. That takes 5 to 12 weeks. So,
[1:14:37] hopefully by Pepper Fest we would break
[1:14:38] ground.
[1:14:40] » Or after.
[1:14:41] » Or after. I mean, we can't control how
[1:14:43] long the state
[1:14:44] takes. They They tell us 4 to 12 weeks,
[1:14:47] » And it's today. we don't know what that
[1:14:48] is.
[1:14:49] » So, how many square feet is the
[1:14:50] building?
[1:14:51] » It's 50 by 100.
[1:14:53] » Sounds
[1:14:54] And forgive me, I wasn't around the last
[1:14:56] time. Was there any talk about
[1:14:58] fencing for the neighbors?
[1:15:01] » Yep.
[1:15:02] » And there was and what
[1:15:03] » Fence along the side.
[1:15:04] » And how what was the height of that?
[1:15:07] » I think it was eight feet or nine feet
[1:15:10] ordinance.
[1:15:11] » But they could go on a variance or we
[1:15:13] could approve a variance of eight feet
[1:15:14] if the neighbors wanted it?
[1:15:16] » Yep. Yep.
[1:15:23] » Can you clarify
[1:15:24] like is the CPC still valid?
[1:15:28] Cuz in the ordinance it says it lapses
[1:15:29] after six months if no construction has
[1:15:32] begun.
[1:15:34] » Uh to our knowledge it's still approved.
[1:15:36] » Could you clarify
[1:15:37] » Yeah, I'd have to look.
[1:15:39] » She's got an ordinance book right there.
[1:15:42] » Okay.
[1:15:43] Um I'll look.
[1:15:45] Tomorrow.
[1:15:47] » [clears throat]
[1:15:52] » That's That's really all I had and we
[1:15:53] We'll present again once we get to the
[1:15:55] next step and just keep coming back.
[1:15:57] Make sure people are overly involved.
[1:15:59] » Cuz um I I didn't see anything in there
[1:16:01] for a kitchen.
[1:16:03] » Uh
[1:16:05] It's not really a kitchen.
[1:16:07] » [laughter]
[1:16:07] » There's a kitchen, but it's like uh
[1:16:10] Hold on. Let me bring it up.
[1:16:12] » All right. Is that touchable?
[1:16:13] » Ah.
[1:16:15] I'm using Tim's computer, so
[1:16:18] » Well, can you give us a little
[1:16:19] background because I'm catching up here,
[1:16:21] but this is being funded by the Pepper
[1:16:25] Fest entity, right?
[1:16:27] » Yep.
[1:16:27] » I'm assuming and not taxpayer money. No
[1:16:29] taxpayer money. And it's going to stay
[1:16:31] in their ownership.
[1:16:32] » Mhm.
[1:16:33] » And a 501c3, so no taxes paid by them.
[1:16:36] » Yep.
[1:16:37] » And
[1:16:38] uh they're going to utilize it for a
[1:16:39] community center for everybody to take
[1:16:42] advantage of, right, in the community.
[1:16:44] Uh the kitchen though, aren't you doing
[1:16:48] » It's not a commercial kitchen. We're not
[1:16:50] » Like when we have Pepper Fest, it's
[1:16:51] still going to be outside.
[1:16:53] » Okay.
[1:16:53] » If the seniors wanted to do Meals on
[1:16:55] Wheels, it'll be brought in from
[1:16:56] somewhere else. It's not built for that.
[1:16:59] We'll have a basic kitchen, you know,
[1:17:00] with
[1:17:01] you know, a couple cabinets and coffee
[1:17:04] and
[1:17:05] maybe a stove, but not not a commercial
[1:17:07] building type of any.
[1:17:09] » So, are you
[1:17:10] » Be able to do bingo or things like that
[1:17:12] » Yeah, bingo
[1:17:14] » And those type of things?
[1:17:16] » Yeah, bingo and
[1:17:18] um Girl Scouts, Boy Scouts. Um
[1:17:22] » So, what's rental look like on that then
[1:17:24] for these organizations?
[1:17:25] » You
[1:17:25] » Yeah, we we want to
[1:17:26] » You don't have any kind of thing
[1:17:27] proposed or anything.
[1:17:28] » Our plan isn't to
[1:17:30] make money on it.
[1:17:32] We want to break even and we put so much
[1:17:33] Like right now, we put in
[1:17:35] Like when we bought the land, we're
[1:17:36] putting in 60 grand a year to pay for
[1:17:39] it.
[1:17:39] » Right.
[1:17:40] » And we're going to continue to support
[1:17:41] the community through that. And that's
[1:17:42] what the money from Pepper Fest will go
[1:17:44] through.
[1:17:45] So, it's we're not trying to make money
[1:17:47] on the deal. This isn't a money-making
[1:17:49] alternative. We're trying to give a
[1:17:51] place for people to go
[1:17:52] » Nice looking
[1:17:52] » And do things.
[1:17:53] » Are we allowed to ask questions?
[1:17:55] Cuz you said it's not commercial. Are we
[1:17:57] [clears throat] allowed to ask
[1:17:57] » Yeah, we're not going to debate or
[1:17:59] anything, but you can definitely ask
[1:18:00] questions. Yeah.
[1:18:01] » Absolutely.
[1:18:02] Jared asked about the rental. I believe
[1:18:03] actually Jared, you're the one who
[1:18:04] brought it up in the last meeting that
[1:18:06] it was brought up that technically, if I
[1:18:08] were allowed to get married there, they
[1:18:10] pay a Pepper Fest fee.
[1:18:11] So, if I were to get married there, I'd
[1:18:12] have to pay a $50 fee to guys. And have
[1:18:14] my wedding there.
[1:18:16] Technically, I couldn't do that.
[1:18:18] » That's correct.
[1:18:20] That's part of the
[1:18:21] » That's part of the cost, yeah.
[1:18:22] » So, that is definitely a concern.
[1:18:24] » There there will be events there that
[1:18:27] you know, people will donate stuff for,
[1:18:28] right?
[1:18:29] I mean, we got we have to pay the the
[1:18:31] lights and we have to pay the heat and
[1:18:34] um but it'll be more of a donation than
[1:18:36] it is a
[1:18:36] » Do you So, there's ideas like
[1:18:39] would you ever have like a farmers
[1:18:40] market or an Oktoberfest or
[1:18:44] » I don't see that. Like, for example,
[1:18:46] like the King's Club has a casino night
[1:18:47] once a year. That would be there
[1:18:49] probably, you know? A few events like
[1:18:51] that, but we're not anticipating
[1:18:54] It's not It's not planned to be rented
[1:18:56] every weekend for weddings, etc. That's
[1:18:58] not the point.
[1:19:00] But, it'll be used occasionally.
[1:19:03] » Well, I like Oktoberfest.
[1:19:05] » It's Oktoberfest.
[1:19:05] » Nice gift for the community.
[1:19:07] » It's a way to give back, right? So, they
[1:19:09] used to give a lot of money Pep Fest
[1:19:10] used to give a lot of money to the
[1:19:11] school.
[1:19:13] And we're very We've We've really turned
[1:19:15] this around over the last 10 years.
[1:19:17] And we we gave out like 24 different
[1:19:19] grants last year. This time we're trying
[1:19:21] to build something and
[1:19:23] and have some place for people to go.
[1:19:27] » I have another question. Sorry.
[1:19:30] so,
[1:19:31] I have
[1:19:32] I have expressed several concerns to the
[1:19:35] committee and also to
[1:19:36] Pep Fest president.
[1:19:38] Uh we've even met with several of us
[1:19:41] neighbors. We gave feedback,
[1:19:43] suggestions, compromises. And from what
[1:19:46] I see from the presentation, there has
[1:19:48] been zero changes and zero
[1:19:50] considerations from the feedback that we
[1:19:52] shared, and I'm just curious why.
[1:19:54] » Because in that conversation that we had
[1:19:56] with you, I did specifically ask like,
[1:19:59] are we wasting our breath sitting here
[1:20:01] sharing this with you? And you said,
[1:20:02] "Absolutely not. We'll take it into
[1:20:03] consideration, take it back." But, I
[1:20:05] don't see any of any changes,
[1:20:07] specifically the scale. If anything, the
[1:20:10] scale is slightly larger
[1:20:12] because I believe it was just under
[1:20:14] 5,000 sq ft when you guys originally
[1:20:16] showed it to us, and now it's Did I hear
[1:20:19] it's 5,000 sq ft?
[1:20:21] » It It It hasn't changed.
[1:20:23] » No, it hasn't changed. It's been the
[1:20:24] same.
[1:20:24] » I guess I could be wrong. It could be 48
[1:20:26] by 100.
[1:20:28] » 48 by 100.
[1:20:31] It's 5,000.
[1:20:31] » Yeah.
[1:20:33] » We didn't change anything. The only
[1:20:34] thing we changed you guys brought up the
[1:20:36] thing about the
[1:20:39] noisy air conditioners. We asked them to
[1:20:41] look at that to how we could make that
[1:20:43] quieter. We took the We had windows on
[1:20:45] that side, so
[1:20:47] we took all the windows and
[1:20:49] tried to make it quieter on that side
[1:20:51] and made 2 by 8 walls. So, and then we
[1:20:53] took the lighting away from there. We We
[1:20:55] did try to adjust anything that we could
[1:20:56] on that side.
[1:20:58] » The size is basically we we
[1:21:00] Yeah, and and I know. We went back with
[1:21:02] the size with the architecture and it
[1:21:04] just it the decision came back as it it
[1:21:09] the fit inside this and what we want the
[1:21:11] use for, we felt that the size was
[1:21:12] needed.
[1:21:14] To have two separate activities going on
[1:21:16] at one time, have it out community
[1:21:17] bathrooms for everyone.
[1:21:19] And to be able to
[1:21:22] meet what
[1:21:24] I I guess
[1:21:26] » You should put it on that commercial
[1:21:27] lot.
[1:21:31] » We don't own it.
[1:21:31] » We don't We don't own it.
[1:21:32] » Be quiet.
[1:21:33] » We don't own it.
[1:21:34] » That was already bought.
[1:21:35] » So, then you bought the residential lot.
[1:21:37] » [clears throat]
[1:21:37] » And now you're turning it into
[1:21:39] commercial trying to
[1:21:40] » Yep.
[1:21:41] But you did it
[1:21:42] address some lighting issues and some
[1:21:44] windows.
[1:21:45] » There is some kind of
[1:21:46] » The fencing is definitely and I go back
[1:21:48] to Jared. If we want to put a larger
[1:21:49] fence up, we will pay for that. I mean
[1:21:52] » The main concern we again I have
[1:21:55] multiple concerns that are some of them,
[1:21:57] right? My main concern is the size of
[1:22:00] the building and the capacity of the
[1:22:02] building.
[1:22:03] » Yep.
[1:22:03] » And again, I see none of those concerns
[1:22:07] were even remotely taken into
[1:22:09] consideration. So, I understand Tim that
[1:22:12] you want to and
[1:22:15] bring something to the community, right?
[1:22:17] I guess I just I still don't understand
[1:22:19] why you are placing
[1:22:23] the city of Hudson's
[1:22:25] community needs first before North
[1:22:28] Hudson community. Where that is what
[1:22:30] Pepper Fest was originally meant to
[1:22:32] support, and that is also the community
[1:22:34] that you live in, right? So, why does
[1:22:37] the city of Hudson take priority over
[1:22:40] the village that
[1:22:41] » Well,
[1:22:42] » That that is what Pepper Fest is meant
[1:22:44] for.
[1:22:44] » Yeah, I don't think we're directing it
[1:22:46] to we're directing it to anyone.
[1:22:47] » But the [clears throat] but the
[1:22:48] organizations that you shared with us
[1:22:50] that you're going that you're going to
[1:22:52] support and that you're receiving grants
[1:22:54] for are
[1:22:56] from the city, from Hudson, not North
[1:22:58] Hudson. They're not North Hudson
[1:23:01] community organizations that you're
[1:23:03] prioritizing. You're prioritizing Hudson
[1:23:05] community
[1:23:06] » Well, I
[1:23:07] I feel North Hudson
[1:23:08] » Want to understand. Is it because of the
[1:23:09] grant money? Is that why there it's
[1:23:11] taking precedent over the North Hudson
[1:23:13] » Well, no, our grants are going after
[1:23:15] larger communities and larger
[1:23:16] organizations to be fair.
[1:23:17] » From the bank, Anderson Windows.
[1:23:19] » Yeah, so we're just directing it's not
[1:23:21] really we're not focusing on one one
[1:23:23] entity. I mean,
[1:23:25] I I anticipate people from outside
[1:23:27] coming in and using it, to be honest
[1:23:29] with you. Outside of Hudson, outside
[1:23:31] North Hudson, not you know, any I just
[1:23:33] think it's a community building that's
[1:23:34] going to be used for access for people
[1:23:36] to get, you know, to use to rent or
[1:23:39] donate.
[1:23:40] » Of the the members of this community
[1:23:42] though.
[1:23:45] We are very supportive as a a member of
[1:23:49] this community of the community center.
[1:23:51] Don't get I don't want to misin-
[1:23:53] misrepresent that. It's the magnitude.
[1:23:56] That does not match the footprint of
[1:23:58] North Hudson.
[1:24:00] I mean, it's not even close. And I in my
[1:24:03] communication to the board, I
[1:24:05] shared examples, right? Of other
[1:24:08] communities that are much much larger
[1:24:10] than us that have facilities that are
[1:24:12] supporting
[1:24:14] much larger communities that are smaller
[1:24:16] than what you guys are building. And I
[1:24:17] just that is like my main question. I
[1:24:19] just do not understand why it has to be
[1:24:21] at such a large scale. You know, and
[1:24:24] even if you would say it's because of
[1:24:26] the money, it's going to make us money.
[1:24:27] You're saying it's not making us money,
[1:24:29] right? So, I just don't understand the
[1:24:30] motivation
[1:24:31] » It's just the use. The main use. It's
[1:24:34] the main use.
[1:24:35] I feel it's going to be used more of
[1:24:37] this at this size.
[1:24:40] » And the And the architect told us if we
[1:24:41] reduced it 10 ft it there's no
[1:24:44] cost difference. It All we do is lose
[1:24:46] our space.
[1:24:47] So,
[1:24:48] » [laughter]
[1:24:49] » It didn't make any sense.
[1:24:51] » But I I appreciate your comments, but I
[1:24:54] And I said I I listened to everything
[1:24:55] you stated, but the fact is is that we
[1:24:58] went back and we talked and we adjusted
[1:25:00] the things for noise. We We're trying to
[1:25:02] lighting and all that stuff, but the
[1:25:04] size we just felt it was important to
[1:25:05] have.
[1:25:06] » And we'll do everything we can on that
[1:25:08] wall to make it
[1:25:10] whatever insulation in there.
[1:25:12] » No.
[1:25:13] What time?
[1:25:14] » No.
[1:25:14] » Who decided that?
[1:25:16] The two of you?
[1:25:17] » The The what?
[1:25:20] » There was a We had a separate committee
[1:25:22] set up
[1:25:22] » Yep.
[1:25:23] » Across the community. Bob Bardwell
[1:25:26] » No, we don't say names and names. Yeah.
[1:25:28] » We had a We had a group set up. I was
[1:25:30] just one of the members. I'm the money
[1:25:31] guy, so
[1:25:33] I'm the one that try to find the money.
[1:25:34] » Can you share those results?
[1:25:37] Of the Of the group?
[1:25:38] » Well, keep in mind, we're building this
[1:25:39] thing as a non It's an It's a no
[1:25:41] taxpayer money at all.
[1:25:43] » I'm not concerned with that.
[1:25:45] » Okay. Well, then and we went through the
[1:25:47] proper channels
[1:25:49] » [clears throat]
[1:25:49] » Of getting a commissioning use permit
[1:25:51] and we
[1:25:52] and we presented to everyone. So,
[1:25:55] I'm All I'm saying I'm going to end the
[1:25:56] meeting after this cuz it and
[1:25:59] we're presenting, we're keeping
[1:26:00] everybody informed as we step through
[1:26:02] these processes.
[1:26:04] And the goal is of course is to put
[1:26:05] something up that the community can use.
[1:26:07] Not Hudson specifically, not North
[1:26:09] Hudson specifically, anybody can use.
[1:26:12] That is the goal of this.
[1:26:13] The seniors are here representing it.
[1:26:15] The fact is cuz they want to be using
[1:26:16] it. I don't care if they live in Hudson,
[1:26:18] North Hudson, town of of Troy, whatever.
[1:26:22] They need a place to go to. We know
[1:26:24] that. The we we've been told. And
[1:26:26] there's other other groups that want to
[1:26:27] use it also.
[1:26:29] And and
[1:26:30] we commit and we contribute to a lot of
[1:26:33] organizations with our annual
[1:26:34] fundraising for Pepper Fest that they
[1:26:37] came back to us and said we need a
[1:26:38] building something like this.
[1:26:40] And this building can have two events
[1:26:42] going at one time and that is the
[1:26:43] purpose behind it.
[1:26:45] » Can I ask another question?
[1:26:47] » I'm going to have to stop.
[1:26:48] Cuz the fact is we're getting into
[1:26:50] debates. This is exactly what we we had
[1:26:52] last
[1:26:52] » I I do have a question.
[1:26:53] » The
[1:26:54] Please go ahead. Last one.
[1:26:55] » So,
[1:26:57] how is and I understand that you guys
[1:26:59] have
[1:27:00] uh spaces for parking.
[1:27:03] But as also addressed in one of the
[1:27:05] earlier topics, people can park on the
[1:27:08] street, correct? And so what my question
[1:27:10] is is how are we going to address
[1:27:12] [clears throat] on-street parking and
[1:27:13] traffic? Because I understand that
[1:27:17] Monroe is the only street that has a
[1:27:19] stoplight. Monroe is the busiest street
[1:27:22] besides 35 in North Hudson. Monroe also,
[1:27:25] starting the last week of October or
[1:27:27] August, will also be getting much busier
[1:27:29] with the closure of Fulton.
[1:27:32] And then you're adding this on top of
[1:27:33] it. My 8-year-old daughter walks to and
[1:27:36] from school every single day.
[1:27:38] And I walk her every single morning. And
[1:27:41] our chief uh patrols every single day
[1:27:44] because it is an unsafe street.
[1:27:47] Because people are flying up and down
[1:27:48] the road and there's tons of traffic.
[1:27:51] And so you add something like this and
[1:27:52] you're adding additional traffic and
[1:27:54] parking. So my question is how is that
[1:27:57] being addressed? I understand the lots
[1:27:59] and the spaces you guys have specked
[1:28:01] out, but how is the rest of it going to
[1:28:03] be controlled?
[1:28:04] » Well, [clears throat] the intention is
[1:28:05] there are no parking on Monroe Street.
[1:28:06] That's the intentions.
[1:28:09] The parking will be back here.
[1:28:11] » So,
[1:28:12] I'm
[1:28:13] can't really put up no parking signs on
[1:28:14] the road.
[1:28:15] » No, you can't. And I can't deny and I
[1:28:17] but
[1:28:17] » Want to park closer to the door,
[1:28:19] possibly.
[1:28:20] » Right.
[1:28:21] » Um I'm in 711, we're on the other side
[1:28:23] of Manzanita.
[1:28:24] » Yep.
[1:28:25] » Um
[1:28:26] we have
[1:28:28] this is our last year was our first
[1:28:29] Pepper Fest in our home. Uh
[1:28:33] it was problematic
[1:28:36] just in just on Saturday. Just uh wife
[1:28:40] works on Saturdays.
[1:28:41] She came and we got get back in the
[1:28:42] driveway and there was someone halfway
[1:28:44] blocking our driveway.
[1:28:48] I'm I'm I worry about parking on
[1:28:51] the street as well.
[1:28:52] That is a big concern cuz
[1:28:55] my journey started it's
[1:28:57] it's very busy on a
[1:28:58] » Tim Tim, is that something we could take
[1:28:59] to someone on the board and say no
[1:29:02] parking [clears throat] from here to the
[1:29:03] Yeah, well
[1:29:05] we're we're
[1:29:06] I mean we're trying to make it work,
[1:29:08] right?
[1:29:10] Well, that's
[1:29:10] » Maybe it's permit only.
[1:29:12] » Yeah, now we're getting into we're
[1:29:13] getting Yeah, all right. So, I
[1:29:15] appreciate you guys' comments and this
[1:29:16] is just in for more information for you
[1:29:18] guys to see.
[1:29:19] » Informational question.
[1:29:21] » Yes.
[1:29:21] » What is the capacity inside, do you
[1:29:24] think?
[1:29:24] » Uh 250. It's It's two No, it's 212,
[1:29:28] right?
[1:29:29] » Well, under 250.
[1:29:30] » Yeah, it's 212.
[1:29:31] » Okay. Thank you.
[1:29:32] » What are you going to name it?
[1:29:34] » It's still not determined yet.
[1:29:36] » [clears throat]
[1:29:38] » Cuz we sold our house.
[1:29:39] » There will be something in there with
[1:29:40] that name on it. I can tell you that.
[1:29:43] » All right.
[1:29:44] » We know that. So.
[1:29:46] » Will there be an opportunity for public
[1:29:49] conversation and feedback on this topic?
[1:29:54] » Um all I can say is that we're going to
[1:29:56] keep coming back and forth giving more
[1:29:58] information, so
[1:30:00] this
[1:30:00] » Outside of just informational
[1:30:03] presentation,
[1:30:04] so like some of the earlier topics, how
[1:30:07] some of the community members were able
[1:30:08] to come up and speak, will there be an
[1:30:10] opportunity for this topic to also have
[1:30:12] community members come up and speak and
[1:30:14] share?
[1:30:15] » Um, [clears throat] possibly, we'll see.
[1:30:17] I can see if they can be open session on
[1:30:18] this, but open hearing, I mean
[1:30:22] Yeah.
[1:30:23] » I want to see the status of the
[1:30:25] approvals.
[1:30:25] » Yeah, yep, we'll have to see.
[1:30:27] Definitely.
[1:30:29] Michelle, quick.
[1:30:31] » Um,
[1:30:31] I would just say that this is the first
[1:30:33] that I heard that you were doing this.
[1:30:36] Sounds great to me.
[1:30:39] » Thank you, Michelle.
[1:30:40] Okay, um, that's all. We're going to
[1:30:42] move on to routine business. Anything on
[1:30:44] routine business by anybody more on the
[1:30:45] board?
[1:30:47] All right, with that we adjourn at 7:32.
[1:30:50] Thank you all for attending, appreciate
[1:30:51] that. Thank you.
