order roll
call you here Ryan Matson
[0:17]
here here Steiner
here uh Brett pic
[0:25]
here hey pled Allegiance
[0:31]
I pledge aliance to the flag of the
United States of America and to the
[0:36]
Republic for which it stands one nation
under God indivisible with liberty and
[0:43]
justice for
[0:49]
all approve the
[0:53]
agenda you said we could strike public
hearing yes yeah uh just a placeholder
[1:02]
any other thing to
add anybody else no any motion to
[1:08]
approve the uh agenda I'll make that
motion sorry
[1:15]
motion Brian second by jod discussion
all in favor signify by saying I oppos
[1:23]
motion carried approval of minutes from
our February meeting
[1:39]
I got a typo on that first uh motion up
there the minutes I'll keep that fixed
[2:20]
second no second Brian discussion all in
favor signify by saying I
[2:32]
and then we go on to new business the
Cannabis ordinance introduction yes uh
[2:38]
right so in the uh the city's effort to
kind of um you know well I mean I guess
[2:44]
let me back up the
the the city can't say no if someone
[2:50]
wants to come in with cannabis business
they can't and in order to
[2:57]
um so right if we can't say no we you
know we can't control it so to control
[3:02]
it we have to have an ordinance so uh I
was talking with sourcewell and they
[3:07]
sent me a bunch of different cities
ordinances and um like everywhere in
[3:13]
Minnesota everything's just a little bit
different uh some cities will
[3:16]
incorporate their ordinance into their
land use but just the the amount of
[3:22]
changes that are are kind of happening
around cannabis it it it's it's good
[3:26]
just to have its own Standalone
ordinance so that's um what I did uh I
[3:31]
uh I took this one from uh Emily and uh
Emily
[3:36]
Minnesota uh they're about same size as
us and they have pretty much the same
[3:44]
kind of uh City layout as well so um
really what I want you know the
[3:50]
commission's um you know thoughts on is
if we uh can kind of page ahead here
[3:58]
to um
3.2 zoning and land use um I'd like the
[4:06]
uh the commission's thoughts on where
the should be now our actual land use
[4:11]
ordinance says a th000 feet from a
school and then 500 feet from basically
[4:18]
Public public areas um and places where
miners are now our ordinance doesn't
[4:25]
doesn't specify exactly what that 500 ft
is for but I believe the the spirit of
[4:30]
the ordinance is that is for the
consumption of cannabis
[4:35]
not you know other things however um
just given the the feet distance uh I
[4:42]
really am only going to propose the C2
District which is uh the highway
[4:46]
commercial which you can see uh just
south of Spirit Lake there uh it's that
[4:52]
darker pink be where Monaga Marine wases
that area yes and then we have also the
[4:58]
industrial district as well now uh I
have all of that already baked in here
[5:03]
uh you'll notice under
cultivation um you know there's indoor
[5:07]
and outdoor use uh for manufacturer
obviously that would all be
[5:12]
indoor um and then uh another
interesting point when it comes to
[5:17]
signage they would just fall
under um what our land use ordinance
[5:22]
says about it which is uh they they lay
out the specifics in there
[5:39]
it it absolutely is pretty basic so I
mean I figure cultivation so you're
[5:44]
you're you're growing the Cannabis um
you know if you want to do that next to
[5:48]
the highway we're you know I I would
recommend maybe having that just
[5:53]
indoors um
and yeah okay fence it something uh and
[6:00]
then you know in the industrial district
well you know okay go ahead
[6:07]
um and then
uh what's another one manufacturer
[6:15]
so you know industrial district Highway
commercial okay uh if you want to create
[6:24]
your you know products you want to
consume um you know wholesale
[6:31]
again Highway commercial industrial
cannabis retail so if you want to sell
[6:37]
you know just have your your stand if
you will again
[6:41]
um yeah I Optics wise
um is that something that everyone wants
[6:48]
to see coming into town I don't
know um or just again limit that just to
[6:55]
Industrial you know just something to
think about uh cannabis Transportation
[7:01]
uh honestly I think that could almost go
anywhere because if it's just being
[7:07]
transported or they have a you know
Distribution Center I mean you're never
[7:12]
going to see it it's just going from A
to
[7:14]
B um cannabis
delivery um and then all their cannabis
[7:22]
business license by uh not licensed by
the state I'll just limit that to again
[7:27]
Highway commercial and
[7:31]
industrial this is an ordinance do we
have to have a public comment on this uh
[7:36]
yes there will be a public hearing for
it yeah and it'll just go through the
[7:40]
whole timeline just like uh we did for
the land news so are we going to hold
[7:44]
the hearing in or the council or uh well
I believe it's to the council yeah I
[7:50]
believe the it's the council's intention
to hold the public hearing for these and
[7:54]
then to to really look at these and kind
of really discuss them um
[8:01]
you know I I wanted to bring it here
first and just hear your thoughts when
[8:05]
before I bring it up uh this is this is
on the agenda for the 10th so uh you
[8:10]
know whatever recommendations uh are
made here tonight I'll I'll put those in
[8:15]
and uh there'll just be further talking
[8:23]
points anyone have any comments on there
that you want to bring up or I
[8:28]
personally would like to see
[8:31]
out not down where the kids are or the
schools
[8:37]
or that's what these are these are all
out yeah yeah yeah and I mean let me uh
[8:43]
my whole thought con because I you know
it's Optics right to um yeah basically
[8:49]
here and then industrial district that
theol on that man uh the school would
[8:58]
be full
yeah and even then so I think we
[9:03]
probably cutting it really close if
someone was going to set up a business
[9:06]
right
here um and then again all these permits
[9:11]
are conditional use so we're going to
have leverage to really like you have to
[9:16]
you have to bring us a plan and we have
to examine it and approve it it's not
[9:20]
just going to be a hey I bought some
land and growing
[9:23]
weed so this is going to be a deliberate
process
[9:30]
this has been through Emily's legal and
whatnot right yeah and that's kind of
[9:33]
one of the other great advantages is um
you know their document you know it
[9:38]
already went for public hearing and uh
really other than just some cosmetic
[9:43]
changes and then tailoring it just to
managa uh really it's um you know they
[9:50]
saved us a lot of a lot of work and
probably a good chunk of
[9:55]
money all the verbage come straight from
there correct
[10:08]
it sounds like we have a pretty good
thumb on days yeah well that's the whole
[10:13]
intent we can't like said we can't say
no but we can
[10:20]
sayead of it before somebody does decide
to move into
[10:24]
town and I mean anything's possible um
you know I
[10:29]
I mean so far I think I've gotten one
call and just a couple emails about it
[10:33]
and I and I really think that they're
just they're really fishing and they're
[10:37]
just throwing out a huge net just to see
you know what are cities doing and then
[10:42]
what's the reasonable expectation you
know and if someone wants to come here
[10:46]
and you know they want to set up a shop
in the industrial district okay that's
[10:49]
great their their vehicles are filling
up at our gas stations they're shopping
[10:53]
at our grocery stores you know they're
spending money in town and you know I
[10:58]
think it's it's a it's a net win
um and let's be honest uh you hear way
[11:05]
more drunk driving accidents than you do
driving high and I mean is you know
[11:11]
whatever the appetite morality is about
it it it's good for the city bring in
[11:15]
business
[11:22]
so just like are okay on it then or yeah
yeah you're okay and then any comments
[11:27]
you have like uh you know especially
like for cultivation I mean you know
[11:32]
because I I just I plugged it in what I
thought made sense all right and that's
[11:35]
just what Brett thought all right so uh
if you have an opinion about something
[11:40]
or you feel strongly about like hey I
don't want wholesale you know on 71 we
[11:45]
should just limit that to the indust
then yeah I mean those kind of comments
[11:48]
I'm looking for for
sure well I don't want I don't want to
[11:52]
limit them if they do come into town you
know I don't want to limit their
[11:56]
exposure either if a business comes in
to make money they're going want some
[11:59]
Highway exposure so they might want to
do that Highway commercial there so that
[12:03]
their sign is right out there where
people are going by I don't have the
[12:06]
issue with
that like you've got that as indoor for
[12:10]
cultivation so that wouldn't be Big
Field that growing there in the
[12:14]
industrial park nobody sees
it I don't have I think you've got a
[12:18]
pretty good handle on it here it looks
to me in my
[12:24]
opinion and so and so you said that in
any case if someone wants to set up this
[12:30]
business it would be a conditional use
everything is conditional use
[12:34]
yes guess I don't objection to
[12:40]
it wasn't your talk I'm time know about
the liquor stores on these so uh the the
[12:47]
difference and this is actually coming
up on the uh the 10th as well is the
[12:52]
liquor store wants to sell Edibles and
the the drinkable
[12:57]
THC I I am not a connoisseur nor an
enjoyer so I can't give you the
[13:02]
specifics but what I do know is it's
relatively cheap to buy into the markup
[13:07]
is fantastic and we get some of that tax
back as well and you know we're a pretty
[13:12]
popular place in the summertime we have
one of the best disc golf courses in the
[13:16]
region it's only going to get better you
know we're going to start attracting you
[13:20]
significantly more people and we you
know we already get at least one or two
[13:23]
calls a day with the campsites filling
up and you know they do come to the
[13:28]
liquor store that's where they go and
purchase their their Beverages and they
[13:32]
do frequently ask if we sell THC
products and you know we well we don't
[13:38]
and what do they do well they drive down
to wena or drive up to Park Rapids
[13:42]
whatever their poison is so why why not
have it here for them to spend their
[13:46]
money on maret C stuff and I think it's
I think it's 20% of the tax get back yep
[13:53]
that's I was wondering even even
like um this thing here if they sell
[13:59]
there would be a tax on that or city
gain anything from that or yes same deal
[14:03]
I think that's same thing on this is
[14:08]
20% yeah I think we might as well be
ready for it I think but you're talking
[14:13]
Edibles now what are you talking
cannabis specifically this is for um
[14:19]
Edibles are like gummy oh gummy bears
yeah gummies are the drinks are just a
[14:24]
drink like a beer cam yeah and they just
got THC and CBD in them they sell them U
[14:31]
71 bottles in park rabbit sells them
I've been up there looked they sell a
[14:36]
lot Dorset corner there they sell
it and they're
[14:43]
making some of that stuff's 120%
[14:48]
markup our chunk of it that's that's
really that's kind of our thoughts yeah
[14:54]
we're always asking Heather to find a
way to make more money like taxes down
[15:02]
so it sounds like nobody's against it
Brian no I'm
[15:08]
well so would you want to like a motion
from us or just an agreement or just
[15:13]
just an agreement yeah a consensus yeah
a consensus would be great and U you
[15:18]
know when uh Monday happens I'm just
going to say like hey uh you know we
[15:23]
went brought this to the Planning
Commission they looked at it they and
[15:28]
you know again I'm going to explain to
the council like a lot of the language
[15:31]
in here it it's just not going to change
at all so the the things that we can
[15:35]
influence are where do we put it and I'm
gonna just try to leave that same
[15:39]
discussion say Planning Commission just
you know uh has consensus that the
[15:44]
locations where we want to put this is
acceptable well if there are any
[15:47]
problems Amy's the one that's going to
end up with the problems right well this
[15:52]
I mean be but it's very it's less
problems than alcohol by a long R okay
[15:59]
everywhere I mean I don't do either
so the other thing is if if they're high
[16:07]
on cannabis is it as recognizable by the
law enforcement as oh yeah it is okay
[16:14]
they have the driving out the influence
isn't just for alcohol it's influence of
[16:17]
anything right so they can they've got
all the do they have like a breath rizer
[16:22]
test or something not not for that they
do a field test and then you do a blood
[16:26]
test I would
it won't show up on a breath
[16:33]
tou H I've been out of the drug game for
we long L well yeah I guess I don't know
[16:38]
either you know I just uh was curious I
guess more than anything you want me to
[16:44]
um yeah I can I can reach out to Amy and
you know it wouldn't hurt yeah uh okay
[16:51]
I'm pretty sure that's all the you know
it's the same deal but she would know
[16:54]
for sure and it would be good just to
know just looking you know firsthand
[17:00]
experience on you know what it's like to
T
[17:24]
okay changed yeah the thing is you know
the more this becomes available and
[17:31]
stuff the more it might come similar to
to alcohol now you
[17:36]
know well I I mean just another
perspective right you know Minnesota's
[17:40]
like what one of just a few states that
that has it completely legal I mean it's
[17:44]
federally it's still an offense I mean
if the FED show up they could just say
[17:48]
well yeah nope it's IL
[17:56]
legal I mean I'm gu guessing right but I
don't think they would do that no they
[18:01]
don't mess with the states pretty
[18:07]
much wadina County hasn't done theirs
yet don't I have to check again I know
[18:13]
we thought about waiting but how long
you wait right the county to do
[18:17]
something grabits did theirs two months
ago neas did theirs the same time so
[18:22]
they're getting ahead of it said they're
all relatively the same though yeah it's
[18:26]
it's a typical yeah
just to control it since you can't say
[18:31]
no we just have to be able to control
[18:37]
it okay well I think the consensus is it
we're okay with it I guess okay uh if
[18:43]
you think of anything between now and
Monday uh something comes to your head
[18:47]
please email me your thoughts uh I'll uh
I'll send this to Amy and then uh I'll
[18:52]
send an email out to you guys tomorrow
with with her response
[19:00]
anything else under new business I guess
we didn't add
[19:04]
anything no old
business uh no we don't have any permits
[19:09]
we're still waiting uh I I I think we're
gonna probably start seeing some trickle
[19:14]
in here as the thaw happens um still
waiting on Mr uh rennenberg uh he did
[19:21]
bring me a u uh a lot split that works
perfectly instead of just having it
[19:27]
split three ways it's just just uh two
Lots now and they they work uh I mean
[19:34]
yes
yeah
[19:38]
sorry U so I mean I think I'm I'm
comfortable just approving it and I'll
[19:42]
bring it in after the fact um it meets
all the
[19:46]
minimums by good margins there's no way
they do it for three ways
[19:56]
no are those rles
yeah and that's the he's the one cabin
[20:03]
wants to do a contract with deed oh so
he had to get the property right because
[20:07]
the property line actually went through
the middle of that second cabin so they
[20:12]
had to get it straightened
[20:17]
out is anything happen happening I can't
talk today on
[20:22]
shingles whole place up there the
Marine oh the Marine yeah the is Jon
[20:30]
Funk
bought
[20:34]
the storage units but I don't know if
anybody's bought that front building yet
[20:38]
that's separate that actual Monaga
Marine building is separate I don't if
[20:42]
anybody's bought that yet I know they
had
[20:45]
people know if that switched hands yet
or not is he going to use it for storage
[20:50]
do you know yeah he called me I got a
camper out there and he called me and
[20:54]
gave me the rates and introduced himself
and whatnot so it'll continue us Storage
[20:59]
storage camper
[21:08]
storage just for you guys to think about
there's a obviously a housing shortage
[21:14]
in this town like most we're trying to
I'm kicking around ideas trying to come
[21:19]
up with anything we can to find a way to
encourage some development and I
[21:24]
certainly don't have all the answers and
I don't know what all we can do I'm just
[21:27]
looking for any ideas anything that
could work like what I think it was
[21:33]
Mills they sold some city property City
lots to Developers for a
[21:39]
dollar with the condition that they had
to have a house structure built on it
[21:43]
within a year so then it brings tax base
right do so we've got some city land
[21:49]
that's just sitting
and doing nothing where's that we got
[21:54]
the old softball fields out at Southgate
there it's actually split into three
[21:58]
Lots it's kind of a weird deal but it's
11 something Acres of High Ground there
[22:02]
I think that's imp possible because it's
got water and sewer stubbed right to it
[22:07]
already it'd be a very simple
development for
[22:09]
[Music]
people and Thena development Corp I
[22:13]
guess is kind of around doing something
with their property but they want the
[22:17]
city to foot the bill on all the on all
the utilities which can I'm just I just
[22:24]
want everybody to start thinking about
anything any ways that we can think of
[22:28]
to encourage somebody to come in and
build some housing and see I mean
[22:34]
apparently there's a lot of people that
want to live here and they can't find
[22:38]
house nothing there's nothing for sale
hardly well would those end up being uh
[22:43]
residential lots or commercial Lots or
well right now it's in the industrial
[22:46]
park but there's a there's a residential
right in front of it to the south side
[22:51]
of that paral is residential house and
then there's those three lots and then
[22:57]
there's Minnesota Power
I think Minnesota Power has their little
[23:01]
substation section there so it wouldn't
be hard we we did last year we kicked
[23:08]
one of those industrial lots
for Shafer yeah we
[23:16]
resal I don't nobody's beating their
door down to come and put anything in
[23:20]
that industrial
park that's maybe somebody comes up with
[23:25]
a better idea yeah yeah just I'm just
trying to get some ideas from anybody I
[23:31]
can possibly you know just could be a
crazy idea we'll take them all and we'll
[23:36]
see what stuck see if we can make
anything work but water and sewer is up
[23:40]
to yeah right now for those we already
had a hydrant out there when it was a
[23:45]
softball field we had a bathroom in that
we had a bathroom in that one building I
[23:49]
think I thought we had old Wells out
there too I know we I think we just
[23:52]
capped them uh last summer but I know
there's a I think Ron said there's a
[23:57]
4inch water man that's stubs right to
that property and the sewers right there
[24:01]
going down the road too so yes for a
developer it would be very inexpensive
[24:06]
to to put something in out
there it's just a matter owns the pallet
[24:11]
lot out there now
uh that's still I don't know look at my
[24:18]
onx H it'll tell
me I looked that up
[24:24]
once is
that see
[24:30]
quali and poo polio used to own it I
think yeah
[24:35]
that's that has
changed I think Kevin eov had that other
[24:41]
corner there he's got a house on the
corner of it and
[24:45]
then he's got a big lot out there Roger
Roger Le they used to have that deal out
[24:51]
there that's a I think that's his now it
does the trucking there gous truck there
[25:12]
on
[25:23]
onine what that say right there Murphy
Thomas and glad
[25:29]
still Tom and GL glattus still owns it
though I know they had had it and then
[25:35]
that next lot was safer that we turned
to residential yeah GL us come into that
[25:41]
hearing when we had that hearing for
that I think she sold
[25:47]
that I we' have to look on GIS but these
are these are usually pretty up to
[25:54]
date well there's still stuff out there
yeah well it's just basically it's just
[25:59]
that old slab there's an old concrete
slab
[26:02]
there few things laying around but it's
it's pretty well cleaned
[26:08]
up but I we haven't had
any anybody trying to come in and put a
[26:13]
business in for a long
time we're not we're not in the greatest
[26:17]
area for that we just don't have the
right Corridor for
[26:22]
transportation but I just thought if you
guys yeah think of any ear open or
[26:27]
whatever way to encourage
[26:33]
it tax base more tax base means less
taxes
[26:43]
per is rberg done out there now or is he
still adding yeah he'll still add as he
[26:50]
sells they kind of build one and sell it
or some of it they actually sell a lot
[26:56]
first and then people build he's got
plans for all the way around that whole
[27:01]
golf course
but that's so who
[27:07]
knows I can't afford a house out
[27:12]
there yeah I think that's more weired
for the elderly isn't it than the people
[27:18]
kids out there too are there yeah
they're not going older very
[27:23]
well the kids that are out
there well could you imagine and raising
[27:28]
kids and you have no lot at
all two 10 ft out of your thing it's
[27:34]
your property line you know
[27:50]
yeah next
meeting I believe the next meeting is uh
[28:02]
uh that would be uh April 3 April 3rd
[28:19]
yes for
yes another a couple
[28:25]
