[3:08] when we thought we'd put together a
[3:10] short presentation for you. We'll run
[3:12] through a couple of things, Julia, just
[3:15] on the table of contents about uh what
[3:18] we're planning uh for 2026 and beyond.

[3:26] So, we're a relatively new organization
[3:28] formed by bylaw in 2023.
[3:31] Uh first met in December. So that means
[3:34] that summer of 2024 was our first summer
[3:37] of operation and the museum municipal
[3:40] services board operates the block house
[3:42] museum. The Marville and District
[3:44] Historical Society provides the
[3:46] artifacts and we have anou in place with
[3:50] uh MDHs to make that happen. And in our
[3:53] first year it was just sort of uh
[3:55] getting up and running and establishing
[3:57] policies and procedures.
[3:59] Uh 2025 was our second summer. We had a
[4:02] real focus on visitor experience
[4:05] um and trained staff for uh donations
[4:08] and we really had our largest gate
[4:10] revenues ever over uh [clears throat]
[4:12] $8,500.
[4:15] We've been playing uh through the couple
[4:18] of years with how many days to stay open
[4:20] to put a sweet spot in terms of
[4:22] staffing. I guess that doesn't show on
[4:24] the slide very well, Julia. There you

[4:30] we've landed is with the grants that we
[4:33] receive being open 5 days a week, being
[4:36] closed Tuesday and Wednesday during the
[4:38] week is really what yields the best
[4:40] value for money as an organization
[4:45] with planning to 2026.
[4:49] We're really happy to report that we
[4:51] have put together a lot of thought. We
[4:52] have a team and we have a work plan for
[4:54] what it is that we're looking to support
[4:56] for 2026. And a big part of that will be
[4:59] looking at some new funding streams to
[5:02] sort of really support what it is that
[5:03] we're doing. Starting with uh some the
[5:06] creation of some new school programs uh
[5:08] as not just you know the jewel that is
[5:11] Merrickville but for our residents it's
[5:13] really time that we invite schools to
[5:16] come and take a look at what it is
[5:17] that's there to really invite them back.
[5:20] Uh the museum hasn't changed since the
[5:22] days that Horses wore hats. So, it's
[5:24] time to really start taking a look at
[5:26] that with the creation of some new
[5:28] school programs and to take a look at
[5:30] from the tourism lens how we can get we
[5:33] know that buses are coming to uh
[5:35] Merrickville. We want to really be able
[5:38] to invite them to come in for a
[5:39] meaningful program while we're there
[5:41] while they're sort of here. So, those
[5:43] are some of the things that we're
[5:44] looking at doing with a modest donation
[5:46] that will help us kind of beef up our
[5:48] budget. We're also taking a look at uh
[5:51] bringing in uh some rotating traveling
[5:54] exhibits uh and Ann's going to tell us a
[5:56] little bit about that first one.
[6:00] So we've arranged um to uh a loan from
[6:05] the next slide actually if you want to
[6:07] just go one ahead from the Elvin Area
[6:10] Historical Society. So, this is a um
[6:12] historic RTO canal that we have borrowed
[6:16] um for free for for next summer and it's
[6:20] really the first time that we will mount
[6:23] a new exhibition in the Black House
[6:25] Museum. It'll be upstairs on the second
[6:27] floor. Um this is the catalog that's um
[6:30] already been produced and it's really an
[6:33] opportunity for us to begin to celebrate
[6:36] the 200th anniversary of the Rudo Canal.
[6:38] So built between 1826, opened in 1832.
[6:42] So next year marks the 200th anniversary
[6:44] of the canal. So this is sort of our
[6:46] first step forward in actually offering
[6:49] something new for maybe people who
[6:51] haven't been to the block house for a
[6:53] while. And it's really an awesome
[6:54] opportunity for people to see how life
[6:57] along the has changed and some in some
[7:00] ways stayed the same in the last 200
[7:02] years. So, we're really excited about um
[7:06] this coming to fruition next summer.
[7:08] Next slide. We're also excited that in
[7:11] 2026, along with this traveling exhibit
[7:13] that we have coming, we're launching a
[7:16] real refresh of the museum. If you can
[7:19] picture what it looks like, um we're
[7:22] going to apply some real museum 101
[7:24] guiding principles to focus on the
[7:27] visitor experience in the museum. So
[7:30] what that means is we have a group
[7:32] together who are really taking a look at
[7:34] both the artifacts, the exhibits, the
[7:36] texts, the panels, what you see there.
[7:40] And with those guiding principles, we're
[7:42] going to take a look at how we tell
[7:44] those stories. The studies show that
[7:47] people come to museums for two reasons,
[7:49] for fun and for the perceived learning
[7:52] values. So enga in sort of being able to
[7:55] engage visitors at that as our starting
[7:57] point. We're going to take a look at how
[8:00] we tell our stories. Starting with a
[8:03] kickoff with this new traveling exhibit
[8:05] with an ex a traveling exhibit plan that
[8:07] we'll have in place. We'll be able to
[8:09] better teach about the RTO Canal. We
[8:11] know that that's what's driving people
[8:13] into the building. It's the funkiness of
[8:15] the shape of the building. It's so cool.
[8:17] It's bringing people in. So, we'll be
[8:19] able to meet them where they're at and
[8:21] really tell that story, but we'll also
[8:22] be able to sort of expand on that and
[8:26] better tell the story of Meritville and
[8:28] its people, its development, while we
[8:31] also hold space for indigenous presence
[8:33] and the indigenous voices of the people
[8:35] who have lived here and who still live
[8:37] here. So, we're really looking forward
[8:40] to visitors being able to come in and
[8:42] learn and also to reminisce and to share
[8:46] while they're there. The slide that you
[8:48] see uh is just kind of some of our uh
[8:51] working photos on what we're looking at
[8:53] doing. The first slide is with some of
[8:55] our staff from last year. That's sort of
[8:57] the the the guest uh the visitor um the
[9:00] front desk area. And we're looking at
[9:03] taking what's already there and
[9:06] improving upon it. Because if we go to
[9:10] our next slide, uh I'm a museum
[9:13] professional for the last 35 years and I
[9:15] I love to tell you that my favorite
[9:18] thing about museums are small museums
[9:20] with very modest budgets because what
[9:23] that encourages us to do is to take
[9:25] what's already there and improve it and
[9:29] really raise the bar and raise the
[9:31] standard. And with this budget, that's
[9:33] what we're looking at doing. Uh with
[9:35] this budget, we really drilled down in
[9:37] terms of looking at some new revenue
[9:40] sources. How can we train staff better
[9:43] and with intention to be able to raise
[9:46] that donation amount that we achieve?
[9:49] Keeping in mind that we're only open
[9:51] between 55 and 60 days. And as you can
[9:55] see from our 2025 actuals, uh we blew
[9:58] that budget in terms of the revenue
[10:00] right out of the water with our best
[10:02] year ever. Um, so that's wonderful for
[10:05] us and we're looking to improve on that
[10:07] for our 2026 season uh by taking a look
[10:11] at some other revenue streams,
[10:13] merchandise programming, and that sort
[10:15] of thing. Um, again, to really be able
[10:17] to better tell our stories with what's
[10:20] there and with some procedures and
[10:22] policies that we have in place for our
[10:24] new traveling exhibits as well.

[11:29] and plug in with what they're doing uh
[11:31] so given that we met with RTO9 we met
[11:35] with county of leads in Grenville uh
[11:37] we're meeting with parks Canada to try
[11:40] and leverage what it is that we're
[11:42] doing, what they're already doing, uh,
[11:45] and really improving on that. So, we've
[11:48] had some of those discussions. Those
[11:50] discussions are ongoing. Uh, and really,
[11:53] we're just kind of continuing to work on
[11:55] that. When we come back to the table in
[11:57] February, we'll have some other
[11:58] marketing plans that we'll want to do
[12:00] sort of within Merrickville. Um, also
[12:02] working with those channels. And, do you

[12:40] seven days a week? Is it three full-time
[12:42] staff and five days a week? And just
[12:44] what we found is three full-time staff 5
[12:47] days a week is sort of our sweet spot.
[12:51] Also, with that, we have to sort of
[12:52] bounce that off with the grants that
[12:54] we're writing. So, uh, between us and
[12:57] with the village, we write four grants
[12:59] to try and offset those staff. So, we
[13:02] need a little bit of wiggle room in
[13:04] terms of what our expectation is in
[13:06] terms of the cost of those staff.
[13:09] Depends what we get in the grants. We'll
[13:11] either get, if it's a good year, we'll
[13:13] get four grants at 75% covered. Yay. Uh,
[13:17] but that's not what happened in 2025.

[13:21] had two grants at about 50% covered.

[14:16] have a boat sailboat
[14:19] positioned and loaded up with tourists
[14:22] and bring them through the lock station
[14:24] down to the bottom and then have some
[14:26] come back up.

[24:51] residential burn permit and agricultural
[24:53] burn permit. and they both echo the same
[24:56] thing on both sides just for clarity.

[27:18] up close to these fires, the radiant
[27:20] heat that comes off that, the damage it
[27:22] can cause uh to surrounding stuff. Um,

[27:30] council if they do want to make a change
[27:33] but this this is my recommendation for
[27:35] for height size.

[33:00] come to end of life. Uh our mechanic has
[33:03] uh tried to do the annual inspection.

[33:07] it is not going to pass. Um it uh in the
[33:11] pictures I provided to council. I didn't
[33:12] print them off to save paper, but the
[33:14] pictures that were provided to council
[33:16] uh shows extreme frame separation. Um
[33:20] the cab mounts are rusted out. Uh the
[33:23] floor is rusted out. Unfortunately,
[33:25] being a 27y old truck and hauling water,
[33:29] um it's kind of life is always being
[33:32] wet. Um so, uh we've tried to be
[33:36] diligent. This truck was identified as
[33:38] well in our asset management plan and
[33:40] our financial plan for this year as
[33:42] replacement um for a much larger sum uh
[33:48] 95,000.
[33:49] Um staff have been able to work with a
[33:52] few different companies to we've kind of
[33:54] gone back and forth. We've been able to
[33:56] uh have the option of securing a truck
[33:58] that's uh 645,000.
[34:01] Uh we've gone from uh what you generally
[34:04] see in our fire fire station being a
[34:07] custom cab truck that would seat um six
[34:10] people um to be more uh you know frugal
[34:14] with the money. We've looked at a a
[34:16] conventional cab that will only move two
[34:18] bodies, but that's fine. Um which brings
[34:21] the price tag down considerably. Um then
[34:25] we uh we there is a truck that will be
[34:27] available um mid to end of February. Um
[34:32] provide a recommendation from our
[34:34] insurance company in here as well. Um
[34:37] we've also reached out uh to neighboring
[34:39] departments um to see if if this isn't
[34:43] the will of council that we we move into
[34:45] automatic aid agreements. Um just so
[34:48] council is aware. Uh, I've only received
[34:51] word back from two [sighs]
[34:53] out of four departments that would
[34:55] potentially have to provide that service
[34:57] for us. Um, the other two have not
[35:00] replied back yet. Uh, so the other
[35:03] option for kind of backup protection uh
[35:06] was this tank that lives Town Kitley
[35:08] has. Uh, it is a used truck as well and
[35:11] will be going out of service uh, midway
[35:13] through 2026. Uh but they do it still
[35:16] has its annual safety till the middle of
[35:18] of 26 and they have agreed to lease it
[35:21] to us
[35:22] in a time period of this council's will
[35:25] to get a new vehicle. They will lease us
[35:27] that truck for a couple months until the
[35:28] new one could come in. Um the tanker
[35:32] shuttle accreditation
[35:34] they have agreed to extend it. If we
[35:36] hold the list of Tam Kitley's truck for
[35:38] the couple months, uh if we do not move
[35:40] forward with a new truck and we have to
[35:42] secure automatic aid agreements, we will
[35:44] lose our tanker accredititation. Um as
[35:46] well as meeting our response times,
[35:49] unfortunately.
[35:51] Um I do apologize it kind of comes to
[35:54] council as a a single source again. Um
[35:58] it's not ideal for us either,
[35:59] unfortunately. We would much prefer to
[36:01] to tender. Um, but unfortunately that's
[36:05] the case we're in at this point that we
[36:06] would have to look for a a single source
[36:09] and approval from council to do that to
[36:11] replace this drug.

[37:31] depend on the neighboring u
[37:33] municipalities to respond when we when
[37:35] at this point in time we do have
[37:37] response within the municipality. Um, so
[37:40] I I I I applaud staff for presenting the
[37:43] report the way they did and for coming
[37:45] back with a less costly option in the
[37:48] works. On top of that,

[39:01] offloading or mutual aid or automatic
[39:04] aid stuff due to just we can't get the
[39:07] volume out of that. Um, the replacement
[39:10] is a pumper tanker, which is what most
[39:12] departments go with now, and it is only
[39:14] a,00 gpm pump as opposed to our pumper
[39:18] truck, which is a,450
[39:21] gpm pump. uh to meet that standard. So,
[39:24] [sighs and gasps]
[39:25] it's it's kind of a light truck. It is
[39:27] it is a touch different. I will 100%
[39:29] admit that. Um and I'm not trying to
[39:31] pull the wool over council's eyes. It's
[39:33] just that's the new tankers out now.
[39:36] They they have a pump on them. It's
[39:38] pretty rare to just get to find just a
[39:41] straight tanker. And I did look um and
[39:44] and there is no just plain tankers. They
[39:46] all have a pump on them because they
[39:48] need some way to offload under pressure.

[39:52] Only in certain situations do we rear
[39:54] dump into the truck. The way our system
[39:57] is set up in all of our neighboring
[39:58] municipalities, uh we have phases of
[40:01] water supply, one, two, and three. Phase
[40:03] one and two are pressurized um water
[40:06] supply to a pumper truck from that
[40:09] truck. And then phase three is the only
[40:11] one where we would actually dump in
[40:13] quarter tanks. Um, but we need that
[40:15] pressure to to meet um the requirement
[40:18] to get water off that truck uh as
[40:20] quickly as we can to the to the pumper
[40:22] truck to attack the fire faster.

[40:55] we got. Um and then the truck we would
[40:58] be looking to replace is a tanker with
[41:00] 3,000 gallons of water on it. And that's
[41:02] what we would be looking to replace it
[41:04] with is another truck that carries 3,000
[41:06] gallons. So, we in order for us to do a
[41:10] an initial attack on a rural fire, um we
[41:13] require that roughly 7,000 gallons up
[41:16] front to to slow that fire down. And
[41:20] then even after that, we generally call
[41:22] in mutual aid uh for another tanker uh
[41:26] from a neighboring department to come in
[41:27] and get into the the rotation, sometimes
[41:31] two more trucks uh depending on the
[41:32] scale of the fire. And then we offer
[41:34] that same service to the neighboring
[41:36] departments through the mutual aid
[41:38] program.

[41:44] Wouldn't wouldn't the two trucks we have
[41:47] purchased in 2022 and 2016 meet our
[41:50] requirements for

[42:05] water you have to have to bring to a
[42:07] fire. Um, but from experience and doing
[42:11] this for almost 20 years now. Um, I mean
[42:15] the NFPA1 1901 does speak to apparatus
[42:19] and water supply and that sort of stuff.
[42:21] It doesn't say you shall have a certain
[42:23] amount of water, but uh you shall have
[42:25] an adequate amount of water to fight the
[42:27] fire. To do a rural fire um even at two
[42:31] tanker trucks with the pumper truck at
[42:33] 7,000 gallons is generally not enough
[42:35] water um to fight the fire and we have
[42:38] to bring in um neighboring departments
[42:41] from mutual aid.
[42:43] Just to explain a little bit further, if
[42:45] we were to take one tanker out of
[42:47] service and only have one tanker in the
[42:49] municipality, we can no longer provide
[42:51] mutual aid to a neighboring department
[42:53] because we can't release that tanker out
[42:55] of our jurisdiction in case we have a
[42:57] fire. Once we do that, we can't provide
[43:00] mutual aid. So, we can't request mutual
[43:02] aid under the mutual aid agreement.
[43:05] So, we have a double-edged sword there.
[43:08] we lose water as well as we can't ask
[43:10] for water technically to come in. Would
[43:13] a neighboring department refuse us? I
[43:15] don't know, but they could. Um I would
[43:18] hope they wouldn't. But under the mutual
[43:21] aid plan for Ontario in the agreement,
[43:23] it does state you have to be able to
[43:24] provide it to ask for it. You have to
[43:26] exhaust all of your capabilities first
[43:28] before you can request mutual aid from
[43:30] the neighboring department.

[53:52] the price range. Uh, 645 to to 780. Um,
[53:57] but yeah, we would be looking at
[54:00] at that point if we went to tenor like
[54:02] that, we would have to try and move into
[54:04] an automatic date agreements with all
[54:06] the neighboring departments. Um, and
[54:08] when I looked that up, I think that
[54:10] equated to those trucks responding to
[54:12] roughly um, 65% of our calls a year at
[54:17] $585 an hour as soon as the tone goes
[54:21] off until that truck returns to their
[54:23] station. So just to say the list Kayley
[54:27] responded here and went back, we'd be
[54:29] looking at a minimum of two hours. So
[54:32] every call for us would be a a th00and
[54:35] the $1,200 bill roughly for every call
[54:38] um that we go to because anything that
[54:40] has the potential of fire we would need
[54:42] a truck rolling right away for that
[54:44] scene. So we wouldn't have time to wait.
[54:46] So they would have to as soon as we get
[54:47] a call they would have to go into uh
[54:50] they'd have to respond immediately.

[57:01] end truck, the mid price truck, um,
[57:04] holds 600 gallons more water. Um, but it
[57:07] was $100,000 more than the other one.
[57:10] So, it was pretty hard to justify
[57:12] 100,000 for 600 gallons of water.

[1:00:29] the past a couple years ago and by the
[1:00:31] time they were done it was almost the
[1:00:32] price of a do truck again because
[1:00:35] everything's in the same condition on
[1:00:36] the truck. Um, but I do know City of
[1:00:39] Toronto at about the seven or eight year
[1:00:41] mark of a of a fleet vehicles life
[1:00:44] cycle, it goes into this company and
[1:00:46] they do basically a refurbishing truck.

[1:02:21] that committee and and that's kind of
[1:02:22] their their job boarding forward is um

[1:02:28] maintenance recommendations and stuff
[1:02:30] like that to keep their fleet

[1:05:10] stuff. It it comes um fully ready to go.

[1:05:19] inspection UL inspection done um and
[1:05:23] then tax and the delivery I think is

[1:05:31] would be no extra ass. I've had my
[1:05:33] deputy go through the uh the proposal

[1:17:58] going on because he's knocked on my door

[1:24:01] forward on it. So, it's exciting news
[1:24:03] and uh I'm sure our residents will be
[1:24:06] extremely happy. We'll get blue box
[1:24:09] recycling and garbage right at the
[1:24:11] driveway.
