[0:00] That's my son. And that's your car, his car. That's mine. I just like to use it. Well, that's my other. That's my other son who's coming up his mission. That's his car. And so, that he had a case before he got home, so that's over the morning. All right, we went to call the meeting to order sort of Midway City Council Board meeting July 21st, 2026 at 6 o'clock, and we're in the Irish Community Center.
[0:26] It is a volunteer to offer our poetry prayer and then we'll get on to the agenda.
[0:35] We're only father or brother.
[0:36] For this night we can gather, we're grateful for fresh rain that we've been receiving.
[0:42] We're grateful for our beautiful city and for our health and ability to be able to gather
[0:51] and the freedom to do so.
[0:53] So we pray that we can have clarity and understanding for the topics for town square and community
[1:01] workforce housing discussions that we can find resolutions that can serve the community
[1:07] to continue engagement, continue involvement, continue all the efforts that we put together
[1:16] in our efforts to unify all of our citizens.
[1:24] We pray for those who couldn't and aren't attending
[1:27] for their safety.
[1:29] We pray for service members,
[1:32] volunteering around the world on behalf
[1:34] of our United States and defending our freedoms.
[1:38] And for those who have served our veterans,
[1:40] bless that, we sincerely pray and ask
[1:42] in the name of Jesus Christ, Amen.
[1:43] All
[1:47] right. I'm excited. Item two, the consent agenda. We have the agenda for tonight meeting.
[1:55] The warrant list, minutes from July 7th Council, regular meeting.
[2:01] We include the warranty period, and we'll use the remainder of the bond and the water
[2:06] calculation, for example, the garage, located in the UID's 250 block.
[2:13] So any questions?
[2:15] Just a question on the Wittaker farm bond.
[2:18] If you are over there looking at a cement issue, do we release,
[2:26] or do we hold until,
[2:31] I don't want to question specifically
[2:32] what the bond is for?
[2:33] Yeah, the bond is for your infrastructure and subdivision,
[2:36] which would be what you were looking at.
[2:37] And that gets you with the curve.
[2:40] So I might emotionally approve the consent agenda,
[2:43] but not approve the release of the bond until the issue
[2:45] is resolved.
[2:47] So everything would be correct.
[2:50] OK, we have a motion.
[2:51] Second, I've been from Andrew.
[2:54] I go ahead and start voting.
[2:56] Andrew?
[2:57] Aye.
[2:58] Lisa?
[2:58] Aye.
[3:00] Andy?
[3:00] Aye.
[3:01] Kevin?
[3:05] It's like Kevin.
[3:07] Kevin.
[3:07] You know, Kevin?
[3:18] About 100 percent.
[3:19] Kevin, can you hear us?
[3:24] What?
[3:27] He's going to be needed.
[3:36] Actually, God, I...
[3:38] Yeah, he texted me and he said I'd go,
[3:52] hey, get me.
[4:00] Just hug him, I'm not leaving.
[4:03] I'll call you back.
[4:04] Pause while we get Kevin on the mic.
[4:05] Yeah, I'm not sure.
[4:09] I'm not sure.
[4:10] I don't know if you can hear him, yeah.
[4:14] I'm talking about that.
[4:17] I'm going to do it.
[4:17] No, this...
[4:18] I'm going to do it.
[4:19] I'm going to do it.
[4:19] I'm going to do it.
[4:20] Okay.
[4:24] Okay. Try to see something happening.
[4:28] No, we can't.
[4:32] This would just one more second here.
[4:37] Can you hear me out?
[4:38] Yep, yep.
[4:39] It just popped up.
[4:40] Okay, we're good.
[4:41] Wow.
[4:42] Did you hear that motion in a second?
[4:44] I can hear you guys.
[4:46] Just go clear.
[4:49] And somehow it's in my eyes.
[4:52] Oh.
[4:53] Okay.
[4:54] It was a really bad signal.
[4:56] Yes, I did it.
[4:58] Okay.
[4:58] Okay, so that you did a great job, right?
[5:02] You thought I, okay, did you get that right?
[5:06] Next, I had a text mic, or if you don't hear,
[5:09] but I was really important to get your input on this.
[5:12] A discussion about town square.
[5:15] Tonight isn't work meeting, so we will discuss it.
[5:18] We want ideas.
[5:19] We do have a beginning, or a starting point
[5:22] with an engineering study that was done years ago.
[5:26] and we'll discuss that as some of the other ideas.
[5:31] We've got about an hour and a half inside of it.
[5:34] It's important for us to always spend any amount of money on the square
[5:38] we need to understand what we're spending on.
[5:40] Thank you to Nancy and Drew.
[5:43] We have some money there to work with.
[5:46] And we're running out of time to spend it.
[5:48] And so we need to determine what that is.
[5:53] Thank you for the effort to get this a little more time.
[5:56] You're welcome, and we're going to take you into that and make it work itself.
[5:59] He will be sending you a revised contract within the next two weeks.
[6:04] Thank you.
[6:05] You'll have to sign that I think send it back to you.
[6:07] We'll do it immediately.
[6:09] Thank you.
[6:10] Michael Wolfe, for the presentation over to you.
[6:15] Yeah, thank you, Mayor Seidman.
[6:17] I'm members of the Council.
[6:19] I'm just a public.
[6:21] We have a week connection over here, so I hope this works for you, Kevin.
[6:24] So we're going to have a discussion tonight about the town square master plan.
[6:30] We started this process of master plan 10 square back in 2021.
[6:36] The idea was thought out that we should look at our town square and make it more of a
[6:40] gathering place for midway.
[6:43] That was written into our general plan and so we were following through on following that
[6:47] vision that was established in general plan.
[6:50] What we did was we hired a company to develop this master plan that ended up being
[6:59] IBI, which is a well-known planning organization company, does work all in the United States
[7:06] and even outside the United States, so very well-known.
[7:10] We did go through an RFP process where we interviewed multiple companies and IBI ended up being
[7:17] the one that was chosen for a number of reasons.
[7:19] We do feel good about the plan that they created and that did take two years to go through
[7:25] that process.
[7:26] It was developed in 2021 and 2022.
[7:29] We had three goals.
[7:31] The first one was design options for opportunities to enhance the use of green spaces in Hamswear.
[7:37] It's very important that all the design options us be able to accommodate all existing space
[7:41] needs for Swiss data.
[7:42] That was thought out from the very beginning as we need to need a town square to function
[7:46] for the community.
[7:47] but we also have a major event.
[7:49] We want to make sure it functions for both things.
[7:52] To increase the value of town square
[7:54] to the community by creating opportunities
[7:55] to enhance the square as a community gathering place
[7:59] is providing increased economic growth.
[8:01] So in our general plan right now,
[8:02] we talk about the town square being a gathering place
[8:06] and being really the center of town.
[8:09] And we want to have restaurants and retail
[8:11] wrapped around the town square.
[8:13] So we wanted to be the focal point.
[8:14] we have activities, concerts, anything that on the square that's going to gather
[8:20] every together, and they have opportunities to go across the street and visit
[8:24] different businesses. So that's part of our thought process. And those things have
[8:29] happened quite a bit since we even adopted the Junior Plan in 2022. It's much more
[8:33] active around town square so that vibrancy and activity has happened. And so we've
[8:41] have been very successful in that.
[8:43] Number three, Crate and Environment,
[8:45] which will provide additional pedestrian traffic
[8:47] in and around Main Street and a downtown area.
[8:51] So those are the three things that we're looking at
[8:54] as we look to redesigning to the town square.
[8:57] Some more of the background.
[9:00] As part of the process, we form this stakeholder committee
[9:03] and that included members of the Midway Boosters,
[9:07] members of the Swiss Stays Committee,
[9:09] and then also business owners in the downtown area.
[9:12] There are also some residents who are included
[9:14] in that committee.
[9:16] We get reached out to the public
[9:20] through two public open houses that were held
[9:24] and we had about 60 residents
[9:27] that were included in those meetings.
[9:29] Everybody was invited.
[9:30] We had about 60 show-up to the meetings
[9:33] and we gathered their comments.
[9:35] We're quite a few dozen comments
[9:37] We're gathered from those meetings and so that after we gathered those comments I be a created a couple two plans and
[9:48] We took those two plans to the City Council and they chose the one they like the best and when I say chose we discussed them
[9:55] We've cited which one was the best but it was never approved by the City Council. There was never a vote to set. We're gonna formally adopt this this
[10:02] master plan. We have Andy and Andrew that weren't part of that process but we
[10:08] said probably numbers that pretty well and I know I'm correct does. There were a
[10:13] couple of sticking points and we'll talk about the design, the proposed design
[10:17] for the master plan but it was never formally adopted. We tried twice if I remember
[10:22] correctly but there wasn't actually a boat that approved it.
[10:29] And since then the
[10:30] The grant was awarded for $600,000 if the city would spend $1,000, $1,792,000 or $1,790,000.
[10:39] I wish it was $1,000,000, right?
[10:41] And we have Nancy O'Toole, our grant writer here who's done a great job for the city.
[10:47] She secured this grant for us, but we do have some obligations with this.
[10:52] One is to spend the $1,000,000, $1,000,000, but also we have a termination date of December 15th of this year.
[11:00] So it would be a total spend of 2.3 on one point before.
[11:03] No.
[11:04] Can I interrupt that?
[11:05] It's 1.2 total.
[11:07] We have to.
[11:07] It's a 5050 match.
[11:09] So we got 600,000.
[11:10] That means we have to spend 1.2 million.
[11:13] It's going to stay away.
[11:14] OK.
[11:14] That's interesting.
[11:15] That's interesting.
[11:15] I think the project is more money than I could get 50% of.
[11:22] And that's why there's that difference.
[11:24] But we can always scale it down.
[11:26] Yeah.
[11:26] It looked like from the contract.
[11:28] you know the 1.2 wasn't listed but it's because it's because of the way
[11:32] rock West and I set up the spreadsheet okay with all the things that were
[11:37] included there I'd rather be under than over so that's why I made it bigger
[11:40] oh this is what we have Nancy here tonight she can clarify exactly what we do to
[11:44] spend so that's that's bigger yeah that helps that does yeah I wanted you know
[11:50] that is panicking.
[11:53] It's either of them. Yes, it is that total spending
[11:58] food money that was spent in the design for that actual improvements to
[12:01] the square actual improvements. Now part of our match was part of the design
[12:07] cost. You can put some of that in there. I don't have the spreadsheet. I have
[12:10] this spreadsheet for the ice rate but not for the building. This is for the
[12:13] building. So I do have the spreadsheet. I wish I would have brought it. But it's
[12:18] It's mainly for, yeah, yeah, just mainly for the building.
[12:22] So I'm glad you did bring it.
[12:24] This is design.
[12:25] This is concept.
[12:26] This is where we kind of started down this path without a vision.
[12:32] This was here, but then we don't track somewhere, and we're back on track now, so.
[12:38] And it can still be a building, it can still, you can still shift the building.
[12:42] You can change these, but you have to build a building.
[12:44] And it has to be for recreation and it has to spend 1.2 million to keep the $600,000.
[12:51] What they do is they give you the $540,000 up front.
[12:53] You've had that for almost 18 months now in your bank and once we complete the project
[12:58] then I do a reimbursement and then you get your last $60,000.
[13:02] They kind of hold that 10% back to make sure that you follow through the process and that's
[13:07] what I do.
[13:07] So we need to build a building.
[13:09] We can't do anything.
[13:10] We can do any type of portables or anything like that.
[13:13] That, I asked James about that and he kind of grumbled.
[13:17] James is a really nice guy, he's the director of this grant, but he's a stickler for rules.
[13:22] And so I said to him, he said, send me your plan.
[13:25] So once you get finalized what your plan actually is, cost every, I mean complete plan.
[13:31] Send it to me and then I will send it to James and we'll probably have a meeting with the mayor
[13:34] and myself and whoever needs to be there so he can review that with us.
[13:38] We can answer the questions and then they'll approve that one.
[13:41] So they've only approved an extension of the contract right now, that's it, nothing else.
[13:47] If we want to make changes to the actual building and what I designed and everything, then
[13:53] that's another layer that we have to go through.
[13:56] What's the new date?
[13:57] We'll be six months after that day, and they're not really talking about asking for another
[14:06] extension.
[14:07] So do we need to be completed?
[14:09] Completed in the next six months. Yes, and the next year. Yeah, so June of
[14:18] 2027, you scared me. Sorry. Yeah, you threw me there. I read this contract.
[14:24] It scared me. So, I'm thankful that you were able to secure that. We'll get
[14:31] after it and then see if we can get him to stop rumbling and figure out something.
[14:35] Well, if we show a plan and it's still a building, it still does recreation.
[14:40] It still holds some skate rinks, you know, and the ice skating, then it's fine.
[14:45] He just has to bring it to the, he cannot make a decision himself.
[14:48] He takes it to the board.
[14:49] They meet the first of every month and there's a board of 12 people and they're all legislators
[14:54] and other people and they scrutinize it, look at it, and then give you a check mark.
[14:58] and I'm sure they will if we do.
[15:00] Through theologians, I'm sure they will. Well, I would love to have this done in like two or three weeks so that we've got a little bit of time before that first. Yeah, because you're going to get one contract and then when you do one, once we change the design, then you're going to get a second contract that says, okay, this is the changes in your contract. The building is not this now. It is this. They're very sicklers for that. This is a lot of money. So there. Is this a single purpose building that it's only to benefit the ice.
[15:29] It's going no you can have stuff in this summertime. You can rent it out. I put I made it very broad
[15:35] I did that on purpose because I didn't know what you guys wanted. So I left it that way
[15:41] So did you say I may be able to give another extension past the June day? No, I can get um, that's a hard day
[15:48] That's a hard day. They're really sticklers about that. It'll be but I can get what we'll have to do is once we sign that contract
[15:54] That day will be fixed and then we'll have to go back to him and say okay
[15:58] These are the changes for the buildings and then that contract the next one will still show that extended date
[16:04] But then it'll also show the changes that we're making on the building. Does that make sense? Yeah, okay
[16:10] So there will be two changes and two contracts
[16:13] But we want to get this first one done and get that that date set
[16:17] Yeah, you know for the extension or within a year. Yeah, and to be able to go in and build this building by that date
[16:24] is going to be challenging. Let's get to work. Yeah, we need something approved
[16:28] quickly on it. We'll do that.
[16:32] Okay. Yeah, thank you, Nancy.
[16:35] So we're going to go over the proposed master plan.
[16:40] Now we couldn't, we can't say any action on this master plan tonight.
[16:43] The idea here is we give you a good background on what is in the master plan.
[16:48] But we'll need to put this on another agenda in order for us to approve the master plan.
[16:52] And that doesn't necessarily mean we can't move forward
[16:54] from building.
[16:55] This is just our guiding light for improvements
[16:58] on the town square helps us organize a timeline.
[17:02] And then we can start budgeting for it.
[17:05] But if we need to move forward on the building,
[17:06] we don't necessarily need to adopt this plan to do that.
[17:11] And that's a council decision to move forward on that building
[17:14] itself.
[17:16] So this is the town square master plan.
[17:19] I've got all the sheets here.
[17:20] We won't spend a lot of time on, especially
[17:22] of these worthy ones. I did include it in your in your packets. You have a chance to read everything.
[17:29] Some of the guiding principles enhance the town square as a central gathering place for Midway
[17:33] residents. Better connect to the the square to Main Street and the surrounding town center.
[17:41] Emphasize Midway's history and culture and embrace Midway's Swiss thing. Also support a year-round
[17:46] celebration of the seasons. Optimized community events for large formal events, and from large formal
[17:53] events, so Swiss days to small informal events like maybe nine in the square or concerts that we have.
[18:00] The square should maintain a feeling of being green and open. Add elements to make the square more
[18:05] functional, so benches, restrooms, yeah there's just not a lot of places to sit around the square,
[18:10] that's something we need to do a better job of. Add elements that make the square more
[18:14] more interesting experience, enhance landscaping,
[18:17] ornamental plantings, financial water features,
[18:20] add value to the town's centers around new properties,
[18:23] increase the embrace of use of the mountains,
[18:26] implement solutions that are economically responsible
[18:28] and environmentally sustainable,
[18:30] ensure all improvements can be properly maintained.
[18:34] I get our general principles for the town square
[18:36] for looking at.
[18:38] So this was the proposed master plan.
[18:41] Again, there were two options.
[18:41] this is the one that was the preferred option.
[18:45] And we're going to go over all of these different elements right here.
[18:50] So number one, this is this promenade in this area.
[18:56] Design inspired by the Swiss flagged and North South East West pedestrian promenades
[19:01] and a forerquade resembling the cross of the flagged Swiss heritage of the community.
[19:06] I think the biggest part of that's not so much the symbolism,
[19:08] but it's moving people north to south and east to west.
[19:11] We have a lot of people walking around the square right now.
[19:15] They visit businesses on the south, they go to businesses on the west,
[19:19] they go to businesses on the north.
[19:21] And they pretty much make this round.
[19:24] But there are constantly people walking through what's our parking lot right now.
[19:30] Yeah, it's never ending.
[19:31] And so I think it's important that we have good sidewalks all the way around the square.
[19:36] But being able to cross right through a beautiful town square
[19:39] is probably one of the most important things with this.
[19:42] And so the common odds are very important.
[19:45] Creates that local point, and adds for the ability
[19:48] to move through the area.
[19:50] And you'll notice the one thing that's
[19:51] out of the middle of this is a big parking area.
[19:54] We are, this plan would move parking
[19:56] to that upper right-hand corner.
[19:58] So we'd still have it, but it wouldn't be
[19:59] in the very middle of the square, which
[20:01] is probably the most important thing
[20:02] that the green area that we can have
[20:05] is right in the center of the square.
[20:07] So if there's one thing this plan does is it helps move people around the square much better, much more accessible, instead of walking through a parking lot and walking on sidewalks at 90 to returns that are only 4 feet wide.
[20:21] So that's one of the biggest things.
[20:22] So, the second number one up there, problem knots connect highlight and organize the pedestrian
[20:28] experience within the town square providing better access and circulation including loop
[20:33] perimeter walks and crosswalks in intersections and two centennial parks. So, if we have centennial
[20:39] park over here, there is a way to get over and cross over to centennial right there. We've got a nice
[20:45] bridge. It's nice to have these two green areas close together, so we want to connect them
[20:50] together better, and the promenodes help us do that.
[20:55] But if third number one, reduced pedestrian
[20:58] vehicular conflict by removing internal drive and
[21:01] replace with promenodes, which are designed to accommodate
[21:04] emergency access and event setup.
[21:07] So event setup, we're going to talk about number four right here.
[21:10] This is set up for food trucks in this area so that we will drive in
[21:14] and that we hookups here, and that will create a really nice
[21:18] situation, especially for our concerts in the park, right in the center of the town square.
[21:23] Number two, addition of more event and space along promenades, doubling
[21:29] access for online, interpretive walk, reflecting the heritage of midway community.
[21:35] So number two here, here, all the way through.
[21:40] Number three, perimeter street gateway entries to enhance visual access and draw more
[21:44] pedestrians into the town square celebrating the heritage and color with flower beds and signage.
[21:51] So really widening up the tent square, I have a directional signage, finding signage,
[21:58] things that will again allow us to really use this property more properly.
[22:05] Number four central gathering plaza at the east end of the ice ring designed to be flexible
[22:10] both the sport, food trucks, temperate fire pits, seeding, or concert stage for events.
[22:15] I'm actually going to jump forward real quick so we can look at that.
[22:18] So this is what this is here.
[22:22] You've really enhanced the experience of community gatherings.
[22:28] May I ask a question?
[22:29] I don't mean to interrupt.
[22:30] Oh yeah, go ahead.
[22:31] I've been asked a question.
[22:32] When we did win through the land and water conservation issue, Mayor, does that plan,
[22:38] that first page, conformed?
[22:40] Correct.
[22:40] That's what I thought. I wanted to make sure because we had two plans to the lady and I wanted to make sure that one that you're talking about
[22:47] Is the one that she approved correct that I apologize
[22:51] That's good thing to bring up because we were there were two. Oh, yeah, because of that
[22:57] Federal
[22:59] And we have sent this to them
[23:04] Yeah, that's what I thought. You said that. That one. Okay. And you mentioned it earlier. It's all about recreation. So that's our focus. Okay. Then I don't know where he's that was one that I was worried about.
[23:15] And that's when we started. I mean, they we've got full support. Okay. Yeah, I think two things with this is important is we're seeding on the square.
[23:25] There's just a lot of places you can sit.
[23:28] And number two is having some shaded areas too.
[23:30] We've got some large trees on this side,
[23:32] but that's about it for the terrors square.
[23:34] So having a place for people to sit, have some shade.
[23:38] And I think that's an important thing for us.
[23:47] That's the, we've got number five,
[23:50] which is iconic water feature reflecting
[23:52] pool adjacent to the central plaza
[23:54] and tradition reflect the western mountain view.
[23:57] So that's right here in the center.
[23:59] What are we going to do that?
[24:04] Yeah, a lot of cities and even, you know, you'll be a shirt, it turned off the water for you because of this prolonged drought.
[24:12] And so it's one of those things that people will put back on if they feel stronger about the water situation.
[24:19] So that to me is the lowest priority I think of this list.
[24:24] I agree. I think we end up having that. It'll be it. So it's how useless. Yeah.
[24:33] Yeah, it's just to water every day. It's really expensive. I'm glad you made it. It's not worth it.
[24:37] The only thing you've made in the other meeting about it is it's like it's only pool.
[24:40] It's sick. Exactly. I like it so many pool. Even get algae. You can get art sorts of things.
[24:44] Kids with their soap and this, you know, lotion. And it's yeah. It's sick. Expensive to maintain.
[24:51] Yeah, I have a lot of feature on the west side too.
[24:55] Yeah, there's a lot there.
[24:57] They want to get wet.
[25:02] Yeah, number six, resurfaced ice ring to minimize fall risk and encourage multipurpose year-round use.
[25:09] Games are our installation during summer months.
[25:12] Yeah, it is falling.
[25:14] Yeah, that's an issue.
[25:15] but it also has a primal slippery in this and the sauna when it gets wet.
[25:19] So one of the things we have to be careful, it's not as easy as resurfacing a cement driveway
[25:26] because of the chiller system underneath.
[25:28] The more layers you add on top, the harder it is to be to maintain the ice.
[25:34] So I think we need to dig into that a little bit more, more in the middle of that.
[25:37] both how to surface, color, notify the tubes below who got some experts on ice
[25:49] rings that are going to give us some suggestions the boosters are involved as
[25:53] well and the intent is to we have a functioning rank for the first time in probably a
[26:01] seven to ten years it's working well there's some work of these we've done on
[26:05] but the rank is with the surface of the remove,
[26:13] repaint, resurface, it will still continue to work
[26:15] and we've got experts that know how to do this.
[26:19] So we'll be getting bids and information on that.
[26:21] It was 150 grand, two years ago.
[26:23] I'm assuming that we'll go up a little bit
[26:25] so we're waiting for some quotes.
[26:27] We also have some other experts in the world
[26:30] of ice rink design and operation
[26:34] that we'll be engaging to, so.
[26:37] Okay, Mayor, I'm sorry, I can't help you.
[26:40] You did get a grant for that, so the table.
[26:43] Okay, you got a grant for that, that's an RR1,
[26:46] so you got 250,000, again, this is a 50, 50 matching.
[26:50] So you have to spend 500,000 to get that 250,
[26:54] just so you know, 28 months.
[26:58] We just signed the contract in June, so we have 28 months.
[27:03] But you do have to, it's good, 50,000.
[27:05] And that was for the chiller box, the top,
[27:08] and also to put that major sidewalk
[27:10] all the way around it, right?
[27:12] So we've got that in the budget for this, okay.
[27:16] Okay.
[27:20] Number seven, updated chiller building for the ice shrink.
[27:23] So part of that, I think, is to create a stop at Dan Bowen
[27:26] on the north end.
[27:27] Yeah, on the north end, where that shadow
[27:29] is, so I'll be able to bring the Zamboni
[27:31] off and on to the ice.
[27:32] the area to the south of it where it's certainly being stored in where it's
[27:38] been used and been affecting the header and that's been a lot of those
[27:41] different areas. So if we get the Zamboni up there coming on the ice in the
[27:47] appropriate location the header will be continuing to work with it's working
[27:53] that and we replace those headers in recent years so it's been an
[27:57] I don't wish you had a nightmare for the boosters as they've been operating this, but it's working now.
[28:09] Number eight,
[28:13] a multipurpose, a couple of these I'm going to bring it on here.
[28:18] Just above where you were at the children building.
[28:21] Oh, can't right there.
[28:22] Yeah.
[28:22] And that's right.
[28:23] The multi-purpose entertainment plus it optimized spectator line seating to embrace mountain
[28:28] views.
[28:28] This is the west.
[28:29] I leveraged ice facility for sporting structures so picture of that.
[28:35] So that's one view of it right there.
[28:38] There's
[28:41] another view of it.
[28:45] So as we've made our signs and I've talked about this a little bit, there may be other options
[28:49] for this.
[28:50] It looks like three options overall to probably could put some type of flatwork like this with
[28:55] some chain structure that would house entertainment.
[29:00] It could be some type of a stand there.
[29:04] But the one that's shown on here is in that corner,
[29:07] just north of the children building.
[29:10] Again, right here.
[29:11] Other options may be to put it down here,
[29:13] so it's facing this direction,
[29:14] or somewhere over here on this, the smaller area there.
[29:18] So in thinking of Swiss days and how all the vendors
[29:23] Are we going to be reducing the number of benders by?
[29:27] No,
[29:30] it's pretty fly high.
[29:31] I don't think so.
[29:32] The ribbon around the right will definitely not do it.
[29:40] Some poles to work on.
[29:41] Depends on what we designed for that.
[29:44] We're going to stage there.
[29:48] I think it makes more sense to put it down below up here.
[29:52] From the exterior.
[29:53] I don't even know what the key is.
[29:55] So you have the same angle, right?
[29:57] So that's where you face...
[30:03] So
[30:08] you're looking a little bit off of the sun in the audience, as opposed to those performing.
[30:18] I have a key goal that can be removed or moved. Yeah, there's multiple options for that.
[30:24] Item number nine, which is here. So enchanted for us to highlight and protect existing row of
[30:31] whatever agrees with the condition of the Andrew Path double-card and nature-blade element.
[30:37] So we've got these ever greener right here.
[30:40] You can't just be the chair of the board.
[30:42] Yeah.
[30:43] I don't know why I don't know the Swiss-based chair sports.
[30:47] I don't know.
[30:48] I'm zero, they say.
[30:48] That's the big one.
[30:49] I'm zero.
[30:50] I'm zero.
[30:51] Yeah, I agree.
[30:52] So it's the big one.
[30:53] Back when Mayor Tann was mayor, I needed help when he was after these six, two years ago.
[30:58] So we had an arborist come in and look at this growth trees and they said, well, if you
[31:05] want to keep this growth here, what you want to do is plant some new trees in between
[31:08] the older trees.
[31:10] So that's what we did back then.
[31:12] You can see these trees that are actually pretty large now in between the older trees.
[31:17] So as the older trees died and we did have one die a few years ago and it was taken out, we
[31:22] have these new trees that will take their place.
[31:24] It doesn't mean we need to keep them here, but some thought has been put into keeping
[31:28] the team this growth for the long term.
[31:32] We're a tree city.
[31:35] USA.
[31:37] Number 10, so that is a restroom facility to catch the midway to the office building.
[31:43] So that would be in addition to our current city offices right there.
[31:47] And the reason why that would be needed is if this building is removed, which is our,
[31:52] I would call that the shelter right now that has bathrooms on that west side so those
[31:58] would be replaced if that were to happen.
[32:00] So let me ask you this question, restroom for the outside, but could you add more
[32:04] restroom so that people inside could benefit from them?
[32:08] Inside the city offices?
[32:11] There's one in one.
[32:13] Next more than not in the, yeah, two, three in the women's.
[32:20] I think if you're going to head on to that building, you could do that if you wanted to have some more restrooms on the inside and also
[32:26] separate ones coming from the outside, so it makes sense.
[32:29] I still don't think we should get rid of this shelter, but it's crazy.
[32:35] Number U-Leaven, which is this area right here where the existing shelter is.
[32:42] The addition of Memorial Grove near Midway City Office is providing additional shade.
[32:46] they can carry a flower garden's pathways and remember
[32:49] in keeping the figures of the past.
[32:53] And then 12, which would be right up here.
[32:58] Open air multi-purpose, the bill is a barbecue pit
[33:01] with perimeter access and mountain views
[33:03] for family reunions, create events, and date, date, date, date.
[33:06] So really removing the existing shelter
[33:10] and having this new facility on the north end
[33:12] and moving the current barbecue pit to the north
[33:15] they're also getting rid of it.
[33:18] How often are those views?
[33:21] They are views, not the pavilions.
[33:25] When I've been in the mornings usually,
[33:27] somebody on there.
[33:28] I was not saying this.
[33:29] If they are everything, I use them.
[33:31] So they are views, but we do have other courts in town.
[33:35] We've spent money up in Bergeo Park,
[33:38] and we've got nice courts there.
[33:40] We've also spent money over in Southville Park
[33:43] pick a whole court so we have there's other places where people can play but
[33:48] these are used I do see people often the question is do we need it do we
[33:57] need a tennis court on the town square probably not it isn't an official
[34:01] size either that's one thing is it's kind of tight so I think a lot of tennis
[34:06] players use competitive they don't use these courts use it for practice
[34:11] usually.
[34:15] And then the last one, number 13, town square
[34:19] lodge, repurposed the community center into destination support facility for the
[34:23] Swiss, for the town square, include public restrooms, ice skating, support
[34:27] recessions, multi-purpose community space storage and maintenance. So yeah, one
[34:33] thought was to put an addition on to our current, well, this actually shows a
[34:39] completely new building.
[34:43] Another option was keeping this community
[34:45] center the way it is and just adding another building
[34:48] right outside this room to notice what it would be.
[34:52] And restaurants, if I remember correctly,
[34:54] would be back-to-back to these restaurants.
[34:56] Yeah, yeah.
[34:58] And so, yeah, we looked at a number of different options.
[35:01] I think that was one of the major sticking points
[35:04] that we ran into.
[35:05] We had a local architect show us some plans,
[35:09] more than once, but we never got very far with those plans. We had to state
[35:15] doubt one time. We had a city council take a look at the location that we'd
[35:19] never pull the trigger on actually hiring. Moving forward with that plan and then
[35:24] hiring a contractor to build it. So that's kind of where we stalled out. Other
[35:29] sticking points I would say we had quite a discussion on the parking and then we
[35:34] also had quite a bit of discussion about removing this building and adding this
[35:38] I think those were the three main issues that I recall. Do you remember any other's Lisa?
[35:43] No, I think that's it. So, well, and cost.
[35:48] Yeah.
[35:49] I mean, to do all of these things is a lot more than you want point two.
[35:54] Oh, absolutely.
[35:55] There's grants out there.
[35:55] So, I mean, the bottom line is we don't have the money to do all of that anyway.
[36:06] It would take quite a bit of time to do all of these improvements.
[36:09] So we got to pick and choose what's the most important to start with.
[36:14] If we agree that what it should be like, I totally agree with the mayor, I think that
[36:22] the water feature we'd rather have more, I would rather have more green space than a water
[36:32] feature. But I'm speaking for myself. But there's a lot of different things. I'll just run through
[36:41] these pictures. We can come back to these, but I want to show you the proposed phasing plan
[36:48] that runs into budgeting issues with this. So that that's a lot of feature that IBI proposed.
[36:59] We have two.
[37:02] There are also places to park bikes, that type of thing on here.
[37:06] A lot of people are using bikes nowadays, we've got all these trails connecting the center
[37:10] channel, I'll make sure people can utilize it.
[37:20] And this is the enchanted course, the south of the office building.
[37:24] So those would be the restrooms over there.
[37:25] So,
[37:32] the other thing is with the building that was proposed and designed, there were bathrooms
[37:41] outside.
[37:42] So, now, if you put them back at the offices and you put the ones outside, I mean, I personally
[37:50] think that's overkill of the bathrooms because they're a bathroom building attached to
[37:58] the offices and a bathroom building attached to this building is kind of to me. I don't know.
[38:04] Yeah. Just my thoughts that maybe that could be one of the other.
[38:11] It depends on what's going on. I mean, we've had more and more events. We got concerts through the summer.
[38:17] We got the link to bathrooms to support people are not enough. Particularly with the events that have
[38:25] How many bathrooms I thought on that, when the building was put out here, the outside entrance to the bathrooms, I thought there was a lot of stalls in those bathrooms.
[38:37] I thought they were big bathrooms. So that's my thing is, if it's two bathrooms, yeah. But if it's big bathrooms.
[38:46] I think we're on the right track in the sense that at least tracking back to a master plan,
[38:53] just speaking from building and I've got clients that have more money than to do with
[38:57] that are just making it up as they go, and it just to have a plan, this is just that
[39:03] perfect example and I'm interjecting now because we say, well, we need bathrooms because
[39:09] growth, well, they can be on an addition here, they can be here, they can be both, but I think
[39:14] if we really are going, we can go down a road to understand how this phases, then we can,
[39:20] we can really have a plan that makes sense instead of peace-mealing it and hydrating it.
[39:25] That's exactly where we're going.
[39:27] So go back on, please.
[39:29] Good job.
[39:30] So the current building is right here somewhere, and the idea you're going to have to go is to
[39:37] this here and not connected. This is completely integrated into the current roof.
[39:44] The other one was separate. It created an ILA, an alley here, which just doesn't make any sense at all.
[39:52] And so this building can be enhanced. Right now, it's a church. It feels like a church. It needs to
[39:59] feel like a community building, a community center. So part of this,
[40:04] It's amazing in addition to having what we need for the race is to have a useful building
[40:09] here.
[40:10] And I knew the sod.
[40:11] We actually kind of started, this whole thing kind of started because when I was over
[40:18] the buildings and we had a sod that was kind of like a drawing that Michael had in his office,
[40:25] that was going to be put on the front to make it look more like a community center.
[40:31] And then it just kind of morphed in grew, and here we are.
[40:35] Yeah, it's a needs more than a face left out.
[40:38] And we have a basement that is not utilized by the city.
[40:43] It's used by other entities that go in about a week.
[40:49] So all the stuff in the basement will come out
[40:51] when those are using it.
[40:53] Down here, there's eight rooms and chairs are reused.
[40:59] Yes, so this slide talks about the parking modification.
[41:03] So moving that central parking area over to that northeaster corner, that you can see
[41:08] up here.
[41:09] So currently we've got four seats.
[41:10] So the city office is building that.
[41:12] Yes, the city office.
[41:12] So this is where it's on the left.
[41:14] So I feel like just I'm filling in for you guys in this particular case where we really
[41:24] do need parking in right here that the handicap accessible doors were moved out of here parking
[41:33] is out of here right now but I think this should go unwrap around in an L. I know it's beautiful
[41:40] and it's got flowers or whatever but we need parking so bad and we're taking all of this out of here
[41:46] I think that the responsible thing to do is to study who really needs parking is to take that
[41:53] and go to here and have it be around and people can come into the handicap
[41:59] parking and go right into the building on the handicap accessible doors but with
[42:05] this and this it will really I think it really helps our parking issue so there
[42:11] are a couple of things to think about with this and those are good points what
[42:15] is our existing stalls at that 46 internal studies that are 102 on the out the
[42:22] the perimeter of the dam square.
[42:25] With this proposal, we would reduce
[42:26] and installs dam from 46 to 25.
[42:29] And then for 100 and 2 dam to 80.
[42:31] So we lose some, but we also have some other options
[42:33] that we've talked about in the past
[42:34] of creating more parking in Centennial.
[42:37] And that's quite a few stalls.
[42:38] That's not too far away.
[42:40] But there also is an option with the end dam square
[42:45] of maybe putting some parking in this area.
[42:48] If we don't feel like that can be,
[42:49] is this area is not so useful we could put another parking area there and
[42:54] that would make it so we don't actually lose any stalls. For south of the
[42:59] proposed restrooms there number 10 and then leave that multiple of those
[43:03] multiple of the other area right there. So we've been here saying take the shelter
[43:08] out. Yeah I'm like taking the shelter out great. And we're moving the idea here
[43:14] to move it up, it's number 12 this year.
[43:17] Not moving it, it's taking it out and building
[43:20] just a picnic to it.
[43:21] So then I do it this year.
[43:22] There's two totally different things.
[43:24] Are you envisioning then the food going along 100 North?
[43:27] And have vendors along 100 West?
[43:30] Move for what?
[43:32] Swiss Day, sorry.
[43:33] Come on.
[43:34] You use that same marionette.
[43:35] Yeah, you can probably see it all.
[43:36] But then your taco booth is up here
[43:39] and all of your other food is down there.
[43:41] and your tractor trailers or also that won't change.
[43:45] Maybe put it in a tent into the taco booth
[43:47] or something like that,
[43:49] instead of using the lanterns.
[43:50] Gas, intense, and the refrigerator.
[43:54] And you've got all the turquid, the memorial for it
[43:58] is the way they're coming in there.
[44:00] I don't know.
[44:01] I just don't know.
[44:01] It's the right one.
[44:02] I don't like it.
[44:04] Is that in front of the city office
[44:06] that force you?
[44:07] Is that a driveway?
[44:09] That's the sidewalk.
[44:10] Yeah, I think it's really pedestrian walkway. It's not set up for cars to drive up to it. It's what I understand with it
[44:16] I don't think isn't it just what's there now?
[44:19] No, that's there. Yeah, that would wall we do. We have one walk side up up the middle right now.
[44:25] Oh, yeah, you made it a horseshoe. You probably could put some handicap
[44:29] closer to the building
[44:30] Yeah, well, well, but it's just sidewalk. So you'd have to walk
[44:35] I'm going to change the sidewalk to a driveway to give you the same feel.
[44:40] I just think that we're cutting out, we're taking all of the parking out you've got.
[44:46] In the winter that fills up with the skating rink you've got.
[44:50] And I just think that to cut as the city, we're telling this isn't everybody else, we need
[44:57] parking but we're going to
[45:00] That's our, I just think that. Well, it also looks like we're bringing mainstream to it and you're taking it more. Oh, that's, that's already there. But yeah, that's the, oh, not number three. That were the number three is. Yeah, I think you probably lose two or three parking spots there. If it, if it's green there. I mean, we do pick up some stalls in the asphalt right there on the road. What about parking on the north?
[45:28] talking about mainstream. Yeah, we can add parking up here. That's again, we've looked at that recently. There's quite a few stalls over
[45:35] around some places. You know, people's on park there and they're going to be.
[45:40] Will the parking be eliminated on 100 North? We should be able to have, I mean, we can have as much parking.
[45:49] We have to have an entryway here, another one over here, but we could line it up all the way through here if we wanted to.
[45:54] Well, what we need to do is encourage employees, not city employees, but other employees taking
[46:00] out those spaces for eight hours a day.
[46:04] The first north is filled up.
[46:06] A couple of years ago, that wasn't used to go on.
[46:09] Yeah.
[46:09] And it's used very heavily now.
[46:11] No.
[46:15] So moving forward to just to finish talking about the plan, we'll look at the facing and then
[46:22] we can go back and talk about all these different items,
[46:24] but I was proposed for the phasing plan.
[46:28] So phase one, I'm going to put in the south promenade right here.
[46:33] And then also the main street's gateway, which is right here,
[46:38] and then the ice ring plaza resurfacing.
[46:41] So, and that's what they were proposed for phase one.
[46:44] And some of these things have to happen in order,
[46:47] for instance, moving the parking.
[46:49] So, phase two would be moving the parking to this spot, and that would allow us to move
[46:53] on to phase three, which would be to continue that promenade all the way to the North, but
[46:58] also part of phase two is building the new for the old game.
[47:03] Again, phase three was the rest of the promenade, and water features included in there, but
[47:09] they could be taken out.
[47:11] Phase four, east promenade, memorial garter, it's an multipurpose and then patio, so the
[47:19] And then the last phase, the last promodot over in this area, and the town square
[47:27] lodge and enchanted for us. So that's what was proposed. Again, this could be
[47:32] switched up. We've discussed all those different items. We can do what makes sense
[47:37] for moving forward and then also seeing how much we can put towards this each year
[47:42] in our budget. Again, it's going to take a while to build all of this. It's it's
[47:47] expensive as for sure well qualifying Nancy's point about the grant going to a
[47:54] building there's not a building until phase five or so how does that yeah Michael
[48:01] talked to us about how that what does that have to do with phase one or phase two
[48:06] that are that are walkways and resurfacing a rank in not a building yes so adopting
[48:11] the master plan gives us some framework for moving forward and so that helps us
[48:17] to be able to budget and plan but we need to spend money on that building now and so we're
[48:22] going to jump ahead and start on that building and hopefully adopt a master plan that we'll
[48:28] follow as we continue moving forward but as of right now that building needs to happen you know
[48:33] before phase one basically that's the number one item so we always have my stuff on the two.
[48:37] Right so I guess what I'm getting at is this is a nice talking point from maybe 2000
[48:44] in 2021, but for 2026 right now with money in hand, that's not a thing.
[48:51] Yeah, yeah, this is going to have to change that for sure.
[48:54] Yeah, that's why we're here.
[48:56] Just one thing to think about.
[48:57] I just want to throw this out.
[48:58] I can't help it because I got to tell you about the grants.
[49:02] But U.D. opened up a grant.
[49:04] It's called the Health Wellness Something Something.
[49:07] And it was through the Department of the Health and Services.
[49:10] And what they did is they gave the money to U.D.
[49:12] So this year we got 11 million and we got another 11 million for the next five years.
[49:19] No match and it has stuff in there that it's just amazing.
[49:24] We could do half this project with this grant.
[49:26] You have to apply it each year and it's only good for rural counties.
[49:31] So Utah counties out, Ubers out, Salt Lake is out, and Twilla is out.
[49:36] So that gives us some playing field for the rural communities for us to apply for.
[49:40] and then they made it no match because a lot of us don't have money in the
[49:43] world communities. So they're allowing playground equipment, they're
[49:47] allowing soft trails, hard trails, parking lots. I mean it's amazing. I gave you
[49:52] the list. And this year we did a lot. Wes and I got about $700,000. We're going to
[49:57] try and work on that and get that set in. But next year we really do need to think
[50:01] about this because there are things that we can do on here with each phase with
[50:05] the next five years and get the least a good portion of this funded by the U
[50:10] This year was maintenance, sidewalks, resurfacing, so it plays in well.
[50:20] It plays perfectly into this.
[50:21] This is a fucking gift.
[50:25] It's Christmas for now.
[50:26] Christmas for me.
[50:27] It's like no matching funds.
[50:30] And it's going to be a very simple grant.
[50:32] They don't want to make it hard.
[50:33] They want it for the rural communities.
[50:35] And it's 11 million per year for five years.
[50:37] That's a lot of money.
[50:38] Especially when there's no now they may change the match down the road to make the money stretch more
[50:43] But right now the way the federal government has it is that they've given it to them. This is the way it's set up
[50:49] Just so you know something to think about when we start planning for these phases and what we want to apply for
[50:53] When do you hear about that one? I haven't submitted it yet. I'm gonna get everything in this week
[51:00] And then we'll know and then they're gonna kind of set up the program in the next four or five months
[51:05] We meet with you Dawes in September. That'll be a good time to talk to them about that.
[51:09] Okay.
[51:10] But I think that's something that we really do need to look at. There's a lot of grants we can give some money.
[51:15] At least, cut your funding in half.
[51:17] Oh, it's great. We appreciate that effort too. We, Wes and I, did sit down and go through two approaches.
[51:25] One is maintenance for this next year. One is when this happens.
[51:29] Yep.
[51:30] And then the next four years after that.
[51:31] Excellent.
[51:34] We need to get through the next year, so we've got to figure out how to utilize what's
[51:39] there so we don't lose the money.
[51:40] Additionally, you don't want to ask for money and then not use it.
[51:43] That's not good in Nancy's world.
[51:46] And so we'll find a way between the rate and other improvements that makes no sense to move
[51:55] forward on this without a plan.
[51:57] And so that's that's the intent here and then so think about this go away with some ideas
[52:04] You know we can we can pull another hour out of a meeting and have you come with
[52:10] YouTube never seen this before
[52:14] So going back to the building and needs to be filled we don't have plans. We don't have anything
[52:21] We have well, yes, but no work. We don't have a copy of a plan
[52:26] Yeah, there have been plans developed. We've been involved for those plans. We don't have
[52:30] any plans. We have to go for it. Yes. We've never got anything, so we never paid the bill,
[52:37] so we'll make it, but it doesn't make sense. We didn't get what we asked for. Right? We've
[52:42] been in the town on the donkey over a number. And all these warm and fuzzy ideas, but ultimately,
[52:49] we need a building that's going to fit into this use meeting, not just the ice ring, but
[52:54] around the need. Bathrooms. So starting with a plan for the square makes total sense and then
[53:03] augment, fix, design something that works within the funding tools that we have.
[53:10] And that's what worries me if we have 11 months before the grant runs out and we don't have anything
[53:18] conceptually started. It's not realistic to have something design and built in that deadline.
[53:28] Possibly. The range, the killer building, the band mound, the resurfacing, a lot of that,
[53:36] which is part of it. But yeah, how we connect this, remodel this. We've got to figure that out.
[53:46] It would make sense to put the building and the ice skating rink is one contractor, one
[53:51] mobilization, one contractor, do both at the same time.
[53:54] That's what we planned last time with that bush.
[53:57] They were going to do the building, or I think was Russ Watson, who's been due to building
[54:02] and BD Bush was going to do the ice skating rink.
[54:05] I think that was it.
[54:05] Wasn't that the last time that we...
[54:06] I know Russ for sure.
[54:08] He was the one we got lined up for.
[54:09] I don't remember.
[54:10] I can't remember.
[54:11] I'm really excited.
[54:11] I know.
[54:12] Yeah, they were trying to do both of them at the same time.
[54:14] was still on board to help yeah that's excellent he was ready last year I
[54:18] actually think you have a really good point but there are a lot of people who
[54:25] have been watching this and ready to jump in if we get something out works the
[54:32] problem is yeah the problem is is that every time we ask it it just kind of
[54:38] fell flat because it wasn't what we needed well so the process we started with this
[54:43] small building. We got input from the boosters and the idea of a rather
[54:49] range that makes some sense. But then we didn't have much year-round use and then
[54:54] the thing scaled up to a one point. So you wanted a $1.5 million build and it was
[54:59] almost two point. I think of the students. I thought it was 1.3. Maybe it was 1.3. I
[55:04] think it was 1.3. Because that's why I was calculating in my head.
[55:12] It's gone
[55:13] angles. The range fixes it's critical it's important and we have some time to do what we want to do
[55:20] most of it. The second part now below because we can use the trailers for another year.
[55:28] I got to
[55:29] commit but from boosters. Yes, but if you do that we're not going to have time to get the building done
[55:37] before to get the money. We use the trailers and start another building or
[55:41] Okay, so you're not putting the trailers right there. You're just going to use them in the trailers that we've been told could be on the north side.
[55:47] Where? Yeah, there's concrete.
[55:50] So there's a few issues with the with the rain. One is the spalling.
[55:54] It's working. We've got to spend the time on the trailer building. We've got to extend it.
[55:59] If you look out there, you've got to open the bow. We got birds and rats and whatever else is in there, we'll stop them from coming.
[56:06] the cellar will be fine for a while. We won't bother with the header at all by
[56:12] bringing the Zamboni off the north and that's fixed. So then we move forward
[56:17] with temporary trailers. Hopefully we can get a blessing and allow us to buy
[56:24] two new trailers with an observation deck on top and I would think so. I would think
[56:30] so with that money and then you can just put the trailers in and be done and do it
[56:34] same time with our ice rating week. I think if you plan directly and give me a nice proposal
[56:39] we will go before James and talk with him because it is a huge change or what we applied for.
[56:44] It is currently we're putting things here, right? Right. They could go here temporarily,
[56:49] right? But if we've got this band here it makes it much easier for the for the rent to operate.
[56:55] At the same time, if this is here and that's there we can start whatever design
[57:00] with these new trailers. And they're not going to look like trailers. They're going to be nice.
[57:06] So it's not going to be a double-white model. When you're talking about those bands,
[57:11] are we taking the bands all the way to second-west so people can cross and do in crosswalks?
[57:17] But we're only going to the... Yeah, a trail. This is for the rink, yeah.
[57:22] Okay. But they're not nice bands. They're just concrete. When you said
[57:28] Ribbon, you said, maybe I heard it.
[57:35] Concrete.
[57:36] Jungle.
[57:41] But surfacing that and hearing that those paths that they need to use for this
[57:46] skating ring then can be put down and if Эngson's better.
[57:51] And Majors and what we need to have activities there.
[57:58] We've got to find a solution.
[57:59] George Trump, I get to work on something.
[58:01] I'm trying to capitalize on what we have.
[58:06] But it needs to be part of a bigger plan.
[58:09] Otherwise, we're doing the same game we did to your program again.
[58:12] And we're not going to do that.
[58:14] Thank God.
[58:16] Yeah.
[58:17] So what we'll do is, again, this is kind of new to our council members,
[58:21] is we'll put this on a future regular city council agenda.
[58:25] But we need some thoughts on this.
[58:28] we can come up with a phasing plan to make sense.
[58:33] Also, we need to change the overall
[58:35] master plan. We need to know about that sooner than later, but we'll plan in August, at
[58:42] least one of the time meetings we've got in August.
[58:44] Yes, we leave the second meeting in August then. So, is there anything that we haven't covered?
[58:51] I've got your list. I'm well aware of it. Trying to represent without the problem we did last year,
[58:57] we focused too much on the ring because there was so much that needed to be done that we forgot
[59:01] about the rest of the square. So we're going to take a bigger look at the whole square
[59:08] understanding what boosters needs.
[59:10] No, we don't forget, just a minute or two.
[59:13] Well, it didn't happen there. It didn't happen there.
[59:17] The only other thing that I just forgot about this is in the $600,000 we did set aside $40,000
[59:23] to upgrade to Wi-Fi outside the buildings.
[59:27] JC and I talked about this and him and I worked through it
[59:30] because we have so many problems with readers and stuff like that
[59:33] and you have so many problems with your Wi-Fi.
[59:35] When I included the building, the building was 560
[59:39] and the Wi-Fi upgrade was 40,000.
[59:41] It just came to my head, sorry.
[59:43] It just came, 40,000 is for an upgrade
[59:45] and that's something that you do need outside.
[59:47] So think about that one.
[59:49] Where we've found some money elsewhere.
[59:51] excellent as well good as good because I don't know if the foreigner will be
[59:55] about to know any we're already we're in the middle of that so that
[1:00:00] I think we'll be the spend and then we can use this as a match. Okay. Because it's going to be the entire square. That'd be great. Including the buildings, including the rank. Okay. We don't have this nonsense anymore. It's ridiculous. We can't make it. Yeah. That's what JC and I knew, you know, three years ago. I was specced out. Jeff Curry got involved. JC got involved. They came out and did, you know, there was a boy, Wonder Boy. Where do we have say but where we're not? And we know now.
[1:00:29] and use them to contact two days ago to get them back.
[1:00:33] Okay, we'll keep track of the funds because then we can use that as
[1:00:35] national funds for them. Yeah, go really.
[1:00:38] Good.
[1:00:39] I should tell you not that.
[1:00:42] To change our ask regarding the grant, we need some documents that will show
[1:00:46] the new buildings that we want to equip the staff.
[1:00:48] Design, I mean, you know, if it's, you're getting a design something that I need the
[1:00:53] engineering.
[1:00:54] If you're just going to put through two areas and put it facing around it,
[1:00:57] and tie in to sewer system, you don't have bathrooms.
[1:01:00] I just need something with details.
[1:01:02] We'll have that to you by the first.
[1:01:03] But give it a couple of weeks.
[1:01:05] Let's get that first contract signed and get that settled.
[1:01:10] And I already told James and we're going to be changing the building a little bit.
[1:01:15] He's like, okay, let's hold off and do this first.
[1:01:18] Then you and I will meet with him.
[1:01:19] That's we'll have to do that because you're in the mayor.
[1:01:22] And then we can change that.
[1:01:23] Okay.
[1:01:24] The intent here is take back what's in the packet.
[1:01:27] Look at it.
[1:01:29] You've seen it a lot more than you two have, Kevin, and JC are aware of this as well
[1:01:33] from the things we went through.
[1:01:36] The goal is to come up with a plan, and some of these things, they're not negotiable.
[1:01:42] We're going to have a rink.
[1:01:43] That's not going anywhere.
[1:01:44] We need buildings that are functional, which means they're going to be, this building is
[1:01:48] not historical in the way that you don't know this.
[1:01:52] We're not much of that thing at all, we're going to...
[1:01:54] No, but I want to be able to bring the velvet, is this?
[1:01:58] We have the velvet.
[1:01:59] Hamlet is going to be wrong, too.
[1:02:02] Yes.
[1:02:03] Can I ask you a question, Craig, you've talked about, so your thought is instead of putting
[1:02:09] the building and adding it to this, that you just bring in two trailers and put a facade
[1:02:15] on them, is that what you're saying?
[1:02:17] Possibly, because they will move.
[1:02:20] Okay.
[1:02:20] So we can use the square for recreation that's they can move they can move they have to be recreation year-round
[1:02:29] Remember we talked about that in the summer. We're gonna have roller skating and so the boosters we we talked about that
[1:02:36] It has to be here year-round it can't be moved
[1:02:39] Yeah, because you're not using it in the summer for recreation if you've got a move in a storage summer
[1:02:43] I've never seen this idea here
[1:02:45] So I'd like to explore that a little bit.
[1:02:47] That was actually tear this building down.
[1:02:50] That's a whole new building.
[1:02:51] So we also want to re-purpose this one
[1:02:55] and maybe add onto it actually.
[1:02:56] Right.
[1:02:57] It was our neighborhood.
[1:02:59] That's why it's a completely different shape than that.
[1:03:01] Yeah, it was tear it down.
[1:03:04] Whatever we do is got to connect to this building and make sense.
[1:03:07] And what we have before doing.
[1:03:09] And connect to this building.
[1:03:10] Function.
[1:03:11] I mean, all that we did was sit next to this building.
[1:03:14] I didn't really connect on one wall and you couldn't get from once the other.
[1:03:23] That's the next step after I would suggest those ones is plan and let's get that designed
[1:03:31] to figure it out and the rate and the building.
[1:03:36] The other stuff can fall out.
[1:03:39] Well, but you don't lose it with the building though you're you're using losing your parking
[1:03:45] Are you so you'll have to have some parking at all to do all of that. Yeah, okay, but we need a plan
[1:03:52] We've got to share what we're having towards, right? Yeah, this isn't in a word. It's got to have some adjustments
[1:03:58] All set
[1:04:00] So new to it. We'll bring it back in August. Please put some kind of into this
[1:04:09] We'll bring the doasters in at the ice experts.
[1:04:12] We have some contractors of well and it will help us with that part of it whether it's
[1:04:20] the surface having it.
[1:04:23] The other thing people freak out of them.
[1:04:26] Anyway, cover that thing so it could be as you're out.
[1:04:29] It could be temporary.
[1:04:30] It could be moved.
[1:04:31] It could leave it up after Swiss days.
[1:04:32] We could put it up before this phase.
[1:04:35] There's other problems.
[1:04:35] Is it about the ice frame?
[1:04:37] Yeah.
[1:04:38] The color we looked at, Wes and I looked at that $1,000,000 to cover it.
[1:04:43] It is a cantilever and it can does this and because of the snow load and what we have,
[1:04:48] the engineering is about $700,000 and then the cantilever and that they move like this
[1:04:53] close and open is about $1,000,000.
[1:04:56] So that was three years ago that we did that design that Wes and I looked at and it was
[1:05:02] outrageously expensive.
[1:05:03] I'm sure it's better now and there's better ideas, but that was kind of a starting point.
[1:05:06] We were thinking about that because that way we could have in the summertime wouldn't be so hot, but the content is outrageous.
[1:05:12] This is a looser home arc fail. I think that's why we wanted it to open and close, you know, and open and I know.
[1:05:20] But we were trying to say, yeah, it's that open, I know, up in there, I agree, and yeah, I just, I, just, I, to me, that,
[1:05:28] the level side of the box a little bit, see what we come up with, and then as a group will decide, but some of this is, we got to get on it.
[1:05:38] Brad, can you add that to the second August meeting?
[1:05:43] If you have questions, reach out to Michael and me and I,
[1:05:47] this is all talking about it, but we are always walking.
[1:05:51] And I think that night, it might not be a bad idea to start
[1:05:54] on it early, I must walk the square.
[1:05:57] So, come on, your ideas and then let's go for a walk about it.
[1:06:00] We did that now, mainstreamed that out a little bit.
[1:06:02] So, let's do that on the square.
[1:06:03] Well, we've done it out here when they state the building
[1:06:06] that they wanted.
[1:06:07] that's when I it wasn't really sold on it anyway but when you actually saw the
[1:06:13] size and what it would do it was like you know okay yeah I was
[1:06:22] gonna say it just
[1:06:27] did that that just yeah yeah that was just a second ago any comments from the
[1:06:41] I was thinking through this and working with events like I do the part the area back here
[1:06:50] back here yeah where we have the parking by the shelter um that when you're having events
[1:07:00] that's a very dangerous spot and even like during the winter when people or yeah down by the ring
[1:07:09] When people, you know, they come in to drop their kids off, and I see it. I'm here every day all the time.
[1:07:15] They drive in, kids, you know, get out of the car right across. And that kind of people use that as a thoroughfare.
[1:07:23] And I've seen so many close calls in there. When we do events, we have to close off so many different ways to try to keep people from coming down in there.
[1:07:33] So just keep that in mind as you look at it as because we're getting more events, they're
[1:07:41] getting bigger, we have to think about safety for people and you know they come around
[1:07:48] this corner, they come in the driveway behind the town hall, come around that corner and
[1:07:54] you can't, if there's cars parked there, you can't see and there's kids going across to
[1:07:58] under the restrooms and yeah it can be a little bit tricky down in there and it's hard to keep
[1:08:06] people out of there when you're having an event to try to keep it clear so it's safe because we
[1:08:12] have two entrances and people just like to use that as a cut-through so think about that when you're
[1:08:18] looking at it. And so from your experience you've got this this plan here where that heart needs
[1:08:23] removed. We've got a new parking area, but people would be basically walking from
[1:08:27] first to last or from first North, maybe from main street. That would take away
[1:08:32] that interface with the public. And I think that work. Like Michael said, I mean
[1:08:38] just come to our office every day that it's like a thoroughfare that are out of
[1:08:43] people walking. I mean that's, you know, they go day and pair and then they cut
[1:08:47] straight cross to go cross to go to Valorina Farm. They don't want to walk clear
[1:08:51] out and around. They're just going to walk right to the parking lot. So can I ask you a question?
[1:09:01] The reason to remove the shelter is what? No, but for those who want to remove it,
[1:09:13] what is that argument? I know it's an older building. I know at one point I'm
[1:09:19] bug probes and I had a really cool idea to refurbish it, make it, you know, the old pot
[1:09:25] rock. I'm just wondering if there's a reason. I'm trying to, you said, noodle it and kind
[1:09:32] of get your opinion. I just wonder if there's any. Well, but I just wonder if there's a reason
[1:09:40] that I can maybe lose my emotional tie as somebody can tell me if there was, was it just the
[1:09:45] engineer's thought it should go up here because it's better because to me you
[1:09:51] put some really we have some really cool ideas for the inside and you have
[1:09:56] the pot rack on the outside you get the roll-up doors instead of the tracks the
[1:10:01] way they are and the building that's there could be really nice but if there's a
[1:10:07] reason okay I just want to get there was a reason okay I just it was presented
[1:10:13] And nothing more than that.
[1:10:15] Well, what they did is they took those three guiding principles
[1:10:18] and then added these things in here, whether, I mean,
[1:10:23] we have more on the, oh, we don't have more on the road.
[1:10:25] Yeah.
[1:10:26] That's a good one.
[1:10:27] We got to stat you when we moved it from here to here.
[1:10:30] And maybe we'll stick it here.
[1:10:31] But it's, yeah, I just, I just have to give you, if I missed
[1:10:37] somewhere along the line somewhere that said,
[1:10:40] And it needs to go because that's my question.
[1:10:46] It's okay to have an emotional high because that ring is a big emotional time.
[1:10:54] I do take the logic in mind, that thing would be gone.
[1:10:57] And the shelter building, my dad, Gene Probe, they all built it.
[1:11:06] That's part rock from midway, that's, you know.
[1:11:09] And so if there is kind of an emotional type of that,
[1:11:12] it's a historical done by people who love people.
[1:11:17] So I look back.
[1:11:18] And if there's a reason, then maybe I could get over it.
[1:11:22] But if there's, if it's just because somebody said,
[1:11:25] well, it would be better if we just had a picnic shelter
[1:11:28] up here and got rid of that so that we could put a room
[1:11:31] around the road there.
[1:11:33] But to me, that's just not.
[1:11:36] And the tennis court galley isn't the best use in the space.
[1:11:38] the barbecue is in the most wrong place as well right I mean it makes more sense
[1:11:44] to have it up there.
[1:11:47] Put it at Centennial Parks and that's the other thing is
[1:11:50] the continuation over to Centennial. I mean we've talked before man we should
[1:11:54] about those two houses. We have a coolest square you know. We blew that. But yeah they were they were but the
[1:12:05] The barbecue pit isn't used by people in the shelter.
[1:12:11] I mean, it's used as Swiss days.
[1:12:12] People don't rent that.
[1:12:14] I mean, when they rent, we don't let them go and use it.
[1:12:17] Yeah, but it makes sense.
[1:12:20] Go put it at Centennial Park.
[1:12:22] It doesn't need to be right in the middle of this part
[1:12:24] of the town square.
[1:12:25] It was right kind of in a Nellman's land that wasn't used.
[1:12:30] So I'm sure it is.
[1:12:35] Can I just make a comment to just remind you that if we have a snow year like we did three
[1:12:41] or four years ago, whenever it was, we had a heavy snow, we have to blow all that snow
[1:12:46] off the ring to the north of the ring.
[1:12:49] So those trees are there, they look pretty, but they're not going to work.
[1:12:52] We need open space there that we can blow that snow off the ring.
[1:12:57] Good point.
[1:12:58] Good morning.
[1:12:59] Yeah.
[1:12:59] Temporary footing.
[1:13:01] I'm not sitting tied to the pretty inside of the door, because it's your house.
[1:13:07] The rest of that will be at it.
[1:13:09] It's just a...
[1:13:10] It's me.
[1:13:11] Open up.
[1:13:12] I like it open.
[1:13:14] You know?
[1:13:15] It's our little square.
[1:13:18] You see that in the cemetery.
[1:13:19] You don't plant trees in the middle of it.
[1:13:21] Right.
[1:13:21] If you want people to get out of it.
[1:13:22] Right.
[1:13:23] That's how I felt, too.
[1:13:25] I have a question.
[1:13:26] Is the city interested in...
[1:13:28] No.
[1:13:28] Doing more Christmas lights on the square like I would be we have some great way that we could potentially and they can't go
[1:13:35] I mean that we can help provide paid by those lights
[1:13:38] I mean you'd have to then see with the figure out of
[1:13:41] Paying about every year, but it doesn't mean you're interested in sure
[1:13:45] I have always thought it would be such a cool thing to have Christmas lights on this square and
[1:13:50] It's just a thing to park yet. It's really cool walking
[1:13:59] Absolutely, we are allowed. I didn't want to, like, do you do a long time job?
[1:14:02] So it's not a heavy 10th grade.
[1:14:04] Oh, I have your 10th grade job.
[1:14:05] I need to request, okay.
[1:14:07] I can do that one.
[1:14:11] We'll take your money down.
[1:14:13] We'll take your money down.
[1:14:14] We'll take your money down.
[1:14:15] We'll take your money down.
[1:14:16] We'll take your money down.
[1:14:17] We'll take your money down.
[1:14:18] We'll take your money down.
[1:14:28] Okay. Yeah, perfect. Thank you, everybody.
[1:14:31] So what is Kevin?
[1:14:38] So on the second order to come back with our ideas, we're going to talk about it and vote that night on it.
[1:14:43] Or are we just going to talk about it again?
[1:14:45] We're going to talk about it and get enough of a plan.
[1:14:47] Do we need to be ready to vote?
[1:14:49] Yeah, we can hear you.
[1:14:50] I just want you to be ready to vote.
[1:14:52] Yeah, we can hear you.
[1:14:52] We need to discuss it and have to.
[1:14:54] You always need to be ready to vote.
[1:14:55] Well, you know what I mean.
[1:14:58] I do.
[1:15:03] Thank you, everybody else have a problem. Thank you a lot. Thanks, guys. Bye, down line. Bye, down line, see ya.
[1:15:14] Thanks for having us. Thank you. Nice to see you. I'll be bugging you in heavy tech. You said I could have money.
[1:15:28] Okay. I'm after it. Okay, before we start this, can I get a motion to use the jet brake?
[1:15:35] Oh, it's early.
[1:15:39] That motion, yeah, it's in the brake.
[1:15:42] So moved, son.
[1:15:43] Okay,
[1:15:45] Kevin, I'm going to mute for just a minute so we come back.
