[2:26] um we purchased the CJ feed building sometime ago a couple of years ago and

[2:31] after debating on what to do with it etc etc we've decided to put in a dispensary

[2:36] and uh it's kind of an odd thing because we don't we're not users but we're

[2:42] business people and we need something easier to do for the future than the

[2:46] Sawmill which is a difficult business so there's a couple of things that that

[2:51] I want to discuss and one is I was told by J.E Strickland that he

[2:56] talked to somebody with the village about putting a grow house in a tent

[3:02] structure inside the building and he was told that they wouldn't sell him water

[3:06] and I don't know if that's accurate if he misunderstood but it's kind of an odd

[3:11] thing because I think the village you know we need income for whatever and and

[3:16] so I wanted to just bring it to your attention on the off chance that we

[3:19] could get a different answer or find out why or whatever because it's not going

[3:24] to stop what they're going to do they're going to have to truck water in and just

[3:27] make make it more expensive and more expensive that comes off of your overall

[3:32] profit and that lowers taxes and that affects the village so that was one

[3:37] item that I wanted to discuss the other one

[3:40] is I've got the ordinances here and they state that a drive-through window will

[3:45] not be allowed and we had planned to put one in and I'll explain why

[3:49] the uh you know historically before cannabis was legalized people go to

[3:55] their doctor and virtually any doctor go oh sure you you want cannabis here's

[3:59] here's your medical card and they'd go by their cannabis and a whole lot of

[4:03] people were faking illnesses or whatever to get their medical card but now they

[4:07] don't need to so the people that have medical cards are truly sick and the

[4:13] problem that I have with not we we want to put a bank style bulletproof glass

[4:17] window in and um and be able to service people that

[4:22] are ill and they can drive up and we're planning to put a sign that says you

[4:26] know Medical Only or handicapped only sales and

[4:31] so I'm requesting a variance to that there's only one

[4:35] uh dispensary in the state of New Mexico that has a window where people can get

[4:40] to it and so if we narrow it down and we say the

[4:44] people that are that are uh no longer using a medicinal card ticket

[4:51] cannabis they can walk in the front door they don't need that card etc etc the

[4:56] remaining people as I said they've actually got health problems and we're

[5:00] forcing them to pull up get out of their car go inside it could be somebody with

[5:04] cancer whatever and it bothers me because I actually try

[5:10] to put myself in the shoes of somebody else that you know it's it's an issue

[5:14] and the other thing is I suspect it's a violation of the Americans with

[5:18] Disabilities Act uh I I not that I'm gonna go after anybody not my style at

[5:24] all but I suspect that that might be true and consequently I would request a

[5:30] variance we think it would be a good addition

[5:33] to give the village an idea of what we think we can do with this shop there is

[5:39] a a dispensary at the intersection of I believe it's San Antonio and I-25 so

[5:44] it's pretty close to to El Paso and granted there are more Vehicles going by

[5:49] than what we have on I-40 but the average on I-40 is about 15 800 vehicles

[5:55] per day going by that little dispensary in August of uh

[6:00] last year did 502 thousand dollars in business

[6:04] uh so we're talking a considerable amount of gross receipts taxed to come

[6:10] to the Village Etc and so um I know there's a lot of people that

[6:15] look at and go cannabis it's dope smokers and all this and we're going to

[6:18] have the scumbags around and blah blah blah blah but frankly Renee and I and

[6:22] and trying to get ideas for our shop we've been to multiple multiple

[6:28] dispensaries and I've yet to see anybody that just didn't look like an average

[6:33] American no no scumbags no troublemakers no gangers I haven't seen any of that so

[6:40] and then the last subject if you'll entertain this thought

[6:45] as you go past the Sawmill you've got that little house out there and I've

[6:49] made it a practice although they closed the gates recently but then somebody

[6:53] opened them again I guess but anyway I've gone by that house I I can go that

[6:59] way and go around to my house because I live in Ralph card's old house and and

[7:03] it's a little quicker than the freeway and I don't have to wait on trains if

[7:06] there is one and I've called The Village a number of

[7:09] times three four maybe where somebody is kicked in the front door and and entered

[7:16] the house and you know you the workers here go out repair et cetera Etc and and

[7:22] that's great but I have a guy who is from Seattle Washington he came down to

[7:29] load logs and also drive a log truck for us so we can get more material and we've

[7:34] been suffering since the Mexican spotted our lawsuit in

[7:39] 2020 along with covet Etc uh weather stoppages all this and we're really

[7:44] struggling with the Sawmill and I'm I'm curing that

[7:48] um but he's very interested in living in that little house and uh he's he's a

[7:53] he's a nice guy he's one of those guys that hits retirement age and doesn't

[7:58] want to quit he's 73 years old but he he moved here from Seattle so he could

[8:03] you know do logging and um I know the house has trashed it has to be because

[8:08] the door opened in the sand inside Etc but he said that if the village would

[8:12] consider letting him stay there he'll clean it up and take care of it and and

[8:17] he's I've seen his house in in the Seattle area and it's a nice home

[8:23] it looks well cared for ETC I did a background check on him and Googled his

[8:28] his address so I would know a little bit before I brought him down here so that's

[8:32] the the other one I had for you that that I'm requesting some help on and

[8:36] then the last one is that due to the truck drivers

[8:42] loves charcoal and prevailing winds that fence in front of the CJ building is

[8:48] constantly inundated with your you know urine-filled bottles from the truckers

[8:53] and garbage out the window and etc etc and today as I headed home I saw a

[8:59] pickup truck out there and they were parked parallel and I had

[9:04] already committed to go over the railroad tracks so once I did I flip

[9:07] flop and went back and I drove up there and it was a village truck

[9:10] and there was two young men out there and they were raking and cleaning and so

[9:15] the last subject is I stopped and thanked them and I want to thank you all

[9:18] because it's it was bad and it and it'll get bad

[9:23] again but I was really thrilled to see positive step taken to to clean it up a

[9:29] little bit I've had my guys clean it up but it it gets trashed again

[9:33] so um last thing so you know about the

[9:36] dispensary we're looking to put in something it's an it's not a classy

[9:41] building per se but when you go inside we're going to shoot for a nice

[9:47] nice place to go in and and uh and shop and etc etc so that's it

[10:18] their son is a horticulturist and he is growing j e is that's the one that said

[10:23] that the village wouldn't sell water and um and he's involved with another

[10:29] company anyway growing for them and he's going to guide his mom and dad but he

[10:33] can't really step in and help him we like them they're really good people

[10:36] they're decent people and uh we're gonna if that building is six thousand square

[10:40] feet we're going to use about 1600 and they can and they want to put grow tents

[10:45] on the inside and uh and so I don't know how many jobs

[10:50] they'll create worse thinking probably five on our side which I understand it's

[10:54] not a whole lot but they're going to be high paying jobs

[11:03] Mill were putting we've got a new head rig which is the main component that

[11:07] that breaks logs down into Lumber and uh we get that running we're working on it

[14:52] anything that's going to take longer than two weeks to ship in and then as of

[14:56] May 1st we'll shut the budget down completely that gives us a chance to

[15:00] receive all the goods and get them all paid for before we have to close out the

[15:04] fiscal year so we're working on that

[15:08] um finance department is busy working on checks and balances water deposits and

[15:13] processes setting us up for the end of fiscal year and for the audit

[15:18] um we did such a great job on our audit we want to keep in there so we're taking

[15:22] the same steps we took last year we're following the same schedule making sure

[15:26] that we do three or four internal audits before the big Auditors come so we're

[15:31] working on that um we're also

[15:34] um taking the guidance given to us last month and working on the salaries and

[15:39] preliminary budget numbers um legislation right now kind of has us

[15:45] on hold trying to figure out what they're going to do but once that

[15:49] decision is made then then we'll have concrete numbers for you guys to look at

[26:00] authorization and State funding for Rio San Jose local settlement agreement

[26:27] Mr Mayor members of the board it's good to see everyone again

[26:32] um thanks for having me here I'm I'm gonna

[26:38] present make part of my presentation in the open session

[26:43] regarding the status of the Rio San Jose water rights settlement process

[26:50] and the second part of my presentation concerns ongoing settlement negotiations

[26:56] that are covered by a confidentiality agreement between the settlement parties

[27:01] and so we'll we'll talk about that in the executive session

[27:05] um

[27:08] before I bring you up to speed on where we are

[27:12] now with the water rights settlement agreement and this is the settlement

[27:17] agreement to resolve the water rights claims of Acoma and Laguna Pueblo in the

[27:24] Rio San Jose stream system let me just briefly kind of recap how we got here

[27:31] um as you know the the local settlement

[27:35] parties which are Village of Milan city of

[27:39] Grants uh the asakias the pueblas of Laguna and Akama and the

[27:44] state of New Mexico entered into a settlement agreement

[27:49] last summer I believe it was finally signed by all the local parties in June

[27:56] and that settlement agreement is intended to fully resolve

[28:02] the two Pueblos water rights claims in the riozan San Jose stream system which

[28:09] also includes the the Blue Water groundwater Basin and and those claims

[28:14] were part of the litigation that has gone on for decades in the

[28:21] state v v Cur McGee case that case was filed in 1982.

[28:26] and these claims were litigated um and the parties

[28:32] decided to try to settle them about 10 15 years ago we reached a local

[28:37] agreement I presented that agreement to you I

[28:41] believe in May of last year for your consideration and that that agreement

[28:47] was approved and executed by the Board of Trustees at that time

[28:54] so that agreement that's now been signed by all the local

[28:58] parties we refer to that as the local settlement agreement and for the local

[29:02] settlement agreement to become final and enforceable

[29:07] a handful of conditions have to be met and there's really two main conditions

[29:15] and the first is uh is a federal process and

[29:20] it because the United States has a trust responsibility to the pueblos

[29:27] um Congress has to enact legislation that

[29:33] approves settlement of the Pueblos water rights

[29:36] claims on the terms laid out in the settlement agreement

[29:40] so Congress has to approve that and then also because the settlement agreement

[29:44] provides for federal money for wet water projects

[29:50] so the Pueblos can use those water rights Congress has to appropriate those

[29:54] funds so that's really the first step toward

[29:58] finalizing the settlement agreement once that happens once Congress enacts

[30:03] legislation then the focus shifts back to New Mexico and at that point the New

[30:08] Mexico legislature has to pass legislation to fund the settlement

[30:13] projects for the non-pueblo parties that includes Milan grants and the esekias so

[30:21] the settlement agreement you may recall provides for approximately 11 million

[30:25] dollars in water infrastructure and Sewer infrastructure projects for the

[30:32] village those monies are appropriated by the New

[30:39] Mexico legislature when

[30:42] after Congress approves the settlement agreement

[30:47] so those are the two major steps to completing the settlement agreement once

[30:51] those conditions are met the karma Greek Court will enter a final order and

[30:56] decree and it'll incorporate the terms of the settlement agreement and all the

[31:01] parties will then be bound by its terms and at that point

[31:05] the settlement funds including Milan's money

[31:09] um can be dispersed for those projects so

[31:12] where are we now um I'll start with the settlement

[31:17] party's efforts in Congress since you executed the local settlement agreement

[31:23] last summer so after all the local parties signed the settlement agreement

[31:28] uh the we began drafting Federal legislation a federal a bill

[31:35] for Congress to pass that would approve the settlement

[31:40] um we finished that drafting early in the

[31:44] fall it was sent to New Mexico's Congressional Delegation and I will say

[31:49] that most of the delegation was very enthusiastic about the legislation and

[31:55] um Senator Heinrich agreed to sponsor the bill on the Senate side

[32:00] and it was sponsored in the house by Representatives Leisure Fernandez in

[32:06] Stansberry the bill went to the Senate Indian

[32:11] Affairs Committee in November of last year and it passed out a hearing with

[32:19] support from the committee and we were on a good trajectory but you know we

[32:24] were getting down to the wire at the end of the of of the year in the end of that

[32:29] Congressional term um and unfortunately we just ran out of

[32:34] time uh the timing of the legislation just being at the at the end of of the I

[32:41] think it's the 2021 Congress which is a two-year Congress

[32:45] um and also the fact that our legislation coincided with that massive

[32:50] Omnibus spending bill that hit at the end of 2022 that bill just

[32:56] sucked all the oxygen out of everything and

[33:00] um the Pueblos and their lobbyists who are really the ones on the ground in DC

[33:06] um they attempted to or tried to get our bill bootstrapped onto that big Omnibus

[33:11] Bill but that was unsuccessful and the term ended without a vote on our bill

[33:18] so what that means for us now is that we

[33:21] have to reintroduce the federal legislation we're in a different

[33:24] Congress so a new bill is being finalized at this time this new bill

[33:30] will be a combined settlement bill for our settlement the Rio San Jose

[33:36] settlement agreement it will also include the Jemez settlement agreement

[33:40] which settles the water rights claims of of Jemez and Zia pueblos

[33:46] and that bill is going to be sponsored This Time by Senator Heinrich again but

[33:51] also Senator Lujan has agreed as to be a co-sponsor which is which is good um

[33:57] that's going to be introduced in the senate in the next week or two

[34:02] um now different story on the house side as you know uh the Republicans took

[34:08] control of the house so we now have new house leadership and that is going to

[34:13] affect the strategy for moving the bill forward on that side of Congress

[34:19] um the Pueblos lobbyists some of whom are Republicans have a

[34:23] really good relationship with a number of the more prominent uh Republican

[34:29] house members their sense is that we probably have a

[34:33] better shot of getting the bill through the house during the second year of this

[34:39] Congress which is 2024 it's an election year people are

[34:44] more amenable to the idea of spending money

[34:49] um so for now the plan is to move the bill through the Senate and we'll see

[34:56] what happens on the house side I will keep the village apprised of the status

[35:01] of that legislation once it's introduced in the next few weeks and again based on

[35:06] what I'm hearing from the Pueblos in their lobbyists I think our best chance

[35:09] of getting uh the Settlement Act signed into law is

[35:13] probably calendar year 2024. so

[35:18] Switching gears um to what's going on in the New Mexico

[35:23] legislature right now during this session

[35:27] so even though we don't have a congressionally approved settlement

[35:31] agreement there are some important things that we

[35:35] can try to accomplish uh right now during this New Mexico legislative

[35:41] session and I think the most important thing is getting the legislature to

[35:47] start setting aside money for the settlement projects Milan settlement

[35:53] projects Grant settlement projects the esekias while the state is flush with

[36:00] Revenue they have more money than they know how to spend right now and we can

[36:05] certainly advise them to spend some of that bank it really because it can't be

[36:10] spent now but they can appropriate it and essentially escrow it

[36:14] for future use for these settlement projects when our settlement agreement

[36:20] becomes final and and just to give you an idea of the numbers that we're

[36:24] talking about the state's cost share obligation under our settlement the Rio

[36:28] San Jose settlement is approximately 36 million dollars the Jemez settlement

[36:33] agreement which is on the same timeline as as our settlement is the state's cost

[36:40] share obligation under that is approximately 20 million uh and then

[36:44] I'll note that there are other Indian water rights settlements in the works

[36:49] that could all potentially come back to the legislature

[36:54] um at the same time as as our settlement

[36:57] and what we don't want is to be in a situation where the New Mexico

[37:03] legislature is being asked to appropriate tens or potentially hundreds

[37:09] of millions of dollars for its cost share obligation under these settlements

[37:15] if the state is in a severe recession or an economic downturn we want the state

[37:21] to start setting aside some of those funds now obviously they're not going to

[37:26] put aside that entire amount in this session but I mean 10 million 15 million

[37:31] just sort of banking it for the future

[37:34] so there are a few Avenues in which to try and accomplish this Milan state

[37:42] Senator Senator Munoz is sponsoring a spending bill

[37:47] Senate Bill 241 which could serve as a vehicle for

[37:52] banking some of these funds um in the Indian water rights settlement

[37:57] fund which is a suspicious excuse me specific fund set up uh to

[38:05] hold these settlement project funds that that bill is introduced it's going to be

[38:11] going to the Judiciary Committee probably tomorrow uh I've already met

[38:15] with mayor Gonzalez and Village manager Linda cook

[38:19] to discuss this bill and um reaching out to Senator Munoz to

[38:27] communicate Milan's support for SB 241

[38:32] with certain amendments that need to happen to that bill to allow for this

[38:37] money to be appropriated and set aside for our settlement agreement I think the

[38:42] prospects for passage of SB 241 are good the state engineer supports it

[38:49] um it's co-sponsored with Senator Cervantes and I I think it will likely

[38:55] pass and and at this point I'm I'm confident that it will pass with the

[38:59] amendment that we need in order to get this money set aside I will keep the

[39:05] village updated on the status of that bill and I will also confer

[39:11] um with uh with Miss Cook on efforts that the village can make to reach out

[39:17] directly to various legislators to

[39:23] um confirm The Village's support for that legislation really briefly there

[39:28] may be another bill on the house side that will accomplish the same thing it's

[39:33] very early in that process so I really can't report anymore on that at this

[39:37] time but but I think we're we're on a good trajectory with that one bill so

[39:42] that's all I have as far as reporting on on the legislative process for the

[39:48] settlement I'm happy to answer any questions that you may have at this time

[43:12] Through the Fire Protection or the fire Grant Council that makes a huge

[43:17] difference it's gonna gonna boost our our probability of getting some good

[43:23] grants this next year which I hope um

[43:28] we do got a new uh Fire Marshal support slash inspector for our region it used

[43:34] to be uh Esky now we've got uh Eloy Prada he's going

[43:41] to be our new uh support inspector for for the region of the western side of

[43:46] New Mexico um

[43:48] look forward to working with him he's a pretty nice guy Esky went to fire

[43:53] prevention for the State Fire Marshal's office and

[43:57] Department of Homeland Security so I'll still work with him too

[44:00] uh talking about Esky I partnered with red cross and with the

[44:07] Department of Homeland Security and

[44:10] I'm gonna host a sound the alarm event in March

[44:15] and what we're going to do there which is going to help our ISO rating and give

[44:20] us some more points and more moola um

[44:25] we're gonna go around our community and those that need fire alarms in their

[44:30] houses we can provide up to three firearms per household

[44:35] and the the fire department since we're hosting it will be the ones to install

[44:40] and then at the same time we can do our fire prevention and give them a

[44:45] little talk on exit strategies and what to do when their house catches fire how

[44:51] to prevent fires of course and all that is recognized through the ISO

[44:57] so we'll get some good points there um this year we're really focusing on

[45:04] training I got two two firefighters going to get

[45:09] their Hazmat starting next week they're going to go down to Los Lunas all these

[45:15] classes are through the fire academy so they're accredited

[45:18] certifications

[45:22] um also like I said to help with getting some good points and getting them

[45:27] getting more money with our grants

[45:31] March 4th I'll be hosting UNM Consortium training uh it's pit crew CPR it's just

[45:38] kind of a CPR refresher so anybody's welcome to come it'll be March

[45:44] 4th that'll be our first host at the new little training room we've got

[45:51] downstairs so that's going to be exciting

[45:55] um in April I'll be hosting uh a fire academy class for fire one for those in

[46:02] the county it's it's actually open Statewide but

[46:05] to help our local fire departments around us

[46:09] if they want to send some students over and get fire one certified through the

[46:13] fire academy as well I think if we try dropping their ISO

[46:19] ratings along with ours it just all looks really good within Cibola County

[46:25] I do have some hydrants scheduled to be tested again this year another this year

[46:32] I'm going to do 60 more they're scheduled March 22nd and 23rd I

[46:37] already got with jewelry looks like our wells and water system is

[46:42] is okay so we're good to go on that um

[46:47] hopefully we got some good hydrants if not we'll we'll fix them or to Ray will

[46:55] uh you guys did the para I appreciate that that's one I report every year the

[47:01] Fire Marshal's Office they go to legislation they ask for a certain

[47:04] amount of money to give the volunteers retirement

[47:09] um if they show up and and do their

[47:12] meetings and trainings and and show up to fire calls they're eligible

[47:18] which they don't have to pay nothing into it

[47:21] which is great so I think part of Marshall's office

[47:27] went up to like 39 million dollars in that deal but that's Statewide

[47:34] don't call me on that I don't know for sure

[47:37] a little update on the facility build for the remodel on the upstairs

[47:43] they submitted for cids they're looking for permits and everything

[47:48] next week they'll be down with an environmentalist

[47:53] come and take some samples upstairs to see if we don't have any asbestos

[47:57] upstairs as well just uh so we don't have another

[48:01] surprise like like we did on the lower portion of it

[49:33] um a contractor an mou that's um looks like we haven't updated since the

[49:40] early 80s so we're working on that to um

[49:44] fix some things there but I did meet with their new coordinator

[49:48] um I think Dell Dell something but um we fixed that problem with um

[49:53] them taking our dogs they weren't accepting them because Gabe is very

[49:57] proactive um and and he's out there and

[50:01] I I think he's convinced that I give him five percent uh increase in pay every

[50:07] time he catches a dog so I I don't know where that came from but

[50:11] he's very proactive and he's doing a fine job

[50:14] um statistic wise pretty comparable

[50:19] um pretty consistent every month here um again the ones I pay close attention

[50:24] to is the auto accidents or crashes and the medical calls so those were up a

[50:27] little bit but not by too much um

[50:32] just some brief highlights we had a our second

[50:37] coffee with the cop uh meeting trustee Lopez thank you for attending

[50:41] um it was great to have you there and you had some some really good points and

[50:46] questions that we appreciate you you showing up and uh participating

[50:52] um there was a we had a Connie wide

[50:55] operation last week at our truck stops just involved casinos motels throughout

[50:58] the county I was the first one with our task force we're trying to create this

[51:03] is all the agencies in the area if you got the paper Wednesday Sheriff

[51:07] Diaz mentioned it a little bit but uh we we have a bunch of these planned in the

[51:11] future so it was a great start uh

[51:15] I I was in the process of a 22-week um leadership course finally completed that

[51:20] so a lot of good information that I started using during the course and uh

[51:24] plans for afterwards um we have a new hire Nick cannellaria

[51:30] um he started last week he's in his field training

[51:33] process so he's he's doing well and um

[51:37] we're gonna go off of how quick he picks things up he's got four years of

[51:41] experience so that uh basically be his filtering on

[51:46] how fast he picks things up and learns and um

[51:49] gets acquainted to our area and uh how Milan PD operates it comes with

[51:55] experience for Mac PD um fed a lot of discussions about

[52:01] um housing mental health food counseling for our our community

[52:07] um we've had a few different meetings with um three different entities in the

[52:12] area so I don't think all three groups knew that

[52:16] until I mentioned it so hopefully we can combine all these resources and today I

[52:22] learned of possible grants grants that are available that I'll have to check

[52:26] into that could provide housing could provide some counseling some mental

[52:30] stuff so um hopefully that'll help

[52:34] uh big um big push for updating active shooter training which

[52:41] something that I've been big on since I got here uh we've been meeting with um

[52:45] safety teams throughout all the schools in the county and with the uh a couple

[52:49] of staff at our Milana Elementary to update some of our plans

[52:53] and we are continuing our relationship of course Civic we had a county-wide

[53:00] another county-wide meeting with the new Warden nurse staff and they're making a

[53:05] lot of a lot of a lot of positive progress over there that's

[53:09] since I've been here I haven't seen so the new warden's doing a great job over

[53:13] there with uh getting the place cleaned up

[53:18] I think that was pretty quick not like others but uh if anyone has any

[53:22] questions and Mr Mayor look you look great today did you have a photo shoot

[53:26] or what's going on I got official to interactive oh okay okay

[54:47] Cottonwood once we have the design in place we can go out for funding we don't

[54:53] have funding at this time for construction

[54:56] swimming pools are supposed to start um March 4th that'll include the center

[55:01] section of the roof and all the hvacs there's a pre-con meeting next week for

[55:06] that one as well fire department phase one as you all

[55:10] know is complete I'm just waiting for final reimbursement

[55:14] uh phase two we've gotten all for the noticeable Awards and everything in

[55:18] place so they're ready to go they've already started pulling through

[55:22] a mix of jungle stuff

[55:25] Public Works equipment we were waiting for DFA approval to place the order DFA

[55:30] gave us the approval this afternoon so I'll be calling tomorrow to place order

[55:33] for the truck trucks in Albuquerque needs to be outputed that's going to

[55:37] take a couple weeks at least

[55:40] Stanley lift station is 99 complete in design that should go out to bid

[55:47] hopefully in the next three weeks

[55:52] um water system improvements we have an on-paul contract with Wilson and company

[55:57] that we're going to use to do the design on that

[56:51] the steps we can take to make everything better and more efficient here at the

[56:56] village and it seems to have increased our productivity and it's continuing to

[57:04] increase our morale The Villages uh following the uh Cibola

[57:11] Grant County of the French Cibola County school

[57:16] districts delay schedule even though we're going

[57:21] to look at that a little bit a bit better after this week to make a little

[57:27] bit more defined

[57:30] decision I am receiving texts phone calls and emails from the school on

[57:36] their scheduled delays this this allows us to allow our

[57:42] employees to travel as safer time to work because that

[57:49] two-hour delay usually clears the streets where they're not quite as

[57:54] dangerous and we do have some that are coming from from

[57:59] rural areas

[58:02] of course the utilities work as as necessary they may be out at two o'clock

[58:10] in the morning clearing the streets fixing leaks

[58:13] so their uh practically on their own schedule the team has also put together

[58:19] a list of the bills that we are asking you to contact our legislators and speak

[58:24] to them concerning some of the damages they will do to not only Milan but the

[58:30] communities as well it is our understanding that one of the

[58:34] bills that is going to decrease the grts will impact Bernalillo County by 30

[58:41] million dollars they haven't gotten us the figures for for us yet

[58:46] a recreation is hosting a Easter Carnival it'll be on April the 1st and

[58:53] it'll be from 10 from 11 A.M to 2 p.m at Kearns Park

[59:00] the water um one of our wells has gone down it

[59:04] should be repaired and I've been working uh next week uh so far it hasn't caused

[59:10] any issues at this time we've had divers this week inspecting the tanks

[59:17] we'll get a report later in regard to uh those those reports uh the crews are

[59:25] filling out their daily mileage inspections for all units and equipment

[59:33] streets installed um I believe in the streets it may have

[59:37] been been Parks but the handicap signs at Kearns has been installed

[59:43] and I believe there's six in total

[59:48] property was cleaned and weeds cleaned and the property fenced on uranium and

[59:56] we were still storing our um some of our uh materials there

[1:00:04] um said remove snow they've been trimming trees and removing

[1:00:09] them as well our mechanic is very busy he's fixing equipment that has been down

[1:00:14] for some time he's even managed to identify issues

[1:00:20] with some of the equipment that no one else has been able to

[1:00:27] identify and with that I stand for questions

[1:03:53] uh groundskeeping everything was pretty much up too far

[1:03:58] um it was nice to go and see what how we treat the water here in Milan and

[1:04:03] see that it's being treated with all the due diligence that's put

[1:04:08] into it with these guys from the cleanliness of the building and the

[1:04:13] the stuff they do to all the time they put into

[1:04:20] caring for the water and actually treating it

[1:04:23] it uh it shows a lot um

[1:04:27] other than that until I got it this time [Music]

[1:05:24] some pipe some some freebies and uh that we will use at the entrance of the

[1:05:32] soccer field and he was kind enough to he kept me there for quite a while but

[1:05:36] he was kind enough to give us four uh four pipes and um after this week I'm

[1:05:44] sure he's going to call me because he's too involved with the quad right now and

[1:05:49] and um he said I'll call you next week but I figure he's not going to call me

[1:05:53] this week so it'll be next weekend but um you know thank them for

[1:05:59] for stepping up and all I have to do is ask I guess that's good and

[1:06:04] congratulations to the Los Alamitos 7th and eighth grade girls

[1:06:10] basketball teams um last year last year the eighth grade

[1:06:15] team went undefeated this year and the seventh grade team went undefeated and

[1:06:20] they took first place at the Rio Rancho tournament

[1:06:24] um actually during and after the tournament you know you listen to people

[1:06:27] talking and stuff there were some great comments about

[1:06:30] about our girls and you know how they were pretty they were disciplined they

[1:06:36] were good sports and they were very talented and they are coached by uh

[1:06:41] by Vivian Carlson ah spring sports are now

[1:06:46] starting if you can attend any uh baseball uh the baseball team has a

[1:06:52] brand new baseball field turfed the girls softball

[1:06:59] um I believe will will the second week or third week of March

[1:07:05] is when they're supposed to uh finish that and that also would be turfed so

[1:07:11] that is a great thing for the for the for grandson Milan to have them play on

[1:07:17] Church field so if you can go which one of the one or two other games

[1:07:22] at least um

[1:07:25] and now I want to it's a little it's a a day late but uh I wanted to wish

[1:07:31] our manager Linda cook uh Happy Birthday

[1:07:35] um a very happy birthday and I I personally don't think you you look a

[1:07:41] day over 50. I might be wrong I might be wrong but anyway I'll take it

[1:07:46] anyways she she had a birthday yesterday um if you can't donate to St Jude's

[1:07:51] Children's Hospital please do so when you see a veteran thank her or him for
