[1:08] positive news with a proclamation so if I could have the starting blocks

[1:13] Foundation meet me at the

[1:28] podium so as a former lifeguard this is very near and dear so it says uh whereas

[1:34] Rachel and Matt Masten have started starting blocks foundation in Milford

[1:39] and whereas the foundation's aim is to prevent childhood drowning through water

[1:42] safety education and removing any financial burden by providing reduced

[1:47] cost basic survival swimming instruction and whereas the organization is

[1:51] organized and operated exclusively for charitable and educational purposes

[1:57] under Section 501c3 of the inter Revenue code and

[2:01] whereas the foundation is bringing awareness that drowning is the leading

[2:05] cause of death in children ages 1 through 4 is a second leading cause of

[2:09] unintentional injury death for children ages 5 through 14 and whereas drowning

[2:15] kills about 4,000 people each year in the US and whereas starting blocks

[2:19] Foundation is looking to do their part to change this because drowning is

[2:23] always preventable so now therefore I Lisa Evans on behalf of my colleagues on

[2:27] the Milford city council and by the virtue of the authority of vested to me

[2:31] as mayor of the city of Milford dueby recognize and welcome starting blocks

[2:36] Foundation

[2:41] congratulations you tell us a little bit more about youram yeah all right so uh

[2:48] thank you mayor Evans thank you city council um members of the administration

[2:52] and members of the Milford Community uh my name is Matt Masten I am a resident

[2:57] of of Milford um and again here tonight repres presenting starting block a 501c3

[3:02] as you said um launched here in Milford of which I am the vice president um

[3:07] again we already kind of went through the the statistics U but drowning is the

[3:11] leading C cause of death in children one through four and the second leading

[3:14] leading cause of death uh in children 5 through 15 and so uh again we are trying

[3:21] to do our part uh again our mission is aimed at preventing childhood drowning

[3:25] through water safety education and uh reducing or easing the fin iial burden

[3:30] for families in need of assistance by providing reduced cost basic survival

[3:34] swimming um simply put we are trying to remove the barrier of uh children so

[3:41] that children can learn how to stay safe in the water U pleased to announce uh we

[3:45] have partnered with operation give back and Lor's H2O skills excellent facility

[3:50] here in Milford to have five swimmers go through uh swim lessons already and we

[3:55] haven't even uh formally launched yet so that's one of the reasons we wanted to

[3:59] come tonight uh was we are hosting a launch event at um the liming house in

[4:04] milford's community park on September the 19th from 6:30 to 8:00 pm and so we

[4:09] would like to invite all of you to uh come out and uh join us as we kick off

[4:14] um starting blocks formally you may hear about other non National nonprofits with

[4:20] similar missions as starting blocks Foundation however we are trying to make

[4:24] a difference right here right now in the community which we live and work and so

[4:29] uh we're also ensuring that 100% of our donations go towards uh our mission and

[4:34] so uh I'm joined by our board here tonight as you said Rachel Masten who is

[4:40] our president and Susan Kelly Fernandez who is our secretary we also have Justin

[4:44] Roberts who as our treasur who was not able to make it this evening uh our

[4:48] board is not monetarily compensated in any way we are giving of our time talent

[4:53] and treasures to support our mission uh the fact that we already have five

[4:56] children going through kind of shows you that there is a need in the community

[4:59] Community for uh for what we are providing so in closing I would

[5:04] encourage you uh to come out on September the 19th celebrate the launch

[5:08] of our event with or the launch of our foundation with us with some light bites

[5:12] and a silent auction found um fundraiser of which many local businesses in

[5:17] Milford have already stepped up and provided items for that silent auction

[10:42] bring up speed on that the other is on the grants we applied for um opwc grants

[10:49] or ultraviolet at the Wastewater plan and then last week Dave asked me Dave

[10:55] Walker asked me that what in the EPA Grant it's new shortly here in September

[11:01] I think for these Wastewater Plant projects as well he and I are meeting

[11:06] tomorrow and I'm also gonna meet with Joe Cas go over a couple things on the

[11:10] water tower but we're um we appreciate y all's business and wanted to keep the

[11:16] lines of communication open we're kind of at a critical point Jack and I have

[11:20] got to know each other U but um just good to meet with you and got any

[11:26] questions I'll answer them if you have other questions dur week you can always

[12:01] we'll update the estimate we have $3 million Grant on the water tower I

[12:06] assume that's what you're referring to and um uh we always knew that there's

[12:11] going to need some more money and that's something I want like to sit down with

[12:14] Jamie and just get into the dig into the details of it Steel's an interesting

[12:20] thing right now it can vary a lot there's only there's only a handful of

[12:24] water tower contractors in the country okay so sometimes it's timing what else

[12:30] is out there and we're getting hitting a downturn in the world economy steel

[12:36] tends to go down so we'll just have to see there's some positives when things

[12:40] go down as well as when when things are growing so what I heard is you're going

[12:44] to say it's going to come under budget that's what I heard raise your

[12:49] right hand at least you're telling me that now we B I don't think so because

[12:55] we always knew we needed more money okay and but 3 million seemed like good round

[12:59] number to go after when the grant became available you can tie me down more next

[13:41] historical society and primarily we are the chairs of art Affair and we came to

[13:46] thank the city this has been gone on for 18 years and from day one the city has

[13:52] supported us in many many ways seven years ago or probably eight years ago we

[13:57] suggested coming to Main Street and you jumped in and helped us and it

[14:01] helped us grow this event is a great Money Maker for us and we could not have

[14:06] done it without all of your support this year Shannon roll has been a great help

[14:11] to us and Jay from maintenance could not do it without him yes he always has a

[14:16] good we don't even ask him says I got an idea for you and it is great and the

[14:20] mayor is going to help us open the ceremony again this year on September

[14:24] 28th at 11:00 a.m. and we thank the fire fire department and the police

[14:29] department because they help on that day also and before to make it a safe event

[14:33] for everyone and I'm the number person and I wanted to let you know just how

[14:39] much we've grown um from a mere 39 artists on our property um this coming

[14:46] year we are over 145 artists this year um thanks to your uh allowing us to

[14:54] expand to Elm Street um plus some remur ing of the street that I did uh many

[15:01] times many times um we have we have uh a Kids Zone on Elm Street this year where

[15:08] we are going to share in the wonderfulness that is an art show with

[15:12] our children um they are going to be able to sell their own art they're going

[15:15] to go through the exact same thing that a that an adult artist goes through and

[15:20] plus we're going to have um family activities um for the families so we are

[15:26] continuing to expand but it could not have happened without you and we truly

[15:31] appreciate your support thank you thank you we appreciate you bringing this

[15:35] event to the city because it's wonderful I'm saving my money to shop so thank you

[16:03] tonight to form the climate action commission uh there's about eight or 10

[16:08] of us that have been participating in a series of meetings this summer with Ella

[16:12] the climate action fellow from Green umbrella and the meetings have gone

[16:16] great um we're coming up with some some recommendations and further areas to

[16:22] study um the the idea is for us to try to be a better Community with all the

[16:28] tourism and attention we're getting we think that it will even be better if

[16:31] people know that we're giving a nod to uh behaving more sustainably and we

[16:37] think it can affect our pocketbook as well we think we can find some real

[16:40] savings for the city so I just want to encourage you to support that and and

[16:46] can't wait to work with you all further on making recommendations and our

[16:49] promise Chief we won't recommend putting you on an electric scooter electric

[17:39] administrator Mr JN Jones the appro first item was the

[17:44] approval of the April 12th 2024 Public Service committee minutes Mr vardo made

[17:49] a motion to approve the minutes I seconded the motion and we all said yes

[17:54] first item on the agenda was amending amending ordinance 24

[17:59] -31 uplift cannabis dispensary Milford Chief Mills discussed how it has come to

[18:05] his attention that the moratorium that we recently passed had the effect of

[18:10] precluding the one dispensary that we have uplift dispensary from selling

[18:15] adult use cannabis which was not the intent of the ordinance

[18:20] 24-31 we will amend the moratorium with more specific language that would

[18:25] include uplift dispensary the committee agreed to recommend that the law

[18:30] director draft an ordinance amending ordinance

[18:33] 24-31 to clarify that the moratorium does not include uplift dispensary

[18:40] regarding adult use cannabis

[19:03] submersible pump quotes for Wastewater Mr Dave Walker reviewed the quote

[19:08] information regarding Ras Dash or not Dash but slw pumps with

[19:16] with the committee the return activated sludge Ras pump ensures that activated

[19:21] sludge is return to the aeration tank enhancing the treatment process waste

[19:27] activated sludge W pump handles excess activated sludge that is removed from

[19:33] the treatment process the two pumps are needed to continue to comply with EPA

[19:38] regulations the backup pumps do not have variable speeds and are not capable of

[19:43] handling what the existing pumps handle this is the first time that the

[19:48] department has experienced both pumps simultaneously failing the committee

[19:53] agreed to recommend that the law director draft an ordinance authorizing

[19:57] the interim city manager to authorize the emergency purchase from Henry P

[20:02] Thompson company for the r and the was pumps in the amount of

[20:10] $17,500 second Mr Thompson yes Miss Chamberlain

[20:24] yes then we moved along to talk about the drinking fountain installation

[20:28] quotes Mr Dave Walker reviewed two quotes received for replacing drinking

[20:32] Fountains at the following three locations in the city Memorial Park

[20:36] Garfield Park and Riverside one park and Ballfield the quote from AMG Plumbing

[20:42] came in at 17,750 the quote from Nelson Stark came

[20:49] in at $ 41,9

[20:51] 43 it was determined that there is funding in our budget for the

[20:55] installation of the replacement fountains the funds will will come from

[20:59] the 2023 Hillside storm damage which was budgeted at

[21:04] $27,000 Mr vardo wanted to confirm is there money to fund this project Finance

[21:10] director Pat worthland stated yes the committee agreed to recommend that the

[21:14] law director draft an ordinance authorizing the interim city manager to

[21:19] enter into an agreement with AMG Plumbing to install three Murdoch

[21:24] drinking fountains with Dog bow for a total of 17,7

[21:29] $50 yes and I have a quick question though did we verify remember if it did

[21:35] he go back and change that we confirm it was three and not two yes yes that's

[21:41] just where confirm we did confirm okay yes good question thanks Mr

[22:02] yes then we had a discussion regarding the F550 dump truck transmission

[22:07] replacement Mr Joe Castile reported that the department is currently borrowing a

[22:11] dump truck every day from the service department since the W water department

[22:16] dump truck is at castus Ford and needs a transmission with the closure of the

[22:20] dump site on Bay Road they now have to transport everything to Evans

[22:23] Landscaping site which has been problematic due to hauling to the site

[22:29] causing damage to the dump truck repairs have been ongoing for the truck total

[22:34] estimate quotes for the truck were given one for Ford REM remanufactured

[22:38] transmission for a total of $817 68 and a quote for a used

[22:44] remanufactured transmission for a cost of

[22:49] $7,595 183 the truck is 12 years old and he did

[22:55] not want to spend the money on this truck Mr Castile would like to replace

[22:58] the truck next year but also mentioned that we would not be able to sell the

[23:02] dump truck with a bad transmission Mr vardo asked how many dump trucks dump

[23:07] trucks we have in the city Mr Castile answered that the water department only

[23:12] has one Mr Walker believes that there are four 550 trucks and one larger dump

[23:18] truck Mr vardo stated that he would be highly in favor of reallocating one of

[23:23] those trucks rather than spending this kind of money on a 2012 dump truck that

[23:28] will be replaced um Miss Chamberlain asked if

[23:31] there is nowhere else to dump Mr Castile said no and he has tried to produce

[23:36] other options and the truck is not large large enough to be pulling equipment

[23:41] that it really should it's pulling equipment that it really should not be

[23:44] pulling it has called multiples it has caused multiple scheduling and customer

[23:49] service problems trying to get one from the service department which is their

[23:54] everyday vehicle to use Miss Evans is is okay with fixing

[23:59] the truck but having an inventory of trucks and how they are used available

[24:03] at present at the next budget meeting Mr valo stated he'd vote no to repairing

[24:08] this it's good money for a bad fix possibly leasing a truck instead so we

[24:14] had a further discussion and we decided that we would

[24:19] be um trading a v vehicle with the service department the truck would be

[24:23] assigned to the water department to use Miss Evans suggested that temporary

[24:28] arily some of the trucks in the public works Fleet would be assigned and then

[24:32] Mr Castile could start looking for used leas cost used lease cost for dump

[24:38] trucks Mr Bardo supported having the proper truck to haul equipment in the

[24:42] water department and the committee agreed to table the 550 dump truck

[24:46] transmission replacement request and reallocate a Truck tempor

[24:51] temporarily Mr Castile will continue to look into other options for a dump truck

[24:56] for the water department and looked into to dumping at a bayroad location via

[25:01] application to be considered finally on the agenda we had a discussion regarding

[25:08] potential interim manager interviews Chief Mills mentioned that he has

[25:14] contacted he was contacted regarding Jon Jones to fill the position of interim

[25:18] city manager Chief Mills has had the opportunity to work with Mr Jones in the

[25:23] past and was extremely impressed by him and was interested in having a

[25:27] conversation with him and also felt it would be beneficial to have Mr Jones

[25:32] relay his thoughts to the committee and they would have the opportunity to

[25:36] interact with him at this

[25:40] meeting with the committee members it was determined that if he can help he

[25:45] will the committee members agreed to invite Mr Jones to come back on the 20th

[25:49] of August to discuss more during a city council executive session Mr Jones

[25:54] agreed there being no further business the meeting adjourned at 5 1 with a

[25:59] motion from Mr Bardo seconded by Miss Evans and we all said

[26:04] yes right thank you very much for your report that takes us to administrative

[26:37] the status for Wallace Supply discharge Wallace Avenue Water Tower opwc Grant

[26:44] future water grants the committee appreciated Mr branstad's updates for

[26:49] the projects the next item on the agenda was the discussion of the climate action

[26:54] team codification I discussed how Ella Ali

[26:59] from Green umbrella was here as a fellow from Green umbrella she put the members

[27:05] are looking at ways to look into how we can be saving money model what it looks

[27:11] like to choose these resources save that would be their chairperson of the

[27:16] commit

[27:19] volunt and an which are included in relle WAP and Vanessa Hannah are

[27:26] co-chairing for now I feel that this is a very worthwhile

[27:31] project we have a group of enthusiastic residents and I feel that this will grow

[27:37] more in the future we also understand their concerns

[27:41] as residents does the city value this as others value it will we have resources

[27:46] will they have a budget Mr Parish stated that if the group has already identified

[27:50] ways to save money as a taxpayer I am already a fan of this

[27:55] commission I feel that eventually as we have a climate action plan now is the

[28:01] time to do it before we are deemed we have to do it do we have do we have to

[28:06] have at some point a sustainability coordinator job for example

[28:10] energy in our facilities and what does it look like for our Fleet and how do we

[28:14] take care of that as well as Parks and Recreation and Farmers Market there are

[28:18] many other sustainable projects which could fall under a job position the city

[28:23] could save enough money Ella felt that would actually pay for a position going

[28:27] forward Ward and moving forward will the new city manager have eyes for this type

[28:32] of a project and program for the city Mr Parish stated that this makes sense to

[28:37] make this similar to how Parks and Recreation Commission Works they meet

[28:41] and propose ideas to council if this commission can save us money and make us

[28:46] greener in the process and we continue growing with this program now is the

[28:50] time to codify we will eventually need a sustainability plan the committee agreed

[28:55] to recommend that the law director draft an ordinance creating Municipal codes

[29:00] dictating the existence and incorporating the bylaws of the climate

[29:07] action

[30:15] market continues every 2 and fourth Tuesday in the evening from 5:30 to 7:30

[31:38] by local companies there will be food games and music and all proceeds will

[31:43] stay in the community to support our children and their families we have one

[31:47] standing committee meeting August 27th administrative Services committee will

[31:51] meet at 5:30 p.m. a reminder that our city offices are closed on Labor Day

[31:56] September 2nd and our next regularly scheduled council meeting is Tuesday

[32:05] you very much that takes us to Chief Barrett and fire and

[32:12] EMS good evening everyone um before I forget I want to acknowledge chief

[32:17] mills's chief Mills Department we had a situation in the Little Miami River U

[32:22] several weeks ago involving a female who was injured and one of the pictures that

[32:26] I that I saw all taken uh during the event included a picture of a number of

[32:33] firefighters and police officers carrying uh lovelin Sim's boat into the

[32:38] river and I wanted to note the fact that I'm pretty sure the police officer at

[32:43] least one of the police officers in the picture was one of your new ones that

[32:47] had been on the job for like you know five minutes uh and was already Knee

[32:52] Deep in water in the Little Miami River so appreciate uh appreciate that if you

[32:56] wouldn't mind extending uh that compliment to your officers that

[33:00] were there that day thank you um just a few things um first off um I'm pleased

[33:05] to report the department received its second state of Ohio ambulance board

[33:10] grant for retention and recruitment of $60,900

[33:15] uh that is specifically for um for bonuses and retention bonuses to the

[33:22] employees of the department which that was distributed to all employees both

[33:26] full and part-time based upon hours worked or their career status uh in nice

[33:32] generous um attempts to keep them working here for us so we appreciate

[33:38] that that ultimately was American Rescue act money that was funneled through um

[33:43] the state of Ohio for distribution the department was also um

[33:47] awarded a grant a FEMA assistance to Firefighters Grant of

[33:56] $71,400 diameter fire hose uh and Associated equipment and tools to go

[34:02] along with that as well as to pay for paramedic tuition paramedic school

[34:07] tuition for one of our existing employees who has already been

[34:10] identified so we're very pleased about that the total project cost is

[34:17] $74,900 so we are on the hook for 5% of that project so somewhere around 37

[34:24] $3800 so again working to bring what many people pay to their federal taxes

[34:30] back to Milford and helps the department um we probably

[34:35] as councilman Thompson can tell you if he puts his other hat on we're probably

[34:39] one of the only departments left in the region still using the smaller hose uh

[34:44] for supplying water from the fire truck from the fire hydrant to the fire TR

[34:48] it's been effective to for us for a number of years but quite frankly that

[34:52] was one of the areas we just needed to get with the rest of the program if you

[34:55] will so um we're pleased to have that uh paid for by others was Al we also um you

[35:02] all are very aware of the fact that we've been running um a smoke detector

[35:06] carbon monoxide detector campaign for the better part of two years now under

[35:10] another Federal grant um we have brought that did a lot of great work we put a

[35:16] lot of smoke detectors carbon monoxide detectors in the community I think we're

[35:21] a safer Community because of it um however it became very clear earlier

[35:25] this year that we had pretty much run the course on that Grant so we applied

[35:29] for a grant Amendment uh to install a digital electronic digital sign message

[35:36] sign in front of the fire station and we were awarded that Amendment so we are in

[35:40] the process of together um and one of the caveats is

[35:47] that 75% of the slides I forget the terminology have to be aimed at fire

[35:53] prevention messages since it was a fire prevention and safety Grant but we're at

[35:58] our Leisure to use it for the other 25% for um other messages that that we would

[36:03] see see fit um and we so anyway we have that project underway we hope to have

[36:08] that sign installed by um by Christmas and the tax levy renewal uh to my

[36:16] knowledge you have taken all or most of the necessary legislative action for the

[36:21] tax levy to Renewal to be on the ballot uh in November the firefighters Club as

[36:26] always will um we'll we'll operate the campaign to go out we will go out do

[36:31] door Todo work um to explain uh the need to our residents I do want to point out

[36:36] that this is a renewal uh this will not result in any new taxes this simply

[36:41] renews The Five-Year fir EMS uh ta property tax levy that was passed in

[36:47] 2019 with a u promise and a hope that we could make a renewal only in 24 we're

[36:55] following up with that and hoping we can get 10 years out of the two without

[37:00] having to go back to the voters that one's a little bit iffy but we're

[37:03] looking pretty good it's it's holding together um fairly nicely in in spite of

[37:09] all the changes in um the economics of running a fire

[37:13] department and I want to acknowledge Walmart the

[37:19] firefighters Club asked for a grant from Walmart on chamber drive to purchase

[37:25] replacement Flags for other for the funerals and Memorial

[37:31] services that we uh that we participate in uh we have the unfortunate need

[37:37] sometimes to u to do ceremonial efforts uh to pay tribute to

[37:43] uh Fallen First Responders uh military veterans and the like U the department

[37:49] has always had Flags um those flags have been well used not only by Milford uh

[37:54] but other communities uh around us uh they just quite frankly had reached the

[37:59] point in time where it was time to replace them and Walmart generously

[38:03] stepped up with uh its Community grant program um to cover the cost uh the

[38:09] $1,500 cost of those flags so we're very very thankful for that and we'll hope to

[38:14] have one of them on display on 911 which takes me to the communities

[38:22] uh will be on Wednesday September 11th 2024 at 9:00 at the fire station

[38:29] Memorial rain or shine um i' like to invite you if we keep it we keep it

[38:34] brief try to make it to be not a uh you know a a two-hour operation we we try to

[38:39] get it uh get it taken care of in 20 to 30 minutes pay appropriate respect while

[38:44] observing the fact that it is a weekday and people have you know things they

[38:48] need to be doing um and so I believe that covers everything that I wanted to

[38:54] uh do you have any questions for uh for the fire

[40:59] limited to adult use cannabis processors cultivators or dispensaries and whereas

[41:03] for the duration of this 180-day moratorium the city shall not take any

[41:06] action to authorize or to establish any adult use cannabis business or operation

[41:11] within the city of Milford including but not limited to adult use cannabis

[41:14] processors cultivators or dispensaries and whereas city council wants to

[41:18] clarify this moratorium does not apply to Cascade Southern Ohio llc's AKA

[41:22] uplift dispensary location in the city at 401 Rivers Edge Drive Section 1 city

[41:27] council clarifies the moratorium passed by ordinance number 24301 does not apply

[41:32] to Cascade Southern Ohio llc's location in the city at 401 River's Edge Drive
