[0:47] » Thank you. I'm present. Thank you.
[0:50] Uh just as a reminder as we continue to
[0:52] host remote meetings uh this meeting is
[0:55] uh being recorded um in accordance with
[0:58] the Freedom of Information Act and
[1:00] Governor Lamont's executive orders and
[1:02] will be made available on the city of
[1:04] Milford website. During the meeting,
[1:06] please uh once recognized by me, um be
[1:10] sure to state your name if you're a
[1:12] member of the public or member of the
[1:13] applicant team and your address before
[1:15] making any statements and obviously
[1:18] speak to only the regulations and
[1:20] jurisdictions of the Milford Inland
[1:21] Wetlands Agency.
[1:23] Uh at this time, I'd like to invite
[1:25] everyone to stand and join me in the

[1:35] I pledge allegiance
[1:36] to the flag of the United States of
[1:39] America and to the republic for which it
[1:42] stands, one nation under God,
[1:46] indivisible,
[1:48] with liberty and justice for all.
[1:53] » [clears throat]
[1:54] » Great. Thank you. Marisa, can you share
[1:57] the agenda?
[1:58] » Yep.
[2:01] » I'm just going to do a quick count.
[2:03] We've got
[2:05] Let's see, 1 2 3
[2:08] 4 5 6. Okay, um Commissioners Gradwohl
[2:13] and Commissioner um Field, could you
[2:16] please serve as voting alternates this
[2:17] evening?
[2:18] » Thank you. Yes, sir.
[2:20] » Absolutely, Mr. Chair.
[2:22] » Great, thank you.
[2:24] Um calling uh next up on the agenda,
[2:27] anyone here from the public wishing to
[2:29] address the agency on topics not
[2:31] otherwise on the agenda. Is there anyone
[2:33] from the public
[2:35] in attendance wishing to address the
[2:37] agency on topics not otherwise on the
[2:39] agenda?
[2:43] I see none. Um moving on to item D1,
[2:47] that's old business. Mayor Rose, could
[2:49] you please introduce this one?
[2:51] » Sir, this is um
[2:54] IW26-0060,
[2:57] it's 0 Old Point Road, also known as 1
[2:59] Tudor Road.
[3:01] Uh it's a proposal by Boys & Girls Clubs
[3:03] for um
[3:04] safety upgrades and improvements at 0
[3:07] Old Point Road.
[3:08] With work within 100 ft of a wetland in
[3:11] the South Central Shoreline watershed.
[3:14] Uh they are proposing to construct a new
[3:16] park new parking areas with stormwater
[3:18] improvements on the southwest and
[3:20] southeast portions of the site.
[3:22] And remove the rear parking area to
[3:25] install a playground and gas class
[3:27] grass play areas on the north portion of
[3:30] the site.
[3:31] Um city engineer's review is in the
[3:33] meeting documents. It was received
[3:35] yesterday afternoon.
[3:37] Um
[3:38] he asked uh for some clarifications on
[3:41] the stormwater issues, but feels that
[3:43] they could be satisfied conditionally if
[3:45] the agency so chooses.
[3:47] Um
[3:48] at the last meeting, uh the agency asked
[3:51] for the information.
[3:53] A snow removal snow storage uh, plan.
[3:56] Uh, that plan was submitted. Uh,
[3:58] it is on the screen.
[4:01] Um,
[4:02] as a city property it is plowed by
[4:04] public works.
[4:07] Um, a review of the pre-treatment of
[4:09] storm water upstream of the retention
[4:11] system.
[4:13] Uh, the answer was to they were
[4:14] proposing pre-treatment which consists
[4:17] of deep sump catch basins with trap
[4:19] hoods.
[4:20] Uh, the city engineer requested water
[4:21] quality chambers in his review. I
[4:24] believe, um,
[4:25] Pereira Engineering and the city
[4:27] engineer were going to discuss.
[4:30] Uh, number three was explain how the
[4:32] proposed system meets the 2024
[4:35] Connecticut DEP storm water quality
[4:37] manual.
[4:38] And the city engineer requested some
[4:41] information for review.
[4:43] Uh, item four was to determine if it is
[4:45] possible to retrofit the existing basins
[4:49] to remain
[4:50] that are going to remain with trap
[4:51] hoods.
[4:53] And the answer was the existing catch
[4:54] basins prior to entering Tudor Road
[4:56] drainage system will be retrofitted with
[4:59] trapped hoods.
[5:01] Uh, the question was asked to submit the
[5:03] proposed pre- pre- and post-construction
[5:05] areas of impervious surface.
[5:08] Those answers were pre-construction
[5:09] impervious is 82,464
[5:14] square feet.
[5:15] And post-construction impervious is
[5:17] 93,315
[5:19] square feet.
[5:21] Mr. Chairman, tonight we have Chris
[5:23] Lozos, a landscape designer, and Ben I'm
[5:25] sorry, uh, and William Kenny of William
[5:28] Kenny Associates,
[5:29] and Jim Rotondo of Pereira Engineering
[5:34] to present the application.
[5:36] » Okay, great. Thanks, Mary Rose. Uh,
[5:38] before I turn it over to the applica-
[5:40] applicants, uh, they're in attendance.
[5:42] Uh, was there
[5:44] a prior uh, presentation of this in the
[5:46] last meeting, or is this the first?
[5:49] I was absent, so I don't know.
[5:51] » There was a presentation at the last
[5:53] meeting.
[5:54] » Okay.
[5:57] And so, to the applicant team,
[6:00] uh do you want to introduce yourselves?
[6:02] Who wants to take the lead and introduce
[6:03] themselves? And do you have anything new
[6:05] that you'd like to add to the record?
[6:09] » Um
[6:10] Mr. Chairman, this is Jim Rotondo. I'm a
[6:12] licensed professional engineer with
[6:13] Purair Engineering. Um I guess I'll take
[6:15] the lead. I think uh most of the
[6:17] comments are of an engineering nature.
[6:20] Um
[6:21] first, I'd just like to correct um the
[6:24] pre- and post-construction areas of
[6:26] impervious surface. There was a typo on
[6:28] the memo that was submitted.
[6:30] The actual numbers are for the
[6:31] pre-condition, 104,174
[6:35] square feet. And the post-developed
[6:38] condition was 109,684
[6:42] for an increase in the post-developed
[6:44] condition of 5,510
[6:46] square feet.
[6:48] Uh we did have an opportunity to review
[6:51] the
[6:52] um
[6:53] the city engineer's uh
[6:55] comments and memo.
[6:57] Um I think Mary Rose stated that, you
[6:59] know, I think there's some uh I
[7:01] um
[7:02] Greg and I, I think we're on the same
[7:03] wavelength. There are some items that
[7:04] I'd like to discuss with him just uh as
[7:07] we're moving forward determining these
[7:09] areas for the water quality. But, I
[7:11] think they are all of a technical issue.
[7:13] Um
[7:14] we did uh
[7:15] analyze the 100-year storm event. There
[7:17] is a decrease in flow from there. Uh so,
[7:20] as Greg had start uh stated, the water
[7:23] quality volume is going to govern uh the
[7:25] size of the systems. And that's just uh
[7:28] those are the things I want to discuss
[7:30] with Greg. Given these are uh separate
[7:32] drainage areas essentially, uh how we're
[7:34] going to handle them from a calculation
[7:36] standpoint rather than looking at it as
[7:38] an overall site.
[7:43] » Great. Thank you, Mr. Rotondo, for the
[7:44] clarification
[7:46] and the update relative to the
[7:48] engineering comments.
[7:50] Is there anyone else from the applicant
[7:51] team that would like to add anything to
[7:53] the record, Mr. Kenny or
[7:56] any other person in attendance?
[8:00] Uh Mr. Kenny, you are on mute.
[8:03] Go ahead and unmute yourself there.
[8:06] » Thank you for reminding me. Uh good
[8:08] evening. I am Bill Kenny. I'm the We are
[8:11] the landscape architect and wetland
[8:13] consultant on the project.
[8:16] And um not too much more to offer.
[8:19] Please answer any questions you might
[8:20] have, but just
[8:22] want to say that with this being a
[8:24] redevelopment that uh uh we do conclude
[8:28] that this will benefit the wetlands in
[8:31] that
[8:32] under existing conditions, there's
[8:33] really no treatment. Um and with the new
[8:37] development, the impervious surface,
[8:40] it's only a very slight increase about
[8:43] just over a tenth of an acre, but um a
[8:46] lot of new treatment, particularly of
[8:48] the parking lot area. So, I think that's
[8:50] very helpful with the wetlands at the
[8:52] property.
[8:55] » Thank you, Mr. Kenny. That's very
[8:57] helpful uh for your professional insight
[9:00] there.
[9:02] Uh from a functions and values
[9:03] perspective, could you comment on
[9:06] on Can you just elaborate a little bit
[9:08] relative to the functions and values
[9:10] that would be improved through this
[9:12] plan?
[9:13] » Yes.
[9:16] And so, there is uh wetland areas on
[9:19] both the western and eastern side of the
[9:23] development. They're in forested areas.
[9:26] These are depressional
[9:28] um systems. Both discharge to the south
[9:31] towards Tudor Road.
[9:33] And both outlet onto lawn areas that are
[9:36] close to the road um and into drainage
[9:40] systems. On on the eastern side it
[9:42] discharges into a um
[9:45] drain inlet that's piped to the road and
[9:47] on the western side it um
[9:49] just comes over the the sidewalk on in
[9:53] very wet times. Other times it just
[9:55] seeps into the ground.
[9:57] Um but the by improving the water
[9:59] quality it just helps to improve the
[10:03] habitat
[10:04] uh for wildlife that may be using the
[10:07] wetland whether they're the drinking the
[10:09] water or actually living in the water
[10:11] insects or amphibians and things of that
[10:13] sort. So it's it's helpful to be
[10:16] improving that water quality and um
[10:20] um
[10:22] So.
[10:25] » Thank you.
[10:27] Any other questions for Mr. Kenny from
[10:29] the agency?
[10:32] » Through you Mr. Chairman.
[10:34] » Yes, go ahead Mrs.
[10:36] » Um Mr. Kenny uh the
[10:39] south I think it's southwestern uh
[10:41] wetland on on
[10:44] the new parking lot side the larger new
[10:46] parking lot side of the building
[10:47] currently is like a grass area. Uh is
[10:49] there plans to to
[10:52] protect that so it's no longer mowed
[10:54] grass area?
[10:57] » That is a good suggestion.
[11:00] We're not currently showing that but
[11:02] that's very easy to incorporate into the
[11:05] plan. I think
[11:07] can certainly
[11:08] Please the that be great if that was if
[11:10] you were to approve this evening this
[11:13] this evening this to make that a
[11:14] condition of approval.
[11:16] We're pleased to incorporate that into
[11:18] the project.
[11:19] » [snorts]
[11:21] » Thanks Mrs.
[11:22] And Mr. Kenny.
[11:23] Other questions Mr. Gradwell?
[11:25] » Um I think this is going to go maybe for
[11:27] Mr. Rotondo. Hey Mr. Rotondo, very
[11:30] well put together set of plans by the
[11:32] way. This is one of the most cleanest
[11:34] set of plans I've seen as a commission
[11:36] member. So, appreciate you guys' help
[11:38] for putting that set of together. Nice
[11:40] work there. One question I think Mr. Our
[11:43] city engineer picked up on is the
[11:45] pre-treatment of storm water
[11:49] before it enters those retention
[11:50] systems. Did you you review that comment
[11:52] from uh
[11:54] our city engineer?
[11:55] » Yes, we did. He's requesting a little
[11:56] water quality chamber at the inlet to
[11:59] which you the system which we can
[12:00] incorporate. Uh I did mention that we
[12:03] are specifying trap hoods in the catch
[12:05] basins uh the proposed catch basins. So,
[12:07] that will all go into the uh treatment
[12:09] train prior to the runoff entering that
[12:11] system.
[12:12] Okay. Low turbidity.
[12:14] » Yeah, that was really my last kind of
[12:15] question on this, Mr. Chairman, is that
[12:17] that the pre-treatment upstream of the
[12:19] retention systems
[12:20] um just to protect the the wetland
[12:22] resources downstream of those systems.
[12:24] So, thank you, Mr. Rotondo, for
[12:25] addressing that.
[12:27] » Thank you, Mr. Ragal.
[12:32] Other questions for the applicant team
[12:35] from the agency.
[12:42] I may have missed this, but will there
[12:44] be adequate signage as to maybe adding
[12:48] on to what Mary Rose said about the
[12:50] sort of
[12:52] blurry lines of what's mowed and what's
[12:54] not. Are there going to be any Is there
[12:57] any intention of putting wetland
[12:59] boundary markers uh in the vicinity of
[13:02] the wetland boundaries on either side of
[13:04] the property?
[13:05] » We're pleased to include that. They're
[13:08] not currently shown.
[13:10] » Okay.
[13:13] And a question uh for the agency, um you
[13:16] know, this evening we can um
[13:19] ask more questions. We can request
[13:21] additional information. We can
[13:24] request uh
[13:26] a site walk. I don't think that would be
[13:29] um necessary, but we could request that
[13:32] and we could schedule a public hearing.
[13:33] Um Mayor Rose, there's been no
[13:36] petitions for a public hearing, is that
[13:38] correct?
[13:39] » We have not received a petition on this
[13:40] application.
[13:42] » Okay. And then uh we can approve the
[13:43] application with or without conditions
[13:46] and bonds, or we could deny the
[13:47] application. So, those are the options
[13:50] that the agency could take.
[13:53] What's the prerogative of the agency?
[14:01] » Mr. Chair.
[14:03] » Yes, Mr. Peel.
[14:04] » Uh I agree with Commissioner Rag- Ragel
[14:06] in terms of the water quality chambers.
[14:09] Um we have Greg's wish list here and
[14:12] [clears throat] it seems basically they
[14:14] comply with everything. I really don't
[14:16] have a problem with it moving forward.
[14:18] I just want to make sure that water
[14:19] quality chambers are installed cuz
[14:21] they're very important.
[14:25] » Great.
[14:26] Do you want to form that in a
[14:28] present Do you want to present a motion
[14:30] in
[14:31] in regards to this?
[14:33] » Uh I can't see it right now. I don't
[14:35] have my glasses. Sorry.
[14:38] So, you'll have to have to.
[14:41] Do you have a I can't see that small.
[14:44] » Interested in making a motion to
[14:45] approve?
[14:47] » I'll make a motion to approve, but I
[14:49] don't have it to read.
[14:52] » I can make the motion if you'd like.
[14:57] » Up to the agency. I mean, I think we
[14:58] have a set of typical conditions that
[15:01] either somebody can read or Mayor Rose
[15:03] can read. But
[15:05] » For you, Mr. Chair.
[15:07] » Yeah.
[15:07] » Um there's our standard conditions,
[15:10] including the condition that compliance
[15:12] with the city engineer's requirements
[15:13] for storm water.
[15:15] Um but it sounds like the agency wanted
[15:17] to include conditions
[15:19] that the wetland on the southwest side
[15:21] will be allowed to revert back to native
[15:23] native vegetation.
[15:25] » Correct.
[15:26] » And that the wetland markers uh wetland
[15:28] markers or educational signage will be
[15:29] added.
[15:30] » That sounds good to me.
[15:36] » So, it sounds like Mr. Jim Connors made
[15:38] the motion.
[15:39] » I'll make the motion, but Mary Rose
[15:41] should read it, please.
[15:45] » Do you want to read the that you want to
[15:47] make it?
[15:49] Okay. So,
[15:51] the
[15:51] the draft motion as written for approval
[15:54] is uh Mr. Chairman, after duly
[15:56] considering all relevant factors,
[15:58] I move to approve application IW 260060
[16:03] 0 Old Point Road based on the plans
[16:05] entitled conversion of St. Gabe's Boys &
[16:08] Girls Club, 1 Tutor Road, Milford,
[16:10] Connecticut by Silver Petrucelli
[16:12] Associates and William Kenny Associates,
[16:15] seven sheets dated um
[16:17] as follows: L1 8426,
[16:20] C1 through C6 72026
[16:24] with a revision to C2 on 6 It says 1726.
[16:29] I think that might be
[16:30] 8 1726.
[16:33] Uh the information in the file and
[16:34] presented this evening for the following
[16:36] reasons.
[16:37] This action will not have an impact or
[16:39] effect on the physical characteristics
[16:41] of the adjacent wetlands and
[16:42] watercourses.
[16:43] Um the permittee must submit a
[16:46] construction plan prior to taking out
[16:47] the permit.
[16:49] Soil erosion and sedimentation controls
[16:51] as outlined on the plans and in the
[16:53] Connecticut DEP
[16:55] 2024 erosion and sedimentation control
[16:57] guidelines must be installed and
[16:59] maintained on the site until the
[17:00] property is stabilized.
[17:02] Wetland notification to be placed on the
[17:04] as-built to give notification to
[17:06] property owners that the permits are
[17:08] that permits are required from the MIWA
[17:11] to work on the site. Uh documentation to
[17:13] be submitted to the MIWA office prior to
[17:15] bond release.
[17:17] Compliance with the city engineer's
[17:19] stormwater requirements.
[17:22] Um,
[17:23] operations and maintenance manuals for
[17:24] the stormwater collection and mitigation
[17:26] system to be prepared and recorded on
[17:28] city Milford land records with the
[17:29] permit.
[17:31] Uh, the owner or person responsible for
[17:33] erosion and sedimentation controls must
[17:35] do weekly inspections and within 48
[17:37] hours of significant precipitation
[17:39] events,
[17:40] which is 1 and 1/2 inches in a 24-hour
[17:43] period.
[17:44] Uh, issues noted with the erosion
[17:46] controls must be addressed within 24
[17:47] hours of the inspection.
[17:50] A draft calculation for the construction
[17:52] bonds must be submitted for review a
[17:54] minimum of 90 days before taking out the
[17:56] permit.
[17:57] A permit construction bond to be
[17:58] calculated must be posted with the MIWAA
[18:01] for S&E controls, plantings,
[18:03] and an as-built showing finished 2-ft
[18:04] counters and locating all site
[18:06] structures.
[18:08] Uh, wetland on the south side will be
[18:09] allowed to revert back to a native
[18:11] plantings. I'm sorry, southwest side.
[18:14] Wetland markers and educational signage
[18:15] will be added to the project. Um,
[18:19] permittee must submit a certificate by
[18:20] the project engineer that the completed
[18:23] project meets the design intent of the
[18:24] approval prior to bonds being released.
[18:27] Permit is issued is issued 8/19/26 and
[18:30] expires 8/19/31 unless otherwise
[18:33] provided by statute.
[18:36] That is the motion.
[18:38] » Thank you, Ms. Rose, for reading the
[18:40] motion. Mr. Connors, does that comply
[18:42] that adheres to your motion, correct?
[18:44] » Yes, that's fine.
[18:46] » Is Who was the second on the motion?
[18:48] » Mr. Gradwohl.
[18:50] » No.
[18:51] » Mr. Gradwohl, I think spoke.
[18:53] » Oh.
[18:53] » If we want to give him the um, motion a
[18:56] second. Any discussion on the motion?
[19:03] Uh,
[19:04] great. Um,
[19:06] my only observation is I'm in support of
[19:08] the motion given Mr. Kenny's expert
[19:10] testimony that this will have a net
[19:12] benefit
[19:13] to the functions and values of the
[19:15] wetlands.
[19:16] And I echo the comments made earlier
[19:18] about the plan being comprehensive and
[19:20] well-designed.
[19:23] So, any other discussion?
[19:27] I'm hearing none. Lisa, roll call vote.
[19:30] » Brian Black.
[19:32] » I.

[19:34] » I.
[19:35] » Matthew Connors.
[19:37] » I.
[19:38] » Nick Richie.

[20:06] evening.
[20:07] » Thank you.
[20:08] » Thank you.
[20:10] » Okay. Um, moving on to the next item on
[20:13] the agenda. That's consideration of the
[20:15] minutes from the previous meeting.
[20:17] Um, do we have a motion to accept the
[20:19] August 5th, 2026 regular meeting as
[20:22] presented?
[20:23] » I'll make the motion to accept the
[20:25] minutes of the meeting.
[20:26] » You have a motion from Mr. Richie. Do we
[20:29] have a second?
[20:30] » I'll second.
[20:32] » Second from Mr. Black.
[20:34] Any further discussion on the motion?

[20:49] » Also abstain.
[20:54] » Nick Richie.
[20:55] » I.
[20:57] » Julie Valvo.
[20:58] » I.
[20:59] » Buddy Field.
[21:00] » Abstain. I wasn't there.
[21:04] » Ray Gradwell.
[21:06] » I.
[21:07] I.
[21:09] » Brendan
[21:09] » Magnan?
[21:10] » And I will abstain as I was not there.
[21:13] Motion carries.
[21:16] Thank you.
[21:18] Mary Rose, staff report.
[21:20] » Um, not a lot to report. We've we've
[21:23] working on some things that haven't been
[21:26] brought to you yet. Work There There
[21:27] should be some new applications for the
[21:28] next meeting. Um, and we're doing a lot
[21:31] of work on the open gov software to get
[21:33] that ready uh to launch. Uh we did an
[21:36] integrated meeting today to to work with
[21:39] zoning to see how referrals work back
[21:41] and forth between the software.
[21:43] And we have a little more work to do on
[21:44] that.
[21:45] Um, [clears throat] just a reminder
[21:46] about the training link. I think we've
[21:48] got more of it than half of us trained
[21:50] at this point.
[21:51] And and we have some time to do it. I
[21:53] just want to keep bugging you about it.
[21:55] Um
[21:59] Number of questions into the office.
[22:01] People concerned about uh work in and
[22:03] adjacent to wetlands. We're we're
[22:05] investigating those.
[22:07] And um
[22:09] couple of older projects that are
[22:11] expired or about to expire that will be
[22:13] coming back for renewals.
[22:15] Uh again, if the there's no change in
[22:17] the regulation and statutes and no
[22:18] significant changes to the plans,
[22:21] there there's um
[22:23] no statutory grounds to deny an
[22:26] application that was previously
[22:27] approved.
[22:29] And that's about it. Um
[22:32] there's training links up on the the
[22:34] commissioner's page and you can get to
[22:35] them through my notes.
[22:37] Other than that, does anyone have any
[22:39] questions for us?
[22:44] » Okay, seeing none. Thank you, Mary Rose.
[22:46] Thank you, Lisa, for the minutes and for
[22:48] all your support. Um, chair's report.
[22:51] Thank you to everyone for uh those of
[22:54] you that attended the last meeting and
[22:55] for tonight's deliberation. Special
[22:57] thank you to Julie for covering the
[22:59] chair's duties last meeting.
[23:02] Much appreciated.
[23:03] Next meeting is September 2nd, 2026.
[23:07] Imagine that. September.
[23:10] Please [clears throat]
[23:11] of course let the office know if you
[23:12] cannot attend.
[23:15] Is there a motion to adjourn?
[23:18] » I'll make it.
[23:19] » We have a motion.
[23:20] » I'll second it.
[23:21] » Matthew
[23:23] Connors I think got that one.
[23:25] All right. Way to go everyone.
[23:27] Roll call vote.
[23:30] » It was done by Connors and Connors.
[23:36] » Lisa you're on.
[23:40] » Sorry. Brian Black.
[23:42] » I.
[23:43] » Jim Connors.
[23:44] » I.
[23:45] » Matthew Connors.
[23:47] » I.
[23:48] » Nick Richie.
[23:49] » I.
[23:50] » Julie Valvo.
[23:51] » I.
[23:52] » Buddy Field.
[23:53] » I.
[23:54] » Greg Radwell.
[23:56] » I.
[23:57] » Brenda Magnet.
