[1:38]

[Music]
[2:06]
um
[2:15]
fabulous good evening everyone and
welcome
[2:18]
to the first of our two public meetings
on tomahawk sbc
[2:23]
i first and foremost want to thank all
of you for coming here on this
[2:27]
balmy summer evening obviously
lots of different things as yet another
[2:32]
different thing i
assure you i've never done a meeting
[2:35]
like this in my ski coat
and probably you all haven't been in one
[2:38]
of these either but thank you all for
coming one of the things that makes our
[2:41]
community really special is people's
willingness to engage
[2:44]
in conversation about topics and come
help us figure out solutions and so this
[2:49]
is yet another example and so you all
being willing to spend an hour and a
[2:51]
half of your evening out here tonight
is a great example of that so i also
[2:57]
want to thank
lisa creighton hendrix and the committee
[2:59]
and the staff that helped put this all
together
[3:02]
so we started this journey a little over
a year ago she agreed to take it on and
[3:05]
they put in a tremendous amount of work
to take a look i am a huge believer in
[3:10]
what i call proactive decision making
and so sometimes i was asked why did we
[3:14]
do this what if we're not going to do
anything
[3:16]
well we might not do anything different
but i'd like to make that decision
[3:19]
proactively as opposed to just falling
into
[3:22]
why did we do that well that's how we
had done it before and so if we make an
[3:25]
informed decision to do nothing
different that's just fine
[3:27]
we'll have done so in an informed way
which is great
[3:32]
so as most of you know i'm david dickey
i'm the mayor
[3:35]
and we're here tonight to talk about
tomahawk road sbc safety beauty and
[3:39]
connectivity so
why 2022 we are going to be redoing
[3:43]
tomahawk road end end-to-end
curbs drive approaches road etc we do
[3:48]
that once
basically every generation 20 to 25
[3:51]
years
and so if we're going to do anything
[3:54]
different now is the time to do that as
opposed to boring under the road that
[3:57]
we've already done
etc so we put that committee together to
[4:01]
take a look at this
and and review and so tonight is
[4:06]
no decisions will be made tonight we
have another one of these tomorrow
[4:10]
where you're welcome to come back you
just need to rcp again i think we still
[4:13]
have some open slots
uh there's been a lot of feedback via
[4:16]
email which will be taking into account
this tonight is about the council having
[4:20]
the opportunity to hear from all of you
um listen occasionally ask a clarifying
[4:25]
question but mostly just listen
why tomahawk well tomahawk is when it is
[4:29]
a unique street in our community for a
couple of reasons
[4:31]
there are two streets in our community
that run the entire length of the or
[4:34]
with the city east to west tomahawk and
63rd
[4:36]
tomahawk is the only one of those that
has a couple of things one
[4:40]
is the only street interior to the city
with a 30 mile an hour speed limit
[4:44]
every other street interior in the city
is 25. it is the only
[4:47]
street that runs the width of our city
that runs
[4:50]
without a single stop sign or stop light
from its easternmost to its westernmost
[4:54]
point
it is the only street interior to the
[4:56]
city that has bike lanes and those bike
lanes meet no known criteria for any
[5:00]
bike lane ever
but it does have bike lanes it touches
[5:04]
three of the five non-residential
structures in our city the church the
[5:07]
city hall and indian hills country club
it touches 13 islands and parkwoods as
[5:10]
it rewinds its way from kansas city
missouri to prairie village and it
[5:13]
provides it's a connector
so if we're going to do anything and
[5:17]
maybe we won't
now is the time to take a look at that
[5:19]
because it's a critical piece of
infrastructure in our city we will spend
[5:23]
about two million dollars on it
in 2022 half of that will be paid by the
[5:26]
county and so
we need to guide the engineers the right
[5:30]
way and the input from you all tonight
and
[5:32]
residents tomorrow and that has been
received via email will be critical to
[5:36]
that
so the full council is here which is
[5:38]
great staff is over there
a couple important logistical items so
[5:44]
the podium right there if you choose to
speak that's where you'll go
[5:48]
you're welcome to remove the mask if
speaking through the mask is hard
[5:53]
ideally you can leave it on that'd be
great those of you who have not been to
[5:56]
this facility before there are two sets
of restrooms
[5:59]
as you're facing me most of you probably
came in through what i call the back
[6:02]
main entrance
it's a hallway that runs perpendicular
[6:05]
to this table there's a set of restrooms
on the right
[6:07]
or as you're looking at me there's a
hallway that runs parallel to this table
[6:10]
there's a set of restrooms to the left
we have water over there for everyone
[6:15]
and we have 90 now 84 minutes
there are not even 20 people here some
[6:21]
of you are here with a spouse or
significant other
[6:23]
i want to be respectful of your time i
want to be respectful of staff council
[6:27]
time
um i'd ask politely that maybe start
[6:30]
with with five minutes
as we got get into discussion and at the
[6:34]
end we can spend the entire 90 minutes
here i'm happy to do that
[6:37]
by the same token i want to make sure
everybody has an opportunity to talk and
[6:40]
no one is sitting here at 6 55 saying oh
my gosh i haven't had a chance to speak
[6:45]
yet
so plenty of opportunity to provide
[6:48]
feedback and again
for us it's mostly about listening so if
[6:52]
you don't hear us ask a bunch of
questions that's purposeful
[6:55]
um i happen to be a notetaker on my
laptop some of council is pen and paper
[6:59]
so if you see us doing that that's what
we're doing
[7:02]
and does anybody have any questions
before we get started
[7:08]
so on zoom calls some of you may wonder
why didn't we do this as a zoom call why
[7:13]
here at 42 degrees outside
one i've done zoom calls to 40 people
[7:17]
having a conversation
is really really hard it's good for
[7:21]
presentations
or if somebody's hyper directing it but
[7:24]
for a conversation it's tough
and i think that conversation live in
[7:28]
person is important
so one important point we are recording
[7:32]
this
tonight there are people who are online
[7:35]
watching
they will be they may submit information
[7:38]
and questions
you will be recorded that recording will
[7:41]
become part of public record
so i just want to make sure everybody is
[7:44]
aware of that as we go
so typically on in the zoom calls that
[7:48]
i've done i find it most effective to
start in one quadrant
[7:51]
and just work my way across in terms of
having people give updates in this case
[7:54]
having people speak
if i i'm going to do that tonight if you
[7:58]
choose not to speak
you didn't lose your chance you can come
[8:00]
back around if you want to defer it's
like the chiefs and the kickoff
[8:04]
and certainly i think we'll have time at
the end for additional conversation
[8:08]
for those who want to speak again so
there are no questions and i
[8:12]
i'm sorry i both don't know everybody's
name can't read the name tags from this
[8:15]
far away and
masks are still hard sometimes to figure
[8:18]
out who's who i'm just going to start
here front left
[8:21]
and see i can see i can read debbie's
wbb to start
[8:28]
would you like to speak okay
[8:34]
got it
[8:37]
you're up
[8:43]
just one uh point of order
we uh submitted 65 or so petitions
[8:50]
signed and asked if they'd be included
in the record yes and they have been
[8:53]
good
thank you um so
[8:58]
a lot of the comments that you that
[9:02]
that i'll talk about are things that
we've already expressed to the committee
[9:06]
and to
to you there's a lot of thought
[9:10]
a lot of people have put their time and
energy into this
[9:14]
uh i think i'm trying to distill things
down into a couple of
[9:19]
more obvious issues one is that the
eventual
[9:22]
costs of re-engineering these two
corners far
[9:25]
outweigh the cost of actually enforcing
the existing traffic laws
[9:31]
both in terms of speeding and in terms
of
[9:34]
uh distracted driving these corn
these corners make pedestrians nervous
[9:41]
not because they're engineered badly
they're it's because people especially
[9:46]
especially commuters
ignore the traffic laws
[9:53]
stricter enforcement would go a long way
to solving the perceived problem that
[9:59]
that gave rise to this these two uh
projects
[10:04]
[Music]
at the same time that would improve the
[10:07]
livability of our
great little city here second
[10:12]
without the stricter enforcement of the
traffic laws the proposed wanonga
[10:16]
triangle solution
might make public safety issues even
[10:21]
worse than they are perceived today
the redesign would result in traffic
[10:26]
from three streets
67th indian lane and winonga
[10:31]
being funneled into one lane of ingress
and egress controlled by a single stop
[10:39]
sign
that means that that all three cars from
[10:43]
all three would
come to a full stop they would be
[10:46]
presented then with turning right or
left
[10:49]
across traffic or into traffic
that's i know people have a problem with
[10:57]
the oblique way that the
[11:01]
that the current traffic situation works
today
[11:05]
on those two stops those two
intersections
[11:09]
but imagine the safety concerns if we
don't get people to slow down
[11:14]
we'll get some pretty catastrophic
results of that either crossing the
[11:21]
south
southwest bound traffic lane and into
[11:24]
the northeast direction or making a hard
right
[11:27]
from a standing stop into a lane of
traffic where people are going
[11:32]
more than 25 miles an hour in many cases
much more
[11:38]
and that's at the apex of the curve and
less likely to be seen by people who are
[11:45]
speeding from
either direction so to me
[11:49]
that redesign plan doesn't pass the
common sense test i've yet to meet
[11:56]
a single neighbor who supports this
redesign plan
[12:01]
we've presented you with 60 petitions or
65 petitions
[12:06]
a lot more people have come forth and to
want to be
[12:10]
interested in this if there are others
who would like to sign the petition
[12:14]
tonight i brought a few extra
but uh i think that
[12:19]
in short enforcement is the best option
here
[12:23]
not to spend money on a project that
appears to be an expensive solution
[12:29]
looking for a problem to solve
thanks great thank you very much
[12:37]
do you steve introduce yourself briefly
then go ahead
[12:40]
i wanted to mainly come up here to take
my mask off
[12:43]
[Laughter]
but having accomplished that my name's
[12:47]
steve soden
and my wife mary is out of town visiting
[12:51]
a daughter in bend oregon
or she'd be here we've lived at 6701
[12:57]
tomahawk for 15 years little over 15
years
[13:00]
when we bought that house and moved in
we had five kids at home
[13:04]
so right from the start obviously i was
very keyed in
[13:08]
to the traffic the the risk we had
littler kids we had drivers
[13:15]
so it we have a perfect
observation way because our property
[13:21]
literally faces the incomplete
island as we look out we sit on our
[13:25]
front porch we see the whole
intersection right there and i
[13:30]
i will agree with peter
i think in our 15 years i can't remember
[13:35]
maybe three or four times that there was
any kind of an accident there and those
[13:41]
were usually ice and snow related
somebody's trying to make that curve too
[13:44]
fast and hits the island and
pops their tires
[13:50]
i am just certain that
this issue doesn't really
[13:57]
have have enough
merits to go forward talk to probably
[14:04]
i bet over the last four months five
months 100
[14:08]
friends some of them the 60 that have
filled out the petition
[14:12]
others just in conversation all mission
hills friends and neighbors
[14:16]
no one is for this project and
to peter's point things changed when the
[14:24]
bridge was redone on
63rd street and that flushed a lot of
[14:28]
traffic that
you know that it's famous everybody goes
[14:32]
25 on 63rd street not
because i paid a lot of tickets when our
[14:36]
kids were driving
unfortunately because they really really
[14:42]
have a reputation for monitoring that
speed limit
[14:45]
mission hills then got all that traffic
and
[14:49]
mary and i will sit on our front front
porch and
[14:52]
watch cars go by and i'm thinking
they're going 40 miles an hour they have
[14:56]
to
and some more than that particularly
[14:58]
some of the kids just screeching around
that corner
[15:01]
so i i think it's a speed issue
and i think that to spend that kind of
[15:07]
money and redesign that intersection
doesn't make sense to me and if we
[15:13]
had the same kind of a reputation
on tomahawk that they have on 63rd
[15:20]
street for
you go 25 or you're going to be writing
[15:23]
some checks
i think that problem would really get
[15:26]
solved so
thank you thank you thanks for being
[15:30]
here laura lee
just observing i'm going to start back
[15:34]
this way
oh there's somebody here sorry the pole
[15:39]
you're good
[15:49]
my name is tom erzak and i'm here
because
[15:55]
safety is also a concern of mine and
it's safety on 63rd
[15:59]
and on tomahawk not so much for the cars
but for people who actually walk those
[16:04]
streets
you have cars even on 63rd i
[16:09]
respectfully
want to say go awfully fast and tomahawk
[16:14]
it's it's even worse but try and cross
one of the crosswalks even though
[16:21]
they're designated as crosswalks
nobody stops you're taking your life
[16:25]
into your hands if you see a car coming
and i've proposed on a couple of
[16:32]
different occasions that we ought to put
maybe some of those little signs up
[16:36]
that say state law requires you to stop
you know we were walking across the
[16:41]
stock crosswalk a while ago
and we were in the crosswalk so it
[16:46]
wasn't like we were standing there and
cars were going by this guy comes by in
[16:50]
his truck
of course we yelled at him and he had a
[16:54]
few choice words to say to us
like we're wrong because we're in the
[16:58]
crosswalk crossing when he wouldn't stop
so i think a little more if we get some
[17:03]
enforcement of the crosswalks and make
it more
[17:06]
of an issue for people driving through
the city
[17:10]
the other thing is i'm a firm believer
that if we're redoing the street
[17:15]
we need to have a dedicated lane for
walking
[17:19]
and or biking it's i've seen
so many times a young mother walking
[17:25]
with her
stroller down the street cars are
[17:29]
zooming by her
and i'm thinking oh my gosh this looks
[17:32]
so dangerous to me
and then even worse i'll see a mother
[17:37]
with a stroller
and she'll have her little kids riding a
[17:41]
bicycle or on a scooter
and little kids they don't have any
[17:45]
control they are all
over the lanes and cars are driving by
[17:49]
so i really think a dedicated lane
for walking and or biking
[17:56]
would be very helpful thank you
thank you tom moving
[18:02]
still this way can't quite read your
name tag i'm sorry
[18:07]
hi carol i just have a question for you
um
[18:11]
is it a consideration at all that the
speed limit
[18:15]
be reduced and be in a reduced state for
long enough to determine whether or not
[18:20]
there's
value before making a decision on
[18:24]
whether to proceed with any
recommendations
[18:27]
at all uh
i would certainly say that's absolutely
[18:32]
possible so
one of the things when the council heard
[18:35]
me say this probably a couple of them
were frustrated by it but we didn't want
[18:39]
to do that until we had the initial
conversations
[18:43]
here there were calls for to do it right
away i specifically said
[18:46]
let's let the committee bring
recommendations we have we will not be
[18:50]
redoing the road until 2022
so the reduction in the speed limit if
[18:54]
that's where the council chooses to go
could absolutely happen you know more or
[18:58]
less tomorrow or for some period of time
that we could allow for measurement
[19:04]
tracking and so forth you've seen
fairway do the same thing over on
[19:06]
blender
right thank you absolutely thank you for
[19:10]
asking
[19:14]
good definitely not read that far back
[19:21]
my name is larry winter i live at 3135
tomahawk road
[19:26]
my wife and i moved here 11 years ago
and we specifically wanted to live
[19:30]
in mission hills on tomahawk road i love
the way
[19:34]
it meanders through mission hills i love
the tree-lined streets
[19:38]
and sweeping lawns i did attend a number
of the meetings of this committee
[19:44]
i never saw any data to indicate that
tomahawk road is unsafe for pedestrians
[19:50]
i know that's the perception of many but
i never saw the data that showed that
[19:55]
i'm a frequent walker
i have never felt unsafe walking on
[20:00]
tomahawk road
not once in 11 years have i felt unsafe
[20:04]
walking the tomahawk road
i do see two potential i think
[20:09]
significant problems that would result
from adding sidewalks and making
[20:12]
tomahawk road more narrow
[20:16]
these last six plus months my wife and i
have probably spent more
[20:20]
time in our front porch during the
pandemic than we have
[20:23]
in the years leading up to this and one
thing that stuck out to both of us
[20:27]
is the number of bicyclists that are up
and down tomahawk road
[20:32]
i think is tomahawk called an arterial
road for motor vehicles
[20:36]
it is i would say it's an arterial road
for the bicyclers too
[20:40]
i see people going to work i see people
exercising i see biking clubs up and
[20:45]
down
if you make tomahawk road more narrow
[20:48]
it's going to have a
terrible effect for the bicyclists and
[20:53]
make them
much more exposed than they are now i
[20:56]
just think it would be a big mistake
and i would also add that for runners or
[21:01]
people like me with joint issues i
prefer to walk in the asphalt
[21:06]
even on the streets that have sidewalks
in mission hills i'm walking in the
[21:09]
street
i think it's just going to be a big
[21:13]
problem if tomahawk road
is is made more narrow it'd be one thing
[21:17]
if it were a straight street but a
narrow winding road to me just
[21:21]
spells danger the second thing is the
on-street parking
[21:26]
and what that would do tomahawk road
were made more narrow in my block
[21:30]
over the last two years i think there's
been constant construction
[21:34]
around us and on certain days there are
cars parked all around on both sides of
[21:41]
the street
if you add on top of that the lawn
[21:45]
maintenance trucks for their big
trailers with all their equipment um ups
[21:50]
federal express amazon delivery it's
going to be a big problem
[21:54]
for for anyone going up and down
tomahawk road and that too is going to
[21:58]
make it worse for
anyone in the street or anyone on a
[22:01]
bicycle i just think it's going to
create more problems
[22:04]
and make it less safe i have no problem
lowering the speed limit you talked
[22:09]
about the you're calling the stripes for
the bike lanes i know they're not bike
[22:13]
lanes
i'm off from removing those further away
[22:16]
from the curb to visually give more
space
[22:19]
more room for pedestrians it would
result in more separation from traffic
[22:24]
i think that's the way to go i think it
would be a terrible mistake to put
[22:28]
sidewalks up and down tomahawk thank you
do you have any questions for me
[22:33]
thank you appreciate you being here
let's see
[22:41]
hi i'm larry's next door neighbor and
i remember when the police used to
[22:48]
watch and patrol tomahawk years ago
i don't know what's happened if there's
[22:54]
a change in
um the salary or the you know money
[22:59]
devoted to that or what but we have had
four cars in a landscaping truck
[23:06]
plowed into in front of our house
i don't think the changes that they've
[23:11]
proposed
will make the drivers any better i think
[23:15]
it's a
it's a situation of distracted drivers
[23:20]
um be there texting or
looking in the mirror or talking to
[23:26]
somebody but
all of them have been just because
[23:29]
people aren't watching all the accidents
and i'm for proposing either a lower
[23:34]
speed limit i noticed the cars going by
our house
[23:38]
were slowing down when you had the they
had brief
[23:42]
time there was a flashing uh
30 mile an hour's uh speed limit
[23:48]
at tomahawk circle and
that seemed to help a lot but they took
[23:54]
it down
and i understand that people don't want
[23:57]
flashing lights but i think
a stricter
[24:03]
um watch on the speed
and maybe i didn't think the flashing
[24:10]
flashing sign was gauche at all but um
i love i do love the trees i know they
[24:16]
said that they wouldn't be affected by
changing the road but the tree roots are
[24:22]
you know go out pretty far i'm not sure
exactly of how the construction would be
[24:26]
with
with that but i sure hope that they just
[24:31]
keep the meandering tomahawk
and make it it like some courtney said
[24:36]
that
you know just a resurfaced tomahawk
[24:38]
would be one of the things they're
looking at and i'm
[24:41]
all for that it makes them nice without
the potholes but
[24:46]
that's all great thank you for being
here
[24:51]
ma'am
[24:56]
hi my name is sarah garcia i live on
3210
[25:00]
tomahawk and ever since
oh my gosh i was a well a teenager which
[25:06]
was many many years ago
tomahawk has always been my favorite
[25:10]
street in this whole city
as the most beautiful street the windy
[25:14]
roads the trees
it was my dream to sunday oh i want to
[25:18]
have a house on tomahawk
and um um i am just
[25:22]
really opposed to these changes i
support um
[25:26]
the opinions that our neighbors here
have have shared
[25:30]
um i think that narrowing the road uh
would actually create
[25:34]
more dangers than produce a safety
solution
[25:38]
um there's just too many there too many
curves
[25:42]
too many um cars parked um
for various reasons construction like
[25:47]
was mentioned landscaping
etc with deliveries and i
[25:53]
i support maybe doing some creative
um you know rethinking i agree with
[26:00]
promoting safety through controlling
[Music]
[26:05]
reinforcing maybe a lower speed limit
and maybe also just having more police
[26:13]
presence
to enforce that would be a good thing
[26:18]
that's pretty much in a nutshell what i
what i think and um i support everyone's
[26:24]
opinions
thank you great thank you for being here
[26:33]
i don't have my name tag because i
arrived late but i'm gabrielle beam and
[26:36]
i think
my entire street is here i'm at 3205
[26:40]
tomahawk
so i'm in the neighborhood with a whole
[26:44]
bunch of houses
under construction and now mine is and
[26:47]
so there's
vehicles all over the place since my
[26:51]
husband
did not come i have to represent that he
[26:54]
wants a sidewalk because we have kids
and um and so he thinks it's safer if
[27:01]
you narrow
because he wants it to be a side street
[27:04]
and i try to tell him
it's not a side street it will never be
[27:08]
a side street
um it is a major thoroughfare and but
[27:12]
we've been working home since the
pandemic and we work in our dining room
[27:16]
and look
right out on the street and i can tell
[27:20]
you there's a number of times where he
is looking out and people are flying by
[27:25]
and i do
think that that is the biggest risk i
[27:28]
will say from my perspective
i'm pretty much like larry i run the
[27:31]
streets
so i like to run on asphalt if if
[27:36]
there's a sidewalk that takes up
too much of the road and then i'm
[27:40]
preferring to run
in the street maybe to avoid the you
[27:44]
know slope
for every driveway on the concrete
[27:47]
sidewalk
i'm concerned about that just the safety
[27:50]
of that but i do understand my husband's
position and people with
[27:54]
small children in the neighborhood that
are trying to figure out a way to
[27:58]
navigate with children on bikes and
children walking so
[28:01]
it's not an easy solution i don't know
what is the best solution
[28:06]
you know we just want it to be safe and
be able to
[28:10]
to get around i do
think it is a little aggravating for me
[28:16]
that people don't do the and walk
you know against traffic ride with i
[28:23]
almost think we need
signs because it's very aggravating to
[28:26]
me because i think that creates
its own headache with the traffic but i
[28:31]
had to present my
husband's perspective of wanting
[28:34]
sidewalks i don't know if that's the
solution or not so
[28:38]
but that's my bit thank you thank you
for being here
[28:44]
good okay yes sir
[28:52]
terry o'leary 6810 tomahawk um
lived on tomahawk 13 years and
[28:58]
my wife lynn most people will test
probably walks
[29:01]
10 times a day on 69th and or tomahawk
or
[29:05]
other streets and so we're and we
had four kids there growing up so pretty
[29:11]
familiar with the
situation i also agree that it's really
[29:14]
i don't see it as a
dangerous the islands and people going
[29:20]
extremely fast that often but
there is the occasional speeder
[29:25]
obviously our my main concern is
watching as others have mentioned
[29:30]
strollers
and mothers or families of dads with
[29:35]
their kids two or three kids riding
bikes and trying to keep them all in the
[29:39]
street and
people texting and so even though it's
[29:43]
a connector and our i think the
advantages
[29:47]
could be that it is our only connector
but that's also the disadvantage because
[29:51]
if you push everybody to your only
connector
[29:54]
then you have too many people on the
street whether it's bikers cars
[30:00]
strollers whatever and i was doing a
little research
[30:04]
the last couple days looking for
articles on traffic calming and which
[30:08]
we've done in our business several
different ways but
[30:11]
there's a lot of different good traffic
calming methods you can
[30:14]
engage at that corner in different
places in mission hills
[30:19]
but it also talks a lot about when
you're trying to put too many people
[30:24]
on a street with bikes and strollers and
whatever it is
[30:28]
and you have all the driveways and cars
turning
[30:31]
out of driveways backing out and so on
it creates
[30:34]
more cause for injuries
to bikers and you know walkers
[30:41]
runners etc so i think one of the
beautiful things about mission hills is
[30:46]
that you
should enjoy walking and biking and
[30:50]
driving on every street in mission hills
because it's amazing i've been driving
[30:53]
through there since i was
probably 12 but i shouldn't have told
[30:57]
you that but and my dad's votes vlogging
but um going to homestead but anyway
[31:04]
uh weren't any cops back there back then
either so i didn't get caught
[31:09]
doing that so maybe we need more
[Laughter]
[31:13]
i was probably 13 but anyway um
so i think that there
[31:20]
there are are ways to to
to to calm that area if that's the main
[31:26]
concern
i don't see how and when or if we would
[31:30]
build a sidewalk
or who's going to walk from state line
[31:33]
all the way to
on that one street but again i think
[31:37]
encouraging people to use all the
streets of mission
[31:39]
hills to enjoy
the houses and the landscape and the
[31:44]
parks and so on
because i i still think it's one of the
[31:49]
most beautiful places i've ever driven
in my life and any city driving and
[31:52]
meandering through
the different streets so so to to so to
[31:58]
promote people walking and biking
and strolling and driving on one main
[32:03]
connector
seems to be kind of against the
[32:06]
walkability and the
the way mission hills was designed as a
[32:10]
pedestrian neighborhood
so anyway that's my two cents great
[32:15]
thank you terry
[32:18]
did i i think we've gotten everybody
but no
[32:29]
like courtney do we have anything online
specific
[32:34]
okay would anybody like to speak again
[32:39]
dave could i ask you a question
absolutely one of the things the
[32:43]
task force struggled with was the issue
several of you identified crossings
[32:48]
and signage uh traffic calming
and i think the presumption that the
[32:55]
task force and i'm sorry i'm bill
running uh and worked on the task force
[32:59]
with the
uh other people um the presumption was
[33:03]
there's not a high tolerance in mission
hills
[33:05]
for flashing lights signs bumpers slow
speeds
[33:09]
to slow speeds down and
what else was referenced here i would be
[33:14]
interested
let's see
[33:22]
yeah across crosswalks traffic calming
and science i'd be interested
[33:26]
in your sense not necessarily even your
position but your sense
[33:29]
of mission hills tolerance well flashing
signs
[33:33]
um more signs
anything that would make it safer but
[33:38]
also obstruct kind of the bucolic view
which way do you think the city as a
[33:44]
whole would like to go safer
uh crossings and pedestrian
[33:49]
lanes or opt for beauty
and let people take some risks and i'm
[33:54]
talking kids i'm talking strollers i'm
talking old people
[33:57]
all the people that are on the street
[34:02]
i don't have an answer yeah you go to
the microphone that way the people who
[34:07]
are online can hear you be great
thank you um it might address what bill
[34:11]
was asking but
i think the answer to your question is a
[34:14]
few flashing lights out in the street
uh by police cars pulling over a few
[34:18]
folks would could
go a long way but
[34:23]
this is a this is a question i had
because when when we
[34:26]
first got involved with this um this
whole question
[34:31]
the whole speed limit enforcement issue
was
[34:35]
seemed to me to be the first and
foremost way to
[34:38]
address the question so i inquired and i
was
[34:43]
told that the police chief feels as
though
[34:47]
unless you're doing nine miles an hour
over the posted speed limit
[34:50]
the uh the judge will not issue a moving
violation
[34:55]
so i went looked it up on kansas law and
in fact that's not the case it's
[35:02]
six miles an hour but that's between 30
and 54 miles an hour so there's no
[35:06]
there's no grace period under 30
nor over 54. and i'm wondering is this a
[35:13]
question of
will do we need to insist
[35:17]
that the police department enforce the
laws
[35:21]
more strictly because i
you know from where i came from in the
[35:27]
last
10 times the nothing like having a few
[35:31]
uh traffic stops to to calm the traffic
and once it becomes known that you can't
[35:38]
drive through
mission hills uh as a commuter and get
[35:42]
away with driving at 40 miles an hour
traffic is going to go a different
[35:45]
direction or it's going to slow down
both of which works for me
[35:52]
thank you peter anybody else want to
comment on bills
[35:56]
or question signs
lights
[36:05]
i will vote for at least a few more
signs
[36:08]
you know i i think a couple more signs
is not going to take away from the
[36:15]
beauty of the city
and if it helps or some flashing lights
[36:19]
will help
i think it is potentially a better
[36:22]
solution
i think the only flashing light was
[36:27]
talked about at mission drive
and tomahawk and i think the risk to
[36:31]
kids
and people coming from old sagamore into
[36:34]
an area where driving
people to enjoy more scares us all i
[36:38]
think that's the only place we really
i heard them talking about flashing
[36:42]
lights
well potentially to the extent that
[36:46]
flashing lights are crosswalks and
and particularly at 67th and tomahawk
[36:51]
where kids are crossing to go
towards prairie elementary
[36:58]
okay yes sir terry
um again just the research i read says
[37:05]
in in the urban
bikeways and and uh pathways the most
[37:12]
injuries are from crosswalks i think it
was 65 or 70 percent
[37:17]
and to what bill said is and i've
mentioned this to andy before is
[37:21]
you either have a crosswalk or you don't
i mean so at indian hills
[37:25]
right by the pool there's a sign with a
crosswalk but
[37:29]
nobody even can see the sign can't see
the crosswalk
[37:32]
so in that case you either need trees
cut
[37:36]
better signs better crosswalks the
little man in the street whatever you
[37:39]
want to do because there's no point in
having that there so either
[37:42]
either you need to have them and have
whatever signs
[37:46]
are needed to enforce them
and ever since they put stop lights or
[37:52]
stop signs i guess
in on the plaza people pay less
[37:57]
attention
to the people crossing the street
[38:01]
well take that back ever since ever
since they added some stop signs
[38:06]
at uh some sections of the plaza
people have paid less attention to the
[38:13]
crosswalks because it used to always be
cross
[38:15]
crosswalks everybody used to just stop
but if you go across at where
[38:19]
the steak burger place is or uh you know
where north face is and all that
[38:24]
no cars stop anymore partly on the plaza
and
[38:27]
they do stop in front of
the grocery store in-house with the
[38:32]
little sign and all that so that i know
that helps but
[38:35]
i think you either have to have them or
just get rid of them
[38:39]
thank you
[38:42]
any other questions from up here
comments from those who are here i've
[38:48]
never been one that
feels the need to fill the time with the
[38:51]
task at hand
we will be doing this again tomorrow and
[38:55]
again
we have courtney what 10 slots open
[38:59]
still if anybody wants to come back
so just call or just go tell staff right
[39:04]
now you'd like to come back if you want
to come back or
[39:06]
dial up online this has been very
helpful
[39:10]
and i appreciate those of you coming
many of you have submitted email
[39:15]
directly to either sbc or me
thank you for that and for your feedback
[39:19]
and
with that i'll give everybody a bunch of
[39:22]
their time in the evening back and
appreciate your feedback and come to
[39:27]
thank you
[39:54]
is
