all good afternoon everyone could we
have a roll call please and if I could
[1:56]

microphones and please speak in
[2:04]
microphone I use that when the last
Planning Commission meeting batteries
[2:08]
are just about
dead Spencer present Ferguson
[2:14]
here here Arnold here b b Meer
here here thank
[2:23]
you okay we'll now have public comment
anyone wishing to speak in public
[2:27]
comment uh you'll have 3 minutes to
speak if you wish to leave your name and
[2:31]
address please do
so hi re I'm Rita Tilly and 2892 East
[2:38]
Fisher Road and I'm here because of the
boxman road energy um battery project um
[2:45]
I've got three points I'd like to make
tonight number one is that the um
[2:50]
Planning Commission approved a layout
map which is over here and this boxman
[2:55]
road uh project is not in that layout
area and I'm wondering if it had to do
[2:59]
because because it's so residential and
if it would have any bearing on maybe
[3:05]
um um putting this project aside so that
doesn't happen in our neighborhood so
[3:11]
that's number one number two I talked to
quite a few different Representatives
[3:15]
the past week or two and um one uh Tim B
called me back and he we had nice
[3:21]
chitchat and he said that really there's
nothing that any of the House of
[3:25]
Representative people can do because of
the law but he said that he has one
[3:31]
recommendation and that is the fact that
um when rivet um decided to run for the
[3:36]
federal office of of senate for our
Michigan um they left her seat open and
[3:44]
um they didn't fill it in case she
didn't win so she'd come back and have
[3:48]
her seat Well the the governor is
dragging her feet and not wanting to
[3:52]
have an election and um so he said get
your people to start calling in and
[3:56]
doing it and he said two people that you
need to call is the governor and the
[4:01]
other one is Winnie Brinks who is the
state M majority leader who would have
[4:05]
the most
say that's
[4:10]
right Terry I have one too yes very nice
yeah so anyways I did put this a sheet
[4:19]
just like this out on the table and for
people to write the number down and call
[4:23]
or write either one was good so and then
point number three one of the um this
[4:29]
one's the important one I think um one
of the um Representatives Office I spoke
[4:35]
to one of the gals that that is works
for his um I'll just say right now it
[4:41]
was Bill Shy's office and um anyway she
told me that one of the things that the
[4:46]
township can do is to um have a a a to
request the state to do a Land
[4:55]
Management study she said several
townships have done it so far and number
[5:00]
one it is it can stall this whole thing
but the most important thing is that um
[5:07]
we actually have good reasons to have a
Land Management study in this area
[5:11]
number one is because battery I've been
reading about them and between battery
[5:16]
wind and solar the battery is highly
dangerous especially in a residential
[5:21]
area and we are highly residential
because they tend to leak they um they
[5:27]
uh are volatile and causes evacuation
for the neighborhoods there's a lot of
[5:32]
lot of things that are negative for
having that in our
[5:36]
area so that would be number one that
you could write and say to this to the
[5:39]
state of Michigan that's one reason why
we want a land study number two I don't
[5:43]
even know if you know this but we have a
active um bald eagle nest right in our
[5:48]
neighborhood and we all watch it and
there is a a bald and Gold Eagle uh
[5:54]
protection act and they're very specific
about how you are to handle the area
[5:59]
where they are nesting you're familiar
with that yes ma'am yes ma'am and I'm
[6:03]
sorry your time is up ma'am one more um
come on I'll make a motion we if we get
[6:09]
a motion yes we can get a motion and
then get support support okay all in
[6:14]
favor I I any post okay continue maybe
me talk fast so so that one is really
[6:22]
important too and then the third thing
that you could mention to the re to them
[6:25]
for the reason for it is that we are so
close to the Bay and the river is just
[6:30]
only what 2 miles from us and that
drains right into the bay and with
[6:35]
leakage from batteries that can be a
very dangerous thing so I think that to
[6:40]
do that if you could do that that would
be probably one of the best things that
[6:45]
you could do for our area and then if
you would um reply at the end of the
[6:49]
meeting on those things if you could yes
ma'am I will okay thank you thank you
[6:55]
couple of them items U I already had
down yes thank you okay well we I'm glad
[6:59]
we have the same
mind anyone else wants to speak in
[7:04]
public
comment anyone else wish to speak in
[7:08]
public
[7:13]
comment hi link coey monitor Township I
noticed that everything's on again and
[7:20]
at the last meeting I thought we were
told that this was being going to be put
[7:25]
online and I have no idea if it's on and
it's on online
[7:31]
um is it online is there some way to
find out how to get the meetings offline
[7:37]
I'll address that in the supervisor
report okay number two um last meeting
[7:41]
there was quite a few people here and I
sat out in that area
[7:46]
and for it it wasn't enormous crowd but
it was a good siiz crowd a lot of people
[7:52]
were not real happy that they had to sit
out there um the only thing I can say
[7:58]
normally when they used to have big
meetings they'd have them out in the
[8:02]
hall so that every everybody was in the
same place everybody could see the board
[8:08]
and hear the board um it's just a
suggestion if you're going to have big
[8:14]
meetings because you don't hear out
there or see out there at least the
[8:19]
microphones and the um TVs were working
out there last week cuz they weren't
[8:24]
before that so just a suggestion that if
you're going to have a big meeting maybe
[8:29]
have out in the hall thank you thank you
anyone else want to speak in public
[8:40]
comment Hello Jill art I live right over
there on East North Union Road um to
[8:46]
follow what Elaine said at one point
Terry at recent meetings you mentioned
[8:50]
removal of the wall so that there is
some transparency throughout the
[8:55]
building here in the meeting room so I
was just wondering if that is a fact
[9:00]
and also a lot of feedback about the
5:00 start if it could even be 6:00 p.m.
[9:05]
like several other Township meetings um
I know not everybody can be here but the
[9:11]
interest is there so if those two things
could be considered thank you thank you
[9:16]
and I will uh bring that up during the
report as well
[9:22]
Mo anyone else wish to speak in public
comment anyone else wish to speak in
[9:29]
public comment seeing no one else we'll
close public
[9:34]
comment okay next up to adopt the agenda
and the consent agenda uh we do have two
[9:42]
items we are going to remove from the
agenda uh under unfinished business
[9:47]
resoning 2483 Midland Road and also
under new business release of
[9:55]
pa16 for J Burke prior to expiration is
there any other input on the
[10:02]
agenda you said those will be removed
yes with that said I'll make a motion to
[10:08]
approve okay we have a motion to approve
the agenda support we have support any
[10:14]
other
[10:18]
discussion okay all in favor I I any
opposed
[10:23]
nay okay motion clear motion
carried okay
[10:32]
and we'll do a review of the 12125
regular meeting
[10:38]
minutes if there's no questions for that
we will move
[10:47]
forward okay next up payment of the
bills uh approved payment of the bills
[10:52]
for 268,000
[10:59]
we have a motion do we have support
support we have support any discussion
[11:03]
should we clarify why that's so high
because of that
[11:07]
other
the sty Park
[11:11]
bill so last
[11:15]
meeting it's all
[11:20]
right Rich doesn't want to talk anyway
so last meeting we approved spending our
[11:25]
last of the arpa money almost 100,000 on
sty Park and when we went to write the
[11:30]
check we found out we couldn't do that
the Auditors said we can't use grant
[11:34]
money
to apply for grant money because we have
[11:38]
to pay it off so we can apply for the
grant money so they said just move your
[11:42]
sty Park money into general fund and
they'll consider that as lost revenue
[11:46]
for the covid time which is allowable
and they had us right to check on a
[11:50]
general fund so that check for sty Park
is going to be
[11:55]
195,000 and once we get it paid
off Spicer will be applying for the
[12:00]
grant we're going to get back
269 so all right thank
[12:05]
you okay any other
discussion do a roll call Meer yes ma
[12:14]
yes Spencer yes Ferguson yes CLA yes
Arnold oh it doesn't work but yes thank
[12:23]
you Beller doesn't stay yes motion Carri
stay down little
[12:29]
go off is let me check the battery no it
says it's full
[12:36]
okay okay next up uh unfinished
business uh first we have and we have a
[12:44]
uh letter here um from Spicer group in
front of us on the table um monitor
[12:50]
Township uh Park Improvement plan and um
in front of us is a
[12:56]
uh letter from Spicer uh talking about
uh creating a master plan for monitor
[13:02]
Township Park uh which I believe that
would be the best route for us to go
[13:07]
with uh the excess amount of things that
need to be repaired down there so if we
[13:13]
had a
[13:20]
motion I have a question oh go ahead
Earl this is the first they seen the
[13:26]
proposal this is the first they seen the
proposal
[13:29]
and I think we should have had in our
packet but I thought we had a perks
[13:34]
committee that we were going to have a
couple years
[13:38]
back and we were going to get input from
the public what we kind of wanted to do
[13:44]
at the park because I thought you were
organizing that Terry as I
[13:50]
remember
and like some of the stuff on here might
[13:55]
be outdated like the ball fields like
nobody plays ball no more so like I'm
[14:01]
not necessarily saying I don't want
bball Fields or but you know other
[14:07]
people might have other ideas what might
be done down there other than just going
[14:12]
with a master plan for the park which I
never really saw publicly here at the
[14:18]
meetings it's the first time we really
seen it Earl would it be okay if I
[14:23]
stepped in for a second go ahead um this
this is to retain Spicer for services
[14:29]
to come up with a master plan um and
just so we're all aware um and I want to
[14:34]
bring this up for a discussion later on
we can talk about right now um back in
[14:39]
2020 when I became supervisor the prior
board um there was a park committee uh
[14:45]
that board decided they didn't want to
do a park committee between the trusted
[14:50]
trustees uh so we didn't have one over
the last four years um I'm perfectly
[14:55]
okay with doing that again if we want to
start a committee here um you are
[14:59]
correct that uh I did make some um some
information out to the public and the
[15:05]
board did approve that we could have a
public uh Park committee um when I
[15:11]
initially had put that out on social
media uh everybody in uh everybody and
[15:16]
their brother was excited about a park
committee and then when the board said
[15:19]
okay we're going to do a park committee
we had one person who who filled out the
[15:23]
application so but that doesn't mean we
shouldn't try again so um so we can try
[15:28]
that again and get that rolling um I
think before we do any type uh we need
[15:34]
to start somewhere so this is kind of
starting with Spicer hey the board's
[15:38]
going to agree we're going to move
forward with trying to come up a plan uh
[15:41]
but my recommendation certainly would be
that we get some we put some more
[15:45]
information out on our web page our
social media page um and then we look at
[15:50]
uh possibly as we get closer to the
spring to having like a town hall
[15:54]
meeting for anybody who wants to come to
talk about monitor Township Park and
[15:58]
what we should be doing
uh yeah this but this is just to get it
[16:01]
started go well that's fine but I think
we should do that before we make a
[16:09]
contract with spacers for
$10,000 yeah that was my question
[16:14]
too I don't have a problem with you know
if the public comes in here and tells us
[16:19]
blah blah blah blah blah blah that's
what they want in the park that's great
[16:22]
we'll figure out how to do it we High
spicers we get the job done no problem
[16:27]
at all but I think
how can I contract make a contract with
[16:32]
spicers for
10,000 and I just got this in front of
[16:37]
me tonight and like the two ball fields
very you know like we all know the ball
[16:43]
fields are bad shape they have nothing's
been done for 10 years maybe more maybe
[16:49]
we don't even want the ball fields
correct yeah and and once again Earl um
[16:56]
and Jim I I think that we can uh you can
we could say that hey we're going to
[17:01]
reach out to the public and and do all
these other things that some of these we
[17:05]
tried to do in the past and we'll have
to try to do it again um but in the
[17:08]
meantime uh who's going to retain all
that information that we get and that's
[17:12]
part of the contract cor Don with with
hiring spicers to kind of be the uh the
[17:17]
eyes and ear of what our community would
like to see down
[17:20]
there right what again what we did what
we did originally is we looked at the
[17:25]
park and if you go down and look at the
park the ball field are in terrible
[17:29]
shape the bleachers are unsafe softball
fields haven't been used in
[17:34]
years um horseshoe pits haven't been
used in years the playgrounds aren't too
[17:41]
bad because we did we did improvements
on the playground not long ago the
[17:45]
Pavilion looks unfriendly I mean it
needs sprucing up I mean it's a 1950
[17:52]
vintage the restrooms you know need
painting and need updating they don't
[17:56]
look they don't look good at all so the
park really is tired and needs some
[18:01]
improvements part of the master planning
process would be Earl to get input from
[18:07]
the township and the public to say what
do what do we see this park looking like
[18:12]
because when I think of that park I
think of that being the best park in the
[18:17]
township and something we want to be
proud of when you go down there it
[18:22]
doesn't look like that you know do we
want the ball fields should they go away
[18:28]
those softball Fields obviously should
go away I mean there's just things down
[18:32]
there you
go it just needs work you know I don't
[18:37]
know what you want down there but part
of that Master planning process is tell
[18:42]
us what you want do the ball fields need
to go away is it pickle ball courts is
[18:47]
it tennis courts is it a new Pavilion I
mean what do we what is our vision for
[18:54]
that park that's what the process of
Master planning the park would be
[19:00]
I hope that kind of helps in giving a
better understanding of what we were
[19:03]
thinking when we
developed that proposal yep go ahead
[19:07]
Paul yeah so since we don't have a Parks
committee like you said and this
[19:12]
references a Parks committee should we
table this until we can establish a
[19:17]
Parks
committee I would agree
[19:21]
with I
would your red light was on
[19:28]
I would agree with Paul um and Jim and
Earl a little bit maybe
[19:34]
we at least get a group of us together
to come up with some direction okay that
[19:41]
we can hand over to
[19:44]
Spicer um whether it's a committee here
or we can get a few community members to
[19:50]
okay I think definitely commity yeah we
definitely need to have a committee
[19:54]
established here again and we've
recommended to you before that you do
[19:57]
have a Parks committee
because when we write Grant applications
[20:01]
for DNR you get more points you have a
Parks committee so each time we applied
[20:06]
for Grants which has been three times
we've created a Parks
[20:10]
committee okay um I'll I'll I'll have
the recommendation at our next board
[20:15]
meeting um which will probably be a
special meeting um we'll go over that
[20:19]
later but uh U and then I'll I'll have
the I'll I'll put that information out
[20:26]
online again to see if we can get some
interest and we'll get uh together for
[20:29]
the next meeting so we get a motion to
table it after Jim says what he has to
[20:33]
say whatever happened to the money that
was supposed to be generated from those
[20:40]
Tower from that tower that was supposed
to go to the park it goes into general
[20:44]
fund is there any figure of how much
that had generated got some IDE do well
[20:51]
we use it in general fund on a regular
basis it was used when they did the last
[20:56]
Park updates when they did the swing
sets when they did did the walking pass
[20:59]
when they did it was designated out of
that money but it has really came down
[21:04]
from what it originally well still you
don't have a ledger of how much that
[21:08]
generated for you can look it up
separate line yeah yeah I don't think
[21:14]
she has it here in front of her but
don't have it in front of me we
[21:16]
definitely have it
so okay question the other gentleman
[21:21]
that cuts the grass is though all he
does is cut the grass uh he does cut the
[21:25]
grass but he does you know whatever he's
got to do he's like he's the last couple
[21:29]
months he's been doing little jobs in
here he's been working on the tractors
[21:34]
um uh maintenance and you know this and
that so he cuts this grass and
[21:39]
summertime it's pretty much give you an
update hey things this is looking bad or
[21:43]
they destroyed this oh yeah yeah yeah I
I talk to Mike almost daily that we're
[21:49]
here and uh and he is and uh uh he's
very compassionate about that Park he's
[21:54]
the first person to tell you if there's
an issue so he doesn't let anything
[21:57]
slide he's very
he does a good job down there so Terry
[22:01]
may I add one more thing yep I notic in
I think maybe you had mention it one
[22:06]
time security cameras yep cuz you you
probably heard and everybody knows the
[22:11]
traffic in and out of that place is
constant yep and I can sit in my
[22:14]
backyard and watch the cars at 10 11:00
at night wondering why they're going
[22:19]
down there and hanging out yeah so I
don't know if some of this should have
[22:23]
the security cameras in the I think so
yes yeah you know and again again this
[22:28]
is this 10,000 is just for the Gathering
the information what where our where our
[22:34]
game plan but Jim I wish you would have
done on the last board um because we had
[22:38]
the money to get cameras and we didn't
do it for stupid uh inner politic
[22:43]
reasons when we had an overwhelming
people that utilized that Park that
[22:48]
thought it was a great idea I mean we
had uh there was razor blades thrown in
[22:52]
the uh in the in the child play area
there uh we had vandalism this is all
[22:57]
daytime stuff not even at night so yeah
I I think that that should be brought up
[23:03]
again we can pull out some old estimat
and I I think that's a wonderful idea
[23:06]
there's a lot of stuff that's got to get
done down there and I think the biggest
[23:09]
thing is we just got to kind of have a
game plan instead of throwing a Band-Aid
[23:12]
on everything so one other thing I don't
mean to drag it on both Ball Diamonds
[23:19]
were dedicated to Carl Biser Fire Chief
and Earl was it Max was Maxwell I
[23:28]
but um if you know someday this decides
to be torn down let's show a little
[23:34]
respect to the family so we don't just
rip it down and forget about because
[23:37]
they have nice plaques absolutely can we
he mark their name for something else
[23:42]
instead of the instead of a ball Diamond
maybe a soccer
[23:45]
field they'll carry on their yeah I
understand I'm just saying no I I agree
[23:51]
with you 100% on that Jim so but when we
get to that point yeah we can go over
[23:54]
that so can we get a motion to table us
until the next meeting I'll make it okay
[23:58]
I have a motion do we have
support any other
[24:03]
discussion all in favor I I any oppos
nay okay motion
[24:09]
carried okay next up
um parking lot State Street Academy um
[24:18]
we had some information there from some
discussions that we had had in the past
[24:23]
um I had talked to the individual from
there um they're currently uh awaiting
[24:30]
their state inspections they've got all
their permits Filled from what they have
[24:35]
told me they're just basically waiting
for the state inspectors to come there
[24:38]
um and uh so they're not open up right
now they're not attending school right
[24:43]
now but I would definitely uh look to
have the board to say we need to move
[24:47]
forward with having some discussions
about uh uh the parking lot use the
[24:51]
biggest thing it's my concern is
obviously the insurance uh I'm having
[24:56]
some insurance on there and some of the
other things that we had talked about
[24:59]
before so um isn't there agreement
excuse me isn't there agreement drawn up
[25:05]
already yep or well I'll let Rich answer
that and his microphone's not working
[25:12]
so they they had given us a proposal my
memory is Jim and my memory could be
[25:18]
failing but I thought I had done a draft
reply to it uh many of the things that
[25:24]
we talked about the insurance Etc them
doing the striping them doing the
[25:29]
plowing were in there some of the other
things though were the pothole patching
[25:34]
the maintenance of it would be done by
them and that we get the superseding
[25:39]
right to tell them they can't use it if
we have an election day if we have the
[25:44]
pancake breakfast for the fire
department anytime either Terry or Linda
[25:50]
or the board decides we're going to have
an extraordinary amount of traffic you
[25:55]
can't use it we get to take back
possession and they can't use it for the
[25:59]
day the other thing was that when Don I
think looked at the school uh there was
[26:06]
a lot of pave parking behind the school
and they they probably had enough
[26:11]
parking to satisfy their needs but it
seems that your parking is more readily
[26:18]
available so it is not a musthave for
either side it's a fair negotiation and
[26:25]
I don't know where that last agreement
went so I'd have to go look on the
[26:28]
computer for it but I made some of the
notes from memory on this agreement if
[26:33]
you want me to redraft it that's where
we're at
[26:36]
a go ahead Jim also if you may have
noticed the I believe it was County came
[26:43]
in and marked off their uh Islands
they're going to put in our our Islands
[26:49]
yeah yep all right we're going to lose
16 parking spots yeah yep you know so we
[26:57]
make sure you really realize that cuz
you know weddings we air conditioned
[27:01]
this Hall so you're expecting to get
better weddings we've lost 16 that would
[27:06]
always be parked would usually park
there so yeah I would agree with Rich I
[27:10]
mean we just in an agreement that we
have we just hey if we have a reception
[27:14]
or we have an election whatever we have
to have and and I be honest with you I
[27:17]
don't think they're going to have a
whole lot of conflict I mean they're a
[27:19]
school Monday through Friday you know
regular business hours so there might be
[27:24]
some days but um so I I guess if
if we could have a motion to um move
[27:32]
forward with having discussions with
them or how what's the what's the motion
[27:36]
we need to have here to get moving
forward it would only be a conflict if
[27:39]
Christen McDonald rivets in your
building so why would we have more
[27:43]
discussion with them if they come in
there and they ask for it again if it
[27:49]
was on the agenda it was tabled or it
was rejected I would have to go back to
[27:54]
the minutes and look but like they're
not in here w today why would I go ask
[27:59]
them if they want the parking lot um I I
prefer to be proactive on it Earl um if
[28:04]
somebody pulls they have plenty of
parking and back that's what Don's plan
[28:08]
said that is correct but they've got
doors on this side and if somebody pulls
[28:13]
into that parking lot and they're going
there to see their kids and they slip
[28:17]
and fall on the parking lot whose
insurance is that going to fall under
[28:20]
it's going to fall under the township
it's better for us to have some type of
[28:23]
mutual agreement that that that we know
that they have these things explain that
[28:29]
to
me they should have insurance just said
[28:32]
is that factual or
not they can't use their parking lot for
[28:37]
their classes and stuff unless we give
them authority to do that not what I
[28:41]
said I said that if somebody if somebody
pulls in there and parks there are you
[28:46]
going to I guess they're not they're
always going to be on
[28:50]
yours not if do I get to answer these
not if they cover them as well who's got
[28:56]
the biggest Pockets rich
yeah the township has the biggest
[29:00]
Pockets but the uh governmental immunity
statute gives five exceptions where you
[29:06]
can be sued one is a defect of building
a sidewalk or a parking lot is not a
[29:11]
building so you the government can't be
sued for that even natural accumulation
[29:17]
in ice and snow is supposed to be
forgiven if you're a homeowner and you
[29:20]
have a sidewalk in front of your
house the the problem would become in my
[29:26]
opinion not so much the occasional slip
and fall which we've just experienced
[29:32]
here in the township not too long ago
over the weekend where people can get
[29:37]
hurt the problem is going to be that
they think they can use it without an
[29:42]
agreement you probably want the
agreement to tell them we're going to
[29:46]
have an election we're going to have a
speaker we're going to have a state of
[29:50]
the township luncheon whatever you can't
use it Monday this week Friday next week
[29:56]
never on a weekend whatever
and
[29:59]
so that I mean the the cost is di
Minimus we don't put a whole lot of
[30:05]
money into Paving it striping it plowing
it that type of stuff but you just want
[30:11]
to make sure we have an agreement so I
kind of agree with both of you I'm I'm
[30:16]
less concerned about slip and fall
because we have our insurance on it
[30:20]
that's going to pay it and if we get on
their insurance they're going to be
[30:24]
primary and pay it so the township won't
take anything out of their own pocket
[30:30]
but I am concerned about people thinking
they have rights that they don't really
[30:34]
have all right okay any other
[Music]
[30:40]
questions okay can we have a
motion I'll make a motion to uh proceed
[30:48]
the document to protect the
[30:52]
township okay we have a motion uh to
proceed and work on that for the next
[30:58]
month meeting do we have
support no support okay we have support
[31:03]
any other discussion you got one
question BR you said there was an
[31:06]
agreement Rich
[31:10]
previous okay I I thought I had done a
reply to that but I think so I'm not I
[31:16]
was going to go ask Don he's got a
better memory than anybody and Don would
[31:20]
have seen a copy but if I if I've got it
on the computer I will dust it off send
[31:25]
it to Terry and we'll talk about it I
won't have to reinvent the wheel if I
[31:30]
don't have it on the
computer then I'm dreaming that I did it
[31:34]
okay no I think I think they I think
you're right I think they came to us and
[31:38]
they had something and we replied and
then it went nowhere go ahead Terry they
[31:43]
did come to the Planning Commission if
you remember correctly Jim they came to
[31:47]
the Planning Commission and they were
very receptive to anything in everything
[31:52]
I know at one
time the Gary Brandt and I think Earl
[31:57]
was involved in that they wanted a copy
of their inspections and things of that
[32:00]
nature I brought that up and they said
they'd be more willing to share that
[32:05]
they also shared with us the state's not
the fastest people in the world and it
[32:10]
may be a long time before the
inspection's done it's probably got to
[32:14]
be all of four months but they were
receptive to the letter in the per in in
[32:19]
the parking lot so y okay um so could we
get a u all in favor or you want a roll
[32:28]
call all in favor do all favor should be
roll roll call spending money
[32:34]
okay me yes Spencer yes Ferguson yes CLA
yes Arnold
[32:42]
no Beller yes Meer yes motion carried
okay next uh on the
[32:51]
agenda is uh our court court of appeals
um with Mill so with that being said U
[32:59]
we need to have a motion to go into Clos
make a motion go into a Clos session
[33:04]
okay we have a motion do we have
support I'll support okay um we have
[33:11]
support U any
discussion we we have to identify what
[33:15]
the purpose is so it' be to discuss
pending litigation with Harold Miller
[33:20]
regarding 1600 South
uid that's what I
[33:25]
said God I can't say I'm better
myself okay roll call
[33:32]
please Spencer yes Ferguson Yesa yes
Arnold yes Beller yes Meer yes yes
[33:42]
motion Carri okay folks um I'd have to
ask you to if you could uh wait outside
[33:48]
we have to close the doors to go on a
close session for a minute
[33:53]
yeah
off I'm let me get this off here
[33:59]
and if Don can you get the doors there
please
[34:03]
um if we can yeah if you can either mute
or turn
[34:16]
off turn that back on there I got it I
think I got
[34:25]
it this actually works i' I think I've
done everything I was supposed to right
[34:30]
so all right welcome back
[34:34]
everyone need a motion to go back into
an open Open Session that's what we did
[34:39]
okay yeah now we need a motion to direct
me to do what I got to do okay well uh
[34:47]
the back in Open Session here um and uh
do we have a
[34:55]
motion I make a motion
and mayor's motion is to table for one
[35:01]
month and get the reports from the
building department which be to grow in
[35:05]
Rashia what is out of compliance and
have the attorney file a list pendant on
[35:11]
1600 South uid immediately support
support it okay we have motion support
[35:17]
any
[35:19]
discussion okay roll
call CLA yes Arnold yes Beller yes Meer
[35:27]
yes M yes Spencer yes Ferguson yes
motion carried okay next on the agenda
[35:34]
um Foster Swift
[35:39]
update I don't think there was a whole
lot to report since the last time we
[35:43]
just wanted to keep it on the agenda so
we're talking about it they did have uh
[35:47]
um I'll let Rich can you give the 302 uh
lawyer uh words uh version
[35:56]
please yeah they they sent the uh notice
of public hearing which Taylor and
[36:03]
Jessica and I edited they sent over the
amendments to the zoning ordinance which
[36:10]
are here for first reading and
introduction tonight we had the public
[36:15]
here as was pointed out by Miss Tilly
and we had the overlay districts all in
[36:21]
line and we're ready to go and the hope
is knock on wood that Foster Swift's
[36:28]
theory of uh combating the issue of
State takeover will
[36:34]
work
questions no okay thank you okay next on
[36:41]
the agenda uh Creekwood street
light let Linda hop on that okay so
[36:47]
Creekwood is going with um Bay City
Light and electric to have a free light
[36:52]
installed on the existing poll they are
paying the
[36:56]
$6.25 a month and we are out of the
picture go ahead
[37:02]
Earl since we had a motion Rich knows
I'm going to ask and we agreed to pay
[37:08]
the $6 a month on the original motion to
Consumers okay
[37:16]
so that motion still on the
books and if you make a motion to resend
[37:22]
it but I still we
originally were going to pay the monthly
[37:28]
blate bill for
them we we were also going to pay for
[37:33]
the installation of the pole on the
consumers poll only to find out from
[37:38]
consumers that right I know that but I'm
just saying that before we
[37:43]
can since it's on the agenda the motion
should be rescinded but we did make a
[37:49]
deal with them that we pay the bill on
that motion they were not very honorable
[37:55]
in the way they chewed but on the way
out the door so just make your motion to
[38:01]
resend the $6 a month
payment say that one more time do you
[38:06]
have a motion to resend the $6 month
payment yeah they they chewed everybody
[38:11]
at this table a new you know what
because they they thought it was our
[38:16]
problem that we didn't know that it was
a city bity make the motion we agreed to
[38:22]
pay the light bill for the light okay
I'm just pointing out that we have to
[38:27]
send the motion we were moving on I
don't know if you were going to point
[38:30]
that up but the original motion said we
were going to pay their light bill which
[38:35]
was a I think was kind of Fair since we
put them through whatever and it cost
[38:41]
them a lot of money too and we do have
lates in the township and that's not a
[38:46]
big deal six $72 a year the problem is
you're going to have to pay it to the
[38:52]
city of Bay City not to we have street
lights with Bay City now we have street
[38:57]
lights with consumers now it's not a big
deal to us to take the bill so we that's
[39:05]
the deal we made or that was voted on we
all agreed to
[39:10]
that well then we don't need a motion
just leave it in place so our clerk
[39:16]
would have to know have to tell them
that that she that we have to tell them
[39:21]
to put the light up and not
Creekwood instead of consuming we have
[39:28]
to deal with Bay City Electric no we
don't have to the deal was with
[39:31]
consumers the whole process was because
consumers wanted us to create a special
[39:36]
assessment District once they said it
wasn't their poll then the deal was off
[39:41]
because it's no longer the deal we had
we could still put the plate up okay we
[39:46]
we had a deal with Creekwood that we'
pay the lake oh no the deal change she
[39:51]
told me she told me that there' be $1600
feet of Bo under the driveway now I'm
[39:57]
not I'm we if all I'm saying the fair
thing to do is we offered to pay the
[40:04]
light the charge okay now Bay City
Electric's putting the light up which is
[40:10]
fine I think we should still pay this
six or seven do a month because that's
[40:16]
what we agreed with those people in that
sub or that Condo Association place and
[40:22]
they pay good taxes in there too don't
ever forget that I'm going to make a
[40:26]
motion to to resend the motion to pay
the creek with street lights cuz they're
[40:29]
extremely happy with Bas City Light and
electric they already pay them for their
[40:33]
street lights this works just fine so
you're
[40:37]
not to the bill we had a motion on the
floor do we have
[40:44]
support I'm not offering to pay the bill
they're happy with this they're very
[40:48]
happy with
this they seem like they're pretty happy
[40:52]
with actually right Rich when they
walked out the room
[40:57]
okay do we have a
[41:05]
support okay any
[41:10]
support okay
then move on do we have a
[41:15]
motion I'll make a motion that we send
the first motion and pay the dang
[41:20]
monthly fee on the late to base City
Electric instead of consumers okay we
[41:25]
have a motion we have
[41:31]
support support okay we have support any
discussion all the other neighborhoods
[41:36]
pay their light bills thank you we have
a millage on every single neighborhoods
[41:42]
what about the lights at to
intersections this is we have a lot of
[41:47]
lights in monor Township that we pay
under those light bills this is not a
[41:52]
light at the intersection this is a
light in their
[41:55]
entrance pardon this is not a light at
the intersection this is in their
[41:59]
entrance it's out on the road no it's
not it's the same it's the same as down
[42:04]
on the subdivision ones all right I see
both sides of this so the only thing
[42:10]
that we in your motion Earl is to pay
the $6 a month not any installation fees
[42:17]
there is no installation fees they're
doing it for free yes Paul I said the
[42:22]
last motion was to pay the monthly bill
everybody in the room here was an
[42:28]
agreement with those people were
standing it so what difference does it
[42:31]
make if it's consumers or Bay City
Electric we all agreed to that when was
[42:37]
that made was that during this board or
was this the last board the previous
[42:41]
board I think it was the previous board
so we weren't there was some people that
[42:44]
weren't here just saying I just I was at
that meeting
[42:51]
yep yeah I can see both sides of this
[43:04]
okay so we had a motion we had a support
any other
[43:09]
discussion okay roll
[43:15]
call Arnold yes
Beller yes Meer yes ma yes Spencer no
[43:27]
Ferguson no
CLA yes okay motion carried next on the
[43:34]
agenda uh new business um we uh kind of
go into what I think was brought up
[43:41]
earlier
[43:44]
um I have uh Christen McDonald revette
on the agenda here and I just uh we also
[43:50]
have a letter there that we would ask
the board for
[43:54]
signatures um and uh I did speak to uh I
don't know the technical name of the
[44:01]
person in this area but I call them
their handlers um hope that's the right
[44:06]
term but I did speak to him and I and I
did uh request that uh you know that
[44:13]
Chrisette our congresswoman that she
make an appearance here in monitor
[44:17]
Township I know that um I've received
just hundreds and hundreds and hundreds
[44:22]
and hundreds and hundreds and hundreds
of people that have contacted me uh uh
[44:27]
and U I think there's some things that
maybe she could discuss with this board
[44:32]
so
um so uh there is a letter there um we'd
[44:38]
like the board members to everybody's
got a chance to look at it any
[44:47]
questions we have a
[44:53]
motion this may never come to a
pollution or correct correct I mean we
[44:57]
do have the letter there so I I would
say that if we could uh you know we
[45:01]
agree to sign the letter we'll send that
off to her um she may never come so but
[45:06]
we'll we'll give her that opportunity
and the same thing with the next thing
[45:10]
um I was asked a question about use of
the hall um and obviously we have to do
[45:14]
that in two different lines but um I
want to put the opportunity out there so
[45:19]
um if we had a motion to sign the letter
and send that to her we'll get that off
[45:24]
motion okay we have motion do have
support
[45:27]
okay support any other the
discussion all in favor I I any oppose
[45:34]
nay okay motion carried uh next up U as
just discussed uh I would like to get
[45:40]
approval um if she decides to have
office hours um and I know she's going
[45:45]
to have office hours uh at least the
last Congress person had office hours in
[45:49]
Bay City and Banger Township and um I
think that District goes all the way up
[45:54]
into arnet County I believe um but I've
seen him yep y so I'd like to put that
[46:00]
invitation out to her with this board's
approval uh we have a
[46:05]
motion motion okay we have a motion and
we
[46:11]
support I'll support it okay any other
discussion roll call okay roll call
[46:18]
Beller yeah
Meer yes me yes Spencer yes Ferguson yes
[46:26]
CLA yes Arnold yes motion carried okay
next up uh resolution R
[46:35]
2025-the
[46:42]
okay support we have a motion we have
support any
[46:46]
discussion now how do this go about do
do the governor pick somebody to run or
[46:51]
do
we the the governor has to call the
[46:55]
special election but only she can um and
and we had uh last week when we were at
[47:02]
the uh the Bay Area Chamber of Commerce
you know there was a lot of U Push by
[47:06]
the Bay Area Chamber to get uh people
involved with contacting uh the
[47:10]
governor's office because basically our
district is left we don't have any
[47:15]
representation so um I'm also uh um I do
believe there should be and I would ask
[47:22]
everybody I was going to bring up a
supervisor report U and I know that
[47:25]
probably everybody here has but we
certainly should be con contacting our
[47:29]
congresswoman who left that seat um she
was endorsed by the governor I'm
[47:33]
imagining she probably has her phone
numbers they've taken pictures together
[47:37]
maybe she can contact her and ask her uh
to represent her people so we'll see
[47:44]
so sorry I get off there Jim uh no I
just you know yeah if some if they
[47:50]
declare it's going to be in a special
election then somebody can apply or
[47:55]
whatever or however they want to do it
yes yep just like a regular
[48:00]
election
[48:04]
usually y good pise for that we do we
do yeah okay
[48:14]
uh all in favor I I any opposed okay
motion
[48:21]
carried um then
[48:25]
uh okay do that that the next one
actually was that covered into that last
[48:29]
one too the letter or no we get it
that's a separate one yeah um letter to
[48:33]
govern Whitmore um we're asking that the
board members all sign that letter which
[48:39]
I do do we have a copy of that here yeah
it's in our pack a bigger copy at the
[48:44]
counter sign okay um so I'll make that
motion make we have a motion support any
[48:54]
discussion okay all in favor I I
okay next up uh Four Mile Road uh
[49:02]

County Road Commission uh can we get a
[49:08]
motion
to accept
[49:14]

[49:35]

[49:45]

um any
[50:30]
discussion just just to let people know
uh all these came to the Planning
[50:35]
Commission they were amended brought up
to Snuff so we're in compliance thanks
[50:39]
to the planner so these have all been
gone over and agreed upon and so they're
[50:45]
here for your
consideration flight pass considered
[50:49]
done for Tri
City flight pass considered in this for
[50:54]
wi cuz I know section six is a indirect
flight path cuz I watch him fly over my
[51:00]
house every day
we intentionally other un government run
[51:06]
their own courts you didn't want to
deprive the governor her right to have
[51:13]
taking all of our property
and so the federal government says they
[51:19]
can't airport Grand Siberian so we had
we had a map MDS that showed us
[51:27]
for all of the surrounding
airports so we have that
[51:33]
information you know we didn't we didn't
really use that information making our
[51:39]
decision because that will fall to
federal government not so if the federal
[51:45]
government says you can't be
here that's somebody else's
[51:51]
problem you understand where I'm going
yep well we gave you a chance good yes
[51:58]

[52:25]

[52:29]
discussion roll call please Spencer yes
Ferguson yes CLA yes Arnold yes Beller
[52:37]

up ordinance 67p introduction first
[52:45]

[53:02]

[53:11]

[53:18]
reading regarding wind energy
convergence systems under PA 22 or
[53:23]
233 I'll make a motion to approve okay
we have a motion do we have support
[53:28]
support any
discussion roll call
[53:32]
please CLA yes Arnold yes Beller yes
Meyer yes ma yes
[53:41]
Spencer yes Ferguson yes carried okay um
see next up uh let's see release PA was
[53:50]
off skipping the next three yep next
three yep yep so next one is the reu
[53:55]
reduction request for from Midland Bay
City mhpl
[54:00]
LLC uh don you want to fire away on that
think you said you had some information
[54:05]
you want to
[54:08]
ru yeah I think they came and asked you
[54:14]
for a reduction the residential CL and
we asked them we advise them that they
[54:21]
should bring that supporting
documentation to the board because
[54:25]
that's the board decision
but what I don't know is if they've
[54:29]
actually reduced the amount of pads that
they're have at the trailer park and if
[54:35]
they' reduced the number of pads and
that's causing the reduction then we
[54:39]
need to verify that those sanitary sewer
Services have indeed been properly
[54:46]
abandoned but I don't know if that's I
don't know if that's what they've done
[54:49]
or not okay uh do we have a
recommendation I'll make a motion we
[54:54]
table it till we get the appropriate
information mhm I I have one quick
[54:58]
question for Don yep is it could it be
possible because they went from single
[55:04]
singles to doubles it possible but I
guess then the question I have is if
[55:11]
they went from say 10 pads down to five
pads and now they don't have those 10
[55:18]
sanitary sewer Services they only have
five right how did they abandon those
[55:24]
five
services because if we're going to
[55:26]
reduce their Rus then those need to be
properly
[55:30]
abandoned and not opened up again until
they come back and say I need five more
[55:36]
services again then they repay and then
they
[55:43]
repay okay so we had a motion to table
this uh do we have support oh just you
[55:49]
have say that again you're going to have
somebody look into it it's going to
[55:54]
verify that the sanitary sewer has been
abandoned properly and not and cannot be
[55:58]
opened up again with the proper
calculation if that was done
[56:03]
right
right I'll get with that okay um so we
[56:10]
had
support now support it okay we had
[56:14]
support any other
[56:18]
discussion okay roll
call Arnold yes Val Meer yes ma yes

[57:00]
your resolution said I thought it was a
one time up to
[57:05]
$500 right well this is their second
time coming back so it's like it's a no
[57:11]
right Rich isn't that what it says it's
what the resolution say here it
[57:16]
is there's really no discussion I
[57:21]
thought once forgiveness is given there
will be no second forgiveness of okay
[57:28]
you have a motion Earl no I don't think
we have to do anything do we because
[57:32]
it's already down deny it yeah need to
amend the resolution or you say based on
[57:38]
our resolution you've already
[57:42]

okay we have a motion we have support
[57:48]
yeah okay we have support any other
discussion why weren't these people I
[57:53]

they came here cuz was in my head I was
[57:56]
thinking it was 500 up to
$500 once I got the
[58:00]
$500 so it was my bad a lot of times
they just mail it in or email it or drop

board of review since I'm new on the
[1:00:40]
board and uh every year uh the board of
review uh has to meet for people to come
[1:00:48]
in to discuss um issues they may have in
their
[1:00:52]
taxes Y and uh so we're we're set that
we have to do them uh we have to do like
[1:00:58]
a morning afternoon and a night session
once a year and then we let people come
[1:01:03]
in and and a lot of them that we do are
you know with veterans and stuff like
[1:01:06]
that so right um all you got to say was
taxes and I

[1:02:48]
motion I'll make it okay we have a
motion for Budget adjustments for 2024
[1:02:52]
do we have
support yes but I got a question okay we
[1:02:56]
have support and discussion go ahead
Earl uh I see they haven't paid the cell
[1:03:01]
tower yet Jim I wouldn't even thought of
talking about the sell Tower there like
[1:03:07]
when do they normally pay their second
payment because we only got 338 in there
[1:03:13]
they supposed to get 60 but if they pay
late every year then we'd still have the
[1:03:18]
rate of M has anybody checked into that
cuz there's still
[1:03:24]
26,1 15 3
[1:03:28]
behind
[1:03:32]
yep and if they pay like every year in
February or something then we'd already
[1:03:38]
had the February one all what I'm
saying so somebody should check into
[1:03:44]
that
one Terry oh go ahead sorry wasn't there
[1:03:49]
some other requirements uh to renew the
collapse zone of this thing and be sure
[1:03:55]
it's up to Snuff with the original
contract that was on the modification
[1:04:01]
Paul had read the back page y out that
they had so this is this is your lease
[1:04:07]
and I think I don't know if Jim asked
how much you got for it but but it
[1:04:11]
renewed you got like a 5080 $100,000
check okay and now they pay 20 grand a
[1:04:19]
year 60,000 a year for 5 years mhm what
the agreement was
[1:04:27]
but they're a little behind it went up
based on how many I think it was I don't
[1:04:33]
I it could be but I don't believe that
because I thought we agreed to the sick
[1:04:38]
that when we did that for that so many
years but we had that debate last month
[1:04:43]
yeah FES that
thick it doesn't matter anyway we got to
[1:04:49]
collect what we do always yeah okay any
other
[1:04:53]
discussion okay roll call
[1:04:58]
I lost my
sheet oh here it
[1:05:04]
is Milan yes Spencer yes Ferguson yes
CLA yes Arnold yes Beller yes and Meer
[1:05:14]
yes motion carried okay um and that that
other next line was on that with that
[1:05:19]
right okay oh I'm going to no this is a
separate motion we want a motion to
[1:05:24]
revoke the mo
that made last month to spend that arpa
[1:05:28]
money on sty Park and instead to use the
money from general fund that's my motion
[1:05:32]
okay we have a motion do we have support
supp support we have support any
[1:05:38]
discussion roll call roll call Spencer
yes Ferguson yes CLA yes Arnold yes
[1:05:45]
Beller yes Meyer yes me yes Carri money
okay next up Hall request Bay City
[1:05:52]
Alliance Club 31225 do we have a motion
motion we have a motion do we have
[1:06:02]
support support okay any discussion do
they meet all the township requirements
[1:06:07]
5013c blah blah blah blah yes yep I'll
go
[1:06:15]
along yep and um and and if we had to we
can uh put our thumb
[1:06:21]
on uh County Commissioner Von Beek was
in the audience because he's a uh a card
[1:06:26]
carrying officer of that club so whoa
here we
[1:06:30]
go okay roll call roll call please
Ferguson yes CLA yes Arnold yes Beller
[1:06:38]
yes Meyer yes me yes Spencer yes motion
Carri uh next up personal policy changes
[1:06:47]
earned sick time act and I think we had
a little addition that we were going to
[1:06:52]
put into that that that headache yeah
yeah um rich just told me
[1:06:58]
to so like the the star that says must
change the Personnel policy to reflect
[1:07:05]
at all sick time we're not going to have
that we're going going to say that as
[1:07:09]
long as a law requires it because
they're trying to change this so we'll
[1:07:15]
make that
correction um does not carry over from
[1:07:19]
year to year and it's not to be paid out
not required to be paid out when the
[1:07:23]
employee leaves so my motion was would
be that we make that correction as long
[1:07:28]
as the law requires on that sentence
where the star is and then um the second
[1:07:34]
star that I have is um for full-time
employees since they get vacation days
[1:07:40]
those days can count toward our state
requirements for sick time but then all
[1:07:45]
unus vacation days must also be carried
over from year to year and those must be
[1:07:51]
paid out when the employee leaves which
they are anyway so that doesn't really
[1:07:54]
change anything I just want to get
compliant because this law takes effects
[1:07:58]
the 21st of the month this month and we
don't we need to account for it in our
[1:08:02]
Personnel policy okay now you on the um
vacation days it used to be the policy
[1:08:08]
You' get you could roll over five days
you can roll over up to a year that's
[1:08:13]
our policy because it's not no six days
or five days remember if we didn't use
[1:08:18]
up that's that was a fire department's
deal but six days you get five a year
[1:08:24]
and then at the end of the year if you
didn't use them you didn't get paid them
[1:08:27]
and they didn't roll I'm not talking
sick okay vacation days you can acrew
[1:08:31]
one year and I understand that and one
year is going to change based on how
[1:08:35]
long you've been here of how much you've
earned so you can acrw one year over I
[1:08:38]
don't know about the five days well
there was something about you could if
[1:08:43]
if there was some reason we couldn't
take your our five or all our like I had
[1:08:48]
11 days at the end couldn't take them
all you come in here and you ask to re
[1:08:53]
to ask if you could roll them over or
get paid for them yeah but I think you
[1:08:58]
guys put a number down as five five days
I don't know about that well that's what
[1:09:03]
I've been told there was a five day but
what I've heard about this law and a
[1:09:08]
caveat to it is you can no
longer they keep building yep I mean I
[1:09:16]
mean you can't just say after another
year you lose these many days you got to
[1:09:20]
keep building them cor okay yeah yep
thanks Michigan hence my small
[1:09:26]
businesses are going to close
yeah uh so do we have support on
[1:09:34]
that support okay any other
discussion
[1:09:41]
okay Ashley do you want to do a roll
call on that or I do
[1:09:47]
okay restaurants CLA yes Arnold yes
Beller yes Meer yes maen yes Spencer yes
[1:09:58]
Ferguson yes motion carried okay next up
uh Waste Management uh start yard waste
[1:10:05]
later so it can uh go longer in the fall
uh we've had this brought up multiple
[1:10:11]
times uh at least to me uh people have
called because our Waste Management yard
[1:10:17]
waste ends in the fall but sometimes we
don't have winter uh around uh Halloween
[1:10:25]
anymore or snow you know so there's
still a lot of yard waste so uh we had
[1:10:30]
talked to Jill before from Waste
Management uh we can extend it they
[1:10:35]
would uh basically pick it up start it
later and just extend it more in the
[1:10:39]
fall um so I was wondering if we wanted
to try that out and see how it worked
[1:10:43]
and and this will be the year if we do
it it'll probably start snowing and
[1:10:47]
Halloween but when do you want to when
do did you want to start it it basically
[1:10:53]
just take a week or two later than we
Norm do and then end a week or two later
[1:10:57]
that's exactly how sorry I don't
remember what the start date is but yeah
[1:11:00]
we just move it the only problem is we
sent a newsletter out that said the
[1:11:03]
start date and the end date based on
what the contract was but I talked to
[1:11:08]
Taylor about that and she said she
doesn't mind we put it on the sign she
[1:11:10]
doesn't mind answering extra thousand
phone calls that'll come in
[1:11:14]
but yeah she doesn't mind and people
want it let's try it you can put it on
[1:11:19]
your website too we can put a lot of
places but it just it was in the
[1:11:22]
newsletter but then who reads the
newsletter so that's right surrounding
[1:11:25]
townships have already done it Banger
done it with great success so I think
[1:11:29]
it's a great idea
okay yeah it was I'm sorry so do we want
[1:11:37]
to do it y do we have a motion one or
two weeks I'll make a motion okay we
[1:11:41]
have a motion weeks two weeks two weeks
okay I'll support it you have support
[1:11:47]
this is on a temporary basis right this
year yeah we'll do it for this year and
[1:11:50]
see how it works all
right okay uh um Arnold yes Beller yes
[1:11:58]
Meyer yes me yes Spencer yes Ferguson
yes CLA yes motion carried okay next up
[1:12:07]
uh reports Mr Von Beck county
commissioner all right with a whole
[1:12:15]
bunch of stuff in his hand so thank you
let us have our corn beef dinner you're
[1:12:20]
all invited by the way thank you it's a
good it's a good
[1:12:23]
dinner um so we have our letter ready to
go I think we're going to vote on
[1:12:28]
tomorrow to the governor about the
election so we've got that
[1:12:31]
ready uh Bridges another Hot
Topic um we were supposed to have Kevin
[1:12:40]
bishell I think his name is come in he
was like here early on and then a couple
[1:12:45]
other people came along and now he's
back again we actually had a a
[1:12:49]
conversation with them or online
chat B Bay Metro got a deal they were to
[1:12:55]
deal with them they got like a reduced
fee they pay so much each month and and
[1:12:59]
bay Metro was not using the bridges so
it was a wind sort of for the for the
[1:13:04]
bridge people because they got money out
of it we're looking at trying to work a
[1:13:08]
deal because our costs are like 400 to
500 600,000 a year if we had to pay the
[1:13:14]
the rates we've been trying to avoid the
bridges on some occasions can't always
[1:13:18]
do it um so we're trying to work and
deal with them for a reduced rate so
[1:13:24]
much each month somewhere around 86,000
is the last number I heard I don't know
[1:13:29]
if that's going to go through we going
to have him come in tomorrow and talk
[1:13:32]
but now he's coming later because of all
the stuff going on so I don't know if y
[1:13:38]
all know Matt huitt lawyer down the road
here he's been writing a lot of stuff
[1:13:43]
online I was just reading his like
about a long dissertation about it and
[1:13:48]
his thing is to to have ambassadors stir
people through the city and avoid the
[1:13:53]
the toll brdes because is afraid we're
going to lose all the tourism during the
[1:13:57]
summer cuz they're going to you know
they're going to get a bill on the mail
[1:14:00]
and they'll never come back again over
the over our bridges so so he's
[1:14:04]
concerned about the effects on the
economy so we'll see how that all plays
[1:14:09]
out we I was here right after our last
board meeting I'm here right before our
[1:14:14]
next board meeting so we've got a few
things on the agenda we've got the
[1:14:19]
materials management plan which is a
which is a uh disposal plan that we have
[1:14:25]
to draw up for the uh State about how to
get rid of our uh trash and where to put
[1:14:32]
it uh we've got some new phones coming
for the U Sheriff's Department some new
[1:14:39]
mobile phones that up to date the last
ones they had have been quite quite a
[1:14:44]
few years ago these are going to be 42
Motorola apx 4500 you probably know
[1:14:50]
about some of the newer newer phones
that are out there now uh
[1:14:55]
um some other smaller things nothing
nothing major except for the uh the
[1:15:00]
letter to the governor and the the
bridge issue so questions comments how
[1:15:07]
do we solve the bridge issue this bridge
issue wasn't it thought of when you
[1:15:13]
decided to do this because we do have a
lot of tourist people that come here our
[1:15:17]
fourth of July thing is huge yeah here
yep wasn't any of this taken into
[1:15:23]
consideration before this so what
Matthew was talking about having people
[1:15:26]
steer people through town have
ambassadors explain you know to avoid
[1:15:30]
the bridges and routes to take you know
to avoid uid where it gets jammed up
[1:15:36]
rush hour I'm not sure if that's going
to happen or not you know that have to
[1:15:40]
that sounds great but I don't know if
that would yeah traffic flow and then
[1:15:45]
you know in next year um I mean the
rumor from the road commission is that
[1:15:50]
the Vets bridge will be going down to
one lane yeah I don't know how long that
[1:15:55]
is but uh yes the approaches are not
very good to vest bridge right now and
[1:16:00]
and if you have an accident on a vest
Bridge which they have before you get
[1:16:03]
traffic backed up for yeah and it is
it's terrible traffic is terrible
[1:16:08]
depending on what time of the day you
have to go over there so is positive
[1:16:12]
is Lafayette is moving along quickly so
I think they're a little ahead right now
[1:16:18]
so good a breach of contract is what
they seem to be working on the city is
[1:16:22]
working on right now that they had that
when they raised the rat that they broke
[1:16:25]
the contract and some people say no they
didn't so yeah it'll be decided by the
[1:16:30]
lawyers and the judges probably down
down the road but again it didn't have
[1:16:33]
anything to do with the county so right
that way they can't you're not getting
[1:16:37]
the blame for it V you told them not to
sell yeah the meetings and said don't
[1:16:42]
sell don't sell it was all up to the
city base City so Mr will is there any
[1:16:48]
way if we know vets is going to go down
sometime somewhere
[1:16:53]
yeah is there been any talk about if
that happens that we get a little like a
[1:16:58]
few Grace days till it gets back up so
people can cross that would be up to Bay
[1:17:03]
City Bridge Partners so they're going to
they're here for the money they're not
[1:17:07]
here for anything else I understand that
but I
[1:17:10]
mean I hope they're charging them a lot
of rent when they in their little office
[1:17:14]
over there yeah let's raise their
rent any other questions double the fees
[1:17:20]
no well thank you thank you they'll just
move
[1:17:26]
okay next up we have uh Planning
Commission report we have two new
[1:17:31]
members on the Planning Commission and
they were looking into possibly having
[1:17:35]
some kind of training I brought it to
the supervisor after our last meeting
[1:17:40]
and it looks like the MTA is going to
have some updates in Franken Moot and we
[1:17:45]
encourage those members to fill out the
the necessary paperwork and there's
[1:17:50]
money in the account to send them other
than that our next meeting's been
[1:17:54]
canceled
okay thank
[1:18:01]
youe that a cancel this one was cancel I
got back
[1:18:08]
up okay and next up we have Jim Meer
with tech information uh we had a
[1:18:14]
meeting February 6
um basically we've for the month of
[1:18:22]
January we used 2 million two 2 point or
no 211 million gallons of water were
[1:18:30]
pumped through the
system
[1:18:34]
um it wasn't much chse on the agenda but
uh they also asked that um the white
[1:18:42]
Beach is now part of the
system they um they'll be build through
[1:18:48]
poning or they'll build the water
department poning we get the bill and
[1:18:53]
build and P will dist distribute the
bills to the customers and also they're
[1:19:00]
just asking that um me the uh attendance
has been kind of weak so they just been
[1:19:06]
asking for people to they're going to I
think you're going to everybody's
[1:19:09]
getting a letter saying that please have
your representative show up so that was
[1:19:14]
it okay thank you
Jim okay next up uh supervisor report
[1:19:22]
um as you're probably all aware today um
our new firefighter Wayne Williams
[1:19:27]
started so um wishing him
success um thank you for the information
[1:19:34]
that uh was put out there the contact
information um now that we have this
[1:19:40]
stuff that we had pass the board we'll
be getting them letters out and we'll be
[1:19:43]
pushing a lot more of that on our social
media and our web page to contact uh the
[1:19:48]
governor's office and uh you know um
it's just it's just unfortunate that
[1:19:55]
um our communities being played with
with politics I mean you
[1:20:00]
know in in in my understanding I don't
know if this is true or not but you know
[1:20:05]
the reason it's not getting filled is
because there's a fear that it won't be
[1:20:09]
the way the governor would want it to be
filled on party affiliation and whether
[1:20:14]
that's true or not I want to know but
not leaving any representation here uh
[1:20:18]
that's just it's shameful so hopefully
that'll take care of itself so U we do
[1:20:23]
have the number up here as she has
number WR there uh I would recommend
[1:20:26]
that everybody call the governor's
office and also Congressman or
[1:20:30]
congresswoman rett's office uh there was
a question last month about the rentals
[1:20:35]
of the hall and I just wanted to uh make
it clear um we had a we had a uh we had
[1:20:40]
56 um rentals at the hall um paying
customers and then we had 17 nonprofits
[1:20:48]
that we had given it out and uh
certainly a couple of them were like the
[1:20:53]
Bay City Lions Club um I know we had 4
FFA uh different groups um some of them
[1:21:00]
are also um with the uh associations
from the subdivisions uh they'll come in
[1:21:06]
here and meet every now and again so um
just wanted to let everybody know that
[1:21:11]
so
um I I'm going to I'll have hopefully
[1:21:15]
I'll have some
information
[1:21:18]
uh next month uh there's a gentleman
here who did a lot of work uh Mark uh
[1:21:24]
lives in your subdivision there um he's
a teacher at a western p p Petroski
[1:21:30]
Petroski yes uh he did some work uh with
different murals uh in Bay City and uh
[1:21:37]
we had had some discussion about um and
I have talked to mot a couple years back
[1:21:43]
about like doing underneath uh the
overpass at 75 in Midland Road there so
[1:21:48]
and I and I would like to talk to M do
um also about maybe uh doctoring that up
[1:21:54]
a little bit that were um they could put
it like a welcome to monitor Township uh
[1:21:58]
something on there so anyway uh hope can
you include that flag out here that the
[1:22:03]
VFW wanted to paint as long as you're
going to talk to
[1:22:08]
the5 yeah yeah I could ask them about
that as well yeah see if they have an
[1:22:13]
issue with it because they I guess they
still want to paint it and make it look
[1:22:16]
decent okay yeah that's a nice flag yep
okay um and uh there was a question in
[1:22:24]
regards
to um this battery facility um and just
[1:22:30]
so we're clear the township has not had
anything that has come into the township
[1:22:34]
reference that place and and you're
absolutely correct uh them overlay
[1:22:38]
districts are not in that section so um
we just passed ordinance tonight uh and
[1:22:45]
we have to there's so many days how many
days is that it's got to get um I'm
[1:22:50]
sorry we have to do the second reading
we do the second reading thank you for
[1:22:54]
the special meeting that we're going to
look to have on what was the date there
[1:22:58]
Linda the 24th at 5: PM we're looking to
have a a special meeting uh the purpose
[1:23:05]
of that special meeting will be to do
this the second
[1:23:08]
reading um and uh and I don't know that
there and
[1:23:16]
we'll yep publish and then go effective
after the publication and so hopefully
[1:23:21]
that's the only thing on the agenda
unless we have something come up but
[1:23:24]
that's the we're looking at so just FYI
everybody um but I did talk to fire
[1:23:29]
chief and uh I do have a email um I'm
going to send it over to Linda and she's
[1:23:35]
going to email it um to the rest of the
board members um and basically the
[1:23:41]
question that I asked was hey um if we
get this type of facility here um what
[1:23:48]
are we going to do and there's a lot of
unknowns because obviously it's not
[1:23:50]
built yet is it going to be one or is it
going to be two uh long of the short
[1:23:54]
can't put it
out the fire department can't put it out
[1:23:58]
so if one of these facilities get built
here in uh down over the embackment road
[1:24:04]
um it catches on fire I'm not an expert
in any of these I have uh looked up and
[1:24:08]
seen some videos online of some of these
places burning um but it seems like they
[1:24:13]
Evacuate the area in some cases um
because of the toxic uh stuff that it
[1:24:19]
puts out in the air um and then they
Circle and until the fire goes out so
[1:24:26]
the training I went through for EVS
their batteries which is the same
[1:24:30]
concept yep is they actually told us if
you have the means to dig a hole dig a
[1:24:34]
hole and bury it um they actually
documented uh one EV it took him 40,000
[1:24:41]
gallons of water to put it out because
it's individual cells and as one cell
[1:24:46]
Burns it superheats the next cell which
combusts which superheats and it's just
[1:24:51]
a continuous gen reaction yeah they just
had all that on La fires they can't go
[1:24:55]
in and get those cars out because they
have the batteries in them and they have
[1:25:00]
to be hazardous waste disposed of and
they're taking them out into the desert
[1:25:04]
and they're bearing them yes so uh when
you when you contact the governor and
[1:25:08]
the congresswoman uh thank them for
taking that right away from us to decide
[1:25:11]
what happens in our community um and
let's hope we don't have any fires over
[1:25:15]
there if they do build them so um where
do these people go when they Evacuate
[1:25:19]
the area what's the plan I there is
there is no there is no plan right now
[1:25:24]
Jim we have need to put one together
well I talked to them about that and I
[1:25:27]
do agree with that but they haven't
turned anything in so we don't know if
[1:25:31]
they're we don't know what they're
building okay but once they uh once they
[1:25:37]
once they come in with plans let's say
they did build um one of the first
[1:25:41]
things and I talked to the chief about
this we'll meet with the Bay County
[1:25:44]
Emergency Management and we'll start
discussing them because they'll have to
[1:25:47]
make a uh sop protocols for that kind of
stuff right now we don't have that so um
[1:25:53]
so yeah but you're absolutely right so
that wind studies all Direction yeah so
[1:25:58]
it's going to be a a lot of stuff will
have to come about that so um and I have
[1:26:04]
seen the Eagles I had two of them in my
front yard just uh a couple weeks ago so
[1:26:09]
that was kind of neat
um let's
[1:26:14]
see meet
um I think oh uh there was a question
[1:26:20]
about um and I apologize if I if I had
spoken correctly but uh with this wall
[1:26:28]
um I didn't want this wall here uh when
we remodeled this my push as a
[1:26:35]
supervisor was to go as far as that uh
boat back where uh Jill is back there to
[1:26:42]
that wall um I don't like this
setup but um unless the board decides to
[1:26:49]
tear down the new wall and build another
boardroom uh in in one we had that
[1:26:55]
discussion uh we had a couple people
that showed up that I don't believe
[1:26:58]
danced on that dance floor in 20 or 30
years but they made a big deal out of it
[1:27:02]
that they weren't going to have the
dance floor um I don't know that I and
[1:27:06]
it's and I get it but you know do you
have a bigger boardroom or do you have
[1:27:10]
more hall
room but I I did want a b bigger
[1:27:14]
boardroom so I apologize but this is
what we have um I I
[1:27:20]
can't we don't know whether a meeting is
going to be a big meeting or not I I
[1:27:25]
don't have any intention of moving back
out in that Hall uh to have meetings
[1:27:31]
unless we really really really knew that
we were going to have you know the
[1:27:35]
Planning Commission meeting that we had
I knew we'd have a couple people there
[1:27:39]
um but it takes our custodian hours to
set it up and hours to take it down uh
[1:27:46]
we're just going to have to deal with
what we got but if we had a bigger one
[1:27:49]
than that I would certainly entertain
that but just just to let you know what
[1:27:53]
our thought process was
and I think I answered the questions
[1:27:57]
that I was asked there oh the uh
the what was the other one
[1:28:09]
ma'am uh yeah um I'll talk to I'll talk
to Linda tomorrow about that and I
[1:28:15]
honestly don't know where we would
contact for that but or if we could talk
[1:28:19]
after the meeting maybe dep
[1:28:26]
I don't know which department
[1:28:32]
that
yeah what are
[1:28:37]
doing yeah we we will look into that and
if we can find something um I think Don
[1:28:42]
just volunteered
[Music]
[1:28:49]
um yeah well I agree I agree yeah but
but the thing that I just want to point
[1:28:54]
out um is again and I'm I'm a broken
record here they took that all away from
[1:29:00]
us we can't you can still do the oh we
can do the study yes but as far as I'm
[1:29:04]
putting that there
and
[1:29:09]
yeah yeah I did have a note uh also
about the cameras so yes we did say we
[1:29:14]
did indicate last month that um and I
even pressed the buttons correctly like
[1:29:19]
I was supposed to um but when we went
back and reviewed it we found out there
[1:29:24]
was a massive delay uh I was kind of
like watching a old Godzilla movie where
[1:29:29]
people are moving their mouth and no
words are coming out um so it didn't
[1:29:33]
work long the St long short start um we
did contact uh them to come out here and
[1:29:39]
look at it again um they did look at it
I had uh I did talk to Van uh thank you
[1:29:45]
van I forgot to mention that for having
the county it guy come out here cuz he
[1:29:49]
did come through he gave us a couple
recommendations we changed some settings
[1:29:53]
um crossing their fingers and we're
going to try to post it and if we can
[1:29:57]
get them to if they're working right um
then we'll post it the next day um I'm
[1:30:03]
absolutely 100% tired of the system not
working so you're also going to
[1:30:14]
take if we can get them to work we're
going to put them online but I'm not I'm
[1:30:20]
not going to put something on there
that's you're basically watching you're
[1:30:24]
watching this with no words there was in
the one there was like a 10-minute delay
[1:30:28]
so you don't know what anybody's talking
about so um we're going to work on it
[1:30:33]
we're going to get somebody else and if
they can't fix it then we're going to
[1:30:36]
have to hire somebody else to fix it so
um but I'm absolutely sick of it
[1:30:41]
um yeah well in the first part of that
that wasn't our fault we got a roof leak
[1:30:48]
they had to fix it and and so it is what
it is so but we're working on it um and
[1:30:53]
then is all I have to report so can we
can we include in that land study uh
[1:31:00]
we're sitting on some Shale mindes here
that needs to kind of be looked into as
[1:31:05]
well we had a map and somewhere yeah and
it travels it got lost that was part of
[1:31:11]
our windmill program when we first put
it together so hopefully they can come
[1:31:16]
up with that did I answer all your
questions that you had back there so as
[1:31:20]
far as accessibility here you're saying
stay this
[1:31:26]
unless the board decides they want to
extend the boardroom which I would be
[1:31:32]
happy to put that on the agenda next
month they want to talk about it um but
[1:31:37]
we there's some
issues some of the issues were the drain
[1:31:42]
yeah there's a dra line there's a drain
line that comes through here from the
[1:31:46]
roof um but originally when I had talked
to the Builder and we had used arpa
[1:31:52]
money to do this um I talked to him
about going out further but the board
[1:31:57]
decided they wanted to keep it the
original side but that was the old board
[1:32:00]
maybe this next board maybe this board
will have a different thought just
[1:32:04]
because it's it's
very unfriendly unwelcoming you know
[1:32:10]
minim
number many I I agree I agree with all
[1:32:16]
that um this is usually the M of people
that we have come to the board meetings
[1:32:19]
and last month was a yep the other of
that was
[1:32:24]
start there yeah um the 5:00 start we
can talk about it but I don't know if
[1:32:28]
there's a whole lot of interest in that
I've had very few people that have asked
[1:32:32]
me about that so but we can talk about
it put it back on okay all right um I
[1:32:39]
can say people that have reached out to
me they're not they're not interested in
[1:32:44]
the live stream at 5:00 because it's a
real the time is a but in regard to
[1:32:50]
having a 6m option
[1:32:55]
okay thank you ma'am all those people
that have contacted you have
[1:33:00]
here here right get here that's the
problem I actually I seen the comment
[1:33:05]
today was one of them was talking about
this thir time I've seen it before yeah
[1:33:10]
we we've had and and just so we are
clear and and it is the board's decision
[1:33:15]
at the end of the day when I became
supervisor in 20120 our board means we
[1:33:18]
at 7 we we we often we often had we
often had the same three or four people
[1:33:25]
here um and and there would be a topic
every once in a while that you know that
[1:33:29]
we get a lot of people here but it was
very far in between so but it's
[1:33:33]
something we can discuss for sure so
okay anything else from any of the board
[1:33:37]
members looking for a motion to adjourn
we are looking for a motion to adjourn
[1:33:41]
I'll make it okay we have a motion we
have
[1:33:44]
support I think we had
support support okay um any discussion
[1:33:50]
all in favor I I any oppos good evening
that's supposed to eat after Dark
