So
[1:07]
>> second.
[1:09]
>> Yes.
[1:12]
Consent agenda. Consent agenda
[1:15]
items are considered routine and will be
[1:17]
enacted with a single motion. Any items
[1:20]
requiring expenditure are supported by a
[1:22]
certificate of availability of funds and
[1:24]
any item requiring discussion will be
[1:26]
removed from the consent agenda. All
[1:28]
consent agenda items will be reflected
[1:30]
in full in the minutes. Number one,
[1:32]
authorizing the purchase of an upfit for
[1:34]
a police vehicle through New Jersey
[1:36]
State Co-op purchasing program. Number
[1:38]
two, recognizing inter international
[1:41]
overdose awareness day, August 31st,
[1:44]
2026. That is the purple flags that you
[1:47]
notice out in front of Burough Hall this
[1:49]
month. authorizing the mayor and the
[1:52]
clerk to execute an indemnity and trust
[1:55]
agreement between the burrow and the
[1:57]
central Jersey health insurance fund.
[2:00]
Number four, authorizing a shared
[2:01]
service agreement with Mammoth County to
[2:03]
provide community rating system CRS
[2:05]
project management software. Number
[2:08]
five, award a contract to MRC Recreation
[2:12]
for the supply and installation of
[2:14]
playground equipment at the Priscilla
[2:15]
Ireland Brower Park. Number six,
[2:18]
amending policy and procedure.
[2:21]
I get a motion on the consent agenda
[2:23]
items pass and adopt.
[2:25]
>> So
[2:25]
>> second,
[2:27]
>> yes.
[2:32]
Can I get a motion that the bill is
[2:33]
totaling $262,44148
[2:37]
approved for payment?
[2:38]
>> So moved.
[2:40]
>> Second.
[2:41]
>> Yes.
[2:46]
Amending
[2:48]
112.2
[2:55]
facility fees
[2:57]
charges.
[3:09]
» Can I get a motion that the ordinance be
[3:11]
opened to the public?
[3:13]
>> Second.
[3:14]
>> Commissioner.
[3:15]
>> Yes.
[3:18]
Uh ladies and gentlemen, this is a
[3:21]
uh a change specifically to the policy
[3:24]
that we put in place
[3:27]
six years ago or so.
[3:32]
» Okay. So, three years ago, we made a
[3:34]
change to the ordinance that allowed for
[3:36]
people to purchase a replacement for
[3:39]
their badges up at the pavilion in the
[3:42]
event that they lost them. Um half
[3:45]
price. So if you paid $100, you would
[3:48]
pay $50 for the replacement of that
[3:50]
badge.
[3:53]
So in the three years since we have done
[9:00]
from the audience.
[9:02]
All right, we get a a motion to close
[9:04]
the floor.
[9:05]
>> So moved.
[9:06]
>> Second.
[9:09]
» Yes.
[9:10]
And can I get a motion the
[9:12]
ordinance be passed and adopted after
[9:14]
the second reading and public hearing?
[9:16]
>> So moved.
[9:16]
>> Second.
[9:19]
>> Yes.
[9:23]
All right. We're going to move on to uh
[9:24]
reports. Uh Anthony, the administrator's
[9:27]
report.
[9:28]
>> Yes.
[9:33]
Couple weeks ago.
[9:47]
She specifically named six individuals
[9:52]
life.
[9:57]
Eliza
[10:08]
very
[10:22]
great [snorts]
[10:25]
You always
[10:39]
» Thank you. Thank you, Anthony. And and
[10:41]
um we should know, I think we we said in
[10:42]
the beginning of the summer, that the
[10:43]
lifeguards at the beach are all EMTs and
[10:46]
um so we've got a good crew down there.
[10:48]
So there's always somebody on on staff
[10:50]
down there that can handle emergencies
[10:52]
and obviously this is an example of
[10:54]
that. So that's a good that's a good
[10:56]
thing.
[10:57]
Um Bruce the Burough attorney's report.
[11:01]
>> Thank you. Uh Julie the engineers
[11:03]
report.
[11:53]
Were you guys able to put the picture
[11:54]
up?
[11:57]
>> We can do it now.
[12:01]
» Just give us a sec while I threw
[12:03]
something at Nick at
[12:07]
659.
[12:09]
>> [laughter]
[12:12]
» All right. So, thank you. So, I I took
[12:16]
this picture up in Maine when I was
[12:19]
still capable of walking around before I
[12:21]
fell down. And I didn't trip over that,
[12:24]
by the way. But, uh, in the town that we
[12:28]
spent a lot of time at up there, town's
[12:30]
name is Dam Ruscata, they have these
[12:32]
little symbols on the sidewalk. you have
[12:35]
to walk through the center of town runs
[12:38]
coastal route one. It's a very busy road
[12:41]
and um
[12:44]
I thought this is an excellent thing for
[12:46]
us to put on our sidewalks here so
[12:50]
people just don't walk across the
[12:52]
street. The biggest place we have the
[12:54]
problem with is on Ocean A. And I know
[12:57]
we have a one of one of our Ocean A
[13:00]
residents who's seen accidents in front
[13:01]
of his house when the pedestrians just
[13:04]
walk and they get, you know, cars get
[13:06]
rear ended. So, we're going to start
[13:09]
implementing this around town when we
[13:11]
start doing uh striping again. Uh
[13:14]
probably at right out here, Beach Road,
[13:18]
uh Riverdale, maybe down by the school
[13:21]
as well. And if we can talk the DOT into
[13:24]
it, we're going to try to do it on Ocean
[13:27]
as well. So, so maybe it'll help if it
[13:31]
just brings a little bit of awareness to
[13:32]
everybody crossing the street. Don't
[13:34]
just walk because as time has gone on,
[13:38]
they passed that law what, 10 years ago,
[13:40]
stopping for pedestrians.
[13:42]
You know, pedestrians have gotten used
[13:43]
to just walking across the street. But
[13:45]
it works up there in in Maine in
[13:48]
Dammerscotta. So, just wanted to make
[13:51]
everybody aware we're still always
[13:53]
trying to improve our safety of our
[13:54]
pedestrians around town.
[13:57]
>> Thank you, Nick.
[14:00]
» All right. Anything else, Joel? Okay.
[14:03]
All right. The chief of police is away
[14:05]
this week. He is bringing his second
[14:09]
child that's going to college this year
[14:10]
off to college. So, he's away for a few
[14:12]
days and uh on that duty. He'll be back
[14:15]
next month. Uh Joe, do you have anything
[14:18]
public works tonight?
[14:31]
showing you what we do every month.
[14:38]
It shows we have 22 days
[14:45]
working
[14:57]
for the rest of
[15:06]
the calculation
[15:09]
doesn't show any
[15:15]
» or for any
[15:18]
>> June
[15:21]
213
[15:25]
days
[15:29]
talking.
[15:40]
So, I just wanted to bring to its
[15:54]
beware.
[16:02]
Joe, could you could you send these uh
[16:06]
>> Okay, thank you. Yeah, I appreciate it.
[16:08]
Thank you. It
[16:09]
>> it's
[16:11]
no secret to anybody with eyes that
[16:14]
lives in this town that the Burough
[16:16]
Street Department here does herculean
[16:18]
work, Joe, and has for ever. and under
[16:21]
your you know your leadership they have
[16:24]
done a fantastic job as well. We are not
[16:27]
at all disappointed with that. However,
[16:31]
it is important for people to see it
[16:34]
when it looks like that broken down how
[16:37]
tenuous it can be to get all these
[16:38]
things done in an eight hour day. Um
[16:42]
particularly in the summer when all the
[16:43]
workload is probably twice as much this
[16:46]
as it is in the winter time. So, um,
[16:49]
yeah, we're aware and
[16:52]
we're going to make sure that you're
[16:53]
staffed, Joe.
[16:55]
>> One thing that the the burrow fathers
[16:57]
know is that garbage being picked up and
[16:59]
streets being plowed are are the things
[17:01]
that most people recognize. We're going
[17:03]
to make sure we get that done.
[17:06]
>> Yeah.
[17:07]
>> Okay. So,
[17:10]
we need
[17:12]
Anthony. [snorts]
[17:13]
>> We need to hire. I I
[17:17]
>> I I know we haven't started yet.
[17:22]
[snorts]
[17:22]
>> Immediately.
[17:24]
>> Can you I think we should
[17:27]
I'm no expert on uh staffing.
[17:31]
>> Exactly.
[17:32]
>> Public discussion, but I think we might
[17:34]
need to to talk about timing and things
[17:36]
like that just
[17:38]
>> you know outside of
[17:40]
>> So here here's what's going to happen.
[17:43]
Jody didn't, you know, he went through
[17:44]
what happened in June, you know, um we
[17:47]
have a couple employees that are
[17:49]
thinking about retiring.
[17:51]
Um when you have an employee that's out
[17:53]
sick and we had a couple of them out
[17:55]
today, you're left with two employees
[17:58]
and then Joe's on the garbage truck at
[18:01]
bulk pickup. So, the first thing I'm
[18:03]
going to tell you is there's no more
[18:04]
bulk pickup until we get our manpower
[18:07]
straightened out. All right? So you can
[18:10]
everybody has to sign up online for the
[18:12]
next couple weeks just for nothing. Not
[18:15]
available. Okay.
[18:17]
Because that's a big problem on
[18:19]
Wednesdays.
[18:21]
And then
[18:24]
if it takes a while to hire somebody
[18:27]
like if we if Anthony put an ad in
[18:29]
tomorrow and he you know it'll be at
[18:31]
least 30 days before somebody starts,
[18:33]
right?
[18:37]
My issue is right now I have no one.
[18:42]
>> I understand that.
[18:46]
>> But we need to be prepared when it
[18:48]
happens. And if you wait till it
[18:49]
happens,
[18:52]
then you might only have one employee
[18:54]
working that day with Joe. Okay? You
[18:57]
can't wait till it happens. You have to
[18:58]
be proactive.
[19:00]
>> So,
[19:01]
>> as the commissioner of public works, I'm
[19:03]
asking you to hire somebody.
[19:05]
>> All right?
[19:06]
and we will have to figure
[19:08]
out a way to deal with the financial
[19:09]
impact of this
[19:12]
>> and figure out how we can handle it.
[19:14]
>> All right. So, if I could.
[19:15]
>> Yep.
[19:15]
>> As the commissioner of finance, we have
[19:19]
a budget that's already in place. We
[19:21]
have staff that didn't announce they
[19:23]
were maybe going to retire until the
[19:25]
budget was done. And now we have staff
[19:28]
that we're going to need for next year. And that'll be next year's
[19:32]
budget. We do not have the opportunity
[19:34]
until November to move budget lines
[19:37]
around if we were. I understand and I
[19:40]
get it. And the pro part of the problem
[19:42]
is folks that are retiring,
[19:45]
we know what's going to happen. They're
[19:48]
going to take their days. They're not
[19:49]
going to be here. It the 2.1 is going to
[19:51]
go to 3.1. I understand that. If there's
[19:55]
an opportunity that we need to look at
[19:57]
to amend the budget if it's at all
[19:59]
possible, it's going to go again to the
[20:03]
problem, not the problem, but the
[20:05]
situation that we implemented. So, if we
[20:08]
need to do that review to post to start
[20:11]
now, I don't have a problem with it, but
[20:13]
we're going to have a budget situation.
[20:15]
>> So, last time last time we tried to hire
[20:17]
somebody, it took us like
[20:19]
>> five months before we got an applicant
[20:21]
that was worthy, you know.
[20:23]
>> Okay. Can I make a suggestion? And I,
[20:25]
you know, I I have I got a little
[20:27]
experience with this being a civil
[20:29]
servant and and having worked in a place
[20:30]
where this happened quite frequently in
[20:32]
a much larger staff, right? So,
[20:37]
first of all, we as a municipality, we
[20:40]
need to try to make sure we get better
[20:41]
at if if our rules aren't tight enough
[20:45]
about making sure we know in advance
[20:47]
that our employees are choosing to
[20:49]
retire, we should address that. That's
[20:52]
something we can address. and it doesn't
[20:53]
take, you know, six months to do. That's
[20:56]
one way to help to stem this as it
[20:57]
approaches. Another way is that if you
[21:01]
have a situation where someone is out
[21:05]
extended time, sick time,
[21:08]
why would we not seek to bring in
[21:11]
part-time help,
[21:13]
temporary staff, at least as a bridge
[21:15]
between now and getting an application
[21:18]
out if we can't afford it in this year's
[21:19]
budget? Let's look to do some
[21:22]
>> Okay, so maybe we could look to bring
[21:24]
some temporary staffing in to hold this
[21:26]
over so we can get to the point where we
[21:28]
can figure this out and it fits within
[21:30]
the municipal budget to get it done. But
[21:33]
the the situation can't be left where we
[21:36]
have nobody, Dave. I agree with you. So,
[21:38]
we're going to have to take action in
[21:39]
some form or fashion. either we if we
[21:42]
can't find anybody to replace and we
[21:44]
have employees that are gone for sure,
[21:46]
then we're going to need to get out
[21:47]
there and find a way to like we did a
[21:49]
couple years ago, it may require us to
[21:51]
start looking around at the
[21:52]
municipalities around us similar size.
[21:54]
What are they paying? Because that's
[21:56]
what's going to make the difference
[21:57]
between getting somebody here and not
[22:01]
as
[22:04]
we are in shape,
[22:08]
>> right? because we took action, right? So
[22:10]
we did
[22:25]
So,
[22:26]
>> so let let me go back to something
[22:28]
Commissioner Bull said.
[22:30]
>> We knew when we were doing the budget
[22:32]
this was going to happen. This was came
[22:35]
to fruition
[22:38]
early last spring. So, we knew before we
[22:41]
were doing the budget and we didn't take
[22:42]
any action on it. Okay. So, I we have a
[22:46]
very tight budget this year. I
[22:47]
understand that. But I have been asking
[22:50]
for this for several months to happen
[22:52]
and it hasn't happened.
[22:55]
And we're going to get to the day where
[22:58]
the garbage isn't going to get picked up
[22:59]
because we won't have somebody here.
[23:03]
If some if they all call out sick, we
[23:05]
don't have any control over that. We
[23:07]
have control over vacation days.
[23:09]
>> So, two things. Um, I think we were not
[23:12]
permitted to put it in the budget until
[23:13]
it's announced. So that hold my second
[23:17]
question is uh we can we can look to
[23:20]
amend that. But an easier way to look to
[23:22]
amend is to see if Katie can talk to Bud
[23:25]
and we can change the amount we're using
[23:27]
from uh the reserve if we can use more
[23:30]
from the reserve fund and add it to the
[23:32]
budget to accommodate any part-time or
[23:35]
you know seasonal work that might have
[23:36]
to get us through the now till the end
[23:39]
of the year. Is it possible to change
[23:41]
that that line item?
[23:42]
>> Well, we have other we have other
[23:45]
circumstances that have to be addressed
[23:47]
before inve
[23:52]
I I get it. So let let's I think again
[23:55]
personally not personally publicly I
[23:57]
think we need to take the that situation
[24:00]
a little bit offline look at where we
[24:03]
can adjust the budget if possible with
[24:05]
within the guidelines of allowing the
[24:08]
budget to be amended by BUD uh andor um
[24:12]
you know KD following up on that if we
[24:14]
can add to the budget it might not
[24:16]
change the tax situation but we if we
[24:19]
can add to the budget somehow for this
[24:20]
then Let's see if we can do that.
[24:23]
>> Have you had any success, Joe? And Dave
[24:26]
said you were kind of looking at that
[24:27]
already.
[24:29]
>> So, you you do have somebody.
[24:35]
» No, I mean I mean I'm talking about
[24:36]
somebody that we could use as a temp.
[24:39]
>> Okay.
[24:40]
So, is there opportunity for
[24:42]
somebody else? Could we continue to look
[24:44]
because we know we know sitting here
[24:46]
that we're probably talking about a
[24:47]
couple places that are going to have to
[24:48]
be filled at some point in the not too
[24:50]
distant future. Right.
[24:51]
>> Right. So maybe you can find some people
[24:54]
that not only going to road test them,
[24:56]
but if they're looking for for
[24:58]
employment, there there may be your door
[25:01]
to get them in here, get them into the
[25:02]
system, work them where the way we can
[25:04]
now with the money we have as a
[25:06]
temporary and then as soon as the
[25:08]
opportunity arises when the positions
[25:09]
available, the money will be sitting
[25:11]
there because it'll be in the, you know,
[25:13]
>> we we used to have money for uh
[25:16]
temporary summer help in
[25:18]
>> think
[25:19]
>> do we still have that in line item? All
[25:21]
right. So, there's a way to use it
[25:23]
without maybe modifying our budget
[25:25]
immediately.
[25:26]
>> It It'll bridge us. It bridges us
[25:27]
together.
[25:29]
>> That's fine. I I just We need staff so
[25:32]
that uh Joe's not driving the garbage
[25:34]
truck and getting out and putting the
[25:36]
garbage in the back of the truck
[25:37]
himself. Okay. And, you know, we have
[25:41]
two or three that could possibly retire
[25:44]
over the next 12 months. And that's a
[25:48]
lot to hire. You know, I think you got
[25:50]
to get ahead of this. You can't wait for
[25:52]
it to happen. You have to get ahead.
[25:56]
>> And I know they haven't given us
[25:57]
official notice,
[25:59]
>> but no one's given us official.
[26:13]
» I get it.
[26:14]
At some point, getting the job done is
[26:17]
more important than budget flexibility.
[26:20]
And then we deal with the consequences
[26:22]
of going over the budget next year when
[26:25]
Bud does his report.
[26:29]
Can we please we need to table the
[26:33]
discussion because I will vehemently
[26:35]
disagree with Commissioner Stickle on
[26:37]
financial fiduciary responsibility and
[26:40]
audit and opinion and the process of a
[26:42]
budget. I respectfully request this is
[26:45]
taken offline. We look for the line
[26:46]
items and we discuss it. But to talk
[26:49]
about don't not worrying about going
[26:51]
over budget and dealing with the fallout
[26:53]
and the ramifications of a of a of an
[26:56]
audit and a budget. Sorry, that's my
[26:59]
responsibility. I will not do it.
[27:01]
>> I think we have a solution. We just
[27:02]
discussed I think that takes us at least
[27:04]
in the short term. Right.
[27:05]
>> Correct.
[27:07]
Take it offline.
[27:08]
>> All right. So, we'll discuss this. Maybe
[27:10]
what we'll do is we'll set ourselves up
[27:11]
a workshop next month and we'll see
[27:13]
where we are.
[27:14]
as you know a meeting then we'll do that
[27:18]
but it should not be debated tonight
[27:20]
here because of things
[27:24]
>> just just trying to stress the
[27:25]
importance from my from my point of view
[27:27]
I get I understand your point of view as
[27:29]
well
[27:31]
can't just go do the things you just
[27:34]
maybe mentioned and not worry about it's
[27:37]
>> not that I wasn't going to worry about
[27:38]
it I just
[27:39]
>> it's my responsibility
[27:40]
>> we it's all of our responsibility
[27:42]
because all three of us share in the
[27:44]
whole running of the town equally
[27:45]
>> and and Joe, we have a way forward here,
[27:47]
right? So, we can keep looking. Maybe we
[27:50]
find we go for a number two, right?
[27:52]
>> Okay. All right.
[28:08]
No, we're still working. We're still
[28:09]
waiting for Jose.
[28:21]
» Thank you, Joe. We appreciate that that
[28:23]
breakdown. We do.
[28:30]
» We got to tie it with a bow if we can on
[28:33]
this
[28:34]
So, I'd like to see that.
[28:39]
» All right. Nothing else, Joe.
[28:42]
>> Okay.
[28:44]
>> All right. Can I get a motion to open
[28:46]
the floor to the public?
[28:48]
>> So, moved.
[28:52]
» Yes.
[28:53]
All right, folks. The the floor is
[28:56]
open. Uh, if you have any questions in
[28:58]
re in regards to what we were just
[28:59]
talking about, that's fine. We're each
[29:01]
individually going to give a little
[29:02]
report here as well, so you'll be able
[29:04]
to ask questions as that too. But go
[29:05]
ahead.
[29:25]
I did have a suggestion
[29:27]
that
[29:34]
schools
[29:35]
call us
[29:42]
Jan
[29:53]
school.
[30:05]
That's the first question.
[30:09]
I have
[30:33]
as a business owner. I can get many St.
[30:40]
John
[31:05]
Catholic.
[31:10]
February.
[32:02]
Thank you very much,
[32:03]
>> Anthony. Um you do have a few
[32:06]
connections in maybe the vocational
[32:07]
schools for not much different
[32:11]
>> not much different than some of the
[32:12]
trades you know.
[32:16]
>> Yeah
[32:18]
I mean you know this is a can become a
[32:20]
career job for people.
[32:23]
>> Yeah
[32:25]
thank you for the suggestion.
[32:48]
com.
[32:55]
However,
[33:01]
It is
[33:04]
one of the police officers.
[33:14]
» Yeah.
[33:25]
So, so we have a our our traffic control
[33:29]
officer, uh, Goieski, Matt Goies, last
[33:32]
year. Um, he's actually very very active
[33:35]
and has been a lot of the changes you've
[33:36]
seen here in the last couple years on
[33:38]
our roads have a lot to do with Matt.
[33:40]
So, Matt went and put a report together
[33:43]
and sent a letter off to the DOT in
[33:45]
regards to what you're talking about
[33:47]
because we've had that suggestion for
[33:48]
the last five or six years here. and um
[33:51]
including uh lights as you're
[33:53]
discussing. Um we expected as we
[33:56]
normally expect that the DOT was going
[33:58]
to reject that out of hand. To our
[34:00]
surprise, the DOT wrote back positively
[34:04]
and is now doing a study. So, you know,
[34:08]
it's the DOT. So, we're hoping that the
[34:10]
study isn't going to take until all of
[34:12]
us are retired and gone somewhere. But,
[34:15]
it is a big problem out there. They are
[34:17]
aware of it. Um and um you know, we're
[34:20]
going to keep pushing it. That the cones
[34:22]
you see out there and all of those
[34:24]
things that started after we took off us
[34:26]
took office has to do with the changes
[34:28]
that we made out there to try to slow
[34:30]
traffic down. But I agree with you, it
[34:33]
is it's hard. We have as many officers
[34:35]
as we can get here in the summertime and
[34:37]
it's still not enough. So, and that's
[34:39]
most of our trouble is at Route 36. So
[34:42]
they're aware
[34:43]
>> and there's a lot more cones out there
[34:45]
this year than there were last year
[34:46]
because we're continually making
[34:48]
improvements trying to get cars to
[34:51]
realize that people cross the street
[34:52]
there
[34:53]
>> y
[34:53]
>> and you know they [snorts] need to slow
[34:55]
down a little bit but you know we were
[34:58]
able to get the DOT down to 35 in the
[35:00]
summer instead of 45.
[35:02]
>> I I don't think we're ever going to get
[35:04]
them to 25 because the north end of
[35:06]
Seabbrite is the same situation at 35.
[35:09]
We do know, we were just alerted what
[35:12]
about a week and a half ago, two weeks
[35:13]
ago, Julie, when we don't know the
[35:15]
specifics, but we do know that the DOT
[35:18]
is going to be embarking on some project
[35:21]
out on Ocean Avenue. We we don't know
[35:23]
the specifics. We're waiting on the
[35:24]
details, but it has to do the one thing
[35:27]
they did tell us is something has to do
[35:29]
with that intersection at Beach and uh
[35:31]
>> crosswalk change.
[35:33]
>> So, we don't know.
[35:35]
>> We're hopeful that, you know, they'll
[35:36]
come out and say, "Oh, yeah. We're going
[35:38]
to take your suggestion and flashing
[35:39]
lights and stuff like that, but
[35:44]
>> Yeah.
[35:49]
>> Thanks.
[36:29]
I don't have to tell you to taxpayers.
[36:35]
is
[36:56]
access.
[37:40]
wanted to
[37:43]
do that
[37:52]
That's designed to
[37:55]
make historic
[38:06]
impatient
[38:26]
consequences.
[38:31]
The bill is
[38:33]
over.
[38:42]
responsible
[38:53]
establish
[38:56]
fund.
[39:02]
So
[39:07]
funds for any
[39:22]
Um, so we actually
[39:46]
participate.
[40:12]
is
[40:15]
supposed to
[40:40]
gone.
[40:52]
environmental concerns. I have
[41:04]
my hope is that
[41:08]
support resolution.
[41:28]
nervous
[41:30]
questions.
[41:32]
Answer all of them.
[41:44]
I I actually have something to say to
[41:46]
you because I have looked into this
[41:47]
since the last time that you were here,
[41:49]
right? And and I'm interested in this
[41:50]
stuff as well. Um I don't call myself an
[41:53]
environmentalist, but I live at the
[41:55]
beach just like you and been here
[41:56]
forever. And I I can see it with my own
[41:59]
eyes. Anybody that lives here, we all
[42:01]
know that things aren't the same, right?
[42:03]
It is definitely different. So,
[42:06]
taking what you said previously, I
[42:08]
looked into this. I I was under the
[42:11]
impression that this um act, this
[42:14]
environmental super fund act was a
[42:18]
nationwide push to do something so that
[42:20]
all of the states involved would step
[42:23]
up. everybody would step forward and
[42:24]
we'd find a way forward maybe to take
[42:26]
some of the money that the fossil fuel
[42:29]
companies are are currently charging us
[42:31]
in a way maybe use some of that money to
[42:34]
go back into the system and clean it up
[42:35]
a little bit. Um I'm all for beginning
[42:37]
to do something like that. But that's
[42:39]
not what this is. What this is is the
[42:41]
state of New Jersey trying to do this on
[42:43]
its own. Um which is valiant. I get it.
[42:48]
But it doesn't match. The numbers don't
[42:49]
match. Right. So in New Jersey, um,
[42:52]
we're somewhere in the one and a half to
[42:54]
1.7%
[42:56]
right of what we actually contribute to
[43:00]
climate, you know, the the climate uh
[43:04]
emissions, right?
[43:07]
I'm not telling you that's not going to
[43:08]
help, but for the amount of money that
[43:11]
it's going to cost the businesses that
[43:15]
there's not many of them in New Jersey.
[43:16]
Um, there are, I don't know, a handful
[43:20]
of refineries up and down the East
[43:22]
Coast. New Jerseyy's got a couple of
[43:23]
them.
[43:25]
It brings in [snorts] hundreds of
[43:26]
millions of tax dollars to the state
[43:28]
every year. 40,000 jobsish that all are
[43:32]
centered here in New Jersey. And and I
[43:35]
don't know what I don't know,
[43:38]
but if I'm a refinery and one state acts
[43:41]
like this and it's costing me an immense
[43:44]
amount of money to continue to work
[43:46]
there, why not just move my operations
[43:49]
somewhere else because there's nobody
[43:51]
else doing it. That's the only way this
[43:53]
works in my view. And I'm not saying
[43:55]
that I wouldn't support something like
[43:56]
this if that was more of the tact that
[43:59]
was being taken, if it was a nationwide
[44:00]
effort because I think that I would. But
[44:02]
I think New Jersey would be taking a big
[44:05]
risk for all of us for the costs that
[44:08]
would be passed on to us. And um I for
[44:11]
that reason I I can't support this
[44:13]
particular effort. I I do support it as
[44:17]
a grand scale for sure. But locally in
[44:19]
New Jersey I I think this needs to go to
[44:22]
the congressman.
[44:23]
Bring it to Frank Palone. All right.
[44:25]
Bring it to bring it to them to bring
[44:27]
this to Congress because that's where
[44:29]
the success is going to be had. Not in
[44:31]
New Jersey.
[44:54]
So I just wanted
[45:12]
is
[45:17]
not
[45:35]
business.
[45:40]
I'm not saying
[45:55]
» right.
[46:07]
So, um, as you and I talked about, um,
[46:11]
Monday night in the environmental
[46:12]
commission meeting, um, I still have to
[46:15]
see
[46:17]
exactly how they're going to take out
[46:19]
money from past profits
[46:22]
so it doesn't affect the current bottom
[46:24]
line because I don't know any businesses
[46:26]
that just have past profits sitting in a
[46:28]
uh, CD account, say, you know, earning interest because
[46:33]
>> because if they are, we need to figure
[46:35]
that out. Commissioner Bolsh on our
[46:36]
budget how we can do that. All right. Um
[46:39]
>> yeah and and
[46:43]
so
[46:45]
couple a couple other questions though
[46:46]
Jackie. Um
[46:50]
» are any other states doing it? Because
[46:52]
when I researched it I think there's
[46:53]
only one or two other states that have
[46:54]
done it.
[46:55]
>> York.
[46:56]
>> New York and Vermont. Okay.
[47:06]
So, so they're giving they're
[47:08]
giving the companies that are in New
[47:09]
York plenty of time to leave
[47:13]
>> before they get before they have to pay
[47:14]
that unless they're going to go after
[47:16]
them after they leave the state.
[47:18]
>> So, that's why I say I'd need to read
[47:38]
I I have no doubt about that and I agree
[47:39]
with you on that. However, when you look
[47:41]
at other countries like India, China,
[47:44]
all the third world countries,
[47:47]
they don't even have to abide by any of
[47:49]
the Paris climate change accords which
[47:53]
all right. So we do something and then
[47:54]
all the pollution from China blows
[47:56]
across the Pacific Ocean to us in India,
[47:58]
right? So you know
[48:04]
» I understand how a little bit how the
[48:06]
earth works and all the ocean currents
[48:08]
are all connected at some point in
[48:11]
somewhere right and all the wind
[48:14]
directions go all the way around the
[48:16]
earth. So,
[48:17]
>> it's a bigger problem, which is why I
[48:19]
agree with Mayor Summers about this
[48:22]
should be done on a national level, not
[48:25]
a statewide level, you know, and
[48:28]
>> that's where the impact is going to be.
[48:29]
>> Yeah,
[48:31]
you're right. But at a national level,
[48:35]
>> yeah, I I I'd agree with you. I'm not
[48:37]
saying it shouldn't be done. And
[48:40]
>> if the bill does pass, absolutely, we
[48:42]
would try to get our fair share of of
[48:44]
the money out of it to what to do what
[48:46]
we could. Maybe uh Mayor Summer's idea
[48:49]
of a little a little burm around
[48:51]
Manahassid
[48:53]
uh Creek, maybe we could get money to do
[48:55]
that, which we've never been able to do.
[48:56]
You know, something like that that would
[48:58]
be almost a shovel ready project that we
[49:00]
have.
[49:01]
>> Um did Mammoth County endorse this? The
[49:04]
county
[49:05]
>> at the county level?
[49:06]
>> Yes.
[49:17]
Joyce right there.
[49:19]
[laughter]
[49:33]
I know you as well.
[50:02]
So
[50:04]
again,
[50:12]
it seems it seems fair. There's
[50:20]
our perspective.
[50:25]
So, have any other countries tried to do
[50:28]
this yet?
[50:45]
» I app again I appreciate you're coming
[50:47]
here and please feel welcome to come.
[50:49]
you know, we we would love to hear from
[50:51]
you on environmental issues. All of us
[50:53]
here are are conscious of that. Um,
[50:57]
however, in this one particular case, at
[50:59]
the moment, I'm not on board. It doesn't
[51:02]
mean I wouldn't be on board if I saw
[51:03]
this more grand because I think that's
[51:05]
where the impact will be. But
[51:07]
individually,
[51:09]
um, I I think it in in to Dave Dave's
[51:12]
point, he alluded to it a little bit. I
[51:14]
think this could have more of more of an
[51:16]
impact on our on our pocketbooks in the
[51:19]
state, an un unintended consequence
[51:22]
because of it. And and I'd be afraid of
[51:24]
that with the situation we're in right
[51:26]
now. Everybody's I mean, it's $4 a
[51:28]
gallon for gasoline. Who who thought it
[51:30]
was going to be that last year, right?
[51:31]
So, that's where we are. I'd be afraid
[51:33]
to add anything else to that. I mean our
[51:35]
Joe's fuel our budget's getting hit by
[51:38]
the left and the right between health
[51:40]
care fuel costs. This is just adding
[51:43]
just like it does at the house. Right.
[51:44]
So we have to be conscious of that not
[51:46]
to put ourselves in that position if we
[51:49]
can. Right.
[52:01]
So, so if you get updates, if you want
[52:05]
to send them to us,
[52:06]
>> Yeah.
[52:06]
>> or come back in another meeting and say
[52:08]
it got it passed the House, it's in the
[52:11]
Senate. You know, please keep us updated
[52:13]
as to what's going on with it. If you
[52:15]
get more information, you know, on
[52:17]
exactly how the fines are going to be
[52:20]
handed out out of past profits, I'm sure
[52:22]
Commissioner Bolsh, who's a CPA, would
[52:25]
like to read that and be interested in
[52:27]
that, you know. So please,
[52:33]
» we've already we've already been given a
[52:36]
copy of the bill and like I mean
[52:40]
not the easiest thing to read. So
[52:42]
[laughter]
[52:43]
>> they never are.
[52:47]
>> Yeah.
[52:48]
As as everybody knows, my 16
[52:51]
credits of business law college don't
[52:52]
qualify me to read that. I got here.
[52:55]
How's that?
[52:58]
>> [laughter]
[53:01]
» No worries. Thank you again.
[53:02]
>> Thanks, Jack.
[53:04]
>> All right. Do we have anybody else from
[53:06]
the public?
[53:09]
>> All right. Um, Larry, Commissioner Bol,
[53:11]
do you have anything for us this month?
[53:12]
>> Uh, nothing from finance.
[53:14]
>> Okay. Anything?
[53:15]
>> I don't have anything else. We already
[53:17]
went over my little yellow circles.
[53:19]
>> Okay. I have nothing else this month as
[53:21]
well. So, with that, I'll ask for a
[53:23]
motion to close the floor to the public.
[53:25]
I'll make a motion to close the floor to
[53:27]
the public and close the meeting.
[53:29]
>> I I Yes, Larry. Second that.
[53:33]
[snorts]
[53:35]
>> Yes.
[53:36]
Thank you, ladies and gentlemen.
[53:37]
We'll see you all in September.
