[0:06] Okay, we are on and we are recording.
[0:08] >> All right, welcome to the planning
[0:10] commission meeting January 5th, 2026.
[0:14] And let's begin with the pledge of
[0:15] allegiance.
[0:23] Pledge allegiance to the flag of the
[0:25] United States of America and to the
[0:28] republic for which it stands. One nation
[0:31] under God, indivisible, with liberty and
[0:34] justice for all. Thank you everyone.
[0:41] » Roll call of the commissioners starting
[0:43] my left. If you'll just pick your name
[0:46] so that it's on the record
[0:48] here, Jefferson here.
[0:53] your chair.
[0:56] Well, thank you very much. And we did
[0:58] get a resignation notice from
[15:54] than a change require a conditional use
[15:56] permit. However, I staff does
[15:59] acknowledge that the mineral development
[16:00] code does not exclusively address this
[16:02] scenario. As a result, the planning
[16:05] commission retains full discretion to
[16:07] determine whether a conditional use
[16:08] permit is required. If the planning
[16:11] commission determines that the proposal
[16:13] constitutes a change in use under the
[16:15] section 2501,
[16:17] the applicant may be required to return
[16:19] for a formal conditional use permit
[16:21] here.
[16:23] um the recommended conditions of
[16:26] approval and these will uh end my staff
[16:31] review and then we will give the
[16:33] applicants an opportunity to come on up
[16:34] after this um and then planning
[16:37] commissioners can ask questions
[16:40] following those steps. So we'll wait
[16:42] until the applicant speaks before your
[16:43] questions.
[16:45] So recommended conditions of approval
[16:47] are one it needs to be um consistent
[16:49] with approved plans. The development
[16:51] should be constructed in substantial
[16:52] conformance with the approved site
[16:54] design review application narrative and
[16:56] plans on file with the city um except as
[16:59] modified by these conditions of approval
[17:02] compliance with other regulations. The
[17:03] applicant must ensure that they comply
[17:05] with all applicable federal, state,
[17:07] county fire district and city
[17:09] regulations including Benton County
[17:11] building permits and inspections from
[17:13] the time that it begins construction
[17:15] until the time they get their
[17:16] certificate of occupancy. Fire access
[17:19] and turnaround. Prior to issuance of a
[17:20] building permit, the applicant shall
[17:22] submit a fire access and circulation
[17:24] plan for review and approval by the fire
[17:27] chief which demonstrates compliance with
[17:29] fire district requirements, including
[17:31] any apparatus, access, turnaround,
[17:33] ingress or egress requirements that we
[17:35] may imposed.
[17:38] Fire sprinkler and life safety review.
[17:41] The applicant shall coordinate with the
[17:43] fire chief to determine fire sprinkler
[17:45] alarm and life safety requirements.
[17:47] Written confirmation of fire district
[17:49] approval shall be provided prior to
[17:51] issuance of of a building permit and I
[17:53] will assist and coordinate in that
[17:55] process. Water service verification.
[17:58] Prior to issuance of a building permit,
[18:00] the applicant shall verify the location,
[18:02] condition, and capacity of existing
[18:04] water service lines serving the site.
[18:08] If existing facilities are inadequate to
[18:11] search a proposed commercial building,
[18:13] upgrades or extensions shall be required
[18:15] at the applicant's expense from the
[18:17] point of the city's um make city
[18:21] engineer of record review of the water.
[18:24] All proposed water system connections,
[18:25] upgrades or modifications will need to
[18:28] be reviewed and approved by the city
[18:30] engineer of record prior to building
[18:32] permit issuance. And for the record, I
[18:35] think you all know this likely, but the
[18:38] building department at the county looks
[18:40] at these one by one and they have a
[18:41] checklist. So, they follow all of our
[18:43] conditions before they allow steps to
[18:46] move forward with the applicant. Um,
[18:49] metering and backflow, water meters and
[18:51] back flow prevention devices um as
[18:53] required by the city of standard uh city
[18:55] standards and the engineered record.
[18:58] Sewer service verification. Prior to the
[19:00] issuance of a building permit, the
[19:01] applicant shall verify the location,
[19:03] capacity, and condition of existing
[19:05] sanitary sewer laterals serving the
[19:07] site. The city engineer review uh
[19:10] engineer record review of the sewer. Any
[19:12] new or modified sewer connections shall
[19:14] be reviewed and approved by the city's
[19:16] engineer record prior to building permit
[19:18] issuance.
[19:19] Sewer capacity and compliance. If
[19:22] deficiency are deficiencies are
[19:24] identified in the existing sewer system,
[19:26] the applicant shall construct necessary
[19:28] improvements at their expense to object
[19:30] to the engineered directly approvement.
[19:33] The required storm water management plan
[19:36] is that the applicant shall submit a
[19:37] detailed storm water management plan
[19:39] that is prepared by a qualified
[19:40] professional demonstrating compliance
[19:42] with the city standards and applicable
[19:44] state requirements. The engineer of
[19:47] record will review that storm water plan
[19:49] and ensure that it is uh approved of
[19:52] course um prior to issuance of a
[19:54] building permit.
[19:56] The timing of the storm water approval, shall be
[19:59] obtained prior to issuance of a buon
[20:01] county building permit. Notwithstanding
[20:03] that building permits are administered
[20:05] of course by the county. Um
[20:09] final parking layout.
[20:13] Yes. Final parking ban. Prior to
[20:14] issuance of a building permit, the
[20:16] applicant shall submit a final parking
[20:18] and circulation plan that demonstrates
[20:20] compliance with Monroe's applicable
[20:23] code. Striping and signage, all parking
[20:26] spaces, accessible parking and internal
[20:28] circulation uh shall be striped and
[20:31] signed prior to issuance of a
[20:33] certificate of occupancy before they get
[20:34] their CO. Um survey verification must be
[20:38] completed
[20:39] prior to the building issuance. The
[20:41] applicant shall provide a survey or
[20:43] equivalent documentation acceptable to
[20:45] the city that verifies the property
[20:47] boundaries, the structure location
[20:49] including the existing residential
[20:51] structure setbacks and build building
[20:53] footprints. Coordination with public
[20:55] works, uh any work within the public
[20:58] rightway shall require separate Benton
[21:00] County public works approval and
[21:02] applicable permits prior to
[21:04] construction.
[21:08] Any damage to the city utilities or
[21:11] facilities caused by construction shall
[21:12] be repaired at the applicant expense.
[21:15] And finally, preoccupancy verification.
[21:18] Prior to that CFO, the applicant shall
[21:21] demonstrate compliance with all
[21:23] applicable conditions of approval,
[21:25] including fire, water, sewer, storm
[21:28] water, and parking requirements. Now,
[21:30] we'll go ahead and talk about the
[21:32] motions before you uh after we give the
[21:35] applicant an opportunity to come on up
[21:37] and speak and then you have the
[21:38] opportunity to ask some questions
[21:40] following that of both the applicant but
[21:41] myself a staff. So, and you all are
[21:43] ready feel free to come on up.
[21:48] Whoever
[22:01] » you're the
[22:01] >> I'm the applicant. Okay.
[22:04] >> I'm Janice Cook with South Baton Food
[22:06] Pantry
[22:08] and I'm not sure where to begin on all
[22:10] of that. So, um it as far as what you
[22:13] need to know, you've seen on the paper.
[22:14] Um, and I did have some questions
[22:17] though, uh, if that's if that's
[22:19] appropriate on the last two or um, the
[22:21] ones before on 20
[22:26] or maybe it was number 16. Um, the is
[22:32] there um, so I don't know what the code
[22:34] is for the Monroe area or the county
[22:36] area for striping and things like that.
[22:38] Will that parking lot need to be um
[22:41] paved or because it would be hard to put
[22:44] stripes on rocks right now. So that's
[22:47] one of the questions I had.
[22:48] >> Yes. So it's a gravel.
[22:50] >> Yeah.
[22:51] >> We will be able to work with you on
[22:53] that. That will be a city engineer of
[22:55] record decision and I absolutely support
[22:58] I think what you're looking to do which
[22:59] is try to keep it um inexpensive uh and
[23:03] reasonable and feasible. we can meet
[23:04] code and keep you not paid that would be
[23:07] really great. Um I can't speak to that
[23:09] at this moment but I I do think that we
[23:11] have a path there.
[23:12] >> Okay.
[23:14] And so I guess I can introduce MC Square
[23:16] the model the construction company and
[23:20] um have them um also fill in the blanks
[23:23] for me.
[23:25] >> Well, my name is Jerry Hileman. I'm
[23:27] owner of uh The Fix It Man. And I'm Mike
[23:31] McCusker, owner of MC Squared
[23:33] Remodeling. And
[23:34] >> so we're both general contractors
[23:36] licensed and bonded with the state for
[23:39] residential and small commercial. And
[23:41] we're both going to be working together
[23:43] and with Janice over this. We started
[23:45] talking with Janice a year and a half
[23:47] ago.
[23:49] >> Um and so it's kind of cool to be here
[23:51] just be speaking with you at this point.
[23:55] Um, so I mean I don't know did should we
[24:00] give any other information other than
[24:01] what you've presented so far?
[24:03] >> If there's information that you feel is
[24:05] valuable and important for the planning
[24:06] commission to know as a component this
[24:08] hearing, feel free to provide it. If you
[24:10] think that we've buttoned most of that
[24:11] up at this time and you want to wait for
[24:13] questions, that's up to you. I would say
[24:14] the only thing I'd throw in is uh we do
[24:17] have to have it redone because we
[24:18] already met with Benton County permit
[24:22] folks three or four months ago, but
[24:25] maybe a year ago we did have your local
[24:28] fire chief give us the okay on the
[24:30] project as is and including the existing
[24:33] turnarounds. Um he did want sprinklers
[24:36] installed which we do have you know in
[24:38] the budget and in the plans for the new
[24:40] building. Um, but because it's older
[24:42] than 6 months, county wants wants him to
[24:46] fill that paperwork out again. But we
[24:47] did already receive his preliminary
[24:50] approval about a year ago when we first
[24:52] started trying to move forward with
[24:54] things.
[24:56] And just one thing to add, um, you know,
[25:00] there's a lot of discussion in there
[25:01] about storm water and potable water and
[25:04] things of that nature, and they're all
[25:05] going to be well, except with the
[25:08] potential of the electrical, they're all
[25:11] going to be new, um, you know, uh,
[25:15] services hopefully, you know, just
[25:18] attaching to existing services
[25:20] underneath Orchard Street is what we're
[25:22] hoping happens. What might happen with
[25:24] the electrical is there might be an
[25:27] existing service that was added as part
[25:31] of a work done a year or two ago for the
[25:34] church that is just waiting there for
[25:36] the new food pantry to tap into
[25:39] basically.
[25:41] >> Right.
[25:45] » You're ready. You can let it.
[25:46] >> All right. I we can answer any
[25:48] questions. Hopefully you have any. Your
[25:51] questions can be directed at either the
[25:52] applicant or myself.
[25:55] >> So, as far as access, handicap access
[25:58] and stuff to the facility, um, is that
[26:01] going to be I mean, I'm is there going
[26:03] to be a concrete or is it paved in some
[26:06] way so that people get in and out of
[26:07] there? It it's my hope that uh once we
[26:10] get things going that this will probably
[26:12] be a separate issue, but I really want
[26:14] to have sidewalk from the main sidewalk
[26:17] all the way to the new food pantry so
[26:19] that people that have challenges and
[26:22] have wheelchair or mobile uh mobility
[26:25] issues will be able to have access.
[26:28] That is in in in my plans in my head,
[26:31] but it'll be on paper at some point.
[26:35] >> One one other question too. So with are
[26:38] you planning on expanding the the number
[26:39] of people that you provide services to
[26:41] or going outside the Monroe area or or
[26:44] is that is there a a goal with this?
[26:47] >> So we already serve people from all over
[26:50] from Lane Lynn and Benton counties and
[26:53] so we because the food pantry is not
[26:55] obligated to be within a certain uh uh delineated area we are um required to
[27:03] be open for anybody. So, we already
[27:05] serve a great deal of people that um you
[27:10] know, we would love to see see more
[27:11] Monrovians be able to come and and be
[27:14] part of that. And hopefully with this
[27:16] new construction, they'll see that
[27:17] that's happening. But we we already this
[27:21] year alone, if you look at the numbers
[27:23] that we served, um and that would be
[27:26] just people in all together and families
[27:29] um we've already served over 10,000
[27:31] people this year.
[27:33] >> Thank you. So just also to clarify the
[27:36] you you're kind of busting at the seams
[27:38] depending on
[27:41] >> and so this is helping to right side
[27:44] your capacity for what you're doing.
[27:46] >> That's correct. And we also have um two
[27:48] programs three three programs running in
[27:50] that food pantry. So we um have our
[27:52] South Benton County Gleaners program in
[27:54] there which is a different nonprofit
[27:56] that's using our site and renting that.
[27:58] And then we also serve seniors and we
[28:00] have a snack pack program with the grade
[28:02] school. And so we're trying we're
[28:03] running all of those uh programs within
[28:06] that building and it's way way too
[28:08] small.
[28:10] >> Yeah. My my only the only purpose of my
[28:12] question just is it going to increase
[28:14] vehicle traffic and so on so forth in
[28:16] the in that neighborhood and in that
[28:17] area. That was my only question.
[28:19] >> I think that the what you see now is is
[28:22] definitely what you get and if it
[28:24] increases that's because the need
[28:25] increased.
[28:26] >> Okay.
[28:28] Janice, the facilities that are there
[28:29] now that you're using, where do those
[28:32] date where do those date
[28:34] >> the facilities?
[28:36] >> So the the garage that we're currently
[28:39] in was the parking garage for the the
[28:43] people that the parsonage um and the
[28:46] lady that um was the pastor of that
[28:48] church at that time in the in late 1980s
[28:50] just started that food pantry out of her
[28:52] house and then moved it to the garage
[28:54] and that's where it's been ever since.
[28:56] Um and the food pantry became a
[28:58] nonprofit and um and rented from the uh
[29:02] from the Monroe United Methodist Church
[29:04] in 2013 when we became our own nonprofit
[29:08] and then we bought um the property in in
[29:10] 2022 and so now it belongs to the South
[29:13] Mountain Food Pantry.
[29:18] » The uh
[29:20] the parcel right behind your area is the
[29:24] community garden.
[29:27] Is that correct?
[29:28] >> The parcel next to us.
[29:29] >> Let's send it back there.
[29:31] >> The sharing gardens.
[29:32] is next to us. Yes.
[29:34] Yeah.
[29:36] >> Do they used the parking lot to get to
[29:38] their facility?
[29:39] >> Yes.
[29:40] >> Do they have an easement?
[29:42] >> They do not have an easement on paper.
[29:45] Um my biggest concern is um doing a
[29:49] permanent easement like that if that um
[29:51] with them in their the age bracket that
[29:54] they're at and and you know life happens
[29:57] um if that property was bought by a
[29:59] developer I would not really like to
[30:01] have that happen but that's my opinion
[30:04] and so I have I'm looking out for the
[30:07] future as well and so I would like to
[30:09] just remain as it is
[30:12] >> but there is a way for them to get they
[30:15] can get there. Um, and if you look at
[30:17] the old um maps and things like that, it
[30:20] was my understanding that the greenway
[30:23] that is um by the um parking lot could
[30:26] be a road if it if it turns out we have
[30:28] to do something different in the future,
[30:30] but I don't envision that happening.
[30:34] >> Um, what about curb or sidewalk?
[30:39] >> This is not a subdivision or a partition
[30:42] of land. The applicant has no
[30:44] requirement to make any improvements to
[30:46] the right of way.
[30:48] >> Okay.
[30:50] >> So, they don't have the requirement to
[30:51] build curves for their sidewalk. They're
[30:53] absolutely welcome to do that. And if
[30:55] your sidewalk ties in to our existing
[30:57] sidewalk, which I think I hear that it
[30:59] will, um, that would be very much
[31:01] appreciated.
[31:01] >> Yeah.
[31:02] >> Is the county going to require a patron?
[31:05] >> They may. The county may give you their
[31:06] own requirements and I'm sure that
[31:08] you're well aware of that because it's
[31:09] Portric Street is a county facility.
[31:11] They may throw other things at you that
[31:12] extend these conditions beyond our
[31:14] patri.
[31:16] >> So the sprinkler system you guys are
[31:17] putting in.
[31:19] >> Not We have a subcontractor. Yes,
[31:21] >> you have a subcontractor.
[31:22] >> Yeah.
[31:22] >> Uh what kind of water uh flow are you
[31:25] doing? The the pipes that go there now,
[31:28] is that going to be enough to to buy in
[31:30] case of the buyer?
[31:32] >> I'm I honestly I can't speak to that.
[31:35] I'd have to have them consult. It's
[31:37] rainbow sprinklers. I think they're at
[31:39] 11. And um the way that will work is
[31:43] that their contractor will provide uh
[31:46] flow calculations. Those flow
[31:48] calculations will be provided to the
[31:50] city engineer of record who will look at
[31:52] the capacity available at your sign off
[31:55] or state that they need to be upsizing.
[31:59] >> Right. I'm just kind of learning from
[32:02] this. Yes. And if upsizment is required,
[32:04] there's possibility of discussing
[32:07] additional uh system development
[32:09] charges. And I'm sure you're aware of
[32:10] that. You deal with that in other places
[32:11] as well. But we hope and we think at
[32:13] this time that you'll be able to stay
[32:15] with what you currently have. Um that is
[32:18] why we have the engineers though
[32:19] speaking engineers one another so that
[32:21] they can confirm those things.
[32:23] >> The backflow valves that is required.
[32:27] >> How long have those been required?
[32:29] >> I don't know.
[32:30] >> Really long time.
[32:33] like many decades.
[32:35] >> Not for the city there.
[32:37] >> Well, I would know about
[32:39] >> fire code, you know. So, that's national
[32:42] international and those things are are
[32:45] stated in their code and of course given
[32:47] down to local governments to comply
[32:49] with. So, even though it may not be
[32:51] expressly stated in our code, they are
[32:53] required.
[32:54] >> I'm just learning.
[32:55] >> I'm glad you're asking.
[32:56] >> Which side of the meter is is that on
[32:59] >> for the backlo requirement? Mhm.
[33:01] >> Uh typically my understanding is that
[33:03] would be on the applicant side but again
[33:05] that would be the engineer of record who
[33:06] gives that determination
[33:08] >> and this is required for Alvin too
[33:11] >> typically especially if it's multif
[33:12] family but those requirements are stated
[33:15] within our design standards. We have a
[33:18] very thick packet of design standards
[33:20] that are actually quite old. Um but our
[33:22] engineer of record is it's his
[33:24] responsibility to interpret those and
[33:26] ensure that the applicant is meeting
[33:27] them.
[33:29] >> Well yeah. Okay. Number 16 on the
[33:31] requirements was uh striping and signage
[33:34] and I I heard you comment on that and I
[33:37] know it's a gravel parking lot.
[33:40] How are you going to work with that?
[33:41] >> This commission and I'll be fully
[33:43] compared with you. This commission has
[33:45] the authority to require that. My my
[33:47] goal would be to try to work with them
[33:49] and determine if there is some way that
[33:51] we can find uh path forward. Again,
[33:54] being fully transparent here, it's
[33:56] highly likely that we'll require
[33:57] baiting, but I don't want to state that
[33:59] at this time. We'll go through that.
[34:01] We'll go through those steps with our
[34:03] record.
[34:04] >> Our parking blocks uh
[34:07] that would kind of make it so that's a
[34:10] space, but then to put stripes on there
[34:12] is ridiculous.
[34:13] >> Well, you do see stripes in gravel
[34:15] parking lots. You're absolutely right,
[34:16] though, that they typically migrate and
[34:19] go away and you have to continuously
[34:21] stripe over time. Um, it can also be
[34:23] very challenging with cars coming in and
[34:24] out. Uh, there could be damage to the
[34:26] site. You'd have to continuously bring
[34:28] in rock over time. My personal view and
[34:31] my preference would be for the site to
[34:33] be paved. I recognize that this is a
[34:35] nonprofit organization, so I want to
[34:36] work with you to the best we can that we
[34:38] can, but two things, it may ultimately
[34:40] be required and I strongly recommend it
[34:42] anyway, but this commission also has the
[34:45] ability to require.
[34:47] >> So, I have a question along those lines
[34:49] then. I know that the neighbors um will not likely like to have that
[34:56] paid. We've already had that discussion
[34:58] and so um that might be something we
[35:02] might have to work with
[35:04] for future reference.
[35:06] >> Absolutely. So, so that everybody is
[35:08] aware there there's a 14-day appeal
[35:10] period during which anybody could write
[35:12] a written appeal um the following a
[35:15] notice of decision providing that it
[35:17] were favorable. That would be the
[35:18] opportunity and the time in which
[35:20] somebody could raise that consent.
[35:21] >> Okay.
[35:22] >> I think the only reason anybody's even
[35:25] looking at paving is a is an issue is
[35:28] because of safety hazards for
[35:31] patrons and people coming in out of
[35:32] there. I think that's the that is the
[35:34] real reason. I I think that that's you
[35:37] know I I as long as it's maintained well
[35:40] and everything I don't have a problem
[35:41] especially in our climate
[35:44] but um
[35:44] >> you're absolutely right sir the applic
[35:46] the reasons for it would be for public
[35:50] safety um and also aesthetics the
[35:53] reasons potentially to support not
[35:56] paving it would be storm water
[35:58] infiltration
[36:01] >> yeah
[36:03] I get the sense that there are perhaps a
[36:07] range of options to pursue while it's
[36:09] not necessarily asis or paid like there I've seen a lot of different
[36:15] solutions out there in terms of
[36:18] parking areas that can be permeable and
[36:20] also still have stuff embedded in it so
[36:23] that it can provide some guidance of the striping and the like. So, as long
[36:28] as we're meeting the letter of the code,
[36:30] and I think that there's plenty of room
[36:32] here to work out there.
[36:35] >> I have a quick question for you, TJ. Uh,
[36:37] number 18 here, the survey of with the
[36:43] property boundaries and the structure
[36:45] locations. Is that not already included
[36:47] in the packet here?
[36:48] >> It's not a full survey. They did do this
[36:50] basically, it's a back of the envelope,
[36:52] pretty darn close to accurate where the
[36:55] building location, the footprint is
[36:56] going to be. What we would like to see,
[36:58] and I'm not requiring that you have a
[36:59] survey or go and do this, although it is
[37:01] recommended, um it could be a um an
[37:04] equivalent professional who can provide
[37:06] the documentation that is acceptable to
[37:08] the city that verifies those property
[37:10] boundaries. And we'll absolutely have a
[37:12] team meeting or meeting with you and the
[37:14] city engineer record so you can
[37:16] understand exactly what they're looking
[37:17] for. We just want to make sure that what
[37:19] you're telling us you're putting is what
[37:20] you're ultimately going to put on the
[37:22] record.
[37:23] And just um for your knowledge, we did
[37:26] have a survey done before we bought the
[37:28] place. So um there should be a survey
[37:30] some place that is documented in Benton
[37:33] County.
[37:33] >> Well, the the survey would specifically
[37:35] include the building footprints
[37:37] >> that are dulling on the ground. Okay.
[37:39] >> After removing the the existing stuff,
[37:43] >> I have a question for you. So, so under
[37:45] the uh staff analysis and conditional
[37:47] dues under under section 2.500
[37:51] um does this um does is this a change in
[37:56] lot area by increasing the size of
[37:58] building?
[37:59] >> No. Uh
[38:00] >> so the so the structure itself doesn't
[38:02] decrease the lot area.
[38:04] >> So that the lot is still exactly what it
[38:06] is currently.
[38:08] >> I didn't know if that was open land or
[38:10] >> That's a good point. Yeah.
[38:11] >> Yeah. kind we're kind of jumping to
[38:14] questions to you. Um I have a couple
[38:15] there, but I just want you people
[38:17] already asked some great questions about
[38:19] conditional for approval. Um is there
[38:22] anything else in there? I mean there's a
[38:24] lot of flexibility in there to work on,
[38:26] but for you and the contractor, anything
[38:27] else jump out that that might raise now
[38:31] or other people understood
[38:34] fall in line you're already thinking?
[38:36] I I mean for me and Jerry can talk from
[38:39] his side for me parking lot signage
[38:42] striping that was all kind of a new you
[38:45] know we weren't looking at that at all.
[38:48] Um, and then sort of the storm water
[38:50] plan would be, I mean, obviously we're
[38:53] going to put, you know, gutters on the
[38:54] new roof and all that, but as far as a a
[38:57] detailed plan, yeah, we'll have to uh
[38:59] get something that'll meet your
[39:00] requirements there,
[39:02] >> which is understood, not even surprising
[39:05] in
[39:07] concern at this point.
[39:09] >> No, not at this point, but who knows
[39:10] when what the current infrastructure
[39:14] will look like under Orchard. I mean,
[39:17] and kind of thinking what Janice is
[39:19] probably thinking, she now we have a
[39:21] parking lot that we're paving and now
[39:22] we're adding, you know, more and more
[39:24] costs. And it to be honest, I mean, I
[39:26] don't know.
[39:27] My view is this is becoming pretty
[39:30] expensive from what we've been, you
[39:33] know, getting for feedback on costs from
[39:35] all the various subcontractors. And so
[39:39] I'm I guess I'm a little concerned for
[39:42] the project even just adding the cost of
[39:45] paving that gravel area in there. Who
[39:48] knows how much that is another 20 30
[39:50] 40,000. I mean yeah. So
[39:53] >> yeah, that was that was kind of my
[39:55] original push about the handicap space.
[39:56] I mean I maybe one designated handicap
[40:00] space had a concrete pad and a concrete
[40:03] walkway. just I don't know what the
[40:04] county is going to require as far as uh
[40:07] handicap access. You know, I don't know
[40:09] what they're and a lot of it's going to
[40:10] end up in the county. They're just going
[40:12] to be out of our hand.
[40:13] >> Well, this this as far this as far as
[40:14] that goes is all us and we get to
[40:16] determine parking spaces, quantity of
[40:18] parking spaces and type of parking
[40:20] spaces. I'm very happy with having one
[40:23] um handicap parking space. I would like
[40:25] to consult with the engineer record.
[40:26] Again, we'll have a meeting with the
[40:28] applicant and the engineer director as
[40:30] well as the fire chief and the um uh
[40:33] sheriff all together in one meeting. We
[40:35] have a monthly development review
[40:37] committee meeting that I've stood up and
[40:39] established. Our first one is coming up
[40:40] on the 12th. I'll probably schedule you
[40:42] guys the following month so you have
[40:43] some time to digest all of this. But
[40:45] that'll be your opportunity to ask all
[40:46] these questions. It will be the engineer
[40:48] of records opportunity to review the
[40:49] applicable code with respect to this
[40:52] application and come to that meeting
[40:55] prepared to provide the applicant with
[40:57] any news that they unfortunately have to
[40:59] deliver or green lights to go ahead with
[41:01] certain conditions. Um I'm simply
[41:04] providing the land use requirements from
[41:06] here and then I'll rely on those experts
[41:07] moving forward.
[41:09] >> And there is handicap designation where
[41:11] >> so originally yeah it's hard to see it
[41:13] now in the very front of the building.
[41:16] Um uh on on the Orchard Street there was
[41:18] a a this whole section that was painted
[41:20] blue. Um I don't believe it had a sign,
[41:23] but you know if that's what I need to
[41:25] do, I'll do that. Um there and there was
[41:28] a um there is a little pad apron that
[41:31] comes out um from the sidewalk to the
[41:35] gravel that could easily be designated
[41:38] as real accessible.
[41:41] >> A couple questions. Um, when we talk
[41:43] about water and sewer capacity, that's
[41:46] onsite, not the city of water and sewer
[41:49] capacity. There's not a review of what
[41:50] the city has in the street. It's more of
[41:54] onsite
[41:56] size of the the size of the
[41:58] >> Yes. And and let me follow that. So,
[42:01] yes, that's absolutely true. if the
[42:03] recurrent
[42:05] um sizing of the line coming from our
[42:07] main to the site is sufficient to
[42:10] satisfy this development project. If it
[42:13] is not big enough, let's say that they
[42:15] have a 1 in and that they need a one and
[42:18] a half inch that case they would simply
[42:22] have to tap into our line. We would give
[42:24] approval for them to do that and as a
[42:26] result we would charge them an increment
[42:29] of the system development charge in
[42:32] order to account for the additional flow
[42:35] that they will be using on that site. So
[42:38] you're absolutely right unless it
[42:40] requires more than what they currently
[42:42] are using charge support
[42:45] >> and then the county can't depending what
[42:48] this group decides about the conditional
[42:50] use question the county is not able to
[42:53] question that or modify that
[42:56] >> absolutely correct uh land use 100% uh
[43:00] the city's perview you get to determine
[43:02] as the planning commission what
[43:04] conditions are required my job as staff
[43:06] is to provide to with my expert
[43:09] interpretation of this that you all are
[43:10] the decision makers.
[43:14] >> I think my only thing would just be at
[43:15] least one antic designated antic parking
[43:18] space and a safe address to facility.
[43:21] That would be my only I don't I don't I
[43:24] don't think having a gravel parking lot
[43:25] should be an issue.
[43:28] personal opinion. I think that
[43:34] with given our weather and things like
[43:35] that, it would better to have some
[43:36] absorption in the parking lot instead of
[43:38] runoff increasing our store capacity.
[43:40] >> So, Chair Cerson, what I'm hearing is
[43:42] that we would like to see a handicap
[43:44] parking space, but you will leave it to
[43:46] the engine record to determine what the
[43:48] minimum requirements are.
[43:49] >> Right. Right. Yeah. I don't think we're
[43:51] not qualified to make that decision, but
[43:53] we want you to be successful. We want
[43:55] this this is not a we got you. We want to make sure you're
[43:59] >> there aren't any hurdles in your way
[44:00] that that we're going to also we
[44:02] represent the the citizens too and then
[44:05] >> we want to make sure they're safe and
[44:06] that what's happening on this property
[44:08] continues to be a benefit to them and to
[44:10] their and all of a sudden become a
[44:13] you know a news to them basically. No,
[44:16] >> I'd like to second what what he says too
[44:18] actually. That was an excellent point
[44:20] which is the city right now is uh
[44:23] already facing some challenges regarding
[44:26] storm water. And so um I think it makes
[44:28] total sense to leave it as a as a
[44:31] permeable surface for now and then maybe
[44:34] down the road when we have resolved that
[44:36] we could then discuss that as a
[44:38] potential additional project down road.
[44:41] But I think it's as long as there's some
[44:45] access there, it's I think there's a
[44:47] good reason not to do it.
[44:49] >> So you all understand what that means.
[44:50] You look at permeable and impermeable
[44:53] surface area and as you get rid of
[44:56] permeable surface area. This requires
[44:58] expensive engineers to come in and find
[45:00] places for those things to be contained
[45:02] as you all learned in our last hearing,
[45:04] right? So the more we restrict permeable
[45:08] surface, the more they have to figure
[45:10] out where that additional storm water is
[45:12] going to go. Um this building footprint
[45:14] is slightly larger than is this existing
[45:16] footprint and so there is going to be
[45:18] more impermanmeable surface just as a
[45:21] result of the development. So I think
[45:22] what you're saying makes a lot of sense
[45:24] and as long as we can find room within
[45:26] the design standards to make it work,
[45:28] we're in a good shape.
[45:31] I want to echo Fred's comments that um
[45:35] South Bas serves
[45:38] a demonstrated need in this community
[45:40] and I want to do everything we can to
[45:43] make it as successful with as few
[45:46] roadblocks as possible. So to that end I
[45:50] concur with you.
[45:52] >> There is a what three foot uh chrome
[45:55] drain pipe in front of that building.
[45:57] >> I don't know.
[45:58] >> I believe so. um
[46:00] >> goes all the way from the very top of
[46:03] 10th Street
[46:05] all the way down to somewhere.
[46:08] >> You're very likely right. My
[46:09] inexperience with the community is just
[46:10] why I don't know, but that's something
[46:12] that we last a little concerned about.
[46:13] >> That's fine. But, you know, it's
[46:14] something to be kept in later.
[46:16] >> Yeah, absolutely. We do. So, we do have
[46:18] a place for storm water conveyance
[46:19] across all of our main roads. Where it's
[46:21] located or how big it is, that I can't
[46:22] speak to, but we absolutely do have
[46:23] storm water facility available. The
[46:26] other thing I have is u delivery of you
[46:31] get deliveries constantly or twice a
[46:34] week or
[46:34] >> once a week.
[46:36] >> and I I know I notice on your drawing
[46:38] here you're putting in a roller filter
[46:41] which is great.
[46:42] >> We changed that
[46:43] >> actually.
[46:44] >> Yeah, that's been changed to
[46:47] >> Well, because Janice had said there
[46:49] really wasn't a need for them to
[46:50] actually, you know, drive into the new
[46:52] building. I currently have a rollup door
[46:54] and it doesn't get used for that purpose
[46:57] because of the grade of the con of the
[46:59] rocks and to the to the concrete. It's
[47:02] too steep and when they put the the
[47:05] trailer down, they have to really back
[47:07] it up. And it doesn't make any sense to
[47:09] go any further than that. And currently
[47:11] with the way the building is designed
[47:13] and being used, there's just no way for
[47:15] them to use it the way it was intended.
[47:17] So it it didn't seem
[47:21] as as a good idea to do that at this
[47:24] point in time.
[47:25] >> So your delivery door will be your main
[47:28] >> it'll be two no
[47:29] >> there'll be two entry door an entry and
[47:31] an exit door for for customers people.
[47:34] Um and then there'll be two double
[47:36] commercial doors in place of the rollup
[47:38] garage door.
[47:39] >> Gotcha. And you're going to put a pad
[47:41] out in front of that.
[47:42] >> Yeah.
[47:44] >> Okay. So they're pallet jacking and
[47:46] stuff down in there.
[47:47] >> Yes.
[47:49] >> A new adventure.
[47:50] >> Yeah.
[47:52] >> Can I ask clarifying question? Will
[47:53] there be any increase in the volume of?
[47:57] >> Um not to my knowledge. It'll just be
[47:59] once a week.
[48:07] » Does anybody have any questions,
[48:08] comments, concerns?
[48:12] >> Do we have any motions? Well, I will go
[48:13] ahead and provide the motion options for
[48:15] you. Is there anything further that
[48:17] either the applicant or any of the
[48:18] planning commissioners would like to
[48:20] raise before moving forward?
[48:24] » They're already doing business out of
[48:26] the one building they got. It's just uh
[48:28] make it more efficient.
[48:31] >> And a bathroom,
[48:33] >> bathroom, a waiting area. People have to
[48:35] stand outside right now. So, you know,
[48:38] this is going to be a big change for
[48:39] everybody.
[48:39] >> Goldplated toilets. Yes.
[48:45] » Cut down a water.
[48:50] » So here you have in front of you two
[48:51] motions which stand as a script for
[48:53] whoever gets to the couch first and
[48:55] wants to make the motion. There are two
[48:57] options. One is approval to approve the
[48:59] site design review with no conditional
[49:01] use requirement.
[49:03] >> Option two is denial to deny the site
[49:06] design review for specific reasons on
[49:09] the record.
[49:11] Do we have that handicap provision on on
[49:13] the screen?
[49:14] >> And you can include that I add to the
[49:17] conditions of approval. We don't have to
[49:19] make a new one. We can add the parking
[49:21] conditions of approval that you are
[49:23] requiring a handicap parking space. And
[49:25] if you check that on the end of your um
[49:30] sentence there what you read, I will
[49:32] include that in the notice of position.
[49:35] >> Just make sure it's included with the
[49:36] engineer review.
[49:38] typically so
[49:39] >> but because I do not have direct
[49:41] knowledge of the design standards and
[49:43] you feel you want to rather make certain
[49:45] you can do
[49:51] » okay
[49:55] » I move the planning commission approve
[49:57] the site design review application for
[49:59] the southbase food pantry development
[50:01] based on the findings of fact and
[50:03] conclusions contained in the staff
[50:04] report and subject to the conditions of
[50:07] approval
[50:10] And in making this decision, the
[50:12] commission finds that the proposal
[50:13] constitutes a continuation and
[50:15] modernization of an existing
[50:17] institutional nonprofit and does not
[50:20] require conditional use permit under its
[50:22] legal development code.
[50:24] >> Finally, Parkinson
[50:26] >> um I thought we agreed
[50:29] >> but I thought we said we're going to
[50:30] leave that to the you want to add that
[50:32] >> handicap. One handicapped hand
[50:34] >> and add one handicapped
[50:36] designated handicapped cartoon
[50:40] >> space in the cartoon.
[50:42] >> Everybody got that?
[50:44] >> I would like to walk 15.
[50:50] » You read that so well.
[50:53] >> Did a great job.
[50:56] The motion. We have a first and a
[50:58] second. All in favor? I. Any opposition?
[51:06] » Congratulations.
[51:13] I have no idea.
[51:15] >> Start tomorrow.
[51:23] » Hopefully they'll be
[51:24] >> Well, they felt that once we had all
[51:27] their forms and teeth do all that that
[51:30] they
[51:31] be as quick as two weeks.
[51:34] >> That'd be great
[51:35] >> at this time of year,
[51:37] >> right?
[51:38] >> So,
[51:42] no,
[51:43] we're not even
[51:47] I mean, at least from the far end, we're
[51:50] hoping
[51:52] to
[51:54] >> spring. Well, midFebruary would be to
[51:57] start demo and end up in the first
[52:01] meeting. So,
[52:02] >> we're hoping,
[52:07] » right? Sure. So, I had a question here
[52:10] from um Commissioner Gdanis and I wanted
[52:12] to go ahead and comment on this. This
[52:14] brings us back to what I mentioned
[52:15] briefly earlier while going with the
[52:17] staff report. So, what I have
[52:19] implemented is a monthly development
[52:22] review committee. This is intended to
[52:25] bring all of the subject matter experts
[52:27] and the individuals who must sign off on
[52:29] major projects. So, I'm not going to be
[52:31] bringing residential units, even
[52:33] duplexes before the DRC as I call it.
[52:37] It'll be three units or above and all
[52:39] commercial projects. And the goal is
[52:41] following approval by the planning
[52:44] commission and maybe sometimes
[52:45] beforehand if it's a complex product. Um
[52:48] what will happen is the fire chief,
[52:51] myself, our engineer of record as well
[52:53] as uh the sheriff for the county will
[52:57] discuss any concerns that come to mind
[53:00] for them. This way there are no curve
[53:02] balls to the applicant. there's
[53:03] something that's going to be required,
[53:05] like for example, a paid parking lot.
[53:07] Um, if the applicant is well aware of
[53:08] that long before they break ground and
[53:10] they have a performer in front of them
[53:12] with a certain budget they're working on
[53:13] and then they get hit with it before the
[53:15] certificate of occupancy and they really
[53:16] have no choice but to pay for those
[53:18] things. It's best to be able to tell
[53:20] everybody ahead of uh ahead of time what
[53:23] the rules of the game are are going to
[53:25] be. Um, so this month we'll be talking
[53:27] about a couple of projects with the BRC
[53:30] and I hope that next month and I'll be
[53:31] in touch with y'all um to schedule that
[53:33] time that we could put this project in
[53:35] front of the BRC for any final
[53:37] requirements that be required at the
[53:39] brand new.
[53:40] >> Yeah, thank you for doing that.
[53:42] >> Yeah, absolutely. It's common in larger
[53:44] jurisdictions and it's something that I
[53:46] think is really valuable.
[53:49] >> So Tom, uh, next meeting we have any uh,
[53:52] we're going to do a work session or what
[53:53] are we going to do next? Uh at our next
[53:56] meeting we have a partition request um
[54:00] for the Wilbur Ellis site. We're also
[54:03] going to be fitting in a little bit of
[54:05] time for our uh for a little more work
[54:08] session related items.
[54:10] >> Okay. So that partition that dividing
[54:13] what the truck parking and stuff is
[54:17] because that this is pursuant to
[54:19] selling.
[54:21] I don't know what the applicants in
[54:23] this.
[54:25] >> We will find out.
[54:27] >> Are we on the other yet?
[54:29] >> What's that?
[54:30] >> Are we on the other yet?
[54:33] >> Go ahead. Go ahead.
[54:35] >> I got about four things.
[54:44] » What Whatever happened to zoning on
[54:46] Commercial Street?
[54:50] I think you're probably talking about
[54:52] GRA GR3s. No, that was commercial.
[54:55] >> Commercial. We're gonna rezone
[54:58] commercial street commercial. Is that
[55:00] >> Yeah, because it fits.
[55:02] >> Was that the reason?
[55:04] >> No, it was that we have so much
[55:05] commercial along that stretch.
[55:07] >> Okay. This is news to me. So, thank you
[55:09] for letting me know about it. Like many
[55:11] of other our other reasons,
[55:12] >> but give me time.
[55:14] >> Just letting me know that that was
[55:15] something that you all did. It clearly
[55:17] was one of those things that didn't make
[55:19] it to the to the state because I don't
[55:20] see in the list of things that you
[55:22] started.
[55:22] >> Sure.
[55:23] >> And it certainly wasn't finalized
[55:24] because none of our
[55:25] >> I don't think pardon me. Apologies. I
[55:28] don't think it got finalized. I don't
[55:30] think council approved it.
[55:32] >> Oh, the city council didn't.
[55:34] >> As far as I know,
[55:35] >> I think it did get out of get through
[55:37] this commission.
[55:38] >> I think it was just
[55:39] >> it was basically from 6 to 7 is where
[55:42] they were going to
[55:45] there. We have the fire department
[55:46] there. We have a property across the
[55:49] street. There was just
[55:51] >> What I can do is I will look through our
[55:53] record digital and I can search easily
[55:56] enough through that folder and just pull
[55:59] out when and what was discussed.
[56:01] >> Well, it's 5th to 7th.
[56:03] >> 5th
[56:05] >> because you got Monroe telephone, you
[56:06] got Mart, you got Christmas Junction.
[56:10] Just it just fits.
[56:10] >> I assume somebody put together mapping
[56:13] for you.
[56:15] Yeah, we had we had quite a bunch of
[56:17] conversations about it. So,
[56:19] >> okay, I will look into it, find out
[56:20] where we left off in fairly,
[56:23] >> but I think the point is a lot of those
[56:25] resoning tech things we voted on never
[56:28] were finalized, never move forward. So,
[56:31] the chance we need to do that,
[56:32] >> right?
[56:33] >> We've got a lot to bring back and forth.
[56:34] >> He's been here for quite a while now.
[56:36] So,
[56:38] >> like the parallel parking on dragon that
[56:40] never got addressed.
[56:42] >> What is that? Oh yeah,
[56:43] >> the parallel parking on Dragon Drive has
[56:44] never been fixed.
[56:46] >> Hey, that's on my list. That's a safety
[56:48] issue.
[56:49] >> Safety issue we identified two years ago
[56:51] and and it never got and we promised the
[56:54] Catholic Church that we would do it so
[56:55] that our sidewalk wouldn't get room that
[56:57] they did and then we never followed
[56:59] through.
[56:59] >> No, we're that's adjacent to the school
[57:02] district. Is that right?
[57:02] >> Right.
[57:03] >> Yeah. No, we're good on that. We're
[57:04] actually working directly with middle
[57:06] school on that project. Those blocks
[57:08] have been are ready to be purchased. is
[57:10] not going to purchase them without them
[57:12] giving us their go-ahhead and what they
[57:13] want. Getting in front of them has
[57:15] proved a little more challenging, but I
[57:16] think now that we're past the holidays,
[57:17] Mark's already ready to get us
[57:19] >> Well, we we want parallel parking there
[57:21] because right now they back out into
[57:23] >> I know. And so we'll put the the border
[57:25] the the blocks there which prevent them
[57:28] from parking that way. actually doesn't
[57:30] leave enough room.
[57:32] Yeah,
[57:33] >> that one
[57:36] >> already.
[57:39] >> Uh, city hall remodel.
[57:42] >> How how's that coming along? And I don't
[57:44] know if the everybody knows about what
[57:47] you guys are planning or
[57:49] >> so city hall, you say remodeling, but
[57:51] I'll I'll correct that slightly. It's
[57:52] really going to be um a redevelopment of
[57:55] city hall. Um, as you all know, uh, our
[57:58] engineer of record did a full analysis
[58:01] of the structural integrity of that
[58:03] building. It's built with a terracotta
[58:05] blocks which, uh, have no seismicist.
[58:10] >> No, they can't withhold any seismic
[58:12] force at all. And it's likely we don't
[58:15] have fill cells down those or rebar. Um
[58:18] there's the option of throwing a bunch
[58:20] of money and never really getting the
[58:21] current building code or um moving
[58:24] forward with a new city hall. There's a
[58:26] time frame of three to five years to
[58:27] complete that. City council is working
[58:29] through that now. So that's something
[58:31] that is in chair um on their laps. You
[58:35] all will hear about that when an
[58:36] application comes forward, but we will
[58:38] be looking to fund that project over the
[58:41] next couple of weeks. I brought this up
[58:43] at the fireboard meeting and they are
[58:46] willing to work with the city on an
[58:48] emergency
[58:50] preparedness
[58:52] part of the building.
[58:53] >> Yeah. So I reached out to Chris Barnes.
[58:56] Um so one of the things I proposed to
[58:58] the council is that we build an
[59:00] emergency operation center. What that
[59:02] does, it allows us to tap into many more
[59:05] streams of revenues from the federal and
[59:06] state government. It also allows us to
[59:08] operationalize the facilities. It's not
[59:10] just for city services, but also for
[59:13] emergency services, for volunteer
[59:15] emergency operation, emergency volunteer
[59:17] core operations. Uh, and it's also a
[59:19] place for the state and the federal
[59:20] government to come where they need to
[59:22] dispatch and have a central command
[59:24] location. Um, there's a lot of uh
[59:27] potential to build something that has a
[59:30] lot less impact on the city and provides
[59:32] a huge benefit for South County. We
[59:34] don't have DOC right now.
[59:37] Well done.
[59:38] >> The as you know the the fire department
[59:40] received some grant funding to do some
[59:42] seismic improvements to their structure.
[59:44] Uh that's going to go ahead and they're
[59:46] going to continue doing that but there
[59:47] may be a possibility that we can slide
[59:50] into their process and and work
[59:51] alongside them.
[59:55] » Excellent. um 7th Street
[59:59] um from Main Street all the way back to
[1:00:03] where um
[1:00:05] Seventh turns to 8th.
[1:00:08] Okay.
[1:00:09] >> Pass Kelly and all that. Well, the city
[1:00:12] paved
[1:00:14] a portion of the road, but then they
[1:00:16] left six or seven feet not paved. You
[1:00:20] got curbs or sidewalk on some of it, but
[1:00:24] then you've got a planter box in the s
[1:00:27] in the road,
[1:00:28] >> right? I noticed some of the houses sort
[1:00:30] of like took over, right?
[1:00:32] >> Well, they're right almost in the street
[1:00:34] >> just went ahead just took over that
[1:00:36] area.
[1:00:36] >> Happens a lot. kind of like a hostile
[1:00:38] takeover.
[1:00:41] >> But when uh when we get uh asphalt and
[1:00:45] stuff down here, it' be behooved the
[1:00:47] city to go ahead and finish that out
[1:00:50] >> connecting up with the when the
[1:00:52] development uh handshake with the
[1:00:55] developments and sort of
[1:00:57] >> I completely agree with you. Um so as we
[1:00:59] come into budget season this coming
[1:01:00] year, that is one of the projects that
[1:01:02] we're going to be working closely with
[1:01:04] the budget committee on. There are
[1:01:05] several things that I'd like to
[1:01:06] accomplish in this next year that are
[1:01:08] reasonable and feasible given some of
[1:01:09] the other development that we see going
[1:01:11] on. It makes a lot of sense. There are
[1:01:13] other things that we're going to
[1:01:14] structure into a capital improvement
[1:01:15] plan and put on a five or 10 year
[1:01:17] schedule. Um the low hanging fruit and
[1:01:19] the things that make sense now are the
[1:01:21] ones that I want to bring off the shelf
[1:01:22] dust off. That is absolutely
[1:01:25] >> good.
[1:01:27] Comprehensive plan
[1:01:28] >> comprehensive. So
[1:01:31] >> I did. Okay.
[1:01:32] >> Yes. One was one was taken by the
[1:01:37] comprehensive plan. Are we going to
[1:01:39] update that soon or
[1:01:41] >> as you need to
[1:01:43] >> as you know there was a comprehensive
[1:01:45] planning process that was completed in
[1:01:47] 2019 that was largely led by um a rare
[1:01:51] participant and some folks from the
[1:01:53] state that participated intermittently.
[1:01:55] There wasn't
[1:01:57] an individual from beginning to end that
[1:02:00] sewed all of the pieces together and
[1:02:02] included things like our parks master
[1:02:04] plan, our overlays, thinking about
[1:02:07] economic development. Those things
[1:02:08] didn't necessarily happen and it's okay.
[1:02:12] But the real challenge here is that they
[1:02:13] never finalized the plan and submitted
[1:02:15] it to the state for acknowledgement.
[1:02:17] there's a post acknowledgement plan
[1:02:19] amendment requiring and so they
[1:02:21] initiated it and it was finalized it
[1:02:23] which means that our current
[1:02:24] comprehensive plan uh it isn't valid if
[1:02:28] somebody if we were to pass anything
[1:02:30] based on our current comprehensive plan
[1:02:31] it could be appealed which is the reason
[1:02:33] I had to come before you during our last
[1:02:35] session uh with the GR zone that should
[1:02:38] have been a GRB for that development
[1:02:40] it's all coming back to those same
[1:02:41] things my view is rather than just
[1:02:44] formalizing the existing 2019
[1:02:46] comprehensive I'd very much prefer to
[1:02:48] include this as a component of the
[1:02:50] envisional process that I've started
[1:02:51] with council and you all I'd like to see
[1:02:53] moving forward throughout the rest of
[1:02:55] this year. We'll have town halls this
[1:02:56] year. We also have a lot of other things
[1:02:58] going on like the 1135 project which
[1:03:00] ties into some multimodal access
[1:03:02] projects that we have things like
[1:03:03] getting a bridge going across there that
[1:03:06] could absolutely change the nature and
[1:03:08] intent of our comprehensive plan. My
[1:03:10] view is that we stick with what we have
[1:03:12] at the moment. We are not in such a
[1:03:13] situation where the prior comprehensive
[1:03:16] plan encumbers us in any way. Um if we
[1:03:20] change the comprehensive plan from the
[1:03:21] 2019 version probably wouldn't change
[1:03:23] significantly. Probably half or less,
[1:03:26] right? It might just be 20% of that. But
[1:03:29] I do think that rather than just
[1:03:31] formalizing it now and saying we're
[1:03:32] done, we should probably revisit.
[1:03:35] >> Well, I'd like to see a date to complete
[1:03:37] it so we can turn it into the city or
[1:03:40] the state.
[1:03:41] >> That's fair. Yeah, we we need to drop
[1:03:43] the completion date. We we're we've
[1:03:46] kicked the cans down the road way too
[1:03:48] long. So this time
[1:03:50] >> June, July, August, whatever, that's
[1:03:52] what we're going to have done.
[1:03:54] >> I want to temper your expectations just
[1:03:56] like um so we're talking about a pretty
[1:03:59] significant process. We are uh there's
[1:04:03] some news that I I I encourage you all
[1:04:05] to attend attend the work session coming
[1:04:07] up because there are some big things
[1:04:09] coming up in the next several weeks that
[1:04:11] we'll discuss at that meeting which
[1:04:13] dovetail right into this but I think
[1:04:16] that if you had the comprehensive plan
[1:04:18] completed at the end of the year the
[1:04:21] final quarter of this year that is a
[1:04:23] reasonable timeline and if we beat that
[1:04:26] then it's possible
[1:04:29] but I I would I would encourage you to
[1:04:31] target that date. I'm very open to your
[1:04:34] recommendations um and enforce this a
[1:04:37] little before.
[1:04:39] >> Maybe in our next work session we could
[1:04:41] take a look at what it's going to
[1:04:42] require to get that done.
[1:04:43] >> Absolutely. I think it might be good to
[1:04:45] scope out what the work entails because
[1:04:47] we did that a little bit but there the
[1:04:49] last comprehension plans took 12 months.
[1:04:54] >> Yeah. more than that. It took as long as
[1:04:56] the the rare students here they worked
[1:04:58] on that nontop
[1:05:01] break it all down and assign it's not
[1:05:04] just the bang doing it so it's a fairly
[1:05:07] comprehensive process. There are pieces
[1:05:09] in that comp plan that if you just read
[1:05:11] through it's like this read it's great
[1:05:12] this makes a lot of sense but if you
[1:05:14] look at it from a practitioner or
[1:05:15] subject matter expert you start to
[1:05:17] realize that there's some pieces that
[1:05:19] were more theoretical and academic maybe
[1:05:22] than they were practical and I'd like to
[1:05:24] present those to the commission for an
[1:05:26] opportunity to fix them.
[1:05:28] >> Were the overlays finalized?
[1:05:32] >> No. None of none of anything in the
[1:05:33] comprehensive plan was finalized. This
[1:05:35] is separate plan.
[1:05:40] » What you mean the repres? Yeah. There
[1:05:43] were two of them,
[1:05:44] >> right?
[1:05:44] >> No. So, I can see on the state's
[1:05:46] website, and I could actually pull that
[1:05:48] up for you guys if you wanted to. It was
[1:05:50] not tonight at the word session. Um,
[1:05:52] there is a list of all the things that
[1:05:53] we initiated and never finalized.
[1:05:55] There's like 10 items going back to
[1:05:58] 2017.
[1:06:00] And those are all things that the
[1:06:02] comprehensive plan is one of them that
[1:06:04] needs to be submitted so that the state
[1:06:05] finalizes
[1:06:08] like a weekly.
[1:06:09] >> So we dropped the ball or did the state
[1:06:11] dropped the ball?
[1:06:12] >> The city dropped the ball. And I think
[1:06:14] there's just a lot of folks that didn't
[1:06:16] know what to do.
[1:06:18] >> None of these are really at final
[1:06:20] status. So internally, we just never got
[1:06:23] to a point we're ready to submit to the
[1:06:25] state. It's not like we have a full
[1:06:26] package that is proofed and ready to go
[1:06:29] and that just needed to get put on the
[1:06:30] finish line. We're a good distance.
[1:06:32] >> We didn't drop the ball. We didn't even
[1:06:34] make the ball. We didn't even grab the
[1:06:36] ball.
[1:06:37] >> We did.
[1:06:38] >> We we we made it. We were under
[1:06:44] that line. I know enough about football
[1:06:45] to know the long skinny one, but I know
[1:06:46] there's like two lines before the goal
[1:06:48] and that's kind of where we are.
[1:06:51] >> We we did a lot of the work. just a
[1:06:53] final step violating those with the
[1:06:56] state what's lacking. What What do you
[1:06:59] think about even just making like
[1:07:02] assigning like a like a strike force
[1:07:04] test or something to this particular
[1:07:07] thing and just they meet every week with
[1:07:11] the status and just keep
[1:07:13] >> you know what I mean like just keep
[1:07:14] hammering it.
[1:07:15] >> So I really want to encourage you to
[1:07:17] come to the next work session.
[1:07:18] >> Okay. Um, and there is also going to
[1:07:21] I've been working a lot in the
[1:07:22] background over the last several months
[1:07:24] getting all these pieces put together,
[1:07:25] working with our state partners,
[1:07:27] coordinating people that typically don't
[1:07:29] coordinate. Um, getting them all into
[1:07:31] the same room and into the same head
[1:07:32] space. Uh, at the work session, we'll be
[1:07:34] discussing some of the events coming
[1:07:36] forward which are going to really take
[1:07:37] this stuff into
[1:07:39] >> both.
[1:07:40] >> Uh, yes, that's right. One meeting from
[1:07:41] today. The agenda actually is up. So um
[1:07:45] if not I I can absolutely tell you now
[1:07:47] what's on the agenda is a discussion um
[1:07:50] with the regional solution team that's a
[1:07:52] kickoff that includes all of the uh lead
[1:07:54] representatives for our region from
[1:07:58] department of land conservation and
[1:07:59] development um from economic development
[1:08:02] so business of Oregon it includes DEEQ
[1:08:05] it's going to include folks that work
[1:08:06] with OA uh really all of the key
[1:08:09] agencies the goal is to talk to them
[1:08:11] about what our challenges are which ones
[1:08:13] are going to require money and which
[1:08:14] ones we're going to ask for letters of
[1:08:15] support when we go to the legislature.
[1:08:17] We're going to be presenting to them the
[1:08:19] funding tools that we want to go after
[1:08:21] so that they know what our strategy is.
[1:08:23] We'll be listening very intently about
[1:08:25] ways that they believe they can plug
[1:08:26] into that process and support us,
[1:08:28] whether it's through technical
[1:08:29] assistance or through funding. Following
[1:08:31] that, I will be working with city
[1:08:33] council to have uh work session, not
[1:08:36] work sessions, but town halls every
[1:08:38] quarter, which is what we've talked
[1:08:39] about quite a bit up until this point in
[1:08:41] time. And those will help lead us
[1:08:43] towards completing a lot of these uh
[1:08:45] things that need to get finalized with
[1:08:47] date certain attached to
[1:08:52] you mentioned February 12th. Is it the
[1:08:54] 12th or 17th that week?
[1:08:56] >> January.
[1:08:57] >> Oh, January of next week.
[1:08:59] >> Sorry. So, thanks.
[1:09:00] >> Oh, John, you're your we'll talk about
[1:09:03] this next morning. No, I mean there's
[1:09:06] Well, I mean the dates, but there is
[1:09:08] something on the 12th. That's another
[1:09:11] work session.
[1:09:13] >> We're doing
[1:09:13] >> Yeah, work session on the 12th, city
[1:09:15] council meeting on the 19th.
[1:09:16] >> Okay, got
[1:09:17] >> session for planning commission.
[1:09:21] >> No, uh planning commission work session.
[1:09:23] I bring this up because what I don't
[1:09:25] want to do is steal the funders from
[1:09:26] city council when they get to hear about
[1:09:27] all the cool stuff that you guys are
[1:09:29] digging into right now. Um you'll you'll
[1:09:32] hear about all this when I have the
[1:09:33] opportunity to talk to city council and
[1:09:34] get their guidance.
[1:09:36] >> So there's a work session for city
[1:09:37] council next Monday to which we are
[1:09:39] invited.
[1:09:40] >> Yeah, everybody's always invited. Yes,
[1:09:41] absolutely.
[1:09:43] >> It's not on my
[1:09:43] >> You just can't sit over here.
[1:09:45] >> Yeah. Used to come.
[1:09:51] » Are you have a cushion chair?
[1:09:52] >> There you go.
[1:09:53] >> That was your question.
[1:09:54] >> I have fourth one now. Oh, the the road
[1:09:58] up to the water tank,
[1:10:01] our million gallon water tank is
[1:10:03] starting to dilapidate, fall apart, get
[1:10:06] washed out. And I would suggest the city
[1:10:10] be uh talking to the county and
[1:10:14] maintenance and see what can be done
[1:10:16] about it because it's starting to fall
[1:10:18] apart pretty good.
[1:10:19] >> Thanks for letting me know about this,
[1:10:20] Tim. Mhm.
[1:10:22] >> What if they want to pave it and take
[1:10:23] out that little gate and go all shaded
[1:10:25] out
[1:10:28] >> by the fire department?
[1:10:30] >> It's a fire road.
[1:10:34] >> So, I'll be with the county. The county
[1:10:35] is also involved in that development
[1:10:36] review committee. So, I have direct
[1:10:38] communication with those folks at least
[1:10:40] once a month, if not intermittently.
[1:10:43] I'll take care of that.
[1:10:44] >> Well, that's a life's blood in this
[1:10:45] city, right?
[1:10:46] >> You're not getting that issu. Thank you.
[1:10:49] >> All right. I'm done. If Tim's done, then
[1:10:51] I think we're done.
[1:10:53] >> All right. Thank you everybody for
[1:10:54] attending. Appreciate you.
[1:10:57] >> Thanks.
