Well, thank you very much. And we did

get a resignation notice from

than a change require a conditional use
[15:56]
permit. However, I staff does
[15:59]
acknowledge that the mineral development

code does not exclusively address this
[16:02]
scenario. As a result, the planning

commission retains full discretion to

commissioners can ask questions

following those steps. So we'll wait

until the applicant speaks before your
[16:43]
questions.

So recommended conditions of approval
[16:47]
are one it needs to be um consistent
[16:49]
with approved plans. The development
[16:51]
should be constructed in substantial
[16:52]
conformance with the approved site
[16:54]
design review application narrative and
[16:56]
plans on file with the city um except as
[16:59]
modified by these conditions of approval
[17:02]
compliance with other regulations. The
[17:03]
applicant must ensure that they comply
[17:05]
with all applicable federal, state,
[17:07]
county fire district and city
[17:09]
regulations including Benton County
[17:11]
building permits and inspections from
[17:13]
the time that it begins construction
[17:15]
until the time they get their
[17:16]
certificate of occupancy. Fire access
[17:19]
and turnaround. Prior to issuance of a
[17:20]
building permit, the applicant shall
[17:22]
submit a fire access and circulation
[17:24]
plan for review and approval by the fire
[17:27]
chief which demonstrates compliance with
[17:29]
fire district requirements, including
[17:31]
any apparatus, access, turnaround,
[17:33]
ingress or egress requirements that we
[17:35]
may imposed.
[17:38]
Fire sprinkler and life safety review.
[17:41]
The applicant shall coordinate with the
[17:43]
fire chief to determine fire sprinkler
[17:45]
alarm and life safety requirements.
[17:47]
Written confirmation of fire district
[17:49]
approval shall be provided prior to
[17:51]
issuance of of a building permit and I
[17:53]
will assist and coordinate in that
[17:55]
process. Water service verification.
[17:58]
Prior to issuance of a building permit,
[18:00]
the applicant shall verify the location,
[18:02]
condition, and capacity of existing
[18:04]
water service lines serving the site.
[18:08]
If existing facilities are inadequate to
[18:11]
search a proposed commercial building,
[18:13]
upgrades or extensions shall be required
[18:15]
at the applicant's expense from the
[18:17]
point of the city's um make city
[18:21]
engineer of record review of the water.
[18:24]
All proposed water system connections,
[18:25]
upgrades or modifications will need to
[18:28]
be reviewed and approved by the city
[18:30]
engineer of record prior to building
[18:32]
permit issuance. And for the record, I
[18:35]
think you all know this likely, but the
[18:38]
building department at the county looks
[18:40]
at these one by one and they have a
[18:41]
checklist. So, they follow all of our
[18:43]
conditions before they allow steps to
[18:46]
move forward with the applicant. Um,
[18:49]
metering and backflow, water meters and
[18:51]
back flow prevention devices um as
[18:53]
required by the city of standard uh city
[18:55]
standards and the engineered record.
[18:58]
Sewer service verification. Prior to the
[19:00]
issuance of a building permit, the
[19:01]
applicant shall verify the location,
[19:03]
capacity, and condition of existing
[19:05]
sanitary sewer laterals serving the
[19:07]
site. The city engineer review uh
[19:10]
engineer record review of the sewer. Any
[19:12]
new or modified sewer connections shall
[19:14]
be reviewed and approved by the city's
[19:16]
engineer record prior to building permit
[19:18]
issuance.
[19:19]
Sewer capacity and compliance. If
[19:22]
deficiency are deficiencies are
[19:24]
identified in the existing sewer system,
[19:26]
the applicant shall construct necessary
[19:28]
improvements at their expense to object
[19:30]
to the engineered directly approvement.
[19:33]
The required storm water management plan
[19:36]
is that the applicant shall submit a
[19:37]
detailed storm water management plan
[19:39]
that is prepared by a qualified
[19:40]
professional demonstrating compliance
[19:42]
with the city standards and applicable
[19:44]
state requirements. The engineer of
[19:47]
record will review that storm water plan
[19:49]
and ensure that it is uh approved of
[19:52]
course um prior to issuance of a
[19:54]
building permit.

The timing of the storm water approval, shall be
[19:59]
obtained prior to issuance of a buon
[20:01]
county building permit. Notwithstanding
[20:03]
that building permits are administered
[20:05]
of course by the county. Um
[20:09]
final parking layout.

Yes. Final parking ban. Prior to
[20:14]
issuance of a building permit, the
[20:16]
applicant shall submit a final parking
[20:18]
and circulation plan that demonstrates
[20:20]
compliance with Monroe's applicable
[20:23]
code. Striping and signage, all parking

spaces, accessible parking and internal
[20:28]
circulation uh shall be striped and
[20:31]
signed prior to issuance of a
[20:33]
certificate of occupancy before they get
[20:34]
their CO. Um survey verification must be
[20:38]
completed
[20:39]
prior to the building issuance. The
[20:41]
applicant shall provide a survey or
[20:43]
equivalent documentation acceptable to
[20:45]
the city that verifies the property
[20:47]
boundaries, the structure location
[20:49]
including the existing residential
[20:51]
structure setbacks and build building
[20:53]
footprints. Coordination with public
[20:55]
works, uh any work within the public
[20:58]
rightway shall require separate Benton
[21:00]
County public works approval and
[21:02]
applicable permits prior to
[21:04]
construction.

Any damage to the city utilities or
[21:11]
facilities caused by construction shall
[21:12]
be repaired at the applicant expense.
[21:15]
And finally, preoccupancy verification.
[21:18]
Prior to that CFO, the applicant shall
[21:21]
demonstrate compliance with all
[21:23]
applicable conditions of approval,
[21:25]
including fire, water, sewer, storm
[21:28]
water, and parking requirements. Now,
[21:30]
we'll go ahead and talk about the
[21:32]
motions before you uh after we give the
[21:35]
applicant an opportunity to come on up

and speak and then you have the
[21:38]
opportunity to ask some questions

following that of both the applicant but

folks three or four months ago, but

maybe a year ago we did have your local

fire chief give us the okay on the
[24:30]
project as is and including the existing
[24:33]
turnarounds. Um he did want sprinklers
[24:36]
installed which we do have you know in
[24:38]
the budget and in the plans for the new
[24:40]
building. Um, but because it's older
[24:42]
than 6 months, county wants wants him to
[24:46]
fill that paperwork out again. But we
[24:47]
did already receive his preliminary
[24:50]
approval about a year ago when we first
[24:52]
started trying to move forward with
[24:54]
things.

And just one thing to add, um, you know,
[25:00]
there's a lot of discussion in there
[25:01]
about storm water and potable water and
[25:04]
things of that nature, and they're all
[25:05]
going to be well, except with the
[25:08]
potential of the electrical, they're all
[25:11]
going to be new, um, you know, uh,
[25:15]
services hopefully, you know, just
[25:18]
attaching to existing services
[25:20]
underneath Orchard Street is what we're
[25:22]
hoping happens. What might happen with
[25:24]
the electrical is there might be an
[25:27]
existing service that was added as part
[25:31]
of a work done a year or two ago for the
[25:34]
church that is just waiting there for
[25:36]
the new food pantry to tap into
[25:39]
basically.

get things going that this will probably
[26:12]
be a separate issue, but I really want
[26:14]
to have sidewalk from the main sidewalk
[26:17]
all the way to the new food pantry so
[26:19]
that people that have challenges and
[26:22]
have wheelchair or mobile uh mobility
[26:25]
issues will be able to have access.
[26:28]
That is in in in my plans in my head,
[26:31]
but it'll be on paper at some point.

you planning on expanding the the number

of people that you provide services to

or going outside the Monroe area or or

>> So we already serve people from all over

from Lane Lynn and Benton counties and
[26:53]
so we because the food pantry is not
[26:55]
obligated to be within a certain uh uh delineated area we are um required to
[27:03]
be open for anybody. So, we already
[27:05]
serve a great deal of people that um you
[27:10]
know, we would love to see see more
[27:11]
Monrovians be able to come and and be
[27:14]
part of that. And hopefully with this
[27:16]
new construction, they'll see that
[27:17]
that's happening. But we we already this
[27:21]
year alone, if you look at the numbers
[27:23]
that we served, um and that would be
[27:26]
just people in all together and families
[27:29]
um we've already served over 10,000
[27:31]
people this year.

depending on

South Benton County Gleaners program in
[27:54]
there which is a different nonprofit

that's using our site and renting that.

And then we also serve seniors and we
[28:00]
have a snack pack program with the grade
[28:02]
school. And so we're trying we're
[28:03]
running all of those uh programs within
[28:06]
that building and it's way way too
[28:08]
small.

question just is it going to increase
[28:14]
vehicle traffic and so on so forth in
[28:16]
the in that neighborhood and in that
[28:17]

Janice, the facilities that are there

now that you're using, where do those

in was the parking garage for the the

people that the parsonage um and the
[28:46]
lady that um was the pastor of that
[28:48]
church at that time in the in late 1980s

just started that food pantry out of her
[28:52]
house and then moved it to the garage
[28:54]
and that's where it's been ever since.

Um and the food pantry became a
[28:58]
nonprofit and um and rented from the uh
[29:02]
from the Monroe United Methodist Church
[29:04]
in 2013 when we became our own nonprofit
[29:08]
and then we bought um the property in in
[29:10]
2022 and so now it belongs to the South
[29:13]
Mountain Food Pantry.

the parcel right behind your area is the

community garden.

and so I have I'm looking out for the

future as well and so I would like to

just remain as it is

the old um maps and things like that, it

was my understanding that the greenway

that is um by the um parking lot could

why we have the engineers though

my preference would be for the site to

be paved. I recognize that this is a

nonprofit organization, so I want to
[34:36]
work with you to the best we can that we
[34:38]
can, but two things, it may ultimately
[34:40]
be required and I strongly recommend it
[34:42]
anyway, but this commission also has the
[34:45]
ability to require.

then. I know that the neighbors um will not likely like to have that
[34:56]
paid. We've already had that discussion
[34:58]
and so um that might be something we
[35:02]
might have to work with
[35:04]
for future reference.

aware there there's a 14-day appeal
[35:10]
period during which anybody could write
[35:12]
a written appeal um the following a
[35:15]
notice of decision providing that it
[35:17]
were favorable. That would be the

opportunity and the time in which
[35:20]
somebody could raise that consent.

>> I think the only reason anybody's even

looking at paving is a is an issue is
[35:28]
because of safety hazards for
[35:31]
patrons and people coming in out of

know I I as long as it's maintained well
[35:40]
and everything I don't have a problem
[35:41]
especially in our climate
[35:44]
but um
[35:44]

safety um and also aesthetics the

reasons potentially to support not

paving it would be storm water

range of options to pursue while it's

not necessarily asis or paid like there I've seen a lot of different

that it can provide some guidance of the striping and the like. So, as long
[36:28]
as we're meeting the letter of the code,
[36:30]
and I think that there's plenty of room
[36:32]
here to work out there.

equivalent professional who can provide

the documentation that is acceptable to

the city that verifies those property

boundaries. And we'll absolutely have a
[37:12]
team meeting or meeting with you and the
[37:14]
city engineer record so you can
[37:16]
understand exactly what they're looking
[37:17]
for. We just want to make sure that what
[37:19]
you're telling us you're putting is what
[37:20]
you're ultimately going to put on the
[37:22]
record.

And just um for your knowledge, we did
[37:26]
have a survey done before we bought the
[37:28]
place. So um there should be a survey
[37:30]
some place that is documented in Benton
[37:33]
County.

It'll be three units or above and all

commercial projects. And the goal is

following approval by the planning

commission and maybe sometimes

what will happen is the fire chief,

myself, our engineer of record as well

as uh the sheriff for the county will

just for city services, but also for

emergency services, for volunteer

place for the state and the federal
[59:20]
government to come where they need to
[59:22]
dispatch and have a central command
[59:24]
location. Um, there's a lot of uh
[59:27]
potential to build something that has a
[59:30]
lot less impact on the city and provides
[59:32]
a huge benefit for South County. We

don't have DOC right now.

come into budget season this coming
[1:01:00]
year, that is one of the projects that
[1:01:02]
we're going to be working closely with
[1:01:04]
the budget committee on. There are
[1:01:05]
several things that I'd like to
[1:01:06]
accomplish in this next year that are
[1:01:08]
reasonable and feasible given some of
[1:01:09]
the other development that we see going
[1:01:11]
on. It makes a lot of sense. There are
[1:01:13]
other things that we're going to
[1:01:14]
structure into a capital improvement
[1:01:15]
plan and put on a five or 10 year
[1:01:17]
schedule. Um the low hanging fruit and
[1:01:19]
the things that make sense now are the
[1:01:21]
ones that I want to bring off the shelf
[1:01:22]
dust off. That is absolutely
[1:01:25]

Comprehensive plan
[1:01:28]
>> comprehensive. So
[1:01:31]

>> Yes. One was one was taken by the
[1:01:37]
comprehensive plan. Are we going to
[1:01:39]
update that soon or
[1:01:41]
>> as you need to
[1:01:43]
>> as you know there was a comprehensive
[1:01:45]
planning process that was completed in
[1:01:47]
2019 that was largely led by um a rare
[1:01:51]
participant and some folks from the
[1:01:53]
state that participated intermittently.
[1:01:55]
There wasn't
[1:01:57]
an individual from beginning to end that
[1:02:00]
sewed all of the pieces together and
[1:02:02]
included things like our parks master
[1:02:04]
plan, our overlays, thinking about
[1:02:07]
economic development. Those things
[1:02:08]
didn't necessarily happen and it's okay.
[1:02:12]
But the real challenge here is that they
[1:02:13]
never finalized the plan and submitted
[1:02:15]
it to the state for acknowledgement.
[1:02:17]
there's a post acknowledgement plan
[1:02:19]
amendment requiring and so they
[1:02:21]
initiated it and it was finalized it
[1:02:23]
which means that our current
[1:02:24]
comprehensive plan uh it isn't valid if
[1:02:28]
somebody if we were to pass anything
[1:02:30]
based on our current comprehensive plan
[1:02:31]
it could be appealed which is the reason
[1:02:33]
I had to come before you during our last
[1:02:35]
session uh with the GR zone that should
[1:02:38]
have been a GRB for that development
[1:02:40]
it's all coming back to those same
[1:02:41]
things my view is rather than just
[1:02:44]
formalizing the existing 2019
[1:02:46]
comprehensive I'd very much prefer to
[1:02:48]
include this as a component of the
[1:02:50]
envisional process that I've started
[1:02:51]
with council and you all I'd like to see
[1:02:53]
moving forward throughout the rest of
[1:02:55]
this year. We'll have town halls this
[1:02:56]
year. We also have a lot of other things
[1:02:58]
going on like the 1135 project which
[1:03:00]
ties into some multimodal access
[1:03:02]
projects that we have things like
[1:03:03]
getting a bridge going across there that
[1:03:06]
could absolutely change the nature and
[1:03:08]
intent of our comprehensive plan. My
[1:03:10]
view is that we stick with what we have
[1:03:12]
at the moment. We are not in such a
[1:03:13]
situation where the prior comprehensive
[1:03:16]
plan encumbers us in any way. Um if we
[1:03:20]
change the comprehensive plan from the
[1:03:21]
2019 version probably wouldn't change
[1:03:23]
significantly. Probably half or less,
[1:03:26]
right? It might just be 20% of that. But
[1:03:29]
I do think that rather than just
[1:03:31]
formalizing it now and saying we're
[1:03:32]
done, we should probably revisit.
[1:03:35]

it so we can turn it into the city or
[1:03:40]
the state.

>> That's fair. Yeah, we we need to drop
[1:03:43]
the completion date. We we're we've
[1:03:46]
kicked the cans down the road way too

long. So this time
[1:03:50]
>> June, July, August, whatever, that's
[1:03:52]
what we're going to have done.

>> I want to temper your expectations just
[1:03:56]
like um so we're talking about a pretty
[1:03:59]
significant process. We are uh there's
[1:04:03]
some news that I I I encourage you all
[1:04:05]
to attend attend the work session coming
[1:04:07]
up because there are some big things
[1:04:09]
coming up in the next several weeks that
[1:04:11]
we'll discuss at that meeting which
[1:04:13]
dovetail right into this but I think
[1:04:16]
that if you had the comprehensive plan
[1:04:18]
completed at the end of the year the
[1:04:21]
final quarter of this year that is a
[1:04:23]
reasonable timeline and if we beat that
[1:04:26]
then it's possible
[1:04:29]
but I I would I would encourage you to
[1:04:31]
target that date. I'm very open to your
[1:04:34]
recommendations um and enforce this a
[1:04:37]
little before.

require to get that done.

scope out what the work entails because

last comprehension plans took 12 months.

on that nontop

break it all down and assign it's not
[1:05:04]
just the bang doing it so it's a fairly
[1:05:07]
comprehensive process. There are pieces

in that comp plan that if you just read
[1:05:11]
through it's like this read it's great
[1:05:12]
this makes a lot of sense but if you
[1:05:14]
look at it from a practitioner or
[1:05:15]
subject matter expert you start to
[1:05:17]
realize that there's some pieces that
[1:05:19]
were more theoretical and academic maybe
[1:05:22]
than they were practical and I'd like to
[1:05:24]
present those to the commission for an
[1:05:26]
opportunity to fix them.

comprehensive plan was finalized. This

is separate plan.

we initiated and never finalized.

There's like 10 items going back to
[1:05:58]
2017.

And those are all things that the
[1:06:02]
comprehensive plan is one of them that
[1:06:04]
needs to be submitted so that the state
[1:06:05]
finalizes
[1:06:08]
like a weekly.

there's just a lot of folks that didn't
[1:06:16]
know what to do.

state. It's not like we have a full
[1:06:26]
package that is proofed and ready to go
[1:06:29]
and that just needed to get put on the
[1:06:30]
finish line. We're a good distance.

I've been working a lot in the
[1:07:22]
background over the last several months
[1:07:24]
getting all these pieces put together,
[1:07:25]
working with our state partners,
[1:07:27]
coordinating people that typically don't
[1:07:29]
coordinate. Um, getting them all into
[1:07:31]
the same room and into the same head
[1:07:32]
space. Uh, at the work session, we'll be
[1:07:34]
discussing some of the events coming
[1:07:36]
forward which are going to really take
[1:07:37]
this stuff into
[1:07:39]

today. The agenda actually is up. So um
[1:07:45]
if not I I can absolutely tell you now

what's on the agenda is a discussion um
[1:07:50]
with the regional solution team that's a

kickoff that includes all of the uh lead
[1:07:54]
representatives for our region from
[1:07:58]
department of land conservation and
[1:07:59]
development um from economic development
[1:08:02]
so business of Oregon it includes DEEQ
[1:08:05]
it's going to include folks that work
[1:08:06]
with OA uh really all of the key
[1:08:09]
agencies the goal is to talk to them
[1:08:11]
about what our challenges are which ones
[1:08:13]
are going to require money and which
[1:08:14]
ones we're going to ask for letters of
[1:08:15]
support when we go to the legislature.
[1:08:17]
We're going to be presenting to them the
[1:08:19]
funding tools that we want to go after
[1:08:21]
so that they know what our strategy is.
[1:08:23]
We'll be listening very intently about
[1:08:25]
ways that they believe they can plug
[1:08:26]
into that process and support us,
[1:08:28]
whether it's through technical
[1:08:29]
assistance or through funding. Following
[1:08:31]
that, I will be working with city
[1:08:33]
council to have uh work session, not
[1:08:36]
work sessions, but town halls every
[1:08:38]
quarter, which is what we've talked
[1:08:39]
about quite a bit up until this point in
[1:08:41]
time. And those will help lead us
[1:08:43]
towards completing a lot of these uh
[1:08:45]
things that need to get finalized with
[1:08:47]
date certain attached to
[1:08:52]
you mentioned February 12th. Is it the
[1:08:54]
12th or 17th that week?
