I don't know where I'll be.
Hello. Welcome to the planning
[0:58]
commission meeting. Today is February
26th, 2026, 6:30 p.m. We are going to
[1:05]
get started tonight with a prayer by
member Taylor and then when we have
[1:10]
finished, please rise and join me in the
pledge of allegiance. Thank you.
[1:19]
» Turn on my microphone. Father in heaven,
we're grateful to be here. We're
[1:22]
grateful to participate
in the governing of this county as part
[1:28]
of this great nation. We're grateful for
that blessing in our lives to be a part
[1:34]
of it to be able to raise our families
and to live here. We ask the spirit to
[1:40]
be with us that we might be civil
and respectful
[1:49]
and conscientious about our decisions
and discussions. We ask this in the name
[1:54]
of Jesus Christ. Amen.
[2:01]
I aliance to the flag of the United
States of America and to the republic
[2:08]
for which it stands. One nation under
God, indivisible, with liberty and
[2:14]
justice for all.
[2:26]
Do I have a motion for the approval of
the agenda?
[2:29]
» So moved.
>> Motion by member Sessions.
[2:31]
» Second.
>> Second by member King. All in favor?
[2:35]
» Any opposed?
>> Motion carries unanimous. Any conflicts
[2:39]
of interest with anything on the agenda
this evening?
[2:48]
Seeing none, we will move into public
comment. Um, our legislative item has a
[2:55]
public hearing tonight. So, if you're
here to speak about that, please refrain
[2:59]
from doing so. We will have a public
hearing at that time.
[3:02]
Um, if there's anything else you'd like
to speak to us about, please come
[3:06]
forward and state your name for the
record. Thank you.
[3:25]
Seeing no public comment,
move into our first agenda item tonight,
[3:30]
the Bowman Rezone.
[3:35]
Uh the Bowman Rezone is application
number 25.047.
[3:40]
Uh it's located approximately 3690 North
Morgan Valley Drive. Um the property is
[3:47]
currently zoned uh split residential RR1
1acre zoning and A20 and the general
[3:54]
plan designation currently shows a
majority village low density residential
[3:58]
uh with a portion rural residential.
Village low density residential is half
[4:03]
acre which is um what they're requesting
tonight. Uh the total acreage of the
[4:08]
property is 1.39 acres. Uh staff has
reviewed this application according to
[4:14]
our zoning map as well as um the future
land use map. As you can see on the
[4:20]
future land use map um the bright yellow
is uh village low density residential.
[4:26]
It takes up a majority of the property.
Um and then the remaining portion is
[4:31]
rural residential which is typically one
acre. And then if you go to the zoning
[4:36]
map, uh something's wrong with the
zoning map. I'll have to get that fixed.
[4:40]
It looks like when it was being edited,
it got the property got dragged.
[4:46]
» Yeah.
>> So, I'll just have to get that um push
[4:49]
back up. But property uh currently has
split zone R1 uh and um A20.
[4:58]
Um what they're proposing is to go to
R120 completely, which is halfacre lot.
[5:04]
Uh staff believes that because a
majority of the lot on the future land
[5:09]
use map shows um village low density
which is halfacre zoning. Uh we believe
[5:14]
it makes uh makes good planning sense.
Uh staff is not making a recommendation
[5:19]
but uh would like to turn the time over
to the applicant and they can kind of
[5:23]
speak their case if if that works for
you.
[5:26]
» That's great. Thanks.
>> Thank you.
[5:30]
Hi,
[5:36]
I'm Brad Bowman. Um,
just really was told I didn't really
[5:42]
have to be here, but was here to answer
any questions if anyone had any. Seemed
[5:47]
pretty straightforward. This was
property that was previously owned by
[5:50]
our family. Uh, it's adjacent to our
ranch down below, which is why I bought
[5:55]
it. And uh the home on that property was
moved to that location from my father
[6:04]
and my uncle's uh cousin.
Uh it was his home, Alfred Bowman. Home
[6:10]
had to be moved because they were
putting in the canal and that's where
[6:14]
the home was. And so like family uh made
an arrangement for them to have access
[6:19]
to this land because they own some
property down below that we now own. and
[6:25]
uh ran a dairy there. So, they moved the
house from the canal down to there and
[6:30]
the barn. And uh basically, as you can
see, all the adjacent property is
[6:36]
property that's already R120.
Uh the property to the east is also
[6:41]
already been reszoned R120.
And uh it's just part of the straight
[6:47]
line that would go down. Otherwise,
there'd be a little jagged area there
[6:51]
that was carved out that isn't R120,
which not make any sense in my opinion.
[6:58]
» Are there any questions at all?
[7:06]
» All right. Thank you.
>> Thank you.
[7:12]
» Any questions for staff before we move
into a public hearing?
[7:16]
Do you have a motion for a public
hearing?
[7:20]
» So moved.
>> Motion by member McMillan.
[7:23]
» Second. Second by member W. All in
favor?
[7:26]
» I I.
>> Any opposed? Motion carries unanimous.
[7:29]
We are now in public hearing. If you
would like to speak to us about this
[7:31]
item, please come forward and state your
name for the record.
[7:46]
My name's Russ Braithweight.
Um, we live just adjacent to this
[7:52]
property and it's more of not so much a
comment, just a question. How many
[7:59]
totals acres are there combined
with these two lots that are proposed to
[8:05]
be
the same uh zoning?
[8:11]
» Yes. So, this isn't a Q&A, but I will
answer. It is 1.39 acres is the
[8:16]
requested resone.
>> Total acreage is 1.39 acres and you can
[8:20]
see that on the map as well.
>> I I thought that was just the one little
[8:24]
piece on there, but
>> that's the total there.
[8:28]
» That was my only question I had.
[8:42]
Seeing no additional public comment, do
we have a motion to go out of public
[8:45]
hearing?
>> Motion.
[8:46]
» Motion
>> by member King, second by member Watt.
[8:51]
All in favor?
>> I.
[8:53]
» Any opposed?
>> Motion carries unanimous.
[9:01]
» Any questions for staff?
[9:10]
In the sake of Robert's rules, are you
ready for any motion?
[9:13]
» Do we have a motion?
>> I I have a motion.
[9:16]
» Motion by member sessions.
>> I move we forward a positive
[9:19]
recommendation to the county commission
for the Bowman Rezone application number
[9:24]
25.047 047 changing 1.39 acres from RR1/
A20 to R120
[9:33]
with an accompany amendment to the
future land use map from village low
[9:38]
density residential and rural
residential to village low density
[9:44]
residential completely based on the
findings listed in the staff report
[9:48]
dated February 26,
2026.
[9:52]
Second
>> motion by member Sessions, second by
[9:55]
member Taylor. Any discussion?
[10:06]
» No, seems simple.
>> Cool.
[10:10]
» All in favor?
>> I
[10:12]
» I.
>> Any opposed? Motion carries unanimous.
[10:18]
Thank you.
[10:26]
So, the second legislative item that was
supposed to be on uh the agenda tonight,
[10:31]
I take full responsibility. The wrong
staff report was attached to the packet.
[10:35]
It does not contain the actual language
that's being changed. So, I would like
[10:40]
to request a continuence to a date
certain so I don't have to renotice it
[10:44]
um either the 12th of March or the first
meeting in April.
[10:50]
Um, whichever one you want to pick, it's
fine. 26. Please don't. That has the uh
[10:57]
gun range.
>> I would imagine that will be
[11:04]
» I'll move to continue this item number
seven to the 12th of March. Second.
[11:11]
» Motion by member Taylor, second by
member King. All in favor?
[11:16]
» I
>> I.
[11:17]
» Any opposed? Motion carries unanimous.
March 12th. It is.
[11:20]
» Thank you.
>> Thanks.
[11:22]
» Also, uh Mike Newton had a uh conflict.
Uh so he wasn't going to be able to be
[11:27]
here tonight. Uh he had a meeting out of
town. Uh so we're going to push the
[11:32]
training off to either the 20 the 12th
or the 26th, whatever works for Matt and
[11:39]
uh Mike. Awesome. And then we may push
more training off to a different meeting
[11:45]
for the open meeting law uh to try to
kind of get you some more training and
[11:50]
» meet your yearly requirement.
>> Great.
[11:52]
» Thank you.
>> Yep. Thank you. Appreciate everything
[11:55]
you guys do.
>> Any questions?
[11:56]
» I do have question. I can't seem to find
the current zoning maps on the new
[12:03]
layers.
>> Okay.
[12:05]
» Yeah, I' I've actually gotten that. I
apologize. I probably should send you
[12:10]
the link to where the map is located
now.
[12:12]
» Um, if you go to our web page, you go to
maps, instead of there being nine or 10
[12:17]
different maps, there's only three,
>> right?
[12:20]
» If you click the middle one, uh, which I
think it's called the ownership map on
[12:25]
the left side, there's a box and, um,
like a little it has different buttons
[12:31]
to different tabs. One of them is the
legend. If you click the legend, it
[12:35]
brings up another box and you can turn
and it's really slick. You can turn
[12:40]
different uh layers on and off and it
includes
[12:44]
» all the zoning layers uh flood map
zoning. It includes all the hazard
[12:49]
mitigation maps. It's all contained in a
single map now. And you can turn the
[12:54]
layers on and off.
>> I I tried but I can't see zoning. So,
[13:00]
» um I can I can walk you through right
now.
[13:02]
» Yeah. Do we want to make this part of
our training really quick? Like just
[13:06]
show us
>> how like how you use it?
[13:08]
» I can click on the planning and zoning.
>> Make it for 15 minutes.
[13:15]
» Okay.
>> I appreciate it.
[13:20]
» No, I I saw all the different layers and
the soils. I I get that, but I couldn't
[13:26]
» find the current zoning.
Uh the other issue uh is um when the
[13:33]
recorders put the map together, they
didn't keep the same colors.
[13:38]
They changed the colors. So I need to
have a conversation with them about
[13:42]
reverting
>> back to
[13:43]
» Yeah. It would make it a lot easier for
everybody
[13:46]
» old people.
>> Uh not just old people.
[13:51]
Um
[13:55]
let's see. Oh, that's Morgan City.
That's weird.
[13:59]
» It does that sometimes though.
>> Yeah.
[14:03]
» Uh if you come to departments, planning
and development, P&D maps, you got the
[14:08]
three. You have geohhazard. You don't
really need to use that anymore because
[14:12]
it's all incorporated into this middle
map. Click on the middle map.
[14:17]
This comes up every time.
Yep. Uh there's three tabs on the left
[14:23]
side here. The top one is the map
layers. It looks like there's sheets of
[14:28]
paper that are stacked. If you click on
that one, um, it has all the Morgan City
[14:35]
boundary. It's got the recorder layers,
surveyor layers, uh, planning and
[14:39]
development layers. You have the
election. On the right side, you have
[14:43]
this eyeball that's got a line through
it. Um, if you drop down the planning
[14:49]
and development layers,
you can turn that on, but then you can
[14:53]
go through and you can turn on or off
individual layers.
[14:57]
» That's awesome.
>> So, if I if I zoom in, let's just zoom
[15:00]
in here.
Um, the closer you zoom in, a lot of the
[15:06]
layers will populate at a certain uh
scale. If you're outside of the allotted
[15:12]
scale, it won't populate. So, you kind
of have to zoom in, but you can turn the
[15:18]
flood plane on and off, the faults,
land, uh, the landslide scarps. There's
[15:23]
a slope.
This one, I'm glad default is always off
[15:29]
because it really Here, I'll turn it on
and show you.
[15:33]
» That one bogs down the system pretty
good.
[15:35]
» Yeah. Well, you can't tell what anything
else is. So, um, that one, unless you're
[15:41]
actually looking for slope data or
whatever, I would keep that one off. it
[15:44]
just kind of confuses everything. I'd
keep the soil data off as well cuz
[15:48]
that's another yellow layer on top and
it kind of messes with the colors. Uh we
[15:54]
do have uh a layer with development
agreements,
[15:58]
zoning info.
Uh so you can turn on the zoning info.
[16:03]
If you're going to do the zoning though,
I would make sure that all the other
[16:06]
layers are turned off.
>> Where is the key on this? Like if you
[16:11]
let's say you did soils or
>> um it's the third tab down.
[16:16]
» Okay.
>> So once you turn on zoning info.
[16:19]
» Yeah.
>> And let's just pretend that that's the
[16:21]
only one that I have selected.
>> If you come down to the legend, you can
[16:26]
scroll through and the colors kind of
tell you what each thing is.
[16:30]
» Mobile is a little bit different than
desktop. I'm finding on the iPad.
[16:34]
» Yeah, I haven't used the mobile. I' I've
only used the desktop. So I apologize. I
[16:39]
can spend some time troubleshooting the
mobile over the next couple weeks.
[16:44]
» Mine one I only have two.
>> I feel like that's the case with
[16:48]
» kind of reverse.
>> They don't work well on that.
[16:52]
» So if you see um shapes with like this
horizontal yellow line,
[16:58]
» those are properties that have that have
a record of survey
[17:02]
» on those properties from the past. um
they're not official plats or
[17:08]
subdivisions, but they have a record of
survey. So, at some point, we have a
[17:12]
recorded record of survey for those
properties. The ones that are the blue
[17:17]
lines that are up and down, this is the
really cool thing. So, if you click on a
[17:21]
property that's got that up and down,
the blue that shows there's a
[17:25]
subdivision there, and you come up to
the arrows,
[17:30]
» you can actually click it and bring up
the plat.
[17:35]
» Nice.
>> That's really cool.
[17:37]
» That is a game changer for this county.
>> Yes.
[17:43]
Um,
just a huge shout out to the recorders
[17:47]
office, Sean and, uh, you know, Charles
and Jamie. They've done a lot of work.
[17:53]
» That's awesome.
>> So, uh, that's the current map.
[17:57]
Obviously, uh, colors probably need to
go back to what the zoning colors used
[18:01]
to be. It would help a lot of people.
Um,
[18:05]
but
that's great. Yeah. So, you just scroll
[18:09]
down and then it's on there. Shows the
key,
[18:12]
» right? Yeah, mobile is
[18:17]
» Oh, yeah. So, uh, when I clicked on this
parcel right here, it there's four
[18:22]
sheets that that are affected by that
where I clicked, and you can actually
[18:28]
arrow through them. So, not only is
there the subdivision, but there's an
[18:34]
ownership trail.
Um and then
[18:40]
this actually verifies the zoning.
>> Awesome.
[18:43]
» So if I like the colors are confusing.
>> You just can very much Yeah.
[18:47]
» Yeah. If if you just click and you can
kind of see when a parcel is split zone,
[18:53]
like if you see down here and I click in
the middle, it highlights the entire
[18:58]
parcel, but you see different colors in
it. That means there's multiple zones.
[19:04]
And you can click in the area of each
one
[19:08]
and it'll tell you the zoning in that
area and it'll highlight the whole every
[19:13]
property that's affected by that zone.
>> It's really cool.
[19:19]
» Yeah, we like it.
>> Yeah, I was pretty impressed because I
[19:24]
I've been asking for this stuff for a
long time.
[19:28]
Yeah.
Uh any other questions?
[19:33]
I'm getting a lot of pink. It almost
looks like a
[19:38]
a layer that
>> Yeah, that's probably probably the flood
[19:42]
plane.
>> Yeah. Can
[19:44]
» I It should be
>> How do you get rid of it?
[19:47]
» Oh, uh flood plane is actually one of
the things you can turn off. It's one of
[19:52]
the layers.
So,
[19:57]
» I thought it was off. That's why I'm
>> Oh, weird.
[20:03]
Um,
>> so go to
[20:06]
right this one.
>> Yeah.
[20:08]
» Drop it down. Now turn them off
individually.
[20:23]
So, what it showed is she had she had
one of the four items in that dropdown
[20:30]
selected as off, but in the when it
collapsed, it had it showing as off.
[20:36]
» Okay.
>> But three of them were still on. You had
[20:38]
to even though it showed it off.
>> Oh, weird. Okay.
[20:42]
Um, I can talk to Sean and Charles about
maybe we kind of troubleshoot the iPad
[20:48]
or something. Yeah.
>> Look at it a little bit more.
[20:53]
» Any other questions?
[20:58]
» Thank you.
>> Thanks for showing us that.
[21:05]
» Um, motion to approve our minutes. They
were
[21:11]
Motion. Do we have a motion to approve
February 12th, 2026 planning commission
[21:15]
meeting minutes?
>> So moved.
[21:17]
» Motion by member Sessions.
>> Second.
[21:21]
» Second by member King. All in favor?
>> Oh.
[21:25]
» Oh. Do you have any comments?
>> Oh, yes.
[21:27]
» We just need to change the Telford to
Taylor and all of those. It's kind of
[21:32]
» intermingling.
[21:37]
» I changed the website.
[21:45]
I'm just looking at the packet that I
got
[21:53]
» minutes at the end of the packet
>> from this week's packet.
[22:02]
» And there's one other
>> in uh since I received an email from
[22:07]
him. It was Banell, but I think in the
minutes it's spelled B A N instead of B
[22:12]
U.
>> Okay.
[22:27]
» Yeah,
[22:34]
» there's a few
[22:44]
I'm sure if you do a search it'll find
the wall.
[22:59]
» All in favor of
>> with adjustments
[23:02]
» adjustments.
I
[23:04]
» I
>> I
[23:05]
» I
>> Any opposed?
[23:08]
Motion carries unanimous. Motion to
adjurnn.
[23:12]
» So moved.
>> Motion by member Taylor.
[23:15]
» Second.
>> Second.
[23:17]
» Any discussion
[23:20]
» to end the meeting?
