kind of subjects are coming up, we know these events that we're going to have it.

We pretty well know before we come into that school board meeting that that is the most

and is going to be made because we know the subject we're talking about, we've had the

information about what we need to discuss and private for the district. So it isn't like we

come in here and all of a sudden it's a fire alarm and we got to run in the back room

because it is so sensitive and most of the things we talk about are things that come to the
[31:39]
board and to add to what you're telling the same, a closed meeting has to be like when we
[31:47]
And we vote on emotion and majority of roles, okay?
[31:51]
But if we vote to go into closed session, it has to be a two-thirds for a closed session.

What are the questions, do you guys have just, oh, the other thing that I was going to bring
[32:12]
out, then I'm going to turn the time over to Scott, and I want him to have a full 20 minutes

The other thing I was going to bring up is all make mistakes, yes, and we all will, and we just, you know, help each other, but if you notice that I'm calling for a vote and we haven't had the motion yet or something like that, just say, and it's called point of order, if something's a miss, something's not in order, say point of order, and that's when we stop.

WPUs, that's the way that people unit. That's the primary way that we're funded by the legislature and it's an approximation for attendance or enrollment.

Add on WPUs, we get additional money for special populations such as CPE, Average, or Spad.

So, in addition to the roughly $4400 that we get for each student enrolled in the district,
[38:18]
we get additional dollars for those special programs.
[38:22]
Cola, that's the acronym for Casa Litting Allowance when we get into looking at salary
[38:28]
negotiations, committee, all of our employees are on salary schedules, and so there's
[38:34]
steps that they get just as seniority happens, and so that's separate from the Casa
[38:39]
Litting.
[38:40]
So I can get a little, especially if you're coming from the private sector where you have,
[38:45]
you know, your salary this year, the next year, if you just stay another year, you get
[38:49]
a step.
[38:50]
If you did additional education, you can get a laying, you know, a shift over on that schedule,
[38:55]
then a cola or a cost of living applies across the board to everyone.
[38:59]
So, a cola is sometimes used synonymous with a raise that is just one component of the overall raise.

TNT, trees and taxation, that's a process we go through for generating additional local tax revenue.
[39:13]
And it's dynamite.

And it's a great idea.

And then equalization, also known as board local voted guarantee, this is a program that was designed to level up playing till between rich and four districts.

And we've always been a recipient of that equalization coming in.

With the new growth is happening in the community.

This is probably our last year of receiving those payments.

So that'll be a big topic because we get into the budget cycle too.

is we were getting as much as 1.6 million that we were receiving in property tax subsidies
[40:11]
coming from these more wealthy counties, and now as our property value is to go up,
[40:16]
that builds a way. So, by the way, you know, those who've done new growth generates new
[40:20]
money too. So, that's just kind of like coming off of welfare and going to work. That first
[40:26]
month, you're not really an heir. You're just getting the same dollars but you have to go to work
[40:33]
That's the transition that we will be in.
[40:37]
There are six reports that I highlight in this thing here that reports that it would be helpful to be familiar with.

And I'm going to go through them not in this order, but our audited financial report.

So we're approving the minutes from the prior month,

and he's staffing changes,

the monthly budget report, the check registers make becomes the principal reports.

All of those items are in that consent agenda, so it would be appropriate if you have specific
[42:10]
questions either before board meeting, ideally before board meeting, or at the time of the
[42:15]
consent agenda to ask and say, you know, if there was a large payment to X, what was that for,
[42:22]
or, you know, if you have other specific questions about it, definitely reach out to me if you
[42:28]
want some guidance on looking through there.

There's a lot of detail.

Everything you'll check that we issue is on that report, whether
[42:34]
here from the district or after the individual schools.

And then there's a principle report that shows the balance
[42:40]
is of each team or PTSD, so already

that that's held with the school.

So every month, you get an abundance of disclosure on those items.

And so my recommendation would be kind of in this order.

Definitely go through the minutes from the priority,
[42:56]
because you're going to be approving those and make sure anything you said was captured
[43:01]
after the week that what you thought the discussion was is in there so that we haven't
[43:05]
after record and then this is where you are where the staffing changes the board doesn't make
[43:10]
staffing changes so the administrators make those changes that this is where the board is made
[43:16]
aware of the staff and has the opportunity to be aware of that and then monthly budget report
[43:23]
Since we're doing our slideshow backwards, we want to go back.

This is the monthly budget report.

It's the juuually has the distincts of being the only
[43:31]
colorful report in the package so that you can just
[43:34]
skim through a lot of other stuff and get right to the budget.

funds that we have invested in there.

And that's there's a cycle.

We collect all the property tax in November, December.

So, right now we're at a peak time, and it will spend that money down as we go throughout the year.

And then we have three ways that we kind of break the data on the first main section there as a summary of expenditure by object.

So, that's by accounting code salaries, supplies, equipment, things like that.

So, this takes all of our expenses and breaks them down by that category.

And the next section is a summary of the revenues by

fund, and so you can see, you know,

for our general fund or capital fund, you can see slang there, what are revenues?

I have a couple of years of history as well as the budget, and then the current year.

And then down below is the expenses by fund. So you can see the expenses two different ways.

You can see, okay, how much are we spending on capital? How much are we spending on relations?

how much we're spending in the foundation, or you can see all the world together and by
[44:53]
having our. So kind of looks like everything is duplicated, but that's just so you can look at it
[44:58]
in two different ways.

and one for masters, and then this is the years of service, so we're a career with that

It uses put out the county in the city, and then what the dollar amount changed would be.

So this is last year's based on the where the rate was set.

An average home, if there was no valuation increase, what it decreased in taxes by $12.30 a month.
