[0:22] they have it or not.
[0:28] » [clears throat]
[0:41] » Very much.
[1:03] Yeah, they just >> Okay, it is 6:30.
[1:08] Get the meeting moving. Um, before we move on to the uh agenda, just a couple
[1:15] of notes here. Um, my name is Scott Rose. I'm the mayor prom. Uh, Mayor Tom
[1:21] Whisler is traveling today, so I'm sitting in hisstead. Uh Lori as well is
[1:27] sitting in for the city manager uh city minister Chris.
[1:31] » So you get the B team all night folks. >> I don't know about you, I'm pretty much
[1:36] the A team over here. >> I know I [laughter] know you believe
[1:39] that and we appreciate that. Um one other note I wanted to pass along.
[1:43] Congratulations to the Mount Vernon basketball uh Mount Vernon girls
[1:46] basketball team their three quarterfinal win over Cherokee over in De Moines uh
[1:51] 5544. So, it was a low scoring, but it was a good game. So, uh with that, we'll
[1:57] open the meeting. We already did that. And um move along to the agenda. We
[2:06] don't have any changes to our correct. >> We are going to table J10 tonight,
[2:11] » which we'll do. Okay. >> When we move the agenda as presented,
[2:17] » second Paul and Mark on that. Um, all those in
[2:23] favor say I. >> I.
[2:24] » I. Opposed. Motion carries. Uh, we come to the
[2:29] communications portion of the agenda. So, um, if you're here to speak on an
[2:34] item that is on the agenda, we would ask that you wait until that item comes up,
[2:40] you'll have time to speak at that point. If you are here to speak to something
[2:43] that is not on the agenda, we would invite you to come up to the podium. Uh,
[2:48] make sure the green light is on. You'll have five minutes. and uh we'll go from
[2:52] there and Mary's going to kick us off. >> Uh please introduce and and your
[3:00] address. >> My name is Mary Evans. I live at 313 2nd
[3:05] Avenue Southwest. >> Tim Lor, 6123rd Avenue Southwest.
[3:11] » I'm chair of the Cemetery Commission. and Tim and I are here to clarify any
[3:16] questions on the two public notices published in the Sun newspaper. One
[3:22] public notice listed 30 gravestones that were identified by conservator John
[3:27] Haidider in need of restoration. The cemetery commission and volunteers were
[3:32] trained on July 25 by Haidider at a three-day hands-on workshop held in the
[3:38] cemetery. The cemetery commission has formed four teams who are volunteering
[3:44] their time and have purchased their own equipment to level, repair, and reset
[3:48] those 30 gravestones. Haidider's estimate for restoring those stones was
[3:54] $5,65.
[3:57] The commission is only asking the city to furnish the CA6
[4:02] gravel needed to level the stones. Tim Lor will lead this restoration project.
[4:12] » Yeah, I uh engineer by training and like to dirt
[4:18] and rocks and things and got to meet Mary who been doing this uh
[4:23] kind of for the first time I guess and uh he said yeah I can do that. We've
[4:26] started out small. We've done six or seven that Mary had put in the paper and
[4:31] are working our way up a little bit. We'll have some training before we do
[4:34] anything much larger, but I feel quite comfortable that what we're doing now
[4:39] can be done and training other people. I'll certainly focus on the safety part
[4:44] of that. I don't see a big problem. Nothing is lifted too [snorts] high.
[4:50] So, it shouldn't fall very far. If it does fall, it'll be pinched between
[4:53] probably soil and stone. But certainly look at the safety part. And being
[4:59] retired, I'm not in a real big hurry to get that done, which makes it easier to
[5:03] be safe. [clears throat] So anyway, I have a lot to learn on doing that, but I
[5:08] don't think as far as the safety part, and I'm looking forward to doing that,
[5:12] and I really want to move up to the bigger things, but I know we need to
[5:15] process this slowly on that. So anyway, >> thank you. The second public notice
[5:21] listed 10 gravestones, each weighing over 3,000 pounds. The commission asked
[5:27] for $2,700 to hire Pam Krauss, owner of the Monttoello Monument Company, to
[5:33] restore these unstable stones, which are leaning dangerously. Krauss is willing
[5:39] to train the commission members and volunteers how to restore those large
[5:43] gravestones. We've been informed that there isn't funding for this project at
[5:48] this time. The gravestones were listed in the public notice because we are
[5:53] optimistic that funding will be available in the future.
[6:00] » Thank you. >> Thanks for your efforts.
[6:09] Robert, name address. >> Robert Caldwell, I love the 711 Middle
[6:14] Court here in town. And I would like to acknowledge that the B team is allowing
[6:20] me to speak in Iowa. It's a privilege to speak at city council meetings. It's not
[6:26] a right, which I learned a long time ago.
[6:30] I'm here to speak um about the mission of the housing uh committee. I believe
[6:38] when it was formed on its agenda was to develop a rental
[6:44] policy and I don't think they got that far. Uh
[6:49] they did a lot of good work but they didn't do that.
[6:53] I don't know the number of rental units in the city I've been asking.
[6:58] I do know that the average rent is $850 somewhere between $800 and 900.
[7:06] And that means if there are 100 units that's a million dollar business a year.
[7:12] So it's an important business. If there are 200 units, it's a $2,40,000
[7:18] business a year. I believe that the committee can look at
[7:24] two things, safety and quality of life. They can't really come between tenants
[7:29] and and
[7:32] you know the the land owners. That's a business relationship.
[7:38] Um the first example of quality of life in our lease that we signed last year,
[7:44] dogs were not allowed to do number one or number two within 100 ft of the
[7:48] building. But when we talked to a neighbor who was
[7:53] letting his dog, he blamed the dog for going right outside the door.
[7:58] And uh but then the management said the dog could go wherever it wanted. So
[8:04] [snorts] they didn't even live up to what was in the lease. So I think that's
[8:08] one issue that the housing committee might look at in consultation with Lynn
[8:14] County Health Department or local veterinarians.
[8:17] what would be in the interest of community health? Um,
[8:24] where should dogs be allowed to go? I think that's one thing they could look
[8:29] at. The other is safety. We have had
[8:34] um our current manager does not clear the parking lots or the sidewalks.
[8:41] They tried one day by sending one person out with a shovel and a snow blower for
[8:46] the sidewalks. But here's what happens when the snow is
[8:50] not clear. Cars drive over it. Compressed the snow and ice develops
[8:55] down below. So I have an 82year-old neighbor. She
[9:01] rents a garage. She can't she couldn't drive for three weeks because they
[9:05] didn't clear the parking lot. So, I think that's a safety issue. I can
[9:12] tell you three years ago, I have pretty good eyesight. The parking lot looked
[9:17] clear to me. I slipped on black ice. [clears throat] I couldn't see it. Feet
[9:22] went out, banged my head on the cement. Uh, I couldn't get up. And so when I had
[9:30] asked the management at that time to put down some grit,
[9:34] you know, just when there's icy areas, you'll have a little bit of traction.
[9:39] Another person um about 5 years ago slipped
[9:43] on the parking lot and she used crutches for a year.
[9:49] So that's something that the city housing committee could look at is
[9:53] safety.
[9:56] Um, there's another issue. There's a railing
[10:01] on my building in [clears throat] the south entrance and the railing has come
[10:06] out of the cement underneath and a person who lives there is quite obese
[10:12] and she can't use that railing because it goes like this, but nobody will fix
[10:17] it. So, I think the housing committee could look at safety and quality of life
[10:22] issues.
[10:26] I also think that um if the city housing committee is going
[10:34] to look at this issue, I know there are landlords on that
[10:39] committee, but I don't think there are any tenants.
[10:42] So, it would seem to me during the time they're looking at rental uh policy, it
[10:48] would be good to have adequate representation.
[10:52] Of course, everything has to be cleared by the city attorney, but um
[10:59] » Robert, I'd ask you to wrap up with the five minutes.
[11:02] » Yeah, [clears throat] I think that's um um I think that's it. Thank you for
[11:09] listening. >> Thank you.
[11:10] » Thank you.
[11:15] » Anyone else interested in the open comments section?
[11:23] Okay, excellent. Moving on to the consent agenda. We've got the approval
[11:27] of our minutes from the last meeting as well as the liquor license for.
[11:36] » I move approval of the consent agenda as presented.
[11:40] » I'll second that. >> All right, we've got a motion and a
[11:45] second. Uh, all those in favor say I. >> I.
[11:49] » I. All those opposed? Motion carries. We don't have any public
[11:55] hearings this evening. Neither do we have ordinances [snorts]
[11:58] or resolutions
[12:04] » or any mayoral proclamations. Okay, moving right along.
[12:08] » I know. Well, [laughter]
[12:11] the last thing we need is me proclaiming anything. Um, as far as old business, we
[12:16] do have the discussion and consideration of a lawn maintenance agreement for the
[12:19] Melbourne Cemetery. Uh, an item that was tabled on February 18th. Um, looks like
[12:26] we've got some discussion around that, but the first uh first step in that
[12:31] would be unt >> I would move to unte.
[12:41] All right, we've got a motion and a second to remove that from the uh table.
[12:47] Uh all those in favor say I. >> I
[12:50] » opposed. Okay. And now the discussion
[12:54] consideration of the lawn maintenance agreement for the Mount Vernon Cemetery.
[12:59] » So this was tabled at the last meeting because we had received a quote from
[13:05] Jordan's property here who did it last year. Um, but we received we had
[13:10] interest from another lawn care company that wanted to submit. So, we tabled it
[13:14] so we could give them an opportunity as well to submit a quote. Um, we did
[13:17] receive another quote from Dicks Lawn Care. Um, both quotes, I mean, they're
[13:22] about $2,600 apart. Dicks Lawn Care is a little bit cheaper. Um, we did not have
[13:29] any complaints, any issues with Jordan Lawn Care last year. I've not heard
[13:33] anything. I mean, we've not worked with Dixie's lawn care, [clears throat] but I
[13:36] have not heard anything bad. I know that they have um manicured cemeteries as
[13:40] well. So, we're kind of bringing it to council for you guys to make a decision
[13:44] on which way you want to go. I mean, Dix is $2,600, but [cough] really,
[13:48] [clears throat] we don't staff doesn't have a
[13:51] recommendation one way or the other. >> Would you consider um going back to
[13:56] Jordan and seeing if they can be a bit more competitive with their price
[13:59] knowing that there's one there? >> Certainly can. Yes. Yep. I can tell that
[14:03] we received another one >> that's about seven and a half% cheaper,
[14:08] » but that we're happy with them. And if they say no, that doesn't necessarily
[14:11] preclude us from approving that. But
[14:19] » do we have any recommendations for Dix? Um,
[14:23] » no. I mean, I just I know that they they do other cemeteries [clears throat] and
[14:27] they have gotten good reviews. So, I mean, that's that's what I have to go
[14:31] off of, but we've never used them. So, >> and they're local.
[14:34] » They're local. Yep.
[14:38] » How long have we been using Jordans? >> Last year was the first year. So, the
[14:42] gentleman that did it before um Paradise Landscapes, we did it for 41 years. So,
[14:47] this was our first year with the new company last year. And like I said, we
[14:50] didn't have any complaints. Um >> I knew it was a long time.
[14:55] » 41 years. >> Yeah.
[14:57] » Yeah. So, so yeah, this is our first year with them. Like I said, they have
[15:02] complaints. They, from what I can tell, did a good job. Um,
[15:08] » it doesn't sound like there's just people lining up to do that.
[15:13] » No. >> Um,
[15:15] » Jordan was the only one that we got. Well, we got two, but one was
[15:18] significantly higher. >> And this is one, you know, sometimes,
[15:22] um, in an effort, [clears throat] you know, I mean, I'm all about saving some
[15:27] money, but if Jordan did you know, a great job last year. I don't
[15:33] want to alienate them just in case we aren't as happy with this and then maybe
[15:38] Jordan is just done with this. So, that's always thought too cross my mind
[15:42] when I think about these things. >> Too bad the cemetery commission people
[15:46] are gone so we can't get their input on. >> Well, you know, I have talked to Mary
[15:51] Evans about it and they they said Jordan's did a fine job as well. They
[15:54] didn't really have any complaints with it. Um, a lot [clears throat] of us
[15:58] stones getting hit last year, so that was good. Um, but no, there I I think
[16:03] Mary was pretty happy, the commission was fairly happy with their work as
[16:06] well. So, [clears throat]
[16:10] » how um we just heard that there wasn't money
[16:15] for a project. Um,
[16:20] and it
[16:24] seems to me that Um
[16:27] if we're going to do a reasonable bid process,
[16:34] » um that it would be appropriate to take the
[16:38] lowest responsible bid, which is a requirement. That doesn't mean it's got
[16:43] to be the lowest. It means it's got to be the lowest responsible.
[16:47] Um, so I'm [clears throat] I'm
[16:56] I'm not sure that in our bid processes we
[17:08] ask for bids. bids come in and we determine
[17:13] what's the lowest responsible bid and go from there.
[17:18] » It does seem fair to let Jordans know that another bid has come in that's
[17:23] lower to just see what Jordan wants to do about that.
[17:30] [clears throat]
[17:32] » So they already know that there's going to be
[17:35] » No, Jordans does not. So we can go back to them and say, "Hey, we've received a
[17:39] bid." So then I guess you would [clears throat] tonight and we can put
[17:42] it on next meeting if they want to. >> Okay.
[17:46] » Submit another. >> So that changes the calculus a little
[17:48] bit. >> Could
[17:49] » is there a place online that I missed? I could not find anything about Vicks.
[17:55] » Should be in the packet. It should [clears throat] the online packet.
[17:58] » Yeah. I mean, >> there was just one page though, whereas
[18:01] Jordan had six pages. >> Yeah. Yeah. And I could find Jordan's
[18:05] like online with a simple Google search. I could not find
[18:08] » Dixes is relatively a newer lawn care company from my understanding. They've
[18:11] only been doing it for about two years. So
[18:17] » just out of curiosity, um, are the requirements changed for their services
[18:22] at all? I know with paradise [clears throat]
[18:26] they settled graves and sawed put place saw on fresh graves that sort
[18:32] of thing. Um are we reintroducing that to this?
[18:37] » No, that's not included in this. >> Not
[18:41] that just wasn't up to >> No, this is still just mowing
[18:45] [clears throat] weed whacking.
[18:52] Well, >> the will
[18:54] » I would I would recommend that uh retable this give uh the administration
[19:02] uh an opportunity to have the discussions and uh bring forward
[19:09] what the result of that is. >> So I would move to retake.
[19:14] » I think that's fair. So I have a second. All right, we got a motion to put this
[19:21] back on the table. Um, all those in favor say I.
[19:25] » I >> oppose.
[19:27] Motion carries. >> And I think the dates appear to be like
[19:31] [clears throat] May 1st they made their payments and stuff. So
[19:35] » that's not correct.
[19:38] » But >> no, we have some time. We can we can put
[19:41] » we should be able to hash it out next time.
[19:43] » Y. >> Okay. Motion for approval. Number one,
[19:48] the consideration of the claims list uh both with the packet and sent out uh
[19:55] this afternoon from Marshall.
[20:00] » Move approval of the claims list as presented uh in the prepacket and today
[20:06] second >> motion to approve the claims list. Uh
[20:12] all those in favor say I. I. All those opposed.
[20:16] All right. Now, the really fun part that we all wish we
[20:20] could do is one and >> and you can
[20:23] » not how this works. >> Um, so as the as the fiscal year comes
[20:29] up and we've got budgeting, we have uh a lot of discussion and consideration and
[20:34] tax increment financing reimbursement certification for all sorts of phases of
[20:40] the development around town. And while I joke this is one of those good problems
[20:44] to have because you don't get tipped without growth. So
[20:47] » here we are. >> Um but uh having said that, we're just
[20:52] gonna go through each of these uh consider them and move forward. But it's
[20:57] a lot of repetition, so bear with us. >> So you guys should all take a turn.
[21:02] We'll [laughter] run around. [clears throat]
[21:05] Um, so discussion and consideration of tax increment finance and reimbursement
[21:09] certification for Stone Brook phase one. >> Move this approved.
[21:16] » Second. >> Motion to approve approve uh phase one
[21:23] for Stone Brook. All those in favor say I.
[21:26] » I. >> Oppose.
[21:28] Motion carries. Uh discussion and consideration for Stone Brook phase
[21:32] [clears throat] two. >> Motion to approve.
[21:36] » Second. [clears throat]
[21:39] » Motion and a second for phase two. All those in favor say I.
[21:44] » I. >> Opposed.
[21:47] Discussion consideration for Stone Brook phase 2B. Oh,
[21:52] » apologies. [clears throat] That previous one was 2 A. So this is
[21:55] 2B.
[22:00] We'll move to approve committ financing reversion C
[22:06] certificate for phase B. Stone Brook 2B >> second.
[22:12] » Okay, we've got a motion and a second for phase 2B for Stone Brook. All those
[22:17] in favor say I. >> I.
[22:18] » I. >> Opposed? Motion carries. Discussion and
[22:22] consideration of tax increment financing reimbursement certification for Stone
[22:26] Brook phase three. >> I move to approve discussion and
[22:31] consideration of tax increment financing reimbursement certification for Stone
[22:35] Brook phase three. >> Second. Got a motion and a second for
[22:41] phase three. All those in favor say I. >> I opposed. Motion carries. Discussion
[22:48] and consideration for Stone Brook phase 4. I would move approval of discussion
[22:52] [clears throat] and consideration of TIFF for Stone Brook phase 4.
[22:59] » Second. >> Got a motion and a second for phase 4.
[23:04] All those in favor say I. >> I.
[23:06] » Opposed. Motion carries. And discussion and consideration for TIFF reimbursement
[23:13] certification for Stoneberg phase 5. I'll move to approve reimbursement
[23:18] certification for silver phase five. >> Second.
[23:24] » Got a motion and a second. All those in favor say I.
[23:28] » I. >> Oppose. Motion carries. Discussion and
[23:32] consideration for tip reimbursement [clears throat] certification for Spring
[23:35] Meadow Heights phase 2. >> Move to approve tax increment by
[23:41] reimbursement certification for Spring Meadow Heights phase 2. Second.
[23:47] » We've got a motion and a second. All those in favor say I.
[23:50] » I. >> Opposed. Motion carries. Discussion and
[23:54] consideration of TIFF reimbursement certification for Spring Meadow Heights
[23:59] phase three. >> Move to approve. TIF reimbursement
[24:05] certification for spring heights phase three.
[24:09] » We've got a motion and a second for phase three for spring heights. All
[24:14] those in favor say I. >> I.
[24:16] » I. >> And oppose.
[24:18] Motion carries. >> Oh, wow. Okay. Knocked those out.
[24:24] [laughter] All right. You got >> a little
[24:30] um now we have the uh item 10 under motions for approval. Discussion and
[24:36] consideration of cardio equipment lease and purchase.
[24:39] » We punted that one. This is we're going to take So we would need a move motion.
[24:45] » I'll move the motion uh for discussion [snorts] and consideration of the cardio
[24:49] [clears throat] equipment lease purchase for LBC
[24:52] » to table that >> to table. Yes.
[24:55] » Excellent. >> We've got a motion and a second to table
[24:58] the cardio equipment lease and purchase discussion. Uh all those in favor say I.
[25:04] » I opposed. Motion carries. All right. uh discussion
[25:09] and consideration of chalk purchase for chalk the walk.
[25:13] » So yeah, this is just the annual pass through for the chalk the walk event um
[25:18] in the amount of $3,800. >> I would move approval of the purchase of
[25:24] the chalk for chalk the walk in the amount of $3,800.
[25:31] » Out of curiosity, Matt, it was noted that this is less than in years past. Is
[25:35] that just we have some holdover or what's
[25:37] » Yeah, there's two reasons. One uh well actually one real reason. Um so we have
[25:42] found another brand chalk >> but actually where we do not lose the
[25:46] quality that will be a little bit less expensive.
[25:49] » Okay, >> we had our experts chalking on the
[25:51] pavement and on paper and we can't find any difference between the two. They
[25:56] might even come from the same manufacturer but just go brand new. So
[25:59] um so we just decided to go that [clears throat] route. So that helped
[26:02] save a little money. Perfect. Um, and a thank you to Danielle up at Iron Leaf
[26:07] for acting as the pastor on well for the pastor as acting as the purchasing agent
[26:14] uh for the committee and for the city on that. We appreciate that.
[26:17] » Okay, we have a motion and a second for the purchase of the chalk or chalk for
[26:21] walk uh for the $3,800. Any other questions or consideration?
[26:28] All those in favor say I. >> I oppose.
[26:32] Motion carries. Discussion and consideration of Elliot Fields E
[26:37] infields renovation.
[26:41] » No, I'll take it. I'll take So, every year, every year
[26:48] that I've been here, 15 years, the uh [snorts]
[26:52] the demand always outweighs the supply and far as far as fuel usage is
[26:56] concerned. When I first started here, field E was just being built as a grass
[27:01] infield. And there was a program that utilized it quite a bit called the prep
[27:05] league. Prep league was seventh and eighth grade teams. And basically they
[27:09] played other teams from other communities on grass in fields
[27:13] primarily. And um we felt that there was a need to develop a field in that
[27:17] nature. as teams have progressed and as fields
[27:21] have progressed in the area, um we don't have the prep league anymore in this
[27:26] area. Those kids are playing club ball and they're playing on all sorts of
[27:31] different fields. They're not required to play on grassing field. And so right
[27:35] now, um that field sits fairly empty throughout the year. The high school
[27:40] will use it for a couple of weeks until Cornell becomes available. Uh some of
[27:44] the older teams will use it, but they um they don't like it. Um it's it takes
[27:52] staff quite a bit of time to manicure that field to to make it what it should
[27:57] be. Um so our idea was to possibly allow more teams to utilize this by skinning
[28:03] the infield and turning it into line as opposed to using grass. I've talked to
[28:08] the high school baseball coach and the athletic director for the school and
[28:12] they both are in agreeance. That field is very difficult anyway because home
[28:16] plate sits about 4 ft higher than center field. It just is just where the way it
[28:22] was is the way it was built, the way it was developed. The land is what it is.
[28:26] Um they feel that there they don't get a
[28:29] true bounce on the grass field. Uh they don't feel they don't feel it threatened
[28:34] by all by us putting lime on that entire field. Now, it is a very large infield.
[28:39] Typical baseball field will have 60, 65, 70 foot bases. This, these go 80 and 80,
[28:44] 80 and 90. So, there's a longer base path there, but it's a really big
[28:49] infield and we can utilize it from a lot of teams. I think it's important to
[28:54] clarify that typical baseball fields for different levels have 60 65 and and 80
[29:04] and and because that field was developed for high school uh level that's why we
[29:11] built the the 90 ft and and did all of that. Um, and
[29:19] to Matt's point, the ability to multiuse that field the way we do field D, um,
[29:27] which is the the eastern field off of the parking lot. Um,
[29:33] it it just makes a whole lot of sense. and and this is from somebody who helped
[29:38] build it and as well as you used it as a coach [clears throat]
[29:43] and umpired took a few bruises. Um [clears throat] so
[29:50] I I'm excited to see what's brought forward.
[29:53] » Thank you. And so the two quotes that we have received are not significant
[29:58] amounts to change this. And so they're both local uh quotes. Both we're hoping
[30:03] they're apples to apples, you know. did the best we could. I'm not an engineer,
[30:07] so we didn't really bring an engineer into this, but I think it's very simple
[30:11] by talking to both companies. It's very simple process. Cing out the infield
[30:16] that has the grass, replacing it with lime, leveling it out, making it
[30:19] playable. We do have plans to put multiple base paths or excuse me, base
[30:23] pegs in there so that we can use it for multiple age groups. So, um this will be
[30:28] a multi-use field, which is very needed because of the demand, uh that we have
[30:32] for the teams that are trying to acquire. I just point. That's the other
[30:36] advantage to going live because correct. You kind of
[30:39] » lock yourself into a base distance with the
[30:42] » 80 and 90 are the only two base pads you can use on that field when it's grass
[30:46] » because then you're having a transition of a base being on grass
[30:50] » and that doesn't work for anybody >> if you're if you're familiar with
[30:54] baseball. So So if I just sent you or I put on your desk just the typical this
[31:00] is what we're looking at right now for baseball. I have 15 competitive teams
[31:04] right now competing for space. Plus, I have the Mourin High School and
[31:08] Mount Vernon Middle School competing for space. Not just this field, but
[31:11] everywhere. Then also that doesn't include the park and wreck teams, which
[31:14] could be as many as 15 teams that I've got to try and find space for as well.
[31:19] So, there aren't a whole lot of open spots right now here that I don't have
[31:22] park and wreck placed in other than the yellow slots here. So, um I'm trying to
[31:27] give not only the other teams, feed teams, some opportunity, but also park
[31:30] and wreck teams opportunity. So, I think it having an additional field is going
[31:34] to open up a lot of I'll just say opportunities again uh for
[31:39] for us to to fulfill that need. So, >> and I'm I'm sorry, Matt. Uh the yellow
[31:44] represents park and wreck. >> Yeah.
[31:47] » And that they are not scheduled, but those fields are reserved for park and
[31:52] wreck. >> Yeah.
[31:53] » And the blue event, they're also reserved. The green is not reserved. If
[31:57] you see there, typically in a community sometimes you'll have games throughout
[32:01] the week. We don't have that opportunity because I don't have a field for them to
[32:04] play on. All the teams are practicing on those fields. Park and wreck
[32:08] registration doesn't start. We start after the club teams start. So we we do
[32:12] our our registration in segments so that I can put less impact on the family
[32:17] financial aspect. So right now we're doing spring soccer registration. Once
[32:21] that is over March 6th, then we'll begin baseball registration. Those baseball
[32:25] teams won't start until the first part of May. So teams can utilize this, but
[32:30] then they've got to be bumped after May. So let's say you have a 12U baseball
[32:33] team, Scott. Um, starting May 13th, I'm going to bump you from that field in the
[32:38] yellow. So teams can utilize it for games up until a certain point, but then
[32:45] they won't be able to use it after that. Park and Wreck will use it at that
[32:49] point. Um [clears throat] there will be there'll
[32:53] be almost 15 teams in park and rec. So I've got to figure out a way to utilize
[32:58] the time slots that are available for that. We have been in the past pushing
[33:02] them to grass fields over at Bryant Park. Um because that's the only space
[33:07] we have left to utilize. So just looking for more opportunity. That's what we're
[33:13] looking for. >> How long will this last?
[33:17] the uh the over over the fixing the infield, fixing the grass
[33:23] and scraping it and all that a year or two or three or 10 years
[33:27] » forever. >> Yeah. I mean, this is this is a longterm
[33:30] solution. >> We'll have to reline it every summer.
[33:32] » Yeah. We'll have to throw lime on it, but this is a longterm solution. We
[33:34] won't grass it for >> Yeah. So, $5,000
[33:39] will last [clears throat] us for half a dozen years or so.
[33:41] » Yeah. There'll be other expense for lime. We add lime to fields every other
[33:45] year >> that gets
[33:47] » it's 550 a ton. Not a big deal. Yeah. So, but this will be a long-term
[33:51] solution for us. >> And then it'll just fold into your
[33:54] budget moving forward. >> Yes. I'm I'm assuming Chris has got a an
[33:58] idea of using lost for this. >> Yes, it is.
[34:00] » Instead of coming out of operations. Do you have I mean we've got the
[34:07] uh two [clears throat] estimates, one at 48 and change and one
[34:12] at 5100. Do you have a preference? >> They're both local. We've done business
[34:16] with both companies. I don't have I don't have a preference. I don't I hate
[34:20] to put it on you guys, but I don't
[34:25] » Well, I in the interest of the fact that there's
[34:31] sounds like both responsible bids. Um I would um move approval of awarding this
[34:38] to Dirk Wii uh for the amount of
[34:46] not not to exceed $5,000.
[34:53] » I'll second that. >> I'm going to give that to me.
[34:55] » Go for it. [laughter] >> Because you can.
[35:00] » Because I can. Oh, now I messed up because I got Shireen and Scott and we
[35:04] both asked. So now I got to write one. Okay. Um, we've got a motion and a
[35:09] second on the floor to approve uh not to exceed $5,000 awarding the bid to the uh
[35:15] to Dirk Wanky for uh field E work. All those in favor uh say I
[35:21] » opposed. Motion carries.
[35:25] » Any reports to be received or filed? >> Work on that.
[35:32] » [clears throat]
[35:35] » Okay. Any we don't have any discussion items. Uh reports by mayor, city council
[35:41] or administrator. Any council reports?
[35:47] Okay. City administrator. Mayor Tom didn't give me anything to uh pass
[35:53] along. Uh looks like the city administrator has some
[35:58] activities coming up. >> Lots of fun things coming up.
[36:02] » Uh we do have the generator project at the OBC.
[36:06] The final connection being uh completed this Friday.
[36:12] Um >> yeah.
[36:16] » Okay. >> Well, which is
[36:19] » that is the goal. >> Fingers crossed. If I may,
[36:22] » um, if I may, >> just a little context on that. Sorry.
[36:26] Yes. Go ahead. Sorry. >> There is supposed to be heavy
[36:29] thunderstorms and hail Friday. >> So, we're going to bring umbrellas. So,
[36:34] this >> I'm convinced that this generator is
[36:38] cursed. >> But we have to have this done by March
[36:42] 31st. >> Yeah.
[36:43] » Well, we're in.
[36:46] » So, again, there may be tents and umbrellas on Friday. [clears throat]
[36:50] It may not happen, but >> feels like the beginning of Back to the
[36:52] Future. Yes.
[36:56] » Getting down to the wire, right? [clears throat]
[37:00] » 1.21. >> There we go.
[37:03] » Um, >> the beauty of having that generator once
[37:07] it eventually by March 31st gets itself, that gives us um, uh, storm and
[37:13] sheltered uh, and powered locations throughout the city. Um, and it just is
[37:20] is another um, you know, long-term solution for problems that were
[37:26] identified in the wake of the data. So, >> even use it that night
[37:31] » if the storm is Yeah, [laughter] speed it up. [clears throat]
[37:34] » Please don't curse us. Um,
[37:40] uh, >> we're going to come back to this
[37:42] recording if you >> uh, anything else that needs to come
[37:47] before council tonight?
[37:51] We are journ. Thanks everybody.
