» made us play well didn't make us play
well we played pickleball.
[0:38]
By the way, he didn't play fair. It was
a new like never played.
[0:43]
» I don't know what she's talking about.
>> I do.
[0:46]
» I played fair.
>> I was so sore.
[0:47]
» I played to my ability.
>> [laughter]
[0:50]
» I was so sore.
>> I thought you played fair.
[0:53]
Who won that?
Right, Chris?
[0:56]
» We went to the city pickleball.
>> We know that.
[1:01]
» He's really good at organizing
tournaments.
[1:04]
He organizes tournaments.
party
[1:08]
set back
[1:15]
» That would be fun.
[1:21]
» [clears throat]
[1:44]
» Do you have any other welcome to this
meeting of the Lockport City Council?
[1:48]
Call to official order. And the first
item on the agenda is to give there any
[1:51]
agenda additions or approve the agenda.
And I hear other than
[1:56]
untabling an item later on the agenda
where it's Could you go up here, Chris?
[2:01]
Move to approve of the agenda as
presented.
[2:03]
» Thanks, Paul. Second that.
>> Mark.
[2:05]
» Who will second it to approve
the agenda as presented?
[2:08]
Paul, Mark. All in favor of the motion,
please say aye.
[2:10]
» Aye.
>> Opposed?
[2:13]
Motion carries.
That comes to the communication part of
[2:15]
the agenda. If you wish to address the
council on a subject pertaining to the
[2:19]
tonight's meeting agenda, I'll just wait
for it to come up. Otherwise, it's
[2:22]
public comment. Anybody here to speak
for public comment now at this point?
[2:31]
Anybody online?
>> No.
[2:33]
» Okay.
[2:37]
» [clears throat]
[2:40]
» Chris,
anything on the agenda you want to talk
[2:42]
about or anything
to talk about?
[2:44]
» I'm good now.
>> You don't mind that consent agenda here,
[2:46]
one item?
Approval of the council minutes since
[2:49]
the last meeting.
>> So moved.
[2:52]
» Second.
>> Uh I'll take Greg in the stack here.
[2:55]
Who will second it to approve the
consent agenda? Ready to vote on that?
[2:58]
All in favor of that motion, please say
aye.
[3:00]
» Aye.
>> Opposed?
[3:02]
Motion carries. Moving on to resolutions
for approval.
[3:05]
We have resolution 83-2026A,
approving the ballot language for the
[3:09]
city of Montgomery emergency medical
services district special levy through
[3:13]
December 1st, 2026.
[3:19]
» This is the
Montgomery emergency medical services
[3:23]
levy. So, if you do have questions or
would like any changes,
[3:28]
you can do that now. Otherwise, we're
trying to keep it fairly consistent.
[3:31]
» I have a question.
This levy will just happen once a year,
[3:36]
right?
>> So,
[3:39]
this levy, similar to the the fire
department capital equipment,
[3:45]
is is on your tax bill.
So,
[3:50]
if you look at your tax bill, it'll just
show what you owe and then it's levied
[3:55]
obviously in the two payments, but
>> Right. Right, but you so the the levy
[4:02]
takes place, but it's only levied once a
year.
[4:07]
» Yeah. Yeah, I mean it's it's levied just
like every like your 810 and everything
[4:11]
like you can get one tax bill you can
split it up into two payments or
[4:14]
whatever, but
it only gets charged that one time.
[4:18]
» I just wondered as I read through it
in case people aren't aware if they're
[4:23]
wondering
[4:27]
I don't know.
I don't know if that's necessary, but I
[4:30]
just wondered as I read it
if someone will ask how often does this
[4:35]
happen?
[4:39]
» I would say that it didn't affect the
fire department. Capital levy and it's
[4:43]
similar language.
[4:46]
I will never
never sit here and say that more words
[4:50]
is
not a bad thing, but
[4:55]
when they create the ballots and things
like that I think they're just trying to
[4:58]
get
>> Sure. I I understand.
[5:01]
When we lived in Anchorage, Alaska
we had levies happening all the time for
[5:06]
all different sorts of things.
[5:10]
And
if I'm remembering right, it seems like
[5:14]
they said in there
once a year. You get but some happen
[5:18]
more frequently. So
um anyway, I was just trying to read it
[5:23]
as a voter might read it. And then I was
also curious about why does it say
[5:28]
um municipal tax rate of 0.677 cents per
1,000 with a maximum levy of $1 per
[5:34]
1,000? Why the difference there?
>> Cuz the state gives you the ability to
[5:38]
fluctuate.
>> Okay.
[5:41]
» So um
another example would be
[5:45]
franchise
franchise fees
[5:48]
can be anywhere from
1 to 5%.
[5:52]
Um, so you don't have to state it, but
it does give you options to increase it
[5:56]
in the future.
[5:59]
» So, here we're promising it would never
go over $1 per $1,000.
[6:03]
» Correct. It's always going to be between
that 0.667 and a dollar.
[6:07]
» Okay.
>> And then assuming
[6:11]
this levy passes in September,
that just is in perpetuity until
[6:17]
something removes it.
Is that it?
[6:19]
» Yeah, until the state decides.
>> Okay. I mean, yeah, I mean, it would but
[6:22]
there would have to be some action. It
wouldn't there's no clock ticking here
[6:26]
or anything.
Fire trucks.
[6:29]
Equipment.
>> No, this isn't for us that set there.
[6:31]
» Okay.
Got you.
[6:33]
Okay. My question is
>> It's a locked well locked in sales tax
[6:36]
as it could be out of sunset at the
how many years you're
[6:42]
» My question is regarding the trustees.
Um,
[6:46]
expand on that a little bit.
Managing the money?
[6:50]
» Yeah, so what we're actually creating is
is basically a whole another level of
[6:54]
government. Um, so the trustees will be
the ones overseeing
[6:59]
um,
the the tax levy. They're the ones who
[7:02]
will set the levy every year
um, based off of need um, for the
[7:06]
service. However, that changes um,
and so
[7:12]
after the vote occurs, um,
that's when we look at how are the
[7:16]
districts going to basically fund and
operate EMS. Um,
[7:21]
they they have to use essentially what
the way the levy is it or the ballot is
[7:26]
written, um, they have to essentially
continue with the core of the Lisbon
[7:31]
Monclova EMS.
Um, however, if restructuring needs to
[7:34]
occur to better manage, um, that is an
option that the trustees and our board
[7:38]
can work through.
Um,
[7:40]
but the the trustees will kind of have
oversight on how that's operated um and
[7:45]
tied to the tax funding.
>> If nobody has written in or fewer than
[7:49]
three people have written in, then
they'll be appointed.
[7:51]
» Yes. Yep.
>> And then the chair position as well.
[7:58]
» Currently, you provide us with a
uh an annual report. Number of
[8:03]
volunteers, where the money went, how it
came in, all of that kind of stuff. Are
[8:07]
there provisions
I mean saying that with
[8:10]
this language but as this gets created
that will provide for something like
[8:14]
that to us and Lisbon and
>> I think that would be something that
[8:18]
definitely could be put in bylaws um for
for an organization. Um
[8:23]
I that makes sense as you guys are a
consumer of of EMS.
[8:27]
So,
thank you.
[8:30]
» So, going back to the trustees with this
ballot, it'll
[8:37]
just lack of a better word, it'll just
be a free-for-all
[8:40]
of who gets elected this time around. No
one's campaigning.
[8:44]
» We are looking for interested parties
and have a a handful. We will not
[8:48]
endorse any candidates but if community
members voice that they are are
[8:53]
interested, um we've talked with a
couple of other services that have gone
[8:56]
through this process and they put out a
blanket statement basically saying,
[9:00]
"These are community members who have
voiced interest in in serving as a
[9:04]
trustee." We'll put the disclaimer that
they, you know, we do not endorse um any
[9:09]
specific candidate but if you are
looking for for names, these are people
[9:14]
who have spoke out to us.
>> And that'll appear on the ballot, then?
[9:17]
» Their names will not. So, they'll still
have to write them in but they'll um
[9:21]
we're we're planning on doing a pretty
big
[9:24]
public campaign, yeah.
>> And then what are restrictions uh if any
[9:29]
on trustees? I mean, could they be a
sitting employee
[9:33]
or
>> I mean, I don't think there's any
[9:35]
» I mean, nothing that I have seen, unless
you have
[9:38]
There's other code that talks about
conflict of interest.
[9:41]
» Or if you're serving on another board or
something like that.
[9:44]
» Just me.
>> Okay.
[9:46]
» Um
Now, uh
[9:49]
outside of
myself and Lori
[9:52]
because of the board of trustees.
[9:56]
Mostly the board
[9:59]
of offices.
>> Are there just along those same lines, I
[10:03]
know
like our personal right you have to live
[10:06]
in
the city. Like you you So I assume you
[10:08]
have to be a resident of the resident of
the
[10:10]
» Yes, you'll have to live within the
district that you're a trustee. So this
[10:13]
is this is actually three or four
separate districts, yeah. Um so you will
[10:18]
just have to So if you want to be on the
city of Mount Vernon EMS district um as
[10:21]
a trustee, you will have to live within
the city of Mount Vernon, Iowa.
[10:25]
So.
[10:27]
» So
Mount Vernon's voting on this and
[10:30]
Lisbon's voting on it
and Martelle's
[10:34]
» So the greater Linn County area that we
serve, so that would be um Linn,
[10:38]
Bertram,
and Franklin
[10:41]
townships in Linn County, and then Cedar
Township or a portion of Cedar Township
[10:46]
in Johnson County.
>> So will their ballot then say instead of
[10:52]
city of Mount Vernon, will it say city
of Lisbon EMS or city of Bertram?
[10:57]
» And then and then the the rural ballot
language is
[11:01]
um so the district that was created is
the Lisbon-Mount Vernon area, I think.
[11:05]
Lisbon-Mount Vernon area
benefit benefited EMS district.
[11:10]
It's a mouthful, so.
[11:13]
» So ideally you'd love representation all
around everybody from Mount Vernon.
[11:18]
» Right, so it'll it'll have to be, yeah,
because of of how the trustees are are
[11:21]
structured. So we'll have to have we'll
have three from Mount Vernon,
[11:24]
three from Lisbon for sure, and then
kind of a mix in the rural district,
[11:28]
three from
um kind of those townships.
[11:31]
» Mhm.
>> Okay.
[11:32]
» So nine total.
>> Yeah.
[11:33]
» Now?
>> Yeah. Yeah, that's what we're hoping
[11:35]
for. Um there could be as many as 12 um
depending on what the Department of
[11:38]
Management um rules with the the rural
districts. So.
[11:43]
» Are you planning on the monthly meetings
for the trustees or
[11:46]
» So, that's that's a big question. So,
let's get through September first.
[11:49]
» Yeah. I'm just [laughter] trying to get
that information out to you.
[11:51]
» Yeah. You know, to people who may be
candidates. Um the the first the first
[11:55]
couple of years will likely be a big
haul. Um after that um it'll likely
[12:00]
um spin down the way that it
>> So, whatever the meeting schedule it is
[12:04]
is
will mean less for you
[12:07]
than you have
>> Well,
[12:09]
» attended
>> Yeah, probably over the last year maybe.
[12:14]
So.
>> So, in in general, this provides
[12:17]
consistency across the
So,
[12:21]
um
the annual service obviously
[12:23]
captures revenue
of service they provide. However,
[12:30]
you know, once the
the levy is established,
[12:35]
then
our budget number would be based upon
[12:39]
what the estimate is.
Based upon what our department is. I
[12:43]
want to say it's like 100 for the city
of
[12:45]
Mount Vernon is a generated about
120,000 something like that.
[12:50]
Um
that would
[12:53]
be under the control of the Board of
Trustees.
[12:58]
Likely monthly.
Um
[13:01]
most Board of Trustees because there's
an auditing factor to it. Give them the
[13:06]
backup there.
Receiving city funds, city tax dollars.
[13:12]
Um
So, I would say most likely monthly.
[13:15]
You see, this is legal obviously for
EMS. Um this has been fairly normal for
[13:21]
a lot of communities in Iowa for water.
They'll have a separate
[13:27]
water board of trustees. Um
The difference being, I think,
[13:33]
in that enabling language,
language, the council actually appoints
[13:38]
the board of trustees.
This is different.
[13:41]
Um I can guarantee there will be some
tweaking. It will be done by the state
[13:46]
at some point, but
consistency of running an operation from
[13:51]
purchasing equipment, so on and so
forth, we now have an established
[13:54]
budget. And
you know, it's going to likely increase
[13:59]
1 or 2% every year, so
Jake can go ahead and at this point and
[14:06]
manage his
his departments more consistently than
[14:10]
the city does.
[14:14]
» Is the ballot language going to be
approved by the other entities or are we
[14:16]
still in the process?
>> It was by Lisbon.
[14:19]
» [cough]
>> It has been by Johnson [clears throat]
[14:20]
County.
Um Linn County has not, um but they have
[14:23]
the same ballot language with the
modifications that are required
[14:27]
um for their district. So
[14:31]
» Mr. Donahue.
>> Well, I would move approval of
[14:33]
resolution 8-3-2026A
approving ballot language with City of
[14:38]
Marion
EMS District Special Levy of September
[14:42]
1, 2026.
[14:46]
» Mr. Shryock. Scott Shryock.
>> I'll second it to report
[14:50]
By the way, it says 8-3 on the actual
language.
[14:54]
» 8-3 is what I have.
>> Fine. I just blame Lori for being on
[14:56]
vacation. She didn't bring me my packet.
>> I'm I'm literally over here circling the
[15:00]
reports.
[15:03]
» [laughter]
>> I did it across the board, so I don't
[15:05]
know why I do that, but
[15:11]
» If that change, are we ready to accept
this uh
[15:13]
the ballot language with
Mr. Poole.
[15:16]
» For what?
>> Yes.
[15:18]
» Mr. Player.
>> Yes.
[15:19]
» Mr. Pingle.
>> Yes.
[15:20]
» Mr. Anderson.
>> Yes.
[15:21]
» Mr. Rose.
>> Yes.
[15:22]
» The resolution passes and good luck
and keep moving forward.
[15:25]
» Thank you.
>> Hopefully it's a slam dunk with the
[15:27]
supervisors.
Our next three items are somewhat
[15:31]
similar, establishment depositories of
public funds with
[15:34]
Hills Bank, first of all.
Any comments to add to the resolution
[15:38]
before we vote?
>> Identify to the public where we deposit
[15:42]
our funds.
>> I would move approval of 8-3-2026B,
[15:47]
establishing depositories of public
funds with Hills Bank.
[15:50]
» Yes.
>> Are there any comments?
[15:51]
Any remarks?
Second it to
[15:54]
» I would make a motion, right?
>> You said three, but it should be
[15:58]
Is it 8-
>> Obviously 8-3-2026B.
[15:59]
» It's 8-3-2026B. Oh, it's Okay, so wrong
in here.
[16:02]
» Sorry, I read off
>> No, you you did actually write I I I
[16:05]
apologize. This is wrong.
>> My reports are wrong.
[16:08]
» Your reports are wrong, Mr. Jackie. I I
apologize for that.
[16:11]
» No, it's not a problem. Thank you.
>> I would just make one quick comment. It
[16:15]
is
The next three are do more than just
[16:17]
establish these
where we do our banking, but from a
[16:21]
regulatory standpoint, these also
establish who can sign for those checks.
[16:26]
Um
it's an important
[16:28]
um
just check and balance in in some of the
[16:31]
stuff we do. So, anyway, that's all.
>> What is that?
[16:36]
» Um
>> The resolution
[16:38]
You would second it
commercial vote of that. Marshall, yes.
[16:42]
» Anderson?
>> Yes.
[16:43]
» Sirwart?
>> Yes.
[16:44]
» Rose?
>> Yes.
[16:45]
» Hansen Fire?
>> Yes.
[16:46]
» Angle?
>> Yes.
[16:48]
» The resolution passes. Moving on to the
next one. for public funds with
[16:50]
Bridgewater
>> I move to approve
[16:53]
resolution number 8-3-2026C,
[16:57]
establishing depositories for public
funds with Bridgewater Community Bank.
[17:01]
» Any remarks?
Second it to Paul.
[17:04]
» Second it to move forward
say put it forward with Bridgewater
[17:07]
Community Bank and Marshall make a
motion.
[17:09]
» Angle?
>> Yes.
[17:11]
» Rose?
>> Yes.
[17:12]
» Sirwart?
>> Yes.
[17:13]
» Hansen Fire?
>> Yes.
[17:14]
» Anderson?
>> Yes.
[17:16]
» The resolution passes. Moving on to the
Monadnock Bank & Trust.
[17:19]
8-3-
>> So moved.
[17:22]
» Got it.
>> Second.
[17:25]
» You can second it to the floor then.
Next resolution,
[17:28]
we're ready to vote on that one.
Marshall, is your vote?
[17:30]
» Rose.
>> Yes.
[17:31]
» Angle.
>> Yes.
[17:32]
» Hansen Flier.
>> Yes.
[17:34]
» Anderson.
>> Yes.
[17:35]
» Krueger.
>> Yes.
[17:36]
» [clears throat]
>> That resolution passes. Now to
[17:38]
resolution 83202016E,
approval of disposal of municipal
[17:42]
property.
[17:46]
» This is just a squad that we're
getting rid of and then instead of doing
[17:50]
a trade-in or anything like that, um
the animal control department would
[17:56]
use the vehicle.
We just transfer
[17:59]
to
>> And we've done this
[18:01]
» We've done this at least a couple of
times before.
[18:03]
» Okay.
>> for them.
[18:04]
» Okay.
>> Um we have one other squad that will
[18:06]
come offline, but it's the K9 that will
come offline, but we're going to keep it
[18:10]
in case we
have any incidents with the new K9s. We
[18:15]
don't really have a
backup that
[18:17]
we currently use.
>> You said it's an internal accounting,
[18:21]
putting on one set of books to the other
set of books, right?
[18:24]
» Um as far as the vehicles go.
>> Yeah.
[18:26]
» Yeah.
>> I asked that
[18:27]
» So there's a title transfer.
>> Okay.
[18:29]
» Um
that goes and then from an asset
[18:33]
standpoint, it picks up on their books
and falls off on ours.
[18:38]
So they get title transferred
>> DMV
[18:40]
» Yeah.
>> Question to staff.
[18:44]
» I would like to
uh approval of resolution 8-6-202016,
[18:49]
disposal of property.
>> Second.
[18:52]
» All right.
It has been seconded to the floor
[18:54]
without 83202016E.
And if we're ready to vote on that,
[18:58]
Marshall.
>> Krueger.
[19:00]
» Yes.
>> Hansen Flier.
[19:01]
» Yes.
>> Angle.
[19:02]
» Yes.
>> Anderson.
[19:03]
» Yes.
>> Rose.
[19:04]
» Yes.
>> The resolution passes, moving on to old
[19:07]
business.
Mr. Marshall, you can start
[19:13]
Oh, this will be
That than
[19:15]
table
>> I'll second.
[19:19]
» Pay application number five
>> Yeah, with Mark.
[19:24]
» Mark has got it back.
>> And we're all voting. First of all, on
[19:28]
the on the tabling here,
all in favor of approving the on tabling
[19:32]
of this item
Please say I.
[19:34]
» I.
>> Opposed? Motion carries. Now we can
[19:37]
begin discussions on best practices.
>> Pay applications in the amount of
[19:42]
$13,634.90.
[19:45]
Um this is the last pay application
before
[19:49]
before the warranty change.
We did receive
[19:52]
um
the engineers
[19:55]
letter to release this project and that
will be on your next agenda.
[20:04]
» Can we get a little bit of a brief
before we start anything?
[20:07]
» Please.
>> I don't know
[20:10]
» Did you hear the brief before we
started?
[20:11]
» Just like please.
>> [laughter]
[20:13]
» I would move to approve pay application
number five with Modern Concrete in the
[20:17]
amount of $13,634.90.
[20:21]
» Second.
>> Okay, Paul
[20:24]
» Move to second to approve pay
application number five.
[20:27]
» Should be a ceremony for this item.
[20:31]
» Paul, and then Mark.
[20:35]
» [clears throat]
>> This is a voice vote if there are no
[20:37]
questions or comments about this for the
board to vote. This
[20:41]
uh item all in favor of the motion,
please say I.
[20:43]
» I.
>> Opposed?
[20:45]
Motion carries. Next motion for
approval, claims list that's presented
[20:49]
this afternoon.
[20:53]
Questions, anything from
the audience,
[20:56]
» I move to approve the motion to approve
the claims list as presented.
[21:00]
» Paul
>> I second.
[21:01]
» Move to second to to approve the claims
list.
[21:05]
» And before we vote on that, all in favor
of the motion, please say aye.
[21:07]
» Aye.
>> Opposed?
[21:10]
Motion carries. Next discussion
consideration for mayor, worship of
[21:14]
public works.
>> So, um
[21:18]
this was part
[21:21]
public works
um in this year's CIP had $150,000
[21:27]
earmarked actually for a new dump truck.
We found a used unit in last fiscal
[21:31]
year.
And
[21:34]
it was basically half of what we had
expected. So,
[21:38]
um
I did ask public works to identify
[21:43]
remaining equipment that
um was of need and could be beneficial.
[21:48]
Um
the the current chipper that we have is
[21:52]
a smaller unit and it does quite well
um
[21:56]
in storms.
The new chipper being larger can take
[22:00]
larger items, can sit out at the yard,
and hopefully will cut down on the
[22:06]
the need to
spend
[22:09]
we spend 30 or 40,000 dollars on a tub
grinder every year.
[22:13]
» On a what?
>> Tub grinder.
[22:15]
» We
>> So, for all of the debris that we can't
[22:18]
send through our current chipper, it's
stockpiled and then we bring in a
[22:22]
large tub grinder that will turn it into
compost for us. But, we've been spending
[22:27]
between 30 and 40, I think,
annually to do that.
[22:32]
Um
if we can run more of those items
[22:36]
through this chipper,
um
[22:40]
and save our smaller chipper for being
able to haul it out of town. It also
[22:44]
gives us a backup so we don't have to
worry about downtime. So,
[22:48]
» The proposal made a lot of sense. I just
have one question, Alvin. Obviously, you
[22:51]
know these folks well, your hometown,
all of that. Um any kind of warranty? I
[22:56]
know you put it here and because it's
been rented out, it gets inspected every
[23:01]
time it's returned and all that kind of
stuff, but any kind of good faith
[23:06]
» I haven't I haven't
He hasn't said anything about warranty.
[23:09]
Uh
I'll be honest, I hadn't asked him. Um
[23:13]
as far as warranty information, I I
don't think so because
[23:16]
because of the hours and the age.
>> [clears throat]
[23:19]
» But again, we're looking at a third of
what a new one costs.
[23:22]
» Yeah.
This is You know these folks well. If
[23:26]
something happened in the first 12
months, I'm sure that
[23:28]
» Yeah, they'd take care of us. I have can
take confidence in in their
[23:32]
in this company and in who who
who we're dealing with there.
[23:37]
» [clears throat]
>> Yeah, I would think they're a dealer
[23:38]
right here for me.
>> Ramirez, much like um
[23:44]
Caterpillar, John Deere,
[23:48]
they usually stand behind their
equipment. They don't need bad
[23:50]
reputation out there.
This particular Ramirez has been
[23:56]
quite good for us. They as far as me,
they're
[24:00]
» Yeah, I think I stand behind them. They
are the number two store for them there
[24:04]
as far as service and sales.
>> [clears throat]
[24:08]
» It's nice to have them close.
>> 2,000 hours, is that
[24:12]
10 years in in your
usage?
[24:15]
» Um
it's it's such a crapshoot, you know,
[24:19]
the depending on who has it, who what
they're doing with it.
[24:23]
As far as our own unit, not really, no.
It's not a lot.
[24:30]
The the wear and tear items you got to
replace anyway.
[24:33]
The engine
>> [clears throat]
[24:36]
» The engine is uh
I'm going to forget what it is now.
[24:42]
I want to say it's a John Deere motor, I
believe.
[24:46]
And and tractors with the same motors
[24:51]
6 10,000
just depending on how they're used.
[24:56]
» [clears throat]
[24:59]
» Questions?
for Eldon?
[25:01]
» Um, you know, I have a pin book for my
next vehicle.
[25:07]
» I do apologize. I found two videos of us
actually
[25:10]
putting stuff together that I forgot was
on my phone. I was going to
[25:15]
I can show them to you if you
>> [laughter]
[25:25]
» There's a really big pile along 7th
Street that's been there for like 6
[25:29]
weeks.
It's between uh 6th and 7th.
[25:33]
» And it's been out of compliance, so we
tagged them and they haven't
[25:37]
» I'll move.
>> I would move
[25:38]
I would move approval of purchase of the
Vermeer brush chipper for the public
[25:44]
works department in the amount of
$65,000.
[25:49]
» With the second to move forward that
Vermeer brush chipper.
[25:52]
» Brush chipper.
>> And there are no further questions.
[25:56]
We'll move forward with this by voting.
All in favor of the motion, please say
[25:58]
I.
>> I.
[26:00]
» Opposed.
>> Thank you.
[26:02]
» Motion carries.
>> Thank you, Mayor.
[26:05]
» Can I have you bring your bring your
volume there?
[26:07]
Discussion and consideration of computer
replacement purchase for the police
[26:09]
department.
Council action is needed.
[26:13]
» This is uh two units for the PD for
$4,429.80.
[26:23]
» Questions about the Iowa Solutions?
>> Good.
[26:29]
» I would uh move approval of the purchase
of the
[26:33]
two new PCs for uh PD in the
uh from Iowa Solutions in the amount of
[26:38]
$4,429.80.
[26:42]
» Is there a second?
>> Second.
[26:44]
» Councilor Ball.
>> With the second to move forward with the
[26:46]
computer purchases for the police
department.
[26:50]
» And before we vote on that, all in favor
of the motion, please say I.
[26:53]
» I.
>> Opposed?
[26:55]
Motion carries.
Discussion of resolution of B&K invoice,
[27:00]
Bridget Street improvements.
[27:04]
» Uh this is $14,991.72.
[27:08]
Bridget Street is done. They did submit
their
[27:13]
their sign-off today, so that'll be on
your next agenda.
[27:16]
» I think they were removing the signs,
someone was.
[27:20]
» They were the detour signs to medical
center and all of that, so.
[27:24]
» They had stopped at the red light
already. That
[27:28]
They got pretty good. I watched somebody
forget to look up at the
[27:33]
light.
That's going to happen.
[27:34]
» Actually, has there been any thoughts of
putting any signs up on um
[27:40]
Highway 1 saying, "New traffic pattern."
Cuz yeah, and I've been Oh, oh, you
[27:47]
know, even though we saw that the light
was going in, but
[27:50]
it just all of a sudden started working,
and so I'm sure
[27:55]
hopefully you're exercising a lot of
grace uh cuz I think there's a lot of us
[27:59]
that are just driving right through it
cuz
[28:02]
so I I just feel it'd be beneficial if
we could have some kind of a blinking
[28:06]
light to let us know, "New traffic
pattern, you know, be aware." to get our
[28:12]
attention. Oh,
that that because we saw it was up
[28:16]
there, and now all of a sudden it's
working without any warning of
[28:21]
» Let's do
anything.
[28:23]
I know I You should be able to see a
light, though.
[28:26]
» I know, but
we've gone
[28:30]
» It's probably a moot point cuz it's a
DOT
[28:34]
» Oh.
>> Yeah.
[28:36]
Sorry, I forgot about that.
>> Yeah.
[28:38]
» We get to We get to pay for the light.
We don't get to control anything else.
[28:43]
We get to pay for the lights.
>> Well, can we ask the DOT to come
[28:46]
» I can us the flashing lights?
>> that
[28:49]
I can send that request to the to the
MTA.
[28:54]
» What if you're getting charged for it?
[28:59]
» We'll have to maintain them, too.
[29:04]
» Maybe scooters could have somebody
standing out there
[29:07]
with them. [clears throat]
Um
[29:09]
but then a second question I get asked
by a lot of people, mainly my family,
[29:14]
but other people, um when is QuickChek
opening?
[29:18]
» So, I have not received a definitive
date, but I last I heard was October.
[29:23]
» Okay.
>> They're advertising for
[29:27]
job postings.
>> Oh, yeah.
[29:29]
» What kind of
>> Yeah.
[29:31]
» Yeah.
>> Moving forward, they even retail
[29:34]
positions and everything too.
>> Quite exciting.
[29:37]
» Those are ribbon cuttings
soon upstairs at the tattoo place. Can I
[29:43]
ask questions Brenda that could
>> City of City G if they've heard anything
[29:46]
recently about that project?
>> Um no, none of us had. Jesse had and
[29:50]
Brenda had and I hadn't. Um so, no
response to your question. Um
[29:56]
I mean, he made contact with the
district manager who's going to be
[29:57]
supervising the store several times, but
not enough to draw a reply back from the
[30:01]
bank. So,
uh yeah.
[30:05]
I hope they do.
>> Well, with all that, I would move
[30:08]
approval of invoice number 51387-9
from the MTA for the completion of
[30:14]
Richard Street in the amount of
$14,991.72.
[30:19]
» Second.
>> I think you moved second that you move
[30:21]
forward with the Richard Street
improvements. Um
[30:27]
free cash.
The total of this is going to help us
[30:29]
identify what money we have for the 10th
Street project. It's completely as you
[30:33]
alluded to in your letter, I'll hold you
to that, to put it out to bid this fall
[30:37]
and
act on it this spring, hopefully. So, um
[30:41]
keep that in mind.
Um
[30:44]
I think we're ready We're ready to vote
on this
[30:46]
E and E invoice.
All in favor of the motion, please say
[30:49]
I.
>> I.
[30:50]
» Any opposed?
Motion carries. Last motion for approval
[30:53]
is the discussion consideration of the E
and E invoice on the Highway 1
[30:56]
reconstruction.
>> Council action is needed.
[31:00]
This is in the amount of $74,519.43.
[31:04]
Um as I alluded to you,
uh the Iowa DOT will be here to make a
[31:08]
presentation at the next council
meeting.
[31:11]
Tentatively, that's what they're
scheduled to do. So,
[31:14]
um if nothing changes, they should be
here to present the plans and
[31:19]
a lot through construction schedule so
on and so forth. My understanding of
[31:22]
this project is set to be bid in
December.
[31:28]
» Can you That's your scope as far as it's
both ends or
[31:32]
» I don't know the timing schedule. I
would be surprised
[31:38]
if they had
both the north and the south because
[31:42]
from third to third
is not going to be touched through the
[31:46]
intersection, so
I'll be surprised if they tackle both.
[31:52]
Um
[31:55]
Cuz it generally would require two
different crews from the same company.
[32:00]
Just getting the equipment, so I would
say this is probably a two-year thing,
[32:04]
but
[32:07]
» And from a detour standpoint, you would
think that if they had it in one
[32:11]
version of it
going one way, the other way would be
[32:14]
open would be helpful.
[32:18]
» Yeah, so the DOT has hard hard start and
hard finish dates um when they put a
[32:24]
contract all of that, so
my hope is that
[32:29]
the I either the north or the south
would be under construction. They would
[32:32]
get that back done in one season.
And then
[32:38]
I guess it's depending on how much work
they have to do. They're only doing curb
[32:41]
for curb, so they're not necessarily
widening or doing anything
[32:47]
crazy that would require additional
[32:52]
They require their sub-base to sit for
so long so long before they can pave
[32:56]
over so on and so forth, but um
Yeah, I don't know. We'll see. I'll be
[33:01]
anxious to hear as well.
>> It's got
[33:05]
» [clears throat]
>> It's got as far as like DOT
[33:07]
I don't know if everybody's aware of
this, but um I know the DOT cannot uh
[33:11]
detour traffic onto a non-state highway.
So, highway like they couldn't They
[33:17]
couldn't bring They're doing the north
side. They couldn't bring people up and
[33:20]
detour
>> okay. They
[33:22]
» through town sort of thing, so they'd
have to go probably uh 13
[33:25]
» That's 13
>> to yeah.
[33:27]
» Um
>> Okay.
[33:29]
» Yeah, or
>> Yeah, local individuals will
[33:32]
use whatever they want, but
for [clears throat] what DOT puts out
[33:36]
for trucks and things like that.
[33:41]
To answer your question, yes, sidewalks
will be a part of this
[33:44]
Sidewalks are what's going to be a part
of this project.
[33:47]
» I know it's not widening, but
>> [clears throat]
[33:51]
» the intersection
[33:57]
» Uh yeah, I would move approval of the NK
invoice number 51361-4,
[34:02]
the Highway 1 reconstruction project, in
the amount of $74,519.43.
[34:08]
» Second.
>> I have a second
[34:12]
» [snorts]
>> the NK invoice.
[34:13]
And if I were to vote on that, all in
favor of that motion, please say I.
[34:17]
» I.
>> Opposed?
[34:19]
Yes, carried.
Next item for discussion, the e-bike
[34:22]
ordinance.
That was
[34:26]
started up with uh
the issue with that uh
[34:29]
» Is this the appropriate time
>> Yes, yes.
[34:31]
» Um this probably came up
This came up uh citizen came up to me
[34:34]
and this was like 8 months ago and at
the time I
[34:37]
put it off on the legislative session
talked to Senator Golding about it. See
[34:41]
if it
See if the the
[34:43]
the legislature would come up with
something state wide. Obviously nothing
[34:47]
happened to that so that's why we're
having this discussion again. Is that
[34:49]
what you were willing to follow and say
that's what we need to do this?
[34:52]
» Yeah.
>> Yeah, okay. Now, public comment.
[34:55]
Name and address, please.
>> Yes. My name is Cindy Roberts-Cotton. I
[34:59]
live at 902 Nautilus Street Southeast.
Right across from
[35:04]
our lovely LBC. And can I just kind of
not talk into that? You can hear me,
[35:09]
right?
>> Mhm.
[35:10]
» Okay.
>> Is the light on?
[35:12]
Green.
>> No, it's red.
[35:13]
» Just hit it.
>> It's okay. There we go.
[35:16]
Uh when I noticed this was on the agenda
when I checked on my computer, I
[35:20]
thought, "Hey Cindy, I think you better
show up on this one." So I've had a
[35:24]
couple of experiences with this. I'm not
an e-bike owner. I think they're really
[35:28]
cool.
Um but on more than one occasion, I'm an
[35:32]
avid walker in my neighborhood and also
with the various trails that we have,
[35:37]
which I usually refer to as walking
trails. Though I do understand that
[35:41]
they're available for bikes and such.
But on more than one occasion,
[35:47]
partly due to the very quiet nature of
e-bikes and also
[35:53]
amazing speed that at times I was just
surprised that
[35:57]
oh, they're allowed to go that fast and
in what is considered in my mind more of
[36:04]
a public walking area.
Fortunately, there was
[36:08]
the last time that I remember and was it
was on a tri-
[36:13]
on a trail
and it just came out of the blue. I
[36:17]
mean, I was
I typically don't have earbuds in. I
[36:21]
mean, I'm aware of what's around me and
it came so fast
[36:26]
and
I I I barely knew that he was behind me.
[36:31]
There was no accident, but had I
stepped, you know, to the right just a
[36:36]
little bit, or if I had just stumbled
over something,
[36:40]
it could have been
a serious accident.
[36:44]
And um
after he had passed, I thought, well,
[36:50]
wouldn't it be kind of common courtesy
that maybe they would ring a bell or
[36:54]
something. I don't know what that is. I
got a bike myself, so I don't know.
[36:58]
But um
I felt like yelling at him, but I
[37:00]
thought, well, that was no point, cuz he
was already down the road, so why
[37:04]
bother?
So, I just bring that example up.
[37:08]
Um I think e-bikes are really cool.
They're really popular. I would like to
[37:12]
point out the two times that I had an
experience like this, I'm not pointing
[37:17]
to
teenagers. Both times, these were adult
[37:21]
males that should have known better,
that should have been thinking, "Oh,
[37:25]
there's that woman up there. Looks like
she's got gray hair. Maybe I should honk
[37:29]
my horn."
But um it concerned me, and I just it
[37:33]
did make me wonder,
aren't there some rules about that out
[37:36]
there? If you're walking on a public
sidewalk, if you're on a trail,
[37:40]
how much
Well,
[37:44]
how much guidance do e-bike owners maybe
need so they're being safe with
[37:48]
pedestrians?
Thank you very much.
[37:51]
» Thank you. Thank you. Thank you. Thank
you.
[37:53]
» Cindy
>> First of all, I am an e-bike
[37:57]
and avid e-bike rider owner.
Uh have been for several years. And to
[38:03]
your point, um
we
[38:07]
the the biking community in general, not
just e-bikes,
[38:11]
but there's a
uh
[38:14]
on the trails,
there are
[38:19]
not
laws or ordinances guiding us. So,
[38:25]
there's a sort of
[38:29]
pattern that we use, that we learn,
that's common among the community. And
[38:34]
as we see newer
riders of both normal bikes, e-bikes,
[38:40]
the scooters are becoming very popular
on the trails.
[38:46]
Walkers with earbuds can be
a problem because even when the biker is
[38:52]
doing everything they can,
[38:56]
you know,
if if I were out walking with my earbuds
[39:01]
in, I may not hear somebody coming
because of the way I like my music. But
[39:07]
So, typically as a rider comes from the
rear,
[39:12]
the rider is expected to announce their
approach in some way.
[39:18]
Generally, because we pass on the on the
left side, because the rider's riding on
[39:25]
the right side, we would say on your
left.
[39:29]
Loud enough and a far enough distance to
to let the the walker or the biker know.
[39:35]
Some people do use bells.
You know, the old bicycle bells.
[39:41]
Those aren't as common. It's much easier
just to announce yourself in a friendly
[39:46]
manner.
And and that generally works. I also
[39:50]
just recently had
the opportunity to do
[39:55]
eight days in Europe riding bikes, which
included both trails and city streets.
[40:01]
And I will tell you that the bike
culture in Europe is much better than
[40:05]
the bike culture in the US.
Because here we also have motorists who
[40:11]
have no
real concern. They don't think that
[40:16]
bicyclists have equal
uh
[40:20]
to the to the spaces.
But by law we do and that those laws
[40:26]
have been in place for years. So
when I saw this on the agenda I was
[40:31]
extremely pleased because
currently
[40:38]
there are
young people that are riding these with
[40:43]
reckless abandon.
I probably would have been one of those
[40:48]
at 12, 13 years old but
we can educate. So part of this is also
[40:55]
going to need to be educated. Ironically
I was just talking to one of the parking
[41:00]
lot board members
[41:04]
last week that perhaps it's time to go
back to our trails
[41:10]
plan and look at okay which streets were
designated to be trails and is it time
[41:17]
to look at
painting bike lanes.
[41:24]
On the Lisbon Road as you ride into
Lisbon there's a sign share the road
[41:30]
with a bicycle. So I think this is a
very timely discussion.
[41:35]
I'd also like to say
that after reading through the
[41:41]
sample. Thank you Chris for this because
I was struggling with
[41:46]
what is out there and it's nice to see
one.
[41:50]
What a lot of people don't realize is
there are
[41:55]
different levels
of e-bikes and I think it's important
[42:00]
that we understand those. So a level one
e-bike is a bike that you can turn on
[42:07]
the power is on
but it doesn't
[42:10]
have any
power to the pedals unless you
[42:18]
click a button to make it say, "Okay, I
want extra power." It's called pedal
[42:23]
assist.
So, without that, you're just riding a
[42:27]
regular bike. With pedal assist, it
allows you to pedal,
[42:32]
helps uh old people like me ride a bike,
which maybe we couldn't do as off or as
[42:38]
uh long as we had wanted to.
Um the restriction on a level one bike,
[42:45]
which is the pedal assist, or one with
an a throttle, so it does pedal a bit
[42:51]
assist, or you can use a throttle. I
like the throttle in the cases where I'm
[42:57]
trying to cross one of the streets in
Marion,
[43:01]
and make sure I get out of the way as
quickly as possible. Um
[43:06]
but a a level one bike
is maximum 20 mph
[43:13]
with a throttle. Now, if you're going
downhill not using your throttle,
[43:17]
obviously you can get faster than that.
Um
[43:21]
but that would be a level one. A level
two,
[43:25]
the power can take you up to 28 mph.
A level three, in my view,
[43:32]
becomes an electric motorcycle and can
be powered over 28 mph.
[43:40]
And it is only limited by the size of
motor, power, etc. that goes into that.
[43:47]
One of the things as I looked at the uh
sample ordinance is that the ordinance
[43:53]
doesn't
discuss the different levels at all, and
[43:58]
I think that's an important thing.
Because as a rider out on the trail, uh
[44:05]
many people have the e-bikes because
they want to extend their ability to
[44:10]
ride. They may have knee problems,
issues like that, where they couldn't
[44:15]
ride a bicycle
without the pedal assist. Um and then
[44:21]
you have those people that have it
because it's fast.
[44:25]
And they don't have to pedal.
Um and those are the people that we need
[44:30]
to, you know, work with.
>> Well, my experience is just FYI, I rode
[44:35]
two fast dudes.
>> Mhm.
[44:38]
» That [clears throat] was my experience.
>> So,
[44:42]
that's just from a user's expe- uh
experience as well as an observer,
[44:48]
uh Second Avenue North tends to be a
very interesting place
[44:54]
afternoons with kids uh coming and going
from the pool.
[44:58]
» My knowledge has been a topic of
discussion at the Public Works
[45:01]
Department. Um
as you guys all know, we're around town
[45:03]
all over the place. Um more
specifically, the younger generation, um
[45:10]
I guess I'll start with
uh
[45:13]
» [clears throat]
>> we've all witnessed
[45:15]
younger kids on these uh e-scooters and
e-bikes. Um
[45:18]
they come to an intersection and they
just blow through the stop sign. Um
[45:23]
they're hard to see
uh and they're young kids.
[45:28]
More importantly, we found them running
around on the ball diamonds quite a bit.
[45:33]
Which is a real pain in the butt for us,
but um
[45:36]
» And multiple riders.
>> Yes.
[45:38]
» On scooters and bikes.
>> Uh since this is a dis- discussion, um
[45:44]
keep it very brief.
I am for
[45:47]
moving forward and having an ordinance
written up that would be specific to
[45:52]
Mount Vernon.
The Bellevue example is great. I love
[45:56]
the
the class you have to take in here if
[46:00]
you're under the age of 14 with the
learner's permit, and so on.
[46:04]
Enforcement will be a drag.
>> Mhm.
[46:06]
» I mean, I understand that.
>> And sometimes it's symbolic enforcement,
[46:10]
[clears throat]
but
[46:12]
uh
having an ordinance is a start.
[46:15]
» Yes.
Who would do this, by the way, Chris?
[46:18]
Would it would it be our new attorney
that would write this up, or would it
[46:21]
» So, typically, we will
look at various ordinances that we feel
[46:26]
complement, so we'll start with a base,
and then we'll have the attorney
[46:30]
» They do.
>> I know Marion's just videoing the
[46:34]
meeting.
>> Yeah, it's going to have topic for the
[46:35]
very reason that, but
Elvin had brought forward, obviously,
[46:39]
there's
>> [clears throat]
[46:40]
» some off-roading that occurs with these.
As far as it or as it relates to bike
[46:45]
trails, there's
we have to be careful
[46:49]
um
[46:51]
on any ordinance that would restrict
these on those. There's Supreme Court
[46:57]
cases that relates to accessibility
um and use of the trail system, so that
[47:03]
goes back to motorized wheelchairs and
all of that, so
[47:07]
um
yeah, we would likely turn this one over
[47:10]
to the attorney just just because there
have been court cases on all of this.
[47:16]
Um
one of the challenges that we have um
[47:20]
or one of the things that I like about
the building ordinances that um
[47:24]
they do restrict in certain sections of
the community
[47:29]
um and certain streets. So, the the
challenge with probably 80% or 90% of
[47:35]
the Malvern roads is that they're
two-lane streets with a dedicated bike
[47:39]
lane.
>> Mhm.
[47:40]
» Um
they typically come with no parking on
[47:44]
one side or the other, so
the the reality is is
[47:49]
I think looking at potentially
restricting certain streets or certain
[47:53]
sec- sections of the community might be
um
[47:57]
I'm not compliment, but really this
being added to the discussion I think
[48:01]
was just before we engage and spend
money with the attorney is I wanted to
[48:05]
make sure that there was opportunity to
counsel to
[48:08]
at least consider and potentially go
through the process.
[48:11]
» Yes.
>> I I similar to
[48:15]
a couple of statements that it was
apropos that this came up because
[48:20]
early last last week Monday Tuesday
whatever it was
[48:23]
um
I'm leaving to go to work at
[48:26]
9:00 9:30 in the morning and I'm on um
I'm on the main road and there's a kid
[48:31]
who's maybe eight I don't know in front
of us on an e-bike and there's
[48:38]
six or eight of us I mean there was a a
virtual traffic jam on Main Street and
[48:44]
and he's right in the middle of the road
just turning up town as it you know you
[48:47]
get past the PMP there and I and he was
this high off the ground and and and at
[48:53]
least he had a helmet on and you know I
mean there is doing something's right
[48:55]
but it just
um
[48:57]
we're getting some control over them
who's riding where they're riding and
[49:01]
how they're equipped what their
visibility is like and the education and
[49:05]
the helmets and the flags just
it isn't just you can ride here or there
[49:11]
other parts of this that I really
appreciate so
[49:13]
» Are we aiming to like any are we
thinking about along the lines of the
[49:18]
same streets that are off limits to golf
carts?
[49:22]
» Expanding on that
>> I think that I mean that's what I'm
[49:25]
saying
>> It you could for ease but
[49:29]
that will ultimately be up to you. We'll
we will give you a base
[49:33]
with recommendations and then the
council can decide from there if they
[49:37]
want to expand or contract um from the
base.
[49:40]
» And certainly before it comes to us um
however long it takes
[49:45]
to have
everyone over this side of the table
[49:48]
weigh in
>> Absolutely.
[49:49]
» on streets
>> on education on
[49:54]
what this
>> for the new enforcement?
[49:56]
» Yeah, enforcement as well
is certainly one of them.
[49:59]
» That's I was trying to get
as much information in tonight as I
[50:03]
could just not knowing the timing.
Praying but I did see that anything or
[50:10]
yeah,
>> [clears throat]
[50:10]
» so
whatever it is it is but
[50:13]
» So it will it will be a couple months
before the attorney probably gets back
[50:19]
to us and then they'll review it. So
even if we start today
[50:23]
um
the adoption process will likely happen
[50:28]
» Not by this year or the beginning of
next
[50:31]
» We're going to wait and see. So but but
ideally ideally we've got something in
[50:34]
place as we head into spring next year
so that people have time to
[50:39]
do what needs to
>> educate and the LBC, you guys can you
[50:43]
know
or we can offer classes because we have
[50:46]
the LBC.
We can offer classes right there.
[50:49]
» I think considerations I can see
anything in the world from Bellevue
[50:53]
making sounds or calling out.
And then I like what Scott just
[50:57]
mentioned about having a flag especially
for young like we're getting so many
[51:01]
cars that are so high profile you can't
see somebody down low. I was working in
[51:06]
Independence today and I had two young
boys that were on e-scooters
[51:12]
and they had looked both ways.
They were just crossing this really busy
[51:17]
street not in a crosswalk
and they had looked both ways but they
[51:21]
didn't look to see a car was coming
towards them me and we easily could have
[51:27]
collided into each other cuz they were
just full on going straight like oh no
[51:31]
one's coming this way and they just came
at me.
[51:33]
And
and then I come home and start reading
[51:37]
the notes I'm like I'm so glad we're
discussing this because [laughter] I
[51:40]
almost hit two young boys today
but they didn't even think to look ahead
[51:46]
of them. They were only concerned about
the cars coming out either side. So,
[51:50]
I I I think it's really great that we
get out ahead of this before we start
[51:55]
having some tragedies.
>> Yeah, this has definitely been a a hot
[51:57]
topic around the state. It has
has had one other and I will not
[52:03]
» It's It's not a matter of if, it's just
when.
[52:08]
» I I just watched in these kids blow
through stop signs in the helmet at the
[52:11]
school last night.
>> With the potential opening
[52:16]
quick service in the fall,
this could be probably like
[52:22]
» It's going to be a hot spot.
>> You are correct.
[52:26]
» [clears throat]
[52:29]
» You want to as as a user, uh
the
[52:34]
the cell phone division, many people
use their cell phone
[52:40]
on there to track their
or they play their music
[52:45]
and and that things. So, I think that
has to be somewhat considered as well.
[52:52]
» I think it's long It's got to be just
like your vehicles. Like a one-touch
[52:56]
type thing.
>> Yeah, yeah, yeah, yeah, yeah,
[52:59]
that's the type of the correct type of
that things. Complete sense.
[53:07]
» Thank you, guys.
>> Yeah, thank you for bringing this
[53:09]
forward and uh I'm
happy to provide any
[53:15]
guidance I can as a as a user. I have
several friends that I'm sure would be
[53:19]
happy to as well.
[53:22]
» For discussion, I think we'll keep
moving forward on it and have something
[53:25]
to present in a couple months or
probably.
[53:28]
Um
any other topic? Or we want to move to
[53:30]
reports? Mayor's report.
Three things to mention. That tomorrow
[53:35]
I'm meeting with uh
uh the county conservation community
[53:39]
recreation. We we We're it the hopper
for a week grant, but we get the table
[53:43]
because hopefully next year we will be
in the hopper for
[53:46]
mid-size community for
trails.
[53:51]
But I just want to get a table at the
know that we're still interested in
[53:54]
developing once we get
property to Irish Lane and continue the
[53:59]
the trail there, so.
That's one thing. Well, then
[54:03]
Wednesday, hopefully you're still okay
with this meeting at Ely with uh
[54:08]
Julia Abdall, who's the head of the
economic alliance with City of Cedar
[54:12]
Rapids Corridor. And
she's actually meeting with
[54:15]
former mayors of the Cedar Rapids area.
This is to
[54:20]
you know, what does economic development
look for us look like for us versus
[54:23]
Cedar Rapids and Iowa and so on.
So,
[54:27]
hopefully you can come for that meeting
on Wednesday night
[54:30]
5:00 at Ely.
And the third thing is the next meeting
[54:34]
of money kind of heads-up right now. At
this point, the next meeting with
[54:38]
regular meeting with the
I would
[54:40]
I would be a team that's going to be
hopefully here to talk to or see if
[54:44]
there are any comments from the 100 uh
homeowners who are
[54:49]
bordering Highway 1 through town for
this uh
[54:52]
DOT project that
we're doing next couple summers.
[54:57]
So, hopefully they'll be here to speak
uh
[54:59]
to that.
And uh also next week is the at the next
[55:04]
meeting is uh the Linn County Public
Health
[55:06]
wants to do a presentation on uh
well, VO's and um
[55:11]
what our status is as as far as health
the health department uh
[55:16]
dealing with
health in that area.
[55:19]
Um and the third thing is uh
something similar. Coleen Alexander is
[55:24]
just going to be on the agenda to talk a
little bit about
[55:26]
what she's been doing and how we've been
doing and do you do we want to continue
[55:30]
the same level of support? Um obviously
a needy organization an organization
[55:35]
that has high needs, very
viable organizations, can we continue to
[55:40]
contribute the
same level that we have,
[55:44]
but we want to or can, that's that's the
issue here at this point. So, we'll have
[55:46]
those tough conversations. So,
I think it might be a heavy discussion
[55:52]
agenda for the next meeting, but my two
cents.
[55:54]
» I have a question about the um
the meeting or next meeting when we talk
[55:59]
about Highway 1.
Um
[56:02]
people who live along Highway 1, but
they don't have a Highway 1 address,
[56:06]
like their house is facing the other
direction, but they have property along
[56:10]
there, are they also being notified of
this meeting?
[56:15]
» So, individual notifications about the
meeting um
[56:20]
are being sent. There's a letter from
the DOT that is going out to I believe
[56:25]
just those that have access or
front
[56:30]
» Okay.
>> of Highway 1.
[56:32]
» Because
12 years ago, 11 years ago, and 7th
[56:37]
Street was torn up. Um
I don't think any of you were involved
[56:42]
with this.
Um
[56:44]
the city only notified people who had
7th Street addresses and not all the
[56:50]
people who had land along there, and
there were very few people
[56:55]
that got notified, but it affected a lot
of people, and um
[57:00]
and a lot of people who just live like
one house up
[57:04]
from 7th Street. And so, um
it took a lot of us by surprise that it
[57:09]
was all happening because so few people
got notified. And so, I just want to
[57:14]
avoid a repeat of that. I think a lot of
the town is aware that Highway 1 is just
[57:19]
going to happen, but
I just hope that like
[57:24]
all the people who
have land along Highway 1 will be let
[57:29]
know, because my water got turned off so
many times during that. But technically,
[57:33]
I don't have a 7th Street address,
but I was affected so many times during
[57:38]
that construction.
>> I think this is where some of the
[57:42]
crossover will be. Um
[57:46]
Being a DOT driven project,
you will be subject to what it is they
[57:52]
plan to do.
That does not mean that the city, once
[57:56]
we
We haven't sent anything out because we
[57:58]
don't have a definitive Right. If it
comes the 17th, and we have something
[58:02]
that we could
send out. That doesn't prevent the city
[58:06]
from sending out notifications, cuz you
are correct.
[58:09]
Those that have driveway access to
Highway 1 are not likely going to be
[58:13]
accessing their driveway during the
construction process. So,
[58:16]
uh it will affect the side streets with
parking and things like that. So, um it
[58:21]
won't prevent us from doing something
similar.
[58:24]
Um
I'm thankful, obviously, that they're
[58:27]
coming in August. They're not bidding
the project in November. So, we we're
[58:31]
probably a full 8 to 9 months
away from them
[58:36]
starting construction.
Uh so, we have time to do that.
[58:41]
» Right. And And with 7th Street, the 8
months before, they were only talking to
[58:46]
those few people on 7th Street.
And then, when it was
[58:51]
like 1 month out, then word finally got
to the rest of us.
[58:56]
» No, I can assure you the DOT is only
going to notify
[59:00]
those that it generally affects. Okay.
And they won't worry about us or allow
[59:04]
us to do the rest.
[59:09]
» Question there.
>> Go ahead.
[59:12]
» I'm going to mention the fourth thing in
my report.
[59:14]
Breakfast with the mayor
August 15th at the First Lutheran Church
[59:19]
at 10:00, I believe.
>> Any council reports? Committee reports?
[59:30]
» City manager report
[59:36]
Questions are first for this are there
any other reports or does anyone have a
[59:39]
report?
[59:42]
» I just want to report that um we put on
our second annual reading camp at the
[59:47]
library last week. We had 23 campers
involved and 23 staff and it was very
[59:54]
successful.
[1:00:01]
» Thanks for hosting that. Thanks for
being involved in that. Thanks for
[1:00:03]
continuing that and all the work.
[1:00:07]
Anything else needs to come before this
council at this time?
[1:00:11]
Otherwise I will call this adjourned.
Thank you very much everyone.
[1:00:15]
I'll leave these chairs.
[1:00:19]
» I can't read the number.
>> I'll leave this
[1:00:22]
here for now.
[1:00:25]
» staff and the staff
