[11:34] this underway okay okay it's a little bit past six o'clock here on the last
[11:45] day of February time for regularly scheduled City Council meeting and as we
[11:50] typically do it we all rise remember this Caroline's here with us Ness and
[11:55] please leave us an application for just great
[12:23] I mean thank you point Allegiance I pledge allegiance to the flag on the

[13:29] citizens recovering from knee surgery you're thinking about him we'll go ahead
[13:35] and get into our agenda this evening and up first is the consideration of council
[13:40] minutes from February the 15th 2017 and I'd entertain any amendments to the
[13:48] minutes miss Campbell versa Gloria
[13:54] [Music] three in the last paragraph we put other
[14:01] mama can I go Macomb the boring compass while boring gone bunny are all like
[14:42] that not very interesting alright anything further on the minutes
[14:57] entertain a motion to approve the minutes as amended ii have a motion in a
[15:02] second quality favor signify by saying aye opposed motion carries
[15:08] that takes us into our regular committee and commission reports and alderman
[15:13] Bratton is not with us this evening and so I'll handle these items under
[15:18] budget and finance excuse me I uh skipped over the consideration of
[15:22] accounts payable register 674
[15:27] Tanna believe we have more handed out so that also say 675 I believe your
[15:37] questions regarding the bills we owe
[16:23] any other questions on the bills the term is all officers you're living on
[16:29] that bed
[16:36] we can certainly review that John if you'd like it oh sure what other people
[16:45] did absolutely where we don't no matter who desert because yeah number one who
[16:56] does is gonna suffer the same forest pouring your pronunciation is just a
[17:02] matter of food has good few dollars difference probably because with their
[17:07] truck maintenance and whatever that they don't sell their name he always on time
[17:12] somebody you can depend on that makes a big difference because a lot of times
[17:18] they're selling I gave it to you money and you don't get it for Thursday he
[17:21] doesn't serenade is money this guy's been great about I know that we had a
[17:34] basement repairs with the filler cut off that's right insulin oh yes
[17:43] anything further we have a motion to pay the bills is there a second
[17:50] most of the second all in favor signify by saying aye opposed motion carries now
[17:57] that takes us to the regular standing committee and Commission reports we did
[18:11] you may not have been privy to it I don't I did see it and I'm glad that you
[18:17] pointed that out because it is less 676 does anyone have any questions regarding
[18:21] those various CDs that were purchased and why not
[18:30] if not I'd like to show the motion that we just passed amend to approve list
[18:37] number 676 as well does that please the council okay
[18:49] thanks barb to point that out all right now to budget in finance and chaired by
[18:56] Dave Bratton who is absent we have no items under old business under new
[19:00] business we have financial reports to be presented by mr. Scott Evans Scott the
[19:10] report that I had tonight you're familiar with is the sales taxes for
[19:16] them to include the home rule tax bro so through agency January we received two
[19:25] hundred fifty nine thousand Milka taxes and February last year
[19:43] we're right at about the same feel as we last year it's not seem to be the way
[19:51] it's going to continue plot so maybe a little bit less each year but always
[19:58] data game like let's we're at do three months and of course I remind you this
[20:03] autumn that 55% of our general fund budget companies do that over seven
[20:22] eight nine thousand year and as you can see with these first few months the
[20:30] Bowser attacks at least borrow from Springfield at $68 for January and
[20:39] no in that bot I do that to let you know that we have ever received before so we
[20:47] received everything for the previous year but girl is about two months behind
[20:52] so and those also are a little bit lower than previous year but actually this tax
[21:02] is so far this is probably divorce taxes much boring to go into that where we
[21:12] this be
[22:23] by the city
[22:35] and then fly over work the budget would be grew at time because obviously as we
[22:42] know the increased cost was astronomical and we didn't actually get a new keeper
[22:50] plan in place until it resonated particles episode so we'll have note
[22:56] about paying a higher amount does that with the amount that look watts in a
[23:03] fork on another month before we get this water right Oh more force that was
[23:22] messages that schedule showing the various task houses
[23:31] the same format column so effective been operating second account for both
[23:37] particular middle column is Illinois ponds mine workers in Springfield start
[23:48] pounding speaking so basically through at the end of December the gas the city
[23:58] have available that basically didn't have outside restrictions on the
[24:02] testicles subjects to the council decisions digitally in the face to wipe
[24:09] out and then if you throw have the money that has outside your restrictions to as
[24:17] to what it could be used for that's another four million twenty four
[24:21] thousand so at the end of the thing with full city like staff of six million is
[24:27] not balanced unfortunately no oh that is mine has
[24:31] been built up for the theta opposite a plan that service which at folks a
[24:37] million dollar you know
[24:43] it looks a little bit seem to see that was attached by now and another lap the
[24:51] last aid to the best clean last week when I ran this report cumulative cost
[25:00] of the course water treatment plant they at least for three point four fifteen
[25:07] million three hundred four feet down published we have been two point three
[25:14] million of our own money and thirteen billion today on and I believe it's
[25:22] local over a million dollars left to pay
[25:37] that should be forthcoming here that's where we're at right now they're
[25:44] forcing the boss below is especially a reason rate of typos
[25:56] land acquisition whatever it takes maybe that's a breakdown therefore I've been
[26:02] doing for years old just the best bacon
[26:10] questions from the council all right Scott thank you very much for that
[26:16] report
[26:19] that takes us to the next item which is the budget adjustment for cleaning
[26:24] services this is something that our um cleaning company came to me with and
[26:31] they have taken on some added responsibilities in terms of cleaning
[26:36] the police department and we had talked about during budget time what we wanted
[26:42] to do we have talked about rebidding the cleaning services we had talked about
[26:47] going back and asking you know him for some kind of concession or whatnot and
[26:54] his contention was I'm doing more cleaning now that I've ever done
[27:00] actually and I've kept my rate the same for a long time he is essentially asking
[27:07] for an extra thousand dollars over the course of a year so $85 or 80h dollars a
[27:14] month for the extra cleaning done here at the police station and until often I
[27:21] don't know if you can speak at all to the things that were done downstairs
[27:25] there is added things there
[27:37] actually using it for officer space
[27:55] kidding and so I just he requested it and I told him I'll bring it to the
[28:00] council I apologize of who we currently use is that he does handle some secure
[28:08] you know is in and around areas where there is secure information and we've
[28:13] never had any you know issues there and I think he does do a good job and this
[28:18] is additional a flip side of that coin is we discuss very bunch of time and we
[28:22] decide we didn't have any additional for cleaning so how many hours before gosh
[28:30] Gary I mean I just wanted I don't know how much it maybe another 15 minutes is
[28:35] maybe what he spends down there 15 to 20 minutes so if he hits that how many
[28:40] times he hit the police department a week three times is that right so I mean
[28:49] two three hours four hours maybe that's just a flat rate he's gone it's a third
[29:07] part time mr. Baum talk one time about reducing the number of times right
[29:19] well we had discussed that and you know the there is a lot of traffic in and out
[29:26] of the PD really probably should have had him here this evening too because
[29:33] when I spoke to him about it and no offense of police department but
[29:37] he said if I clean less than three times a week he said there's there's just a
[29:44] lot of well essentially he said the police department was messy and so
[29:51] anyway he had said he did not think that that was a good thing that he'll come
[29:59] walking tonight to clean up
[30:25] he does charge accent for that video we might come anything I think I think
[30:44] I'm feeling awesome I think that the job had little hidden okay not approving the
[30:56] entry last year please remind me what he's charging extra every time that he
[31:03] was coming to do a special to me
[31:11] we did have all of it Pierce today it was a I don't know if everybody heard it
[31:16] but he did make a motion to approve that extra thousand dollars okay we have a
[31:23] motion and a second all in favor signify by saying aye opposed motion carries all
[31:32] right is there any public comment on items concerning budget and finance
[31:38] you're none seeing none we'll move on to the building and grounds Commission
[31:43] which is chaired by mr. Russell Brown is where you mentioned earlier Russell's
[31:46] not here we don't have any items for action there under old business or new
[31:50] business any public comment concerning items of a building and grounds nature
[31:58] all right new record for building and grounds under community relations again
[32:06] chaired by Dan Bratton we have a number of items here under old business we have
[32:10] a request by city bees to utilize the two city-owned parking spaces I reached
[32:15] out to them today and let them know I didn't think we're going to have enough
[32:20] councilmembers here because we're going eight to formally consider that anyway
[32:24] so we'll continue to hold that item on the agenda until later date next we have
[32:32] a request by Bruce mothers taproom for a street closure in June this is a
[32:37] holdover from the previous meeting when we had discussed some potential
[32:42] conflicts there and we probably some of this will coincide with the other item
[32:47] down here the VFW Street closures so mr. Picoult well you know Willie we've
[32:54] always given all the weekends with that one out of respect a block of way we're
[33:01] going to have some terms of one of the mortars well we're
[33:06] not taking any money away from degree after every that weekend and from the
[33:10] William water I know maybe here correspond together
[33:13] this to kind of tell me that don't hurt the VFW business and wounded warriors
[33:19] for that weekend we may have motion last meeting to give them all the weekend but
[33:26] this one for that reason I'll respect for the veterans and deliver lawyers
[33:32] I can't see what the big deal is when we're giving them five months and we're
[33:37] giving them the tenth of June to week after that why we're bringing this back
[33:44] up for that in special well I think because we had said that we are going to
[33:49] consider another date or perhaps there's bid discussions I think it's important
[33:54] for the folks here from Bruce brothers to communicate what discussions they may
[33:59] have had with VFW or where that may state we're trying to make everybody
[34:09] so we're not trying to step on the toes and we're working with them you know
[34:15] with our stage they need you know inside it's just we're already invested in
[34:22] those weekends as we sponsor with awesome so well they've been doing this
[34:30] nothing only been in business up there now for sure if they'd been in a
[34:35] swing.the warrior for five or six years
[34:48] but I thought I just don't see nothing against you guys I hope you may have
[34:54] made knowledge up there you have let you be open on the streets out there when
[34:59] the Union Warriors got in a bit of a wiggle away in the far souls even going
[35:03] him to come in and judge the Costco you know I guess Tamia don't so with the
[35:09] veterans in the wounding lawyers any respect they're sitting in this council
[35:13] at somebody else feels within a block I know that Relay for Life
[35:19] move those from that weekend to get away from everybody else to the next weekend
[35:25] you know and I think you guys got the weekend after that anyway don't see the
[35:30] 10th again it's a yeah one again I guess I spoke with Tom it's who I know is one
[35:38] of the members of the VFW earlier today and he had expressed to me that there
[35:44] was some collaboration going on between the VFW and bruise brothers I know we
[35:49] have a commander here mr. elder Jesse do you want to speak to that any
[35:56] we could and we thought yesterday and we kind of came up with they wouldn't have
[36:12] to have nothing reversing all the names we've talked about do they're out by
[36:20] dance concerts closed round rotation
[36:33] sure gotta be a hobby well I there's no question we're going to approve your
[36:39] well yeah I can't speak for the entire council and I'm pretty sure there's no
[36:44] question we're going to approve your Street closes just the other the main
[36:49] issue I guess for me personally is I don't see an issue with Bruce brothers
[36:56] doing their thing earlier in the night close a little bit earlier and then
[37:00] sending people down your way if the VFW doesn't have an issue with it
[37:04] and that's what I understood earlier to get back okay okay what time you suckers
[37:11] come in give an angry we're doing all the other stuff the other head don't set
[37:30] up things right so yeah
[37:49] over here was it near quality of sound Romar's and we're going to be throwing
[37:54] it over anyway do either one of you see exact thing
[38:03] when there's more it would seem to me when there's more going on it close
[38:07] guilty or people whether they're happy winded Warriors are the residents are
[38:12] people coming into the city the more that's going on the more options they
[38:17] have we had a lot of traffic which we both events that went back and forth
[38:22] okay thank you I've been essential events last year and
[38:26] uh there was no conflict it was going crazy move are the night it was just if
[38:35] you think it hurt your your income or your income you want to do whether
[38:42] whether I follow training yeah so you don't know if it's having to over here
[39:04] so is the request from Bruges brothers for a street closer from 5:00 to 8:00
[39:10] essentially then alright what's the pleasure of the cancel somebody make a
[39:26] move all right we have a motion in a second and what is the date on that
[39:35] second okay to approve the street closure has
[39:39] requested butters where the staffer Fortuna second all in favor signify by
[39:43] saying aye opposed vote motion carries all right under new business I'm going
[39:55] to I'll just follow the pallets listed here we have the request from First
[40:02] Baptist Church to vacate Logan Street from 15th to 16th Street and I know we
[40:06] have a number of livers here I'm not sure who wants to speak to the council
[40:12] on the issue but
[40:19] we are looking at some possible expansion with deterrence we're looking
[40:25] at security which bases loaded forever
[40:45] and we are thinking that we control and make a better secured area for the kids
[40:54] or to use or even 15 years of something they're crossing that that parking so to
[40:59] speak yes the parking lot if we close at King Street and
[41:16] it would just allow us more controls more security we are looking at you know
[41:27] we talked for years about possible expansion if we were to do that it would
[41:33] allow already having that in place
[41:39] if we
[41:55] mr. McComb Kim to you our chief both what they're going to do for you for our
[42:05] sewer lines our water line step like that
[42:22] arches what you're going to do for you the Turkish ice quarry public yourself
[42:29] me access to the rear we will get call fifteenth group of Professor chrome will
[42:34] get fifty three colleges and if we need enacted is Ritter go back all the way
[42:42] back
[43:23] mr. McCullough really well we are a table dance for me
[44:11] well you know who l of anybody would either look at their Park Place part and
[44:18] city water and serve in the sponsor announcing their before we can really
[44:24] talk about even doing and we got a look at that part of it and I have a quick
[44:28] question than barbecue in our syllabic street also a couple years ago there was
[44:36] a terrible fire woman is over there sleeping area in that 3/5 culture
[44:41] community and package invested in Holdens we got down and there was
[44:48] something that had collapsed with that dog to reuse so there is gone sir there
[44:52] are no grass child actually that whole area that goes down in the dip we loved
[44:57] it when it regular heart because we did swimmin today got to do that was my
[45:03] stomping ground I do is I might only concerns the key and and you can
[45:09] probably relate to this and some of it is I like to think about yourself
[45:15] whatever ground summer but also honey but then my concern is that as miss keen
[45:23] then notified that this could happen because I'm not aware of its it has has
[45:32] you get offered half of that which I don't know that she would even want you
[45:38] know if we make it something you have to get into every
[45:41] enjoy a part of what lunch Jerrica their poverty I an FBI I have very mixed
[45:51] emotions about it because I'm your best read a lot that's because I go there and
[45:55] check on her I don't know how my seven people use it
[45:59] I am concerned that she has not had supper I don't believe she's had proper
[46:08] notification
[46:39] yeah Wow we have a concern on it and it's really kind of seem smaller but
[46:48] 181 and you've had an address at 1520 811 for 81 years and your rocks are
[46:55] going to have to changes if you close it off any at all it can't be longer
[46:59] I don't think that you if they wouldn't leave a lot reading well I think the
[47:09] bottom line is we just communication was I assume you're on that
[47:42] fire standpoint to my gospel breakfast we know that your disk researching we
[47:49] really are working on technology liberal issues and this is one is a delight
[47:54] perfect has to shaker do you have anything you want to share with us on it
[47:58] we talked about it this is just like initial absolutely certainly yeah we'll
[48:17] definitely do that and I would just ask that our public works Foreman take a
[48:24] look at what we have existing there in terms of infrastructure under the street
[48:28] and then will I get that information together and we'll continue to work
[48:32] together to try to make some that yes she does that's better I'm between the
[48:41] two top three yeah
[48:46] see the forks there are a ton of them are very good parking as there is
[48:51] actually a driveway between the useful and or they use building and for town
[48:57] she works there oh yeah I understand that I'm not questioning that whatsoever
[49:11] I don't I just hate like you know I have mixed emotions about changing 81 year
[49:18] old like Ohio jewelry very much and all right well let's Circle it it gets some
[49:26] information together and we'll hold this on the agenda and now we'll see you guys
[49:30] probably get the next meeting or or at least maybe not in two weeks but at
[49:34] least okay okay okay we will okay great thank you so much ecology well I know
[49:52] that I know that you have used some Robert I would I think all right that
[50:03] takes us to a request by the VFW for street closures for Wounded Warrior
[50:07] weekend June 2017 mr. elder we've covered some a lot of this ground
[50:12] already but is there anything else you want to share with us
[50:36] bangle Alaska okay and I think you on the letter it's sort
[50:41] of spelled out here on in flipside right you gonna block the streets that not a
[50:50] courthouse like a cool file gotta clear the judge is time to get it out earlier
[50:56] we would like to look out for the bird coming aunt or eating
[50:59] Jimmy's tribe yet for hot yep one proper part what time would you like I mean
[51:18] so three o'clock
[51:24] okay that's a consideration did you hear what mr. herb is just II said not
[51:38] sure that we want to do it before the courthouse closes that may cause some
[51:43] issues the other thoughts from the council you can you can go ahead and
[51:50] lock early across here and get just off and finally fw and as soon as the
[51:57] courthouse closes you could block that it's great though as I know the judges
[52:01] will have a fit if we got that Street off before they leave big barking our
[52:08] flash your cars go yeah yeah but I mean if we go ahead and let you block it off
[52:12] here early and then do the other streets on the judges or the courthouse bogus
[52:18] Woodhead we find a lot of it take their reference a journal that we can do all
[52:25] one page upon two
[52:34] all right so we're wanting a motion to allow the VFW to close the streets and
[52:41] which Street do we want them to close early Gary south south tip we know we
[52:48] need to notify the service all specificity probably so have you guys
[52:54] had communications with the sheriff's lots
[53:06] okay we just need to let them know because that book is straight through
[53:14] them out cause coughing I think I cut there alright so I entertain a motion to
[53:26] approve the street closures for the VFW with South tenth allowing to be closed
[53:31] at 3 p.m. and may rest after the courthouse closes does that make sense
[53:37] the unique sale camps for for one time in a POW camp their blossom L we will
[53:50] just take it four o'clock then ok Gary made the motion for four pm for
[53:58] everything at the same time is there a second all in favor signify by saying
[54:02] aye opposed motion carries all right thank you guys
[54:14] all right that is everything under community relations is there any public
[54:19] comment on those ions in additional for community relations thank you guys all
[54:26] right hearing none see none that'll take us over to the public Improvement
[54:32] Committee chaired by mr. Gary Nicole
[54:38] Jenny laughs hi myself is about the bike route I have some information to share
[54:48] on that that I just got today Justin : we got okay the bike route to the box
[54:59] culvert essentially is what we're talking about in the mr. boss and Julie
[55:05] Peter sent a grant gutman came last time part of trying to extend this bike route
[55:10] for Carbondale into Murfreesboro and these various agencies trying to fund
[55:15] this the 55,000 that would be the request for Murphysboro for the matching
[55:22] funds the question essentially was well and as always where we got to come up
[55:28] with the Buddy I reached out to jokah Pius who is of course the gentleman is
[55:35] developing a hotel on the corner and he provided me with the letter today and it
[55:42] says that he wants to show his full support for the project and that if the
[55:48] city of Murfreesboro is unable to find other sources of revenue such as grants
[55:51] etc that he would give a cash contribution in the amount of $55,000 to
[55:57] fund the project and so with that backing essentially I would still like
[56:05] to go after the grant money over the course now and 2018 when the bill would
[56:13] come due but he has made that commitment so mostly I think because the hope is
[56:20] that it will eventually dead end into his property and people riding bikes to
[56:26] stay at his hotel so I understand that can we legally stand mother's world tax
[56:33] dollars and we literally spend our tax dollars
[56:38] this wouldn't be catfish in that bike passing okay well I wonder a little bit
[56:54] services the question we are in a future with Bill and more importantly than my
[57:04] car
[57:07] if they do something like that what are they going to finish them
[57:10] I mean I know the bridge down here is already got a bypass when I know our
[57:18] side of it right the only bridge it maybe don't with these worn out by
[57:23] Walmart this goes over that Valley I don't have
[57:27] a bike path better I don't remember I never see them one on but I was not
[57:40] here but can you tell me we're supposed to stop there for road run do it well
[57:46] but that has set beyond our city limits right right but I dot has and mr. bossed
[57:54] I don't know if you want to speak to the guy who's here
[57:57] [Music]
[58:01] watch your last
[58:23] now for 2017 about four years ago we're asked to revisit this pipeline routes
[58:33] for light rail engine again you know other trans Americans bike route comes
[58:39] across website by contemporary vertical all the time and they come from all over
[58:44] all the world and this is a popular area provided with the goal of promoting
[58:54] sports recreation tourism and community about four or five years ago he
[59:01] committed for brother Jack's planning to go out and reach out to the various
[59:08] public and he will divide by by how do we make things better a jack again it
[59:15] was God my name of mark Fenton at the sparks mater Jack gallo aparment and he
[59:21] came in and did research at Jackson County and sure where jack stands
[59:26] benefit friendly economically from assuming
[59:31] things would be seven or life directed toward enhancing my grounds at that same
[59:36] time I not was mandated do implement complete streets list for pedestrians
[59:46] bicycling and vehicles so the comfortable is going forth both
[59:52] Mossadegh nineties was what would be the best place to put in background enhance
[59:58] the pedestrian traffic and how to be coordinate that when I got does
[1:00:04] something so it's not more expensive they're already doing something it's
[1:00:08] just good to do it there if that's what happened so we put these everything
[1:00:11] together and I got came to us and said this was just last year and just what do
[1:00:19] you want what is the most benefit of jacket county and rural is going to do
[1:00:25] what it did need to do sport hydrops internally terminal going to oficinista
[1:00:29] controlling from CIPA through centrally building out the best thing was to
[1:00:36] connect vertebral property the emergent problem with the same way to get to
[1:00:42] murder for profit of the bottom so the part I got asked us to share some
[1:00:48] different routes we did they plugged it into their programs and they came up
[1:00:55] with 13 and use certain you know play not all 13 there's any kind of way that
[1:01:00] we can make that happen and
[1:01:02] and they did that they came up around the neck a virtual carbonyl that is
[1:01:07] right next to the 13th and then they came up with the bridge on new 13 in
[1:01:18] front of the main shelter the old railroad you scope has to be tore up
[1:01:21] planting doesn't matter camp I ground up dummy tore up so I got said hey this
[1:01:28] would be a desist we can extend Wood Road and at the inspections Wood Road in
[1:01:33] front of your main jumper it will be just made into a bike route but we
[1:01:37] carefully we tear out the old railroad overpass we will put in a bike culvert
[1:01:42] lighted and we will connect it there on over to Airport Road and start the bike
[1:01:49] routes to birdsburg progress with certain getting of the bike route test
[1:01:53] connector before all farm again they they they sent out a notice
[1:01:58] could you please contact the different locals at being city emerged look to the
[1:02:03] carbonyl Jackson County we would need them to be 20% of the masses 6% over
[1:02:08] three and the officer said and they asked if we could get a verbal
[1:02:14] commitment of that so I was here we were here last time that's over - presenting
[1:02:18] with the grass and 25,000 verbal commitment for 2018 to start that
[1:02:32] on the fifth day they're near or adjacent to or that's correct me there
[1:02:53] their mandate is change state they are further funding is related to buy ground
[1:02:58] so they want to help and these people did return this or not they are licensed
[1:03:03] so that I use existing resources property either either existing routes
[1:03:09] right or they're not going to go through the pentagram stress no no no this is
[1:03:15] important for us community that it wasn't doesn't tell me please about five
[1:03:19] counts planted right about thousand miles trail by one old country
[1:03:57] and one of them signing off any system therefore rolled into multi-level
[1:04:03] structure on a teen beat writer about David about doctor and I like I like the
[1:04:10] officiating fun happens I start with
[1:04:30] what the basically wide rogue like I said the only place that you need where
[1:04:34] the Bison focus after that little bridge there you know is fast the cemetery
[1:04:41] coming in the Murphy there there's no bicycle path on outside like there is on
[1:04:46] the new bridge I don't believe well the discussion the discussion in
[1:04:51] those meetings did know obviously research will about connected now this
[1:04:56] is the start but the connection was to continue on to workers have an accordion
[1:05:02] theme that there was yours on presented from you I got engineers that allows you
[1:05:08] to use the existing bridge was only 13 where took five buildings up so if you
[1:05:15] use that by that you can go so that gets you you're out you're out of way of
[1:05:19] traffic so you go to but you also be able to build a about underneath the
[1:05:24] bridge and get on the opposite side of Andre anything is to minimize minimizes
[1:05:30] titled accident which it will and that's that well you've already got these
[1:05:34] people coming through and by binding here and we
[1:05:50] any other questions comments mr. Smith maybe Danny quickly refresh my memory
[1:05:58] about I think there was some discussion about after this was all completed and
[1:06:02] then who's responsible for keeping up the maintenance like on our part
[1:06:06] there would that be the city the cities that you offered you have a solo bicycle
[1:06:12] awesome there are active in right now this year we're doing these five times
[1:06:21] vertical Black Studies for mammals this first the first unaffected a part of
[1:06:26] those nice thing so you have people that are bicycle earth business that they're
[1:06:32] active in that but sure I mean it's the city of Moreau in Jackson County and
[1:06:36] they do that but remember we're talking about a five-round we're not talking
[1:06:38] about a highway Nathan should be pretty normal very low hurting them okay I mean
[1:06:48] Runnels a battery charge the leaf blower with your find and recall the things
[1:06:56] just not it's not that kind of activity mr. urbis I was thinking at the last
[1:07:04] meeting you said they would come in from Carbondale to be some baby yes no well
[1:07:08] yeah they're going to do that they are going to do the maintenance on that in
[1:07:11] that list sorted in it and the contactor is Gary Williams very Lizabeth City
[1:07:16] they'll discuss public airing limbs and hearing limbs is the business this
[1:07:27] particle and carbonyl is it for fifty five thousand things
[1:07:31] definitely our office amazed that also they built a suit Airport go but it also
[1:07:36] looks back where that old grams of trails plugs for Carbondale and those
[1:07:40] taxes to city park them so they are in yes today so where are they going to
[1:07:47] maintain I would imagine able maintained until two Airport Brooke this right here
[1:07:59] is the covert loop loop Cobra does lose right over loop right back there to a
[1:08:07] hold that for the older tracks ran out of Carbondale underneath the highway
[1:08:13] there and they've got they purchase all that property there so obviously
[1:08:17] probably take care I have current trail from coming to
[1:08:30] their own guinea you know some liberal no you just have look okay from carnival
[1:08:36] to that point to this Woodrow you can even set the township road so you can
[1:08:43] even ride your bicycle Waterloo Road you can ride your bicycle on Allegro front
[1:08:47] so all they're doing is extending Wood Road but it will be it will be for
[1:08:53] vehicles that will be just revise and extend in front of the humane shelter
[1:08:57] and go under needs to do bike box culvert and then go to the opposite side
[1:09:02] of 13 going on another side guy front right
[1:09:11] alright so what they're looking for is just a verbal pledge you know to support
[1:09:17] it and I would encourage an aye vote with you know the backing of this
[1:09:24] private money I don't see how we can lose even if we don't find our own
[1:09:30] extreme revenue stream for the project the curved side Oh before I would have
[1:09:39] voted no probably but Joe's back I sure if we get grant money for that
[1:09:52] the next phase I would I would think so because ultimately he you know has seen
[1:09:58] some bike trail development in Valmeyer area and it has helped his property
[1:10:04] there so even even before that get connected with the place looks gets
[1:10:12] connected careful approach you allow then access to get you know going on
[1:10:18] that side of the road they're not even parallel inside of both state laws are
[1:10:23] pretty clear on that you know you have access there are people that ride their
[1:10:27] bike now is good shoulder there all the way so that you can if you can make it
[1:10:31] favor step by step and make it marginally favored each step you make
[1:10:36] you're going to make this place better lot more traffic
[1:10:44] I'd entertain a motion to express the council's verbal support for the project
[1:10:53] $55,000 I have a motion and a second all in favor signify by saying aye opposed
[1:11:04] motion carries thank you mister boss thank you think in this dr. okay yeah
[1:11:11] we'll move on request the white diamond on a lease if you found anything on that
[1:11:15] we'll see we're going to reverse it I already had time I have researched it in
[1:11:21] so much as I have looked at what other communities emailed the Illinois
[1:11:27] Municipal League and asked them as well as the scylla mayor's Association to put
[1:11:34] that question out to other municipalities of Mayor saying here's
[1:11:39] our problem what does anybody else does anybody else
[1:11:43] had a similar problem and the feedback I've got Mac has been minimal I got
[1:11:51] feedback from one group that and we've already been over this ground talked
[1:11:58] about you know having a single hauler another city wrote back and said well
[1:12:03] they just do they have curbside pickup i've yet to get any feedback on anybody
[1:12:08] who has implemented essentially a scale or something of that nature to where
[1:12:16] they're laying the trucks or whatever to keep them off the roads about but I have
[1:12:20] it I'll be honest with you I have it followed up with it you know as hard as
[1:12:26] I could about how to set to emails well I've done my part about it still a
[1:12:32] seeing more we want to limit in a small truck I don't want to stop this from
[1:12:36] doing we give them six three months six months to switch over from big trucks to
[1:12:43] use a little thrust I'll see a big stop sister do it really
[1:12:46] either Gary I mean I said this before the only thing that I think we ought to
[1:12:51] consider because this is going to be an ultimate
[1:12:54] happening is once they have to go to the smaller trucks they're probably going to
[1:12:59] raise their rates on all of our customers because they're going to say
[1:13:02] well now we've got to run more trucks that we got more people so we just need
[1:13:06] to be prepared for that in in advance if that's where you want to go Richard I
[1:13:11] don't know if you have any thoughts awesome this council can and I guess my
[1:13:19] question is how we enforce that we emotional that we thought of that before
[1:13:24] we couldn't find any better with a scale with the oil so yeah yeah so we have
[1:13:32] skills and running time ago so certainly I would be very happy to see lateness on
[1:13:39] that but also there's lots of free especially in the south I know headstart
[1:13:46] reservation area that doesn't have Alex and I think that if we're going to do
[1:13:53] later we really should think about areas and
[1:13:57] 1517 Thursday and also 16th is a prime example and 70 for that matter in the
[1:14:05] south they don't have grill alleys and week we all take our trashmouth kisara
[1:14:11] receptacles and altitude we first post-apartheid service we take into the
[1:14:16] car beach whatever they in your pick up is but but it's just as damaging if not
[1:14:22] more to those over brick streets as we there's our Alex please I don't know if
[1:14:27] that's more than we want to fight off that's how far if we do consider doing
[1:14:32] it should we consider doing it as a blanket it's not your salary
[1:14:38] well if you've got a certain limit on it - that's something
[1:14:42] okay okay what it just says ally right here so it would be a way also could
[1:14:53] maybe some of that big trucks on she's hairy or not
[1:15:03] Eric don't we already have weight limits on most streets in Murfreesboro and and
[1:15:09] as soon as that garbage truck hits town whether it's got anything or not he's
[1:15:13] over the weight limits that's probably they're already violating our weight
[1:15:16] limits and I think so the only way you're going to do this system pays to
[1:15:25] limit the size of the trucks and I'll guarantee you that folks in town are not
[1:15:29] going to be happy with their bill when you get when you get double the bill
[1:15:33] every month because that's what it's going to be when you when you get twice
[1:15:37] as many trucks across utilize those develops we've got little things you got
[1:15:42] to consider I know they're carry on salvation mine my alley has three of
[1:15:45] those things go to it every week they even tear down the post on the corner
[1:15:50] when they turned and sold me not before but I did you I won't be here when this
[1:15:55] all happens probably good when it does happen if it does happen you're going to
[1:15:59] have a tremendous increase in your in your in your bill which gets you into
[1:16:03] double at least it lies all ready for the aisle
[1:16:08] maybe there be some advantage I don't know what it would be to get the trash
[1:16:12] haulers in here and say you're tearing up or alleys who are you going to do to
[1:16:16] fix it and I guess what they're going to say is
[1:16:19] nothing or we're on smaller trucks raise your bill well and every time they turn
[1:16:25] like if you got one job going down anyway just one from one end to the
[1:16:29] other but half the ax cut's are coming through
[1:16:31] I thought my Ollie way I start in on 20th and one of them goes out on 21st
[1:16:39] Street and excellent comes from 20 Street all the way down goes out on 22nd
[1:16:43] ever placed a turn we got stepped or up
[1:16:49] well now I can't see something I think your idea is the best could get gets get
[1:16:55] up together and talk about it I doubt that you're going to get anything done
[1:16:58] with them because they do that the other city and well let's do this
[1:17:04] Sandra please make a note and remind me to reach out to the trash haulers and
[1:17:09] Murphysboro and we want to I want to invite them to a council meeting and we
[1:17:14] need to show them that you know some examples because they're pretty easy to
[1:17:19] find of the fact that our streets are torn up and maybe one of the things we
[1:17:24] ought to do is say if you want to continue to run these big trucks fine
[1:17:27] but you know the trash business as they say is always picking up and they've got
[1:17:32] plenty of money and maybe they ought to be reimbursing the city every year a
[1:17:37] certain amount of money maybe we ought to be issuing them a franchise fee or
[1:17:41] something just to Oppel it because of what they do to our streets
[1:17:45] so we her culture go up again and they're still going at it to the final
[1:17:49] guy that's being happy I don't care I mean if their business or do they happen
[1:17:53] to you this part of Smith Atlanta I mean I don't think that the citizens of
[1:17:59] Norfolk soil should have to after bills raised and pay for the
[1:18:04] garbage trucks damaging our streets like they said I think we should want a
[1:18:09] conversation with them and say this is what's happening to what can you do you
[1:18:12] know help us with this problem right
[1:18:16] I'll go to mr. Orbison in the air well I know here's our in the county gets to
[1:18:22] the tipping theme for them to use the landfill landfill right
[1:18:26] they pay to me go up drastically that great conversation okay Eric
[1:19:02] that's just part you know once I scream Daryl brick Street sure I have another
[1:19:10] thing you could discuss of what to discuss with the trash haulers we do
[1:19:13] recognize reservist or be okay with us doing it on a car rather than the others
[1:19:19] they do that in the hole that was reservation line yes except yeah mine is
[1:19:24] too but it has a buttery soft oh yeah mr. McComb assemble we're doing it
[1:19:29] Curtis I think every oh my father my fear is parking right and you have
[1:19:33] people parked all up on spider-man 3 there are so loud from Stefan that's the
[1:19:40] only thing I see about Curtis I don't have a problem with it what time the
[1:19:47] guys pack up and car sitting in the street
[1:19:50] well yeah the trash picked up around the club city and most of drivers anymore
[1:19:55] happens picking the container up from the inside the truck and when they turn
[1:20:00] it up and we have it down the trust and that trash is going everywhere anyway
[1:20:04] literally have a guy dog they've got the article yeah take that when I go to
[1:20:09] dumping take down the three foot above a truck and then it's blowing everywhere
[1:20:13] you know never got your vinegar yeah alright loving this tax are we in
[1:20:19] agreement that the best thing we could do here would be to bring trash haulers
[1:20:23] in and have a discussion with them sir I think any matter what we come up with
[1:20:27] needs to be their lawyers or sentences so that we might have them you know
[1:20:33] you know for example what the percentage of people that have perfect buys in the
[1:20:38] city because of necessity right and what streets bellegarde
[1:20:41] you know be nice to know what's under get one okay first I would is no alley
[1:20:47] yeah alright let's move on to the new video
[1:20:57] all right discussion an approval of possible action on the old shoe factory
[1:21:01] at 4:37 18th Street so you may remember Emily birch from the County Board has
[1:21:08] been looking after some grant dollars assessment dollars cleanup dollars
[1:21:13] that's kind of refocused course this brick here is from the brown shoe
[1:21:17] factory here in front of me and it is continue to deteriorate and the main
[1:21:24] concern is that the western wall if it falls is going to be able to reach 19th
[1:21:32] Street I've had discussions with Eric had a few discussions with our city
[1:21:39] attorney about what you know as our responsibility we have a legal
[1:21:43] obligation to do anything there we I feel like that western wall is my
[1:21:53] primary concern because when it goes it will get to the street so I wanted to
[1:21:58] have an opportunity Eric did you have a chance to talk with Carol Holman today
[1:22:02] and what did she express Carl
[1:22:36] the mr. Holden has Alzheimer's disease essentially and so his but the property
[1:22:46] is in his name okay - and both Carl interval then both are they get okay
[1:22:59] mister the property insurance
[1:23:05] I don't need him - yes I see you I don't think anybody answer probably not a lot
[1:23:15] but what you and we get into taking understanding with what I've been
[1:23:22] griping about this for six seven years before the north wall stores only and
[1:23:28] did it one time we had a guy that's going to put it on the ground with a
[1:23:33] scrap scrap ain't workin that's from now and he's in bad health so you can't get
[1:23:38] that done but it almost all needs to be knocked in not just a West Louisville
[1:23:43] cousin you got here he freezes business on one side if the west wall kind we not
[1:23:50] the west wall down and then when the other wall falls in on his business
[1:23:54] there are seven further loss to support at will at four well I agree with you on
[1:24:01] that Gary I am obviously mr. Holman doesn't have the finances to hire
[1:24:09] somebody to push it in the city doesn't want to take ownership the property and
[1:24:13] I'm not suggesting that because it's got all sorts of various EPA liability
[1:24:18] issues one of the things that we had discussed was through our essentially
[1:24:26] rehab we still carry on the books Scott do we not a rehab loan type of line and
[1:24:33] I mean I know that that's very rarely used we don't want to use it at all
[1:24:38] anyway but I just want to put it out there because at some point that wall is
[1:24:45] going to go in the street and if there'd be the ability to quote unquote loan
[1:24:50] some money and not get in the chain of ownership and get that pushed in
[1:24:56] it's just a get the property secured you're talking about in this poem in
[1:25:01] here right well I'm sorry Gary go ahead length
[1:25:05] that would be a good deal and I think you're distracted at the same time about
[1:25:10] getting that all pulled in but when you pull it in
[1:25:13] no matter who pulls it in you have somebody pull that in and leave it like
[1:25:17] you're going to have to spray all the water as it's coming down because they
[1:25:21] asked that's a sentence you don't have to we'll have two ferns for somebody to
[1:25:26] keep up with right you can't get in there and take tasks that's a salad the
[1:25:32] EPA will let you spray it with water keep it from getting up in the air right
[1:25:36] as you're pulling it in Linda yeah
[1:25:50] it is data no it it is not approved yet but it is it was submitted and under
[1:25:58] consideration I think that that should be some sort of reply on that money into
[1:26:03] March yeah I hope you forgetting what 7im wiki for getting her down not just
[1:26:11] thankfully effective west wall down we're going to loosen that right other
[1:26:17] wall up when the fifth fold over on breezes business is someplace along
[1:26:21] through that they're going to say we done it because if we can take it all
[1:26:25] down so get it all pulled in and it's going to have to be done with probably a
[1:26:31] crane and a racquetball we get it come over miss Campos
[1:27:28] he also sparked something on fire okay not really that doesn't need to be over
[1:27:37] of the properties parlance careful okay we know this era grief workout from Jill
[1:27:45] know the properties one parcel number in order for it would require a competitive
[1:27:55] that property and somehow splitting that building for mr. briefs adjust my
[1:27:59] enforcement entity which whatever has simpler
[1:28:03] I believe is something to that effect we had two parts building our entire
[1:28:09] building but it is one parcel one parcel number cannot just going to lift that
[1:28:15] fashion the building needs click the record owner all right I don't would yes
[1:28:24] it's sort like real estate tax through the home and pay all that that's dummy
[1:28:31] which actually put that okay so it's when you say it was all one one all
[1:28:39] relax Barbara's cast or portable member it led me to believe that they go would
[1:28:44] be the these people the owners the owners that would be liable for the
[1:28:49] Barbie taxes even though they're so great as far as you know does not pay
[1:28:55] any real estate tax for that property that was just a little beyond the facts
[1:29:14] feel somebody that he was four years ahead in something all right so if I
[1:29:21] could I want to bring this conversation back into the main point and that's that
[1:29:26] what are we going to do and I think that are are only because I know what I've
[1:29:33] always tried to think of the back my head and probably what bills thinking is
[1:29:36] this all great conversation but what money who is going to do all those we
[1:29:39] gonna give it right so what can we do mr. Blake in terms of can we order the
[1:29:49] holmen's to make that property secure because it's out of code
[1:29:55] if we had Eric and already said they noticed demolish will repair that
[1:29:58] property under the state statute response of state statutes the city
[1:30:05] could fix your students this city you know somebody does not having money to
[1:30:10] do it the court sources tell them to do things they cannot do to notice very
[1:30:15] expensive from the city standpoint
[1:30:21] we want to be careful with city does not be in control of this property and then
[1:30:25] any city getting put in position of any possible wider city complete forward
[1:30:31] with a complaint for demolition of the property and get that order of course
[1:30:35] the city would be in position did we have an order to the bottles to property
[1:30:39] without money to do it you know we want to be willing terribly but not being put
[1:30:44] in a position of taking that property over or having them some kind of
[1:30:48] obligation there to do something but getting the demolition order would not
[1:30:53] put us in any kind of chain of ownership it would but we just kind of feel a
[1:30:59] little money thank you having that word that gives us
[1:31:02] the right to take this whole building down if we were going to take that court
[1:31:06] action to do something with the building we would like to do something more
[1:31:10] limited there was maybe the money to do such as a something to petition to put
[1:31:16] the building in a safe and secure position position or condition for right
[1:31:21] now which is what you suggested mayor if we were going to get an order limited to
[1:31:28] putting the filling in a safe and secure condition such as taking down walls and
[1:31:33] differently falling now and then
[1:31:39] so the earth advising that we wouldn't seek a demolition order but we've seek
[1:31:45] it order to make the property secure we'll think unsecure said hanging down
[1:31:50] anything to have me be come down right now and have we already done that area
[1:31:55] theories well it is start to make the property secure it was that procedure
[1:32:09] would be the same processes follow in eating in order to demolish this
[1:32:15] Interphone listen would we be smart even though we don't own the property right
[1:32:20] now to get a cup of gamble contact us to give us an idea what was going to cost
[1:32:26] can we can we legally do that sure sure then we'd have an ideal what route we're
[1:32:33] going what kind of money it's going to take just to get it secured on the
[1:32:37] ground well we could do kind of walk and chew bubblegum do bowls because I really
[1:32:42] think it's important that we show that neighborhood that we are you know taking
[1:32:48] the steps to you know make this place safe for 19th Street for the surrounding
[1:32:56] neighborhood and I would like us to pursue we can get subcontractors to give
[1:33:00] us some numbers not also like us to have our attorney pursue that order to make
[1:33:07] the property secure so that we got that in hand also because if we do get this
[1:33:12] money then we've got an order in hand already that we can apply that money to
[1:33:20] let me ask you this Richard if we pursue then what we're saying in court maybe
[1:33:29] they can't afford to do it seven cities per centum to do it and what we're going
[1:33:33] to be want to do it and if we don't have the money
[1:33:36] that's starting to fall down on somebody or we in that liable suit
[1:33:41] why we be on this run to the Gresham Gary about our having taken up control
[1:33:50] this building that's why we would suggest something we know we don't have
[1:33:55] money right now to complete the collision of that bill if we limited
[1:34:00] what our action would take or what our action would be what we would ask
[1:34:04] authority to do to make feeling safe and secure now it's time that that work it
[1:34:13] would let me get comes a little later
[1:34:20] I'm like the American I do love this see it on the ground even if we can't afford
[1:34:25] to clean it up because you can put one an orange picket fences around and if
[1:34:30] you have to to keep people away from it but I'm just like - Meredith that's
[1:34:36] right Paul it's going to be out in the street across the sidewalk is how do
[1:34:41] many people walk that sidewalk by one after walking the street anyway but you
[1:34:47] know I it could kill from by walking one four-sided Street it's already felt on
[1:34:53] the north side all the way over in the very sister dissimilar I had to pick
[1:34:58] bricks up out of their yard I mean it went that Polikoff scapulae we need to
[1:35:02] get it down before there's some way we can get the money to do
[1:35:22] all right well let's Eric's going to pursue this is what I would like I'd
[1:35:28] like a motion to let our attorney pursue a action to have the property made
[1:35:39] secure and at minimum that means that the holmen's need to put a fence up
[1:35:44] around it and secondarily that we get some budgets of bids together from
[1:35:52] contractors on what it's going to cost just to pull it in that's the two things
[1:35:57] I think we ought to do not just fold in I just get their ability to get too big
[1:36:04] one take it away and one missile yet you
[1:36:08] know so that we have well I think the reason I don't mean to interrupt more
[1:36:12] but I think I think the bids are two different bids because one's going to
[1:36:16] have to be from a full-blown environmental couple probably and one
[1:36:20] can be from somebody they can just collapse somebody with a a tin tractor
[1:36:25] and a lot of courage well before one is ever before one they looked at it yeah
[1:36:36] EPA EPA was gonna let them one contractors put it on the ground spray
[1:36:42] with water that was what they were looking so good because there's no no
[1:36:46] way you get in take any s bestest Alice because it's unsafe right well Gary you
[1:36:51] made you made the motion
[1:36:57] taking down the west wall or it's gonna same kind of weather that you're calling
[1:37:02] now or just well I think I think the bid needs to include bringing in the west
[1:37:07] wall and that's others baseball because those are the two that I think once you
[1:37:12] take that west wall down I think the less wall and south wall is going to
[1:37:15] fall down any our our action would be happy important to take down right
[1:37:22] because easily if you put a fence out there on edge of the roller by the
[1:37:26] sidewalk and wall for will stood by the fence they convinced they go to hold
[1:37:30] that wall up and on so I mean I think the bed should be the same as what the
[1:37:35] action is I think that's interesting that's what we need to know how it's
[1:37:41] going to cost to do what we're going to have the court threw out a letter to do
[1:37:44] yeah and then we can always get that part of a bid asking well what would it
[1:37:49] because I don't know what it costs to take that stack down out that but to get
[1:37:54] that west wall and the other wall down you could very you know asking what it
[1:38:00] cost to do this amount what it cost to do the whole way you live that way will
[1:38:11] be a motion where the complaints secure the real building video
[1:38:16] with a petition for specific to the location taking down take it down in six
[1:38:27] years so the people cannot access the property
[1:38:31] that will be part one and the other one it will be filing the collection to the
[1:38:37] money Westphal and the telephone we are all
[1:38:43] propagating that one move Joyce what what's the ocean water what I have is
[1:38:50] the motion would be to allow our attorney to pursue an action to take the
[1:38:55] profit property and secure it and then get and get bids from contractors to
[1:39:03] pull in the West and southern roll
[1:39:08] that's a motion under as you know if that is that good on that Richard or not
[1:39:13] one of the dolt that Bush who is also doing this have the authority to do that
[1:39:17] to take down in or action okay that's not what I'm asking all I'm
[1:39:22] asking for the ability to secure the property with a fence that's all I'm
[1:39:27] asking in the in the court order the other part is just getting bids so we
[1:39:33] know what it's going to cost to pull in those walls that's right after their
[1:39:37] master nutritive reported taking them around the western side thank you okay
[1:39:43] all right so Joyce do we need two different motions is that what you're
[1:39:48] requesting I'm asking if we I don't see why you need two different
[1:39:55] Richard made two different ones I want to get bids and the other two have you
[1:40:02] proceed all right okay yeah my motion if we get a second we can move on to
[1:40:13] complicate things a little bit more Mary you just mentioned that most at camp you
[1:40:22] probably be there another 100 years that's that way down the line we can
[1:40:26] look at but right now we're worried about that west wall okay I get a copy
[1:40:31] secure all right thank you all right thank you
[1:40:38] it's no wonder that big stood for so long is anybody second in this thing you
[1:40:42] Barbara whatever postion of a firefighter Hey okay next one is the
[1:40:55] discussion and approval request by the Union Pacific terrible replacement of
[1:41:01] the overpass pattern 149 I don't why would they be asking a city for that one
[1:41:09] that's a state route well they're in order for the road to do it they have to
[1:41:15] get Commission filed an action by Commerce
[1:41:20] Commission to get that permission since it is within city limits they have the
[1:41:26] city
[1:41:29] we've got some information from them it warms us that they would anticipate
[1:41:39] getting June first thing that'll be about two and a half month project
[1:41:46] they're looking to complete please replacement over of the overpass during
[1:41:52] that two and a half month period thing
[1:41:57] traffic will continue to be a book pass from one lane except for a three-day
[1:42:02] period in which that's when they actually do the replacement company
[1:42:06] overcast for every day period closed down during that time they are saying
[1:42:32] that it goes through an administrative wall for statements to learn there's an
[1:42:37] administrative law judges on Illinois Commerce Commission what we are looking
[1:42:43] to do in our conversations with them is to put together an agreed order or set
[1:42:49] order that the administrative law judge can been approved and signed off on Wow
[1:42:58] so the city's involved because these names as a party of is proceeding for
[1:43:04] them build with Commerce Commission's now we're involved because it is
[1:43:08] something that's within the city's jurisdiction let me ask you this risen
[1:43:12] every time we go on in the rhythm they charge us $50,000 the railroad is not
[1:43:18] located this project railroads covering the city should not be out anything for
[1:43:23] this project but can we charge it I charge us for everything we ever do all
[1:43:29] of them I just wondered I don't think okay just send them a bill okay all
[1:43:39] right I get that business fast right now what we would look to see if you want to
[1:43:44] pass we have a bonus order allowing this be done we look for the word apply life
[1:43:50] to be content order by everybody in the hall okay for those three days when it's
[1:43:56] completely shut down it's going to put some of our residents and a fire hazard
[1:44:03] as a firefighter quickie decking is they're going to have to go all the way
[1:44:07] out get to Westwood Hill options like much silage market bro yeah anyway it's
[1:44:12] a place on the wreck right there that can't go on an overpass anymore they're
[1:44:17] going to go out and round I'm you know I just I think they'll be better than a
[1:44:22] train followed on the ruler over time oh so pretty okay what doesn't work out
[1:44:28] emotion is like emotion too you can make a motion to that authorizes you proceed
[1:44:34] with our communication see finalizar okay I'll make that motion I'll second
[1:44:42] all right most of the second I would say I said bounce a tie I opposed motion
[1:44:48] carries okay many Fed would comment on probably
[1:44:52] concluded here and then come back over to you now
[1:44:57] okay Public Works is where we go and that's chaired by mr. bill Pierson built
[1:45:02] somewhere I had this okay the first one here is there go over this position with
[1:45:06] the question the Park District to assist removing wood chips and this is on the I
[1:45:11] suppose eighth Street nut North the North Park at or eight streetlights
[1:45:18] reasoning tonight Street they want they want to pile wood chips in the street
[1:45:25] and probably put a barricade around it so they can move them onto the park into
[1:45:30] the park the second part of it is because he will talk to you about this
[1:45:34] Derek they want to use our big whatever that thing is we got from the state or
[1:45:40] the or the air force removal with
[1:45:50] operation
[1:46:02] okay
[1:46:06] well their issue as their tractor is small and they said it'll take us eight
[1:46:12] hours because they're wanting to just move those wood chips up there they're
[1:46:16] going to be spread around the base and I guess the playground equipment and stuff
[1:46:20] that they're putting in update sometimes they can't get it back to drop it in and
[1:46:25] dump them inside the park in there if there was any other way right there you
[1:46:30] can back right up by that fence can't you dance there's an alley this heart
[1:46:35] sets here and there's alleyway right there beside it if that's still usable
[1:46:39] alleyway we used to be able to I said we do that one not too keen would iterate
[1:46:50] what they want is to put the chips in the street and move them into the park
[1:46:54] with our health I suppose with you oh it's not going to be for a couple of
[1:47:02] months out of having a pity date on here so if there's any interested Anita
[1:47:09] motion in a second I like the motion okay good those in favor aye
[1:47:15] neighs that's fast the next one I have is a request for the final payment for
[1:47:21] Midwest petroleum with that execrating and I think that is on the lift station
[1:47:25] Jim is that correct community that's I thought I had the amount here at all was
[1:47:31] it like $15,000 or something done [Music]
[1:47:38] tomorrow 39 o 95 as it is okay then we need to be holding a percentage a red
[1:47:47] bag they've been done we're finished it's going down the river to you okay so
[1:47:54] relatable okay move on Peter second second okay those in favor
[1:47:59] aye days that's past you go to want to
[1:48:05] comment all that one probably call it my robot thing okay that's it alright that
[1:48:11] taste stuff more the Popol we're about that yeah so what these figures of this
[1:48:20] movie the public safety under its old business we have one item or request for
[1:48:27] street lighting on shoemaker Drive Omega motion we're gonna do that
[1:48:31] well I'd we don't necessarily have to make lotions in the negative I would
[1:48:38] just suggest we don't conclude this on the agenda for the next meeting
[1:48:43] I've driven that several times and it's really really well with its what a lot
[1:48:48] of us believe enough we can have its own ever again
[1:48:55] areas very dark down there people walking the streets at night and then
[1:49:02] you get that long strips where the house dark and it's very well bit right there
[1:49:07] and then it gets dark I can't see how many people
[1:49:20] right at the corner of life edit e esha maker almost get a guy you know all
[1:49:26] black I'll Drive I'll Drive that Street probably six night the rule to going out
[1:49:40] that's the way I go out to go up that side of town that went down on Lendl
[1:49:49] streetlight I'm gonna keep them out of Center in the street that's what long
[1:49:54] people walk down the center down there's no exact it it's really it's really bad
[1:50:10] is there dessert in here is there an existing Pole I wonder where
[1:50:17] we could put something up where the issue is I mean that's the question I
[1:50:26] guess there's cold air do we have a light and scary light on the Gabel home
[1:50:31] Mary okay members out there
[1:50:41] there's the light right by the holding area I mean the only dark spot is from
[1:50:45] there well you got a very short stretch where the would go do you get to do
[1:50:54] apartment I guess you know there I put level of a split line here well yet wait
[1:51:00] we got places we could put streetlights all so I was inclined to just forget
[1:51:11] about it but obviously you've got an investment in your community and you
[1:51:16] know put yourself out there from City Council with a part of that you join us
[1:51:20] ooh so with your expression to that it makes me wonder if we ought not research
[1:51:27] and see if there is an existing hole or something could be attached because
[1:51:33] having a pole structured everything put up is more expense that I think the
[1:51:39] problem merits if there any power pole dancing there
[1:51:52] sure but I don't even know if it's lighting and then also about half of all
[1:51:58] people are pushing strawberries all so I don't know over
[1:52:14] all right well you change my mind I said we shouldn't put it leave it on the
[1:52:19] agenda I say we ought to leave it on there and then see if we find a place to
[1:52:23] attach it's affordable I can't remember any pose being down
[1:52:27] clean there from you Mike I don't think there's anything I put you
[1:52:33] down through that area all right well let's just confirm that and then if
[1:52:37] there is a thin wool we'll carry this over gift set gets
[1:52:41] edip.okur I don't I don't know how you guys get electrical well you're right
[1:52:46] minutes I'd rather stand there maybe not lash Leifer that's on Mike and grin yeah
[1:52:50] yeah okay where we yeah we're under Public Safety and we have no
[1:52:58] other new business I don't believe we have any other public comment concerning
[1:53:03] the items under public safety all right that sell for public safety takes us to
[1:53:10] personnel mr. barbecue does anyone have anything that I've missed that need to
[1:53:22] be on here negotiations with the FOP continue and we're looking forward to
[1:53:31] getting noses all sometime soon is there any public comment on personnel
[1:53:39] all right on the mayor support I have an item here appointment of Bruce Davis to
[1:53:44] the plan commission am I good most have a motion in a second all in favor
[1:53:49] signify by saying aye opposed motion carries
[1:53:54] and now we need to go into an executive session to discuss possible litigation
[1:54:04] otherwise excited without that all in favor
[1:54:20] the Southside south
