Okay, before we get started with
[0:07]
tonight's meeting, uh we do have a
[0:09]
recognition. [clears throat] Chief Teh,
[0:11]
if you would come up here, please.
[0:15]
[cough]
[0:15]
[clears throat]
[0:38]
For those of you who don't know, this is
[0:39]
Chief Peace
[0:42]
Chief is going to be leaving us here
[0:43]
pretty soon. And we just want to read a
[0:45]
few things and give him a couple.
[0:50]
Tonight we have the honor of recognizing
[0:52]
someone who has given nearly four
[0:54]
decades of his life to serving the city
[0:56]
of Muscoi. Chief Johnny Te began his
[0:59]
career with the Skogi Police Department
[1:00]
in 1987. And over the last 39 years, he
[1:03]
has grown alongside this department,
[1:05]
served this community through some of
[1:06]
his most difficult moments and
[1:08]
ultimately had the opportunity to lead
[1:10]
the men and women who spent so many
[1:12]
years serving the site. Early in his
[1:15]
career, Chief Hei spent several years in
[1:17]
the special investigations,
[1:19]
working during a time when Nusco was
[1:21]
facing serious challenges with drugs and
[1:22]
gang activities. He later spent many
[1:24]
years investigating crimes against
[1:26]
children, work he described as some of
[1:28]
the toughest, but also some of the most
[1:30]
rewarding of his career. He went on to
[1:32]
spend more than 20 years in command
[1:34]
level leadership, overseeing officers
[1:36]
working everything from homicide and
[1:38]
narcotics to robberies and burglaries.
[1:40]
Under his leadership, the Muscogi Police
[1:42]
Department has continued to grow,
[1:44]
evolve, and find new ways to serve our
[1:46]
community. From the Chief's Fit
[1:48]
Challenge to the Police Medical Unit,
[1:50]
his impact can be seen in programs that
[1:52]
will continue, excuse me, long after his
[1:54]
time as Chief comes to an end. But I
[1:57]
think the greatest measure of Chief
[1:58]
Key's career is something that can't
[2:00]
necessarily be listed in the regiment.
[2:02]
If you've heard Johnny talk about his
[2:04]
career, you know how much he loves his
[2:05]
department and the people in it. He
[2:07]
calls them my offices. He's quick to
[2:10]
give credit to the people who helped him
[2:11]
along the way. His family, the teachers
[2:14]
and coaches who believed in him, the men
[2:16]
and women he has worked alongside, and
[2:17]
most importantly to him, his faith. 39
[2:21]
years is a long time to fall somewhere
[2:22]
home. And I know stepping away from the
[2:25]
department that has been such a large
[2:26]
part large part of his life is
[2:28]
bittersweet.
[2:29]
But fortunately for us, Chief isn't
[2:31]
going too far. Earlier this month, Chief
[2:33]
was confirmed by the United States
[2:35]
Senate to serve as United States
[2:36]
Marshall for the Eastern District of
[2:38]
Oklahoma. And his next chapter will keep
[2:41]
him right here in MSO. As chief put
[2:43]
himself, it's been quite a path from B
[2:46]
from a by police officer to a Muscoi
[2:48]
police officer to Mscoi's chief of
[2:50]
police and now United States Marshall
[2:57]
Chief. We could not be more prouder to
[2:59]
see where the this path has taken you
[3:01]
and we especially and we're especially
[3:02]
glad it's taken you not too far from
[3:04]
home. On behalf of the city council, our
[3:06]
employees and the citizens of Muscogee,
[3:08]
thank you for the 39 years you've given
[3:10]
to this city. Thank you for your
[3:12]
leadership, your dedication to the men
[3:14]
and women of the Muscoi Police
[3:15]
Department and the impact that you have
[3:17]
made on the community you've served for
[3:18]
so long. Tonight, we have the privilege
[3:20]
of recognizing that service in a very
[3:22]
special way. First Chieft is my it is my
[3:25]
honor to present you with your years of
[3:27]
service award recognizing 30 39 years of
[3:30]
dedicated service to the city of SC.
[3:49]
And Chief, we have one more thing for
[3:51]
you, Chief Tehe. After 39 years, there's
[3:53]
no question that you've left your mark
[3:55]
on the Scotia. Your leadership, your
[3:57]
dedication to your officers, and your
[3:59]
commitment to this community have made
[4:00]
an impact that will continue long after
[4:02]
your time as chief. So, on behalf of the
[4:04]
city, the city council, our employees,
[4:06]
and most importantly, the citizens of
[4:08]
Muscogee, thank you for everything
[4:10]
you've given this community. We're proud
[4:12]
of you. We are grateful for you. And no
[4:14]
matter where your path leads from here,
[4:16]
Muscoi will always be proud to call you
[4:18]
one of our own. See, Johnny Te is my
[4:20]
honor to present you with KC.
[4:43]
has to come down for a picture. Yes,
[4:45]
ma'am.
[4:53]
» Good job.
[5:10]
Once you put all of them up
[5:12]
at the courthouse, you were testifying.
[5:17]
» That's interesting.
[5:24]
» All right, let's get a little bit
[5:25]
closer.
[5:31]
You want me? [clears throat]
[5:42]
» Thank you.
[6:08]
I like that the other day
[6:12]
[clears throat]
[6:13]
or something like surger.
[6:19]
[clears throat]
[6:22]
» Okay. Welcome to tonight's Muscogi
[6:23]
Municipal Authority meeting. We will
[6:26]
start off with the invocation led by
[6:28]
Deputy Mayor Derek Ree.
[6:30]
>> Shall we pray? Dear Lord, once again, we
[6:33]
just come giving you all the glory and
[6:35]
praise for just blessing us with the
[6:37]
gift of another day. Ask that you would
[6:39]
look upon your city leaders on tonight.
[6:41]
We have decisions to make and we want
[6:43]
you to come with us, in us, and through
[6:46]
us. And let everything that we do be
[6:48]
pleasing in your sight. These are many
[6:49]
of the blessings we ask in Jesus name.
[6:51]
Amen.

land use amendment request for the
[12:03]
property as described in the legal

take other necessary action.
[12:16]
>> We will now open the public hearing.
[12:17]
Miss Winkle.
[12:18]
>> Yes, thank you. Um, the applicant on

[12:21]
property located adjacent to the
[12:23]
southerntherly lot line of 3101 Chandler
[12:25]
Road from C1 local commercial to R22

property is going to be for the
[12:31]
development of nine duplexes, which is
[12:33]

city or take other necessary action.
[13:37]
>> We will now open the public hearing.
[13:38]
Miss Winkle.
[13:39]
>> Yes, thank you. So, this is the reszone

>> Miss Winkle? Is it going to be lot split
[13:49]
because is there not a commercial
[13:50]
building
[13:52]
>> on?
[13:52]
>> So, it's actually if you look at the

[13:55]
>> so it's the property behind

>> it's the property behind

[14:28]
hold a public hearing and consider
[14:30]
approval to uphold the findings of the
[14:32]
uniform building code of appeals board
[14:34]
that the property located at 1516
[14:37]
Columbus including the accessory
[14:39]
structure is dilapidated and has become
[14:41]
detrimental to the health, safety or
[14:43]
welfare of the general public as to
[14:45]
constitute a public nuisance and creates
[14:48]
a fire hazard which is dangerous to
[14:49]
other property and that the building is
[14:51]
abandoned and that the property should
[14:53]
be demolished or take other necessary
[14:55]
action. We will now open the public
[14:57]
hearing. Miss Winkle.
[14:58]
>> Thank you. Um, an appeal from the owner
[15:00]
was received on this property on July
[15:03]
the 6th regarding the demolition of this
[15:05]
property, including the accessory
[15:06]
structure. The uniform building code of
[15:08]
appeals board hearing was held on May
[15:10]
the 27th. ECAB did find that the
[15:13]
building, including the accessory
[15:14]
building, was dilapidated, constituting
[15:16]
a public nuisance, was a fire hazard,
[15:18]
was abandoned, and should be demolished.
[15:21]
This motion was unanimously carried by
[15:23]
that board. There are no permits to date
[15:25]
in the system for any kind of remodel or
[15:28]
any kind of um uh renovations for the
[15:31]
property. Um this property in addition
[15:33]
to that has had numerous uh code
[15:35]
violations dating from 2006 to present
[15:38]
which have included uh highways and
[15:40]
grass, trash and debris, unsafe
[15:42]
structures, uh DPP, and the dilapidated
[15:45]
structure itself. Um these are the
[15:47]
current pictures that were taken when we
[15:48]
posted originally posted the property in
[15:50]
February. um you can see uh the state
[15:54]
that the property is in and then we also
[15:56]
went back out on um August the 12th to
[15:59]
take the current state of the property
[16:01]
pictures and that is what you are seeing
[16:02]
in these. Staff does recommend that you
[16:05]
uphold the findings of the uniform
[16:06]
building code of appeals board and I can
[16:08]
answer any questions that you might
[16:09]
have.
[16:11]
>> We do have one citizen signed up to
[16:13]
speak on this matter. Mr. Lee Norfleet,
[16:16]
would you please come up sir, state your
[16:18]
name and you will have five minutes.
[16:30]
on the record for the property.
[16:33]
Um,
[16:36]
I uh
[16:38]
I I've read the the the uh
[16:40]
[clears throat] the letters you sent me
[16:42]
and and the claims that you made and I'm
[16:43]
sure that according to what you have in
[16:45]
mind as far as your your um
[16:49]
your
[16:50]
ordinances and things like that. Maybe
[16:52]
that's that language is proper, but it
[16:54]
does not
[16:56]
necessarily
[16:58]
reflect a reality about the situation in
[17:01]
terms of uh it's not abandoned taxes
[17:04]
paid. There's utilities on in the uh in
[17:07]
the structure. I have a use for it. I
[17:09]
own it. It's not abandoned.
[17:12]
As far as a public nuisance, it's not
[17:15]
public property. anyone there that comes
[17:17]
there it's not an inviteee
[17:20]
uh would not have any standing. So as a
[17:23]
result what it how it pertains to the
[17:26]
public may be one thing or another
[17:28]
[clears throat] but is a nuisance or a
[17:29]
danger or a hazard.
[17:31]
All the time that we've been discussing
[17:32]
it it has not created any problem for
[17:34]
anyone that I know of.
[17:37]
uh so I I intended to model the
[17:41]
structure but stop and uh
[17:44]
and and or beyond a point where that can
[17:46]
be done and it's also represents to me
[17:49]
an asset. Um
[17:53]
I'm considering um asking a grand jury
[17:57]
to look into the relationship I have
[17:59]
with the city of Muscogi. Uh I in my
[18:02]
lifetime I've had three pro well
[18:04]
including this property here.
[18:06]
was there doing something and came back
[18:08]
a little bit later and somebody set my
[18:10]
grass on fire. Um that could have
[18:12]
resulted in the property being lost, but
[18:14]
uh it didn't. Uh but I've had three
[18:16]
other properties arsoned in the city of
[18:19]
Scot which of none of the investigations
[18:23]
completed uh resulted in anyone being
[18:27]
charged.
[18:29]
My latest arson
[18:32]
uh involved a building uh well actually
[18:34]
the latest arson was the yard before
[18:37]
that was a building that uh uh you
[18:39]
recently tore down
[18:42]
and um there is surveillance footage
[18:45]
from three other vantage points that
[18:48]
identified the person who was probably a
[18:50]
contractor and a paid arsonist.
[18:52]
uh no investigation was made that
[18:54]
involved sending that film or the
[18:58]
whatever you want to call it uh to
[19:00]
anyone with facial recognition software
[19:02]
and in my contacting the OSBI and the
[19:05]
FBI and also uh the Secret Service.
[19:09]
One of the things that uh they mentioned
[19:12]
was an officer from the city of Muscogi
[19:14]
would have to send that. I couldn't
[19:16]
personally do that. I I guess I could go
[19:19]
get a thumbnail drive, copy of the
[19:21]
computer footage and take it to a
[19:24]
private uh company and ask them to look
[19:27]
in at Walmart. I have friends that work
[19:28]
for Walmart and at Walmart could
[19:30]
possibly help me with that. That person
[19:32]
is identified by Walmart. No
[19:34]
investigation's been done. Um again,
[19:37]
I'll get a permit. I I I told you with
[19:40]
my other property that you recently tore
[19:42]
down which had been arson and the
[19:45]
portion building which was flammable.
[19:47]
The road structure was not the first
[19:50]
thing you tore down. You tore down a
[19:52]
concrete structure with steel bar joist
[19:54]
roof which could have been repaired
[19:55]
which probably represent about4 million
[19:57]
dollars worth of building if I had to
[19:58]
build it again today. And I came before
[20:00]
somebody here and told them that if I
[20:02]
had six months to do the do so I would
[20:05]
complete the de demolition clean up of
[20:07]
the property and had in that period of
[20:08]
time I'd have a business open on that.
[20:10]
What I have now is a lot which you have
[20:13]
also left or their contractor left piles
[20:16]
of dirt which I can't mow over which I
[20:19]
have no idea what you brought that there
[20:21]
for plan to do with it. And uh I would
[20:24]
prefer that you
[20:27]
um I'll in a period of the next 3 to
[20:30]
four months probably can matter of days
[20:33]
I can shore that thing up to where it's
[20:35]
not even though it's got some broken
[20:37]
windows. It's actually uh not there's
[20:40]
not really a good entry point. It's it's
[20:42]
not creating a problem for everybody and
[20:43]
I didn't want you to tear my building
[20:44]
down. That's the basic problem that I
[20:46]
have. So, what I'm asking you not to do
[20:48]
and I'll approach getting a building
[20:51]
permit and do something about it in a
[20:53]
short period of time.
[20:56]
That's all I have to say about it. Thank
[20:58]
you, sir.
[21:04]
Any discussion?
[21:09]
We will now close the public hearing
[21:12]
and I will entertain a motion
[21:16]
for
[21:16]
>> approval.
[21:16]
>> I have a specific uh uh motion that was
[21:21]
given to me for um this if we want to go
[21:26]
with the proposal uh was recommended
[21:28]
from the city. I'll move that the
[21:32]
Muscogi City Council adopts the
[21:34]
following findings of fact following the
[21:37]
public hearing held regarding the
[21:38]
property located at 1516 Columbus. The
[21:41]
property look one the property located
[21:43]
1516 Columbus is dilapidated and has
[21:45]
become detrimental to the health, safety
[21:47]
and welfare of the general public and
[21:48]
the community such that it constraints
[21:51]
constitates a public nuisance. Two, the
[21:53]
property creates a fire hazard which is
[21:55]
dangerous to other properties. Three,
[21:57]
the property would be benefited by the
[21:59]
removal of such conditions. I further
[22:01]
move that the council order the property
[22:03]
owner to tear down and remove the
[22:05]
dilapidated building or structure,
[22:07]
including accessory buildings, and to
[22:09]
commence such work within 30 business
[22:11]
days of the order, and to complete such
[22:13]
work within 60 business days of the
[22:15]
order, and to direct the city to cause
[22:17]
the dilapidated building or structure to
[22:19]
be torn down and removed if the property
[22:21]
owner does not complete the work within
[22:22]
the time ordered. That is my motion.
[22:27]
>> Second.
[22:29]
>> Have a motion or a second. Any further
[22:30]
discussion?
[22:33]
>> Roll call, please.

[22:48]

[22:49]
>> Mayor Brian Low?
[22:50]
>> Yes. Motion passes. Item 15, please.
[22:53]
Consider approval of an addendum to the
[22:55]
managed services agreement with PC
[22:57]
landing zone for unlimited tier 1 and
[23:00]
tier 2 support in the amount of $20,000
[23:03]
per month or take other necessary
[23:04]
action.
[23:05]
>> Mr. Francis,
[23:07]
>> thank you, sir. Um, [clears throat]
[23:10]
on this item, I I'd like to give a
[23:12]
little bit more background uh than the I
[23:15]
did the last time I presented. There
[23:16]
might have been some confusion to this.
[23:18]
So, um, upon the retirement of Chris
[23:22]
Cummings, um, as IT director, um, I made
[23:25]
the decision to enter this professional
[23:27]
service agreement with PC Landing Zone
[23:30]
to provide, um, it's called tier three
[23:33]
IT support. Uh, it's essentially um, act
[23:36]
as the um, perform the duties of the
[23:38]
city's IT director. Um, at the time, I
[23:41]
believe this was the most efficient,
[23:43]
effective way to provide the service uh,
[23:45]
with the city. um provide a high level
[23:48]
technical expertise and the IT
[23:50]
leadership that our team needed at the
[23:52]
time. Um because it is a professional
[23:55]
service agreement uh for a specialized
[23:58]
technical service, it was not required
[24:00]
to go through the traditional bidding
[24:01]
process. So I think uh there may have
[24:04]
been some confusion in regards to that.
[24:07]
Additionally, the agreement was within
[24:09]
my uh spending authority as city manager
[24:12]
and therefore didn't need to come to
[24:14]
city council. Um my my decision was
[24:17]
based on PC landing zones
[24:20]
qualifications, technical expertise and
[24:22]
knowledge of our IT environment and the
[24:25]
ability to to meet um the city's needs.
[24:29]
Since that time, since that agreement
[24:31]
was entered into, we've then had two
[24:34]
other employees who have resigned um
[24:38]
creating an immediate need for
[24:40]
additional tier one and tier 2 IT
[24:43]
support, which is uh lower level IT
[24:46]
support. Um, so again, I made the
[24:50]
decision to make an addendum to that
[24:53]
original um that's um professional
[24:57]
service agreement to um and that's what
[25:00]
we are that I'm requesting approval of
[25:02]
tonight in the amount of $20,000 a month
[25:05]
for those two positions. Um again, it
[25:09]
was it was an immediate need. We did
[25:11]
explore some other alternatives um as
[25:13]
far as temp um trying to acquire
[25:16]
temporary help through some of our temp
[25:19]
services that we uh use frequently. Um
[25:22]
but that was going to require more time
[25:26]
to to find those replacements and and
[25:29]
staff up um to meet our IT needs. So I
[25:32]
made the decision to enter the
[25:34]
agreement. I I am bringing it to the
[25:37]
council um because the totality of the
[25:40]
agreement brings it above my $50,000
[25:44]
uh signing um authority and uh I just
[25:48]
wanted to be upfront with the council
[25:50]
and transparent about about what we're
[25:52]
doing. Now, I can tell you that since
[25:55]
this time, we have made an offer or in
[25:57]
the process of making an offer uh to
[26:00]
fill one of the positions and interviews
[26:03]
are taking place for the uh the lower
[26:06]
tier one position. So, this is a very
[26:10]
temporary addendum. Um I I look to I
[26:14]
look to have both of those positions
[26:17]
filled and um the new on the new
[26:22]
employees onboarded and ready to go in a very short fashion. So um I am uh
[26:28]
am requesting that uh you approve the
[26:30]
agreement
[26:33]
[clears throat]
[26:34]
>> per month, right?
[26:36]
>> Pardon me. Yes, ma'am.
[26:37]
>> This is per month. So maybe a couple
[26:40]
like a month or so. I would I would
[26:42]
think just
[26:44]
>> two months at the most. Yes.
[26:48]
>> Looking to uh
[26:52]
>> hire a IT director on down the road.
[26:55]
>> Yes. Yes. This is this has always been
[26:58]
the plan has always been for this to be
[27:00]
temporary.
[27:01]
um wanted to uh use um PC landing zone
[27:08]
to help us um work through some issues
[27:12]
with the IT department um to make it uh
[27:17]
um to to prepare it so that the next
[27:20]
director can be successful.
[27:23]
um uh wanted to address some specific
[27:26]
issues that they have um the experience
[27:30]
and expertise to deal with specifically
[27:32]
and again that's going to um strengthen
[27:35]
the department and and set it up so that
[27:38]
the next person can be successful.
[27:41]
>> Good deal.
[27:42]
>> So if if you hire someone so those
[27:44]
positions and this this can
[27:47]
>> Yes. Yes. those both agreements go away
[27:50]
and uh um the agreement is still
[27:53]
underneath significantly underneath an
[27:57]
annual salary that we were paying for
[27:58]
the IT director by themselves.
[28:01]
>> Um and so uh as far as as far as how
[28:05]
we're funding this, this is through uh
[28:07]
the salaries that were set aside for the
[28:09]
IT director.
[28:11]
>> Mr. Francis was to be clear on it. So is
[28:14]
it 20,000 for tier one, 20,000 for tier
[28:17]
two
[28:18]
>> for for that is
[28:20]
>> total
[28:20]
>> that is total
[28:21]
>> three tiers.
[28:23]
>> That's that's tier one and tier two.
[28:25]
>> Okay.
[28:25]
>> The tier three is a separate agreement.
[28:27]
I don't have that dollar figure in front
[28:30]
of me but
[28:31]
>> okay
[28:31]
>> together they exceed 50,000 which is my
[28:34]
signature limit. Um but this is 247
[28:38]
[clears throat] tier one and tier 2
[28:39]
support. We physically have two people
[28:43]
in the building um handling handling
[28:46]
this um these issues. These and and it
[28:50]
is u tier one's entry level. Tier 2 is a
[28:54]
little bit higher um technical
[28:56]
expertise.
[29:00]
» Were any other companies reached out to
[29:03]
locally or just
[29:05]
>> No. Um again it uh uh because of because
[29:10]
of the nature of it, it doesn't
[29:11]
necessarily go through the the
[29:13]
traditional bidding process. Um but they
[29:16]
were qualified based on our past history
[29:18]
with them. Um and their knowledge of our
[29:22]
system already gave them a significant
[29:24]
leg up. We we do quite a bit of work had
[29:28]
previously done quite a bit of work with
[29:30]
PC landing zone as a consultant.
[29:33]
Yes. Okay. Any
[29:37]
further discussion?
[29:39]
>> Move for approval. I'll
[29:41]
>> second it.

[29:55]

[29:55]
>> Mayor Ryan Lowe,
[29:56]
>> yes. Motion passes item 16, please.
[29:58]
Consider approval to authorize the city
[30:00]
manager or his designate to negotiate
[30:02]
and execute an agreement between the
[30:04]
city of Muscogee and Cowan Group
[30:06]
Engineering for design of waterline
[30:08]
replacement packages E FG and H
[30:11]
identified in the capital improvement
[30:13]
plan or take other necessary action.
[30:15]
>> Mr. Reagan.
[30:16]
>> Yes. Thank you mayor and councel. So uh
[30:19]
for item 16 and item 17 they are kind of
[30:23]
related to each other. So I have to give
[30:25]
a little bit of background on both to uh
[30:27]
fully portray what we are uh going for
[30:30]
here. So um if you've been watching the
[30:33]
news, Google has committed a sizable
[30:35]
amount of funding to Oklahoma
[30:36]
infrastructure. We have been in
[30:38]
communication with them to get in on
[30:41]
some of that funding. Um how this
[30:43]
pertains to Cowan is Cowan has been with
[30:46]
us since 2017 working as our uh engineer
[30:50]
on the water side. They've assisted us
[30:51]
with uh package A, B, C, and currently
[30:54]
uh package D. These have been very
[30:56]
successful. Uh we've saved about 2
[30:59]
million gallons a day in water loss and
[31:02]
also uh greatly reduced our THM and HAS.
[31:05]
Uh so much so that ODQ came down, had
[31:08]
other counties meet with us to see what
[31:10]
we had done to make those improvements.
[31:13]
um and they are helping us with our
[31:15]
overall comprehensive plan and they've
[31:17]
helped us put together packages EF and G
[31:19]
as part of their overall cap as part of
[31:21]
our overall capital improvement plan
[31:24]
which is what we intend to seek funding
[31:26]
from Google for. Um, with that being
[31:29]
said, the uh project cost has not been
[31:32]
identified because we don't have a solid
[31:34]
number of what the grant is going to be,
[31:37]
but we uh are obviously going to seek as
[31:39]
much as we possibly can and put that uh
[31:42]
funding back into our community. Um but
[31:46]
the total uh contract cost for Cowan
[31:50]
will be 8% of the total project cost
[31:54]
once we receive that grant which is
[31:56]
below the standard 10% design and
[31:58]
engineering fee. So, with that being
[32:01]
said, I'd be happy to answer any
[32:03]
questions, but we do recommend the uh
[32:06]
city manager gets the approval to
[32:07]
negotiate and execute that contract
[32:10]
simply for the fact that we uh want to
[32:12]
be able to jump on this opportunity as
[32:14]
soon as it's finalized and presented to
[32:16]
us.
[32:20]

[35:46]
citizen that signed up to speak, Miss
[35:48]
Pat Caseeka. If you would
[35:51]
[clears throat] uh come up to the
[35:52]
microphone, state your name. You'll have
[35:53]
three minutes.
[36:04]
Pat Cassica,
[36:06]
citizen at large for the SC3 nation.
[36:11]
Under the Oklahoma Open records act,
[36:13]
citizens have a right to request public
[36:15]
records. I followed the city clerk's
[36:18]
guidelines and was told I would receive
[36:20]
this information in 3 to 5 days via
[36:22]
email. 10 days later, I requested them
[36:25]
again. Kendra told me Sarah already told
[36:29]
you that there weren't any data centers,
[36:31]
AI centers, solar farms in Muscogee. I
[36:35]
asked for Muscogi and Muscogi County
[36:37]
records. Sarah Winkler and Brent
[36:40]
Jennings both told me they were not
[36:42]
allowed to talk about the data centers.
[36:44]
I was treated rudely by Kendra and given
[36:47]
the runaround by city staff. you have
[36:50]
violated my rights to receive this
[36:53]
information. With the attitude of the
[36:55]
staff, non-disclosure agreements are
[36:58]
obviously in place and there are rumors
[37:01]
in the community that city staff and
[37:04]
government have signed non-disclosure
[37:07]
acts. If they are so safe and
[37:11]
economical, talking about data centers,
[37:13]
then why hide behind the NDAs? citizens
[37:17]
feel alienated and betrayed by this
[37:19]
council and staff. There's no
[37:22]
transparency and there's no trust. I am
[37:24]
requesting this information that I
[37:27]
requested on July the 21st and July the
[37:30]
31st of this year with correct and
[37:33]
accurate information. If I don't receive
[37:36]
them, there is no accountability among
[37:38]
you. Citizens are at are not at the top
[37:42]
of the city organizational chart. Saying
[37:45]
that we are doesn't make it true.
[37:48]
>> Thank you, ma'am.
[37:52]
