[2:21] Okay, welcome everybody to the July 29,
[2:24] 2026 Council meeting
[2:27] for the Township of Muskoka Lakes.
[2:29] This is the second meeting in the month
[2:32] of July.
[2:33] Uh and we have a fair amount on the
[2:35] agenda, so I'm going to jump right into
[2:37] it.
[2:38] I will call the meeting to order at 9:00
[2:41] 9:00 9:00
[2:43] and I can verbally confirm I can
[2:45] actually confirm that we have quorum.
[2:47] Uh all are present in the
[2:51] uh in the room. Uh the only counselor
[2:53] missing is Counselor Bury, who is uh
[2:55] absent from today's proceedings.
[2:58] Um I can also [clears throat] confirm
[3:00] that the CAO, the clerk, and other
[3:01] members of the senior management team
[3:04] are present, and I would point out that
[3:06] uh CAO Pink has joined us. He's the
[3:08] bottom box on the uh screen there.
[3:10] Welcome, David.
[3:12] Uh I'm going to start also with the uh
[3:15] land acknowledgement statement. We want
[3:16] to acknowledge that we are on lands
[3:17] traditionally occupied by indigenous
[3:19] peoples.
[3:20] Indigenous peoples have cared for this
[3:22] territory for the benefit of future
[3:24] generations, and their stewardship
[3:25] throughout the ages is recognized.
[3:29] Thank you.
[3:31] Um again,
[3:33] normal notice we give. Today's meeting
[3:35] is being live streamed and recorded on
[3:36] the Township of Muskoka Lakes website
[3:38] and its YouTube channel.
[3:40] And by participating in the open public
[3:43] meeting today, you are consenting to
[3:44] your image,
[3:46] your voice, and your comments being
[3:47] recorded and posted online.
[3:51] Uh we did seek uh input on this agenda
[3:55] uh at our normal uh place, which is a uh
[3:58] email box at
[3:59] tmlpubliccomment@muskokalakes.ca,
[4:03] and we received none on this agenda.
[4:07] Um, there is a supplementary agenda. It
[4:09] was issued, I believe, yesterday or 2
[4:11] days ago, and uh simply added the
[4:13] following to the original agenda.
[4:16] Um, first of all, it noted that the
[4:18] meeting starts at 9:00 a.m.
[4:20] Uh, number two, uh bylaw 2026-087
[4:24] and OPA bylaw 2026-088,
[4:28] OPA 64 and ZBA 22/23,
[4:32] 2666940
[4:34] Ontario Inc. and 2665556
[4:38] Ontario Inc., Resort Village of Minett,
[4:41] 1048 and 1112 Juddhaven Road, 4-14-058,
[4:46] the bylaw was added. So, we'll get to
[4:48] that in the bylaw segment.
[4:51] Uh,
[4:52] the third uh addition is
[4:54] um
[4:55] uh item 9BA, uh the bylaw 2026-089
[4:59] being a bylaw to establish and appoint a
[5:01] Muskoka compliance audit committee. That
[5:04] was replaced.
[5:06] And that brings me to the point where I
[5:07] ask if anybody uh on council
[5:10] has, based on what they see on the
[5:12] agenda, has any uh pecuniary interest
[5:14] they wish to disclose at this time.
[5:18] All right, thank you for that. Seeing
[5:19] none, uh we'll show the let the record
[5:22] show there were no none, but if you find
[5:23] yourself in in a point of conflict of
[5:26] interest or other pecuniary issue
[5:29] uh during the process proceedings of
[5:31] this meeting, please uh identify the
[5:34] issue, and uh we will deal with it
[5:36] accordingly.
[5:39] And I think there's last two issues, the
[5:41] motions that we will be reading were
[5:43] pre-populated with random movers and
[5:45] seconders, and this is done just
[5:47] expedite the meeting.
[5:49] And I'm going to ask all voting that the
[5:51] members shall physically raise their
[5:53] hand
[5:54] until I have confirmed the vote and if
[5:56] the vote is unclear,
[5:58] um a verbal vote shall be recorded by
[6:00] the clerk and in that particular case,
[6:02] it will not be considered a recorded
[6:04] vote.
[6:06] Okay, so we'll move on to
[6:08] the uh
[6:10] agenda for today's meeting. Um we are
[6:13] moving to uh number four, invited
[6:15] presentations. I don't believe there
[6:17] were any.
[6:21] No, I don't see any.
[6:23] Uh delegations, I don't believe that
[6:25] there were any uh requests to delegate.
[6:28] Uh public comment. Uh I don't think Have
[6:31] we got any No, nobody uh registered to
[6:33] do that either.
[6:35] All right, then we'll move to some of
[6:36] the more administrative stuff. The
[6:37] consent agenda. First of all, approving
[6:39] a consent agenda,
[6:41] um which is a resolution
[6:44] reading as follows, moved by Councillor
[6:46] Nishikawa, seconded by Councillor Kent.
[6:48] Be it resolved that the mayor and the
[6:49] council adopt and enact the following
[6:51] minutes and recommendations contained in
[6:53] the July 15, 2026 consent agenda
[6:57] and direct staff to proceed with all
[6:58] necessary administrative actions. Number
[7:01] one, July 15, 2026 general and finance
[7:04] committee minutes and action items one
[7:06] through 10.
[7:08] Number two, July 15, 2026 council
[7:10] minutes.
[7:12] Number three, July 16, 2026 planning
[7:15] committee minutes and action items one
[7:17] through 11.
[7:18] And finally, [clears throat]
[7:20] July 17, 2026 special planning committee
[7:23] minutes and action items one through
[7:25] nine.
[7:27] Does anybody have any questions or any
[7:29] comments? Councillor Nishikawa.
[7:31] >> Sorry, I am having a little bit of a
[7:33] » Sorry, I am having a little bit of a
[7:33] challenge to find if I have a pecuniary
[7:36] interest on something we had voted last
[7:38] meeting. And so, I am going to not
[7:43] >> You're going to recuse from the consent
[7:44] » You're going to recuse from the consent
[7:44] agenda?
[7:45] >> Thank you.
[7:47] » Thank you.
[7:50] Anyone else with a comment or question?
[7:56] I'm not seeing any, then I will call the
[7:58] vote. All in favor.
[8:00] That carries. Thank you very much.
[8:06] Thank you.
[8:16] All right.
[8:19] Next up, we're going to call on Andrew
[8:22] Whitfield, who is the CEO and chief
[8:24] librarian for the Muskoka Lakes Public
[8:26] Library to uh
[8:28] to give us an update on library
[8:30] activities. Welcome.
[8:34] » Thank you.
[8:37] It's really great to see such a big
[8:39] turnout for the uh library update.
[8:43] Uh
[8:44] >> Good call.
[8:45] » Good call.
[8:45] >> Anyway, thanks everyone for coming
[8:45] » Anyway, thanks everyone for coming
[8:45] [laughter] out. Uh
[8:48] Uh good morning, Mayor and members of
[8:50] council. Uh I'll try and keep this brief
[8:52] as I know there is a lot on the docket
[8:54] today.
[8:55] Uh and I don't want to hold things up.
[8:56] I was speaking to the Muskoka Ratepayers
[8:58] Association AGM a couple of weeks ago,
[9:00] and a few counselors in the room
[9:02] mentioned they thought all of council
[9:03] would like to hear all that is going on
[9:05] at the library. So, that's what brings
[9:07] me here this morning.
[9:08] I'm sure when many of you hear library,
[9:10] you still naturally think of books, and
[9:11] books remain at the heart of what we do.
[9:14] But, today's library is also a community
[9:15] center, a learning space, and a lending
[9:18] library for far more than books.
[9:20] From Ontario Parks and local museum
[9:22] passes
[9:23] to items like
[9:25] a Cricut machine and sewing machines,
[9:27] binoculars and hiking poles, Yoto
[9:29] players and Yoto cards, and so much
[9:31] more, we truly offer something for
[9:33] everyone.
[9:34] It's also one of the few, if only,
[9:36] spaces in the township where anyone can
[9:38] walk through our doors year-round, spend
[9:40] time, ask for help, and take part in
[9:43] something without being expected to buy
[9:45] anything.
[9:47] While certainly quieter than the summer
[9:48] months, the library is still a hub of
[9:50] activity and engagement in the winter.
[9:52] The days are short, the roads aren't
[9:54] always easy, and for a lot of residents,
[9:56] the library becomes one of the few warm,
[9:58] welcoming spaces to spend an afternoon
[10:00] or evening.
[10:01] From January through March, we had over
[10:02] 4,000 people walk through our branch
[10:04] doors. We delivered 128 programs and
[10:07] welcomed more than 800 program
[10:09] participants across both branches.
[10:11] From story times, senior programs, tech
[10:13] help, author talks, and cozy afternoon
[10:15] crafts,
[10:16] we did it all. Our circulation numbers
[10:19] held up just as well. Nearly 6,800,
[10:21] approximately a third of which were
[10:23] digital checkouts, items were checked
[10:25] out across both branches in those three
[10:27] months alone. And we've kept that
[10:28] momentum going through the summer.
[10:30] Through June, we've signed up 123 new
[10:33] card members since the beginning of the
[10:35] year.
[10:36] June was also one of our busier months,
[10:37] both in terms of foot traffic through
[10:39] the door and circulation since I've been
[10:41] here. And July is shaping up to be the
[10:43] same, if not more so.
[10:45] So far in July and throughout the
[10:46] summer, we continued to offer programs
[10:48] for all ages. We've been running our
[10:50] weekly nature clubs, story times, STEAM
[10:52] and something learned programming to
[10:53] great attendance. We've installed story
[10:55] trails across three Township parks,
[10:58] hosted a visit from the Canadian Raptor
[11:00] Conservancy in Bala, had a needle
[11:02] felting workshop, and hosted the Mind
[11:04] Aid Mobile Youth Hub at the front of the
[11:05] Port Carling branch.
[11:07] Uh and that's probably only two-thirds
[11:09] of what we've done in July.
[11:10] Our summer reading challenges kicked off
[11:12] at both branches, and last year we had
[11:14] over 100 kids read over 1,000 books. And
[11:17] our Art on a Shelf and Mini Masters Art
[11:19] Exhibits have just opened in Port
[11:21] Carling, so come take a look.
[11:23] We're also hoping to beat that uh number
[11:24] of kids that both registered and number
[11:26] of books read last year. And we're on
[11:28] pace.
[11:29] Um
[11:30] Anyway, sorry. Looking ahead,
[11:33] August is a big one. We're celebrating
[11:34] 25 years in our Port Carling home, the
[11:37] Norma and Miller Alloway Muskoka Lakes
[11:38] Library, and 139 years of library
[11:41] service
[11:43] across what is now known as Muskoka
[11:45] Lakes altogether.
[11:46] We have a week of special programming
[11:48] running August 17th to 22nd, culminating
[11:51] in a family fun day on August 22nd at
[11:54] the Port Carling branch. So, mark your
[11:55] calendars and head to our website for
[11:57] more info on all that is happening.
[12:00] Another quick reminder, I'd be remiss to
[12:01] not mention the Friends of the Library
[12:03] silent auction. The 15th annual is
[12:05] underway and ends on August 6th. We have
[12:07] over 120 items that have been donated
[12:10] from local businesses and residents,
[12:12] which is a real testament to how much
[12:13] this community believes in its library.
[12:16] Every item and dollar donated goes to
[12:18] the Friends, which in turn supports
[12:20] library's programs, services, and
[12:22] spaces. It's truly neighbors supporting
[12:24] neighbors.
[12:26] And speaking of services and spaces,
[12:28] this is the final update before I wrap
[12:30] up. Our service and space review is
[12:32] underway, and for many of you, this may
[12:33] be the first real update you've had
[12:34] since it was approved at budget time. Um
[12:37] in plain terms, we're taking a close
[12:39] look at how well our services and our
[12:41] two physical spaces in Port Carling and
[12:43] Bala are meeting our community's needs
[12:45] today and where they'll need to head as
[12:47] Muskoka Lakes continues to grow.
[12:50] Consultants have been working through
[12:51] background research, existing plans, and
[12:53] growth forecasts since May, and in June,
[12:55] we launched a public survey that stays
[12:57] open through Labor Day.
[13:00] Available online at our website, so
[13:02] please take a moment, all of you, to
[13:03] fill it out, and everyone here, please
[13:05] fill it out, uh and pass it along to
[13:07] your constituents as well.
[13:09] Over the coming weeks, our consultants
[13:10] will be reaching out directly to members
[13:12] of council, along with some members of
[13:13] the Township senior leadership team, uh
[13:16] for them to share their thoughts
[13:17] directly.
[13:18] Everything that comes out of this feeds
[13:20] into their final report this fall, which
[13:21] will then go to the board and then come
[13:23] to council for just further updates and
[13:25] more info.
[13:27] So, stay tuned. Last thing, and it ties
[13:29] back to what brought me here today, uh
[13:31] at the rate payers AGM a couple of weeks
[13:33] ago, a gentleman, not a counselor,
[13:36] though not the two are mutually
[13:37] exclusive, uh came up to chat.
[13:39] He just
[13:41] Uh he told me uh that he and his wife
[13:44] had recently moved to the area, and he
[13:46] admitted and I I admit this sounds like
[13:47] a cliche political speak or like
[13:50] anecdote, but this this really happened.
[13:52] He came up to me and said he and his
[13:54] wife just moved to the area, and he was
[13:56] begrudgingly talked into getting a
[13:57] library card. And while he was there, he
[14:00] had his arm twisted further by our staff
[14:02] uh to sign up for our newsletter.
[14:04] And then he told me that he never really
[14:06] supported public libraries. He said he
[14:08] just didn't really see the point. He
[14:09] didn't use them.
[14:11] But since he'd signed up for our
[14:12] newsletter and the card, he got our new
[14:13] monthly newsletter, and every month he
[14:15] just sort of saw all that the library is
[14:17] doing. And he now is, he said, a true
[14:20] supporter of the library. He comes in,
[14:22] he looks forward to the monthly
[14:23] newsletter.
[14:24] Um so, he's changed his mind uh seeing
[14:26] everything we offer every month to
[14:28] residents. So, I'd encourage all of you
[14:31] and anyone in the audience and anyone
[14:32] tuning in, cuz I think we've got a big
[14:34] audience for today,
[14:35] uh to both sign up for three things.
[14:38] Visit a Muskoka Lakes Public Library
[14:39] branch
[14:41] uh if you haven't already, make it part
[14:43] of your routine. Uh sign up for a
[14:45] Muskoka Lakes Public Library card, if
[14:47] you haven't already,
[14:48] uh or at the very least sign up for the
[14:50] Muskoka Lakes Public Library newsletter.
[14:52] Uh you can then hear about everything
[14:54] we've got going on, um and it'll be
[14:56] probably
[14:57] a little better uh laid out than I'm
[15:00] just rambling on about now. Anyway, you
[15:02] could go to muskokalakespubliclibrary.ca
[15:05] to sign up for that, speak to staff,
[15:07] stop by. Uh we'd be happy to sign you
[15:09] up. So, uh
[15:10] with that uh that's our really quick
[15:13] summary on all that's going on, and I'm
[15:15] happy to answer any questions. Thank
[15:17] you.
[15:18] >> Thank you very much. Good presentation.
[15:20] » Thank you very much. Good presentation.
[15:20] You put yourself on thin ice there with
[15:21] a gentleman counselor on.
[15:24] >> I said they're not mutually exclusive.
[15:25] » I said they're not mutually exclusive.
[15:25] >> You you
[15:26] » You you
[15:26] you redeemed yourself at the end. Thank
[15:28] you. Uh does anyone have any questions?
[15:32] Hi Counselor Zavitz.
[15:33] >> Uh not a question, a comment.
[15:35] » Uh not a question, a comment.
[15:35] >> Sure.
[15:35] » Sure.
[15:35] >> Thank you. This is for you. Uh to
[15:37] » Thank you. This is for you. Uh to
[15:37] Andrew. Listen, you used the word
[15:38] encouraging in your uh pitch this
[15:41] morning, a non-political pitch.
[15:43] I I'm I'm very encouraged by your
[15:45] presence. Uh
[15:46] the interface we've had over the the
[15:49] days, weeks, months.
[15:51] I think you're doing a great job. I
[15:52] think you're really bringing the
[15:53] library, you know, to the people and I'm
[15:56] certainly very appreciative of that.
[15:57] Thank you.
[15:58] >> Thank you.
[15:59] » Thank you.
[15:59] Uh
[16:01] Counselor Mazan.
[16:02] >> Uh thank you and to you and I'd echo
[16:04] » Uh thank you and to you and I'd echo
[16:04] those comments as well. Thank you very
[16:05] much for coming today and for all the
[16:07] amazing work that you and your group and
[16:09] your team do at the library. Uh that was
[16:11] a a wonderful kind of summary of it all.
[16:14] Very specifically, just because there
[16:16] seems to be an audience
[16:17] >> Yeah.
[16:17] » Yeah.
[16:17] >> on the
[16:18] » on the
[16:18] 22nd you mentioned the family fun day.
[16:20] Can you let me know the time of that and
[16:22] what to be expected on that day or is
[16:24] that something
[16:25] >> Yeah, sure. So there will be uh from
[16:27] » Yeah, sure. So there will be uh from
[16:27] 10:00 to 3:00 basically our operating
[16:29] hours. There'll be face painting. We
[16:30] have some big rig truck set up. We have
[16:33] many local groups coming out to set up
[16:34] tents. We have um a magician, I believe,
[16:38] and there you put me on the spot. I
[16:40] should know it all, but a lot of family
[16:42] activities sort of staggered throughout
[16:43] the day.
[16:44] Um we'll have button making, t-shirt
[16:46] making, uh a lot of just hands-on
[16:48] activity. Um so yeah, please everyone's
[16:51] welcome and celebration. There uh that
[16:54] would be probably the day where we
[16:55] might, if anything, have a a smaller
[16:58] ceremony speech just commemorating the
[17:00] library, but we don't have anything sort
[17:02] of formal planned for any big plaque
[17:05] unveiling or anything at this moment.
[17:08] And sorry, one thing just to step on. I
[17:10] would be remiss without uh mentioning
[17:11] just the staff at Muskoka Lakes Public
[17:13] Library. They are the truly the backbone
[17:16] of what makes work. Uh the amount of
[17:20] effort they put in, especially during
[17:22] the summer months, is
[17:24] uh
[17:25] something that
[17:27] has to be seen to be believed, I think,
[17:28] when you're dealing with people coming
[17:30] in for printing help and asking
[17:31] questions on how to fax something and
[17:34] asking for a book recommendation. We
[17:35] have two staff members get pulled in
[17:38] uh
[17:39] literally 20 different directions at one
[17:41] time. So, the staff here deserve uh
[17:43] huge kudos and uh thanks from everyone.
[17:47] >> Perfect. Thank you very much. When I
[17:48] » Perfect. Thank you very much. When I
[17:48] when we first moved up here permanently,
[17:50] which was, I guess, 11 years ago, it
[17:52] didn't take me long to realize
[17:54] that the building next door is
[17:56] mislabeled, I think, as the community
[17:58] center. The library is really the
[18:00] community center. And I I remember uh
[18:03] passing that on to Kathy Duck and now to
[18:06] you, as well. Uh just doing a terrific
[18:08] job of staying current and relevant and
[18:10] necessary and, frankly, important to the
[18:12] people who live in the entire township.
[18:15] So, thank you for that.
[18:16] >> Thank you. Uh one one more thing we
[18:18] » Thank you. Uh one one more thing we
[18:18] launched, uh we're trying to pilot a
[18:20] home delivery service for residents, cuz
[18:21] we know we only have two sort of Muskoka
[18:23] Lakes li- public library branches in
[18:26] Muskoka Lakes is a large township with
[18:28] transportation as challenges. So, to
[18:30] remove one of those barriers, we've
[18:32] tried to pilot a home delivery um
[18:34] typically throughout the winter months.
[18:36] We uh we're going to try it again this
[18:38] through these winter months, so I'd
[18:39] encourage anyone to sign up and ask me
[18:41] for more info on that as we try and
[18:43] figure it away to pilot that, but we
[18:45] want to get services to people. Um right
[18:48] now, we've also extended our service uh
[18:51] in Bala. We're open 4 days in the
[18:52] summer, and we were open 3 days through
[18:54] the year for the first time until 5:00
[18:56] p.m. on Monday.
[18:57] Uh we partnered with Wahta off for some
[19:00] after-school programming through June,
[19:01] and we hope to continue to do that in
[19:03] September.
[19:04] So, we're trying to become more of a
[19:07] presence in the spaces we have a
[19:08] presence, uh as as
[19:11] uh make our our I've said this before
[19:14] and you probably will get tired of me
[19:15] hearing it. Make it known to everyone in
[19:17] the township that we can't be everything
[19:19] to everyone, but we want to be one thing
[19:20] to everyone. Uh so, if you use our
[19:22] online services, TVDs, come to a
[19:25] program, whatever,
[19:26] um
[19:27] come, use us. We're here. Uh or we were
[19:30] If If we can't If you can't come to us,
[19:32] we'll try and find a way to get to you.
[19:33] So,
[19:34] thank you.
[19:35] >> Thank you.
[19:37] » Thank you.
[19:37] Okay. Um we're done with questions,
[19:38] right? No more? Thank you. Thank you,
[19:40] Heather.
[19:40] >> Thank you very much.
[19:42] » Thank you very much.
[19:42] >> Um All right. Next thing is a verbal
[19:44] » Um All right. Next thing is a verbal
[19:44] update. There's no uh
[19:46] no resolution and um
[19:48] Director Bessarer you are delivering it.
[19:50] Is that correct?
[19:52] Welcome.
[19:52] >> Yes, I'd be happy to do so. Uh through
[19:55] » Yes, I'd be happy to do so. Uh through
[19:55] you, uh thank you for the opportunity to
[19:57] provide a further update.
[19:59] Um at our last council meeting, there
[20:00] was a resolution put on the floor that
[20:02] was sent off to the province encouraging
[20:04] Elections Ontario to take a look at the
[20:06] electors list and um or the voters list
[20:09] to make sure that it was comprehensive
[20:12] and and full. At that time, I had
[20:13] reported that we were approximately Our
[20:15] Our numbers were down approximately 30%
[20:17] from the previous three elections.
[20:20] And uh I was awaiting further update.
[20:23] Have been working with Elections
[20:24] Ontario. I can say they have been
[20:25] working diligently through weekends,
[20:27] through evenings, really trying to get
[20:29] all the information that they can get
[20:30] from all the sources that they have.
[20:32] Um and I'd also like to do a little bit
[20:34] of a a shout-out to our um our our
[20:37] community partners, a lot of the lake
[20:38] associations who's gotten a lot of the
[20:40] information out.
[20:41] Um uh like the the library, all the all
[20:43] the the partners that we have, as well
[20:45] as our residents. Every day, we were
[20:47] seeing the numbers go up. And when we
[20:49] were seeing those numbers go up, that
[20:50] was people registering to vote. So, it
[20:52] was really encouraging to see that we
[20:54] have a really engaged community who who
[20:56] cared about it and and were were
[20:58] actively trying to get on the voters
[20:59] list.
[21:01] I'm happy to report um that uh since 2
[21:04] weeks ago, our non-resident non- uh
[21:07] resident elector count has increased
[21:09] 47%.
[21:11] So
[21:12] we are sitting closer to about 15,500
[21:17] electors as opposed to where we were at
[21:19] at about 12.
[21:21] So we definitely got a lot more people
[21:24] added on through the information that
[21:26] Elections Ontario received from their
[21:28] different their different partners.
[21:30] And we could see a little bit more of an
[21:32] increase between now and mid-August when
[21:36] we get the final
[21:37] not the final list, we get the the
[21:38] preliminary list from Elections Ontario
[21:41] and then as staff will be working
[21:43] internally to to do what we can with the
[21:45] information. What you'll see online is
[21:49] the portal to register and check to see
[21:51] that you're on the voters list. It will
[21:53] it will go dormant for probably a period
[21:55] of about a week while we do some work.
[21:58] And then you'll see it switch over. So
[21:59] it will look a little bit different,
[22:01] but that's because it'll kind of move
[22:03] over into our um our another
[22:07] um partner that we have in municipal
[22:11] voter view and then it will be us who
[22:13] will be managing the list from that
[22:15] point forward. So people will still have
[22:17] the opportunity to register to vote to
[22:18] make sure that they're on the voters
[22:19] list. But that will then be coming
[22:22] through us rather than through Elections
[22:23] Ontario. So that will begin near the end
[22:25] of August and then we're going to do
[22:27] another big push communication-wise and
[22:30] making sure that people are are able to
[22:32] check that they're on the voters list
[22:33] and get themselves added if they're not.
[22:35] And they're and they're eligible. And
[22:38] we'll go from there. But I am encouraged
[22:40] by the numbers.
[22:42] It's it I know it's not sitting at where
[22:43] we were at in the previous elections. I
[22:47] will say that
[22:49] the data you know each each election we
[22:51] had a lot of work to do when we were
[22:53] with MPAC to to go through the list and
[22:57] and cleanse the list. And
[22:59] and we did anticipate that there'd be
[23:00] some hiccups moving to with a new
[23:03] organization being Elections Ontario,
[23:05] but uh
[23:06] I I do think it's encouraging that that
[23:08] it's gone up. So, I hope that's some
[23:10] good news for everybody and uh and that
[23:13] everyone will continue to um encourage
[23:15] electors to check that they're on the
[23:17] voters list and register to vote.
[23:19] >> Thank you uh Councillors Zavitz and
[23:21] » Thank you uh Councillors Zavitz and
[23:21] Councillor Kent. Uh thank you and
[23:22] through you to to Crystal. Um I wonder
[23:24] again, I think I asked this question
[23:26] last month, but uh what's the universe?
[23:28] What What is our potential voting
[23:30] universe? So, if if you So, we went from
[23:33] 12 to 15, very promising, 15,000. Uh
[23:37] what is that number?
[23:38] What are we trying What are we striving
[23:40] for? Is it 38,000 or is it 17,004? Do we
[23:44] Do we have that information?
[23:47] I'd like to know where we stand.
[23:50] Uh
[23:52] >> Uh thank you through you. I'll be
[23:54] » Uh thank you through you. I'll be
[23:54] honest, it's a difficult question to
[23:56] answer um because I don't really have a
[23:58] set number. So, we can look at what our
[24:01] population is here, but not everybody
[24:04] who owns property here is eligible to
[24:06] vote. So, if they're not a Canadian
[24:08] citizen, if their property is owned in a
[24:10] corporation, they're not eligible to
[24:12] vote. So, it it is a difficult question
[24:15] to answer. I would say I'm I'm
[24:17] encouraged by where we're where at and
[24:20] uh we everyone has the opportunity to
[24:22] register to vote. So, if somebody is
[24:23] eligible to vote, they can speak with
[24:25] us, we will get them on the list, they
[24:27] can vote. So, I'm feeling uh much much
[24:29] more confident moving forward. Um it
[24:32] does mean that there's a little bit more
[24:33] work on our end to just make sure that
[24:35] everybody has that information. Uh we do
[24:37] have some planned um extra communication
[24:41] um in that regard and and you'll see
[24:42] that [clears throat] come out late
[24:43] summer, early fall. Um but I don't I
[24:47] don't have a set number, but I I feel
[24:48] much more encouraged and and I know that
[24:50] Elections Ontario have been very
[24:52] diligent in the people who are on the
[24:53] list. Um I think some of the concerns in
[24:56] the past have been that there were
[24:57] duplicate or potentially electors who um
[25:01] I don't want to say maybe shouldn't have
[25:02] been able to vote, but were able to get
[25:04] onto the list and they did own a
[25:05] corporation or something like that. So,
[25:07] I I feel confident in the um
[25:11] in in the change and happy in the in the
[25:14] increase
[25:15] in uh in percentage and we'll continue
[25:17] to get the word out there, but I I don't
[25:19] have a number for you.
[25:20] >> Just before you go back to your uh
[25:22] » Just before you go back to your uh
[25:22] follow-up, I just want to make one
[25:23] comment. The problem is I think that the
[25:26] the universe of voters in this township
[25:28] is not really knowable because the only
[25:30] people who get
[25:32] take part in a census are permanent
[25:34] residents. So, you don't know how many
[25:36] are residing and how many are eligible
[25:38] in other dwellings around around the
[25:41] township. And there's also these sort of
[25:43] opt-in provisions if a kid
[25:46] rents a room from his parents in a house
[25:49] or cottage they may be caught in a on a
[25:53] census, but they may or may not be
[25:55] eligible to vote depending on the
[25:57] arrangement they have to lease the
[25:59] space. So, it it's unfortunately not
[26:01] knowable and really the benchmark is
[26:03] huge drop from last last 4 years ago.
[26:06] 30% drop from 4 years ago was the number
[26:08] I think you put out.
[26:11] Thank you.
[26:11] >> Councillor, is that what you had to
[26:12] » Councillor, is that what you had to
[26:12] follow up?
[26:13] >> Yeah, thank you. It's for you to Crystal
[26:14] » Yeah, thank you. It's for you to Crystal
[26:14] again. Um, so let's just forget about
[26:16] hypothetical. Just sitting with where we
[26:19] are, where we know 20 uh the 2018
[26:22] election, the 2022 election, we know how
[26:25] many people voted.
[26:26] Right? How would you compare the 15,000
[26:29] to that number? And and because I I
[26:31] think that's relevant in that, you know,
[26:33] we have sat around this table talking
[26:35] about the declining interest in our
[26:37] elections. And uh you know, I so I'm
[26:39] interested in that number. How many
[26:41] people voted in '18? How many people
[26:43] voted in '22? And how does that compare
[26:46] to the 15,000? Thank you.
[26:50] » Director Brusselerus, Brusselerus.
[26:53] >> Uh thank you. Through you. Again, I'm
[26:55] » Uh thank you. Through you. Again, I'm
[26:55] I'm going to say it's a difficult um
[26:58] difficult to answer. I think our voter
[27:00] turnout, and I'm pulling them off the
[27:02] top of my head, but we were sitting
[27:03] around 30%.
[27:05] Um but that's a hard to compare of
[27:08] 17,000. We had 30%. Now that we're
[27:11] sitting around 15 five, it could go up
[27:13] to 16.
[27:14] And we're still at 30%.
[27:16] It's really hard to kind of compare
[27:18] those numbers.
[27:19] What I'll What I do want to say again
[27:21] though is anybody who is eligible to
[27:23] vote is able to register and get on the
[27:25] list and vote. So, that's what I
[27:28] encourage everyone to to keep sharing,
[27:31] keep sharing that message. I encourage
[27:32] all counselors, all candidates,
[27:34] everybody to make sure that they're
[27:35] getting that word out. That's what we're
[27:36] going to continue to do.
[27:38] But that's one thing that we just want
[27:40] to make sure
[27:41] just because if somebody goes on to
[27:42] check that they're on the list and and
[27:43] they may not be there, it does not mean
[27:45] that they cannot vote. They have They
[27:46] are eligible to vote.
[27:48] So, it's kind of hard to say.
[27:52] Yeah, thank you.
[27:53] >> Also, Ken.
[27:55] » Also, Ken.
[27:55] >> Thank you. Um
[27:57] » Thank you. Um
[27:57] Let me just make sure I understand one
[27:58] thing.
[27:59] We were at 12
[28:01] two weeks ago, 12,000.
[28:04] It's we're up to 15 five today, which is
[28:06] a big increase. Am I right on that?
[28:08] My question was I think similar to his
[28:10] question.
[28:11] Where What was that 15 five
[28:14] at the last election? Was it 17, 18, 19?
[28:17] I just wanted to know how much we're
[28:18] still off of last year's Sorry, not last
[28:20] year's, last election's numbers.
[28:23] That's my first question, and then I
[28:24] have one other little one.
[28:25] >> Director Bessaraba's.
[28:27] » Director Bessaraba's.
[28:27] >> Uh thank you. So, at the last election
[28:29] » Uh thank you. So, at the last election
[28:29] um our total uh So, this is for the
[28:32] total population, so resident and non-
[28:33] non-resident, we're sitting just over
[28:35] 17,000. And right now we're sitting at
[28:38] about 15 five.
[28:40] >> Oh, so the 15 five is comparable to the
[28:42] » Oh, so the 15 five is comparable to the
[28:42] 17?
[28:43] >> Yes.
[28:43] » Yes.
[28:43] >> Okay. I thought that was just the
[28:44] » Okay. I thought that was just the
[28:44] non-resident electors.
[28:45] >> No. that's it.
[28:46] » No. that's it.
[28:46] >> so we're we're still 20 2,000 peop-
[28:49] » so we're we're still 20 2,000 peop-
[28:49] 2,000 voters off,
[28:51] but we've made a lot of progress. It's
[28:52] not like 50% off. We're We're making
[28:54] progress. I was comforted. I just went
[28:57] online and I mean, I don't know if you
[28:59] can give us any insight on
[29:02] who they dropped off, what was the
[29:03] mistake. I went on and checked. I'm all
[29:06] happy. I'm an islander and I I had
[29:08] unusual specs. I thought I wasn't going
[29:10] to be there and I was there. I was
[29:11] surprised. Any idea who the people are
[29:13] that they knocked off and
[29:15] what the glitch was? Just cuz that gives
[29:17] us an idea of who we need to contact.
[29:21] » I have one
[29:22] It's not just seasonal residents that
[29:25] got knocked off the list. I I've run
[29:26] into a half a dozen
[29:29] like frankly lifetime residents, year
[29:32] round, and they're not on the list for
[29:33] some reason. So, it's
[29:35] Everybody needs to check.
[29:38] >> They got three
[29:39] » They got three
[29:39] >> So, Director Besserer, yes.
[29:40] » So, Director Besserer, yes.
[29:40] >> Yes, three to uh just to um reiterate
[29:43] » Yes, three to uh just to um reiterate
[29:43] what the the mayor has said.
[29:45] Percentage-wise, the amount that we've
[29:47] dropped from resident electors and the
[29:49] amount that we've dropped from
[29:50] non-resident electors is is comparable,
[29:53] actually about the same. So, it isn't
[29:54] all just um
[29:56] all just seasonal and or non-resident um
[29:58] electors. It's both. And as for the
[30:01] rationale behind it,
[30:03] there's a variety of things. So, whether
[30:05] it's just where where still not our
[30:06] elections Ontario still hasn't been able
[30:08] to match the person to the property
[30:11] within the information that they
[30:12] received. The other thing is they're
[30:13] receiving information from dozen a dozen
[30:16] different um organizations, where MPAC
[30:19] was working kind of within their own
[30:21] their own information. So, while that's
[30:24] great that they're getting all this
[30:25] information, the problem within it lies
[30:27] that they may have information that is
[30:30] contradictory within it. So, that that
[30:32] does uh attribute to it as well. So,
[30:34] everybody It's not just non-resident
[30:36] electors. Everybody needs to make sure
[30:37] that they're checking the list. Um and
[30:41] uh but it but it does
[30:43] >> uh
[30:43] » uh
[30:43] >> 15 cents
[30:44] » 15 cents
[30:44] >> I I will note that I I anticipated when
[30:47] » I I will note that I I anticipated when
[30:47] we moved to elections Ontario that our
[30:48] numbers would drop just because of the
[30:50] diligency that they had in being able to
[30:51] be on on the on the list. So I was
[30:54] expecting a drop anyways.
[30:56] Um, so I think I think we're sitting in
[30:59] a better spot now.
[31:00] >> Thank you.
[31:01] » Thank you.
[31:02] >> Uh, Council Roberts.
[31:05] Thank you, Chair. Through you to um
[31:09] Crystal.
[31:10] Sorry.
[31:12] Serras Best.
[31:13] Um,
[31:15] I'm have
[31:16] high [snorts] confidence in our staff.
[31:18] They've demonstrated that they can they
[31:20] can rise to the the occasion. And I'm
[31:23] sure that they'll do everything they can
[31:24] do to make sure that
[31:27] that uh voters list list is up-to-date
[31:29] as possible with at the at the final
[31:31] moment.
[31:32] I'm just suggesting that perhaps, you
[31:34] know, if I'm a voter and I'm going to
[31:36] vote and I
[31:38] and I can't vote the first number I'm
[31:40] going to call is the township.
[31:43] Could we possibly change the greeting
[31:45] in and around the election to say if
[31:48] you're voting for if you're if you're
[31:49] calling for a a vote-related matter,
[31:53] please press one or something
[31:55] or or zero.
[31:57] So that way they they don't have to go
[31:59] through everything else. They can just
[32:01] I'm panicking. I need a quick path to
[32:03] someone who can help me.
[32:05] Thank you.
[32:07] >> Uh, Director Serras
[32:10] » Uh, Director Serras
[32:10] >> Uh, thank you for that. Already in the
[32:12] » Uh, thank you for that. Already in the
[32:12] plan, so thank you. There's certainly
[32:14] within the Municipal Elections Act a lot
[32:16] of responsibility placed on the clerk
[32:18] and I don't take that lightly and we are
[32:20] looking at every possible way to make
[32:21] sure that getting on the list and voting
[32:24] for the elector is as seamless and easy
[32:26] as possible. So that is that is the
[32:28] goal.
[32:29] >> Thank you.
[32:31] » Thank you.
[32:31] Anybody else? No?
[32:33] All right. Well, thank you very much for
[32:34] the update. Keep at it. Thank you.
[32:39] >> [clears throat]
[32:42] » All right, moving on to items 8C. Uh
[32:45] report of the manager of parks,
[32:46] recreation, and facilities re Hanna Park
[32:49] playground.
[32:51] Mr. Moore.
[32:53] Don't look back.
[32:56] » [laughter]
[33:03] » Thank you, Your Worship, and good
[33:04] morning, council.
[33:06] Um so, today we we obviously have an
[33:08] update report on our Hanna Park
[33:09] playground design.
[33:12] Staff have taken the opportunity to uh
[33:15] put today's report into a presentation
[33:17] format um because when we're dealing
[33:19] with fun things like playgrounds, it's
[33:21] always uh it's always better to see
[33:23] pictures.
[33:24] Um so, as we know, um in the 2026
[33:28] capital budget, um funds were included
[33:31] for the replacement of the Hanna Park
[33:33] playground. As part of our asset
[33:35] management plan,
[33:37] um this asset has reached the end of its
[33:39] useful life, which is typically around
[33:41] 20 years. It's sitting at about 25
[33:44] years. Um the project itself has
[33:47] actually been deferred um for multiple
[33:49] capital budgets
[33:51] um as staff worked to complete the
[33:54] parks and rec master plan and the Hanna
[33:56] Park development plans last summer.
[33:58] Um
[34:00] so, as we go through, um I'm not it it's
[34:03] definitely, you know, nobody wanted um
[34:06] to to have to get to this point with the
[34:08] playground. It's certainly special and
[34:11] uh and we'll certainly
[34:13] um and walk through kind of the
[34:14] background information and everything
[34:16] with the presentation today.
[34:18] Um so, Liz, if you could flip to the
[34:19] next page or next slide.
[34:22] So, the Hanna Park playground,
[34:23] everyone's familiar um with the
[34:25] playground. Um it was built about 25
[34:28] years ago in the early 2000s, and it was
[34:31] a community led project. Um so, the
[34:34] community came together, fundraised all
[34:37] the funds for it, and were the ones to
[34:39] build it, put it together, um
[34:41] everything. So, it certainly holds a
[34:43] special place in the hearts of the
[34:46] community, uh myself included. I came to
[34:48] this playground as a child. I've brought
[34:51] my kids to this playground, and it it
[34:53] it's spectacular.
[34:55] And uh it it holds a really special
[34:57] place. So, when we were moving forward
[35:00] with this project, um we certainly
[35:02] wanted to
[35:03] um try to preserve some of that uh that
[35:06] character, that natural feel, um making
[35:09] a safe and accessible space that meets
[35:11] today's standards,
[35:13] um and try to honor that community led
[35:15] legacy.
[35:17] Okay, next slide, Liz.
[35:20] Okay, so why now? So, obviously, I I
[35:23] touched a little bit on our asset
[35:24] management plan. Um as we know with all
[35:27] amenities across the township, docks,
[35:30] etc., um they all have an end of useful
[35:32] life date. Um with playgrounds,
[35:35] particularly wooden ones, um that is
[35:37] around the 20-year mark. Wooden is
[35:39] awfully often suggested 15 to 20 years.
[35:43] Um as such, it's sitting currently at
[35:46] about 25 years. Um over the past 10
[35:49] years, we we've certainly done repairs
[35:51] to it to help prolong that life, um but
[35:55] as we know, it's it's seen better days.
[35:58] Um we're starting to see a lot of
[35:59] internal rot, um entrapment areas,
[36:04] um and just the solid like just the
[36:06] structure itself being solid,
[36:09] um and meeting today's safety standards.
[36:12] Next slide, Liz.
[36:16] So, why don't we just repair the current
[36:18] structure structure? Probably the the
[36:20] number one question we've received. Um
[36:23] and we've we've gone through all the
[36:25] different options and alternatives um
[36:27] that we can uh done all that background
[36:30] and due diligence work.
[36:32] Simply put, we can't repair the current
[36:34] structure
[36:36] because it doesn't meet today's safety
[36:38] codes and Canadian regulation for
[36:40] playgrounds.
[36:41] So even if we were to repair it, it
[36:44] still wouldn't pass an inspection and
[36:45] that liability would be on us.
[36:48] Additionally,
[36:49] as we've spoken with playground
[36:51] companies,
[36:53] there's just they don't feel there's a
[36:55] stopping point to the playground. If you
[36:57] were to begin those repairs, you take
[36:59] off one board, have to take off the next
[37:01] and it it would just be a compounding
[37:03] never-ending process.
[37:05] They also wouldn't step in to take the
[37:08] liability of a structure that was
[37:09] completed by somebody else.
[37:12] Next slide, Liz.
[37:15] Okay. So the next biggest question, why
[37:17] don't we just rebuild it like for like
[37:19] then?
[37:20] And and the simple answer is here again,
[37:25] there is opportunities
[37:27] to build custom playgrounds.
[37:29] I would say it's not as common anymore
[37:31] as it was
[37:33] back in the '80s, '90s, and early 2000s.
[37:37] And that's simply just due to cost.
[37:39] And especially since COVID, we've seen
[37:41] the rise in playground skyrocket. We saw
[37:44] that first hand with Jasper Park,
[37:46] Windermere playground, the costs have
[37:48] gone up tremendously.
[37:53] So if we were to do a custom playground
[37:54] such as this,
[37:56] there would have to be changes to it
[37:57] regardless. And that's to meet those
[37:59] safety requirements, those
[38:00] specifications. So it would never be
[38:03] like for like. And the
[38:06] the additional point there is just the
[38:07] cost to do it.
[38:09] As you can see in some of the options
[38:10] presented today,
[38:12] you're looking at those types of costs
[38:14] just in supply of materials alone. On
[38:17] top of that, you're looking at another
[38:19] 50 to 60% increase on all the
[38:22] all the items you don't really see
[38:23] visible to to getting a playground. The
[38:25] shipping, the labor, the landscaping,
[38:28] um the wood fiber,
[38:30] base ground base for it,
[38:33] engineering, architects, production,
[38:35] etc. It would also be about a 2-year
[38:37] process start to finish.
[38:41] We have talked with Earthscape.
[38:42] Earthscape is who we have awarded the
[38:44] project to, one of the last remaining
[38:46] companies that do do wood playgrounds.
[38:51] And they do custom playgrounds as well,
[38:53] but
[38:55] as they had mentioned the the most
[38:56] recent comparable that they have, um a
[39:00] playground they did in Seattle,
[39:01] Washington, came in in about 1.5
[39:03] million.
[39:05] They also stress the play value in these
[39:08] structures. And the play value that
[39:11] they've provided through a few of the
[39:13] options we see here today,
[39:15] um meet or exceed if we get to the later
[39:18] options of the play value that we see
[39:20] within here. So, um for best kind of
[39:23] bang for your buck, Earthscape suggests,
[39:25] you know, you could you could do a
[39:26] custom,
[39:28] um but you're still not going to see
[39:29] that same play value that you could get
[39:31] out of some of the the templates that
[39:33] they have prepared.
[39:35] Next slide, Liz.
[39:37] So, what we've done and what's got us to
[39:39] this point so far. Um so, it started
[39:41] with uh the Hannah Park development
[39:43] plans. Well, I actually started with the
[39:44] Parks and Rec Master Plan, which has led
[39:47] to the development plans of some of our
[39:48] marquee parks, um as the amenities in
[39:51] them, um
[39:52] not Hannah Park alone, but Jasper Park,
[39:54] the Sports Park, um all those amenities
[39:57] are coming up on that 2025 year range.
[39:59] So, we need to start to plan for the
[40:00] long term.
[40:01] Um with that, uh we conducted community
[40:04] engagement last year um about Hannah
[40:07] Park, came up with a development plan.
[40:09] We went through that process um with
[40:11] council, approved those plans in the
[40:13] fall. Um overall, not a lot of change to
[40:15] Hannah Park. Um people love the park the
[40:18] way it is now
[40:20] um and would like to see um it just, you
[40:23] know, refurbished and and fixed up and
[40:26] and brought to new life.
[40:27] Um, some of the new items that we saw
[40:29] within
[40:30] uh within those plans and and they're
[40:32] not really new, but some additional
[40:34] parking for boating, etc. We did
[40:36] actually have a dock there at one point
[40:38] for for boating we lost during the
[40:40] flood. Um, so bringing back amenities
[40:42] such as that.
[40:43] Um, through that process we engaged with
[40:46] the community
[40:47] um talked about the playground through
[40:50] that process. Obviously a desire um and
[40:54] a love for the for the playground down
[40:56] there. And the number one thing we heard
[40:58] about it was
[40:59] um the wood product. People loved the
[41:01] wood. They loved the uniqueness of it
[41:03] that it can't be found everywhere and it
[41:05] just ties in naturally to Muskoka. And
[41:08] uh that was a real selling feature for
[41:10] them and and something they wanted um us
[41:13] to maintain moving forward.
[41:15] So through that we went through our
[41:16] normal RFP process
[41:19] um after the passing of the of the
[41:20] budget.
[41:22] Um, through that process we uh provide a
[41:25] scope of work um and receive proposals
[41:28] from playground companies.
[41:30] Um, through this process we took it one
[41:32] step further. I uh staff made sure that
[41:35] um these companies came up, met on site
[41:38] and saw this playground first hand. Um,
[41:41] because uh because of how special it is.
[41:44] Um through that process we identified
[41:47] items
[41:48] um such as the linkage play through it,
[41:50] um the wood, etc. And uh as I mentioned
[41:53] earlier
[41:54] um that uh that play that RFP process
[41:57] was awarded to Earthscape
[41:59] um who recently completed
[42:01] um our Windermere playground as well,
[42:03] another wood playground.
[42:05] Um
[42:07] yeah, I think that about covers that up,
[42:08] Liz, if we want to move to the next
[42:09] slide.
[42:13] So the proposed playground design that
[42:17] was within the budget um that we had in
[42:19] the capital plan. Um we uh we see a
[42:22] natural wood structure,
[42:24] um lots of climbing, balancing, and
[42:26] imaginative play. Um and we also looked
[42:30] at how we could retain some of that
[42:32] community-led legacy, right? Um we see
[42:35] the names on the picket fence, very
[42:37] important. Um we'd like to retain um
[42:41] retain those names. Um we have some
[42:43] other ideas as well that we can
[42:45] incorporate within the park that I think
[42:47] would be pretty special. Um so, those
[42:50] were some of the the areas we wanted to
[42:52] focus on.
[42:54] Next, Liz.
[42:56] As for the uh play the proposed design
[42:58] itself, um these images it's it's really
[43:01] always hard to do it justice. Um
[43:04] they are they are quick uh design
[43:06] mock-ups.
[43:07] Um they don't include all the natural
[43:09] landscaping, etc. that we can bring to
[43:11] life with with a redevelopment of the
[43:14] park. Um for those that were able to
[43:17] join our Windermere playground grand
[43:19] opening, you can really see how we we
[43:21] tie in the natural elements of the area,
[43:23] the granite rock, etc. Um to really
[43:26] bring that Muskoka feel.
[43:28] Um
[43:29] as for the playground itself, um the
[43:31] main feature is what to Earthscape calls
[43:34] a log tangle. And that's meant uh to be
[43:37] their version of a linked play
[43:39] playground. So, as we're maybe familiar
[43:42] with the current castle playground,
[43:44] the special feature in it is how it's
[43:46] all linked and connected together. Um
[43:48] really cool for kids to play games on,
[43:51] etc. Um and so, that is kind of the new
[43:54] updated version of that. The nice uh
[43:56] amenities with it is it's got nice
[43:59] sightlines, ability to see through the
[44:01] playground um compared to what's there
[44:03] now or sometimes it can be challenging
[44:05] that way. Um
[44:07] but um, so that that's where Earthscape
[44:10] kind of tends to make some of those
[44:11] tweaks in playgrounds nowadays.
[44:13] Uh, Liz, if you want to flip through
[44:15] some of these. Um, so just again, some
[44:17] of the highlights that we tried to
[44:18] replicate, obviously, uh, swings. Um,
[44:21] we've got the sand digging area down
[44:23] there. Currently, we'd look to replicate
[44:26] um, the main linkage structure, the log
[44:27] tangle. Um, it's got the bridges, it's
[44:30] got the climbing ropes,
[44:32] um, different amenities in it. Um,
[44:35] perfect, Liz. Thank you. Um,
[44:37] as we move into kind of the tot land
[44:39] area, those familiar, we have the tot
[44:41] land down there now.
[44:43] Um, these are kind of geared towards
[44:44] more the ages 18 months to 5 years old.
[44:47] Um, an area for them to play. Um, for
[44:51] those familiar with the park down there,
[44:52] there's a nice sign currently welcoming
[44:54] to tot land. We could certainly work to
[44:56] incorporate those signs into something
[44:59] here as well.
[45:01] Um, but uh, just a different versions of
[45:03] play, some sensory ground items,
[45:06] um, and and just some better visuals for
[45:08] people to understand uh, some of these
[45:10] products.
[45:13] So, with our uh, with our um,
[45:16] playground, um, like Jasper and like
[45:18] Windermere, we go out with the proposed
[45:20] design to get community feedback. Um,
[45:23] Hannah Park, we got the best uh, best
[45:26] survey response yet. Um,
[45:29] >> [laughter]
[45:30] » [laughter]
[45:30] >> 100 plus surveys,
[45:31] » 100 plus surveys,
[45:31] um, and uh, and a lot of great stories
[45:34] within those surveys, too.
[45:36] Um, to read through them. Um, it it it
[45:39] certainly replicates a lot of my
[45:41] childhood as well, too, visiting this
[45:42] park, um, playing there as a kid. Um,
[45:46] I'd say there's three main takeaways um,
[45:49] that we heard through those surveys. Um,
[45:51] obviously, a large group that is, you
[45:54] know, disappointed to lose what the
[45:55] community built down there. The legacy
[45:58] of that castle themed playground is it
[46:00] it is that it is hard.
[46:03] Um and nobody wants that. And but it
[46:05] has, you know, come that time. Um so, as
[46:09] as I mentioned earlier in the report, we
[46:11] we kind of identify why that repair
[46:13] option isn't viable. Um the next part uh
[46:16] that we heard was a big group of um just
[46:19] a lot of underwhelming with the proposed
[46:21] design within our within our budget. Um
[46:23] a lot of people thinking it's a bit of a
[46:25] downgrade to what's there now, um
[46:28] wanting more. And there are some good
[46:29] suggestions in there.
[46:31] Um
[46:31] a few people, you know, even going as
[46:33] far as looking on Earth Scapes' website,
[46:35] you can view everything they have there.
[46:37] They've got all their products online.
[46:40] Um people went as far as suggesting
[46:41] some. It was It was really cool.
[46:44] Um and then we obviously had a smaller
[46:46] group um that again provided some some
[46:49] good constructive feedback. Um you know,
[46:52] ability for more swings. Um currently
[46:55] the swings down there can get very busy.
[46:57] So, those are items that we can
[46:59] currently take and tweak. Um really
[47:02] today what we're going to be deciding on
[47:04] is the budget. And it's the budget that
[47:06] is going to move us forward. And from
[47:09] there, staff can make those small tweaks
[47:10] based on the feedback we heard. We
[47:12] consistently hear about shade, etc. that
[47:15] way. So, staff can work to those to
[47:17] address those.
[47:18] Uh next slide, Liz.
[47:23] Okay. So, based on the feedback, um
[47:27] staff, we uh we wanted to look at uh
[47:29] some additional options for
[47:31] consideration. Um
[47:33] so, what we've done is we've worked with
[47:35] Earth Scape on a few different levels or
[47:37] tiers we can move up. As we move into
[47:40] option two, um we're sitting at around
[47:42] the $400,000 mark. Um for those uh not
[47:46] familiar, our current budget is around
[47:48] the $260,000 mark. Um so, that was what
[47:51] we were working with going into it.
[47:54] Um
[47:55] as we get into option two, you see a
[47:57] little bit larger of a play structure.
[48:00] Um we see an expanded long log tangle
[48:03] platform. Um for those familiar with the
[48:06] Windermere playground, this structure is
[48:08] about four times the size of it. Um so
[48:10] what we put in Windermere, this is about
[48:12] four times the size of it. Um here we
[48:15] see an upgraded Um sorry, an upgraded um
[48:19] junior tower. Um so that tower itself is
[48:22] an upgraded uh feature for kind of that
[48:25] tot area. And we've also worked we we
[48:27] heard a lot about the linkage of the
[48:29] current playground, a way to link link
[48:31] everything together so you can get from
[48:32] the junior tower across the logs to the
[48:34] main structure. Um that junior tower
[48:38] itself has lots of different amenities
[48:40] within it including a rock climbing
[48:41] wall. Um it's got imaginary play with a
[48:45] chalkboard, different access points. Um
[48:48] hammock to to crawl across. Um we also
[48:53] heard about the monkey bars down at the
[48:55] current playground. Um and the play uh
[48:57] the original design not including that
[48:59] so we've we've added in some of those
[49:01] monkey bar traverse rings they call them
[49:03] now. Um features that that people can
[49:07] climb across. And as well, um the log
[49:10] tangle itself having those bridges,
[49:12] those ropes, etc. to connect on. But
[49:15] some of these images they they help do
[49:17] it a little bit more justice. When you
[49:18] just see that, it's very hard to see all
[49:21] the different amenities that come on
[49:23] these uh on these structures. Um
[49:27] and what Earthscapes, you know, their
[49:29] passion and what they call it is that
[49:32] unprescribed play. So um
[49:35] what they've highlighted through all
[49:37] their designs and all their playgrounds
[49:39] is a is the ability for the children to
[49:42] decide how they want to play on the
[49:44] structure. Um whereas what they've
[49:47] described with the current structure is
[49:49] it's very laid out. Um the follow a
[49:52] certain dedicated path to the slide, to
[49:55] the bridge, etc. Where these types of
[49:58] playgrounds allow the the children the
[50:00] opportunity to determine how they're
[50:02] going to get from A to B,
[50:04] um, whether it's climbing on the net
[50:06] rope, walking across a large rope or a
[50:08] log, etc. And you can start to see some
[50:11] of that through some of these images.
[50:13] Of course, through the wood products,
[50:16] um,
[50:16] they want to tie in the feature of
[50:19] similar to a kid going and playing in
[50:21] the forest. Um, it's it's bringing back
[50:23] that natural piece element,
[50:26] um, similar to just grabbing sticks in
[50:28] the forest and and making a fort.
[50:30] Um, they want that same sense of
[50:32] imagination with children in the
[50:34] playgrounds.
[50:35] Um, so Liz, as we move forward,
[50:39] Okay, so as we move forward, we get to,
[50:42] uh, option three. And I think this is
[50:44] where we really start to see that that
[50:46] wow, um, because a big part of the
[50:50] current playground structure is the ca-
[50:53] is the the castle towers. It's the peaks
[50:56] that you see. It's, uh, it's when you
[50:58] drive into the the parking lot and and
[51:01] you can see it from there. And it it it
[51:03] leaves an impact with you. Um, even
[51:06] though some of those those towers, etc.,
[51:08] have zero play value to the park itself.
[51:11] But it does add to the experience. So,
[51:14] in option three, we start to see that
[51:16] wow. And and that comes in the form of
[51:18] what they call a timber tower.
[51:20] Um, so these timber tower features, um,
[51:25] are are
[51:27] are magnificent. Um, they have many
[51:29] amenities attached to them. Um, as you
[51:32] slip through this list, thank you.
[51:34] Um, it's a three three-story tower,
[51:37] um, that, uh, allows kids multiple
[51:40] different ways to climb up the tower,
[51:42] multiple different ways of egress, large
[51:45] slides, smaller slides.
[51:48] Um, it's got the the fireman pole that
[51:50] we see currently down at Hannah Park.
[51:53] Um, so again, we
[51:55] wooden bridge, net bridges,
[51:57] um, banister rails, etc. So,
[52:01] opportunity for option three as well. It
[52:03] come This starts to come in around that
[52:05] $550,000
[52:07] range. Um, once again, that's
[52:09] everything. That's playground, that's
[52:10] installation, that's ground cover,
[52:12] landscaping, etc. When we talk about
[52:14] these numbers, we're talking about all
[52:16] in.
[52:17] Um,
[52:19] Okay, Liz, as we move along, you see
[52:21] some of those features.
[52:24] So, the biggest thing is, obviously, we
[52:25] have a budget right now, um, that we've
[52:27] included in the capital budget. And if
[52:29] we want to proceed with some of these
[52:31] additional options, um, we need to
[52:34] consider ways to fund them. Um,
[52:38] what staff have undertaken is grants.
[52:40] Um, there's currently two grants
[52:42] available that we have applied to. Um,
[52:45] one with the province through the
[52:46] Northern Ontario Heritage Fund, and one
[52:48] through the feds through FedNor. Um, in
[52:51] both of those, we're on to phase two
[52:53] of the application. Um,
[52:55] so it's moving it's moving good.
[52:58] Uh, unfortunately, we won't know the
[52:59] result of them until the fall. Um, so it
[53:03] does impact the timeline associated with
[53:05] our project. In both instances, if we
[53:07] are successful with the funding, um, we
[53:10] can get reimbursed for funds that we've
[53:12] already spent on the project, backdated
[53:14] to April. Um, so that's certainly an
[53:17] opportunity. Within those grant
[53:19] applications, we have incorporated some
[53:21] additional items that were identified in
[53:23] the Hannah Park development plans. When
[53:25] we talk about, um, the boat ramp and
[53:27] pier,
[53:28] um, the pavilion shelter by the beach,
[53:30] and the boat docking as well. So, those
[53:32] would be included and tied into those as
[53:34] well. Um, so we've been in discussions
[53:37] with both of those groups about kind of
[53:39] the three partners coming together and
[53:41] really having a a rebirth to to Hanna
[53:44] Park and the economic impact that can
[53:46] have on Port Carling.
[53:48] Um
[53:49] Of course, we can look at um community
[53:52] fundraising.
[53:53] Um
[53:54] There's also go phased construction. Um
[53:58] Playgrounds that you see here or escape,
[54:01] we've designed them in a way that we can
[54:03] add amenities as we want. Um so there's
[54:05] no limit um on these playgrounds. We can
[54:08] start to uh to add to them should we get
[54:11] additional funds at a certain time. Um
[54:13] that is the nice thing with Hanna Park
[54:14] cuz it is very big, lots of space there
[54:16] to utilize.
[54:18] Um and of course, we have our current
[54:20] capital budget. So there are the
[54:21] opportunities to defer some current
[54:24] capital projects that staff have
[54:26] highlighted. Um in particular, we have
[54:28] the diesel recapture units at the Port
[54:31] Carling fire hall and some wharf
[54:32] concrete repairs. Um both these projects
[54:35] are slated for later this fall. Um so if
[54:39] we were to defer them, um we could look
[54:41] to rebudget those funds in the 2027
[54:44] budgeting complete them
[54:45] in the late winter early spring. Um so
[54:48] those are options there. As we've
[54:50] highlighted in the staff report, um a
[54:53] potential consideration if council would
[54:55] like to entertain option two is perhaps
[54:58] the diesel recapture units.
[55:00] Um from there, if we're successful with
[55:02] grants etc., we could always phase in
[55:05] additional aspects to the playground as
[55:08] we go or find out. Um alternatively, if
[55:11] if we wish to go option three, there's
[55:14] the opportunity to defer the wharf wharf
[55:16] concrete repairs
[55:17] um and do everything now in the in the
[55:19] recommended timeline.
[55:21] Um
[55:23] As highlighted in the staff report, our
[55:25] most recent playground inspection has
[55:27] recommended replacement. So
[55:29] um we are on a timeline where we can't
[55:32] really prolong the it too much more.
[55:36] Um and if it's a situation where we are
[55:38] deferring installation, it might come to
[55:40] a point where we we would have to close
[55:42] the playground um, until such time as
[55:45] installation can occur. But, currently
[55:47] our timeline is for this fall. Um, and
[55:50] we can still meet to meet those
[55:51] timelines now and uh and look for
[55:55] additions in the spring if needed in a
[55:57] phased opportunity.
[55:58] Um,
[56:00] of course, if we went with option three,
[56:01] as I mentioned before with the grant
[56:03] funding, if we're successful, those
[56:05] funds can always just be uh re- recouped
[56:08] um, from what the township spent.
[56:10] Um,
[56:12] next slide.
[56:14] So, next steps. So, three options um,
[56:16] today and certainly available to help
[56:18] with any more questions. Um,
[56:20] we can approve the proposed um, design
[56:24] within the project budget that was uh
[56:26] capitalized. We could move into um,
[56:31] uh one of options two or three with some
[56:34] additional funding.
[56:35] Um, or option three if if council would
[56:37] like to entertain a different approach,
[56:39] we could go that way. Um,
[56:42] highly not recommended, I think, by by
[56:44] staff just as with that timeline factor
[56:47] and uh and the current condition it's
[56:49] in.
[56:50] Um, next slide, Liz.
[56:55] Okay.
[56:56] I think the next slide, yeah, the last
[56:58] slide anyway. So, I think that wraps up
[57:00] kind of a summary of all the background
[57:02] information, where we've come from,
[57:03] where we are today, what's before us.
[57:05] Um, as I mentioned earlier, I think
[57:07] today and like I had discussed with our
[57:09] scape, today's really about defining the
[57:11] project budget. If we want a little bit
[57:14] more, um, we have ways to do it and we
[57:17] need that direction from council and we
[57:19] can proceed with those.
[57:20] Um, I know
[57:24] I know coming to this playground as a
[57:25] child myself, bringing my kids here, it
[57:27] is very special. Um, and I don't want to
[57:30] lose that at all and we will certainly
[57:31] work to incorporate that in a
[57:34] in a redesigned um or an updated
[57:36] playground.
[57:37] I also want to us to kind of take the
[57:40] opportunity to really look at this as an
[57:42] opportunity, an opportunity for
[57:43] something new that's going to impact
[57:46] children's memories for the next 25
[57:48] years. And uh I think there's uh there's
[57:51] some options out here presented today
[57:54] that can do that. Um and I think it uh
[57:57] it could be a really special time um to
[58:00] to bring something new and uh
[58:03] and uh you know, have those same
[58:05] memories for a different generation
[58:06] moving forward. So, with that, Chair,
[58:08] I'm available for any questions.
[58:10] >> Uh thank you very much. Well done. I
[58:12] » Uh thank you very much. Well done. I
[58:12] have one quick question, and that was
[58:13] just to clarify the the proposed new
[58:16] structures,
[58:17] do they have a similar shelf life of 20
[58:20] or 25 years?
[58:21] >> That's correct.
[58:21] » That's correct.
[58:21] >> Okay. Thank you.
[58:23] » Okay. Thank you.
[58:23] All right. Uh Councillor Roberts,
[58:24] Councillor Kent.
[58:27] Councillor Zavitz.
[58:28] >> Thank you, Chair, and through you. We
[58:30] » Thank you, Chair, and through you. We
[58:30] are in question period, so
[58:32] um
[58:33] I'm I was trying to recall last evening
[58:36] how we ever established um $260,000
[58:40] for this playground.
[58:42] Given the spectacular
[58:44] um
[58:45] playground that we currently have in
[58:47] Hanna Park, that we could ever replace
[58:48] it for $260,000.
[58:51] Could you remind me
[58:53] how we arrived at the $260,000?
[58:56] >> Mr. Moore.
[58:56] » Mr. Moore.
[58:56] >> Yes, through you, Chair. So, the
[58:58] » Yes, through you, Chair. So, the
[58:58] original playground was built for
[59:00] $130,000.
[59:02] Um and when we
[59:04] put in the inflation factors, it came to
[59:07] around that $260,000
[59:09] mark. Um as we know with playgrounds,
[59:12] going through Jasper Park, going through
[59:14] Windermere, it's really hard to put a a
[59:17] budget together for a playground um
[59:20] without the design in place. So, it the
[59:23] budget for them almost acts as a little
[59:26] bit of a placeholder with an
[59:27] understanding that there's likely going
[59:29] to be changes. Um and we did see that
[59:31] with Jaspen Park where we we had some
[59:33] additional funds um added to that
[59:35] project as well and same with Windermere
[59:37] um as well, too. So, you almost kind of
[59:39] set that that base, see what you can get
[59:41] with it, and then from there
[59:44] determine if you want to add to it.
[59:46] >> Thank you.
[59:47] » Thank you.
[59:47] >> Um Counselor Kent and then Counselor
[59:49] » Um Counselor Kent and then Counselor
[59:49] Zavitz.
[59:50] >> Uh thank you.
[59:52] » Uh thank you.
[59:52] Um I am also a long-term user of Marie
[59:55] of that park. Meaning, I've got
[59:56] 27-year-old kids.
[59:58] >> Yeah.
[59:58] » Yeah.
[59:58] >> We lived on Muskoka at the time and it
[1:00:00] » We lived on Muskoka at the time and it
[1:00:00] was
[1:00:01] I love it.
[1:00:02] >> Okay.
[1:00:02] » Okay.
[1:00:02] >> I guess my question is I
[1:00:05] » I guess my question is I
[1:00:06] have we It's It's a bigger budget even
[1:00:07] at the 260, okay, which I don't think is
[1:00:10] anywhere near enough, than any other
[1:00:12] park we've done recently. Have we done
[1:00:14] any traffic counts? Cuz my gut would
[1:00:16] tell me that we get way more
[1:00:19] traffic through that park than we do
[1:00:22] through some of the other parks, but
[1:00:23] that may be just a bias.
[1:00:25] And I was wondering if
[1:00:27] we've had done anything to to figure out
[1:00:29] is this a park that is actually used a
[1:00:31] lot more? I know there's a lot of
[1:00:32] community support, but used a lot more
[1:00:34] than
[1:00:34] >> Yeah.
[1:00:35] » Yeah.
[1:00:35] It's three three
[1:00:37] >> Had to say more here.
[1:00:37] » Had to say more here.
[1:00:37] >> Yeah, three year chairs. So, it's it's a
[1:00:39] » Yeah, three year chairs. So, it's it's a
[1:00:39] great question. Um
[1:00:41] I we don't have exact numbers. We
[1:00:43] haven't done an exact traffic count. Um
[1:00:46] but I think there's definitely that
[1:00:48] understanding that this is that
[1:00:50] destination park for Muskoka Lakes. Um
[1:00:53] not only does it have the playground,
[1:00:55] but it has many other amenities, the
[1:00:57] volleyball courts, the basketball, the
[1:00:59] walking track, the beach, the boat
[1:01:01] launch. Um so, I would say this is
[1:01:04] definitely our our marquee destination
[1:01:07] park for the township. It's situated
[1:01:10] right in the middle of the township um
[1:01:12] from all avenues, Windermere, etc. Um
[1:01:16] not only that, but uh because of all the
[1:01:19] amenities that it includes, um there's
[1:01:22] people that that travel to this park
[1:01:24] from from afar just because of that.
[1:01:27] Um, so I I'd say I'd have no
[1:01:29] no concern saying this is definitely our
[1:01:31] most popular, yes.
[1:01:33] >> I just have one quick follow-up. I just
[1:01:34] » I just have one quick follow-up. I just
[1:01:34] have I
[1:01:36] >> I have a very specific
[1:01:38] » I have a very specific
[1:01:38] recommendation when we get to the
[1:01:40] comment period. And I think there's some
[1:01:42] good ideas that have been tabled.
[1:01:46] >> Uh, thank you. Thank you. And to you, to
[1:01:47] » Uh, thank you. Thank you. And to you, to
[1:01:47] Corey. So, Corey, I have a instead of
[1:01:49] asking you one question at a time, if
[1:01:51] you don't mind, I'll sort of rapid fire
[1:01:53] three or four and then you can cuz I
[1:01:55] know you're you know, you're so immersed
[1:01:56] in this in this whole project. Um, I
[1:01:59] guess a couple things I would have
[1:02:01] coming from Ward A, I I'm wondering, you
[1:02:03] know, are we acknowledging it what she
[1:02:04] just did that um,
[1:02:07] Port Carling the Hanna Park has the
[1:02:09] epicenter of of TML by upping the budget
[1:02:12] to more than
[1:02:13] two times what we've spent on previous
[1:02:17] newly built parks, that being Jasmine
[1:02:19] Park and of course Windermere. Um, we
[1:02:22] have Torrance Sunset Park you know, next
[1:02:25] year on the on the on the plan.
[1:02:27] Um, and I guess that that's a question.
[1:02:29] So, I just a thought on that cuz that's
[1:02:31] sort of new to me. I mean, I get it's a
[1:02:33] bigger park. And so, if that means
[1:02:35] that's a designation, then maybe us
[1:02:37] around the table need to understand
[1:02:39] that. Uh, a second question would be
[1:02:41] boat parking. I do have a concern about
[1:02:44] um,
[1:02:44] I mean, that is a crazy place on a
[1:02:47] Saturday, right? I've been going around
[1:02:49] as people go in their boats to Port
[1:02:50] Carling and and ingress egress. So, you
[1:02:54] know, I do have a concern about us
[1:02:55] establishing new a new dock there for
[1:02:58] our boat parking. I just can't even
[1:02:59] imagine what that looks like. So, if
[1:03:02] there are some river studies on that,
[1:03:03] that'd be that'd be great. And um, I
[1:03:06] guess the other thing that I would have
[1:03:08] is um,
[1:03:09] you know, we we continually talk every
[1:03:12] year we seem to do a park. If we had
[1:03:14] ever established of partner like a you
[1:03:16] know, we go out, we go for an RFP, we
[1:03:18] get different companies come in, and
[1:03:20] there is no synergy to
[1:03:24] our parks. Maybe that's part of the
[1:03:25] beauty of a park is that it's unique,
[1:03:27] it's different. If you want this, go to
[1:03:29] Windermere. If you want that, go to
[1:03:31] Jaspen Park. So, that that's a question
[1:03:33] I would have just in terms of do other
[1:03:35] municipalities look at that and say,
[1:03:37] "Hey, you know, we have a partner in the
[1:03:39] parks."
[1:03:41] I I think that might be worthwhile.
[1:03:44] And the other thing I wonder about is if
[1:03:46] we've had the problems we've had at
[1:03:48] Hanna Park with the water, and we, you
[1:03:50] know, clearly it's under an advisory
[1:03:52] right now and has been for a short
[1:03:54] while, and there's repeatedly that's
[1:03:56] occurred in the summer months, of
[1:03:58] course.
[1:04:00] What about consideration of a of a water
[1:04:03] play structure, some sort of a splash
[1:04:06] pad or something to bring the water to
[1:04:08] the people that can't take advantage. If
[1:04:11] you go there now, there's people in the
[1:04:12] water, which, you know, isn't the best
[1:04:15] look. So, I wonder if you've considered
[1:04:17] that. Thank you.
[1:04:19] >> Mr. Moro?
[1:04:20] » Mr. Moro?
[1:04:20] >> Okay.
[1:04:21] » Okay.
[1:04:21] Through you, Chair, thank you for the
[1:04:22] the questions.
[1:04:23] Um in terms of Hanna Park kind of being
[1:04:26] that that epicenter park of the Muskoka
[1:04:29] Lakes, um I would say yes, and I think
[1:04:31] we established that through the Parks
[1:04:33] and Trails Standard Manual. Um as we
[1:04:36] know, there was recommendations within
[1:04:38] the Parks and Rec Master Plan for items
[1:04:40] such as considering a splash pad,
[1:04:43] um etc. And within that master plan, it
[1:04:47] provided the recommendations on the
[1:04:49] amount of those amenities you should
[1:04:50] have based on your geographic, your
[1:04:52] population, etc.
[1:04:54] As we went through the Parks and Trails
[1:04:56] Standard Manual in the development of
[1:04:57] the Hanna Park um development plans,
[1:05:00] that was the area that landed for some
[1:05:02] of those amenities that we would only
[1:05:04] see in one place in the township. Um and
[1:05:07] the reason being, um obviously the
[1:05:10] amenities already associated with it,
[1:05:12] um but also the location as well being
[1:05:14] in the center of the Township. So to
[1:05:17] your point about the splash pad or
[1:05:18] consideration for a splash pad,
[1:05:21] the development plans did include that.
[1:05:24] If we were to consider that type of
[1:05:26] feature, that would be the park where we
[1:05:28] would look to put that. In saying that,
[1:05:31] we haven't considered that yet.
[1:05:33] As we discussed when we approved those
[1:05:36] plans, the next step would be
[1:05:38] identifying all those new items within
[1:05:40] the capital
[1:05:41] budget process. We just haven't quite
[1:05:43] got there yet. That would be this
[1:05:44] upcoming budget we'd start to see those
[1:05:46] items. Additionally, we know we have a
[1:05:49] lot of infrastructure already across the
[1:05:52] Township to fix up, repair, replace.
[1:05:55] So I think it's one of those
[1:05:58] opportunities that when we see a desire
[1:06:02] maybe from the community for new,
[1:06:04] that's the opportunity we we may be look
[1:06:06] for those partnerships etc. Similar to
[1:06:09] Windermere where there wasn't a
[1:06:10] playground there. The parks and trail
[1:06:13] standards main well identified a gap in
[1:06:16] that 141 corridor area. The community
[1:06:19] came forward
[1:06:20] and led the fundraising charge to make
[1:06:22] that that playground happen. So I think
[1:06:24] we'd we'd look to those types of
[1:06:26] opportunities for those newer type
[1:06:28] amenities. Right now, we would just be
[1:06:31] focusing on the amenities we already
[1:06:33] have in place there and bringing those
[1:06:35] up to today's standards.
[1:06:37] In terms of the boat parking,
[1:06:40] I think through the consultation we did
[1:06:42] last summer, that was probably between
[1:06:44] that between keeping a wood playground
[1:06:47] structure, boat parking was the next
[1:06:48] thing on that list. So we'd work with
[1:06:53] with the dock companies and and when we
[1:06:55] talk about boat parking,
[1:06:57] similar to what was there before,
[1:06:58] nothing spectacularly large, but the
[1:07:00] opportunity to at least have a couple
[1:07:02] spaces available.
[1:07:04] So we wouldn't envision anything that
[1:07:06] would provide a safety concern, anything
[1:07:08] that way. So, we'll we'll certainly do
[1:07:10] our due diligence in that respect. Um,
[1:07:12] in terms of the synergy between parks
[1:07:14] themselves,
[1:07:16] um, I think our parks and trails
[1:07:17] standards manual, it does a good job of
[1:07:21] outlining based on the size of the park
[1:07:23] and the size of the playground, um, the
[1:07:25] different play value that we should
[1:07:27] expect within them. In terms of the
[1:07:29] theme, I think it is unique and I think
[1:07:31] each area and each park is a little bit
[1:07:33] different. Um, and what we put in Sunset
[1:07:36] Park versus Hanna Park may be a bit
[1:07:38] different based on the history of the
[1:07:40] area, etc. So,
[1:07:42] um, I think each one's a little bit
[1:07:44] unique that way. Yeah.
[1:07:46] Yeah.
[1:07:47] >> Okay, uh, Councillor Roberts.
[1:07:51] » Okay, uh, Councillor Roberts.
[1:07:51] >> Thank you, Chair, for allowing me a
[1:07:52] » Thank you, Chair, for allowing me a
[1:07:52] second question.
[1:07:54] Um, for next for the 2027 budget,
[1:07:57] another thing to consider cuz it's not
[1:07:59] in this uh, playground, is
[1:08:00] accessibility.
[1:08:02] >> Mhm.
[1:08:02] » Mhm.
[1:08:02] >> Um, uh,
[1:08:03] » Um, uh,
[1:08:03] play value items.
[1:08:05] >> Mhm.
[1:08:06] » Mhm.
[1:08:06] >> Uh, so just consider that for the for
[1:08:08] » Uh, so just consider that for the for
[1:08:08] the 2027 budget and come back with uh,
[1:08:11] thoughts on that. Thank you.
[1:08:12] >> Yeah.
[1:08:13] » Yeah.
[1:08:13] I will say through you, Chair, so the
[1:08:15] the current playgrounds, um, and the one
[1:08:17] you see before you today, it does meet
[1:08:19] all the accessibility standards.
[1:08:21] Um, so a large part of that is the
[1:08:23] ground cover itself. And uh, as we know,
[1:08:26] we've been converting to the engineered
[1:08:28] wood fiber as our ground cover cuz those
[1:08:30] meet current accessibility standards,
[1:08:33] um, instead of sand, etc., where you see
[1:08:35] some other places.
[1:08:37] Um, additionally, there and and that's
[1:08:39] the component I talked about in some of
[1:08:41] those images,
[1:08:42] when you see them at a glance, the
[1:08:43] high-level
[1:08:45] layout of the playground, it's really
[1:08:47] hard to see all those smaller amenities
[1:08:49] attached to those structures. And
[1:08:51] there's a lot of ground-level play
[1:08:53] sensory items, etc., that uh, that help
[1:08:56] meet some of those accessibility
[1:08:57] standards. Um, that junior tower in
[1:09:00] particular includes a includes a an
[1:09:03] accessibility
[1:09:05] component to it as well, so.
[1:09:10] » You got a question. Last one wasn't a
[1:09:12] question, so we'll we'll see if you have
[1:09:14] one in you. Go ahead.
[1:09:15] >> Yes.
[1:09:16] » Yes.
[1:09:16] Well, Mr. Moore, you brought up another
[1:09:18] question. Okay.
[1:09:19] >> [laughter]
[1:09:20] » [laughter]
[1:09:20] >> I'm thinking accessibility that's great
[1:09:23] » I'm thinking accessibility that's great
[1:09:23] what you mentioned, but I'm I'm thinking
[1:09:24] about children with physical
[1:09:28] needs and impairment needs that that we
[1:09:31] should look forward to. And this does
[1:09:33] this park have that?
[1:09:34] >> Yeah, and
[1:09:35] » Yeah, and
[1:09:35] sorry through you, chair, to expand on
[1:09:37] that junior tower, for instance, it
[1:09:39] includes those transfer station areas
[1:09:41] where that transfer can occur and then
[1:09:43] they can still
[1:09:45] access some of the amenities on the
[1:09:46] structure such as the slide, etc. So,
[1:09:49] yes. And same with the you know, there's
[1:09:51] the swings, etc. You can incorporate the
[1:09:54] proper seats and everything that way,
[1:09:56] so.
[1:10:05] » Uh thank you and to you and
[1:10:07] just want to start that was a fantastic
[1:10:08] presentation. Really walked us through
[1:10:10] all of it.
[1:10:12] The thinking and the rationale. A couple
[1:10:13] of quick questions.
[1:10:16] You've introduced this concept called
[1:10:17] play value.
[1:10:19] Do you have any sense as to
[1:10:23] like what's is there a metric around
[1:10:24] that? Like can you define play value of
[1:10:27] current versus the different recommended
[1:10:30] options? And and just maybe expand a
[1:10:32] little bit on what that means.
[1:10:33] >> Yeah.
[1:10:34] » Yeah.
[1:10:35] play value is is often referenced in
[1:10:38] in the playgrounds themselves. And
[1:10:41] really what that relates to is the
[1:10:43] number of components within the
[1:10:44] playground. So, there isn't
[1:10:47] there isn't so say like a an actual
[1:10:49] value, a percentage maybe that you could
[1:10:51] tie to play play value as you step up.
[1:10:54] Um what it is is you start to see the
[1:10:57] number of amenities with the different
[1:10:59] structures, the number of slides,
[1:11:00] climbing features, the number of access
[1:11:03] points, the number of egress points,
[1:11:05] etc. So, as we work through those
[1:11:07] different options, you can see that as
[1:11:09] we get into option two with the junior
[1:11:11] tower, the play features start to to
[1:11:13] climb. So, you start to see the walk
[1:11:15] rock climbing wall features on the side
[1:11:17] of the building, the chalkboard, um you
[1:11:19] start to see multiple egress and access
[1:11:22] points. As you move into the larger
[1:11:26] timber towers, um that's when you start
[1:11:28] to see a lot more post and rope. Uh you
[1:11:30] see multiple slides, you see multiple
[1:11:33] ways to climb up the tower through
[1:11:35] bridges, um fire pole to to escape. So,
[1:11:39] you start to see it in the number of
[1:11:41] amenities within the playground itself.
[1:11:43] >> Thank you.
[1:11:44] » Thank you.
[1:11:44] >> Uh
[1:11:45] » Uh
[1:11:45] follow up to that?
[1:11:46] >> thank you. I have a second question,
[1:11:47] » thank you. I have a second question,
[1:11:47] actually.
[1:11:48] So, and um
[1:11:50] the the decision today is around the
[1:11:52] actual playground structure.
[1:11:54] >> Mhm.
[1:11:55] » Mhm.
[1:11:55] >> If we looked at it as a Hanna Park
[1:11:57] » If we looked at it as a Hanna Park
[1:11:57] campus or site plan,
[1:11:59] >> Mhm.
[1:11:59] » Mhm.
[1:11:59] >> is this also uh an opportunity? I I know
[1:12:03] » is this also uh an opportunity? I I know
[1:12:03] we've talked about the dock, but there's
[1:12:05] other parts to that park. It truly is
[1:12:07] that iconic park. I mean, we want to do
[1:12:09] this right.
[1:12:10] >> Mhm. Um
[1:12:11] » Mhm. Um
[1:12:11] >> things like the culture and the heritage
[1:12:13] » things like the culture and the heritage
[1:12:13] that we've
[1:12:14] you touched upon in there. Is this the
[1:12:16] time that you're thinking about that or
[1:12:17] is that like a a next year project?
[1:12:20] >> Um it's a it's a really good question,
[1:12:23] » Um it's a it's a really good question,
[1:12:23] but I think
[1:12:24] our plan is to to do it, incorporate it
[1:12:27] now. And some of those pieces might be
[1:12:29] kind of the finishing touches that we
[1:12:30] incorporate later in the spring, but I
[1:12:33] think there's a real opportunity um
[1:12:36] within this playground design um to
[1:12:39] bring kind of that Muskoka feel to it.
[1:12:41] And And again, that's where I reference
[1:12:42] this um you know, this is an opportunity
[1:12:45] for something new. Um and what we saw in
[1:12:48] Windermere was you know, a real liking
[1:12:50] to how we incorporated the natural
[1:12:52] landscape, the rocks, uh Muskoka chairs,
[1:12:56] how we can tie in kind of the history of
[1:12:59] the playground that was done before as
[1:13:01] well as the history of Port Carling.
[1:13:04] I think there's an opportunity here
[1:13:06] through the features of the playground
[1:13:07] for us to to work on how we can
[1:13:10] incorporate those so that not only is
[1:13:12] there an understanding of kind of what
[1:13:14] was here before just in Hanna Park, but
[1:13:16] the Township as a whole and the history
[1:13:19] of Port Carling with the you know, the
[1:13:22] boats etc. that way. I think I think we
[1:13:24] can start to incorporate um you know,
[1:13:27] whether it be through you know,
[1:13:29] information pedestals or or etc. I think
[1:13:32] there's there's tremendous opportunity
[1:13:34] that way, yes.
[1:13:39] » Thank you for that. I'm actually going
[1:13:40] to read the resolution so that we can
[1:13:41] open it up and questions and comments.
[1:13:44] Before I read it, I'm going to point out
[1:13:46] that it calls for
[1:13:48] the approval of the original proposed
[1:13:50] project at 261.
[1:13:53] It has the flexibility to bump it up
[1:13:55] with a blank in it so we can actually
[1:13:58] make a change. We may have to come back
[1:13:59] and amend this, but I'd rather just get
[1:14:01] it on the table, get everybody started
[1:14:03] on a discussion and then we can figure
[1:14:05] out how to amend this to accommodate
[1:14:07] what we're going to go to.
[1:14:09] So, it's moved by Councillor McIntyre,
[1:14:12] seconded by Councillor Bozzemworth.
[1:14:13] Whereas the 2026 capital budget included
[1:14:17] funds in the amount of $261,300
[1:14:20] for the replacement of the Hanna Park
[1:14:22] playground.
[1:14:24] And whereas the Hanna Park playground
[1:14:25] has reached the end of its useful life.
[1:14:28] And whereas staff have delegated
[1:14:29] authority to award capital projects
[1:14:33] should they be within the budgeted
[1:14:36] amount and whereas staff have awarded
[1:14:38] the project to Earthscape Play Inc.
[1:14:41] And whereas staff have conducted a
[1:14:42] community survey regarding the proposed
[1:14:45] is uh design. And whereas Council may
[1:14:48] wish to revise the budgeted playground
[1:14:50] design based on the community feedback
[1:14:52] received, now therefore be it resolved
[1:14:54] that Council directs staff to proceed
[1:14:56] with option blank as outlined in staff
[1:14:59] report OPS-2026-022,
[1:15:03] and that staff be delegated the
[1:15:05] authority to make minor modifications to
[1:15:07] the playground design provided the
[1:15:09] changes remain within the approved
[1:15:10] budget but uh project budget and do not
[1:15:13] materially alter the overall design
[1:15:15] intent.
[1:15:17] So, Councillor Nishikawa.
[1:15:20] >> Thank you.
[1:15:21] » Thank you.
[1:15:22] don't where start.
[1:15:24] Except that I was part of the crew, had
[1:15:26] my own crew building our own little um
[1:15:29] you were designated a crew and
[1:15:31] everything else. It was a fantastic
[1:15:33] fantastic time.
[1:15:35] Um along with many other parks that
[1:15:37] we've built in this in this
[1:15:38] municipality, which I have been
[1:15:40] fortunate to be part of. I'm I will say
[1:15:43] I'm a little bit um
[1:15:45] I understand people's concerns about the
[1:15:48] sticks in the pictures. Like it just
[1:15:51] looked like that. It didn't have the
[1:15:53] substance that the the other park had.
[1:15:55] But I think it could be very very
[1:15:57] exciting. Um
[1:16:00] I guess my
[1:16:02] concern is about the funding.
[1:16:04] And in the past we Sorry, we have voices
[1:16:08] in the back that I'm not
[1:16:09] >> I'm sorry.
[1:16:10] » I'm sorry.
[1:16:10] >> I'm hearing other people and I'm not
[1:16:12] » I'm hearing other people and I'm not
[1:16:12] focusing on
[1:16:13] >> Oh, sorry. Could we keep the
[1:16:14] » Oh, sorry. Could we keep the
[1:16:14] conversation down or off actually in the
[1:16:17] back, please?
[1:16:18] >> The So, my my concern is
[1:16:21] » The So, my my concern is
[1:16:21] you know, we this this park was funded
[1:16:24] earlier and I I will say that um
[1:16:28] it was tremendous
[1:16:30] as as well as our sports park as well as
[1:16:33] um every park, quite frankly.
[1:16:38] I do wonder about the type of financing
[1:16:41] that was brought up in the um
[1:16:45] like I understand there's grants
[1:16:46] available and certainly I've seen where
[1:16:48] Huntsville's been successful. So
[1:16:50] hopefully we can go after
[1:16:52] our RMP for that. Um
[1:16:57] but I didn't understand where we were
[1:16:58] going to pull some other dollars from.
[1:17:01] Um and it actually concerns me because
[1:17:05] aren't those two important projects or
[1:17:07] why were were they ever in the budget in
[1:17:09] the first place? And how how can we just
[1:17:12] shift around that large amount of money?
[1:17:15] And could I have a follow-up, please?
[1:17:17] >> Uh you can. Mr. Moore, do you want to
[1:17:18] » Uh you can. Mr. Moore, do you want to
[1:17:18] talk about with the the other two
[1:17:20] capital projects that were proposed to
[1:17:23] delayed, deferred?
[1:17:24] >> Yes, through you, Chair. So um
[1:17:27] » Yes, through you, Chair. So um
[1:17:27] they are still important and they are
[1:17:29] still required. Um our thought behind um
[1:17:33] the concrete wharf repairs was our plan
[1:17:36] was to do them later in the fall after
[1:17:38] the season is completed. Um given the
[1:17:41] timeline of the Hannah Park project,
[1:17:44] there could be the opportunity to
[1:17:46] proceed with the Hannah Park project
[1:17:47] first and just push the wharf repairs
[1:17:50] back a few months and complete them in
[1:17:52] the late winter, early spring with a new
[1:17:55] refreshed budget. Um as for the um
[1:18:00] diesel exhaust retractors from the fire
[1:18:02] station,
[1:18:03] um the plan would be we still like to
[1:18:06] proceed with those as well, too.
[1:18:08] Um again, it's just one of those
[1:18:10] projects that we haven't started yet. So
[1:18:12] it's almost on the table for that reason
[1:18:16] um that we again we could incorporate um
[1:18:18] in the 2027 budget, do early in the
[1:18:21] winter because it's indoors, we can do
[1:18:23] that project um whenever we award it. Um
[1:18:27] the other aspect to that project in
[1:18:29] particular was we're currently going
[1:18:30] through the fire station design process.
[1:18:33] Um and through that process we're
[1:18:34] certainly going to gain a better
[1:18:36] understanding of what we intend to see
[1:18:39] in each of our fire halls.
[1:18:41] And
[1:18:42] it may be an opportunity to to revisit
[1:18:44] some of those
[1:18:46] amenities we see within them. So that
[1:18:48] was the thought process behind them the
[1:18:50] two projects that you know, we have an
[1:18:53] opportunity to defer. Of course, if we
[1:18:56] are successful with the grant funding,
[1:18:58] those funds would would come back and we
[1:19:00] we'd be right around the exact project
[1:19:02] budget amount if we're successful. So
[1:19:04] that that's the the ultimate goal. I
[1:19:06] think it really comes down a question,
[1:19:08] do we want to
[1:19:09] fund a little bit now and then wait for
[1:19:12] the grant to hopefully do a phase two,
[1:19:14] or do we want to fund it now
[1:19:17] and then if we're successful with the
[1:19:18] grant, we just recoup those funds.
[1:19:22] >> Thank you. Councillor Ishikawa, with a
[1:19:23] » Thank you. Councillor Ishikawa, with a
[1:19:23] follow-up.
[1:19:25] >> Thank you through you to
[1:19:27] » Thank you through you to
[1:19:27] I guess our our treasurer. I'm where I'm
[1:19:30] concerned is because our fire master
[1:19:33] plan came up with
[1:19:35] and we've seen this
[1:19:37] I'm going to just say over a number of
[1:19:39] years I've seen this where we were
[1:19:41] supposed to do something and we didn't
[1:19:43] do it and it just kept coming back as we
[1:19:47] should have done it and then there's an
[1:19:49] emergency and we
[1:19:50] what I don't want and in fact I'm still
[1:19:53] very very concerned about the upcoming
[1:19:56] budget because
[1:19:59] I'm just going to
[1:20:01] the numbers won't be exact
[1:20:04] but it looked like there was going to be
[1:20:05] another 10% increase. And we've already
[1:20:08] had well, this was proposed, right? Over
[1:20:11] the next number of years. Correct me if
[1:20:13] I'm wrong. Over the next number of years
[1:20:15] for us to be up to date with all of our
[1:20:17] plans and all of those other things cuz
[1:20:19] we've already had three years of large
[1:20:22] increases. And and so that's where I
[1:20:25] don't get the whole thing and then I
[1:20:26] also think about why choosing from those
[1:20:30] two elements whereas
[1:20:33] cash in lieu of parking wasn't that
[1:20:35] supposed to be about parkland and and
[1:20:36] that sort of thing? So, I'd rather hear
[1:20:38] from the Treasurer, please. Thank you.
[1:20:41] >> Mr. Treasurer, Mr. Donaldson, Director
[1:20:43] » Mr. Treasurer, Mr. Donaldson, Director
[1:20:43] Donaldson.
[1:20:45] >> Uh thank you, Worship. So,
[1:20:47] » Uh thank you, Worship. So,
[1:20:47] uh is is there a specific question
[1:20:49] you're looking at?
[1:20:50] >> Yes.
[1:20:52] » Yes.
[1:20:52] Well,
[1:20:53] you First of all, did you not present to
[1:20:56] us some months ago that we would require
[1:20:59] this increase in our budget for how many
[1:21:02] years just to pay for what we're doing
[1:21:04] now?
[1:21:05] >> Through you, Worship. That's correct.
[1:21:06] » Through you, Worship. That's correct.
[1:21:06] So, in April I presented to committee,
[1:21:08] uh General Finance Committee, that we
[1:21:10] would be looking at, excuse me,
[1:21:12] somewhere in the neighborhood of about
[1:21:13] 8% per annum for the next 10 years to
[1:21:16] try to keep up with our current asset
[1:21:18] management plan.
[1:21:22] » So, then my the other question in there,
[1:21:25] a bunch of them, I know, but um
[1:21:27] was it in fact the park uh
[1:21:31] We have taken in a lot of money for
[1:21:34] people lacking parking right now. And
[1:21:37] so, I thought that that's what where in
[1:21:39] the past I was aware that that's where
[1:21:41] we drew from, from that fund, not from
[1:21:45] another department, I would say.
[1:21:47] >> So, through you, Worship. So, um we have
[1:21:49] » So, through you, Worship. So, um we have
[1:21:49] a parkland fund that on consents,
[1:21:53] cash is paid in lieu of parkland for
[1:21:55] development, and that is the fund we
[1:21:57] typically draw from for park uh
[1:22:00] activities for those types of things.
[1:22:04] » I'm sorry. Why are we not going there?
[1:22:08] >> So, through you, Worship. I um that fund
[1:22:11] » So, through you, Worship. I um that fund
[1:22:11] is available, but it is currently under
[1:22:13] a lot of pressure as well, because there
[1:22:15] is a huge amount of work in the Parks
[1:22:17] and Rec Master Plan over the next number
[1:22:19] of years, and with the changes in the
[1:22:22] official plan,
[1:22:23] um consents or probably and severances
[1:22:26] are likely to decrease. So, we're going
[1:22:28] to see less money coming into the
[1:22:30] Parkland Reserve over the next few years
[1:22:32] as well. So, we've got two conflicting
[1:22:35] pressures. One with increased
[1:22:37] expenditure on park development and park
[1:22:39] redevelopment and trails and so on,
[1:22:42] and less funds coming in
[1:22:44] through fewer severances being approved.
[1:22:48] » Um
[1:22:51] Councillor Zavitz had his hand up first
[1:22:54] and then
[1:22:55] was it you, Alan?
[1:22:57] All right, Councillor Edwards, you win.
[1:22:58] >> Sorry if I maybe missed something. I had
[1:23:01] » Sorry if I maybe missed something. I had
[1:23:01] to leave for a second. Uh
[1:23:03] I'd like to see the the the whole thing
[1:23:05] go through the 500,000 at some point.
[1:23:07] But on the other hand, I would not take
[1:23:11] the diesel exhaust reclaim away. That's
[1:23:13] a safety issue.
[1:23:15] And I would leave that in for sure.
[1:23:18] I'd leave the concrete repairs in
[1:23:20] because on Friday I was in Windermere
[1:23:23] and a
[1:23:25] bus tour come in and they were getting
[1:23:26] on the Peerless and someone fell and
[1:23:30] close to dislocated their shoulder. They
[1:23:32] had to bring an ambulance and uh check
[1:23:34] them out before they got on the boat.
[1:23:36] Luckily, they were able to go with it.
[1:23:38] But and that repairs like that should be
[1:23:41] uh kept up.
[1:23:43] Uh I'd like to know how much the grant
[1:23:45] we've
[1:23:47] actually applied for in grants.
[1:23:53] » Uh yes, three of you. I think
[1:23:56] uh so, through the grant if we were to
[1:23:58] work with the partners, um our
[1:24:00] contribution would be 50% and then each
[1:24:02] coming in at 25%.
[1:24:04] I think we've estimated the total
[1:24:06] project request of 800,000
[1:24:09] um and that includes the boat ramp, the
[1:24:11] pier, the playground. Um
[1:24:14] so, our share would be the 400,000.
[1:24:17] >> Okay.
[1:24:18] » Okay.
[1:24:18] Thank you. Um
[1:24:21] I wonder if we could get the community
[1:24:24] like they did in Windermere, too, to
[1:24:26] raise some of the funding for the goal.
[1:24:28] And another question was the large tower
[1:24:31] that was there. If we went with that,
[1:24:32] what would that be just the the tower
[1:24:35] itself at this point?
[1:24:37] >> Just the tower?
[1:24:38] » Just the tower?
[1:24:38] >> Yeah.
[1:24:39] » Yeah.
[1:24:39] >> So, the
[1:24:40] » So, the
[1:24:40] we can get you can get really into the
[1:24:42] into the weeds and the details of these
[1:24:44] designs and options. I'll try to keep it
[1:24:47] as high level as possible, but within
[1:24:48] option two, um there would be the
[1:24:51] ability to do the tower there versus all
[1:24:54] the other amenities, but you're
[1:24:55] basically just getting the tower. It's
[1:24:58] uh it's quite substantial.
[1:25:00] >> Like just the cost of it.
[1:25:02] » Like just the cost of it.
[1:25:02] >> okay, sorry.
[1:25:03] » okay, sorry.
[1:25:03] >> We're good.
[1:25:04] » We're good.
[1:25:04] >> will like
[1:25:05] » will like
[1:25:05] just a ballpark on that like you say
[1:25:07] like all of that you must
[1:25:08] >> Councillor Edwards, we don't know.
[1:25:11] » Councillor Edwards, we don't know.
[1:25:11] >> [laughter]
[1:25:11] » [laughter]
[1:25:11] >> Okay.
[1:25:11] » Okay.
[1:25:11] >> A couple hundred thousand.
[1:25:12] » A couple hundred thousand.
[1:25:12] >> hundred thousand dollars.
[1:25:13] » hundred thousand dollars.
[1:25:13] >> that go or rather than some of the small
[1:25:16] » that go or rather than some of the small
[1:25:16] stuff.
[1:25:17] And then take the the existing play
[1:25:20] ground out of there that everyone loves.
[1:25:22] Get a couple years out of it and then
[1:25:24] start putting the smaller stuff as we
[1:25:26] take down.
[1:25:28] >> I I don't know. I'm just saying get rid
[1:25:29] » I I don't know. I'm just saying get rid
[1:25:29] of it.
[1:25:30] >> Uh Councillor Abbott, Councillor Kent.
[1:25:31] » Uh Councillor Abbott, Councillor Kent.
[1:25:31] >> Uh thank you. Through you to Corey. Uh
[1:25:33] » Uh thank you. Through you to Corey. Uh
[1:25:33] so, Corey, uh sticking to the budgeted
[1:25:35] amount, uh which seems to be a little
[1:25:37] getting a little bit of favor here.
[1:25:39] Um I'm wondering how
[1:25:42] feasible, if you will, you know,
[1:25:45] appendix one is sticking to our budget
[1:25:47] for now, approving that, and then
[1:25:50] perhaps considering something else
[1:25:52] different and more, if you will, at
[1:25:54] budget time 2027 when there's going to
[1:25:56] be different people here, one would
[1:25:58] imagine. Uh my question to you then
[1:26:00] would be how feasible is uh option one?
[1:26:04] What I mean by that is if you everybody
[1:26:06] loves this tower, maybe you know,
[1:26:09] January they decide to add a hundred
[1:26:11] grand to the or two whatever. So, can
[1:26:13] you speak to that? Is there a
[1:26:14] feasibility piece to that?
[1:26:16] >> Mr. Moore.
[1:26:16] » Mr. Moore.
[1:26:16] >> Yes, they're all they're all feasible
[1:26:18] » Yes, they're all they're all feasible
[1:26:19] and they've all been designed that way.
[1:26:21] Um the hard part is with option one, um
[1:26:25] some of the upgraded amenities you see
[1:26:27] in option two then wouldn't become
[1:26:29] available. Um so the thought behind
[1:26:31] option three was it would include
[1:26:33] everything in option two, which we saw
[1:26:35] the upgrade to the monkey bars, the
[1:26:37] junior tower, um etc. that way.
[1:26:41] Um so option two definitely aligns
[1:26:44] better for a phased approach. Um
[1:26:48] the challenge is is if we're going to do
[1:26:50] the phased approach, um
[1:26:53] the timeline for the grant works because
[1:26:55] we would find out before the
[1:26:56] installation occurs. But once we do
[1:26:59] start to install some of these pieces,
[1:27:01] we're not moving them afterwards. Um
[1:27:04] so we kind of got to know if you're
[1:27:06] moving forward with a phase two, you
[1:27:08] know, when you start the installation
[1:27:10] process. I would say option two aligns
[1:27:13] better for that phased approach, um
[1:27:15] because it allows that dedicated area
[1:27:17] for the timber tower. Can option one
[1:27:19] include it? Yes, it can. Yeah, it it
[1:27:22] still can be um if that's a desire.
[1:27:25] >> Uh Council Kent.
[1:27:27] » Uh Council Kent.
[1:27:27] >> Thank you. Uh
[1:27:28] » Thank you. Uh
[1:27:28] it's great information. If I were to cut
[1:27:30] through it, I would recommend that we
[1:27:34] take the $130,000
[1:27:36] from the fire project, leave the wharf
[1:27:39] money in the budget. It's very important
[1:27:40] for next year or whenever it gets done.
[1:27:43] So we go to option two,
[1:27:45] which is the 408.
[1:27:46] >> Mhm.
[1:27:46] » Mhm.
[1:27:46] >> We're a little 15 short or whatever on
[1:27:48] » We're a little 15 short or whatever on
[1:27:48] that.
[1:27:48] >> Yep.
[1:27:49] » Yep.
[1:27:49] >> And then we ask the community we
[1:27:50] » And then we ask the community we
[1:27:50] continue to pursue the grants.
[1:27:53] And then we ask the community to go out
[1:27:55] and try to raise money
[1:27:57] to add the tower, which I think is a
[1:28:00] major improvement,
[1:28:02] but we don't have the resources today.
[1:28:05] And we'll see how we do on that. And
[1:28:07] that's an an easy add-on
[1:28:09] down the road. So I would do a phased
[1:28:11] approach, option two today.
[1:28:13] >> Mhm.
[1:28:14] » Mhm.
[1:28:14] >> The change in the budget from 130 over
[1:28:17] » The change in the budget from 130 over
[1:28:17] >> Mhm.
[1:28:17] » Mhm.
[1:28:17] >> and or delay in that item. And then,
[1:28:21] » and or delay in that item. And then,
[1:28:21] um,
[1:28:22] put a request in to have the community
[1:28:23] get involved, which they've successfully
[1:28:24] done in Windermere and in some of these
[1:28:26] other parks. I think it's a reasonable
[1:28:28] request and it's a way to get everybody
[1:28:29] vested in the,
[1:28:31] uh, future tower that they're going to
[1:28:33] be building with some of that money. So,
[1:28:35] that would be my recommendation to
[1:28:36] council.
[1:28:37] >> Is that a motion you wish to make and
[1:28:39] » Is that a motion you wish to make and
[1:28:39] get a second on?
[1:28:40] >> but
[1:28:43] » I
[1:28:44] the All right. Um,
[1:28:47] I'm going to interject one thought
[1:28:48] first.
[1:28:49] Or question first. Have we ever talked
[1:28:51] to the community about,
[1:28:53] uh, working towards some additional
[1:28:55] fundraising?
[1:28:57] >> Through you, chair, uh,
[1:28:59] » Through you, chair, uh,
[1:28:59] we haven't reached out to the community
[1:29:01] with that proposal or option.
[1:29:03] Um, I think
[1:29:05] staff's,
[1:29:07] uh, thought on that was, you know, the
[1:29:09] community's come forward once to build
[1:29:11] what's currently there.
[1:29:13] Um, as part of those partnerships at
[1:29:15] that time,
[1:29:17] and it's no different than Windermere, I
[1:29:18] think part of that partnership and that
[1:29:20] understanding is that when that asset's
[1:29:22] complete, it's now ours. And with that
[1:29:25] is an asset management plan, a lifeline,
[1:29:27] and it's going to need a a time to
[1:29:28] replace it. Um, so there are those costs
[1:29:31] that have to come with that
[1:29:32] understanding. Um, so
[1:29:36] staff's, you know,
[1:29:38] it's very difficult for staff to
[1:29:40] initiate that lead. Um, if it's directed
[1:29:43] by council, sure, but if it's
[1:29:44] community-led,
[1:29:46] that's, you know, that's an option as
[1:29:47] well, too.
[1:29:48] >> Can you just remind me, I forget the
[1:29:50] » Can you just remind me, I forget the
[1:29:50] numbers. 25 years ago, the community
[1:29:52] rallied and was it 130 you said?
[1:29:53] >> 130, yeah.
[1:29:54] » 130, yeah.
[1:29:54] >> 130. And is that cash or also labor and
[1:29:58] » 130. And is that cash or also labor and
[1:29:58] donations in kind?
[1:29:59] >> No labor, no donations in kind. Just
[1:30:01] » No labor, no donations in kind. Just
[1:30:01] material. Yeah.
[1:30:02] >> And that came from the community.
[1:30:03] » And that came from the community.
[1:30:03] >> Yep.
[1:30:04] » Yep.
[1:30:04] >> And that's 25-year-ago dollars, so maybe
[1:30:07] » And that's 25-year-ago dollars, so maybe
[1:30:07] double it for today. I know that's
[1:30:08] probably still light.
[1:30:11] the other thing that
[1:30:13] maybe we've learned is that that park is
[1:30:15] used by a lot more than just local
[1:30:16] people. We know people communicate a
[1:30:18] long way. We know a lot of them are
[1:30:20] cottagers who find it more kid-friendly,
[1:30:22] perhaps, than their own waterfront. I
[1:30:26] I I don't want to get into designing
[1:30:28] things uh in you know by committee.
[1:30:31] It'll look like a camel.
[1:30:33] Uh but I do uh think that your option
[1:30:36] number four makes sense. I think
[1:30:37] committing to it now makes sense. It's
[1:30:39] leadership.
[1:30:40] Career is Mr. Treasure. Uh but
[1:30:43] but I also think, if I add it up right,
[1:30:47] we're about
[1:30:48] $250,000
[1:30:50] short. And perhaps with the assistance
[1:30:53] of uh the community or a rallying point
[1:30:56] for the community, and maybe we could
[1:30:57] sell sponsorships and call that tower
[1:30:59] like the Cleveland's House Tower.
[1:31:04] » [laughter]
[1:31:07] » Just write that down.
[1:31:09] >> [laughter]
[1:31:10] » [laughter]
[1:31:10] >> Um I I have a very strong feeling that
[1:31:13] » Um I I have a very strong feeling that
[1:31:13] by time anybody gets around here in the
[1:31:16] spring, would they be They wouldn't be
[1:31:17] doing any site work in the fall. It'd be
[1:31:19] in the spring.
[1:31:20] >> Most of it would be in the fall. We had
[1:31:21] » Most of it would be in the fall. We had
[1:31:22] >> So, by the time they get around here,
[1:31:23] » So, by the time they get around here,
[1:31:23] we'll have
[1:31:24] the funds locked down, ready to go. Um
[1:31:28] and because the real embarrassing part
[1:31:31] is, if we don't do this now,
[1:31:33] uh next year that playground could be
[1:31:35] condemned and have to go away. The one
[1:31:36] that's there now. There's nothing to
[1:31:38] replace it.
[1:31:39] >> Correct.
[1:31:39] » Correct.
[1:31:39] >> I would rather see that happen um if we
[1:31:42] » I would rather see that happen um if we
[1:31:42] can get comfortable with the source of
[1:31:45] funds uh you know that I'm I'm going to
[1:31:47] take your recommendation. You didn't
[1:31:49] make it up. The uh notion of both the
[1:31:52] What was it? Diesel fuel recapture?
[1:31:54] >> Uh it would just be the the concrete
[1:31:56] » Uh it would just be the the concrete
[1:31:56] repairs. We
[1:31:57] >> Okay.
[1:31:58] » Okay.
[1:31:58] >> We'd re-budget for them in 2027 and look
[1:32:00] » We'd re-budget for them in 2027 and look
[1:32:00] to do that.
[1:32:01] >> And still
[1:32:01] » And still
[1:32:01] >> go, you know, broke for
[1:32:05] » go, you know, broke for
[1:32:05] No, broke's the wrong word. Go hell-bent
[1:32:07] for the um
[1:32:09] applications we've made for the for the
[1:32:11] funding from the government. And there
[1:32:13] may be other sources. And whatever gap
[1:32:15] is in there, creativity. We'll have to
[1:32:17] figure it out and in combination of
[1:32:20] sponsorship from local businesses, uh
[1:32:23] individual
[1:32:25] residents who uh wish to make the legacy
[1:32:28] continue. I I frankly would much be be
[1:32:30] much happier doing that than
[1:32:33] whatever else. Um Counselor Mazac.
[1:32:36] >> Thank you. And sorry, pretty much took
[1:32:37] » Thank you. And sorry, pretty much took
[1:32:37] the words right out of my mouth. I've
[1:32:39] written down here I think my preference
[1:32:41] is the what. And I think that's what uh
[1:32:43] Counselor Edwards picked up on, too.
[1:32:44] He's like, ideally we I think the the
[1:32:47] option three, I think it was, not four.
[1:32:49] Option three is what um
[1:32:51] would be ideal here.
[1:32:53] So, now it's a matter of how we get to
[1:32:54] that is what I think I'm hearing. Um so,
[1:32:57] my preference is make a commitment, put
[1:32:59] a stake in the ground, no pun intended,
[1:33:02] um and say that's the option we're going
[1:33:03] for, and then find And I don't want to
[1:33:06] keep repeating, but the innovative way
[1:33:08] to to fund it. It's really not that
[1:33:10] innovative funding and or community
[1:33:12] fundraising. No different. The uh if I
[1:33:15] could just have one uh
[1:33:16] a secondary
[1:33:19] It kind of goes back to my question
[1:33:21] earlier just a bit the complete site
[1:33:23] plan. Uh two quick things from a
[1:33:25] fundraising standpoint, are these are is
[1:33:28] this the opportunity to look at that in
[1:33:31] a more broad way as well with different
[1:33:33] partners in the community to add
[1:33:34] amenities after the actual physical
[1:33:36] structure as well?
[1:33:38] >> Yes, absolutely. As as we mentioned some
[1:33:40] » Yes, absolutely. As as we mentioned some
[1:33:40] of the other items, the pavilion
[1:33:42] >> Right.
[1:33:42] » Right.
[1:33:42] >> structure, etc. Those are certainly
[1:33:44] » structure, etc. Those are certainly
[1:33:44] opportunities, even the landscaping of
[1:33:46] the the current playground, that area,
[1:33:48] like there's certainly opportunities
[1:33:50] there locally that we could yeah,
[1:33:53] explore.
[1:33:54] >> And thank [clears throat] you. And
[1:33:54] » And thank [clears throat] you. And
[1:33:54] actually, landscaping is my last very
[1:33:56] quick comment. I just don't want to lose
[1:33:57] the thread because one of the other
[1:33:59] common questions I think counselors have
[1:34:00] that's is Abbott's brought this up
[1:34:02] earlier about the water quality and the
[1:34:04] geese in particular. And just with I
[1:34:07] just want to put it on the record now.
[1:34:08] Could the landscapers as we go through
[1:34:12] this site plan review look at innovative
[1:34:15] ways to use natural landscaping to
[1:34:18] perhaps
[1:34:19] reduce the the geese problem. It is a
[1:34:22] problem and I I just I don't know what
[1:34:24] the answer is, but I just think that
[1:34:26] this is the opportunity to do so.
[1:34:28] Thanks.
[1:34:30] >> Uh Mr. Moore, do you have a answer?
[1:34:31] » Uh Mr. Moore, do you have a answer?
[1:34:31] >> Yeah, through you, chair. I I would say
[1:34:33] » Yeah, through you, chair. I I would say
[1:34:33] absolutely. I think it's a fantastic
[1:34:35] idea.
[1:34:36] Um in the 2027 budget currently, kind of
[1:34:39] one of the last remaining
[1:34:41] refurbishments to the park is the beach
[1:34:43] area. So, there's certainly I think that
[1:34:45] opportunity to explore some some options
[1:34:47] for the geese. It's
[1:34:49] the challenge. Yes.
[1:34:50] >> Everybody who makes a donation gets a
[1:34:51] » Everybody who makes a donation gets a
[1:34:51] free goose.
[1:34:53] >> [laughter]
[1:34:55] » [laughter]
[1:34:55] >> All right, who else has uh hands up? Uh
[1:34:58] » All right, who else has uh hands up? Uh
[1:34:58] Counselor Bosworth and then Counselor
[1:35:00] Roberts cuz you we've heard from both of
[1:35:01] you and then
[1:35:02] Counselor Edwards.
[1:35:04] >> Um Mr. Moore, if um
[1:35:07] » Um Mr. Moore, if um
[1:35:07] we go to the to the community and and
[1:35:10] some of the community come back and want
[1:35:12] to offer
[1:35:13] either services or product in kind
[1:35:17] to add to the park, is that an
[1:35:20] opportunity? And you know, so for
[1:35:21] example, um
[1:35:23] one of the quarry owners might come and
[1:35:25] say I'd like to put a rock pile for them
[1:35:26] to climb in, you know.
[1:35:28] People who supply or transport dirt,
[1:35:31] let's have a berm in here around the
[1:35:33] park. Is that Is that something that the
[1:35:37] I guess it's
[1:35:39] no matter which option we went for,
[1:35:40] let's just assume it's option number
[1:35:42] three at the moment. That takes a
[1:35:43] certain footprint. Is there enough space
[1:35:45] around to have have other kinds of
[1:35:47] things that come to us in kind? We had
[1:35:49] something in kind at Windermere which
[1:35:51] was a a tremendous addition.
[1:35:53] >> Yeah, through you, Chair, absolutely. Um
[1:35:55] » Yeah, through you, Chair, absolutely. Um
[1:35:55] that's certainly an opportunity.
[1:35:57] Um and as you had mentioned, that that
[1:35:59] happened in Windermere. Um and uh and we
[1:36:02] see how that turned out with all the the
[1:36:04] plants and the berm there and and the
[1:36:06] logs and the granite, etc. So, those are
[1:36:08] certainly opportunities for sure.
[1:36:11] >> Thank you for that. Uh Councillor
[1:36:13] » Thank you for that. Uh Councillor
[1:36:13] Robertson Councillor Edwards.
[1:36:15] >> Thank you. First of all,
[1:36:16] » Thank you. First of all,
[1:36:16] a question of clarity and second of all,
[1:36:19] I have a comment.
[1:36:20] You mentioned about the deferring of a
[1:36:23] couple of couple of capital budgets, but
[1:36:26] correct me if I'm wrong, did I not hear
[1:36:28] that
[1:36:29] there would not be any impact because
[1:36:32] we're going to start them late in the
[1:36:33] season and finish them in 2027
[1:36:37] with 2027 dollars and the only risk
[1:36:40] would be
[1:36:41] our financial pressures at that time.
[1:36:45] >> Through you, Chair, yes, that's correct.
[1:36:46] » Through you, Chair, yes, that's correct.
[1:36:46] And uh and that was our thought process
[1:36:48] behind um the wharf concrete repair
[1:36:51] project. Um of course, we don't want to
[1:36:53] do that work in season.
[1:36:55] Um so, our plan was to do it late this
[1:36:58] fall.
[1:37:00] we could look to re-budget it through
[1:37:02] the 2027 budget, do that work in late
[1:37:05] winter before the the season starts up
[1:37:07] again. So, that was our thinking behind
[1:37:09] the timing of that project. So, correct,
[1:37:11] it would just become a a financial
[1:37:13] decision through the 2027 budget.
[1:37:16] >> Thank you. So, may I just my comment?
[1:37:18] » Thank you. So, may I just my comment?
[1:37:18] Last after reading the report yesterday,
[1:37:20] after late or early evening,
[1:37:23] I went to the Hanna Park and and sat and
[1:37:26] watched children play
[1:37:28] for over an hour and a half and I was
[1:37:29] trying to assess the value
[1:37:31] of that park currently and
[1:37:33] I I counted 35 play activities
[1:37:36] type of thing and I noticed you play
[1:37:38] talk about the play value and the
[1:37:40] imagination that could occur within the
[1:37:42] within the current structure.
[1:37:44] And um
[1:37:46] I'm very supportive to do what we can to
[1:37:49] get option three in place.
[1:37:51] You you use the word marquee.
[1:37:54] >> Mhm.
[1:37:54] » Mhm.
[1:37:54] >> And I thought last night it's the
[1:37:56] » And I thought last night it's the
[1:37:56] Township crown jewel.
[1:37:58] Of playgrounds and we must do everything
[1:38:01] we can do to to to once again have it
[1:38:05] the marquee or the crown jewel for the
[1:38:06] Township. So people is a destination for
[1:38:09] people to go. So I'm in supportive of
[1:38:12] whatever we can do in option three.
[1:38:13] Thank you.
[1:38:15] >> Thank you for that. Counselor Edwards
[1:38:17] » Thank you for that. Counselor Edwards
[1:38:17] and then Counselor Mazan.
[1:38:19] >> Yes.
[1:38:20] » Yes.
[1:38:20] No matter what option we do
[1:38:23] if we do the layout for option three and
[1:38:26] everything that it could be added
[1:38:28] afterwards rather than doing something
[1:38:30] is it all now we
[1:38:32] we put that in and we we can't do option
[1:38:35] the future.
[1:38:36] And again I would remind everyone
[1:38:38] and that that I would not take that the
[1:38:43] diesel fuel replacement and that's
[1:38:46] safety. That's our
[1:38:47] our staff, our firefighters. I would not
[1:38:50] take that out.
[1:38:51] >> Thank you for that.
[1:38:53] » Thank you for that.
[1:38:53] Counselor Mazan, you have a motion you
[1:38:55] want to make?
[1:38:56] >> Thank you and I know the question was
[1:38:57] » Thank you and I know the question was
[1:38:57] asked earlier too. I I would like to put
[1:38:59] forward a motion to the to I think it's
[1:39:01] under direct staff to proceed with
[1:39:03] option number three.
[1:39:04] I don't know if somebody
[1:39:06] >> I will second that.
[1:39:08] » I will second that.
[1:39:09] I will second that.
[1:39:11] >> All right, we're going to uh
[1:39:13] » All right, we're going to uh
[1:39:13] just take a literally stand in your
[1:39:15] place one minute. They're going to get
[1:39:16] the resolution right. I'll step away and
[1:39:18] let you talk.
[1:40:29] » Okay.
[1:40:31] This isn't the one I'm reading.
[1:40:48] You've seen it?
[1:40:51] This is
[1:40:51] Have you seen it?
[1:40:53] >> We're just going to read it. That's what
[1:40:54] » We're just going to read it. That's what
[1:40:55] >> You're just going to read it. You can
[1:40:56] » You're just going to read it. You can
[1:40:56] listen to it.
[1:41:19] What's that?
[1:41:20] >> Should we put it on the table?
[1:41:21] » Should we put it on the table?
[1:41:21] >> Yeah, let me let me I We're going to put
[1:41:22] » Yeah, let me let me I We're going to put
[1:41:22] it on the table. You can get a chance to
[1:41:24] read it then, right?
[1:41:26] We can move it and we just have to make
[1:41:27] sure it's straight.
[1:41:30] Okay.
[1:41:41] » One person.
[1:41:42] >> Okay.
[1:41:43] » Okay.
[1:41:43] >> Yeah.
[1:41:43] » Yeah.
[1:41:43] >> All right, as is?
[1:41:45] » All right, as is?
[1:41:45] You're good You're good with it like
[1:41:46] this? Okay.
[1:41:47] Okay, I'm going to read uh
[1:41:50] I'm going to read a proposed amendment
[1:41:53] uh to the resolution that I already
[1:41:55] read, and it goes like this. Moved by
[1:41:58] Councillor Mazan, seconded by Councillor
[1:41:59] Bosworth.
[1:42:01] Be it resolved that the resolution be
[1:42:03] amended to include the following after
[1:42:05] {quote} option three as outlined in
[1:42:08] staff report OPS-2026-022,
[1:42:11] {close quote}.
[1:42:13] And that projects 26087,
[1:42:15] 26089,
[1:42:17] and 26090
[1:42:19] {bracket} Wharf concrete repairs
[1:42:21] be deferred and reconsidered in a future
[1:42:24] capital budget should should submitted
[1:42:27] grant applications or community funding
[1:42:29] not be successful.
[1:42:31] And that funds from project 26087,
[1:42:34] 26089, and 26090
[1:42:37] in the amount of $300,000 be reallocated
[1:42:40] to project 26065 Hanna Park playground
[1:42:43] replacement.
[1:42:47] Anybody comment? Uh Councillor Kent and
[1:42:49] then Councillor Edwards.
[1:42:52] >> I guess
[1:42:53] » I guess
[1:42:53] I think that's too much money for us to
[1:42:55] be committing to today
[1:42:57] without a condition that the
[1:43:00] I I
[1:43:02] I think the 130 gets you part of the way
[1:43:04] there. We get funding from the grant
[1:43:06] money, but I think that the community
[1:43:08] has to raise some money. I don't think
[1:43:10] there's we should have a conditionality
[1:43:12] if you're going to If you're going to
[1:43:13] fund that, it has to be conditional upon
[1:43:16] the fundraising coming in from the
[1:43:18] community. It's They've We're there
[1:43:20] before. They were there for Windermere
[1:43:21] Park. It's more money than we have in
[1:43:23] the
[1:43:24] future. Like and I'm happy to do it. I
[1:43:26] think what I said [clears throat] is the
[1:43:28] last piece, which is an easy add-on,
[1:43:31] should be conditional upon the funding
[1:43:33] from the community. We can do stage two,
[1:43:35] but stage three becomes an issue with,
[1:43:37] you know, you're really pulling away
[1:43:39] from other critical projects that are in
[1:43:41] the budget. And
[1:43:44] I don't think we should be doing it. I
[1:43:45] think it's irresponsible. I think we
[1:43:46] should get everybody invested and I
[1:43:49] would
[1:43:50] leave I would leave the phase three up
[1:43:52] to the $500 number as a conditional upon
[1:43:55] um with a deadline. You have to give us
[1:43:57] a deadline for when they'd have to have
[1:43:59] that money to be able to go forward.
[1:44:01] A conditional upon fed or money and/or
[1:44:04] community fundraising of a total of
[1:44:06] actually something.
[1:44:07] So,
[1:44:08] that would be my recommendation.
[1:44:09] >> Thank you. Uh anyone else with a
[1:44:11] » Thank you. Uh anyone else with a
[1:44:11] comment? Counselor Edwards.
[1:44:14] >> Uh yes. So, if I read that
[1:44:17] » Uh yes. So, if I read that
[1:44:17] I understand what you're saying is we're
[1:44:19] just taking the wharf repair only out.
[1:44:23] Okay.
[1:44:24] >> Sorry. Uh who answered that?
[1:44:27] » Sorry. Uh who answered that?
[1:44:27] Yeah, thank you.
[1:44:30] >> Maybe Corey can clarify.
[1:44:31] » Maybe Corey can clarify.
[1:44:31] >> Yeah, I'm going to ask Mr. Moore to
[1:44:33] » Yeah, I'm going to ask Mr. Moore to
[1:44:33] clarify that.
[1:44:35] >> Yes, through you, chair. That's correct.
[1:44:36] » Yes, through you, chair. That's correct.
[1:44:36] It would just be the wharf. The The
[1:44:37] other project would continue.
[1:44:43] » Uh Counselor Nishikawa.
[1:44:46] >> Thank you. I'm and I apologize cuz I'm
[1:44:48] » Thank you. I'm and I apologize cuz I'm
[1:44:48] not trying to redesign anything at all.
[1:44:51] I'm just thinking about the numbers and
[1:44:53] it felt like we were
[1:44:56] it it's not in A option.
[1:44:59] So, if I was wanting to go with option
[1:45:01] one, but in fact, I'm just talking about
[1:45:04] the dollar figure. So, the 261,000,
[1:45:08] something like that.
[1:45:09] >> Mhm.
[1:45:10] » Mhm.
[1:45:10] >> And then
[1:45:12] » And then
[1:45:12] but request that in fact with the
[1:45:14] 261,000
[1:45:16] build the big bigger tower. Because in
[1:45:20] the option one, it doesn't have the
[1:45:22] biggest tower, right? And so, I don't
[1:45:24] want to put an option. I just want to
[1:45:26] approve a
[1:45:27] a dollar figure of what we're going to
[1:45:30] commit to today
[1:45:32] and then look for other additional
[1:45:34] fundraising opportunities where we can
[1:45:36] then add on to the park. It's that big
[1:45:39] tower that Allan had mentioned earlier
[1:45:41] that is the biggest expense.
[1:45:43] Um but yet
[1:45:46] I think I would say the most attractive
[1:45:48] piece to to the project.
[1:45:50] So it's it's not for me it's it's a
[1:45:52] dollar figure. It's not of what what
[1:45:55] items I'm putting in with that dollar
[1:45:56] figure at this point. Um anyhow, I I I'd
[1:46:00] like to see that changed a bit.
[1:46:04] » Um
[1:46:06] Yeah, Mr. Moore.
[1:46:07] >> Through you, Chair. Um if we were at
[1:46:09] » Through you, Chair. Um if we were at
[1:46:09] that dollar figure, the the timber tower
[1:46:11] probably wouldn't be an option.
[1:46:14] Um or else it would just be that and
[1:46:17] that that piece only.
[1:46:20] From there, if we were to add on should
[1:46:22] we receive additional funding etc. The
[1:46:24] one
[1:46:25] part that we have to think of when we're
[1:46:27] doing these phases is every time
[1:46:30] we assume those costs for shipping, for
[1:46:33] labor, etc. you know, to come up here to
[1:46:36] do it.
[1:46:37] Um if we can do it in as least amount of
[1:46:40] phases as possible, it's going to save
[1:46:42] us the most amount in the long run.
[1:46:46] » Agreed. Uh Counselor Zavitz.
[1:46:48] >> Uh thank you. Through you to Corey. So
[1:46:49] » Uh thank you. Through you to Corey. So
[1:46:49] Corey,
[1:46:50] were we to approve the 261, the budgeted
[1:46:53] amount, uh and then at budget time in
[1:46:56] November, Jan- December,
[1:46:59] um someone brings forward a motion to
[1:47:02] look at enhancing the park. I talked to
[1:47:04] you earlier about feasibility. Is that
[1:47:07] viable? What do you think as the main
[1:47:09] contractor here? Is that a viable
[1:47:11] solution?
[1:47:12] >> It certainly is. Um I think
[1:47:15] » It certainly is. Um I think
[1:47:15] what we heard from the feedback through
[1:47:17] the survey was people weren't well
[1:47:19] supporting option one.
[1:47:21] Um they were pretty underwhelmed by it,
[1:47:24] which is why I think we we set the
[1:47:26] option two and the option three. Um,
[1:47:29] so I think I think going with the base
[1:47:32] of option one,
[1:47:33] um, it would be challenging even if we
[1:47:35] were to phase it, which we can do, but
[1:47:37] we heard pretty loudly that it it wasn't
[1:47:39] very well supported.
[1:47:42] >> Uh, Council Abbott, yes.
[1:47:44] » Uh, Council Abbott, yes.
[1:47:44] >> Thank you. And through you,
[1:47:44] » Thank you. And through you,
[1:47:44] supplemental, um, preface to my
[1:47:46] question.
[1:47:48] Uh, um,
[1:47:50] phase one,
[1:47:51] right? And let's call it phase one,
[1:47:53] which is the budgeted amount, so
[1:47:54] taxpayers would love that. Uh, the
[1:47:56] people that are going to use it, though,
[1:47:59] when budget time comes, one of us,
[1:48:00] someone, whoever gets elected, uh,
[1:48:03] brings it brings a forward a motion that
[1:48:06] we enhance Hannah Park to the tune of
[1:48:09] options B or C,
[1:48:12] what does that what does that do to you?
[1:48:14] What does that do to the project? Cuz
[1:48:16] you'd be getting it started, you'd be
[1:48:17] waiting for your granting, you know,
[1:48:19] everything else is straight ahead, but
[1:48:22] we aren't eating the $550,000
[1:48:24] elephant, is my thought.
[1:48:27] >> Through you, it it's certainly an
[1:48:28] » Through you, it it's certainly an
[1:48:28] option. If we know that our plan is to
[1:48:31] do a phase two at some point, we can
[1:48:33] certainly configure it to allow that
[1:48:35] expansion. Um, I think it becomes
[1:48:38] whether you want some of those
[1:48:40] basic kind of ground beginning items
[1:48:42] from option one or option two to expand
[1:48:45] upon.
[1:48:46] >> It just
[1:48:47] » It just
[1:48:47] >> [clears throat]
[1:48:47] » [clears throat]
[1:48:47] >> Let me follow up on that one, cuz my
[1:48:48] » Let me follow up on that one, cuz my
[1:48:48] understanding is like building a house.
[1:48:51] If you decide halfway through you want
[1:48:53] double the size,
[1:48:54] you missed your opportunity to build the
[1:48:56] proper foundation under it and pour
[1:48:58] concrete under it. I mean, these things
[1:49:00] don't just lie on the ground. They are
[1:49:02] anchored and they are anchored and I
[1:49:04] assess assume kind of cross anchored
[1:49:06] together. Um, and so if you don't do the
[1:49:10] whole thing at once,
[1:49:12] I suppose anything's possible. If you
[1:49:14] don't do the whole thing at once,
[1:49:16] uh, costs go right through the roof. You
[1:49:18] got to bring all the earth moving people
[1:49:19] back in,
[1:49:20] engineers back in. To me, it just I'm
[1:49:23] trying to I'm hopefully we're going to
[1:49:25] avoid that kind of duplication and bet
[1:49:28] on the on the long run that that we're
[1:49:30] going to find the funding through the
[1:49:31] community, through grants,
[1:49:33] uh and
[1:49:35] whatever else we have to do.
[1:49:39] » Uh
[1:49:40] Counselor Zavitz, thank you. Through
[1:49:41] you, I guess to your point, I mean
[1:49:44] >> [laughter]
[1:49:45] » [laughter]
[1:49:45] >> you know, it's we're we're doubling a
[1:49:46] » you know, it's we're we're doubling a
[1:49:46] budget for a park, right? That's that's
[1:49:49] a consideration for the taxpayers. And
[1:49:52] so, to my to my idea is that
[1:49:57] I don't know how we can look people in
[1:49:59] the eye and say, you know, we originally
[1:50:01] set a budget of 261 at some point in
[1:50:03] time in this chamber a year ago, and now
[1:50:06] it's virtually double. I just can't
[1:50:08] settle I can't support it. I just can't
[1:50:11] understand why we would
[1:50:13] bring it forward.
[1:50:14] >> I and my only comment is I heard Mr.
[1:50:17] » I and my only comment is I heard Mr.
[1:50:17] Moore say that
[1:50:18] we picked the 261 cuz we literally
[1:50:20] doubled the number from 25 years ago.
[1:50:22] So,
[1:50:23] I thought that's what you said.
[1:50:26] Yeah.
[1:50:28] >> With all respect, sir, that is not where
[1:50:30] » With all respect, sir, that is not where
[1:50:30] the budget came from.
[1:50:31] >> Okay, where did it come from? That's
[1:50:32] » Okay, where did it come from? That's
[1:50:32] what I That's what I heard. Staff.
[1:50:34] >> Budget came from staff.
[1:50:36] » Budget came from staff.
[1:50:36] >> Yeah.
[1:50:38] » Yeah.
[1:50:38] Yeah.
[1:50:39] >> Through you, Chair. Yes, we we went with
[1:50:41] » Through you, Chair. Yes, we we went with
[1:50:41] the original budget and put in the
[1:50:43] inflation inflationary factors into it,
[1:50:47] as well as, you know, starting with
[1:50:49] Jasper Park, what we saw there, etc.
[1:50:52] >> [snorts]
[1:50:54] » [snorts]
[1:50:54] >> Okay, so if we just basically doubled
[1:50:56] » Okay, so if we just basically doubled
[1:50:56] the number from 25 years ago, we were
[1:50:59] way light going in.
[1:51:01] But the But it was the budget, that's
[1:51:03] for sure. I don't know who was first,
[1:51:04] Counselor Mazen, Counselor Edwards.
[1:51:07] And then Kent, Counselor Kent.
[1:51:08] >> Yeah, thank you. And through you, I'm
[1:51:09] » Yeah, thank you. And through you, I'm
[1:51:09] just going to reiterate my comments that
[1:51:11] uh think it's determining the what. I
[1:51:13] don't think that I haven't heard that
[1:51:15] there's a resistance to option number
[1:51:16] three as a design. It seems pretty
[1:51:18] spectacular. Seems appropriate uh to
[1:51:21] Councillor comments. It's really about
[1:51:24] the funding. Um
[1:51:26] I think the project I just want to hear
[1:51:28] again from staff the clarity about the
[1:51:30] wharf. This is simply
[1:51:33] a deferral of the wharf capital budget
[1:51:36] to allow for this to happen. Can you
[1:51:37] just explain
[1:51:39] what that is for forever?
[1:51:41] Improvements to the wharf or how does
[1:51:43] that work?
[1:51:44] >> Mr. Moore.
[1:51:45] » Mr. Moore.
[1:51:45] >> No, through you. You're correct. It's
[1:51:47] » No, through you. You're correct. It's
[1:51:47] more of a a timeline between the
[1:51:49] projects and a kind of a switch. Um so
[1:51:52] we would still complete the wharf
[1:51:54] repairs prior to the beginning of next
[1:51:56] season. Um which is which is what our
[1:51:59] goal would be.
[1:52:00] >> All right, Councillor Mazin, follow up.
[1:52:01] » All right, Councillor Mazin, follow up.
[1:52:01] >> Yeah, thank you. Just a quick
[1:52:02] » Yeah, thank you. Just a quick
[1:52:02] supplement. And that's a fairly common
[1:52:03] practice. We've done that around this
[1:52:05] table. We rearrange projects on an
[1:52:07] ongoing basis depending on new
[1:52:09] information, whatever the application is
[1:52:11] or whatever the report may be. So that's
[1:52:14] not at risk, I guess I would say.
[1:52:16] >> Correct.
[1:52:17] » Correct.
[1:52:17] >> And it just the last comment, that's
[1:52:19] » And it just the last comment, that's
[1:52:19] almost a bit of a placeholder how I've
[1:52:22] read that resolution as we await
[1:52:24] information for the federal grants that
[1:52:27] staff have already put those
[1:52:28] applications in. So if those came in,
[1:52:31] that that's the offset to this. In
[1:52:34] addition, I think the community has
[1:52:36] probably heard loud and clear there is
[1:52:38] opportunity for community fundraising to
[1:52:40] make sure that we all participate to
[1:52:42] make no different than what we saw in
[1:52:43] Windermere to really make this place
[1:52:45] special.
[1:52:46] >> Mhm.
[1:52:46] » Mhm.
[1:52:46] >> So staff has the capability to do both
[1:52:49] » So staff has the capability to do both
[1:52:49] of those things as well. Is that
[1:52:50] correct?
[1:52:50] >> That's correct.
[1:52:51] » That's correct.
[1:52:51] >> Thank you.
[1:52:52] » Thank you.
[1:52:52] >> Uh Councillor Edwards, Councillor Kent,
[1:52:54] » Uh Councillor Edwards, Councillor Kent,
[1:52:54] Councillor Bosworth.
[1:52:56] >> Yeah, so we had the 261. We've just
[1:52:58] » Yeah, so we had the 261. We've just
[1:52:58] taken the 300,000 which makes it um
[1:53:01] 561,000. Option three was 550. So we're
[1:53:06] we're we're well covered with this
[1:53:08] and that, so I would support it.
[1:53:10] >> Thank you.
[1:53:10] » Thank you.
[1:53:10] >> Thank you.
[1:53:11] » Thank you.
[1:53:11] >> Uh Council Ken.
[1:53:13] » Uh Council Ken.
[1:53:13] >> I guess my my concern is
[1:53:15] » I guess my my concern is
[1:53:15] I thought addressing your shipping issue
[1:53:18] option two stuff was the stuff that was
[1:53:21] sort of basic
[1:53:23] had the monkey bars and a whole bunch of
[1:53:25] the things you showed us.
[1:53:26] >> Mhm.
[1:53:27] » Mhm.
[1:53:27] >> And that all would be part of the basic
[1:53:29] » And that all would be part of the basic
[1:53:29] structure. It's this tower and my
[1:53:31] concern is you're giving it to the
[1:53:33] community rather than requiring it. By
[1:53:36] doing that, there's no incentive for
[1:53:37] them to go out and raise the $150,000 or
[1:53:39] $200,000 and I really would like to see
[1:53:41] that involve it's a tangible piece.
[1:53:44] By by based on your and my the
[1:53:46] materials, it's tangible piece that's
[1:53:48] very separable, big, it does make the
[1:53:50] project.
[1:53:52] The option two stuff is sort of part of
[1:53:54] the basics that we don't have the money
[1:53:56] for to get to the 408, I thought was the
[1:53:58] number.
[1:53:59] And then the the excess above that was
[1:54:01] for this tower and I think that's where
[1:54:03] if we give it to the community
[1:54:05] and then we're taking the exposure that
[1:54:09] >> I think you underestimate the community.
[1:54:11] » I think you underestimate the community.
[1:54:11] >> Underestimate?
[1:54:12] » Underestimate?
[1:54:12] >> I do.
[1:54:13] » I do.
[1:54:13] >> I'm sorry. I'm just I One other comment,
[1:54:15] » I'm sorry. I'm just I One other comment,
[1:54:15] I think
[1:54:15] >> Oh yeah, Mr. Mayor.
[1:54:16] » Oh yeah, Mr. Mayor.
[1:54:16] >> the money
[1:54:17] » the money
[1:54:17] >> Sorry, if I if I may, just to help
[1:54:19] » Sorry, if I if I may, just to help
[1:54:19] answer that that clarity there. That
[1:54:21] would be kind of the the envision if we
[1:54:23] were going to do phase, you know, option
[1:54:24] two with the ability for option three.
[1:54:27] To the mayor's point earlier
[1:54:29] it is it would be cheaper to do it all
[1:54:31] now. If you're going to do it in phases,
[1:54:33] you're going to end up paying more for
[1:54:35] that phase two because you are going to
[1:54:37] have to re-dig up the whole playground.
[1:54:39] It is like a house, there's a foundation
[1:54:41] underground that needs to be installed,
[1:54:44] poured, concrete, etc. We'd have to then
[1:54:46] re-landscape, redo the wood fiber, etc.
[1:54:49] >> I was only suggesting that option three
[1:54:51] » I was only suggesting that option three
[1:54:51] got delayed. Option two happened right
[1:54:53] up front. We approved 408.
[1:54:54] >> Yeah, for option three, we'd still have
[1:54:56] » Yeah, for option three, we'd still have
[1:54:56] to do all of that additional work, so
[1:54:59] if we were to do the phases, option
[1:55:01] three would end up being more if you
[1:55:03] were to do it in phases.
[1:55:04] >> I would just make the one point, Peter,
[1:55:06] » I would just make the one point, Peter,
[1:55:06] uh Mayor Kelly, that the $300,000 were
[1:55:08] taken from the future is real money that
[1:55:10] we don't have next year. So, we are
[1:55:12] $300,000
[1:55:14] It's a deferral, but it's $300,000 that
[1:55:16] we don't have
[1:55:17] when we go to do the budget next year.
[1:55:19] >> Thank you.
[1:55:20] » Thank you.
[1:55:20] >> So, we have a bigger problem.
[1:55:21] » So, we have a bigger problem.
[1:55:21] >> Uh Counselor Edwards.
[1:55:23] » Uh Counselor Edwards.
[1:55:23] >> Um with building the option three now,
[1:55:26] » Um with building the option three now,
[1:55:26] you're going to get more donations for
[1:55:28] that if you went out and said, "Oh, by
[1:55:30] the way, we have to fix the concrete.
[1:55:32] Would you donate to fixing the
[1:55:33] concrete?"
[1:55:35] And that
[1:55:36] >> Thank you for
[1:55:36] » Thank you for
[1:55:36] >> the ground, and you'll get the money.
[1:55:38] » the ground, and you'll get the money.
[1:55:38] Thank you.
[1:55:38] >> point.
[1:55:39] » point.
[1:55:39] Okay, who had a question? Anyone else
[1:55:41] over here? Counselor Bosworth.
[1:55:42] >> No, just a comment. It's more uh just
[1:55:44] » No, just a comment. It's more uh just
[1:55:44] extending uh what um
[1:55:47] Counselor Kentscher just did. I And I
[1:55:48] just I'm also looking for a little
[1:55:50] clarification. I think I think the
[1:55:51] resolution said that we would defer the
[1:55:56] fuel retention and the concrete, and
[1:55:59] that adds up to No, it's
[1:56:02] Well, how do we get to option four?
[1:56:05] >> Option There's no option four. I
[1:56:06] » Option There's no option four. I
[1:56:06] misspoke.
[1:56:07] >> Option three, rather.
[1:56:08] » Option three, rather.
[1:56:08] >> The work
[1:56:09] » The work
[1:56:09] The wharf concrete project is 300,000.
[1:56:13] And the um fire station
[1:56:17] is 120,000.
[1:56:19] But
[1:56:21] » So
[1:56:22] >> No, so let let me just ask for
[1:56:23] » No, so let let me just ask for
[1:56:23] clarification. We need almost 300 to get
[1:56:27] from option one to option three.
[1:56:29] >> Correct.
[1:56:29] » Correct.
[1:56:29] >> 120's not enough to get there.
[1:56:32] » 120's not enough to get there.
[1:56:32] >> Correct.
[1:56:32] » Correct.
[1:56:33] >> So, where is the difference coming from?
[1:56:36] » So, where is the difference coming from?
[1:56:36] >> So, through you, Chair, we'd be
[1:56:38] » So, through you, Chair, we'd be
[1:56:38] >> Are we going to risk that? Are we Are we
[1:56:39] » Are we going to risk that? Are we Are we
[1:56:39] going to assume that we're getting that
[1:56:41] extra from the grant?
[1:56:43] >> Through you, Chair, the wharf concrete
[1:56:45] » Through you, Chair, the wharf concrete
[1:56:45] repairs is is 300,000.
[1:56:47] So, we would defer that project,
[1:56:50] reallocate those funds to Hanna Park to
[1:56:52] make up the 300,000 deficit. The diesel
[1:56:55] retractors at the fire station would
[1:56:57] continue and we'd still complete those
[1:56:59] this year.
[1:57:01] >> And but and and if I may just finalize
[1:57:03] » And but and and if I may just finalize
[1:57:03] the comments.
[1:57:04] We're we're not we are committing to
[1:57:07] spending
[1:57:08] almost 300,000 more than is than is in
[1:57:11] our 190 million dollar 10-year capital
[1:57:13] plan. We will have to get the money from
[1:57:15] somewhere and I think we're going to
[1:57:17] take the risk that we will get it either
[1:57:19] from grants or combination of grants and
[1:57:22] donations and we will cover that distant
[1:57:24] difference and we will be whole. So, I
[1:57:26] think that's what we're looking at right
[1:57:27] now and that's that's a good way to go.
[1:57:32] Anybody else with anything new question
[1:57:34] or comment?
[1:57:38] Well,
[1:57:40] if you want to propose an amendment to
[1:57:41] the resolution and get a second or
[1:57:43] >> I like what Councilwoman said that with
[1:57:46] » I like what Councilwoman said that with
[1:57:46] the anticipation that grants and
[1:57:49] community funding will offset some of
[1:57:51] the funds we've deferred from 2000
[1:57:54] >> It says in here should submitted grant
[1:57:55] » It says in here should submitted grant
[1:57:55] applications or community funding not be
[1:57:57] successful so it's covered.
[1:58:00] Okay, on the amendment right, the second
[1:58:03] one I read.
[1:58:05] I'm going to call the question. All in
[1:58:06] favor.
[1:58:09] Anyone opposed?
[1:58:11] That carries. Thank you.
[1:58:17] And the one I read first,
[1:58:20] uh we're just going to call the question
[1:58:22] on it. All in favor of it as amended.
[1:58:27] That carries as well. Thank you very
[1:58:28] much.
[1:58:31] Okay, I might suggest uh
[1:58:33] quick break uh till
[1:58:38] and after I got to get out of here.
[2:12:19] » Mhm.
[2:13:51] » Okay, welcome back.
[2:13:52] Uh, I think we're all back.
[2:13:55] Um,
[2:13:56] Okay, going to go through some uh,
[2:13:58] zoning bylaws first.
[2:14:04] » No problem.
[2:14:09] Thank you.
[2:14:16] » Um 426-289.
[2:14:19] This is not the one I thought it was.
[2:14:22] Oh, I'm on the wrong page.
[2:14:45] Okay. Uh first one up is a move by
[2:14:48] Councillor Zavits, seconded by
[2:14:49] Councillor Roberts.
[2:14:51] Be it resolved that bylaw 2026-080

[2:15:00] Singleton, roll number 4-23-085
[2:15:04] be read a first and second time. Any
[2:15:07] questions?
[2:15:08] All in favor.
[2:15:09] That carries. Thank you.
[2:15:17] Uh next one is [clears throat] moved by
[2:15:18] Councillor Edwards, seconded by
[2:15:20] Councillor Nishikawa.

[2:15:31] number 4-23-085
[2:15:34] be read a third time and finally passed.
[2:15:36] All in favor.
[2:15:38] That carries. Thank you.
[2:15:45] Next one is moved by Councillor Kent,
[2:15:47] seconded by Councillor McIntyre. Be it
[2:15:49] resolved that bylaw 2026-081
[2:15:53] to amend comprehensive zoning bylaw

[2:16:04] be read a first and second time.
[2:16:06] Any questions? All in favor?
[2:16:09] That carries. Thank you.
[2:16:12] Next one, moved by Councillor Bosworth,
[2:16:13] seconded by Councillor Zavitz.
[2:16:16] Be it resolved that bylaw 2026-081
[2:16:19] to amend comprehensive zoning bylaw
[2:16:21] 2014-14

[2:16:32] All in favor?
[2:16:34] That carries. Thank you.
[2:16:41] Next one is moved by Councillor Roberts,
[2:16:43] seconded by Councillor Mazan.
[2:16:45] Be it resolved that bylaw 2026-082
[2:16:49] to amend comprehensive zoning bylaw
[2:16:51] 2014-14
[2:16:53] {bracket} Aspen Wildlife Sanctuary
[2:16:56] roll numbers 1-1
[2:16:59] -013 and 1-1-012
[2:17:03] be read a first and second time. Any
[2:17:05] questions?
[2:17:07] You do have a question? Councillor
[2:17:09] Nishikawa.
[2:17:10] >> Sorry, thank you. I just wanted to um
[2:17:13] » Sorry, thank you. I just wanted to um
[2:17:13] ask um
[2:17:16] staff or I'm I think it'll be planning
[2:17:18] staff, but essentially about the added
[2:17:22] um notes from our
[2:17:24] building official if this is being taken
[2:17:27] into consideration.
[2:17:29] >> Ms. Crowder, are you able to come
[2:17:32] » Ms. Crowder, are you able to come
[2:17:32] forward and enlighten?
[2:17:42] » Hello.
[2:17:42] >> I don't know if Did you hear the
[2:17:43] » I don't know if Did you hear the
[2:17:43] question?
[2:17:44] >> Morning. Um if the chief building
[2:17:46] » Morning. Um if the chief building
[2:17:46] official comments have been added
[2:17:48] Um so bear with me.
[2:17:52] Okay. Uh through you, Chair. This is not
[2:17:55] my application and I'm sort of stepping
[2:17:56] in here cuz we have some vacations, but
[2:17:59] we do have CAO Pink on the line and um
[2:18:01] the chief building official himself. Um
[2:18:04] so I don't know exactly which comments
[2:18:08] we're referring to.
[2:18:11] » Wait, but literally Oh, sorry, you want
[2:18:13] to answer that one? Go ahead.
[2:18:15] >> I just wanted to add um essentially
[2:18:17] » I just wanted to add um essentially
[2:18:17] there was some encroachment comments
[2:18:20] that were made and some others and as
[2:18:23] basically
[2:18:27] that these would be brought into
[2:18:29] consideration when the site plan was
[2:18:31] being developed.
[2:18:34] >> [snorts]
[2:18:34] » [snorts]
[2:18:35] >> Ms. Crowder.
[2:18:35] » Ms. Crowder.
[2:18:35] >> Through you, chair. We've got the CBO on
[2:18:37] » Through you, chair. We've got the CBO on
[2:18:37] the call here, so maybe I'll let him
[2:18:39] refer, but any encroachment or
[2:18:42] um non-compliances that have been raised
[2:18:44] by um staff would be addressed at site
[2:18:47] plan control. We wouldn't be in a
[2:18:48] position to approve a site plan if there
[2:18:51] were non-compliances shown that were not
[2:18:53] brought into compliance with the zoning
[2:18:54] bylaw.
[2:18:55] >> CBO Snyder.
[2:18:57] » CBO Snyder.
[2:18:57] What say you?
[2:18:58] >> Thank you and through you.
[2:19:01] » Thank you and through you.
[2:19:01] the concerns regarding the encroachment
[2:19:04] over the apparent property line have
[2:19:08] been resolved uh by way of legal opinion
[2:19:11] and survey confirmation that these two
[2:19:13] parcels um forgive my terminology at
[2:19:18] time of patent
[2:19:20] were not two separate parcels, but were
[2:19:23] is one parcel and has always been one
[2:19:25] parcel. Um
[2:19:29] that has satisfied my query and my
[2:19:32] concern regarding uh potential
[2:19:35] encroachment over a property line
[2:19:37] with regards to the shipping container
[2:19:40] structures requiring building permit and
[2:19:43] the potential for issuance of a building
[2:19:44] permit.
[2:19:45] >> Thank you very much. Appreciate that.
[2:19:48] » Thank you very much. Appreciate that.
[2:19:48] Um okay, any other questions on this?
[2:19:51] I've read the resolution. I'll call the
[2:19:52] question. All in favor.
[2:19:54] That carries. Thank you.
[2:19:59] Next uh move by Councillor McIntyre
[2:20:01] seconded by Councillor Bosworth be
[2:20:03] resolved the bylaw 2026-082
[2:20:06] to amend comprehensive zoning bylaw
[2:20:08] 2014-14
[2:20:10] bracket Aspen Wildlife Sanctuary roll
[2:20:13] numbers 1-1-013
[2:20:15] and 1-1-012
[2:20:17] be ready third time and finally passed.
[2:20:19] All in favor?
[2:20:21] It carries.
[2:20:29] Okay, next one up move by Councillor
[2:20:31] Nishikawa seconded by Councillor
[2:20:33] Edwards.
[2:20:35] Be it resolved the bylaw 2026-083
[2:20:38] to amend comprehensive zoning bylaw
[2:20:39] 2014-14
[2:20:41] bracket Herman Marshall and Grant
[2:20:44] Stipsits roll numbers 4-2-021
[2:20:47] 4-2-023
[2:20:49] and 4-2-024
[2:20:52] be ready first and second time.
[2:20:55] All in favor?
[2:20:56] It carries. Thank you.
[2:21:00] Next one is moved by Councillor Mazan
[2:21:02] seconded by Councillor Kent be it
[2:21:04] resolved the bylaw 2026-083
[2:21:07] to amend comprehensive zoning bylaw

[2:24:25] >> Yeah, go ahead.
[2:24:25] » Yeah, go ahead.
[2:24:25] >> Um thank you.
[2:24:27] » Um thank you.
[2:24:27] So, thank you, Mayor Kelly and members
[2:24:29] of Council. Good morning.
[2:24:31] As Council will recall, Official Plan
[2:24:33] Amendment OPA 64 and Zoning Bylaw
[2:24:36] Amendment ZBA 22-23
[2:24:38] were heard this month at Planning
[2:24:40] Committee on July 17th.
[2:24:42] Since this time, a bylaw has been
[2:24:44] drafted to implement the recommendations
[2:24:46] put forth by Planning Committee.
[2:24:48] This bylaw can be found on the
[2:24:49] supplementary Council agenda.
[2:24:52] This is a unique bylaw as it sets the
[2:24:54] standards for new zones such as Village
[2:24:56] Core, Resort Commercial 1 and 2,
[2:24:59] Residential 2, and Environmental
[2:25:00] Wetland.
[2:25:01] These zones align with the designations
[2:25:03] created through OPA 56.
[2:25:06] It is important to note that the general
[2:25:07] provisions of comprehensive zoning bylaw
[2:25:09] 2014-14
[2:25:11] will still apply.
[2:25:13] This bylaw implements the holding
[2:25:14] provisions as presented to Council
[2:25:16] through the previous staff report.
[2:25:18] Further, this bylaw implements the
[2:25:20] recommendations Planning Committee made,
[2:25:22] including to permit development within
[2:25:24] the floodplain, permit development
[2:25:25] within the required front yard setback,
[2:25:28] permit a reduced vegetative buffer,
[2:25:30] permit the creation of an open water and
[2:25:32] shallow marsh wetland feature not
[2:25:34] exceeding 3 m in depth, and to amend the
[2:25:37] wording to require a 26 m right of way
[2:25:40] along Juddhaven Road.
[2:25:42] Following the committee meeting, staff
[2:25:44] have noted some items that were not
[2:25:45] directly circulated or analyzed that
[2:25:48] would be required to facilitate the
[2:25:49] proposal as shown in the drawings.
[2:25:52] Some of these well, these items include
[2:25:56] and Liz, if I could get you to share
[2:25:58] schedule three to the bylaw, please.
[2:26:09] And if you don't mind just zooming in a
[2:26:11] bit.
[2:26:13] So, the first item is to permit the
[2:26:15] proposed amphitheater to be located
[2:26:17] within the required front yard setback.
[2:26:20] This type of structure would be required
[2:26:22] to be located 66 ft from the high water
[2:26:24] mark and the proposal seeks to permit a
[2:26:26] setback of 16.7 ft.
[2:26:29] So, if you can zoom in
[2:26:33] quite a bit.
[2:26:35] And the amphitheater is located
[2:26:40] it's circular and it's highlighted in
[2:26:41] yellow and it's located to the top of
[2:26:43] the screen here. The mouse is currently
[2:26:45] pointing to it. Um
[2:26:47] if everybody can see that okay, that's
[2:26:49] the structure we're talking about. So,
[2:26:51] um the bylaw is currently written to
[2:26:53] permit this structure in its extent and
[2:26:55] location. Um so, there's no further
[2:26:58] action needed, but staff did feel it
[2:27:00] warranted to present this to you and if
[2:27:03] council has any concerns with it, um
[2:27:05] that would need to be raised through a
[2:27:06] minor amendment today.
[2:27:08] The second item, Liz, if you could share
[2:27:11] um schedule four to the bylaw.
[2:27:25] Okay, and if you could zoom in, we are
[2:27:27] looking at the items highlighted in
[2:27:29] blue.
[2:27:30] So, the second item is to permit sport
[2:27:32] courts to be located within the required
[2:27:34] front yard setback as shown in the
[2:27:36] extent and location on this plan.
[2:27:39] Sport courts are required to be located
[2:27:41] 200 ft from the high water mark. The
[2:27:43] proposal seeks to permit them as close
[2:27:45] as 127 ft from the high water mark in
[2:27:48] the extent and location as shown on this
[2:27:50] screen.
[2:27:51] This
[2:27:52] uh schedule has been incorporated into
[2:27:54] the draft bylaw before you today. So, if
[2:27:57] you approve as presented, that would be
[2:27:59] included. If um council has any concerns
[2:28:02] with this, a minor amendment would need
[2:28:03] to be passed today to remove that
[2:28:05] permission.
[2:28:07] The third item, if you could please
[2:28:09] share schedule 2A,
[2:28:14] is the extent and of land to be zoned
[2:28:16] village core, which is slightly larger
[2:28:18] than originally depicted within the
[2:28:20] submissions and the staff report. The
[2:28:22] full extent of the proposed zoning can
[2:28:24] be seen on as displayed on the screen.
[2:28:26] And in particular, if you don't mind
[2:28:28] zooming in a little bit, we are
[2:28:30] referring to the most northern part that
[2:28:32] is labeled as VC-H
[2:28:35] from C2-H.
[2:28:37] Um originally, that was located within
[2:28:40] an R2 zone. So, this is being expanded
[2:28:43] to be included within the village core
[2:28:45] zone.
[2:28:47] And staff don't have any concerns with
[2:28:49] that.
[2:28:50] And the last item,
[2:28:53] I shouldn't say the last, sorry, second
[2:28:54] last.
[2:28:56] is that the applicant has requested the
[2:28:58] permission be granted to permit patios
[2:29:00] to encroach within 2 m or 6.6 ft into
[2:29:04] any required yard.
[2:29:06] So, these setbacks um as been as
[2:29:09] proposed to be approved, um this
[2:29:11] permission would grant them to construct
[2:29:14] um patios within 6.6 ft of any permitted
[2:29:17] yard.
[2:29:19] So, these items have been included in
[2:29:21] the bylaw before council today. If
[2:29:23] council does not wish to permit these
[2:29:25] items, a minor amendment will need to be
[2:29:26] passed to remove them.
[2:29:29] And lastly, there is one more item that
[2:29:31] has been noted, which does require
[2:29:33] formal relief from council, which is the
[2:29:36] proposed driveways on site. So, if you
[2:29:38] could please share schedule three again.
[2:30:05] Thank you, Liz. So, if you don't mind
[2:30:07] zooming in,
[2:30:09] there are a few driveways that are
[2:30:11] proposed within the 66-ft required
[2:30:14] setback from the high water mark.
[2:30:17] The proposed driveways would be as close
[2:30:19] as 2.3 ft from the high water mark.
[2:30:22] If council wishes to permit the
[2:30:24] locations and extent of the driveways as
[2:30:26] shown on the schedule displayed on the
[2:30:28] screen,
[2:30:30] a minor amendment will need to be passed
[2:30:31] today to do so.
[2:30:33] Staff have prepared this minor amendment
[2:30:35] in advance in case council wishes to do
[2:30:38] that, but
[2:30:39] to permit the driveways so there's one
[2:30:41] that's shown on the very right-hand side
[2:30:43] of the drawing. It comes around the back
[2:30:46] of the wellness
[2:30:48] center area
[2:30:50] from Jed Haven Road to the front of the
[2:30:52] property where the docks are.
[2:30:54] That driveway requires relief. And then
[2:30:57] there is also small parts of a driveway
[2:31:00] that are located to the south of the
[2:31:03] western inlet that encroach within the
[2:31:05] 66-ft required setback. So,
[2:31:09] if council wishes to pass that minor
[2:31:11] amendment today, we would label this
[2:31:13] schedule to stipulate the exact extent
[2:31:16] and location of those driveways to be
[2:31:18] permitted within 66 ft of the high water
[2:31:20] mark.
[2:31:22] I've no further comments, but I'm happy
[2:31:23] to answer any questions from committee.
[2:31:25] Thank you.
[2:31:26] >> Thank you for that. Are [clears throat]
[2:31:27] » Thank you for that. Are [clears throat]
[2:31:27] there any questions from committee?
[2:31:29] Uh, counselor Nishikawa.
[2:31:31] >> Sort of just quickly, um, through you
[2:31:33] » Sort of just quickly, um, through you
[2:31:33] and I'm I'm not sure who can answer, but
[2:31:38] I I I just feel like there there should
[2:31:41] be some leeway, some give
[2:31:43] on a construction site. I'm not sure
[2:31:46] how precise we're getting with
[2:31:51] some of these bylaws. I'm not
[2:31:55] » Uh
[2:31:58] » You.
[2:31:59] >> Okay. I don't have a question answer. I
[2:32:01] » Okay. I don't have a question answer. I
[2:32:01] don't know if that was a question, but
[2:32:02] it doesn't matter. You do.
[2:32:04] >> May I speak to it?
[2:32:05] » May I speak to it?
[2:32:05] >> Sure, thank you.
[2:32:06] » Sure, thank you.
[2:32:06] >> Through you, chair, um, to counselor
[2:32:07] » Through you, chair, um, to counselor
[2:32:07] Nishikawa, if, um, there is concern
[2:32:10] about the exact extent location, you can
[2:32:13] word the bylaw to say, for example,
[2:32:15] driveways shall be permitted in the
[2:32:16] general locations as shown. Um, so that
[2:32:20] allows a little bit more wiggle room. We
[2:32:22] typically include in the extent and
[2:32:24] location shown to, um, permit a sense of
[2:32:28] security and if there was
[2:32:31] a perceived, um,
[2:32:38] I don't know if I have a word in mind,
[2:32:40] but I don't want to use that word. Um,
[2:32:41] if there
[2:32:43] >> I think you can
[2:32:44] » I think you can
[2:32:44] you can go ahead. I I've used it.
[2:32:46] >> If there if there was a perceived abuse
[2:32:48] » If there if there was a perceived abuse
[2:32:49] of a specific provision, um, the word
[2:32:51] general makes it very difficult for
[2:32:53] enforcement to occur. Um, not that we're
[2:32:56] expecting that to happen in this case,
[2:32:57] but that's generally why we use the term
[2:32:59] the words extent and location as shown.
[2:33:02] It makes it very specific what the
[2:33:04] expectations are and that, um, works not
[2:33:07] happen outside of that. But if council
[2:33:10] is concerned that it's too restrictive,
[2:33:12] we can, um, amend to add words like
[2:33:15] generally.
[2:33:18] » Thank you. Uh, counselor Edwards.
[2:33:21] >> Maybe you ask the agent if if they were
[2:33:24] » Maybe you ask the agent if if they were
[2:33:24] uh concerned about uh the way it's
[2:33:26] worded now.
[2:33:31] » Three, uh
[2:33:34] Who's going to ask who?
[2:33:36] >> Ask the agent.
[2:33:37] » Ask the agent.
[2:33:37] >> You're you're asking him.
[2:33:38] » You're you're asking him.
[2:33:38] >> No, I got So you were looking that way.
[2:33:40] » No, I got So you were looking that way.
[2:33:40] I thought you were asking somebody else.
[2:33:42] Gord.
[2:33:46] » Well,
[2:33:47] >> hear the question.
[2:33:48] » hear the question.
[2:33:48] >> if it
[2:33:49] » if it
[2:33:49] the conditions as they are and that do
[2:33:52] they agree with them.
[2:33:57] » Through you, Chair.
[2:33:58] Um so we did discuss all of these um
[2:34:02] beforehand. So the agent um has taken a
[2:34:05] look at everything and they have said
[2:34:07] that they are on board. I see some
[2:34:08] nodding. So I think
[2:34:10] >> Okay, that's one.
[2:34:14] » Okay, anybody else?
[2:34:16] Did I read this? I did read it.
[2:34:18] >> Yes, sorry. I need to pee.
[2:34:19] » Yes, sorry. I need to pee.
[2:34:19] >> We need them back. Okay.
[2:34:21] » We need them back. Okay.
[2:34:21] >> Two minutes.
[2:34:22] » Two minutes.
[2:34:22] >> You can have two minutes.
[2:34:23] » You can have two minutes.
[2:34:23] There you go.
