I know we canceled the last three meetings.
[9:11]
It's been four months since we met.
[9:14]
We didn't have any action items tonight,
[9:17]
items the board needs to make a decision on.
[9:19]
But it looks like over the next few months
[9:21]
we should have a few items to come before the board.
[9:23]
Tonight we didn't have any items requiring a decision which
[9:27]
is why I thought we could continue
[9:28]
the discussion about the tree planting.
[9:31]
We do have monies in the fund so we can try to move forward.
[9:36]
That's our agenda tonight is to just discuss the tree planting
[9:40]
program and hopefully over the next few months
[9:44]
we'll have some items for the tree commission here.
[9:47]

In the slide here or in the presentation,

it's mostly a list of locations and all
[9:57]
have pictures of the locations.

First I'd like to mention that this morning we verified
[10:02]
the money in the tree fund and it's $18,678 which is the same
[10:07]
that it was about a year ago, so over the last year we
[10:11]
haven't processed any payments for medication into the tree
[10:14]
fund.
[10:15]
I suppose all of these property owners
[10:18]
have been able to mitigate with the trees on their property.
[10:21]
In a way that's a good thing because they pay medication
[10:23]
when they can't replant or save trees.
[10:26]
We have property -- over the last year.
[10:30]
Currently that's $18,000.
[10:32]
And then it was a few months ago that I
[10:38]
was looking at some properties and I was communicating
[10:42]
with a little bit about some of these properties
[10:44]
and so we looked at a few of those
[10:47]
and over the last week or two, I met with staff
[10:50]
at the Capital Projects Department for the county
[10:53]
and they're the ones which work on the design
[10:56]
and construction of the roadways and other county projects.
[10:59]
I met with George Murray because he's
[11:01]
very familiar with the island and he's
[11:03]
familiar with all the county projects.
[11:05]
So I was able to talk with him about some of these county
[11:09]
right of ways and properties, potential for tree planting.
[11:14]
At this point, this is the list of locations I would suggest --
[11:18]
this is an exhaustive -- maybe there's some other ideas
[11:21]
and we're open to ideas from the tree commission as well
[11:24]
as the public if they can think of --
[11:27]
suggestions within the right of ways.
[11:29]
But at this point, here's the list.
[11:32]
And then I put pictures.

I just have pictures in the slideshow here.

So there's four, the first one being
[11:40]
the new roundabout which is put in at Buckner Trail Parkway.
[11:44]
That was a county park project that
[11:46]
went through the projects and everything.
[11:48]
And George said there should be some open areas on the markets
[11:52]
there, which I think -- the new trail that goes through there
[11:57]
and some trees were cleared for the construction.
[12:00]
That might be an option and then there's also that built ramp --
[12:04]
>> That roundabout, when they built that they didn't budget
[12:08]
to landscape that or they did but --
[12:11]

It wasn't part of the original budget.

So Capital Projects said they would possibly
[12:18]
work with the contractor on that as a next stop.

It's not part of the -- at this point what's out there is

what's going to be out there.

Sod was put in to cover everything.

That's the landscaping that's been
[12:32]
approved for the roundabout.

This is a drone shot that was just taken a few weeks ago.

The county has been having to hire a company
[12:48]
to fly a drone to take pictures of the progress of construction.

That's how we have this nice -- on this image,

George with capital projects drew on those two red zones.

These are areas he was proposing where you could put trees.

So up on the top he marked them as 12 foot by 12 foot areas.
[13:09]
There's this one pine tree which remains there and then he said
[13:15]
-- this is all part of the stormwater drain system.
[13:19]
He said directly behind that are these 212 by 12 areas where --
[13:26]
and then there's residences.
[13:29]
Provide a buffer for those homes.
[13:32]
That might be an option and then there's also this red polygon
[13:36]
down here and he said it was approximately 2500ft².
[13:39]
The new trail should be where this white base is shown.
[13:44]
It's kind of on both sides of it.
[13:48]
So again, I think that's a good contender.

I especially like the idea along the new trail --

a county owned property and there's some open areas

of the boat ramp.

And the southwest corner -- this is close to the Humane Society
[14:44]
property and FPU is over there may, airport road --
[14:49]
the county owns that corner and there might be some open space.
[14:53]
This is a property that Linda had identified in the past,
[14:57]
but along the parkway near the Ritz-Carlton there's just
[15:00]
an open area of the Amelia Island Parkway,
[15:04]
so within the right of way there's an area kind of where
[15:07]
the sidewalks --

I have a picture of that too.

At this point those are the four locations that I have.

The county owns this property in red.
[15:17]
It is all wooded.
[15:19]
This is right near the new roundabout.

This is an overview of where the new roundabout is.

It's at the head of this parcel.

And then again, this is a closer shot and the areas of red
[15:30]
is where we're suggesting trees.

And for the boat ramp, this is the location of the boat ramp,
[15:36]
near the state park.

It's north of the old town area if everyone's familiar with
[15:43]

There's currently this parking lot area

and then we call them like tree islands or parking lot islands.

It's just grass currently.

That could be a place for trees.

There are light poles out there so you need to be cognizant

of underground electrical lines as well as this would be a dry,
[16:09]
hot area and -- if it's a crew that goes there --

they have to go out there pretty regularly for a while.

That's one option and -- this area that I'm circling is
[16:20]
a stormwater basin but -- so you couldn't put trees
[16:25]
in the inside.
[16:25]
But along the margins like out here on the fence,
[16:29]
we don't see a reason why maybe there couldn't be trees all
[16:32]
along there and then they -- shade to the parking areas over
[16:35]
here.

There might be some good opportunities.

I sort of think so.

This seems like one of the most open county areas
[16:43]
that I could find.

I still didn't sit down and take the time
[16:48]
to go through all the county properties and everything.

and there is a ditch out here in the roadway.

in the right of way in between the sidewalk and the roadway --

this is a designated canopy road.

So it can contribute to the canopy along the roadway.

The spaces may be a little tight there but the fact that
[19:00]
it's a canopy road --
[19:02]
I know there are further stretches where there
[19:04]
are trees close to the road.
[19:05]
So I don't think that would be an issue hopefully.

When a speed limit reaches a certain speed their safety
[19:14]
standards for having trees a certain distance because someone
[19:17]
-- but I think the speeds here and the fact that there are
[19:23]
trees come I don't think that should be an issue.

I would need to verify that but there

are other stretches of the parkway where
[19:32]
the trees just two feet off the roadway or something.

For all locations we need to consider conflicts

with utilities, especially in roadways.

We would need to definitely coordinate with other counties

to get approval --

maintain the county's roads.

And then another thing that came up when I was talking about
[21:12]
capital projects is there's certain areas where
[21:15]
there's maintenance agreements and there's --
[21:18]
between Fernandina Beach and the county or FDOT.
[21:23]
If there's an existing agreement saying
[21:25]
the county agrees to maintain these sidewalks,
[21:27]
like these roadways come if we're now going to plant trees,
[21:30]
maybe in the way of mowing or something
[21:32]
possibly have to be modified.
[21:36]
That's another thing of -- a planting trees in the right
[21:41]
of way.
[21:41]
That's another layer of approval you have to work through.

Emilia Parkway is County and the boat ramp is county maintained.

And in areas like installing actual irrigation lines,

it has to be quite expensive.

Maybe the most cost effective idea

is to hire a crew out to water.

So maybe that would be the best route and then if you planted

the right time of year, and if they get water --
[23:05]

in our building and these are the places he suggested as well
[23:31]
as -- maybe some of the places.

I guess we can try to narrow down some places
[23:39]
and take the budget and then we thought okay,
[23:41]
we really wanted to go forward with the boat ramp.
[23:44]
How far would that budget get?

And I'm not sure --

I guess I can help do some of that research.

I think we can recommend we want Florida natives

and we would like some live oaks.

But how many trees and spacing them and watering them --

that's where I think the person that you hire is supposed
[35:06]
to provide that.

And we act as guidelines if we agree with them.

then you might have a unit price and say this is our unit price
