[1:54]
I will call to order the board of county
commissioners of Moso County, Kansas.
[1:58]
This is Tuesday, August the 25th, 2026.
It's 1:00 and this is a regular meeting.
[2:02]
Will stand for the pledge of allegiance
and the invocation.
[2:09]
I pledge allegiance to the flag of the
United States of America and to the
[2:14]
republic for which it stands. One nation
under God, indivisible, with liberty and
[2:20]
justice for all.
>> You'll stay standing.
[2:24]
» Will you pray with me? Heavenly Father
God, we come to you today and uh the
[2:29]
words of scripture just mediate through
my head right now. And I'm reminded of
[2:35]
what it says in Ephesians. Do not be
anxious about anything, but by prayer
[2:40]
and petition with thanksgiving, present
requests to God. A and God, we come to
[2:45]
you today and we do that. We are
thankful for this nation. We are
[2:49]
thankful for this community and we're
thankful that we have you to lead us.
[2:54]
And it's because of that, because of
your word, we come to you. We we request
[2:59]
these things that you will take any
anxious thoughts away from us. that we
[3:03]
will sit, we will listen, and we will
trust in you, and that we'll have the
[3:08]
peace that surpasses all understanding
that only comes
[3:12]
with your blessing. In Jesus name we
pray. Amen.
[3:16]
» Amen.
>> Amen. Thank you.
[3:25]
» All right. Do we have anything to add to
the agenda?
[3:31]
» I am nosy. Couple things
removal of Tasha.
[3:38]
» Okay, we can take Tasha off.
[3:43]
» So, we need to add transfer.
>> Yes.
[3:48]
» So, unfinished business, I guess.
>> Old business.
[3:54]
» Can you switch that to old business?
>> Sure.
[4:00]
Kind of the same thing.
[4:05]
What did you want to do?
I don't have anything else.
[4:14]
» Add me under Mike there.
[4:19]
Department update, please.
[4:31]
NRP under consent agenda.
We have two
[4:45]
miles.
[4:49]
» All right.
Commission comments or reports.
[4:56]
I have done with it.
>> So last week I went to the CIC
[5:00]
conference. It was very insightful.
Enjoyed being there even though a lot of
[5:04]
it was over my head. But it's our
software program that we use for
[5:09]
finance, financial reports, etc. Um so
it was very well attended and just a
[5:15]
little bit more respect for the company
and um what's coming for the future. So
[5:20]
they had a lot of good things to say.
And then I'd like to take this time also
[5:24]
to thank our emergency
um departments, our 911 and emergency
[5:30]
management and volunteer fire
departments and uh I think the sheriff's
[5:35]
department really was involved in the
fire that happened early Monday morning.
[5:39]
I just appreciate all of them
being there and and taking care of that
[5:45]
situation. So those things are really
tough. So we just really pray for that
[5:50]
family. um that did suffer that loss.
So, it's really tough.
[5:57]
Okay, public comment.
[6:02]
Seeing none,
go on to the consent agenda.
[6:19]
So, I'll make a motion that we approve
the consent agenda as presented, which
[6:23]
includes accounts payable of 378,39233,
[6:29]
payroll clearing of 20735441,
[6:35]
one department head leave request, and
two NRPS.
[6:39]
» I'll second.
>> I'll second.
[6:41]
» All those in favor? I motion carried.
>> Laura second.
[6:48]
» Yes. Yes.
[6:53]
» All right. So, we're on to scheduled
attendees. We have IMA here today to
[6:58]
talk about our
renewals for health insurance.
[7:04]
Always a fun subject.
>> I bring better news this year than last
[7:08]
year.
>> Much better news than last year.
[7:10]
» Okay. Well, you're welcome.
We appreciate all you guys do for us.
[7:15]
» Thank you. I appreciate you guys for
continuing to partner with us. Um
[7:21]
believe I met most of you guys last
year, but you know, as I mentioned, this
[7:25]
renewal is a lot better than what last
year looked like. So, I'm I'm happy to
[7:28]
be here to to present.
Okay.
[7:34]
So, if we want to go ahead and get
started, um here on the first page, I
[7:37]
just have a a quick executive summary
really highlighting all the different
[7:41]
medical, dental, vision, and um life and
disability coverages. So, the initial
[7:48]
Blue Cross of Kansas medical renewal did
come in at a 4.4%
[7:52]
overall increase. Um, you know, based on
how the plan is running and and really
[7:58]
given kind of last year's renewal
increase, we were able to get a
[8:00]
concession off that initial renewal to
bring it down to just under 1%. Which,
[8:06]
um, in the market today, a 1% renewal is
unheard of. Um, so I'm I'm super pleased
[8:10]
to present this to you all today. Um, it
was it was close to about $50,000 in
[8:15]
savings off that initial renewal. So,
Blue Cross really came to the table this
[8:18]
year and and provided really the best
um, offer possible.
[8:24]
Dental is getting a 4.1% increase. Now,
I will say on the dental side, um,
[8:29]
dollar amounts a lot smaller than
medical. So, that 4% overall increase is
[8:34]
only about $2,500 a year.
As I mentioned earlier, the the plan is
[8:40]
running favorable. Um, just to give you
some insights, um, the most recent 12
[8:45]
months is running at a 68% loss ratio.
Um, now one caveat to that is that's
[8:52]
before we account for what we call IBNR.
So those are claims that likely
[8:56]
incurred, you know, last month but
haven't been paid until maybe this
[9:00]
month, next month. So you got to account
for that. And so um and then of course
[9:04]
trend trend right now is anywhere from 8
to 10% in in the medical um space. So
[9:10]
once you factor in those those two
pieces, that's why the the renewal did
[9:14]
come in at around a just under a 1%
overall increase for next year.
[9:19]
Also happy to to present the vision. Um
you all moved to Blue Cross with their
[9:25]
recent part partnership with IMED on the
vision plan. That's under a four-year
[9:29]
rate guarantee. So those rates are going
to be locked for the next three years.
[9:32]
Um so no increase on the vision side.
And then also pleased to announce on all
[9:36]
the ancillary benefits um there will be
no rate changes, no benefit changes,
[9:41]
carrier changes, um no changes on that
side. The only one that would affect the
[9:46]
commission or the county um would be the
um accidental death and dismemberment.
[9:50]
So that's going to stay flat for that.
So when we budget that number won't
[9:54]
change.
[10:04]
» So if we move on to the next page on our
handout, um this just really lays out
[10:09]
your guys's current medical benefit
plan. So we have the current plan on the
[10:13]
lefth hand side um what the revised
renewal came in at on the very right
[10:18]
hand side. So this is just illustrating
there's going to be no benefit changes.
[10:22]
Um and then you can see the total
premium amounts listed at the very
[10:25]
bottom. Um if you look at the the bottom
few rows, you can see the initial
[10:30]
renewal came in at a $63,000 overall
increase. The revised renewal with that
[10:35]
concession came in at about a $14,000
total increase.
[10:49]
So, as we look at the next few pages,
there's going to be a lot of numbers on
[10:52]
here, so bear with me for a little bit.
Um, really, these are we we put together
[10:57]
a handful of illustrations on how do we
want to split out the the increase
[11:02]
between employees and then the county.
And so this first illustration uh on
[11:07]
number one here um we have the current
premiums and and what employees are
[11:12]
contributing and what the county's
contributing on the lefth hand side. On
[11:16]
the right hand side of this exhibit you
can see what the renewal um with the
[11:21]
revised premiums are. Um and in this
specific illustration we're showing no
[11:27]
employee rate change on this exhibit.
And so you can kind of see where I've
[11:31]
boxed in on this slide. um indicating,
you know, employee rates would would be
[11:36]
staying the same. And then if you look
at the very bottom kind of bottom right
[11:40]
hand side, you'll see in that total
premium column, a 14 um,000 total
[11:47]
increase, employee rates just to the
right of that with no annual increase.
[11:51]
And then the county would be be picking
up the full 14,156
[11:56]
um in this first illustration.
[12:02]
And so illustration two is to where is
where we start to look at maybe some
[12:05]
changes to the contribution structure.
Again, you can see highlighted and boxed
[12:11]
in the the employee rates. In this
illustration, what we wanted to show was
[12:16]
a slight increase on the $1,500
deductible and $2,500 deductible plans,
[12:24]
but keeping that $3,500 deductible plan
the same for employees. And so that's
[12:29]
what this illustration is showing. Um,
I'm a fan of this because it it it, you
[12:34]
know, incentivizes members to maybe go
to some of those higher deductible plans
[12:38]
because we know that, you know, likely
less than 20% of of individuals are
[12:42]
actually hitting those deductibles. Um,
and it's still to me what I'd consider a
[12:47]
a a fair increase. And um, at the very
bottom you can see what the total dollar
[12:53]
amount split would be. and it's almost
an even slip between what the employees
[12:56]
would be picking up and then what the
county would be picking up. So, to me,
[12:59]
that seems like a fair kind of um
contribution on on both the county and
[13:04]
the employees.
[13:14]
» So, on pa pages six and seven, um a
couple more illustrations that we wanted
[13:21]
to put together. And so these are all
based on the percent that employees are
[13:25]
paying of the total premium today. So if
you look at where I kind of have that
[13:29]
boxed in on the current side, just to
give an example, an employee is paying
[13:34]
9.3% of the total premium amount in that
$1,500 deductible plan.
[13:41]
What this does is is looks at bumping
that up to 10% and then 20% for the um
[13:48]
employee plus tiers on that $1,500 plan.
On the $2,500 plan, it shows employees
[13:56]
paying 5% of total premium and then 15%
on the employee spouse, children, and
[14:01]
family tiers.
And then on the last plan, the $3,500
[14:06]
deductible plan, wanted to still keep
that at zero dollars for employee only.
[14:11]
Um, but it does bump up those employee
plus tiers to a 10% of total premium.
[14:18]
And then again, at the very bottom, you
can see kind of the total breakout. Um,
[14:22]
this would provide actually a little bit
of savings to the county of about $1,600
[14:26]
a year versus what you're paying today.
And that's at that bottom right hand
[14:31]
side on the chart.
[14:35]
And then the last medical illustration
is really kind of this a similar
[14:39]
philosophy, but it's just a little bit
um higher on the employee percent of
[14:44]
total premium. So instead of 10%, we're
showing 11. It it's essentially a
[14:48]
percent higher on on on all the
different tiers. And so you can see what
[14:52]
that does at the very bottom right hand
side um to to what the county's paying
[14:58]
for health insurance. it'd be about a
$13,000 decrease over current when we
[15:03]
look at the county's portion.
And so I'll I'll I'll pause there. I
[15:08]
know there's a lot of numbers, a lot of
different illustrations. Um any
[15:13]
questions on um at least the medical
contributions and and what we've shown
[15:18]
today?
[15:24]
Okay.
[15:31]
So then we can move on to the dental.
And so as I mentioned, the dental plan
[15:38]
is getting about a 4% overall increase.
It's about $2,500 annually. Um you can
[15:44]
look at the premium amounts listed um on
on this slide nine and you'll see a lot
[15:50]
of these are only going up maybe a
dollar, some few cents. Um, and so
[15:55]
dental dental rates are staying pretty
pretty relatively the same, but we do
[16:00]
have a few different contribution
illustrations on the dental side as well
[16:03]
that I wanted to walk through.
[16:10]
So the first contribution illustration
on page 10, um, similar to the medical,
[16:15]
um, wanted to show one illustration of
keeping employee contributions the same
[16:19]
as as it is today.
Um, and so that would mean that the
[16:23]
county will be picking up the full
$2,500 annual increase.
[16:29]
Option two, um, listed right below that
is splitting the percent equally between
[16:35]
the employees and the employer. And so
it'd be about a 4% increase to the
[16:40]
employees, a 4% increase to the county.
Um, and if you look at the very bottom,
[16:46]
you can see, um, employees would be
would be picking up about $350.
[16:51]
The county would be picking up 2,200 of
that that $2,500 total increase.
[17:07]
Page 12 looks at the third contribution
illustration. And so what this one does
[17:12]
is split the dollar amount in increase
equally between the county and the
[17:16]
employees. Um as you saw on that last
that last slide, um splitting the
[17:21]
percent increase was um because the
dollar amounts are so low, it it's
[17:26]
pretty minimal on the employees. This
this one actually splits it dollar
[17:30]
amount-wise equally to where you still
have a zero dollar employee only option
[17:35]
on that base plan, which is great. Um,
but from a dollar amount wise, the
[17:41]
employees would be picking up about
$1,200 of the increase and then the
[17:44]
county would be picking up the remaining
1,200. So, it's a pretty equal split um,
[17:48]
dollar amount wise between the two.
[17:53]
And then the last illustration we put
together was this number four. And so
[17:59]
what this does is essentially um does
not increase what the county is
[18:04]
contributing
um at all while still maintaining that
[18:08]
$0 base employee only amount. So it
would keep the county's budget the same
[18:12]
as it is today. Um that $2,500 increase
would would fall onto the employees in
[18:18]
this scenario.
[18:27]
Any questions on the dental
contributions?
[18:32]
Okay.
[18:37]
And so, um, the last piece, since a lot
of the lines of coverage are are under
[18:42]
guarantee or not changing, really, it's
just focusing on the medical and dental,
[18:45]
um, it would be our recommendation to to
continue um, partnering with Blue Cross
[18:51]
at that 1% overall increase. On the
contribution side, we do have a
[18:56]
recommendation of that that second
illustration that equally split the
[19:00]
increase between employees and the
county. Um, obviously want that to be up
[19:05]
for, you know, discussion, but I feel
like that that was the one that was the
[19:08]
most fair. It's typically what we see
when we work with other employers is
[19:12]
finding a way to split the cost, you
know, equally between employees and the
[19:16]
in the county or the employer.
And then keeping that that similar
[19:21]
philosophy, it would be that uh dental
illustration number three that split the
[19:26]
employee dollar amount increase equally
between the employee and the county. Um
[19:31]
I think it it shares that that same
philosophy of hey, we're going to split
[19:35]
this equally between us on the medical
and dental side. So that that
[19:39]
illustration three would be our
recommendation as well.
[19:50]
thoughts or questions or scenarios that
you would like to see instead?
[20:01]
» Not right now.
[20:21]
No difference on the prescription plan
within these?
[20:25]
» No changes on the prescription plan. Um
there will always be maybe some tweaks
[20:30]
to Bluec Cross's formulary. They do that
throughout the year, but we're not
[20:33]
changing, you know, drug formularies or
we're not, you know, changing the
[20:36]
prescription co-pays or anything like
that.
[20:48]
Okay. Sorry. Back on page number three,
just so I know. [clears throat]
[20:52]
» Yep.
>> Renewal and then you have revised
[20:55]
renewal. So, what's the difference
there?
[20:57]
» Yeah. So, I just put that initial
renewal on there just to illustrate
[21:01]
where it was initially coming in at. So,
that's where that's what Bluec Cross was
[21:06]
initially trying to pass along for the
increase. the revised renewals with the
[21:10]
concession and and the final rates we
have available today
[21:13]
» that N8%.
[21:23]
» Yeah,
>> we're shooting for zero, but I mean 0.98
[21:27]
is is pretty good.
>> Yeah.
[21:40]
Yeah, those are pretty incredible.
>> Yeah, I mean I we're start it's renewal
[21:44]
season right now, so we're starting to
get a lot of these in and this is the
[21:47]
first one I've been able to present
that's in the single digits. So I was
[21:50]
super happy.
>> Well, I know others around [snorts] the
[21:52]
county haven't been so fortunate.
>> I know. So
[21:55]
» yeah,
>> we're we're seeing mo most people in
[21:58]
that 10 to 15% range at a minimum. So,
you know, under 1% is excellent.
[22:04]
» And I do think Blue Cross and Blue
Shield is best we can give for our
[22:08]
employees. So,
>> yeah.
[22:11]
» Okay. We will be looking into that.
>> Um, as far as the timeline goes, if we
[22:16]
could get a decision maybe by the next
commission meeting. That way we don't
[22:21]
have to rush as much trying to get
everything together for open enrollment
[22:25]
and the health fair time to actually get
the documents put together, the benefit
[22:30]
booklets printed, etc.
>> Um,
[22:33]
» you'll be here before we know it.
>> It would be helpful.
[22:35]
» Open enrollment.
>> I'm sorry. [clears throat]
[22:37]
» Open enrollment
>> is at the last week in October and it's
[22:41]
going to go through that first Monday of
November because I have a capers
[22:45]
conference on Friday of that week. So, I
want to make sure it's exactly five days
[22:48]
for all the employees.
Um, the health fair is I didn't bring my
[22:53]
calendar. It's that Friday before open
enrollment. I think it's the 23rd of
[22:56]
October.
>> I think that's right.
[23:02]
» Yes.
[23:05]
And then, yeah, by if we could make a
decision by the next um commission
[23:09]
meeting, it would give us time to even
get the contracts and everything signed
[23:12]
and in place before we print the
booklets as well.
[23:16]
change
[23:25]
our budgets between now and next
business or do you want it under the
[23:30]
schedule of
>> it would just be
[23:33]
» yeah Nick wouldn't unless he really
really wants to come back but it would
[23:37]
just [laughter] be
>> it's probably needed in some other
[23:39]
counties that
>> oh gosh
[23:41]
» cities that don't have such good news.
>> Yeah. He's told me some stories,
[23:46]
» some horse.
>> I'm like, wow. That's if you can
[23:49]
imagine, it's even worse than what we
had last year.
[23:52]
» So, we are very, very blessed. So,
>> all right.
[23:57]
» Thanks. Thank you guys.
>> Thank you very much.
[23:59]
» Y
[24:03]
» All right.
[24:06]
Our county
ambulance service
[24:13]
Ditchie.
>> So when got numbers
[24:17]
» risen, how do you say your last name?
>> Risac. R E I S.
[24:21]
» R E I S S.
>> It's not grass. There's only one.
[24:24]
» I just want to make sure the newspaper
gets it right today.
[24:28]
» Um, so I went and got numbers. What I
started with, I started with comparable
[24:33]
what the Suburban was. Um those numbers
will scare you. Uh a wag grant. So
[24:41]
little preference. I I contacted all the
dealerships in the county. The only one.
[24:46]
» Can you go back and explain why we're
doing this?
[24:48]
» Okay. So the two 20 2012 Suburban that
we had we've had since 2012.
[24:54]
» Uh wasn't
um we responded to a call of deer came
[24:58]
out of a ditch, hit on the right front
bumper. It broke off the airbag sensor
[25:02]
and deployed every airbag in the truck.
$3,000 worth of bumper and door damage,
[25:08]
almost 12 to $13,000 worth of airbag
damage. So, they totaled it. So,
[25:14]
» so we're looking for a new a
replacement.
[25:16]
» A replacement.
>> Insurance is going to help pay for this.
[25:19]
» Um I think they gave us $5,000
because of the year on it. It wasn't
[25:26]
very much. I think the whole I think our
deductible on it was 5,000. So, I think
[25:31]
we got 5,000. and it was like right at
10 counting tax and all that stuff. So
[25:36]
anyway, um so I I contacted every
dealership. Um Ford never even responded
[25:44]
to me and I spoke to someone personally
and gave him my cell phone number, which
[25:48]
I don't give out regularly. Um they
didn't even respond back with any kind
[25:52]
of bid at all.
um the Chevy dealership sent me a link
[25:56]
to what they had on the lot
um with some prefaces to like a pickup.
[26:02]
I'm like, "Okay." I contacted Shields.
Shields actually worked and um came up
[26:07]
with numbers for me. In due diligence, I
contacted Parks in Augusta, which is
[26:13]
where the sheriff's office had bought
Chevy pickups.
[26:17]
» Um they were very actable, gave me
pricing, too. So, I have pricing from
[26:21]
both of those, but I wanted to give you
kind of a rundown of where to be
[26:25]
comparable and then where I was headed.
Um, so a Grand Wagon Ear since Chevy did
[26:30]
respon
[26:35]
is like trying to find a unicorn
um because of the state pricing and
[26:40]
stuff. It's like if somebody has one,
they won't release it and trying you're
[26:44]
going to have to go personally go lot to
lot to lot trying to find one.
[26:47]
» Um, kind of the same way with the Ford
stuff.
[26:50]
Um, but they were able to give me
pricing for a Grand Wagon Ear or they
[26:55]
were not able to give me a Grand Wagon
ear. All they gave me was for a
[26:57]
Tradesman pickup and a Durango because
that's what they had available to them.
[27:02]
So, a trademan's pickup is the same as
what the sheriff's office drives. Uh,
[27:06]
the Durango are the same as what KHP
drives to give you some
[27:13]
visual in your head. Um, Shields went as
far as to do comparable of what the
[27:18]
Suburban would be. So, a Suburban, which
would be the same size as a Grand Wagon
[27:22]
Ear L, would be 69,500.
If you go with a Grand Wagon Ear um just
[27:29]
a plain Grand, not the L, that's a
comparable to a Tahoe, which is 66,796.
[27:37]
If we go down to a Tradesman, what they
have is $49,59.
[27:45]
Um, and then Durango.
Um, they they don't have a Pursuit,
[27:50]
which is exactly what, uh, KHP drives.
Um, they are 41,693.
[27:56]
They have one that's available right
now, um, for 43. It's just, it's a
[28:01]
little bit different. It's got a V6 in
it and it's a the package is just like
[28:05]
it's got electric seats in it. And that
one there is 431 163.
[28:15]
and parks
which the only place that are comp that
[28:19]
they're giving apples to apples or
orange or whatever you put it are the
[28:22]
tradesman truck on site at um parks is
51,518
[28:29]
and the Durango is 44358.
So you're talking
[28:34]
» negligible money. Now
here's where it gets worse
[28:40]
» worse.
>> But you love those words, right?
[28:43]
So, I called KHP because they do they
only run their vehicles to 50,000. So,
[28:49]
for a 2024 uh Dodge Durango with 50,000
miles is $41,325.
[28:57]
Now, the reason that is that way is
because there is $8,000 worth of uh
[29:03]
lighting system on the truck and a push
guard.
[29:06]
So, all these other ones with $50,000
meth will have almost a $10,000 upcharge
[29:12]
to be able to put that and the graphics
and all that stuff on. I just want to be
[29:15]
very clear about why that is. Now, KHP
with only 50,000 miles, you don't know
[29:20]
how many hours that vehicle is set and
ran. It could have hundreds of hours on
[29:24]
it. So, in my opinion, it's easier to go
with the newer the new one and then put
[29:31]
the light system on it. I mean, I
realize that raises the the Durango to
[29:37]
somewhere around 55 both places. Um, and
that also puts a push guard on the front
[29:42]
of them
>> and everything. I just
[29:45]
» can you hit another deer?
>> That's [laughter]
[29:49]
or a possum.
I mean, I hear you okay with the
[29:52]
Durango. You don't
>> Yes. Here's the problem. So, the
[29:57]
» I give you the wagon ear stuff. Those
are 90 days out from possibly even
[30:01]
getting one.
the trucks or the Durango, either one
[30:06]
can be in this week.
My personal opinion, I would rather have
[30:10]
the Durango because we carry meds and I
carry equipment and everything and being
[30:14]
in one solid area and I can control the
environment
[30:18]
» is better than having the pickup. I'm
not saying I can't do with the pickup,
[30:22]
but the Durango makes more sense to me
because I control everything
[30:26]
» and it's cheaper.
Well, I get that. But I I just the SUV
[30:31]
means more to me than the pickup. I
mean, yeah, in the end of it, I give it
[30:35]
to Mike and he can do something with it.
But I I have if I try to put stuff in
[30:38]
the bed of it, I'm have to have a a box
that tries to keep dust out, all that
[30:42]
stuff. You know, my monitors cost
$60,000. I'd really rather keep it
[30:46]
someplace that is cleaner and that kind
of stuff. Not that I can't keep it in
[30:49]
the back seat, but if I throw somebody
in there, then I got to move stuff out.
[30:53]
That's the reason. There are no third
rows in these Durango. So that area back
[30:58]
there is my area to keep my equipment.
So basically what I'm trying to say is
[31:04]
um for a Dango it could be 55,000
and for a pickup it could be well
[31:10]
depending on which one it is it could be
61,000. So you're of the two but the
[31:14]
Dango to me makes more sense is where I
would like to be with it. Now that the
[31:18]
lighting system I could there might be a
chance to depending on what console is
[31:21]
in the Durango and who we get it from.
There might be a difference uh for a box
[31:26]
where I mount my radios might go down.
It just all depends on and it's
[31:30]
availability of what how they come. So I
just want to give you worst case
[31:34]
scenario then and maybe come back less.
And when you look at it Shields is I
[31:41]
mean it's local
>> cheaper.
[31:43]
» Um let's see.
>> Yeah, just a little bit. I mean, they're
[31:47]
they're within 500.
>> Can they do all the work that you need
[31:49]
to add all the
>> So, they can put the bumpers on them.
[31:51]
Now, the rad the lighting system, I'll
have that. I have a lighting guy that'll
[31:54]
put all that stuff in. Um, and then the
the striping, I contacted a kid that
[31:58]
used to work for me out of Kansas City.
He does he does the sheriff's vehicles.
[32:02]
I mean, it's the same guy. It's Jake
Nagel Road.
[32:05]
» I mean, it's better to do it local, too.
I think
[32:07]
» yeah I wanted I would like I mean I
realize that parks is a little bit on
[32:12]
some things are a little bit cheaper but
then keeping the money in the county and
[32:14]
keeping it local for everybody is kind
of what I'm going to do and I know that
[32:18]
you can't compare the two Durango
identical because they don't have
[32:22]
pursuit but it's
>> but it's in my mind it's negligible I
[32:25]
mean I know it's five or $600 it's not
negligible my wife size when it comes to
[32:28]
my checkbook but
>> I was just gonna ask
[32:33]
» so
>> yeah so I'm looking said, let's see,
[32:37]
where's the shield one?
>> Yeah, I'd say 55 is pretty close to
[32:42]
where it would be. Somewhere around in
there. So, and
[32:46]
» lighting plus all the lighting.
>> That's the lighting. With the lighting
[32:48]
with the lighting. Yeah, because the
Durango itself is 43.
[32:52]
» And if you I was just saying 10. So, 55
would be worst case scenario.
[32:56]
» And Scott said that he could have it
this week.
[32:59]
» I mean, I think he's got that he might
even have that one on the lot.
[33:02]
» Sounds great. So, I'll get with him and
we'll get everything done and then I'll
[33:07]
have him once we get everything paid for
I'll
[33:10]
» Yeah, I don't know what do we know like
what year it is.
[33:13]
» Um, the Durango he's looking at is
either a
[33:16]
» Hold on, I'll tell you.
>> I've got so many pieces of paper here.
[33:21]
This is a truly a uh eye openening
experience for me with trying to deal
[33:25]
with people that you'd think one would
want to sell you something. Um,
[33:30]
where's these big paper?
[33:35]
Too many papers.
>> Let's see. That Durango is a Oh, he
[33:41]
didn't put the year on there. I think
it's a 26. He said Oh, I know it's a 26.
[33:45]
He was going to do I think it's 26 or 27
pricing, but he said 26 is probably
[33:50]
where it's at in case it needed to come
down. So,
[33:52]
» okay. That's new.
>> Yeah, it's brand new.
[33:55]
» Okay.
We were just checking our funds to make
[33:59]
sure we got enough money here.
>> Oh, I appreciate that.
[34:02]
» We do. So,
glad we could do it and glad you can do
[34:07]
it local. So,
>> yeah.
[34:10]
» And as I was telling you earlier
yesterday, we had a little incident. We
[34:13]
blew a motor, I think, in in an
ambulance with 113,000 miles. But
[34:18]
» I don't know if I'm coming back to that.
I just It's not quite the same thing as
[34:22]
asking you, but I just want you
>> Shouldn't have brought that up, Richard.
[34:25]
Huh? Shouldn't have brought that up.
>> I know. Well, it's it's a sore subject
[34:28]
for me, too. [laughter]
>> I'll [clears throat and snorts] make a
[34:30]
motion to hospital
ambulance service to use $55,000 to
[34:38]
purchase a new out of the ambulance
>> 255
[34:43]
» 55,000
>> out of 390 the ambulance sales tax fund.
[34:48]
» Okay. Anything else you need from me?
>> I'll second it. Any more discussion?
[34:52]
» All those in favor?
>> I. Motion carried.
[34:55]
» Thank you.
>> Thanks. Again, no change from last
[34:58]
meeting. The 2.35 is what we want for
2027. And doing that in two installments
[35:04]
rather than like we've done the last
couple years where we needed it all up
[35:07]
front. Little better shape. So to do the
two installments,
[35:28]
So, this is a 2027 or 26
>> 26
[35:33]
» 26
>> 27 price.
[35:37]
[clears throat]
>> I just want to make sure I got it right.
[35:39]
» Yeah.
>> All right. So, now we're ready for
[35:42]
department heads. Gabby, thanks for
joining us.
[35:46]
» Yes.
[35:49]
Um, I would like to call an executive
session for our non-elected personnel,
[35:54]
please.
Okay, I'll move to recess into executive
[35:58]
session to discuss personal matters of
non-elected personnel regarding the
[36:01]
treasures department for
>> how long?
[36:04]
» Um, I would say 10 minutes.
>> 10 minutes to include commission,
[36:07]
council, and county treasure. And we'll
come back at
[36:13]
145.
>> I'll second the motion.
[36:16]
» All those in favor? I
>> I motion carry.
[36:19]
» Thank you.
[46:20]
We're back in session and no action was
taken.
[46:25]
Okay. So, I've got some department
updates. Um, I wanted to give you an
[46:30]
update for the BFA, the budgetary fund
accounting clean process. Um, I want to
[46:35]
start with an update. Uh all accounts
with the exception of payroll and home
[46:40]
state bank which is our main bank have
been completely corrected, reconciled,
[46:44]
balanced and brought up to date. We are
expecting to have all period 13
[46:48]
corrections for the remaining two
accounts um completed by the end of
[46:53]
September which those once those are
finished uh we'll be able to move
[46:56]
forward with the 2025 audit. And then
the cleanup has included but not limited
[47:02]
to the researching and correcting
outstanding deposits, correcting
[47:07]
duplicate entries and incorrect entries,
investigating errors, discrepancies, and
[47:12]
other issues that have affected the
balances and also documenting all of
[47:16]
this as well. Um, and reviewing funds to
determine why they're long or short and
[47:22]
make the appropriate corrections.
Uh, one issue that has come to our
[47:27]
attention during this process involves
some of the distribution funds. Um,
[47:31]
distribution funds should bounce back to
zero after every distribution.
[47:36]
And a majority of the issues we're
finding in these appear to be data entry
[47:40]
errors that created either a long or
short balance. So a check that was cut
[47:44]
to one of the entities was a penny long
or a penny short or two pennies or you
[47:49]
know um so uh we are currently working
through those to get them corrected and
[47:56]
properly balanced.
And then on the subject of distribution
[48:02]
funds there's the Turkey Creek whed
number 103.
[48:07]
Um, Neossha receives money from Wilson
County for the shared watershed.
[48:13]
The money received from Wilson County is
being receded appropriately. However,
[48:18]
uh, I we found that Wilson County's
portion has not been distributed since
[48:22]
2018.
So, the current amount in the fund is
[48:26]
approximately $175,76.79.
[48:31]
and that amount is owed to um Turkey
Creek number 103 watershed.
[48:37]
I have spoken with our software team on
how to correct this. I was advised that
[48:42]
the payout will require manual entries
in our system so the money can be
[48:47]
properly distributed by the um
appropriate categories such as
[48:51]
delinquent real estate, motor vehicle,
uh RV,
[48:56]
um personal property, all that. Uh
because those details have to be
[49:01]
manually entered. This will take some
time to complete because I have to
[49:04]
figure out what was motor vehicle prior
to me. I've saved all of my distribution
[49:09]
um remittance advices for Wilson County.
So I'll have to figure out the ones
[49:14]
prior to me and um
yeah, so I was going to take a minute
[49:21]
[clears throat]
and uh but I do want you to be aware of
[49:25]
it and I want you to know that I'm
working through that and I will get that
[49:27]
to them. So, is this a watershed that's
like in both counties that we collect
[49:31]
all of the property tax?
>> Yes, ma'am. We are the collectors of it
[49:35]
and then we distribute Wilson County's
portion and what we receive as well with
[49:40]
our taxes
>> and they haven't requested it prior to
[49:45]
» um
>> it was not brought to their attention.
[49:47]
» Yeah, it this I don't think this was
something that was known because when I
[49:51]
first started I didn't know it either.
Um, I didn't know it was supposed to I
[49:56]
receded it in um as it has always
historically been done, but um I I
[50:03]
didn't know either. So, I don't know
that the previous person knew,
[50:07]
but um I've
>> You think they'd be looking for their
[50:10]
revenue?
>> Yeah. Yeah.
[50:12]
» Yeah. which they they receive um a
pretty good portion from us by itself.
[50:18]
But um
but yeah, I don't know that they know,
[50:23]
you know, there's a lot of um moving
around and different, you know, new
[50:28]
people and positions and stuff. So, a
lot of information and and knowledge uh
[50:32]
kind of get lost about things as people
um positions are just being filled.
[50:41]
Uh just having come in this first year
doing budget with us at the county. So
[50:47]
this is when we started doing the look
into why things were missing as well.
[50:53]
» So
>> yep.
[50:57]
» Yes. Um and then I also wanted to talk
about the special highway. It is a it is
[51:03]
showing negative in our books. Um I do
understand that
[51:15]
I'm not I've never seen so when I've
researched this um based on the research
[51:21]
I've completed so far the highway
quarterly and the highway equalization
[51:25]
monies received by the state have been
receded into the R&B equalization fund
[51:29]
instead of the special highway. Um, at
this point I would just like the
[51:34]
commission to um help me determine the
uh
[51:41]
if if you'd like a transfer made and
where is that transfer coming from and
[51:46]
um how you would like for me to receive
in that highway money moving forward
[51:50]
because there's two different highway
monies.
[51:54]
» Do you know what the total was like for
last year?
[51:58]
» Um I did not bring last year's. I
brought this year's year's. Okay. Yes.
[52:02]
For special highway.
>> Huh?
[52:03]
» For special highway.
>> Yes.
[52:05]
» Okay. Uh for special highway, it is
negative 32,000.
[52:09]
» Oh, no. I know that.
>> Oh,
[52:12]
» I'm sorry. How much did we did you
receipt in for those? You said you
[52:17]
received income.
>> Um, yes. I didn't bring
[52:23]
I brought a couple
>> because I believe there's about 150,000
[52:29]
from the state, but then there's also
federal.
[52:33]
» Yeah. Which that it back in the day I
found some that were labeled
[52:39]
what you just said.
[52:45]
Well,
yeah. So, the special highway was
[52:50]
receiving federal fund exchange
in 22, but that's the last time I see
[52:56]
anything stating that in the 106. So,
nothing has been
[53:02]
this.
>> Do you know what that amount was?
[53:05]
» Um, that was $110,45527
[53:11]
and that was receded in uh June 27,
2022.
[53:20]
But we are not receiving that anymore.
Um, I also see
[53:26]
» Are you sure we're not?
>> Well, I I have a system that I use for
[53:33]
just making sure I've receeded
everything and that we get AC wise from
[53:37]
the state. There's an eupplier account
for me to go look on and I try to um
[53:42]
look on it the beginning, the middle,
and the end of the month. And then um I
[53:46]
cross off each one I receive in when I
see it. So I have a system with the
[53:51]
states with what the state is sending
us. And I um can confidently say I'm
[53:57]
receiving all of that in there.
>> Usually around November 1st of December,
[54:02]
we usually receive
>> 150,000.
[54:08]
» Um okay. I can look for that for last
year.
[54:13]
November depends on when it gets receded
in.
[54:17]
» So this is the way we used to handle
special highway. Thanks to we don't do
[54:22]
this anymore.
>> Um so we would receive that into special
[54:27]
highway number 106 account. Okay. And
then when we did our chip and seal for
[54:31]
the oil and the chip and such, we would
take that expense out of there.
[54:35]
» Right. But we decided it was voted on
that we'll just take it out of general
[54:40]
operation of road and bridge and so
that's why it got receded into the other
[54:44]
revenue account.
>> Gotcha.
[54:46]
» And so now when we do chip and seal we
just take it out of operations.
[54:51]
So somewhere in that
change somehow some expense got put into
[54:58]
special highway. Well, we at that time
we were trying to thin down account
[55:02]
numbers too, so we didn't have so many.
>> I preferred do the old way because now
[55:09]
he has an expense that he doesn't have a
credit for. It's just increases the
[55:14]
revenue, but yet now our expense
increased by that chip and seal price,
[55:18]
which is about $150,000
that used to come out of a separate
[55:22]
fund. So again, that's
an increase in road and bridge that they
[55:29]
didn't get a budget increase for.
>> Yeah.
[55:32]
» But that's my opinion.
>> Well, but we were supposed to be putting
[55:35]
it back into his budget to offset that
expense, too.
[55:39]
» But it's not on the expense side. It's
in the revenue. So then it doesn't
[55:42]
offset it really. He doesn't he's got
$150,000 less to spend because that's
[55:48]
coming out of operations now.
[55:53]
It's not really your worry, but
>> we would need we just need to see. So,
[55:59]
» yeah.
>> Yeah.
[56:01]
» Do you get notice of those funds, Mike,
when they come in?
[56:05]
» Yeah.
As far as I know, we've been getting
[56:09]
them every year. They have went down a
little bit and this year they're going
[56:13]
to go back up.
>> Oh, really?
[56:14]
» For whatever reason.
>> Okay. Well, I
[56:17]
» So, probably we just need to let Gabby
know and then she can look for an exact
[56:21]
amount if you get that.
>> Yeah. And I'll go back and look at 24 uh
[56:25]
25
>> because I that would have been receded
[56:28]
in. I just
>> I received in so much stuff it's hard
[56:31]
for me to kind of keep track of all
that. [clears throat] So, at least right
[56:34]
now
>> Jessica and ask her to look that up
[56:36]
because
>> Oh, thank you.
[56:37]
» We're in the process right now of
submitting our
[56:42]
» our expenses
reimbured for that. But it'll take a
[56:47]
month or two before they send us.
>> Oh, okay.
[56:52]
» I'll be looking for it
>> for clarity. Actually, we talked about
[56:54]
this in our work our budget session of
getting these accounts cleared up for
[56:58]
25. I think we're just going to transfer
money out of the pilot fund to clear off
[57:03]
that 32,000
and let Linda do the 13th month for 25
[57:09]
to get these accounts
cleared up. And then if we could
[57:16]
figure out that difference. It would
help with our cash forward in Road and
[57:22]
Bridge if we put it in there or if we're
going to put it in special highway, then
[57:27]
we can do our expense of the chip and
seal that we're doing right now. Take it
[57:31]
out of there.
So,
[57:33]
» and I do have on here there are credits
within your operation
[57:40]
account shared. So, I mean, you've got
your debits and your credits all in one
[57:44]
funding.
>> Okay. But are any of those then
[57:49]
» the federal exchange?
>> Yeah,
[57:52]
» there was one of them in or two of them
in December on K dots
[58:06]
project.
[58:11]
Oh yeah, the bridge I think.
>> Yeah, that's probably I was going to say
[58:15]
we've got other K dot.
>> Yeah,
[58:18]
» that wouldn't be going into operations.
>> Well,
[58:26]
how much was that one?
>> Bridge inspection
[58:32]
10,54560.
[58:36]
» Yeah, that's not a part of this. And
then there's a project here in the
[58:41]
amount of
credit,
[58:47]
520.
[59:01]
And this was in 25
or is this this year? No,
[59:06]
» this is in 25.
I was looking
[59:16]
for this. Oh, that would
[59:30]
balance. So, it can't do that.
[59:40]
In time, we'll probably figure it out.
>> Okay. So, for now, we'll just
[59:44]
» together some more information. Um, so
actually on our 2025, the special
[59:50]
highway and the special bridge is in the
negative. So, we're going to make some
[59:54]
transfers today to take care of that
from the pilot fund. And if we figure
[1:00:01]
out then that there is money somewhere
else, we can just transfer that money
[1:00:06]
back into the pilot fund. But we really
just want to get 25
[1:00:12]
kind of cleared up,
>> right?
[1:00:15]
» Yeah.
[1:00:21]
» So, if you don't want the
There is another fund here. It's a
[1:00:26]
credit account reimbursement in bridge.
Is that where you want that receipt?
[1:00:35]
It depends on where we take the expense
out
[1:00:40]
if we continue to take it out of
operations. Yeah. That reimbursement
[1:00:43]
account which we haven't used yet this
year, have we?
[1:00:47]
» No. Last time it was used.
>> Okay.
[1:00:56]
So yes, that has the effect that gives
us a credit
[1:01:01]
for those operations. That's
>> because when I go to enter it into the
[1:01:04]
budget, I'm just going off of the whole
number. I'm not putting a credit or a
[1:01:07]
debit. It's just the
[1:01:13]
» I mean that never takes care of all of
Chip and Seal. It's just
[1:01:16]
» Yeah.
>> most of it. Well, it's
[1:01:24]
the receding in part. Do you just want
to keep it the same or
[1:01:30]
cuz right now I'm putting it into the
R&B equalization.
[1:01:34]
Um but then we have that special highway
fund which we'll we'll clean that up
[1:01:38]
with the transfer.
[1:01:43]
Um,
[1:01:46]
» but then
>> yeah, you're the one that changed.
[1:01:49]
» I know. I just like it going back in and
reimbursing into the budget. I know it's
[1:01:54]
expense, overall expenses.
>> So, the equalization is revenue up
[1:01:59]
above.
So, the bottom line with with road and
[1:02:03]
bridge on how much mill levy there is,
that's fine. But as far as operations
[1:02:09]
and staying within his budget as far as
expenses, it needs to be down below like
[1:02:14]
in the reimbursement
>> or just a credit on operations. But
[1:02:18]
» it'd be easier to see if we use the
reimbursement.
[1:02:21]
» But one of those so that it's on in the
revenue but down below in the expenses
[1:02:25]
and actually giving him a credit
>> because that's basically what we were
[1:02:29]
doing in special high.
>> Well, it's kind of like we're doing on
[1:02:31]
the
unofficial detours. He's paying for the
[1:02:36]
kids and we're reimbursing all the KO
off funds. Same
[1:02:41]
» same thing.
>> Same thing. Yeah.
[1:02:43]
» Or like when we get a culvert, you know,
we
[1:02:45]
» that shouldn't go up above in the
revenue because
[1:02:48]
» right
>> that's an expense for us. It's a expense
[1:02:51]
we're passing on. So we want that credit
to be down below so that he still has
[1:02:57]
the same amount of operating expense to
work with. It shouldn't matter how many
[1:03:02]
culverts we put in.
[1:03:08]
Yeah. I'm trying to remember what the
coverts are receded into.
[1:03:12]
» Well, I think they've been taken out of
oper or put back into operations.
[1:03:16]
» Oh, right. Yes. Yeah,
>> that one is.
[1:03:19]
» Yeah. So, I guess the receipt into an
expense line. Do you want it in the
[1:03:24]
operations?
[1:03:28]
» Yeah.
>> Just like we're showing we're spending
[1:03:31]
this reimbursement back as revenue.
Well, the other one that I was talking
[1:03:34]
about that will reimburse the credit
>> uh that is an expenditure line.
[1:03:39]
» It's a credit. So, it'll show separate.
[clears throat] We'll see how much
[1:03:42]
credit we get then
>> compared to just putting in operations.
[1:03:46]
We just get, you know, an expense for
operations where this would actually
[1:03:50]
show where the credit is and we can say,
"Oh, there's $150,000
[1:03:55]
and know that that got receded." Mhm.
>> So, probably in that reimbursement would
[1:04:01]
be fine with me. I think it'd be easier
to keep track of and Mike can see what
[1:04:06]
credits we have there
[1:04:11]
because then on his budget it'll have
those two expenses in reimbursement and
[1:04:15]
that would give his total for expenses
with a credit. So,
[1:04:21]
» okay. So, I'll just start receing it
into the reimbursement fund then
[1:04:25]
» give that account number. Okay.
>> Oh, thank you.
[1:04:29]
» Well, I appreciate you. Thank you.
[1:04:34]
» Okay. So, we've got that.
[1:04:39]
Now, for the uh the county bank
accounts. So, um, we currently have 14
[1:04:46]
bank accounts and, uh, based on my
review, I believe at least eight of
[1:04:50]
those accounts could be, um, closed or
the funds could be invested instead of
[1:04:56]
continuing, uh, sitting in a separate
bank account. Thank you so much.
[1:05:01]
» Don't worry. Some of the the
organizations that came to CIC
[1:05:04]
[laughter] had a hundred checking
accounts.
[1:05:07]
» That's crazy.
>> And they're like, "Yeah, we operate like
[1:05:11]
that." I'm like, "Okay,
>> okay.
[1:05:13]
» We're doing good, [laughter] but we
could have fewer."
[1:05:16]
» Yes, agreed.
>> Um, so four are currently sitting
[1:05:22]
without earning interest. One receives
CD interest only and then one receives
[1:05:28]
both CD and bank interest and then um
two receive bank interest only. out of
[1:05:35]
those eight accounts that I think could
potentially be closed. Um, we regularly
[1:05:40]
use only four of the 14 accounts. Uh,
for the remaining accounts,
[1:05:45]
um,
I'd like to discuss whether we could
[1:05:48]
still make sense to keep those open,
which there's one. Yeah. Uh, one option
[1:05:54]
would be to transfer the funds from the
account that are no longer needed in the
[1:05:57]
county's main bank account and then
close those accounts. Other options
[1:06:01]
would be to invest the available funds
where approp where it's appropriate. So
[1:06:05]
the money is earning interest instead of
simply sitting in an account.
[1:06:10]
» Thought we cleaned all those up.
[1:06:15]
» Still got more.
So
[1:06:19]
» you know how I was pushed for re
>> my question is I mean why do we have
[1:06:25]
these accounts?
Is there can you think of anything from
[1:06:29]
the past that we would have like an
accountant exchange?
[1:06:32]
» Um I can give you I I don't have the
exchange.
[1:06:37]
Some of them have a name underneath and
uh exchange state bank and community
[1:06:42]
national. They don't list a specific
name for what it was used for. Um there
[1:06:47]
is a bank of commerce one that that
stands at $1,855.40.
[1:06:54]
um consistently. It doesn't change and
it hasn't for years. Um
[1:07:01]
that one doesn't have a name. It's just
an account. Um we also have a microloan
[1:07:08]
account that acrews interest quarterly.
>> CBDG loan that's been handed for 12
[1:07:15]
years. I think
>> well so there is a CDBG. Nothing happens
[1:07:19]
in this account and it is sitting at
$810,238.73
[1:07:26]
and it's just sitting there. But that
one is named the CDBG.
[1:07:32]
» Uh yeah, 810,238.73.
[1:07:40]
I kind of thought when we first got the
first um co money sparks
[1:07:45]
» that one of the things that we had to do
was to spend our
[1:07:50]
CDBG I think not the micro but I think
the C we had to spend that money before
[1:07:54]
we can spend the sparks and so I thought
that we had Melanie would know
[1:08:00]
» you don't remember
[1:08:03]
» but I don't know how you can have
$800,000 because I thought it was more
[1:08:07]
like 50,000
>> is the interest bearing.
[1:08:11]
» It is not.
It's just sitting there.
[1:08:18]
Um, we also have a bank of most of these
are Bank of Commerce, but there's
[1:08:22]
another one, Bank of Commerce. It's uh
labeled as Stark Bank. That one is a CD
[1:08:27]
interest only um by AC and it's sitting
at $91,722.118.
[1:08:38]
And then there's the FSA flex spending.
Nothing happens in this account and it's
[1:08:43]
sitting at $5,73.31.
[1:08:47]
There's an HAS savings account. Nothing
happens in this account and it's sitting
[1:08:52]
at $7,379.74.
[1:08:56]
And then Community National Bank and
Trust uh CD and bank interest go in
[1:09:01]
here. And that account is sitting at
$159,000.
[1:09:06]
Excuse me. $159,476.78
[1:09:12]
» and then
>> request a copy of those.
[1:09:14]
» Yes.
>> Yes, of course. I want to copy that.
[1:09:18]
» Yes. No problem.
>> Take
[1:09:21]
out
>> when it was initiated from the bank.
[1:09:26]
» Okay.
>> And any activity last activity dates on
[1:09:30]
all those accounts,
>> please.
[1:09:33]
» Okay. Yes. because I thought we had
already moved all those funds.
[1:09:39]
» I can tell you
>> in what we have from here for 2025 is
[1:09:46]
only $5,000. So,
>> and it's CIC.
[1:09:52]
» Yeah, that's CIC.
>> So, they're saying 800,000 and you're
[1:09:54]
saying 5,000?
>> Yeah.
[1:09:56]
» Well, there's a CDBG in there that
because I have to balance to that and it
[1:10:01]
is balance.
>> What? Michael and whatever that we
[1:10:06]
» we could never collect or those were the
last collection mounts that were
[1:10:10]
» ever put in there and never back up.
>> I'm sure we had to spend those before we
[1:10:14]
could spend sparks.
>> Yeah. Well,
[1:10:17]
» if there
Yeah. Well, in the um Exchange State
[1:10:22]
Bank, that's bank interest only and
that's sitting at $171,148.93.
[1:10:29]
So, um I do know Community National Bank
and Trust and ESB, uh nothing, which
[1:10:36]
I'll get those, but nothing had been
done with those accounts for a really
[1:10:40]
long time because they had prior prior
prior elected officials on the bank
[1:10:46]
accounts. So, nothing had been done for
a really long time.
[1:10:50]
» Well, I know the one CD was 40 years old
that I drew a bit about, we were getting
[1:10:56]
1%. So,
>> yeah. Yeah.
[1:11:00]
So my question is I guess why would we
have these accounts at the different
[1:11:04]
banks? Are we insured for only getting
so much at the bank where like we have
[1:11:08]
our main money? Did they
>> that part of our reassignment of
[1:11:13]
interest is they had to be credited and
leveraged to cover all accounts within
[1:11:18]
our bank. So
[1:11:24]
» that was when we bid out that process.
They had to be able to iate financial
[1:11:30]
backing and insurance to cover all
accounts.
[1:11:34]
» What was that the last part?
>> They had to be insured to cover all our
[1:11:38]
accounts.
>> Yes.
[1:11:40]
» Key bills or whatever else they're going
to put back to back every amount we have
[1:11:45]
in the bank.
>> Yeah.
[1:11:47]
» Probably most of them quite a bit more
than that just to ensure the phone bank.
[1:11:53]
» Yeah.
[1:11:56]
» So
>> if you can
[1:11:58]
would like to see that list.
>> Yeah, of course I can get that to you.
[1:12:02]
» We need to start combining and closing.
I'm all for that. It's it's a nightmare
[1:12:06]
for you to try to
>> reconcile those bank statements every
[1:12:11]
need when we're not operating.
>> Yes. Yeah. It's it's a lot to keep track
[1:12:16]
of on top of all the extra stuff the
state is also putting on. I mean,
[1:12:20]
they've um they've got a lot to add to
the plate recently, too. So, um anything
[1:12:26]
helps, I think. But predecessor was
supposed to have all this done before. I
[1:12:31]
thought that was all taken care of.
>> No. And I can um I can definitely get
[1:12:36]
you the whatever you need. I will I'll
give it to you. So, I don't have online
[1:12:43]
access to Community National or um
Exchange State Bank. So those things I
[1:12:49]
have to wait for the statement to come
and then I can also call the I've called
[1:12:53]
the bank before
>> if we need to make minutes to where
[1:12:56]
you're accessible to them.
I don't we need to get a motion ready
[1:13:01]
for every account so we can substantiate
so
[1:13:04]
» yeah and if we're going to close I'm not
sure
[1:13:09]
I think if I call the bank they would
give me whatever I requested and then I
[1:13:13]
can share it with you. Um, I don't know
that we could we necessarily would be
[1:13:17]
the right time to put me on there as
view only, especially if we're going to
[1:13:20]
get rid of them. I don't want to
>> Well, not not that. Just so they put you
[1:13:25]
to where you can actually look access.
You could have a status with them.
[1:13:30]
» Oh, okay. Yeah. Yeah.
>> It'll get so much online. If you're
[1:13:33]
talking about years of back the last
time it was active, it's not going to be
[1:13:38]
online.
>> That Yes. So,
[1:13:40]
» you're going to communicate. They don't
say, "Well, we're not on the account.
[1:13:43]
We're not talking.
>> Yeah. Yeah.
[1:13:45]
» Yeah.
>> Um
[1:13:45]
» call Nick and he'll verify that.
>> Okay. [laughter]
[1:13:49]
» Yeah. Well, the Bank of Commerce only
allows me to see electronically back to
[1:13:53]
uh 2023. So, I I have to request Yes. I
have to request a CD from them and they
[1:14:01]
usually will upload it. Um
>> and it kind of depends if it costs or
[1:14:06]
not. Um so
>> what's costing us a lot of money for
[1:14:12]
set?
>> Yeah. No C no interest.
[1:14:16]
» Yeah. A majority of them they are not
acrewing interest and some of them are
[1:14:20]
and it just kind of varies with CD or
just bank interest or both. There's only
[1:14:25]
one account that has both CD and bank
interest going into it. So,
[1:14:31]
um, so I at least just wanted to put
that out there and then we can always
[1:14:35]
discuss it later, too. Or if you have
questions or ideas you want to bounce
[1:14:39]
off me later, I'm, uh, more than happy
to talk about it and figure it out. So,
[1:14:45]
I at least just wanted to get it out
there so you all know what it looks
[1:14:48]
like.
>> It'd be also nice to they should be able
[1:14:50]
to take your EIN number and go to every
account within their bank and make sure
[1:14:55]
there's nothing
[1:15:00]
Yeah, I don't know if I can do that.
>> Never know.
[1:15:04]
» Yeah.
[1:15:08]
» Um
Okay. So, and then I also just wanted to
[1:15:11]
throw out there the jail construction.
Um I understand that uh it was the money
[1:15:16]
that's left in jail construction is from
sales tax um when it was being collected
[1:15:20]
for the jail um building repairs. There
is $72,616.93
[1:15:28]
sitting there. So, I at least just
wanted to let you know there are funds
[1:15:32]
um for that. And uh
>> repairs coming up.
[1:15:36]
» Yeah.
>> Yes.
[1:15:36]
» What did you say?
>> We have repairs coming up. We'll use
[1:15:39]
that money.
>> Oh, yeah. Perfect.
[1:15:40]
» We can use it.
>> Jim always left it there just Well,
[1:15:44]
we're always going to fix the roof.
>> We had to Well, we fixed the roof once
[1:15:50]
» anyway. Okay. Yes. It'll last [laughter]
10 years.
[1:15:57]
» Okay. So, um the next one would be the
health department transfers. Uh I
[1:16:02]
believe some transfers need to be done
within the the bank accounts. So,
[1:16:08]
um I think there should be a transfer
associated with this account when
[1:16:12]
accounts payable disperses payments for
that department um to the to get the
[1:16:17]
account balance to the health department
to balance with the health department
[1:16:21]
fund. uh the initial transfer would need
to go into the county's main account
[1:16:25]
because the main account is what has
been covering the accounts payable
[1:16:29]
expenses.
So uh once that initial transfer is
[1:16:32]
complete, the bank balance and ledger
can be brought into alignment and then
[1:16:36]
just moving forward, I would uh complete
a transfer when I need to from health
[1:16:41]
department account to the AP account to
cover that department's uh
[1:16:45]
dispersements. Um, and then this would
keep the bank activity and the ledger
[1:16:49]
activity matched instead of allowing the
balance to continue accumulating here
[1:16:54]
and going down here. So,
>> so right now probably the grants require
[1:17:00]
a separate checking account. So, the
health department has a checking
[1:17:02]
account, but all the checks are coming
out of our normal
[1:17:05]
» right
>> account that we take AP from and there's
[1:17:08]
never been a transfer for those expenses
from the health to the regular.
[1:17:13]
» So, there I know. Uh yes. Um and of
course I didn't write that one down.
[1:17:21]
That one was like 1.8 million.
>> So
[1:17:26]
» that included the um pay
grant payment like fuel
[1:17:33]
» if it's being paid out.
>> Yeah. We've been paying all the bills
[1:17:36]
and not taking the money back.
>> Well, no payroll.
[1:17:38]
» Yeah. Yeah.
>> So, anything in the fund that is
[1:17:41]
» maybe for previous years, but currently
the grants are not paying for payroll.
[1:17:46]
» Yeah. There's one individual that is
strictly supposed to be granting, but I
[1:17:50]
think it's still coming out of the
county.
[1:17:54]
» So, once she gets that transfer done,
it'll cover it. So, okay. I just want to
[1:17:57]
make sure that was included.
>> Yeah. No, no, you're fine. I will just
[1:18:02]
uh transfer the I will get the I didn't
get the number. I was in a rush. I
[1:18:07]
didn't get the number of what the
difference was uh between what the
[1:18:10]
account and the ledger is. Um but of
course I would just transfer the
[1:18:16]
difference into the main bank account.
So then that way the bank account of
[1:18:20]
health department matches their fund and
then every time we have uh accounts
[1:18:25]
payable um for their bills and such
because the grants go towards things
[1:18:30]
like that. I think it would be
appropriate to transfer health
[1:18:33]
department to AP instead of going to uh
Home State Bank, our main account, and
[1:18:38]
then to AP.
>> Sure.
[1:18:40]
» On your checklist of one more thing.
>> I know. Yeah. [laughter]
[1:18:44]
But I want things clean and orderly and
organized.
[1:18:48]
» Well, yeah. I mean, it means you better
write checks out of the health
[1:18:52]
department.
>> Yeah. And I think it would be easier to
[1:18:55]
transfer. Just my opinion. [laughter]
I I would prefer that if if I can
[1:18:59]
request that. So
>> yeah, and then we probably just need to
[1:19:03]
look into payroll because payroll would
be separate.
[1:19:06]
» So in years past
>> um
[1:19:10]
» yeah, the grants were supposed to cover
payroll.
[1:19:13]
» Yes.
>> Currently, I'm not for sure how many are
[1:19:16]
actually still being covered. You'd have
to look at the grant
[1:19:21]
» one for sure.
>> There's possible that there's another
[1:19:24]
one under WIC, but I don't know. A few
years ago, it used to be everyone got
[1:19:29]
» most of their
>> I don't I don't think it's that way.
[1:19:35]
» Okay.
>> And we can always come up with something
[1:19:37]
that will work because I don't want to
make your job harder either by
[1:19:41]
» Okay.
>> And it would be like because I have one
[1:19:44]
of them already separated out as grant
salary or salary. Okay.
[1:19:49]
» So that one specifically, you know,
every pay what that amount was.
[1:19:53]
» Okay. because it's set to those fund
lines that are already set up. So all we
[1:19:56]
got to do on APM payroll is that report
and that gives you a flat dollar amount
[1:20:02]
right at the check.
>> That would be awesome. I would really
[1:20:05]
appreciate that. And then we kind of
know what what uh just keeping it
[1:20:09]
straight and balanced is my goal.
>> Cleaning up the past. It's just going to
[1:20:13]
be a matter of the funds from one
checking account to the other going
[1:20:17]
forward. Then we'll have a record of
whether it's payroll or whatever for the
[1:20:22]
grant. So
>> yes. Yes.
[1:20:24]
» But I think we we need to include that
because that's a large payroll on one. I
[1:20:30]
don't know about the other. So
[clears throat]
[1:20:31]
» yeah. So if you guys are comfortable
with that um then I can make the initial
[1:20:36]
transfer. I asked the bank account and
of course I can give you the number
[1:20:39]
before it's even said and done. Um but I
did ask the bank how we would go about
[1:20:43]
that and they would just uh initiate the
transfer um with the individuals on the
[1:20:48]
signature cards currently. So um we
would just have to go up there sign a
[1:20:52]
card saying that we want to transfer
this to that and then it's done and then
[1:20:56]
of course I can do I I will document it
in the CIC so that way you can see it.
[1:21:02]
» Could we not just write a check from the
health department to the county?
[1:21:06]
» Yes.
>> You wouldn't have to the bank involved
[1:21:08]
in it?
>> I don't know. Whatever. large something
[1:21:11]
like that in large is it
>> it's what what did you say
[1:21:15]
» probably better for the bank electronic
members
[1:21:20]
» well an in CIC isn't um set up for me to
write checks from the health department
[1:21:28]
so I'll have to get with CIC to do that
first and so that's why I was just going
[1:21:32]
to initiate the first one and then
moving forward okay yeah and then I can
[1:21:36]
just write the checks uh to from the
health department to our Yes.
[1:21:42]
» Yeah.
>> Yeah.
[1:21:44]
» Just put in the transfer. Okay.
>> Yes. So, if you're good with that, then
[1:21:47]
um we can initiate the transfer and uh
I'll also give you all the details
[1:21:52]
before that happens so you know what's
going on.
[1:21:56]
» Um
>> cuz I know I had access to all those
[1:21:59]
cameras. I thought
>> you thought
[1:22:02]
» I thought I had all the [laughter]
[1:22:07]
>> Oh, no. three.
[1:22:12]
[snorts]
>> Yeah.
[1:22:13]
» Okay.
>> Okay.
[1:22:15]
» But we're learning more.
>> Yes.
[1:22:17]
» And I appreciate Linda Smith is helping
out with this a lot.
[1:22:20]
» Yeah. Yeah. She is wonderful. She's
doing great. And um honestly, I couldn't
[1:22:26]
have gotten this far without her. So, I
have so much on my plate already and and
[1:22:30]
she's stepped up and helped me with a
lot of things and also taught me a lot
[1:22:33]
of things and is continues to teach me
things. So, I really appreciate my time
[1:22:38]
with her and I appreciate you guys for
um being open and okay with that. So,
[1:22:44]
and doing what you can to help our
department.
[1:22:47]
» What' you say?
>> The interest amount is would be huge.
[1:22:51]
» Yes.
>> Yeah.
[1:22:53]
» Say she's earning her money.
>> Yeah.
[1:22:58]
» Yes. Yeah. She's doing great. Um but I
this is all I have to present today. So,
[1:23:04]
» tax.
>> Huh? tax. So, I see we got our invoice.
[1:23:08]
» Uh, yes, we have the invoice and I coded
it and I I don't know if it's in that
[1:23:13]
one, but I know I put it in the basket.
Um, that is at the
[1:23:19]
Oh my gosh, can't think of the word.
I've got everything I need to the
[1:23:23]
attorney and then it's abstract now, I
believe, is where we're sitting at with
[1:23:27]
the tax hill. So,
[1:23:32]
» I see that she like CC you or you did.
>> I did CC you. Uh I wanted to make sure
[1:23:37]
she had your updated email cuz she was
still including your old email. So,
[1:23:42]
» that's
>> and I wasn't sure if you had access to
[1:23:45]
that one. So, I wanted to make sure she
got you.
[1:23:47]
» I can get both
>> prefer the other one.
[1:23:52]
[laughter]
Um,
[1:23:54]
» well, I know the city of Shenoot is
anxious to have the tax sale.
[1:23:58]
» Yes, there's a lot of there's a lot of
people that are. So,
[1:24:02]
» they're picking up like 60 lots.
>> Wow.
[1:24:05]
» That they would like to see.
>> Geez.
[1:24:08]
» Sold.
>> Yeah.
[1:24:09]
» So,
>> yeah, I've had a lot of uh people ask
[1:24:12]
about it. So, it's definitely time
>> process
[1:24:19]
property.
>> How many lots?
[1:24:20]
» Uh, there's like 200. Yeah, 208 209
>> is how many properties were on there,
[1:24:26]
which actually went down from the
beginning of this year because it was
[1:24:29]
over 300 uh the beginning of this year.
So, it did go down a little bit.
[1:24:34]
» Well, closer it gets.
>> Yeah.
[1:24:37]
» Yeah. The more people that will come in.
>> Yes.
[1:24:41]
» Yep.
>> So, that will be after the first of the
[1:24:44]
year.
>> Yes.
[1:24:45]
» Yes.
>> So,
[1:24:46]
» Yep.
>> You got it started.
[1:24:48]
» Yes.
>> Yep. Now, we just wait. It's great. If
[1:24:51]
people want to pay, we would love for
you just to pay
[1:24:54]
» marketing tax and then we don't have to
go through all this. So,
[1:24:58]
» yeah. But, uh, that's all for me. Do you
guys have anything you would like to um
[1:25:04]
do you have questions or anything?
>> No.
[1:25:09]
» Thanks for hanging.
>> I think you gave us plenty. [laughter]
[1:25:11]
» What' you say?
>> I think you gave us plenty.
[1:25:13]
» Okay. It's a whole dumpster dumpster
truck. We'll come up with more, you
[1:25:18]
know, in our next meeting. So,
>> yeah. [laughter]
[1:25:21]
There's it's always something.
>> So, we're not going to meet until the
[1:25:24]
10th, which is the Thursday after
Memorial Day.
[1:25:27]
» Okay.
>> Labor Day.
[1:25:28]
» Labor Day.
>> Labor Day. Whenever the holiday
[1:25:30]
[laughter]
can never get the same thing,
[1:25:34]
» but uh I think because of the holiday,
we decided to wait till Thursday. So,
[1:25:38]
» okay.
>> Two more days.
[1:25:40]
» All right. Well, no problem. I'll make
sure to get you guys that before then so
[1:25:44]
you can look at it,
>> please.
[1:25:46]
» Okay.
>> Yeah.
[1:25:47]
» Yes.
>> Yes.
[1:25:48]
» Yep. All right, guys. Well, I appreciate
your time. Thank you so much. Thanks,
[1:25:52]
Gabby.
>> You have a good day.
[1:25:56]
» All right, Melanie, you have one short
thing
[1:26:00]
today. [laughter]
>> I failed to have you approve a training
[1:26:05]
before I have it next week. So,
>> Oh,
[1:26:07]
» and I was like, I thought I did and I
couldn't find a paperwork. So, here I
[1:26:10]
am.
>> Denied.
[1:26:14]
» Here's your copy and I'll get
>> Thank you.
[1:26:20]
next week. Like I said, you already paid
for it. I have my room. I forgot to get
[1:26:24]
it approved. I usually get both it and
fourth corners done. And
[1:26:29]
I don't know. I have no excuses today.
[1:26:34]
It's my yearly. Um I get credits for
>> fun fun.
[1:26:39]
» Manhattan is always a good time.
[1:27:06]
I'll make a motion.
Governor Kev Cop to attend KE from a
[1:27:12]
conference August 30th to September 3rd
Manhattan campus.
[1:27:18]
» I'll second the motion.
>> All those in favor?
[1:27:21]
» I
>> I motion carried. Do you need that back?
[1:27:29]
» That is actually all I have for you
today.
[1:27:31]
» So, we've never talked about this, but I
know other counties are putting a burn
[1:27:35]
ban on. How do you think that we're
doing as far as
[1:27:39]
» um I have not been approached by any
fire chiefs to have another one? Now, we
[1:27:45]
had that discussion what earlier this
summer about changing the burn bands.
[1:27:50]
Um, I don't know that we've had problems
with people burning. So, I mean, people
[1:27:55]
are adults and tend to not try to burn
their stuff down, right?
[1:27:58]
» We made it through the 4th of July,
right? So,
[1:28:00]
» we did make it through the 4th of July.
Nick didn't burn anything down. So,
[1:28:04]
» he tries to a lot, don't you?
[laughter]
[1:28:09]
» No, I I to be honest with you, when I
had that conversation with the fire
[1:28:13]
chiefs, um, nobody has approached me
about it, and that's generally where we
[1:28:17]
go with it. Um, if it starts being an
issue, we're hoping we get some
[1:28:21]
» We're going to get some rain. It's
September, right?
[1:28:24]
» And we're supposed to have a wet winter
as well.
[1:28:26]
» Oh, we are.
>> We're going into L.
[1:28:30]
» Mike is shaking his head. No.
>> Sorry.
[1:28:33]
» I don't I don't make the rules, Mike. I
just I'm just reporter. Don't kill the
[1:28:37]
messenger. But we're in a wetter we're
going to be in a wetter winter is my
[1:28:41]
understanding. So,
>> maybe
[1:28:44]
» Well,
>> we need that. But
[1:28:45]
» we do need some moisture, but um we We
need to get rid of
[1:28:49]
» I haven't heard anything. So,
>> no, actually everybody
[1:28:53]
» I mean I know the wheat's not apparently
not as good as they thought it was going
[1:28:56]
to be this year. A little less, but I
haven't had any. So,
[1:29:00]
» corn everyone's putting corn down.
>> I think
[1:29:05]
» Yeah. So, nobody has said anything. So,
>> there's quite a bit of moisture in the
[1:29:09]
morning still on the ground. So,
>> yeah.
[1:29:12]
» In Witchah this weekend, they got rain.
>> We got rain. We did.
[1:29:15]
» Yeah, we did.
>> Oh, okay. We got we got some in
[1:29:17]
Gailsburg brain for like 30 minutes and
then it was done. So [laughter] we're
[1:29:21]
done. We got a little
>> Okay. So no, if if you have if you want
[1:29:25]
if you want to um entertain a burn bane
change, I'm more than willing to get
[1:29:30]
information again, but I already tried
that before. So
[1:29:33]
» I was wondering if there was any talk,
but
[1:29:35]
» No, no, I'm good. But if you know
anything else, thank you guys.
[1:29:39]
» Thank you.
>> Sorry about the wait,
[1:29:43]
» Miss Cheryl.
[1:29:46]
You're back again. This is just becoming
a regular.
[1:29:50]
» Well, you miss us so much.
>> Well, I'm the one who hears from the
[1:29:54]
real estate person.
I'm between you and them. So, that's why
[1:30:01]
uh so I I am requesting
an executive session to discuss purchase
[1:30:08]
of real estate. And I did I heard you
talking about bank accounts. So, I
[1:30:12]
brought bank statements for you. Isn't
that nice?
[1:30:17]
So, I have that.
[1:30:26]
I move to recess into executive session.
[1:30:33]
Oh. To discuss the acquisition of real
estate regarding the attorney's office
[1:30:38]
for how long are you going to talk?
>> 15.
[1:30:42]
» 15. probably I
>> let's go with 10 minutes and then we can
[1:30:47]
go more if we need to to include
commission council and county attorney.
[1:30:51]
» Okay,
>> we'll come back at three Oh, sorry. 245.
[1:30:56]
» Okay,
>> I'll second the motion.
[1:30:58]
» All those in favor?
>> I I
[1:31:03]
» That'd be 15 minutes. Is that okay?
>> Oh, I'm sorry. I said Yeah. 240.
[1:31:06]
» 240.
>> I just said 10 minutes. Okay, that's
[1:41:50]
We're back in session. No action was
taken.
[1:41:55]
Anything else for us?
>> Well, okay. Yes.
[1:42:01]
Uh, so I'm just going to say it out,
okay? For me, there isn't any real
[1:42:07]
reason not to do this. And at some
point, I do need to give an answer to
[1:42:14]
those people in order to be sort of a
professional business person.
[1:42:20]
So, if you have lost interest or you're
not going to do this, I I kind of need
[1:42:27]
to tell them. So, I
Not meaning to pressure you, but I'm
[1:42:31]
pressuring you. Okay? So, I apologize if
it's like that. But what do you want me
[1:42:38]
to tell them?
[1:42:42]
» We got pretty firm numbers of what we
have remaining available. That That's
[1:42:47]
why I want if you got that summary again
>> from the audit.
[1:42:52]
» Yeah. Yes, I can send you the executive
summary again, but I can tell you he his
[1:42:56]
his prediction, I think, is that there's
going to be over 125,000 dollars left
[1:43:02]
that belongs to the county. And I
actually think that estimate is low
[1:43:06]
because some of the things that would
have to be distributed from that fund
[1:43:11]
have already been paid. So, you have
another over $100,000 for sure that will
[1:43:18]
be available.
[1:43:31]
and
first enter about 47.
[1:43:36]
» Mhm.
And then there's mine, which the one
[1:43:40]
that I started that has I'm sure it has
18 by now because
[1:43:46]
I know I've added almost $1,000
since that statement. So,
[1:44:00]
approximately
[1:44:26]
185,000
>> I'm sorry what
[1:44:28]
» approximately 185,000
That's correct.
[1:44:43]
And if you uh are directing me to
put some of that larger account in a
[1:44:51]
different instrument at the bank, I
think that would be wise
[1:44:57]
because it's not making you it's not
making anybody any money right now. It's
[1:45:02]
just sitting there.
>> Is that art?
[1:45:06]
» H
>> is that our direction? They just they
[1:45:09]
should Yeah, they would just hit the
>> I I would like to do that
[1:45:14]
» market of some sort.
>> Yeah, like a money market account at
[1:45:17]
least.
>> If you're not having enough activity,
[1:45:19]
that would be penalizing to you.
>> No, no,
[1:45:23]
if I Yeah, if I needed to. Yeah, I could
even make Yes, I can avoid a lot of
[1:45:30]
activity.
[1:45:34]
Is there a name on that or just
>> I wouldn't give the account number.
[1:45:38]
» Well, of course not. [laughter]
>> I'm just saying
[1:45:43]
» convert. I'd make a motion to have you
convert the community account into a
[1:45:49]
money market.
>> Okay.
[1:45:51]
» Diversion fun.
>> Yeah.
[1:45:56]
» I'll second that. Any more discussion
>> in that? He still had a
[1:46:01]
» All those in favor?
into that. He also had a training.
[1:46:06]
» Are you going to Well, the training fund
is a whole different thing. I'm talking
[1:46:10]
with Gabby about that.
>> Okay. Figure out what that is. No, I
[1:46:13]
think what you're thinking of is he had
a drug buy fund. Okay.
[1:46:17]
» For the law enforcement and I had a
conversation with them and it turns out
[1:46:21]
that none of them wanted that money.
They have their money to buy to make
[1:46:25]
control buys of drugs. So when Tiana
came in office, there was about 35,000
[1:46:31]
in that account. And uh and when I came,
there was like 2700 because she wrote
[1:46:37]
some big checks to the law enforcement
agencies, the sheriff's office, uh the
[1:46:42]
Erie Police Department, and the Shoot
Police Department. And they uh I think
[1:46:46]
they bought equipment. I think the Shoot
PD added a few uh
[1:46:52]
maybe not flot cameras, but cameras for
I think she came to us about that.
[1:46:58]
» And so so that one is I I just closed
the account because it had to and put it
[1:47:04]
over into that one that's 18,000. So
>> I just remember there was two.
[1:47:08]
» Yes, there. Yes, you are correct about
that. And I there was like a she pretty
[1:47:15]
much spent all that money. So
yeah, but I will take action to put the
[1:47:22]
the larger account in a different kind
of thing that will at least earn us a
[1:47:27]
little bit of income as we go here.
>> Your space is limited. I know that.
[1:47:33]
» Uh yeah, I don't know. Uh,
[1:47:39]
I don't know what to do if I if we're
not going to do this then.
[1:47:47]
I mean, I'll figure something out right
now. You know, I'm kind of hanging them
[1:47:51]
from the
chandeliers. But
[1:47:57]
what I can do,
>> where do you think you go? Oh, I just
[1:48:04]
there's just no space in Chinuke. I
mean, I'm surprised there's not more
[1:48:08]
options, you know. It's kind of sad.
>> It is, but
[1:48:15]
» it is.
>> Yeah. And nothing truer was ever said.
[1:48:18]
There's not any options.
>> Well, if we get all that money, let's
[1:48:23]
just build new.
>> Yeah,
[1:48:27]
you're going to get more than that
building new.
[1:48:32]
a lot.
>> Yeah, I'm afraid
[1:48:34]
» I don't like the location.
[1:48:38]
» It could be worse. It could be out by
the high school. That's really not good
[1:48:41]
location.
Um, yeah. I mean,
[1:48:57]
we'll be back tomorrow to work on more
budget things. Okay.
[1:49:01]
» And let's discuss it and see.
A little overwhelmed right now on making
[1:49:07]
decisions on budgets.
>> Okay.
[1:49:09]
» And expenses day,
>> I guess.
[1:49:12]
» But we're we're going to meet tomorrow
and we're meeting on Thursday. So
[1:49:15]
» Okay. Okay. What time? Tomorrow.
>> Okay. All right.
[1:49:22]
I will
>> try to work in our numbers here.
[1:49:24]
» Yeah.
>> And we're going to talk about wages
[1:49:26]
tomorrow. So
>> Okay. I probably need to be in that
[1:49:29]
department. Yeah, I I need to be talking
about that. Okay. All right. Thank you.
[1:49:34]
Thanks for your time.
>> Thank you.
[1:49:40]
» Cindy,
[1:49:44]
couple of things.
Um, this was a last minute submission
[1:49:50]
after the budget meeting and wasn't able
to get in the consent agenda. if we can
[1:49:55]
get this approved for this individual.
[1:50:00]
I apologize.
It's something that came up in regards
[1:50:04]
to the
>> Sure.
[1:50:08]
I'll make a motion to approve a leave
request form
[1:50:12]
for one county employee. Second.
>> All those in favor? I.
[1:50:17]
» Motion carried.
[1:50:29]
Thank you much.
>> I guess it doesn't matter. I'll just
[1:50:32]
» Oh, it does say original.
>> I'll just switch it. I'll just cross
[1:50:35]
that off.
>> Messed up.
[1:50:39]
» Um. All right.
[1:50:46]
» Trying to think. Already forgot.
>> Not good. Not good.
[1:50:52]
Um,
not sure where to start here. Um, let's
[1:50:57]
do
I'll give you some updates real quick.
[1:51:01]
So, actually, no, I'm going to take that
back. Uh, non-elected I'd like to
[1:51:05]
request an executive session for
non-elected personnel in the jail um for
[1:51:10]
five minutes to include myself,
commission, and counsel.
[1:51:17]
» For how long? Sorry.
>> Five minutes. Oh, five. So, we'll come
[1:51:20]
back at 255.
I'll move to recess into executive
[1:51:24]
session to discuss personnel matters of
non-elected personnel regarding the jail
[1:51:28]
for 5 minutes to include commission,
counsel, and HR. We'll come back at 255.
[1:51:34]
» I'll second it.
>> All those in favor?
[1:51:37]
» I
>> I motion carried.
[1:56:31]
You're live.
[1:56:35]
» I don't know how we can be 30 seconds
off.
[1:56:40]
» All right, we're back in session. No
action was taken.
[1:56:44]
» Hello.
>> It's going to be a long meeting. Um
[1:56:49]
» um I'd like to request another um
non-elected executive session regarding
[1:56:55]
the treasurer's department to include
myself, commission and council for 5
[1:57:00]
minutes.
>> I'll move to recess into executive
[1:57:04]
session to discuss personnel matters of
non-elected personnel regarding the
[1:57:07]
treasur's office for five minutes to
include commission council and HR and
[1:57:11]
come back in at 3:00.
[clears throat]
[1:57:14]
» I'll second the motion. All those in
favor?
[1:57:16]
» I
>> I motion carried.
[1:57:25]
It's a good thing.
[2:01:41]
Good to go.
>> We're back in session and no action was
[2:01:44]
taken.
>> All right, one left. Um, this one is uh
[2:01:48]
non-elected executive regarding road and
bridge for 10 minutes to include myself,
[2:01:56]
commission council, and my the director.
[clears throat]
[2:01:59]
So I'll move to recess into executive
session to discuss personnel matters of
[2:02:02]
non-elected personnel regarding road and
bridge for 10 minutes to include
[2:02:05]
commission counsel HR and road bridge
director
[2:02:09]
» to come back at 3:10.
>> I'll second the motion.
[2:02:15]
» Okay. And why don't we make that 3:15
and get a fivem minute break? Some of us
[2:02:21]
didn't take a break earlier.
>> I know.
[2:02:23]
» Back [laughter] at 3:15 with the five
minute break.
[2:02:26]
» All those in favor? I
>> I motion carry.
[2:02:29]
» You're quicker.
[laughter]
[2:17:03]
We're live here.
>> We're back in session and no action was
[2:17:06]
taken.
[2:17:10]
» Um
the only other thing I brought and I
[2:17:14]
kind of mentioned it to you guys this
morning and I just wanted to say it
[2:17:16]
because Mike and I talked about it. um
we have to figure out
[2:17:22]
they are full on all their budgeted
positions regardless if they're
[2:17:25]
part-time because the part-times are
budgeted at part-time
[2:17:29]
if it is felt that there is a need for
an additional road and bridge position
[2:17:33]
or to um I need to get with Mike we
needed equipment operator do we want a
[2:17:38]
road grader operator like what do we
want and then I can give you guys the
[2:17:43]
number should we hire an individual um
but that's something for you guys to
[2:17:48]
think about. And in the meantime, I'll
get with Mike to see what positions, if
[2:17:52]
any, um, he'd request to add to the
budget for next year. Does that make
[2:17:58]
sense?
>> Yep.
[2:18:01]
» Okay. Not that I'm trying to add more
money, but I know
[2:18:06]
um, having enough people is always a
concern, so this would be the time to
[2:18:09]
address it.
>> All right. Anything for me?
[2:18:14]
» No.
>> All right. Thanks, y'all. Thanks,
[2:18:16]
Sydney.
[2:18:20]
» All right, Mike.
[2:18:26]
» Okay. Good afternoon, everyone.
Don't have a whole lot on my list.
[2:18:32]
Um,
[2:18:36]
did we want to discuss the
Colbert
[2:18:43]
issue or proposal, whatever you want to
call it, for the Gailsburg school. Do we
[2:18:49]
want to do that or
I know last week we kind of tabled that
[2:18:54]
and we're going to revisit it and
I've had them call me and
[2:19:02]
ask where we're at on that.
>> Um
[2:19:06]
» not that I don't help but they are a
taxing entity that have funds outside of
[2:19:12]
their budget.
I still want to know
[2:19:16]
why
I'm hoping to do our part, but we're
[2:19:20]
doing extras.
[2:19:24]
We'll close on our budget right now,
too.
[2:19:26]
» Yeah.
[2:19:30]
» Well, taxpayers do pay a lot of taxes,
too. know that
[2:19:34]
» well they
one of the guy now this it wouldn't be
[2:19:38]
official but [clears throat]
I was contacted by one of the residents
[2:19:42]
over there and he suggested even
he thought he might be able to talk the
[2:19:48]
contractor that's doing the uh fiber
optic cable into installing it
[2:19:54]
u
I wouldn't have a problem with them
[2:19:58]
doing that I would want to oversee it
but um just to kind of ease the pain a
[2:20:05]
little bit. But
[2:20:10]
that's not my decision to make. It's
whatever you guys whatever you think.
[2:20:16]
And I did look at the site again. We
thought maybe there would have to be a
[2:20:22]
third culvert installed downstream, but
there won't be. It goes past one house.
[2:20:29]
He'll need a new culbert. Did you ever
send us the cost to
[2:20:33]
» um I have a for the
this is the cost for the culverts
[2:20:39]
themselves
which is u
[2:20:43]
$4,998.14.
[2:20:46]
I don't have a copy for everybody's
[2:20:54]
now that it would probably take
a load of u or a couple loads of gravel
[2:21:02]
and maybe a load of cold patch
to which you're probably looking at
[2:21:10]
maybe another couple thousand dollar on
top of this. in our time.
[2:21:15]
» In our time,
>> but I thought they were willing to pay
[2:21:18]
for the covers.
>> Well, they are. This is just a
[2:21:22]
» So, somebody had asked for this the
other day to
[2:21:25]
» Yeah.
>> So, our time is what we're really
[2:21:29]
» Well, patch of gravel.
>> Yeah.
[2:21:33]
» 500.
>> Well, and if they were willing to pay
[2:21:35]
for that, then it would just be our time
and trucks.
[2:21:38]
» So, I mean, it's a county road, correct?
>> Yes. And so normally we do cover
[2:21:42]
culverts that need to be replaced. I
don't
[2:21:45]
» think they usually pay
for the cost,
[2:21:49]
» not labor. They just pay for the covers.
Correct.
[2:21:54]
» For a new installation.
Yeah. They pay for the culbert, the
[2:22:01]
rock, and a backho service.
>> Equipment service. And we probably need
[2:22:06]
to update that really because
>> it's But usually
[2:22:11]
» the last co I watched there was three
guys that are
[2:22:15]
» well you now there's probably two but um
but we don't make money off these
[2:22:23]
installations because we're there to
provide a service. I know, but they also
[2:22:26]
are taking tax before they can
>> fund something on this,
[2:22:30]
» but um
>> it's whatever the commission thinks on
[2:22:35]
this.
[2:22:43]
A little concerned what their budget for
the school budget is. As to com comment
[2:22:49]
earlier, their rates keep going on
school district reimbursement and we're
[2:22:55]
pinching money to try to pay our
employees.
[2:23:10]
So, I guess this is my question, too. If
we're going to do the 2-in overlay on
[2:23:15]
the west side of Gailsburg Road, does
this affect anything? Will we have a
[2:23:20]
drainage problem on that overlay that if
we don't do this? Is it causing problems
[2:23:27]
or what? Why do they want to replace
this? I guess
[2:23:30]
» it it won't affect the county road.
They've made some changes to their
[2:23:35]
school. Uh, I believe the gymnasium was
added on and yeah, frankly, I don't
[2:23:42]
think they got the elevation right and
uh they have a water issue with the
[2:23:48]
building. Do you is that correct?
>> Oh goodness. Okay. So, this should solve
[2:23:55]
that problem,
>> but
[2:24:03]
they this really should have been done
when they did the addition to the
[2:24:06]
school.
>> Kind of like 150th out here.
[2:24:10]
» How long has that been?
>> I was done before.
[2:24:12]
» Kind of like 150th out here.
>> Yeah.
[2:24:14]
» Yeah. I agree.
[2:24:22]
or
if you want to think about it some more
[2:24:25]
and we can talk about it again next
meeting.
[2:24:29]
We still have a little time. We don't
have a lot of time, but we have a little
[2:24:32]
time.
So, I was just asked to bring it up and
[2:24:38]
um
[2:24:58]
Well, if we're not going to do 150s, we
shouldn't do this.
[2:25:05]
That's my thoughts.
[2:25:13]
Well, okay. I'm going to keep moving.
Uh the chip and shield operation, we're
[2:25:19]
kind of in the middle of that right now.
We've been over around there area. We've
[2:25:24]
got that done. We do have some cleanup
over there. I've had some grumbling
[2:25:28]
about some loose gravel and what have
you. We'll there'll have to be some more
[2:25:32]
work done. Um we got that taken care of.
60th road and then the 10th road from 59
[2:25:41]
west for that one mile down around the
Morehead area and then we're going to
[2:25:46]
move up this way tomorrow. Um
we don't do anything anymore for the
[2:25:52]
city of Chinoot. Um city of Erie hasn't
won anything the last couple years and
[2:25:57]
the city of St. Paul are going to try
some fog sealing this year. So I'm
[2:26:03]
anxious to see how that works. Uh
we'll try that possibly Thursday.
[2:26:14]
Um
[2:26:17]
so I emailed you guys uh regarding the
engine in our crusher at the quarry.
[2:26:24]
It's got some pretty significant
issues. the rocker rail and the one of
[2:26:30]
the heads is broken
and it's showing signs of wear. It's the
[2:26:37]
the machine's got like 14,000 hours on
it. Um
[2:26:44]
the options
[2:26:47]
are um to overhaul it just the parts
you're looking at
[2:26:57]
15,000
$29.55.
[2:27:01]
There would be some additional work that
would have to be performed by Foley,
[2:27:05]
which would probably be I can't I don't
have a quote on that, but it it'd be in
[2:27:10]
the neighborhood of$2 to $3,000 of
additional work. Um,
[2:27:16]
here's a parts the the list of that
breakdown.
[2:27:31]
Personally, I would not recommend that
option.
[2:27:36]
Uh, with, you know, when you get that
14,000 hour mark, you're you're pretty
[2:27:41]
well at the life of that engine.
Um,
[2:27:45]
the other option which I'm getting ready
to give you is a uh for remanufactured
[2:27:54]
engine from
Foley.
[2:27:58]
Uh, and then this is a CAT C15 engine.
Pretty common engine, but it's
[2:28:05]
$34,32467.
[2:28:26]
12,000 hour warranty. [laughter]
>> Yeah,
[2:28:32]
I'll try.
I may need some help on that. Um,
[2:28:38]
but I think most people would agree that
that's
[2:28:42]
you know, you're halfway there on the
repairing the old one, and there's no
[2:28:47]
guarantee we won't have the same thing
happen a month from now with the other
[2:28:51]
head. So,
>> you could do that, and something else
[2:28:53]
could break in there, and you'd be end
up doing this anyway.
[2:28:56]
» Yeah,
I really It would be my recommendation
[2:29:00]
to buy the the the new engine.
And if you
[2:29:07]
decide to do that, I have a motion here.
The only thing I left blank was
[2:29:14]
» where it's coming out of. Okay. So, we
do have some funds that we could take
[2:29:19]
out of. We have some in the equipment
reserve, some in the pilot fund, and
[2:29:24]
some in special machinery. The only one
that we only have I didn't know there
[2:29:29]
was this $10,000 core deposit. Really
the only one we have is the pilot fund.
[2:29:35]
So initially when we set up the pilot
fund they gave so much money to road and
[2:29:38]
bridge and so much to the sheriff's
department and road and bridge we
[2:29:42]
haven't actually used all of that
initial money. So we have about $67,000
[2:29:46]
in there. So we would have enough money
to use to purchase this and that way it
[2:29:51]
would stay out of his um operations the
dayto-day operations.
[2:29:57]
Do you
>> have a time for anyone that could have
[2:29:59]
this?
I think the old one back.
[2:30:02]
» Uh the
I think they can have it fairly quickly.
[2:30:08]
» These are pretty common engines. I think
Bill said they had one available.
[2:30:23]
So this core deposit I mean is the total
45 or 34? It's 34 because we'll give
[2:30:29]
them the old engine.
>> Okay. It's basically
[2:30:33]
» I got you.
>> The core is the trade of our Now, if we
[2:30:36]
didn't give them our old one, it would
be that much.
[2:30:39]
» But
>> they want it.
[2:30:43]
» Well, they'll remanufacture it.
>> Well, yeah. They'll they'll take it and
[2:30:47]
rebuild it and it'll be like a new
engine when they get done.
[2:30:53]
So,
>> you think the pilot line will be fine?
[2:30:55]
Yeah. Okay.
I make a motion to purchase the CAT C15
[2:31:00]
diesel engine equipment for the rock
pressure
[2:31:06]
in the amount of $34,32467
[2:31:10]
to be paid out of pilot fund account
number 433.
[2:31:16]
» I'll second the motion.
>> Any more discussion? All those in favor?
[2:31:20]
I I motion carried.
>> Okay. Thank you for that.
[2:31:31]
Just reminding Rodney I'm a little
worried about the warning.
[2:31:34]
» I will pass that on.
Um
[2:31:40]
my next item is um
the routine bridge inspections
[2:31:48]
for
our bridges and um
[2:31:55]
CFS does that for us and I they've
always done us a good job and and u they
[2:32:01]
do have a
proposal
[2:32:08]
for us that and I'll need a signature on
it.
[2:32:14]
» I did email this to you.
[2:32:24]
Their proposal
uh is in for 20 the 2026 routine bridge
[2:32:30]
inspections is uh $23,491.
[2:32:42]
And if you will approve that, I will get
a couple of signatures and we'll get
[2:32:48]
that in the works.
[2:33:27]
Do you have the original to sign?
>> Yes.
[2:33:32]
» Are you going to sign it?
>> Chassity.
[2:33:36]
» It just says Neo County. You're more
than welcome.
[2:33:41]
» Yep. I'll make a motion to approve
um the routine inspection of 169 off
[2:33:48]
system
and RS system bridges at the unit price
[2:33:54]
of $139 for a total of $23,491
for CFS
[2:34:02]
to be taken out of the road and bridge
operation.
[2:34:08]
Any more discussion?
All those in favor?
[2:34:12]
» I
>> I motion carried.
[2:34:20]
» Speak up.
[2:34:47]
Okay, thank you for that.
[2:34:51]
Um
[2:34:57]
the the next thing I have is uh we have
an account with Pump Tire. We buy quite
[2:35:03]
a few tires from them.
And they've asked us to update our
[2:35:08]
credit application.
I apologize to Ken. I just kind of gave
[2:35:13]
this to her right at the beginning to
look over, but I think it's all pretty
[2:35:17]
straightforward stuff. just a renew.
>> Yeah.
[2:35:23]
Um
[2:35:30]
» and
[2:35:38]
this this doesn't need done right now.
If we need if you want to take a closer
[2:35:43]
look at this or whatever
>> personal guarantee.
[2:35:47]
» That's just what I have questions about.
>> I don't want to sign it.
[2:35:51]
» Did [clears throat] you know that the
blast page has a personal guarantee of
[2:35:54]
whoever signs it?
>> That's why I gave it to
[2:35:56]
» Kenna
that
[2:35:59]
» and I don't know if we can
like just disregard that and send it to
[2:36:04]
them. I mean
>> I I don't know.
[2:36:08]
» Go ahead. Go ahead. You
[2:36:13]
» [laughter]
>> chairman.
[2:36:15]
» I really don't need any.
>> We don't need to do this right now. If
[2:36:18]
it's not a If you don't think it's a
good idea, we'll just put it off. And
[2:36:21]
» well, that's this is just the only thing
I have questions about. I think
[2:36:25]
» that's just
>> Can you see if our old application had
[2:36:30]
that or
>> I asked for it and we could not find it
[2:36:34]
and we asked pumps and they couldn't
provide it either. So,
[2:36:38]
» Oh, okay.
H
[2:36:41]
» I don't know.
>> We'll just wait.
[2:36:44]
» Yeah.
>> Okay. We We can just look at it next
[2:36:47]
time. That's fine.
>> Um
[2:36:52]
» see,
[2:37:05]
we have three dump trucks down.
That's never good news,
[2:37:11]
but we're still getting by. Um,
[2:37:21]
oh, and this Friday, the 28th, we're
going to have a retirement party for
[2:37:28]
Kenny Kaiser. He's Kenny's been with us
a long time. Good employee. We'll miss
[2:37:32]
him. Um,
I can't say enough good about him, but u
[2:37:39]
going to have a little get together on
Friday afternoon. So,
[2:37:46]
um,
that's all I have on my list.
[2:37:52]
Mike, I just got one thing. I had a
gentleman call me up. You guys ship and
[2:37:56]
seal Morehead
Road down on county line.
[2:37:59]
» [clears throat]
>> We're supposed to go clear the county
[2:38:01]
line on that chip and seal and we
didn't.
[2:38:06]
» I haven't been down there today.
>> Okay. Well, he just called me up and
[2:38:09]
told me that.
>> You might check it out.
[2:38:12]
» Yeah, I'll look at it
>> cuz I know that's ours because
[2:38:17]
» Yeah, I mean
>> been down there before.
[2:38:24]
» Yeah, I can't imagine not, but I'll I'll
look into it.
[2:38:33]
two miles.
>> One mile.
[2:38:36]
» It's one mile.
[2:38:39]
» But it does go to county line. You can
>> you can see it on the map.
[2:38:44]
» Anderson.
[2:38:48]
» Yeah.
>> Yeah.
[2:38:51]
» Question
conversation to begin with on the road
[2:38:56]
with the school district. So, I've been
talking to the Gailsburg residents about
[2:38:59]
this. So, the last I have talked to them
about it is that the school's willing to
[2:39:03]
buy the Culver, this company that's
putting in the fiber office line,
[2:39:08]
Masttec has, what they're telling you,
volunteer to provide the equipment and
[2:39:12]
the labor to put it in. Do you guys have
an issue with that?
[2:39:17]
What's the approval process if they
have?
[2:39:19]
» Well, only if you're wanting willing to
go over oversee part of it or
[2:39:25]
» I could do that. I don't
>> just to make sure we're clear on that.
[2:39:30]
You know, if they're willing to do it,
there's really no expense to the county
[2:39:33]
as far as
equipment.
[2:39:41]
» I'd probably open that
and then
[2:39:48]
the rock. I mean, if somebody could
>> they they only thing they talked about
[2:39:53]
the last time they were here when Jared
was here with the you know asked to pay
[2:39:57]
for the cover on the neighbors down
there and they didn't say anything about
[2:40:00]
that and Mike put his bid estimate
together that they got there was rock
[2:40:04]
and cold pass included in that. They did
not push back on that. So my
[2:40:08]
understanding is they'll pay for that.
So the only thing we would be out would
[2:40:13]
be the trucking and the
[2:40:17]
hauling actually u I'd have to relook at
that but I think I included the hauling
[2:40:22]
on the coal patch
>> yeah because of where we have to go to
[2:40:26]
get patch
>> because it's a it's a it's a good drive.
[2:40:30]
I mean we go to we go to Grove to get it
but I've used cold patch from every
[2:40:36]
different source around here. I actually
got the this information from one of our
[2:40:41]
neighboring counties. That's what they
use and it's proved to be worth no more
[2:40:46]
than we use in a year's time. It's it's
worth going down there after it because
[2:40:51]
it holds up better than anything else
we've used.
[2:40:53]
» It's more precise numbers with county.
So,
[2:40:58]
» but
a little over $2,000
[2:41:03]
include the material.
>> That was It's about I think it's $125 a
[2:41:09]
ton, 15 tons, two hours down there and
back.
[2:41:14]
» I think we talked about also doing it
before or as we're doing the 2-in
[2:41:20]
overlay, having that equipment out
there.
[2:41:23]
» You don't want to have the roads messed
up. So the sooner we do it, I think the
[2:41:27]
better
>> if we're going to allow them to do it.
[2:41:30]
» Tech can do it, but
>> it would be nice to have it done before
[2:41:33]
they start the overlay
>> because then they could patch it for us.
[2:41:37]
So
>> they said mast
[2:41:41]
» if this wasn't pre-planned.
[2:41:52]
» I don't see any problem with it.
[2:41:58]
We're taking away from we're short. My
complaint about people not having enough
[2:42:02]
to do people wise. They think that
>> but it's a covert in the county. So on a
[2:42:09]
county road,
>> but how many covers do you have on the
[2:42:13]
list now like that haven't been replaced
for actual residents that are paying it?
[2:42:17]
» We've got a quite a few property taxes.
a lot
[2:42:26]
as a tax exempt entity that's collecting
taxes.
[2:42:32]
» So, we're going to make an exception.
>> How do you get around it? They'll pay
[2:42:34]
the materials and the equipment. I mean,
what else what else can they do to get
[2:42:39]
this done? They got a drainage problem.
>> Well, they're finding a contractor to do
[2:42:43]
it.
>> I mean, they are
[2:42:45]
» I mean within getting the coal patch.
>> Yeah.
[2:42:48]
» Yeah.
So let them like
[2:42:54]
» all the rock and the coal patch.
You think that's
[2:42:58]
» Yes, we can ask. I mean, that's the only
thing I know to do. I mean, they're
[2:43:01]
willing to do everything else up to this
point. I mean, if that's what you're
[2:43:04]
pushing back on, we can just ask.
>> I just It's just
[2:43:12]
» how many people we push back. But
>> I I understand there people were out two
[2:43:16]
years on getting worm.
calling and I think you've had one here
[2:43:21]
recently that hadn't had a new
>> culbert in
[2:43:25]
» well and the big issue is I guess if
it's an issue you know when they when
[2:43:29]
Venice overlays that road they're going
to feather into that intersection we go
[2:43:33]
in there later cut that open then it
messes that whole intersection up
[2:43:38]
» would it be when they overlay it they
talk to the contractor ways they're
[2:43:43]
doing the overlay because they will help
on intersection certain entities you
[2:43:47]
talk to them ahead of
They have it prepped and ready to go.
[2:43:50]
They'll come and give you a new entrance
into your property most
[2:43:54]
» instead of doing a coal patch.
>> Yeah. Instead of a coal patch.
[2:43:58]
» Well, I mean we could gravel down patch
it.
[2:44:02]
» Yeah.
>> That would be a good temporary fix.
[2:44:04]
» They will I assume where that's going to
be right there at the intersection.
[2:44:07]
Overlay that want to be seamless.
>> Seamless asphalt for their entrances.
[2:44:15]
So if they were willing to haul the rock
>> and you guys
[2:44:20]
» Yeah.
>> and I could go over there and I could
[2:44:23]
make sure that I looked
>> connected to can do it at any time as
[2:44:26]
long as it's before we do the 2-in
overlay
[2:44:28]
» and then then they get a seamless nice
overlay entrance into the property
[2:44:33]
» which is what we were after anyway
>> which would be great for the buses.
[2:44:36]
» Yeah.
>> Can you look into that?
[2:44:38]
» I can. Now, that being said,
>> if if they're willing to do that and pay
[2:44:43]
for basically everything and Masttec
would put it in, is the commission okay
[2:44:49]
if
[2:44:52]
I don't have a problem with it if you
don't?
[2:44:56]
» I I don't do along with that.
>> Okay. Would you mind? It would be much
[2:45:01]
better
>> because it would probably be
[2:45:05]
» I think two loads of gravel would
probably be if that won't do it. It'll
[2:45:09]
be very close.
>> I think the ends with the
[2:45:12]
overload nicer.
>> Oh, much better.
[2:45:15]
» A lot nicer. No, they you'll talk to the
contractor there. They'll
[2:45:20]
» Well, yeah. It'll it'll be nice.
>> And all they'd have to do then as far as
[2:45:24]
map tech would just be put the cover in.
Correct.
[2:45:28]
» Right.
put the culvert in and compact around
[2:45:31]
it.
>> Yeah.
[2:45:32]
» Bring it up to grade with rock and then
they can overlay over the top of it.
[2:45:37]
It
>> it's it's not a difficult
[2:45:41]
task. But everything takes time and
money
[2:45:45]
» and manpower.
>> Manpower.
[2:45:48]
» But so are we willing to allow that in
the meantime if we don't meet till the
[2:45:52]
10th and they
>> I think so.
[2:45:53]
» I'm not sure when Bettis is going to
>> Okay. I think they're a little busy
[2:45:57]
» and even if they have to do it on a on a
weekend, if somebody will let me know,
[2:46:01]
I'll run over and look at it. I don't
have a problem with that. It's not that
[2:46:04]
far.
>> Do we need a motion on that or do we are
[2:46:09]
you okay with just
>> I'll make the motion to agree
[2:46:12]
» to allow the
>> what we agreed on. Is that a good enough
[2:46:15]
motion?
>> Yeah. Here you go, Chassy.
[2:46:18]
» That's a good compromise. And I think
you'll be much they'll be much more
[2:46:22]
happier with an asphalt insurance. Yeah.
[clears throat]
[2:46:26]
» Oh, better idea.
>> Yeah.
[2:46:28]
» So, what is the motion
[2:46:31]
» to allow
>> the Gailber school to install?
[2:46:35]
» I think we probably just
>> to allow Gailsburg school system to
[2:46:39]
replace that.
>> Not replace this is a new installation.
[2:46:42]
» Install a new install new covert
>> for bus entrance or is it a
[2:46:48]
» It's an intersection intersection. It's
a
[2:46:51]
» east of the middle
>> south edge of 70th
[2:46:54]
» southeast
>> and Kingman.
[2:46:56]
» Okay.
>> And there's also another covert that'll
[2:46:58]
have to replace be replaced
>> further down to the east. But Brian
[2:47:03]
Kramer said he'd pay for that if nobody
else would
[2:47:07]
» Well, that cover was in the proposal.
Yeah,
[2:47:10]
» because he wasn't going to have to
change it out
[2:47:14]
» if if this one wasn't
>> that was the one that the school pushed
[2:47:18]
back on because they didn't want to pay
for the private drive, but like I said,
[2:47:22]
Brian Kramer who owns that said that he
would do that so
[2:47:27]
» Okay, good.
>> But I think between him and the school,
[2:47:30]
they'll get that taken care of.
>> I'll second that. Any more discussion?
[2:47:38]
All those in favor? I
>> I
[2:47:41]
» I'll go I with this setup deal.
[2:47:46]
» Motion passes.
[2:47:54]
» Okay.
>> Okay. We'll if you have any questions,
[2:47:57]
you can ask Nick about that motion as it
went on and on. But
[2:48:01]
» I think we got an understanding what we
want. I think it's a good idea to do
[2:48:05]
that when we're doing
>> it's not going to be an expense to the
[2:48:08]
county at this point.
>> Well, yeah. And I just think that's
[2:48:12]
over.
>> Oh, it will be.
[2:48:16]
» Yeah. This will this will clean it up
and
[2:48:19]
» it'll be a nice intersection.
So, okay.
[2:48:23]
» Be a good
be a good neighbor.
[2:48:26]
» Thank you. I saw that.
[2:48:33]
That's it.
>> Yeah. Thank you.
[2:48:35]
» Okay.
I guess.
[2:48:39]
» Yes. Um,
so we have always done checks for AP. We
[2:48:46]
would like to start looking into AC's.
It's going to save us postage, which is
[2:48:52]
78 cents right now. Postage.
>> Uh, envelopes, printing, paper, all of
[2:48:57]
that. So,
>> you have to keep some paper. cases back
[2:49:01]
in.
>> Some of them will continue. Others we're
[2:49:04]
going to try and reach out to our
companies and see if they have an AC
[2:49:08]
link
>> and we'll start getting that started
[2:49:11]
hopefully in the next AP.
>> Oh, really? Quick time.
[2:49:16]
» It goes to a dollar stamp here for too
long.
[2:49:20]
» Oh, yeah.
>> Or 86 cents. I think
[2:49:26]
» it's just a lot of It's a good idea.
>> So, I just when it comes down to it,
[2:49:31]
it's not going to change anything of
what you guys see of course other than a
[2:49:35]
versus check.
So then we'll work out the details of
[2:49:40]
understanding that when we present the
>> integ
[2:49:45]
Yeah. Okay.
>> Yeah. So we already run that with
[2:49:48]
payroll. True. So
>> good.
[2:49:52]
» We're just getting up to date.
>> Yeah.
[2:49:53]
» Good idea.
>> That was it.
[2:49:58]
» Yeah. Yeah, I'm saving you money.
[laughter]
[2:50:00]
» Transfers next.
>> All right. Um,
[2:50:06]
so there are some transfers from 25 that
were in our budget that we didn't
[2:50:11]
actually do and some accounts that we
need to clean up um to
[2:50:18]
have a better audit. And so we're still
working on the 25 audits. So I'll make a
[2:50:23]
motion that we transfer from the pilot
fund number 433
[2:50:31]
into these three accounts uh in the 13th
month of 25. So the first one is special
[2:50:38]
bridge account 102 is 321,47124
[2:50:45]
and then account number or special
highway number 106 is 32,97408
[2:50:54]
and the road and bridge operations
for 22396823
[2:51:01]
for a total of 578,41355.
[2:51:06]
5.
>> I'll second it.
[2:51:10]
» Any more discussion?
All those in favor?
[2:51:14]
» I
>> I motion carried.
[2:51:17]
» Um
[2:51:21]
so then for 26.
So, one of those the special bridge
[2:51:26]
account was overdrawn because we were
still waiting on money from KOT and we
[2:51:31]
have received that money and so kind of
to clear out that account for 26. I need
[2:51:37]
to make another transfer. Hopefully, we
still haven't gotten that $500 yet.
[2:51:42]
Mike, on the finalization of the North
River Bridge,
[2:51:48]
do you know if there's any more?
>> Surely by the end of the year, we'll
[2:51:53]
have that. Yeah.
>> So, I'll make a motion
[2:51:56]
that for we can um
[2:52:02]
let's have this for today
a transfer from the from the special
[2:52:08]
highway
account 106 back into the pilot fund of
[2:52:14]
119,41672.
[2:52:24]
All those in favor?
>> I
[2:52:26]
» I motion carries.
>> And that'll clean up those accounts. And
[2:52:32]
um those are kind of some of the
transfers that we had kind of budgeted
[2:52:37]
for 25 and then we didn't make them. So,
do you have those?
[2:52:44]
» Yes.
>> Okay. Yeah. I think you made a copy of
[2:52:46]
it. So, I will
keep that in there.
[2:52:54]
That's all I had for the transfers. Any
more unfinished business?
[2:52:58]
» Do you have an agreement with K dot yet?
[2:53:04]
The project's going to be over before.
>> I was discussing that. Okay. I was
[2:53:08]
discussing with Mike yesterday.
>> Okay. Still working on it.
[2:53:11]
» Yep.
>> Okay.
[2:53:13]
So in new business,
uh we need to have an executive session.
[2:53:20]
I'll move to recess into executive
session to discuss personal matters
[2:53:24]
deemed privilege in the sorry attorney
client relationship
[2:53:29]
uh for
five minutes to include the commission
[2:53:33]
council and the treas I'm sorry the
clerk. So we'll come back at uh 356.
[2:53:41]
I'll second the motion.
>> All those in favor?
[2:53:45]
» I motion carry.
[2:57:32]
All right, we're back in session and no
action was taken.
[2:57:36]
» Sure.
[2:57:52]
I move to recess into executive session
to discuss matters deemed privilege in
[2:57:56]
the attorney client relationship
regarding litigation for 10 minutes to
[2:57:59]
include commission and counsel and we'll
come back at
[2:58:06]
6 uh let's say 5 or 46.
[2:58:11]
I'll second the motion.
>> All those in favor?
[2:58:13]
» I I motion carried.
[3:07:27]
We're back in session. No action was
taken. We're going to go back in for
[3:07:32]
five more minutes. The same uh motion
and we'll come back at 410.
[3:07:41]
» Second.
>> Second.
[3:07:43]
» All those in favor? I
>> I motion carried
[3:12:56]
Okay, we're back in session and no
action was taken.
[3:13:05]
» Let's see.
We got a letter from Southeast Kansas
[3:13:10]
Community Action Program for their 2026
home tenantbased rental
[3:13:17]
assistance application.
>> So, we're just um
[3:13:23]
Yeah, sorry.
>> Uh just saying that we will provide a
[3:13:28]
letter of support for this.
>> So, I'll make a motion that we sign the
[3:13:34]
letter.
>> Cost us money. Nope,
[3:13:39]
» not yet till we pass the budget. But
this is just for a letter of support.
[3:13:47]
» Yeah, I know. Is this just for
construction or is it for actually help?
[3:13:52]
I mean, what's the difference between
HUD and section 8 in this program?
[3:14:02]
So, here it says provides rental
assistance, security deposit assistance,
[3:14:06]
and utility deposit assistance.
[3:14:12]
» You're right.
[3:14:17]
» I I just there's already one program out
there. That's why or subsidize housing,
[3:14:22]
housing authority and all that. So,
that's why I didn't know
[3:14:26]
» what exactly
[3:14:34]
just a question.
>> You can feel free to call them if you
[3:14:40]
want to.
[3:14:46]
» We have a second.
>> I just don't want anything else.
[3:14:55]
I just have a little question.
>> So we can
[3:14:58]
» Why are we invol developing a health
program on this?
[3:15:01]
» You want to hold it till next? Okay,
we'll take
[3:15:05]
» might be a good tenant when I help
assistance federal dollars
[3:15:12]
state program
[3:15:24]
» we might have the same questions.
[3:15:29]
» Do you want me to
>> go ahead?
[3:15:34]
Um let's see on the
house
[3:15:40]
we got this billing statement from the
city looks like and
[3:15:48]
for
I think it's for fiber
[3:15:52]
but I saw this same come through for the
county attorney and the court. I thought
[3:15:58]
it was separated out but looks like
paying the full balance from the court
[3:16:04]
and then half from the county attorney's
office.
[3:16:07]
» We get to where you're at here. You said
city of
[3:16:09]
» Shoot.
[3:16:18]
» Yeah, please. Take me a minute to find
it.
[3:16:24]
I just want to make sure we're not pay
>> I know we used to run the health
[3:16:29]
department through
>> the county attorney see this same came
[3:16:35]
through for the county attorney.
>> Okay. So what we do in AP is we make
[3:16:42]
copies for each department. That way
they can sign off on the same bill.
[3:16:46]
» Okay. to where we're not having to sit
here and chase down a voucher to send
[3:16:50]
over to another department. So, it's
just a copy.
[3:16:53]
» Okay.
>> So,
[3:16:54]
» as long as we're not paying it twice.
>> No. So, you can see Yeah, it's broken
[3:16:57]
down between the different departments,
>> right? But looking at just the vouchers,
[3:17:01]
it does look that way. So,
>> but we just do a double voucher. That
[3:17:06]
way, we don't have to track them down
between departments.
[3:17:08]
» That works.
>> Yeah.
[3:17:11]
» Sorry, I'm learning, guys.
>> And we can we can make it work.
[3:17:15]
» So,
Okay, that answers that question on that
[3:17:20]
one. I know the same thing. There'll be
a few of them like that. I know our
[3:17:25]
Kansas communications, it's divided
between multiple
[3:17:29]
um there's is it Verizon? We've got a
few cell phones divided between
[3:17:34]
departments.
Um let's see. I think Cox, I think those
[3:17:39]
are all separated out in invoices.
Anyway,
[3:17:42]
» with AT&T,
>> AT&T is only one department.
[3:17:46]
» Okay.
>> Um, there was another one other than
[3:17:48]
Kansas Communications. That's a big one
that gets distributed between a majority
[3:17:54]
of the departments. I can't think of
what it is.
[3:17:56]
» When employees travel for the county, do
you give them a perm or do they just
[3:18:02]
submit like meals and such back to the
county?
[3:18:06]
» Supposed to send a receipt. Okay.
>> So, a lot of them have county credit
[3:18:11]
cards and they get the county credit
card and use that for their meals and
[3:18:16]
they submit the receipts to us.
>> And we do have a daily maximum.
[3:18:21]
» Yes. And that is in our handbook. So, I
talked to Cindy about getting a copy for
[3:18:25]
you.
>> And then mileage is paid through
[3:18:27]
payroll.
>> Okay.
[3:18:28]
» So, we don't actually see that on
accounts payable.
[3:18:31]
» Okay.
[3:18:37]
So, Cheryl, since you're here, I
actually have a question.
[3:18:40]
» Okay.
>> On yours, we had two bills from Mr.
[3:18:42]
Bell. Two bills from Mr. Bell. So, the
one was pretty obvious, but the other
[3:18:47]
one is that another court case that's
going on.
[3:18:52]
Do you remember?
>> Well, now, did you just get a bill?
[3:18:57]
» Well, there's two in this accounts
payable.
[3:19:01]
Well, now we just had a jury trial, so I
don't know.
[3:19:05]
» So, is that the
>> Well, but there was another one.
[3:19:08]
» It was for a different
[3:19:22]
» That was out of the courthouse, right?
>> Yeah.
[3:19:25]
» Oh, yeah. I guess it's in court.
>> Yeah.
[3:19:37]
It was small, but I didn't know.
>> Uh, $360.
[3:19:45]
So,
>> just brought copies, but I might have
[3:19:48]
been preparing a journal entry or
something for the case that was already
[3:19:52]
done.
>> That is the case on the names anyways on
[3:19:56]
the case.
Oh, okay. That's the that's probably the
[3:20:02]
winding up. I can tell you what this is.
>> There you go. So, the preliminary
[3:20:07]
hearing in the case of State of Kansas
versus Grill versus Savage, which
[3:20:13]
Brandon also prosecuted, is where we
alleged in State of Kansas versus Boo
[3:20:21]
that he uh told big ones and little ones
and where he got convicted. But that is
[3:20:28]
the original case. So I imagine that he
had some paperwork or something of the
[3:20:34]
winding up of that case. I don't know
whether I might ask him now if there's
[3:20:41]
anything else to be done with these
people
[3:20:44]
than I should just enter in my
appearance in that case so that I can
[3:20:47]
just do paperwork. I did the paperwork
of the uh the journal entry of the
[3:20:54]
trial.
When you have a jury trial, that thing
[3:20:59]
goes on with a lot of where upon and
therefore and blah blah blah for three
[3:21:03]
pages. So I thought if I don't do this,
it's this gonna be like a $400, you
[3:21:08]
know, documents. So So I did it and sent
it to him and we've now sent that to the
[3:21:14]
defense attorney and we shouldn't get
much of a bill.
[3:21:18]
» Okay. I just didn't know that that was
going on.
[3:21:23]
» That was fun.
Well, there's a lot of preparing and and
[3:21:28]
I tried to take over as much I could.
>> Okay. Well, [clears throat]
[3:21:34]
» so that's what that is, I'm sure.
[3:21:40]
» They're here somewhere.
>> I think I asked for copies yesterday and
[3:21:44]
they must have put it maybe in a
different file is probably what
[3:21:46]
happened.
>> But I brought the copies. I just don't
[3:21:49]
know what I did with them
to ask about it. So,
[3:21:57]
it's probably in my car.
Okay.
[3:22:02]
Is that it? I'm sorry. I didn't kind of
got distracted there from your list. I
[3:22:07]
thought it would be simple.
>> I'm sorry. Do we have We I assume we
[3:22:11]
have a contract with detention like with
>> juvenile detention.
[3:22:17]
That's a big contract and we only do
they bill us with us whether or not
[3:22:22]
someone's there or not.
>> Yes.
[3:22:24]
» Okay.
>> And then it's so much per person.
[3:22:27]
Correct.
>> Yes.
[3:22:28]
» Okay.
>> So it's Yeah, it's expensive. Um some
[3:22:32]
other counties have pulled out so but I
think it's a good thing to have in
[3:22:36]
Southeast Kansas. Now they're shipping
their teenagers to Kansas City
[3:22:40]
» and uh so but they're doing a really
good job and trying to recruit some more
[3:22:45]
counties to uh help us out. But
>> they're going way up west carriage right
[3:22:51]
» oh really
>> there's getting to be yeah fewer of them
[3:22:55]
around
>> they're bringing a lot of revenue from
[3:22:58]
other counties because they're bringing
Gerard
[3:23:01]
» and Kenna just so you know they are just
on the edge of
[3:23:07]
They created a different a separate
space within that place
[3:23:12]
uh for what's called secure
know.
[3:23:16]
» Yeah,
>> that's that would be the state of
[3:23:19]
Kansas. The DCF would be paying for
that.
[3:23:22]
» So I'm hoping that's going to come
online very soon because of selfish
[3:23:26]
reasons. I would like for us not to have
to halt the kids for secure care off to
[3:23:32]
hand over
like that. But I also wonder if when
[3:23:38]
that happens and they do start to get
some contractual payments from DCF or
[3:23:43]
the secure care part of that
would that I would be asking okay is
[3:23:50]
that going to bring some relief to
counties that are still paying for the
[3:23:53]
detention part just putting that over
there. That's what we're looking at,
[3:23:59]
Cheryl. And there is a pretty good
chance that we're going to get that
[3:24:02]
secure care.
>> The secure
[3:24:05]
get some good feelings about it.
>> That's what I've been told.
[3:24:08]
» Thank goodness.
[3:24:15]
» One that wasn't signed. I don't know if
you have sign
[3:24:21]
» on the voucher.
>> Oh, what department was that with? the
[3:24:25]
department had signed it, but the
receipt wasn't signed. Is that a
[3:24:29]
problem? All the other signed?
>> Yeah, not typically because there are
[3:24:33]
some that come to the clerk's office and
they just give us an email stating,
[3:24:36]
"Yeah, go ahead and push it through."
>> As long as the department head signs it,
[3:24:40]
we're good to go.
>> Yeah.
[3:24:49]
» I didn't need to.
[3:24:53]
Anyway, there's a lot and there was a
lot of invoices this time.
[3:24:58]
» Well, sorry. I don't mean to hold you
guys up.
[3:25:00]
» No, that way if something comes across
that we should pull.
[3:25:06]
» Oh, I'm sorry.
>> You're
[3:25:17]
provide you guys in your packets. This
is our lovey districts. So the
[3:25:23]
assessment number is the little small
number here, bold number at the bottom
[3:25:27]
is the grand total of that levy
assessment that that they will be
[3:25:30]
receiving.
So this will be for next year taxes.
[3:25:36]
Those have already been entered. Let me
just roll over when I do abstract.
[3:25:40]
» I thought that wasation request.
[3:25:46]
My bad.
[3:26:06]
» It was irritating
[laughter]
[3:26:10]
» in a good way.
>> Yeah.
[3:26:14]
All right. So, the next meeting we have
is actually on Thursday, September 10th.
[3:26:20]
So, I think because of the holiday,
we're off Monday.
[3:26:24]
Um, and then after that, on the
following Tuesday on the 15th, we'll
[3:26:29]
have our RNR and budget hearing. So,
that'll just be the budget hearing at
[3:26:34]
9:00 a.m. and then
>> 9:00 a.m.
[3:26:37]
» Our next meeting will be after that.
[3:26:47]
» I didn't bring my calendar
>> the 22nd. So then we have the 10th and
[3:26:52]
the 22nd.
[3:26:58]
So
that will be
[3:27:02]
» yeah
so we are having budget meetings
[3:27:07]
tomorrow morning and Thursday morning
and then we'll have one meeting before
[3:27:12]
we actually have our hearing and if we
want to do any more budgets we'll see if
[3:27:16]
we get it done this week. So
we'll be back at 9:00 in the morning.
[3:27:30]
Yep.
>> That's September.
[3:27:33]
» I'll make a motion to journ the meeting.
>> Second.
[3:27:37]
» All those in favor?
>> I I motion carried. Nick's got another
[3:27:40]
one to go to.
