[1:14] All deemed in tonight is Thursday, December 29, I'll call the select board meeting to order. Attendance, a select board member ward is out of town with family. He had that period raised before the meeting was scheduled tonight. Hopefully he's enjoying his time. Everybody else is present, included manager curb and recorded Myers. I stand for the pleasure of allegiance.
[1:40] I pledge allegiance to the flag of the United States of America and to the Republic.
[1:46] for which it stands, one nation, under God, indivisible with liberty and justice for all.
[1:59] Schedule the next meeting, our next schedule municipal office meeting is going to be Monday,
[2:03] January 9th at 7 p.m. Of course, as always, check the municipal calendar for updates.
[2:10] Any adjustments to the agenda?
[2:13] C&9 will start with public comment, not the public hearing, public comment.
[2:18] Is there anybody here that would like to speak from the public on a?
[2:23] Into the podium state your name generally keep your comments to three minutes, please. Yes, sir when he's done Libby
[2:30] 276 Toby Road and
[2:32] I have a couple topics tonight
[2:33] But I'm only a limit to one now pass out
[2:37] Comments on the other one
[2:39] This is to do with item 2.2 hour in your agenda tonight and a gloss to board and committee application process
[2:47] First of all, Board makeup says no financial gain or support will be provided or expected
[2:52] during their tenure.
[2:54] In the past, the town has covered some expenses for committees to go to a conference or
[2:59] a seminar.
[3:02] I think it should be up the discretion of the manager if it's partented to their committee's
[3:06] work that that might be some help.
[3:08] If we can bring more knowledge to the committee level and to the town level, we should help
[3:11] out maybe some stuff like that.
[3:15] Under the application section, applications submitted to town manage at least seven calendar
[3:22] days prior to the next board meeting.
[3:25] Unfortunately, some people might not know there's an opening until they see the agenda
[3:30] item.
[3:31] I don't believe you guys have put in your agenda route more than seven days in advance.
[3:37] So, there's a conflict there that that has to take care because some people don't read
[3:43] notices.
[3:44] They just, well, I wonder what they're going to talk about this week, so they're going
[3:46] on that.
[3:48] Right?
[3:49] Let us have recommendation.
[3:51] Let us have recommendation and not required any sent to the select board will not be weighted
[3:56] for an application.
[3:59] Well, are you really telling people to go ahead and speak, but you're not going to listen
[4:03] to them? That's what you're saying. Not considering, is this close to not allowing them at all?
[4:11] If a board member does not want to take public comment under consideration, that's their
[4:15] prerogative. You can't mandate it. And the other thing you want to remember, it's just like
[4:22] in a court of law, once it's said, how do you want to hear it?
[4:28] People really have the right to come
[4:30] forward and express their views on something and have the expectation that you're going
[4:36] to listen to them and that this flies right in the face of what we're about as a country
[4:44] is free speech.
[4:45] Go ahead and speak it but we're not going to take it in consideration of that.
[4:48] I had an issue with that one, all right, attendance at the select board meeting section.
[4:56] This is the most problematic part of the section and what I'm going to relate to you is a
[5:01] have real life happening that happened in this town
[5:04] over 25 years ago when I sat in your seat.
[5:07] We weren't sitting there, we were sitting on the other building.
[5:11] We were going through an appointment process
[5:14] and one of the members of the board of selectmen,
[5:16] that's what we call them,
[5:18] wanted applicants to come in so we could meet them.
[5:21] They came in.
[5:24] So this member said,
[5:26] is there anything you'd like to expand upon
[5:29] about the position?
[5:31] And I started to get a little uncomfortable because that question hadn't been asked to
[5:34] the other ones.
[5:35] But immediately this person said, well, as you told me to say yesterday, well, those
[5:42] of you that know me, I gave the full Donny blow-up right there, and the appointment process stopped
[5:47] for the evening.
[5:49] Because what happened is there was a violation of due process to the other applicants that
[5:55] had gone ahead of this one.
[5:56] They weren't asked, the ones after them, well, then they had to stop thinking.
[6:02] So the town manager at the time went to legal about it.
[6:05] What legal told them?
[6:08] It's a willful act for remember the board to convey to someone what they should say during
[6:14] an application process.
[6:16] And because it's a willful act, you might not be covered under public officials liability
[6:23] So that's something for you guys to consider.
[6:25] The ends do not justify the means on an appointment process.
[6:30] The application you have is almost the same ones that was developed back then with a town's attorney.
[6:37] Said leave it at this. They can expand on this if they want to have extra pieces of paper they can expand upon it.
[6:44] But everybody is afforded the same opportunity at that time.
[6:49] This isn't an antidote. This really happened and there was serious consequences that could
[6:53] have come from that. So we should take that really in seriousness.
[7:00] All right. Then it says, qualities of a candidate.
[7:05] I don't know what we mean by qualities
[7:08] of a candidate. The only qualification you need to be on a board or a committee in this
[7:12] town is laid out in the charter. And if we start going down that road of needing more, you'll
[7:19] have people not apply. And that we don't want that. We want
[7:24] as diverse of the community as possible on these committees. We
[7:28] really don't want on that. We don't want to put other
[7:35] quality qualifications in there because eventually what will
[7:37] happen in order to be on a board of committee, you're going to
[7:40] have to have a bunch of capital letters behind the name because
[7:42] that's going to immediately jump out to people. Oh, they're
[7:45] more qualified, right?
[7:50] Then I have the last pot is your analysis pot. When you go through
[7:56] and grade and rank, you really, you can't keep those grade secret. So if you're taking
[8:03] heat now because you don't bow to certain way, you're still going to have to take heat
[8:06] because of the way you grade. And then when you grade, you're going to be telling people,
[8:12] Well, you finish first, that poor person finished last.
[8:16] What's that say about that?
[8:20] You're just going to have to...
[8:22] You cannot develop a process that takes heat off the board of the municipal officers.
[8:28] It just doesn't work that way.
[8:30] The responsibility of appointments lies with you.
[8:33] You may not agree with each other, but you have to make a decision without putting them
[8:42] man in reading them off and then have to abide by that, that just flies in the face of
[8:47] decision-making at the board level.
[8:51] And the other thing it does, it puts applicants to boards and committees through a more
[8:56] scrutinized process than any of you had to.
[9:01] Think about what I'm saying now.
[9:03] The scrutiny you had to face was based on individuals in town.
[9:08] They put you through their own process in their head, just like you are doing now when
[9:12] you do appointments.
[9:13] Then they went out and voted, and all you needed was one more vote, and the person
[9:18] you were running against.
[9:19] You are putting a process on boards and committees who are volunteers, just volunteers, tough
[9:26] other than what you had to go through.
[9:28] It's a crappy process.
[9:30] It's a crappy thing to do to say yes to one and no to another.
[9:34] I've been through it.
[9:36] But guess what, as I told a reporter years ago when I made a vote on an appointment, this
[9:43] reporter called me and said, what did I think I did to the town of Gloucester by voting
[9:46] that way?
[9:48] And I said, absolutely nothing, because what people have to remember, we're over 200 years
[9:54] old now, and in 200 years from now, that appointment's not going to mean anything.
[10:00] It won't even be recorded. They'll have to look for the vote.
[10:04] These are not life and death situations that people make it out to be. It's just an appointment or a volunteer.
[10:13] That's on that. Now the other thing I have is for the by-laws of the board and the committees.
[10:17] I have some real concerns in there and what I've done is I print them out so you can have them.
[10:24] And what I would ask is that you know that anything that's underlying is where my concern is and ending parentheses.
[10:30] is what I've written down for concern.
[10:34] You have some issues as well.
[10:49] Anybody else like to speak?
[10:52] All right.
[10:53] We will close.
[10:54] Go ahead.
[10:55] I'm sorry I didn't see you get up.
[10:57] I'm slow.
[10:59] And I apologize because I tried to email this,
[11:02] but everything's gone wacky at my house.
[11:06] Good evening.
[11:07] My name's Linda Chase.
[11:08] I live on Snow Hill Road in a Gloucester.
[11:10] I'm here tonight to discuss the duties, responsibilities,
[11:12] and what I view as the ineffectiveness of the Board of Selectment.
[11:17] MRSA 30A subsection 235, the Board of Selectment shall act as a body administrative service to be performed through the town manager and or committees.
[11:31] The
[11:39] Board has time and time again, ignore this mandate.
[11:44] Speaking directly with employees, this is not your job.
[11:49] Your job, that job belongs to the town manager, the interim town manager, or an acting town
[11:54] manager.
[11:55] If you currently do not have an acting town manager in the absence of a town manager,
[12:00] I suggest you appoint one.
[12:04] During this past storm is my understanding that Suleiman Bragon reached out to the Ambitz
[12:09] about opening a warming station at their facility, while I agree a warming station was a great
[12:15] idea and a plan is not his job. That is the job of the town manager or the EMA director.
[12:22] While I understand both positions are or have been in limbo, they should have been given
[12:28] the information to contact the ambulance directly. It is also my understanding that Mr.
[12:34] Bragg do went to the public works and got a town radio, again, not his job. He then announced
[12:42] over the radio that the warming station was open to both the public works channel and
[12:48] the EMS channel.
[12:50] The EMS notification happened during a code.
[12:54] While I have sat where you are, I understand it's a difficult and thankless job.
[13:01] If I or past selectman members had treated the town, the employees or others such this way,
[13:09] It would have been a immediate call for recall.
[13:13] I ask that you get it together.
[13:16] I ask that you consult the town attorney, have the radio immediately returned if not
[13:22] already done, removal of the chair, and sanctions against the chair if appropriate.
[13:28] The board has not worked as a cohesive body, nor have they worked in the best interest of
[13:33] the town.
[13:34] This starts with the leadership.
[13:36] Their inability to make decisions has caused us to lose employees.
[13:40] The town people shake their heads when they discuss this, do your job and let your professional staff do theirs.
[13:58] Anybody else on the public like to speak?
[14:06] All right, we will close public comment.
[14:09] We will go on to a public hearing for renewal of an automobile, the cycling, an automobile graveyard license,
[14:17] since the Larry and Vicky Wedge, DBA Boat Shop.
[14:22] Now open the public here and at 8.32.
[14:26] Is there anybody from the...
[14:27] 7.14.
[14:28] 7.14.
[14:29] Sorry, I forgot the wrong clock.
[14:32] No comment.
[14:36] 7.14 is there anybody from the public that like to speak.
[14:43] All right.
[14:45] I did, I believe the board received one letter
[14:49] about some concerns we can talk about that or I can read it now it's up to the
[14:53] board what the issue is I think everybody got it correct okay just want to
[14:58] make sure on that no public comment
[15:00] All right. We'll close the public hearing at 7.15. All right.
[15:05] Moving on to old business, updates,
[15:10] minus losses, select member Hawthorne, do you have anything? No, I do not. All right.
[15:17] All right. All right. I'll go. I just want to thank public works, fire, rescue, the ambits
[15:23] in the volunteers for their support during the storm.
[15:29] To my understanding, the fire rescue had over 30 calls, so we appreciate what they did
[15:34] there.
[15:35] Thank you to those that did organize the warm center, which was not me, I do appreciate
[15:41] that, and those who talked about the shelter in case we needed that, so we were ready for
[15:49] that.
[15:51] Thank the CIP committee for their work, and that's about all I have, Vice Chair Larrivi.
[15:57] Same comments, thank you to everybody for their help over the weekend.
[16:02] Also thanks to the line crews that were out trying to restore power.
[16:06] I was one of the people that had worked without power until after Christmas.
[16:11] But thank you to all of them for working through the holidays and everybody who worked on the line crew.
[16:17] Yeah, big thank you to the Ambets.
[16:20] I did reach out to them about being open as a warming shelter during the storm and they were happy to help.
[16:27] So thank you to them.
[16:31] Have a happy New Year, a safe and happy New Year.
[16:35] Thank you.
[16:38] Sleck-Member Dunnevin.
[16:39] Just echo the comments of Peter and Paul and happy New Year.
[16:47] All right.
[16:48] Department heads, I do have anything Mr. Haas to you all set.
[16:54] All right.
[16:55] Board's and committees, the agenda items will wait on but if you want to talk about the other items,
[17:01] the grant and that stuff, if you don't mind, if you want to go right now.
[17:07] Oh, I'm sorry, just one second.
[17:10] Sorry, I managed your curb.
[17:11] It's okay.
[17:13] Just a couple different things here. I've been working one-on-one with department heads
[17:21] to kind of go over duties and standard operating procedures. That's going very well and I
[17:25] appreciate all their attendance and working with me to work on that. The Select Board
[17:32] and Town Manager had issued a statement strongly condemning the swastika on Intervale Road.
[17:36] the swaths to go west painted over by the public works department.
[17:41] Budget worksheets have been turned in and Lori Ann and I have been diligently working
[17:46] on getting the budget together.
[17:49] Director of Recreation, I met with Grays Town Manager and Recreation regarding the MOU.
[17:55] We discussed the board's concerns with some of the language and we agreed that both towns
[17:59] attorneys will sit down and address those concerns and then submit that revised document.
[18:04] the Gray Select Board. On the summer 13th, I attended the Southern Main Managers Meeting.
[18:12] The County Administrator reported on a heating assistance program that's being offered
[18:16] by the county. There's $50,000 total available in that funding. I attended a joint leaders
[18:22] meeting with the Gray Officials on December 14th, and also attended the Greater Portland Council
[18:30] government's reception that night, not quite a few folks at night, so that was a good experience.
[18:37] I have contacted a contractor about fixing the lights out front.
[18:43] I think we had talked about doing some shades for that, but actually I think the real solution
[18:48] there is to dim the lights so it's not shining in the neighbors, but it still shines on the ballot box.
[18:54] So we saw we saw one problem but we don't create another problem, so the
[19:04] library roof has been fixed.
[19:07] And also the generator has been hooked up. We received $3,000 grant funding for that generator.
[19:14] And the TV equipment has been installed.
[19:18] So I believe that's up and running as well.
[19:22] Just a couple of other items here, the state is requesting that folks who may have had
[19:29] damage from the storm this weekend to submit an application.
[19:35] And that application can be found on the town's website or Facebook, surely.
[19:42] And what the state is trying to do is decide whether they're going to submit for a presidential
[19:47] declaration.
[19:49] There's not been one since the ice storm in 1998, so that tells you the severity of the storm this past weekend.
[19:58] Also, I received a letter from DOT about some work that's going to be done this summer, beginning on Route 122, beginning at the New Gloucester Auburn Line and extending West 3.85 miles to Main Street in Poland.
[20:14] And I also want to thank the crews of public works and the fire crews as well.
[20:20] They did an excellent job.
[20:21] They did a lot of hard work, worked a lot of hours, and I know it was very taxing on them.
[20:27] And I want to also just thank the staff, the board and residents in general for just a really
[20:33] great welcome to the Gloucester and the continued cooperation on all fronts.
[20:38] And I want to wish everybody a happy new year.
[20:40] Thank you.
[20:41] All right.
[20:41] questions for the manager? No, a question of a statement. I will say that I was
[20:47] very impressed with how well town manager, town staff, put out emails, kept the
[20:54] voter selection very well informed of day-to-day prog. You know what was going on in
[20:59] the community during this emergency situation? It was it was different and very
[21:05] welcome. Thank you, manager Kerbin for that. I'll pass that along to other staff
[21:10] as well. A couple of questions I noticed in a report. We have answers, but the old generator
[21:20] that we were going to put at the library, what is the town going to do with that? Are we
[21:24] going to sell it? In my other question, as I saw, that the fire department mentioned
[21:29] jobs of life. The new ones are whatever they're called now. We're putting a service.
[21:40] What are
[21:41] I don't have any particular order, but do we need to do something to dispose of them or give them to someone or what is that?
[21:47] I'll check with the public work structure and deputy chief and get it together.
[21:50] Provide your answers of those.
[21:52] Thank you. That's only thing I said. Any other comments or questions?
[21:56] All right. Orgin committee, I'm sorry. You're up now.
[22:02] Yes, sir.
[22:08] Doug Smith, the RC.
[22:10] First, from this side of the podium, I want to say thank you.
[22:14] you guys for all of your commitment to New Gloucester over this year and happy new year.
[22:22] I just was planning tonight to give you a brief update on the, let me get my note up here,
[22:30] on the Climate Resiliency Project, that we, I'm just going to give you a brief reminder and summary
[22:37] In June of this year, you guys approved the town manager, Landis, to write a letter of commitment from the town to the state partnership program for us to enlist the services of a service provider.
[23:05] And to help our provider, Rachel Lynn Rumsen, get a service provider grant to help the
[23:13] town prepare for the possibility of our grant.
[23:17] So in October, she was awarded that grant for New Gloucester and for three communities,
[23:24] New Gloucester, Durham, and Gray.
[23:26] So where we are now in a few weeks since that award, we've started to gather information
[23:34] and start the process, what the state required, well, let me say here, we're not applied, we haven't applied for it, and we're not yet applying for a grant.
[23:43] In order to apply for a partnership grant, we need to undergo this process that I just described by having a state provider.
[23:54] and then in order to even apply for the grant we have to do a community needs
[23:58] assessment look a climate needs assessment so looking 20-30 years in the future
[24:03] what impact is climate change going to have in the Gloucester to sort of do a
[24:09] needs assessment about that which is starting to have underway now and then to have
[24:14] a convergence with our other two communities to decide among us this is the
[24:19] municipalities and the community what would be the best use of a grant and at
[24:24] that point we would come to you or you would us together would then say we
[24:29] would like to apply for say a $50,000 grant and then we'd have in the process
[24:34] that we're undergoing now we'd have decided what area we want might we might
[24:39] want to apply for the grant in and those can be anything from municipal energy
[24:46] the G management projects to public information projects or if we're looking at storm water
[24:55] in the future we may want to look at what we can do to mitigate dangers of the future.
[24:59] So that's what this grant process is about and right now we're just beginning with our
[25:05] consultants to gain together information and I don't know how much more you want me to say
[25:12] about that.
[25:12] But there's, we have some, with her grant, she has the capacity and has hired an economist
[25:20] and a research group to look at the Gloucester Comprehensive Plan to give us a view of
[25:26] regionally what things are going to look like currently, what things are going to look like
[25:30] in the future. And then we take that information plus gather input from you folks,
[25:37] It's the community at large and then people in the community who are not only stakeholders
[25:44] but who may have the most important input about what we can do.
[25:51] And then after, and then we'll assemble that information and bring it back and decide
[25:56] as a community what we, if we want to apply for the grant, what we would do.
[26:01] That summarizes it.
[26:03] Very well.
[26:04] That helps, yes.
[26:05] Very well.
[26:06] Well, I did want to touch on one thing.
[26:09] You have an public information gathering.
[26:11] I meant that's, yes.
[26:13] And that's on January 19th, we've set up, we want stakeholder members and members of
[26:22] the community to gather so that we can share the information that we've gained to date, share
[26:28] information about the potential project, and then get feedback from people.
[26:34] It's part of the process of deciding what to do is to bring community members in.
[26:40] And we scheduled that for January 19th and I know you had a question, you asked me a question about the venue.
[26:48] Yeah, and I was personally and I've heard it from some other people in the manager.
[26:52] It probably should be on a talent facility, at least that's my personal feeling I think the board would be on that.
[26:58] No harm and I know what you're trying to do getting an easy spot, but January 19th I believe this room is available.
[27:03] if you'd like to have it here.
[27:05] I think we need a little bigger space,
[27:08] but personally, I thought of that too.
[27:10] I feel both ways, like a municipal space,
[27:14] or I think the reasoning for the congregational church
[27:20] is that it's a comfortable space,
[27:23] and it's known, it's a known public space in the community.
[27:26] So we didn't go much further than that of making a plan.
[27:29] Be a little hard to switch it at this point
[27:31] because we're about to promote it.
[27:32] The board's feelings on that or input her.
[27:36] So when I first saw your venue, my same, I had the same reaction and it really should
[27:41] be held on town property because it eventually kind of present to us, asking us to move forward
[27:48] with the grant.
[27:49] We also want you to come to that meeting.
[27:51] So I would have preferred to have it on site as well and even televised to be honest with
[27:57] as much information.
[27:59] so that way, anybody that goes to the meeting, maybe if they forgot something, missed it, they can go back and watch it again.
[28:05] You know, so sometimes it's good to replay, but I know it's more about probably like a workshop, so there's probably going to be.
[28:12] It's a combination of public information and what we know plus a workshop.
[28:16] You know, it's what's funny is that this is part of the comp.
[28:20] If you guys had been talking to us during the time we're planning that this is the feedback we're going to continue to need about that.
[28:26] There's a larger gathering, after this one, the three municipalities will get together.
[28:32] We could try to, who's listening, strategize to have that happen in your Gloucester and
[28:37] in municipal space.
[28:38] So there's still time.
[28:39] This is only the first of the two.
[28:41] But I understand you've already advertised it.
[28:43] We're starting to advertise.
[28:44] It'll be awkward to change it at this point.
[28:47] I'm okay with it this time, like future needs to be public in a public.
[28:52] And what time is that?
[28:53] On the 19th?
[28:54] It's 6 p.m. to 8 p.m.
[28:56] 16.
[28:57] We can get that on the town calendar, if you.
[28:59] That's what I was going to ask.
[29:00] Can we put that on the?
[29:01] Yeah, if you can send me the information.
[29:03] Yeah, and I'll get it on there.
[29:04] Oh, thank you.
[29:05] Oh, thank you for your support.
[29:07] No problems.
[29:07] Yeah, I appreciate it.
[29:08] No, it nothing against the church or anything.
[29:11] Nothing against you for doing that.
[29:12] That's just a learning curve, things.
[29:14] Yeah, appreciate it.
[29:15] Thank you.
[29:16] Thank you.
[29:16] Any other questions for the ESC?
[29:20] OK, thank you for that.
[29:22] We'll be back on some agenda items.
[29:24] And can that still happen?
[29:25] Can they still record it there?
[29:27] Is that what you're saying?
[29:28] You know, it wouldn't be live, it'd be of the show,
[29:30] like they can't meet it.
[29:31] That might be a question.
[29:35] Yeah.
[29:35] We'll talk about maybe somehow record net possibly.
[29:38] I'm not sure how that technology works.
[29:40] It wouldn't be live streamed there saying,
[29:41] but there still may be a way we can record.
[29:43] I think that would be important.
[29:44] And then we can somehow, when the technology converted to our show.
[29:49] All right.
[29:50] Thank you, sir.
[29:51] All right.
[29:52] new business renewal of automobile recycling and automobile grave yard license
[30:00] Application for Larry and Vicki Wedge, DBA, folk shop, CO, CEL Haas, if you could come to the podium, please.
[30:19] Good evening. Can you bring us up to speed? I know we have a report from you. And then if the board has questions, go there. Sure. So Larry Wedge last year in April was given quite a list and six months to complete it with benchmarks.
[30:39] marks throughout that six months and every bench mark was met prior to it needing to be
[30:47] done.
[30:51] Done to the way it was proposed to be done. It just amazes us that he was able to
[30:57] get it completed. The amount of cars had been reduced significantly. The fence has been
[31:02] moved back. It's been cleaned up. The front yard, the driveway area is kept neat and clean.
[31:10] the small pond has been filled in, so the small boats wagons don't get lost in
[31:15] the puddles in the rain.
[31:18] They've done everything they've been asked to do, they
[31:20] had their permit on time. The abutters to the rear have signed a letter,
[31:26] granting the permission to be within 20 feet of the fence to store vehicles. They
[31:32] do not have one to the abutters to the right as you look at the property, so the
[31:36] vehicles that are there are transient they're either ones for repair or they are ones that belong to
[31:42] employees that work there.
[31:49] Questions input to Hawthorne? Explain to me what the code
[31:57] definition is of a fence that encloses the junkyard.
[32:06] Not to be smart but I think it's self-explanatory.
[32:09] It's got to be at least six feet high. Yep. And enclose how much? Can't see it from the highway.
[32:17] I can't see what from my way junkyard. This is the only definition for the fence.
[32:25] So a highway is any public roadway by state definition. So old route 26 or
[32:31] Sabbath they road. There needs to be a fence on that road.
[32:38] I guess the fence line
[32:40] that goes between the abutters is not required.
[32:48] I drove by the ith tonight.
[32:51] The
[32:52] pictures that we received in our packet are completely different than going
[32:56] over there this evening and doing a visual. I have stayed in the past that I have been
[33:03] very happy with the upgrades that has happened over there. I've been quite amazed by it.
[33:11] They've done great, great things with new fencing. But I went by that tonight. There are 16 feet
[33:18] of fence that's laying down on the ground. There's another portion of the fence further down
[33:23] that has a gaping hole.
[33:26] The fencing stops behind the three tractor trail of boxes that are there.
[33:33] So it doesn't keep any kids out, any animals out.
[33:38] There is, you can see right underneath those trucks into that yard.
[33:45] So I have concern.
[33:47] I mean, we've done great things.
[33:49] It looks pretty, it
[33:53] ain't right in my eyes.
[33:54] And that's why I ask the question is what defines offense for a junkyard because this is
[34:02] it's piecemeal, it's a pretty piecemeal, it's better than that was.
[34:06] But it's inefficient, it doesn't, to me, it doesn't protect the public, especially the
[34:13] children's because the kids on the, this is what I've been talking about for a long time,
[34:16] it's kids on bicycles, they stop, they play, they look great, you know, there's nothing prohibitive
[34:21] of keeping anyone out of that facility.
[34:26] I haven't found anywhere in the state statute
[34:29] that says it's to keep people out,
[34:31] it's to protect it from view.
[34:32] That's why the minimum height is six feet.
[34:34] Okay, if we take that stance,
[34:37] then are the boxes junk?
[34:40] Which boxes are you, the box trailers?
[34:42] Box trailers.
[34:42] I believe they're used for storage.
[34:46] They have wheels on them.
[34:48] So what makes them, what makes that different?
[34:52] different than what? It's not an automobile. I'm not trying to split hairs with you. No, I, but I am. I have concerns. Okay, I need a definition of what defines junk and junk to me should be.
[35:08] They're not a junkyard.
[35:10] There are two different definitions.
[35:11] A junkyard is for anything other than automobiles.
[35:16] So you can have a wood junkyard, you can have a metal junkyard, you can have one with
[35:21] just fencing, you can have one with building materials, you can have it with windows, with doors,
[35:25] by state definition that's a junkyard.
[35:27] They are an automobile graveyard.
[35:30] That's the definition of their business.
[35:34] As far as the fence panels that are down, we did just go through a pretty good windstorm.
[35:40] The other one, unless I misunderstood, you're still waiting for the gate to be made.
[35:46] The small hole that's there, that has the yellow chain link over it,
[35:52] that's the small one
[35:53] that's over more towards where Otelco is, that's a walk through that they're waiting for
[36:00] the man made, or the maid gate to go there, the swinging gate.
[36:04] Instead of having to open up the big double one to go in and out, they can go in and out that way.
[36:10] As far as the underside of the trailers being addressed, we never addressed those.
[36:14] That wasn't anything that was in the charge that they had to keep their permit to be able to reapply.
[36:21] It's something that can be done.
[36:24] And that's why we're having this meeting, if there are other concerns.
[36:28] I think that Mr. Wedge has demonstrated that he's more than willing to do what needs to be done.
[36:36] I did read in the email that there was some small holes in the Abudder's fence that they had to repair.
[36:44] Had there been any knowledge of those, I would have talked to Mr. Wedge about it.
[36:51] And there are people they do to preempt what you might read.
[36:57] And that white, and I have had contact many times through phone calls, and I've answered her questions.
[37:05] That is the property to the right of the correct looking, okay?
[37:09] Right.
[37:11] And the young lady that's there, I have never had contact with.
[37:15] I was assuming they would be here tonight to get any more of their concerns or grievances.
[37:20] So, next week I'll reach out to them via email, but I'm 100% accessible, and any questions
[37:29] or concerns that have been brought to my attention have been answered.
[37:37] So, I mean, the things that you're talking about tonight are not anything that was addressed
[37:44] last April of this past year, it was nothing that we charged them with having to have done.
[37:50] But if the underside of the trailers needs to be, and I don't want to speak for Mr.
[37:54] Wedge, but if the underside of the trailers need to be covered, fenced in, then my intent
[38:03] is not to burden him with anything he doesn't have to do.
[38:06] But I want to make sure that we are well within our defined right.
[38:11] You know, if we're going to, if we're going to give this license, are we doing the right
[38:16] thing. Have we made him meet the requirement? That's why I'm asking what's the definition
[38:24] of offense around a graveyard? What's the protocol? Well, the best I can do is I can look into
[38:31] it to see if the underside of those trailers based on any definitions I can find, and I'll
[38:36] talk to the manager, Curbin, about it, and see if we come to a conclusion, and we can get
[38:47] East side, the back, further back, I believe, because I went back there years ago to walk
[38:54] it. There were holes then in that fence that needed repair. I assume the letter that
[38:59] was sent to us was referring to those holes. And I have to because we just recently
[39:05] got that email that we still have a problem on that back fence.
[39:08] It's two different of butters and the fence panels that were in the front and correctly
[39:11] if I'm wrong, were used to fix the ones in the back.
[39:15] So what's been fixed since it has been addressed since
[39:21] this email that we received here a week ago from the back of
[39:26] butters, yes, yes, but Larry's telling me that some of those
[39:29] also came down with the storm.
[39:38] I certainly want to thank the wedges.
[39:40] I believe that's what it is the last name.
[39:42] They say that right.
[39:43] You know, drastic difference over there.
[39:46] I do have some concern and strutting by it.
[39:47] see a few holes in the fence. I think it can be easily fixed. If we don't approve this tonight,
[39:54] the license expires on the 31st, correct? Great.
[40:01] Obviously, I'm very pro business and I want to do
[40:02] everything we can.
[40:06] I would be okay, but I think we need to set some benchmarks. Maybe nothing strict,
[40:12] nothing drastic. I don't want to be a burden, but, and I'm not necessarily sure what those are,
[40:17] But, you know, the neighbor had some concerns, we've got to this point, are we going to go back or not?
[40:23] I don't know, and I also, you know, I think it would be, you know, a good thing to have some of those benchmarks anyway.
[40:29] So, that's where I'm at on it, and some of the other points were already raised on the fence.
[40:35] I won't go any further.
[40:36] Anything else? Any other questions or concerns or input or?
[40:43] I applaud the wedges for putting so much effort and work into doing what the town has
[40:50] required of them to come up to this point for renewal.
[40:55] It was a big undertaking and according to our codes, he has signed off on it.
[41:02] He feels that everything's been met and our fire chief has also signed off on it, saying
[41:07] that he also feels that everything's been met.
[41:10] And I know there are probably some concerns with other board members.
[41:14] We did just have a ginormous storm.
[41:16] A lot of people have a lot of things damaged on their properties.
[41:21] I feel fine with moving forward with the renewal license, because that was a big undertaking.
[41:30] And also, Eileen on our department heads to make that professional decision.
[41:35] And coming to us saying that they've both signed off on it, so that's my stance.
[41:40] If I may.
[41:42] So with that said, the wedges have more than demonstrated that they will work with us.
[41:50] So if there are other concerns, that if you choose to pass it tonight with pending conditions,
[41:57] because we need to have time for those conditions so that you can discuss them.
[42:01] or I'll talk with the abouters, talk with the wedges,
[42:06] and see what they are, and give them what the conditions
[42:11] would be like we did last time.
[42:13] And then if the wedges decide that the conditions are
[42:17] unacceptable, then that would be their choice.
[42:20] But I believe they've demonstrated that they're more
[42:22] than willing to do what needs to be done.
[42:25] I definitely agree.
[42:26] I think just making sure the fence is up to code would be
[42:28] my biggest thing on that.
[42:30] That's where I'm at.
[42:31] I'm not trying to break anybody's bank account,
[42:34] but I want to prevent children from going in that yard.
[42:38] And near those three box trucks,
[42:41] I would like to see, I don't care if it's chain length fence,
[42:44] and old wooden snow fence,
[42:46] just something to keep animals and children
[42:48] out of what goes on in there.
[42:50] That's all I'm protected, safety and protection.
[42:54] So I will look into what the fencing requirements are
[42:57] for that if it's to restrict people or restrict view and my understanding is it's to restrict view but
[43:08] with that also talk with the wedges to see what their feelings are on it. I mean, if it's something
[43:12] that they have to do, I know they'll do it but I don't want to force them to do something that the
[43:21] The law doesn't require them to do to satisfy a need that we feel we need to have.
[43:28] If it's not the law, then I can't enforce it.
[43:37] I'd entertain a motion if that's where I had Mrs. Further Discussion.
[43:40] I just wanted to say that I think they've done a phenomenal job cleaning it up.
[43:45] I mean, it looks better.
[43:47] What I get out of the email, mostly of the concern neighbors, who's going to be there to make
[43:54] sure it stays in compliance and for me that's you. Do you know what I mean? So I think just
[44:01] being aware that we're not just going to approve this in go away. Do you know what I mean?
[44:07] There is somebody that's going to monitor and make sure that they stay in compliance. I'm
[44:12] fine with this, moving, approving this. With the understanding that that gate gets installed
[44:18] that opening right now, that's the fences of the land and all the wind damage is fixed.
[44:24] Yep, so I'll make an appointment next week with Mr. Wedge to go down there and we'll have a discussion.
[44:30] By then, I'll have a much clearer answer for you on the definition of defense and if it's something
[44:38] that needs to be enforced, it'll be enforced. Thank you. I just have a question, it's not really
[44:44] matters but how many cars did we haul out? Do we know? It's going to be a lot. How many cars
[45:01] I appreciate that. We certainly appreciate everything you do. Everybody wants to know how much does it cost for a panel, for one of them fences? $100 each? We understand we don't. We don't want to certainly financial screen you anymore. And no, it's certainly noticeable. You've done very well, sir. And we just want to make sure that fence is fixed and on that note, I'll certainly entertain a motion. I'd like to make a motion to renew the automobile recycling and automobiles.
[45:29] Graveyard license. Second. All right. I have a motion and a second to motion by
[45:37] Donovan. Second by Vice Chair Larry V2. Renew the automobile recycling and
[45:42] automobile graveyard license for Larry and Larry and Vicki Wedge DBA Bokeshop.
[45:50] Any further discussion? Just with the conditions of you meeting and checking on
[45:55] those things that we discussed. I'll get back to you. Yep. Thank you. All right. All
[45:59] All those in favor?
[46:01] Opposed?
[46:02] Carries 4-0.
[46:03] Thank you.
[46:04] Thank you, Mr. Wedge.
[46:05] Thank you.
[46:05] I'll see you in hospital.
[46:06] Thank you.
[46:07] I have a happy new year.
[46:08] Happy new year.
[46:10] 2.17.
[46:11] Approving the septic tank waste and holding tank.
[46:15] Septic tank waste and holding tank waste disposal agreement.
[46:20] In our packets is a five-year agreement with the
[46:26] What do they call it?
[46:31] What are pollution controllers?
[46:35] This is for our septic haulers to have a place to dispose of the septic waste.
[46:43] Any discussion on this?
[46:49] Both should authorize the time manager's side of the agreement.
[46:51] So second, I have a motion by Hawthorne, second by Donovan to have the town manager sign
[46:58] the agreement, any further discussion.
[47:02] I just wanted to know, I reached out to Mack Tee, one of our vendors here in town.
[47:07] And he said it's definitely needed, otherwise they wouldn't have a place to dump.
[47:11] And they pay $0.12 a gallon to dump the waste there.
[47:15] So every household, $120 fee goes to them to dump the waste.
[47:20] So that was just information.
[47:22] So all right, all those in favor?
[47:26] Opposed?
[47:27] Carries 4-0.
[47:29] All right, 2.1-8 consideration of information provided
[47:32] by the Environmental Resource Committee
[47:34] on Solar Options for the Town.
[47:38] Quite a while ago, we asked the Solar Committee,
[47:41] the Environmental Resource Committee
[47:43] to look at solar options for the Town,
[47:44] meaning solar panels, or having a provider
[47:48] that we buy energies from the solar provider.
[47:51] They did a lot of research.
[47:53] This has done a little while ago.
[47:54] We just haven't been able to fit it into a agenda.
[47:57] So they gathered a lot of information.
[47:59] I asked them to simplify it, put it down,
[48:02] and they did that very well for me.
[48:04] So what is in front of us is a couple options.
[48:06] Do you want to expand it all on it or not really to expand?
[48:10] So you can just correct me if I'm reading any of this wrong.
[48:13] But there's options on there where we can spend a lot of money
[48:17] and put in a solar system, a solar panel system, or we can simply purchase power through
[48:24] a company, so we'll be buying our power from the solar provider still delivered by CMP,
[48:32] and that would be a 15% rate reduction for 20 years, with no contract.
[48:37] Obviously, we need more information so the board can accept the report as it is.
[48:42] They can ask the manager to look into this company.
[48:45] we could put on RFP, what would the board's wishes be?
[48:51] So we did have a solar company come in a few years back and talk to us about solar arrays on top of buildings.
[49:00] My concern would be the historical district. I don't believe you can put a solar array on top of a roof, but I'm not certain, but I'm pretty sure that that can't be done.
[49:11] And so this complex would kind of be null and void for any potential for the solar arrays.
[49:18] But I appreciate all the work you did.
[49:20] Absolutely saved us some time.
[49:22] Thank you.
[49:23] I do go ahead.
[49:25] Was there taking
[49:30] the array out of the option on municipal?
[49:34] Was there a purchase option from somebody else's solar?
[49:39] Yeah, the last option I had mentioned.
[49:41] Was it one that stood out?
[49:43] Well, they got, you can jump in if you want.
[49:46] They got information from these four companies
[49:47] abroad and one that says competitive energy services.
[49:50] We'd purchase the power.
[49:52] So that's a solar panel system set up someplace.
[49:55] It could be the one that's down there.
[49:57] It could be, you know, for the cell someplace.
[50:00] We'd get our, we sign on and buy a power from them.
[50:03] They would reduce our CMP bail by 16%.
[50:06] I do it at my house on sampling.
[50:08] I use a different company, but did I cover that correctly?
[50:11] So that would be, and without setting up a solar panel,
[50:16] we could buy it from them as an option.
[50:18] The commitment was just my follow-up question.
[50:22] One has a 20-year commitment.
[50:23] One has no year commitment.
[50:26] What's the 20-year commitment mean from a year?
[50:31] OK,
[50:34] sure.
[50:36] I think these offer or options that are in front of you,
[50:39] like if you're interested in specific the year commitment,
[50:43] and we can go back and ask that specifically.
[50:45] We just got a general breakdown of what they offer,
[50:50] but I think this is just to start the discussion,
[50:53] and then just tell us which direction you'd like us
[50:55] to go more in if that's not true.
[50:57] Yeah, for me, just speaking of, for me,
[51:01] the option that seems to fit best at this point
[51:04] would be just for us to purchase from somebody else's,
[51:07] and if we can save that money on our CMP bills here.
[51:13] and municipality.
[51:15] I don't know what the, if we had a commitment and we opted out of
[51:21] the commitment, what would the implications be for us as a municipality? That would be
[51:26] my question, but that seems like it might be the best option for us.
[51:32] Did you want to say something? You mind?
[51:35] No, go ahead.
[51:35] The one you had mentioned, we have PowerPoint still, that was given that night and it was
[51:41] was to go down at 6-11 along either the Fire Department or the New Public Works Building
[51:47] roof. And that was going to be strictly for the town, but it would have helped the
[51:52] whole town.
[51:53] That was actually putting solar panels.
[51:54] Yeah, yeah, solar panels on the roof. And then when we had, was it six months ago, somebody
[51:59] came in and was about to solar a race.
[52:02] Yes, yep, yep.
[52:08] For me, the, I like the idea of the purchase, you know, I like the idea of it as, and
[52:17] I've discussed this before, I'd like to, I just have a hard time knowing which array it's
[52:22] coming from, because I think, you know, putting solar arrays on rooftops and, you know,
[52:29] old trans, old landfills is, you know, a great use of those properties, but as a forest
[52:35] red, I don't care if we're collecting the forest to put a solar array in it, so that's just
[52:39] my take on that.
[52:40] So
[52:43] I think we should, or the manager, or someone should at least look into there, if we
[52:49] We can purchase from one of these solar and get a reduction, and I mean, it wouldn't hurt to look.
[52:53] Obviously, I don't want to make a 20 year commitment.
[52:57] I think it's next amp, I'm sorry, the second one up.
[52:59] You don't have to make a 20 year commitment, you get a 15% reduction.
[53:05] I know it was simply a sign in a piece of paper for mine, and I see on my bill, delivery service comes from CMP in my power.
[53:12] I paid her, seeing Brown, I think it is, seeing Brown energy services.
[53:16] So what's the board's wishes?
[53:20] I'm okay in looking at what the potential savings would be and what the commitment might
[53:25] be the manager and any other information they may provide about their array portfolio.
[53:35] So I agree with Selectman Laravie about the savings of that way.
[53:40] I am not interested in solar panels at this time either of mine.
[53:45] I agree.
[53:45] I agree.
[53:47] So, would we like the manager to get information from that they have and look into it further?
[53:55] Yes, I think we can direct the town manager to take care of that.
[53:59] So, on the next amp, whichever one it is, if you want to give the manager a curb in and he can...
[54:05] Yes, you can give you the contact.
[54:07] We appreciate your work on it, saved a lot of things.
[54:09] Thank you.
[54:09] I know the information you gave us a lot.
[54:12] I really appreciate this is a lot easier to read than those packets.
[54:15] So do we need to have Tom Andrew come back there us so can we just instruct him to pick out the best one take care of it?
[54:22] I think we just instruct him to pick out the only other. My only other thought related to this is what our obligation is with NY.
[54:32] Right. That's something they would, you know, how to figure out for sure.
[54:36] I don't know what the agreement with, you know, what part on or that facility. I don't know what the agreement would allow and wouldn't allow.
[54:42] So that would be part of the information I'd like to figure out.
[54:50] Any thoughts?
[54:53] Well, I think you can probably collect Ted's monthly reports,
[54:57] and he usually puts out how many tons and stuff.
[55:03] I think that's all stuff that you can access on there.
[55:07] I'm sure Charlene or someone, the town manager can direct someone,
[55:11] but as far as access to staff,
[55:17] I think that would be under the purview of the town manager to decide what kind of access and how much not that he would restrict information.
[55:25] But everybody I think has a full plate right now with the budget season so I don't kind of lean towards the town manager to direct help direct as well.
[55:35] I'd be I'm really interested in this and I don't disagree at all and I'd be really to curious to see.
[55:41] you, what ideal is with MWAC?
[55:44] I'm not saying it's a bad deal, what ideal is,
[55:46] but again, that would be from Manager Curbin,
[55:48] so with his approval for you working through that.
[55:52] So, did you want to make that as a motion
[55:54] or as a recommendation or that she works with a manager
[55:57] to what level he's comfortable or?
[56:00] I think that would probably be the best way.
[56:03] I mean, the town manager can definitely get the information
[56:06] needed and then maybe present at one of your meetings
[56:09] to help kind of guide where the next step should come from, but again, I lead with the
[56:16] town manager.
[56:17] I think if we answer those questions related to our obligations there, then it opens
[56:23] the door for further discussion about potential options.
[56:29] I think that's one of the things I do know that's changed is that we used to get money
[56:38] for certain recycling products that we recycled, so separating them, and then COVID happened,
[56:43] right? So then we had one big, just everybody threw everything into one, okay? There was no
[56:48] recycling. So I think it kind of got thrown off. I know new gloss has been really good at recycling,
[56:56] but I also think that we could learn from the transfer station staff, if the town manager meets
[57:04] with them to discuss more because they probably would have more ideas than us, they do
[57:09] it every day.
[57:12] Is it okay if I?
[57:13] Oh, absolutely.
[57:15] I think just of what we wanted to do is very similar to the solar research.
[57:20] We just wanted an official charge from the board to talk with town staff and look at reports.
[57:25] I know that I don't know what year the Transpriciation Study was done.
[57:30] But I think in order for us to review that we needed an official charge from the board to review
[57:34] that I might be speaking, but I think we're I'm here really just looking for an official charge
[57:40] to do some research talk to staff and I of course don't want to get in the middle of a bid,
[57:46] but I think just really looking at what we're doing right now and then presenting that to you guys
[57:50] of this is what's happening and then maybe from there we decide what should we do next but I think
[57:56] this I don't want to put putting anything on the tell me Andrew to come to one of our meetings to do
[58:00] But I think we have the energy in our group to go into this.
[58:03] So I think we're just so much to say you're okay to go look and
[58:08] research the stuff for the town.
[58:10] I'm okay with that.
[58:11] Long as you go through manage a curb and he said, you know,
[58:14] says, yeah, this is okay or that's okay.
[58:15] You can have access to that.
[58:17] I think that would be more than fair.
[58:20] Is that okay?
[58:21] Nothing to lose.
[58:22] I'm anxious to see it.
[58:23] I think you guys have done good work.
[58:25] So I'm anxious to see that we, I've got a few calls about recycling.
[58:28] And we certainly know what's a hot topic right now.
[58:30] So I think we need to at least look into it. So how's the clothes been doing? Oh, it's great.
[58:36] I unfortunately have been out of touch with Joe to know but the last time it was like over two
[58:41] I'm sure two the two tons or whatever it's doing great, but I just haven't been out today with it
[58:48] But is it okay to ask if we have like a motion or something just like an official like to say this is what we're doing
[58:55] Absolutely.
[58:56] I will attempt to capture all of this in one motion.
[59:01] So I make a motion to charge the ERC committee with discussing or researching recycling, current recycling in our municipality and coordinate and directly with the manager for access to staff to discuss recycling within the community.
[59:27] Did you get all that record of my eyes?
[59:29] I'm going to come to repeat it.
[59:32] Vice-chair layer, we made the motion.
[59:34] It's like one Hawthorne made the second.
[59:36] Any further discussion?
[59:38] Does that cover what you need?
[59:39] It does.
[59:40] I just had one clarifying question.
[59:42] If we wanted to like tour, like just as volunteers,
[59:46] not on behalf of the town, are we allowed to tour like eco-mains
[59:49] or anybody else's facility and just see what their operation
[59:52] is not necessarily taking notes to present to you, but just know.
[59:56] Leave you with them.
[59:57] Okay.
[59:58] Oh, okay.
[59:59] I just...
[1:00:01] All right.
[1:00:04] That sounds very interesting to me. All right. I have a motion and second. All
[1:00:10] those in favor. Opposed for zero. Thank you. I appreciate your work. Thank you. Yeah. I think it's
[1:00:16] okay. One question. Well, we're talking about permissions. Back to the resiliency grant. Yeah. When
[1:00:26] And when we advertise the workshop on the website, we also have a flyer.
[1:00:34] What's the policy about us putting the New Gloucester seal on the flyer?
[1:00:41] It's just speaking for myself, but it's the town committee.
[1:00:43] I don't think you're doing, it's for the ERC, the town committee.
[1:00:47] It's for the ERC and for the town.
[1:00:49] We just want to clarify that that would be okay to do, you know, there'd be any issues with that.
[1:00:53] the state seal for the partnership will be on there too, plus maybe the ERC we have a logo.
[1:00:59] I would assume it's a multi-town partnership, right?
[1:01:04] Well this would just be for the glossary.
[1:01:05] Oh yeah, okay.
[1:01:06] But it's in a, you know, we'd like to present it as official in the glossary.
[1:01:11] I manage the curve and so you can see any issue within. I'm okay with it.
[1:01:15] Okay.
[1:01:15] I get some nods over here. I think you all said okay.
[1:01:17] Could you share with us?
[1:01:19] Could you share that with us?
[1:01:21] Very, yeah, within a day.
[1:01:24] Perfect, Mark.
[1:01:24] Thank you very much.
[1:01:26] You want me to send you the seal?
[1:01:28] Yes, could you?
[1:01:29] And I'll send it back.
[1:01:32] So, isn't there also a quiz attached to that?
[1:01:34] Or not a quiz, but a survey?
[1:01:37] I sent.
[1:01:37] I sent, I sent, uh, select Chair Braggden, a full copy,
[1:01:42] which apparently couldn't open and then a little abbreviated survey.
[1:01:47] Okay.
[1:01:47] I think I sent to the other board members,
[1:01:49] And that we're going to send around town to get the general feedback from the community.
[1:01:54] Is that something we can actually put on our website, a link to their survey?
[1:01:59] Yeah, absolutely.
[1:02:00] Okay.
[1:02:01] Just I just need the information to Sarah Rodriguez made the survey.
[1:02:07] So she can when she comes back, she can share that with you.
[1:02:11] Okay.
[1:02:11] I'll check with Sarah.
[1:02:12] Yeah.
[1:02:13] It's a Google survey.
[1:02:14] And then people can be directed to the website as well, too.
[1:02:21] Thank you.
[1:02:23] I'll try to open that file on a different computer.
[1:02:25] I think it was, I don't know if my computer didn't recognize.
[1:02:28] All right.
[1:02:29] Thank you.
[1:02:31] All right.
[1:02:31] 2.20.
[1:02:33] Adopted in the board and committee application process.
[1:02:37] So we've had a lot of submit it to us.
[1:02:40] We've had some public comment.
[1:02:41] We've worked on this for a while.
[1:02:43] So I see a couple of notes I found going over it.
[1:02:49] So what is the board's wishes do we want to...
[1:02:53] I am at the point where I take no action.
[1:02:56] I think it needs more work.
[1:02:58] I agree with that.
[1:03:00] I agree with some of the comments tonight too.
[1:03:02] Yeah.
[1:03:03] A lot of good comments made.
[1:03:05] This is kind of Mr. Ward's baby, and I really don't want to mess with it without him.
[1:03:11] I agree.
[1:03:11] A lot of work's going into it.
[1:03:13] Certainly, we need to give kudos to Mr. Ward on this.
[1:03:16] He does a lot of work and he worked at workshops.
[1:03:19] So, he'll, I'm sure he'll watch your meeting,
[1:03:22] if he's not watching right now, honestly.
[1:03:25] He'll make these notes and I think we'll regroup on it.
[1:03:27] Yeah, good with that.
[1:03:29] Yeah, but I think that sounds great.
[1:03:31] All right, 2.2 on adopted in the board in committee meeting.
[1:03:36] Adopted in the schedule of boards in committee meetings.
[1:03:39] Up to you guys, obviously, what you want to do on this.
[1:03:42] One of the things we talked about when we were going through the board and committee
[1:03:44] bylaws in the application process is that we wanted it used to be this way we wanted committee
[1:03:51] meetings to be on the same day of every month the same time.
[1:03:56] I went through with the helper of a court of Myers and tried to put where stuff normally
[1:04:02] is.
[1:04:02] There's a few committees that don't have normal dates and kind of put it out in front of you.
[1:04:06] what the next step and what you want to do is totally up to you. I have a couple of comments
[1:04:12] but I will wait.
[1:04:15] So one thing that's not listed on here though is is the budget committee
[1:04:21] and that's seasonal. True. But I'm wondering if that should be added there. Yeah. Good
[1:04:25] because CIP, too. Yeah. CIP and budget. Yeah.
[1:04:30] CIP and budget. Yeah. And they are seasonal.
[1:04:32] So yes. Yeah. That may be hard to put them on certain dates but they should be listed
[1:04:42] I think we need to discuss what's televised and what's not televised.
[1:04:49] You know, like I think production rack, I'm not 100% sure what the role is.
[1:04:52] I'm not saying that in a bad way.
[1:04:53] But I think that's an important committee and I'd like to see maybe that televised.
[1:04:56] I know they meet at 530 at the community building.
[1:05:00] That was the only thing I was not knowing any other ones that maybe not televised.
[1:05:04] what's the standard on that, because we say that they should be televised if possible.
[1:05:10] And then, like land management committee, they have been all over the place, but I think
[1:05:15] Charlene said that they originally set for the fourth Thursday.
[1:05:18] No, fourth Wednesday.
[1:05:20] Fourth Wednesday.
[1:05:21] Fourth Wednesday, okay.
[1:05:23] And community fear, candidate referendum committee and cable television committee, those are kind
[1:05:30] a sporadic meeting so that was kind of hard to pick down.
[1:05:35] So LNPC meets on Wednesdays?
[1:05:37] Second Wednesday.
[1:05:38] The last Wednesday of the month.
[1:05:40] Fourth Wednesday of the month.
[1:05:41] Fourth Wednesday of the month.
[1:05:41] Okay.
[1:05:42] So that needs to be changed on this as well.
[1:05:43] I thought you said there was there probably.
[1:05:45] No Wednesday.
[1:05:46] Okay.
[1:05:47] Fourth Wednesday.
[1:05:48] Do they only meet once a month or?
[1:05:49] Once a month.
[1:05:50] I know.
[1:05:52] Look at the calendar, they've kind of been.
[1:05:57] So we need to do CIP budget.
[1:05:59] They've had some holidays fall in there.
[1:06:01] Yeah, yeah, LNPC is the fourth Wednesday.
[1:06:07] Anything else we need to, you know,
[1:06:12] far as televising, I feel that any budgeted like recreation,
[1:06:18] we give them a budget that, and if they're expending,
[1:06:22] money out of that, it should be visual to the citizen.
[1:06:27] And kind of the same applies to those who are making policy
[1:06:31] or ordinance, same thing, it needs to be public.
[1:06:34] Look at my eyes.
[1:06:38] And there's a lot of interest impacts in the wreck also,
[1:06:41] so I think it's important to get it out there.
[1:06:46] I don't know how we would direct a change at,
[1:06:49] but we could do that by home means.
[1:06:51] I'm sure.
[1:06:53] So what's the board's wishes?
[1:06:54] How do we do we want to reach out to committees
[1:06:58] for input or where they think would fit best?
[1:07:00] Or do we want to go back to the drawing board?
[1:07:09] Has any of the committees reviewed this?
[1:07:12] have we asked for their input?
[1:07:15] I did not do any of that in one.
[1:07:18] Do more than I so still.
[1:07:20] Yeah.
[1:07:24] Yeah, no, I appreciate that.
[1:07:29] Maybe that would be the next step as we,
[1:07:31] the chairs of the committees, you know, have that.
[1:07:35] Before we put this in stone,
[1:07:37] send it out and say, hey, what's your thought process on this?
[1:07:40] And I don't disagree with you.
[1:07:41] So I actually like the idea of potentially televising the committee as well.
[1:07:49] I liaison with these committees that are typically televised, you know.
[1:07:55] So maybe in that we could ask a passionate committee if they could find a time that they could use the meathouse so we could, that would also, I'm not sure what Mr.
[1:08:10] Bowie's
[1:08:11] listed the ERC, Parks and Rec, right now, Parks and Rec, ERC,
[1:08:19] Community Fair, and candidates
[1:08:23] are the four that are not televised, all the others are televised.
[1:08:27] Candidates is for the forum, but they've been meeting at the library.
[1:08:34] Community Fair, sometimes we meet it or a lot in the summer, we meet at the fairgrounds.
[1:08:38] So does Parks and Rec, doesn't mean we can't change if we have to.
[1:08:42] So what's the board's wishes?
[1:08:46] Right now we're just talking about this, not the televised, right, or we're piecing
[1:08:50] it together.
[1:08:51] We're kind of piecing together, but whichever way you want to go with it.
[1:08:54] I just like the idea of it going to the chairs of the committees for discussion on the dates.
[1:08:59] You know what I mean?
[1:09:00] Right.
[1:09:01] And I'm just going to say this again, I know it's in the past, but I truly believe the Public
[1:09:05] Safety Committee should be an in-house committee that is the town manager of the Public Works
[1:09:10] Director and the fire chief and anybody, other staff needed for that.
[1:09:17] But I feel like that should be an in-house committee.
[1:09:19] I still feel that way.
[1:09:22] Let me talk about agenda items for next meeting.
[1:09:25] That was one that's potentially on there, discussing committee rules.
[1:09:30] All right, so we know we want to send it to board chairs and
[1:09:35] ask them for their input or committees or board chairs as I so.
[1:09:38] And we want to ask Prox and Rec if they can try to find a time that can work in the community building. I mean the meeting house.
[1:09:47] I don't. I'm just going to ask this. Why just them if there's four that aren't televised.
[1:09:54] I'm just asking the. Well for me recreational has a budget. We give them money. Right.
[1:09:59] And they right now they're not on camera show one how they're spending it. EIC. We do not give the money. We just give them permission to.
[1:10:06] typically have a little bit of blood.
[1:10:08] The ERC is a budget.
[1:10:10] Yeah, it's like 1,000, 1,000.
[1:10:12] It's very interesting.
[1:10:14] I think it's just very interesting work, you know what I mean?
[1:10:17] I think it's worth spreading the word.
[1:10:20] I guess is what I would say with that.
[1:10:22] I wouldn't disagree, 200,000.
[1:10:24] I don't want to minimize that, but the threshold,
[1:10:26] I mean, we're talking 30,000, 1,000.
[1:10:30] So I guess anything that seeds X amount should be televised.
[1:10:34] There's also a staff member that committees work in with a lot with the recreation director, so that's a fair point.
[1:10:45] All right, so we've got those a couple of items. What else do we want to add or director?
[1:10:54] And then just update the CIP budget.
[1:10:57] Yeah, no seasonal.
[1:10:59] LNPC. All right. We good with it?
[1:11:03] I'm good. Do we need a motion?
[1:11:05] That will be so.
[1:11:06] Yeah, all right.
[1:11:07] And we'll get this back for approval.
[1:11:09] One set, all that comes back.
[1:11:11] You know, probably give them a couple of weeks to respond anyway.
[1:11:14] Do you want me to send that out?
[1:11:16] How many of you are sending that out?
[1:11:18] That's up to you guys.
[1:11:19] How do you want to work?
[1:11:20] We'll talk about it.
[1:11:21] Yeah. How do you guys want to work that out?
[1:11:22] That is up to you.
[1:11:23] All right.
[1:11:24] All right. Moving right along.
[1:11:27] Consideration of town manager goals in the work plan.
[1:11:30] So we have that. We had asked Manager Kerbin last time.
[1:11:37] I think you've recommended putting
[1:11:38] together some stuff. Number two, we can take off. Yeah, I'm going to say someone right
[1:11:42] now. That's right. We can. Look at that. So anything you'd like to say, Manager Kerbin?
[1:11:50] So in addition to the sixth set and just to review those, just for the public here and for
[1:11:56] the board as well. We include the upper village deed, the library roof, which has been completed,
[1:12:03] the website, the IT position, adding that, the coming year, hiring of a fire chief,
[1:12:12] the administrative code, the charter. And then I added three more that I thought may be
[1:12:19] with your approval that may be worthy to look into, which I think are probably very important.
[1:12:25] and a transfer station safety plan, upgrading a plan for the town buildings and then personal policy review.
[1:12:35] And then I also included one more thing that I thought might be good as well that I did not have on this list,
[1:12:43] was developing an ARPA infrastructure act list of potential projects.
[1:12:55] I think they're all good to me. I think if the manager wants to keep working on them.
[1:13:09] If that's what he wishes to do, I'm all for it. I will tell you that I am not a fan of the transfer safety issue.
[1:13:18] And if I was the upper fund, we don't have much money left, so that's not a big priority to me.
[1:13:23] We do have a small list, it's
[1:13:32] like Board Member Ward has kind of kept track of that for
[1:13:34] the board.
[1:13:36] He's kind of crazily taking that on for us.
[1:13:41] Were you thinking of more of a way to adopt the offer, to have it spend the money?
[1:13:46] Exactly.
[1:13:47] It kind of provides you with a list of potential projects working with the department
[1:13:53] had something to submit to you that you would have a potential plan that you
[1:13:57] want to go ahead and adopt it if not but something I think they give you some you
[1:14:01] know I have to do some dig and I think we had a report from department heads
[1:14:05] under a manager liendez and correct on that that's correct yeah I don't remember all
[1:14:11] them on the head off top ahead I think we pulled a couple out and we chose to work
[1:14:16] towards them some of them were like the fire restoration tools I believe might
[1:14:21] have been on it was something along that line or life pack or sorry if I'm
[1:14:25] speaking speaking but um so honestly I don't know if there's a lot to do there
[1:14:30] it would be interesting to know how we decide what we're going to find with a
[1:14:33] little bit of money we have left I'm not against that you know what would be a
[1:14:37] priority and what wouldn't but what's the cost of the note house at the fair
[1:14:40] grounds right yeah any
[1:14:47] other input of thoughts hopefully the deed issue is our last
[1:14:54] Update from planner Thompson about that was that it should be in the world. I think it was signed, but there's a technical
[1:15:00] We're signed back in August, but there's a technicality of something, and I'm not sure if that had been followed up on that night.
[1:15:06] She had mentioned at a meeting that she found an email that it was signed in August, but there was one more. Is that the, is that the deed? Had to be signed by the governor. Working with the state. We have that. It has been sent to the registry to be filed. Excellent. Excellent. Cross that one up. Hey. Good job.
[1:15:27] She said it last week and there's everything and we have a map there's a map with that but yeah, she got it and she's
[1:15:34] to give it to me and I sent it to the registry this week.
[1:15:37] Excellent.
[1:15:39] That's a big, we really need that for we can move much further.
[1:15:43] So to branch off Mr. Hath on the transfer station safety plan, we're putting away money for this but I don't
[1:15:53] I think we really have a goal, so that would be if we're going to put away money, and I think this year they're asking for 125,000, excuse me, what is the goal?
[1:16:02] What is the end game, would be my only question on that? I don't know what the board wishes for.
[1:16:06] So for me, I know we did a big study years ago, but it was quite a cost to engineer that.
[1:16:14] I don't think that we need to engineer it to those specifications.
[1:16:19] I think we as a board have discussed, there's probably some very simple fixes.
[1:16:26] I would entertain you looking further into the possibility of one of the comments was
[1:16:33] redirecting the traffic, the way the traffic flow goes, moving the recycling from where
[1:16:38] it is to down lower.
[1:16:41] But, or just, I mean, just really just change in the traffic pattern, I think would...
[1:16:45] Right, it could be some kind of...
[1:16:46] I would be...
[1:16:47] Okay, well, I definitely agree we don't need to engineer.
[1:16:49] No.
[1:16:50] No, so I would entertain talking to our staff there
[1:16:54] and finding out because I'm pretty sure they could
[1:16:57] probably tell you a cheap way to fix it.
[1:16:59] Right, I'm not thinking of a $50,000 study day.
[1:17:03] No, and I think if you have money already in the funds,
[1:17:06] then maybe that's a CIP next year
[1:17:08] and we can move forward with making some changes.
[1:17:10] Sure, and if you'd like, I can like just defer that
[1:17:12] till next year, I could take that off.
[1:17:15] Now, I think it's okay.
[1:17:16] I think honestly this will go hand in hand with working on the recycling because if we end up making modifications to how we're recycling, I hate to restructure now without a plan for the recycling.
[1:17:36] My understanding also with the transfer station, the reserve account related to the transfer
[1:17:42] station, is that can also be used for a repave on that as well, which is I'm going to say
[1:17:50] it's going to be desperately needed at some point soon here in the future.
[1:17:54] And you can't just pave it, you're going to end up grinding.
[1:17:58] So that's part of this as well.
[1:18:01] But I don't want to repay them, unless we know what we're recycling and how we're doing it.
[1:18:06] And I think this fits with what ERC is going to be working on.
[1:18:11] So I wouldn't defer it, I would work in conjunction with that.
[1:18:18] Is that okay at that level?
[1:18:20] Well, I think it could be chipped away at.
[1:18:22] I mean, if there's no need to change the way the entrance is or whatever, any of that stuff,
[1:18:30] and we can move forward with paving say next year then that's one thing less that you know what I mean so yes we do stuff let's do it but
[1:18:37] I'm just he's a new guy in the block we got lots of issues that need to be addressed this is not high on the priority list is all I'm saying
[1:18:46] I know in your mind it's not but it was engineered you know it was done that it was done several years ago no money was ever put aside for it so there is a need and I do think there is a safety issue
[1:18:58] and I think that, for me, that would make it important.
[1:19:02] I think way back in 2008, honestly,
[1:19:05] it was when it started, something with an insurance company and a study.
[1:19:08] I'd also be curious, because maybe it was discussed in CIP,
[1:19:11] and I didn't see it.
[1:19:14] Director Shane,
[1:19:16] fellow work director Shane is asking for money if he put away.
[1:19:19] I don't know what the grand plan is,
[1:19:20] so he may have something too that you can work off,
[1:19:23] but I'd be interested to see a little bit of it,
[1:19:25] but I don't disagree with Mr. Hall.
[1:19:27] I mean, the loader going back and forth while people are pulling in is definitely a safety
[1:19:32] issue.
[1:19:32] So moving the recycling.
[1:19:33] And I think we could make some changes really leading up to big changes.
[1:19:38] Agreed.
[1:19:39] All right.
[1:19:40] So do we want to adopt these goals with a motion or just, you know, say they're good and
[1:19:44] give them a blessing?
[1:19:45] I don't think we need any motions.
[1:19:47] Just a boss.
[1:19:48] Keep up the good work.
[1:19:49] You've done good so far.
[1:19:50] So thank you.
[1:19:51] You've already gotten too off you list.
[1:19:52] That's right.
[1:19:54] All right.
[1:19:54] 2.23. Approve in the 2023 town holiday schedule. This is something we do each year.
[1:20:04] So the holidays that are coordinated personnel policy and that we've added Juneteenth on
[1:20:11] there also. It's quite a task to put this together, balancing holidays, what days they fit
[1:20:17] on, what departments are open and all that. So we thank Charlene for that. Any discussion
[1:20:21] or I'll take a motion if we're ready.
[1:20:23] Motion will approve.
[1:20:24] Here's a second.
[1:20:27] Oh, second, sorry.
[1:20:29] I have a motion.
[1:20:29] I've also a second, vice chair,
[1:20:30] a layer B to approve the 2023
[1:20:33] town of Boston holiday schedule for the discussion.
[1:20:36] All those in favor, opposed, carries for zero.
[1:20:42] 2.24, approve in the 2023
[1:20:44] select board meeting schedule.
[1:20:47] Again, technicality we do every year.
[1:20:49] I could always be changed, but this is a guide we go by.
[1:20:51] They can entertain a motion if we're ready.
[1:20:54] Motion to accept is a working forecast.
[1:20:57] All right, do we have a second?
[1:20:58] A second.
[1:20:59] All right, I have a motion to accept this as a work
[1:21:02] and forecast of our meetings for 2023.
[1:21:04] I have a second.
[1:21:05] I was made by Hawthorne Second by Donovan
[1:21:06] for the discussion.
[1:21:08] All those in favor?
[1:21:09] For zero.
[1:21:12] Next item, real quick.
[1:21:14] What items, anything you'd like to throw out there
[1:21:17] for the next agenda or future agendas
[1:21:19] Or that you'd like added coming down. I do have in the next agenda committee roles and assignments
[1:21:26] I know that was a topic that was asked for
[1:21:29] Is there anything else anybody would like to request or topics or anything we can always add more later
[1:21:35] But this is a time to if anybody has anything you all set Mr. Hawthorne
[1:21:40] You guys have anything off top the head
[1:21:44] I'm good right now, all right easy enough. I'll take a motion go to your motion to adjourn have a motion by half one we'll have a second second all right. It is
[1:21:54] 8.23 p.m. All those in favor. I'll post the carries for zero. Thank you, Mark. Thank you everybody
