[7:49] All right. Being 6:37, we'll call the
[7:52] common council meeting to order. Please
[7:54] stand for the pledge of allegiance
[8:00] to the flag of the United States of
[8:02] America and to the republic for which it
[8:05] stands. One nation under God,
[8:08] indivisible, with liberty and justice
[8:10] for all.
[8:14] » All right, clerk layman has been taken.
[8:19] >> Adoption of the agenda.
[8:21] >> I move to adopt the agenda. Mr.
[8:24] Presented tonight, your honor.
[8:26] >> Make the motion.
[8:27] >> Second.
[8:28] by Mr. Dorsy.
[8:31] Any additions or corrections?
[8:34] Hearing none. All in favor say I.
[8:37] >> I.
[8:38] >> Opposed.
[8:39] That motion is carried by all. Approval
[8:42] of 5/19 2026 common council minutes.
[8:46] >> Move to approve the minutes. Your honor.
[8:48] >> Motion made by Mr. Fchet.
[8:50] >> Second.
[8:51] by Mr. Vau. Any additions or
[8:53] corrections to those?
[8:56] Hearing none. All in favor say I.
[8:59] >> Opposed. That motion's carried by all.
[9:04] Mr. Dorsy, authorization to pay the
[9:05] bills, please.
[9:07] >> I make a motion for authorization to pay
[9:09] the bills in the amount of 1,578,9194.
[9:15] » Second.
[9:16] >> Motion made and second by Miss Mcowski.
[9:19] Any additions or corrections to those?
[9:23] Hearing none, please cast your ballots.
[9:35] That motion carry 10.
[9:39] All right. Up next, public comment.
[9:43] This is your time to talk. Please come
[9:44] forward to the empty seat.
[9:47] Please state your name, your address,
[9:49] and
[9:51] three minutes.
[9:55] My name is uh Jeffrey Hansky. I live at
[9:57] M5590 Fairway Drive. I'm here to speak
[10:00] about my daughter in the license renewal
[10:03] process tonight. Um just want to let you
[10:06] know that um she made some mistakes.
[10:11] She has been doing a very good job,
[10:14] cleaned
[10:16] up her records and stayed out of
[10:18] trouble. She shares a home in Apple now
[10:20] with her boyfriend that they recently
[10:22] purchased and she's up responsible for
[10:25] all the upkeep of that property while
[10:28] um he's away on guard duty for border
[10:31] security. Not here to undermine anyone's
[10:34] authority through this process, but I
[10:35] strongly believe it will be
[10:36] counterproductive to deny Jisselle her
[10:39] license. Um it's given her stellar work
[10:42] ethic and commitment to doing the right
[10:45] things moving forward. She's an
[10:47] outstanding asset to her employer to the
[10:49] city of New London. And I believe there
[10:51] was an email included with your packets
[10:54] tonight that I asked to be send out. So
[10:57] that's it. Thank you.
[10:58] >> Thank you, Mr. Anki.
[11:15] My name is Renee Hoscuit and I reside at
[11:17] E6722 Slooh Road, Wyiga, Wisconsin and I
[11:22] am running for the Waka County Clerk of
[11:24] Circuit Court's position.
[11:26] I grew up in the town of Saxville on
[11:28] Pineh Hill Road just over the Wera
[11:30] County line and I currently reside in
[11:32] the town of Royaltton with my husband
[11:34] and our son. I started with Waka County
[11:38] in April of 1996.
[11:40] I started full-time with the clerk of
[11:42] court's office in October of 97 as a
[11:44] file clerk, which is coming up on 29
[11:47] years of service with the clerk's
[11:48] office. I have been promoted throughout
[11:51] my time to account clerk, deputy clerk,
[11:54] and now chief deputy clerk since August
[11:56] of 22. The clerk of court's office is
[11:59] the keeper of the records for all case
[12:01] types and court proceedings. And I've
[12:04] always said that all roads lead to the
[12:05] clerk of court's office because our
[12:07] office deals daily with the public, the
[12:10] three judicial court branches, the DA's
[12:12] office, the sheriff's office, and the
[12:14] child support agency, just to name a
[12:16] few. Our office is also in charge of
[12:19] managing the jury system for the county
[12:21] where we select and notify potential
[12:24] jurors. As chief deputy, I maintain all
[12:27] the financial records and processes for
[12:29] the office. I am responsible for
[12:32] collection efforts of outstanding fines
[12:34] and fees. I work with auditors twice a
[12:37] year to maintain our records with
[12:39] accuracy. I complete detailed monthly
[12:42] financial reports to the state and to
[12:44] the county's finance department. I
[12:47] assist assist the current clerk in
[12:50] budget preparation to present to the
[12:52] county board in the fall. I work closely
[12:55] with the clerk of courts on a daily
[12:57] management of employees and workload and
[12:59] assist in training and fill in when she
[13:02] is absent. I am running for the clerk of
[13:05] court's office to continue my career
[13:07] with my knowledge and years of
[13:09] experience of knowing the office
[13:10] environment. I started out as a file
[13:13] clerk in the low man position and would
[13:16] like to come full circle to be the
[13:18] elected clerk. This wasn't a quick
[13:21] decision of running for clerk. I have
[13:23] been thinking about it for many years
[13:25] and now is the time for me personally
[13:27] and for my family. I will continue to
[13:30] work daily with the employees we
[13:32] currently have to provide customer
[13:34] service to the public and to share my
[13:37] knowledge to continue running the office
[13:39] effectively and professionally which so
[13:41] many people rely on. There's always room
[13:44] for improvement and there's always room
[13:46] for change and there's always room to
[13:50] make current processes more efficient
[13:52] with knowledge and technology.
[13:55] Change is inevitable and always in
[13:57] motion and I am ready ready and willing
[13:59] to serve the citizens of El Paka County.
[14:03] I believe my wealth of knowledge,
[14:04] experience, and dedicated service for 30
[14:07] years to Waka County makes me the best
[14:10] fit for your next elected clerk of
[14:12] courts. I look forward to earning your
[14:14] trust and support as your next clerk.
[14:17] Thank you.
[14:20] >> Thank you, M.

[23:37] >> Yes, your honor. Um on the
[23:41] um in the council packet
[23:44] under requires the council's approval
[23:47] accommodation class B licenses. The
[23:49] vault is listed as approval recommended.
[23:55] SPG Group Groups LLC, the vault at 310
[23:59] West Water
[24:03] » that's on this agenda line.

[24:13] » Uh Chief, you got anything to say about

[24:22] um
[24:25] Are they both on there right now?
[24:27] >> No, the other ones are not on there.
[24:37] So, at this time, I would like to make
[24:39] an amendment to the motion to approve
[24:41] the combination class B license
[24:44] um as presented with the exception of
[24:47] the SPG Groups LLC, the vault at 310
[24:51] West Northwater.
[24:54] Motion's been made by Miss Croy.
[24:59] amendment.

[25:08] >> Motion been second by Mr. Dorsy.
[25:11] Any further discussion?
[25:13] I know we had quite a bit of discussion
[25:15] about this at personal finance,
[25:19] >> but uh I don't see it on

[25:37] >> Yeah,
[25:41] » I was just confused why it was
[25:46] >> it did seem

[25:53] » any further discussion
[25:57] hearing none.
[25:59] Please cast your ballots.
[26:06] That motion carry 100.
[26:11] » We're looking at the LE department
[26:13] recommendation of non-issuing of a
[26:16] license and to consider the non-renewal
[26:18] of the class A
[26:20] for new London Tra Plaza combination
[26:23] class B for default and Dragons Ben den
[26:26] and I'll turn that over to Chief Wilson.
[26:31] Thank you, Mr. Dorsy. Uh, as it relates
[26:33] to the non-reissue of the license,
[26:37] believe Miss Hansen is going to withdraw
[26:38] her application at this time.
[26:41] You want to confirm that for the group?
[26:45] >> All right.
[26:48] Uh, as far as the second portion with
[26:51] the travel plaza, the vault and the
[26:54] dragon's den, an opportunity to do some
[26:56] research myself and meet with Yash at
[27:00] the Travel Plaza.
[27:02] Some things that we spoke about, uh, we
[27:04] confirmed that that age verification
[27:06] software is present at the travel plaza.
[27:09] He went over the practices with me that
[27:12] the license stuff. I met with the agent
[27:14] in charge there. I reached out to
[27:17] Appleton where the violations were from.
[27:19] He never had any license issues in Apple
[27:24] other than the failure to display a
[27:26] current iss current current license, but
[27:27] he never not had a license. Those
[27:30] violations by themselves would not
[27:32] prohibit him from receiving a license
[27:35] next time. And I also spoke about the
[27:37] importance of completing the application
[27:40] thoroughly
[27:42] here forward.
[27:45] Thank you, Chief.
[27:51] » I'll make a motion to approve the
[27:53] combination class A for London travel
[27:56] and the combination combination class B
[27:59] for the vault in Dragonstone.
[28:01] >> Second.
[28:02] >> Motion been made and seconded.
[28:04] Mr. Bau,
[28:07] any further discussion?
[28:11] I still have a question for the attorney
[28:13] regarding the approval of these
[28:15] licensings. If we approve them and there
[28:18] ends up being an issue at one of these
[28:20] establishments,
[28:22] what is the recourse for the city um in
[28:26] regards to
[28:28] um
[28:31] the issuance of licenses, revoking
[28:33] license or issuances of them next time
[28:35] around?
[28:36] Um
[28:38] so those are two significantly different
[28:40] process. If we do if you just accumulate
[28:44] enough issues that arise that you uh
[28:48] there's a basis for a non-renewal
[28:50] there's a statutory provision that
[28:52] basically before the renewal time we
[28:55] have to provide notice to the
[28:57] establishment and then they have the
[28:59] right to object and then we have
[29:00] essentially a quasi judicial hearing
[29:02] which is kind of what we have had
[29:03] tonight. Um
[29:07] so there's a process for that that has
[29:09] to be followed exactly how the statute
[29:10] provides. Uh revocation you would have
[29:13] to have pretty significant
[29:16] uh violation and then you would have to
[29:18] do that same a very similar type process
[29:21] where essentially somebody would
[29:23] petition or you know there's there's
[29:25] procedure where uh a citizen can do a
[29:29] verified petition and say that I think
[29:30] somebody either should be renewed or
[29:32] should be revoked. Most of the time what
[29:35] happens is an agency of the governing
[29:37] body, meaning police department,
[29:39] administration, files something that
[29:41] says we have reason to believe that this
[29:43] person should be revoked. Uh and then
[29:46] there's a significant process to do
[29:48] that. But if that answers your question,
[29:50] it's not an easy process. Essentially,
[29:54] they have a property right in it. They
[29:56] have a license. If you get the license,
[29:58] you're expected to be able to renew it
[30:00] absent

[44:25] Moving right along to reports of
[44:27] officers on recent events and
[44:28] announcements to the public. Uh starting
[44:30] off with the mayor's portion. Uh we have
[44:33] Fourth of July coming up in a few weeks
[44:35] and I just wanted to remind everybody
[44:37] while you're out and enjoying the Fourth
[44:39] of July to be safe. And with that, we'll
[44:42] move on to city administrator, Mr.
[44:44] >> Thank you, honor. Uh first of all, for
[44:46] the flood victims, um we know that we
[44:48] were in the final stages of accepting
[44:50] flood damage debris at the municipal
[44:52] garage. Um the appointments for those uh
[44:54] drop offs have drastically reduced. So
[44:57] we've been advertising on our social
[44:58] media page for the last few weeks that
[45:00] this Friday, June 19th, will be our last
[45:02] day for accepting flood damage debris.
[45:04] Um if you still need to schedule that
[45:06] appointment, please call our public
[45:07] works office right away. Um 9828503.
[45:12] Second of all, I've been getting quite a
[45:13] few questions, but we have not heard
[45:15] back anything yet. if the federal
[45:17] government has determined if the April
[45:19] flood event qualifies for federal
[45:21] assistance or FEMA funding. So, we're
[45:24] still waiting to see if um what type of
[45:25] funding opportunities may be available
[45:27] for the disaster relief and if once we
[45:29] get that information, we will uh let
[45:31] everybody know um what the opportunities
[45:33] are. Um I also want to congratulate the
[45:36] chamber on a great summer kickoff event.
[45:38] Looks like uh some of the um placer AI
[45:40] data shows that the attendance was up
[45:42] over 4,000 for the night. So, that was
[45:44] really good turnout. um until obviously
[45:46] the storm rolled in. Uh but regardless,
[45:48] congratulations to the chamber on
[45:49] another successful event in the city.
[45:52] And then lastly, I'm passing on that the
[45:53] New London Public Library will be
[45:55] holding a ribbon cutting ceremony next
[45:57] Saturday, June 27th at 10:00 a.m. Um all
[46:00] the older person should have a flyer for
[46:02] that. If you haven't had the opportunity
[46:04] to stop in yet, I totally recommend
[46:06] checking it out. Um they did a really
[46:07] nice job filling in the building with
[46:09] all the collection material uh from
[46:10] their former location. But again, mark
[46:13] your calendars for next Saturday, June
[46:15] 27th at 10 a.m. That's all I have.
[46:17] >> Thank you, Mr. Her. And next, Chief of
[46:20] Police, Mr. Wilson.
[46:22] >> Thank you, your honor. A couple save the
[46:24] dates for everybody. Um, Wacka County
[46:26] doesn't meet the fleet and they travel
[46:29] throughout the county. We hosted the New
[46:31] London High School on July 21st.
[46:34] And we will also on August 4th hold our
[46:36] own national night out in the green
[46:39] space between city hall and the police
[46:41] department.
[46:43] Some bike safety reminders. We do
[46:45] officer offer free bike licensing at the
[46:48] PD. We just need your serial number make
[46:50] and model. You don't have to bring a
[46:51] bike in if you have that information and
[46:53] we'll license that for you free of cost.
[46:55] And as a reminder in summer with the
[46:57] bicycle traffic that no matter which
[46:59] bicycle you're driving, you do have to
[47:01] obey the rules of the road. That's all I
[47:03] have, your honor.
[47:04] >> Thank you, Chief. Director of Public
[47:06] Works, Mr. Garski.
[47:07] >> Thank you, your honor. Um, Ashkosh
[47:10] Street is near completion. The surface
[47:12] layer of asphalt was completed
[47:14] yesterday.
[47:16] There's still a couple punch list items
[47:18] to finish up, plus the pink striping
[47:21] left to do. The project area will remain
[47:25] soft closed until these items are
[47:28] completed. Uh I expect the road to fully
[47:31] open in a week.
[47:34] Um also as a reminder about the special
[47:38] common council meeting and public
[47:41] hearing in regards to the wastewater
[47:43] treatment plant final facility plan on
[47:48] Thursday, June 25th right here at 5:15.
[47:53] We will start with a presentation from
[47:55] Mike Gerbittz from Donahghue and
[47:57] Associates. He'll briefly go over the
[48:00] final facility plan
[48:03] um for any public that is in attendance
[48:06] that night. Um after the presentation,
[48:10] the public hearing will start. Uh, if
[48:14] residents would like more information
[48:16] now on this final facility plan, I
[48:20] suggest you go to the New London uh
[48:24] YouTube channel and look at the June 1st
[48:28] Board of Public Works meeting. Um,
[48:31] there's a good presentation that goes
[48:34] over that facility plan.
[48:38] >> And that is all I have tonight, your
[48:40] honor.
[48:40] >> Thank you, Mr. Garski. I see director of
[48:43] park and recreation, Miss Soul, is out
[48:45] of office. We have a report.
[48:46] >> Yep.
[48:47] >> Uh Ginger obviously um was not able to
[48:49] come tonight, but um she did pass on
[48:51] some words. She would like to invite
[48:53] everybody to join in on the Festival
[48:55] Foods and the New London Parks and
[48:56] Recreation Department to celebrate the
[48:58] nation's 250th birthday inside Hatton
[49:01] Stadium on July 4th for our annual
[49:03] firework show. Gates open at 6:00 p.m.
[49:06] There will be family games, crafts, a
[49:09] bike raffle, yo DJ providing
[49:11] entertainment, and concession stand. Uh
[49:13] fireworks start at dusk. Bring a lawn
[49:15] chair or blanket and come celebrate with
[49:17] us. That's all I have.
[49:19] >> Thank you, Mr. Director of Community
[49:21] Development, Mr. De.
[49:23] >> Thank you, your honor. Uh as included in
[49:25] your uh meeting packets, uh we issued 87
[49:29] permits in the month of May. That is a
[49:30] significant uptick. Um up until May, we
[49:33] had issued 75 for the year. Um so,
[49:36] community development remains to be
[49:37] busy. Uh much of that is due to the
[49:39] flood damaged properties we continue to
[49:41] work with. Uh in addition to the
[49:43] development we're ste we're still seeing
[49:44] outside of the flood zone. So um busy
[49:47] times for the department um and permits
[49:49] are up. Uh as mentioned by Mr. Richie,
[49:52] we held our special plan commission
[49:54] meeting on June 4th to discuss uh the
[49:56] full plan regulations and the 50% rule.
[49:58] I encourage anyone that missed that to
[50:00] uh tune in and uh take a look and watch
[50:02] that. It is published on our YouTube
[50:04] page. there's a lot of good discussion,
[50:06] a lot of good question and answer
[50:07] sessions there. Um, and I encourage
[50:08] anyone that has any questions on that to
[50:10] uh refer to that and then to reach out
[50:12] to me um as well with any questions
[50:14] regarding the flood plan and 50%. So,
[50:17] uh, with that being said, as well um, we
[50:19] are still really really encouraging
[50:20] people that if they receive flood damage
[50:22] to reach out. Um, we need to make sure
[50:24] we're following the regulations that
[50:25] have been put in place by FEMA and the
[50:26] DNR. Um, and uh, we talked about that a
[50:29] lot on June 4th during that
[50:30] presentation. So, um, one other thing we
[50:33] talked about in the presentation was the
[50:35] city does intend on sending letters out
[50:36] to properties that we haven't heard
[50:37] from. Um, basically the contents of that
[50:40] letter will be essentially telling them
[50:41] to reach out and discuss their property.
[50:43] Um, you know, and because we need to
[50:45] keep track of those costs and repairs,
[50:47] um, you know, based on what FEMA DNR
[50:49] rules tell us to do. So, um, other than
[50:52] that, um, city's continuing to grow.
[50:55] We're still receiving inquiries from
[50:56] developers about, uh, new things going
[50:58] on in the city. So, that's exciting. Um,
[51:01] And other than that, uh, things are
[51:03] going along smoothly. So, any questions,
[51:05] let me know. Thank you.
[51:06] >> Thank you, Mr. Deeps and utilities
[51:09] manager, Mr. Besset.
[51:11] >> Thank you, your honor. Water crews are
[51:13] out in full force for construction
[51:15] season. Uh, they changed out 20 lead
[51:18] services and over 30 curb stacks so far
[51:20] this summer. Electric crews have been
[51:22] installing underground services and
[51:24] updating our GIS mapping. They've also
[51:26] been uh doing infrared testing on our
[51:28] system, checking for failing or heated
[51:31] That is all I have.
[51:33] >> Thank you, Mr. Besset.
[51:36] Last but not least, we move on to have a
[51:40] motion.
[51:42] >> Motion made by Mr. Richie.
[51:45] >> Second.
[51:46] >> Seconded by Mr. Dorsy. Any further
[51:48] discussions?
[51:49] >> I just would like to make sure that Mr.
[51:52] Garski said about that June 25th public
[51:55] hearing about that wastewater plant
[51:58] upgrade. Um, this is going to be the
[52:01] last time to see what's going on,
[52:02] people. I mean, I see a lot of comments,
[52:04] so I don't know what's going on. I
[52:06] haven't heard nothing. This is your last
[52:08] time. I mean, we've had plenty of
[52:10] meetings.
[52:11] Highly advise you to uh either be in
[52:13] attendance or watch that so you're up to
[52:16] date.
[52:17] >> Absolutely. Thank you, Mr. H. We got a
[52:19] motion and a second for adjournment. Any
[52:21] further discussion?
[52:23] >> Hearing none. All in favor say I.
[52:26] >> Opposed? Motion carried by office.
