[7:22] » Thank you, mayor. Um the engineering update. The DOT's approved the bid

[7:26] documents for the roadway improvement project for Eastwood Grieve Bridge and

[7:30] intersecting roadways. We're planning the bid solicitation to coincide with

[7:35] the completion of public service work in that area which is expected to be

[7:39] completed around midepptember. The pre-construction meeting for the

[7:43] Clinton Avenue, Yugenot Road, Arlington Road, and Yale Street improvements is

[7:48] scheduled for tomorrow, August 25th. Uh the engineer is following up with the

[7:53] contractor on the final punch list item for main the main street improvement

[7:57] project which is the staining of the stamped concrete.

[8:00] We are awaiting an estimate for from the contractor for the proposed change order

[8:04] to extend the project limits for the French Brook restoration project which

[8:08] we finally received the D approval for. Plans and specifications for the Pine

[8:14] Avenue and News Road sanitary sewer rehabilitation project are scheduled to

[8:17] be ready to go out to bid by early September. and the engineer is preparing

[8:21] the bid documents for the Williamsfield lighting improvement project.

[8:27] The county is continuing its drainage replacement work in town with five

[8:32] locations on Milford Avenue slated for repairs. They're expecting to start next

[8:37] week at the intersection of Boulevard and Milford A. The plan and hope is that

[8:42] it's going to be done before school. >> Plan and hope. Yes.

[8:45] » Yes. And the work for the entire project is expected to last approximately 2

[8:50] weeks. And other than that, the only other thing is that the next mayor and

[8:54] council will back to two meetings a month. So the work session scheduled for

[8:58] Monday, September 14th at 7 p.m. Any questions for the mayor?

[9:07] Has everyone had a chance to look at the resolutions? Are there any that need to

[9:10] be pulled for further discussion and a vote? [laughter]

[9:24] Let's go around for council committee reports and we will start with council.

[9:30] » Thank you, mayor. Uh want to just say that national night out was a really

[9:34] great success. The green team and the environmental commission both had tables

[9:39] that were very well attended. the uh environmental commission had an

[9:44] opportunity to talk to to the public about some of the projects they're doing

[9:48] and uh they shared the the um community energy plan that they had just

[9:54] completed. So the community energy plan is report has been sent in and that is a

[10:00] two-year project done. So we're off to the next stage with that. Um, the green

[10:07] team uh had gave away about 2,000 items provided by Sustainable Jersey and the

[10:15] PSNG Foundation. So, we were grateful to have

[10:19] those uh giveaways to give away to hand out. Uh the environmental commission uh

[10:26] something that's coming up, they've been working on the uh site plan for the Pine

[10:31] Avenue uh native plant and urban rain garden. So those are in revision with uh

[10:37] feedback from mayor and council. We should be seeing uh something uh

[10:42] September, October uh to finalize those plans and then the next stage would be

[10:48] once you approve those, we'll send that to uh NJT to have them review the site

[10:54] plan for that. And we had a very nice uh uh program this summer with Breers and

[11:01] NJ Blue Acres visioning project. So there was a meeting in June and in

[11:09] August uh last week we had a really great meeting where uh the Ruter

[11:14] students uh had drawings and site plan uh uh drawings uh proposals that was

[11:23] that were very well received by the public. So it was a very nice very nice

[11:28] event. Um great ideas and what is happening next with that is the they're

[11:35] working on the uh there was a lot of good feedback. They're working on

[11:39] records is working on the revisions. they will send their final report by the

[11:43] end of September to the NJD and uh once the NJD

[11:50] uh approves and finalizes that new Milford will receive a uh a copy of

[11:55] those site plans. So that's a a grant project. It's a pilot program that we

[12:01] were selected to participate in. So this is a really great opportunity for new

[12:07] Milford to uh do some have some fun have site plans provided for us at no cost

[12:14] and uh then we can have some further discussions and see what happens next.

[12:19] So I'm not sure if they need to go to where what the stage is next after that

[12:25] if it goes into the master plan or what we need to talk about but we'll be

[12:30] getting that report probably October. and I'm complete. Thank you.

[12:39] » Thank you, Mayor. Uh I would also like to thank everybody involved in

[12:43] organizing uh National Night Out. Uh everybody did an excellent job from

[12:48] start to finish. Uh and everybody's raving about how great the fireworks

[12:53] were. I had anybody I speak with. uh moving forward with the DPW. Uh

[12:59] believe it or not, they're still cleaning up after a July 4th storm.

[13:03] They're going around town now after they've trimmed all those trees. Now

[13:06] they're going around performing stump removals.

[13:10] Uh also currently they're repairing uh Kennedy Field. They have to have an

[13:17] outside contractor who knows about turf to come in and do that. There's some

[13:20] divids here and there that have to be repaired.

[13:23] And at the north end of town where they started with the gas line, the new gas

[13:28] lines like up by Webster and Prolanol, that's supposed to be uh uh the pad

[13:35] supposed to begin sometime midepptember or maybe possibly soon.

[13:42] Uh public events as the mayor was saying earlier about the organi project that

[13:47] they took on uh it went very well. We had we had time spent at the senior

[13:53] center, uh time spent at the library. Um it's it's a it's a little difficult to

[14:01] do unless of course uh you like Bob there who put that

[14:05] together in about [laughter] a minute. Maybe we could use him on the on the

[14:10] crew. But uh there's var other than the committee, there's various volunteers

[14:15] that that uh came and helped out. Uh and just to give you an idea up to now right

[14:21] now uh we have 600 of them counted in bag here in the bar hole and I think

[14:27] another 500 were dropped off this morning and then another barrier somehow

[14:33] maybe 100 or a little less sometime this afternoon but uh we're expecting another

[14:38] 1,200 and that would be something like 300 d from the senior center 200 from

[14:45] varsity prep another 200 or more from the library

[14:50] and uh another 200 additional from the Boy Scouts and 300 from the YMCA. This

[14:56] is what we have planned on doing. So, we should I mean that number was seemed a

[15:01] little high at first, but we're getting really close to it.

[15:05] Uh planning board uh we had a meeting last week. Uh it was just a brief

[15:09] meeting with the planner uh the engineer. We're just discussing

[15:16] what is ahead of us because we're expecting within maybe the next week the

[15:21] plans for course loads. So just giving giving us a little bit of

[15:26] tutorial a heads up on what what to expect. That concludes my reports. Thank

[15:39] echo the sentiments about uh national night out. It was really a great event

[15:45] along with the the police, the DPW, and the fire department. They really

[15:51] delivered a wonderful event. Um, and I would also like to thank every single

[15:58] vendor, whether it was, you know, 7-Eleven giving away slushies or,

[16:06] you know, the the library and bookmarks and the PD with bicycle rules. Um

[16:13] everything was just really great and to see all those people um you know sharing

[16:22] in this community event was really great. So that said uh I also attended

[16:30] uh the first blue acres meeting the visioning meeting with the Ruter

[16:34] students. I found it to be really inspiring and I was not able to attend

[16:40] the second but I'm looking forward to seeing that. That's wonderful. Um, also

[16:48] this month I attended the opening of the revolutionary lives exhibit at our

[16:55] library uh with an inspiring presentation delivered by Joe Cook, a

[17:02] member of our Milford Historic Preservation Commission about the

[17:08] battles and the lives, how they were affected, the the residents and the

[17:14] soldiers. So, a a big thank you to uh Nancy Baron from the historic commission

[17:22] and Katherine Riley from the library uh working together to bring this most

[17:28] excellent uh project to the burrow was really wonderful. Um, also the

[17:35] restoration at cemetery uh will commence sometime the week of

[17:40] September 21st and they expect to complete this by midocctober.

[17:46] And remember we we received a grant from the county and the burrow matched this

[17:53] grant to uh complete this project. So we expect good things from uh this per this

[18:02] uh professional. Uh that's my report. There's so much more but you know

[18:09] I go on and on. So thank you. >> Thank you

[18:12] » Randy. Councilwoman the uh exhibit at the library were New Milford is the only

[18:17] town in Bergen County that got that right. I remember you telling me that.

[18:23] » So people come out and see it. >> Thank you.

[18:32] Night Out was a big hit and at National Night Out the Shry Commission introduced

[18:38] a uh high school contest for all high school seniors uh that's high school

[18:44] students uh to uh paint the mural uh at uh PPW at the tree farm and uh there

[18:53] will be a contest for that and uh it's being distributed throughout the school.

[18:59] will be on social media and uh we'll see how well that goes on. It should be very

[19:05] interesting event and uh submissions are going to be coming in and looking

[19:10] forward to having spring by the students. That's it.

[19:20] » I just want to echo everyone's sentiment. National Night Out was

[19:23] awesome. Uh, and it really it's just great to see uh our fire department,

[19:28] DPW, police department, and as as Councilwoman Duffy said, all of our

[19:33] vendors come together and work as a team to present such a great event for our

[19:37] community. And to see so many kids and and our residents out just having fun

[19:41] and just as Councilman Zelner said, I haven't stopped hearing feedback either

[19:46] and how great those fireworks were that it it was it was really really awesome.

[19:50] I also really had a great time at the Rev 250 event hosted by the library. Uh

[19:55] they did a wonderful job and I I can't thank the library enough for doing

[19:59] everything they do for our town. That was really really well done.

[20:03] our uh flood committee met and as always they're working hard to brainstorm new

[20:08] ideas and new programs going into the fall and they have the work cut out for

[20:12] them because as these storms come in and as flooding including flash flooding

[20:17] becomes problematic they're hard at work trying to come up with solutions as well

[20:22] as to brainstorm new creative and innovative ideas to recruit new members

[20:25] so I couldn't be prouder to be part of that committee and it's it's it's a

[20:29] great committee and they're working very hard uh the municipal alliance is

[20:33] looking forward to resuming their meetings. They don't meet in the summer.

[20:35] They'll start meeting again soon and looking forward to the resumption of uh

[20:41] the Milford football mayor. So, go Nights.

[20:49] started planning this fall's domestic violence awareness symposium and we'll

[20:52] have a firm date by the next meeting. And that's my report.

[21:00] citizen of that national night out. It was really a tremendous evening. I'd

[21:04] like to note that in addition to the library, the friends of the library see

[21:08] the Newport Arts Committee was there and attracted some attention because it's

[21:12] not as well known as some of the other organizations in town. We were happy to

[21:16] be there. um the um the revolutionary the talk about the

[21:24] revolutionary war at the library true in Milford and I'd like to add my thanks to

[21:29] Stephanie Ster who's the library director and to the staff for organizing

[21:33] it and putting it together. It took some time all those large um things that they

[21:38] you know that had all the information you know came each one of those came in

[21:41] a separate suitcase and had to be assembled and then disassembled at the

[21:46] end of it. But the talk was very interesting. The speaker book was

[21:48] dynamic and I think everybody who was there you know learned a lot and had a

[21:52] terrific time. Um the rent level is not [laughter] sed in September and um the

[22:00] book sale and the garage sale coming up next month. So more information.

[22:13] seems. So, we're very happy that that program keeps going and going. Uh, as

[22:18] Council Council President Seymour said, so this Thursday night is New Milford's

[22:21] opening football game. The games at 6:00, but if you come on down to the

[22:26] pavilion around 5:00, you will find yourself in a tailgate party as well as

[22:31] a media event sponsored by the high school where they'll be doing kind of

[22:35] like interviews with coaches and players. Like, it's ESPN game day and

[22:39] we're in the Southeast Conference. So, that's what we're kind of that's what

[22:41] we're kind of going for. uh historic historically bridge landing.

[22:46] I always say check out their website. They are continuing to run um programs,

[22:50] tours, and events, especially for the uh America 250. It's just wonderful being

[22:55] down there, you know, during the season. Back to school is coming up, so I remind

[23:00] everyone to be careful on the roads. Do not pass buses. Be cognizant of

[23:05] crosswalks. Our crossing guards will be out there. It is the most dangerous job

[23:08] in America. So, keep that in mind. I know the parents are kind of upset

[23:13] school's starting again, but you know, we're going to deal with it and uh hope

[24:27] New York City high school principal. I'm taking my week off. Well, I know the

[24:32] » Thank you. Um, and I'm concerned about the uh flash

[24:37] flooding and then just the way water is clearing or not clearing as it did from

[24:42] year one which had some rain. Not like the rain had this summer but um it's

[24:47] something that I noticed as I commute in and out of the of the town and have

[24:51] different routes to take a time. So I it's in the back of my mind. One of the

[24:55] reasons I want to go to the town hall just to listen to see what is what's

[24:58] what's in the plans, what's in the works for um we're having a good summer

[25:02] actually. The trees have been dry and hopefully we won't have any uh wildfire

[25:06] smoke this year and my my yard is doing is very happy. But I'm also looking at

[25:10] the amount of standing water, how long it takes the water to drain over the

[25:14] road. And I'm just wondering I had my first three weeks here in our house had

[25:20] uh learned about the uh drainage and sewage on that street which is not

[25:25] something I would have thought um I would have known about. So my my house

[25:30] had a house draft and backed up of course and then the contractor came to

[25:34] take that out or to fix the problem discovered that the actual drain for

[25:39] that road is on the other side of the street. You think it's usually in the

[25:42] middle of the roads where most culverts are. Um this is not the case. It's like

[25:47] a long run and a very very shallow drop. So houses on the visit the visit the

[25:54] north side. Yes. the north side of the street have a long run to the drain.

[26:00] Also noticing that at 217 uh Woodland Road that's a drain that constantly

[26:06] backs up the the the street drain. Standing water stands in front of my

[26:11] house and comes up on the lawn. So, typical thing in my backyard, my front

[26:15] yard in this case, the increase between

[26:20] any any thoughts about volunteers or the planning around that or if you'd like to

[26:25] volunteer for any of our committees, you can find the information on our website.

[26:29] There's a citizen leadership form that we ask that you fill out and submit.

[26:33] Okay, I didn't see that yet, but I think if you go under resources and check,

[26:38] there's also, I think, a button for volunteers. So, okay. And just put that

[26:49] school a couple months ago by a plan. I think it was gray zoning uh the housing

[27:04] June probably. Yeah. Bunch of questions from that meeting. Um yeah and then

[27:10] there was an ordinance that was passed last month that you just uh voted on I

[27:14] think you voted on last month about different views. So, you know, my fear

[27:18] is state data centers setting up in great zones where we have housing now

[27:22] where they get taken out. The zone housing flies and it's a a potential

[27:27] flood risk and data centers across approaching towns of the size that goes

[27:33] cash and >> anything that we're any homes that are

[27:36] being removed, it's to remain vacant land green space.
