Okay, first thing is to approve the
regular agenda. Um
[0:04]
Now, Bruce mentioned that he'd like to
we should probably add under general
[0:10]
business, uh letter B,
uh which would be to nominate Michael
[0:15]
Orvik
to the planning commission.
[0:18]
» Okay.
>> So, we're going to add that.
[0:22]
Any other additions or
changes to the existing agenda?
[0:28]
Okay.
I guess I'll make a move a motion to
[0:32]
approve the agenda as amended adding
11B.
[0:38]
» Second.
>> A second by Rick Saylor.
[0:41]
There's no other comments. All in favor
say I.
[0:43]
» I.
>> Any opposition?
[0:46]
Okay.
Next is a consent agenda.
[0:49]
Does anyone have any questions, any
issues, or anything on the consent
[0:54]
agenda?
>> No, but that number is scary, 666.
[0:58]
Six.
[1:01]
» Just close your eyes, Rick.
>> I didn't think it was bad cuz last month
[1:05]
was 1.
>> Oh, wait. 1.6 something.
[1:09]
» It looked good to me.
>> I'll move it.
[1:11]
» All right.
>> I'll second.
[1:13]
» I got a motion by Rick Saylor to approve
the consent agenda, second by Bruce
[1:17]
Wolfe. There's no other questions,
comments. All in favor say I.
[1:21]
» I.
>> Any opposition? Okay.
[1:24]
I do not see any um government
>> [clears throat]
[1:29]
» Well, members to give us a government
sole public forum. Brian, did you have
[1:34]
anything to say?
Nothing?
[1:37]
Sheet is empty. All right. Well, we're
good.
[1:39]
» [snorts]
>> Public hearings, we have none. City
[1:41]
engineering update, I think
you were going to give us a quick little
[1:45]
thing on uh 10th Avenue.
>> Yep. Uh just wanted to make a note.
[1:49]
Obviously, uh 10th has been closed down
all summer here. Um it was going to open
[1:53]
up or the 10th and 3rd roundabout will
open up here on Friday and be open um
[1:58]
through the weekend for the state
baseball tournament just to help traffic
[2:01]
flow a little bit better
um to and from the baseball field and
[2:05]
then we'll close down again on Monday
because they plan to start paving um on
[2:09]
10th on Monday. So, it'll be open for a
few days just to
[2:13]
help
out-of-town traffic flow around the
[2:15]
baseball stadium.
>> Okay.
[2:18]
» That's all I got.
>> Any questions then on that?
[2:22]
» Well, I
is there any reason that they gave us
[2:24]
because initially I would I think they
had told Matt it would be that section
[2:28]
would be closed for 3 weeks and then now
it's been and the weather's been great.
[2:32]
» Yeah, so I I think uh
the decision was kind of made internally
[2:35]
because of the problems that we've ended
up having with the people trying to get
[2:39]
around barriers and whatnot that if we
open it up again and then we have to
[2:43]
close it again for a few more weeks,
we'd just create more problems.
[2:46]
» Okay.
>> It became easier since it would all
[2:48]
ended up only being about a 2-week span
just to keep it closed off for those 2
[2:52]
weeks to try to
keep them out.
[2:54]
» Okay.
[2:56]
Okay, any other questions? Okay, we have
no ordinances for introduction or
[3:01]
ordinances for adoption.
No resolutions
[3:05]
and general business.
Um what we have there is uh on August
[3:10]
3rd after [clears throat]
the council meeting we had a closed
[3:14]
session to do the annual review of city
administrator Josh Teslov.
[3:18]
Uh based on the evaluations from each
city council member, Josh was given a
[3:22]
rating of 3.74 out of a possible five.
There were 10 criteria topics used for
[3:27]
this evaluation.
This is an improvement from the previous
[3:31]
year, which was 3.475.
This is a satisfactory rating, which
[3:36]
means Josh meets council expectation. It
is on the high end of the scale towards
[3:41]
an acceptable rating of four.
The council felt that Josh did a great
[3:45]
job of running the city and accomplished
some high-visible goals for the city.
[3:49]
Some examples are the completion of the
police station
[3:52]
along with the purchase of the New Day
Church building, which will now be city
[3:56]
new the new city hall.
He also has built a very strong staff
[3:59]
that does a great job supporting the
needs of our growing community.
[4:03]
We also discussed some goals and areas
that need for improvement over the next
[4:07]
year.
Does anyone want to add anything to
[4:10]
that?
[4:14]
Okay.
Based on his evaluation,
[4:18]
I would like to make a motion to move
him to step seven on his salary matrix
[4:22]
and becomes a
effective on his anniversary date of
[4:25]
August 30th.
>> Second.
[4:27]
» And I got second [clears throat] by Rick
Seiler.
[4:30]
Any questions?
All in favor say I.
[4:33]
» I.
>> I. Any opposition? Okay, passes 4-0.
[4:38]
Regarding our additional item to the
agenda, B, nomination. I would like to
[4:43]
nominate Mike Orvik
to
[4:46]
fill out the rest of the planning
commission term of almost a little under
[4:51]
two years. It ends May of 2028.
So, I guess I need a motion to
[4:59]
» So moved.
>> Second.
[5:00]
» Okay, I got a motion to approve Mike and
second by Shawn Ryan.
[5:05]
There's no other questions. All in favor
say I.
[5:08]
» I.
>> I.
[5:09]
Okay.
And I did like to remember
[5:12]
reiterate that that's effective
immediately. So, he will be and he said
[5:16]
he would be available to serve at the uh
>> [snorts]
[5:20]
» August 26th planning commission. So, we
got to make sure he gets a packet or
[5:24]
» Yep.
>> a link or whatever he needs there.
[5:26]
» I just want to say thank you Rick for
filling in
[5:29]
and taking on an extra commission seat
for a while.
[5:32]
» Yep.
>> So, Rick, you won't have to go this
[5:34]
week. You're more than welcome, but
you'll be on that side of the aisle.
[5:37]
» All right.
>> All right.
[5:39]
Miscellaneous, Rick, do you have
anything?
[5:41]
» Nothing.
>> Bruce?
[5:42]
» No.
>> Shawn?
[5:43]
» Uh just a quick question. I I don't
expect you to
[5:47]
answer
today or anytime soon.
[5:50]
What is that a constituent
ask what the total square footage of
[5:56]
property that the city owns? I mean with
the
[5:59]
addition of the police station
the new
[6:02]
uh
utilities
[6:04]
» So are we talking buildings or lots?
>> I think he he was trying to building
[6:08]
wise cuz he thinks that we really
started to acquire a lot of buildings
[6:13]
and it's like
>> Well, we do have those two new buildings
[6:16]
for the park service.
>> Yeah.
[6:18]
» across from
>> that and the utilities one across from
[6:21]
chart.
>> Yeah.
[6:23]
» That new utilities and then we still
have this and now we bought the church
[6:26]
and we added on to the police station.
>> Yeah.
[6:29]
» And um
>> So the other caveat I'm going to ask
[6:31]
since trying to parse this apart are we
also talking like
[6:34]
» golf
>> courses and parks or are we kind of
[6:36]
talking more main buildings?
>> I think I think his just was main
[6:39]
buildings and I just gave you some of
the examples that he he had asked about.
[6:42]
» the golf course building?
>> I would include the golf course. Yep,
[6:45]
that's a major property.
>> Yeah.
[6:48]
» So yeah.
And I'm just kind of curious and I don't
[6:50]
I don't know what his objective was if
he's wants to compare it to other cities
[6:54]
of our size and but I think his the
thought was is that he felt that there
[6:58]
was the city owns a lot of buildings and
are we utilizing them all or what our
[7:03]
long-term plan will be for them so.
>> Yep, I will follow up on that.
[7:06]
» I would just suggest then to
give a separate number for this building
[7:10]
and the one that adjoining it cuz plans
are to either remove it or sell it.
[7:16]
» And and we talked about that too. So I
think if we get the full
[7:20]
picture and then let them know that this
might be gone.
[7:23]
» yeah, if I get a full picture I'll know
what all these individuals are so I can
[7:26]
fill that up. This is the total and here
are the individuals so obviously if we
[7:29]
get rid of one it would take that out.
>> Sure. Okay. Thank you.
[7:33]
» Okay. Anything else Sean?
>> No, that was it.
[7:35]
» Josh, do you have anything else?
>> Uh
[7:39]
sorry Alyssa, I had my mic off the whole
time.
[7:41]
Um
No, but I don't have anything else.
[7:44]
» Okay, Mitch.
Ryan, you're good. Patrick.
[7:49]
I don't have anything, so I guess
>> it yours.
[7:51]
» I guess I got a motion to adjourn.
>> Second.
[7:53]
» A second by Shawn Ryan. All in favor say
aye.
[7:57]
» Aye.
>> Aye.
[7:58]
» Aye.
>> New record. Oh, come on.
[8:01]
» And what? We didn't start till like
6:02, either.
[8:03]
» Yeah, oh.
9 minute.
[8:06]
Take that, Rick.
>> [laughter]
[8:10]
» 8:30 to analyze
