[15:48] earned by me and if I had 10 hours and get him 10 of my hours, he would get it

[17:34] what was that at the end of December and it was for September, October

[18:51] court meeting, but once a month look at what we've spent out originally, you

[18:55] know, with lawyer fees and what have you and how we're going to recoup that for

[19:41] for our ambulance a month. Uh because we we we have two ambulances we have to pay

[19:46] for and it's $58,000 a month. That's without all the other bill. So as long

[19:52] as we're making that payment, I'm good with it. Uh and we'll figure out how we

[19:56] can get it allotted and paid back to the county. And I'm sure the rest of the

[20:00] board won't have a problem with it. Uh we have a meeting on the 20th right here

[20:04] in this courtroom uh at 6 pm and uh if the agenda ain't been posted, I'm going

[20:09] to go ahead and have it put on the agenda today for our meeting on the 20th

[20:14] to discuss it amongst the whole board. And but we need we need some

[20:19] documentation from the county from day one because this is what it was on line

[20:25] item everything broke down. That way we can look at it and know what we're what

[20:31] we're paying for and we want to make sure that we're strictly for this

[20:34] election. But as me as president and I'm speaking as me, I don't have a problem

[20:41] paying back. I really don't. But we want it broke down. We want to see it line

[21:56] and I think K being fire departments from communicating

[22:01] with the sheriff department you know because of the digital channels now the

[22:08] frequency you gave them the frequency in October.

[22:15] So I think the problem is with money

[22:18] associated with programming the radios. So and I'm not sure Joles, could you

[22:24] elaborate on >> Joles, can you come over here because we

[22:26] got the audio won't take you up over there. There's people watching and it's

[22:32] » all right. So go back to the radio start from ground zero. One's the radio. part.

[22:40] I talked co about it 100 times. It ain't we switched to digital. Okay. And it

[22:46] ain't just Bville and believe me. Anybody that comes north of FM 1414 on

[22:52] Highway 87, don't matter if it's Dyville, Trout Creek, Bondware, Newton,

[22:57] once you get north of 1414, nobody radio work. Zero.

[23:02] Because dry creek had the NC fire, Newton County

[23:07] fire that their repeater is in Fleetwood. Once you get to 1414, you

[23:11] can't reach that repeater. You have to be able to reach Mayflower repeater.

[23:16] Well, that channel is on that ML. So, it will not work north of 1414. Well, that

[23:23] means anybody in this county that goes north of 1414 cannot contact who's doing

[23:30] that. So that's with the exception of the sheriff's department,

[23:34] » right? The digital side would work. >> What about the ambulance service? Will

[23:38] they can they communicate? >> Okay. The radio's in the ambulance or

[23:42] not P25. So they do not have the digital in them. All they have is their console

[23:48] and Josh. So I just looked at the radios this past week. I'm there every other

[23:54] day or so checking on the station, checking on everything. But them radios,

[23:59] I'm waiting on the answer back from my radio guy. Can he put P25 in them? If he

[24:05] cannot put P25 in them, then we're going to have to change radios uh in the

[24:09] house. And it's already on my agenda for next week to discuss radios in

[24:14] » currently right now. >> But currently right now, they cannot

[24:16] talk to the because they're not digital capable in.

[24:21] Well, about what was it about 10 it's over 10 years ago the state mandated

[24:27] everybody to go digital. That's when they they pulled all the digital or they

[24:32] pulled all the VHF channels from TV. Uh the military needed the bandwidth, so

[24:37] they mandated everybody go digital. Then it didn't work. You know, the the

[24:43] smaller counties like Newton couldn't afford all the equipment. Um, so and it

[24:50] was my understanding, you know, we all had to buy dual band radios, but any any

[24:54] radio sold now, uh, pretty well was dual band. And now the state mandate and any

[25:01] radio you buy now has to well with grant funds has to be triband,

[25:07] which has three different bandwidth in it.

[25:11] » I have some new radio for Bart. They ain't even been installed because

[25:17] about the time we got them with grant money is when we went to digital. So I

[25:21] ain't even installed them. But they can have people 25 foot in them. But that

[25:25] has nothing to do with the 10 handhelds. The handheld is your live line. If

[25:30] you're in this courthouse fighting fire, you're across that street one of the

[25:34] county office fighting fire. You can't run back up to that truck, get on that

[25:37] radio, and call for help. You need to be able to call for help.

[25:39] » Okay. So, in order to replace 10 handhelds from Bville, that's about

[25:43] $45,000. And we can't afford that. I get $4,500 a

[25:47] year budget for radio. >> Okay. So, the handhelds you got are VHF

[25:52] only. >> Yes. They will not swap to digital

[25:56] because we ain't updated handhelds in seven or eight years. So, I mean,

[26:01] handhelds [clears throat] are null and void. They're paper weights. Now, the

[26:06] console radios go to vehicles. I can put B25 in, but

[26:11] back to everybody. I mean, I'm just trying to make sure everybody

[26:15] understands it ain't just Bville and Toledo. It's anybody in this county that

[26:19] goes north of 1414 cannot communicate >> with exception of the sheriff.

[26:25] » Correct. And before we did the radio upgrade, we didn't have your law

[26:28] enforcement didn't have radio communication throughout [clears throat]

[26:30] the whole county. I mean, right here in the courthouse, you could talk wherever.

[26:34] you didn't have any radio communication. So that's something that we you know

[26:38] have to do. But >> well I think you know so what will fix

[26:41] the problem a repeater? >> Well

[26:45] I talked me and Colton talked last week down there on the fire. Uh we need an

[26:52] answer from the radio guy that put this digital stuff in and ask him can he just

[26:57] add a channel because the equipment's there. Well, we ought to be able to just

[27:01] add a channel, a different channel and make it like Newton County from one end

[27:07] of the county to the other and every fire department will be able to access

[27:09] it if he can do that, which I think he can because it's difficult. But that's

[27:14] going to come from the radio guy. >> Okay,

[27:16] » I'll get with him. >> But that doesn't solve the handheld

[27:18] problem. >> That does not solve handheld problem at

[27:20] all. I think we need to do whatever we need to do to help him with the

[27:52] and them other ones, they could care less about being on that radio. So,

[27:55] we're not jamming up a channel. So, that's why everybody don't need a

[28:01] new hand. What I'm getting at, if I had four hands, that's all I need. I think I

[28:07] have one back when Odan was emergency management EPS come through with a grant

[28:14] to give one. It's called a Apex 4000 when they first started the digital

[28:20] stuff. I don't know if it's too old to put [clears throat] the digital in. I

[28:26] think it'll work, but I'm waiting on that answer also. So, that would be one

[28:30] of the four. I'd only need three more. And then that would that would put me

[29:09] commissioner would have to get their own repeater.

[29:17] one around the Burkeville area, one in Lakewood, and then one in on the Dville.

[29:25] So four repeaters. U but it wasn't

[29:30] it wasn't digital. It was still the analog system. Well, what I what I

[29:36] recall the conversation being was the commissioner what we have dead areas

[29:41] just like what Mr. Dougworth was talking about. you know, when when we send

[29:45] someone off on a maintainer, if they have a health emergency, you know, it

[29:50] literally if they don't come back at the end of the day, that's when you'd find

[29:52] out, right? Because somebody the rule where I was going with that is there's

[29:57] probably going to be some expense that the commissioners want to incur to get

[30:00] our get us a radio channel or at least I do and maybe if we package all of this

[30:05] up with the repeaters that we want or need.

[30:09] » Yes. And then the repeaters that are needed to get that radio commun may it

[30:13] may reduce the overall cost just from the standpoint of they're out there

[30:18] putting up two repeaters and >> well I think it got a price on a

[30:22] countywide fire channel and it was right a little over $50,000

[30:28] and you know uh that way every fire department would

[30:34] communicate with one another you know and breaking down the cost

[30:39] between, you know, the fire departments. I don't remember it was eight$8 $9,000

[30:46] per fire department. And some of them didn't didn't want to pay for the, you

[30:52] know, they're like, we have our own channel, so why why should we pay for

[30:56] another one? So, but you take like Bondware,

[31:02] um, Burkeville don't get a lot of tax dollars. Clea Ben U Bon gets none. You

[31:08] know, they're basically on their own out there. And you got uh Devil's Pocket and

[31:15] you have Trout Creek and uh ESD number one that it does pretty good with their

[31:20] their tax base. So, uh it's other fire departments that that are at the low end

[31:27] of their tax base and struggle to keep the equipment. you know, thinking about

[31:34] Bard Bell and the this problem you got, you know, ESD1 where I my precinct, they

[31:41] get plenty of money. They got a great system. They got great equipment. They

[31:44] do a great job. Uh just like the folks in Burkeville. But the people that live

[31:48] in precinct 4, they frequent Burkeville. They got places at the lake, they fish

[31:53] at the lake, they hunt in Bville. So, it's not a Bville issue. It's a

[31:57] countywide issue. So, how do we figure out what we can do as a county? You

[32:02] know, it could go back if if the court says we're not going to pay for this,

[32:06] ESD should we can go back and say, "Hey, we'll get it done and then figure out

[32:11] how we get paid back over the next 10 years or something like that. If that

[32:15] helps the court, we need to get these repeaters up." As I understand it,

[32:18] that's the issue is I didn't know about the handhelds, but I understand that

[32:23] there needs to be some repeaters installed to be able to get that radio

[32:28] communication to you guys. >> Well, and

[32:32] it goes back to the digital guy because I don't know what equipment they

[32:36] installed. And if that equipment's capable of adding more channels, you

[32:40] won't have to have repeaters and stuff. he can just go in there simply build a

[32:44] program and come add it to the to the repeaters to every one of them and then

[32:49] it'd be up and running if he can do that. But far as I know, you can do that

[32:54] in digital. You can just build another software and add it [clears throat] to

[32:58] it and then it'll be running. >> Well, judge with with being out,

[33:04] » could we nominate either yourself or some member of the court to work with? I

[33:09] I will get with the radio people, but I I think we would have to apply for

[33:13] another radio license to do that with the digital sign.

[33:27] off of maybe the south tower and I think they were going to rebuild it and keep

[33:35] an option or an avenue to look at. I get with Tracy and see if

[38:00] our vehicles on lease agreements. This past year we uh we paid off two vehicle

[38:04] uh looking to ask y'all's approval for two new Taho. U lease agreement. The

[38:10] first payments are not due until 207. higher um monthly note will go up, I'm

[38:17] sorry, yearly note will go up approximately $10,000 between the two

[38:20] vehicles. Uh if you notice the price on these things are two specialty vehicles.

[38:24] One is going to be a Tahoe for our drone uh that we've had great success with. Um

[38:30] [clears throat] so several different law enforcement agencies in the area, they

[38:33] have a you know there's a TV stand mounted in the back. So in the event

[38:37] we're on any situation, we can see everything in live time on a TV screen

[38:41] versus a small little screen. uh just used it um used it on the dog fighting

[38:47] operation um fire department the other day. So I

[38:53] think that'll be a courseier on the second one. Um Friday our new K9 unit

[38:59] starts. Um, we have bought a 4-year-old German Shepherd from Jasper County along

[39:04] with its handlers coming over. Um, K9 rhino with his handler Chad Answorth.

[39:09] He's u, you know, already made criminal apprehension. He's uh, nationally

[39:14] certified for narcotics, narcotic detection, handler protection, criminal

[39:19] uh, tracking and apprehension. So, looking forward to that. That's going to

[39:22] be a force multiplier for public safety in the county. And with the uh you know

[39:27] the Tahoe, it's going to have to be fully rigged for a K9 unit, things like

[39:31] that. That's why the price is substantially higher.

[47:25] a place for three females to go and and if we could find housing for the three

[47:29] females, they can open up another wing and take our males. Um long story short,

[47:34] we brought the three females over here, realized we needed a contract, uh but

[47:40] you know, approved commissioner's court and we're not going to house any

[47:43] prisoners for them. don't have the space but you know instances like that they

[47:48] can take our males we take their females and you know if they need to open up

[47:52] another wing or whatever for that recently they arrested their one of

[47:57] their correct officers family members was arrested so they asked to house him

[48:02] over here uh due to the conflict and obviously they we charge them the same

[48:07] thing so it's a wash on our price per day um on that like I said we don't have

[48:13] the room to house a lot, but on the case by case scenario that we do, we want to

[48:17] have a contract, make sure we're covered.

[49:05] apply for a $350,000 grant to purchase SNAM. That's all we can do with it is

[49:10] purchase an ambulance and donate it to a qualified EMS provider. So, as far as

[49:16] the letter of execution, the letter states that, you know, Newton

[49:21] County will donate the ambulance to ESD number six.

[49:25] They can't uh sell it, give it away. They can't do anything

[49:31] with it long as it's useful life and it can only be used for benefit of Newton

[49:38] County Emergency Services. Oh, and the letter is in the in our packet. U

[49:44] [clears throat] if anybody wants to read it,

[49:51] we find it out before the court.

[50:24] This letter of agreement is entered into between Newton County, Texas and Newton

[50:29] County Emergency Services District number six for the purpose of

[50:33] establishing terms and conditions for the purpose transfer and use of one

[50:39] ambulance funded through grant assistance. Uh purpose Newton County

[50:43] will use grant funds to purchase one ambulance to support emergency medical

[50:48] services within Newton County. Upon purchase, the county will transfer the

[50:52] ambulance to SD6 for operational use serving the residents of Newton County.

[50:58] Upon acquisition, Newton County shall transfer the ambulance to SD6 at no

[51:03] cost. ESD6 agrees to accept the ambulance

[51:07] subject to the conditions outlined in this agreement. Use of the ambulance.

[51:12] The ambulance shall not shall be used exclusively for emergency medical

[51:16] services that benefit Newton County and its residents. PSD six agrees that the

[51:22] ambulance will not be used for any purposes that does not directly support

[51:27] Newton County emergency response and public safety operations. Restrictions

[51:33] on sale of transfer. The ambulance [clears throat] may not be sold,

[51:36] donated, or otherwise transferred to any other entity without prior written

[51:41] consent of New County. However, ESC6 may trade the ambulance toward purchase of a

[51:47] newer replacement unit once the ambulance reaches the end of its useful

[51:52] service life or becomes operationally obsolete provided that the replacement

[51:58] ambulance will be continued to use serve Newton County and the trade in

[52:03] replacement supports continue to medical services for Newton County residents and

[52:08] it goes to useful life. Um they ESC6 agrees to maintain and operate the

[52:15] ambulance in accordance with all applicable laws, regulations

[52:20] uh maintenance and liability. ESC6 shall responsible for all costs associated

[52:25] with operation, maintenance, insurance and repair of the ambulances and they

[52:29] assume all liability for use, operates and maintenance upon transfer from

[52:34] Newton County. Uh compliance with grant requirements.

[52:38] Both parties agree that the ambulance shall be used in compliance with all

[52:41] applicable grant requirements and funding conditions under which the

[52:45] ambulance was purchased. Uh terms of agreement, this agreement shall remain

[52:51] in effect for the duration of duration of the ambulance useful life including

[52:56] any replacement unit obtained through trade of the original ambulance. um and

[53:02] entire agreement. This agreement represents the entire understanding

[53:05] between Newton County and ESD6 concerning the ambulance and supersedes

[53:11] any prior discussions or agreements related to this matter and it's got uh

[53:17] signature for myself and emergency service district number six.

[53:24] So basically that protects ESC6 and the

[53:28] county once the ambulance is purchased and delivered to them.

[53:34] So anybody have any questions or concern

[59:59] good morning. I have printed off last three months. I know you have

[1:00:05] December in your packet, but this from October to present.

[1:00:11] I was contacted by Commissioner Pal and the uh DA's office and auto office to

[1:00:17] kind of go over what has been um collected and taken care of during the

[1:00:24] decided appointment. Um

[1:00:30] October quite a challenge I won't make of that but we got it taken care

[1:00:37] of. Start off by reading the tax collections for October.

[1:00:42] The total county collections 101,416.34

[1:00:50] portion of that went to Newton County was $74,415.76.

[1:00:56] The amount of refunds that were due and paid out during October was $2,23953.

[1:01:06] Now, we had a change in our procedures during this time how we come did our

[1:01:13] refunds um in the past. They all came out of one

[1:01:19] entity. So, now we do send a refund application to each entity taxpayer that

[1:01:26] is getting that refund or the mortgage company. the entities are receiving a

[1:01:32] refund application to approve so that it all just come out of GO1Ds

[1:01:39] receive theirs receives theirs

[1:01:43] um and it's saying that I do have contact information

[1:01:50] had great communications withd I am still in need of ESD1

[1:01:59] preceding for I need a contact to get their approval on some funds.

[1:02:06] um in November our tax collection. >> Hey, before you go on.

[1:02:13] the past all of the refunds come out of the general fund.

[1:02:19] » So that means that the entities weren't

[1:02:24] paying their part of refunds to individuals in this county.
