person Doug and I work. How do we spell?
[0:30]
» I'm going to start the recording.
[0:33]
>> Recording in progress. Now that we are
[0:35]
recording,
[0:37]
this is the September 8th meeting from
[0:41]
the village of North Bend
[0:44]
and we will call this meeting to order.
[0:47]
It's 6:59
[0:49]
and counting. Um so our first order of
[0:52]
business is to address our public
[0:54]
attendees. We have several in the
[0:56]
audience. Lori will note them. We'll
[0:59]
have them noted in the minutes. U let me
[1:02]
first ask if there is any one had any uh
[1:06]
changes to the
[1:08]
agenda. We won't add items. We can
[1:12]
postpone if need be and we can reorder.
[1:17]
Hearing none, we'll move on. Uh oh, hold
[1:20]
on. Got somebody coming in.
[1:28]
Lori, this is a Michael Miller joining
[1:32]
by Zoom
[1:35]
and Mr. Miller or whoever is using your
[1:40]
name there, should you wish to
[1:43]
say something, please feel free to do
[1:45]
so. Um, but right now we will
[1:51]
see Mr.
[1:52]
here in the audience and
[1:55]
floor is yours for a few minutes. Mr.
[1:57]
Flory.
[1:59]
>> Yes, floor is yours.
[2:02]
>> We come here tonight because even after
[2:05]
one or four cases and all their homes
[2:08]
are still blocked from town.
[2:12]
We wanted to speak on the drainage work
[2:14]
done at Mechanic Street. We want the
[2:17]
trustees to know that in 1986 under the
[2:20]
direction of bug honor
[2:23]
we dug the pipe across the road with our
[2:26]
chamber back ho
[2:29]
supplied material we did labor for free
[2:33]
again in 2001
[2:36]
after we put all 40 acres in we just
[2:40]
moved under the road for my bike flat
[2:43]
put the black village said 20 ft wide
[2:48]
24 ft. We taught the people walk in 24
[2:52]
ft
[2:54]
to make it easier for people to walk.
[2:56]
Mechanic Street could be blacked out the
[2:59]
same 24 feet wide so people can walk
[3:03]
easier.
[3:05]
The last four
[3:07]
added up high,
[3:10]
but there was never anything there
[3:12]
before.
[3:15]
Over is set right on the edge of the
[3:17]
road with a deep ditch on each side.
[3:20]
This will make it possible for anybody
[3:22]
to walk on the edge without falling into
[3:26]
the ditch. One of my neighbors
[3:29]
fell walking down mechanic street and
[3:31]
broke her arm. We asked for safety
[3:36]
of people walking to remove the upper
[3:38]
cover and ditch that was added.
[3:42]
We wouldn't want another accident. And
[3:44]
if you want to call me, my phone number
[3:47]
is 8024473552.
[3:52]
And we are going to do a handheld and we
[3:55]
do have pictures of
[4:00]
» Did you just hand out
[4:02]
>> Mr. Corey? Did you advise the village
[4:05]
when you said did you see an accident
[4:08]
occur?
[4:09]
with a
[4:12]
woman? You said a neighbor. Did you see
[4:16]
an accident happen with a neighbor? As
[4:19]
you just read,
[4:20]
>> she she fell on me a gangster somewhere.
[4:24]
>> You saw it or you just heard this?
[4:27]
>> She told me she fell.
[4:28]
>> Okay. Did you or did you report this to
[4:31]
the village for their insurance
[4:33]
purposes? Did you advise her to do so?
[4:37]
>> She just told me she fell.
[4:39]
>> Okay.
[4:39]
>> When did she fall?
[4:44]
when
[4:48]
I
[4:49]
>> Okay. She she needs to contact Mr. Cory.
[4:53]
She needs to contact the clerk because
[4:56]
this is a major insurance that we have
[4:59]
to file paperwork for. If somebody fell
[5:03]
in law school, it
[5:05]
>> that's a problem.
[5:07]
>> If something happened while a village
[5:09]
was doing work, it needs to be reported
[5:11]
properly.
[5:14]
Paul's she told me she called.
[5:16]
>> Okay. If she if she can't report it,
[5:18]
then we can't say that it's fact.
[5:21]
The the village has insurance,
[5:24]
>> then she needs to then she needs to
[5:27]
contact the clerk.
[5:28]
>> Yeah.
[5:29]
>> Otherwise,
[5:31]
>> yes.
[5:32]
>> Okay, Margaret.
[5:33]
>> Yeah. Um
[5:33]
>> Margaret wants to
[5:34]
>> Okay. Okay. We went to Home Depot and
[5:37]
got a fire pit. The new burn ordinance
[5:41]
says we don't need a permit
[5:44]
for fire pits. So asking the trustees if
[5:49]
we can burn Ed Meyers said to ask you
[5:56]
Ed Meyers is the fire warden and he is
[6:01]
the one with the authority. So we
[6:04]
followed the trustees followed the
[6:06]
advice of of the fire
[6:08]
>> warden
[6:12]
» hold on hold on yes Tara
[6:14]
>> um just a reminder that we just adopted
[6:17]
the new burn ordinance so it has to
[6:20]
comply with the burn ordinance and ED
[6:23]
>> yes so Ed would know what the burn
[6:25]
ordinance is because that burn ordinance
[6:27]
is NFF hold on I got somebody else
[6:30]
coming in Um, yes. Uh, uh,
[6:35]
>> can he do it?
[6:36]
>> Contact Ed Meyers. I do not know. Ed
[6:39]
Myers is
[6:40]
>> Ed ask you.
[6:42]
>> Well,
[6:43]
>> but that puts it Good question mark.
[6:47]
>> Well, according to the If I could say
[6:49]
something, according to what we adopted,
[6:52]
uh, fire pits are permitted. So, it is a
[6:56]
permitted, uh, activity.
[6:59]
>> So, we need that one.
[7:01]
But Scott,
[7:02]
>> no. You need to have a permit first.
[7:05]
>> Yeah, Scott, there's also a definition
[7:08]
of what a fire pit is versus an open
[7:10]
burn.
[7:11]
>> How to burn fire pit.
[7:13]
>> So there there is a Tara has a a point
[7:16]
to make too.
[7:17]
>> Yes,
[7:17]
>> there is a definition of a fire pit. Go
[7:20]
to the website, get a take take a look
[7:24]
at the open burn ordinance. Can we
[7:28]
>> we will mail you a copy of the burn of
[7:30]
the of the ordinance
[7:32]
>> because a fire pit is a very specific um
[7:35]
sided uh I think it's under three foot
[7:39]
pit that is either with metal or
[7:42]
concrete on the outsides or or rock on
[7:44]
the outside whereas an open burn has no
[7:47]
sides no edging and is much larger. So
[7:49]
there's a distinction between the two
[7:51]
and that dictates what is permissible to
[7:55]
be done in terms of burning.
[7:57]
>> Thank you, Tara. Well said. We will mail
[8:00]
you a copy of the of the ordinance and
[8:04]
if need be, we can see what Ed's Myers's
[8:09]
question was.
[8:10]
>> Can Can we not?
[8:13]
>> I'm not going to do it right now. I'm
[8:14]
not interrupting a meeting.
[8:16]
>> Someone else could do it. Somebody else
[8:17]
could if you feel like doing it, but I
[8:19]
am not interrupting the meeting.
[8:22]
>> Um,
[8:22]
>> I didn't say you.
[8:23]
>> Yes, please feel free to.
[8:27]
>> I don't have access to
[8:30]
>> Okay. Um,
[8:32]
anything else?
[8:36]
» I still didn't quite understand you,
[8:37]
Mary.
[8:39]
Can you burn without a permit if it's in
[8:41]
the fire?
[8:42]
>> Not without a permit.
[8:45]
All fires need a permit.
[8:49]
There are distinctions between like if
[8:52]
you're doing a lot of brush work and
[8:54]
you're you're burning a big pile of
[8:57]
trees and things versus a fire pit that
[9:02]
you, you know,
[9:04]
uh have marshmallows at with your
[9:07]
family, you know, around the back yard.
[9:11]
So you need to see which category you're
[9:14]
talking about and I think the fire would
[9:18]
be the best person to discuss it with
[9:20]
>> and if the fire warden feels it is not
[9:22]
clear we will mail you a copen
[9:26]
they burn almost every night during
[9:28]
summer
[9:29]
>> and they've done it for 10 years no
[9:31]
fires not huge
[9:36]
>> we are not in a position to say yes or
[9:39]
no it is our opinion that all of them
[9:42]
need a um need a permit. And as Tara
[9:47]
said, there is a very specific
[9:49]
definition of um of a fire pit and we'll
[9:54]
mail you that ordinance if you haven't
[9:57]
seen it and you can then refer to that
[10:01]
and you can compare what you have to
[10:03]
what is listed in that ordinance.
[10:08]
» No.
[10:09]
>> Okay. I would say do not be on the safe
[10:12]
side. Do not burn until you know exactly
[10:15]
what the ordinance says.
[10:18]
>> And you have a mail that
[10:20]
>> and you have a permit.
[10:22]
>> I can mail that out by the end of the
[10:24]
day tomorrow.
[10:26]
Not any sooner.
[10:27]
>> Sooner than tomorrow. The post office is
[10:29]
closed.
[10:30]
>> When? Tomorrow.
[10:31]
>> She said end of day tomorrow.
[10:32]
>> End of day tomorrow. So you can't do it
[10:35]
tonight and put it in the mail tomorrow.
[10:37]
So then that's it. Yeah. It hasn't even
[10:40]
been adopted here, has it?
[10:42]
>> Yes,
[10:42]
>> it has been.
[10:43]
adopted. It has been warned.
[10:45]
It has been posted. It has been put in
[10:47]
the newspaper. It is effective.
[10:51]
>> And the person who's to make the
[10:53]
judgment is
[10:57]
» correct. And we couldn't we don't have
[11:00]
the expertise anyway.
[11:01]
>> Okay.
[11:07]
>> At some point by 5:00 tomorrow, it will
[11:10]
be in it will be in in the mailbox.
[11:14]
Yes.
[11:15]
>> All right. Well, thank you for your
[11:16]
opinions and we will move on to our
[11:19]
agenda.
[11:22]
>> And uh next order of business is
[11:25]
approving our minutes of August 11th.
[11:28]
>> Okay.
[11:33]
I hope I had sent these out with all the
[11:36]
various
[11:38]
>> Yeah, I just had a couple comments. Um
[11:41]
because it
[11:42]
>> Okay, we're g since I was not at that
[11:46]
meeting. Let's make sure that Lori Let's
[11:49]
make sure that you can hear what the
[11:51]
comments are in case there's something
[11:52]
to be edited.
[11:55]
>> Go ahead.
[11:55]
>> Okay. All right. uh under the highway
[11:57]
report uh the first paragraph last
[12:00]
sentence the fire hydrants will also be
[12:02]
continued to be worked on the fire
[12:05]
hydrants are completed um not sure where
[12:08]
the confusion's name but
[12:12]
>> that's one okay
[12:13]
>> and then on the next page
[12:17]
>> um second paragraph
[12:18]
>> saying they were completed at the time
[12:19]
of the meeting
[12:21]
>> okay
[12:22]
>> um Mr. Goodrich. And a second paragraph,
[12:25]
second page, uh that starts with Mr.
[12:28]
Goodrich. Um
[12:31]
and goes on to say, "Superintendent
[12:33]
Leblanc will get pricing in the morning.
[12:36]
Can we say get pricing for a Hall Street
[12:38]
paving?"
[12:39]
>> Yeah.
[12:40]
>> Just so we don't go back to this and
[12:42]
>> Well, I thought that was also for scary.
[12:47]
>> No, this is for Hall Street. This is for
[12:49]
actually
[12:51]
Well, that That was, you know, both both
[12:54]
streets had repairs to do.
[12:56]
>> Was it for both? No.
[12:58]
>> What's that?
[12:58]
>> Was it for Scary Lane and Hall Street?
[13:01]
You were getting a price for the
[13:02]
patches.
[13:03]
>> Yes.
[13:04]
>> Okay.
[13:06]
>> So, build that. I'm curious to I just
[13:10]
need to know if we, you know, come down.
[13:13]
We got to be able to close that circle.
[13:15]
So,
[13:16]
>> okay.
[13:18]
>> Did Does that make sense, Lori? Did you
[13:21]
get those two comments, Lori?
[13:23]
>> All set.
[13:25]
>> Okay, thank you. That's it.
[13:26]
>> Thank you. Okay,
[13:30]
so with those two
[13:33]
edits, anybody else have any questions
[13:36]
or comments?
[13:42]
» No.
[13:42]
>> We're looking for a motion and a second.
[13:46]
I'll make a motion we approve the
[13:48]
minutes
[13:49]
>> as amended.
[13:50]
>> Okay.
[13:51]
>> A second
[13:52]
>> and seconded by David. All right. Lori has that. All in favor?
[13:57]
>> I.
[13:59]
>> So there are four Lori. There are four
[14:02]
approvals and I am abstaining. I was not
[14:05]
at that meeting.
[14:08]
>> All right.
[14:11]
If we're good with that, let's move on
[14:13]
to
[14:15]
Norm.
[14:18]
You're up.
[14:19]
>> All right. So, uh we obviously went
[14:22]
through the banks the uh all of all the
[14:27]
open work with our water department has
[14:32]
been completed
[14:33]
except for the uh one last shut out over
[14:38]
at the little league fields which we'll
[14:39]
do before October that's in dirt so
[14:42]
that's not a real big deal. Um we've had
[14:46]
a couple days again we talked about
[14:49]
street. So the first thing to say during
[14:51]
any of the time that we worked there was no
[14:55]
um
[14:56]
you know that happened at any time in
[14:58]
order to neighbor came out and told us
[15:00]
anything. Uh I understand his concern
[15:03]
about where the upper culvert is. That's
[15:06]
just where it has to be. There's tons of
[15:09]
big trees and you know that's life.
[15:11]
Collvers on the side of the road are not
[15:13]
uncommon. We can walk around and see a
[15:15]
hundred of them in the buildings. Uh
[15:17]
about the culverts that have been
[15:19]
replaced across the road. I was told
[15:22]
long ago that that you know for somehow
[15:25]
when they built the development they put
[15:27]
them in. They're 40 plus year old metal
[15:31]
culvers they were on. Okay. And uh we
[15:34]
can go back and forth to say, you know,
[15:36]
at the height or whatever, but uh
[15:38]
they're put in now at a height that they
[15:41]
will take water. And you would have seen
[15:42]
that road for years drive by and the
[15:44]
water did not fall into those powers. Um
[15:48]
so with that being said, we have a
[15:50]
unique opportunity.
[15:52]
Uh, and usually most of my world
[15:55]
revolves around these kind of things,
[15:57]
but the town of Bennington is delayed a
[16:00]
little bit in some paving and we can
[16:03]
have our paver we hire every year come
[16:07]
and probably do it tomorrow to pave that
[16:10]
stretch of road over where we have done
[16:13]
that's all broken up.
[16:14]
>> Yeah.
[16:15]
>> And really what I say we should
[16:17]
definitely shoot with this. Okay.
[16:19]
There's there's about 6 in rut down
[16:22]
through there when you're out there in
[16:23]
the rain and you see it. And we've
[16:24]
broken a lot of that that down.
[16:27]
>> So it'll yield about an inch and a half
[16:29]
of black top by the time he fills it and
[16:31]
skims it. But he would patch that side
[16:33]
of the road and you see where it is
[16:36]
broken up. So as soon as our plows go
[16:38]
over it, it's going to destroy it.
[16:40]
>> So what section are you talking about?
[16:43]
The entire
[16:43]
>> talking about the house. No, the house
[16:46]
before Steve.
[16:47]
>> Yeah. to or to uh George Street.
[16:51]
>> Okay. where they're going to pick up a
[16:53]
good spot and they're going to end in a
[16:55]
decent spot and they're going to re
[16:58]
reshape
[17:00]
that road right there and basically just
[17:04]
do a one bolt and done patch and that
[17:08]
will take those rucks out of that road
[17:10]
to let that water
[17:11]
>> but on that one section of the road
[17:13]
>> just that one section
[17:15]
>> because when you go further towards
[17:18]
Madison it's very crumbly along
[17:21]
>> the whole road
[17:22]
But I know that we talk about doing that
[17:24]
in a future year,
[17:25]
>> right? And you know, so so in our big
[17:29]
plan, unless the world changes, you
[17:32]
know, maybe we sell uh Adam
[17:36]
donation of the body or something, we
[17:38]
get a lot of money from uh you know,
[17:41]
we're three to four years pave that
[17:44]
road. Okay?
[17:45]
>> You know what I mean? And that that's
[17:46]
realistic because you know, our next one
[17:48]
we're going to do is salary. We got one
[17:50]
more drainage piece on that. I don't
[17:54]
have my tape work yet, but it's coming
[17:56]
very soon. We have all the pipe, but we
[17:59]
don't have the boxes, but I don't know.
[18:01]
We're running out of time this winter.
[18:05]
Uh, but we were never going to pay that
[18:07]
this year.
[18:08]
>> No, I I not going to. That's why I'm
[18:11]
still trying to envision what you're
[18:13]
talking about.
[18:14]
>> No, what I'm talking about is a patch.
[18:17]
>> A patch. Okay. on Mechanic Street where
[18:20]
that water is rotted out and that whole
[18:22]
sides broke.
[18:23]
>> Okay. So, where you started up
[18:28]
down from George Street and started
[18:31]
building the the culvert in there,
[18:35]
>> is that the way it's going to stay or
[18:37]
will it have rock or
[18:38]
>> No, that's the way just like that.
[18:40]
>> That's the way they're going to stay.
[18:42]
It'll just grow grass.
[18:43]
>> Okay.
[18:44]
>> And and that'll be it. Now, we'll watch
[18:45]
it and maintain it and look at it
[18:47]
through the year.
[18:49]
uh we're going to try to to stab pave it
[18:52]
in ourselves.
[18:55]
It's really hard to get that kind of
[18:57]
width and get that length.
[18:59]
>> So, what's the expense of that?
[19:01]
>> 21.
[19:03]
And if he'll do it to and he'll if he's
[19:05]
going to do it while he's here.
[19:10]
» Um it's a good bite out of the budget.
[19:14]
>> It is. We're planning on paving scary
[19:17]
lane this year.
[19:19]
>> So, so some of that should be there.
[19:22]
>> Uh, you know, I'm sure if we need, you
[19:24]
know, for taxes maybe, you know, would
[19:26]
be three, four weeks till we get through
[19:27]
this pay, it won't be a problem with
[19:29]
that.
[19:29]
>> So, you're So, you're saying it's
[19:31]
basically a replacement.
[19:33]
>> It's basically a tax.
[19:34]
>> No, no, no, no. Meaning you're not going
[19:36]
to do scary.
[19:39]
when we did earlier when when we sat
[19:41]
down and did the budget for this fiscal
[19:44]
year.
[19:44]
>> That's correct.
[19:45]
>> The number for scary was in that's was
[19:48]
in
[19:48]
>> Okay.
[19:49]
>> I mean that's if it's if it's not doing
[19:52]
one and doing the other and they're
[19:54]
similar pricing.
[19:55]
>> Yeah.
[19:56]
>> Then I I mean
[19:57]
>> Okay.
[19:58]
>> Can I just ask a question about what 21
[20:02]
means? Is that 20
[20:03]
>> 21
[20:04]
>> 21,000?
[20:05]
>> Yeah. if it was $21 and 2100. They
[20:09]
wouldn't even be asking, you know, by
[20:11]
the time they got to tell Keyway
[20:14]
and do a couple things, but it'll be,
[20:16]
you know, it'll be a patch. And what
[20:18]
happens when you go out there, it is
[20:19]
deep and it's, you know, we're no
[20:20]
stranger to deep cos go down on Park
[20:23]
Street and you see that, right?
[20:24]
>> Yeah.
[20:24]
>> And why we had to do those delineators
[20:27]
out and we'll probably do a couple of
[20:29]
them for that. But it's water is your
[20:31]
humongous issue. And uh when we head
[20:34]
over to to Madison Road, you take a walk
[20:36]
in Madison Road.
[20:38]
>> You stand there and you look at that
[20:39]
driveway and you see how deep that is.
[20:41]
>> Yeah.
[20:42]
>> Right. To get water to move,
[20:45]
>> you know. So, but this is we're going to
[20:48]
be there for a couple years. That whole
[20:51]
side of that road was destroyed before
[20:52]
we got there. We've seen that. So, it
[20:54]
needs to be fixed.
[20:56]
Well, I will tell you, I walk and bike
[20:58]
that every single day, and I do not feel
[21:01]
like I'm going to fall into the ditch.
[21:04]
And uh I I do anxiously await the day
[21:08]
that there's a good pavement to walk on,
[21:11]
but in the meanwhile, you just you're
[21:13]
just careful.
[21:15]
>> So,
[21:16]
>> well, it's never going to be wide on the
[21:17]
first sidewalk.
[21:18]
>> No. And we had talked about the dance
[21:20]
street. A sidewalk
[21:23]
>> probably past the cemetery has never
[21:25]
even been in the the realm of
[21:27]
>> No, I don't think that would be we well
[21:30]
a whole different subject because a
[21:32]
whole different scoping study needed.
[21:34]
But at any rate, um you know, I defer to
[21:36]
you when you know what needs to be done
[21:39]
and how it needs to be done. And
[21:42]
>> you know it's we
[21:43]
>> save on that other ones we we've uh
[21:46]
>> and again doing some things we're in old
[21:49]
Ben right now so there'll be a little
[21:50]
income from that.
[21:52]
>> Uh it's really we need to capitalize.
[21:55]
We're so small and we we do so much so
[21:58]
little we need to capitalize on when we
[21:59]
can do it.
[22:01]
>> You know he's got a free day. It's going
[22:02]
to save him money. Going to save us
[22:04]
money.
[22:05]
>> I'm okay with it.
[22:07]
>> Any other questions?
[22:08]
>> Just just
[22:11]
Uh how many lineal feet has that run
[22:13]
that you're talking?
[22:15]
>> Yeah, you know off the top of my head
[22:18]
because we were on the phone and you
[22:19]
know trying to do something else while
[22:20]
he's over there probably 100 yards or
[22:23]
something you know what I mean to you
[22:25]
know goes
[22:27]
>> you know he's going to start so we have
[22:29]
Steve's house we'll just use that as a
[22:31]
landmark.
[22:32]
>> Okay. So before it and when we were out
[22:34]
there last week when the rain when the
[22:36]
rain came, okay, we've always assumed
[22:38]
that it came mostly from Lor and I think
[22:40]
after it rains for a couple hours, it
[22:42]
definitely comes at a large field.
[22:45]
There's a little cutout in the back by
[22:46]
that tree and it'll come down
[22:49]
>> but a ton of it comes from the other one
[22:51]
from the the Cory acres roadside and the
[22:55]
way that goes and the three houses all
[22:58]
their gutter systems come out on the
[23:00]
front lawn. So, it's catching all that
[23:01]
water and then it's bringing it right
[23:02]
immediately out the driveways
[23:05]
>> and then it and then it comes. Well, now
[23:07]
last week when we when we were out
[23:09]
there, that first caller was taking all
[23:12]
the water. Not I mean, it was blowing
[23:14]
right on the other side of the road just
[23:16]
like it's supposed to. And an hour after
[23:18]
it rained, you couldn't even tell there
[23:19]
was water on the other side. So, that's
[23:22]
good.
[23:22]
>> Yes.
[23:23]
>> The other color, it was in that big
[23:25]
rough. So, I knocked that down and we
[23:28]
were seeing if it's better, but when I
[23:30]
heard I might have a shot and get it
[23:33]
cleaned up.
[23:34]
>> Okay.
[23:35]
>> I I made a call and I just got it at
[23:38]
4:30 tonight.
[23:39]
>> Okay.
[23:41]
>> All right. Thank you for answering my
[23:42]
questions. I've got a better
[23:44]
understanding why 21 times.
[23:47]
>> And if you're on that side of the road,
[23:48]
which we do see a lot of walkers in the
[23:50]
morning when they get there, it won't be
[23:51]
all that black and it won't be uneven.
[23:53]
It'll be an even surface
[23:56]
>> at least for that stretch. That'll be a
[23:58]
welcome thing.
[23:58]
>> And I mean we could the whole world
[24:01]
needs to go but we are in in reality
[24:04]
unless the world changes we are three to
[24:06]
four out
[24:08]
>> okay
[24:08]
>> for that road and this will be a good
[24:11]
patch
[24:12]
>> and that that is that all of that
[24:14]
capital planning is the topic of another
[24:16]
discussion at another time. So we won't
[24:18]
take that up now. Um,
[24:22]
>> I was just going to comment that the
[24:23]
weather would be great tomorrow also.
[24:27]
>> Yeah.
[24:28]
>> I mean, we may not get this this many
[24:31]
good days.
[24:32]
>> Yeah. Well, that happened a couple years
[24:35]
ago. October rain 27 31 days.
[24:38]
>> Yeah. So, uh,
[24:40]
>> opportunity cost, right?
[24:42]
>> Tara, did you have any questions on this
[24:44]
discussion?
[24:46]
>> Nope. Tara has no questions. All right.
[24:47]
Then we're looking for a motion. Mary.
[24:50]
>> Yes.
[24:51]
>> Um,
[24:53]
uh, has anyone mentioned, uh, the
[24:56]
College Road? Because College Road also
[24:59]
has an axle
[25:01]
breaking, uh, pothole on it.
[25:05]
>> I I think we will.
[25:08]
We
[25:09]
>> ble and shims are Yeah, they're
[25:11]
different. Yeah. We've certainly been
[25:13]
around
[25:15]
>> constantly. We we paved College Road
[25:18]
whether you want to believe it or not
[25:19]
maybe
[25:21]
eight years ago.
[25:23]
Uh but the the sad face and that's what
[25:26]
in new new tanks we've been doing right
[25:29]
is actually zipping road up magnesium
[25:32]
and grinding them back in because the
[25:33]
reflective cracks keep coming and
[25:36]
>> but if there is a significant issue Kim
[25:38]
let's let's address that with with norm
[25:42]
separately because right now it's just
[25:45]
finishing up the mechanic street is the
[25:47]
issue at hand here.
[25:49]
>> Sure.
[25:51]
But I I think everybody should feel free
[25:55]
if they see something that needs to at
[25:57]
least bring it to someone's attention.
[25:59]
So there's nothing wrong with doing
[26:01]
that. We maybe can't fix everything
[26:03]
immediately, but we should know about it
[26:06]
and get it on a to-do list.
[26:09]
So,
[26:10]
>> so I'd like to authorize uh to uh make a
[26:14]
motion to authorize this change of
[26:17]
expenditures to mechanic street from uh
[26:21]
scary lane. Sorry, Ray.
[26:24]
>> There you go. Scary lane's in good
[26:26]
shape. Not that
[26:29]
>> um
[26:29]
>> and not as well tracked as much travel.
[26:32]
>> No, probably less traffic.
[26:36]
>> Okay. Thank you for that. I I'll happily
[26:38]
second that. So, here we go. Uh,
[26:44]
was that a yes, Tara? Yeah. Okay. Tara
[26:47]
had her hand up. I wasn't sure if it was
[26:48]
a question, but I'm thinking she she's
[26:51]
anticipating all in favor.
[26:53]
>> I
[26:54]
>> Okay, good. We got that done. Um,
[26:57]
anything else, Norm?
[26:59]
>> Uh, no. I mean, uh, we're right now
[27:02]
we're again, um,
[27:05]
doing a little project for our neighbors
[27:07]
over in Old Bington. We started that
[27:08]
today. That that shouldn't take, I don't
[27:10]
know, four or five days, uh, to
[27:13]
complete. We'll be in and out.
[27:15]
>> Um,
[27:17]
that's it for this year.
[27:18]
>> Uh, over there, we just, as you just
[27:21]
said, you know, we still got time to do
[27:24]
uh the bus stop.
[27:26]
>> Yeah. that's scheduled in our cohorts
[27:30]
have almost all been replaced. The only
[27:32]
thing we have left is the one on the
[27:36]
excuse me the the very first one you
[27:38]
come to on Hall Street and uh had a call
[27:41]
with one of the homeowners today. I
[27:42]
believe we're going to have that paper
[27:44]
on rightway side.
[27:45]
>> Okay.
[27:45]
>> I don't know if we'll be able to put
[27:47]
that in this year, but the the plan is
[27:49]
it'll be on spring be the first one to
[27:52]
go in. Boom. And then we'll we'll do
[27:55]
that road.
[27:56]
>> Okay. you know, we'll have to talk
[27:57]
about, you know, do we want a curved,
[28:00]
you know, and all that other stuff.
[28:02]
>> Well, we can do another meeting with the
[28:05]
residents over there and see what they want, too.
[28:09]
>> Yep, we can. Um,
[28:11]
>> if that's advised.
[28:13]
>> Uh, yeah. I mean, it's it's it's both.
[28:15]
The the street was curved. You know, I
[28:18]
would do what uh again copy what our our
[28:21]
neighbor do with Bennington with that
[28:23]
slip form guy. Uh so they sell 30 grand
[28:26]
for him to come in and then the
[28:28]
concrete's all on top of that after we
[28:30]
dig it. Uh but again, once we do this
[28:33]
road the way we are doing it, we're out
[28:36]
of that road business
[28:38]
for the rest of most of our lifet. Does
[28:42]
a curb
[28:45]
does it improve the longevity of a of
[28:48]
the black top on a road?
[28:49]
>> It does because it directs water and
[28:51]
keeps a spot where the lawns end, you
[28:54]
know, because everybody, you know, keeps
[28:56]
creeping and creeping and creeping.
[28:58]
>> Um, you know, where the lawns end. It's a place where water runs. It stays
[29:05]
doesn't jump in. Especially the other
[29:07]
house at the bottom. We've had problems
[29:09]
with the way that road is. Oh,
[29:11]
>> now hopefully we can reshape that uh a
[29:14]
little bit. And again, so that has a 6
[29:18]
in curve on that road. So we'll just use
[29:21]
like in front of Doug's house that that
[29:23]
curve is gone because we paved and paved and paved and paved,
[29:27]
>> you know, and it's just all flatten. I
[29:30]
mean, that thing was put in in the 30s,
[29:32]
you know, it's 100 years old, but you
[29:35]
know, it's all pieces. If I could save
[29:36]
it, I would. But it's it's not it's not
[29:40]
feasible.
[29:41]
>> Okay.
[29:43]
>> You know, it's going to make it better.
[29:48]
» Any other questions,
[29:51]
>> comments or concerns? Thank you. Do you
[29:54]
want to stay and hear Marks talk about
[30:00]
» Feel free to come up here if you want.
[30:02]
>> Okay.
[30:04]
Thank you. um
[30:07]
to deal with people for several years
[30:10]
now. Um feels like times. Um I was uh
[30:14]
contacted about a month ago by a
[30:17]
softball group. Men's I should say
[30:20]
adult. I'm not sure it's co I believe
[30:22]
it's a men's softball group that wants
[30:24]
to use it and are willing to do the work
[30:27]
to establish the infield again. um
[30:31]
mostly with inind uh there may be some
[30:34]
sharing. I haven't got that far yet. Uh
[30:36]
and then a couple of weeks after that, I
[30:38]
was contacted by a youth baseball and
[30:41]
softball program that's interested in
[30:43]
the same. It's also going to put some
[30:45]
money into the field. Um again, no
[30:49]
details yet. There's just two interested
[30:50]
parties in establishing a baseball
[30:52]
softball field again. Um they're doing
[30:55]
some other improvements as you know as
[30:57]
they go along. Uh, I'm going to meet
[31:00]
with both parties just to make sure that
[31:04]
one doesn't I told them both there is no
[31:06]
such thing as exclusive beer um apples
[31:09]
for everybody. So, anybody that wants to
[31:11]
use this, they get a chance to obviously
[31:12]
those that put resources to will get um
[31:16]
priority in scheduling, but
[31:19]
um I'm just here to let you know that
[31:20]
things are still moving and to make sure
[31:23]
you pursue that because obviously it
[31:25]
wouldn't be um I know used to be part of
[31:28]
that as sort of boneyard
[31:31]
extension up in the parking. So, if this
[31:33]
does go through, it won't be till next
[31:34]
year. If it does go through, obviously
[31:36]
we have to provide some arcing because
[31:38]
there's not much beyond that. Um, but
[31:41]
it's it's the early talks in the house,
[31:43]
but it couldn't give you a timeline. I
[31:44]
know they're both interested in using it
[31:46]
by next year. Uh, I believe the softball
[31:48]
is a summer summer program. So, um, I
[31:51]
will be as long as you want me to
[31:54]
proceed with
[31:56]
making this thing go and report back to
[31:57]
you whenever I have information, I can
[31:59]
get back to them and start the meeting
[32:01]
and see other ways they go. Do you uh
[32:04]
ever talk to Brian Boomer at all?
[32:07]
>> Do I ever? I mean, I can.
[32:10]
>> And the only thing I put Let's see if we
[32:12]
can get his building trade class to put
[32:14]
roofs on those two guys.
[32:16]
>> That's something I was going to talk
[32:18]
these guys willing to do that too.
[32:19]
>> Okay. So, we'll rip them off.
[32:21]
>> I will. Yeah. And I told him, so that
[32:23]
would be I I always think whenever I've
[32:24]
talked to anybody about deals, I always
[32:27]
give a big shout to Southwest Tech. And
[32:28]
I'm happy to go. In fact, I've talked to
[32:30]
Brian maybe a year and a half, two years
[32:32]
ago about doing some work there. So, I
[32:34]
will reach out to him again. Um, I might
[32:37]
wait to see what the other guys are
[32:38]
willing to do because if they're willing
[32:40]
to do that, we have zero in materials if
[32:44]
we take it on the material, which is
[32:47]
pennies. It's not a big project. And I
[32:49]
hope there is some money and I
[32:51]
anticipate that we will be um putting in
[32:54]
some money out of the um park and rack
[32:56]
budget um but we'll see what they're
[32:58]
willing to do. cost first.
[33:01]
>> Yeah. Love to see if that
[33:03]
>> I understand we don't have to ever deal
[33:05]
with that.
[33:06]
>> Yeah.
[33:06]
>> And it sure seems like the whole idea
[33:09]
was to make that field
[33:13]
usable like it used to be.
[33:15]
>> It sat there
[33:16]
>> and and encouraged people to use that
[33:19]
part of our village.
[33:20]
>> Yep. So it sat there and it sat there
[33:22]
with the baseball field in field and
[33:24]
playing to go
[33:25]
>> and we couldn't get
[33:27]
>> um this is in no way impacts the soccer
[33:32]
field.
[33:33]
>> Nope. That's the thing. The reason we
[33:35]
took out the reason we did what we did
[33:36]
there
[33:37]
>> was that home,
[33:38]
>> right?
[33:39]
>> If we were going to put a proper soccer
[33:40]
field, football field, lacrosse field,
[33:42]
any other field on there,
[33:44]
>> you would have had to have gone on the
[33:47]
infield to play. And I grew up in
[33:48]
Vermont. I told the several soccer
[33:50]
fields that
[33:51]
>> Yeah.
[33:52]
>> you would run across an injury field and
[33:53]
it was a broken ankle.
[33:55]
>> Yeah.
[33:55]
>> So the reason we did what we did was to
[33:58]
make it so we could have an established
[34:00]
injury field and have a utility field
[34:03]
and one could impact both.
[34:05]
>> And I did mention to them too. So these
[34:06]
sorry I got um fencing is probably
[34:09]
important for them. I said it would be
[34:11]
they would not be allowed permanent
[34:13]
outfield fencing. Uh it would it would
[34:16]
look a lot like what they do at the high
[34:17]
school right now with the softball
[34:19]
baseball fields. Basically, for lack of
[34:21]
other words, it's like a snow melt.
[34:22]
>> So, it's a temporary collapsible. The
[34:24]
kids run through it. It's a safety net
[34:25]
that drops down. Um and that would be on them
[34:30]
>> and has there been um any queries about
[34:33]
using the field for soccer?
[34:36]
>> Uh well, there's a mostly about men's
[34:39]
leagues. I mean, I've approached Mike
[34:41]
Malloy at the high school once we get
[34:43]
it. Uh, I know the YMCA is always
[34:45]
looking for so I talked to them um about
[34:48]
using it for their summer programming.
[34:49]
It's a great spot for them because it's
[34:51]
right by the lake. They can do two
[34:52]
weekly deals. So, yeah.
[34:53]
>> Um, there's plenty of interest in
[34:57]
certain things. Um,
[35:00]
in my opinion, we people get really
[35:03]
nervous about things happening too fast.
[35:05]
So, crawl into several of these things
[35:07]
and see how it goes. But I've got an
[35:09]
issue that I won't share right now
[35:10]
because people too.
[35:13]
But yeah, things are things are moving.
[35:15]
It's just
[35:16]
>> Yeah, we dumped a lot of money to that
[35:17]
and my biggest fear was that.
[35:19]
>> Well, thank you.
[35:19]
>> I kind of steered that and then if it
[35:21]
sat there
[35:22]
>> empty, it was a waste of money.
[35:23]
>> Yeah.
[35:24]
>> I appreciate everything that you guys
[35:26]
have all done.
[35:27]
>> We've all got a lot of equity in it and
[35:29]
hoping to pay off. And we were going to
[35:32]
um talk mention while you're here and
[35:35]
while Norm's here just the uh the caring
[35:38]
for canopy grant that the village had
[35:40]
and the trees that were put in and the
[35:42]
marvelous work that Norm and Kyle and
[35:46]
the crew did to get that whole bank
[35:49]
ready to put the fence in. And um the
[35:52]
trees look magnificent over there.
[35:55]
There's 11 of them and three different
[35:58]
varieties,
[36:00]
maybe four. Uh, of course they're small
[36:03]
now, but they'll they'll get there.
[36:05]
We've got a few pictures and, uh, Ron
[36:08]
Penrook and his crew just did such a
[36:10]
good job. That's great.
[36:12]
>> And they cleaned everything up and it
[36:14]
looks it looks great. So,
[36:17]
>> and yet another improvement and help
[36:20]
from a number of people to get a grant
[36:23]
written and accepted and done.
[36:25]
Um, I was talking to Mark about I
[36:29]
remember Norm saying that during that
[36:33]
process of fixing the field, we saved
[36:35]
the old clay from the
[36:39]
um original foot that baseball field.
[36:42]
>> You weren't able to.
[36:43]
>> No.
[36:44]
>> Oh, okay. I thought I thought that was
[36:46]
something you were hoping to do.
[36:48]
>> No. No. That bulls right up with
[36:51]
everything else. That old play is right
[36:52]
in the middle of left field.
[36:55]
>> Okay.
[36:57]
>> So, I thought we'd be able to reuse some
[36:59]
of that, but I guess we're gonna have to
[37:00]
get over.
[37:01]
>> And typically, you know what? Doing
[37:03]
that, you
[37:05]
knowing the condition it was in, you
[37:07]
probably just shortened the life of that
[37:09]
actually being successful and actually
[37:10]
taking they would had to probably gone
[37:12]
over with so much new stuff. But I
[37:14]
appreciate the thought and norm one of
[37:15]
the biggest throws to you was their uh
[37:18]
willing to mow. So mowing was one of the um
[37:24]
things they threw out there is because
[37:26]
they understand that we're not going to
[37:27]
mow it to their specs. So they're both
[37:30]
willing to take that on at least for the
[37:31]
portion of the field they're going to
[37:32]
use. All right, thanks. Which I know is
[37:35]
a big
[37:36]
>> big falling for you.
[37:38]
>> And then I guess I would have to ask all
[37:40]
these questions can be sorted out later
[37:42]
on,
[37:43]
>> but are there insurance liability issues
[37:47]
that we have?
[37:48]
>> So any any team that you had that they
[37:51]
have to carry a certain amount of
[37:52]
insurance?
[37:53]
>> Um, and we would if they're if they're
[37:55]
going to use our fields as a as a
[37:58]
recognized organization, they would ask
[38:00]
what their insurance they don't have to
[38:01]
carry. And anybody that would do any
[38:03]
kind of grounds maintenance norm gets to
[38:06]
have
[38:06]
>> I would not let anybody touch that field
[38:08]
without
[38:08]
>> okay having norm say
[38:10]
>> okay
[38:11]
>> don't do that because it's going to be
[38:12]
on our way in the future.
[38:13]
>> Okay.
[38:14]
>> So yeah I'll before we do anything we'll
[38:16]
do nothing up there without
[38:18]
>> okay
[38:18]
>> making sure Norm's part of the
[38:20]
conversation. And besides that I'll I
[38:23]
won't let anybody do anything before I I
[38:24]
told them I have a lot of good ideas. I
[38:26]
have no say in anything.
[38:28]
I'll be here and tell you guys
[38:29]
everything they're planning so it gets
[38:31]
everybody first.
[38:32]
>> Well, thank you because it is so
[38:34]
exciting to see all of this rejuvenation
[38:37]
happen and things for people of all
[38:39]
ages.
[38:40]
>> Yes. And over the whipple I think is
[38:42]
going to come back too. They been in
[38:43]
Bang for a couple years because of the
[38:45]
work. And you did get my text about go
[38:49]
ahead you can do whatever you want to do
[38:50]
with it.
[38:51]
>> Yeah, we're filming researching that.
[38:53]
and he found a a fell that uh is big
[38:56]
cotton like goes all over the country
[38:59]
works for golfers and uh and his comment
[39:03]
to me was fertilized. Yes, grass seeds
[39:07]
where all your money is. If we can't
[39:09]
water it, don't waste you guys.
[39:11]
>> And uh you know, so we're still really
[39:14]
looking at
[39:15]
>> the best way to do it, you know, and
[39:17]
that's our biggest thing. We're right
[39:19]
next to a huge water source. We have no
[39:21]
real water in it.
[39:23]
Because that the one water feed there I
[39:25]
assume is not nearly adequate to water a
[39:27]
field.
[39:27]
>> Yeah. Got it.
[39:29]
>> It's a split very small line.
[39:32]
>> Does that have to be considered being
[39:35]
added?
[39:37]
>> Well, I don't know. I don't I don't even
[39:40]
know if it the water r so far away. You
[39:43]
know, it was
[39:44]
>> too bad you can't pump something right
[39:45]
out of the lake.
[39:47]
>> Well, it that's that's been a thought.
[39:51]
uh you know it has its own issues u fish
[39:55]
wildlife
[39:56]
>> you know what I mean all different kinds
[39:58]
of
[40:00]
>> permits
[40:00]
>> things you know what I mean if there was
[40:02]
a a dry hydrant
[40:04]
>> in the lake that you know which I guess
[40:07]
you know
[40:08]
>> I'm surprised there's not there's never
[40:10]
been because it's a good water source
[40:13]
>> uh but water water is an issue so it is
[40:16]
what it is and u you know that field is
[40:18]
way better than it ever was And in the
[40:20]
process, it can't hurt to bring it up
[40:23]
when we're talking these fols too and
[40:24]
knows what they're willing and
[40:29]
» you know it would also um
[40:33]
you know it would be a big demand
[40:36]
to try to water something like that
[40:38]
would be a huge demand and you know the
[40:41]
water board would 100% have to be
[40:46]
» fully on board but it would be like late
[40:50]
night,
[40:50]
>> you know, we had to have an automatic
[40:52]
system
[40:53]
>> or you have trucks that come and spray
[40:55]
and I don't know how that works.
[40:58]
>> Yeah, that's really hard because it's so
[41:01]
big. It's seven acres. I mean, you think
[41:03]
about that that field that that's what
[41:05]
it'll load up to
[41:07]
>> and uh you know, trying to spray it with a fire truck or something like
[41:11]
that. It's just you know, it's such a
[41:13]
deal. And
[41:14]
>> yeah,
[41:14]
>> um you know, we had to put the fence
[41:16]
there to keep people out of it.
[41:17]
Hopefully I'll be able to get out this
[41:19]
winter and get all the water out of
[41:20]
there, right? So, we don't want that
[41:22]
water. Uh
[41:25]
you know, but uh but water is really
[41:29]
bad. It's too bad
[41:32]
the lake, but I think uh you know that
[41:35]
that's a whole big ri.
[41:39]
>> Okay.
[41:40]
>> And last, just in mentioning seven
[41:42]
acres, this will be it. Um, do we have a
[41:44]
site map of that with any kind of other
[41:47]
than like the tax map? We'd have to get
[41:49]
one from the engineer.
[41:51]
>> Okay. Can I um
[41:53]
text you tomorrow and I can swing by the
[41:55]
garage?
[41:56]
>> Go to MSK. Go right through your
[41:59]
pull up.
[42:00]
>> Go where?
[42:01]
>> NSK.
[42:01]
>> Oh, okay. Perfect. Awesome. Thank you.
[42:04]
And that post with the pin on is made to
[42:08]
set a GPS on and then you take a walk
[42:10]
right off with their stick and boop boop
[42:12]
and set your wheels.
[42:13]
>> Awesome. That's why that post would
[42:15]
never cut down.
[42:16]
>> Perfect. Well,
[42:19]
>> thank you.
[42:20]
Appreciate it. I'll be back.
[42:22]
>> Okay.
[42:24]
>> Thanks, March.
[42:25]
>> Okay.
[42:26]
Okay. Um
[42:29]
>> yes. Yeah. Okay. We are gonna move uh
[42:33]
just a minute.
[42:35]
>> We're gonna go right to fire department
[42:37]
because Doug needs a a minute of time.
[42:39]
So, we're going to do this. All I wanted
[42:41]
to do here and everybody has this. Um as
[42:45]
part of the weatherization, I need to
[42:48]
find my number. as part of the
[42:50]
weatherization that uh grant that we
[42:52]
have. It's a lot of thermal envelope
[42:57]
work that's done on this building, the
[42:59]
garage and also the fire station. The
[43:03]
windows at the fire station on that
[43:04]
second floor were not part of this of
[43:07]
the the grant recommendations,
[43:09]
but Bill Christian, who is our MERP,
[43:15]
Municipal Energy Resilience Program, uh
[43:18]
consultant on this, really uh uh
[43:21]
encouraged
[43:23]
these insulating window inserts to be
[43:26]
put on those big windows there. So he
[43:29]
measured for the window dressers
[43:31]
program, which is a volunteer community
[43:35]
build
[43:37]
program that builds these insulating
[43:39]
window inserts. He measured everything.
[43:43]
The job comes to $1,68.76.
[43:49]
I'm quite sure that is on the warrant
[43:52]
that Doug will talk about. Um but um
[43:56]
Chief Meyers, yes, Chief Meyers approved
[44:00]
the that the fire volunteers and those
[44:05]
who use that
[44:06]
>> willing to agree to it. Okay.
[44:07]
>> Yes, they did agree to it. Um and that's
[44:10]
that. So,
[44:13]
I wanted specifically to have the
[44:17]
trustees
[44:19]
approve this expense because it is not
[44:22]
part of the grant and it will have to
[44:23]
come out of the building reserve, which
[44:26]
we do have a significant building
[44:28]
reserve to cover 16 Yeah. to cover
[44:30]
$1,600.
[44:32]
>> You want cover, you want a specific
[44:34]
resolution as opposed to just the
[44:36]
warrant because it is included. it is
[44:38]
included in the warrant, but I thought
[44:39]
this is a a different kind of a program.
[44:42]
Um, and and I just wanted thought that
[44:46]
in full discussion for the public, we
[44:50]
should uh they should know what we're
[44:52]
doing is and and it is not covered under
[44:56]
the grant,
[44:57]
>> right? Are the these are the big picture
[44:59]
windows that face the parking lot and
[45:01]
the
[45:02]
>> all the ones on the top? Yes. Yes. Yes.
[45:06]
Bill Bill measured
[45:09]
>> I can't even tell you how many he's got
[45:11]
here.
[45:12]
>> There's a lot
[45:13]
>> there's a whole bunch of them and then
[45:15]
they have uh there's some smaller ones
[45:18]
but he only did the fixed windows. There
[45:21]
are some that open up but he's not doing
[45:24]
those because you don't you know even in
[45:26]
the winter time you might need to vent
[45:28]
something.
[45:29]
>> So that's what I'm looking
[45:31]
>> 25.
[45:32]
>> Okay. I'm looking for an approval.
[45:36]
>> I'll make a motion that we approve the
[45:40]
window dressers
[45:43]
uh proposal for
[45:46]
outfitting the fire department building
[45:50]
with
[45:52]
what do you call them?
[45:53]
>> Insulating insert window inserts.
[45:55]
>> Thank you.
[45:56]
>> I'll second $168.76.
[46:02]
» You got it. Second.
[46:04]
>> Second. No, I beat you.
[46:06]
>> Ah, did
[46:07]
>> Okay.
[46:08]
>> All right. Thanks, Tara. All in favor
[46:10]
then?
[46:12]
>> I Okay, Lori, that's unanimous. We move
[46:16]
on from that. Um, since uh Doug is still
[46:19]
out talking, let's move DRB, Development
[46:23]
Review Board. um a meeting scheduled on
[46:28]
Wednesday
[46:30]
um September 23rd that will be posted
[46:34]
and warmed and interested people can see
[46:37]
what that is about. It has to do with
[46:39]
the um AARP bus station grant that Norm
[46:45]
alluded to and I will talk about that
[46:47]
later on in the day. So we are done with
[46:50]
that. Okay, now we are back uh and
[46:53]
actually kind of on time here. Um, back
[46:57]
to Doug.
[46:58]
>> All right. Thank you. Um, I'm going to
[47:01]
do the warrants first. Um, and then I'll
[47:04]
do my report after.
[47:06]
>> Um, so two warrants. Um, first is the
[47:10]
payroll warrant. Um, so for the month of
[47:13]
August, again, just as a reminder since
[47:15]
it's still pending new, uh, we have the
[47:18]
breakdown of the taxes, the retirement,
[47:21]
uh, and the payroll fees and then a lump
[47:23]
sum for total payroll dollars. So, the
[47:26]
total payroll warrant for the month of
[47:28]
August is 16,45425.
[47:33]
» So move
[47:35]
second.
[47:38]
» No questions, Tara. Nope. All in favor?
[47:42]
>> I
[47:43]
>> Okay, that's another one. Unanimous,
[47:45]
Lori.
[47:46]
>> Okay,
[47:49]
then I have the
[47:52]
uh late August and September warrant.
[47:55]
Um, so the vast majority of things on
[47:59]
here are going to be general or we've
[48:02]
talked about um the the couple of larger
[48:05]
items. The KS State Bank, that is the
[48:08]
annual um payment for the fire truck. Um
[48:12]
and again for still for several more
[48:14]
years of that 28,93021,
[48:18]
we have a $10,000 amount that comes out
[48:20]
of a reserve fund. Um, so that will
[48:23]
transfer either this month or next
[48:25]
month. So the true amount that is
[48:28]
budgeted um and that is paid out is the
[48:31]
18,000 of that because we had uh
[48:33]
proceeds from the sale of the truck of
[48:36]
the older truck. Um the next largest
[48:38]
item, the VLCT
[48:40]
that is quarterly for insurance. Um,
[48:45]
and a lot of the other ones, the MSK,
[48:49]
uh, contact, those have to do with, um,
[48:52]
projects that Norm just spoke about. So,
[48:55]
Culvert work, Paul Street work, uh,
[48:58]
things like that. Um, I did send out the
[49:02]
breakdown for the detail. Um, so if
[49:06]
there's no other questions, then the
[49:07]
total on this is, is the window dresser
[49:11]
staying on?
[49:11]
>> Yes.
[49:12]
>> Okay. So 71,79933.
[49:18]
» All right, I'll move it.
[49:21]
Second.
[49:23]
>> All in favor?
[49:26]
>> Okay, Lauren, we got that unanimous to
[49:29]
>> Okay.
[49:30]
>> Um, so treasurer's report. Um, I know
[49:34]
it's going to seem like we're kind of
[49:35]
beating the dead horse, but I have um
[49:38]
the tax anticipation note is going to be
[49:41]
here. Um, so this is the final portion
[49:46]
of that. Um, the way that the bank um
[49:49]
requires it to be done is the final
[49:52]
documents have to be signed at the
[49:54]
meeting um under open meeting law. So
[49:58]
all the numbers figures are the same as
[50:00]
last month and the month before that we
[50:02]
discussed. So first thing we need to
[50:04]
have is a motion um for the board, the
[50:08]
treasurer and the clerk to sign the
[50:10]
documents provided by community bank for
[50:13]
the tax anticipation note line of credit
[50:16]
in the amount of $181,939.
[50:20]
» I'll make it.
[50:22]
>> I'll second that.
[50:25]
No questions. All in favor?
[50:28]
>> I
[50:30]
>> Okay, so I will circulate these
[50:32]
documents. Uh, Tara, you are excused
[50:35]
from signing because we only need a
[50:37]
majority of wet signatures. So, with
[50:39]
four of the trustees here in person, we
[50:42]
are fined. The treasurer and the clerk
[50:45]
um will also sign. So, those I will
[50:47]
circulate um to have those sign. I'm
[50:50]
going to just go through everything.
[50:52]
>> Um, any questions about that? We've kind
[50:55]
of talked about it a couple of months
[50:56]
now, so this is just kind of the the end
[50:59]
of it. Um,
[51:01]
so the next item, uh, tax billing. Um,
[51:05]
the tax bill process has begun actually
[51:08]
in earnest this afternoon. Um, I had a
[51:10]
call with our, um, company that we use
[51:13]
that provides the the online services.
[51:17]
Um, and had that call for about an hour
[51:19]
and a half before I came here. Um, I
[51:22]
have a couple of next steps, but my goal
[51:24]
is to have all tax bills in the mail by
[51:27]
Friday. Uh, tax due date will be
[51:30]
November 10th, the same as Bennington
[51:32]
and Shaffsberry. Um, we all kind of make
[51:35]
sure that our dates line up for the most
[51:37]
part. Um, Bennington, North Bennington
[51:39]
are always identical. Once in a while,
[51:40]
Shaffbury changes theirs if it's uh a
[51:43]
certain day or if it falls on holiday.
[51:45]
It doesn't always match up. But I
[51:47]
believe this year because the 10th of
[51:49]
November is not a holiday or a weekend.
[51:51]
So it's an easy day. Um so those will
[51:54]
come out. I will begin to put notices on
[51:56]
the website uh regarding Homestead. So
[51:59]
anybody who may be listening um online
[52:02]
now or views this uh you have until
[52:06]
October 10th to update, modify, file
[52:10]
your homestead. Um that has to be done
[52:12]
with the state of Vermont. I cannot do
[52:14]
that for you, nor can anybody within the
[52:17]
village of North Bennington, the town of
[52:18]
Bennington, or the town of Shaspberry.
[52:20]
Um, that is normally done when you file
[52:22]
your income taxes. Um, but if you don't
[52:25]
file income taxes for a variety of
[52:27]
reasons, there is a form that can be
[52:29]
filled out for the homestead exemption.
[52:31]
Um, and if you are on an extension, you
[52:34]
still would want to get that done. Um,
[52:37]
the sooner the better because right now
[52:38]
is what's called the penalty phase. um
[52:41]
you can still file as a homestead, but
[52:44]
uh because it's considered a late file,
[52:45]
there is a percentage that they deduct
[52:48]
from that. Um and the closer that it
[52:50]
gets to October 15th, the higher that gets. Um again, that's a state
[52:54]
process. We have nothing to do with
[52:56]
that. Um so I will put those
[52:58]
instructions on the website uh within
[53:00]
the next week or so. Um and it'll just
[53:02]
be the website and the phone number
[53:04]
again because we don't do anything here.
[53:06]
>> Um in-person hours, everybody always
[53:09]
asks about that. I usually start the
[53:11]
week of Columbus that gives about a
[53:13]
month. So I'll have an evening and
[53:16]
Saturday mornings that I will be here
[53:18]
and I will also be here on uh tax day
[53:20]
itself for a few hours in the afternoon.
[53:22]
So once I figure out all the days and
[53:25]
times I will put that usually it's the
[53:27]
same. So usually it's uh it'll probably
[53:30]
be Thursday evening and Saturday
[53:31]
mornings other than tax day. Um, all of
[53:34]
that will go onto the website and I will
[53:36]
post those hours in the banner on the
[53:40]
depot door, the library, and the post
[53:43]
office. They always put those in all the
[53:45]
same spots. Um, anybody have any
[53:48]
questions about tax billing?
[53:53]
Um, okay. Only other couple of notes
[53:55]
that I have. Um, once I get tax billing
[53:57]
situated, I will catch up on a couple
[53:59]
other reports. So, by the end of the
[54:01]
month, I'll send out the new um budget
[54:04]
versus actual. I have to put the budget
[54:06]
into QuickBooks. So, that will be my
[54:08]
next step after tax billing is done. So,
[54:10]
I'll get that out. So, you'll have from
[54:12]
July 1st to current. And same thing with
[54:14]
the cash accounts. I'll get the last
[54:16]
couple of accounts reconciled that I
[54:18]
haven't finished up on. Um and I'll
[54:20]
update that to to you guys before the
[54:22]
end of the month. Um I think that's all
[54:26]
I have unless there's any other
[54:28]
questions. Something just popped into my
[54:30]
head. And do we, you know, people who ha
[54:34]
who do road work and have to provide the
[54:38]
bond for uh for digging in the right of
[54:42]
way? Do we have anybody? Wasn't there
[54:45]
somebody that we had to pay back this
[54:46]
year?
[54:47]
>> No, I believe it's next year.
[54:48]
>> It's next year. Okay. I thought there
[54:50]
was somebody.
[54:51]
>> No, somebody had inquired about it, but
[54:52]
Norm confirmed that it hadn't been a
[54:54]
year. It was project was was
[54:57]
>> it wasn't just done but it's not
[54:59]
>> because that's that is my understanding
[55:01]
is that's a calendar year.
[55:04]
Yes.
[55:05]
>> And I do not believe that the last one
[55:08]
has has been a
[55:08]
>> calendar into my mind that at some point
[55:11]
there was a email about it and I
[55:13]
couldn't
[55:13]
>> correct. Yeah. And I think Norm had
[55:15]
confirmed that it was not had not been a
[55:17]
year.
[55:17]
>> No, you're all correct. Okay.
[55:19]
>> Okay.
[55:20]
>> This is a bond for a person working on
[55:22]
the road. So when when somebody digs
[55:25]
into the roadway for certain things,
[55:27]
they have to provide a a bond to the
[55:30]
village in case the work is done shoddy
[55:32]
or they miss something, right?
[55:34]
>> If Norm has to go and fix it. So the way
[55:37]
that the contract or the form is written
[55:39]
is the village holds the money for one
[55:41]
year from the date of completion of the
[55:44]
project.
[55:44]
>> Again, so Norm can make sure that
[55:46]
something doesn't happen, the pavement
[55:48]
doesn't collapse or, you know, any of
[55:50]
those types of things. So that's what
[55:52]
that's for.
[55:52]
>> We would have money to return perhaps.
[55:54]
>> Correct. It just goes into the It goes
[55:56]
into the village's account and then once
[55:58]
I'm notified that the time has lapsed,
[56:00]
then we cut a check to that homeowner um
[56:03]
and we return the funds.
[56:04]
>> I'm sure they'll let you know.
[56:06]
>> Right. And I think the question was just
[56:09]
because the project was done, but the
[56:11]
time hadn't elapsed
[56:13]
>> um was what it was. I believe norm may
[56:15]
be able to clarify if if it but that's
[56:18]
my
[56:19]
>> just one of those things that personally
[56:21]
I think it's nice to be ahead of and not
[56:23]
wait for somebody to say hey you missed
[56:24]
the deadline
[56:26]
>> you know it's my money so all right
[56:29]
thank you any other questions for Doug
[56:33]
>> no
[56:36]
>> all right sounds excellent
[56:39]
thank you um
[56:42]
where are we now We did that. We did that. Planning Commission.
[56:48]
Okay. So, couple of things that we want
[56:50]
to look at here. First and foremost is
[56:54]
um the administrative policy for
[56:57]
short-term rentals and the annual fee
[56:59]
that we talked about. Ken, do you want
[57:02]
to take over from here and just make do
[57:06]
this discussion or not?
[57:08]
>> No, we we've left it to the trustees at
[57:11]
this point. Um Okay. So, it's
[57:14]
the planning commission has done all the
[57:15]
work that
[57:17]
uh we think is a precursor to their
[57:20]
decision.
[57:21]
>> Okay. All I wanted that's that's fine.
[57:24]
So trustees I will go to my thing here. Give me a minute. I need to find
[57:30]
my my number. Oh, I'm looking for four.
[57:33]
Number four. Here we go.
[57:36]
Okay. So, this has been around for a
[57:40]
while. I'm hoping that you all have had
[57:42]
plenty of time to read this. Um because
[57:45]
again, if we have an ordinance, it's
[57:48]
only a good idea unless you have some
[57:51]
way to follow up and make sure that
[57:53]
people are doing what they're supposed
[57:55]
to be doing.
[57:56]
>> Um in this ordinance, again, we are
[58:00]
giving work to the to the village clerk
[58:03]
as the lead person to administer all of
[58:05]
this. the clerk can ask for assistance
[58:08]
from the board in which case the
[58:11]
trustees we will appoint one of our
[58:13]
members to help the clerk. So first and
[58:16]
foremost I would want to know what our
[58:19]
clerk Lori has felt about this um this
[58:23]
policy and procedure and was this
[58:26]
something that you would request help
[58:28]
for.
[58:31]
» I think it's fine. I don't foresee it being so busy that I
[58:37]
would need to request help, but if I do,
[58:40]
I will um ask one of you.
[58:43]
>> Okay. I just didn't think it would be
[58:46]
right to assign work without asking your
[58:48]
opinion.
[58:50]
>> Does that mean that Lori would be
[58:51]
receiving the annual fees? It means that
[58:54]
Lori would be the one to take the form,
[58:58]
the short-term rental registration form.
[59:02]
>> Yes.
[59:03]
>> Do the first of all, do the research.
[59:06]
Look on the VBO, the Airbnb, whatever
[59:09]
those sites are. Find out who is
[59:11]
advertising things in North Bennington.
[59:14]
send the registration form um and
[59:17]
perhaps a copy of the policy or whatever
[59:20]
we need um to uh to that individual and
[59:26]
then request the fee which we have to
[59:28]
vote on um and the the registration form
[59:32]
back. Keep that in a file. Of course,
[59:35]
any uh um income goes any checks go to
[59:40]
Doug and Doug does the accounting for
[59:43]
that. Um, but yes, Lori would Lori would
[59:46]
have to do this and it says that we do
[59:49]
this by July 1st of every year.
[59:55]
» Okay. And the fee that was proposed was
[59:57]
$100.
[59:58]
>> Yes.
[1:00:00]
>> And I just saw a mistake here. Under the
[1:00:03]
what? Who? What? The third one down. It
[1:00:07]
says an annual fee. It should say an
[1:00:10]
annual fee. I missed a capital A. So,
[1:00:14]
we'll get that in there.
[1:00:17]
>> Well, okay. So, do we are we voting on
[1:00:20]
this
[1:00:21]
>> as a a final vote?
[1:00:23]
>> We need to have a motion and a vote on
[1:00:25]
the fee and then the procedure.
[1:00:28]
>> Well,
[1:00:29]
>> or both. I'll move that we adopt the
[1:00:33]
administrative plan policy for the
[1:00:35]
short-term rentals including the annual
[1:00:38]
fee as stated $100
[1:00:42]
accepting the small correction to be
[1:00:45]
>> okay.
[1:00:47]
>> Thank you.
[1:00:48]
>> I'll second that.
[1:00:49]
>> Seconded that. Any questions from you,
[1:00:52]
Tara?
[1:00:54]
>> Nope. Uh all in favor?
[1:00:58]
Hi. All right. Um, since I did have one
[1:01:01]
change to this, I will come around and
[1:01:03]
find all of you for signatures and this
[1:01:06]
will be done initiated initiated in
[1:01:09]
September
[1:01:11]
of 2026. Okay. Thank you. We'll do that.
[1:01:15]
Um, the other thing unless unless Kim
[1:01:19]
you were going to mention that I was
[1:01:21]
going to just uh since most tr since I
[1:01:25]
believe I sent this to all trustees the
[1:01:28]
there is a uh basically a zoom a
[1:01:31]
Microsoft teams meeting on October 15
[1:01:36]
from 1 to 2 and this is regarding um dam
[1:01:41]
safety and uh it's a subgrant grantee
[1:01:45]
meeting. The parent dan was one of two
[1:01:50]
that were selected by the state for
[1:01:52]
study for um um safety issues.
[1:01:59]
Kim, did I get that right? Is there
[1:02:00]
anything I'm missing? No, that's right.
[1:02:04]
and the the we're one of two villages
[1:02:08]
that um are getting that grant and we
[1:02:12]
will find out what our requirements are
[1:02:15]
to receive that grant on October 15th.
[1:02:20]
>> Yeah. Could you repeat the time since
[1:02:23]
that's on the board?
[1:02:24]
>> Yes, it's on the email, but it is uh but
[1:02:27]
you'll want to find your email because
[1:02:28]
you'll need that for the team's meeting
[1:02:30]
link.
[1:02:30]
>> I think I did. But it is on um on
[1:02:33]
October 15th at 1:00
[1:02:37]
>> and it's just by Zoom.
[1:02:39]
>> It is by Yes. by teams. So when you load
[1:02:42]
that up, you'll get
[1:02:43]
>> virtually the same thing just like
[1:02:45]
version.
[1:02:46]
>> Yes. But you'll you'll be able to get into that. So
[1:02:50]
>> Okay.
[1:02:51]
>> I think that is good news. We just had
[1:02:54]
we had you know the whole discussion
[1:02:56]
about the safety of the
[1:02:57]
>> of the of the dam and um you know hazard timing things like that. So there
[1:03:04]
we are.
[1:03:05]
>> Kim, is there anything else you would
[1:03:07]
like to comment on?
[1:03:10]
Well, I I'll mention that one of our uh
[1:03:13]
citizens uh Rob Wilmington uh had a
[1:03:16]
proposal for the study of the uh how to
[1:03:22]
draw down the reservoir level if for
[1:03:26]
knowledge of an extreme precipitation
[1:03:28]
event was available.
[1:03:31]
Um and it was his uh initiative in
[1:03:37]
copying
[1:03:39]
uh several politicians that got us on
[1:03:42]
the map here for this particular
[1:03:45]
uh grant. So we owe him a thanks.
[1:03:49]
>> Yes, thank you for that acknowledgement.
[1:03:51]
>> Yeah, think we can all thank Rome for
[1:03:53]
that. But on the other hand, we can
[1:03:56]
thank Scott here who was bringing this
[1:04:00]
uh to the attention and
[1:04:05]
also
[1:04:07]
uh pushing for people to come down and
[1:04:11]
look at
[1:04:12]
>> look at.
[1:04:13]
>> Yeah. And let me just say I have been um
[1:04:18]
doing tours for so so far Rob Wilmington
[1:04:23]
and I have walked around up at the dam.
[1:04:26]
>> Um
[1:04:28]
Will Greer and I spent an hour and a
[1:04:31]
half going around. he was quite
[1:04:34]
interested and then Tim Corkran came
[1:04:38]
over
[1:04:40]
and I believe he's the chair of the um
[1:04:44]
House Transportation Committee. Yes. And
[1:04:47]
Dan belongs to the transportation
[1:04:49]
department. So, he'd be a good person
[1:04:53]
>> to I thought he would be a good person
[1:04:55]
to speak with. And then I went to an
[1:04:58]
event um last Saturday for the uh
[1:05:01]
someone who's running for governor, the
[1:05:04]
Democratic nominee,
[1:05:06]
and I brought it up when there was it
[1:05:08]
was a meet and greet and I had a few
[1:05:10]
moments where I could uh bring it up.
[1:05:13]
So, actually, um
[1:05:16]
uh I haven't been doing nothing. I've
[1:05:19]
been trying to get the word out that um
[1:05:24]
uh that we need to get some state
[1:05:28]
involvement here.
[1:05:30]
Um the other thing the the other person
[1:05:32]
that might that we should acknowledge
[1:05:36]
would be or the other group would be um
[1:05:40]
the
[1:05:42]
uh who does all the maps
[1:05:44]
>> BCRC
[1:05:45]
>> BPRC
[1:05:47]
>> um because they're working on this is
[1:05:50]
Darra Zinc who's working on a grant
[1:05:55]
to have the four private exams
[1:06:01]
evaluated for a brownfield
[1:06:04]
study
[1:06:05]
and
[1:06:07]
yeah and um when I gave that pre
[1:06:11]
presentation in the spring um I'm lo I'm
[1:06:15]
slipping it's slipping my mind the chair
[1:06:17]
of uh
[1:06:20]
um BCRC
[1:06:23]
>> uh uh Jim
[1:06:24]
>> Coleman yeah uh anyway Jim
[1:06:28]
He's trying to add Bill. Yeah, Bill is
[1:06:32]
sorry, Bill.
[1:06:33]
>> I'm thinking of Jim Henderson.
[1:06:35]
>> Yeah. Yeah.
[1:06:36]
>> Uh anyway, he's going to try to add
[1:06:39]
>> the Lake Parent Dam onto the other four
[1:06:42]
dam so that all five dams will be
[1:06:45]
included in the same study. So, I don't
[1:06:47]
know if that was involved here, but it's
[1:06:50]
all going our way. It seems like
[1:06:52]
>> at least
[1:06:53]
>> I mean, nothing's been done.
[1:06:55]
>> Nothing has been writing letters.
[1:06:56]
>> Yes.
[1:06:57]
>> Yeah. So I didn't I didn't mouth when I
[1:07:00]
mentioned people because he's been
[1:07:02]
instrumental as well.
[1:07:03]
>> But I guess perseverance with all
[1:07:06]
involved and many thanks to a whole a
[1:07:09]
whole village of people.
[1:07:11]
>> That's right. We are it's a big team
[1:07:13]
project.
[1:07:14]
>> Yes. And one more uh Seth uh Bongarts
[1:07:18]
also spoke up for us. Um so that's one more to acknowledge
[1:07:25]
in more uh planning commission um
[1:07:29]
discussion. Uh we're aware of a
[1:07:32]
hazardous building complaint um that has
[1:07:36]
gone to the trustees. Um
[1:07:39]
we were involved initially in drafting a
[1:07:45]
ordinance about that and were told uh
[1:07:48]
that by our legal count that remains an
[1:07:52]
issue solely for the trustees to pursue.
[1:07:55]
So uh while we're following it with
[1:07:58]
interest um the planning commission's
[1:08:00]
really not involved in that particular
[1:08:02]
complaint
[1:08:04]
>> and that is on our agenda under under
[1:08:06]
new business. Okay. And then um lastly
[1:08:11]
uh we have been um we've the planning
[1:08:14]
commission has formed a subcommittee
[1:08:18]
uh to discuss project costs
[1:08:21]
uh as um
[1:08:25]
they relate to zoning fees. That's how
[1:08:29]
we're currently uh charging zoning fees
[1:08:32]
by asking the
[1:08:35]
uh applicants to identify
[1:08:39]
uh the project cost, but we've never
[1:08:41]
defined what should be included in the
[1:08:44]
project cost. And so we have uh drafted
[1:08:49]
a preliminary description of that and
[1:08:52]
also tried to uh look for fairer uh
[1:08:59]
zoning fee schedule
[1:09:02]
and we'll be discussing that and
[1:09:04]
eventually bringing that to the trustees
[1:09:09]
and that's really um what I have for the
[1:09:12]
planning commission at this point
[1:09:14]
>> and that Planning Commission meeting is
[1:09:17]
next week
[1:09:20]
uh
[1:09:22]
>> 16th.
[1:09:23]
>> The 16th. Yes.
[1:09:31]
» Kim, I had a quick question. Have you
[1:09:34]
seen any uh report on this year's dam
[1:09:38]
inspection?
[1:09:40]
>> No. The inspection I believe for a high
[1:09:42]
hazard dam is every two years. Right.
[1:09:44]
And they did it in 24, which I had a
[1:09:48]
copy of, and 26. They did it again, but
[1:09:53]
I don't know that they've issued a
[1:09:54]
report yet. So, I just wondered if
[1:09:56]
you've seen
[1:09:57]
>> I I have not seen one. No.
[1:09:59]
>> Okay. Thank you.
[1:10:01]
>> Maybe that's something that a question
[1:10:02]
that can be asked next week.
[1:10:06]
I have uh in my correspondence with Rob
[1:10:09]
Wilmington, I have copied um Ben Green
[1:10:13]
who's the head of that program.
[1:10:15]
>> Oh, good. Great.
[1:10:19]
» Okay. Any other questions for the
[1:10:22]
planning commission or regarding the
[1:10:24]
planning commission?
[1:10:27]
>> No. Okay.
[1:10:30]
Um under new business uh first thing I
[1:10:33]
wanted to just alert I don't again don't
[1:10:36]
have a lot of information on this but um
[1:10:40]
thanks to Will Greer he alerted me to
[1:10:44]
the fact that there is a
[1:10:48]
national another national class action
[1:10:51]
lawsuit going on against a number of uh
[1:10:55]
chemical companies for PAS
[1:10:58]
contamination. issues. Uh the deadline
[1:11:01]
to just throw your name into the hat was
[1:11:05]
um July 31st and he let he found out
[1:11:10]
about this on July 30th and let me know
[1:11:14]
the next day. And so with 12 hours to
[1:11:17]
spare, we he helped me find the the
[1:11:20]
forms. and we are uh aligned with a a
[1:11:24]
law firm called Grossman and Kelly, one
[1:11:26]
of three
[1:11:29]
um firms dealing with this.
[1:11:33]
The first uh part of this is um for
[1:11:37]
again for PAS remediation in in
[1:11:41]
municipal
[1:11:43]
for municipal expenses. This is not
[1:11:45]
individuals that had a well on their
[1:11:48]
property and are looking for something
[1:11:50]
like that. Um, I am still awaiting more
[1:11:54]
firm information. I did get an email
[1:11:58]
that um there are going to be some
[1:12:03]
determinations
[1:12:05]
made by the end of the year, if not
[1:12:08]
sooner, um, for who what the
[1:12:12]
dispersements will be. Um, I don't know
[1:12:16]
the criteria for those dispersements.
[1:12:20]
I'm waiting to get more information on
[1:12:22]
that. For instance, I don't know if it's
[1:12:25]
something based on an actual project
[1:12:28]
that is submitted or is it based on some
[1:12:31]
metric like population or something like
[1:12:35]
that. So, we're trying to get all of
[1:12:37]
those answers.
[1:12:38]
The second part of this
[1:12:41]
will be for PAS contaminated firefighter
[1:12:45]
turnout gear. So this may be something
[1:12:48]
that down the line we can help our
[1:12:51]
volunteer fire department with um any
[1:12:54]
gear upgrades or replacements that they
[1:12:57]
may need. When we find out more about
[1:13:01]
what this class action suit entails,
[1:13:04]
what information the municipality has to
[1:13:08]
provide to whom, when, where, why, all
[1:13:11]
of that, um, we will call a special
[1:13:14]
meeting and make sure that especially
[1:13:17]
people who may have um, wells that seem
[1:13:22]
still may be suspect or have that system
[1:13:25]
in that has to filter out the the in the PAS um then we should invite the
[1:13:32]
public to that meeting and let people
[1:13:34]
know that there may yet be some help on
[1:13:38]
the horizon. Um I am don't want to
[1:13:42]
misspeak but I believe if memory is
[1:13:44]
correct that this is some $30 billion
[1:13:48]
dollar with a B uh involved in this
[1:13:50]
nationally. So, uh, the this Grossman
[1:13:54]
and Kelly company is dealing with a lot
[1:13:56]
of smaller
[1:13:59]
municipalities and so we have no
[1:14:02]
obligation. We owe nothing if the
[1:14:05]
village doesn't receive a dime. Um,
[1:14:08]
there is a share of any settlement that
[1:14:11]
does go to attorneys. It was fairly
[1:14:14]
high, but frankly to my mind, some piece
[1:14:17]
of the loaf is better than none of it.
[1:14:20]
Um,
[1:14:22]
and when can a small village sometimes
[1:14:25]
do projects without without other
[1:14:28]
assistance?
[1:14:30]
>> So that's
[1:14:31]
>> Can I ask a quick just a quick question?
[1:14:34]
>> Is PF
[1:14:37]
the same thing as PFOA
[1:14:39]
that we dealt with like two or three?
[1:14:42]
>> I am not a chemist. So somebody should say but there is an
[1:14:47]
umbrella. My understanding is their
[1:14:49]
umbrella of the peak fast and the PFOA
[1:14:52]
is one of those under that
[1:14:54]
>> right
[1:14:55]
>> that umbrella. Thank you.
[1:14:57]
>> So we um
[1:14:59]
we went to a lot of trouble to get
[1:15:02]
people off their residential drinking
[1:15:05]
water wells and hook them up.
[1:15:09]
>> Um but the but this could be an
[1:15:11]
additional threat
[1:15:12]
>> there
[1:15:13]
>> beyond that. But there are people who
[1:15:15]
would like to be hooked up that are not.
[1:15:17]
>> Oh, no. We didn't get everybody.
[1:15:19]
>> Oh, okay. Oh, I thought
[1:15:22]
>> And then they changed the rules about
[1:15:25]
um how do I say this level of
[1:15:30]
>> contaminant
[1:15:31]
>> contaminated
[1:15:35]
some people as well. But
[1:15:37]
>> yeah, they water department is aware of
[1:15:40]
this. I did um let them know that the
[1:15:43]
village has applied for this and this is
[1:15:45]
even though it is a water system, it is
[1:15:47]
this is a village project that we
[1:15:50]
desperately would need um the expertise
[1:15:53]
of the of the water department to help
[1:15:55]
us do. Um but
[1:15:58]
>> thank you.
[1:15:59]
>> Thanks to Will Greer, the village of
[1:16:01]
North Bennington is part of this.
[1:16:04]
>> Wow. Um,
[1:16:05]
>> so yeah,
[1:16:07]
>> I just looked up PFAS and I'll just
[1:16:10]
>> tell tell you what that stands for.
[1:16:12]
>> Per and poly floral alcohol substances.
[1:16:17]
>> Okay.
[1:16:20]
» So it's much more inclusive than PFOS.
[1:16:23]
>> But Mary is right. The PAS is the
[1:16:25]
broader umbrella. The PFOA is the
[1:16:28]
chemical.
[1:16:28]
>> That was my point.
[1:16:30]
>> Okay.
[1:16:30]
>> Yeah. Yeah.
[1:16:32]
It's it's the acid that we dealt with in
[1:16:34]
uh the ChemFab area.
[1:16:39]
>> Okay. So, the next item is um as was
[1:16:43]
alluded to uh by Kim, we had a citizen
[1:16:47]
complaint regarding um Seven Main
[1:16:50]
Street.
[1:16:52]
Um, I had sent out to everyone a draft of um
[1:17:01]
of an informal notice. Um, it seems to
[1:17:05]
me that the
[1:17:08]
most of the issue that was complained
[1:17:10]
about has been corrected. There is no
[1:17:13]
vegetation in front of the building
[1:17:15]
anymore. So, I'm not sure there is any
[1:17:19]
uh any followup that we can do on this.
[1:17:23]
Um, but I think the bigger issue, as Kim
[1:17:27]
alluded to, is that when there are
[1:17:31]
unsafe or hazardous conditions with a
[1:17:34]
building, it is the trustes
[1:17:36]
responsibility to do something. We don't
[1:17:40]
have a separate ordinance, nor do we
[1:17:42]
need a separate ordinance. it is already
[1:17:46]
part of statute that
[1:17:49]
you know municipal governance can take
[1:17:51]
care of these things. So we we Chris
[1:17:56]
helped and we can have um you know just
[1:18:01]
some some templates of these informal
[1:18:05]
notices that we can can send to people
[1:18:08]
when there is a citizen complaint and
[1:18:11]
probably should do so and then should
[1:18:14]
have at least our own agreement that um
[1:18:19]
that it needs to be done and that it is
[1:18:21]
our our respons responsibility.
[1:18:23]
Um, so,
[1:18:25]
>> so if I might ask Chris the question,
[1:18:28]
did you actually go into the building or
[1:18:31]
you walked around? Well, it's hard to
[1:18:33]
walk around, but uh,
[1:18:38]
so I I thought there was a complaint
[1:18:40]
about intrusions into the building or
[1:18:43]
openings in the building and
[1:18:46]
maybe rats.
[1:18:48]
>> Right. the complaints that came in have
[1:18:51]
all been put into this letter.
[1:18:54]
So
[1:18:56]
the pest and road structure
[1:18:59]
instability was what was complaint was
[1:19:02]
in the complaint.
[1:19:05]
Yeah,
[1:19:05]
>> it was the vegetation and that, you
[1:19:08]
know, the vegetation growing, the
[1:19:09]
unsightly vegetation growing in front of
[1:19:11]
the building and uh um you know, I don't
[1:19:16]
know if anyone interviewed the rats, but
[1:19:18]
apparently there are there are rats or
[1:19:22]
other rodents
[1:19:24]
>> on there. I I don't know. and and nor was there a complaint about um
[1:19:31]
about the the safety of the structure
[1:19:34]
itself.
[1:19:35]
So I don't know
[1:19:38]
whether we have anything to
[1:19:41]
follow up on in terms of in terms of of
[1:19:45]
that complaint. The vegetation is not
[1:19:48]
there.
[1:19:51]
» Can I just ask a question? So you've got
[1:19:54]
a complaint and you sent this letter.
[1:19:57]
>> No, did not send a letter.
[1:19:59]
>> So how did you contact the owner?
[1:20:01]
>> No.
[1:20:02]
>> Okay.
[1:20:03]
>> But when I did a complaint like this,
[1:20:06]
like for a building on seven main street
[1:20:08]
or bar it
[1:20:11]
>> I just basically sent it on to the
[1:20:13]
trustees.
[1:20:14]
>> Okay.
[1:20:14]
>> But and
[1:20:18]
devising a method to deal with the
[1:20:20]
complaint was suggested that Maybe
[1:20:23]
giving formal letter to the property
[1:20:25]
owner
[1:20:25]
>> would be a starting point to say, "Hey,
[1:20:29]
we've had neighbors complaining about
[1:20:31]
the building
[1:20:32]
>> and it's our trustees responsibility to
[1:20:36]
handle that." And that's kind of a
[1:20:40]
starting point with property owner to
[1:20:42]
see what the response is.
[1:20:44]
>> Got it. Okay. I thought you mentioned
[1:20:46]
that.
[1:20:46]
>> Yeah. the letter did not have the
[1:20:49]
because it's a resp trustee
[1:20:51]
responsibility to do this. It's nothing
[1:20:53]
that the zoning administrator would do.
[1:20:56]
But when I was trying to craft a draft
[1:20:58]
to send to everybody to say, "What do we
[1:21:00]
do?" Chris was able to provide this
[1:21:04]
template that we he and I sat and met
[1:21:07]
and we adjusted it because
[1:21:10]
there were a few things in the in the
[1:21:12]
general template that were not part of
[1:21:15]
what anybody complained about. So, I'm
[1:21:17]
not going to, you know, didn't think it
[1:21:19]
would be right to send that out. Now my question is now that at least the
[1:21:25]
main part of that
[1:21:28]
has been taken care of,
[1:21:31]
what do we send a letter about?
[1:21:33]
>> Mary, there have been two subsequent
[1:21:36]
emails uh today.
[1:21:39]
>> Uh I'm not sure you've seen those, but
[1:21:42]
uh the complaint is still there.
[1:21:48]
I saw a complaint about the garage
[1:21:51]
behind it with with uh um you know the
[1:21:54]
tractors and the lawnmowers in the road.
[1:21:58]
>> Well, they said the vegetation was just
[1:22:00]
put behind powers instead of you know
[1:22:02]
just p the trash was moved up the street
[1:22:06]
slightly.
[1:22:09]
>> I I I can only say that there were
[1:22:11]
additional emails uh that you might want
[1:22:14]
to look at. Okay.
[1:22:16]
Well,
[1:22:17]
>> wait. Are we talking about two different
[1:22:19]
properties now?
[1:22:20]
>> I I guess
[1:22:22]
>> Yeah, they're
[1:22:22]
>> the same person I saw an email from the
[1:22:26]
same person who had the question on this
[1:22:29]
building said that could we also do
[1:22:32]
something about the building behind it
[1:22:35]
where that equipment sometimes is in a
[1:22:38]
street.
[1:22:38]
>> Yes. Well, there's considerable history
[1:22:40]
on that one and we got to consult the
[1:22:42]
people who don't know the history
[1:22:45]
>> and we do have I'm not even going to
[1:22:48]
talk about that one today, but that one
[1:22:51]
was decided decades ago and there is a
[1:22:54]
court order dated decades ago to deal
[1:22:57]
with that and it was never ever pursued.
[1:23:01]
So,
[1:23:01]
>> take my name.
[1:23:02]
>> It was partially pursued. Maybe it was,
[1:23:05]
but
[1:23:06]
>> because they they planted a screen of
[1:23:08]
trees to hide the back,
[1:23:11]
>> but the main part of it,
[1:23:13]
>> the walls are still there. Yeah.
[1:23:15]
>> Anyway, my question is, what do what
[1:23:19]
does this body feel should be done about
[1:23:22]
the complaints on the property at 7 Main
[1:23:26]
Street?
[1:23:31]
» Sounds like we should at least look at
[1:23:33]
it. But who's going to look at it?
[1:23:36]
>> I can look at it.
[1:23:37]
>> Yeah,
[1:23:38]
>> that's right.
[1:23:39]
>> Did you see? Yeah.
[1:23:40]
>> I mean, so far there's vegetation
[1:23:43]
problem, but then there are uh
[1:23:46]
structural intrusions and there may be
[1:23:50]
uh
[1:23:50]
>> we don't there there was there is the
[1:23:54]
there is not a structural intrusion that
[1:23:56]
we know of.
[1:23:57]
>> Okay. I thought there was a mention of
[1:24:00]
>> it was in it was and a one of the
[1:24:04]
original
[1:24:05]
um drafts had u something about that and it says
[1:24:13]
rotted wood falling debris unmaintained
[1:24:16]
grounds. It's not all of it. It's the
[1:24:19]
unmaintained grounds. But that was just
[1:24:22]
kind of a general um but there's nobody
[1:24:26]
overgrowth
[1:24:27]
>> overgrowth and structural openings have
[1:24:30]
turned the property into a breeding
[1:24:31]
ground. So you're correct there but we I
[1:24:34]
don't know that this is a
[1:24:36]
>> So can can we start at the beginning and
[1:24:38]
can we get the property owners
[1:24:42]
information?
[1:24:43]
>> Yes, we have that.
[1:24:44]
>> We have that.
[1:24:45]
>> Yes. So, u
[1:24:49]
I mean somebody could call the property.
[1:24:52]
>> Um
[1:24:53]
we have an address and it's on the
[1:24:55]
letter.
[1:24:56]
>> We don't have a telephone.
[1:24:58]
>> Yes. Um this sounds reminiscent of what
[1:25:03]
we were doing on Water Street with the
[1:25:05]
rat problem with the garbage. What were
[1:25:08]
the steps we took for the water street
[1:25:10]
property? Because that might be the same
[1:25:13]
process that we need to follow. That was um
[1:25:19]
a rats that actually were visible in one
[1:25:23]
property and going to another and that
[1:25:26]
was dealt with by the referred to this
[1:25:30]
town of Bennington sanitation
[1:25:32]
department.
[1:25:33]
>> Is this I know this isn't quite as
[1:25:35]
grievous as that but it is
[1:25:37]
>> possible to do.
[1:25:38]
>> It's in the same vein.
[1:25:40]
>> Yes. Yes, it's possible to do. Now, I
[1:25:47]
I'm just looking for your advice because
[1:25:50]
I don't I haven't
[1:25:54]
seen a wrap. Um, not that they're not
[1:25:57]
there. It seems likely.
[1:26:00]
>> Well, any trash that isn't in a
[1:26:02]
receptacle, as in like a closed garbage
[1:26:05]
can or
[1:26:06]
>> It's not trash, though.
[1:26:08]
>> It was It's not trash because it's an
[1:26:12]
uninhabited building. So there's no
[1:26:13]
trash.
[1:26:15]
>> So why don't you call why don't you call
[1:26:18]
the property owner and tell them that
[1:26:20]
there has been a complaint and tell them
[1:26:23]
what the complaints are or write a
[1:26:25]
letter.
[1:26:27]
>> You know, that seems like the simplest
[1:26:29]
thing to do, just to directly talk to
[1:26:31]
them and perhaps they'll clean it up or get back to you or something like
[1:26:37]
that.
[1:26:38]
>> Oh, who is David had a thought? Well, I just I think I might know the owner.
[1:26:43]
I'd have to confirm that, but um I I
[1:26:46]
know who they are and
[1:26:52]
anyway, I I I think I'd be happy to
[1:26:55]
reach out to us if she
[1:26:57]
>> I was because my next thought was I was
[1:26:59]
going to ask for who's volunteering to
[1:27:01]
do this,
[1:27:02]
>> right?
[1:27:03]
>> I I Chris take a walk around and look
[1:27:07]
around. has helped me draft a letter
[1:27:09]
that some of what is in this letter is
[1:27:11]
no longer relevant it seemed. Yeah.
[1:27:13]
>> So before sending something,
[1:27:15]
>> what I think though I think and again
[1:27:18]
trustee, but I think if you have a
[1:27:21]
complaint, whether it's been fixed now
[1:27:23]
or not, I think you need the letter to
[1:27:25]
in case something else happens. If it
[1:27:27]
keeps happening, they don't mow the lawn
[1:27:29]
for another eight months, but you didn't
[1:27:32]
send a letter that says, "Hey, we got a
[1:27:34]
complaint that you didn't mow your
[1:27:35]
lawn."
[1:27:36]
>> It never happened.
[1:27:38]
>> Okay.
[1:27:38]
>> Right. I I I think you
[1:27:40]
>> So then the question is would would this body rather have a letter be
[1:27:45]
sent or would you would this body rather
[1:27:47]
have somebody volunteer to go look at it
[1:27:50]
and talk to some to to somebody.
[1:27:52]
>> I would
[1:27:53]
>> I don't really care.
[1:27:54]
>> I would rather start with talking to
[1:27:56]
somebody
[1:27:57]
>> then that's great.
[1:27:59]
>> Sounds too great.
[1:28:00]
>> Good. So you got you two can take that
[1:28:02]
up. But the other issue is that there
[1:28:06]
should be a process that we have to do
[1:28:08]
with to deal with this. And now that the
[1:28:12]
same person has made the second
[1:28:13]
complaint about the property behind
[1:28:15]
that, what I can do is look up because I
[1:28:18]
know it's in here somewhere, I found it
[1:28:21]
the court order from quite some time ago
[1:28:25]
with what that court order said should
[1:28:28]
happen with that property.
[1:28:29]
>> I I could talk to that guy, too.
[1:28:31]
>> Okay.
[1:28:35]
I haven't seen my home.
[1:28:36]
>> I know. That's what I'm wondering.
[1:28:38]
>> All right. Well, thank you. Let's
[1:28:40]
resolve that. Thank you both for your
[1:28:42]
volunteering to take care of that. Um,
[1:28:47]
last thing is the draft policy for
[1:28:49]
complying with open meeting law. This is
[1:28:52]
another thing that we had a group of
[1:28:54]
people work on. Um, and I know it's
[1:28:58]
late, but I'm going to just take a few
[1:29:00]
minutes to go through a couple of the
[1:29:04]
important pieces in in here. We found
[1:29:08]
that after doing some open meeting law
[1:29:11]
training um that really none of our
[1:29:16]
adi nonadvisory boards were completely
[1:29:20]
doing everything the open meeting law
[1:29:22]
required.
[1:29:25]
um nothing was you know like
[1:29:28]
well it just wasn't as complete as it
[1:29:31]
could be. So in the interest of making
[1:29:34]
sure that our citizens and residents are
[1:29:38]
as fully informed as they can be about
[1:29:41]
what happens in these meetings and what
[1:29:44]
our response roles and responsibilities
[1:29:46]
are. Um we are going to draft this
[1:29:50]
policy. It's one thing to go to a
[1:29:53]
training once once a year and then it's
[1:29:56]
another thing to make sure that every
[1:29:57]
member of uh a committee um or a
[1:30:01]
commission is aware of what they should
[1:30:03]
do and then okay who is going to do what
[1:30:06]
much like we just talked about. It's our
[1:30:08]
responsibility to take care of an issue
[1:30:11]
but who is going to do it.
[1:30:14]
Just briefly,
[1:30:17]
basic requirements
[1:30:19]
are to provide advanced notice of a
[1:30:21]
meeting. We do this, it should be done
[1:30:23]
at least 30 days prior to an a meeting.
[1:30:26]
Notice of a meeting is not the same as
[1:30:29]
agenda. Notice of a meeting is just,
[1:30:31]
hey, we're going to have this meeting
[1:30:33]
and here's when it's going to be because
[1:30:35]
our
[1:30:37]
annual report has a page that lists when
[1:30:40]
the meet all when all the meetings are
[1:30:43]
that takes care of this uh of of this
[1:30:46]
notice requirement.
[1:30:49]
Um we create and posted an agenda for
[1:30:53]
all regular and special meetings.
[1:30:56]
Agendas
[1:30:57]
at a minimum are posted 48 hours uh in
[1:31:02]
advance of a regular meeting and 24
[1:31:04]
hours in in advance of a special
[1:31:07]
meeting. Our policy again in the
[1:31:10]
interest of public awareness and
[1:31:12]
participation we are going to endeavor
[1:31:15]
to post our agendas not less than 3 days
[1:31:18]
or 72 hours before a meeting. Um because
[1:31:22]
very often if you're going to do
[1:31:24]
something two days from now, if you're
[1:31:27]
not in the post office, you're not
[1:31:28]
looking at a website, if you're not at
[1:31:30]
the library, you might not know there
[1:31:32]
was one. So we're going to try to be a
[1:31:34]
little bit better than than the minimum
[1:31:36]
requirement. Our policy also says where
[1:31:39]
everything will be uh posted. Agendas um
[1:31:43]
are supposed to include specific details
[1:31:46]
about what is going to be discussed. We
[1:31:49]
have endeavored to do that for a while
[1:31:51]
with our board of trustees and with our
[1:31:54]
um with our our planning commissions and
[1:31:56]
certainly the DRB has to uh do that. So
[1:32:01]
um but we can always do a little bit
[1:32:04]
better in in doing these things. Um
[1:32:11]
all business is conducted in an open
[1:32:14]
meeting. We are no longer required to
[1:32:17]
have a hybrid meeting which is in person
[1:32:19]
and electronically
[1:32:22]
but if someone requested electronic
[1:32:25]
access you would have to provide it. So
[1:32:28]
why not just do it in addition
[1:32:32]
it is required I didn't know this that
[1:32:35]
you post the recording of your meeting
[1:32:38]
and you have to record a meeting.
[1:32:40]
Whether you tell people about it is one
[1:32:43]
thing, but you have to record a meeting.
[1:32:45]
So, as long as we're recording it and we
[1:32:48]
have to post it on the website, why not
[1:32:50]
just put it on the agenda and invite
[1:32:52]
everyone to do so? So, that's what we're
[1:32:54]
doing. Um,
[1:32:57]
I'm going to go allowing public comment
[1:33:00]
at meetings. We always do this and we
[1:33:03]
have always at the first meeting of each
[1:33:07]
new year um we adopt our rules of
[1:33:10]
procedure and that specifies a lot about
[1:33:14]
how how the meetings are conducted
[1:33:16]
minutes taking and posting minutes. Lori
[1:33:19]
is a past master at doing this has done
[1:33:21]
this for many many years and she knows
[1:33:25]
all of the the uh requirements here. Um
[1:33:29]
it is required that we post on our
[1:33:32]
website within five calendar days of a
[1:33:35]
meeting um a at a a draft of the
[1:33:39]
minutes. So we do that um we will do
[1:33:42]
that and along with that we will now be
[1:33:45]
we have been the last two months we now
[1:33:48]
post the um link to this this zoom
[1:33:53]
session. Uh
[1:33:56]
and
[1:33:57]
finally, um the public has a right to
[1:34:02]
complain or
[1:34:05]
um have or send in a notice of
[1:34:08]
violation. We now have on our website as
[1:34:12]
required by statute a copy of the
[1:34:14]
statute that tells the public what their
[1:34:18]
rights are. It's in terms of open
[1:34:20]
meeting law. We also have a form right
[1:34:24]
next to that where if someone feels that
[1:34:27]
they were harmed by a violation of an
[1:34:29]
open meeting law, they would fill that
[1:34:31]
out. They would send that to the
[1:34:33]
village. It goes to the PO box and then
[1:34:36]
Lori as receiver of that would bring
[1:34:39]
that and then there's a whole set of
[1:34:41]
regulations that a board would have to
[1:34:43]
do legally once a a notice of violation
[1:34:47]
is received. That violation cannot just
[1:34:50]
be something general. It can't just be,
[1:34:52]
oh, I wanted to go look at your uh
[1:34:57]
minutes and they were they were not out
[1:34:59]
there, you know, 24 hours ahead of time
[1:35:02]
or 48 hours ahead of time that there has
[1:35:04]
to be a specific harm. You you didn't
[1:35:07]
post it. You discussed something that
[1:35:09]
was not on the agenda and I was harmed
[1:35:11]
because so that's that. Anyway, I am
[1:35:16]
asking since you have all seen this, I
[1:35:19]
would like to have us
[1:35:24]
agree that this is
[1:35:27]
the village policy, not just for us, but
[1:35:30]
for everyone who comes behind us and
[1:35:33]
takes over after after we're not here.
[1:35:36]
Leave a little handbook to say here's
[1:35:38]
how we do things.
[1:35:42]
» We need a resolution.
[1:35:43]
>> Yes. Unless anybody has any questions
[1:35:47]
or comments or thoughts, but
[1:35:49]
>> I'll I'll make a resolution and then we
[1:35:51]
can have a second and we can discuss
[1:35:54]
further if we need to.
[1:35:56]
>> Thank you.
[1:35:56]
>> I'll make a resolution that we adopt the
[1:36:00]
draft.
[1:36:02]
How do you title it? Policy and
[1:36:04]
procedure for compliance
[1:36:07]
law requirements of the village of
[1:36:09]
North.
[1:36:12]
Second.
[1:36:14]
>> All in favor?
[1:36:16]
>> I.
[1:36:17]
will have everybody sign this last
[1:36:19]
page and then I will get this posted and
[1:36:21]
out to everyone.
[1:36:23]
>> All right. Next. We'll do that.
[1:36:25]
>> Really nice.
[1:36:26]
>> Thank you. Now, and thank you for there
[1:36:28]
was a people from all commission all of
[1:36:31]
the committees that helped me and do
[1:36:33]
this. Um, okay. Next thing. Wait,
[1:36:38]
I didn't ask you guys. You didn't just
[1:36:41]
come here to sit here and listen to us.
[1:36:45]
>> We're learning a lot. That's a good
[1:36:47]
>> Yes. But this is new business. I should
[1:36:50]
have invited you first. Please. I'm so
[1:36:53]
sorry.
[1:36:55]
>> Floor is yours.
[1:36:56]
>> On behalf of Park House, I'm David Hart.
[1:36:58]
This is Al. I'm the new board president.
[1:37:00]
So, um, we just wanted to come and give
[1:37:03]
you an update uh where we are. We're a
[1:37:06]
little bit past halfway through the
[1:37:08]
season and this is uh our 168th
[1:37:11]
anniversary free admission this year. We
[1:37:14]
have doubled the number of people who
[1:37:15]
have gone through the house. I can't
[1:37:17]
speak to the number of people who've
[1:37:18]
come outside the house. We will have
[1:37:20]
those numbers for you at the end of our
[1:37:22]
season. So all very very good things. Um
[1:37:25]
just a couple things to mention that uh
[1:37:28]
this uh on the 13th is the community
[1:37:31]
block party which will be held on
[1:37:33]
ground. So we encourage everybody to
[1:37:35]
come and do that. Alan, is there more
[1:37:38]
that you would like to say?
[1:37:40]
>> Uh, anecdotally, one of the things
[1:37:42]
that's changed in our that people have
[1:37:46]
noticed is that uh the number of young
[1:37:49]
people coming through the house is way up.
[1:37:54]
>> Number of children
[1:37:56]
with families with young children is way
[1:37:59]
bigger as a number which is really
[1:38:01]
great. something we were looking to try
[1:38:04]
to make happen. And this is part of why
[1:38:07]
we went to uh a non- admission policy
[1:38:09]
this year. Um
[1:38:12]
I'll put on another hat and say uh
[1:38:14]
living room theater had a had celebrated
[1:38:17]
our 15th season. Thank you all those of
[1:38:19]
you who were able to make it. Uh it was
[1:38:21]
a very successful season for us. We run
[1:38:23]
three weeks instead of two. Was our
[1:38:24]
largest number of audience members over
[1:38:27]
600 people came to see our productions.
[1:38:30]
We uh
[1:38:32]
were rained out of two of our 15 nights,
[1:38:35]
but we're able to move all of those
[1:38:37]
audience members to other nights. So, we
[1:38:38]
didn't lose any audience. 40% of our um
[1:38:44]
uh swiped credit card transactions this
[1:38:47]
year were first time customers.
[1:38:52]
>> Nice.
[1:38:52]
>> Great. which I I I don't quite
[1:38:54]
understand why that is or how that is,
[1:38:57]
but a huge new audience. Um that's been
[1:39:00]
true. It's been growing every year. Our our audience is diversifying and
[1:39:05]
widening and broadening uh in major
[1:39:07]
ways. And so that's all really exciting.
[1:39:09]
Um we're proud that we can bring people
[1:39:13]
into Northbank to to to see what we're
[1:39:16]
doing, but to bring them to the to the
[1:39:18]
grounds and to the village. So I'll just
[1:39:22]
to say thank you all. You know, you
[1:39:24]
support us and your dollars are going to
[1:39:26]
do good things. We've done 87 events
[1:39:30]
this year. Last year at the end of the
[1:39:33]
season, we had done 71. So, we are way
[1:39:35]
ahead of where we are. Um the house
[1:39:38]
closes on October 19th, so we still have
[1:39:40]
about a month to go and we will do
[1:39:43]
another tree lighting on December 7th.
[1:39:46]
We hope everybody participate in and we
[1:39:48]
look forward to being at future
[1:39:50]
meetings. Please come to our future
[1:39:52]
meetings and we'll let you know when our
[1:39:54]
budget meetings are happening.
[1:39:55]
>> Can I just say I've only been to a
[1:39:57]
couple of these, but oh my god, what you
[1:40:00]
people do is extraordinary.
[1:40:04]
The attention, the
[1:40:06]
detail, the the care, the concern, the
[1:40:09]
appreciation for all of what this
[1:40:12]
village is. It's
[1:40:16]
really
[1:40:19]
very moving.
[1:40:21]
Thank you. Thank you. Thank you.
[1:40:23]
>> Hey, there's a
[1:40:23]
>> not just us, it's other there's an
[1:40:26]
opening on the development review board
[1:40:28]
called
[1:40:32]
» there
[1:40:33]
>> and also on the planning commission.
[1:40:36]
I I would like to u if it's not too out
[1:40:40]
of order uh note that there is a jazz
[1:40:43]
concert in the uh carriage barn on
[1:40:46]
Saturday the 13th is the 12th
[1:40:51]
>> yeah the with David Binman and uh the
[1:40:56]
percussionist from the college
[1:40:58]
>> and a dancer from the college
[1:41:01]
>> and that that should be pretty
[1:41:03]
wonderful. I've listened to David's
[1:41:05]
music on a number of occasions
[1:41:09]
>> and
[1:41:10]
>> spread the word.
[1:41:11]
>> Yes.
[1:41:12]
>> Yeah. It's that's at 7:00 Saturday and
[1:41:15]
there's uh $10 for students and 25 for
[1:41:20]
adults.
[1:41:21]
>> Is that the 12th?
[1:41:22]
>> 12th.
[1:41:23]
>> Yeah.
[1:41:24]
September 13th for 13th is when
[1:41:27]
the community
[1:41:28]
>> What time is the box event is?
[1:41:30]
>> 12.
[1:41:31]
>> 12th. There's a there's a poster of it
[1:41:33]
right there.
[1:41:34]
>> Yes.
[1:41:35]
>> And it's all over the place. Yes.
[1:41:39]
>> Good. Thanks for that plug because
[1:41:43]
>> we need we need to get that word out.
[1:41:46]
Um, anything else.
[1:41:49]
>> No,
[1:41:49]
>> feel free to stay. We only have a couple
[1:41:51]
more pieces of business if you want.
[1:41:53]
Update.
[1:41:54]
>> Well, you can leave if you
[1:41:56]
update.
[1:41:58]
>> Thank you. Take care.
[1:41:59]
>> Quick update on two of our grants. The
[1:42:02]
municipal energy resilience project
[1:42:04]
Merc. Many thanks to Rey for helping um
[1:42:08]
uh Nicole Henry who's doing the thermal
[1:42:12]
envelope work here at the depot getting
[1:42:15]
her in and out of the building.
[1:42:16]
>> David
[1:42:17]
>> and David for helping with all of that.
[1:42:20]
Actually, David's done even more. Um so
[1:42:24]
there has been some movement on this. Um
[1:42:27]
Neil Kenyon has worked on the bathrooms.
[1:42:30]
Um the downstairs bathroom is part of
[1:42:33]
the grant. The upstairs bathroom is not.
[1:42:36]
And I had a note to ask Norm about
[1:42:39]
whether we can use the toilet upstairs.
[1:42:43]
Um whether that's hooked up and I he's
[1:42:45]
not here to ask. So I will follow up
[1:42:47]
with him tomorrow on that one. But
[1:42:50]
that's done. the depot weatherization
[1:42:53]
here, the thermal envelope work is done.
[1:42:58]
Tomorrow is the final blower door test
[1:43:00]
to see how that's going. I I'll make
[1:43:03]
sure that I'm here for that. Um, thank
[1:43:06]
you to David for
[1:43:09]
getting around and getting all the
[1:43:11]
electrical quotes. We were not sure and
[1:43:15]
it's not in necessarily in the grant,
[1:43:18]
but there is electrical work that needs
[1:43:20]
to be done. We thought it was really
[1:43:22]
mostly this building that needed the
[1:43:24]
upgrade,
[1:43:25]
>> but there's a huge in uh improvement
[1:43:28]
that's needed at the firehouse and also
[1:43:30]
at the garage,
[1:43:31]
>> right?
[1:43:32]
>> Um so there's there's a significant
[1:43:35]
expense. Uh it's a little over $14,000
[1:43:38]
to get this done. Some of this we can
[1:43:42]
cover with the contingencies in the
[1:43:45]
grant itself. Some of this will will be
[1:43:48]
coming out of our our reserve funds when all is said and done. The other
[1:43:53]
good news is that
[1:43:56]
um Green Mountain Power is going to
[1:44:00]
provide us
[1:44:02]
some $34,000
[1:44:05]
to help us with this project. And we
[1:44:08]
need it because the installation of the
[1:44:13]
um HVAC systems are significantly higher
[1:44:18]
than was estimated when the people who put
[1:44:22]
the who came and did the initial
[1:44:24]
assessment estimated what we would need
[1:44:27]
here. Um I don't have a complete
[1:44:31]
budget versus actual for this project
[1:44:35]
yet. Bob Maderos has been helping with a
[1:44:38]
lot of that work. Um he is out of town
[1:44:41]
and will be back soon. But this project
[1:44:45]
is coming along and needs to get done
[1:44:50]
no later than well hopefully by mid
[1:44:53]
December. We were hoping to have it done
[1:44:55]
by the end of October but I don't know
[1:44:58]
that that's possible. So
[1:45:00]
>> just a interruption to the on the do the
[1:45:05]
h do the panel boxes and have to go in
[1:45:09]
before the u the uh
[1:45:14]
actual equipment that's going to do
[1:45:16]
heating and cooling.
[1:45:17]
>> Yeah. Yes. I mean it it
[1:45:21]
>> So we have to get that started.
[1:45:23]
>> Right. So this Friday, um there's g um
[1:45:27]
Dan Cutler, the electrician, is going
[1:45:29]
around the electrical inspector.
[1:45:32]
>> Okay.
[1:45:32]
>> To do the work that needs to be.
[1:45:34]
>> So that that's there's a process.
[1:45:35]
>> It is in the way. I I've also reached
[1:45:39]
out to uh one of Dan requested that
[1:45:42]
could we clean up the clean out the back
[1:45:46]
of the firehouse
[1:45:48]
brush and everything.
[1:45:50]
Yeah. So I did reach out to Ed and Ed
[1:45:53]
said they would take care of it and get
[1:45:55]
it all opened up back there.
[1:45:57]
>> Okay.
[1:45:58]
>> Um so that's moving forward. I did email
[1:46:03]
I was hoping to get an answer tonight.
[1:46:05]
Um Danny to see okay once you get your
[1:46:09]
inspection and permits in place when are
[1:46:12]
you going to start doing the work? And I told them we have a a strict
[1:46:16]
deadline about when this needs to be
[1:46:18]
done.
[1:46:18]
>> Yeah. Can So as soon as we know when his
[1:46:21]
schedule is, couldn't we schedule
[1:46:24]
>> Bennington cooling?
[1:46:25]
>> Yeah, Bennington cool.
[1:46:26]
>> He is coordinating with them. Oh, he is.
[1:46:29]
He reached out to them to find out
[1:46:31]
exactly what he needs to do for them.
[1:46:33]
>> That's excellent.
[1:46:34]
>> Yeah. And all that. So they're working
[1:46:36]
together on that.
[1:46:37]
>> Wow. Good.
[1:46:38]
>> So once I know from Dan what his
[1:46:40]
schedule is, I will still follow
[1:46:42]
>> Yeah.
[1:46:43]
>> Bennington Cooling. He say this where
[1:46:46]
we're at. All
[1:46:48]
right, that's good.
[1:46:50]
>> Is that circuit breaker box at the
[1:46:53]
firehouse completely full? Is that one
[1:46:55]
of the problems?
[1:46:56]
>> Is it? No. The biggest problem there is
[1:46:58]
that, believe it or not, that building
[1:47:00]
only has 100 amp service in it.
[1:47:03]
>> Too small.
[1:47:04]
>> Yes, it's a small um you know, put you
[1:47:08]
put that in a house these days. Um and
[1:47:11]
uh so
[1:47:13]
but there's two problems. They also have
[1:47:15]
a a whole series of electrical work that
[1:47:18]
was done for a generator, backup
[1:47:20]
generator, which I believe they do not
[1:47:23]
have anymore, but the equipment's there.
[1:47:26]
And Ed seems to think that in the future
[1:47:28]
they do want to get another generator.
[1:47:30]
So,
[1:47:31]
>> so we got to kind of work around that.
[1:47:33]
So, what he's going to do is put a
[1:47:35]
upgrade the service, but then put a sub
[1:47:37]
panel on the outside of the building
[1:47:39]
that will take care of the um HVAC
[1:47:43]
equipment.
[1:47:45]
>> The only and all that is that it's not
[1:47:49]
should they go ahead and get the
[1:47:50]
generator in the future?
[1:47:53]
Um
[1:47:54]
is this new panel on the outside is
[1:47:57]
going to be um it's not going to be part
[1:48:01]
of the building. Um so the generator
[1:48:04]
kicks on, it won't
[1:48:07]
pick up the building.
[1:48:08]
>> Well, no, it won't it won't run the heat
[1:48:11]
pumps,
[1:48:12]
>> but the building still has heat. When
[1:48:14]
you look at the size, the frame is
[1:48:15]
small.
[1:48:16]
>> It won't run the heat pump. It doesn't
[1:48:19]
feed into the pen one side.
[1:48:20]
>> It doesn't feed into the pen. So, what
[1:48:22]
he's trying to do is because if you
[1:48:24]
could
[1:48:26]
there's a a complicated setup in there
[1:48:28]
because of disconnects and all this kind
[1:48:30]
of stuff with the generator.
[1:48:32]
>> So, he said the easiest thing for them
[1:48:34]
to do was just to be put it near the
[1:48:36]
panel, near the meter on the outside of
[1:48:38]
the building, a sub panel. Mhm.
[1:48:40]
>> And a lot of these heat pumps anyway get
[1:48:43]
fed from you know on the outside of a
[1:48:45]
building all electricity. Um so um you
[1:48:50]
said it be that would be the most
[1:48:51]
efficient way of doing it and that
[1:48:54]
however means that when the generate kan
[1:48:59]
it's not going to impact it's not going
[1:49:01]
to help the heat pumps.
[1:49:04]
>> Okay.
[1:49:04]
>> So it's we can walk through it again if
[1:49:08]
you'd like. Um but
[1:49:09]
>> yeah,
[1:49:11]
I'm not gonna ask for the furnace would
[1:49:14]
be hooked into the uh generator.
[1:49:17]
>> It is everything else in the building is will be
[1:49:20]
>> so this the the this the secondary
[1:49:24]
>> heat would work the backup
[1:49:25]
>> if if you needed it in that situation.
[1:49:28]
>> Yes. Yes.
[1:49:29]
>> Yes. Okay, you're right. Yes. Yes.
[1:49:33]
>> Okay.
[1:49:34]
>> Well, thank you, David. I I really
[1:49:36]
appreciate your contribution to this.
[1:49:39]
>> It couldn't I know this is yet another
[1:49:41]
grant that could not have worked without
[1:49:43]
a huge number of people,
[1:49:46]
>> you know, just a variety of people all
[1:49:48]
coming together and making this work. Um
[1:49:51]
the last one talking about variety of
[1:49:54]
people coming together and making things
[1:49:56]
work. Another thank you to David
[1:49:59]
um our AARP community challenge grant
[1:50:02]
that the village got um which was
[1:50:08]
amazing because there are
[1:50:11]
like thousands and thousands tens of
[1:50:14]
thousands of applications and we were
[1:50:17]
one of them that was selected. So that's
[1:50:19]
pretty cool. Um again Jenny Rosiki
[1:50:22]
helped me write this grant because I
[1:50:24]
didn't know how to do it. So
[1:50:28]
there we go. But David has helped
[1:50:30]
>> makes a village.
[1:50:31]
>> Yes, it does. Um David uh
[1:50:35]
the reason why we're going to do the we
[1:50:37]
have the DRB hearing is that where this
[1:50:40]
sta this bus station is going to go it's
[1:50:43]
going to be a covered shelter. Um and it
[1:50:45]
is going to go into the EMG mark when
[1:50:48]
you come in directly across from the
[1:50:51]
left bank.
[1:50:52]
>> Yeah. Um there's some little
[1:50:55]
shrubs about you know two feet high and
[1:50:59]
the property line is about roughly
[1:51:01]
speaking about five feet back from those
[1:51:04]
things. So we're going to get ask for a
[1:51:06]
variance to go to the property line so
[1:51:09]
that this shelter is not into
[1:51:13]
the parking area and the bus can just
[1:51:17]
pull up and come in there. So thank you
[1:51:19]
to David for getting all of that work
[1:51:21]
done. Norm is going to actually be doing
[1:51:24]
the excavating and pouring the concrete.
[1:51:29]
And um the folks at uh Green Mountain
[1:51:32]
Express have a shelter waiting for us.
[1:51:36]
They are have been helpful in having us
[1:51:38]
selected this site. They've approved
[1:51:40]
this. Um their bus driver likes where it's going to go.
[1:51:46]
>> Yes. Uh and so this is another deadline
[1:51:50]
has to be done by the end of end of uh
[1:51:52]
October and Norm confirmed when he was
[1:51:55]
here that we're we're on track for that.
[1:51:58]
So um good things that when people come
[1:52:00]
together there's money out there's that
[1:52:03]
people can help support projects that
[1:52:06]
need to be done and it just takes a
[1:52:09]
number of people to get out there and
[1:52:10]
look and get involved and look what we
[1:52:13]
can do. help the village on things that
[1:52:16]
we could not have done on our own. So,
[1:52:19]
thank you all and everybody out there
[1:52:21]
who is also
[1:52:24]
that's all I have.
[1:52:28]
» Motion to adjourn.
[1:52:31]
>> Terra's got a thumb up on that one and
[1:52:34]
I'm in the red on my battery. So, at
[1:52:36]
8:51, motion to adjurnn with there was a
[1:52:38]
second I'm sure. All in favor? Hi.
[1:52:41]
>> Hi.
[1:52:41]
>> Uh, one quick thing quick.
[1:52:45]
>> I It's just an announcement. Next
[1:52:47]
meeting, the October meeting, I am away
[1:52:52]
for a few weeks. I am not going to be
[1:52:55]
here to get that agenda out on time. I'm
[1:52:58]
not going to be here until the day
[1:53:00]
before that meeting. So,
[1:53:02]
>> what day is the October meeting?
[1:53:05]
>> It's late.
[1:53:06]
>> It's like the
[1:53:08]
>> It's 13th or 14th.
[1:53:11]
It's October 13th, but from what we just
[1:53:15]
said, we want that agenda to go out no
[1:53:18]
later than October 7th or 8th. I am not
[1:53:22]
here. So, somebody's going to have to
[1:53:25]
write that agenda, get everything out.
[1:53:28]
Um Um Terry, you can set up a Zoom link,
[1:53:32]
right? Or I can actually set up the Zoom
[1:53:34]
link and it can sit there for a month. I
[1:53:36]
was gonna say I have I have the DRB on a
[1:53:39]
repeating Zoom link so it's the same.
[1:53:41]
>> Okay. No, I'll go I'll go ahead and do
[1:53:43]
that but again
[1:53:46]
>> when are you going
[1:53:49]
>> What's that?
[1:53:49]
>> When are you gone?
[1:53:51]
>> I am leaving on the 20th of October and
[1:53:55]
I am back on the n September and I'm
[1:53:58]
back on the 9th of October.
[1:54:00]
>> Jesus have fun. Whatever you have to
[1:54:02]
say.
[1:54:03]
>> Where are you going?
[1:54:04]
>> A film. Let me end the meeting.
[1:54:07]
>> Thank you.
[1:54:08]
>> Good point.
[1:54:09]
>> Thank you, Michael Miller, whoever you
[1:54:11]
are.
