» Morning. Morning.
[2:55]
>> Morning. Are you Jill?
[2:56]
>> I'm nice to meet you. I'm Valerie.
[3:00]
>> Yeah. Let's get you a chair.
[3:09]
At
[3:14]

come out into this morning.
[3:18]
>> No
[3:25]

[3:46]
>> Yeah,
[3:48]
>> we'll go around the table with the
[3:49]
introductions before we start. Go ahead,
[3:51]
Robbie.
[3:52]
>> Rob,
[3:54]
>> Valerie, incred
[4:01]
David.
[4:03]
>> I am Farah Anderson. So, I'm the
[4:05]
district supervisor for the Brandon and
[4:07]
Surus Property Assessment Services
[4:09]
Office, and we're here today just to
[4:12]
discuss the impacts the reassessment
[4:14]
2027 won't have on your municipality.
[4:18]
Um, it's nobody's first go at this. So,
[4:21]
as you know, I don't read these reports
[4:23]
verbatim. I just hit the highlights. You
[4:26]
have them in front of you. So, go ahead.
[4:29]
>> We'll we'll start with a little bit of
[4:31]
housekeeping. So, your border revision
[4:34]
is scheduled for November 9th. The
[4:36]
appeal deadline for that is October
[4:38]
26th. So, just a reminder to not forget
[4:42]
to advertise.
[4:44]
Um, you guys are not having an open
[4:46]
house, but there is one in the town of
[4:48]
Carberry town office on June 23rd.
[4:52]
Anyone can attend. Um, there's also a
[4:55]
number of virtual open houses. So, if
[4:56]
it's easier for rate payers to meet or
[5:00]
discuss at night, they can set an
[5:01]
appointment and have an evening meeting
[5:04]
with an assessor. Um, sorry, what was
[5:07]
the date of that open house? October?
[5:09]
>> It's June 23rd from 10 to 2.
[5:12]
>> Thanks.
[5:14]
So, and uh, notices are in the mail
[5:16]
today. So,
[5:19]
by the end of the week at the latest,
[5:20]
rate payers are going to have them. um
[5:23]
if they're on my property MB, they'll
[5:25]
get an email within the next couple of
[5:26]
days saying that their notice is ready
[5:28]
to view in their account.
[5:32]
So, um we'll just get started. This
[5:35]
report provides you council with an
[5:36]
overview the impact the reassessment
[5:39]
2027 is going to have on your
[5:41]
municipality. And for 27, the assessed
[5:44]
values of all properties are updated to
[5:46]
the new reference date of April 1st,
[5:48]
2025, which is from the previous
[5:50]
reference date of April 1st, 2023. Um,
[5:53]
so the properties were last updated
[5:56]
generally in 2025.
[6:00]
These updated assessments will be used
[6:02]
for 27 property taxes. And this report
[6:05]
just provides some details on how the
[6:07]
taxable assessments have changed within
[6:09]
your municipality and across the
[6:10]
province and how it will affect your
[6:13]
municipal and school taxes. However, the
[6:17]
impacts only reflect a 27 modeling. So,
[6:20]
we make changes all summer. So, you're
[6:22]
still going to have an updated role in
[6:24]
the fall. Um, this model is also based
[6:28]
on your 25 mil rate. So just keep that
[6:30]
in mind that it doesn't know what
[6:33]
happened this year for the budget. So
[6:38]
reassessment it so it is done to provide
[6:41]
equity. So all properties just are
[6:43]
regularly reassessed just to ensure
[6:45]
they're keeping pace with the market
[6:47]
conditions up or down. Um fairness
[6:51]
because property taxes are paid
[6:52]
according to market value. Keeping the
[6:54]
assessments current just ensures
[6:56]
everyone is paying their fair share and
[6:59]
it makes for greater rate understanding
[7:02]
because updated assessments just make it
[7:04]
easier for people to evaluate what they
[7:06]
have assessed.
[7:09]
This reassessment reflects how the
[7:11]
property values have changed since the
[7:13]
last reassessment. And these changes of
[7:16]
course are due to supply and demand for
[7:18]
real estate or that is the main thing,
[7:20]
the market value, any new construction
[7:22]
or improvements to existing properties
[7:24]
or any removal or demolition or loss of
[7:28]
properties due to fire, things like
[7:30]
that.
[7:31]
The province's taxable assessment
[7:33]
increased by 12.1 billion or 11% and
[7:37]
your municipality's taxable assessment
[7:39]
increased by $68 million or 10%.
[7:43]
That first table that is the change to
[7:46]
taxable or portioned assessment that
[7:48]
occurred due to reassessment. So your
[7:51]
single family residential has gone up
[7:53]
8.9%.
[7:55]
Your apartments which are five dwelling
[7:57]
units or more has gone up 1.5%. So
[8:00]
overall, your residential went up 8.5%.
[8:04]
Your farm properties went up 16%.
[8:08]
Commercial industrial went up 1.9%.
[8:11]
Institutional properties that are
[8:13]
subject to tax went up 14.1%.
[8:17]
Um, pipeline went up 2.5%, railway went
[8:20]
up 1.9% and designated recreation, which
[8:23]
is your golf course, went up 7%.
[8:26]
Overall, your increase was 9.8. I do
[8:29]
want to point out the flip between
[8:31]
institutional and apartment is mainly
[8:34]
due to properties that were fully
[8:37]
taxable as apartments that are now
[8:38]
school tax exempt because of the change
[8:41]
in the school tax credit. It was in
[8:44]
their best interest to go back to being
[8:46]
school tax exempt, but they fall under
[8:49]
institutional versus apartment. So
[8:51]
there's where you're seeing a bigger
[8:53]
shift in the
[8:55]
change in values.
[9:00]
You're talking probably
[9:02]
>> care homes or
[9:04]
>> not so much care homes but they're like
[9:06]
the assisted living anything like that
[9:10]
when the education tax credit was
[9:12]
applied to everyone regardless. It was
[9:15]
in most of their best interest to be
[9:16]
fully taxable because they got more
[9:18]
back. So apartments pay on a 45% of
[9:22]
portioning. When their school tax exempt
[9:24]
they pay municipal tax on 65%
[9:26]
portioning. So
[9:29]
when they no longer qualified because
[9:31]
they're not a primary residence, when
[9:33]
they changed that, it became in a lot of
[9:36]
their best interest to go back to being
[9:37]
school tax exempt. And that's where you
[9:39]
see a flip. It isn't that new
[9:41]
construction or new buildings showed up.
[9:43]
It's just that flip in class because
[9:45]
they went back for licenses to get that
[9:47]
school tax exemption.
[9:49]
Is it hard for them to get the
[9:50]
exemption? It's not. Most of them had it
[9:53]
and they went away from it because it
[9:55]
they were paying more in municipal tax
[9:57]
and it wasn't in their best interest. So
[9:59]
when you start doing the math, it was
[10:00]
better to be taxable. They got their
[10:02]
school tax back. Um so they already
[10:05]
qualified because they already met all
[10:07]
the criteria. Nothing had changed.
[10:09]
>> It's harder for new ones to become
[10:11]
school tax because there's sized
[10:13]
restrictions to what can be school tax
[10:15]
exam.
[10:16]
>> I just remember helping somebody get
[10:17]
there and it seemed not that easy.
[10:20]
>> Yeah. Once they are, it's just a matter
[10:21]
of they had to do the license again. So,
[10:24]
um we saw to
[10:26]
>> they applied to Manitoba Housing does
[10:28]
those licenses. So, yeah.
[10:32]
>> So, course assessment increases
[10:34]
decreases from reassessment don't
[10:36]
necessarily mean the tax increases and
[10:38]
decreases. It just provides the basis
[10:40]
for taxation.
[10:43]
um shifting of the three tax levies does
[10:46]
occur between and within property
[10:47]
classes, but only properties seeing
[10:50]
above average increase assessment
[10:53]
increases will likely see an assessment
[10:55]
or an increase in taxes.
[10:58]
However, just keep in mind this report
[11:01]
doesn't take into account any other
[11:04]
levies. So, this is solely based on bill
[11:06]
rate. It doesn't take in any special
[11:08]
levies or service fees or any of that
[11:10]
kind of stuff that you have.
[11:13]
Um so the general municipal levy was
[11:16]
calculated taking your 25 mil rate. So
[11:20]
it applies that tax level against your
[11:23]
26 assessment to estimate what your 26th
[11:26]
budget would have been and then it
[11:28]
applies a little bit of an inflation
[11:30]
measure to apply that to 27. So it's
[11:34]
more gives you an idea of what's going
[11:36]
on. take it with a grain of salt because
[11:39]
it really I mean in this day and age a
[11:42]
model that's not overly um realistic for
[11:45]
inflation and everything else but they
[11:47]
have to have somewhere to start. The
[11:49]
school division special levy is done the
[11:51]
same way. Takes their 25 levy, applies
[11:53]
it to and then it comes up with your new
[11:56]
share of the school taxes based on all
[11:58]
the municipality or all the
[12:01]
municipalities subject to that your
[12:03]
school divisions levy. And then the
[12:06]
support levy does the same thing only it
[12:09]
bases it on how property subject to that
[12:12]
levy which is only your commercial
[12:13]
industrial. So that's your provincial
[12:15]
other school tax levy. how they've
[12:18]
changed across the board in the
[12:20]
province.
[12:23]
The next table, this says municipal and
[12:26]
school taxes, but this really is where
[12:27]
your school tax shift is going.
[12:30]
So for single family, residential,
[12:34]
they're seeing a 3% drop or reduction.
[12:38]
Your apartments are seeing a 7.3%
[12:41]
reduction. And overall, your residential
[12:43]
is going to see about a 3.2% 2%
[12:45]
reduction in school taxes. Your farm
[12:49]
properties are seeing a 3.4% increase.
[12:52]
Your commercial in industrial a 7%
[12:55]
decrease. Your institutional a 3.9%
[12:59]
increase.
[13:01]
Uh pipeline a 7.8% decrease. Railway an
[13:05]
8.1% decrease. And your designated
[13:08]
recreation or golf course a 2.7%
[13:11]
decrease. Overall, your municipality
[13:14]
responsible for 2.4% less school taxes
[13:17]
in 27.
[13:25]
» Is that good when they go down?
[13:27]
>> Just means it's shifted. So,
[13:29]
municipalities within the same school
[13:31]
division may have gone up a bit more.
[13:34]
So, what they do is they've shifted the
[13:36]
burden around to another. So, they often
[13:39]
they go up and down all the time.
[13:42]
I will say that's not necessarily
[13:44]
realistic. School divisions tend to
[13:47]
raise their budgets. So, but it gives
[13:49]
you an idea that you'll be responsible
[13:51]
overall for less towards those municip
[13:54]
those school divisions.
[13:54]
>> The way they're all suffering for money
[13:56]
right now it's
[13:58]
>> doesn't make sense.
[13:59]
That's one thing
[14:01]
that should be up.
[14:01]
>> Yeah. So that's where I say take this
[14:04]
just kind of gives you an idea on where
[14:06]
you sit in relation to the rest of the
[14:10]
municipalities around that are in those
[14:12]
same school divisions.
[14:16]
The next table, this is the table you
[14:18]
control. So because of the way it's
[14:20]
modeled, it ends up with a total of 0%
[14:23]
change because it assumes no change to
[14:24]
budget, which is not a realistic
[14:26]
expectation in this day and age.
[14:29]
Um,
[14:31]
so your single family residential is
[14:34]
seeing about a.9% reduction or decrease
[14:38]
with apartments a 7.6% decrease. Overall
[14:42]
residential will see a 1.2% decrease. On
[14:45]
page five, your farm properties are
[14:48]
seeing about a 5.6% increase. Commercial
[14:52]
and instit industrial about a 7.2%
[14:55]
decrease.
[14:57]
Institutional, a 3.9% increase,
[15:00]
pipeline, a 6.7% decrease, railway, a
[15:04]
7.2% decrease, and designated
[15:06]
recreational a 2.6% decrease. Um,
[15:11]
coming out at zero because again, it
[15:13]
assumes no budget change.
[15:17]
Properties with assessment increases is
[15:19]
less than 9.8%
[15:21]
likely will see a municipal tax decrease
[15:23]
and anything above that will likely see
[15:25]
an increase.
[15:29]
Um the next page is just the ways these
[15:32]
are the ways council has at their
[15:34]
disposal to try and impact any
[15:37]
significant impacts that rate payers
[15:40]
maybe couldn't handle. So of course
[15:42]
there's the phasing tax increases and
[15:44]
decreases. So the municipal assessment
[15:46]
act does provide you with the
[15:49]
flexibility to phase in substantial tax
[15:51]
increases property owners would
[15:53]
otherwise otherwise find very difficult
[15:55]
to absorb. So by bylaw you can phase in
[15:58]
increases or decreases in both municipal
[16:01]
and education taxes or tax changes for
[16:03]
all or some property classes or
[16:05]
individual properties. Um you got to
[16:08]
keep in mind you can only phase that in
[16:09]
over the two years because that's the
[16:11]
cycle we're on. So, it's there. It's not
[16:15]
used very much since we've gone to a
[16:17]
2-year cycle. The municipal act tax
[16:20]
tool. So, this one is the one most
[16:22]
municipalities use. This is your special
[16:24]
service fees, your levies, your LUDs,
[16:27]
things like that. Um
[16:30]
your the municipal act provides
[16:32]
municipalities with some pretty good tax
[16:34]
tools and the bulk of municipalities
[16:37]
tend to utilize these to to mitigate any
[16:41]
tax shifts because they're maybe the
[16:44]
easier way to go about it. Um you can
[16:48]
establish a tax credit program. So the
[16:50]
municipal act does provide
[16:51]
municipalities with that ability
[16:54]
um to establish essentially a financial
[16:57]
assistance program with by bylaw um and
[17:01]
you can provide credit for municipal
[17:03]
taxes. So those those programs are
[17:07]
fairly flexible. I see them used mostly
[17:10]
to encourage development
[17:12]
more than anything else. And then you do
[17:15]
have the ability to vary class portion
[17:17]
percentages. So the municipal assessment
[17:19]
act does give you the authority to vary
[17:22]
the property class portions for
[17:24]
municipal tax purposes only.
[17:27]
Um so you can bylaw vary the class
[17:30]
portions to mitigate the shifting that
[17:31]
occurs between the classes. This is the
[17:34]
one that does require provincial
[17:35]
regulation.
[17:37]
Um our system is set up to accept it. If
[17:40]
you wanted to do this, you'd need to
[17:42]
start now because there is a lot of work
[17:44]
involved and there is no guarantee. At
[17:47]
the end of the day, the minister has
[17:48]
final say on whether he will accept that bylaw or not. So, um that's one you
[17:55]
would talk to an MSO. There
[17:58]
municipalities have done lots of work on
[17:59]
this. Nobody has implemented it yet
[18:02]
because you're just shifting the burden
[18:04]
around. So if you change the portion
[18:06]
from farm from 26 down to even 25 then
[18:11]
you have to make up that other percent
[18:13]
everywhere else in all your other
[18:14]
classes right so you're just shifting
[18:16]
the burden um but it is a lot of work to
[18:20]
do so there are m I have we have yet to
[18:24]
see it implemented there's been lots of
[18:26]
municipalities do the work at the end of
[18:29]
the day it hasn't
[18:31]
>> is it usually because it's not approved
[18:33]
at the end Nope, it has not. They've actually gone to a conclusion
[18:37]
that you're just shifting the burden. So
[18:40]
regardless of how you do it, you have to
[18:42]
justify what you've done to your
[18:43]
rateayers.
[18:45]
And so most of them have found the tax
[18:48]
tools in the municipal act are a better,
[18:51]
more efficient way of kind of mitigating
[18:54]
those shifts, right? So that's where you
[18:56]
see LUDs come into play versus so you
[18:59]
have urban and rural areas where you can
[19:01]
have a differential mill rate without a
[19:03]
differential mill rate. There's
[19:06]
different services in those areas. Um
[19:10]
tend to be a better way of spreading
[19:12]
that tax because
[19:15]
you'll always hear complaints from
[19:17]
everyone that well towns are subsidizing
[19:20]
the rural area and the rural area
[19:21]
subsidizing the towns. And the reality
[19:23]
is everybody has a little bit in both of
[19:25]
those areas to pay for. But maybe in the
[19:28]
rural area you have a ton of budget
[19:30]
towards gravel that people in town
[19:32]
aren't using. Well, maybe in those
[19:35]
instances it makes sense where you have
[19:36]
an LUD where the services that only town
[19:39]
people mostly utilize. It's a mill rate
[19:42]
versus Yes. But those are those are
[19:45]
where people have gone in the RMS
[19:47]
instead of the portioning because
[19:51]
you can tailor them to the services each
[19:53]
of those areas are getting better than
[19:55]
we're going to take this because when
[19:56]
you change the portion you're going to
[19:58]
have to revisit that every two years
[20:00]
also because if you change farm one year
[20:02]
and then all of a sudden like here farm
[20:04]
has gone up but it's gone up
[20:05]
significantly less than the average in
[20:07]
the province. another year it might go
[20:10]
up like when you start seeing this then
[20:11]
you got to start changing your portions
[20:13]
every two years so you have to do the
[20:15]
work for that bylaw every two years
[20:17]
right
[20:17]
>> yeah question so for wetlands and like
[20:21]
natural bush areas is that a different
[20:22]
portion
[20:23]
>> it's not a different portion it's a
[20:25]
different type of land so it's a
[20:26]
non-airable
[20:27]
>> right
[20:28]
>> if you have like lots of water on your
[20:30]
property you will see what's called
[20:32]
conservation land on your notice
[20:35]
>> because it's rated as water essentially
[20:38]
So although it's still portioned at 26%
[20:42]
it's maybe $30 an acre for that versus
[20:46]
you're upwards of 10,000 an acre for an
[20:48]
arable land. Right.
[20:50]
>> So that's already built in.
[20:53]
>> It's built in by the type of land. So
[20:55]
the characteristic of land that it is
[20:57]
really
[20:58]
>> and you look at that every two years as
[21:00]
well. See if anything
[21:01]
>> those are those are done generally on a
[21:03]
10year average. Although
[21:06]
in the areas where we have irrigation,
[21:08]
we tend to try and look at the photos a
[21:10]
little more often just to stay on top of
[21:13]
things like irrigation,
[21:15]
>> right?
[21:16]
>> Um or when farmers call, then we will
[21:19]
review, but we we tend to go on a
[21:21]
10-year average. So, we don't crank
[21:22]
somebody's arable land because they
[21:25]
happen to have two good years where they
[21:26]
got a and then they have eight years
[21:28]
where they have areas where it's too wet
[21:30]
they can't get through. We kind of
[21:32]
average it. And when we talk to them,
[21:34]
we're like, well, on 10 years average,
[21:36]
how many acres do you get seated?
[21:39]
And usually we're not far off. Usually
[21:41]
there's pretty good agreement between
[21:43]
like they might say, well, some years I
[21:45]
get more, but some years I get less. I'm
[21:47]
like, well, on average, would this be
[21:49]
about,
[21:51]
right? Because there's 500 and almost
[21:54]
600,000 properties in the province. You
[21:57]
have maybe a 100 assessors. Not really
[21:59]
realistic to try and review every single
[22:03]
quarter section every two years.
[22:05]
>> Yeah. So in a similar like that but a
[22:09]
little different if say municipalities
[22:12]
and wersheds got together to want to
[22:14]
promote conservation.
[22:16]
So is there any change to that?
[22:18]
>> So what we do is when people enter into
[22:22]
conservation agreements
[22:24]
if they provide us a copy of that we
[22:26]
will change their land to match whatever
[22:28]
that agreement says. So there's there's
[22:30]
a bazillion and one different types of
[22:32]
conservation agreements out there. Um
[22:36]
some most are registered as on as cadets
[22:39]
on titles, but we're not provided those,
[22:42]
>> right?
[22:42]
>> So we don't go hunting for them. So
[22:44]
that's where a property owner who enters
[22:46]
into an agreement with Ducks Unlimited
[22:48]
and it's a no-brain
[22:52]
provide us a coffee because those
[22:55]
agreements outline exactly what you can
[22:57]
and can't do with that land. We will
[22:59]
adjust the characteristics to match what
[23:01]
that agreement says.
[23:04]
OVA though, we don't see any decrease in
[23:06]
sale price per acre if it has a
[23:09]
conservation agreement at all. It
[23:11]
doesn't sell for less,
[23:12]
>> but we will adjust the characteristics
[23:14]
to match what it says. So, if it has so
[23:16]
many acres, it absolutely is not to be
[23:19]
drained,
[23:20]
>> right?
[23:20]
>> And we then we just adjust it to a
[23:22]
non-airable land type if we had it as an
[23:25]
arable land type.
[23:27]
>> Right. Okay.
[23:29]
We might be doing that right now.
[23:38]
» Continue on. We got another seven
[23:40]
minutes. We got another
[23:41]
>> the last page is just the the way
[23:45]
everyone is being notified or these are
[23:48]
the I guess the tax credits. Now, these
[23:51]
are not our programs, so I don't know a
[23:53]
lot about them, but the homeowners
[23:55]
affordability tax credit is the new
[23:58]
school tax credit essentially. Um, it is
[24:01]
increasing to $1,700 for 27.
[24:05]
Again, it's only on primary residents.
[24:07]
So,
[24:09]
um,
[24:11]
and then
[24:13]
in 27 is where clear as mud, they're
[24:16]
changing it. So, if you have a property,
[24:17]
a primary residence valued over a
[24:19]
million dollar, once you hit that
[24:21]
million dollar, they start stepping down
[24:23]
how much of a credit you get towards
[24:25]
school taxes by $3.40 for every hund for
[24:29]
every,000 of assessed value over 1
[24:32]
million.
[24:33]
I believe 1.5 million is the threshold.
[24:36]
Anything over 1.5, you're not getting a
[24:38]
homeowners affordability tax credit
[24:40]
anymore. That is the new It was in the
[24:44]
news. Um, it doesn't affect a lot of
[24:47]
primary residences
[24:49]
around here, but there will be some that
[24:52]
we may see that
[24:55]
around cities.
[24:57]
>> Yes, mostly it's it's around the the
[25:00]
urban center and around Winnipeg.
[25:02]
>> When you say 1.5 million, is that
[25:04]
combined land and house or is that just
[25:06]
>> but under residential class? So it's not
[25:08]
if you live on a farm and you if your
[25:10]
residential portion probably isn't 1.5
[25:13]
your overall value might be more than
[25:15]
that but it's only on your
[25:16]
residentation.
[25:20]
» Yeah. So and then the renters
[25:23]
affordability tax credit is increasing
[25:26]
in 27 to 675 plus an additional income
[25:29]
tested topup for seniors of 38571.
[25:34]
Um the senior school tax rebate is um
[25:38]
income tested credit for senior
[25:40]
homeowners which is $235.
[25:43]
So that that's all done at income tax
[25:45]
time. The farmland school tax rebate is
[25:48]
a tax credit of 40% of school taxes on
[25:50]
farmland to a maximum of $2500.
[25:53]
And then there's also the school tax
[25:55]
rebate on farm properties which is an
[25:57]
additional tax credit for farmland
[25:59]
owners which provides a rebate equal to
[26:01]
50% of school taxes on farmland.
[26:04]
One of those comes off right away and
[26:06]
one they have to apply for. Not sure
[26:08]
which one is which, but
[26:13]
then the last page is just how people
[26:15]
are being notified. So, the provincial
[26:16]
website is up to date with the the sales
[26:19]
used to set the 27
[26:22]
um values
[26:24]
probably tomorrow cuz I think they
[26:26]
updated on Tuesdays. But anyone within
[26:28]
the municipality can then go see the
[26:30]
more current sales that set the rates.
[26:33]
um the my property MB. So that is how
[26:38]
people can sign up to get electronic
[26:40]
notices instead of in the mail. They can
[26:43]
see all the properties. So if they own
[26:44]
multiple properties across multiple
[26:46]
municipalities, probably a good way to
[26:48]
do it because they can see everything in
[26:49]
one spot instead of a whole bunch of
[26:52]
notices mailed. Tollfree customer
[26:54]
service line so nobody has to incur a
[26:58]
longdistance charge to talk to an
[27:00]
assessor. Um, people don't seem to have
[27:03]
trouble getting a hold of us. So, I
[27:04]
don't I'm thinking that number is out
[27:06]
there or they don't care. Um, the
[27:09]
assessment fact sheets. So, that's the
[27:11]
first point of contact. Even we send
[27:13]
those out when we talk to people. That's
[27:15]
the first thing we do cuz it explains
[27:16]
things more easy to understand than
[27:18]
maybe any assessor is going to explain
[27:20]
it to begin with. They're also on our
[27:22]
website so you can direct anyone to go
[27:26]
see any of those fact sheets. The
[27:28]
assessment notice. So, those are in the
[27:30]
mail today. They have a ton of
[27:32]
information. I highly encourage people
[27:33]
not to just throw them out when they see
[27:35]
that this is not a tax bill at the top.
[27:38]
Um,
[27:40]
I encourage that every year and somebody
[27:41]
inevitably is going to throw it out and
[27:43]
then call looking for their notice
[27:46]
because they realized it wasn't a task
[27:48]
and tossed it. But
[27:52]
open houses. So, again, there's one in
[27:54]
here in town at the town office. Anyone
[27:57]
can attend an open house anywhere in the
[27:59]
province. They aren't there's no
[28:00]
pamphlet this year, like they have to go
[28:03]
online to see where they all are, but if
[28:06]
they're down east and they happen to be
[28:08]
somewhere where there's going to be an
[28:09]
open house and they want to talk to an
[28:10]
assessor, they can just show up. The
[28:12]
assessors all have access to everything
[28:14]
across the province. So, no, nobody's
[28:17]
going to get turned away because it's
[28:18]
not their municipality.
[28:20]
Um, and then of course the municipal
[28:23]
administrator. So, you guys will feel
[28:25]
the first calls. Um, by all means,
[28:28]
assessment related issues, send them our
[28:30]
way. Please try and handle the tax
[28:32]
questions cuz they get really grumpy
[28:34]
when we send them back to you the second
[28:36]
time.
[28:37]
Even if we do try to answer some of
[28:39]
them, it's just the reality is that's
[28:41]
those aren't our questions to answer.
[28:43]
So,
[28:45]
that is what your reassessment is doing
[28:47]
in a nutshell.
[28:49]
>> Thank you very much.
[28:51]
You must have done that before. Right on
[28:54]
time.
[28:55]
>> I I do a lot of them. Although this is
[28:58]
only about my third one this time cuz I
[29:00]
was off for the first half of them with
[29:01]
surgery. So
[29:03]
>> that was a little painful.
[29:06]
>> It is what it is.
[29:12]
» Okay. Pretty sure.
[29:18]
» Okay. Any comments? Otherwise, thank you
[29:20]
very much for coming out.
[29:22]
>> Thank you so much for presentation.
[29:24]
>> Thank you.
[29:24]
>> By all means, you guys at any time you
[29:26]
have a question, I'm more than happy to
[29:28]
take a call at any point.
[29:32]
>> Thank you.
[29:40]
» Hey, come on in.
[29:43]
>> Your turn. They're waiting for you.
[29:46]
>> That's your chair right there.
[29:48]
>> All right.
[29:49]
Morning. Morning. Morning. Thank you.
[29:52]
>> We'll go around the table and introduce
[29:53]
one another here before we get started
[29:55]
here. Carol finally got a name to the
[29:58]
face now. Talked a few times on the
[30:00]
phone.
[30:00]
>> Yeah.
[30:02]
Davidson
[30:04]
Deputy Reef
[30:05]
>> Graef
[30:09]
Malcolm Murray Robin.
[30:13]
Okay.
[30:16]
West Thomas.
[30:19]
>> I've never been to one before, so I
[30:20]
don't know what you're expecting from me
[30:22]
or what I need to do. Uh, some little
[30:25]
history. I contacted my counselor back
[30:27]
in 2014, the summer of 2014, which I
[30:30]
believe was March Campbell at the time
[30:32]
to get access into my property because
[30:34]
the water table on what's happened, but
[30:36]
it's come up over the years. So, I was
[30:38]
next to impossible get my place. We cut
[30:40]
hay there. We sell the hay, stuff like
[30:42]
that. So, some of my clients were having
[30:44]
a hard time getting in there with their
[30:45]
trailers. So, she put it in. She put the
[30:48]
road in for me on 53.
[30:51]
It's And it's not like miles and miles
[30:52]
of road. It's like a quarter mile of
[30:54]
road section. It's not
[30:58]
like miles and miles of road I'm asking
[30:59]
to be maintained.
[31:02]
And then the rest is history. It's uh it
[31:04]
was great after she done that. It was
[31:06]
perfect. She put it in. It's either the
[31:09]
last week of August or the first week of
[31:11]
September when it got put in. They had
[31:13]
trouble putting it in because they
[31:14]
contacted some ties there that they
[31:16]
wonder if they could use cuz they got a
[31:18]
cat stuck or something trying to put it
[31:19]
in. So, it's just how wet things were.
[31:22]
And uh it was great for several years.
[31:25]
2020 come along, the road started to
[31:27]
deteriorate over the years. It was
[31:28]
maintained year round. It was two or
[31:31]
three times a summer it get graded and
[31:33]
winter. And then it was then 2020 come
[31:36]
along and it started to deteriorate over
[31:39]
time I guess just like roads do because
[31:41]
it wasn't uh there wasn't a bunch of uh
[31:44]
fill or gravel or whatever put in there.
[31:47]
And that's both goes through a little
[31:48]
swampy area the section and it's shared
[31:52]
by
[31:54]
uh 53 shared by four season ranch. What
[31:56]
used to be four season ranch George and
[31:58]
Barb Fenwick now it's Ken Gear. So
[32:01]
there's two of us on that little quarter
[32:02]
mile section of road that we would like
[32:05]
to get fixed. And uh and I got pictures
[32:09]
in the fall last fall after about 3 or 4
[32:11]
days after rain how muddy it does get
[32:13]
and water just sits in it.
[32:17]
Oh, you got him. Yes, that was last
[32:19]
fall. That was about And this is this
[32:21]
spring.
[32:22]
>> Yeah. So,
[32:25]
>> so what's trouble getting in? And uh and
[32:27]
I was in contact with previous foremans.
[32:30]
I got all the emails here as well. I
[32:32]
know I know I didn't send Belle that
[32:34]
copy of the emails cuz it's quite
[32:36]
lengthy. I started with Glenn and then
[32:38]
there was a Andrew or an Anthony I think
[32:41]
or something and now Matt we've been in
[32:43]
contact with and nobody's ever said no
[32:45]
we can't fix it and Harold and they said
[32:49]
yes we'll look at it and we'll see what
[32:50]
we can do and I have to keep contacting
[32:53]
them again to see well what's happening last couple last summer
[32:58]
I talked to Harold he says oh they
[32:59]
haven't done nothing yet cuz I'd phone
[33:00]
him he says oh I guess you're phoning
[33:02]
cuz they haven't done nothing I said no
[33:05]
and And my biggest concern is back in
[33:09]
the day when I was younger. May be hard
[33:10]
to believe. I look forward to a muddy
[33:12]
road back in the 4x4 days. But now that
[33:14]
you're older, you have a little more
[33:15]
concerns. I have grandchildren. I have
[33:17]
kids that we use the place year round.
[33:19]
Almost every weekend there's somebody at
[33:21]
the cabin being used. Either we're
[33:23]
cutting hay or was just recreational and
[33:26]
stuff. And I was always worried about
[33:27]
the grandkids getting hurt. Well, it
[33:28]
ended up being me last summer. Heard
[33:30]
fall getting hurt. I had a cutting head
[33:32]
there. We had trouble getting out. Lucky
[33:34]
enough. in the truck. Had been there
[33:35]
with the car or something, we wouldn't
[33:37]
have got out. But anyway, so that's
[33:41]
pretty much it. I just like to get
[33:43]
something done with it.
[33:45]
>> So your cabin you mentioned, like is is
[33:47]
that a is that a built cabin by spec? Is
[33:50]
do you pay tax on the cabin?
[33:51]
>> I do.
[33:52]
>> You do pay tax to the municipality?
[33:53]
>> I do.
[33:54]
>> Yeah, I pay uh tax on that. And um yeah,
[33:58]
I guess just a cabinet cuz we do have a
[34:00]
shop there now, too. small garage and
[34:02]
that that be made out of those hoop
[34:04]
sheds on stuff like so there's a
[34:06]
workshop there.
[34:07]
>> It's not like it's just a piece of
[34:08]
ground with a greenery on it.
[34:10]
>> Just just one fact like just and your
[34:13]
the neighbor that's out there as well.
[34:15]
Does he have a place that is
[34:17]
>> Oh, yes.
[34:18]
>> Like it's a home built to by permits and
[34:21]
>> Well, I believe when Fenwick's own it,
[34:23]
it's a it's a mobile home and there's a
[34:27]
big shop there. I don't know what the
[34:29]
shop would. It's must be 40 by 60 shop
[34:32]
or something like that. And the new
[34:34]
neighbors now that are there, Ken
[34:35]
Regger, they just use it as a getaway
[34:38]
place. But Fenwicks lived there for
[34:40]
years and years. They bought it around
[34:43]
the same time we bought ours. I've been
[34:45]
there for about 40 years now. Part of
[34:48]
this community. So I've own that piece
[34:49]
of ground.
[34:52]
So,
[34:56]
» so I know questions there is
[34:58]
>> comments there like there was building
[35:00]
permit taken in I gather on your
[35:03]
buildings that are in there.
[35:05]
>> Jeez, I don't know. Well, no, probably
[35:07]
not cuz it's on skids. The cabin is on
[35:09]
skids. It's not a foundation, but I am
[35:12]
paying taxes on it.
[35:14]
>> Okay.
[35:15]
>> Yeah. Yeah, that's that's the biggest
[35:16]
question cuz there are ones we have not
[35:19]
fixed in the past is if they're not, you
[35:21]
know, a taxable primary home that the
[35:24]
access isn't a guaranteed thing if it's
[35:26]
not a taxable structure in there.
[35:29]
>> We've denied people before fixing back
[35:32]
trails when it's not um
[35:34]
>> under those circumstances.
[35:36]
>> Yeah, that does make a bit of
[35:38]
difference.
[35:39]
>> True enough. Yes. No, I know I'm paying
[35:40]
taxes on on the cabin. I have been I
[35:43]
have had a sister come in there twice.
[35:44]
Okay.
[35:45]
>> Since I own the place.
[35:46]
>> Okay.
[35:47]
>> And tax on the building. So
[35:49]
>> So what would you if you had a say in
[35:52]
how that road was built?
[35:53]
>> Does it need what would you expect?
[35:57]
>> Well, just a crown on it. I need to see
[35:59]
the pictures so the water doesn't lay in
[36:00]
it. Like my last communication with
[36:02]
Matthew was
[36:03]
>> it was brought back up in 22. he brought
[36:06]
to council back then and they denied me
[36:08]
on gravel, but he said he made the
[36:10]
comment there that it would be uh he
[36:12]
would talk to his greater operator and
[36:13]
have a maintain the crowd and not have a
[36:16]
wind roll so the water could run off
[36:18]
>> and that would be a bonus even just that
[36:20]
much. I would really love gravel, but I
[36:24]
understand climbs are tough just like
[36:26]
everybody else. It's but I'd even be
[36:28]
willing to cost share the gravel part of
[36:30]
it if because I don't have the equipment
[36:32]
to do it, right?
[36:33]
>> Yeah.
[36:33]
Yeah.
[36:33]
>> So, even if I paid for part of it, you'd
[36:36]
help me with it or something cuz I just
[36:39]
want to get access to my place. Like, we
[36:41]
use it year round. Like I said,
[36:42]
>> we actually have easier access in the
[36:44]
winter,
[36:44]
>> right?
[36:45]
>> Believe it or not, believe it.
[36:48]
>> Did you do you expect it to be graded
[36:51]
all the way down to your gate or
[36:52]
>> It has been. That's what your day one.
[36:55]
>> Okay. Just just checking.
[36:56]
>> Yeah. No, sure. I appreciate the
[36:58]
questions. Absolutely.
[36:59]
>> Cuz I forgot to ask Matt that earlier.
[37:01]
>> Mhm. Yeah. I know it was created uh like
[37:04]
I said right ever since they put their
[37:06]
way in two or three times then like I
[37:09]
don't even know if they even buried it
[37:10]
once last summer last couple summers.
[37:13]
>> Okay.
[37:15]
>> But in the winter time they have I
[37:16]
talked to Harold last winter there and
[37:19]
we got it there was starting to
[37:21]
accumulate pretty deep in there and we
[37:22]
usually don't have a problem getting in
[37:24]
there in the winter even when the snow
[37:25]
is deep cuz it's so sheltered. It's no
[37:27]
big dish or anything. But like I said, I
[37:30]
have more trouble we have more trouble
[37:32]
getting in in the summertime than in the
[37:33]
winter.
[37:34]
>> Yeah.
[37:35]
So, it's uh like I say, I'd be
[37:38]
more than willing to even pay for part
[37:40]
of the traveling if we can come to Green
[37:42]
to do that.
[37:43]
>> I just would like to have access, safe
[37:45]
access,
[37:46]
>> 100%.
[37:47]
>> And the you guys when they put it in
[37:49]
2014, they built it up. There must be at
[37:51]
least 3 ft cuz it is quite swamped
[37:55]
low land.
[37:57]
I was back in there a month ago with
[37:58]
that.
[37:59]
>> Oh, you did actually.
[38:01]
>> I was back.
[38:01]
>> Okay, perfect.
[38:03]
>> Good.
[38:04]
>> Yeah, it's not like I said, it's not
[38:05]
miles and miles of road I'm asking to
[38:07]
get maintained. It's just
[38:09]
>> quarter mile.
[38:12]
>> How big's your cab?
[38:15]
>> I think it's about
[38:17]
600 square f feet, something like that.
[38:22]
>> You're a nice spot back here. It
[38:24]
>> is. Yeah, we got it all. fishing little
[38:26]
power is all solar and well and
[38:28]
everything in there. So, we enjoy it. We
[38:30]
use it a lot. So, sewing hole there and
[38:33]
grandkids really like it now. So,
[38:35]
>> I bet you actually my grandkids use it
[38:38]
more than I do lately, it seems.
[38:40]
>> Anyway, it's not something we can
[38:42]
promise here right today, but we're now
[38:44]
talking about it with everybody.
[38:46]
>> I understand. Like I said, it's been
[38:47]
going on
[38:50]
communications.
[38:50]
>> She's been phoning me many times.
[38:55]
You did very good for not knowing what
[38:56]
you wanted to start at.
[38:58]
>> You did good.
[39:00]
>> Well, I've been kind of running things
[39:01]
through my head for since Val said I was
[39:03]
going to have to come to a meeting. So,
[39:04]
I've never been invited to a meeting. It
[39:06]
was always just through email or phone
[39:08]
calls to Harold.
[39:09]
>> It's better in here.
[39:10]
>> No, it's
[39:12]
all on the same page,
[39:13]
>> right?
[39:14]
>> It's not he said she said and phone
[39:16]
calls. And that's why I kind of tend to
[39:18]
do things for email cuz you have a
[39:20]
record phone call.
[39:25]
» All right.
[39:26]
>> All righty.
[39:27]
Thank you very much for coming in.
[39:29]
>> Thank you. Take care. How much rain did
[39:30]
you get out there?
[39:32]
>> I'm not sure how much we got. I mean,
[39:35]
>> quite a bit.
[39:37]
>> My son was up there in the weekend and
[39:39]
he said there was lots and they don't we
[39:40]
don't have a rain gauge. So,
[39:42]
>> yeah. But he said he could tell where
[39:43]
the grass and the water had run and you
[39:45]
can see the glass grass laying flat from
[39:47]
the streams of water running. So
[39:51]
>> So lots and when I come in this morning,
[39:53]
there's a big dark cloud going over that
[39:55]
way again to the southwest. So
[39:57]
>> he's looking pretty heavy.
[39:59]
>> Yeah.
[40:00]
>> All right. Take care.
[40:05]
» Okay.
[40:07]
Joel have to be here for these next two.
[40:09]
>> Yeah, I'm sure. You can't start ahead of
[40:11]
time, but I
[40:13]
>> wait for five minutes. Look for help.
[40:16]
>> Um,
[40:18]
>> where in the world?
[40:20]
>> No, we lucky enough for just a few miles
[40:25]
outside.
[40:28]
» We had we were close enough. We had like
[40:30]
the like the dirt front.
[40:34]
>> So, it was crazy. The radar was looking
[40:36]
this way, but it was shifting. If
[40:38]
there's
[40:40]
going up, but the clouds underneath us.
[40:48]
» Be careful what you ask for.
[40:58]
» I went for a tour visit. Yeah.
[41:01]
>> Just a few miles from us. It was 2 and
[41:03]
12 in early.
[41:07]
Did you hear our sound?
[41:28]
» Yes, it's a tornado.
[41:33]
forunately
[41:35]
came down south of their yard.
[41:50]
» Oh yeah.
[41:53]
» How are you?
[41:54]
>> Good.
[42:08]
Just a reminder of our public hearing
[42:10]
protocol.
[42:11]
>> Hey guys,
[42:12]
>> just a reminder of what public hearing
[42:14]
protocol is about. You're sitting here
[42:16]
to hear things.
[42:19]
>> Hear the facts.
[42:20]
Promises.
[42:22]
>> Just listen.
[42:23]
>> Listen.
[42:26]
No direct communication from council
[42:28]
right
[42:31]
>> communication through
[42:33]
to here.
[42:37]
» Gotcha.
[42:42]
Commissioner last
[42:51]
7 in the morning. So the new unit will
[42:54]
be working from
[42:57]
>> usually I have something
[43:00]
going to be a little less productive.
[43:27]
Why would a life shop be about $1,08?
[43:30]
$900 for
[43:42]
the summer time.
[43:46]
The aim is cold.
[43:50]
Plus 3 to 15. Yes.
[43:54]
>> Yeah.
[43:55]
>> I don't know. Like I don't know. We went
[43:57]
through the the wall here a while ago
[44:00]
cuz we were just through. It was stuck
[44:03]
out there too.
[44:04]
>> It's a little higher.
[44:05]
>> Yeah.
[44:08]
Don't know.
[44:15]
Kind of want the doors open. door. The
[44:18]
whole shop has just because it's that
[44:20]
long barrel and big door in front of
[44:23]
both graders.
[44:24]
>> Yeah.
[44:25]
>> Not individuals
[44:27]
probably dump
[44:29]
heat
[44:31]
>> probably.
[44:44]
Morning.
[44:49]
Good morning.
[44:52]
Come in. We're going to start a minute
[44:54]
here. Joel
[44:55]
>> for me.
[44:55]
>> They can come in.
[44:56]
>> Yeah. You guys then uh come in and have
[44:59]
a seat.
[45:07]
» Morning. Morning. There's one more
[45:10]
chair. Yeah, there's more chairs.
[45:15]
Right, Gaddy.
[45:16]
>> Hi, how are you?
[45:17]
>> Good. You guys okay sitting back here?
[45:19]
>> Yep. That's fine.
[45:26]
9:45 a.m. conditional use hearing
[45:28]
Brookfield holding resolution 175 2026
[45:32]
be resolved the council adjourn the
[45:34]
regular meeting at 9:45 a.m. to open a
[45:38]
public hearing for conditional use CU326
[45:43]
NCL Brookdale Holding to establish a new
[45:48]
wastewater sewage lagoon to treat the
[45:50]
domestic and slaughterhouse wastewater
[45:53]
sources at Sprucewoods Colony with the
[45:56]
AR agricultural rural zone. Can I have a
[45:59]
mover, please?
[46:00]
>> Thanker.
[46:03]
» Harold.
[46:04]
All in favor?
[46:06]
opposed.
[46:08]
Great. Thank you,
[46:10]
Joel. You're up.
[46:12]
>> Yeah, you pretty much said it all. Uh,
[46:15]
initial use.
[46:18]
Uh, 03-26-NL
[46:22]
Brookdale Holdings to establish a waste
[46:24]
water surge lagoon to treat the domestic
[46:28]
and slaughterhouse wastewater within the
[46:31]
AR zone.
[46:34]
Think we go around the table of
[46:36]
introductions here too before you
[46:37]
forget. Start with Harold Harold
[46:40]
>> Council Jar Davidson
[46:44]
almost there. Reef
[46:46]
>> Ray Grayson Reef
[46:48]
>> interim CEO
[46:50]
>> Malcolm Murray counselor
[46:52]
>> Robber
[46:54]
>> Joey Spruz Joel Spru
[46:58]
>> sorry can I get your names again
[47:00]
>> Joey last Waldner
[47:05]
» yeah Joel Waldner
[47:10]
» we have a second Yes.
[47:14]
>> You sign. Okay.
[47:16]
>> Y
[47:18]
>> Kathy Dale.
[47:20]
>> Ron Dale.
[47:21]
>> Was it Kate?
[47:24]
>> Joel Penner. Cypress plan district.
[47:29]
» I'm sorry. I missed your first name.
[47:31]
>> Ron.
[47:33]
Thank you.
[47:35]
>> So, who wishes to speak for?
[47:37]
>> Go ahead. Who would like to speak? Do
[47:39]
you want to be Kathy Ron? You want to
[47:42]
speak?
[47:44]
>> Whoever is here to speak in favor of
[47:47]
that's who speaks first.
[47:48]
>> Who's speaking in favor?
[47:50]
>> Okay.
[47:51]
>> So So do we have to talk because we
[47:56]
>> we we want it
[47:57]
>> if you wish to. Yes.
[47:59]
>> You don't have to. But this is your time
[48:02]
now to speak on behalf of your
[48:04]
application.
[48:05]
>> Yes. Because the the reason for this new
[48:09]
uh domestic lagoon is the old one was uh
[48:14]
out of commission at least
[48:17]
10 years ago. Conservation came along
[48:20]
and told us we need to do something
[48:23]
and it only has one cell now. So that's
[48:27]
improper.
[48:29]
So now we got a license from the
[48:32]
province
[48:35]
and
[48:38]
we need to use it because the other one
[48:40]
might just give up.
[48:42]
>> So you now have a a license in place for
[48:45]
the new one.
[48:46]
>> Yeah, I bought a copy over just here.
[48:49]
Okay, thank you.
[48:54]
And also, yeah, those letters have been
[48:56]
coming for about closer to 20 years. And
[49:00]
finally, when we decided we could afford
[49:02]
it, it cost almost 1.3 million to build
[49:06]
out of cash flow. And
[49:09]
we're also uh working with a company
[49:12]
from the US for order control. We just
[49:14]
started a program
[49:16]
2 weeks ago, so it's kind of too soon to
[49:19]
tell, but according to them, uh they're
[49:23]
going to control close to 100% of the
[49:25]
odor with the
[49:27]
uh solution
[49:28]
>> with the additives that we put in.
[49:32]
» And then with this new one that's
[49:35]
proposed,
[49:37]
it's not going to be like as high odor
[49:39]
as the other one for the hogs, but we
[49:41]
still plan on treating it, too.
[49:46]
So,
[49:54]
» any other comments on YouTube?
[50:03]
» We're opposed opposition. Ron Kathy, you
[50:06]
have something you want to say? Go
[50:07]
ahead.
[50:09]
>> The odor. Can't call it an odor. you
[50:12]
have to call it a stench. And it's been
[50:16]
ever since they put up that first
[50:18]
lagoon.
[50:20]
Uh they put in two rows of trees. They
[50:22]
put in deciduous trees, which are no
[50:25]
leaves in the winter time, so you get
[50:27]
the smell in the winter time. Anyway,
[50:30]
um
[50:34]
they put in fast growing trees and I
[50:36]
realize they did that to try to help the
[50:38]
still this the smell,
[50:41]
but two rows of trees for the smell
[50:44]
that's there, I don't think would ever
[50:47]
come close to getting rid of that smell.
[50:54]
Um, other than putting in the two rows
[50:57]
of trees, I'm not sure they've done
[50:58]
anything else to try to curb the smell.
[51:02]
>> We will have to wait and see if this
[51:04]
additive is going to work or not.
[51:06]
>> It hasn't. So far,
[51:08]
>> well,
[51:09]
we're still noticing it.
[51:10]
>> I'm noticing it a little bit, a
[51:12]
reduction. We'll just let them speak and
[51:15]
then you'll have a chance to
[51:18]
>> um
[51:21]
>> basically the smell and uh risk of
[51:24]
contamination on the creek and uh
[51:28]
which is very close to it.
[51:30]
>> Yeah.
[51:36]
» These are two two major complaints or
[51:38]
concerns I guess lack for a better word.
[51:42]
and our yard site's really not worth
[51:44]
anything because nobody would want to
[51:46]
buy it.
[51:48]
And to me, that's that's huge.
[51:53]
And we're getting close to retirement
[51:54]
age.
[52:00]
All right, that's pretty well covers.
[52:08]
» Good. Getting close.
[52:09]
>> Yeah, that's it. I think
[52:11]
>> that's all you got for now.
[52:12]
>> For now.
[52:13]
>> Great. Thank you very much.
[52:17]
» Now, if you two would like to make
[52:19]
comments back towards comments.
[52:23]
>> You were you had something. What did you
[52:25]
want to say?
[52:26]
>> Oh, I was just commenting that I feel
[52:28]
the odor control is I've been noticing a
[52:31]
slight reduction
[52:33]
and like Ron said, it it just needs more
[52:37]
time to take effect.
[52:40]
So what happens if this doesn't work say
[52:42]
in two months time
[52:45]
>> or a year from now
[52:49]
» the
[52:50]
>> then we we worry about it then but but
[52:53]
why are we talking about
[52:56]
a hog lagoon when we're talking about a
[52:59]
domestic lagoon
[53:00]
>> because that was even closer to us.
[53:02]
>> So so this hearing today is about the
[53:05]
new one.
[53:06]
>> Okay.
[53:06]
So, we are here to today to hear
[53:09]
about the facts and to allow a new
[53:12]
lagoon to be built. That's what this
[53:15]
hearing is for.
[53:16]
>> Okay.
[53:16]
So, you've had your chance to
[53:19]
speak against. You've had your chance to
[53:22]
speak for and to respond. We have
[53:24]
another hearing in 3 minutes.
[53:32]
» So, you've you've both had your
[53:34]
opportunities to speak. That was
[53:36]
amazing. Okay.
[53:38]
>> We're not here to argue back and forth.
[53:41]
No,
[53:41]
>> we're just here to hear your comments.
[53:43]
Go ahead, Ron.
[53:45]
>> So, we're we're done. We can go now. Is
[53:47]
that what you're saying?
[53:48]
>> The hearing will be concluded in a
[53:49]
minute or two.
[53:50]
>> And then we have another hearing
[53:53]
for variation.
[53:55]
>> However, that this one will close and
[53:57]
then that one will open.
[53:59]
>> Correct.
[54:00]
>> So, this is a conditional use.
[54:03]
>> Variation is a different thing again.
[54:05]
Yes.
[54:11]
» Is it okay to save this? Um, we're just
[54:13]
trying to follow the protocols are laid
[54:15]
out to us by the province for for
[54:18]
>> and they're pretty set and we're trying
[54:20]
to follow those protocols to a tea this
[54:22]
time.
[54:23]
>> Yeah.
[54:23]
>> Okay. We're not trying to be mean or
[54:25]
anything. We're just trying to follow
[54:26]
those protocols. Okay.
[54:30]
>> Okay. Resolution 176 2026 made to
[54:33]
resolve the conditional use hearing for
[54:35]
Brookdale Holding Lagoon CU326
[54:39]
NCL be closed. Can I have a mover,
[54:41]
please?
[54:42]
>> No.
[54:43]
>> Malcolm seconder.
[54:46]
>> Dallas. All in favor?
[54:49]
Opposed?
[54:51]
Carried. Thank you.
[54:57]
Okay. 9:55 a.m. Variation Order 30926
[55:02]
NCL Brookdale Holding Resolution
[55:05]
177206.
[55:07]
Be it resolved that council open a
[55:09]
public hearing for a variation order
[55:12]
number 0926
[55:15]
MCL Brookdale Holding Lagoon to consider
[55:18]
the variation to decrease the minimum

[56:28]
» Same thing for you guys want to talk
[56:30]
first on this.
[56:34]
I I think I made my comment in the
[56:37]
beginning
[56:38]
>> with this.
[56:39]
>> We're talking about why you need to
[56:40]
change the the location. Oh, you're moving it down from 125 is what
[56:44]
the rule is, but you're you're you're
[56:46]
going closer to the property line by 295
[56:49]
>> to to stay away from the creek more
[56:54]
and to fit it in for 200 people.
[57:01]
We went closer to the road away from the
[57:02]
creek. That'd be the reason.
[57:08]
>> to stay away from the creek.
[57:09]
>> What did you say about 200 people?
[57:11]
>> So, we could make it for 200 people.
[57:13]
>> Large enough.
[57:14]
>> Okay. Gotcha.
[57:17]
>> Cuz this day and age, you have to They
[57:19]
don't let you make one for 100. Take a
[57:22]
happy medium and then you make it for
[57:23]
200.
[57:25]
>> How much is your
[57:27]
>> 95?
[57:30]
Anything
[57:35]
else you'd like to say, Joey? Joel,
[57:38]
>> Joy explained it pretty good.
[57:44]
» Good. You're done for now.
[57:47]
>> Okay. Uh Ron, Kathy, comments. Go ahead.
[57:52]
>> Um basically the same thing there.
[57:55]
proximity
[57:56]
>> proximity to the motor and the uh road
[58:00]
allowance
[58:01]
>> and to us.
[58:06]
The first one was too close to the road.
[58:08]
This one has to be even closer I would
[58:10]
think
[58:11]
>> to the main road. I'm sorry.
[58:14]
>> It was close. The first one was had to
[58:16]
get a variance and this one needs one
[58:19]
cuz it's even closer I would think.
[58:28]
You don't mind? Yeah, we're in the
[58:31]
middle of a public hearing.
[58:38]
» Yeah, that's about it. Yeah.
[58:44]
» Any other comments, Ron? Kathy.
[58:49]
Uh, any more comments, Joe? Joey,
[58:55]
» we'd like to use it.
[58:57]
>> We'd like to use before the other one
[58:58]
gives up and causes us environmental
[59:00]
damage.
[59:01]
>> So, you haven't been using it yet?
[59:03]
>> No,
[59:04]
>> it's built though.
[59:05]
>> I understand.
[59:07]
>> Just clarifying.
[59:16]
» No more comments. Either one of you is

[1:00:04]
>> We now have another public hearing for

[1:00:10]
>> Oh, you'll discuss.
[1:00:12]
>> So, you guys will do a vote or
[1:00:15]
>> Today, is Yep. Today is the decision.
[1:00:20]
>> Thank you guys.
[1:00:21]
>> No, I have a copy, but um
[1:00:24]

[1:00:28]
>> Okay. Thanks for all your help.
[1:00:30]
>> Thank you guys. Have a good one.
[1:00:39]
I have filmed this. I have
[1:00:44]
>> You got five minutes here before the

next one. Okay.
[1:00:48]
>> Yeah. Five minutes before the next one
[1:00:50]
begins. If you need a copy.
[1:01:15]
Yes,
[1:01:17]
keep those.
[1:01:21]
» Yeah, keep on as long as you have one of
[1:01:24]
them.
[1:01:24]
>> Okay.
[1:01:34]
perfect.
[1:01:35]
>> No, this one should be very standard.
[1:01:40]
» So, I've got I have these two
[1:01:45]
» turns
[1:01:49]
and I have gotten so
[1:01:54]
the last 20 years that
[1:02:00]
got to be honest. That's pretty
[1:02:01]
disappointing email.
[1:02:07]
» I
[1:02:08]
didn't see a thing.
[1:02:53]
That's a good mate. That's a doctor. The
[1:02:55]
other
[1:02:58]

[1:03:00]
one is coming through pilot.
[1:03:04]
>> Nice guy.
[1:03:04]
>> Perfect.
[1:03:07]
>> Cattle got processed.
[1:03:08]
>> And when's she?
[1:03:10]
>> I honestly I up till the end of the end
[1:03:14]
of July.
[1:03:15]
>> Yeah, it's July.
[1:03:20]
Are they going to be moving here? So
[1:03:23]
hoping
[1:03:27]
» got away from a small truck.
[1:03:30]
>> That was
[1:03:44]
Thank you.
[1:03:53]
going to do it again?
[1:04:25]
We make it.
[1:04:27]
>> Yes. And she's got a mother now.
[1:04:30]
One of my two I had twobody
[1:04:33]
here for this one. Okay.
[1:04:37]
>> She's a pastor running around. Catching
[1:04:39]

[1:04:42]
So you deal one minute

[1:05:55]
Go ahead. Joel.
[1:05:56]
So we have variation or application uh
[1:06:01]
11-26-
[1:06:02]

[1:06:07]

[1:06:15]
road 79 north they would like to reduce
[1:06:18]
the front yard setback from 125
[1:06:22]
uh in the AR zone to 55 ft to construct
[1:06:27]

[1:06:29]
They had purchased this property
[1:06:32]
in the fall. It was part of the Bray
[1:06:34]
subdivision of 24. Um I have no issues
[1:06:38]
with it
[1:06:42]
at all. It's kind of You guys seeing the

[1:07:17]
it?
[1:07:18]
>> Well, she
[1:07:19]
>> just the way it is. Yeah,
[1:07:21]
>> she did send this one. She did somewhat
[1:07:23]
measured. I measured it on assessment,
[1:07:25]
too.
[1:07:25]
>> Okay.
[1:07:26]
>> And like the house is already closer
[1:07:28]
than 125 ft, but it's existing. So,
[1:07:30]
>> okay.
[1:07:31]
>> It's behind the tree line. Um, they
[1:07:34]
don't want to take any more bush away in
[1:07:36]
the south. So,
[1:07:39]
>> that
[1:07:41]
down. I think the road allowance is
[1:07:43]
actually
[1:07:45]
road is
[1:07:46]
>> she might have measured
[1:07:47]
>> maybe not quite where the road allowance
[1:07:49]
is
[1:07:50]
>> how it veers
[1:07:52]
>> okay
[1:07:52]
>> across
[1:07:55]
>> just because of the lay of the land
[1:07:57]
>> if you look at the actual property maps
[1:07:59]
it's pretty close
[1:08:01]
>> Google maps it shows it off a bit
[1:08:04]
>> but this isn't a main road either
[1:08:05]
>> no it's not a main road
[1:08:11]
any other comments That's one goal.
[1:08:14]
That's good. Nobody here to speak for or

[1:09:02]

[1:09:26]

[1:09:27]

[1:09:33]
>> Dre Grayson Reev.
[1:09:35]
>> Valerie Enra interimm CIO.
[1:09:38]
>> Welcome counselor. Rob Van Comr
[1:09:40]
Counselor.
[1:09:41]
>> Nice to meet you guys. I'm Richard Zog
[1:09:43]
and um I've been living in the area in
[1:09:46]
Fair View for about four years now. I
[1:09:49]
live at 61164
[1:09:51]
the old Fairview school uh one one mile
[1:09:55]
north one mile west of the five. So it's
[1:09:57]
like yeah
[1:09:59]
by the field if you guys know where that
[1:10:02]
is. So back in March like beginning of
[1:10:06]
spring when start the the snow start me
[1:10:08]
nothing and you can see the grass I came
[1:10:10]
here to address a concern and to present
[1:10:13]
a solution for it. However I got pushed
[1:10:16]
away toward the foreman of the public
[1:10:19]
service to contact them directly. So I'm
[1:10:23]
too nice. So I'm like okay I contacted
[1:10:25]
um
[1:10:27]
Mr. Matt I believe Matt. So, and um I
[1:10:32]
told him situation and he he kind of
[1:10:35]
also shoved me down. I'm like, "Hey, we
[1:10:37]
own that part uh before I get to the
[1:10:40]
problem. We own it. We maintain it. So,
[1:10:42]
you don't have to worry about it." So,
[1:10:43]
this kind of the deal. So, the problem
[1:10:46]
was that I was coming here to address
[1:10:48]
that during the winter season when the
[1:10:50]
snow plow can plow the roads, which is
[1:10:53]
great. They put that blade way too low
[1:10:56]
on the ground and they dig up all the
[1:10:59]
gravel and they push it all in the
[1:11:01]
ravines on those ditches on the side of
[1:11:03]
the road. So if there is too much snow,
[1:11:06]
I understand. But if there's no snow, I
[1:11:08]
don't know why they plow it. And this
[1:11:10]
past season, they plow it every day.
[1:11:12]
Even there's no snow, they keep pushing
[1:11:13]
and every year those rocks are getting
[1:11:16]
more and more. So they keep putting that
[1:11:18]
blade low. So my solution was can you
[1:11:22]
make sure that the next season and the
[1:11:24]
next season put that plate like 1 in or
[1:11:27]
2 in cars still drive you put that
[1:11:30]
thickness on the gravel so it doesn't
[1:11:32]
make damage to cars and properties and
[1:11:35]
you'll be safe so you don't have to
[1:11:36]
worry about uh clean up after that.
[1:11:41]
So
[1:11:43]
Matthew Matt pushed me away and shut me
[1:11:46]
down. So I came here another week or two
[1:11:48]
and I believe I talked to Miss Valerate
[1:11:51]
and he told me send it by email. I'm
[1:11:53]
like okay because my job is not to talk
[1:11:56]
to the foreman. You have over 2,000
[1:11:58]
people in the RM and everybody have a
[1:12:00]
complaint talk to the your employees. I
[1:12:03]
think those employees going to lose
[1:12:04]
their mind and that's not acceptable.
[1:12:06]
They come here to address their concern
[1:12:08]
and you vet the problems and address
[1:12:10]
their employees accordingly. However,
[1:12:14]
as Miss Valerie said, I sent an email.
[1:12:16]
I'm like, "Here's the concern. Here's
[1:12:18]
the picture." I sent the picture. I
[1:12:20]
believe I don't know if you have them. I
[1:12:21]
didn't print them because you have them
[1:12:22]
on the email.
[1:12:24]
>> Few weeks later, no answer. So, I I
[1:12:27]
replied back. I'm like, "Hey, any update
[1:12:29]
on my concern?" No answer. And I don't
[1:12:33]
know if you're tracking my email. I
[1:12:35]
believe I send it to everybody. So, I
[1:12:37]
start sending it to you, sir. And after
[1:12:39]
that all the words and then I'm like the
[1:12:44]
answer is like oh you get the answer.
[1:12:46]
I'm like no I didn't get answer the
[1:12:48]
answers that I got or that's unfortunate
[1:12:50]
there's rocks in your property.
[1:12:53]
So Matt said because that's ground land.
[1:12:55]
That's a public land. You guys own it.
[1:12:57]
You you maintain it. And he he he mows
[1:13:00]
it in the summer. They don't mow it.
[1:13:02]
I've been living four years there. I've
[1:13:04]
been mowing it every year. And I bet
[1:13:06]
anybody live in the countryside wait for
[1:13:09]
you guys to mow it. Every residential
[1:13:12]
home they take pride of their property.
[1:13:14]
They mow that ravine and ditches around
[1:13:17]
the house for the the m maintenance of
[1:13:20]
their and the view of their property.
[1:13:23]
So what I wanted in the beginning is if
[1:13:28]
somebody come address these rocks,
[1:13:31]
sweep them back on the road. My neighbor
[1:13:33]
had to buy a sweeper and another
[1:13:35]
neighbor had to rent a sweeper for to
[1:13:37]
sweep them. I don't have as much
[1:13:39]
chocolate as they have and I try to rake
[1:13:41]
it by hand. It's undoable.
[1:13:44]
So
[1:13:46]
I understand you're not going to please
[1:13:48]
everybody. You're not like you have
[1:13:51]
maybe small little equipment and a big
[1:13:53]
area to cover. But the way the situation
[1:13:56]
was handled I believe it's unacceptable.
[1:13:59]
I should have been listened to from the
[1:14:00]
beginning. Even the answer is not
[1:14:03]
doable, at least I should have like I
[1:14:06]
said, hey, I'm here to address a
[1:14:08]
problem. I should been listened to. Even
[1:14:10]
the second time or the third time, I
[1:14:12]
should been answered to back because I
[1:14:14]
asked for an update on my request
[1:14:16]
multiple times. And I have a baby. I
[1:14:18]
brought the baby here multiple times and
[1:14:20]
she's like 3 months old at that time and
[1:14:22]
I shouldn't have to. So that's my
[1:14:25]
concern.
[1:14:30]
I believe Mr. Rod, you said something in
[1:14:32]
the email that you did something in the
[1:14:34]
past.
[1:14:34]
>> We clarified that this morning. Yes, I
[1:14:36]
did. And I was
[1:14:37]
>> I don't know what you meant.
[1:14:38]
>> Well, it was two two years ago that was
[1:14:42]
really soft and the graders made ruts in
[1:14:45]
soil and they pushed it up. And that's
[1:14:47]
what I was misunder I was I misspoke
[1:14:50]
when I said rocks. It was more like saw
[1:14:52]
that the guys went out and cleaned up.
[1:14:55]
So if you go if you go through any of
[1:14:57]
the subdivisions and look, there's
[1:14:59]
always rock and like it's right if you
[1:15:02]
can leave your blade up.
[1:15:03]
>> But when you're traveling in snow with a
[1:15:06]
car or a truck or big trucks and your
[1:15:08]
road is heavily used truck route through
[1:15:11]
there
[1:15:12]
>> and that the snow holds the rocks up
[1:15:15]
like it doesn't rocks just don't sit on
[1:15:16]
the ground all the time when there's
[1:15:18]
snow. So they they sometimes they all
[1:15:21]
make a mistake for sure, but it's almost
[1:15:24]
impossible to keep rocks out of the
[1:15:26]
grass. Almost impossible. They can try
[1:15:30]
all they want. They can stay up that
[1:15:31]
high, but there's still going to be
[1:15:32]
rocks in that snow.
[1:15:33]
>> So wouldn't that be any other program to
[1:15:36]
clean up the rocks back to the road?
[1:15:38]
Because you maintain that ditch with
[1:15:40]
plowing with the mowing it in the
[1:15:42]
season,
[1:15:43]
>> but you maintain the side attached to
[1:15:46]
the road, not the side to work the
[1:15:48]
houses. I see it like I I I live in the
[1:15:50]
county. I I take the county road to
[1:15:52]
work.
[1:15:52]
>> I live very close to you. So, yes, I
[1:15:54]
understand.
[1:15:54]
>> So, I see it.
[1:15:56]
>> So, I we talked about this morning and
[1:15:59]
it's hard to it's hard for us to
[1:16:02]
>> Well, we don't any other subdivisions
[1:16:05]
like where this has occurred. We've
[1:16:07]
never gone in and cleaned it up. It's
[1:16:08]
been the same response. We don't go and
[1:16:10]
clean up the stones. No matter what at
[1:16:12]
the end of the fall when they're grading
[1:16:14]
the roads, we don't know when the snow
[1:16:15]
is going to come. One side of the road
[1:16:17]
or the other has to have that wind row
[1:16:19]
gravel left. And when the graders are
[1:16:21]
traveling at the speeds they do to get
[1:16:23]
across the roads cuz they have to
[1:16:24]
maintain a certain speed otherwise they
[1:16:26]
can't throw the snow back.
[1:16:28]
>> The the grater has tendency also to
[1:16:30]
bounce and to maintain that perfect
[1:16:31]
level to stop the stones. can't help it
[1:16:34]
because they're over that road hundreds
[1:16:36]
of times over the winter to keep it
[1:16:38]
clear. And there may not be a drift in
[1:16:39]
front of your house, but there might be
[1:16:40]
one at the tree line half mile down. So,
[1:16:42]
they got to get they do it all. It
[1:16:43]
doesn't matter.
[1:16:45]
>> And I
[1:16:46]
>> I don't think we can get worry about
[1:16:48]
getting into all the excuses and things
[1:16:52]
happen. It happens everywhere and it's
[1:16:54]
just a fact of life that's out there. So
[1:16:57]
I came here with the expectation to hear
[1:16:59]
those answers but I offered the solution
[1:17:01]
which now I understand the solution is
[1:17:03]
not doable either. However the way it

How long like how long is it? We can say

how long it can be 20 years, but who's

going to maintain it for 20 years,
[1:20:54]

[1:20:55]
>> So, their license will be covered by the

[1:20:59]
>> Yes.
[1:21:01]
province has authority over that. They
[1:21:05]
in their license, it tells how they act
[1:21:07]
that.
[1:21:08]
>> Yeah.
[1:21:08]

be request uh landscaping trees around

[1:23:02]
like
[1:23:02]
>> Right.
[1:23:03]
>> Yeah. how to fix something or help
[1:23:05]
something
[1:23:05]
>> to help in the best possible way like
[1:23:08]
Landscaping trees is a pretty broad
[1:23:10]
spectrum, but I agree with you.
[1:23:12]
>> Put a shelter belt in.
[1:23:13]
>> How do you
[1:23:14]
>> We can help fund the shelter belt.
[1:23:16]
>> Yeah, we can fund a shelter belt for
[1:23:19]
sure.
[1:23:19]
>> Yeah,
[1:23:20]
>> but like do
[1:23:22]
>> and multiple row, right? Multiple row.
[1:23:25]
>> Well, what does multiple mean? Two.
[1:23:29]
>> They got two there now.
[1:23:30]
>> Yeah, I know.
[1:23:31]
>> Yeah. So, I would I would assume like
[1:23:34]
the shelter belt the guys put in last
[1:23:36]
year was four rows. I put three in this
[1:23:39]
year.
[1:23:40]
>> I think to the east of this lagoon,
[1:23:43]
there's probably room there to put eight
[1:23:46]
or 10 rows of shelter belts cuz they're
[1:23:48]
not in there.
[1:23:49]
>> Yep. And that'll be wasted.
[1:23:51]
>> Why Why couldn't that be something like
[1:23:54]
the Boy Scouts used to plant their trees
[1:23:55]
and have a whole plantation in there?
[1:24:00]
That would be
[1:24:01]
>> um
[1:24:02]
>> And is there a way to word the shelter
[1:24:04]
belt so that it is coniferous trees and
[1:24:06]
not deciduous?
[1:24:08]
>> Well, like you're on they're on the
[1:24:10]
corners of that when you put in those
[1:24:12]
trees. E like I hate those things, but
[1:24:14]
these they grew good e and fast. Those
[1:24:17]
are not spruce trees per se, but that
[1:24:19]
>> Yeah. Scotch vines. And they grow fast.
[1:24:23]
>> And if you put enough of them in there,
[1:24:24]
it' be very thick.
[1:24:25]
>> They grow well in that type of land,
[1:24:27]
too.
[1:24:27]
>> Yeah.
[1:24:29]
That's something Watershed could help
[1:24:31]
with. Could they not on something like
[1:24:32]
that, Jiren?
[1:24:34]
>> Yeah,
[1:24:35]
>> we have our programs and our own
[1:24:37]
programs.
[1:24:39]
>> Well, they say they're using a new
[1:24:40]
treatment, too. So,
[1:24:42]
>> I think like they are trying to mitigate
[1:24:44]
it. They're putting more oxygen into
[1:24:47]
them and stuff like that. So,
[1:24:49]
>> and this isn't for the hogs when you're
[1:24:53]
>> But they're also treating that, too.
[1:24:55]
>> Yeah. Well, that's the one that smells
[1:24:57]
the worst.
[1:24:58]
>> The orange one is what smells. So,
[1:25:00]
that's what's difficult um to keep in
[1:25:03]
mind.
[1:25:05]
>> But but like Ray said, if we we build
[1:25:08]
that east end, like a nice forest in
[1:25:12]
there, that'll help a lot.
[1:25:13]
>> Could we not do that separately from
[1:25:15]
this resolution since this is for the
[1:25:17]
other lagoon that's on the
[1:25:20]
>> Whatever. Yeah, whatever. However, we do
[1:25:22]
it
[1:25:23]
>> because I'm not familiar with this area.
[1:25:25]
Is this lagoon in the same place as the
[1:25:27]
other one?
[1:25:28]
>> Yes.
[1:25:29]
>> So these trees to the west of it.
[1:25:31]
>> They already have some trees in.
[1:25:32]
>> So the trees would just need to be
[1:25:34]
expanded. Would it also improve
[1:25:36]
>> the new improved for the new one? Okay.
[1:25:39]
So um
[1:25:41]
>> question about the license once this new
[1:25:43]
lagoon is in place. This is one thing I
[1:25:44]
never caught. Does the old one get
[1:25:46]
decommissioned?
[1:25:47]
>> No.
[1:25:49]
>> Okay. I just check.
[1:25:50]
>> And I think they're going to use it as a
[1:25:51]
like a backup.
[1:25:53]
>> Okay. I think so. Like whether the pig
[1:25:57]
manure is going in the first one. I
[1:25:59]
think that's probably what they're going
[1:26:00]
to do is keep the pig manure going in
[1:26:02]
the first one. Yeah.
[1:26:03]
>> And the second one's for the the
[1:26:06]
>> slaughter house and
[1:26:07]
>> overflow. Yeah.
[1:26:08]
>> Well, it'll be for the the colony and
[1:26:10]
the slaughter house.
[1:26:11]
>> Yeah, that's what it's for.
[1:26:14]
>> So,
[1:26:16]
>> but this was licensed and didn't dry
[1:26:18]
stills have the chance to the province
[1:26:21]
during all of that. So like,
[1:26:22]
>> yeah,
[1:26:23]
>> it's not really up to us to enforce
[1:26:25]
these type of things. It should be on
[1:26:26]
the provincial side.
[1:26:28]
>> We can help out with the trees. I think
[1:26:30]
we should do that, but I don't know if
[1:26:32]
we need to put that in this.
[1:26:34]
>> But as far as this what we're talking
[1:26:36]
about here, do we need any more than
[1:26:38]
what there is
[1:26:39]
>> right there right now?
[1:26:40]
>> I I it's up there now. And I changed it
[1:26:42]
around a little bit. Um so I just said
[1:26:46]
it's whereas who you know it's happening
[1:26:49]

was what the original recommendation

came from fire chief and we because it
[1:46:31]
was do you have a copy of um the
[1:46:33]
spreadsheet that Teresa had given us for
[1:46:36]
comparison cuz the proposal we had done
[1:46:40]
when it was broken down by what was
[1:46:42]

[1:46:44]

[1:47:00]
thinking about doing like the extra what
[1:47:03]
was the proper word, but the actual um
[1:47:05]
payment to the fire chief, it was going
[1:47:08]
to be tough to break down exactly what
[1:47:12]
was listed in there for, you know, keep
[1:47:15]
it clear for staff going forward as to
[1:47:18]
was this in the payment or is this on
[1:47:22]
hourly? It get it gets really overly
[1:47:24]
complicated. So the way it was proposed,
[1:47:27]
it was that blanket per and like for
[1:47:30]
staff doing the payroll, it was um
[1:47:33]
really favorably looked upon to keep it
[1:47:35]
simple the way it was asked cuz it was

cheaper in the end for us too.

[1:48:34]
>> So, current rates are these. And you can
[1:48:37]
see they're kind of all over the map
[1:48:38]
trying to remember who's at this
[1:48:40]
different level.
[1:48:42]
And
[1:48:43]
>> that's what we proposed.
[1:48:44]
>> That's what Yeah. NCL proposed.
[1:48:49]
And uh this is what they proposed. And
[1:48:52]
so when you look over here,
[1:48:56]
the green is what we said it would work
[1:48:59]
out to.
[1:49:01]
>> Yeah. And there are 600
[1:49:02]
>> a little bit less
[1:49:04]
>> with lot less attention to detail
[1:49:09]
>> when it comes time to doing the payroll.
[1:49:10]
>> Yeah. You actually save money there
[1:49:13]
>> just in the staff time
[1:49:14]
>> in the administration time. Yeah. Any
[1:49:18]
other comments, questions?
[1:49:21]
>> So, there's going to be no for class

[1:49:25]
>> Nope.
[1:49:26]
>> Okay. Can you go up a little bit,
[1:49:29]
please?
[1:49:33]
» You see? Okay.
[1:49:34]
>> Yeah.
[1:49:36]
All the bottom seven or eight or
[1:49:38]
10 were all higher, but there's lower
[1:49:39]
ones up at the top there.
[1:49:43]
Part of the problem I think was that we
[1:49:46]
were considering like indemnities
[1:49:49]
>> and and how would you and and not to say
[1:49:52]
that this couldn't come part of your
[1:49:55]
eventual eventual but what is all
[1:49:59]
covered in the indemnities.
[1:50:02]
Um and that would have to be really clear. So that would be something
[1:50:05]
to consider for
[1:50:07]
um more discussion later. Um but
[1:50:14]
» yeah I was pleasantly surprised by the
[1:50:16]
breakdown
[1:50:17]

>> Love to Dallas seconder.
[1:53:28]
>> Harold
[1:53:30]
questions.
[1:53:33]
It's uh we haven't approved this yet,
[1:53:36]
right? The the the grant application you
[1:53:39]
sent it to us, Senator Dave, there's a
[1:53:41]
few
[1:53:42]
>> so technically we can't approve this at
[1:53:44]
this point.
[1:53:45]
>> So the reason I put this on the agenda
[1:53:47]
is because we were receiving information
[1:53:49]
from uh from obviously they're looking
[1:53:53]
for
[1:53:54]
a hope a hope to start.
[1:53:57]
>> Yeah.
[1:53:57]
>> And so I I can't ignore that this
[1:53:59]
information is coming. However, it seems
[1:54:01]
it does seem premature because I only
[1:54:03]
just created a a grant application. Now,
[1:54:06]
you've never required it before of other
[1:54:08]
uh of other groups. But what is your
[1:54:11]
process that you wish to have? Um do you
[1:54:15]
now want to take this grant application
[1:54:19]
that should it be approved? Um so, first
[1:54:22]
of all, number one, should we approve
[1:54:23]
this grant application that I've
[1:54:24]
created? Number two, the process around
[1:54:27]
it. should it then now be given to the
[1:54:29]
eins to fill out so that you begin your new process and then um so
[1:54:39]
I I know where you're coming from
[1:54:40]
Robbie.
[1:54:41]
>> It's just a couple day change over right
[1:54:42]
like if we we just have it in here that
[1:54:46]
we can we review it and like it and
[1:54:49]
prove it. It's just a matter of
[1:54:51]
approving whatever and then giving it to
[1:54:54]
I think we give it
[1:54:55]
>> be like a condition in here upon
[1:54:58]
approval of
[1:54:59]
>> well the the point of the application is
[1:55:02]
to keep them
[1:55:03]
>> honest or should we be just tableabling
[1:55:06]
this until we get
[1:55:08]
>> like how we want to do it all
[1:55:09]
>> I hate to see it wait a month like I
[1:55:11]
know that there's other projects that
[1:55:12]
are are coming that really are
[1:55:15]
interested in starting right away so if
[1:55:18]
we can approve ASAP
[1:55:22]
the grant application. We can hand the
[1:55:24]
grant application over and hopefully
[1:55:27]
with within 2 or 3 or 4 days we get some
[1:55:29]
of those back in
[1:55:31]
>> and we could approve them through an
[1:55:32]
email, you know, something like that cuz
[1:55:35]
we basically already have to a point,
[1:55:37]
right?
[1:55:38]
>> Like like verbally we have
[1:55:40]
>> these are all part of your wish list,
[1:55:42]
right?
[1:55:42]
>> Yes.
[1:55:43]
>> And so so you've you've spoken of it to
[1:55:46]
them. They're eager and wanting to grab
[1:55:49]
hold of this, but you have not formally
[1:55:52]
approved all of those
[1:55:55]
amounts and the purposes for because it
[1:55:57]
was all a bit of a chicken and an egg
[1:56:00]
and who's who's ready and who's not.
[1:56:02]
>> Like I think your your proposal you sent
[1:56:05]
out the other day is not a bad idea, but
[1:56:07]
it's a little late for this year almost.
[1:56:11]
>> Well, I think that's what we're talking
[1:56:12]
about right here. Is it too late? You
[1:56:13]
know, we're a little we I think we could
[1:56:16]
almost in my mind I kind of thought
[1:56:18]
maybe we could approve what we have
[1:56:19]
already pro projected,
[1:56:22]
but going forward for the next year, it
[1:56:25]
would give people time to fill those
[1:56:27]
forms out and get them in on time.
[1:56:30]
>> Yeah. Like uh like if Edens does a bud
[1:56:33]
have if they did a budget already, then
[1:56:36]
they know basically what they're after.
[1:56:38]
They have a size, they have this and
[1:56:39]
that and you went through it where
[1:56:41]
they're getting their all their money,
[1:56:42]
right?
[1:56:42]
>> Yeah. So you you already know what they
[1:56:45]
want.
[1:56:45]
>> It's just
[1:56:47]
the actual like we should
[1:56:49]
>> the formality of signing the paper.
[1:56:51]
>> We should be Yeah. Like Bella said to
[1:56:53]
me, she said, you know, like we we
[1:56:55]
wanted to make sure like it's legit,
[1:56:57]
like it's
[1:56:58]
>> professional.
[1:56:59]
>> Yeah.
[1:57:00]
>> So, I mean, I understand the process
[1:57:03]
>> and and the like the the museum here,
[1:57:05]
like there's a couple that are really
[1:57:07]
>> Yeah.
[1:57:08]
like and and it'll be no time at all to
[1:57:11]
get these couple once we approve this or
[1:57:14]
we can approve them without that for
[1:57:16]
now. Two or three of them if you want
[1:57:19]
and it's here right in the past we've
[1:57:22]
approved them like this.
[1:57:23]
>> Yes.
[1:57:24]
>> I I don't see it being a problem
[1:57:25]
approving the ones we've got here now
[1:57:28]
and then we ask for these forms to be
[1:57:30]
filled out or give them to them for
[1:57:32]
future and try to continue forward from
[1:57:35]
this point.
[1:57:36]
>> It's whatever. Yeah. I don't think it's
[1:57:37]
an issue like we could still fill out
[1:57:39]
the form for Adrian and just have it in
[1:57:41]
the file, right?
[1:57:43]
>> It can still it's not an issue of the
[1:57:45]
paperwork being done just to keep apples
[1:57:48]
to apples and just have it all nice and
[1:57:50]
tidy and
[1:57:51]
>> it would be nice having form done future
[1:57:53]
stuff. already started
[1:57:56]
>> but I mean
[1:57:57]
>> but for this one I think we could
[1:57:59]
>> they are under
[1:58:01]
>> it is our building
[1:58:03]
>> and
[1:58:04]
>> it is our asset is it not in the end
[1:58:06]
>> completely
[1:58:06]
>> yeah and we've approved stuff for
[1:58:08]
Brookdale and other facilities very
[1:58:10]
similar to this
[1:58:12]
>> it's just the fact that it's coming from
[1:58:13]
a new clump and a different little
[1:58:16]
project base
[1:58:17]
>> so I I I added
[1:58:20]
uh approve this grant to assist with
[1:58:23]
this Innovation subject to the
[1:58:25]
completion of uh grant application with
[1:58:28]
the civil grant.
[1:58:31]
>> Okay with that Harold edition.
[1:58:33]
>> Yeah. Like I kind of thought we were
[1:58:35]
putting the cart ahead of the horse as
[1:58:37]
they say when you haven't got the kind
[1:58:39]
of
[1:58:40]
>> haven't sure you've got the grant yet.
[1:58:42]
>> Making a wagon as we went here because
[1:58:44]
this was a new thing for us to do.
[1:58:46]
>> This is our grant. Yeah. It's the money
[1:58:48]
we already have been granted to us.
[1:58:50]
We're not awaiting approval to get the
[1:58:52]
money. It's a it's a kitty that we have
[1:58:54]
sitting that we have to use this year.
[1:58:56]
Then these are projects that we want to
[1:58:57]
see done. So
[1:59:00]
>> no excitedly.
[1:59:01]
>> Yeah.
[1:59:02]
>> With that addition there to everything%.
[1:59:05]
>> Yeah.
[1:59:06]
>> Any other discussion?
[1:59:08]
>> All in favor?
[1:59:10]
>> Opposed? Okay.
[1:59:12]
>> Very excited to get there.

[2:01:12]
Oh, just wait a minute. I got to read

resolved the council approve the
[2:01:19]

[2:01:25]
» to be determined.
[2:01:26]
>> Yeah. So, to be
[2:01:27]
>> to be determined
[2:01:29]

[2:01:36]
>> Yeah.
[2:01:37]
>> Right.
[2:01:37]
>> Yeah.
[2:01:38]
Well, that's the thing too, like we had
[2:01:40]
talked about this in general to put
[2:01:42]
towards, you know, tables and chairs or
[2:01:46]
whatever originally. So,
[2:01:48]
>> but what number did we put there? We
[2:01:49]
were talking about 30,
[2:01:53]
>> but now with this new info coming in, we
[2:01:56]
don't exactly know the number that
[2:01:59]
joint.
[2:02:00]
>> I don't think we put anything down for
[2:02:02]
to be honest with you. Well, back in the
[2:02:04]
infrastructure, you you talked about
[2:02:06]
tables and chairs and I think it was
[2:02:08]
about 25 is what I thought.
[2:02:10]
>> But is that is that from the
[2:02:13]
>> strategic infrastructure?
[2:02:14]
>> But I I didn't think we're going to want
[2:02:16]
to do that because that's joint,
[2:02:19]
right? Is that not a joint or is that
[2:02:21]
>> Yeah, we
[2:02:22]
>> So we have
[2:02:24]
>> if if it's joint
[2:02:26]
and we put money in.
[2:02:28]
>> Is the town going to
[2:02:30]
>> No,
[2:02:30]
>> the town the town is already putting
[2:02:32]
they've already put their 150. They've
[2:02:34]
committed their 150 so that these
[2:02:37]
services can be assured to go in.
[2:02:40]
>> And so we did that. We we agreed on half
[2:02:43]
of that. Did we not?
[2:02:44]
>> We have not because we haven't told the
[2:02:46]
actual number. They thought 150 would
[2:02:49]
guaranteed to cover whatever it might
[2:02:51]
be, but we don't know what that number
[2:02:53]
was. So, in my notes from our chats for
[2:02:56]
infrastructure,
[2:02:58]
>> I thought we had said about the 30.
[2:03:02]
>> Yeah. But why would we give money to
[2:03:04]
tables and chairs when they're looking
[2:03:05]
for money for infrastructure
[2:03:07]
>> cuz it was before we hadn't known this.
[2:03:10]
We weren't we didn't have a request in
[2:03:11]
at the time. So we were considering
[2:03:14]
giving towards stuff they're going to
[2:03:16]
need to get open and then after the fact
[2:03:19]
at joint it had come up that they didn't
[2:03:23]
have a request into us for getting the
[2:03:25]
services to the building. So instead of
[2:03:28]
using for tables and chairs out of the
[2:03:30]
strategic infrastructure, use that
[2:03:33]
>> towards our potential half of that or
[2:03:36]
whatever we plan to do towards that 150
[2:03:40]
>> once we get price.
[2:03:43]
>> Yeah.
[2:03:44]
>> Whatever your portion was. So we could
[2:03:46]
instead of giving this as the gift
[2:03:48]
towards things they need to open, we
[2:03:51]
were I think the chat kind of shifted
[2:03:54]
>> to be the infrastructure they need to
[2:03:56]
get their RTM picked up.
[2:04:00]
>> There's a lot of stuff here should have
[2:04:02]
been discussed and put in place
[2:04:06]
>> and planning done.
[2:04:07]
>> Yeah, this was better. This is
[2:04:09]
>> well was two years ago we were told it
[2:04:11]
was like a max maybe 40.
[2:04:14]
how greedy did that.
[2:04:15]
>> Yeah, exactly. So, since then with
[2:04:18]
shifting of
[2:04:20]
>> folks it was uh the new number is
[2:04:22]
potentially the 150 and half of that.
[2:04:24]
>> When are they thinking of starting
[2:04:26]
putting shovels in the ground?
[2:04:28]
>> Um
[2:04:30]
concrete should be in this fall. I guess
[2:04:32]
this this
[2:04:33]
>> what I'm getting at is wants to start
[2:04:35]
their ren.
[2:04:37]
>> Yeah, there's no issue tableing this a
[2:04:38]
month,
[2:04:39]
>> but this one we actually get a number of
[2:04:41]
what the infrastructure is going to be.
[2:04:43]
table and request a grant application be
[2:04:46]
filled out with a number.
[2:04:47]
>> Yeah,
[2:04:49]
>> we're not
[2:04:50]
>> it's okay. And if this isn't used from
[2:04:51]
that pot, that's fine.
[2:04:53]
>> Well, it
[2:04:54]
>> but it's going to have to come from
[2:04:56]
somewhere.
[2:04:57]
>> No, I realize but that
[2:04:59]
>> but I know it's not the vision of this
[2:05:00]
pot of money. I
[2:05:01]
>> like that. That's that's my hard feeling
[2:05:03]
on that is that this other money was it
[2:05:06]
is for stuff like that, but nothing else
[2:05:08]
is joint,
[2:05:10]
>> right? like it's just born from Peter to
[2:05:13]
pay Paul, but it's principal
[2:05:16]
>> to me.
[2:05:18]
>> I guess it's just whatever you want that
[2:05:20]
strategic infrastructure money to be
[2:05:23]
used for.
[2:05:24]
>> So that was your wish list. In the
[2:05:27]
meantime, you've learned about an
[2:05:29]
obligation that you probably have on a
[2:05:31]
joint
[2:05:32]
>> Yeah.
[2:05:32]
>> venture that
[2:05:35]
you you now need to provide funds for.
[2:05:38]
>> Perhaps you shift. Yeah.
[2:05:40]
>> What you want to adhere to that
[2:05:42]
>> just so that you have because otherwise
[2:05:44]
it's not in your budget,
[2:05:46]
>> right?
[2:05:50]
» Yeah.
[2:05:51]
>> But then there we're only talking of
[2:05:52]
taking some of these funds of the from
[2:05:55]
this strategic infrastructure reserve
[2:05:57]
fund
[2:05:58]
>> which was 30,000 we were talking about,
[2:06:00]
was it not?
[2:06:02]
>> That's what I had as a number.
[2:06:05]
» I just don't remember. It's fine.
[2:06:07]
>> Yeah.
[2:06:09]
But that would be all we're talking
[2:06:11]
about is that $30,000.
[2:06:13]
>> Yeah. So, I guess there's two things to
[2:06:14]
talk about how you want to pay it and
[2:06:17]
how much you want to pay it.
[2:06:19]
>> Yeah. And we had said we're not really
[2:06:21]
going to lock down what we're going to
[2:06:22]
pay till we find out what the number's
[2:06:24]
going to be. I think worst case scenario
[2:06:26]
is the 75
[2:06:29]
>> each.
[2:06:30]
>> Yeah. each.
[2:06:35]
20. 20 was guard here.
[2:06:44]
» Do you want to table this or do you want
[2:06:47]
we put 20 in there as a dollar figure
[2:06:49]
for now that we're going to go forward
[2:06:52]
with from this strategic infrastructure?
[2:06:56]
>> No pressure either way. It's got to come
[2:06:57]
from somewhere and it just qualifies,
[2:07:00]
right?
[2:07:00]
>> It's easier that way for 20 anyway,
[2:07:02]
right?
[2:07:05]
>> Okay. So, uh just for clarity, are you
[2:07:07]
saying that this is what you're that's
[2:07:09]
how much money you're going to use for
[2:07:12]
the obligation for the municipal
[2:07:14]
infrastructure?
[2:07:17]
>> That's really what this is about.
[2:07:19]
>> Yeah. It's not the whole not total
[2:07:20]
number that we're willing to give to the
[2:07:22]
project if we have to but this is what
[2:07:25]
we can give from this
[2:07:27]
>> or table is fine too.
[2:07:29]
>> I think you should table this.
[2:07:31]
>> Okay. Let's table this till next meeting
[2:07:33]
then to get it worded how we want it
[2:07:35]
then. Okay.
[2:07:36]
>> So that it's clear what we were doing.
[2:07:38]
>> Okay.
[2:07:40]
>> Thank you.
[2:07:42]
>> No problem.
[2:07:42]
>> Get some more things straightened
[2:07:44]
around.
[2:07:46]
Okay. Table that one then. Thank you.
[2:07:48]
This is based off of this letter that
[2:07:50]
was received.
[2:07:51]
>> Yes. Which was as uh I believe I
[2:07:54]
requested the letter when we were
[2:07:57]
>> right when the news came up that there
[2:08:01]
was going to be an ask cuz I had found
[2:08:04]
out had a daycare meeting that the town
[2:08:06]
had promised.
[2:08:10]
>> The town is basically promising.
[2:08:13]
>> It's a promisary note. So they have
[2:08:14]
>> to leave them hanging.
[2:08:15]
>> Yeah. So we can continue on with the
[2:08:18]
subdivision process and not have a hold
[2:08:20]
up. It was a letter of intent.
[2:08:24]
>> Okay. Touchwood Park 30th annual golf
[2:08:27]
tournament sponsorship
[2:08:30]
resolution 198 2026 whereas a Touchwood
[2:08:34]
Park has submitted a request for
[2:08:36]
sponsorship for their 2026
[2:08:39]
annual charity tournament. Therefore, be
[2:08:42]
it resolved that council approve the
[2:08:43]
donation of $250.
[2:08:47]
Can I have a mover, please?
[2:08:48]
>> When is that one?
[2:08:51]
>> Do we have a date on that? And
[2:08:52]
>> July 27th, 2026.
[2:08:55]
Right there.
[2:08:56]
>> July 27th.
[2:08:57]
>> Yep.
[2:09:00]
>> Does that
[2:09:01]
>> Okay.
[2:09:02]
>> The price of a team at the same time or
[2:09:03]
>> No, exactly. We we usually do the
[2:09:06]
foundation but it would have been
[2:09:08]
>> I'll move it
[2:09:10]
>> by Malcolm seconder.
[2:09:14]
» So I just looked back or nearly looked
[2:09:15]
back to see what you had approved last
[2:09:17]
year.
[2:09:18]
>> And so I just put an amount in for
[2:09:20]
discussion.
[2:09:22]
>> Okay.
[2:09:23]
>> And that would give you a par
[2:09:26]
sponsorship.
[2:09:27]
>> Yep.
[2:09:27]
>> Your team. This does not include the
[2:09:29]
$100 for a team.
[2:09:32]
>> Okay. Okay. Okay, we're going to do this
[2:09:34]
one here. All in favor of that $250
[2:09:37]
donation.
[2:09:40]
>> Opposed?
[2:09:42]
Carried.
[2:09:43]
>> I'd also recommend we put a team in
[2:09:44]
because we usually do the foundation
[2:09:46]
one, but it was would have been so we
[2:09:49]
couldn't do both. The community
[2:09:51]
foundation.
[2:09:52]
>> Yeah, we usually put a team in. So,
[2:09:54]
>> you know, for four people if possible.
[2:09:56]
>> Yeah, I would propose we put a team in
[2:09:58]
as well.
[2:09:59]
>> So, we need a motion for something like
[2:10:01]
that. We've never ever
[2:10:04]
>> Well, we just
[2:10:06]
>> I don't know whether ever made a motion
[2:10:07]
or not.
[2:10:08]
>> Yeah, there there has been motions that
[2:10:09]
we go with especially if we're paying
[2:10:11]
Yeah.
[2:10:12]
>> So, yeah. Like
[2:10:12]
>> So, are you going to get paid to Google?
[2:10:14]
>> No, they're paying the just
[2:10:23]
» Do you want Well, we've passed it. So, I
[2:10:26]
don't know what you want to do.
[2:10:28]
>> Okay, leave that one and then let's put
[2:10:29]
one down at the end here. Another motion
[2:10:31]
to
[2:10:33]
enter a team.
[2:10:42]
» I think you should first ask is there
[2:10:44]
anybody available
[2:10:46]
for you this
[2:10:48]
guaranteed Matt and Tim like they went
[2:10:50]
to
[2:10:50]
>> they went last year.
[2:10:51]
>> They went to the one last year and would
[2:10:53]
absolutely go again.
[2:10:56]
>> I am camping. I could make it work if no
[2:10:59]
one else was, but whoever.
[2:11:02]
>> I would probably make it.
[2:11:03]
>> Exactly.
[2:11:04]
>> This one's a neat ball.
[2:11:06]
>> Yeah.
[2:11:07]
>> I go play a walk.
[2:11:10]
>> Oh, the 27th
[2:11:13]
Monday.
[2:11:14]
>> You have fun.
[2:11:14]
>> Yeah.
[2:11:17]
» Sure. Okay. We'll make another motion
[2:11:20]
down here to enter on that. Okay.
[2:11:23]
>> 2026 rate adequacy report. WTG schedule
[2:11:28]
9 Langford Utility Resolution 199 2026
[2:11:33]
where whereas WTG
[2:11:36]
consulting has added the adequacy report
[2:11:40]
and whereas report indicates a
[2:11:42]
forecasted deficit and whereas a
[2:11:45]
forecasted deficit indicates that the
[2:11:47]
utility rates are inadequate and a full
[2:11:50]
utility rate study is recommended and
[2:11:53]
whereas WTG has provided provided a
[2:11:57]
quote to conduct the rate study.
[2:11:59]
Therefore, be it resolved the council
[2:12:00]
accept the quote as presented.
[2:12:04]
I have a mover, please.
[2:12:10]
» Seconder,
[2:12:11]
>> Dallas.
[2:12:13]
>> Okay. This is our water utility. Uh is
[2:12:16]
there anybody else that can do this job
[2:12:18]
or
[2:12:20]
>> we have for opport or chances to do
[2:12:23]
this? we
[2:12:25]
>> we've never been able to do one or
[2:12:26]
something because our audits never been
[2:12:28]
done.
[2:12:29]
>> So, he did a rate adequacy review and in
[2:12:33]
doing that he has learned sorry it he's
[2:12:38]
learned that you're going to need a
[2:12:39]
full-on
[2:12:41]
rate review. So, he's using that
[2:12:45]
information, not charging you for doing
[2:12:48]
that, and then using to that towards a
[2:12:53]
fullon utility rate review. And I don't
[2:12:56]
I seriously don't know anybody else who
[2:12:58]
does them.
[2:13:01]
>> So, what's it entail?
[2:13:05]
>> What does it entail to do a rape study?
[2:13:08]
A lot of number crunching.
[2:13:12]
Do you want me down?
[2:13:13]
>> No, I just
[2:13:15]
>> Is there like is there does that get
[2:13:17]
paid from the utility?
[2:13:18]
>> Yeah.
[2:13:19]
>> And then I know that utility is getting
[2:13:21]
down in money. Is there enough? Like are
[2:13:23]
usually
[2:13:24]
>> that's going to probably end up in a
[2:13:26]
deficit to get this done. Like
[2:13:29]
>> like we've never had a big increase or
[2:13:31]
anything because our audits are always
[2:13:33]
behind all the time.
[2:13:35]
>> So he's charging $3,500.
[2:13:37]
>> Y that's it. 3500 bucks
[2:13:39]
>> right there. 3,500 bucks to do the whole
[2:13:41]
trip or the whole
[2:13:42]
>> So, usually he charges 44. He's taking
[2:13:45]
the 900 off that he's already done for
[2:13:48]
work.
[2:13:48]
>> Okay.
[2:13:49]
>> And so essentially
[2:13:53]
he hasn't charged us.
[2:13:54]
>> He did a preload for free.
[2:13:56]
>> Yeah.
[2:13:57]
>> So he'll go to pub and everything for us
[2:13:59]
and do that.
[2:14:00]
>> Yeah.
[2:14:01]
>> And get the he'll write the bylaw. He'll
[2:14:03]
Yeah.
[2:14:04]
>> Sold.
[2:14:04]
>> So it's got to be done.
[2:14:06]
>> Yeah. So we may pay him the 900 like
[2:14:09]
totally it's going to be $4,000 or4
[2:14:13]
>> but he's saying I've already done all
[2:14:15]
this work for you so you only need to
[2:14:16]
pay me 3500 more.
[2:14:18]
>> Yeah cuz it's not you just expand on
[2:14:19]
this
[2:14:21]
>> and then this is what he does.
[2:14:24]
>> I think it's a
[2:14:25]
>> No, it's saying it has to be done this
[2:14:28]
alone preparing the schedules for the
[2:14:30]
PUB
[2:14:31]
like it's a nightmare.
[2:14:35]
And they've done this before, has he?
[2:14:36]
I'm sure Dale's done lots of these
[2:14:38]
before.
[2:14:38]
>> That's all Travis does and he can't keep
[2:14:40]
up.
[2:14:43]
>> Okay. Did we get a mover in second or
[2:14:44]
that?
[2:14:46]
>> Any other questions?
[2:14:48]
>> Dallas.
[2:14:49]
>> Yep.
[2:14:53]
» Any more questions? All in favor?
[2:14:56]
Opposed?
[2:14:57]
>> Carrie. Thank you.
[2:14:59]
I think you can be rest assured that you
[2:15:01]
are getting a little closer to being
[2:15:03]
current. Um, you know, we're going to
[2:15:06]
work on a 2025 audit very soon. Um, so
[2:15:11]
you know, we'll start providing
[2:15:13]
information to the accountant or the
[2:15:15]
auditor, but um,
[2:15:18]
it's time to get caught up on some
[2:15:20]
things.
[2:15:21]
>> Yes,
[2:15:22]
>> your rates are just bit too low.
[2:15:28]

Resolution 22026.
[2:15:32]

[2:16:01]
that the road crossing agreement is
[2:16:03]
entered into between the municipality
[2:16:05]
and Adriansen Farms Venture and that the
[2:16:09]

please?
[2:16:15]
>> Rob Delis.
[2:16:18]
>> Okay.
[2:16:21]
>> Questions.
[2:16:22]
>> Is that a push or is that a cut?
[2:16:24]
>> A push.
[2:16:25]
>> Push.
[2:16:27]
>> The agreement.
[2:16:28]
>> That's the agreement. road crossing

Brookdale Cemetery Grant increase.
[2:16:46]
Resolution 2011 2026.
[2:16:50]
We resolved the council approve an
[2:16:51]
increase in grant funding for Brookdale
[2:16:54]
Cemetery for 2026
[2:16:56]
totaling $3,000 to help offset mowing
[2:17:00]
expenses. Can we have a mover, please?
[2:17:06]
Harold Malcolm
[2:17:08]
questions.
[2:17:10]
So, is this something they're going to
[2:17:11]
keep on coming back every year for then
[2:17:13]
if we're going to start with this?
[2:17:16]
So, this is where I think your grant
[2:17:18]
application will be something that you
[2:17:21]
need to get your groups even even those
[2:17:23]
ones that get annual. Um,
[2:17:28]
we need to know sooner if they need an
[2:17:30]
increase than
[2:17:32]
>> that's included in their finances that
[2:17:34]
they could get in in February.
[2:17:37]
>> I'm sorry.
[2:17:38]
>> Classically, by four before February
[2:17:40]
1st, we usually have all of our groups
[2:17:43]
apply, right? just in general writing
[2:17:45]
with their financial statements as to
[2:17:47]
what's coming for the year. But I'm
[2:17:48]
assuming this is probably just Hi. Um
[2:17:52]
sorry in response to um
[2:17:55]
like fuel prices, right?
[2:17:59]
>> I think so.
[2:18:00]
>> Yeah.
[2:18:03]
>> Let's crack this.
[2:18:07]
» Okay. Any other comments on it?
[2:18:11]
>> All in favor? opposed.
[2:18:15]
>> I do know likely next year would expect
[2:18:17]
the same too. I think in their finances
[2:18:20]
that he had sent in um Robert that
[2:18:23]
expenses were higher, but I don't think
[2:18:24]
the official request was in to come up.
[2:18:27]
So next year I'll make sure it's in I
[2:18:30]
think the same. They're probably they're
[2:18:31]
at the two. They're probably three next
[2:18:33]
year as well.
[2:18:37]
» Okay. We want to make a motion to enter
[2:18:40]
a team in
[2:18:42]

[2:18:45]
27th
[2:18:47]
of July.
[2:18:49]
>> Somebody want to make that motion.
[2:18:50]
>> I would make that motion.
[2:18:52]
>> Dallas seconder. Robbie,
[2:18:55]
questions.
[2:18:56]
>> Just a second. You got to let me catch
[2:18:58]
up.
[2:18:59]
>> Okay.
[2:19:00]
>> I write new as we speak. This is a new
[2:19:03]
computer. It's driving me crazy.
[2:19:11]
>> Sorry.
[2:19:12]
>> Crazy.
[2:19:18]
I got the information for that one.
[2:19:20]
Picks crossing too.
[2:19:21]
>> Perfect.
[2:19:22]
>> That's a Touchwood uh golf course fundraiser.
[2:19:28]
>> Charity tournament.
[2:19:34]
>> July 27th.
[2:19:37]
January 27 26.
[2:19:42]
Okay.
[2:19:46]
» Okay. We got a mover in a second there.
[2:19:48]
Any other questions?
[2:19:50]
>> Hey, sir. Who are the movers? Me and
[2:19:52]
Robbie.
[2:19:53]
>> Dallas and Robbie.
[2:20:00]
» All in favor?
[2:20:02]
Opposed? Carried. Thank you.
[2:20:07]
added to the agenda. Dixon approach
[2:20:09]
there Rob you wanted to talk a bit
[2:20:11]
about.
[2:20:11]
>> Yes, please. It's on gold line 56
[2:20:17]
» and it's southeast 181014.
[2:20:28]
He said he would cover the cost. I don't
[2:20:30]
know about gravel, but he said he was
[2:20:32]
going to build it himself and build it
[2:20:34]
to our spec or whatever. Matt tells him
[2:20:36]
to.
[2:20:38]
>> And this one's something that makes
[2:20:39]
sense. It's for a reason for a household
[2:20:41]
reason. Family
[2:20:44]
>> 56 Norththeast
[2:20:55]
104. Yes.
[2:21:00]
The house being built on Don McLaren's
[2:21:02]
old yard site.
[2:21:04]
>> Okay.
[2:21:05]
>> You're putting a big big
[2:21:07]
>> Sorry. Um, Mr. Dixon, his first name is
[2:21:10]
>> Don.
[2:21:12]
He used to work for the province.
[2:21:14]
>> Uh, he worked with in mainten
[2:21:22]
What is this?
[2:21:24]
There you go.
[2:21:35]
Um, is there an approach policy?
[2:21:39]
>> I would assume. I don't know for sure.
[2:21:42]
>> What's that?
[2:21:43]
>> Approach policy. Uh I would just say
[2:21:47]
>> I I don't know if there is or not but
[2:21:49]
there is there is
[2:21:51]
>> there's not an approach policy but we do
[2:21:54]
have a policy in place that if you have
[2:21:55]
a subdivision
[2:21:57]
on an existing quarter that has an
[2:22:00]
approach the people that
[2:22:04]
get the subdivision and or the previous
[2:22:06]
owner are responsible for the new the
[2:22:08]
second approach
[2:22:09]
>> for the cost of it.
[2:22:10]
>> Yeah.
[2:22:14]
Is it okay what I just said that false?
[2:22:18]
>> I'm not sure about the wording how all
[2:22:20]
that is, but
[2:22:32]
» okay.
[2:22:32]
>> Y
[2:22:34]
somebody want to make that resolution.
[2:22:40]
» Robbie and Malcolm.
[2:22:41]
>> Yep. Either way.
[2:22:47]
something that makes sense.
[2:22:51]
» Other questions, comments?
[2:22:55]
All in favor?
[2:22:57]
Opposed?
[2:22:59]
Carried. Thank you everybody.

[2:23:21]
Uh Mitchell's fuel response to council.
[2:23:26]
Evergreen's financial statement.
[2:23:31]
Brookdale Community Club softball
[2:23:33]

[2:23:36]
Did we need to do anything on that or
[2:23:38]
not? I'm just telling you that that
[2:23:40]
you've given your support.
[2:23:42]
>> Yeah.
[2:23:43]
>> Um they seem to come.
[2:23:46]
>> Some municipalities will have it
[2:23:48]
approved by council. Most of the time
[2:23:52]
these letters aren't coming in time to
[2:23:54]
see council meeting, but I do think it's
[2:23:56]
important that council recognize that
[2:23:58]
this letter is being done.
[2:23:59]
>> Okay.
[2:24:00]
>> That you're supporting this.
[2:24:02]
>> Okay. Good.
[2:24:02]
>> Because it's in order to get their
[2:24:03]
liquor license.
[2:24:04]
>> Oh yeah. Okay. So that's why I think you
[2:24:07]
should have a policy.
[2:24:09]
>> Good.
[2:24:10]
>> Thank you all the policies.
[2:24:13]
>> RCMP report and Carbury Health Action
[2:24:16]
Committee report
[2:24:20]
the table. Rob
[2:24:25]
>> just without the greater man getting
[2:24:27]
lots of questions about the roads and
[2:24:30]
stuff and
[2:24:32]
it'll be where it is if we got time to
[2:24:34]
put somebody in place now that's better
[2:24:36]
anything's better and
[2:24:39]
I like the idea of working 10 hours
[2:24:41]
myself but
[2:24:42]
>> yeah
[2:24:47]
that's what we're doing
[2:24:50]
>> uh what should have discussed with Matt
[2:24:53]
a little bit about all the rest of them.
[2:24:56]
Is there anybody else? Are they
[2:24:57]
interested in putting an extra couple of
[2:24:59]
hours in or
[2:25:01]
you better talk with Matt with something
[2:25:03]
like that? Because if they're they're
[2:25:06]
going to go out there and there's only
[2:25:07]
another mile to go, but you got to get
[2:25:09]
back to the shop for 3:30 for quitting
[2:25:11]
time. What's wrong with them putting
[2:25:13]
another half an hour out?
[2:25:16]
I'll go in camera on that. Okay. Thank
[2:25:18]
you. Go ahead, Robbie. Anything else?
[2:25:21]
>> No. No, I'm I'm good.
[2:25:22]
>> Okay.
[2:25:23]
>> Welcome.
[2:25:24]
>> Uh not much. Uh well with community hall
[2:25:27]
meeting tonight. Um
[2:25:30]
talking about there's some stuff in the
[2:25:32]
community they're talking about. I don't
[2:25:33]
think don't know exactly about the
[2:25:35]
dumpsters. I just saw on the agenda
[2:25:37]
there's some talk about the dumpsters.
[2:25:39]
I'll find out more about tonight. But
[2:25:41]
they're still having their Canada Day
[2:25:42]
celebrations. I believe June 30th. Um
[2:25:45]
I'm often going to put the car show on
[2:25:47]
this year just cuz I'm an enthusiast and
[2:25:48]
that. Um,
[2:25:51]
pass the word. Come on down. Good time.
[2:25:54]
Fireworks again.
[2:25:56]
And then when I have to report together,
[2:25:58]
I'll send it in.
[2:26:01]
Thank you, Harold.
[2:26:03]
Not much I can report other than I got
[2:26:05]
all the flowers to the cemetery over the
[2:26:07]
weekend.
[2:26:09]
Apparently, the school is going to be
[2:26:10]
planting them this year. I was hired
[2:26:13]
students.
[2:26:14]
>> The youth and the philanthropy kids.
[2:26:15]
Maybe
[2:26:16]
>> the youth and philanthropy program.
[2:26:18]
Maybe
[2:26:18]
>> probably
[2:26:21]
That's about all I can report.
[2:26:22]
>> Good. Thank you, J.
[2:26:25]
I went to the plaque dedication for the
[2:26:28]
archives of Watt May's birthhouse
[2:26:31]
yesterday.
[2:26:34]
Well attended.
[2:26:36]
>> Good. Good time had by all.
[2:26:38]
>> Sorry. What was the second thing you
[2:26:40]
said?
[2:26:41]
>> It was well attended. A good time was
[2:26:43]
had by all.
[2:26:44]
>> Okay,
[2:26:44]
>> good. Thank you very much for doing
[2:26:46]
that.
[2:26:48]
>> That's it. Yeah,
[2:26:49]
>> Alice.
[2:26:51]
>> Um, quick thing, uh, just after the
[2:26:53]
joint meeting, um, the, uh, fire crew
[2:26:56]
actually did note that our own fire
[2:26:59]
extinguishers were, um, out of date. So,
[2:27:02]
I know for our joint buildings, we have
[2:27:05]
procured like 80 westbound fire
[2:27:06]
protection. We need to look at doing our
[2:27:09]
own building
[2:27:11]
um, protective services that are
[2:27:13]
recommended for someone to transect
[2:27:14]
their buildings and fire equipment.
[2:27:16]
Right. So, I'd like to speak to that.
[2:27:18]
>> After that meeting, I went and called
[2:27:21]
whoever's name is punched on those fire
[2:27:24]
extinguishers.
[2:27:25]
>> It's Murray's.
[2:27:26]
>> Yeah.
[2:27:26]
>> Uh they had been told that they were no
[2:27:28]
longer our service people.
[2:27:31]
>> I says, "Well, I don't know who told you
[2:27:33]
that. Uh please come and inspect them."
[2:27:35]
>> Yeah.
[2:27:36]
>> And uh cuz it needs to be done ASAP.
[2:27:39]
>> There was a bit of an assumption made
[2:27:41]
that
[2:27:42]
>> that it was lumped in with the rest of
[2:27:43]
the building. Is that right? town of
[2:27:44]
Crberies and they had chosen to go with
[2:27:46]
someone different. I says, "Well,
[2:27:48]
>> I don't know about all that, but please
[2:27:51]
come and do it and then we'll get it
[2:27:52]
sorted. If I need to do a tender or
[2:27:55]
quotes or whatever, but for now, we
[2:27:57]
can't dillydally just schedule it and
[2:27:59]
get it."
[2:27:59]
>> That's that's great. It wouldn't hurt to
[2:28:00]
do a retender cuz we had done it for
[2:28:03]
joint buildings because it had been
[2:28:04]
forever since it had been done and then
[2:28:07]
there was a local option. We got the
[2:28:09]
tender for our shops. What about
[2:28:12]
>> part of it? still part of their own
[2:28:14]
>> so Mary's was doing it up until 2025.
[2:28:19]
>> And they and they're only expired by
[2:28:21]
April of 2026.
[2:28:22]
>> So not just out just
[2:28:25]
>> but that was a good little
[2:28:26]
>> Y insight. So as long as follow up on
[2:28:28]
that little I think
[2:28:30]
>> right is that
[2:28:31]
>> so have they been out yet Murray then or
[2:28:32]
you just got
[2:28:34]
>> I just Okay. And then uh just follow up
[2:28:37]
um from Eden's meeting like they were
[2:28:38]
ecstatic about this bathroom project
[2:28:41]
happening. And then a couple quick
[2:28:43]
questions. They had had um um a dumpster
[2:28:46]
fire there by someone putting some ash
[2:28:48]
in. It had some you know classic things.
[2:28:50]
So um the locals themselves really don't
[2:28:53]
want to see this lost and they want to
[2:28:55]
do what they can to keep it. Um so um
[2:28:58]
they are going to be putting up a camera
[2:29:00]
on their own. So, they were just wanting
[2:29:02]
to know if um we would provide a sign to
[2:29:06]
saying, you know, these premises are
[2:29:09]
under surveillance. Maybe that's what
[2:29:11]
woods is about. Maybe something
[2:29:12]
somewhere cuz they had some swag stuff
[2:29:14]
going in the dump.
[2:29:15]
>> Yeah, exactly. So, yeah, they're really
[2:29:17]
only requesting a sign to say, you know,
[2:29:19]
these North Cypress dumpsters are under
[2:29:21]
video surveillance would be a request.
[2:29:25]
Um and then they I've been talking with
[2:29:28]
planning and stuff that they're really
[2:29:29]
have good intentions of putting like a
[2:29:31]
fire pit and maybe some and they want to look at some picnic tables. So they
[2:29:35]
want to look our office could look at to
[2:29:37]
uh who under canoe procurement. Um they should maybe look for pricing
[2:29:44]
because they from other w things we've
[2:29:46]
looked through there and got
[2:29:48]
substantially better pricing for like
[2:29:50]
tables and chairs for them. So, um they
[2:29:52]
want us to help with that. And then they
[2:29:55]
are hoping to still get some private
[2:29:56]
donations from the neighborhood. So,
[2:29:58]
they would love if their project was uh
[2:30:01]
um classified for donations for cash
[2:30:05]
receipts. That's something they would
[2:30:06]
love to. And then apart from our
[2:30:10]
municipal uh appreciation golf day is
[2:30:13]
going to be on Friday, June 19th. Golf
[2:30:16]
10:30 and lunch to follow. So, if
[2:30:19]
council can let me know uh a week ahead
[2:30:22]
if you're coming and if you need a cart,
[2:30:24]
that would be awesome.
[2:30:25]
>> What day is that again?
[2:30:26]
>> Friday, June 19th.
[2:30:29]
>> Thanks. Friday.
[2:30:30]
>> Yeah,
[2:30:30]
>> I know. Yeah.
[2:30:34]
>> Somehow is June already. Yes.
[2:30:36]
>> It's actually middle week,
[2:30:38]
>> right? I know. Yeah.
[2:30:39]
>> Friday, June 19th.
[2:30:41]
>> 10:30.
[2:30:42]
golf lunch to follow.
[2:30:46]
>> What else you got?
[2:30:47]
>> Good. Okay. Thank you, Dallas.
[2:30:50]
>> Indeed.
[2:30:53]
>> I attended a doctor's supper here with
[2:30:56]
the rest of the the mayor and the town.
[2:30:59]
It was very well, very good. There was a
[2:31:01]
new doctor that's coming and uh four
[2:31:04]
residents that were out. Good deal.
[2:31:07]
Looks like a really good guy to be
[2:31:09]
getting a hold of, I think.
[2:31:11]
And we had Scott Phillips and Mark Savvy
[2:31:14]
here on the 25th
[2:31:16]
when the Western District came out. I
[2:31:18]
think Grant was the only other one here,
[2:31:19]
was he not? Grant and I and them had a
[2:31:23]
little talk with them. They toured
[2:31:24]
Evergreen Environmental with me there,
[2:31:26]
too. So, whatever good. They just
[2:31:29]
looking around, checking things out.
[2:31:31]
Good for them for doing that.
[2:31:34]
And the roads are going to be a bit of a
[2:31:35]
challenge right now with a little bit of
[2:31:37]
moisture and that, but
[2:31:39]
from the looks of things, we've got
[2:31:40]
another guy coming on and helping a bit,
[2:31:42]
so that'll be good. Hopefully works out.
[2:31:47]
>> Gust control is supposed to be out this
[2:31:49]
week, right?
[2:31:49]
>> Wednesday.
[2:31:52]
» Other than that, Valerie, you got
[2:31:54]
anything?
[2:31:54]
>> Uh, you saw my report that I typed up
[2:31:57]
yesterday afternoon
[2:31:58]
>> and uh the rest I'll talk about on
[2:32:00]
camera.
[2:32:01]
>> Okay, great. Thank you very much.
[2:32:05]
In camera resolution 20226
[2:32:08]
be resolved that the council as a
[2:32:09]
committee of the whole move into in
[2:32:11]
camera to discuss personnel matters. Can
[2:32:14]
I have a mover please?
[2:32:16]
>> Harold seconder.
[2:32:21]
» Welcome. All in favor
[2:32:24]
car. Thank you.
