this up during building. If
[0:01]
they do. And towards the coast
[0:03]
like billing. That's tough
[0:04]
work. They have to stop and
[0:07]
redo it again.
[0:08]
>> once wildlife is protected
[0:09]
the team starts looking at the
[0:10]
trees on the property so will
[0:10]
we.
[0:12]
>> go to our survey we like to
[0:16]
verify. Tree sizes or dbh dbh
[0:17]
is a diameter at breast height
[0:18]
about 54 inches. High on
[0:24]
the tree. 0. It's a 15 and a
[0:27]
half inches they were. And so
[0:28]
that's consider protect the
[0:31]
tree. In the city and
[0:32]
therefore we have class where
[0:35]
trees is protected or heritage
[0:39]
protected is from 12 inches to
[0:42]
23 in 7 8th diameter right and
[0:42]
what it's 24 inches that's
[0:43]
considered a heritage and
[0:47]
anything below. 12 inches.
[0:47]
>> it's not considered
[0:48]
protected. I want to know how
[0:49]
joe got into this kind of
[0:51]
work. Why he cares so much
[0:52]
about it. Originally from
[0:55]
pittsburgh down zoo keeper
[0:57]
school up and and the
[0:58]
gainesville santa fe can
[1:01]
cause, but then I learned more
[1:02]
florida so being think
[1:07]
beaches. Learned flores more
[1:08]
than just that and so what the
[1:09]
university of florida to get
[1:11]
my bachelors in well as
[1:11]
coaching conservation
[1:12]
and then pursue masters and
[1:14]
ecological restoration so just
[1:17]
love florida, you know the
[1:17]
habitats in florida and I also
[1:20]
like it because we can also
[1:21]
conserve unsafe, we'll
[1:22]
continue to build 2. We can 2
[1:26]
things at once without having
[1:27]
a discrepancy the other so we
[1:30]
can continue to build as you
[1:32]
see with feel safe tortoises.
[1:33]
yes we can make sure
[1:34]
everything is safe and will
[1:35]
preserve cover after that
[1:35]
first visit and what the law
[1:39]
is selectively cleared. The
[1:40]
office stepped in to focus on
[1:41]
the trees that can be safe. So
[1:41]
you
[1:42]
see here. These trees with the
[1:44]
ribbon on him. Those are
[1:48]
proposed to be saved and.
[1:49]
>> they are you see this
[1:52]
beautiful understory of saw
[1:53]
palmetto. It's going to be a
[1:54]
nice little area. Yeah, yeah
[1:59]
exposure to natural setting
[1:59]
for the for the homeowner and
[2:01]
that's what we're going for
[2:03]
one of the things we value
[2:06]
and north port is love of
[2:06]
trees and so this one is
[2:07]
outside of the building
[2:10]
footprint up here in the
[2:12]
corner and was able to be
[2:13]
conserved and you can see.
[2:17]
It's been out in the woods.
[2:20]
For all this time throughout
[2:21]
its life. And it's it's got
[2:23]
vines hanging off of it and
[2:24]
with some minimal a proper
[2:25]
pruning this is going to be
[2:31]
just a beautiful tree. We come
[2:32]
here and do an inspection to
[2:35]
make to make sure the trees
[2:36]
are properly excluded from the
[2:37]
construction area because no
[2:39]
phil on top of the critical
[2:39]
root zone.
[2:41]
>> which can impact a tree.
[2:42]
You know in a negative way
[2:47]
obviously. We see of obviously
[2:48]
the tree is above ground but
[2:49]
there's a whole network of
[2:51]
routes below ground that we
[2:52]
want to also make protected
[2:57]
jeremy this is more than just
[2:57]
checking boxes.
[2:58]
>> it's about the future of
[2:59]
the city and its environment
[2:59]
I've been an environmental
[3:01]
work, I went to school for
[3:02]
environmental work, so it's
[3:03]
something that I took on it
[3:05]
and very you know an early
[3:05]
age. And here in
[3:09]
port. I was. You know
[3:10]
lucky enough to be an
[3:13]
arborist. And we really want
[3:18]
to see the value and I see the
[3:18]
value.
[3:21]
>> and in the city in the and
[3:23]
the environment making sure
[3:25]
there's that balance between
[3:29]
development and environmental
[3:29]
protection.
[3:31]
>> and trees is a big part of
[3:35]
that right there's a
[3:39]
>> today is thursday SEPTEMBER
[3:40]
2020 06:00pm where is
[3:41]
chamber's commission workshop
[3:44]
meeting to order.
[3:45]
Commissioners present are
[3:49]
MISTER Mayor mayor and there's
[3:53]
a poor PRESIDENT For this
[3:53]
meeting city manager
[3:58]
fletcher's city attorney
[3:59]
review. Possible, especially
[3:59]
when police chief there isn't
[4:05]
a fire chief titus.
[4:06]
Participants a staff meeting
[4:11]
or the cones are of meeting
[4:12]
was that there 3 states that
[4:17]
can't be show first of all
[4:18]
types a material plant or
[4:23]
seems more disorderly conduct.
[4:25]
Additionally candies must
[4:26]
refrain from looking
[4:31]
disorderly conduct, including
[4:32]
similar demonstrations. It's
[4:32]
just there's the peas and to
[4:33]
order to thank you.
[4:38]
Is a sameness she would lead
[4:52]
in the
[4:57]
to all.
[5:10]
>> well we get into the actual
[5:11]
present patients. Can make a
[5:12]
suggestion. I'm sure we have a
[5:15]
lot of people here are nation
[5:22]
that will tonight. We have
[5:30]
external presenters hold them
[5:35]
like to put
[5:36]
>> anyone who wants to speak
[5:38]
before the here in the world.
[5:43]
We would hear those.
[5:49]
>> but any of our voice public
[5:53]
comments or those just kind of
[5:55]
move things along a little bit
[5:58]
and into the to prevent
[6:00]
patients. As soon possible so.
[6:04]
Yes, yeah. Kind of put it the
[6:05]
same
[6:14]
for in person public motion
[6:15]
that we suspend all the same
[6:15]
number 2021 dash
[6:19]
0, 5,
[6:23]
>> and here are all general
[6:23]
comments.
[6:24]
>> and voice mails at the end
[6:29]
of the meeting.
[6:38]
>> I have a motion on door
[6:41]
made by and second by
[6:43]
commissioner duval. There's
[6:53]
anything to that. Fallen to 0.
[6:55]
Ok moving in-person public
[7:02]
comment.
[7:07]
>> for the scene.
[7:29]
>> good evening. My name is
[7:30]
jenna and it costs live in
[7:30]
port and yes I did something a
[7:33]
little things to get in. I
[7:36]
read resubmitted application
[7:37]
full disclosure I'm active
[7:40]
certified public last time I
[7:42]
stood here showed you
[7:43]
application that contradicted
[7:46]
itself. Well apparently we're
[7:48]
doing this again you know. The
[7:53]
masks still medicine. MAY not
[7:54]
have a staples, but we can
[7:58]
match numbers across documents
[8:00]
city staff specifically
[8:01]
require applicant to reconcile
[8:04]
2 different projects sizes.
[8:06]
Applicant responded that the
[8:07]
plans have been corrected to
[8:08]
896,000 square feet. Except
[8:14]
they weren't. The recent
[8:16]
utility plans repeatedly
[8:19]
identified buildings as 1137
[8:22]
1000. Rick 921 square feet
[8:24]
each I don't you do the mental
[8:25]
math, but that's essentially
[8:29]
the whole project square
[8:30]
footage, not the suppose it
[8:35]
corrected 896,000. And my
[8:38]
personal favorite, 100 utility
[8:42]
she identifies building number
[8:45]
4 1 million 137 thousand 920
[8:45]
square feet. I hope that's a
[8:48]
typo. But was it the city's
[8:52]
job to catch it. This is the
[8:55]
recent mission. And there's
[8:56]
more staff told the applicant
[9:00]
its title information was
[9:01]
outdated that response is the
[9:03]
revised title is in progress
[9:05]
asking to move beyond
[9:09]
sufficiency meanwhile, 2021.
[9:11]
Land titles serving references
[9:11]
the public records of
[9:15]
miami-dade county. Ice.
[9:16]
>> this properties in sarasota
[9:18]
county.
[9:20]
>> what the florida. Then
[9:24]
there's the water. The entire
[9:28]
calculations starts with one
[9:29]
basic assumption. This data
[9:33]
center equals exactly 100 er
[9:35]
seas. But I could not find the
[9:36]
product project specific
[9:40]
support calculation for that
[9:41]
starting number on which every
[9:45]
subsequent calculation is
[9:47]
based. I cannot find the
[9:48]
cooling technology or the
[9:50]
industrial process
[9:51]
assumptions.
[9:54]
>> the city specifically
[9:55]
requested in lot being that's
[9:57]
called unsupported assertion.
[9:59]
In 2026. That's trust me
[10:06]
brown. These plans claim
[10:12]
15,500 potable gallons per day
[10:13]
yet they also include a half
[10:14]
million gallons per day
[10:17]
wastewater treatment plant.
[10:21]
We've all experienced a a slop
[10:23]
but these documents were per
[10:24]
pair riverview and submit
[10:29]
humans. Twice. So the original
[10:31]
application contradicts
[10:34]
itself. So does the re
[10:36]
submission. Port residents are
[10:39]
expected to get the details
[10:40]
right for fence should surely
[10:42]
a project of this to the
[10:42]
scene.
[10:57]
>> thank you
[10:59]
>> hello good evening. My name
[11:00]
actually survive and I'm here
[11:01]
today to express my opposition
[11:02]
to centers in north port
[11:04]
florida. The negative health
[11:08]
effects created by them. The
[11:09]
american lung association
[11:10]
reported increase air
[11:10]
pollution due to electricity
[11:14]
demand for by U.S. Centers
[11:15]
where they not at all
[11:17]
particulate matter and other
[11:17]
harmful chemicals linked to
[11:18]
asthma heart disease and
[11:23]
premature death. Research by
[11:25]
virginia commonwealth
[11:25]
university estimates provision
[11:27]
contributing to 1300 premature
[11:31]
deaths, annually by 2030 would
[11:31]
you really be able to live
[11:32]
yourself knowing that you
[11:36]
contributed to this tragedy.
[11:37]
These data centers acquire
[11:38]
several pieces of technology
[11:39]
that are known to be sources
[11:42]
of people ask her forever
[11:43]
chemicals. Think the cancer
[11:44]
reproductive immune
[11:45]
dysfunction and many other
[11:49]
adverse health effects. On top
[11:50]
of all this centers and then
[11:52]
for sound and ultrasonic noise
[11:53]
frequencies outside of our
[11:58]
what impact sleep. Stress
[12:00]
mental health, covid
[12:01]
incompetent performance. They
[12:04]
also produce low frequency,
[12:06]
humans have prolonged exposure
[12:08]
can not only productivity, but
[12:10]
also impair the immune system
[12:11]
stress concentrations and even
[12:14]
respiratory and heart disease
[12:16]
with all this do really think
[12:16]
worth putting us your
[12:17]
constituents through this
[12:20]
struggle. We got here for some
[12:23]
monday to express that no. We
[12:24]
don't want to center willing
[12:26]
to stand up for that. And now
[12:27]
we're here today to do the
[12:30]
same. Do you think on this and
[12:31]
consider not just smart but
[12:40]
all of our viewers. Thank you.
[12:44]
When is on
[12:45]
the
[12:46]
>> I believe live in the U.S.
[12:52]
In port. But little those it
[12:52]
was a quite beautiful found
[12:56]
this a lot of being that
[13:00]
>> every has been a that there
[13:01]
is a debate that sent the
[13:04]
supposed to be but what about
[13:07]
in house it.
[13:07]
>> I was just thinking that
[13:11]
the and the muhls because I
[13:13]
really don't want believe in
[13:18]
why I came wgn also 72 of the
[13:21]
nature and not coming same in
[13:24]
that studio that's not for me
[13:27]
that's not my choice, it's not
[13:31]
everything is money. Have
[13:31]
remember is that while it
[13:36]
looks actually it. Surprise
[13:40]
and I
[13:42]
>> have a chance see any due
[13:42]
diligence information from his
[13:46]
practice.
[13:49]
>> elise what does it it
[13:49]
should be included in this
[13:56]
that. Principal that fact
[14:00]
spectrum expect environmental
[14:07]
and assessment. Start with. It
[14:11]
tickled utility pass to
[14:11]
spending. What embraced what
[14:16]
impact of that is is. And then
[14:16]
imagine cities spots
[14:20]
assessing. Wallets and we
[14:25]
should assessment.
[14:26]
Environmental impact on nearby
[14:28]
and the life. It's just very
[14:33]
important. That actually
[14:41]
impact that's morris. I'm not
[14:41]
talking because some of the
[14:45]
tests will support all of this
[14:50]
and I like fly. Delays but it
[14:52]
can everything about this and
[14:54]
before moving for about and
[15:02]
decision.
[15:08]
>> U.S..
[15:18]
>> good evening commissioners
[15:24]
go residents. African
[15:25]
proposing a development that
[15:27]
includes a 7 building data
[15:31]
huts. It already have invested
[15:34]
a substantial amount of money.
[15:38]
Planning and development.
[15:38]
We're now with the possible
[15:40]
lawsuits. We get to this
[15:45]
point. I'm not surprised the
[15:46]
current uldc is open to many
[15:55]
possible lawsuits. No wonder
[15:59]
one of the concerns that major
[16:03]
land use decisions appear have
[16:06]
been driven by staff
[16:06]
recommendations without
[16:08]
earlier from the residence
[16:11]
property realtors and bill liz
[16:12]
worked directly affected by
[16:17]
them. When comes real world
[16:22]
example recently had called
[16:23]
the realtor just sold a big
[16:23]
part the area of new you will
[16:28]
the sea breeze rezone to
[16:29]
commercial I asked I asked
[16:29]
what the virus does have that
[16:32]
the bill there. Response was
[16:33]
yeah want to build a single
[16:37]
family home. The biden family
[16:38]
didn't even realize the
[16:39]
property have been rezoned
[16:41]
commercial. They know who the
[16:47]
rover of the city. This isn't
[16:51]
an isolated problem. Here's an
[16:53]
example of an which took it
[16:58]
right minute, you know. They
[17:05]
too. Public descriptions they
[17:07]
say around by florida's wesley
[17:09]
is this is commercial area.
[17:11]
It's been 2 years since the
[17:14]
uldc there's better effect.
[17:19]
Why hasn't the city. Directly
[17:22]
with no real associations to
[17:23]
make sure everyone there in
[17:25]
this area understands is only
[17:26]
years. Should know what they
[17:27]
can and cannot build before
[17:33]
purchase of property. In a
[17:36]
section of eastern portion of
[17:36]
a seat there is the
[17:38]
established area continue
[17:40]
number existing single go.
[17:43]
Yeah, the new uldc has that
[17:44]
mandate that commercial
[17:51]
development. That doesn't make
[17:52]
sense reaction from those
[17:52]
borders when someone
[17:53]
eventually proposes that
[17:54]
commercial development next
[18:01]
door. Property id's old.
[18:02]
Finally we need much industry
[18:02]
involvement before making
[18:05]
major way in use decisions are
[18:09]
recommended I advisory
[18:13]
committee made up local
[18:15]
residents, property realtors
[18:16]
and local home particularly
[18:17]
the builders to construct
[18:20]
single polls.
[18:23]
>> one individual
[18:32]
>> thank
[18:33]
>> came to worse for the
[18:34]
record. Use my glasses because
[18:35]
you can't hand writing and I
[18:39]
myself use ai.
[18:42]
>> we have problem with this
[18:43]
recent data center application
[18:47]
in the nba involved. The
[18:47]
majority of the residents have
[18:50]
lost all trust in with our
[18:51]
city government. Yes, the nba
[18:52]
was legal and the developer
[18:55]
every right to request one
[18:56]
city policy was followed
[18:58]
instead following proper
[18:59]
procedure. But to many
[19:00]
residents things are just not
[19:04]
adding up. It based trust and
[19:05]
the people who represent and
[19:08]
the stand that taxpayers fund
[19:10]
their staffers. It's just not
[19:10]
that that is issue there are
[19:11]
other issues that have been
[19:13]
building up throughout the
[19:14]
years. I can offer examples
[19:16]
but that's not the point of my
[19:17]
speech my point is to least
[19:21]
start the conversation on how
[19:21]
fix this.
[19:22]
>> with the people, I'm happy
[19:25]
with everything yes there
[19:26]
always will let the
[19:26]
commissioners to represent a
[19:30]
100% of the population, I've
[19:31]
been asking since 2024, but we
[19:33]
need to have a town hall style
[19:35]
meeting where commissioners
[19:37]
staff and residents can have
[19:39]
meaningful dialogue and honest
[19:39]
conversation and not the
[19:42]
politically correct talking
[19:43]
points. So is that senator is
[19:44]
the straw that broke the
[19:48]
camel's back we can start of
[19:49]
that and honest timeline of
[19:50]
the events from order for
[19:52]
poland's first contacted the
[19:53]
city looking for property to
[19:56]
develop up till today be a
[19:59]
perfect solution probably not
[20:02]
but it's a start ready to the
[20:03]
relationship with the city and
[20:04]
a 100% of the residents has to
[20:05]
improve otherwise the future
[20:08]
of the city is at stake. This
[20:10]
is not to blame one side or
[20:11]
any other side will always
[20:11]
have different points of view
[20:14]
on how something should be
[20:15]
done. But that's okay there's
[20:16]
always there should always be
[20:20]
2 sides. It's a relationship
[20:22]
with the different opinions
[20:24]
that need to for me I've
[20:26]
already given the compromise
[20:27]
speech but it needs to be
[20:28]
taken seriously this time and
[20:48]
more important and that stand.
[20:48]
>> my
[20:51]
>> name is liz I've done that
[20:52]
visiting here for 13 years, 10
[20:57]
of them happy. Then I watched
[20:58]
3 years of the deterioration
[20:59]
that we're watching I was a
[21:00]
member of court friends of
[21:03]
wildlife. I think at this
[21:04]
point we need a north port
[21:04]
friends of human life.
[21:11]
I won't repeat the obvious
[21:11]
negative issues they've been
[21:13]
said over and over again, but
[21:14]
I want to do is give you a
[21:15]
background of how very close
[21:19]
yorkshire property is from my
[21:23]
residents guard inside a
[21:23]
neighborhood. Cards 6 and a
[21:24]
half miles as the crow flies,
[21:29]
it's about 4. So this location
[21:34]
or to preserve areas. To the
[21:36]
north east of we have the
[21:38]
orange wildlife management
[21:41]
area, 5800 acres. It's a part
[21:44]
of preserved purchased by the
[21:44]
state to prevent residential
[21:51]
development. 3 miles from this
[21:55]
property. The yorkshire
[21:56]
kapnick helps to form what is
[21:58]
conservation cart. We have
[22:04]
life those this area collects
[22:06]
heavy rainfall that helps to
[22:07]
supply what ports clean
[22:14]
drinking the rest was
[22:15]
currently it's a remote
[22:21]
pristine area expect far over
[22:24]
200 interconnected wet. Dear
[22:26]
bob like sand hill cranes
[22:27]
crested care care black bears
[22:29]
uk janell again for now to the
[22:35]
east of the property. Is the.
[22:39]
Are the great thing. It was
[22:43]
purchased and manage and get
[22:48]
this, it's managed peace river
[22:49]
manasota regional water supply
[22:53]
likely the speakers. Perch is
[22:57]
to protect regional water
[22:57]
resources. It has drinking
[22:58]
water reservoir. Drinking
[23:03]
water. It has you know and
[23:07]
what happened. Cater is it a
[23:10]
as active cattle ranch. And a
[23:17]
texan. Cattle rancher. Had a
[23:17]
data center open next to all
[23:24]
we can coming out still I'm
[23:28]
guessing the wildlife used to
[23:29]
see has relocated and this
[23:30]
city manager and the
[23:34]
commissioners have done some
[23:34]
and track to building but this
[23:35]
is outrageous. This is the
[23:38]
epitome of destruction. I like
[23:40]
thank you for bringing to my
[23:43]
attention that I have 2. I
[23:46]
know what we trust you. And I
[23:47]
have to remain on high alert
[23:53]
from now
[24:04]
>> followed
[24:10]
>> everybody chamber. For all
[24:19]
the public speakers. Still
[24:19]
more
[24:20]
>> I've been hearing that for
[24:25]
quite some time now.
[24:26]
>> we have real problem with
[24:33]
wall. I coined the phrase last
[24:34]
8 and a half years ago it's
[24:34]
called for water quality
[24:40]
crisis. It's a lot more
[24:43]
serious most of you think.
[24:44]
Because you're so disconnected
[24:45]
from reality.
[24:50]
>> not serious way
[24:50]
disconnected
[24:56]
>> from reality.
[24:59]
>> we have all these college
[25:00]
education this is at the and
[25:03]
all these corporations and
[25:05]
experts and everything. Except
[25:13]
life itself. Reiterate this to
[25:15]
you right now because this
[25:16]
does for all 67 counties every
[25:22]
city. You're going to getting
[25:25]
letters of intent to sue.
[25:31]
Because. So charlotte county
[25:31]
on the 3rd year in the new
[25:38]
york shire neighborhood.
[25:38]
>> knew the city parts in the
[25:40]

[25:48]
>> staff anywhere. Nuclear
[25:58]

[25:58]
you will is water from toilet
[26:09]

[26:15]
government. We don't care
[26:16]
about the corporations anymore
[26:18]
we the governor wants to be
[26:20]
for the quality of life for
[26:24]
the citizens. Commissioner
[26:24]

[26:25]
eloquently at the last
[26:34]
meeting. Water. Southwest

[26:50]
doing. So the regional water
[26:52]
supply. I told numbers have
[26:53]
for a long time started with
[27:02]
director patrick lehman. They
[27:03]
operates daily in the
[27:18]

[27:22]
>> hey good evening, everybody
[27:23]
council my name is samuel are
[27:26]
standing at this podium to
[27:28]
deliver yet another reality
[27:30]
into the representatives this
[27:31]
time from florida power light
[27:34]
in the water authorities and
[27:34]
this commission we're here to
[27:35]
talk about infrastructure
[27:39]
demand. So let's look at the
[27:39]
actual yeah, state's
[27:40]
electrical grid is facing a
[27:45]
t-minus shark show prices our
[27:51]
barely scratches a b minus a
[27:53]
structural deficit for a
[27:55]
massive power hyper data
[27:58]
center introduce absolute and
[28:01]
said they're react lets talk
[28:07]
about the we're standing set
[28:15]
entirely on top stop. Of it.
[28:18]
Utility infrastructure on a
[28:21]
carts are accidental threat to
[28:24]
the state and seismic shift in
[28:26]
structure any severe hurricane
[28:27]
event will cause an immediate
[28:31]
catastrophic directly lake
[28:32]
district in the drinking water
[28:36]
for 10 million people. These
[28:37]
data center conglomerate want
[28:38]
us to believe that operate in
[28:44]
the to go back to it. The
[28:45]
meant energy are stations and
[28:48]
the massive growing plants
[28:49]
require millions of gallons
[28:52]
every single day just to from
[28:54]
acting doubt where do you
[28:57]
think that coming from where
[29:00]
sitting here right strict
[29:02]
based water extreme shortages
[29:05]
every day essential restricted
[29:06]
other private wells because
[29:06]
our water supplies desperately
[29:11]
gasping for survival. We do to
[29:14]
keep our court center's cool
[29:18]
we barely have to sustain
[29:20]
communities. You're trying
[29:24]
sacrifice our resources and
[29:30]
danger public safety rivian's
[29:33]
just a security alert at the
[29:36]
time open to must protect
[29:39]
entire because is no location
[29:40]
within the state to
[29:43]
post-season test your utility
[29:46]
assistance. Court. Takeover of
[29:46]
our weather at this podium,
[29:49]
the citizens of newark you
[29:52]
know, sound note and have my
[30:05]
time. Thank you
[30:20]
>> you
[30:27]
they are.
[30:28]
>> commissioners city staff.
[30:33]
So the sense. Once upon a time
[30:36]
in the sun, the city.
[30:37]
>> call for a growing
[30:42]
community lives. But the
[30:43]
leaders could never borrow a
[30:46]
single coin for new projects.
[30:47]
Unless most of the townspeople
[30:51]
hold it while yes. Decades
[30:55]
past that town grew bigger.
[30:56]
That the roads bridges and
[31:00]
canals aged and development of
[31:00]
neighboring communities sped
[31:08]
ahead. Because 92% port's
[31:09]
treasure chest came only from
[31:11]
the pockets of homeowners.
[31:11]
Life after less and less
[31:15]
affordable. The leaders kept
[31:18]
asking for more coins. That
[31:19]
frustrated townspeople kept
[31:24]
shouting. Heck no. Or appear
[31:28]
at the cave-in skate.
[31:28]
Dissenters and this was called
[31:35]
plan a. These giant keepers
[31:36]
promise to shower that have
[31:37]
with goal to fix broken roads
[31:39]
and restore canals lowering
[31:43]
the tax burden. All local
[31:44]
families and restoring
[31:47]
affordability. Yet many
[31:51]
citizens still half now. So I
[31:53]
asked the leaders and the
[31:55]
citizens tonight. What is plan
[32:04]
b. What is plan b. The
[32:11]
homeowner plan b. The play is
[32:11]
turned away. Residents will
[32:15]
pay far coins. While receiving
[32:18]
far fewer services. A true
[32:21]
fiscal death spiral. Replacing
[32:23]
the leaders. Well correct the
[32:26]
problem. Only a shift and
[32:30]
wished him well. Involving
[32:32]
strong commercial partners.
[32:34]
It's the fastest way to keep
[32:38]
our town affordable. I urge
[32:41]
leaders to welcome this data
[32:42]
center. But do not hand over a
[32:46]
blank sit chat. Right smart
[32:50]
protect its rules into the
[32:53]
tire to garner woods waters
[32:53]
without scaring the data
[32:58]
center away. We do not have to
[33:01]
choose between protecting our
[33:02]
city and security and
[33:04]
affordable future. With the
[33:08]
right balance. We can coexist
[33:11]
and thrive together. Let's
[33:20]
make plan a work. Thank you
[33:35]
>> us minerals.
[33:40]
>> good evening and thank you
[33:41]
for the opportunity to speak
[33:44]
to you tonight. I'm either for
[33:49]
or against this development.
[33:50]
But I do have some questions
[33:51]
that I hope will be answered
[33:51]
by some of our guest speakers
[33:56]
tonight. And if I have these
[33:58]
questions. My hope is that you
[33:58]
also have these questions and
[34:01]
have thought ahead and we'll
[34:04]
find out the answers to these
[34:05]
questions before you approve
[34:08]
any development of this size.
[34:15]
My first question relates to.
[34:15]
Any large structure is going
[34:18]
to require a lot of power to
[34:21]
operate, especially in our
[34:22]
climate because air
[34:23]
conditioning eats a lot of
[34:24]
power. So one question I would
[34:29]
have is has anyone consider
[34:30]
requiring solar panels and
[34:34]
battery systems for
[34:37]
development or any large
[34:38]
commercial building over a
[34:38]
certain size and what that
[34:40]
size should be that's up to
[34:45]
you all. But I think having
[34:50]
put such a system on all. You
[34:50]
know we don't want to turn
[34:54]
into another texas where our
[34:54]
power grid fails every time
[34:57]
there's a storm and GOD knows
[35:00]
in florida we get on so that's
[35:04]
one question I have. The
[35:04]
questions I have relate to
[35:08]
water. Does this possible
[35:11]
water. For coolant it's only
[35:13]
going to be used for coolant
[35:15]
what does it have to be
[35:15]
treated water. That's one
[35:22]
question. Another question is
[35:22]
is the developer required to
[35:25]
inform you and pass what
[35:26]
chemicals would be added to
[35:29]
the cooler water. And I'm sure
[35:30]
there will be chemicals added
[35:31]
to that water because I had
[35:32]
chemicals to my own
[35:35]
condensation. System in mild
[35:37]
air conditioning system. So
[35:40]
that's line doesn't grow and
[35:41]
other contaminants that might
[35:46]
clog the system. And the last
[35:47]
question and this is one of
[35:50]
those. You know I've worked in
[35:52]
government for 40 years. I get
[35:55]
it I really do. But you've got
[36:00]
to think beyond tomorrow. What
[36:00]
happens if and when that
[36:04]
cooling system fails.
[36:08]
>> any of the
[36:08]
>> of that treated water that
[36:10]
chemical filled water, ends up
[36:16]
on the ground. As I have now
[36:18]
heard so close to the supplies
[36:23]
of our drinking water.
[36:24]
>> 10 years down the road 20
[36:25]
years down the road 50 years
[36:28]
down the road when that data
[36:29]
center is no longer a viable
[36:32]
concern. Because technology is
[36:37]
changing that quickly. What
[36:38]
happens to the hundreds of
[36:42]
millions of gallons. Of now
[36:43]
contaminated water in the
[36:58]
cooling system. Thank you man.
[36:59]
>> I wasn't going to speak
[37:04]
this evening, but you know
[37:05]
what eu commissioners need to
[37:06]
and rage of his title mayor
[37:07]
recalling a citizen monday
[37:11]
evening. It's for you too and
[37:12]
it's all facebook how
[37:15]
unprofessional. And then you
[37:18]
try to deny it. I have no
[37:24]
respect for you. And you know
[37:26]
know that the sooner we don't
[37:28]
need just put this on
[37:29]
restriction for water and then
[37:30]
you want to build a data
[37:32]
center does make sense that
[37:33]
anybody does he know it does
[37:38]
it. I don't know I don't even
[37:39]
know how guys take
[37:40]
commissioner because it
[37:41]
doesn't make sense not
[37:43]
representing this. It is poor.
[37:48]
I'm disappointed. If you
[37:49]
that's a mask. We don't need
[37:58]
just get rid of all it.
[38:04]
>> us. Good evening, everyone
[38:09]
like glad to see everybody
[38:10]
here tonight, not quite as big
[38:11]
problem was the other night so
[38:12]
the crowd. So thank you all
[38:12]
for show.
[38:15]
So one thing that you want to
[38:19]
say is that. Commissioners you
[38:20]
guys are the reason we're here
[38:21]
right now you're the reason
[38:22]
that all these people are
[38:23]
upset that staff. It's not
[38:27]
anybody else's fault, but
[38:28]
yours you guys want to change
[38:29]
the uldc allowing all this
[38:30]
stuff going on the way you
[38:34]
guys a lot money not supposed
[38:35]
know that the state's be able
[38:40]
to do that. But it's it's
[38:41]
still song. I think should be
[38:41]
open to the public we'll see
[38:45]
what's coming of the city
[38:45]
before. Before it even
[38:46]
approved plans we've been
[38:54]
submitted to the city. Desk
[38:56]
definitely against so seen
[38:59]
firsthand the water
[39:00]
consumption. If you do your
[39:01]
own research talk to some of
[39:02]
these other jurisdictions that
[39:03]
have these data centers the
[39:08]
close systems. There's way
[39:09]
more water and more being used
[39:10]
because of these data systems
[39:17]
than what's being told are.
[39:19]
Just for example, there's one
[39:21]
works on the capitol and this
[39:22]
I think 12 minutes or
[39:23]
something somebody just to
[39:25]
banks along or to go that's
[39:26]
the law. Take 1.6 million
[39:29]
gallons of water fell. I think
[39:33]
that 1.6 million gallons of
[39:35]
water bill. These are going
[39:40]
use any more than one owner of
[39:41]
that's ridiculous it wasn't a
[39:43]
one 0.6 million gallons of
[39:43]
water feel what you feel that
[39:47]
that is 3 times before you a
[39:48]
final field because you got
[39:50]
flush all charities inside of
[39:50]
it before you can use that
[39:59]
water for a final. Finally is.
[40:01]
A couple things also the water
[40:02]
is not only being used by the
[40:03]
and I think about the
[40:03]
electricity and stuff that you
[40:06]
have to produce for that water
[40:11]
has to plant. So we're using a
[40:15]
lot water back that all up on.
[40:16]
So there is the study's you
[40:17]
guys will the research and
[40:20]
stuff and all it is not fair
[40:21]
to the citizens to have this
[40:24]
noise and stuff in the area.
[40:25]
We want to say he just the
[40:31]
units that think about there's
[40:31]
1200 o k 1200 compressors
[40:32]
running these killers.
[40:38]
Alright. On top of that
[40:39]
present when the chargers 2400
[40:40]
that are just to keep those
[40:45]
compresses goal. So that noise
[40:46]
and stuff in the neighborhood
[40:47]
and yes you can experienced it
[40:54]
myself so, and it was just say
[40:54]
that again it's it's your ball
[40:58]
and I. That's all I can and I
[41:01]
just wish you guys to do a
[41:01]
better job, I've only here for
[41:06]
3 years.
[41:06]
>> a lot sure.
[41:31]
>> but
[41:32]
>> have been a resident of not
[41:34]
work for 20 years bus. And I
[41:38]
like they are patient of the
[41:39]
care that you guys have a life
[41:40]
and the residents of this
[41:44]
city. And it's very upset.
[41:44]
You're on the go between 2 and
[41:47]
anything that happens here and
[41:48]
everything that happens with
[41:49]
all the buyouts and layoffs
[41:52]
and all the court agree. We
[41:53]
just want to live. It happened
[41:56]
here in this country. In this
[41:56]
city where we've been at it
[41:59]
for many years. I don't
[42:00]
understand this whole race to
[42:02]
ai to begin with. Race against
[42:04]
china for a lot. What's the
[42:08]
race for. What do we
[42:09]
accomplish in this race and
[42:14]
what's the goal of this race.
[42:14]
Number one number 2 why is it
[42:15]
that money is one of the life
[42:18]
and health. We live in a
[42:20]
society now where we can't
[42:20]
even food honestly, that's
[42:26]
good for us. System makes more
[42:27]
money. All the sick people
[42:29]
than they do all the healthy
[42:29]
people that's what are the
[42:32]
worst medical situation world.
[42:34]
I don't understand why people
[42:34]
can understand you have
[42:37]
families too. You want to
[42:38]
bring you take the same bar.
[42:45]
Goes northeast to southwest.
[42:50]
So have and they eastern end
[42:51]
of the city is going to
[42:51]
directly the whole city events
[42:55]
but if there's any problems.
[42:56]
Understand a lot the cities
[42:57]
that had problems with and
[42:59]
they do contain water system
[43:00]
that doesn't draw from the
[43:02]
apple contain sista they still
[43:09]
that were just want to use
[43:11]
it's post for all time that is
[43:13]
to affect drinking water
[43:15]
potable water. That's just a
[43:16]
bizarre wells are effect from
[43:17]
the construction going on the
[43:18]
north and east end as it is
[43:22]
through the rest of the state.
[43:24]
Electrical we know that this
[43:25]
processing plant that they're
[43:26]
talking about building is
[43:30]
going easily double to supply
[43:31]
electricity at your city is
[43:31]
able to provide great now for
[43:32]
the residents that live here
[43:34]
in the city. Our city is one
[43:35]
of the largest cities in the
[43:36]
state if not the largest city
[43:39]
of where my letter. It's not
[43:40]
do that. Yeah I think you're
[43:40]
20 years and seeing the
[43:43]
buildup of crazy. What about
[43:44]
city and future use for all
[43:48]
residents number one. And
[43:50]
number 2 all these
[43:51]
transformers that are around
[43:52]
everywhere up in the air we've
[43:53]
yet to start putting all of
[43:54]
our wires underground to
[43:55]
protect them from the left
[43:56]
from power problems and storms
[43:59]
and hurricanes. Overseas put
[44:00]
them underground protected, so
[44:01]
we don't have these matter
[44:04]
major catastrophes during a
[44:07]
store. So why are they could
[44:10]
180 and what's the plan for
[44:11]
least aging transformers that
[44:14]
around our city many things I
[44:14]
feel for your 50 year life
[44:15]
expectancy and they're all
[44:18]
nearing or past that now they
[44:20]
still taking that into
[44:21]
consideration to be proactive
[44:22]
so that we're not having
[44:23]
people that are shut down for
[44:24]
weeks at a time for
[44:26]
electricity only because of
[44:28]
aging equipment pay work that
[44:29]
MAY is going to take care of a
[44:34]
$1000 with hair. Want to say
[44:36]
I'm completely against the
[44:37]
data centers here or anywhere
[44:37]
in the world because I don't
[44:40]
think that they help anybody
[44:42]
living better. And there
[44:45]
they're not going either all
[44:53]
are going to do is pay
[45:01]
>> good afternoon, everybody
[45:04]
mayonnaise there and I believe
[45:05]
in can you step closer to the
[45:10]
microphone or having a hard up
[45:16]
okay. Start over it, and I
[45:19]
believe the slow food in for
[45:21]
the last 26 to life school.
[45:25]
All it. I really don't have
[45:30]
questions. Send the kids.
[45:36]
Because I think the main sure
[45:36]
100 stand but the most concern
[45:38]
is that we eat the of the
[45:44]
city. So I guess what but your
[45:46]
detention and sure know is
[45:47]
that still weeks ago that
[45:51]
name. Maybe that's the
[45:57]
specific is out. I would plan
[46:00]
data that only way the concern
[46:06]
that residents of that cds 3
[46:08]
cp about what about climate
[46:16]
even the exception. Or the
[46:20]
just have our need the power
[46:22]
before they there and
[46:26]
everything is on ahead. So. My
[46:29]
question to you for I was
[46:33]
talking about. Get one.
[46:38]
Center. If it stops how say
[46:43]
over to the of about and they
[46:45]
the center. You all of these
[46:56]
sessions. All of for the next
[46:59]
time you need to vote vote. Do
[47:03]
your homework because way they
[47:06]
going for it and they chose
[47:07]
they're going tell you you
[47:11]
want to hear you know what
[47:14]
that the ease and I know that
[47:16]
from 5 because I come from
[47:21]
south america and from through
[47:21]
that scene and I also know how
[47:29]
does that leave. We've seen 3
[47:30]
of stuart and that kind yes
[47:33]
exploded next to so I hope
[47:35]
that you feel that that
[47:38]
question. I want to play. They
[47:39]
sent wheat when this one of
[47:43]
the bill first thank you for
[48:00]
>> 2 dozen patients. 26 city
[48:05]

[49:54]

[50:02]

[50:11]

[50:12]
getting how believe are
[50:24]

[50:50]
trying to make that that off

[51:22]

[51:27]

[1:05:03]
e that all the service area.
[1:05:04]
It really has provide lot of
[1:05:15]
didn't go designed to protect
[1:05:25]

[1:05:26]
Through all of them vote for
[1:05:27]

questions not other that you
[1:05:42]
it is the are low quest you
[1:05:43]
they have to needs are in the
[1:05:48]
lore moved to blaze. But about
[1:06:03]
this to be our best expect. At
[1:06:03]
you. They are customers
[1:06:12]
including the need to least
[1:06:24]
that it in wires for about 6
[1:06:40]
entire to the senator fire pay
[1:06:48]
so do believe that is work it.
[1:06:56]
The power power of will be
[1:07:06]

[1:07:07]

[1:07:15]

[1:07:39]
bowl is pete called is a
[1:07:40]
little bit ways has games
[1:07:42]
request to demand it at the
[1:07:49]
bottom of facility time it's
[1:07:54]
very little. So we do some
[1:08:05]
paperwork. So little bit you
[1:08:05]
that a win or going go that
[1:08:14]
you know get a lot as part
[1:08:24]
power been so always need to
[1:08:36]
be paid for by it tie
[1:08:37]
development you know always
[1:08:45]
said oversight of it. The psc
[1:08:51]
'02 was the last year. It
[1:08:55]
reported that is 2, 8, year
[1:09:08]
old all I is is here fight
[1:09:11]
with the rays in the al so
[1:09:21]
there are ways. You know pass
[1:09:27]
you know certain to off a
[1:09:39]
state. And is or e start using
[1:09:41]
already getting a war the
[1:09:56]
system to for customers well.
[1:09:56]
These more access services
[1:10:05]
either chaos. Ensure
[1:10:07]
protecting but it is there are
[1:10:15]
a whole for. In are really to
[1:10:24]
power dash the race 2 are far
[1:10:37]
for be get that patients or do
[1:10:38]
vote rector of the peace
[1:10:41]
manasota regional water supply
[1:10:56]
live authority. Thank you.
[1:11:03]
Thank you MISTER Fletcher.
[1:11:04]
>> mayor MISTER Appreciate you
[1:11:09]
all about MAY be here today. I
[1:11:11]
appeal guy shows
[1:11:18]
important rich.
[1:11:22]
>> I have just a few one of
[1:11:22]
the spend a few minutes
[1:11:23]
talking about the authority
[1:11:26]
some of our background who 4
[1:11:30]
years our history and really
[1:11:34]
our role in your water supply.
[1:11:36]
As you can see here we also
[1:11:41]
want supplier we served 4
[1:11:42]
county area bound county
[1:11:42]
sarasota desoto and charlotte
[1:11:46]
county. We're actually created
[1:11:50]
in 1982. As a special district
[1:11:52]
of the state independent
[1:11:53]
special district under chapter
[1:11:57]
3.73 or statutes. And we
[1:11:57]
operate our facility here on
[1:12:01]
the other right. Just inside
[1:12:01]
county where the star is its
[1:12:03]
front of the peace river. Some
[1:12:06]
folks have mentioned here
[1:12:10]
tonight we acquired the
[1:12:11]
facility from general
[1:12:13]
development 1991 shortly
[1:12:14]
before you all the choir water
[1:12:19]
treatment plant of them had
[1:12:22]
create to know from you know
[1:12:23]
other facility that we operate
[1:12:27]
was swallowed back in 1991.
[1:12:29]
We've gone through 2 major
[1:12:30]
expansions and one minor
[1:12:34]
expansion that capacity is now
[1:12:36]
51 mgd also regional
[1:12:36]
transmission system we have 88
[1:12:40]
miles of large diameter pipes
[1:12:42]
from to 48 diameter of car
[1:12:45]
first throughout 4 county
[1:12:46]
region. We have a loophole
[1:12:50]
every points to those far to
[1:12:53]
the city of north port that's
[1:12:54]
serious leader of the price so
[1:12:56]
we deliver you an average of
[1:12:56]
about 2 gd actually that was
[1:12:59]
the number for this year. You
[1:13:00]
have capacity of 2.9 to be
[1:13:05]
right now. Also through
[1:13:08]
stations and multiple
[1:13:10]
emergency connects both of our
[1:13:11]
members and customers families
[1:13:13]
not numbers, but city of punta
[1:13:17]
gorda and know water district.
[1:13:20]
So the information governing
[1:13:21]
documents we have 3 major
[1:13:24]
documents that the guys are
[1:13:25]
principles the first one being
[1:13:28]
are in a local agreement. But
[1:13:28]
the pfizer service area which
[1:13:30]
is the 4 county area are
[1:13:33]
members. The board structure.
[1:13:37]
Our organization and operating
[1:13:39]
structure. The other agree
[1:13:40]
that the guys are principles
[1:13:40]
is the master water supply
[1:13:43]
contract. That defines our
[1:13:45]
obligation to provide water.
[1:13:48]
Your obligation to pay for
[1:13:52]
that it covers procedures on
[1:13:55]
how supplies how you request
[1:13:56]
you and things like day-to-day
[1:13:57]
operations system pressures
[1:14:00]
water quality. Average day
[1:14:01]
they follow requirements that
[1:14:02]
we have to meet to serving
[1:14:09]
needs. This is just a quick
[1:14:10]
side of short time of the
[1:14:10]
history of the important cover
[1:14:14]
a little bit of that already
[1:14:17]
we were established in 1990 or
[1:14:19]
1982 the ritual that goes
[1:14:20]
members kind of dropped out 2
[1:14:24]
years later in before. I'm
[1:14:24]
basically a plan agency for
[1:14:28]
the first 9 years. What we
[1:14:31]
acquired the peace river
[1:14:32]
facility that same year north
[1:14:33]
port became a customer of
[1:14:37]
board. Her first major
[1:14:41]
expansion started in 1905,000
[1:14:42]
pr over the river option well
[1:14:47]
have you need to the
[1:14:49]
facilities that again with
[1:14:49]
others expecting 10 years
[1:14:52]
later the rfp or the regional
[1:14:53]
detention program which other
[1:14:54]
than other you that 48 unit
[1:15:00]
capacity. Rebuild of the
[1:15:04]
original 19 91 facility in
[1:15:05]
2015. And were able to add
[1:15:06]
about 3 and do that us to the
[1:15:09]
total today, 51 mgd capacity.
[1:15:12]
We're currently been mentioned
[1:15:14]
here little of construction
[1:15:14]
project expanded the
[1:15:16]
facilities were sort of as a
[1:15:21]
bore on property as well as a
[1:15:21]
24 to expansion of our
[1:15:27]
treatment facilities. Just a
[1:15:30]
little more of a deep dive
[1:15:31]
some of our of the statutes
[1:15:34]
that govern our army focus as
[1:15:37]
a wholesaler is developing
[1:15:38]
story supply operating a
[1:15:41]
regional water supply for
[1:15:44]
wholesale purposes. We cannot
[1:15:45]
engage local water
[1:15:46]
distribution we're by statute
[1:15:49]
from selling unlike fpl we can
[1:15:51]
only sell to our members and
[1:15:53]
customers we cannot sell to a
[1:15:54]
developer or industrial user
[1:15:57]
directly have to go through a
[1:15:58]
customer such as yourself to
[1:16:00]
supply that was. No that is
[1:16:02]
still the will bring florida
[1:16:08]
statutes.
[1:16:13]
Drives all of our decisions 4
[1:16:14]
members stayed for one member
[1:16:19]
from all it bowls contract
[1:16:20]
rates but parental rights to
[1:16:21]
those 4 counties and
[1:16:22]
the city to purchase water
[1:16:26]
from floor. 4 dozen on voting
[1:16:30]
customer, the 40, you
[1:16:31]
contractual rights and you
[1:16:31]
have your part to the mets
[1:16:34]
were supply contract. The
[1:16:35]
project itself as water
[1:16:38]
allocations and this is where.
[1:16:39]
Contractual obligations for us
[1:16:42]
come into play. You are cross
[1:16:43]
water from your 40 and we have
[1:16:46]
an obligation to supply of
[1:16:48]
water as I said right now
[1:16:48]
allocation is 2.9 million
[1:16:53]
gallons a day average. If you
[1:16:55]
others factors things like
[1:16:56]
that what any you all for us
[1:16:56]
to take up to 2.9 million
[1:17:00]
gallons of it. So how do you
[1:17:03]
ask what was best described in
[1:17:06]
a contract that we have a
[1:17:07]
process. Each year all the
[1:17:08]
customers provide us with your
[1:17:09]
demand projections for 20
[1:17:09]
years.
[1:17:12]
And a 7 under with that some
[1:17:16]
of your windows commitment.
[1:17:16]
That you are willing to buy or
[1:17:21]
we're going to build that one.
[1:17:22]
Obviously you for 20 million
[1:17:23]
gallons tomorrow as we can
[1:17:25]
supply that we can't building
[1:17:27]
permit that facility and that
[1:17:30]
sort so the contract
[1:17:31]
contemplates that a loss of 7
[1:17:32]
years to respond to your if
[1:17:37]
you ask water today. I have 7
[1:17:40]
years to build sell permit
[1:17:40]
constructed as do every thing
[1:17:42]
and then start delivering that
[1:17:51]
water. After the 7. It time
[1:17:53]
move motion is so far we are
[1:17:56]
in a drought right want to
[1:17:58]
mention that that really is
[1:17:59]
the main reason we drive our
[1:18:00]
planning purposes, you know
[1:18:01]
some what years some of your
[1:18:04]
life your dream we drive. We
[1:18:07]
have the water shortage of or
[1:18:10]
since earlier this year I
[1:18:10]
think MARCH or APRIL it
[1:18:16]
doesn't extend one of 2026.
[1:18:20]
You call or something like in
[1:18:21]
response to were given an
[1:18:24]
emergency too withdraw water,
[1:18:28]
the peace river we should need
[1:18:30]
it. So has similar words given
[1:18:34]
to the city border. I'm not
[1:18:35]
sure if they're actually take
[1:18:37]
them are not under that
[1:18:39]
provision continue use our
[1:18:40]
storage and recovery wells as
[1:18:41]
well as that we inject water
[1:18:46]
in in the wet season. Need to
[1:18:48]
take the water back out dry
[1:18:50]
season, the music offense, our
[1:18:55]
surface water facility. The
[1:19:17]
here just give you an idea of
[1:19:17]
the allocations of an inch and
[1:19:17]
earlier all right, for board
[1:19:17]
customers and members g you
[1:19:18]
can see sarasota's the city is
[1:19:18]
2.9 with the construction of
[1:19:18]
the products that are going on
[1:19:18]
now we're 18 oh gee of
[1:19:18]
allocation. To boeing
[1:19:18]
contract. So services going up
[1:19:19]
quite well charlotte's going
[1:19:24]
to 3. Report that the slide so
[1:19:25]
show here but north port's
[1:19:26]
going up like 2 so your future
[1:19:28]
allocation 4.9 in judy and
[1:19:30]
then the sos going find one.
[1:19:32]
they'll be one 0.7 those
[1:19:35]
outages are spoken for based
[1:19:35]
on the contractual obligation
[1:19:41]
that we have with so. Was
[1:19:41]
about to be put through that
[1:19:42]
process and mentioned that
[1:19:45]
seven-year process. And with
[1:19:46]
that I'd happy to answer any
[1:19:57]
questions. Okay
[1:20:00]
>> her. You want of the
[1:20:07]
summer.
[1:20:12]
>> all right good evening.
[1:20:13]
Mayor council. And the
[1:20:18]
resident. Always love silo
[1:20:19]
civic engagement secretion
[1:20:22]
guys coming this month. So
[1:20:25]
thank you for the opportunity
[1:20:25]
is city can I have the honor
[1:20:29]
of serving as executive
[1:20:30]
director the which is a for
[1:20:33]
additional infrastructure and
[1:20:33]
security alliance. Are
[1:20:37]
partisan trade association
[1:20:37]
representing florida companies
[1:20:39]
expert from technology energy
[1:20:41]
infrastructure, healthcare and
[1:20:42]
national security. Just want
[1:20:46]
to we don't resent this bill
[1:20:47]
are coming of plan I just kind
[1:20:50]
of google the news article
[1:20:51]
generally supportive of joint
[1:20:53]
structure across florida. And
[1:20:53]
I appreciate the opportunity
[1:20:58]
to address rise tonight. Our
[1:21:00]
perspective is that for us
[1:21:02]
compete for infrastructure and
[1:21:03]
investment and the the
[1:21:06]
opportunity that comes with
[1:21:06]
it.
[1:21:07]
>> and the way that we believe
[1:21:08]
best approach industry in
[1:21:09]
florida is to do it
[1:21:11]
responsibly based facts and
[1:21:15]
that's why of exist. We are
[1:21:16]
florida's evidence-based
[1:21:19]
resource for elected officials
[1:21:20]
in communities to help these
[1:21:22]
state rounded verifiable data
[1:21:23]
engineering research and
[1:21:26]
actual lived experience. And
[1:21:27]
we also believe that it really
[1:21:28]
matters so we're going to
[1:21:29]
advocate for this industry we
[1:21:29]
should be able to answer
[1:21:32]
questions with facts and we
[1:21:32]
recognize that communities
[1:21:34]
have reasonable questions.
[1:21:38]
Related to noise water use the
[1:21:39]
suspects are other impacts and
[1:21:39]
I want to just acknowledge
[1:21:42]
those at the outset. We also
[1:21:43]
believe florida is uniquely
[1:21:45]
positioned to take advantage
[1:21:45]
of this opportunity address
[1:21:46]
these matters to our existing
[1:21:48]
regulatory and legal
[1:21:49]
frameworks so let me start
[1:21:52]
something very simple. All of
[1:21:53]
us here right at some point
[1:21:58]
I'm sure are majority of and
[1:21:59]
by the way for a commission
[1:22:00]
this is our leadership this is
[1:22:04]
the focus for our border. So
[1:22:06]
free to review you know who
[1:22:08]
vote in autumn's right hasn't
[1:22:10]
used google maps or check
[1:22:11]
online banking or stream us
[1:22:12]
something online movie or
[1:22:17]
music or used. Any other tool
[1:22:17]
to create flyer or to a text
[1:22:20]
message or newsletter. Every
[1:22:22]
one of those transactions.
[1:22:26]
Live on the joint structure.
[1:22:26]
And that brings me to the
[1:22:32]
simplest idea of what idea
[1:22:34]
that the cloud is somewhat for
[1:22:35]
your family photos live
[1:22:36]
somewhere our financial
[1:22:38]
transactions. Our process
[1:22:39]
somewhere. The applications
[1:22:42]
are running our businesses
[1:22:42]
federer that the applications
[1:22:43]
that run our hospitals our
[1:22:46]
schools, our governments or
[1:22:47]
banks. Every major institution
[1:22:50]
in society. It operates
[1:22:52]
somewhere that somewhere is
[1:22:53]
adopted inside is something
[1:22:54]
you're going to hear more and
[1:22:57]
more about. Compute computer
[1:23:00]
is essentially computational
[1:23:01]
horsepower it's our ability to
[1:23:04]
store information process
[1:23:04]
information in washington so
[1:23:06]
months of data and run
[1:23:09]
precinct sophisticated
[1:23:10]
applications. And yes, our
[1:23:11]
artificial intelligence. What
[1:23:14]
we're talking about it's the
[1:23:14]
physical infrastructure
[1:23:16]
supporting the digital economy
[1:23:21]
powering everyday life. So
[1:23:22]
what exactly is it that a
[1:23:23]
senator I want include this
[1:23:24]
might give you a sense of
[1:23:28]
scale. At the most basic level
[1:23:31]
a data center's a physical
[1:23:32]
space where computational
[1:23:34]
equipment is house and service
[1:23:35]
operating store information
[1:23:39]
data comes in data goes right
[1:23:41]
on the far you what would
[1:23:42]
essentially be in it class
[1:23:43]
that you find law firm point
[1:23:45]
coming from or doctor's
[1:23:46]
office. These are small
[1:23:47]
facilities they operate mostly
[1:23:50]
in the coming moving on from
[1:23:54]
the area centers. They are
[1:23:55]
primarily measured in the
[1:23:55]
hundreds of kilowatt sometimes
[1:24:01]
up to low megawatts centers
[1:24:02]
are emphasized speed right so
[1:24:04]
we're you're talking about
[1:24:05]
telecommunications advanced
[1:24:06]
manufacturing healthcare game
[1:24:09]
or on vehicles. It centers are
[1:24:15]
critical. Is comprised of. And
[1:24:15]
everybody to operating
[1:24:18]
primarily in one organization,
[1:24:19]
a covid patients center think
[1:24:21]
of it as like an apartment
[1:24:22]
building. So the company
[1:24:23]
doesn't want to build out
[1:24:24]
their own data center it will
[1:24:24]
rent out a portion of an
[1:24:28]
existing data center. And then
[1:24:29]
when people with the cloud
[1:24:29]
because some were just ready
[1:24:32]
all of these spaces. So that's
[1:24:33]
how we get ultimately to the
[1:24:34]
hyperscale data center these
[1:24:37]
are large facilities. You're
[1:24:38]
talking about on the scale of
[1:24:41]
hundreds of megawatts all the
[1:24:43]
way up to a high campuses
[1:24:44]
which can be up to a good one
[1:24:45]
so like him or think about
[1:24:46]
omicron micro facility in your
[1:24:48]
house, alright your law firm.
[1:24:50]
A 1000 killed wants to make a
[1:24:54]
lot a 1000 megawatt is a so
[1:24:55]
just keep that in mind as we
[1:24:56]
are exploring this
[1:25:01]
conversation. So. All of these
[1:25:01]
data centers with what
[1:25:05]
centers. Can you know a
[1:25:05]
variety of things it really
[1:25:08]
ultimately comes down to scale
[1:25:09]
each of different power
[1:25:10]
requirements cooling systems
[1:25:14]
wire and needs acreage
[1:25:14]
investment levels
[1:25:15]
construction, timelines and
[1:25:18]
community impacts so
[1:25:19]
commission when a proposal
[1:25:22]
comes to the first question
[1:25:24]
simply should not thing do we
[1:25:25]
want but that we all live off
[1:25:26]
of these things and responded
[1:25:29]
its about scale. The better
[1:25:30]
question is what type of
[1:25:30]
facility is being proposed how
[1:25:32]
large is it. How much power
[1:25:36]
does it need initially knew
[1:25:39]
that technology will be used.
[1:25:40]
And does particular project
[1:25:44]
work for our community and I
[1:25:44]
want that to be the framework,
[1:25:45]
you know as I present to you
[1:25:51]
this evening. Zooming out on a
[1:25:52]
lot of one for reading all of
[1:25:52]
our stakeholders are all
[1:25:55]
floridians florida companies.
[1:25:57]
Florida has built the future
[1:26:00]
before we go back to henry
[1:26:01]
flagler building the for the
[1:26:03]
the that connect to florida to
[1:26:04]
the nation. We can go out to
[1:26:07]
enterprising california too
[1:26:10]
following central florida and
[1:26:11]
last we don't love is just the
[1:26:12]
world we can look to the
[1:26:15]
federal government. Seeding
[1:26:16]
space coast with which
[1:26:21]
launched. And spacex and the
[1:26:22]
entire space coast in legal
[1:26:25]
system in that area. We can go
[1:26:26]
to naval air station pensacola
[1:26:29]
which established northwest,
[1:26:29]
florida as the national center
[1:26:32]
for aviation expertise laying
[1:26:33]
the foundation. For today's
[1:26:34]
robust defense corridor from
[1:26:35]
can to call on with
[1:26:38]
jacksonville. Florida is not
[1:26:41]
home 3 combatant commands. I'm
[1:26:42]
sure many of us know that
[1:26:44]
center console common so call
[1:26:46]
a quarter of the united states
[1:26:49]
military's command are in
[1:26:50]
florida. These commands rely
[1:26:53]
on additional infrastructure.
[1:26:54]
Let me repeat that these come
[1:26:56]
JULY on digital
[1:26:57]
infrastructure. This is as
[1:26:58]
much local issue as it is a
[1:27:00]
national security issue and I
[1:27:01]
want to drive that point home
[1:27:06]
as much of zooming out a
[1:27:08]
little for we think about
[1:27:08]
everything or I do that every
[1:27:09]
generation built
[1:27:09]
infrastructure that powers
[1:27:13]
economy. The electric grid
[1:27:13]
enable the transformational
[1:27:16]
industrial economy of the 20th
[1:27:20]
century are in era of record
[1:27:20]
economic prosperity. Our
[1:27:21]
interstate highway systems of
[1:27:25]
the 1950's paved the way for
[1:27:27]
our logistics a condom which
[1:27:28]
allowed to order an on her
[1:27:29]
using a data center and have
[1:27:33]
that I you are the next day.
[1:27:34]
Internet fire are on loan from
[1:27:36]
digital age which we all rely
[1:27:36]
on. This presentation relies
[1:27:40]
upon it all life on it digital
[1:27:40]
infrastructure is our
[1:27:45]
generation's. From the best of
[1:27:45]
our ability to lay the
[1:27:46]
foundation for the next great
[1:27:50]
economically forward. Yes
[1:27:51]
artificial intelligence is a
[1:27:53]
part its accelerated
[1:27:56]
transition. And it's easy to
[1:27:57]
hear touchy pt are think
[1:27:57]
chatgpt editing and you know
[1:28:00]
we're creating a flyer. That
[1:28:01]
is just consumer-facing tip of
[1:28:05]
something much larger.
[1:28:06]
Advanced computing. It's
[1:28:09]
helping researchers analyzed
[1:28:10]
extraordinary amounts. But you
[1:28:12]
going away from ation in
[1:28:12]
cancer research. It
[1:28:15]
accelerated drug discovery.
[1:28:17]
It's helping scientists small
[1:28:18]
proteins. It's helping improve
[1:28:23]
weather forecasting right
[1:28:23]
tremendous amounts of data
[1:28:24]
which is relevant to us during
[1:28:29]
hurricane season. It's being
[1:28:29]
applied to cyber security is
[1:28:30]
being applied to agriculture
[1:28:32]
also rolled into florida. It's
[1:28:32]
being applied aerospace also
[1:28:36]
road to florida. It's applied
[1:28:38]
medical imaging we want high
[1:28:40]
quality mris my wife is a
[1:28:41]
physician, she works in the
[1:28:44]
hospital she leads hospital
[1:28:45]
team. They rely on the highest
[1:28:48]
quality technology. The most
[1:28:49]
accurate scans guess where is
[1:28:50]
stored that that is stored
[1:28:51]
inside of it that that a
[1:28:52]
second digital infrastructure
[1:28:57]
is critical it. Always require
[1:28:57]
computational power and
[1:28:58]
computational power requires
[1:29:01]
physical infrastructure. The
[1:29:01]
cloud is physical
[1:29:07]
infrastructure. It ultimately
[1:29:07]
serves fibers electricity
[1:29:08]
cooling technology
[1:29:10]
cybersecurity in buildings.
[1:29:11]
The world only the mandy moore
[1:29:15]
compute. Infrastructure that
[1:29:17]
serves that demand is going to
[1:29:18]
represent yes, hundreds of
[1:29:18]
billions of dollars of
[1:29:19]
investment. That's not the
[1:29:24]
point here. It will be built.
[1:29:25]
It is the look at that not
[1:29:26]
that just shared with us. The
[1:29:29]
question is where and point is
[1:29:30]
that florida should be
[1:29:35]
competing for and florida has
[1:29:36]
an advantage. 4 is not the
[1:29:38]
first mover when it comes to
[1:29:39]
data centers, not one not 2
[1:29:44]
not correa. 13 other states
[1:29:45]
numerous other states have
[1:29:47]
moved on data centers before
[1:29:48]
us have they maybe made a move
[1:29:53]
that we would not absolutely.
[1:29:54]
But florida's position to
[1:29:55]
benefit from the lessons
[1:29:56]
learned from those states. We
[1:29:59]
can look at somebody write.
[1:30:00]
Virginia with data sent out
[1:30:02]
you can with the texas. Which
[1:30:04]
has a robust ecosystem and I
[1:30:08]
would I would agree. We would
[1:30:09]
not maybe make all the moves
[1:30:10]
that texas but we can learn
[1:30:13]
from absolute. Tennessee has a
[1:30:15]
massive metal facility. That's
[1:30:17]
right. Jordan ohio arizona. I
[1:30:23]
just learned today. My wife's
[1:30:23]
state's right we with
[1:30:26]
basically park on portland who
[1:30:27]
here thinks of the pacific
[1:30:28]
northwest visions, a
[1:30:31]
technological ways plan. They
[1:30:32]
have hyperscale facilities for
[1:30:35]
20 plus years. And there and
[1:30:36]
they're very environment. We
[1:30:37]
can their water is still
[1:30:42]
coming. Google is operating a
[1:30:44]
massive hyperscale facility in
[1:30:45]
the dolls just outside of
[1:30:47]
court and they have since
[1:30:49]
2006, the pacific northwest
[1:30:50]
from portland approved hoover
[1:30:54]
was washington has no less
[1:30:55]
than 30 large-scale facilities
[1:30:55]
that would qualify under sb
[1:30:58]
44. So these things are
[1:30:59]
happening. There are score.
[1:31:03]
Other states have spent time
[1:31:04]
working through infrastructure
[1:31:07]
utility land use workforce and
[1:31:08]
economic development questions
[1:31:09]
that are associate these
[1:31:10]
projects that means florida
[1:31:12]
does not need to invent this
[1:31:14]
from scratch. We get to learn
[1:31:15]
to look around the country
[1:31:17]
identify the best practices.
[1:31:17]
We get to look at how
[1:31:19]
standards have evolved
[1:31:22]
understand utility structures.
[1:31:23]
We can look at different
[1:31:26]
cooling technologies different
[1:31:26]
fiscal impact. I thought
[1:31:27]
programmed for effectiveness.
[1:31:31]
And. And I think that's an
[1:31:31]
important distinction
[1:31:35]
sometimes data centers.
[1:31:37]
Presented as though this is
[1:31:38]
alien technology that we have
[1:31:41]
know that we need to address
[1:31:41]
we don't believe that this is
[1:31:42]
not the only in technology at
[1:31:45]
the end of the day. These are
[1:31:46]
4 walls with computer servers
[1:31:47]
in a room in some air
[1:31:49]
conditioning from the top not
[1:31:52]
any major retailer
[1:31:55]
supermarket. The scale of
[1:31:55]
larger obviously there are
[1:31:56]
questions that are real
[1:31:57]
related to energy and water
[1:31:58]
and with our existing
[1:31:59]
framework. We can address
[1:32:04]
those. For also any major
[1:32:05]
investment do we or do we not
[1:32:08]
permit power plants, permit
[1:32:11]
factory. We permit residential
[1:32:11]
communities. We permit
[1:32:14]
hospitals with comedies
[1:32:14]
distribution centers. Support
[1:32:15]
agriculture, we support
[1:32:20]
aerospace. We have decades
[1:32:21]
building regulatory system
[1:32:25]
evaluate large sophisticate of
[1:32:26]
projects and it's really for
[1:32:28]
fracture is just another major
[1:32:28]
economic opportunity that can
[1:32:29]
be evaluated through those
[1:32:32]
same principles valuing the
[1:32:33]
project applying the standards
[1:32:35]
and for informed decision and
[1:32:36]
because others moved first
[1:32:40]
floor gets to do it better.
[1:32:41]
And I bring to this point was
[1:32:43]
covered a presentation touch
[1:32:46]
upon here, florida existing
[1:32:47]
framework. Poll and respect
[1:32:47]
the questions that were asked
[1:32:50]
the public come. These are
[1:32:53]
real legitimate concerns
[1:32:54]
regarding water, going to
[1:32:54]
power in regarding land use
[1:32:55]
and let me address all 3 right
[1:32:59]
now. Florida chapter 3.73.
[1:33:02]
Requires any major development
[1:33:07]
to earn to be approved. Think
[1:33:08]
these permit what does that
[1:33:08]
mean he's going to what does
[1:33:10]
that mean. Planning the
[1:33:12]
properties to present a plan
[1:33:15]
that shows its water
[1:33:15]
consumption. The water
[1:33:16]
management district and the
[1:33:17]
department of environment
[1:33:21]
protection approved that plan
[1:33:21]
not only that approve or
[1:33:25]
reject a plan by the way if it
[1:33:25]
does not pass a threshold of
[1:33:28]
being reasonable of not for me
[1:33:29]
the residence and attic
[1:33:33]
serving goals of the project.
[1:33:35]
Water management district and
[1:33:36]
the department of
[1:33:36]
environmental protection also
[1:33:37]
maintain ongoing enforcement
[1:33:40]
proper. What that means is if
[1:33:40]
a developer says he is going
[1:33:42]
to be one thing and it doesn't
[1:33:43]
end up doing that they can be
[1:33:47]
punished along the way. Check
[1:33:47]
of 3.73 not a new law goes
[1:33:51]
back to the early 70's, we've
[1:33:54]
used his framework for every
[1:33:54]
major development we've uses
[1:33:55]
framework for all the rockets,
[1:33:58]
70 shut off of the space
[1:33:59]
coast. Every the part that we
[1:34:00]
put out every neighborhood
[1:34:03]
every golf everything that
[1:34:04]
we've done. We've had fallen
[1:34:07]
173 since early 1970's. As the
[1:34:12]
4400 for this one. As the 44
[1:34:14]
insurers for any project that
[1:34:18]
is a large scale project above
[1:34:18]
50 megawatts that's what those
[1:34:19]
local great haters will not
[1:34:21]
bear the brunt. Any increase
[1:34:22]
infrastructure build out.
[1:34:25]
Any other costs related to
[1:34:30]
power generation. So we have
[1:34:30]
water that is addressed to a
[1:34:34]
50 plus year old framework. We
[1:34:35]
have asked the 44 which is a
[1:34:36]
good law that ensure rate
[1:34:39]
payers are protected on power.
[1:34:40]
And wendy's we have any
[1:34:41]
existing framework that we
[1:34:44]
utilized. For development
[1:34:46]
across the state and in this
[1:34:47]
community relating to noise
[1:34:51]
relating to us that and
[1:34:52]
encourage conversations I
[1:34:55]
loved hearing the public safe.
[1:34:55]
I just want talk this through
[1:34:56]
more, I just want learn more I
[1:35:00]
just want to hear more. Agree.
[1:35:00]
The way that we do that and
[1:35:02]
I'm not going get ahead of
[1:35:03]
myself is every project needs
[1:35:07]
to be evaluated. You know, and
[1:35:08]
I will say that point for let
[1:35:09]
me just make this final before
[1:35:12]
moving from light in
[1:35:13]
twenty-twenty 6 for the wind
[1:35:15]
florida even further with sb
[1:35:20]
44. In chapter 3.73. Require a
[1:35:22]
specific consumptive use
[1:35:23]
permitting relating to
[1:35:24]
large-scale data centers, yes,
[1:35:24]
requiring them to use
[1:35:29]
reclaimed water when possible.
[1:35:30]
So yes, that is a possibility
[1:35:32]
so somebody's #
[1:35:32]
what about
[1:35:34]
the water I say florida
[1:35:38]
already has a system for
[1:35:39]
answering they submit the
[1:35:40]
engineering identify the and
[1:35:41]
they determine the proposed
[1:35:45]
use. 50 year-old that every
[1:35:47]
day phone. What I would say
[1:35:51]
is. I would encourage us to
[1:35:52]
stop asking how could florida
[1:35:55]
man's tissue industry. And
[1:35:56]
it's that recognize we already
[1:35:57]
have the tools necessary to
[1:36:01]
manage to responsibly. I only
[1:36:02]
have we on the on economic
[1:36:05]
impact, although it is sizable
[1:36:06]
is important. These are these
[1:36:07]
are generators for
[1:36:10]
communities. It's not just the
[1:36:11]
tax base right. I mean I can
[1:36:16]
give you examples. In lyon
[1:36:16]
county they reduce their
[1:36:17]
property tax for a year or a
[1:36:20]
year from 26 to 2026. That's a
[1:36:20]
burden that was reduced on the
[1:36:22]
residence while increasing
[1:36:28]
services. In tennessee meta
[1:36:29]
sorry and in louisiana and
[1:36:29]
office on sales tax revenues
[1:36:30]
from their facility they were
[1:36:31]
able to get teachers to
[1:36:34]
$60,000 on that straight. And
[1:36:35]
you know working that I just
[1:36:36]
mentioned to go over of the
[1:36:36]
outside of the in the dots
[1:36:39]
that support them. The
[1:36:39]
revenues from that facility
[1:36:42]
were reinvested into more
[1:36:43]
efficient. Power
[1:36:45]
infrastructure which actually
[1:36:45]
and about dropping quite
[1:36:50]
significantly. The estimated.
[1:36:50]
Rate increase that they
[1:36:51]
expected in florida there will
[1:36:54]
not be rate increases the 44
[1:36:54]
working because they have the
[1:36:57]
money to reinvest they dropped
[1:36:58]
the expected increase from 26%
[1:37:03]
8. 23% down to 8. So that to
[1:37:04]
say I want to harp on this
[1:37:05]
issue because and folks get
[1:37:05]
lost and thinking it's just a
[1:37:08]
money matter. This isn't the
[1:37:09]
money part is important we
[1:37:10]
have major issue. Coming up on
[1:37:15]
or about NOVEMBER that are
[1:37:16]
going to severely impact our
[1:37:18]
live our police our fire our
[1:37:18]
day-to-day life and understand
[1:37:22]
from the public. What I mean
[1:37:23]
that's a that's a massive vote
[1:37:23]
that's coming up which is
[1:37:24]
going to severely one way or
[1:37:27]
another affect our laws. This
[1:37:28]
actually is a massive
[1:37:31]
opportunity to bring revenue
[1:37:32]
our communities. In addition
[1:37:32]
to there there is a meaningful
[1:37:36]
work force impact. Labor is
[1:37:39]
not that you can't think of
[1:37:39]
center's as a corporate hq
[1:37:41]
we're looking into town ribbon
[1:37:43]
cutting 1000 jobs announced
[1:37:46]
that's really not the
[1:37:49]
headline. There is a impact in
[1:37:49]
the buildup for 2 think about
[1:37:54]
2 years the data center. Don't
[1:37:56]
be anywhere on the team, you
[1:37:56]
know you know, but it seems
[1:37:57]
like 100 to a 1000 you know
[1:37:58]
these are good jobs. For the
[1:38:01]
period of time right. So
[1:38:02]
there's a contractor, what
[1:38:06]
russians pipe fitters. You
[1:38:06]
write again from ongoing basis
[1:38:07]
after that.
[1:38:12]
You're talking about hundreds
[1:38:15]
of jobs, anywhere but a 200 to
[1:38:15]
500 depends on the scale
[1:38:19]
six-figure paying jobs in your
[1:38:19]
community. Okay is that they
[1:38:20]
changing amount of job for
[1:38:21]
some people it is for those
[1:38:25]
people it is for those 500
[1:38:26]
people in the community making
[1:38:28]
all 6 figures guaranteed
[1:38:30]
income that's meaningful
[1:38:31]
employment opportunity and
[1:38:34]
these companies also by the
[1:38:34]
way investing workforce
[1:38:37]
program which allows average
[1:38:40]
people 2 on the road into the
[1:38:41]
digital economy. So capital
[1:38:42]
investment tax base
[1:38:44]
construction. Employment,
[1:38:46]
permanent employment and
[1:38:47]
workforce development. This is
[1:38:48]
what we're talking about we
[1:38:53]
talk about capital investment.
[1:38:53]
That leads me to a broader
[1:38:54]
point that I would like to
[1:38:58]
make. Florida has spent
[1:38:59]
decades establishing itself as
[1:38:59]
one of america's leading
[1:39:00]
states when it comes to
[1:39:02]
industry and innovation and
[1:39:04]
not foster has served as
[1:39:05]
extraordinarily well when an
[1:39:07]
innovative company has
[1:39:08]
approached us. Our instinct
[1:39:11]
has not talking for this
[1:39:12]
industry are things is how can
[1:39:14]
we make it work. What
[1:39:17]
standards apply. What is the
[1:39:17]
right location, what
[1:39:20]
investment will it bring. But
[1:39:20]
it's creative. What
[1:39:24]
infrastructure is required.
[1:39:24]
And the the we should take the
[1:39:25]
same approach when it comes to
[1:39:28]
digital infrastructure. That's
[1:39:29]
why we do not believe work for
[1:39:33]
in our way forward. Because
[1:39:34]
fundamentally know it's a
[1:39:36]
conversation under. Once you
[1:39:37]
say no there is nothing to
[1:39:41]
about it. You never get to
[1:39:43]
determine the you don't get to
[1:39:44]
determine. Whether our project
[1:39:47]
can satisfy water requirement.
[1:39:48]
You don't get to determine
[1:39:50]
whether utility conservative
[1:39:53]
under a structure that keeps
[1:39:53]
protect your customers, you
[1:39:54]
benefit you never negotiate
[1:39:56]
the workforce impact you never
[1:39:57]
get to ask the company to
[1:39:58]
modify their design. You never
[1:40:02]
get to determine the proposal
[1:40:03]
and whether it would be a
[1:40:03]
tremendous economic
[1:40:04]
development opportunity for
[1:40:08]
residents. The conversation is
[1:40:08]
simply over at that point and
[1:40:09]
I don't believe that's
[1:40:10]
consistent with the florida
[1:40:14]
that we know. Found a to be to
[1:40:15]
balance being open for
[1:40:16]
business and being good for
[1:40:16]
consumers in a way that works
[1:40:21]
for all of us for be a factor
[1:40:23]
or a biotech company or new
[1:40:24]
aerospace company willing to
[1:40:26]
invest a billion dollars in
[1:40:26]
your community. Our response
[1:40:29]
be no. Response would be
[1:40:33]
what's of value with the
[1:40:34]
project but establishing the
[1:40:34]
rules was asked really good
[1:40:36]
really smart questions but
[1:40:36]
negotiating, let's make
[1:40:38]
informed decisions. Compete
[1:40:41]
for the investment and digital
[1:40:42]
infrastructure deserves the
[1:40:47]
same treatment. The framework
[1:40:49]
that we is don't start with
[1:40:49]
yes because flatly there are
[1:40:50]
projects that should not be
[1:40:53]
approved. Don't start with no
[1:40:56]
because that the conversation
[1:40:57]
and you're not allowed even
[1:40:57]
negotiate whether it's good
[1:40:58]
for your community at that
[1:41:02]
point start with the facts if
[1:41:03]
you start with the facts and
[1:41:04]
have a conversation you can
[1:41:04]
evaluate project and
[1:41:10]
community. So. We believe so
[1:41:15]
so I I see that all city. The
[1:41:16]
capital in jobs and workforce
[1:41:18]
will go somewhere right that's
[1:41:20]
from the map that we saw. The
[1:41:24]
tax base will go somewhere.
[1:41:26]
Because system that springs
[1:41:26]
around these digital these
[1:41:29]
centers. Of will develop
[1:41:30]
somewhere and we believe that
[1:41:34]
summer shipp before. In
[1:41:35]
closing I want to be very
[1:41:37]
clear with where 56 stands. We
[1:41:39]
believe florida should compete
[1:41:43]
for the infrastructure power
[1:41:43]
and artificial intelligence
[1:41:46]
cloud computing cybersecurity
[1:41:47]
research and next generation
[1:41:50]
of the digital economy.
[1:41:51]
Believe our communities have
[1:41:53]
the opportunity to capture the
[1:41:53]
capital investment. The tax
[1:41:55]
base, the jobs. The
[1:41:57]
construction activity, the
[1:41:58]
workforce development and the
[1:41:58]
economic development that
[1:42:02]
comes with and we believe
[1:42:03]
florida can do that while
[1:42:04]
maintaining the high quality
[1:42:06]
that our communities expect.
[1:42:10]
That's what responsible growth
[1:42:11]
florida does not have to
[1:42:12]
choose between innovation good
[1:42:14]
governance. We don't have to
[1:42:15]
choose between economic
[1:42:17]
development and protecting
[1:42:18]
resources. We know how to do
[1:42:19]
both because we have been
[1:42:22]
doing both for decades in
[1:42:22]
multiple industries. States I
[1:42:23]
would first we can do it
[1:42:25]
better. Take the best
[1:42:28]
practices we apply florida's
[1:42:28]
framework and we and we try to
[1:42:30]
make it work right. So goes
[1:42:35]
for real this time.
[1:42:37]
Underscoring the idea every
[1:42:37]
generation might build the
[1:42:38]
that the next generation
[1:42:41]
benefits from. We prefer to
[1:42:43]
keep open for business to keep
[1:42:46]
are at the forefront of
[1:42:47]
innovation to make decisions
[1:42:47]
based on facts rather than
[1:42:49]
fear. To continue the
[1:42:52]
conversation rather than do it
[1:42:53]
and to decide what projects
[1:42:56]
makes sense for your commute.
[1:42:57]
That's where you're so that's
[1:42:59]
you work you can visit our
[1:43:00]

[1:47:15]
about 3 to 4 million gallons
[1:47:18]
per day that are used. But if
[1:47:19]
there's ever a problem with
[1:47:20]
plane was downed, there's a
[1:47:20]
drought something that
[1:47:27]
happens. There are backup.
[1:47:27]
Question
[1:47:32]
>> when we peace river. It's
[1:47:32]
not have betrayed plan and
[1:47:36]
then dispersed out community.
[1:47:37]
>> it does come treated, but
[1:47:38]
it goes to booster station so
[1:47:38]
that we can tested to make
[1:47:42]
sure that it's up to quality
[1:47:44]
by the time it travels often
[1:47:46]
reason I ask that is because
[1:47:47]
okay with it was closed down
[1:47:52]
by the
[1:47:57]
>> variables to the our lands
[1:47:59]
so it doesn't need we don't
[1:48:01]
have that structure.
[1:48:02]
>> it would not to go directly
[1:48:06]
to the plant we do some of
[1:48:07]
those in hillsborough booster
[1:48:08]
station now gets treated
[1:48:12]
tested goes back out.
[1:48:14]
>> is day and all this water
[1:48:16]
supply that we don't know what
[1:48:17]
water supply to now that would
[1:48:18]
be a very difficult question
[1:48:18]
to answer without knowing what
[1:48:22]
the numbers are.
[1:48:23]
>> but there are possibilities
[1:48:25]
there's there's some capacity
[1:48:26]
there we also you know you
[1:48:26]
could build a booster station
[1:48:28]
is not the same level of
[1:48:33]
infrastructure is a plant.
[1:48:34]
>> but that would rely on the
[1:48:35]
applicant to build that for
[1:48:39]
their water yes sir, the
[1:48:40]
developer would be responsible
[1:48:41]
for any infrastructure related
[1:48:44]
to their party.
[1:48:50]
>> talked about play to we
[1:48:53]
need reclaim pretty sparse or
[1:48:58]
use all developments go like
[1:49:02]
>> do we to be building water.
[1:49:03]
>> we do not currently have
[1:49:05]
reclaimed water in that area.
[1:49:07]
But we would greatly look for
[1:49:09]
a partner with a developer to
[1:49:09]
help us build that
[1:49:10]
infrastructure that water from
[1:49:13]
our distinct plant out that
[1:49:16]
way. As we grow and we have
[1:49:18]
more users on our system that
[1:49:19]
means we have more water that
[1:49:19]
goes back to the wastewater
[1:49:20]
treatment plant which then can
[1:49:23]
go out towards. Users that
[1:49:23]
would look for reclaimed
[1:49:27]
water.
[1:49:28]
>> and so that's part of the
[1:49:29]
cost down the road, you know
[1:49:34]
would be that it is required
[1:49:35]
that they use reuse water
[1:49:36]
because I heard statistics
[1:49:40]
here are required to do that
[1:49:41]
that maybe they put that to
[1:49:43]
make that available to that.
[1:49:43]
>> if you believe the
[1:49:48]
required. To use reclaim water
[1:49:49]
if it is available, I think it
[1:49:53]
would be a conversation with
[1:49:55]
this group to make that a
[1:49:57]
requirement so that we would
[1:49:57]
have the infrastructure but
[1:50:00]
these will be great
[1:50:05]
conversations as a project
[1:50:05]
were do and how to be
[1:50:06]
distributed in even have the
[1:50:11]
possibility so.
[1:50:11]
>> there's a lot work to do
[1:50:12]
especially with what the
[1:50:12]
demands could be in the
[1:50:17]
future. Are they out of a
[1:50:21]
small those we need staff. So
[1:50:29]
open it up to commissioner
[1:50:33]
>> to thank you very much for
[1:50:33]
comment
[1:50:36]
>> because any information
[1:50:37]
hell's more water.
[1:50:53]
First question all all. We've
[1:50:55]
got a pretty wore I think
[1:50:56]
probably more so than average
[1:51:03]
itself my question is this you
[1:51:12]
want to close they that close
[1:51:14]
system goes up dramatically.
[1:51:19]
Estimates I've read across a
[1:51:27]
for handle that. How system.
[1:51:28]
Electrical whatever might be
[1:51:35]
bill in order to. I was scared
[1:51:36]
basin possibly 2 to 3 billion
[1:51:45]
gallons a year. Year. Gallons
[1:51:50]
so question where playing. For
[1:51:59]
what we used or elsewhere. A
[1:52:00]
war. This is you know less
[1:52:08]
uses for solar which we mike
[1:52:09]
because the here. So my
[1:52:13]
concern is as I don't know for
[1:52:16]
but it sure seems to that
[1:52:19]
whether it's you we're close
[1:52:22]
system. There just isn't war.
[1:52:28]
With the support.
[1:52:29]
>> I understand I not respond
[1:52:30]
directly could I don't I don't
[1:52:33]
the project and I but I
[1:52:34]
provide a framework for the
[1:52:35]
marks the latest technologies
[1:52:41]
are right. So. So right which
[1:52:42]
is complicates running
[1:52:45]
constantly into into the into
[1:52:45]
the machine and close right
[1:52:50]
which is like a great. How
[1:52:51]
close releases the heat right
[1:52:53]
because cold water goes over
[1:52:57]
it's not warm water has to
[1:52:58]
become whole water and so that
[1:53:01]
warm to go somewhere just 2
[1:53:03]
weeks ago that a backward of
[1:53:04]
active cooling. Which is
[1:53:06]
literally like cooling towers
[1:53:09]
and water steam evaporating
[1:53:09]
away which requires water
[1:53:10]
consumption, additional water
[1:53:15]
consumption. 4. There is
[1:53:17]
basically using fans to cool
[1:53:17]
the water right to call about
[1:53:20]
water down to the temperature
[1:53:20]
that is more power can
[1:53:23]
something so it's a tradeoff
[1:53:23]
that you would have to decide
[1:53:25]
that he stopped off to the
[1:53:26]
side race and so what I would
[1:53:30]
say it's just really quickly.
[1:53:34]
On average right so 30
[1:53:34]
megawatt facility, let's just
[1:53:35]
a very average size facility
[1:53:36]
in terms of size of a
[1:53:38]
meaningful facility pretty
[1:53:40]
michael it's a closed loop
[1:53:41]
system it's a 1.6 million
[1:53:48]
gallon one it's a water slide
[1:53:49]
called just like you find in a
[1:53:50]
call and just like you find in
[1:53:54]
your ice rinks I don't
[1:53:55]
hospital university I think
[1:53:56]
bench and senator I don't cold
[1:54:00]
storage facility, water all
[1:54:01]
for a 30 megawatt facility,
[1:54:06]
1.6 million last the last 45
[1:54:07]
years and member of the public
[1:54:08]
ask what happens out water.
[1:54:10]
What happened you're either
[1:54:11]
for it. What happens to the
[1:54:14]
water in the pipes under rings
[1:54:17]
I just I saw my mind because
[1:54:18]
my son plays hockey, my wife
[1:54:23]
just text questions fingers,
[1:54:23]
I'm please lot questions
[1:54:28]
people are going to have you.
[1:54:29]
>> closed loop system is going
[1:54:30]
to mitigate the amount word.
[1:54:34]
Yes. So station that's been in
[1:54:39]
power. Just a second closed
[1:54:41]
system is going to require a
[1:54:44]
lot more system.
[1:54:48]
>> you darn near 2 billion
[1:54:53]
gallons of water a year. So
[1:54:54]
station so where does that so
[1:54:59]
first off I I wish we had.
[1:55:00]
>> representatives from fpl to
[1:55:00]
address it specifically I
[1:55:02]
don't know that that number I
[1:55:05]
don't I don't know yeah I
[1:55:05]
don't know that number what I
[1:55:07]
would say is we should
[1:55:09]
probably come to terms our
[1:55:10]
require resources. Everything
[1:55:12]
we do is meeting requires
[1:55:13]
resources. The burger that I
[1:55:16]
had for lunch, require a lot
[1:55:17]
of resources raise that cow
[1:55:20]
was spotted leaving the door.
[1:55:22]
so there is water consumption
[1:55:23]
involved and I would say later
[1:55:29]
workshop the switching over
[1:55:35]
>> made of fact we have.
[1:55:40]
Wonderful.
[1:55:40]
>> landings regulations place
[1:55:41]
and the ability to smash.
[1:55:51]
This a cause. Henri for you
[1:55:52]
know addresses certain banks
[1:55:58]
certainly reward bill. And
[1:55:58]
they look
[1:56:01]
and very clearly.
[1:56:09]
>> streams from summer
[1:56:10]
restrictive regulation we're
[1:56:11]
preemption that state
[1:56:14]
government imposed covers
[1:56:16]
local governments in a
[1:56:20]
position say or when he's
[1:56:23]
ready way. So consequently I
[1:56:23]
guess the local level what
[1:56:24]
we're looking at will trust
[1:56:30]
bp. We're a will trust the
[1:56:36]
state legislature to legislate
[1:56:39]
this a us work allow to and we
[1:56:46]
can say she we control so I
[1:56:47]
say florida place for this to
[1:56:51]
happen not political climate
[1:56:55]
regulate it's so many things
[1:56:55]
most municipalities in the
[1:57:02]
state of war. Have no clue
[1:57:02]
about senator's there is
[1:57:04]
nothing our regulate this kind
[1:57:08]
project okay so how is where
[1:57:11]
are we sure ourselves. Telling
[1:57:17]
your result. This is going to
[1:57:18]
built a state-of-the-art
[1:57:19]
dresses or concerns of war,
[1:57:24]
air quality and sound. There's
[1:57:26]
a that we face I don't
[1:57:27]
technology exists. Doubt in
[1:57:31]
the perfect world, we'll
[1:57:33]
compete and we could find
[1:57:34]
where community issues my
[1:57:38]
problem local government
[1:57:42]
official old to do anything
[1:57:46]
controls process since
[1:57:47]
supposedly represent of these
[1:57:55]
people reason
[1:57:56]
>> for those questions for so
[1:57:59]
exactly we should do trust.
[1:58:00]
>> I would I would ask that
[1:58:06]
you re rees sb 44 and that is
[1:58:07]
I would consult your city
[1:58:08]
attorney on whether sb 44
[1:58:09]
grants local government's
[1:58:11]
ability to control and use
[1:58:15]
harris liability would exist.
[1:58:16]
If you are doing moratorium
[1:58:16]
that would affect a project
[1:58:19]
that you've already approved
[1:58:22]
that's why we're don't do the
[1:58:23]
moratorium found with the
[1:58:24]
project regain the power that
[1:58:24]
you have to align with the
[1:58:34]
project.
[1:58:39]
>> us thank you.
[1:58:41]
>> as the you want you the
[1:58:53]
most. All sales went terribly.
[1:58:55]
The point where polls the and
[1:59:04]
this is over. Not taking sides
[1:59:07]
forward you'll see 0
[1:59:08]
regulations.
[1:59:14]
Projects like 0 cases and 4
[1:59:16]
walls
[1:59:17]
carter is. But he says the
[1:59:24]
problem is. We fail husband
[1:59:26]
and this projects to propose
[1:59:28]
more important people. On JULY
[1:59:39]
21st. Season official rules.
[1:59:41]
31st and obviously we did
[1:59:42]
describe subject to report
[1:59:46]
more. We're part is that the
[2:00:00]
case received. As for 4.
[2:00:08]
>> where part
[2:00:17]
>> certain.
[2:00:19]
>> it that before it I mean
[2:00:20]
that
[2:00:25]
>> power.
[2:00:28]
>> you know people are scared
[2:00:37]
>> had problem but the section
[2:00:39]
so when it came exercise the
[2:00:42]
powers those with phone
[2:00:45]
company planning and when
[2:00:49]
radiation credit respect to
[2:00:54]
our loyal customers. It's a
[2:00:58]
and this is a civic way
[2:01:00]
governor desantis wants that.
[2:01:08]
And I premium this is this a
[2:01:19]
but to move and
[2:01:24]
>> they want by saying.
[2:01:25]
>> the customers is not
[2:01:25]
responsible for a ship to
[2:01:32]
prevent.
[2:01:35]
>> the 2 parents reason sure
[2:01:43]
for there's it's service.
[2:01:55]
General only you is going paul
[2:02:02]
we're going say just. We're in
[2:02:04]
right now so cells cells and
[2:02:07]
play
[2:02:10]
>> this is same as the city
[2:02:14]
will commission staff. That
[2:02:16]
was coming from commission for
[2:02:26]
me. And year.
[2:02:32]
>> need to go it needs to be
[2:02:33]
service commission must
[2:02:34]
good-faith defense will to put
[2:02:38]
I but that just going to it's
[2:02:49]
a reasonable that need take
[2:02:55]
care of every dollar or so
[2:03:05]
nation is the structure. Law.
[2:03:08]
And with off that was found
[2:03:12]
the city. And I'm saying we're
[2:03:20]
terribly because. What I know
[2:03:22]
if you move the second when
[2:03:27]
for the second the submission.
[2:03:31]
These they using. From
[2:03:36]
building which first talk.
[2:03:39]
Police 3 times that a stay. I
[2:03:49]
represent project, but so many
[2:03:56]
of year. You our south of the
[2:04:08]
city come itself. We used fish
[2:04:16]
people. People ask us to pass.
[2:04:16]
This applications so we use to
[2:04:29]
solve you saying. Bands and we
[2:04:44]
start pole. But you hall
[2:04:47]
enjoyed it. I let that you
[2:04:51]
pleading with mission is. To
[2:04:52]
put so we have probably
[2:04:59]
wishes. Not able to get the
[2:05:03]
there's 7 believes that you
[2:05:06]
know. You so been to
[2:05:10]
generators. The disease, but
[2:05:14]
we have to have to you
[2:05:17]
facilities they can not at all
[2:05:25]
even they faced rolls on the
[2:05:26]
you know areas of the 72 holes
[2:05:34]
in it. Seem divisive and how
[2:05:41]
deals with me specific. That
[2:05:43]
drew in way to get information
[2:06:01]
the time and but so for little
[2:06:02]
and how people don't realize
[2:06:04]
what it means by that power.
[2:06:06]
What they our politicians are
[2:06:17]
unstable. Is going because you
[2:06:27]
they a lot water. Little too
[2:06:35]
late strategy. What causes a
[2:06:36]
of work and know the water a
[2:06:44]
supply
[2:06:45]
>> as we work through the
[2:06:45]
development we would work with
[2:06:50]
the developer to. Pay for all
[2:06:51]
and install the infrastructure
[2:06:52]
necessary for their
[2:06:57]
development we very similar
[2:06:57]
things as our community grows
[2:07:01]
we have going on at star
[2:07:04]
they're paying for the
[2:07:05]
connection for the water in
[2:07:05]
the pipes, so this is a
[2:07:06]
standard process that the city
[2:07:13]
uses.
[2:07:20]
>> questions
[2:07:24]
>> it is that project it is
[2:07:25]
not going to use a lot of
[2:07:27]
water. It's all just because
[2:07:31]
it's close the system. Eyes or
[2:07:35]
questions on and just remember
[2:07:45]
you know search and. For us.
[2:07:46]
>> reason learning more cost
[2:07:48]
of
[2:08:01]
we
[2:08:15]
>> ice your thank are
[2:08:20]
>> we we have all 3 that the
[2:08:21]
most important piece of needs
[2:08:26]
to accomplish. There are
[2:08:33]
this coming we will insist
[2:08:34]
that this find should it a
[2:08:43]
long path. And so what I what
[2:08:46]
best practices. So we make
[2:08:47]
sure the. Include in our
[2:08:55]
regulation. So.
[2:08:57]
>> well that general are very
[2:09:01]
similar at the a lot of power
[2:09:06]
related question.
[2:09:08]
>> MISTER City I think to
[2:09:09]
answer these questions again
[2:09:11]
not specific to this crime.
[2:09:16]
Sure in general. And in my
[2:09:19]
race. I we learned.
[2:09:30]
So like
[2:09:43]
us areas
[2:09:44]
>> so I was really surprised
[2:09:52]
started working that are so
[2:09:53]
>> what
[2:09:54]
>> does passes so my question
[2:09:57]
to you
[2:10:11]
we have I trust to what some
[2:10:14]
of the best practices in other
[2:10:17]
ways of
[2:10:20]
>> rather than being. Totally
[2:10:23]

[2:10:30]
>> thanks for the question the
[2:10:31]
first thing say is that he
[2:10:31]

want access for speaker for
[2:10:36]
happy to connect you guys in
[2:10:39]
future workshop you can help
[2:10:41]
our goal is not to push
[2:10:41]
projects improve the
[2:10:43]
conversation to offer more
[2:10:43]
facts.
[2:10:44]
>> and that's that's kind of
[2:10:47]
where I it's hard to without a
[2:10:50]
doubt right we're seeing
[2:10:51]
massive data production in
[2:10:51]
texas.
[2:10:57]
I as I mentioned in my remarks
[2:10:57]
I would not advocate for some
[2:10:58]
of the matter is that they
[2:10:59]
utilize I think it's been a
[2:11:02]
bit too much. We can learn
[2:11:04]
from them we are seeing it
[2:11:04]
very spartan arizona another
[2:11:07]
find it and and you know,
[2:11:11]
let's not it's not just
[2:11:11]
americans having this
[2:11:14]
conversation seeing lots of
[2:11:15]
folks from the globe that and
[2:11:19]
we're seeing announcements
[2:11:19]
countries across the globe
[2:11:20]
that are a very hot air
[2:11:22]
requirements that are saying
[2:11:22]
we will take all the data
[2:11:25]
center part that rowley's to
[2:11:29]
your point which is you know
[2:11:33]
we this country to have laws
[2:11:35]
and regulations and standards
[2:11:37]
citizen engagement and elected
[2:11:39]
officials and process that's
[2:11:40]
general important that we
[2:11:41]
pursue this in our country and
[2:11:46]
our state certainly because.
[2:11:48]
Countries do this without laws
[2:11:48]
and regulations and citizen
[2:11:49]
engagement and elected
[2:11:52]
officials and also say in
[2:11:56]
exchange access to your
[2:11:57]
frontier models any of us
[2:11:58]
whether you're in georgia or
[2:12:02]
florida or texas. Let me just
[2:12:03]
start in terms of cooling.
[2:12:04]
It's really a trade-off it's
[2:12:06]
water or electricity. There's
[2:12:07]
really no other way to cool
[2:12:10]
its a car. You've got to with
[2:12:12]
cool that's it. So it's a
[2:12:14]
decision for the council to
[2:12:16]
make and it's it's a standard
[2:12:19]
for you to hold the developer
[2:12:19]
I can't speak to that project,
[2:12:20]
I'm familiar with it, I don't
[2:12:23]
know the details pretty big
[2:12:24]
that's not a bad that can be a
[2:12:27]
great thing if done properly,
[2:12:28]
but really when it comes to
[2:12:29]
calling it the water
[2:12:29]
consumption issue working
[2:12:32]
consumption. Earned some
[2:12:32]
sunshine. And that's the
[2:12:33]
tradeoff that you have to and
[2:12:39]
that's just kind of worked
[2:12:43]
>> I have come to understand
[2:12:47]
that.
[2:12:52]
>> or well designed system is
[2:13:03]
the data staff. So. Are
[2:13:09]
getting
[2:13:21]
with that. Don't have any data
[2:13:35]
what what are some world
[2:13:36]
>> what are
[2:13:47]
>> want how rain all are they.
[2:13:50]
Water.
[2:13:55]
>> it's it's the same dynamic
[2:13:55]
so.
[2:13:56]
>> first you cooling
[2:13:58]
technologies have there's a
[2:13:59]
point where we would just pump
[2:14:02]
entire room full of cold air
[2:14:03]
right like as if like we have
[2:14:03]
food in our fridge and so
[2:14:06]
we're going to cool our entire
[2:14:07]
house to 50 degrees because
[2:14:08]
there's food in the fridge. It
[2:14:12]
was very inefficient it's
[2:14:12]
evolved now the technology to
[2:14:13]
where there's water literally
[2:14:14]
running along the chips. That
[2:14:18]
is calling the chips and
[2:14:18]
outside of that these are
[2:14:22]
basically empty buildings. So
[2:14:23]
the power consumption I can't
[2:14:27]
speak specifics, but it's not
[2:14:29]
like there's a ton of other
[2:14:30]
activity the chips are being
[2:14:31]
called by the water which is
[2:14:32]
taking the heat away so
[2:14:33]
there's not in heat flowing
[2:14:36]
throughout the facility.
[2:14:36]
Obviously there will be air
[2:14:38]
conditioning units like a
[2:14:40]
costco there will be water
[2:14:41]
consumption in the for
[2:14:43]
security guards and the
[2:14:44]
workers. There will be
[2:14:45]
landscaping requirements that
[2:14:47]
standard water consumption,
[2:14:48]
but the cooling that talking
[2:14:50]
about other successful
[2:14:51]
projects. It really comes down
[2:14:53]
to open closed it's closed
[2:14:56]
loop is evaporating reason
[2:14:57]
cool. And that's that's where
[2:14:58]
the technology is it's really
[2:14:59]
efficient water obviously is
[2:15:02]
the best. It's the a
[2:15:04]
transistor transmitter of
[2:15:07]
cooling rate. It's more
[2:15:08]
efficient. But it consumes
[2:15:09]
more if you're going to have
[2:15:10]
on the property. So that's
[2:15:11]
just decision for the
[2:15:19]
commission.
[2:15:27]
>> is there
[2:15:39]
>> certain crops center.
[2:15:52]
>> we need here. It.
[2:15:52]
>> we need to be so that
[2:15:59]
protect.
[2:16:03]
>> absolutely and the.
[2:16:04]
>> it's a valid concern, I'm
[2:16:04]
sure some things do exist that
[2:16:06]
came out about a month my
[2:16:07]
head. We do have experts on
[2:16:08]
the board happy to connect the
[2:16:11]
board with them a few guys on
[2:16:12]
have a conversation research
[2:16:14]
afterwards and provide some
[2:16:14]
studies. These are legitimate
[2:16:24]
questions answered.
[2:16:31]
>> down.
[2:16:35]
>> not a many of those data
[2:16:41]
centers
[2:16:43]
>> so they writing down a lot
[2:16:49]
of questions out there.
[2:16:50]
>> I don't know specific
[2:16:51]
instances of the purpose, but
[2:16:55]
the general point is I
[2:16:56]
questioned what what if this
[2:16:58]
what if this underneath it.
[2:16:59]
What do we do with the space
[2:17:02]
basically. And the answer is
[2:17:03]
well what do we do in my
[2:17:07]
hometown on county. You know
[2:17:07]
we had a major corporate
[2:17:09]
leader, name, but they left
[2:17:13]
they went out of business.
[2:17:16]
Nasa space nasa space that was
[2:17:18]
left behind chopped off mixed
[2:17:18]
use now it's a commercial real
[2:17:23]
savings is ultimately so.
[2:17:25]
These things will succeed or
[2:17:26]
fail these are businesses at
[2:17:29]
the end of the day. What we're
[2:17:31]
seeing is demand is not just
[2:17:33]
increasing its rapidly
[2:17:34]
exponentially increasing to
[2:17:35]
the point where we are
[2:17:39]
exploring innovative ideas
[2:17:40]
like putting them on the
[2:17:41]
bottom of the ocean space
[2:17:42]
because demand is such that we
[2:17:45]
need to find solutions. If
[2:17:47]
there is a reality in which
[2:17:47]
these go back earth. There's
[2:17:50]
examples in 25 years ago that
[2:17:51]
you know long you know was
[2:17:52]
there just purpose for other
[2:17:55]
commercial purposes.
[2:17:57]
>> I have to do so.
[2:18:01]
>> can
[2:18:07]
>> so that number.
[2:18:23]
>> for and wounded. So just to
[2:18:28]
pay it. Commercial and
[2:18:29]
residential road.
[2:18:32]
>> but not
[2:18:33]
>> cracked we do a master plan
[2:18:35]
and the water master plan was
[2:18:36]
done in 2023. We did not this
[2:18:40]
on our what I'm hearing. It's
[2:18:41]
about 23,000 gallons a day for
[2:18:47]
effort that's lawson half of a
[2:18:49]
percent of the water that we
[2:18:50]
currently have not even the
[2:18:51]
projected water, but water
[2:18:55]
that we have in system so
[2:18:56]
knowing that we do definitely
[2:18:56]
have capacity for those
[2:19:03]
numbers correct. And just.
[2:19:04]
>> what reading and other
[2:19:07]
areas that. The fire would be.
[2:19:23]
We don't
[2:19:30]
>> concrete really give our
[2:19:37]
and that work is done have a.
[2:19:45]
Advance have just how why and
[2:19:52]
requires. 1 million 4
[2:19:53]
1 million. Additional gallons
[2:19:58]
for a I hear correctly you
[2:20:05]
would need 7 years. 2. Be able
[2:20:07]
build that capacity
[2:20:10]
>> yes that correct the
[2:20:14]
language in our contract with
[2:20:15]
you. 2.70 partnered together
[2:20:20]
very if these numbers every
[2:20:20]
year. But you don't know what
[2:20:21]
you do though numbers were not
[2:20:22]
included even last elections.
[2:20:25]
I don't believe so. Any
[2:20:28]
additional water over that 4.9
[2:20:29]
that you can receiving
[2:20:30]
starting about 2029 would have
[2:20:33]
to constructed designed built
[2:20:37]
as an additional 42.
[2:20:44]
>> thank you question the
[2:20:54]
there's data center being 7.
[2:20:56]
The maybe if made the
[2:21:02]
assumption.
[2:21:17]
>> thanks to on day is phase
[2:21:20]
phase 2
[2:21:25]
>> I think it's project I
[2:21:26]
don't know what the plans of
[2:21:27]
the project I would assume the
[2:21:30]
staff that are in the project
[2:21:31]
does plans financial it's very
[2:21:31]
project depending on how they
[2:21:34]
roll out how they operate.
[2:21:39]
>> you also mention. I think
[2:21:51]
was. 3 yeah, but you mentioned
[2:21:55]
that and for center developer
[2:21:57]
doesn't deliver what they said
[2:22:04]
they for what are punishments
[2:22:05]
and are you aware data
[2:22:10]
centers.
[2:22:13]
>> because provision so
[2:22:14]
chapter is a florida law to
[2:22:18]
mention going back to the
[2:22:18]
early 70's that requires there
[2:22:25]
are but a report basically any
[2:22:26]
major development do and are
[2:22:30]
now water use and then that is
[2:22:31]
value weighted by the water
[2:22:31]
management district and the
[2:22:33]
department environmental
[2:22:34]
protection to get the
[2:22:35]
consumptive use permit launch.
[2:22:40]
So so literally to say a data
[2:22:42]
center will launch in training
[2:22:45]
the floor of the florida from
[2:22:47]
area. It could not launch
[2:22:48]
without the proper evaluation
[2:22:53]
done to right. If some some
[2:22:56]
malfeasance was some trickery
[2:22:59]
was done just by accident it's
[2:23:00]
consuming more. The answer
[2:23:03]
your question directly is we
[2:23:04]
have not had any major got to
[2:23:06]
senator dole out in florida
[2:23:06]
despite numerous other states
[2:23:10]
in the country. So we have not
[2:23:11]
tested that before however we
[2:23:14]
have a 50 year framework.
[2:23:16]
Chapter 3.73 giving forsman
[2:23:19]
power to the water management
[2:23:19]
district to department
[2:23:22]
environmental protection. Are
[2:23:22]
you forcing the standards and
[2:23:25]
do have the force in part and
[2:23:26]
I that's probably a better
[2:23:29]
question for your city
[2:23:30]
attorney but I would we don't
[2:23:32]
have we have not approved a
[2:23:33]
single project of that scale
[2:23:36]
in the state. So we have even
[2:23:39]
tested my assumption would be
[2:23:40]
it would be a continuation of
[2:23:43]
the enforcement pattern that
[2:23:44]
we've live on in the state for
[2:23:45]
my entire with the winds and
[2:23:46]
the living life and I'm sure
[2:23:48]
many others in the in this
[2:23:50]
room that has been effective.
[2:23:52]
But we with I guess we shall
[2:24:00]
see because we do
[2:24:10]
>> day. All.
[2:24:14]
>> MAY the very but comes to
[2:24:17]
mind where.
[2:24:22]
>> mentioned you know
[2:24:32]
>> but year is. We're is here.
[2:24:33]
And it is problem for this
[2:24:37]
place. For that guy. For that
[2:24:41]
question to sir. There's a lot
[2:24:42]
questions that have to be
[2:24:46]
answered in this is you know
[2:24:49]
position or your physician. We
[2:24:55]
but need to be by why are
[2:25:00]
staff. Okay and these
[2:25:02]
questions are all dollars.
[2:25:08]
Only for years. Was. Are you
[2:25:22]
going to be using a for well.
[2:25:23]
Do you have for you.
[2:25:31]
Can you show me. 50 MAY was
[2:25:35]
center. So is past 20500
[2:25:43]
employees. Koch, a
[2:25:43]
construction you're correct,
[2:25:44]
you know you're going you
[2:25:52]
know. Years there you know
[2:25:59]
told. Both permanent jobs. You
[2:26:01]
know security garza are the
[2:26:08]
actual. This is electricity
[2:26:14]
travel. Okay. Servers
[2:26:16]
basically a computer. It just
[2:26:22]
there. Switches. Billy's
[2:26:29]
transistors. Operating. People
[2:26:35]
will come in. Do to make sure
[2:26:45]
they ron do e. Figured rulers
[2:26:47]
if since there's going love me
[2:26:50]
that shouldn't be there. Today
[2:26:55]
that state with weak system.
[2:26:56]
How all of the fans are going
[2:27:02]
need to okay over the and were
[2:27:05]
the is going and that's more
[2:27:12]
of that users. You know
[2:27:20]
alright consider. It's you.
[2:27:20]
>> we're going to go on into a
[2:27:29]
second round city we're
[2:27:34]
talking about 2 more of these.
[2:27:34]
And a few years are we looking
[2:27:36]
trying to do while
[2:27:39]
>> moving forward with that
[2:27:44]
please some sort of
[2:27:45]
informational speakers current
[2:27:45]
updates and once we get
[2:27:48]
information on what the actual
[2:27:48]
plans are.
[2:27:55]
>> maybe do it workshop on
[2:27:58]
because the public needs to to
[2:27:59]
be would not he's not going to
[2:28:01]
be 6 months down the road
[2:28:02]
going to we're going to try do
[2:28:03]
this my way to where we can
[2:28:04]
update citizens keep them on
[2:28:09]
board.
[2:28:11]
>> comes their commissioners
[2:28:12]
with because we questions and
[2:28:13]
answers from the public except
[2:28:17]
for your public comment. Is
[2:28:18]
also a question you MAY want
[2:28:23]
had asked durham commission
[2:28:29]
workshop so I just want we've
[2:28:30]
got we're going to take a 15
[2:28:32]
minute break it's a 25 will be
[2:28:41]
your 7 years. Learned a lot
[2:28:41]
still learning every one of
[2:28:49]
the greatest thing about the
[2:28:55]
job is
[2:28:58]
>> just throw the conditions
[2:29:06]
of all set. This responders so
[2:29:13]
there detail. 40 long to for
[2:29:25]
most and told can station
[2:29:30]
staff staff over to and
[2:29:38]
information. You too. Started
[2:29:47]
if your because conservatives
[2:29:48]
>> was that this would be last
[2:29:50]
dance state of florida.
[2:29:54]
>> sure you. The soared.
[2:30:05]
Commissioners. But status. And
[2:30:13]
of the state legislatures.
[2:30:14]
Love science. So it's very
[2:30:17]
accessible with ease to access
[2:30:18]
those areas. And the question
[2:30:21]
for board member who was safe.
[2:30:29]
Is. Finalize. And we'll see
[2:30:33]
the. The to way is is not
[2:30:43]
safe. And sure recall, to what
[2:30:47]
extent it's safe animals. But
[2:30:47]
it's not safe for animals,
[2:30:48]
think it's safe
[2:30:50]
but the this is just too.
[2:31:00]
Pretty of you know this
[2:31:06]
project. Discussing both
[2:31:12]
steering perez to have over
[2:31:16]
like I said can create source.
[2:31:28]
Here show about we need space
[2:31:36]
technology with become. As
[2:31:43]
backwards so. For example
[2:31:55]
people. As it gets cold there
[2:31:59]
U.S. This people. No they
[2:32:09]
don't. Said china 70 days us.
[2:32:17]
Stands 4,700 probably. World.
[2:32:21]
They and to be fair. Reason
[2:32:24]
though staff is popping
[2:32:27]
everywhere. Understand
[2:32:29]
knowledge every day. But
[2:32:32]
profit. It's purely profit
[2:32:38]
too. Because they sell space.
[2:32:46]
Storage and. Well ball. I just
[2:32:50]
want you know. Have to wait
[2:32:59]
see was going come off.
[2:33:02]
Certainly from where started.
[2:33:06]
That is the need to supply.
[2:33:07]
For those he's not going to be
[2:33:15]
sufficient. Way. Trista city
[2:33:25]
that's when guys to have
[2:33:26]
something innovative and that
[2:33:32]
is it's the other. Generators.
[2:33:40]
And if we you know. Far 7
[2:33:46]
days, whatever. And something
[2:33:51]
into discussion to discuss. So
[2:33:54]
will lead forward. With that
[2:33:59]
they desire leave that was my
[2:34:04]
question. Jeremy and the water
[2:34:09]
side if it comes to. You know
[2:34:14]
just our land. Stays. Can you
[2:34:18]
request the worst it. Question
[2:34:27]
to and well this
[2:34:28]
>> yes, sir, part of our
[2:34:30]
normal development review
[2:34:33]
process don't be the what did
[2:34:37]
band would be past year of u.
[2:34:38]
We would through a deep dive
[2:34:39]
in this process which
[2:34:45]
unfortunately not there yet.
[2:34:46]
>> and how take specific part
[2:34:50]
because not just simple do
[2:34:57]
space for we
[2:35:00]
>> we're used to treat
[2:35:01]
patients move that vary when
[2:35:03]
we do our water master plans
[2:35:03]
just for the city and how we
[2:35:04]
evaluate takes about a year
[2:35:07]
for a master plan.
[2:35:09]
>> so along with that.
[2:35:18]
Because I think you know
[2:35:21]
place.
[2:35:22]
Just
[2:35:28]
I the city. To this. This is
[2:35:32]
meant to
[2:35:38]
>> commissioners to sort of so
[2:35:42]
weird thing to from process
[2:35:43]
here you know I said when I
[2:35:46]
first I think pretty obvious
[2:35:51]
that. Well we don't have
[2:35:55]
details yet exactly said these
[2:35:55]
people plan on building
[2:35:56]
presume that close system that
[2:36:04]
said. I was yes they pow it's
[2:36:07]
an electrical substation the
[2:36:11]
evaporation. The evacuation.
[2:36:16]
That's a station. It's going
[2:36:17]
to be 2 billion gallons a
[2:36:29]
year. Reality that might be.
[2:36:34]
Power is being very. The lee
[2:36:34]
unclear there's not the
[2:36:39]
capacity. To provide that kind
[2:36:40]
of war all those system is
[2:36:46]
going to take water. We so it
[2:36:50]
depends use it or using over
[2:36:51]
led you to moving the process
[2:36:56]
we said ok. What's available
[2:36:57]
out there the logic avoid
[2:37:05]
usual dollars. To replace for
[2:37:06]
us there suspicions. Well,
[2:37:11]
yeah, got so worried no win.
[2:37:15]
All's whether or not this
[2:37:26]
apple we are okay so.
[2:37:28]
The of the moratorium that we
[2:37:35]
in we just or stop it doesn't
[2:37:39]
last all the process. If
[2:37:44]
>> stop process.
[2:37:46]
>> okay on secondary we killed
[2:37:46]
field we decided you know
[2:37:51]
let's it. It stopped happens.
[2:37:55]
we will there how way we will
[2:38:01]
never father was and you worry
[2:38:02]
at all. The only solution soon
[2:38:06]
to because they said they
[2:38:13]
develop we've know commit
[2:38:13]
anything to address anything
[2:38:19]
to solve they MAY never be
[2:38:21]
able to solve our satisfaction
[2:38:23]
but is a so impossible the
[2:38:31]
what loss. Poor. Making is no
[2:38:35]
before we know the because
[2:38:37]
right now there's no it's
[2:38:38]
going to be able powers saying
[2:38:44]
there's no you system. I don't
[2:38:45]
you so could use solar moved
[2:38:50]
here when or anything so the
[2:38:52]
reality think project is quite
[2:38:58]
frankly, we stopped ourselves
[2:39:03]
I think we go to the citizens
[2:39:05]
of this city, but the city
[2:39:10]
itself to I don't feel you
[2:39:12]
know that's need to learn I
[2:39:17]
don't think even all they're
[2:39:18]
part part of that they serve
[2:39:19]
if you look at location in
[2:39:26]
cars our it specifically work.
[2:39:32]
They sent her a cell maney.
[2:39:39]
Will say from seconds spent
[2:39:41]
which what palin whole lot all
[2:39:46]
home look at. You how it's
[2:39:49]
going to be doesn't meet our
[2:39:50]
standards and all of we get
[2:39:52]
regulation. Strong words
[2:39:57]
relations and we help for
[2:39:58]
that. Our variable of war and
[2:40:03]
coal resources to these do it.
[2:40:04]
So that we can assure
[2:40:06]
ourselves and we were there
[2:40:13]
forward. Made a stand for this
[2:40:15]
deal happening. I'm seeing way
[2:40:16]
proceed with this because I as
[2:40:24]
I said we're over city of we
[2:40:26]
here and we show at second
[2:40:27]
reading show going to issue
[2:40:32]
just we said I just see
[2:40:39]
because in in my I don't way.
[2:40:45]
This is ever ever be able to I
[2:40:48]
just I feel that we've got
[2:40:49]
movie set before becomes
[2:40:52]
extremely obvious that it can
[2:40:56]
done to our satisfaction keep
[2:40:57]
this in perspective because
[2:41:01]
this is going to be a process.
[2:41:01]
Ok going to solved overnight
[2:41:04]
and one thing elected
[2:41:11]
officials I really got
[2:41:13]
patience allow some work some
[2:41:17]
of because the what where the
[2:41:23]
care patients simply shows to
[2:41:24]
reject with people projects
[2:41:28]
because do things and now su
[2:41:38]
over money. Painful to pay for
[2:41:40]
that what I want is to make
[2:41:42]
sure that this for the he's
[2:41:45]
got shouldn't happen. But that
[2:41:54]
happen the way says.
[2:41:55]
>> I it just couple of quick
[2:41:56]
ones couple general questions
[2:41:57]
sunday.
[2:42:09]
>> times for think I'm getting
[2:42:10]
a clearer idea what hyperscale
[2:42:12]
data center is isn't. I want
[2:42:14]
question him is the cloud.
[2:42:19]
Data centers.
[2:42:21]
>> did they generate the same
[2:42:25]
need for power for scale does.
[2:42:30]
>> so the answer to that is.
[2:42:31]
That's going to be a cloud of
[2:42:31]
cloud is just the physical
[2:42:35]
infrastructure of the you know
[2:42:37]
when when we we signed up for
[2:42:38]
microsoft's engine to go
[2:42:39]
somewhere that document goes
[2:42:39]
so it goes somewhere right so
[2:42:41]
it could be. Could be a
[2:42:42]
co-location hyper scape very
[2:42:43]
likely as I first got this
[2:42:48]
microsoft. Essentially the
[2:42:48]
short answer is any size could
[2:42:53]
be a
[2:42:55]
>> that you know you get a
[2:42:55]
small yeah they're all
[2:42:57]
essentially operating costs.
[2:43:03]
>> thank you.
[2:43:03]
>> colocation is more like the
[2:43:04]
rent it's a
[2:43:08]
implications of I mean I sense
[2:43:14]
was.
[2:43:14]
>> I.
[2:43:15]
>> requires so power and say
[2:43:16]
entire structure is all
[2:43:23]
connected. Occasions soda. In
[2:43:29]
the energy. Requirements okay
[2:43:29]
for for sure.
[2:43:37]
>> colocation years canned
[2:43:37]
they're generally not
[2:43:39]
large-scale facilities right
[2:43:42]
seeing those all over the
[2:43:43]
state. Those are operating,
[2:43:46]
I'm sure tampa. I'm sure in on
[2:43:47]
the ceiling. They are they can
[2:43:51]
be in a. It can be in office
[2:43:52]
of warehouse area district
[2:43:55]
they can be a storage unit, I
[2:43:57]
mean these things very inside
[2:44:01]
saying I'm so they can be
[2:44:02]
anywhere from. I mean I would
[2:44:04]
say they're definitely less
[2:44:04]
than 50 megawatts is what I
[2:44:08]
would say they're generally
[2:44:09]
significantly less which is
[2:44:11]
why there's really not the
[2:44:13]
controversy around and they
[2:44:13]
don't increased to these
[2:44:18]
massive numbers because that's
[2:44:18]
it's like it's like buying a
[2:44:19]
100 homes in the neighborhood
[2:44:22]
of them all out some of
[2:44:24]
operators want to you know via
[2:44:25]
5 homes and rent out those
[2:44:25]
so that on the site's okay
[2:44:26]
that's a good analogy. I
[2:44:31]
appreciate it.
[2:44:34]
>> monday night came up with
[2:44:35]
interesting suggestion like to
[2:44:40]
see if you are aware eunice
[2:44:41]
the pallet requiring or
[2:44:46]
hyperscale datacenters
[2:44:50]
>> but they suggested that the
[2:44:51]
developer she says via set
[2:44:53]
aside some kind protest.
[2:44:58]
>> money to correct any
[2:44:58]
potential.
[2:44:59]
>> anticipated environmental
[2:45:03]
impacts are you aware that
[2:45:04]
happening.
[2:45:05]
>> I'm not I'm happy to
[2:45:07]
research it send results yeah
[2:45:09]
I think core principle there
[2:45:10]
is these things need to be
[2:45:13]
negotiated intelligently. The
[2:45:18]
discussions to so in this
[2:45:19]
particular for this particular
[2:45:20]
project because seems like it
[2:45:20]
was it was carved out I
[2:45:24]
believe the other night. When
[2:45:26]
you when you communities stuck
[2:45:27]
in these more times you do you
[2:45:27]
know able to have these
[2:45:38]
conversations.
[2:45:39]
>> thank you very much for
[2:45:43]
being we really I mean the
[2:45:44]
information.
[2:45:48]
>> we probably fact was thank
[2:45:52]
you very much for coming
[2:45:57]
>> give the you tell
[2:45:58]
>> and sitting calm public

[2:46:24]
>> the information we heard
[2:46:28]
from the experts tonight as
[2:46:28]
everybody has made the
[2:46:32]
distinction very clear.
[2:46:35]
Presentation is not yet okay
[2:46:36]
shun. We can hear stories work
[2:46:38]
senators can do what they
[2:46:44]
typically do. And what they
[2:46:45]
MAY use. But what matters
[2:46:47]
to north port is what the par.
[2:46:51]
We'll actually do.
[2:46:52]
>> we still don't know what
[2:46:53]
cooling technology. The park
[2:46:55]
will actually use.
[2:46:57]
Commissioner still some so
[2:47:02]
said presumably.
[2:47:03]
>> that's one of those with
[2:47:03]
words commissioner petros
[2:47:07]
mansion.
[2:47:09]
>> and that's particularly
[2:47:12]
important because the city's
[2:47:13]
own correction comments
[2:47:16]
specifically work by the
[2:47:17]
applicant to provide details
[2:47:21]
on industrial past seas. We
[2:47:22]
still don't have the project
[2:47:27]
specific support calculation.
[2:47:27]
>> for the 100 see assumption
[2:47:31]

15,000 gallons per day
[2:47:40]
proposes a wastewater
[2:47:41]
treatment plant people believe
[2:47:44]
treating half million gallons.
[2:47:44]
Those questions about either
[2:47:47]
sent there's generally there
[2:47:47]
are questions about this
[2:47:53]
application can. Could
[2:47:55]
presumably assuming in
[2:47:58]
typically are not commitments.
[2:47:59]
Anyone remember the bridge on
[2:48:04]
tuscola. And court understands
[2:48:07]
why distinction matters a
[2:48:09]
benefit development review is
[2:48:09]
very different from an
[2:48:10]
obligation that is actually
[2:48:14]
written down forcible. The
[2:48:15]
city is approving a
[2:48:17]
hypothetical data center. It
[2:48:20]
said that only waiting this
[2:48:22]
one. It's a representation
[2:48:24]
about water use cooling
[2:48:25]
technology or infrastructure
[2:48:26]
is important enough to really
[2:48:29]
reassure this community
[2:48:29]
tonight. It's important not to
[2:48:32]
put in the application after 2
[2:48:33]
submissions we shouldn't have
[2:48:35]
to rely with this project
[2:48:36]
could be the application
[2:48:39]
should tell us what it is and
[2:48:39]
just for everybody is
[2:48:43]
knowledge just yesterday.
[2:48:44]
Congress held a hearing on
[2:48:47]
legislation to designate all
[2:48:48]
34 miles of the myakka river
[2:48:51]

[2:48:55]
recognizes north port's
[2:48:56]
commitment to protecting the
[2:48:59]
through its comprehensive plan
[2:49:03]
and land development
[2:49:04]
regulations that makes getting
[2:49:04]
the watershed and receiving

[2:54:14]
they're saying that it's
[2:54:17]
unconstitutional so 80% of

[2:58:15]
>> as we work to it takes 2

and you know maybe it's going
[2:58:27]
to take longer anyway. We also
[2:58:30]
don't know enough about. What
[2:58:33]
this development going to be
[2:58:34]
is it going to be a megawatt
[2:58:36]
site we don't know that. When
[2:58:36]
there's a lot of centrists
[2:58:42]
tonight. That effort. I
[2:58:43]
learned a long time ago never
[2:58:44]
make assumptions you're almost
[2:58:47]
always going to be wrong. I
[2:58:47]
worked in it sector for 15
[2:58:51]
years. I've been inside
[2:58:54]
center's of installing a lot
[2:58:54]
reporting, iran tables, I were
[2:58:55]
in fire and that works.
[2:58:57]
They're now out. I'm not
[2:59:02]
there. I've been many of them.
[2:59:03]
Throughout you have traveled
[2:59:06]
the country doing out can. Now
[2:59:10]
I'm here in port. And you me
[2:59:14]
understand but. 110.
[2:59:20]
Dissenters. Plan for up to a
[2:59:21]
lot more. They range from
[2:59:21]
anywhere from 10 megawatts to
[2:59:26]
40 megawatts. For the smaller
[2:59:26]
we have a new north port I
[2:59:31]
guarantee you don't know in
[2:59:31]
just a blank in the building
[2:59:35]
grab a beverage they want no.
[2:59:37]
There's also walmart and
[2:59:37]
center's public said a
[2:59:39]
sanders. I guarantee a focal
[2:59:44]
point as every time you know
[2:59:46]
uss anything when you're full.
[2:59:50]
You're accessing days
[2:59:51]
everybody in this room even on
[2:59:54]
monday maybe 500 people here.
[2:59:55]
Everybody when there is always
[2:59:59]
that. Every time they went
[3:00:00]
from playing on facebook about
[3:00:00]
you all here. They're using it
[3:00:04]
isn't. Really want to get
[3:00:07]
across commissioners here. You
[3:00:12]
people that live in newark.
[3:00:12]
It's not just people here
[3:00:20]
posing okay. Where we're just
[3:00:20]
in the beginning stages,
[3:00:23]
what's about to happen. We're
[3:00:24]
we're in the next big this is
[3:00:25]
like when the internet first
[3:00:29]
started. This is where we are.
[3:00:32]
Is that where you're going to
[3:00:33]
be here. What I'm asking you
[3:00:34]
all and have a challenge do.
[3:00:35]
>> is that your
[3:00:58]
>> thank you, thank thank you.
[3:00:58]
>> but I don't really have a
[3:01:00]
script from
[3:01:04]
>> talk about
[3:01:05]
>> everybody is talking about
[3:01:07]
the logistics of how the state
[3:01:08]
senate and the sales person
[3:01:12]
who came off. What's going
[3:01:16]
now. Should to say how wants
[3:01:21]
this nobody here wants to
[3:01:26]
that. Well that people here
[3:01:28]
one day and 3 know there's for
[3:01:29]
wanted it plays pops.
[3:01:33]
>> regardless. The majority do
[3:01:35]
not want the vocal majority.
[3:01:38]
People concerned. But why is
[3:01:39]
it not enough that nobody
[3:01:40]
wants this. This was plan a
[3:01:44]
secret. You know it was never
[3:01:45]
brought to the public to you
[3:01:48]
know that it there was votes
[3:01:48]
we don't really know how many
[3:01:49]
people want this how many
[3:01:50]
people doubt. It's just the
[3:01:55]
word the developers you know I
[3:01:57]
don't know name was technology
[3:01:58]
guy. Doesn't work. But I'm
[3:01:59]
sure sounds like is really
[3:02:07]
selling there's fun eckstein
[3:02:09]
was really good marvin ski was
[3:02:10]
one of the founding fathers
[3:02:12]
and ai that's kind of like a.
[3:02:17]
Heard same bill gates. The you
[3:02:17]
know people who made this
[3:02:20]
technology. Not very
[3:02:22]
trustworthy people got very
[3:02:24]
grateful. I just don't trust
[3:02:27]
and course playful about you
[3:02:31]
know officers about the
[3:02:32]
environment and the noise
[3:02:33]
pollution that haven't been
[3:02:35]
addressed says and we still
[3:02:36]
want to make it work happening
[3:02:37]
work.
[3:02:40]
>> we don't want work we do
[3:02:41]
nobody asked for except the
[3:02:47]
developers paired
[3:02:49]
>> and they are monday was for
[3:02:52]
2.
[3:03:07]
>> thank you
[3:03:08]
>> well I can room was
[3:03:10]
alarming.
[3:03:13]
>> we've got 6 those
[3:03:14]
applications. You know no idea
[3:03:16]
what you accept
[3:03:19]
>> you know you know hour from
[3:03:21]
how much for.
[3:03:26]
>> what kind of system. But
[3:03:27]
the war. You've got pose tech
[3:03:33]
and you don't. So seems to
[3:03:33]
really grow what kind of data
[3:03:38]
collected here. You know you
[3:03:39]
guys put out my welcome
[3:03:40]
images, it's got your pictures
[3:03:41]
your great, it's always play.
[3:03:44]
What is a tough loss ever.
[3:03:47]
Water for clark that's a 4th
[3:03:55]
amendment violation. We've got
[3:03:55]
dressing from sides of should
[3:04:02]
we do it. That's all I said,
[3:04:02]
but I think you guys should
[3:04:04]
homework. Get your act
[3:04:19]
together.
[3:04:27]
>> hello there for PRESIDENT.
[3:04:28]
So this is an issue that
[3:04:30]
deeply resonates with me in my
[3:04:34]
community we see. So I just
[3:04:39]
want to start the same. And
[3:04:39]
we'll continue to say that we
[3:04:40]
to this issue objectively with
[3:04:42]
and use it. But then
[3:04:46]
immediately go get military.
[3:04:47]
As a company want to do what's
[3:04:52]
best for us. And we need to be
[3:04:52]
critical in how we view and
[3:04:53]
consider the plan for this and
[3:04:57]
it the for service. That's
[3:05:04]
exactly what mortuary give us.
[3:05:05]
And just they get I don't
[3:05:05]
think anyone is for that
[3:05:10]
because of the impact will
[3:05:15]
present reasonable. They're
[3:05:16]
saying takes 7 years to prove
[3:05:16]
prepare and construct
[3:05:17]
necessary infrastructure for
[3:05:20]
the water. And 2 years on top
[3:05:24]
of to build a data center.
[3:05:26]
That's already 9 years living
[3:05:27]
taking tell of delays her can
[3:05:29]
be a concern that months to
[3:05:30]
recover from. We don't have
[3:05:32]
over the course of 9 years
[3:05:36]
that's going be on the decade.
[3:05:36]
So tell us what I hope for
[3:05:37]
money will be invested into
[3:05:42]
that. It is time national
[3:05:44]
resources are diminishing
[3:05:45]
about speeds and climate
[3:05:46]
change is showing effects
[3:05:48]
across the world and more and
[3:05:49]
species are becoming
[3:05:52]
endangered little mix tape. We
[3:05:53]
as a society being my full
[3:05:56]
house. We manage our resources
[3:05:59]
and what effect time. In our
[3:06:01]
community. In our state
[3:06:04]
dinner. For the in the world.
[3:06:05]
You guys are making decisions
[3:06:06]
for the next generation.
[3:06:11]
Whatever you decide those
[3:06:12]
effects will come back to us
[3:06:12]
in those responsibilities with
[3:06:15]
all of us so I just asked
[3:06:16]
consider that is I love and I
[3:06:30]
think speaks inc.
[3:06:34]
>> I this is just for we're
[3:06:36]
doing on one's for this time
[3:06:39]
then general will be to me I
[3:06:43]
been able speak to do put it
[3:06:43]
because we have a general
[3:06:45]
comment coming up next. Just
[3:06:48]
say we're not
[3:07:06]
>> she's going to do the
[3:12:56]
>> house negatively impact our
[3:13:00]
surrounding national
[3:13:05]
environmental. Constant
[3:13:06]
exposure to such panic attacks
[3:13:06]
changes in animal behavior, 7
[3:13:12]
engines and us. You household
[3:13:18]
and when process. There's just
[3:13:26]
there 1020 jobs. But they or
[3:13:28]
security certainly city with
[3:13:29]
the presence of a for city
[3:13:30]

[3:13:37]

[3:13:40]
For the proposed comment city
[3:13:41]
staff assembling presentation
[3:13:48]
is easy presentation to file a
[3:13:49]

[3:13:54]
all sides they work extremely
[3:13:56]
one side the making us believe
[3:14:00]
it was assembled by about to
[3:14:05]

[3:14:10]
and furious testing of diesel
[3:14:22]
generators, nearby pollution.
[3:14:23]
Particular service land and
[3:14:24]
habitat loss for thousands of
[3:14:25]
acres leading to the loss of
[3:14:30]
agricultural land. Open
[3:14:36]
something for impact on the
[3:14:46]
city as a whole want to just
[3:14:51]
for action but for their edge
[3:14:53]
because in our region we need
[3:14:55]
absolute transparency
[3:14:57]
regarding where it's going or
[3:15:04]
comes from and city engineers
[3:15:05]

[3:15:09]

[3:15:17]

[3:17:28]
Fact exaggerate facing
[3:17:29]
environmental economic and
[3:17:32]
health issues also we need to
[3:17:42]
index potential prizes where
[3:17:42]
our we were worsening
[3:17:50]

[3:17:53]

>> move to our final

[3:18:24]
>> good evening and thank you
[3:18:26]
that's one place like
[3:18:27]
definitely would not want to
[3:18:28]
be tonight the last few nights
[3:18:32]
is a guys so. So I just want
[3:18:35]
to say a couple what they
[3:18:36]
would like to see after this
[3:18:40]
battle is for maybe the city
[3:18:40]
attorney to work with
[3:18:41]
everybody in creating a dozen
[3:18:44]
or ordinance for the city. I
[3:18:47]
think there would be good
[3:18:47]
moving forward for everybody
[3:18:48]
least set ground rules say you
[3:18:49]
know we want this and don't
[3:18:53]
want this. Obviously from
[3:18:54]
public comment the last couple
[3:18:57]
stuff that's something
[3:18:58]
the people or citizens
[3:19:00]
of north port long I don't
[3:19:04]
think it's because people
[3:19:06]
against that's on we all enjoy
[3:19:07]
picking up our cell phones
[3:19:09]
being able to access facebook
[3:19:10]
and and be able to read our
[3:19:13]
e-mails are making notes.
[3:19:14]
That's not a bad thing you
[3:19:18]
know just keeps a small kids
[3:19:20]
is working. But thing when
[3:19:21]
they built these data centers
[3:19:24]
cities that 5 natural
[3:19:25]
resources already or low on
[3:19:28]
water as it is over struck
[3:19:30]
shuns and yet these guys want
[3:19:30]
to come in and take over much
[3:19:34]
of our resources that we just
[3:19:35]
don't have I think that we
[3:19:36]
need some ground rules
[3:19:37]
and stuff in the future. I
[3:19:42]
think that's a good for.
[3:19:43]
>> couple things that I want
[3:19:44]
to point out in regard to the
[3:19:48]
ordinance the data center
[3:19:48]
ordinance.
[3:19:49]
>> calls sierra club and so
[3:19:54]
believe that was. They've got
[3:19:55]
some ordinance informational
[3:19:56]
stuff on their website its
[3:20:00]
year dot org. I mean it's a
[3:20:01]
great resources to look up to
[3:20:02]
see what some of the other
[3:20:05]
jurisdictions to suffer do it.
[3:20:06]
There's also some the stuff
[3:20:09]
that I think look at they're
[3:20:11]
doing studies that I think
[3:20:11]
texas regarding the
[3:20:16]
environmental health impacts
[3:20:18]
showing that there is increase
[3:20:18]
in asthma premature deaths and
[3:20:22]
due to stephanie area. Witness
[3:20:27]
to a 3 mile radius and stuff.
[3:20:28]
So that's something that we
[3:20:29]
might want to look at as far
[3:20:32]
some air quality monitor noise
[3:20:32]
and other. I know you guys
[3:20:33]
talk about noise ordinances
[3:20:38]
stuff earlier.
[3:20:39]
>> one of the other arizona
[3:20:44]

[3:20:45]

[3:20:45]
infrastructure improvements
[3:20:46]
laying off or new homes
[3:20:46]
because they don't have the
[3:20:48]
resources because they are
[3:20:48]
used up.
[3:20:51]
>> for all the that they love
[3:20:59]
it. Let's see there there was
[3:20:59]
mayor who will and microsoft
[3:21:01]

[3:21:02]
they had resources was
[3:21:03]
resources to be able to
[3:21:06]
provide for new residents to
[3:21:09]

[3:21:13]
Are valuable and like I said
[3:21:16]
I'm not against U.S. On this,
[3:21:17]
but I am against putting them
[3:21:19]
in areas that what you within
[3:21:21]
a couple miles of the house,
[3:21:22]
you know that further and they
[3:21:23]
need to be in areas where the
[3:21:37]

1970's and 80's in 19 9600,000
[3:25:52]
2026 now we're at. Actions are
[3:25:55]
up a vote right now because as
[3:25:56]
know it was written to get
[3:25:56]
everybody back into the house
[3:26:01]
because of watts. One of the
[3:26:07]
nations started exporting only
[3:26:08]
to santa's for 84 for get it
[3:26:15]
and the guy back to other but
[3:26:16]
their and their comprehensive
[3:26:17]
in order to prevent all this.
[3:26:23]
Not to do that. So you as we
[3:26:27]
all it was all court system
[3:26:30]
now it will be judges and the
[3:26:33]
that make the decision there
[3:26:35]
is no here that can do
[3:26:38]
anything for anybody and all
[3:26:41]
67 counties because it also
[3:26:52]
today. Making the roadways
[3:26:55]
still judges, where people are
[3:26:57]
over 2 dozen municipality, so
[3:26:59]
as to saying that they want to
[3:27:00]
that was unconstitutional
[3:27:03]
whole world power bat. Don't I
[3:27:15]
want to do it. Centers have
[3:27:15]
been around since the 70's
[3:27:16]
that time with time that that
[3:27:31]
have to get their
[3:27:32]
center's
[3:27:35]
macean all to be another track
[3:27:38]
you and to car the PRESIDENT
[3:27:39]
Gets for the 21st century,
[3:27:40]
jetsons from the 1970's,
[3:27:48]
starting 0.26. Are so 100 time
[3:27:49]
as most of the people on
[3:27:55]
>> thank you sir.
[3:27:56]
>> lisa a my job and just
[3:28:11]
johnson.
[3:28:14]
>> thank you for the
[3:28:15]
opportunity as 35 resident
[3:28:19]
here in port. Well so I have a
[3:28:19]
vested interest ensuring that
[3:28:22]
whatever we decide to do that
[3:28:26]
it's done environmentally
[3:28:26]
safe. Family and protects all
[3:28:29]
of us, so that is my concern.
[3:28:30]
I am going on a measure that I
[3:28:34]
and support developing this
[3:28:36]
area as 35 year resident I
[3:28:37]
know we need this interchange
[3:28:39]
for emergency evacuation
[3:28:44]
purposes. Also needed for.
[3:28:46]
Important we need I
[3:28:46]
distribution and manufacturing
[3:28:48]
dead in this area. I think you
[3:28:49]
need residential. But I don't
[3:28:52]
see it as a data center
[3:28:53]
because of the fact that the
[3:28:54]
technology is just not there
[3:28:59]
to make it safe for us and the
[3:29:02]
>> that already in the united
[3:29:02]
states how do we want is more
[3:29:04]
important to be another what
[3:29:05]
we have more than my GOD
[3:29:06]
looking at china for example
[3:29:10]
much more people.
[3:29:11]
>> the fact that they only
[3:29:12]
have 400 why does the united
[3:29:12]
states needs thousands and
[3:29:16]
want to be a test in the paint
[3:29:16]
I would like to suggest that
[3:29:17]
we get with alana and she get
[3:29:21]
back to developer and see if
[3:29:23]
they can change business model
[3:29:23]
to be something that's more
[3:29:27]
conducive to all current
[3:29:30]
needs. I'm hoping they see
[3:29:30]
that the alley and that
[3:29:32]
because whatever project is
[3:29:33]
that something could be able
[3:29:34]
to build going to cost them
[3:29:36]
billions of dollars get it
[3:29:39]
done and that the community
[3:29:41]
can have better fit point was
[3:29:43]
whenever suggesting mike it's
[3:29:46]
eliminating pointed to the any
[3:29:48]
construction so I I see
[3:29:49]
henschel industrial
[3:29:50]
manufacturing distribution.
[3:29:51]
Then data center. The other
[3:29:56]
thing I would like to see what
[3:29:56]
we can do because I've been
[3:29:59]
here long enough to know that
[3:30:03]
say had a tremendous sinkhole
[3:30:04]
we're millions of gallons of
[3:30:06]
toxic water was displaced
[3:30:08]
aquifers and I don't hear
[3:30:09]
about any testing of as well
[3:30:12]
consumer heightened concern.
[3:30:14]
Florida is has a lot of people
[3:30:18]
say is we have neighboring
[3:30:19]
toxic wells insights here we
[3:30:21]
live in and was unprotected
[3:30:22]
where shell so I want to
[3:30:24]
recommend that we do some
[3:30:24]
testing site asked peace river
[3:30:26]
if actually test for and they
[3:30:30]
do not you know uses chemicals
[3:30:32]
in their in their water one
[3:30:34]
thing that I know here the
[3:30:38]
city also using herbicides in
[3:30:40]
their maintenance decides far
[3:30:40]
as I'm concerned toxic some
[3:30:43]
people think new year.
[3:30:43]
>> they don't stay in the fire
[3:30:49]
that wall. I don't believe
[3:30:52]
>> I do believe that are frogs
[3:30:53]
have to something so I think
[3:30:54]
this is a testament worsen we
[3:30:58]
have bases. So determine is
[3:30:58]
the catalan you know this say
[3:31:04]
it. You know other candidates
[3:31:05]
that we have a rather out of
[3:31:09]
the retesting travels we seem
[3:31:12]
to be our drinking water is
[3:31:12]
with bleach only use 100 parks
[3:31:16]
so. That's the 4 digit
[3:31:21]
readings we shouldn't tell
[3:31:22]

[3:31:26]
that you exciting to have to
[3:31:40]
as allison was only
[3:31:40]
>> my name is joel if you're
[3:31:44]
in the city since 20 2020. I
[3:31:45]
moved to this quiet
[3:31:45]
residential community because
[3:31:47]
a quiet residential community.
[3:31:48]
Okay and that's why there's a
[3:31:52]
lot of us are here. You more
[3:31:52]
restaurants, a few more things
[3:31:53]
about their car or civil
[3:31:54]

[3:31:56]
is not what we moved here for
[3:32:00]

[3:32:04]
Does a disservice. All of it.
[3:32:04]

[3:32:07]

[3:32:08]
There's a move afoot to get
[3:32:13]

[3:32:17]

[3:32:38]
It's to get rid of all. I

[3:33:17]
Have a good evening folks.
[3:33:25]

[3:33:29]

[3:33:33]

[3:33:33]

part many. Something to think
[3:34:55]
