[0:02] we stand adjourned.
[0:05] So
[0:05] I
[0:07] m in high schoolers
[0:08] All right, I
[0:10] d like to call to
[0:13] order this meeting of the
[0:15] Ambergrove Heights Parks and
[0:17] Recreation Advisory Commission
[0:19] for Wednesday, SEPTEMBER 10th.
[0:20] Welcome everyone.
[0:20] We
[0:22] ll begin with, uh, roll call,
[0:22] if you
[0:24] re here, please, uh,
[0:25] indicate so if you
[0:25] re not,
[0:26] don
[0:29] t. So, um,
[0:31] Vicky Parker here. Kurt
[0:34] Stangler is not here. Um, Luisa
[0:37] Torres. Ok, Sandy Christiansen.
[0:38] Yeah.
[0:41] Abby Heinrich is um ill. I have
[0:44] an excused, uh, Luke Johnson,
[0:45] you just made it. He
[0:47] s here
[0:51] Uh, Bill Skar and Tracy
[0:52] McCaughey McKahy is uh on a
[0:53] trip.
[0:56] So that rounds out the group.
[0:57] Our first order tonight of
[1:00] business will be a presentation,
[1:02] uh, by Al Van der Hof, who is
[1:04] our recreation coordinator.
[1:04] He
[1:06] s going to be talking about
[1:08] active older adult programming.
[1:11] Welcome, Al.
[1:12] Uh, good evening and thanks for
[1:14] having me today. Um, my name is
[1:17] Alanoff, as I said, uh, one of
[1:18] the recreation coordinators
[1:20] overseeing the active old adult,
[1:23] which we probably delivered in
[1:26] partnership with isd 19912d
[1:27] Education, um, kind of like to
[1:29] serve with fun facts, you know,
[1:30] over the past year, you know,
[1:32] more than 5000 people, you know,
[1:33] participated in our actual
[1:34] development programs connecting
[1:36] with new opportunities, forming
[1:38] friendships, and educational
[1:39] experiences, but if you ever
[1:40] stop to think about what
[1:41] one single class of social
[1:43] events, you know, how it can
[1:43] truly brighten someone
[1:44] s day or
[1:44] you
[1:45] re gonna change the way
[1:46] they approach the upcoming
[1:48] season. We kind of added this
[1:50] here on the fly today because
[1:51] Bridge today there
[1:51] s a lady
[1:53] that I could see forgot her
[1:54] keys or sitting on the table. I
[1:55] could see her in the parking
[1:57] lot searching through her purse
[1:58] trying to find your keys. I can
[2:00] see a Chevy car. I ran out
[2:01] there and gave her keys. She
[2:03] thanked me, but then there was
[2:04] this older gentleman that he
[2:05] s
[2:06] been coming to bridge quite a
[2:07] bit and he
[2:09] s very competitive,
[2:10] um, I think years and years ago
[2:10] I heard rumors he
[2:11] s been kicked
[2:13] out of several other places
[2:15] because his competitive nature
[2:16] and other places that they play
[2:17] bridge. We
[2:17] ve kind of got them
[2:19] calmed down, but as I was
[2:20] coming back in, he catches me.
[2:21] He
[2:22] s like, hey, I had this hand
[2:23] because he
[2:24] s had really bad
[2:26] weeks here lately, and had this
[2:27] hand, he goes, it was pass,
[2:28] pass, pass, pass, comes to me
[2:29] and goes, I had to do clubs. He
[2:31] goes, and luckily enough, my
[2:32] partner matched what I had. I
[2:33] had a really great day, and he
[2:35] goes out the door just to
[2:37] smiling away, and it just kind
[2:39] of one of those things that he
[2:40] makes you think, you know, yeah,
[2:40] what we
[2:41] re doing makes an
[2:41] impact, and it
[2:42] s great to see
[2:44] that, you know, even though he
[2:45] probably struggled 5 or so
[2:47] years ago when he first started
[2:48] playing bridge there. So, um,
[2:50] with that being said, kind of
[2:52] segue into kind of
[2:54] our season, if you will, that
[2:54] s
[2:55] starting, uh, this fall with uh
[2:57] kind of our active aging week
[2:58] that we do every year. It
[2:58] s
[2:59] kind of a national act of Aging
[3:01] week that this year
[3:01] s OCTOBER
[3:03] 6th through 10th. Um, new,
[3:03] we
[3:05] ve kind of been doing
[3:06] different themes every year
[3:07] around that week, so we
[3:08] re
[3:09] doing slowdown and Shine,
[3:10] Mindful living is kind of the
[3:12] theme for this year. So we
[3:12] re
[3:14] offering is a craft project, uh,
[3:16] with a sponsored by Elina Etna.
[3:16] She
[3:17] s been doing that for a
[3:19] couple of years with us. Um,
[3:21] Landmark Tours, they highlight,
[3:23] um, what they have
[3:25] to offer both nationally and
[3:26] internationally. They do great
[3:28] trips with, uh, you know, the
[3:29] bell, all the bells and
[3:30] whistles and have a chaperone
[3:32] that goes with them and
[3:34] pretty much top-notch travel
[3:35] experience with them. Uh, we
[3:35] re
[3:37] doing wisdom and wellness uh
[3:38] with a sound bath experience
[3:41] calming, restorative sound bath
[3:43] throughout relaxation and
[3:44] mental clarity, uh, Wednesday,
[3:46] we kind of set aside for our
[3:48] fitness programs, so mindful
[3:50] movement, uh, is what we
[3:50] ve
[3:51] called that. So all of our
[3:52] fitness classes are kind of
[3:54] being highlighted on that
[3:55] Wednesday, uh, Thursday we
[3:55] re
[3:56] doing what
[3:56] s called Moments
[3:58] That Matter, and this is kind
[3:59] of something new that I
[3:59] m
[4:00] excited about. Hopefully we get
[4:02] off the ground here this winter.
[4:03] Um, it
[4:05] s dementia friendly
[4:06] activities and caregiver
[4:07] support. So we
[4:07] ve got a panel
[4:09] with um Colleen Fritz, who
[4:11] actually is an ex-Invergrove
[4:13] resident. She grew up here back
[4:14] in the day, and she
[4:14] s excited
[4:15] to hopefully get this up and
[4:15] going. She
[4:16] s from Dementia
[4:18] Friends, um, our partners of
[4:19] DArts. Um
[4:20] and then we also have someone
[4:22] from Serenity Home Care that
[4:23] outside of doing things with
[4:25] older adults with home care,
[4:26] personally affects her because
[4:29] her husband has dementia. So
[4:29] we
[4:31] re working to create some
[4:32] dementia-friendly activities
[4:34] this winter and spring. Also at
[4:35] the same time having some
[4:36] caregiver support that DARTs
[4:37] can kind of help out with that
[4:38] as well. So we
[4:39] ll have some
[4:40] information about that on that
[4:41] Thursday and then we
[4:41] re gonna
[4:45] end the week with some uh bingo
[4:46] celebration. Um
[4:47] outside of that, just kind of
[4:49] highlighting some enrichment in
[4:51] art and education classes. We
[4:52] try to mix it up all throughout
[4:53] the year. I don
[4:54] t like to
[4:55] continue having the same thing,
[4:56] so we like to kind of mix it up
[4:59] every year and offer different
[5:00] um educational classes
[5:01] throughout the year. So
[5:02] highlighting some of the ones
[5:02] we
[5:03] ve done over the last year
[5:05] is, uh, making the most of like
[5:06] Medicare plan and how to
[5:08] navigate through that, um, who
[5:09] will inherit the mess, um, just
[5:12] kind of how you can do
[5:13] practical estate planning, um,
[5:14] on the road to safer driving.
[5:16] Um, we did a pretty cool
[5:17] collaboration with Dakota
[5:18] County Library. It was kind of
[5:21] fun, took part of their uh
[5:22] anniversary celebration earlier
[5:23] this spring, and we kind of
[5:24] highlighted some of those
[5:25] things that we did with them.
[5:27] We did, uh, how to use library
[5:29] apps, engage with them with uh
[5:31] some creativity, with a mosaic
[5:33] art project and also a paper
[5:35] bag luminaries. Um
[5:36] line dancing continues to be
[5:37] very popular. So what we
[5:38] ve
[5:40] done new with that is we
[5:41] ve had
[5:42] kind of the same core group of
[5:42] people, but we
[5:43] ve growing from
[5:44] there and we
[5:44] re getting new
[5:45] people, so we
[5:47] ve split up and
[5:49] added an advanced beginner and
[5:50] now having a beginner class
[5:51] because we
[5:51] re kind of growing
[5:53] that program as well. So and
[5:54] now, excuse me, what is that
[5:56] lined line dancing? Oh, a line
[5:58] dancing. Ok, but you see people
[6:00] do that, yeah, wedding dances
[6:03] and whatnot. So, um
[6:04] then health and wellness
[6:06] sessions, you know, receiving,
[6:08] uh, we did a hearing assessment,
[6:09] uh, keep losing my keys was
[6:11] another one just kind of
[6:12] knowing the difference between
[6:12] what
[6:13] s normal, memory loss, and
[6:16] what actually is signs of maybe
[6:17] dementia and Alzheimer
[6:18] s, um,
[6:19] and that just kind of
[6:20] highlights some of the
[6:21] enrichment classes we
[6:21] ve done
[6:23] over the year. Um
[6:24] another big thing we do
[6:25] annually is our healthy living
[6:26] fair. That
[6:27] s always the 3rd
[6:29] Wednesday of APRIL, uh, which
[6:31] was APRIL 16th this last year,
[6:32] or currently this year
[6:33] s 2025,
[6:35] but um we had 37 vendors, which
[6:37] is 5 more than we had last year.
[6:39] We estimated about 170
[6:40] participants that came through
[6:41] there. Um, in addition to the
[6:43] vendor faire, we also do
[6:44] breakout sessions in the
[6:46] community rooms and we kind of
[6:48] strategically staggered them a
[6:49] little bit better this year to
[6:49] where they don
[6:50] t overlap and
[6:51] run congruently, so someone
[6:52] could actually go to all of the
[6:54] sessions, but uh
[6:54] highlight some of those that we
[6:56] had some great attendance at
[6:57] this year was, uh, just gut
[7:00] health, hormone balance, uh,
[7:01] meditation and sound healing,
[7:02] um, healthy eating, we did
[7:04] internally with one of our
[7:06] fitness staff, um, another one
[7:06] that
[7:07] s always really popular
[7:08] that we love having is
[7:10] gardening tips with Marsha.
[7:10] She
[7:13] s a actually a local um
[7:14] master gardener who also has
[7:16] been a longtime render out at
[7:17] our community gardens at Salem
[7:19] Hills, so she does a fabulous
[7:19] job. It
[7:20] s always very popular,
[7:21] and then, uh, neuropathy
[7:23] awareness, um, we had that day.
[7:24] Um.
[7:25] And that
[7:26] s also a wonderful
[7:28] collaboration that myself and
[7:29] then the fitness team worked to
[7:30] put together. So, um, our
[7:32] senior club, there
[7:32] s still
[7:33] holding on. They
[7:34] ve got 100
[7:35] members and probably close to
[7:36] 20 of them are over 90 years
[7:38] old, which is pretty phenomenal.
[7:39] Um, they continue to do their
[7:41] monthly luncheons. They average
[7:45] about 48 to 50 people. Um,
[7:46] highest participation is
[7:47] usually the summer months, but,
[7:50] um, this last year was DECEMBER
[7:51] holiday luncheon. Um
[7:52] they continue to have interest
[7:54] with sponsors that come in just
[7:55] a table there and just give
[7:56] them information and some of
[7:58] them are on the outside of just
[7:59] providing them information to
[8:01] kind of take it and run with it
[8:04] and um uh decided to help mc
[8:05] the bingo when they do that,
[8:06] and they
[8:07] ve stayed to help
[8:08] serve um when there there was
[8:10] lunches and helped clean up and
[8:11] whatnot. And a couple of them
[8:14] actually just donated, um, and
[8:15] provided a dessert for them as
[8:16] well. So that
[8:17] s uh been working
[8:19] out very well. Um, actually one
[8:20] of the, uh
[8:21] people that helped out with the
[8:22] uh bingo calling. We had a
[8:23] couple of the school board
[8:24] members that came and really
[8:24] wasn
[8:26] t to call it bingo for
[8:27] them too, which they thought
[8:30] was pretty cool. Um
[8:30] another thing we
[8:31] ve done with
[8:34] them is doing some off-site
[8:36] luncheons that we started last
[8:37] year over at um the new fire
[8:39] hall, which we
[8:40] tried to carry out again this
[8:42] year and highlight and showcase
[8:43] our new South Valley shelter,
[8:44] but unfortunately the weather
[8:45] didn
[8:45] t cooperate. It was a
[8:47] rainy day and we had, she had
[8:49] Adam, our grill master. Brian
[8:49] couldn
[8:50] t make it. He
[8:50] s on
[8:52] vacation, but we had, uh, Joe
[8:54] that helped grill out, and we
[8:55] still made the best of it and
[8:56] they kind of highlighted and
[8:57] showcased some of the stuff
[8:58] that, uh, we
[8:59] ve got new with
[9:00] the park systems and some of
[9:01] that stuff that
[9:02] s going on in
[9:03] our parks department. So, um,
[9:04] unfortunately, we couldn
[9:05] t
[9:05] showcase South Valley and
[9:06] hopefully we
[9:07] ll maybe try to do
[9:08] that again next summer. But, uh,
[9:09] they
[9:10] really do like kind of doing
[9:11] something a little bit
[9:12] different outside of their norm.
[9:14] Um, they also kind of help with
[9:16] the uh card games, the weekly
[9:17] card games and being there to
[9:19] kind of host and get set up and
[9:21] make coffee and stuff like that.
[9:23] So those continue to go 5 days
[9:24] a week. Um, one of our newer
[9:27] ones, um, hand and foot, that
[9:27] s
[9:28] on Fridays, that
[9:28] s actually the
[9:30] one most of the tenants has
[9:31] stayed pretty normal, but that
[9:32] one actually has grown over
[9:33] this last year, so it
[9:34] s kind of
[9:36] fun to see that one doing well,
[9:38] one of our newer card games
[9:38] that we
[9:39] ve offered. So
[9:42] kind of tie back to some of the
[9:43] interdepartmental things we do.
[9:44] I always like to try to help or
[9:46] have some of the other
[9:47] departments work with us, so we
[9:49] did coffee with a cop this fall.
[9:51] Um, and then moving forward
[9:52] this winter, uh, actually had a
[9:54] realtor reach out to me that
[9:55] wants to do a series of
[9:57] educational things, but one of
[9:57] the things she
[9:58] s gonna work
[9:59] with is a police department
[10:02] again in doing um scams. I
[10:02] don
[10:03] t think you can offer that
[10:03] enough because it
[10:04] s ever
[10:05] changing and they
[10:05] re always
[10:06] trying to unfortunately take
[10:09] care of, take advantage of our
[10:11] seniors and older adults, um.
[10:13] Also the fire department always
[10:15] comes the first luncheon in
[10:16] JANUARY to the senior club and
[10:19] kind of talks to them about um
[10:21] being safe in your home, fire
[10:22] safety, things like that, and
[10:25] just kind of more of a casual,
[10:26] um, safety type message that
[10:27] they like to give and annually
[10:29] do that in their JANUARY
[10:31] luncheon. Um
[10:34] talked to Mark and our it
[10:36] department over summer um
[10:39] picnic and I hoping to convince
[10:40] him to do again another little
[10:42] it session and kind of helping
[10:44] seniors with uh being
[10:46] comfortable with iPads and
[10:47] smartphones and technology and
[10:49] whatnot, so, um, hoping to
[10:50] maybe get that either this
[10:51] spring or maybe this summer
[10:51] again because it
[10:52] s been a few
[10:54] years since we offered that. So,
[10:55] um
[10:57] some new programs, uh, Fallfest
[10:58] was last year, the first time
[10:59] we offered it. We had great
[11:00] success with that, so we
[11:00] re
[11:01] excited to be offering that
[11:03] again this year, and that
[11:03] s a
[11:04] collaborative with Saint Paul
[11:04] Farmers
[11:05] Market. It
[11:06] s out there
[11:07] every Sunday throughout the
[11:09] spring, summer, fall, if you
[11:10] will to the end of OCTOBER and
[11:12] then also with uh the school
[11:13] district um that collaborates
[11:15] on that so great community
[11:16] event promised me a wonderful
[11:18] day for residents to have some
[11:22] fall fun. Um, isd 2199
[11:24] partnership, um, as I mentioned
[11:26] with that we added with
[11:28] the um senior club lunch in the
[11:30] high school choir came and sang
[11:31] at their
[11:33] DECEMBER luncheon, and it was
[11:35] fabulous. They had a great time
[11:37] and uh unanimously voted to
[11:38] have them come back, so we
[11:38] re
[11:39] excited to have them come back
[11:42] again this, this DECEMBER. Um
[11:44] also have a new director with
[11:45] the community education
[11:47] department, Chad, um, and when
[11:48] I met with him when we first
[11:49] started, we kind of
[11:50] brainstormed a little bit, some
[11:52] new ideas and different things
[11:53] we might try, but until he gets
[11:55] his feet wet, till the school
[11:58] year starts, gets up and going,
[11:58] we
[11:59] re probably looking to do
[12:01] some things late spring or
[12:02] summer, um, kind of based on
[12:03] what we
[12:04] ve loosely brainstormed
[12:06] when I first initially met him.
[12:07] Um.
[12:09] With the line dancing, that
[12:10] instructor also approached me
[12:11] about wanting to do kind of a
[12:13] larger event to kind of promote
[12:14] line dancing, so we
[12:14] ll be
[12:16] looking to do that here, um,
[12:17] later this fall. She kind of
[12:18] helped out with someone, a
[12:19] friend of hers that did a large
[12:21] event like that down at uh
[12:22] Harriet Island somewhere down
[12:23] in Saint Paul. It was like a
[12:25] huge event. I think we
[12:25] ve done
[12:27] something similar, like fitness
[12:28] with like a big Zumba class
[12:29] like that in the gym, so she
[12:31] wanting to do something to that
[12:32] extent to uh to kind of help
[12:34] promote our line dancing. Um,
[12:36] pick the ball, we added a
[12:37] ladder league this year. So
[12:38] unlike just pairing up with
[12:39] doubles, and that
[12:40] s pretty
[12:41] standard now with Pickleball
[12:43] where you go off of points,
[12:43] it
[12:45] s not wins and losses. So
[12:47] kind of the point is where you
[12:49] basically are playing the same
[12:50] level of people every week, and
[12:52] you kind of move up and down
[12:53] the standings or the ladder, if
[12:55] you will, based on how many
[12:55] points. So you could actually
[12:57] have a losing record, but if
[12:57] you
[12:58] re two losses, you know,
[13:00] you got 14 out of the 15 points,
[13:02] while you still got quite a few
[13:05] points. So the win loss doesn
[13:06] always really correlate to how
[13:08] good you are in the standing.
[13:12] So that went fabulous and they
[13:13] bugged me to open up another
[13:14] one to do in the fall. So we
[13:15] re
[13:15] gonna take advantage of the
[13:17] lights over at Skyview Park and
[13:20] have just a small little quick
[13:20] folly that we
[13:21] re gonna do over
[13:22] at Skyview. So they
[13:23] re already
[13:24] clamoring to get registered for
[13:26] that. Um
[13:28] also with that, with the pickle
[13:29] ball that continues to be very
[13:31] popular or open and drop in
[13:32] that we do in the winter, uh,
[13:33] spring over at the community
[13:35] center, and then our bronze
[13:37] league that we kept the same
[13:38] actually increased from 12 to
[13:40] 16 teams a year. So that
[13:42] continues to be very, very
[13:44] popular. Um, so in addition to
[13:46] that, kind of some other
[13:48] programs just to highlight, um,
[13:50] before I end here, um
[13:51] our tis Thompson Park, Inver
[13:53] Grove, South Saint Paul, day
[13:54] trips continue to be very
[13:56] popular, including the
[13:58] overnight extended day ones, um,
[13:58] when I kind of want to
[13:59] highlight, it was kind of cool.
[14:01] We had a mobster trip down to
[14:02] Minneapolis to kind of talk
[14:05] about the old prohibition days
[14:07] and the lady dressed up in
[14:08] prohibition era garb, and she
[14:10] narrated the whole thing and we
[14:11] ironically had a participant
[14:13] that was an author that had
[14:15] like relatives or ties kind of
[14:16] to that era and kind of helped
[14:18] with the narration the whole
[14:19] thing and there were just some
[14:20] great, great discuss
[14:21] ion and uh everybody just had a
[14:23] blast with that whole trip, but
[14:25] uh they are still, you know,
[14:26] very popular, um, sleeping mats
[14:28] for the homeless every other
[14:31] Tuesday they make the uh
[14:32] sleeping mats for them and it
[14:35] been over 400 mats that they
[14:35] ve
[14:36] made and they get about 40
[14:37] people that come every other
[14:39] Tuesday, which is great. Driver
[14:40] safety class again, they kind
[14:41] of revamped and changed how
[14:42] they do things and their
[14:43] numbers have been pretty good.
[14:44] Um, and you don
[14:45] t have to do
[14:46] the initial eight-hour class,
[14:47] so they like just having to
[14:49] only do 4 hours to get their
[14:50] 10% discount. So
[14:52] those classes are also doing
[14:53] very well, and then we have the
[14:54] Happy Feet Footcare that
[14:57] their twice a month as well. So,
[15:00] book clubs too continue to have
[15:01] uh decent attendance and what
[15:03] was kind of cool last just this
[15:04] last Tuesday, a couple of days
[15:05] ago, I actually had to steel
[15:06] bunch of chairs from the
[15:07] community room too and the
[15:10] legion room because they had a
[15:12] huge crowd and I throw in
[15:13] another table in there so it
[15:14] kind of cool to see that
[15:15] fiction book club growing and
[15:16] having to throw in some more
[15:18] chairs into the Legion room for
[15:20] them, for their club to meet,
[15:21] so kind of talked a little bit
[15:22] too about maybe trying to open
[15:24] it up instead of just 55 plus
[15:26] maybe making it just for adults
[15:26] because I know there
[15:27] s, you
[15:28] know,
[15:30] 19 to 50 somethings that also
[15:31] like reading and being in those
[15:32] book clubs. I don
[15:32] t know if the
[15:34] daytime will prevent them from
[15:36] that, but we might look at
[15:38] opening up the ages for that as
[15:39] well. So,
[15:40] you know, I kind of threw a lot
[15:41] out there. Uh it
[15:42] s kind of a
[15:43] quick snapshot of some of the
[15:44] things we
[15:44] ve been up to at the
[15:45] senior center. I
[15:46] d be happy to
[15:47] answer any questions that you
[15:49] would have.
[15:51] Are there any opportunities for
[15:53] teens or middle school students
[15:55] to interact with the senior
[15:56] community in terms of, you know,
[15:58] over weekends or volunteer
[15:59] opportunities.
[15:59] That
[16:00] s actually one of the
[16:02] things that Chad and I kind of
[16:03] briefly touched on was wanting
[16:05] to do kind of some more of that
[16:06] intergenerational stuff and how
[16:08] we can make some of that work,
[16:09] but we did kind of briefly
[16:11] touch on that, but again, our
[16:12] initial discussion, it was just
[16:13] kind of brief, you know, he had
[16:15] just got started and we just
[16:15] kind of we
[16:16] re brainstorming and
[16:16] it
[16:17] s kind of an introductory
[16:20] meeting, but lots of school, uh,
[16:22] year starts to get on its feet,
[16:22] we
[16:24] ll get into some more
[16:26] discussions about newer
[16:26] programming and things like
[16:27] that, so that
[16:28] s a great idea.
[16:28] Yeah, good question.
[16:30] Mhm.
[16:30] You
[16:33] ve got a lot going on, Al.
[16:34] Bravo, that
[16:34] s a lot just
[16:35] cheering it all, you know. I
[16:36] don
[16:37] t know how you keep it all
[16:38] going. Would you say that you
[16:40] have kind of a core group that
[16:42] that kind of does a lot of the,
[16:43] the different activity or you
[16:46] have you pull in a lot of
[16:47] different people depending on,
[16:50] I would say a core you see
[16:52] regularly, but, um, to that
[16:55] point, like a bridge two weeks
[16:57] ago, um, it was bursting at the
[16:59] seams and the new people I saw,
[17:00] I mean, Bridge is probably by
[17:01] far our
[17:03] most attended card game, but
[17:04] what I saw was interesting was
[17:05] that people were bringing
[17:07] friends, but I also saw a
[17:09] handful of people, I think it
[17:11] was a tableworth of people that
[17:12] I normally see that come on
[17:14] those every other Tuesdays for
[17:15] the mapmaking group. So you,
[17:15] you know, they
[17:16] re seeing it or
[17:17] talking to friends or see
[17:19] friends, and I saw some people
[17:20] that are coming there for
[17:22] something else that are now
[17:24] coming for bridge. So by and
[17:24] large, it
[17:26] s quite a few of the
[17:27] same people that are doing a
[17:28] lot of the same things, but,
[17:29] you know, there
[17:29] s certain ones
[17:30] that are only there on one day
[17:31] a week
[17:31] and there
[17:32] s others that are
[17:34] there 3 to 5 days a week, so.
[17:36] In a good mix, are there, um,
[17:38] excuse me, are there ways that
[17:39] things are publicized, the, the
[17:41] group, the things that you
[17:41] re
[17:44] doing other than through the
[17:46] publication here as there is in
[17:49] the outside advertising or yes,
[17:50] we also advertised to the
[17:52] Tri-district brochure. It
[17:52] s a
[17:53] tri-district collaborative with
[17:54] Invergrove, South Saint Paul
[17:56] and West Saint Paul. So it gets
[17:58] out to all three of those
[18:00] communities. Tho those
[18:01] brochures pretty much coincide
[18:02] with when ours come out. It
[18:03] s a
[18:03] little bit different, about a
[18:04] week or so apart, but
[18:05] for the most part their
[18:07] brochures come out the same
[18:10] time that ours do. So great.
[18:12] Other questions? So the
[18:14] sleeping mats are those from
[18:17] the plastic bags? Do you ever
[18:21] need plastic bags because
[18:23] I, I hesitantly say yes because
[18:24] I don
[18:25] t want to
[18:27] resoundingly say yes and have
[18:29] my office full of them as
[18:31] people continually drop them
[18:34] off. So, uh, yes, they will
[18:37] accept bags, but um
[18:38] they certainly have enough just
[18:40] by word of mouth than
[18:41] advertising. But if you want to
[18:44] slip some over in my office,
[18:46] ll gladly give them to them
[18:47] on Tuesdays, every other
[18:50] Tuesday, but
[18:52] other questions? No, I
[18:52] appreciate all you
[18:53] re doing. I
[18:55] feel like, you know, that
[18:56] s a
[18:58] community that definitely needs
[19:00] attention and we should all be
[19:01] caring for and
[19:03] utilizing for sure, so thank
[19:05] you.
[19:07] Thank you. Thank you and good
[19:09] luck with the programming move
[19:13] forward thank you very
[19:15] All right, moving into
[19:18] announcements, uh, we have the
[19:19] annual commissioner
[19:21] appreciation dinner coming up
[19:23] Tuesday, SEPTEMBER 23rd, so be
[19:24] sure to mark that on your
[19:27] calendar. The council really
[19:29] appreciates being able to
[19:30] recognize those of us that have
[19:31] uh
[19:33] uh, volunteered to be on these
[19:35] commissions and, and be sure an
[19:37] rsvp, um, and I
[19:37] m, I haven
[19:39] done it yet myself, but I
[19:41] noticed the car asks for that,
[19:42] so be sure and do that so they
[19:42] knows you
[19:43] re coming. It
[19:44] ll be a
[19:47] South Valley, um, Park shelter
[19:51] from 5 to 8 P.M. On the 23rd.
[19:52] OCTOBER meeting will be
[19:56] Wednesday the 8th at 7 P.M.
[19:57] And NOVEMBER we
[19:59] re gonna have a
[20:01] work session on Wednesday the
[20:04] 12th at 5 P.M. And sort of a
[20:05] surprise agenda at this point.
[20:06] Um, did you want to say
[20:07] anything more about that, Adam?
[20:08] No, it
[20:08] ll be in the
[20:09] presentation. It
[20:10] ll be key, ok.
[20:12] He come out great.
[20:14] All right, so the next item is
[20:17] the consent agenda. Um, all
[20:18] items are considered routine,
[20:20] have been made available to all
[20:22] of us. At least 2 days prior to
[20:24] the meeting. Items will be
[20:26] enacted then in one motion.
[20:26] There
[20:28] s 2 items, um, no
[20:29] separate discussion unless
[20:31] commission member or citizens
[20:32] so requests, in which event the
[20:34] animal will be removed from the
[20:35] agenda and considered a normal
[20:36] sequence. So the two items to
[20:38] the approval of tonight
[20:41] agenda and the approval of the
[20:44] minutes from AUGUST 13th.
[20:45] Meeting. So I
[20:45] d entertain a
[20:47] motion to accept those two
[20:49] items. So moved.
[20:53] 2, 2nd, Sandy. All right, moved
[20:55] and seconded to uh accept the
[20:57] two items on the consent agenda,
[20:58] all in favor, signed by saying
[21:01] aye, aye, and he opposed, ok,
[21:03] that passes. Now we come to
[21:04] public comment. We have a
[21:05] couple of visitors here, don
[21:06] know if you
[21:07] re going to be a
[21:08] part of this, but we provide an
[21:10] opportunity for the public to
[21:12] address the commission. Is not
[21:13] on the agenda. Generally limit
[21:14] to 3 minutes, so we
[21:15] re a little
[21:17] bit loose on that. So welcome.
[21:18] Would you introduce yourself,
[21:20] please. Um,
[21:24] your address, Bob Murray, 6852
[21:28] Bovie Trail. Adam Erdman, 6881
[21:29] Bobi Trail. Ok, thanks for
[21:31] having us back. Appreciate it.
[21:33] Um, we were here a while ago
[21:35] and asked a couple of things
[21:37] and you came through on
[21:38] a couple things and appreciate
[21:40] that. We had a dumpster that
[21:41] was kind of on site. Well, it
[21:43] was on sightly and
[21:45] you, uh, graciously enough put
[21:47] a fence around it, got that out
[21:48] of view, and that was great.
[21:51] So thank you. Um, second thing
[21:53] we have is the outhouse. We
[21:54] thought the outhouse was going
[21:56] to be uh
[21:58] behind a fence or a barrier too,
[21:59] and that didn
[22:00] t happen and
[22:01] talked with Adam earlier on
[22:02] before the meeting because we
[22:02] didn
[22:03] t want a blind inside of
[22:04] them, so we told them what
[22:04] we
[22:06] re going to talk about. But
[22:06] we
[22:09] re wondering if you folks
[22:11] could maybe uh help us put a
[22:12] barrier around the outhouse.
[22:13] It
[22:14] s pretty unsightly. It
[22:15] facing the street. The doors
[22:17] open all the time, and one of
[22:18] my neighbors, I
[22:19] m on the board
[22:20] and we drew the short straw.
[22:21] That
[22:21] s why we
[22:22] re here tonight.
[22:23] But one of my neighbors sent a
[22:25] picture of his uh
[22:26] living room window on his house.
[22:27] Can I, do you mind if I
[22:29] approach and show you the term.
[22:29] And where
[22:30] s, where
[22:32] s, where are
[22:33] we talking? Ok. Yeah. Um-hum
[22:35] Yeah.. Ok Yeah. Yeah. Um-hum.
[22:35] Ok. That
[22:36] s north that directly
[22:37] in front of the pickleball
[22:42] courts....... 00, pickle. 00,
[22:42] pickle. Uh, so they
[22:43] re 00,
[22:43] pickle., so we
[22:44] re looking at
[22:45] that. Um-hum. All, probably 60,
[22:48] 70% of the time, so Bob and our
[22:49] name Ramesh got a direct line
[22:50] to it and then in 6 months
[22:50] we
[22:52] ll have a new neighbor that
[22:54] will also have be staring
[22:55] directly at it as well.
[22:56] Every day.
[22:58] You know, once they see toilet
[23:00] paper on the floor and stuff in
[23:02] there. Yeah. Which is kind of.
[23:04] Yeah, and I think the goal
[23:05] would be nothing extravagant. I
[23:06] know we were talking, you know,
[23:07] financials on what a structure
[23:08] would look like, but just
[23:09] something to kind of mask it a
[23:11] little bit like a fence with
[23:13] some type of cover around it. I
[23:13] mean
[23:14] yeah, I know that the one that
[23:16] I think you said North Valley
[23:17] Park was Rich Valley Park,
[23:19] sorry, uh, was a bit expensive.
[23:20] Nothing, I don
[23:20] t think anything
[23:23] to that extent, but one thing,
[23:23] just what
[23:25] s your total park
[23:26] budget?
[23:29] Um, are you regarding
[23:29] everything you
[23:30] re operating
[23:31] budgets, salaries, and
[23:32] everything. Is it the millions
[23:34] of dollars or it
[23:34] s, it
[23:35] s in the
[23:36] area around a little north of
[23:39] $2 million... $2 million. So if
[23:42] you guys could be kind enough
[23:44] to maybe find 8 or 9000
[23:46] somewhere in slush out of that
[23:48] 2 million. Maybe you could help
[23:51] us not have to look at the
[23:52] toilet and the stuff that
[23:53] associated with that every day
[23:55] because we try to be good
[23:56] neighbors. And uh
[23:58] I know you guys are when you
[23:59] put the fence around there, but
[24:01] how would you like to look out
[24:03] your door every day and see an
[24:05] open outhouse door. So all
[24:05] we
[24:07] re asking is if you could
[24:09] kindly do that and find maybe
[24:12] 800 out of a $2.2 million
[24:13] budget. We
[24:14] d really appreciate
[24:15] that. I guess this would be
[24:17] something for the staff in
[24:19] terms of response, yeah.
[24:22] Yeah, um, commissioners, public
[24:23] open comment comments, um, it
[24:24] s,
[24:24] it
[24:25] s typically as, as much as
[24:26] we make a generalized statement
[24:28] of a overall budget of $2
[24:29] million. That
[24:29] s all itemized
[24:31] down to roughly the dollar. So
[24:31] it
[24:31] s, it
[24:32] s, I don
[24:32] t want to say
[24:32] that there
[24:33] s a slush or there
[24:34] just a little money just
[24:35] sitting around because I think
[24:35] that
[24:37] s a misrepresentation of
[24:39] how we operated. No, I get it.
[24:39] So that
[24:40] s, that
[24:40] s one thing I
[24:41] would say to the commission. I
[24:43] think. Secondly, if we look at
[24:44] planning, we have outhouses
[24:46] throughout our entire parks, um,
[24:48] that I think a lot of neighbors
[24:49] in ongo
[24:51] ers would like to see some
[24:53] capability or resolution to the
[24:54] same thing. So not multiply
[24:55] that times, let
[24:56] s say how many
[24:57] parts we have in neighborhood
[24:58] parks.
[25:00] 30 some. So when you look at
[25:01] that and you look at other
[25:02] neighborhoods and again not
[25:03] isolated just this particular
[25:05] one. You do that times 30, that
[25:07] 8 to $9000 doesn
[25:08] t look like 8
[25:09] $9000. So it
[25:10] s something that
[25:10] we can definitely take into
[25:12] consideration. Um, I think what
[25:14] we did with the current fencing,
[25:15] um, I, I, can you recall what
[25:16] we did with that fencing and
[25:18] how much that was for the park.
[25:20] For the dumpster enclosure with
[25:21] the concrete and fencing, I
[25:22] think it was right around
[25:24] 15,000.
[25:24] So it
[25:25] s not that we don
[25:25] t or
[25:25] can
[25:27] t. I think we have to look
[25:28] at our current budget and any
[25:29] additional carry-ons that we
[25:31] want to look at our future.
[25:33] This is a particular park that
[25:33] doesn
[25:35] t have uh plumbed in a
[25:37] restroom location facility, so
[25:38] at this point in time, that is
[25:39] the current location that we
[25:41] have available. Uh, we can look
[25:43] at doing other locations around
[25:44] there that MAY be out of that,
[25:44] but I don
[25:45] t think you could
[25:46] have ever really treat high,
[25:48] hide it, if you will, or
[25:49] relocate it unless you do a
[25:50] full enclosure, which again
[25:52] comes at a cost because you
[25:53] can
[25:54] t just really fence fit
[25:54] part
[25:55] ial ly You have to do it about
[25:56] 3 quarters away. I mean if you
[25:57] ever change, you have to build
[25:59] it out for an ada accessible
[26:00] one. So the footprint of the
[26:02] actual concrete and the fixing
[26:03] around it, um, and again, we
[26:05] look at no maintenance fencing
[26:07] because if you do one, it
[26:07] s at
[26:08] the risk of happening and
[26:09] starting fire, which happened
[26:11] now in a valley and again,
[26:14] hence why we had to spend 12
[26:14] $13,000. So it
[26:15] s something we
[26:16] can definitely take into
[26:17] consideration. I would be
[26:18] remiss to want to remove from
[26:19] that location because that
[26:21] the only restroom available for
[26:23] those picklebogglers, which is
[26:24] heavily utilized. So again, we
[26:24] can
[26:26] look and assess the space, um,
[26:28] and if we
[26:29] can
[26:30] she is in a viable option this
[26:31] year, we
[26:31] ll, we
[26:31] ll definitely
[26:33] try to consider it, but
[26:36] again, I, I failed to set a
[26:37] precedent for every, you know,
[26:39] 30-some
[26:40] um restrooms within our park
[26:41] system that we have some level
[26:42] of full closure.
[26:43] Right
[26:45] And I have one more question.
[26:47] Um
[26:49] I think the dumpster that was
[26:49] there here it
[26:50] s just another
[26:50] solution. I
[26:51] m going to just
[26:53] throw this out here and for
[26:54] discussion are just food for
[26:57] thought, but the dumpster
[26:59] originally was at South Valley
[27:01] Park before the remodel, and
[27:03] then it was moved up to North
[27:06] Valley Park in its current
[27:07] location and um there
[27:07] s no
[27:09] housing around
[27:11] South Valley Park or maybe you
[27:12] can move the dumpster there or
[27:14] some other location by the city
[27:16] shop because I do know that
[27:17] trash from other parks are
[27:18] coming there and it
[27:19] s getting
[27:21] transferred in and then
[27:23] the uh waste holler was picking
[27:24] it up and the fence is great.
[27:24] That
[27:26] s helped out a lot. But
[27:27] here it
[27:28] s just another low-cost
[27:30] option. Maybe you could uh move
[27:33] the dumpster and then put the
[27:34] uh outhouse seat handicap
[27:36] accessible outhouse there, put
[27:37] it like a nice little fence in
[27:39] the grades there, the floor
[27:40] there, and they can just walk
[27:42] in. So that would just be
[27:44] another solution for you to
[27:46] consider also. Ok. Thank you
[27:47] very much and, and if it
[27:48] s, uh
[27:48] if it
[27:49] s, if you
[27:49] re satisfied
[27:51] with this, the staff has heard
[27:51] you and they
[27:53] ll take a, take
[27:55] this into consideration in
[27:57] terms of future planning. Great.
[27:58] I appreciate you coming. Thank
[28:00] you, thank you very much.
[28:02] Thanks for the fence around the
[28:03] dumpster. You
[28:04] re welcome. Take
[28:06] care. All right, take care.
[28:08] Thanks. Thank you.
[28:09] Ok doke
[28:10] Um, we
[28:11] re gonna move on then to
[28:14] unfinished business. No items,
[28:16] uh, are, are coming back from a
[28:18] previous meeting for us to be,
[28:20] uh, uh, addressing, but we will
[28:22] move on to the regular agenda
[28:23] and Adam has both of these
[28:25] items. The first having to do
[28:27] with getting back to uh talking
[28:28] again about the angel of Hope
[28:31] Memorial. We had a work session
[28:33] uh regarding this, um, I
[28:35] visited the site in Woodbury,
[28:35] and we
[28:37] ve gotten information.
[28:37] Adam
[28:38] s gotten some information
[28:39] about others, and so, uh, we
[28:40] re
[28:40] here
[28:42] to, uh, to, uh, see where we go
[28:45] forward with it.
[28:47] Ok, good evening, Commissioner
[28:48] Adam Moss, Park and Recreation
[28:51] director, um, this evening as
[28:53] Commissioner Cook had indicated,
[28:55] uh, I will be presenting uh
[28:57] what just happened
[28:59] on yourself
[29:03] No, there we go. Ok. I
[29:03] ll be
[29:04] presenting on the proposed
[29:06] Angel of Hope Memorial, um,
[29:07] somewhere within our park
[29:07] system, so I
[29:08] ll give, provide a
[29:10] little background, um, a lot of
[29:11] this is being pulled from our
[29:12] work session that we had back
[29:13] in JULY. So we
[29:13] ll get a little
[29:14] bit of the details, but feel
[29:15] free at any point to ask
[29:17] questions.
[29:18] So this evening in front of you,
[29:21] a quest is for the prc to
[29:23] provide a recommendation to the
[29:25] city council on whether to
[29:27] support installation of Angel
[29:29] Hall Memorial site within our
[29:29] city
[29:31] s park system. Um, if that
[29:32] is something that this body
[29:35] would like to do, then the
[29:38] commission has also requested
[29:40] to present a recommendation, um,
[29:42] on the advicement of a location,
[29:44] uh, the general scope and
[29:46] design of the memorial space
[29:47] and then a uh potential fun
[29:49] ding approach that we, this
[29:50] body would like to recommend to
[29:51] the council.
[29:54] So just a little background, um,
[29:57] at the MAY 2025, Parker Re
[29:58] advisory Commission meeting. We
[30:00] had a resident propose a
[30:01] memorial to be incorporated
[30:02] within our park system and
[30:03] given a little bit of a
[30:04] background of why they felt
[30:05] like it was valuable for our
[30:07] system in this neighborhood in
[30:09] this community, um, after that,
[30:12] as a result of that, the pa
[30:13] directed staff to coordinate a
[30:15] work session and do a little
[30:16] homework and research on some
[30:17] other communities within our
[30:19] state that MAY have this same
[30:20] memorial, so, um, that has
[30:21] since happened
[30:23] Um, so on JULY 30th, as I
[30:24] indicated earlier, uh, we did
[30:27] have a scheduled work session
[30:28] specifically on this item to go
[30:30] into a little bit more detail
[30:34] on how 1 MAY um come to have
[30:36] aang Hope Memorial site within
[30:38] our community.
[30:39] So what you MAY ask is Angel
[30:41] Hope for some of you who MAY
[30:42] not have been at the work
[30:44] session or um for those that
[30:45] are watching, it is actually
[30:47] based off and inspired by the
[30:48] angelful book. It
[30:49] s actually
[30:51] the Christmas box. Um, so that
[30:52] is the angel of Hope, and it
[30:52] s,
[30:54] it really tells that fictional
[30:56] story of a, uh, a family or or
[30:58] a wife in mourning of her child
[31:00] at the angel at the base of an
[31:01] angel monument. So a lot of
[31:03] this ties as to a larger
[31:05] network throughout the country,
[31:06] um, which you
[31:07] ll see that this
[31:08] network is really
[31:09] for not just the United States,
[31:11] we have a couple different ones
[31:12] in different countries, but
[31:14] over the United States, there
[31:16] about 120 locations that have
[31:19] an angel Hope Memorial that
[31:20] recognize the loss of not just
[31:22] children, um as you think of
[31:23] young children, it
[31:23] s just a
[31:25] child in general. Um, so the
[31:26] first one was in Salt Lake City
[31:27] and that
[31:28] s where the kind of
[31:29] the basis where this all
[31:30] started. So you MAY ask, well,
[31:32] can we just do any angel? Um,
[31:34] yeah, sure we could, uh, but
[31:36] the way this operates and
[31:37] functions to some degree, what
[31:39] was requested of the resident
[31:40] was to be part of this kind of
[31:42] network of angel of hope. So
[31:42] it
[31:44] s recognized as a space uh
[31:46] for you to come and, and, um,
[31:47] and
[31:49] pay respects in that regard.
[31:52] So the angel Holt statue itself
[31:54] is roughly about 4 ft high, has
[31:57] a wingspan of about 5 ft. Um,
[31:58] and the the diameter of the
[32:01] base is about 22 inches. So
[32:03] again, these are all the same
[32:05] angel. So all 120 of them are
[32:07] this exact angel. That creates
[32:08] them a part of the network,
[32:10] which is ultimately a part of
[32:11] the Christmas box.
[32:13] Um book and, and, and
[32:14] philosophy. Um
[32:15] it
[32:17] s made about a half-inch
[32:19] thick bronze, um
[32:19] it
[32:21] s mostly hollow by the feet.
[32:23] Um, there are some metagorments
[32:24] on the bottom of the angel, and
[32:26] it can be skeered secured to a
[32:28] pedestal, um, so again, it
[32:30] best to be used with stainless
[32:32] steel, uh, rebar attaching that
[32:34] to the base, um, so that
[32:35] secure. So as we do a little
[32:36] bit more of the, as I did a
[32:38] little bit more of the research,
[32:38] we
[32:39] ll show some examples of
[32:40] what this looks like in some
[32:42] neighboring communities.
[32:43] So as it currently stands, as
[32:46] you look at the website, um,
[32:47] this particular angels roughly
[32:49] about $18,000. That
[32:50] s just
[32:52] shipping, handling, the actual
[32:54] angel itself, shipped to our
[32:55] community.
[32:57] Um, this could, this cost does
[33:01] not include any type of base,
[33:02] landscaping, design, um,
[33:03] anything to that effect. It
[33:05] strictly just for the angel, ok?
[33:07] Um, what they show on their
[33:07] website, they
[33:08] re roughly
[33:09] depending on how ornate you
[33:11] want to get anywhere from 300
[33:14] to $6000 for a base. So try to
[33:15] think about that incorporated
[33:16] that in the price as well.
[33:16] That
[33:17] s just for literally to
[33:18] stand up in one spot.
[33:20] Ok.
[33:22] So some of the locations that
[33:23] are throughout the state and
[33:24] looks like there
[33:25] s maybe about
[33:27] 10 city municipal, public open
[33:29] spaces that incorporate the
[33:29] angel of Hope. As you
[33:30] ll see in
[33:31] front of you, those are the 10,
[33:32] um, the 3 that we did a little
[33:35] bit more homework on and
[33:36] investigation was the city of
[33:37] Duluth.
[33:39] Woodbury, and Maple Grove.
[33:39] So I
[33:41] ll get a little bit more
[33:42] of the details on how it came
[33:45] to be for them as well.
[33:47] So as you think about those
[33:49] three cities, um, through
[33:50] partnership is really how it
[33:52] came about, very similar to
[33:52] what
[33:54] s this process could look
[33:56] like a resident or a group of
[33:57] people came to the city,
[33:58] approached him and said, hey,
[33:58] we
[34:01] d really like to see this
[34:03] monument memorial somewhere
[34:04] within our community. Would you
[34:06] be willing to be the host site
[34:08] or allow this to be a part of
[34:09] your public open space or
[34:11] public park.
[34:13] Um, these, in many cases
[34:15] between the three cities, um,
[34:16] Duluth, Maple Grove, and
[34:18] Woodbury, some level of
[34:19] fundraising and nonprofit was
[34:21] created in order to get, if you
[34:24] will, the seed capital money to
[34:27] get the angel statue, the base,
[34:30] and some level of sight
[34:31] construction
[34:31] And, and I
[34:32] ll go through each
[34:33] kind of what each of these
[34:34] cities went through.
[34:36] Um, another thing to make sure
[34:39] they kind of think about and
[34:41] consider that part of the the
[34:42] Christmas box story and the
[34:45] statue itself, um, the monument
[34:47] must have some
[34:49] indication that on DECEMBER 6th
[34:51] at 7 P.M. Is a public gathering
[34:53] space to kind of honor those
[34:54] that have been lost.
[34:56] So that needs to some degree,
[34:57] not necessarily be fully
[34:58] incorporated in the, the
[34:59] placard, but it needs to be
[35:00] represented in some way, shape
[35:02] or form. And what I will say is
[35:03] most people that know the angel
[35:05] of Hope and they know where to
[35:06] find the website. We
[35:06] d be
[35:07] listed on the kind of that
[35:10] registry of the all 120, so
[35:10] there
[35:11] d be a level of an
[35:13] expectation that you kind of
[35:14] want to think about being able
[35:15] to house people that want to
[35:16] come together, that specific
[35:19] day. Now they can come 365, but
[35:21] on DECEMBER 6th at 7 P.M., it
[35:22] is definitely meant to be a
[35:24] gathering space.
[35:27] So if we were to go down this
[35:28] avenue and again we
[35:28] re not
[35:30] talking about funding yet, um,
[35:31] to order it itself.
[35:33] Um, we have to go through
[35:35] Richard Paul Evans Inc. That is
[35:37] the author of The Christmas Box
[35:39] book to again to be a part of
[35:40] this broader network, um, and,
[35:42] and we can really kind of say
[35:43] within the placard whatever we
[35:46] want, but we must include this
[35:47] include this phrase. Uh, this
[35:50] is a Christmas Box angel statue.
[35:50] It
[35:52] s from the Richard, um.
[35:52] Well I
[35:53] m sorry, my apologies.
[35:55] This is where you actually have
[35:56] to order it from. The, the
[35:57] actual inscription will be
[35:58] coming soon.
[36:01] Um, but before we can order any
[36:03] type of um
[36:04] for it to be placed, it must be
[36:06] 50%
[36:08] cost down, down payment.
[36:09] And then the balance would be
[36:10] fully done when it
[36:10] s done
[36:12] through the 4, the foundry, and
[36:12] that
[36:14] s the remaining balance.
[36:16] It takes roughly about 3 months,
[36:16] and that
[36:17] s depending on the
[36:19] foundry workload.
[36:20] So I
[36:21] ll get back to the
[36:23] inscription shortly. So in
[36:24] Duluth, these are some images
[36:26] from the kind of the space,
[36:28] memorial site of what Duluth
[36:30] currently has. Um, I could say
[36:32] this is kind of based on my um
[36:33] discussions with the director
[36:34] of Parks and Recreation in
[36:36] Duluth. Um, this is not the
[36:37] original space. Things have
[36:38] been updated. Things have been
[36:40] improved over time, um, but
[36:42] this is what it currently looks
[36:42] like as you
[36:43] ll see in, let me
[36:49] see if I can highlight this.
[36:51] These bricks, these are the,
[36:53] the memorial bricks.
[36:55] So these are what individuals
[36:57] will pay to do a memorial brick
[36:58] or a donation brick, and then
[37:00] they can get their inscription.
[37:01] There are guidelines of what
[37:02] could be put on there, if you
[37:04] will, from a length perspective,
[37:04] but usually they
[37:04] re in memory
[37:07] of.
[37:11] Commissioner for the memory of
[37:13] uh bricks or any other type
[37:15] that other cities use there a
[37:16] requirement that you must be a
[37:18] resident of that city to get
[37:21] your brick in this case or not
[37:21] really, or we don
[37:22] t know.
[37:23] Based on my research, no, I
[37:25] think anybody could to secure
[37:26] brick, they just have to pay
[37:31] the fee.
[37:32] Um, so as you look at this,
[37:33] these are ones that are bricked
[37:34] on the ground and as you
[37:35] ll see
[37:37] going back to the, they
[37:39] surround the actual statue, um,
[37:40] themselves. And then they
[37:41] re
[37:42] sitting around, um, this
[37:46] location. So this particular
[37:47] memorial location site. It is
[37:48] definitely off the beaten path,
[37:50] if you will, but it is not too
[37:51] far off the boardwalk. So you
[37:52] have to be intentional to go
[37:53] there. It
[37:54] s not kind of right
[37:55] there upfront and personal, but
[37:57] you can find it within their
[37:59] system.
[38:01] Adam, did you say that wasn
[38:04] the original placement or that
[38:05] they have built around it. They,
[38:06] they
[38:06] ve to some degree
[38:08] operating capital costs have
[38:10] upgraded landscaping and things
[38:10] around it, but it
[38:11] s original
[38:12] location, uh, but they
[38:12] ve added
[38:13] additional landscape and a lot
[38:14] of rehab on the bricks, and
[38:15] we
[38:15] ll get a little bit further
[38:17] into that as well. Um, so it
[38:19] always making sure that it
[38:21] looks nice and and is
[38:22] functional and things as time
[38:25] goes on, grade changes, winters
[38:26] happen, so you have to do some
[38:27] upgrades and then
[38:28] reinforcements of things. Well,
[38:29] I don
[38:29] t want to jump
[38:30] ahead if you
[38:32] re going to
[38:34] recommend places as opposed to
[38:36] us coming up with places, but
[38:37] it just made me think that
[38:37] maybe that
[38:39] s something to think
[38:40] about that it could
[38:41] establish a place that we
[38:42] eventually
[38:44] add to as time goes on or
[38:45] whatever so.
[38:46] Ok.
[38:47] So this is, it
[38:47] s actually in
[38:50] Leif Ericson Park in Duluth, um,
[38:53] an issue is privately funded
[38:54] upfront, um, what it looked
[38:55] like is in today
[38:56] s dollars, if
[38:57] you will, this is kind of a
[38:59] little bit of an escalation, if
[39:00] you will, back then when they
[39:03] built it, I was around $25 to
[39:04] 35,000. But now if you
[39:04] re
[39:07] looking at that same type of
[39:08] grade changing landscaping,
[39:10] stopping electrical and water
[39:11] and utility. You
[39:11] re looking at
[39:13] anywhere from $7500 to $100,000.
[39:14] Um, that
[39:16] s an estimation. So
[39:16] the city
[39:17] s contribution was in
[39:19] kind to land donation, if you
[39:19] will. It
[39:20] s public and open. So
[39:22] the city actually owns it, um,
[39:23] and then there
[39:23] s annual
[39:25] maintenance to this, uh, it
[39:25] doesn
[39:26] t just kind of take care
[39:28] of itself once you, you build
[39:30] it and just no maintenance. So
[39:32] they had to anticipate given
[39:33] that because it
[39:34] s brick that
[39:35] any time that, you know, brick
[39:36] deteriorates over the winter,
[39:37] they have to do replacement. So
[39:38] we
[39:38] ll get a little bit more
[39:39] into why we would probably not
[39:41] recommend that if we went in
[39:42] this direction. And then me,
[39:43] Adam.
[39:44] And if there are changes made
[39:45] like you meant there were some
[39:47] uh
[39:49] upgrading of the site, you know,
[39:51] into Duluth. This once the city
[39:54] is accepted it, this then is on
[39:57] the city is in uh to bear the
[39:59] cost of that? Is, is that right?
[40:00] Yeah, correct. If we look at,
[40:02] depending on how we wanna
[40:03] structure this, if you will, if,
[40:06] if the city wants a fully
[40:07] pay all the costs, and
[40:08] inevitably it is ours anyway.
[40:10] We would have to manage that
[40:12] operating in capital. If we
[40:14] receive a donation in, in for a
[40:15] memorial or a monument or
[40:18] statue, we would follow our
[40:19] policy, which would then again
[40:21] really come back to this body
[40:22] again to accept a donation, but
[40:23] we haven
[40:24] t gotten to that point
[40:25] yet where we know how this is
[40:28] going to be funded. So yes,
[40:30] more than likely either we have
[40:31] a nonprofit group that
[40:31] s either
[40:32] formulator that comes through
[40:33] and says, you know, we
[40:34] d like
[40:35] to donate this
[40:37] and then it stops there, or do
[40:38] we look at doing a memorandum
[40:40] of understanding or a letter of
[40:41] agreement saying here
[40:41] s what
[40:42] we
[40:42] re responsible, here
[40:43] s what
[40:43] you
[40:44] re responsible for. So
[40:44] that
[40:46] s what the city of
[40:47] Woodbury did and I
[40:48] ll kind of
[40:49] go a little bit further into
[40:51] that. So right now, the city of
[40:53] Duluth fully operates
[40:55] this, this entire space and
[40:55] it
[40:57] s there in the owner.
[40:59] Um, so the memorial bricks,
[41:00] which were laid again
[41:02] surrounding the actual statute
[41:03] itself, only twice a year can
[41:05] you purchase that.
[41:05] So it
[41:06] s not ongoing because
[41:07] then there
[41:07] s a certain time
[41:09] they place the bricks in, rehab
[41:10] any of the old bricks, so
[41:12] instead of it, it
[41:12] s really
[41:13] cumbersome. So it
[41:13] s, they only
[41:15] do it twice a year and right
[41:15] now it
[41:16] s $85 a brick.
[41:18] So if you went to the City of
[41:20] Duluth website. You can find
[41:21] this information, click on it,
[41:22] Angel of Hope. I
[41:23] d like to do a
[41:24] brick and then it kind of walks
[41:26] you through an application form,
[41:28] if you will, or request form,
[41:29] and then they tell you what the
[41:30] cost is, what, you know, how
[41:32] much, you know, words that you
[41:33] could put on it and things like
[41:35] that.
[41:37] So this is some photos of
[41:39] Woodbury, a little bit more, I
[41:41] would say robust if you will,
[41:44] if you look at the amount of
[41:46] stamp concrete and benching and
[41:48] landscaping. Again, this is one
[41:48] that
[41:50] s recently completed, I
[41:52] think back in 22 or 23, um, so
[41:54] again, very similar statue or
[41:57] the exact same statue, um, but
[42:00] this is actually at their um
[42:01] City Hall campus and Memorial
[42:03] Park, which is adjacent to the
[42:05] city hall itself, so they um
[42:06] were approached by a group
[42:08] of individuals which then
[42:11] created a Woodbury Foundation,
[42:13] and then essentially raised
[42:15] roughly 2 quarter of a million
[42:17] dollars for this particular
[42:19] site location. So again, pretty
[42:22] robust, pretty elaborate, um,
[42:25] again, this includes stubborn
[42:28] and utility, electric
[42:28] um
[42:29] water. So those weren
[42:31] originally there. So again you
[42:32] can illuminate it at night and
[42:34] you can water all the plantings
[42:35] surrounding it. So those are
[42:36] things that have to be
[42:37] considered as you think about
[42:40] location.
[42:41] Um, again, the city
[42:42] contribution, it
[42:43] s within the
[42:45] park and then speaking to the
[42:45] director, we
[42:45] re looking at
[42:49] roughly about a $5000 annual
[42:50] maintenance. So as you
[42:51] ll see
[42:52] in this particular
[42:53] shot, so instead of bricks that
[42:56] they have laid like the city of
[42:58] Deluted, they have placards
[42:58] So they
[42:59] ve also built this out
[43:02] to have an additional 3 or 4
[43:04] placards available if they need
[43:06] to insert those. So from a
[43:07] maintenance perspective this is
[43:09] would be what we would look at
[43:11] recommended. We would not look
[43:13] at doing any level of bricks in
[43:15] the ground just given our
[43:16] Minnesota winters and a
[43:17] placard
[43:18] s relatively easy to
[43:19] replace if it
[43:20] s damaged to some
[43:22] degree, um, and then, yeah, we
[43:24] look at that type of a model
[43:26] and so if you look in this
[43:26] particular one, there
[43:27] s 4 back
[43:28] here. I think they
[43:29] built it out where they could
[43:31] have 3 additional on each side.
[43:31] If if needed. Let
[43:32] s hope they
[43:32] don
[43:33] t need it, but if needed.
[43:36] Adam, do you know if the, did
[43:37] the foundation sort of decide
[43:40] on where it was placed and the
[43:41] landscaping around it, or is
[43:43] that done in conjunction with
[43:45] the park board or with staff.
[43:46] Yeah, so it
[43:48] s my understanding
[43:49] that um kind of very similar to
[43:51] this process. The they were
[43:53] engaged by several residents,
[43:53] and the residents said, hey, we
[43:56] want to come with some money to
[43:57] do this. And so what they ended
[43:59] up doing is they engaged the
[44:00] city and went through the, I
[44:02] believe the commission and then
[44:04] through council ultimately and
[44:04] ultimately
[44:06] as the outcome of that, they
[44:07] came fully in hand with all the,
[44:10] the, the funding part. Now the
[44:12] city through in kind to is my
[44:13] understanding also provided
[44:15] some internal data park planner
[44:16] that supported these efforts,
[44:18] more or less landscape
[44:20] architecture design to help,
[44:21] you know, create this space
[44:24] based on what the city probably
[44:26] wanted along in collaboration
[44:27] and partnership with this group,
[44:29] um, so that because we
[44:30] ultimately the the city itself
[44:31] had to maintain it. So there
[44:33] were some in-kind to services
[44:35] is my understanding. But this
[44:38] also resulted in a, in a mou.
[44:39] So a memorandum of
[44:40] understanding with this
[44:42] particular nonprofit, uh,
[44:44] Woodbury Community Foundation.
[44:47] So there actually is a, a, a
[44:48] clear definition of who
[44:50] responsible for what, when and
[44:50] where. So as you
[44:51] ll see on this
[44:53] one, the memorial plaques, the
[44:54] foundation manages it.
[44:57] Where in Duluth the cities it.
[44:59] So they would, so if you go to
[45:01] the Maple, uh Woodbury site,
[45:01] click on I
[45:02] d like to do a
[45:04] placard. It redirect you to a
[45:05] third party website.
[45:06] Or if you do a Duluth, it goes
[45:07] through the city.
[45:09] Ok.
[45:13] But again, when you think about
[45:14] traditional operating costs,
[45:15] it
[45:16] s time, resources and
[45:17] materials. So, given this is
[45:18] near their city hall, and it
[45:21] kind of one of the premier
[45:22] locations. Um, they
[45:23] re still
[45:25] doing a level of snow removal,
[45:25] right? So that
[45:25] s another thing
[45:27] that we need to consider how
[45:28] accessible is this gonna be
[45:31] year round? Is it seasonal? So,
[45:32] uh, Commissioner Coach, you had
[45:33] indicated that you went to this.
[45:34] Do you have any comments based
[45:34] on what you
[45:36] ve seen at this
[45:37] location? It
[45:37] s just that, uh,
[45:38] you know, there, there
[45:39] s a,
[45:39] there
[45:40] s an area,
[45:42] uh off if you face the city
[45:43] hall, off to the left of the
[45:45] city hall where there
[45:46] s some
[45:47] land and there
[45:49] s a veterans
[45:51] memorial site similar to kind
[45:52] of what we have, uh, so there
[45:54] a path to that and then there
[45:56] a path that goes around that,
[45:56] so you can
[45:58] t actually see the
[45:59] Angel of Hope site and to get
[46:01] around the path and that then
[46:03] is set back to a side. So it
[46:04] private, it
[46:06] s accessible, and
[46:06] it
[46:09] s part of the um memorial,
[46:10] uh, area that that
[46:11] s by
[46:12] the city hall, but it
[46:12] s not
[46:14] right next to the city hall.
[46:14] It
[46:15] s not across from it. It
[46:16] adjacent to it. So it
[46:17] s really
[46:19] a nice kind of layout that they
[46:21] have there.
[46:24] Thank you for that.
[46:26] So this is Maple Grove, and
[46:27] this is adjacent to the
[46:30] arboretum. So again, placement
[46:32] location does mean quite a bit.
[46:33] So, as you
[46:35] ll see, this is
[46:37] pretty elaborate landscaping
[46:39] design, um, but I will say this
[46:40] and in my next slide, there
[46:41] s a
[46:42] substantial upgrade recently
[46:44] and back in 2017.
[46:46] So they do also have the bricks.
[46:48] You kind of see them, they
[46:48] re
[46:50] notated surrounding it. There,
[46:52] I, I believe that some level of
[46:53] granite stone. So again, they
[46:55] put some money into this
[46:56] particular one.
[46:58] Is this the upgraded look that
[46:58] we
[47:01] re seeing is upgraded
[47:02] Um, so again, it
[47:03] s near the
[47:05] arboretum. Um, this is public
[47:07] and privately funded, so the
[47:10] expansion, um, and in 2017
[47:12] because this predated my my
[47:14] contact over there, um, they
[47:16] believe it was fully funded by
[47:18] a nonprofit group to begin with,
[47:21] but in the expansion, um, and
[47:23] the upgrades in 2017, the city
[47:25] put in about $175,000.
[47:26] Um, and then the privately
[47:27] funded, you looked at another
[47:28] 75,000.
[47:30] So
[47:32] um, again, the city
[47:33] contribution is not just the
[47:35] land in this case, um, but
[47:36] there also is roughly about
[47:38] another $5000 in annual
[47:40] maintenance, um, memorial
[47:43] bricks. This is also managed by
[47:44] the city itself.
[47:45] And the, and I forgot to
[47:46] mention, um, all the city ones
[47:48] they do twice a year.
[47:48] I don
[47:50] t recall what the non uh
[47:51] the other group did in Woodbury,
[47:52] but I believe there are twice a
[47:54] year as well. They have a
[47:55] little bit more flexibility
[47:55] because they
[47:56] re on those stand
[47:57] up placards, so it
[47:58] s a little
[48:00] bit easier to manage than it is
[48:02] with the actual Brooks inlanded
[48:02] in the ground.
[48:05] And there are about $125 a
[48:08] brick, and I believe
[48:10] the um 200 to $300 for the
[48:12] placard. Part of what this
[48:14] particular group does as well.
[48:15] These are fundraising efforts.
[48:17] So they help with a little bit
[48:18] of that capital upfront cost.
[48:19] So that placard, again, I
[48:22] just making the assumptions
[48:24] here that placard MAY cost
[48:27] a total of $25 to actually make,
[48:29] but everything else will go
[48:30] towards capital investment,
[48:31] capital improvements, things
[48:37] like that, um
[48:39] so things to consider for this
[48:43] body is if we want to pursue,
[48:44] um, this particular proposal
[48:47] from this resident is funding.
[48:49] Um, upfront capital costs and
[48:50] then the annual operating costs.
[48:50] Where
[48:51] s the money going to come
[48:53] from for this project?
[48:54] Um, how are we gonna pay for it
[48:55] year in and year out.
[48:58] As
[49:00] uh commissioner
[49:01] Barker indicated
[49:03] where should the best location
[49:03] be? Make sure it
[49:05] s accessible.
[49:07] Do we want to consider and make
[49:07] sure there
[49:08] s some privacy and
[49:11] seclusion. Um, do we, you know
[49:14] very similar to the, the, the
[49:16] Luthan and Woodbury location,
[49:18] you want to choose to be there
[49:19] versus just being the first
[49:20] thing that you see. You have to
[49:23] make a, a, a, a calculated
[49:24] decision to go in that
[49:24] direction.
[49:26] Do go on there to make sure
[49:26] there
[49:27] s natural space and area
[49:29] around it.
[49:31] And again, the design could be
[49:34] as simplistic or innate or
[49:36] elaborate robusts, we
[49:36] d like to
[49:37] see, um, but again, that
[49:38] s part
[49:40] of what the discussion kind of
[49:41] went through as we thought
[49:42] about there in the work session.
[49:43] And then here
[49:44] s where I met
[49:45] there was a required plaque on
[49:47] the base, on the Christmas Box
[49:49] angel and, and that the
[49:50] DECEMBER 6th marks the annual
[49:52] gathering for people who have
[49:53] lost a child. So that is part
[49:56] of the requirement
[49:56] from the maker, so it
[49:57] s nothing
[49:59] that we can really get away. We
[50:01] can request some alteration in
[50:02] language, which I
[50:04] ll show in
[50:06] the actual uh maple grove and
[50:08] Woodbury one
[50:11] and also the positioning. The
[50:13] plaque was positioned at the,
[50:16] at the back side. So if you can
[50:18] tell this is Maple Grove, you
[50:18] don
[50:18] t see that placard or the
[50:21] engraving, correct?
[50:22] And then we
[50:23] ll go to Woodbury.
[50:23] You don
[50:24] t see it anywhere there.
[50:25] m going to show you where
[50:25] they
[50:27] re actually at and, and a
[50:30] couple slides here.
[50:32] So at the work session we
[50:33] talked about several different
[50:34] locations, but these were the
[50:37] three that we kind of landed on
[50:39] a potential locations to
[50:43] consider for a potential final
[50:44] resting spot for the statute if
[50:45] we consider it. Heritage
[50:47] Village Park being one, Salem
[50:48] Hills Park, and then River
[50:49] Heights Park.
[50:52] So if we were to consider
[50:53] heritage, this is not an end
[50:56] all be all. Um
[50:59] we thought about a location, so
[51:01] this particular parking lot,
[51:02] that it
[51:03] s all been redone and
[51:04] now we have an expansion of the
[51:06] parking lot. So we have a
[51:07] parking lot that expanded this
[51:09] way and then we have an
[51:10] additional trail connectivity
[51:11] that connects to this internal
[51:13] trail. Then if you were to go
[51:14] northbound on that internal
[51:15] trail, then then you connect to
[51:17] the greenway. Is there a
[51:19] potential space in this. This
[51:21] is all relatively flat
[51:22] Um, the one thing you have to
[51:23] consider if we wanted to
[51:24] illuminate it or irrigate it,
[51:25] we currently don
[51:25] t have
[51:27] anything stubbed in that far
[51:27] north. We
[51:28] ve worked some
[51:30] irrigation and we could
[51:31] potentially tap into, but I
[51:31] think if you
[51:34] re looking at any
[51:35] level of electrical
[51:36] illumination. We
[51:37] re a little
[51:38] bit further down the road of
[51:39] that actually truly ever
[51:41] happening until we look at that
[51:42] 6th and final phase of Heritage
[51:44] Village Park, Park, which
[51:45] includes some shelters as well
[51:47] in this northern half.
[51:48] Are those other three that you
[51:51] showed us, are those lit up
[51:53] Um, Maple Grove and Woodbury, I
[51:54] believe, are, I don
[51:54] t believe
[51:57] Duluth is. There MAY be some
[51:58] safety lighting along the trail
[52:00] or as you enter it, but I
[52:02] believe Woodbury and Maple
[52:03] Grove are illuminated within
[52:04] the space. So some of the
[52:06] lights were actually engraved
[52:06] or they
[52:07] re inlaid within the
[52:09] concrete at at the Woodbury one.
[52:12] So they kind of cast light up.
[52:15] So this red circle identifies a
[52:16] potential. It
[52:17] s not the only
[52:18] spot or opportunity, but this
[52:21] would give you that nature feel.
[52:22] You have to be intentional, and
[52:22] wouldn
[52:23] t be the first thing
[52:24] that you see, you
[52:25] d have to go
[52:26] make a concerted effort to walk
[52:29] in that location. Now one thing
[52:30] to consider, um
[52:31] not that it
[52:32] s ideal, but just
[52:34] north of this is the gun range,
[52:36] Saint Paulun Range, which is
[52:38] not going anywhere. Um
[52:41] you run that same type of
[52:42] you hear those same type of
[52:43] sounds whether you
[52:44] re on the
[52:44] splash pad, you
[52:45] re doing the
[52:46] playground, you have the
[52:48] inclusive or the dog park,
[52:49] you
[52:51] re still within this space
[52:53] daily, young and old. So, um,
[52:54] this is a community park.
[52:58] So there it can accommodate
[52:59] more parking, that can
[53:00] accommodate that potential
[53:02] DECEMBER, you know, 7th meeting
[53:04] date, um, again, things to
[53:05] consider
[53:08] So that was one location
[53:08] we have, I
[53:11] m sorry to
[53:13] Salem Hills Park was another
[53:14] option or thought. Again, we
[53:15] have a little bit, I already
[53:16] have a parking lot. We
[53:16] re
[53:18] already looking at expanding
[53:19] this location next year as far
[53:20] as the parking lot
[53:20] s concerned.
[53:23] Harmond Preserve is just due
[53:25] southwest of this location. Um,
[53:26] we do have some nurseries that
[53:29] we can maybe look at um
[53:31] scaling back a little bit. The
[53:33] nursery is for Austin.
[53:34] Plant additional trees within
[53:36] our park system. It would be
[53:37] off a pathway. There
[53:37] s an
[53:40] option here, we can again, as a
[53:43] simplistic, ornate as possible,
[53:43] um.
[53:45] Brian, can you let me know, do
[53:47] we have irrigation at this park?
[53:51] Garden has a spigot so a spigot
[53:52] so we could potentially tap
[53:53] into if we absolutely needed to.
[53:56] So again, these are some
[53:57] locations to think about these
[53:57] uh and they
[53:58] ll be all, but
[53:59] something that we could
[54:02] consider
[54:03] The third location that was
[54:04] discussed of River Heights Park.
[54:06] And again, this had
[54:08] accommodated a parking. This is
[54:09] not necessarily, I mean it is a
[54:11] neighborhood park, but it
[54:11] s a
[54:13] regional-esque given we have
[54:14] Harmon Preserve. So again, you
[54:16] have a little bit more traffic
[54:17] to some degree, but in nature
[54:17] it
[54:19] s a larger park
[54:20] So River Heights Park, if
[54:20] you
[54:21] ve not been, you should
[54:23] visit. It
[54:25] s a fantastic kind of
[54:28] natural paved paths, um, very
[54:30] passive, a very serene, very
[54:33] secluded and isolated, um, and
[54:35] where that red circle is, is
[54:36] where there is a potential,
[54:36] there
[54:37] s a nice grouping of
[54:39] trees that I could kind of,
[54:39] let
[54:41] s say hide behind, but it
[54:43] very similar to what Duluths
[54:44] look like
[54:45] Um, there
[54:45] s already kind of
[54:46] some landscape in there. We
[54:48] could look at enhancing that
[54:49] space, but one thing I would
[54:50] like to note is the parking
[54:52] out here.
[54:53] It is kind of one of the first
[54:54] things that you would see
[54:57] um
[55:00] is it, does it meet the
[55:01] environmental aesthetic that
[55:04] you 1 MAY think to have. Yes,
[55:05] um, but again, not a
[55:05] neighborhood part or it
[55:06] s very
[55:07] much a neighborhood park with
[55:09] no other elements
[55:10] um for community gathering
[55:12] outside of would be just that
[55:13] space, and there is no parking.
[55:13] It
[55:14] d be street parking all
[55:15] night.
[55:16] And I don
[55:17] t think, I don
[55:17] t,
[55:17] there
[55:19] s not electric, is there
[55:19] water? There
[55:20] s no water either.
[55:20] I don
[55:22] t think there, yeah. So
[55:22] you
[55:23] d have to bring in utility
[55:25] from somewhere, which has a
[55:29] substantial cost.
[55:30] So as we think about and
[55:33] consider funding,
[55:35] do we look at privately funded
[55:37] only, all of it, a portion of
[55:39] it or none of it. City funding,
[55:41] all of it, portion or none of
[55:43] it, we can look at doing cash
[55:45] Um, we do have a, a potential
[55:47] couple of funds to look at and
[55:48] consider, both within parks,
[55:51] mainly within parks, or do we
[55:52] look at something like the host
[55:53] Community Fund.
[55:55] Um, but we also do in kind too.
[55:57] So part of the work session and,
[55:58] and, and
[56:00] Brian had indicated, depending
[56:02] on how ordinate we get or
[56:03] simplistic we get, we, our
[56:04] park
[56:04] s maintenance team has a
[56:06] really good skill set. They
[56:06] re
[56:07] great at projects. There
[56:08] s a
[56:10] lot of things that we can do,
[56:11] um, in-house. Uh, we would
[56:14] still want to hire out some
[56:15] landscape design or get some
[56:17] feedback from the design art um
[56:19] designer on it, but we can do a
[56:20] lot of things depending on
[56:20] where we
[56:22] re we we we locate
[56:23] this. I would say Heritage
[56:24] Village, it
[56:25] s probably the
[56:26] flattest, probably the easiest
[56:28] to manipulate in a way of we
[56:28] could do
[56:30] a lot of those things in-house,
[56:32] um
[56:33] somewhat similar with River
[56:35] Heights Park, I would say
[56:35] probably the most challenging
[56:37] to some degree would be Salem
[56:39] Hills, just given that its
[56:40] current slope angle. We
[56:40] d have
[56:42] to do quite a bit of either
[56:43] grading or bringing it up to
[56:44] grade. So
[56:45] something we can look at doing
[56:47] a more of an in-kind or do we
[56:49] do a combination of both, uh, a
[56:51] little private and city funds
[56:54] and in kind to, but um as I
[56:56] indicated earlier, if the
[56:57] statute is donated by a private
[56:58] party,
[57:01] it would sell to cycle back
[57:03] through this body to accept the
[57:05] actual statue itself.
[57:05] That
[57:06] s what follows all of our
[57:09] current policy that I think we
[57:11] erected in 2022, um, for those
[57:12] of you remember at Heritage
[57:15] Village Park, we had the um
[57:18] monument of the uh covid first
[57:20] responders or essential workers,
[57:20] monument that
[57:21] s that heritage
[57:22] village, that process is
[57:23] created so that we can accept
[57:24] things like that and you
[57:25] d have
[57:26] to go through a process which
[57:27] includes coming back before
[57:28] this body if anything is
[57:29] donated.
[57:33] Ok
[57:34] So as you consider design,
[57:34] we
[57:36] ve talked about a couple of
[57:37] the things already. It could be
[57:41] simple, it could be elaborate
[57:42] uh, to commissioner Barker
[57:44] comments
[57:46] Do we look at simplistic first
[57:47] with the opportunity to build
[57:49] up later, you know, you, you
[57:50] make sure that we have that
[57:51] space
[57:53] ok? Um, it could be small or
[57:55] medium, kind of in, in nature.
[57:57] So after having a little bit of
[57:58] discussion with Brian, a park
[58:00] superintendent, we thought, ok,
[58:00] that
[58:03] d be more about 50 by 50
[58:05] area space, small or medium
[58:06] location, but if you want to go
[58:09] a little bit larger, you
[58:09] re
[58:10] looking more towards something
[58:12] similar to like the size of the
[58:13] heritage village Park
[58:15] roundhouse shelter. So a little
[58:16] bit larger in nature, but it
[58:18] gives you maybe that you start
[58:19] small with the design, but you
[58:21] know that maybe your footprint
[58:23] from a larger location.
[58:26] Um, obviously, the scope of the
[58:29] design will determine the cost
[58:31] Um, connecting utilities is
[58:34] gonna be a huge component of
[58:34] costs.
[58:35] Um
[58:38] and then again, as I indicated
[58:38] the current site really
[58:40] dictated as well.
[58:41] Um
[58:42] I already mentioned the park
[58:44] staff being able to support it.
[58:47] And if we get to a point, and
[58:47] again that we
[58:48] re not at a point
[58:48] where we
[58:49] re fully designing
[58:49] this thing. That
[58:50] s not what
[58:51] in front of you this evening,
[58:52] but it
[58:52] s really just trying to
[58:54] give a recommendation to
[58:56] council if we could go in that
[58:57] direction.
[58:58] Commissioner Torre, um, just to
[59:00] clarify
[59:01] has it been approved that we
[59:02] re
[59:02] moving forward or we
[59:03] re, we
[59:03] re
[59:04] still just at the
[59:06] this is what it would look like
[59:08] At this point in time, what is
[59:09] requested of this body this
[59:12] evening if the park andre a
[59:13] Baja Commission would recommend
[59:15] approving this to move forward,
[59:15] and we
[59:17] ll get into the exact
[59:17] details of what you
[59:17] re
[59:19] recommending.
[59:20] Yep
[59:21] So if we, if we did a little
[59:22] bit of ordinate and we wanted
[59:23] to look, hey, you know what,
[59:25] this needs to be ordinate. You
[59:26] would more than likely want to
[59:28] bring in some level of
[59:30] landscape architect or a
[59:31] landscape designer to help
[59:32] create what that looks like.
[59:34] And again, if we start small
[59:35] and like just get the statute
[59:37] and create that space and do
[59:38] some things smaller, but then
[59:40] we can look at it doing a
[59:42] little bit more of an elaborate
[59:43] design later on. We can do that
[59:45] as well, so.
[59:48] So as I indicated earlier, um
[59:50] between Maple Grove and
[59:52] Woodbury to your left is
[59:56] Woodberries, so the requirement
[59:59] of the actual inscription was
[1:00:01] the Christmas box angel. So
[1:00:02] they actually, if you look at
[1:00:03] this carefully enough, they did
[1:00:05] not have this is a gathering
[1:00:07] place on DECEMBER 7th.
[1:00:10] So they had to get written
[1:00:12] consent from the actual um
[1:00:14] artists.
[1:00:15] Paul Richard Paul Evans to do
[1:00:17] that. But they did talk about
[1:00:17] what it
[1:00:18] s for and then the
[1:00:19] dedication day.
[1:00:20] Ok.
[1:00:23] So when you look at Maple Grove
[1:00:26] they also said the Christmas
[1:00:27] box angel, but they also
[1:00:29] indicated the annual
[1:00:31] candlelight vigil DECEMBER 6th
[1:00:33] at 7 P.M. And with some
[1:00:35] additional um dedications, um,
[1:00:36] engraving.
[1:00:38] So we can deviate a little bit,
[1:00:39] but it does have to say this is
[1:00:40] the Christmas box angel.
[1:00:42] Um, we MAY not have to call out
[1:00:43] that it
[1:00:44] s the DECEMBER 6th
[1:00:46] marks the annual gathering
[1:00:47] space, as you
[1:00:48] ll see in
[1:00:49] Woodbury, it doesn
[1:00:49] t say that.
[1:00:50] In Maple Grove, it does say
[1:00:53] that. So there is a little bit
[1:00:54] of flexibility after we get
[1:01:00] approval from Richard Plevitz.
[1:01:02] So to Commissioner Torres
[1:01:04] recent comment, what are we
[1:01:05] actually doing this evening?
[1:01:06] The question first and foremost,
[1:01:07] again, that
[1:01:08] s high level, and
[1:01:10] before we MAY begin this action
[1:01:11] request, does anybody have any
[1:01:13] additional questions for me? I
[1:01:13] know we
[1:01:14] ve kind of covered some
[1:01:15] of this within the work session
[1:01:17] on JULY, but this was a very
[1:01:19] high level quick.
[1:01:22] Presentation
[1:01:24] Question, um, have there been
[1:01:25] any other community members
[1:01:26] that have reached out that have
[1:01:27] talked about wanting this, that
[1:01:29] have shown interest in in
[1:01:30] having this, um, being one of
[1:01:32] our parks.
[1:01:32] Um, not that I
[1:01:33] m aware of. I
[1:01:36] not heard of any additional
[1:01:37] community members reaching out.
[1:01:39] I would say this, I believe in
[1:01:41] those other three cities. It
[1:01:44] was probably like a family or
[1:01:46] two. So typically brought forth
[1:01:49] by one group. Ok.
[1:01:51] Uh, do we know, do we know what
[1:01:53] that, uh
[1:01:55] process would be like, uh,
[1:01:56] working with the author on
[1:01:57] changes and that kind of stuff.
[1:01:59] Yeah, we would just put a
[1:02:01] request in, um, to the actual
[1:02:03] author to say we would have to
[1:02:04] create to make sure that it
[1:02:06] said
[1:02:08] um the Christmas box angel, and
[1:02:09] then we would indicate what
[1:02:11] d like to say, and then we
[1:02:12] would just wait on the response.
[1:02:15] So for example, if we said, hey,
[1:02:16] re interested in, we know
[1:02:18] this statement had to be there.
[1:02:20] d want to put this following
[1:02:21] that, and that would either
[1:02:24] come by way of partnering with
[1:02:26] uh the donor or the community
[1:02:27] member proposed this or it just
[1:02:29] kind of what we decide as a
[1:02:33] city or staff.
[1:02:35] Other questions of Adam
[1:02:38] Yeah, I guess, has the city
[1:02:41] been in the process of like
[1:02:44] working with foundations before
[1:02:46] similar to what other cities
[1:02:48] did or is that going to be like
[1:02:50] a new process, um.
[1:02:52] m not aware of any community
[1:02:54] foundations that the city of
[1:02:55] Immrove Heights
[1:02:59] currently works with
[1:03:00] Um, so I can
[1:03:01] t say that I
[1:03:02] familiar with anyone that we
[1:03:04] would now
[1:03:06] because other cities have
[1:03:08] worked with either essentially
[1:03:10] a nonprofit or a fundraising
[1:03:12] arm of some 501c3 doesn
[1:03:13] necessarily mean that that
[1:03:15] what this process would look
[1:03:15] like. So it
[1:03:16] s not a requirement.
[1:03:18] So for example, we could have a
[1:03:19] private donor and just say, hey,
[1:03:22] I would like to give $30,000 to
[1:03:23] this particular project
[1:03:25] unrelated to being a nonprofit
[1:03:27] group. So we want
[1:03:28] the city would not create a, a
[1:03:30] foundation or request a
[1:03:32] foundation or nonprofit for the
[1:03:34] donation to come through.
[1:03:35] The individual from the
[1:03:36] community who actually brought
[1:03:39] this to us mentioned that if
[1:03:41] there is an approval to move
[1:03:42] forward, you know, by the
[1:03:43] council that they will be
[1:03:46] reaching out to, you know, do,
[1:03:48] do a fundraising and, and
[1:03:50] gather other people so that I
[1:03:52] think waiting on that to see
[1:03:55] what develops in terms of, uh,
[1:03:55] whether it
[1:03:56] s a foundation or
[1:03:57] whether a bunch of individuals,
[1:04:00] but
[1:04:02] first order is, I think I just
[1:04:02] want to, is there any other
[1:04:03] questions before we get into
[1:04:04] action?
[1:04:06] Uh, yeah, do we have any other
[1:04:07] like
[1:04:09] past projects that are similar
[1:04:10] to this? Do we have any other
[1:04:13] monuments? Do we have any like
[1:04:13] different things that
[1:04:14] s related
[1:04:16] or would be a similar process.
[1:04:17] Anything like that that we can
[1:04:19] like kind of look back and be
[1:04:20] like, this was a good idea.
[1:04:23] This was not a good idea. Yeah,
[1:04:25] Commissioner Johnson, the only
[1:04:26] one thing I can point to is
[1:04:27] what I comment on a little bit
[1:04:28] earlier at Heritage Village
[1:04:30] Park, there is a monument for
[1:04:33] kind of
[1:04:34] um first responder kind of
[1:04:36] covid related, uh, monument
[1:04:37] that sits as you enter from the
[1:04:39] parking lot on the west side
[1:04:41] that went through, we, we
[1:04:42] created the body and the
[1:04:44] council created a monument
[1:04:46] memorial policy that required a
[1:04:48] process and a pathway to donate
[1:04:49] items like this, and that
[1:04:50] s the
[1:04:51] only thing I can really point
[1:04:53] to, um, in that particular
[1:04:55] monument was fully donated to
[1:04:57] the city, so this body also
[1:04:59] worked through at the time
[1:05:01] placement, location, um, so
[1:05:01] essentially once
[1:05:03] it was donated, we now own it
[1:05:05] and inherit it, and we decide
[1:05:06] what happens with it moving
[1:05:08] forward. So there
[1:05:10] s no ties to
[1:05:11] us, for example, and I
[1:05:11] m not
[1:05:12] saying this would happen, if we
[1:05:14] were to accept the actual
[1:05:15] statute itself. We went through
[1:05:18] that process. It was donated in
[1:05:19] 3 years we
[1:05:19] re like, you know
[1:05:21] what? I think this either
[1:05:22] should be relocated or x, y,
[1:05:24] and z is happening. We can
[1:05:25] remove it, we can upgrade it.
[1:05:26] That would all be on behalf of
[1:05:28] the city to do as they see fit.
[1:05:29] And that
[1:05:29] s part of the
[1:05:31] advantage of going through the
[1:05:33] process because that process
[1:05:35] spells out that exact
[1:05:36] expectation requirement if the
[1:05:37] donation goes through.
[1:05:39] And it would have to be
[1:05:40] accepted and received by the
[1:05:42] council but prior to that it
[1:05:43] has to go through this body for
[1:05:47] recommendation of approval.
[1:05:49] Other questions? A lot,
[1:05:52] apparently. Um, so if we move
[1:05:54] forward and we recommend this
[1:05:57] to the city, um.
[1:05:57] You
[1:05:59] re asking us to make
[1:06:01] decisions.
[1:06:02] Preemptively that I don
[1:06:03] t see
[1:06:05] how we would make if we don
[1:06:07] know if families want to
[1:06:08] fundraise and do, you know, so
[1:06:11] for us to say well we want it
[1:06:12] publicly funded or privately or
[1:06:13] a mix of we don
[1:06:14] t know what our
[1:06:15] budget is and we don
[1:06:15] t know who
[1:06:18] wants to come for that seems
[1:06:18] hard. It feels like we
[1:06:19] re doing
[1:06:20] this.
[1:06:21] Not in the wrong order, but do
[1:06:22] you understand what I
[1:06:23] m saying?
[1:06:24] Like I, I
[1:06:26] m a little confused
[1:06:30] why we would not just recommend
[1:06:31] stop there I guess is my
[1:06:32] question, and I
[1:06:32] ll get to the
[1:06:35] next slide. Ok, thank you. So,
[1:06:36] to that point, there are
[1:06:38] options for how you MAY want to
[1:06:40] recommend this to council, ok?
[1:06:41] So to those very things,
[1:06:41] there
[1:06:43] s so many things that are
[1:06:45] left undone and unsaid that I
[1:06:45] don
[1:06:47] t know if
[1:06:47] one we
[1:06:50] re in a position to look
[1:06:51] at going to those next steps
[1:06:52] without further approval
[1:06:54] because there MAY be some
[1:06:55] additional resources needed for
[1:06:58] us to look at design. So if you
[1:07:00] recommend ultimately that you
[1:07:01] would support this particular
[1:07:03] monument in our park system is
[1:07:05] the first and foremost thing.
[1:07:06] Could you see it in our system
[1:07:07] somewhere? That
[1:07:07] s the first
[1:07:09] question. If you could see in
[1:07:11] our system somewhere, you guys
[1:07:12] as a body can recommend that to
[1:07:14] council. Yes, we could see it.
[1:07:15] Along with that, then we could
[1:07:16] see it
[1:07:18] Then we go to these three
[1:07:20] points.
[1:07:23] We could see it, we could see
[1:07:25] it an option location a, b, c,
[1:07:26] or d, or do you leave it up to
[1:07:29] the council to determine.
[1:07:29] That
[1:07:29] s what you could send it
[1:07:31] with it. So it puts a little
[1:07:34] bit more of the
[1:07:35] decision-making ability on the
[1:07:37] council if they decide to have
[1:07:39] a final spot. But if this body
[1:07:40] would like to give a
[1:07:42] recommendation of a location,
[1:07:43] you could do so. The second
[1:07:44] part of that is, what
[1:07:45] s the
[1:07:46] general scope?
[1:07:47] Keep it little, keep it small,
[1:07:49] keep it mid, be robust, be
[1:07:51] elaborate, large, you name it,
[1:07:54] or you give the recommendation
[1:07:56] to also leave that up to the
[1:07:57] council.
[1:07:57] Third
[1:07:59] how do you fund
[1:08:01] Do you give the recommendation
[1:08:04] Yes, we can see in our system
[1:08:05] Well, we recommend Heritage
[1:08:07] Village Park
[1:08:08] We feel like the general scope,
[1:08:10] re not there yet. We
[1:08:11] leave that to some degree up to
[1:08:13] the council because 2 is tied
[1:08:14] with 3. How are we
[1:08:14] re gonna
[1:08:16] fund this project
[1:08:18] And I think the council then
[1:08:19] can help support or if this
[1:08:20] body wants to give a
[1:08:22] recommendation, you could say
[1:08:24] we think that we leave this up
[1:08:25] to the council to figure out
[1:08:26] how to fund because we can
[1:08:27] we don
[1:08:28] t want to give a
[1:08:30] recommendation how to fund it.
[1:08:32] Or you could say, you know what,
[1:08:33] I think this be the, the Pratt
[1:08:35] could say, I believe this
[1:08:36] should be fully funded
[1:08:37] privately.
[1:08:39] And that no city dollar should
[1:08:40] be allocated toward this. You
[1:08:42] can give that recommendation.
[1:08:43] So first and foremost, can you
[1:08:44] see it in our system?
[1:08:46] If you can
[1:08:46] that
[1:08:48] s kind of the first, well
[1:08:53] Secondly, is what additional um
[1:08:54] recommendations in these three
[1:08:55] categories would you like to
[1:08:56] give?
[1:08:56] So that
[1:08:58] s kind of to your point,
[1:08:58] yes, it
[1:08:59] s hard to see through
[1:09:01] the woods right now, and I
[1:09:01] totally get it. But I don
[1:09:03] know if we can get to that next
[1:09:05] step to even come back in some
[1:09:07] way, shape or form.
[1:09:07] If it
[1:09:08] s donated, it has to come
[1:09:09] back to this body anyway. And
[1:09:11] ll say this
[1:09:13] ultimately as well, is
[1:09:14] depending on what this body
[1:09:15] does.
[1:09:16] Um, and whether you say, you
[1:09:17] know what, either a, we
[1:09:18] gonna die because we don
[1:09:19] t feel
[1:09:29] like and go to that next
[1:09:31] step and to some degree bypass
[1:09:33] this, not that the individual
[1:09:36] would, but they depend on the
[1:09:36] timing and fundraising
[1:09:38] opportunities, all those things
[1:09:39] matter, so I don
[1:09:39] t know if that
[1:09:41] fully answers your question,
[1:09:42] but it does support kind of
[1:09:44] like we can send a
[1:09:45] recommendation with
[1:09:45] I won
[1:09:47] t say caveats, but
[1:09:49] additional recommendations.
[1:09:53] Any other questions? Anything
[1:09:56] else you want to say, Adam? Ok.
[1:09:58] I think the first
[1:09:58] was there another question? I
[1:10:00] just going to say the first
[1:10:01] question is really what we need
[1:10:03] to look at first. Do you want
[1:10:04] that in separate motions? No, I
[1:10:04] don
[1:10:06] t know if we have to, well,
[1:10:08] yes, well, yeah, we could. I
[1:10:09] would, I would say I want no, I
[1:10:10] don
[1:10:11] t know if a motion
[1:10:12] I think a motion should be at
[1:10:16] the, at the very end.
[1:10:18] Can you put the next screen
[1:10:20] back up? Thank you.
[1:10:22] I guess just, uh, let
[1:10:23] s see, I,
[1:10:25] I guess my, my feeling is that
[1:10:28] we, you know, we decide yes or
[1:10:28] no, we
[1:10:30] re going to endorse the
[1:10:32] idea and then we leave the
[1:10:35] other parts up to the council,
[1:10:38] uh, location, scope.
[1:10:40] Potential funding sources, um,
[1:10:41] you know, if there
[1:10:42] disagreement about that, if you
[1:10:44] want, so I, I thought we were
[1:10:45] going to vote first on whether
[1:10:45] we, that
[1:10:46] s fine.
[1:10:49] You change? No, I mean, that
[1:10:50] either way, I think you have to
[1:10:54] vote in a way of accepting the
[1:10:55] proposal of an idea to
[1:10:55] recommend to council. That
[1:10:58] first and foremost. And then I
[1:10:59] think secondary is along that
[1:11:00] recommendation, here
[1:11:00] s what
[1:11:02] d like to see as additional
[1:11:02] recommendations. I
[1:11:04] d like to
[1:11:06] move that we endorse the idea
[1:11:10] of the of uh having an angel
[1:11:12] Hope memorial, uh, as part of
[1:11:15] our park system and that we, um,
[1:11:21] uh, do not pick a preferred
[1:11:24] location or scope or funding.
[1:11:25] Uh, we leave those who leave
[1:11:26] those up to the council. So
[1:11:28] that would be my, uh, I move
[1:11:31] that. Is there a second to that?
[1:11:32] No, I, I
[1:11:33] d like to discuss a
[1:11:34] little bit more. Yeah, I feel
[1:11:35] like I feel like if we could
[1:11:37] just like go around and kind of,
[1:11:37] I don
[1:11:38] t know, see where
[1:11:39] everyone is. I thought we
[1:11:40] should get a motion on the
[1:11:42] table and then we could discuss
[1:11:44] more, I guess it feels like
[1:11:47] re otherwise. Is everyone
[1:11:48] feeling like they want to go
[1:11:50] forward with this. I mean, can
[1:11:52] we at least the motion at this
[1:11:52] well, but you
[1:11:53] re attacking on
[1:11:53] that you don
[1:11:54] t want to
[1:11:55] recommend anything, and I
[1:11:56] saying I think that we don
[1:11:59] all agree to that. That
[1:12:00] s all.
[1:12:01] Yeah, I agree with that.
[1:12:03] Feel like, you know, just, just
[1:12:04] for me, I could definitely see
[1:12:06] it in our system. I think
[1:12:07] there
[1:12:08] s like some good stuff
[1:12:08] here.
[1:12:09] But
[1:12:11] like, you know, if I
[1:12:11] m looking
[1:12:12] at like I
[1:12:15] you know, I would, I would be
[1:12:16] interested in like, sending it
[1:12:18] off and saying like this group,
[1:12:20] this person who has said and
[1:12:21] brought it up and said that
[1:12:22] they would call and like bring
[1:12:24] in donations and that kind of
[1:12:26] stuff, that they would start
[1:12:28] that process early.
[1:12:29] See if there
[1:12:30] s any interest, if
[1:12:30] there
[1:12:31] s any money like that
[1:12:32] kind of stuff. So that
[1:12:32] s kind
[1:12:33] of where I
[1:12:33] m at, where it
[1:12:34] like, you know, I don
[1:12:35] t, I
[1:12:35] don
[1:12:36] t feel like it should all
[1:12:39] fall on
[1:12:41] the city, the rack, like all
[1:12:43] that kind of stuff, so I don
[1:12:45] and once the city
[1:12:46] once it
[1:12:47] s in, it
[1:12:48] s the city
[1:12:49] responsibility, so I
[1:12:52] more concerned with the
[1:12:53] maintenance part of it and
[1:12:55] where does it make the most
[1:12:57] sense for the least amount, you
[1:12:57] know, that
[1:12:58] s a, that
[1:12:59] s what I
[1:13:01] interested in discussing and
[1:13:02] finding more about finding out
[1:13:04] more about, so
[1:13:05] And for me, it
[1:13:06] s a little bit,
[1:13:08] you know, of these three places,
[1:13:09] I think where I
[1:13:09] m concerned is,
[1:13:11] you know, with Heritage Village
[1:13:11] Park, because there
[1:13:12] s just not
[1:13:15] a lot of tree space, it still
[1:13:19] is pretty open, um, and like,
[1:13:19] no, it
[1:13:20] s not the first thing
[1:13:22] you see, but I also like see
[1:13:25] coming in and, you know, if
[1:13:25] there
[1:13:27] s a group of people on
[1:13:29] the evening that are on the 7th
[1:13:31] or 6th, whenever it is, a lot
[1:13:32] of kids that are maybe playing
[1:13:33] at the park are just going to
[1:13:34] see that, right? I
[1:13:35] I like the idea of some privacy
[1:13:37] and it being sort of its own
[1:13:38] sacred space. What I almost
[1:13:40] wonder is if we
[1:13:40] re still
[1:13:42] looking at Northwest area Park
[1:13:43] development, which seems to
[1:13:44] have a lot more foliage, a lot
[1:13:47] more trees.
[1:13:50] If we almost like give the
[1:13:52] group time to fundraise with
[1:13:54] the idea of like when we
[1:13:55] purchase something or if we
[1:13:56] purchase something for
[1:13:58] Northwest Area Park, trying to
[1:14:00] merge those things together.
[1:14:01] Um, but I know that
[1:14:01] s, that
[1:14:04] adding a place that, that, you
[1:14:05] know, is not on a preferred
[1:14:07] park location. I mean, of the,
[1:14:08] of the three places, I would
[1:14:10] say, it seems like Salem is
[1:14:12] probably offering the most
[1:14:14] privacy, um
[1:14:16] just because I, moving forward,
[1:14:18] I remember how mad people were
[1:14:19] about the lights of swing
[1:14:20] bridge and the money that went
[1:14:21] on those lights, and that
[1:14:22] wasn
[1:14:23] t even our money, it was
[1:14:24] grant money and people like
[1:14:26] lost their minds online about
[1:14:31] that. And so $175,000 or
[1:14:34] $225,000 even if, you know, it
[1:14:34] goes to the council, it kind of
[1:14:36] goes to us first. I want to
[1:14:36] make sure that we
[1:14:37] re not
[1:14:38] necessarily just
[1:14:39] I mean, I guess we
[1:14:39] re not
[1:14:40] writing the check, check for
[1:14:43] that at this level, but I also
[1:14:45] think if other communities have
[1:14:46] offered money for it and
[1:14:47] fundraised money for it, I
[1:14:48] think, I think it
[1:14:49] s important
[1:14:51] to attach that to, to what our
[1:14:53] decision is, but
[1:14:53] I just, I, I don
[1:14:54] t know, am I
[1:14:56] alone here? I, I don
[1:14:57] Heritage Village Park for
[1:14:58] whatever reason, makes me a
[1:15:00] little bit uncomfortable
[1:15:02] because of how open it is, um,
[1:15:03] both for people that are going
[1:15:05] to experience it and for people
[1:15:07] at the park.
[1:15:08] I mean, you
[1:15:08] re that much closer
[1:15:11] to the gun range, and I can
[1:15:13] imagine somebody who lost a
[1:15:15] child to something that happens
[1:15:16] every day in this country now,
[1:15:18] is going to want to hear that.
[1:15:21] That seems a little
[1:15:22] short-sighted, so I
[1:15:22] m glad that
[1:15:25] you even brought that up. Um,
[1:15:27] my thought right now is that
[1:15:29] we have a lot more to discuss.
[1:15:32] Like this feels like
[1:15:33] are we all on board that we
[1:15:34] would want them to go forward
[1:15:36] and and
[1:15:37] you know
[1:15:39] I mean we had a work session. I
[1:15:39] wasn
[1:15:40] t able to come to the work
[1:15:43] session, but um
[1:15:44] you know, it
[1:15:47] well, it sounds like from the
[1:15:49] comments from everyone, like
[1:15:53] the idea is great, like you are
[1:15:55] obviously, if you were in that
[1:15:56] position, uh, hopefully no
[1:15:56] one
[1:15:59] s in that position here,
[1:16:00] but you understand why it
[1:16:01] s so
[1:16:02] meaningful, but the question
[1:16:04] that we need to answer here
[1:16:06] right now is do we sit in our
[1:16:07] system and from what I
[1:16:11] hearing from everyone is, no,
[1:16:13] like this locations maybe
[1:16:14] others won
[1:16:15] t come, it won
[1:16:15] t be
[1:16:15] the right place
[1:16:16] We don
[1:16:17] t know anything about
[1:16:17] the funding, so that
[1:16:18] s also
[1:16:18] like it
[1:16:19] s not part of the
[1:16:20] system because we didn
[1:16:20] t think
[1:16:24] about it, um
[1:16:25] so I
[1:16:26] m just interpreting
[1:16:26] everyone
[1:16:27] s comments and I say
[1:16:30] like at least at this time, the
[1:16:30] 2025, we don
[1:16:31] t see it in the
[1:16:32] system.
[1:16:32] Not because we don
[1:16:33] t want it.
[1:16:34] s just like it doesn
[1:16:34] t make
[1:16:36] sense right now.
[1:16:38] I and we also, we
[1:16:38] re missing
[1:16:40] three council members, and I
[1:16:41] really curious about their
[1:16:42] opinions on this as well. I
[1:16:43] mean, I
[1:16:44] I, where I
[1:16:45] m at is I would like
[1:16:46] to maybe table this for a month
[1:16:48] so I can sort of gather more
[1:16:49] information and think about it,
[1:16:50] and then we had a work session,
[1:16:52] but hear from some of the other
[1:16:53] council or heard from some of
[1:16:56] the other rack, um, Cody many
[1:16:59] committee members, and then
[1:17:01] also maybe explore like what it
[1:17:02] would, what would it look like
[1:17:04] if we tried to attach something
[1:17:05] like this to Northwestern area
[1:17:07] Park, where it would make sense
[1:17:08] with some of the landscaping
[1:17:08] that
[1:17:10] s there to create privacy
[1:17:11] and to create space because
[1:17:13] they do think what, what we can
[1:17:13] offer
[1:17:15] is we can offer space, we can
[1:17:17] offer some in-house landscaping,
[1:17:17] um, and if we
[1:17:18] re already sort
[1:17:20] of going to
[1:17:21] acquire that kind of space, we
[1:17:23] can intentionally put it in a
[1:17:24] place where there will be easy
[1:17:25] access to plumbing, where there
[1:17:27] would be easy access to
[1:17:28] electricity. It doesn
[1:17:29] t seem
[1:17:31] like that is necessarily the
[1:17:32] case right now with, with all
[1:17:35] of these spaces.
[1:17:37] Ok, so maybe that
[1:17:38] s a better
[1:17:41] place and maybe the council
[1:17:44] could like like approve moving
[1:17:46] forward for future plan.
[1:17:48] So in this case, yeah, we don
[1:17:50] approve a location we don
[1:17:51] approve a size, we don
[1:17:53] approve like a budget. It
[1:17:54] commissioners, can I make a
[1:17:55] couple of comments in regard to
[1:17:56] some of the comments you
[1:17:58] made. First and foremost in the
[1:17:59] northwest area. None of that
[1:18:01] land is guaranteed. And
[1:18:03] ultimately
[1:18:04] currently as it stands, we are
[1:18:06] more moving in a direction. We
[1:18:07] will get land based on
[1:18:08] development. So when you look
[1:18:10] at based on development in the
[1:18:11] Northwest area given the
[1:18:12] topography, you
[1:18:13] re not getting
[1:18:15] a robust community level sized
[1:18:16] park. So then they try to fit
[1:18:18] something like this into that
[1:18:20] space, um, into a space that
[1:18:20] you
[1:18:21] re not getting that
[1:18:24] fruitful 15 to 20 acres MAY not
[1:18:25] be a possibility, and if it is,
[1:18:27] it MAY not be 5,, 1015 years on
[1:18:29] the road. If we look at land
[1:18:29] acquisition, which we
[1:18:31] currently working through, um,
[1:18:32] which MAY or MAY not come to
[1:18:33] fruition
[1:18:35] You, you still MAY not have a
[1:18:36] suitable space in the northwest
[1:18:36] area. So that
[1:18:37] s just a couple
[1:18:38] of comments regarding that, not
[1:18:40] to say that part of the
[1:18:41] preferred park location is
[1:18:43] other. Can you consider this to
[1:18:45] be in a future Northwest area
[1:18:47] Park. You, we, we could say
[1:18:48] that within
[1:18:49] the recommendation. So you
[1:18:50] don
[1:18:51] t have to be stuck on these
[1:18:53] 3. This is just what was
[1:18:55] discussed at the work session.
[1:18:56] Ok, so where we had a little
[1:18:58] bit more in-depth details and
[1:19:00] conversations regarding this
[1:19:02] particular topic. Um, so
[1:19:04] when you leave it to these
[1:19:05] ultimate items, uh, when you
[1:19:07] think about preferred location,
[1:19:09] scope, funding
[1:19:11] you can give recommendations
[1:19:12] but ultimately the council has
[1:19:13] to determine how they
[1:19:13] re going
[1:19:15] to do those things. So again,
[1:19:16] not to say that we can
[1:19:17] t table
[1:19:19] this pause it for additional
[1:19:21] information. I guess if we
[1:19:23] wanted additional information,
[1:19:23] I don
[1:19:24] t know exactly at what
[1:19:26] point in time what additional
[1:19:27] fish information you
[1:19:27] re looking
[1:19:28] for because if we
[1:19:29] re looking at
[1:19:31] cost estimates, I would have to
[1:19:33] go to council and say, I need
[1:19:35] additional costs to get a
[1:19:36] landscape architect and
[1:19:37] designer to cost estimate what
[1:19:38] the space will look like.
[1:19:39] Ultimately this would have to
[1:19:39] come back
[1:19:41] and say, well, for what? And
[1:19:42] then we
[1:19:43] d like for this, but
[1:19:43] nothing
[1:19:44] s been recommended, and
[1:19:46] we can definitely do that, um,
[1:19:49] but I just wanna try to
[1:19:50] what additional information are
[1:19:52] we looking for that I can maybe
[1:19:55] support and respond to now, um.
[1:19:55] And that
[1:19:57] s why I kind of left
[1:19:59] these actions open any degree
[1:20:00] because I think 2 and 3 are
[1:20:02] very closely related. If you
[1:20:03] trying to fund the project, you
[1:20:03] don
[1:20:04] t know what you
[1:20:04] re funding
[1:20:05] yet. So if there
[1:20:06] s a scope in
[1:20:08] and nature in which the council
[1:20:09] is either comfortable with or
[1:20:10] not. You MAY very well
[1:20:12] recommend this to council, and
[1:20:13] they MAY very well deny it.
[1:20:15] Ok, or they MAY accept it and
[1:20:16] sit on it for a while, and they
[1:20:18] MAY look at, can we fit into
[1:20:19] our future Northwest Air Park.
[1:20:19] How we
[1:20:20] re going to fund it? You
[1:20:23] go back to that individual and
[1:20:25] say, how do you propose to fund
[1:20:25] it because we
[1:20:26] re not going to
[1:20:27] do in kind to, we
[1:20:28] re not going
[1:20:30] to provide additional fundings
[1:20:30] or we
[1:20:32] re going to provide in
[1:20:32] kind to and we
[1:20:33] re gonna provide
[1:20:34] additional funds. It can go in
[1:20:35] multiple different directions.
[1:20:36] And again, that
[1:20:37] s where you
[1:20:38] leave them a little bit open
[1:20:40] ended for them to have
[1:20:42] discussion around as well, but
[1:20:44] from a preferred park location,
[1:20:44] that
[1:20:45] s end il. There MAY be
[1:20:46] other considerations. That
[1:20:47] where you could say, hey, we
[1:20:50] like to see maybe options
[1:20:53] a and c in there and not b or.
[1:20:55] re open to it or we send a
[1:20:57] recommendation back to the
[1:20:58] council and say we want to know
[1:20:59] what your space you
[1:20:59] re thinking
[1:21:00] about.
[1:21:03] Um before we
[1:21:04] I mean, ultimately this body
[1:21:04] doesn
[1:21:05] t do the full approval.
[1:21:07] They do recommendations.
[1:21:09] I think you were right, Steve
[1:21:10] Excuse me, I said I think you
[1:21:11] were right. I think we kick it
[1:21:12] up to
[1:21:14] the council
[1:21:14] That
[1:21:17] s, uh, and, and that was
[1:21:18] my view, I guess, is that we,
[1:21:21] we either endorse or we don
[1:21:22] endorse the concept. We don
[1:21:24] get into the particulars. I
[1:21:25] mean, here that that
[1:21:25] s really
[1:21:28] up to the council. Um, we can,
[1:21:31] if any of you want to recommend
[1:21:34] a location or uh of the ones
[1:21:36] that um Adam has, you know, the,
[1:21:38] the staff has lined out at this
[1:21:39] point, but otherwise, uh, you
[1:21:41] know, in terms of the scope,
[1:21:43] design, funding, potentials. I
[1:21:43] don
[1:21:44] t know that it
[1:21:44] s reasonable
[1:21:47] say to the community member,
[1:21:49] get a bunch of um, you know,
[1:21:52] money, you know, committed to
[1:21:53] this before we would even
[1:21:54] consider, you know, whether we
[1:21:55] think it
[1:21:56] s a good idea to have
[1:21:58] it. I think they probably need
[1:22:00] something that says, you know,
[1:22:00] there
[1:22:02] s some support behind
[1:22:04] this idea in order to get
[1:22:06] people to, uh, um, and I don
[1:22:07] know what else we do either. We,
[1:22:09] we talked quite a bit at the,
[1:22:11] uh, at the work session about
[1:22:13] it and, and members that are
[1:22:14] missing tonight, I think mostly
[1:22:15] re at the
[1:22:15] work session.
[1:22:20] so we can certainly wait and,
[1:22:22] and let it sit and talk about
[1:22:26] it next month. Um, again, but
[1:22:29] what more are we going to
[1:22:31] do or find between now and then
[1:22:31] that
[1:22:31] s going to make a
[1:22:33] difference. I mean, ultimately
[1:22:34] commissioners as well, we can
[1:22:35] look at just sending a
[1:22:37] recommendation of support and
[1:22:39] leaving at that without any
[1:22:41] additional things in there.
[1:22:41] That
[1:22:44] s an option. Um
[1:22:45] and I, and I really it
[1:22:45] s kind
[1:22:47] of saying the same thing of
[1:22:49] giving them options 1 through 3
[1:22:51] all letter e if you will. Leave
[1:22:53] it kind of to the council to
[1:22:55] some degree, um, but again, I
[1:22:55] think it
[1:22:58] s all up for you all
[1:22:59] to make that decision, um, but
[1:23:01] again, I want you guys to feel
[1:23:04] like you have the answers as
[1:23:06] best as I can give you without,
[1:23:06] I can
[1:23:08] t present a full design.
[1:23:09] Um, because we haven
[1:23:09] t not,
[1:23:12] ve not got to that point, um,
[1:23:15] now that being said, if
[1:23:16] council says, yeah, we want to
[1:23:17] do this, let
[1:23:18] s go more for
[1:23:20] design. That doesn
[1:23:20] t mean, um,
[1:23:22] that we stop at the rack and
[1:23:22] the rack
[1:23:25] s out of it. So as you,
[1:23:26] as commissioner Cookgan
[1:23:28] indicated that
[1:23:28] you know, let the council kind
[1:23:30] of get into the weeds. Well,
[1:23:30] that could still come back here
[1:23:32] if they give the actual k. They
[1:23:34] say no, we want to send it back
[1:23:37] to the commission to really
[1:23:39] work through design.
[1:23:39] That
[1:23:40] s definitely a possibility
[1:23:41] and an option as well. So I
[1:23:41] wouldn
[1:23:42] t say this is like the
[1:23:42] last you
[1:23:44] ll ever see and hear
[1:23:46] of it by any stretch, um, I
[1:23:47] think ultimately one of the
[1:23:49] things that the really heavily
[1:23:50] take into consideration is
[1:23:51] really how do you fund the
[1:23:53] project? And I think that
[1:23:55] where um
[1:23:55] you
[1:23:56] re more than happy and
[1:23:58] willing as a body to give a
[1:23:59] recommendation for that funding.
[1:24:00] I just don
[1:24:02] t know, um, what
[1:24:03] that actual number would look
[1:24:04] like. I, the only numbers that
[1:24:07] I do know is the cost of the
[1:24:09] statue and the potential
[1:24:11] estimated cost for um the base.
[1:24:12] So right off the top, you
[1:24:16] looking at close to 2022 to
[1:24:17] $25,000.
[1:24:17] And that
[1:24:18] s just, just for the
[1:24:20] statue in the past. So when
[1:24:23] other communities had $225,000
[1:24:24] of donations. Did that then go
[1:24:26] to the landscaping and and all
[1:24:28] that other space around it? Ok.
[1:24:30] I mean, I guess where i
[1:24:32] m at is,
[1:24:33] I think it
[1:24:34] s definitely
[1:24:35] something that if there
[1:24:35] s a
[1:24:36] want in our community to have
[1:24:38] this, then I, I want there to
[1:24:41] be that in our community, um, I
[1:24:43] would prefer it to be in Salem
[1:24:45] or Salem Hills or or river
[1:24:47] Heights, just for sort of
[1:24:47] privacy
[1:24:49] s sake and, and it
[1:24:50] seems like those would be
[1:24:52] places to hold it, but I also,
[1:24:54] I do think if other communities
[1:24:56] have done mostly private funded
[1:24:57] for this, which is that the
[1:24:58] case? It
[1:25:00] been mostly privately funded or
[1:25:01] has it been a um combination of
[1:25:03] private and city funds
[1:25:04] initially in an upfront seed
[1:25:06] capital costs right away. It
[1:25:08] was privately funded and then
[1:25:12] over time, um, but Duluth and
[1:25:14] uh Woodbury added additional
[1:25:16] funds for improvements.
[1:25:18] I mean, I, I would, I at this
[1:25:21] level would endorse that, um, a,
[1:25:23] a privately funded with some
[1:25:25] possibility of city funded down
[1:25:26] the road. I would rather say
[1:25:29] that at this level, and then if
[1:25:30] city council decides
[1:25:32] differently, give them that
[1:25:33] opportunity to say, nope, we
[1:25:35] want to fund this. That
[1:25:35] s where
[1:25:38] m at just as, as somebody
[1:25:41] that wants to, you know,
[1:25:42] recognize taxpayer money and,
[1:25:44] and all that. Um
[1:25:44] I guess that
[1:25:45] s, I
[1:25:46] m, yes, yes
[1:25:48] for it, but I would
[1:25:51] I would prefer Salem River
[1:25:54] Heights, and a privately funded
[1:25:56] with some city
[1:25:56] later. That
[1:25:57] s where I
[1:26:00] m at
[1:26:03] ok? Do we have a motion, uh,
[1:26:06] for any direction at this point?
[1:26:09] We otherwise that uh
[1:26:11] sort of dies at this point
[1:26:13] until maybe bring it up at the
[1:26:14] next meeting if people want to
[1:26:16] wait and, and, and have the
[1:26:18] other commissioners here.
[1:26:20] Otherwise, um
[1:26:21] what we, what we
[1:26:23] d like to do.
[1:26:24] m fine with your original
[1:26:25] motion.
[1:26:25] That
[1:26:27] s how I feel now
[1:26:32] well,
[1:26:33] do you want to, do you want to
[1:26:35] restate it or do you want me to
[1:26:37] do it again? No,
[1:26:38] I mean, I suppose we have to
[1:26:40] say it again, but I think it,
[1:26:42] it makes the most sense because
[1:26:44] it will come back to us if it
[1:26:45] moves forward anyway. This
[1:26:45] isn
[1:26:46] t the last, like you said,
[1:26:47] s not the last time we
[1:26:48] going to talk about this. So,
[1:26:48] so why don
[1:26:51] t you make it then?
[1:26:51] You
[1:26:53] re kind of endorsing the
[1:26:54] idea of
[1:26:56] so I would like to make a
[1:26:58] motion to move forward with
[1:27:00] this project.
[1:27:03] Recommended to the city council
[1:27:06] um, and leave
[1:27:08] every, the details up to them.
[1:27:10] So option d and 1 through 3 if
[1:27:14] you will. Yes.
[1:27:17] Right, so
[1:27:20] yeah, the d and e and b Oh yes,
[1:27:23] d Es, my apologies. My. So to
[1:27:26] be safe to say to clear the
[1:27:28] motion up to some degree.
[1:27:28] You
[1:27:29] re recommending the idea of
[1:27:32] it with the, the, the project
[1:27:34] being somewhat within our park
[1:27:36] system and really leaving
[1:27:38] preferred location, scope, and
[1:27:39] funding to council. Is that
[1:27:41] fair to say to really kind of
[1:27:43] clean it up or would you prefer
[1:27:44] to send a recommendation? I
[1:27:44] think that
[1:27:44] s what you
[1:27:45] re saying.
[1:27:45] Let
[1:27:46] s see if we get a second
[1:27:47] for that because that
[1:27:48] s the
[1:27:50] motion at this point what you
[1:27:50] said.
[1:27:52] Discussed further
[1:27:54] Is there a second for that
[1:27:55] motion?
[1:27:56] You have a question
[1:27:58] Yeah.
[1:27:59] Ok, second, you
[1:28:01] re 2, ok.
[1:28:04] s the seconds, um, all right,
[1:28:06] discussion at this point but I
[1:28:07] mean, are we sure it
[1:28:07] s going to
[1:28:09] get kicked back to us. I mean,
[1:28:10] city council could make all
[1:28:11] those decisions and then just
[1:28:13] move forward with it.
[1:28:16] Are they going to want to??
[1:28:17] Yeah?, um, I can comment a
[1:28:18] little bit on that,
[1:28:20] Commissioner, um.
[1:28:22] Scar, what we could do is
[1:28:25] request
[1:28:27] that as if I get approved the
[1:28:29] design
[1:28:32] we recommend the design efforts
[1:28:33] come back to
[1:28:35] the bac to work through, um, if
[1:28:37] they so choose to approve this
[1:28:39] project to move forward, um, so
[1:28:39] that
[1:28:39] s something we can request.
[1:28:40] It doesn
[1:28:41] t necessarily mean
[1:28:41] s gonna happen. I would
[1:28:44] imagine
[1:28:44] to Commissioner Barker
[1:28:45] s point
[1:28:45] that they
[1:28:46] re not really going
[1:28:47] to want to settle in on all the
[1:28:48] design efforts and have, you
[1:28:50] know, things of that nature. I
[1:28:51] think we can then come back and
[1:28:52] say, ok, here
[1:28:52] s where we
[1:28:53] re at.
[1:28:54] We could do location as well,
[1:28:55] couldn
[1:28:56] t we? They would come
[1:28:58] back to us in terms of design
[1:29:00] and location. Well, I think if
[1:29:00] re, we
[1:29:01] re going there, then
[1:29:03] we should say that now to some
[1:29:04] degree, right? I mean, if we
[1:29:06] have a location in mind, there
[1:29:08] are no other options other than
[1:29:10] the 3 you mentioned. As you
[1:29:13] look at d, it says other. So,
[1:29:13] what other, but
[1:29:14] but I mean that
[1:29:15] s part of the
[1:29:15] discussion, right? If there
[1:29:17] other options that you
[1:29:17] d like
[1:29:19] to consider as we spoke about
[1:29:21] in the um work session, we had
[1:29:23] a couple other items, but then
[1:29:24] through discussion, the
[1:29:25] veterans of Moore Community
[1:29:27] Center. There is open green
[1:29:28] space area Plaza, but we felt
[1:29:29] like it was too tight, heavy
[1:29:30] traffic, maybe didn
[1:29:32] t give you
[1:29:33] that solitude and seclusion
[1:29:34] that we were thinking about. I
[1:29:36] mean, we could definitely look
[1:29:38] at other locations, um, to
[1:29:39] consider.
[1:29:40] Did you look at behind the
[1:29:41] community center, sort of in
[1:29:42] between, did you, is that what
[1:29:44] you just said behind the
[1:29:44] community center in between
[1:29:45] community center and sort of
[1:29:46] the
[1:29:50] City hall
[1:29:50] There
[1:29:50] s that space right behind
[1:29:52] the community center, is that
[1:29:54] where you talked about?
[1:29:56] The skate park? Yeah, kind of
[1:29:58] next to the skate park, there
[1:29:58] maybe it
[1:29:59] s, maybe there
[1:29:59] s just
[1:30:00] not enough space. I don
[1:30:00] t know.
[1:30:01] There
[1:30:01] ll be enough space, but I
[1:30:01] don
[1:30:02] t know if we
[1:30:02] d want to put
[1:30:05] it next to a skate park.
[1:30:06] I mean how much distance there
[1:30:07] is with the skate park, but I
[1:30:09] hear you. Yeah, um, the
[1:30:10] National Guard Armory just
[1:30:11] expanded some of their fencing
[1:30:13] area for the utility vehicles.
[1:30:13] So that
[1:30:15] s basically a little
[1:30:16] smaller between that and the
[1:30:17] escape. I, I
[1:30:18] m less concerned
[1:30:21] with the design aspects as I am,
[1:30:23] just the, the, um, the funding
[1:30:24] of it because I, I
[1:30:25] m having
[1:30:26] flashbacks to people showing
[1:30:29] about planning committees, you
[1:30:30] know, with
[1:30:31] you know, decisions that were
[1:30:34] made at that level and funding
[1:30:36] decisions like, hey, why, why
[1:30:36] weren
[1:30:37] t some of these decisions
[1:30:39] made at that level. And I just,
[1:30:40] I, where I
[1:30:41] m concerned at is I
[1:30:41] don
[1:30:45] t want this to be something
[1:30:48] which is completely city funded
[1:30:49] when other communities have
[1:30:50] created this and it hasn
[1:30:51] t been
[1:30:52] completely city funded, not to
[1:30:54] say that that would happen here,
[1:30:54] but where I
[1:30:56] m at is my belief
[1:30:59] is that it should be at least
[1:31:00] privately funded with some
[1:31:00] opportunity
[1:31:02] for city funds down the road.
[1:31:03] So I guess my option would
[1:31:05] probably be d, um
[1:31:05] wouldn
[1:31:07] t there be something the
[1:31:09] council would determine though?
[1:31:11] Yes, but I at least want it
[1:31:13] stated at this level where my,
[1:31:14] my voice matters that like, if
[1:31:16] they change it from our
[1:31:16] recommendation, that
[1:31:17] s great.
[1:31:19] But at this level, I want, I
[1:31:22] want it to, at least my vote to
[1:31:24] say the combination of private
[1:31:25] and city funds, and I want the
[1:31:27] honest to be on them if they
[1:31:29] going to change or amendment to
[1:31:32] the motion I suggest an
[1:31:33] amendment that the
[1:31:35] recommendation to move on and
[1:31:37] be followed with the
[1:31:39] um combination of private and
[1:31:41] city funds is, is the funding
[1:31:42] recommendation.
[1:31:44] and also a part of the design
[1:31:45] piece. Do you want that it
[1:31:47] would come back to us in terms
[1:31:49] of design or not? No, just
[1:31:49] because I think if we
[1:31:50] re going
[1:31:52] to make design decisions, I, I
[1:31:54] feel like that would be then
[1:31:56] made today. I feel like if we
[1:31:57] were going to make some of
[1:31:58] those decisions, then we, we
[1:32:00] should go ahead with that today.
[1:32:02] And I, you know, unless
[1:32:03] somebody else feels strongly
[1:32:04] about some of the design. Ok,
[1:32:05] let
[1:32:07] s see if we have a second
[1:32:08] to your amended amendment to
[1:32:10] the motion. Is there a second
[1:32:12] to that? Can I second it even
[1:32:12] though
[1:32:14] I started it? No, yes, you can.
[1:32:16] Can I? Yeah, or you can accept
[1:32:19] it as a friendly amendment to
[1:32:19] to, well, let
[1:32:20] s vote on that
[1:32:21] though. Ok, so you
[1:32:22] re seconded
[1:32:25] his amendment? Ok. All right.
[1:32:26] Moved and seconded that we
[1:32:28] amend the motion
[1:32:28] so we
[1:32:30] re vote on the amendment
[1:32:31] first and then the motion.
[1:32:32] So we
[1:32:33] ll see if it
[1:32:33] s an amended
[1:32:36] motion. All right, so the uh
[1:32:39] amendment would be that um that
[1:32:41] the, the consideration be this,
[1:32:42] the recommendation from here is
[1:32:42] that it
[1:32:44] s a combination of city
[1:32:46] and private funding. Am I
[1:32:48] correct? Ok. Uh, that would go
[1:32:50] into this, uh, uh, memorial.
[1:32:53] All right, all in favor of that
[1:32:55] amendment, Sigma by saying aye.
[1:32:58] Any opposed?
[1:33:01] No? Ok. All right. So then we
[1:33:02] have an amended motion, which
[1:33:04] is to um
[1:33:06] uh endorse the concept to the
[1:33:09] city council of, uh, uh, angel
[1:33:12] of Hope Memorial, uh, with, uh,
[1:33:13] our recommendation that there
[1:33:16] be, um, a combination of city
[1:33:19] and uh private funding to
[1:33:21] establish it.
[1:33:24] Does that sound right? Ok. Any
[1:33:26] uh other discussion, any, ok.
[1:33:27] All right, let
[1:33:27] s vote on that
[1:33:29] motion. All in favor of the
[1:33:31] amended motions signified by
[1:33:32] saying aye, aye aye, and you
[1:33:33] opposed?
[1:33:35] Ok.
[1:33:37] Ok. Just want to clarify. Just
[1:33:40] want to make sure. So this body
[1:33:42] is passed and recommended that
[1:33:45] the city support an angel hope
[1:33:46] um Memorial
[1:33:48] within our park system
[1:33:51] for them to determine location
[1:33:53] scope
[1:33:55] and to consider a combination
[1:34:00] of public and private funds to
[1:34:01] create the space correct
[1:34:02] correct. Thank you.
[1:34:04] I will say, I mean, it feels as
[1:34:06] if once we know sort of the
[1:34:07] monetary value we
[1:34:08] re working
[1:34:09] with from the community that
[1:34:11] will help establish some of
[1:34:14] those other aspects, right? Ok.
[1:34:16] I appreciate that and I will,
[1:34:17] as I more than likely this is
[1:34:19] next, this next step we
[1:34:19] ll go
[1:34:20] before a work session with the
[1:34:23] council, and I also bring up
[1:34:25] the subject matter of if it
[1:34:27] approved to advance that this
[1:34:29] body would like to be a part of
[1:34:31] the design efforts. Ok? And if
[1:34:33] it again, if that statute is
[1:34:35] donated, if you are any of it
[1:34:36] donated, it still comes before
[1:34:38] this body. So that can be in a
[1:34:40] combination with the design
[1:34:42] efforts. Ok, great.
[1:34:43] All right, thank you
[1:34:45] Do you need a rest? Do you want
[1:34:49] to sit down? Ok just be short
[1:34:52] on a Short and sweet, the
[1:34:53] Sleepy Hollow Park. Hi
[1:34:54] commissioners, again, Adam
[1:34:56] Motis Park and Recreation
[1:34:58] director. Um, this evening on
[1:34:59] this particular item that
[1:35:01] before you, um, is the cp
[1:35:05] Hollow Park, um, 2026 Capital
[1:35:08] Improvement Plan, um, it is
[1:35:09] proposed for a play on
[1:35:11] replacement. So a little bit of
[1:35:12] background on this particular
[1:35:16] one. This is a part of the 26
[1:35:17] 2030
[1:35:18] capital improvement plan for
[1:35:18] the city that
[1:35:20] s in front of the
[1:35:22] council as we currently are
[1:35:24] discussing. This was actually
[1:35:25] scheduled for I think a year or
[1:35:28] two out, but given the
[1:35:29] evaluation of our park system.
[1:35:30] We made some adjustments and
[1:35:32] changes, particularly to this
[1:35:34] capital approval plan, and we,
[1:35:34] I think moved this one up first
[1:35:38] or was it always in 26? My
[1:35:40] apologies. So it was always at
[1:35:41] 26, so it was proved in the
[1:35:42] previous capital improvement
[1:35:43] plan, but it still needs to go
[1:35:45] through the final process of
[1:35:47] getting approval in 20205 for
[1:35:49] 26 to 30. So it
[1:35:49] s not yet been
[1:35:51] approved, um, so we should know
[1:35:53] that here by the end of this
[1:35:54] year. But nonetheless, the
[1:35:56] playground itself is 20 plus
[1:35:58] years old, um, and as you
[1:35:59] recall those that were with us
[1:36:01] on the tour, it was visited, um,
[1:36:04] so this location you should
[1:36:05] have some understanding of
[1:36:05] where it
[1:36:06] s at.
[1:36:07] If you don
[1:36:08] t, here it is. So it
[1:36:10] is one of our neighborhood
[1:36:11] parks, um, the neighborhood
[1:36:14] park itself is roughly about 10
[1:36:17] acres and has about 4000 ft of
[1:36:19] plus of trail networking within
[1:36:21] the park itself. This park
[1:36:22] outside of just having a
[1:36:24] playground container, and also
[1:36:25] has a volleyball, sand
[1:36:26] volleyball court, and
[1:36:28] basketball court. So as you
[1:36:32] see, highlighted here.
[1:36:34] This is the park location.
[1:36:34] Here
[1:36:36] s a little bit more of a
[1:36:37] upfront view of it, and you
[1:36:40] actually see coming off of
[1:36:43] College Trail and 84th Street
[1:36:44] here, which it turns into,
[1:36:44] that
[1:36:45] s the main entrance. You
[1:36:46] can come in
[1:36:48] over off Comstock as well, and
[1:36:49] I believe you can come over off
[1:36:51] these back end, um, trail that
[1:36:54] is correct as well. So this is
[1:36:56] the location.
[1:36:57] Um, the current place structure
[1:36:59] again, as I indicated is 20
[1:37:01] plus years old and does that
[1:37:02] combination of that 2 to 12
[1:37:04] year old all in one structure.
[1:37:04] So there
[1:37:05] s not as much as
[1:37:05] you
[1:37:07] ll see for the younger kids,
[1:37:09] but nonetheless, there are some
[1:37:11] features for them. There
[1:37:12] currently is 2 slides. There
[1:37:14] some monkey bars, there
[1:37:14] s some
[1:37:16] climbing features. Um, there
[1:37:17] are 4 benches on the exterior
[1:37:19] of the plate container. There
[1:37:21] are zero swings, um, and there
[1:37:23] are a lot of mature trees that
[1:37:24] create shade structure, which a
[1:37:26] lot of our newer parks wish
[1:37:27] they had but don
[1:37:28] t have, but
[1:37:29] this particular one has some
[1:37:30] great mature trees surrounding
[1:37:32] the plate container.
[1:37:34] So from the front view, um
[1:37:35] walking towards it through it
[1:37:36] as the main entrance. That
[1:37:38] kind of a broader view of what
[1:37:40] it looks like. So you
[1:37:40] ll see
[1:37:41] the basketball court in the
[1:37:43] back and then further back here
[1:37:45] around the trees is the actual
[1:37:47] sand volleyball court. Um, it
[1:37:49] a pretty circular plate
[1:37:50] container, and then you have
[1:37:51] your 4 benches on their own
[1:37:53] pads outside of the plate
[1:37:55] container.
[1:37:58] So I show you this back end of
[1:37:59] seeing it from the backside
[1:38:00] because this is where you MAY
[1:38:01] see some adjustments
[1:38:02] specifically in the size of the
[1:38:04] plate container. But again, you
[1:38:05] could see one of the things
[1:38:06] that we always hear is shade,
[1:38:09] shade, shade for parents.
[1:38:11] Makes sense. Kids makes sense.
[1:38:13] This is again one that we are
[1:38:14] fortunate enough to have a
[1:38:15] decent amount of shade
[1:38:16] throughout the entire park and
[1:38:19] in this vicinity.
[1:38:21] So we would look at
[1:38:22] as you, as I
[1:38:24] d indicated here,
[1:38:25] um, just moments ago, there are
[1:38:27] no swings
[1:38:29] So as you guys have been
[1:38:30] familiar with Southern Lakes.
[1:38:31] One of the things that we
[1:38:33] needed to do is to expand the
[1:38:35] plate container, um, to
[1:38:36] accommodate the fallen safety
[1:38:37] zones that are required for
[1:38:40] swings, so
[1:38:42] excuse my sketchiness here, no
[1:38:45] pun intended, um, this yellow
[1:38:47] line represents a current plate
[1:38:47] container. We
[1:38:48] d look at cutting
[1:38:50] that out, if you will, and
[1:38:52] expanding
[1:38:53] outwardly, which is technically,
[1:38:55] I think the West
[1:38:56] removing a bunch and we
[1:38:57] d be
[1:39:01] removing one of those trees.
[1:39:03] Yeah. So, I know that
[1:39:03] s not
[1:39:04] what anybody wants to hear at
[1:39:06] all.
[1:39:08] So given what we currently do
[1:39:09] with removal of trees.
[1:39:11] Not ideal. So I indicated
[1:39:14] earlier that we have a nursery
[1:39:15] We would look at planting a
[1:39:16] couple more trees in lieu of
[1:39:18] losing one.
[1:39:21] So again, not ideal, but in
[1:39:22] order to look at expanding this
[1:39:23] plate container
[1:39:25] in any direction
[1:39:27] you would have to go west.
[1:39:28] We.
[1:39:30] Maybe this is a dumb question
[1:39:30] because I don
[1:39:31] t see the scale
[1:39:35] of it, but instead of
[1:39:37] it going horizontally, could
[1:39:39] you not make that vertical and
[1:39:40] not lose a tree
[1:39:43] So do you mean to come to come
[1:39:44] straight out to make the swings
[1:39:48] go this way and not go around
[1:39:49] the trees and then open it up
[1:39:50] on the other side, you know,
[1:39:51] like come and go like, I mean,
[1:39:53] if you, if you need a specific
[1:39:54] amount of space, right? It
[1:39:55] s a
[1:39:55] rectangle you
[1:39:56] re looking at.
[1:39:56] Can
[1:39:57] t the rectangle go this way?
[1:40:00] Or is that, I think one of the
[1:40:01] challenges, and I
[1:40:02] ll let our
[1:40:03] city forester comment on it.
[1:40:05] The closer you get those
[1:40:07] concrete plate containers to
[1:40:09] ruts, they die in tap water.
[1:40:09] But I
[1:40:10] ll let a forester comment
[1:40:12] on that. That is correct. You
[1:40:15] tell me interrupt the root zone
[1:40:16] compaction, uh, terranal half
[1:40:18] the roots, it affects the trees,
[1:40:20] um, so
[1:40:21] any way that the container,
[1:40:24] re going to hit tree roots.
[1:40:24] So it
[1:40:26] s sacrifice one
[1:40:27] and it would be the one that
[1:40:29] the greenest, the Norway maple.
[1:40:29] Ok. That
[1:40:31] s where we have the
[1:40:33] flattest, most open space to
[1:40:35] add onto the container. Got it.
[1:40:37] Again, that ideal, um, and as a
[1:40:38] reminder to this body and for
[1:40:40] some of you who MAY be new to
[1:40:41] this commission, we actually
[1:40:43] have what we also call a tree
[1:40:45] preservation plant. So we have
[1:40:48] a fund based on developers that
[1:40:50] are required to do a certain
[1:40:51] level of plant replacement?
[1:40:52] Have they cleared their
[1:40:53] property for development, which
[1:40:55] then in this case, we would
[1:40:56] also look at utilizing that
[1:40:59] fund also to put plantings in
[1:41:00] this particular park
[1:41:02] So we, we do have funding to
[1:41:04] replace these trees as well.
[1:41:07] Ques kind of related and not
[1:41:10] related, um, do you always
[1:41:12] replace trees that are lost due
[1:41:13] to different reasons, like for
[1:41:16] example, there were some
[1:41:17] storm that uh damaged some
[1:41:19] tracing of wood, are those
[1:41:20] going to be replaced with the
[1:41:21] ones that you have in the
[1:41:22] nursery?
[1:41:23] I can let our park
[1:41:25] superintendent respond to that.
[1:41:27] Yeah, typically we do unless
[1:41:28] the treaty happened to be in a
[1:41:29] bad location. The ones that you
[1:41:32] are talking more about Oakwoods,
[1:41:34] the majority of them will be
[1:41:35] replaced. Some of them along
[1:41:38] the trail that were too close,
[1:41:38] um, obviously won
[1:41:40] t, you know,
[1:41:41] they were wild trees anyways,
[1:41:43] not necessarily planted, and
[1:41:43] there
[1:41:44] s a couple of others up
[1:41:46] top that will not be replaced,
[1:41:47] but the ones done with the
[1:41:48] playground that I
[1:41:49] m thinking
[1:41:49] you
[1:41:51] re talking about will be
[1:41:51] replaced.
[1:41:53] Thank you
[1:41:54] And every year during that part
[1:41:55] of that tree preservation plan
[1:41:59] our city of Forester, along
[1:42:02] with um our public works team
[1:42:03] and stormwater team. We look at
[1:42:05] where we can plant this trees
[1:42:06] every year. So I, I can
[1:42:07] remember what do, how many
[1:42:08] trees did we plant this year
[1:42:10] just out of that fund alone.
[1:42:12] Sorry to put you on the spot,
[1:42:14] Brian. Over 50 so far, but I
[1:42:16] still plan to do a fall
[1:42:17] planting, so and we
[1:42:17] ll probably
[1:42:20] get an additional 30 to 40.
[1:42:23] Again, not ideal, by any
[1:42:25] stretch the news I want
[1:42:26] to report, but just something
[1:42:30] to consider.
[1:42:33] So I think
[1:42:34] oops, that was not what I
[1:42:36] wanted to do.
[1:42:42] To get back to my pointer
[1:42:43] So this is just a little bit of
[1:42:44] video if you weren
[1:42:44] t on the
[1:42:45] tour. So this kind of shows a
[1:42:59] little bit more
[1:43:00] So as it comes to community
[1:43:02] engagement, I think this is the
[1:43:04] important factor of a lot of
[1:43:05] the things the reasons why we
[1:43:07] do what we do.
[1:43:08] Um, so following the kind of
[1:43:10] modeling that we did with the
[1:43:12] Southern Lakes Park and the
[1:43:14] vmcc playground Replacement
[1:43:16] Park, or plain replacement at
[1:43:18] the park. Um, we started this
[1:43:19] particular process of
[1:43:20] engagement about 7 months prior
[1:43:23] to any level of insulation.
[1:43:25] That gives us the opportunity
[1:43:26] through different mechanisms of
[1:43:28] engagement to really hear from
[1:43:29] the community. Both broad
[1:43:32] community as a whole, but also
[1:43:34] um within the neighborhood as
[1:43:36] well. So that same approach is
[1:43:36] what
[1:43:37] ll do and I
[1:43:38] ll speak to this
[1:43:39] flyer here shortly.
[1:43:40] But I wanted to break down kind
[1:43:41] of what we
[1:43:42] re doing for that
[1:43:42] engagement. So as you
[1:43:43] ve seen
[1:43:44] on the previous slide, you
[1:43:47] see a postcard that is a survey
[1:43:48] with a qr code that is open to
[1:43:50] all of our city residents. It
[1:43:51] opened last week, SEPTEMBER 2nd,
[1:43:52] and I
[1:43:53] ll go through the 22 or
[1:43:55] 23rd.
[1:43:57] That survey will be posted to
[1:43:59] our website on our current and
[1:44:01] future projects page. Also be a
[1:44:03] social media campaign which if
[1:44:05] he follows a social media page,
[1:44:06] s already up there. We
[1:44:10] also do an on-site open house
[1:44:12] at Sifahall Park itself on
[1:44:14] Tuesday, OCTOBER 21st, from 50
[1:44:16] to 6:30 P.M. Um, so I invite
[1:44:17] all commissioners to come, be a
[1:44:18] part of that. It
[1:44:19] s a great
[1:44:21] experience. Um, and then that
[1:44:22] postcard that you just seen was
[1:44:24] sent to over about 1000
[1:44:25] residents in that neighborhood.
[1:44:28] So they, they have direct
[1:44:28] knowledge of what
[1:44:30] s happening
[1:44:33] within close proximity to that
[1:44:34] particular park and that either
[1:44:36] then use the survey
[1:44:40] come to the open house. I can
[1:44:42] report as of JUNE or JUNE,
[1:44:44] SEPTEMBER of last week, which
[1:44:46] was JUNE, I keep saying JUNE.
[1:44:48] What was last Friday
[1:44:52] Was that that the 5th 5th, we
[1:44:54] had over 100 survey respondents
[1:44:56] It was open for 5 days. So
[1:44:58] again, when you open a broadly
[1:44:59] to the community, you got all
[1:45:01] types of different response and
[1:45:02] comments, which this will, I
[1:45:04] will report these out to the to
[1:45:08] the practice itself.
[1:45:10] So as we look at a timeline, we
[1:45:12] have a meeting um set up with
[1:45:14] flagship lsi, um, that is the
[1:45:15] same group that did Southern
[1:45:17] Lakes. It is the same group
[1:45:19] that did uh Fat Valley and the
[1:45:21] same group that did Heriage
[1:45:22] Village Park. The way we
[1:45:24] able to select directly working
[1:45:26] with this vendor as they are on
[1:45:27] the state contract and if a
[1:45:28] vendor is on a state contract,
[1:45:30] re able to work directly
[1:45:32] with them and not um having to
[1:45:33] necessarily go through the
[1:45:36] bidding process or rfp process.
[1:45:37] Um, great product, great
[1:45:38] quality, so we
[1:45:40] chosen to utilize them so
[1:45:40] they
[1:45:42] ll be working with us as a
[1:45:44] design team. So shortly after
[1:45:46] we get the survey results, um,
[1:45:47] again, we
[1:45:49] ll meet with flagship
[1:45:51] between SEPTEMBER 24th and 29th
[1:45:53] for the next kind of several
[1:45:54] weeks after that, uh, flagship
[1:45:56] will start working on
[1:45:58] preliminary designs based on
[1:46:00] the server results and feedback
[1:46:01] from staff.
[1:46:03] We also at that time, at the
[1:46:03] end of that, we
[1:46:04] ll be able to
[1:46:05] hopefully present those
[1:46:06] preliminary designs to that
[1:46:07] open house.
[1:46:08] Hey, we
[1:46:10] ve heard feedback.
[1:46:10] Here
[1:46:11] s what could end up, well,
[1:46:12] probably a couple different
[1:46:14] options. Flagship will be there.
[1:46:14] They
[1:46:14] re gonna, we
[1:46:15] re gonna want
[1:46:17] to listen, um, and we
[1:46:17] ll really
[1:46:19] try to gauge and collect the
[1:46:20] data of what people like or
[1:46:20] don
[1:46:21] t like.
[1:46:23] And then will allow us after
[1:46:26] that, um, to do any refinements
[1:46:29] from OCTOBER 27th to the 31st.
[1:46:30] And then ultimately again the
[1:46:31] reason your announcement you
[1:46:32] had a work session on NOVEMBER
[1:46:34] 12th. We will bring those two
[1:46:36] options. I need tweaks and
[1:46:37] feedbacks for you as a
[1:46:39] commission to select one of the
[1:46:40] two options.
[1:46:43] And then at the 12th meeting
[1:46:44] um the regular scheduled
[1:46:48] meeting at 7, we ask you to
[1:46:51] provide um a recommendation for
[1:46:52] council to approve the
[1:46:53] authorization to purchase in
[1:46:56] year 2025, so we could take
[1:46:57] advantage of 2025 pricing. Then
[1:46:57] that
[1:47:01] ll allow us then to more
[1:47:05] than likely um do some level of
[1:47:06] um deconstruction of the
[1:47:07] current playgrounds container
[1:47:07] so that we
[1:47:08] re one of the first
[1:47:09] things to happen right away in
[1:47:10] the spring.
[1:47:13] So that we can hopefully open
[1:47:14] early spring or late spring
[1:47:17] early summer of next year.
[1:47:21] Any questions
[1:47:23] Our decisions on NOVEMBER 12
[1:47:25] back to back. Is that?
[1:47:26] Correct. So as you look at the
[1:47:28] work session on NOVEMBER 12th
[1:47:30] at 5 P.M. This particular one
[1:47:32] will, will vet all the final,
[1:47:33] the two options. Say what you
[1:47:33] like or don
[1:47:34] t like, or if you
[1:47:36] want to just say we prefer this
[1:47:38] one. Then at the following
[1:47:40] meeting, we will um still
[1:47:42] presented as a brand new, not
[1:47:44] brand new project, but
[1:47:45] without knowing and
[1:47:46] understanding what the actual
[1:47:47] recommendation was from the 5
[1:47:47] clock. I
[1:47:48] ll include it in the
[1:47:50] packet or in the presentation
[1:47:51] and then ask for a
[1:47:54] recommendation.
[1:47:56] Other questions
[1:47:58] I got a quick one because I
[1:48:00] bummed about the tree. Could
[1:48:03] you do a separate, like
[1:48:05] satellite container for swings,
[1:48:06] like do they have to be
[1:48:08] connected?
[1:48:11] We could, um
[1:48:12] you know, typically we
[1:48:14] d run
[1:48:17] with one container that houses
[1:48:19] the 2 to 5 age group, the 5 to
[1:48:21] 12 age group, and then
[1:48:23] stand-alone pieces plus swings,
[1:48:24] um,
[1:48:25] I guess if we had a separate
[1:48:26] container, that would probably
[1:48:27] now we
[1:48:29] d have to bring sidewalk
[1:48:30] around the container somehow or
[1:48:32] off the trail somehow to the
[1:48:34] new container. Um
[1:48:35] m not saying we can
[1:48:36] t, um,
[1:48:37] but is
[1:48:39] a possibility, and that
[1:48:39] s the
[1:48:40] reasons why the price will go
[1:48:41] up because we
[1:48:41] ll have to have
[1:48:43] trail leading up to it.
[1:48:47] Cool, thank you
[1:48:49] And again, I
[1:48:50] m not asking for
[1:48:51] any formal action. Just wanted
[1:48:52] to give an update.
[1:48:54] Thank you, Adam. Yep, now we
[1:48:56] can take a break. Please sit
[1:48:58] down. Yes.
[1:48:58] All right, we
[1:49:00] re going to go on
[1:49:02] to administrative presentations
[1:49:04] and our park superintendent, uh,
[1:49:05] Brian Swoboda, would you give a
[1:49:07] report to us, please? Sure.
[1:49:09] Good evening, Chair,
[1:49:11] commissioners, um
[1:49:13] as you probably all aware, uh,
[1:49:15] falls in the air here and, uh,
[1:49:19] a very, very busy fall. Uh, the
[1:49:22] rain has not stopped. The grass
[1:49:24] continues to grow. Um, I got 3
[1:49:26] remaining seasonals, um, and
[1:49:27] some tired full-time employees
[1:49:28] besides, but uh we
[1:49:29] re making
[1:49:31] the best of what we can do out
[1:49:33] there, um, ball tournaments
[1:49:35] continue to happen. Uh, every
[1:49:36] weekend again, all the way
[1:49:38] through the end of SEPTEMBER.
[1:49:40] Uh, our picnic shelters and
[1:49:42] rentals have been very busy
[1:49:44] with, uh, you know, typically 4
[1:49:46] every weekend in South Valley,
[1:49:47] uh,
[1:49:49] couple of the swing bridge at
[1:49:50] Rich Valley. Um, so that takes
[1:49:52] up, you know, a lot of weekend
[1:49:54] hours, uh, preparing and
[1:49:56] turning over ball fields and
[1:49:57] cleaning bathrooms and
[1:49:58] preparing for the next picnic
[1:50:00] to come in.
[1:50:02] Um, crews also been doing a lot
[1:50:03] of landscape maintenance
[1:50:04] through road or park system.
[1:50:07] You know, trimming shrubs,
[1:50:08] pulling weeds, spraying, uh,
[1:50:10] replacing plants, that sort of
[1:50:11] stuff. Um, we
[1:50:12] ve also been
[1:50:14] working on stump grinding. We
[1:50:16] had some storm damage. Uh, we
[1:50:17] had about 25 trees out there
[1:50:19] that had either were storm
[1:50:22] damaged or died for some reason
[1:50:22] or not. Uh, so we had the
[1:50:23] stumps grown and now we
[1:50:25] working on a tree replacement
[1:50:27] plan, uh, to get those replaced.
[1:50:28] Um, we
[1:50:30] re also, uh, have a few
[1:50:33] irrigation issues out there, um.
[1:50:34] s that time of the year
[1:50:34] where we like to get that sort
[1:50:36] of stuff fixed before we do
[1:50:38] blowouts, uh, and we typically
[1:50:40] do irrigation blowouts in the
[1:50:41] middle of OCTOBER, so we
[1:50:42] trying to make sure the systems
[1:50:44] are still running correctly the
[1:50:45] way they should. Um, even
[1:50:46] though
[1:50:48] you know, the, the rates and
[1:50:51] times have been way lower just
[1:50:52] due to the the rain amount that
[1:50:53] ve had this year. They
[1:50:55] ran actually very little. Um,
[1:50:57] so when we do turn them on, we
[1:50:59] do see leaks. We see heads that
[1:50:59] aren
[1:51:00] t moving and that sort of
[1:51:03] stuff.
[1:51:03] Um, Crew
[1:51:04] s also been busy. Uh,
[1:51:06] we have a lot of natural
[1:51:09] area trails through the woods
[1:51:11] like Marianna Ranch and Harmon
[1:51:13] Mike Harmon Park Bike reserve,
[1:51:14] um, you know, there
[1:51:15] s probably
[1:51:17] close to 15 miles of those
[1:51:19] types of trails that need to be
[1:51:20] mowed, not on a regular basis,
[1:51:22] but, you know, every 4 to 6
[1:51:24] weeks, and with this year with
[1:51:26] all the rain, uh, it is every 4
[1:51:28] weeks. We need to mow or we
[1:51:29] getting complaints that the
[1:51:31] grass is too high to even bite
[1:51:33] through, so.
[1:51:35] Uh, also been busy just, you
[1:51:35] know, keeping up painting
[1:51:37] soccer fields, football fields,
[1:51:39] fall lines, you know, all those
[1:51:41] fall sports that are out there.
[1:51:45] Um, we have about 3 weeks left,
[1:51:47] uh, of fall sports, um, in our
[1:51:49] owner and park system. Um, so
[1:51:49] that
[1:51:53] kick back a little bit on
[1:51:54] maintenance. I assume mowing
[1:51:56] will probably continue, you
[1:51:57] know, through mid-OCTOBER. And
[1:51:58] then it
[1:51:59] ll be leaf cleanup, of
[1:51:59] course.
[1:52:02] the crew
[1:52:04] s also been, uh,
[1:52:06] anticipating, uh, doing a
[1:52:08] prescribed burn at the Prairia
[1:52:09] Heritage Village Park. Uh, so
[1:52:11] re in the process of cutting,
[1:52:14] uh, uh, burn brakes, uh, to
[1:52:15] contain the fire um, going
[1:52:17] around a lot of fence lines at
[1:52:21] the dog park, um, underneath
[1:52:22] electric standards, that sort
[1:52:23] of stuff.
[1:52:27] other projects, uh, Heritage
[1:52:29] Village Park is coming along
[1:52:30] very nicely. They
[1:52:30] ve been
[1:52:31] working on the port and place
[1:52:32] rubber, the
[1:52:35] the, um
[1:52:38] of the playground, uh, they
[1:52:41] probably 6 or 7 into it. Uh,
[1:52:43] s looking very nicer into
[1:52:44] putting the colors and the, and
[1:52:46] the scheme on that. I
[1:52:47] anticipate they finish with the
[1:52:48] port in place by the end of the
[1:52:49] week.
[1:52:49] Uh, they
[1:52:51] ve also been pouring
[1:52:53] the remaining concrete there,
[1:52:56] so I think they got, uh, the
[1:52:58] nine shade structure footings
[1:53:00] love to do, um, but otherwise,
[1:53:01] the concrete work will be done
[1:53:02] Uh, we
[1:53:05] re on about week 2 of
[1:53:06] the curing process, so in
[1:53:07] another couple of weeks we
[1:53:10] be starting with, uh, after he
[1:53:12] needs to sit for 30 days before
[1:53:14] we put the final quote on the
[1:53:15] actual splash pad where the
[1:53:16] features are going to be.
[1:53:20] re also
[1:53:22] um, getting involved, uh, the
[1:53:24] West wheel at Rich Valley, um,
[1:53:26] is no longer being used for the
[1:53:27] season. It
[1:53:28] s just the east
[1:53:30] field with, uh, all the
[1:53:31] baseball fields, uh, so we
[1:53:33] anticipating doing a
[1:53:35] restoration on the infields. Um,
[1:53:36] we have
[1:53:39] edge lips of the infields, uh,
[1:53:39] they
[1:53:41] re really bad and and
[1:53:41] hazardous, so we
[1:53:42] re going to
[1:53:44] start working on some of those.
[1:53:44] Um, we
[1:53:46] ll also get a punch list
[1:53:47] of items at South Valley Park
[1:53:48] that we
[1:53:49] re going to continue to
[1:53:52] work on to, you know, to get
[1:53:54] the turf to more established,
[1:53:56] uh, fixing erosion problems and
[1:53:58] a handful of other things.
[1:54:02] the goats at South Valley, um,
[1:54:02] they
[1:54:02] re, they
[1:54:03] re doing very
[1:54:05] well. Um, we
[1:54:05] re re-grazing them
[1:54:07] now. They
[1:54:08] re on the 3rd Paddo
[1:54:10] 3rd, um, so
[1:54:10] basically they
[1:54:11] re on the 2nd
[1:54:15] round, on the 3rd pin.
[1:54:17] Still lots of, lots of people
[1:54:18] going to see him and where are
[1:54:20] the goats at, um, so it
[1:54:20] s been
[1:54:22] neat to see.
[1:54:23] Uh, let
[1:54:24] s see.
[1:54:28] A few weeks ago, I got, uh,
[1:54:29] approached by an employee that
[1:54:32] put in his resignation.
[1:54:33] Um, so
[1:54:36] that employer will be leaving
[1:54:39] SEPTEMBER 26th, um, so I
[1:54:40] also been in the process of
[1:54:42] posting that position and
[1:54:43] rehiring them as soon as
[1:54:44] possible.
[1:54:45] Other than that, I
[1:54:46] d be happy
[1:54:49] to answer any questions.
[1:54:51] Thank you, Brian. Any questions?
[1:54:54] Yes. Is the Hawk still at South
[1:54:58] Valley, or have they, I believe
[1:55:00] s young, grew up and flew
[1:55:00] away, so it
[1:55:02] s not so protective
[1:55:03] anymore. I have not heard of
[1:55:04] anybody being chased down
[1:55:05] lately.
[1:55:09] The hawk, did you say? Oh.
[1:55:11] Yeah, actually, I was at the
[1:55:13] grove swimming, and there was a
[1:55:15] hawk that flew into the window
[1:55:16] twice. I don
[1:55:17] t know if it saw
[1:55:18] its reflection or what, but it
[1:55:20] was like, boom, it was loud. I
[1:55:22] was like, these are some strong
[1:55:23] windows. Thank goodness. Oh,
[1:55:25] and the hawk was ok as far as
[1:55:29] you know.
[1:55:31] Ok. Any other questions,
[1:55:32] comments for Brian?
[1:55:34] Thank you, sir
[1:55:35] Um, and now we
[1:55:36] ll have it.
[1:55:37] Julie Dorszek, who
[1:55:37] s our
[1:55:38] recreation superintendent,
[1:55:39] would you give a snub date,
[1:55:40] please? I will do that. Good
[1:55:42] evening, Chair Cook, members of
[1:55:45] the commission. Um, quick
[1:55:47] Community Center update. Uh,
[1:55:48] our fall membership special is
[1:55:50] going to be starting tomorrow,
[1:55:52] um, if you register between
[1:55:54] SEPTEMBER 11th and OCTOBER 10th,
[1:55:55] um, we
[1:55:56] ve reduced the
[1:55:58] enrollment fee to $25 rather
[1:55:59] than the $79 that
[1:56:00] s typically,
[1:56:02] uh, charged, um.
[1:56:03] As Brian said, as we head into
[1:56:05] the fall season, people start
[1:56:07] becoming more active in the
[1:56:08] community center, um, the girls
[1:56:11] swim team also came back to, um,
[1:56:13] for their season and which goes
[1:56:14] through NOVEMBER they utilize
[1:56:16] our facility, the Aquatic
[1:56:17] Center, from 3 to 6 every
[1:56:18] Monday through Friday, um, and
[1:56:20] then also some Saturday morning
[1:56:22] times and so that does impact
[1:56:23] our member swimming, um,
[1:56:25] aspects a little bit, but, um,
[1:56:25] that
[1:56:26] s part of our contract
[1:56:27] with them and that
[1:56:27] s expected
[1:56:27] and that
[1:56:29] s kind of an ongoing
[1:56:31] part of our um program that we
[1:56:32] run at the community center
[1:56:36] um, also a couple of fitness,
[1:56:38] um, updates our fitness offices
[1:56:40] were recently remodeled last
[1:56:41] week. Um, so it
[1:56:42] s a much needed
[1:56:44] improvement for our fitness
[1:56:46] staff to have um an environment
[1:56:46] that
[1:56:47] s welcoming for our
[1:56:48] customers, people that come in
[1:56:50] and have a personal training
[1:56:51] meeting with our staff and
[1:56:52] there
[1:56:53] s a gathering place for
[1:56:55] them as well as for our two new
[1:56:58] staff members to have a, um,
[1:56:59] their office combined and they
[1:57:00] can work in the same office
[1:57:01] space. So it
[1:57:01] s the first time
[1:57:02] that we
[1:57:04] uh, done that in a number of
[1:57:06] years of the previous office
[1:57:08] furniture was kind of piecemeal
[1:57:10] together so it really looks
[1:57:11] nice go down and you can feel
[1:57:13] free to stop in and say hi and
[1:57:14] check out the new furniture and
[1:57:15] then also at the end of this
[1:57:16] month we
[1:57:17] re going to be
[1:57:19] replacing our fitness flooring.
[1:57:19] So that
[1:57:20] s going to have a
[1:57:22] substantial impact on our
[1:57:24] fitness space for about a
[1:57:24] week
[1:57:25] s time. Um, we
[1:57:25] ll take
[1:57:27] some time to create other
[1:57:28] optional spaces for people to
[1:57:30] be able to work out because we
[1:57:31] have to remove everything out
[1:57:32] of the fitness area.
[1:57:34] And then um move it to, we
[1:57:35] gonna move the strength
[1:57:37] training equipment into the
[1:57:39] bright side room and then move
[1:57:41] the cardio equipment into the
[1:57:42] poolside room and there
[1:57:42] s a
[1:57:43] conference room right there
[1:57:45] that the birthday party space
[1:57:46] so the
[1:57:48] areas will be a
[1:57:49] changed a little bit but we
[1:57:51] doing our best to accommodate
[1:57:53] and create additional spaces
[1:57:55] for our customers to be able to
[1:57:56] I believe our fitness, um,
[1:57:57] staff is also going to create a
[1:58:00] circuit area along the track or
[1:58:01] a portion of the track upstairs.
[1:58:03] And so, um, again, doing our
[1:58:06] best to create an optional um
[1:58:08] space and create some fun new,
[1:58:09] maybe exercise routines for
[1:58:11] people to try out while the
[1:58:14] space is being revised and
[1:58:16] updated with an improved look.
[1:58:17] Um.
[1:58:18] What else did I want to tell
[1:58:20] you about when is that going to
[1:58:22] happen? Pardon me, what is that
[1:58:25] going to happen? It starts
[1:58:26] some of the some of the
[1:58:28] equipment will be start to be
[1:58:29] moved on SEPTEMBER 29th, and it
[1:58:31] should be completed by OCTOBER
[1:58:33] 5th, I believe that Monday,
[1:58:35] ll be ready, um, for
[1:58:38] customers to go into the new to
[1:58:40] the revised fitness space.
[1:58:41] Yeah
[1:58:41] They
[1:58:43] ll be plenty of signage
[1:58:44] around we
[1:58:45] re gonna start
[1:58:46] communicating it out we
[1:58:46] ve sent
[1:58:47] out member emails already
[1:58:48] letting people know, but
[1:58:49] there
[1:58:50] ll be daily signs that
[1:58:51] let people know like, go to
[1:58:53] this space for this equipment
[1:58:54] goal here for this equipment,
[1:58:55] our goal here for the strength
[1:58:57] training equipment. So there
[1:58:59] be plenty of information coming
[1:59:00] for people to know where they
[1:59:02] can go and where they can
[1:59:04] utilize their equipment so that
[1:59:06] their typical routines. The,
[1:59:07] the biggest impact will more
[1:59:08] than likely be our treadmills.
[1:59:09] We don
[1:59:10] t have enough electrical
[1:59:11] spaces
[1:59:13] in order to house the number of
[1:59:15] terminals that we typically
[1:59:16] have on the floor, so we
[1:59:18] have at least some options and
[1:59:19] then like I said, we
[1:59:20] ll create
[1:59:22] other options for people to
[1:59:23] utilize to get their workouts
[1:59:25] in.
[1:59:27] Um, then I
[1:59:28] m moving on to just
[1:59:31] re um our regular recreation
[1:59:33] programs, as Brian said, all
[1:59:34] the work that he does, we have
[1:59:36] to to some degree we
[1:59:36] re the
[1:59:37] ones that in our department
[1:59:38] that create those rental
[1:59:40] permits and create those and
[1:59:41] schedule those activities out
[1:59:44] and so, um, our staff are busy
[1:59:47] on doing that. Uh, we currently
[1:59:50] have 311 programs that are
[1:59:52] being offered right now and we
[1:59:53] have about 1,081 participants
[1:59:55] that have registered for those
[1:59:56] programs. Those are things like,
[1:59:58] like football, soccer
[2:00:02] swimming lessons, etc
[2:00:03] On SEPTEMBER 19th, we
[2:00:03] re going
[2:00:06] to be offering our third year
[2:00:08] of the 5th quarter events. It
[2:00:09] a collaborative program that we
[2:00:10] offer with the school district
[2:00:12] with the sparc program and so
[2:00:15] at that we usually have up to,
[2:00:18] well, actually last year we had
[2:00:20] over 200 students participate
[2:00:22] in that, that were in grades 6
[2:00:23] through 8. So we actually
[2:00:23] closed down, it
[2:00:24] s after the
[2:00:26] bmcc closes. We started at 9:30
[2:00:28] at night and we go till 11:30
[2:00:30] at night and
[2:00:32] we open up our facility for
[2:00:33] those young people to come and
[2:00:35] have fun and we create
[2:00:36] different stations and
[2:00:37] activities for them to
[2:00:38] participate in, um, it
[2:00:38] s really
[2:00:41] great, really well attended
[2:00:41] event and it
[2:00:43] s a lot of fun. Um,
[2:00:45] and then Al talked a lot about,
[2:00:46] um, some of the fall programs
[2:00:47] that he has coming up, so I
[2:00:49] going to skip those that I have
[2:00:50] on my list. And then we just
[2:00:52] have a lot of ongoing tasks,
[2:00:52] which I think I
[2:00:53] ve mentioned to
[2:00:55] you all in the past, um,
[2:00:57] working on the 2026 budget,
[2:00:59] kind of finishing and refining
[2:01:00] that, monitoring the 202
[2:01:03] 5 budget. Um, software review
[2:01:06] is ongoing for narrowing that
[2:01:07] down and hoping to have a
[2:01:09] decision in the next 30 to 60
[2:01:13] days on a future, um, facility
[2:01:15] and reservation software
[2:01:16] program that would replace the
[2:01:16] current.
[2:01:18] Software system that we have,
[2:01:18] which just doesn
[2:01:19] t really work
[2:01:20] very well for us.
[2:01:21] Can I ask you a question about
[2:01:23] that? With the new software
[2:01:35] system Yes, yes, um, so many
[2:01:35] improvements it
[2:01:37] s um I was just
[2:01:38] telling Adam today we had
[2:01:39] another meeting with them this
[2:01:40] morning, so we went through the
[2:01:42] financial aspects of of the
[2:01:44] software and
[2:01:46] I don
[2:01:47] t want to get too excited
[2:01:48] because, you know, it always
[2:01:49] feels like it
[2:01:49] s maybe too good
[2:01:51] to be true, but it sure feels
[2:01:52] like it
[2:01:55] s um, a really great
[2:01:57] software company um, what I
[2:01:58] hearing about the customers
[2:02:01] that are currently utilizing
[2:02:02] the software. There
[2:02:03] s no red
[2:02:04] flags. There
[2:02:05] s no significant
[2:02:07] issues with, with the software
[2:02:07] from what I
[2:02:09] m hearing so very
[2:02:10] cautiously optimistic that it
[2:02:11] gonna be a huge improvement for
[2:02:12] us. I mean, obviously there
[2:02:12] s a
[2:02:14] lot of work to do to transition
[2:02:16] to that new software system
[2:02:16] and it
[2:02:17] s going to take a lot of
[2:02:19] time and planning, but, um,
[2:02:20] re, we
[2:02:21] re excited to get
[2:02:23] moving towards that.
[2:02:24] Will it make sure that I scan
[2:02:26] the right kid with the right
[2:02:27] card when I come in with my 3
[2:02:29] kids should be able to have
[2:02:31] iPads that would then, um, you
[2:02:32] would just scan and go like,
[2:02:34] you would just be able to have
[2:02:36] your use your
[2:02:37] you they, they would have an
[2:02:38] app and you would have your qr
[2:02:39] code right here. Oh, that
[2:02:39] s so
[2:02:41] cool and you just, yeah, I
[2:02:42] signed into the activity that
[2:02:42] you
[2:02:43] re registered for and it
[2:02:44] would pop up and say, oh, are
[2:02:45] you here for swimming lessons
[2:02:48] or are you here, you know, so
[2:02:48] at least that
[2:02:49] s what it sounds
[2:02:50] like. So a lot more to come,
[2:02:52] re still just in the demoing
[2:02:55] stage, but, um, as we begin
[2:02:56] transitioning and starting to
[2:02:58] implement the software we
[2:02:59] re, we
[2:02:59] re very cautiously
[2:03:00] optimistic that it
[2:03:01] s gonna be a
[2:03:02] great improvement. You had me
[2:03:02] no matter what it
[2:03:03] s going to be
[2:03:04] better than what we have.
[2:03:05] Um, I think that that
[2:03:06] s really,
[2:03:08] um, the majority of my update,
[2:03:08] um, and we
[2:03:09] re also obviously
[2:03:11] starting to work on our winter
[2:03:12] brochure. So I
[2:03:13] ll stand for any
[2:03:15] questions. Great.
[2:03:17] Thank you. Julie, uh, very much,
[2:03:20] uh, any questions for Julie?
[2:03:23] Comments? I just have a comment,
[2:03:24] uh, I already texted out
[2:03:25] because I thought his
[2:03:27] presentation was awesome, but
[2:03:27] s so I
[2:03:29] ve worked with them
[2:03:30] forever, but it
[2:03:31] s so awesome to
[2:03:32] see him like really jumping
[2:03:33] into it. He
[2:03:34] s so enthusiastic
[2:03:35] about it. So I feel like we
[2:03:37] really lucky to have somebody,
[2:03:39] uh, you know, in charge, who,
[2:03:39] who
[2:03:41] s that excited about it.
[2:03:43] Lots of energy, yes, yes.
[2:03:43] Thank you. I
[2:03:44] ll share that with
[2:03:47] him. Thank you. Mhm.
[2:03:49] Ok. Anything else? Thank you,
[2:03:51] Julie, very much and Adams back
[2:03:54] to you, please, for the, uh,
[2:03:55] park superintendent or excuse
[2:03:58] me for the, uh, well, for the,
[2:04:00] the whole director update
[2:04:01] business.
[2:04:03] Have any comments this evening.
[2:04:05] Excuse me. Are you sure? You
[2:04:06] want to think about that,
[2:04:06] Julian
[2:04:07] s such a wonderful job.
[2:04:08] I, I don
[2:04:09] t have any additional
[2:04:11] comments. Wow, amazing. Ok. Do,
[2:04:13] does anybody have any questions
[2:04:17] for Adam or comments, or?
[2:04:19] Once again, things, uh, just
[2:04:21] seem to be running so well here,
[2:04:23] and I participate 4 days a week
[2:04:25] and, and it just, uh, just a
[2:04:28] pleasure to be here and to, and
[2:04:30] so many, uh, and so much energy
[2:04:35] and, and so well, um, uh.
[2:04:37] Running and uh then of course
[2:04:38] in our park system just with,
[2:04:39] s a jewel, you know, what we
[2:04:41] have here and uh
[2:04:43] um, so thank you, thank you all
[2:04:45] so much for what you do and
[2:04:46] Adam for the leadership you
[2:04:49] provide and
[2:04:50] and uh at this point, we
[2:04:52] going to go to Commissioner
[2:04:55] comments to see, um, kind of
[2:04:56] try to keep it to 30 minutes,
[2:04:58] if you would each, um, that
[2:05:00] would be appreciated at this
[2:05:01] hour. So, Nikki, what do you
[2:05:02] have? No, it
[2:05:04] s past my bedtime,
[2:05:05] huh. I got nothing. You don
[2:05:08] have, ok. Have, ok. Look,
[2:05:09] saying have, ok., we
[2:05:11] re good.
[2:05:13] Sandy, Luisa, thank you,
[2:05:14] everyone. Ok, no comment, no
[2:05:16] comment, no comment either.
[2:05:17] Goodness gracious.
[2:05:18] All right, we
[2:05:19] ve come to the
[2:05:20] end of another meeting, and I
[2:05:24] will entertain a motion to
[2:05:26] adjourn this particular meeting.
[2:05:29] s your 2nd.. 0, 2nd. All
[2:05:31] right, Nikki seconds, all in
[2:05:33] favor of adjourning the meeting.
[2:05:34] Uh, please signify by saying hi,
[2:05:36] hi, and he opposed. All right,
