[1:48]
sent the changes. We were all going to
[1:51]
talk about that. I sent those to Terry
[1:52]
and a few other folks to get their their
[1:55]
feedback.
[1:57]
And um I'm just curious if you guys have
[2:00]
feedback as well or would you like to
[2:02]
hear Terry's first and we can do his
[2:06]
event at the same time? What I hear to
[2:09]
hear a user.
[2:10]
>> Yeah, I would love to hear from people
[2:11]
that are going to use it.
[2:12]
>> Yeah. Go ahead, Terry.
[2:13]
>> I mean, the changes that you proposed to
[2:15]
me, you know, seems great. I mean, it's
[2:17]
more efficient for you guys to not have
[2:19]
to deal with the same old thing and take
[2:20]
time and as an event planner, too, to
[2:23]
not have to go through that, you know,
[2:24]
form every year. Um, or an abbreviated
[2:27]
version of it would be great. Yeah,
[2:29]
>> nothing really changes in our event
[2:31]
premier year unless um there's a traffic
[2:34]
change which we could alert one to cuz
[2:36]
one year the uh the bridges out on
[2:39]
school street changed our course
[2:41]
>> right
[2:42]
>> you know but that other than that I
[2:43]
don't think I've changed anything over
[2:44]
the years um co it changed too obviously
[2:48]
>> right
[2:49]
>> um but uh from year to year it's just
[2:51]
pretty much the same thing so it's a lot
[2:54]
easier it's sort of an assumed thing
[2:56]
that typically lesser
[2:59]
There should be a clause there that says
[3:00]
if there's any major change,
[3:03]
>> you know, you need to be alerted.
[3:05]
>> Yep, I do have that in there.
[3:07]
>> Any major changes to the event would
[3:09]
require the organizer to resubmit a
[3:11]
special event permit
[3:13]
>> and seek approval from the select board.
[3:15]
>> Yeah, sounds good.
[3:16]
>> Um, I know David had a concern at the
[3:19]
last meeting about whether or not um we
[3:22]
would be doing a disservice to the event
[3:24]
and not putting you in front of the
[3:25]
select board and getting a little bit
[3:27]
more promotion or communication. So, any
[3:32]
concerns about that?
[3:33]
>> Um, yeah, I I guess you know that is a
[3:36]
valid point, but I I think that the
[3:38]
event
[3:39]
>> I'm I'm not concerned about it for my
[3:40]
event. I don't know if other event
[3:43]
>> Yeah.
[3:43]
>> planners have expressed that. Uh, we
[3:46]
tend to get the word out with our email
[3:48]
list, with Facebook, with um, you know,
[3:51]
word of mouth, with Next Door. Um I'm
[3:55]
not so sure that uh the select board
[3:57]
meeting is is a major form of getting
[4:00]
the word out and getting the public in
[4:02]
this. You know, it was something to
[4:04]
consider. For sure.
[4:05]
>> Well, we can certainly put it under
[4:07]
announcements
[4:09]
>> and we can also put it on the website
[4:11]
too so that we're at least talking about
[4:13]
it.
[4:14]
>> Yeah. Okay.
[4:14]
>> Um that's one thought. Any other
[4:17]
questions or comments from
[4:20]
>> No, I was just looking through the
[4:21]
application. It is very lengthy. If
[4:23]
you're going to do it every single year
[4:24]
and you're just changing it, it's it's
[4:26]
something that I would support
[4:30]
those that are going to have events
[4:32]
yearly, which we have half a dozen or
[4:34]
more that we
[4:37]
um streamline the system for them
[4:39]
because we've got all the information at
[4:41]
one time unless like you said something
[4:43]
changes.
[4:43]
>> Yeah. But if uh if there's an event
[4:46]
coming up, it is best if you come in and
[4:49]
say, "Hey, we got this event coming up."
[4:51]
And you got to fill out the paperwork,
[4:52]
but as a free advertisement kind of
[4:54]
thing for through the uh select board, I
[4:56]
think that would be
[4:58]
>> uh an outstanding thing to do. So, um I
[5:01]
agree this is a long process. Uh I was
[5:03]
just looking through all the pages and
[5:05]
that and if you're doing it every single
[5:07]
year, I mean, you could just rubber
[5:09]
stamp it most of the time.
[5:12]
So I we will be discussing this a little
[5:14]
bit later too on
[5:16]
>> I'd like to just if you guys are okay
[5:18]
with it I'd like to just do it now so
[5:19]
that we could in fact um cuz we were
[5:22]
talking last time about entertaining
[5:24]
doing Terry's as the first one
[5:28]
>> and I can um in talking with Becky and
[5:30]
Andrea I can put it as a condition on
[5:33]
this particular application. So that
[5:35]
would take care of that need. Um, but I
[5:39]
just wanted to make and I wanted to make
[5:41]
sure that each person who has to go
[5:43]
through this feels okay with it. The
[5:46]
original suggestion came from Bob Henry
[5:48]
when we were talking last fall. So, um,
[5:52]
>> again, just just going through the whole
[5:53]
thing as far as doing that. I I think if
[5:55]
you're uh going to be here annually that
[5:59]
unless something drastically changes, we
[6:01]
should have u uh simplify the forms for that kind of application. If you're
[6:07]
new, you you fill out the full
[6:09]
application. If you're not and you're
[6:11]
just you would just be amending the
[6:14]
application with a new date and unless
[6:17]
circumstances change.
[6:18]
>> Yeah. Maybe like if it was a onepage
[6:20]
form that check box is like something's
[6:22]
changed, saying that just alerted that
[6:25]
still happening.
[6:26]
>> And again, it would be
[6:28]
>> a little bit of an advertising. I guess
[6:29]
if there's just a one page kind of
[6:31]
>> Yeah. And again,
[6:33]
uh, probably a week or so before we'd
[6:35]
like to have some representative come
[6:37]
from whoever it is just to speak at, you
[6:40]
know, what it is. Again, people probably
[6:42]
know, but just to get it out there.
[6:45]
>> Sure.
[6:45]
>> So,
[6:46]
>> yeah. So,
[6:47]
>> if you want to.
[6:48]
>> Yeah. Yeah.
[6:49]
>> Well, yeah.
[6:50]
>> It's not a bad idea. It doesn't take
[6:52]
much time. It's on my way home from
[6:53]
work. So,
[6:54]
>> yeah. And with this as far as
[6:56]
>> I'm thinking on things like this um we
[6:59]
could do the announcements possibly at
[7:00]
the beginning of the meeting just as a
[7:02]
regular like review of what's going on
[7:04]
in Northfield to be a little bit more
[7:06]
community focused
[7:09]
um on our announcements. A lot of times
[7:11]
it's, you know, certain deadlines and
[7:13]
things like that, but we do want to be
[7:15]
promoting like what the recreation,
[7:16]
especially all the recreation
[7:19]
>> things like this past weekend was so
[7:22]
loaded. And I guess um also Misha said
[7:25]
that there was so much going on that she
[7:27]
couldn't because of the rain reschedule
[7:29]
the dog show because there's so much
[7:31]
going on in Northfield.
[7:33]
>> Um so this is a policy change. we can
[7:36]
work on the um Becky had some ideas on
[7:38]
what would make sense for her too. I
[7:40]
want to make sure that it works for the
[7:42]
town administrative assistant. I think
[7:44]
as long as we're okay with the concept
[7:48]
of that it would be approved for
[7:50]
multiple years. I'm just assuming three,
[7:52]
but I needed your feedback on that. And
[7:55]
I'm also assuming I I wrote in here that
[7:57]
the event organizer, so in this case,
[8:00]
Terry and and others from Monster Dash
[8:04]
must continue to notify and coordinate
[8:06]
with the town administrative assistant,
[8:08]
police chief, EMS chief, fire chief,
[8:10]
highway superintendent and
[8:12]
superintendent, I mean sewer
[8:14]
superintendent in a timely manner. So
[8:17]
your application would basically remain
[8:19]
the same, but your um
[8:21]
>> communication,
[8:21]
>> you would still do the communication and
[8:23]
coordination. So, yeah.
[8:27]
>> Anything else?
[8:29]
>> No.
[8:29]
>> Okay. Are you guys okay with this
[8:31]
change? And then, um, Becky and Andrea
[8:34]
can work. Mostly Becky can work on the
[8:36]
details. We could even put some of this.
[8:38]
Do you have any thoughts, Becky? I know
[8:40]
we could do an online um, you know,
[8:43]
we've streamlined another form and we
[8:45]
could put it online, too. That would be
[8:47]
easier. And then it just mails it into
[8:49]
the town administrative assistant.
[8:51]
>> Yeah. Yeah.
[8:53]
Okay. All right. Um
[8:58]
Bernie, do you have any thoughts? Are
[8:59]
you okay with the policy?
[9:02]
>> Yeah, I think it's fine.
[9:03]
>> Okay. Shane, are you okay with the
[9:05]
policy? Um, so are we seeing three years
[9:07]
then?
[9:08]
>> That seems to be the the time span that
[9:11]
we use for most everything.
[9:12]
>> Yeah, like policy review and all of
[9:14]
that. Yeah. Okay. So, we'll just fit
[9:17]
that into like our policy review
[9:18]
schedule, too.
[9:20]
>> There.
[9:20]
>> You only see us every 3 years.
[9:24]
Not unless you want to come. [laughter]
[9:26]
>> You can come in and crash anytime. Okay.
[9:29]
So, I'll entertain a motion to approve
[9:32]
the changes to the special event permit
[9:35]
policy and we'll see what we come back
[9:38]
with for um streamlining the application
[9:40]
going forward. We'll leave that in
[9:42]
Becky's capable hands.
[9:45]
>> So, move.
[9:46]
>> Seconded.
[9:46]
>> All those in favor?
[9:47]
>> I I
[9:49]
>> Terry's in favor too. So, um, on to the
[9:52]
actual events.
[9:53]
>> Okay. I'll make a motion to approve the
[9:57]
Northfield Monster-5K.
[10:00]
It's on
[10:02]
October 4th, 2026 from 7 a.m.
[10:05]
>> 24th.
[10:06]
>> Oh, 24th. That's right.
[10:09]
>> Near October 4th here. Okay.
[10:11]
>> October 24th 24th.
[10:14]
>> All right.
[10:14]
>> Thank you. That's what I get for reading
[10:16]
that instead of this. on the 24th from
[10:20]
7:00 am till noon
[10:24]
um waving the fees as they're a
[10:26]
>> nonprofit
[10:28]
>> and this and with the condition that
[10:30]
this would be good for 3 years according
[10:32]
to the new policy.
[10:33]
>> Yep.
[10:34]
>> Okay.
[10:34]
>> Second.
[10:35]
>> All those in favor?
[10:36]
>> I
[10:38]
>> thank you.
[10:39]
Hope to see uh hope to see
[10:41]
you guys there dressed up maybe
[10:45]
>> certainly be there supporting. Yeah, you
[10:47]
can bike, you can walk or
[10:49]
>> volunteer or volunteer.
[10:52]
>> Yeah. Yeah. Yeah. If you need
[10:53]
volunteers, too.
[10:54]
>> Always. Yeah.
[10:55]
>> Oh, okay.
[10:56]
>> Yeah. Yeah. The church is getting
[10:58]
smaller and smaller. Uh so it's hard to
[11:01]
get enough volunteers sometimes. So
[11:03]
yeah.
[11:04]
>> Okay. So we'll put that out there there
[11:05]
that see that's the kind of thing that
[11:07]
we would put in the announcements like
[11:08]
if you're and if anything if you want to
[11:11]
put anything on the website, talk to
[11:12]
Becky as well. We'll put a little
[11:14]
announcement and send it out.
[11:16]
>> Okay.
[11:16]
>> Yeah. Cool.
[11:18]
>> Great. Thank you.
[11:19]
>> Thank you.
[11:21]
Awesome.
[11:24]
» Okay. No. Trinity Solar. Um
[11:28]
Tom, you want to come up?
[11:32]
We'll get going with you sooner rather
[11:34]
than later.
[11:41]
» Hello.
[11:42]
How's it going?
[11:44]
>> Good.
[11:45]
>> Any um first of all, anything going on
[11:47]
like weatherwise? Well, we know there's
[11:49]
weather going on, but anything uh I
[11:52]
always think of you when when there's
[11:53]
weather. [laughter]
[11:55]
>> Nothing exciting going on.
[11:57]
>> No. And we know winter's coming. So,
[12:00]
yeah. Okay.
[12:00]
>> Dreading it, but we know what's coming.
[12:02]
>> Yes. Yes. All right. Where would you
[12:04]
like to start? [clears throat]
[12:06]
>> Whatever you want.
[12:08]
You can do projects that we've done or
[12:11]
>> Sure. I mean, a lot of stuff that we've
[12:14]
done, we of course everybody knows
[12:16]
Highland a all that area was paid,
[12:18]
>> right?
[12:19]
>> We still got a little a few more issues
[12:21]
here or there. Uh there's a water line
[12:23]
issue up there that I'm hoping they get
[12:25]
fixed.
[12:26]
>> Oh, where about
[12:27]
>> right by the golf course? It's been
[12:29]
leaking for a year.
[12:30]
>> Okay.
[12:31]
>> That's the one that let go a while ago.
[12:33]
One of them.
[12:34]
>> Yeah, it's a water shut off. They I
[12:36]
don't know why they haven't dug it up.
[12:38]
It's getting worse. So, I've emailed
[12:40]
them and contacted them because it's
[12:43]
starting to wash out into the road. The
[12:44]
water's out in the road every morning
[12:46]
now. So, I mean, it's just going to be a
[12:47]
nice problem come winter time. Before it
[12:50]
kind of stayed off the side of the road,
[12:52]
I think it's cuz everything.
[12:56]
Um, we still got one more swale to do on
[13:01]
Burnham Road from the paving up there.
[13:04]
We're trying to get caught up this week
[13:05]
on that.
[13:08]
uh several coverts all around town that
[13:10]
have either collapsed or in the verge of
[13:13]
collapsing. We replaced. We still got
[13:14]
more to do with the weather holds out.
[13:18]
Uh the big project on War Road that we
[13:20]
were going to do, we put on hold because
[13:22]
we had a bunch of rain the week we were
[13:24]
supposed to start.
[13:26]
And the water department still doesn't
[13:28]
have
[13:30]
they had a contractor. They had some of
[13:33]
the pipe. They didn't have I don't think
[13:35]
everything. So, they put it on hold till
[13:39]
next summer. The permits are good for 3
[13:41]
years.
[13:42]
>> I'm hoping the water department I think
[13:45]
they were talking about getting all the
[13:46]
stuff now so they have it, the pipe, the
[13:49]
fittings.
[13:51]
>> Um, but it got so wet for a while. We
[13:54]
got to control the water every day and
[13:55]
that's that could be a problem down
[13:58]
there as to where we pump it, how we
[14:00]
pump it.
[14:02]
So hopefully it'll be dry come June next
[14:05]
year. We'll be able to do it right off
[14:06]
like after school closes. Um so we don't
[14:09]
have to worry about the buses cuz it's
[14:11]
going to be closed down for probably 3
[14:12]
weeks, 3 to 4 weeks by the time we dig
[14:14]
it all out and do the whole project. But
[14:18]
we are so everybody knows tomorrow we're
[14:21]
running a skim coat of black top to get
[14:23]
it through the winter cuz it is bad. Not
[14:26]
saying it's not. So we're going to patch
[14:28]
it all tomorrow.
[14:30]
Um,
[14:30]
>> that's good. Somebody asked me if you
[14:32]
were going to touch that road up a
[14:34]
little bit.
[14:34]
>> Yeah, that's tomorrow's [snorts]
[14:35]
schedule right now.
[14:36]
>> Save me a question.
[14:37]
>> Yeah. [laughter]
[14:40]
>> Um, so that'll, like I said, will go
[14:42]
next year. Um,
[14:45]
and then we're just continue to do our
[14:46]
normal leaves grading.
[14:50]
Uh, we've been doing a lot of it's been
[14:52]
a hectic summer with tree work.
[14:54]
Obviously, you've heard here probably
[14:57]
several times on issues of trees with
[14:59]
the power company and
[15:02]
they're pretty much done.
[15:04]
>> Okay, that was going to be one of my
[15:06]
questions.
[15:06]
>> Um, they got I think a few more trees on
[15:11]
old turnpike road to take down, which
[15:13]
they were supposed to do this week. I
[15:14]
haven't seen them up there. And then
[15:15]
there were a few more on War Road. And I
[15:17]
think the project that they were doing
[15:20]
is pretty well done.
[15:21]
>> Mhm.
[15:23]
the solar project have been involved
[15:24]
with that. They finally did the
[15:27]
retention ponds that I asked for for the
[15:30]
hopefully solve some of the water
[15:31]
problem on Pine Meadow Road one.
[15:34]
>> Um,
[15:35]
>> which solar project?
[15:36]
>> The one on
[15:38]
>> the Well, they're A and B. The first one
[15:40]
you come here.
[15:41]
>> Oh. Oh, the existing the ones that have
[15:43]
already been permanent. Okay.
[15:44]
>> Yeah. There was a lot of water coming
[15:46]
[snorts] out of the field that we've
[15:47]
been trying to address.
[15:48]
>> Okay. Um, they addressed one side last
[15:51]
fall and then they they weren't going to
[15:53]
do the other side and they needed me to
[15:56]
sign off on the the curb cut and I
[15:59]
refused to sign off until we handled the
[16:01]
water cuz it overflows our drainage all
[16:03]
the time.
[16:04]
>> Okay.
[16:04]
>> Um, so they did design the retention
[16:06]
pond and put in there. We haven't had
[16:09]
what rain we've had. It's handled it
[16:11]
great. So hopefully it's problem solved.
[16:16]
We won't know unless we get one of those
[16:18]
monster rains.
[16:21]
But they they were very good after
[16:23]
everything. It took a while. A lot of
[16:26]
back and forth contacts with different
[16:27]
people, but we got it solved.
[16:32]
And then uh that's pretty much it that
[16:34]
we've done so far. We're just still
[16:36]
doing a lot of basin repairs,
[16:39]
catch basins that are failing or the
[16:42]
tops are broke or whatever. We've been
[16:44]
doing that
[16:45]
and in the next few weeks, just so that
[16:47]
everybody knows, they're going to be
[16:49]
starting a bunch of projects.
[16:52]
We're going to be starting Becky's put
[16:53]
it on the website for me, but it's all
[16:56]
subject to weather.
[16:57]
>> Yeah.
[16:58]
>> But Dickinson Street's supposed to be
[17:00]
ground on the the 12th
[17:03]
and graded and then paving hopefully the
[17:06]
13th.
[17:08]
School Street, the small portion from
[17:09]
the fire station to the intersection of
[17:12]
East Street. Yep.
[17:13]
>> is going to get paved at the same time,
[17:15]
the 13th, 14th area. East Street's going
[17:19]
to get ground next week. And then the
[17:22]
sewer department's going to change all
[17:24]
their sewer covers. So, if people can
[17:27]
avoid East Street, it would be helpful.
[17:30]
I mean, we'll have it so residents can
[17:32]
get home in and out.
[17:33]
>> It's just going to be hectic with the
[17:35]
grinding going on and then they all the
[17:37]
sewer manholes have to be changed and
[17:39]
they're [snorts] all down the middle of
[17:40]
the road. Um, so and then they're going
[17:43]
to go over to St. Mary Street. This is
[17:48]
all within the 13th and 14th on the
[17:51]
pavement hopefully, weather permitting.
[17:53]
>> Yeah.
[17:53]
>> And then old Turnpike Road, the top
[17:56]
portion, they're going to they're going
[17:57]
to completely rip that up, grade it cuz
[18:00]
it's all broken up, uh, and pave that
[18:04]
the same time. So,
[18:06]
>> Mhm.
[18:06]
>> It's going to be busy out in the general
[18:08]
area, just so people know.
[18:10]
We're going to have a couple detours set
[18:12]
up when we start the pavement to make it
[18:14]
easier.
[18:15]
>> Mhm.
[18:18]
>> Yeah.
[18:18]
>> So, that's the fall
[18:21]
harra, I guess you want to say.
[18:23]
>> The last harra before the
[18:25]
>> Yeah.
[18:26]
>> Um, so this is all on the website. I
[18:29]
just noticed cuz I got the email
[18:30]
announcement. Thank you very much. Uh,
[18:32]
cuz when she posts it, it actually sends
[18:34]
out an email, too. Mhm.
[18:36]
>> Um so if people aren't signed up for
[18:38]
that um they might want to be signed up
[18:40]
for that. So then as she changes
[18:42]
announcements then they would get
[18:43]
notices.
[18:45]
>> Um is there
[18:45]
>> we're trying to tell all the residents
[18:47]
as we're working on the roads if
[18:49]
somebody comes to town to expect delays
[18:51]
or
[18:52]
>> Okay.
[18:52]
>> I mean Dickinson Street is pretty easy.
[18:54]
There's only four houses on so it's
[18:56]
pretty simple. Right.
[18:57]
>> We were trying to do it on a Monday when
[18:59]
the library is closed but
[19:01]
>> and you don't have the food pantry on a
[19:03]
Saturday without Yeah, exactly. They got
[19:05]
to grind that whole road. So that's why
[19:07]
it's going to take a little longer and
[19:09]
so the pavement won't be till the end of
[19:10]
the week. So we'll try to get it figured
[19:13]
out as to how we can get people in there
[19:15]
if they have to get into the parking
[19:16]
lot.
[19:17]
>> Mhm.
[19:18]
>> Okay.
[19:18]
>> Um cuz that's just going to be a base
[19:20]
coat there cuz that's going to be oil
[19:22]
and stone next year. So that they can
[19:26]
drive on that sooner than like East
[19:28]
Street's going to be a final coat and
[19:30]
they'll mark it up if they drive on it
[19:32]
too soon.
[19:32]
>> Mhm.
[19:34]
most of the roadside. We got our new
[19:36]
roadside mower.
[19:38]
>> Yay.
[19:39]
>> He's been Yep.
[19:41]
>> Uh he's almost done. We've done the
[19:43]
whole town almost three times this year
[19:46]
>> between all the mowing and stuff.
[19:48]
>> Mhm.
[19:49]
>> Which people have been really happy
[19:50]
about cuz they can see through
[19:52]
intersections and
[19:53]
>> Yeah.
[19:54]
>> other things. I mean, the new mower has
[19:56]
only been going for about a month and a
[19:57]
half.
[19:58]
>> Mhm. But it makes a big difference cuz
[20:00]
he can reach a little further and it
[20:03]
does a lot better job than the old one
[20:05]
was doing. So I do notice a difference.
[20:09]
We just had a little We have a little
[20:10]
snap of one of registrations. But
[20:13]
>> oops.
[20:14]
>> Really?
[20:15]
>> Did you get pulled over?
[20:16]
>> No.
[20:16]
We can't get it registered. I have
[20:18]
to go to Springfield and try now.
[20:20]
>> Oh, no.
[20:21]
>> It's a specialty plate and nobody can
[20:23]
explain why. Cuz our last one was
[20:24]
registered.
[20:25]
>> Yeah.
[20:26]
>> Normally.
[20:26]
>> Oh, interesting. probably because they
[20:28]
want more money.
[20:29]
>> Well, the last one I I think we figured
[20:32]
out a lot of it is because it's a John
[20:33]
Deere tractor with a mowing attachment
[20:35]
on it.
[20:36]
>> This is a full
[20:37]
>> This is a mower attachment that's made
[20:39]
by this. It's not a John Deere tractor,
[20:42]
but the town of Greenfield's going
[20:44]
through the same problem. Um I talked to
[20:47]
them because I asked what they did and
[20:48]
they said, "I don't know. What are you
[20:50]
doing?" Because every they've been to
[20:52]
two registries in Boston and they won't
[20:54]
register it. So, I got to go to what is
[20:57]
it? The specialty plates
[20:59]
in Springfield and try to otherwise we
[21:02]
got to petition Boston registry is what
[21:04]
we've been told.
[21:06]
>> Really? It's kind of bizarre.
[21:10]
>> Okay.
[21:11]
>> But I talked to the insurance company
[21:13]
and they said we're okay. We got the
[21:15]
lights, we got the triangle, and we're
[21:17]
insured. So,
[21:20]
» great. [laughter]
[21:22]
>> Done. We've got all our new trucks. The
[21:26]
two trucks that we've had on order for a
[21:28]
long time, we have those during service.
[21:30]
>> Great.
[21:32]
>> Um,
[21:34]
other than that, we're moving forward.
[21:36]
>> Okay.
[21:37]
>> Old window road. There were some issues
[21:39]
last year, end of last year, beginning
[21:41]
of this year, upper and lower. Are those
[21:43]
were those taken care of?
[21:45]
>> As in the plowing portion,
[21:46]
>> plowing and
[21:48]
this year because they're dirt. So we go
[21:51]
to two different
[21:52]
>> one you we only salt the black top and
[21:55]
then the truck has to go back after
[21:57]
we're done salt and then they go back
[21:58]
and sand.
[22:00]
>> So we switch out and do the dirt roads
[22:02]
after.
[22:03]
>> Okay.
[22:03]
>> And depending on the routes are going to
[22:06]
change a little this year. So depending
[22:08]
on the trucks that are up there, some of
[22:10]
the trucks can't even turn around on the
[22:11]
top. So the big the big truck will go
[22:14]
down to um Cody Sison's parking area
[22:18]
>> cuz it's big enough for him to turn
[22:19]
around there. And then the
[22:20]
subcontractors
[22:22]
>> go beyond there. But the subcontractors
[22:24]
are sometimes a little
[22:26]
>> later than what the bigger truck goes
[22:28]
down. Depends on,
[22:30]
>> you know, how soon they cuz the the
[22:32]
subcontractor goes down like four mile
[22:34]
brook and does that all the dirt roads
[22:37]
down that way. Then it comes back up and
[22:40]
goes the two ways out the dirt roads.
[22:43]
>> So you're doing um the lower end of old
[22:46]
window road. You're pushing the
[22:48]
embankment back, fixing that up. Is that
[22:50]
for drainage more than
[22:51]
>> drainage next year? Getting started on
[22:53]
that and plus the place for the snow to
[22:55]
go cuz we always had a problem like we
[22:56]
do on Alexander Hill. The snow, they're
[22:58]
all high banks.
[22:59]
>> We're going to be able to push.
[23:00]
>> So yeah, the snow would all fall back
[23:02]
down on the road. So we got that area
[23:04]
for the snow to go. We got to do
[23:06]
drainage there next year and then we're
[23:08]
going to pave the whole thing.
[23:09]
>> The whole road.
[23:10]
>> Well, yeah. Hopefully up to old window
[23:14]
the intersection of Lyman
[23:17]
uh that area.
[23:20]
>> Can we talk a little bit more about is
[23:23]
the drainage work going to help with um
[23:26]
I'm just thinking wanted to make sure
[23:28]
that we updated I think we talked a
[23:30]
little bit. I went back and looked at my
[23:32]
notes. Your last update was in June and
[23:35]
we had a I mean you went through
[23:37]
basically I think almost everything so
[23:40]
far, but then we talked about and we did
[23:43]
this last year of what we could actually
[23:46]
do with Old Wendle because we set aside
[23:50]
what was it $150,000
[23:53]
to actually fix past Cody Sison.
[24:00]
It was the the 150 was for I think it
[24:03]
was 200,000
[24:04]
>> 200,000
[24:05]
>> that was for engineering to figure out
[24:07]
what it was going to cost us to either
[24:09]
do the whole road portions of the road
[24:12]
how we were going to do it. So the
[24:14]
survey has been done and then we've been
[24:16]
back and forth
[24:18]
the not the sur the whole study I guess
[24:21]
I should say with the engineering. Um
[24:23]
they've done that. We have copies of
[24:25]
that. We're trying to get some bigger
[24:26]
copies.
[24:27]
>> He emailed me today. I asked him, he's
[24:29]
going to send me some of the survey
[24:30]
portion large.
[24:33]
>> And we, me and Andre have talked about
[24:36]
coming to certain portions of it and ex
[24:39]
expanding to make a good turnaround for
[24:41]
plow trucks.
[24:42]
>> Mhm.
[24:42]
>> And to solve some of the problems, but
[24:44]
there's still a lot of work. The
[24:46]
drainage all has to be improved. But if
[24:49]
we were to go,00 It's approximately,
[24:51]
1100 ft on both the lower end that's not
[24:54]
maintained now from where we stop. going
[24:57]
up, 1100 feet and then at the top coming
[25:00]
down, 1100 feet.
[25:02]
>> There's good places to make turnarounds
[25:04]
for the plow trucks. Yeah. And
[25:06]
everything else.
[25:07]
>> And then from that portion down, we have
[25:10]
to decide or you guys have to decide how
[25:12]
we want to proceed with it,
[25:15]
>> whether we're going to just not maintain
[25:17]
it
[25:18]
or there's been some ideas thrown
[25:20]
around,
[25:21]
>> right? I talked to to legal. I mean
[25:22]
there's obviously you have two well you
[25:24]
have three you can do nothing but I
[25:26]
think we've talked about not continuing.
[25:28]
>> Well I just want to make sure we're
[25:29]
keeping the because we had the petition
[25:31]
from all the residents in that area. So
[25:34]
I just want to make sure that we're
[25:35]
identifying clear and I know these
[25:37]
things take a while. I just want to make
[25:38]
sure that we're laying out the steps
[25:40]
properly and making sure they feel
[25:43]
>> okay things are moving forward even
[25:45]
though it takes a while and we're doing
[25:46]
things in chunks here and there. Um,
[25:49]
>> I think the idea of doing the 1100 on
[25:51]
each side is getting to where where
[25:53]
people are currently accessing where we
[25:55]
see some people currently accessing plus the homes that are on the dirt
[25:59]
portion. But but even beyond that,
[26:00]
there's a few people that access a
[26:02]
couple points and where they can safely
[26:04]
turn around and then after that the road
[26:07]
actually becomes impassible because no
[26:10]
one is accessing through ledge trees
[26:13]
growing.
[26:14]
>> So um what to do at that point? So Tom
[26:17]
has identified where he thinks it makes
[26:19]
sense to stop on each end,
[26:21]
>> right?
[26:22]
>> And put in road, you know, and that'll
[26:24]
be some expense to that. He's going to
[26:25]
price that and do a project, but then it
[26:28]
would be done.
[26:29]
>> Um, and then you have to determine from
[26:32]
those two new end points what you want
[26:35]
to do with the middle section. And we
[26:38]
had pretty survey
[26:40]
>> the middle section, the impassible
[26:42]
section, if you will.
[26:43]
>> Correct. the section there.
[26:45]
>> Hasn't been maintained yet.
[26:46]
>> So, we're clearly stating that we're not
[26:48]
planning on doing I just want to state
[26:51]
the obvious. We're not planning on
[26:52]
cutting through and and connecting the
[26:54]
two pieces.
[26:55]
>> That's millions of dollars.
[26:56]
>> No, I know. Um but I just wanted to make
[26:58]
and periodically I think like an Amazon
[27:01]
driver or somebody would like attempt
[27:02]
to, you know.
[27:03]
>> Yeah. But barring uh GPS errors aside,
[27:09]
um we're just clearly stating that we
[27:11]
need to there's a number of different
[27:12]
things that we would need to do even
[27:14]
when we're stating the obvious on either
[27:16]
side. So the top part of the lower
[27:19]
portion and the low part of the top
[27:21]
portion of Old Wendell Road and then
[27:24]
ignoring that piece in between. So can
[27:26]
you just explain those steps and I'd
[27:29]
like to be able to lay out some sort of
[27:31]
schedule even if it's just
[27:33]
>> so
[27:34]
done the first part which is to measure
[27:36]
from the current maintained portions and
[27:38]
to really mark out where it should stop
[27:41]
for the safety of their vehicles and for
[27:43]
where people are no longer using
[27:44]
>> so that it works for
[27:46]
>> and then he's going to work on turning
[27:47]
that into cost estimating how much work
[27:49]
has to be done. He's got drainage, road
[27:52]
maintenance. I mean obviously you don't
[27:53]
just pave um survey that was conducted
[27:58]
by Thai and bond which we did in this
[28:00]
report I think it's going to turn out to
[28:02]
be necessary it's going to turn out to
[28:05]
be enough to establish any proposed
[28:08]
further
[28:10]
option with that road if it's going to
[28:12]
be a discontinuence of the road between
[28:15]
those two points or what they call a
[28:17]
discontinuence of maintenance.
[28:20]
So, there's two options there. Um,
[28:22]
discontinuing of the road is literally
[28:25]
an extinguishment of the public's right
[28:27]
to use the road. I mean, it's it's a got about 10 meetings. You have
[28:32]
to you it's it's a much more complicated
[28:34]
and the road essentially goes away. So,
[28:37]
the people who have land in between
[28:39]
literally lose access. So, that didn't
[28:41]
seem the optimal
[28:43]
or or the public people who walk it.
[28:45]
There's some of the land in there's
[28:47]
conservation land. like it just didn't
[28:49]
seem that was our first best choice. So,
[28:54]
one of one of the things we talked about
[28:56]
was a discontinuence of maintenance, not
[28:59]
the discontinuing the road. Um, this
[29:02]
means the public continue to have rights
[29:04]
of travel over the road. So, people can
[29:07]
still walk it. It can connect to trails.
[29:10]
There are some properties are up there
[29:11]
owned by Mount Grace Conservation Land.
[29:15]
Um
[29:17]
that statute requires that a whole
[29:20]
outline of steps
[29:23]
and so the board would have to establish
[29:25]
if that's the route you want to take. It
[29:26]
does not require a town meeting. It's
[29:28]
actually the vote of the select board.
[29:30]
But it does require some notification,
[29:34]
public hearing,
[29:36]
posting,
[29:38]
uh, putting some things up on the town
[29:39]
clerk's office, and some advertising to
[29:41]
get the public aware. So, that's a
[29:44]
process the select board could undertake
[29:46]
before you then
[29:48]
move to vote to discontinue. And it's
[29:51]
essentially
[29:53]
when you have a public hearing, you
[29:55]
discuss that the way is abandoned for
[29:57]
because it's unused for ordinary travel,
[29:58]
which I think we don't have any real
[30:00]
problem establishing. The road is unused
[30:03]
for ordinary travel. You can't drive
[30:05]
through it. Um, so we're talking just to
[30:09]
ask a really stupid obvious question.
[30:12]
I'm thinking of Mary back in the day
[30:14]
would say, "Explain it like I'm a fourth
[30:16]
grader." So, we're just talking about
[30:18]
the options that you've laid out here
[30:20]
are for that portion in between.
[30:22]
>> Yes. Okay.
[30:23]
>> Yes.
[30:25]
After the extension that that he's
[30:27]
already looking at on both sides.
[30:29]
>> Um that's clearly people who have homes
[30:31]
that are accessing and some people who
[30:32]
are accessing a little beyond that.
[30:34]
Yeah.
[30:34]
>> There routinely and that is travelable now. Um and people do some
[30:41]
even if they park and walk in there,
[30:43]
there's some people that are using that.
[30:45]
But there becomes a point on both sides
[30:47]
where you cannot use it for for ordinary
[30:49]
travel. It is not a public way in the
[30:52]
sense that you can actually drive it or
[30:55]
almost walk it. It just a trail if
[30:57]
anything that becomes the area we're
[31:01]
talking about.
[31:04]
So there's a process you can go through
[31:07]
some determinations as a select board
[31:09]
that you would have to make and then you
[31:11]
could ultimately vote to discontinue
[31:14]
based on the survey we have very
[31:16]
specific
[31:18]
boundaries not just random
[31:22]
um then we have to file with the town
[31:24]
clerk and signs have to be posted and
[31:27]
like I said there's a process
[31:29]
>> but it is something to consider
[31:32]
>> um doing because the property has kind
[31:35]
of been in sort of a limbo for a while.
[31:38]
>> Okay. So, in the grand scheme of Old
[31:40]
Wendell Road, do we need to do and in
[31:43]
the sequencing of events, does this need
[31:45]
to be done before we can do the um when
[31:48]
we finally get to the point of paving?
[31:51]
>> I think you should do that first and
[31:53]
then you would establish the exact end
[31:57]
paving first.
[31:58]
>> Yeah. He should determine where he's
[31:59]
going to be at, you know, the end.
[32:01]
>> Correct. where he's going to maintain
[32:03]
till until Tom needs to establish that
[32:06]
mark it out. I mean, we can be doing the
[32:08]
process simultaneously, but ultimately
[32:11]
we would want that well marked and
[32:13]
delineated because we would have to put
[32:15]
people on notice,
[32:16]
>> right?
[32:18]
>> And then GPS, you probably would have to
[32:21]
change the names of one of the two
[32:23]
probably.
[32:23]
>> Well, if you want to change the names,
[32:24]
that's something you could do. uh that
[32:26]
probably has to go to town meeting to
[32:27]
vote, but you could do upper old window
[32:29]
and lower old window
[32:30]
>> and you'd have a sign that this that's
[32:32]
this big, right?
[32:33]
>> I mean, so that's that is something you
[32:35]
could do at that point. U which would
[32:38]
probably be helpful because there are
[32:40]
people who
[32:41]
>> when you say old Wendell Road, they're
[32:42]
like,
[32:43]
>> you have trucks coming up.
[32:45]
>> You kind of have to be in the know
[32:46]
>> where the numbers change. You have to
[32:48]
kind of know that.
[32:49]
>> Yeah. Okay. But at this point, right,
[32:51]
I'm going to from off the plans that
[32:53]
they gave try to establish what each end
[32:56]
is going to cost
[32:58]
for the drainage and whatnot. Then we
[33:00]
have to establish where you know how
[33:02]
much money it's going to cost. You're
[33:04]
probably talking close to a half million
[33:06]
dollars each end.
[33:07]
>> Each end. So millions.
[33:08]
>> It needs it all needs updated drainage.
[33:10]
There's some blasting that's going to
[33:12]
have to be done on the upper portion to
[33:13]
move some of the rock that's out that we
[33:16]
plow around. Now, I mean, if you're
[33:18]
going to do it and you're going to
[33:19]
>> do it and do it right,
[33:22]
>> you might as well blast the ledge and
[33:24]
get it back now,
[33:26]
>> as well as for the drainage as well. So,
[33:28]
it's
[33:29]
>> it's probably a couple year project
[33:31]
before you're done with the whole thing
[33:33]
>> at this point. So,
[33:35]
>> is that something you'd probably hired
[33:36]
out? You guys wouldn't probably be able
[33:37]
to do it, right?
[33:38]
>> No, we could do everything but the
[33:40]
blast.
[33:41]
>> Yeah. Yeah. The rest of it's all just
[33:43]
really drainage. There's a little bit of
[33:45]
tree removal, but most of it's actually
[33:47]
been done. The drainage is the big
[33:49]
thing.
[33:49]
>> Yeah.
[33:50]
>> Um, but some of the drainage has never
[33:52]
been done properly because of the ledge
[33:54]
there cuz you got to blast it. So, they
[33:56]
just kind of laid the pipes on the
[33:58]
ledge,
[33:59]
>> which you don't have the depth.
[34:03]
>> When you grade, you hit the pipes all
[34:04]
the time and stuff. So, you'd have to
[34:06]
change all that.
[34:07]
>> Okay.
[34:08]
>> That's so you could I mean, you could do
[34:10]
the discontinuence of maintenance while
[34:12]
he's doing that. You don't have to wait
[34:13]
till
[34:14]
>> parallel. Correct.
[34:15]
>> Correct.
[34:16]
>> But we but he would have marked the we
[34:18]
would know where by then.
[34:19]
>> Would there be any grants that might
[34:21]
help us with this?
[34:23]
>> I mean chapter 90.
[34:24]
>> Well, yeah. And you wouldn't want to use
[34:27]
it all at once. Be using it over time.
[34:29]
>> That would be the thing with what we
[34:31]
get. You got to use it portionally to
[34:34]
>> right
[34:34]
>> to figure it out. That's what we kind of
[34:36]
do now. And we we got to remember we
[34:38]
still got one bridge
[34:40]
>> y
[34:40]
>> that we're still in limbo on on school
[34:42]
street that
[34:43]
>> well and the funding that we got from
[34:45]
the state was for equipment not not for
[34:48]
actually not for the operational work of
[34:51]
paving. I just wanted to clarify that
[34:53]
cuz somebody had asked me that a while
[34:54]
back portion of that correct we just got
[34:57]
the portion
[34:58]
>> so we can continue to look into funding.
[35:01]
I just are the steps and timing clear.
[35:04]
So that very next step is what?
[35:06]
Drainage.
[35:07]
>> Well, looking at the cost of it and then
[35:09]
I can I can come back and figure out,
[35:11]
you know, then we're going to know.
[35:12]
>> He's got to basically do a scope of
[35:14]
work, right?
[35:15]
>> And then cost that scope of work.
[35:17]
>> Okay. So, when can we establish a time
[35:19]
frame for that or do you two want to
[35:21]
talk about it and come back so we can
[35:22]
start laying out?
[35:24]
>> I'll work on this winter. I mean, to get
[35:26]
>> Yeah,
[35:27]
>> it's, you know, that's the best time for
[35:28]
me because there's a lot to it going
[35:30]
over the plan,
[35:32]
>> you know. So yeah,
[35:33]
>> I mean they have most of that stuff, but
[35:35]
there could be questions. Yep.
[35:36]
>> I had talked to Titan bar and most of
[35:38]
what they had put on their plans is
[35:40]
stuff that's a doable thing without them
[35:42]
changing things. So I can basically look
[35:45]
at what they have in their design.
[35:47]
>> Yeah.
[35:48]
>> It just takes a lot of time to go back
[35:49]
and forth. So
[35:50]
>> and we do have some of that funding. So
[35:52]
I think we can use that for the
[35:54]
engineering even I think of the work
[35:57]
you're going to do because we've already
[35:59]
>> still more in that fund.
[36:00]
>> Correct. Mhm.
[36:02]
>> Okay.
[36:02]
>> That would take some of the pressure
[36:04]
off. It's not the construction funds per
[36:05]
se, although we might be able to
[36:06]
reallocate what's left, but it would at
[36:08]
least get him through.
[36:10]
>> Now, go ahead.
[36:11]
>> Some of the scope of work and
[36:12]
engineering pieces to get ready.
[36:14]
>> Feel like skip.
[36:15]
>> Would it would it make sense to do one
[36:19]
side and then the other
[36:21]
>> and not in concurrent
[36:23]
upper then lower?
[36:24]
>> Yeah. And if if so,
[36:27]
which one would be
[36:30]
the
[36:31]
one that would want to be done first,
[36:33]
upper or lower?
[36:35]
>> I think you're going to engineer them
[36:36]
both. We have
[36:37]
>> You're going to engineer lower engineer.
[36:39]
>> The upper is the one that we have the
[36:41]
biggest problem with the turnaround.
[36:43]
>> That's our upper end.
[36:45]
>> Yeah.
[36:45]
>> Okay.
[36:46]
>> And that's where the um requests have
[36:48]
come more than once from the residents.
[36:50]
So, can we I don't want to get too far
[36:53]
into the weeds on like we totally trust
[36:56]
your ability to figure out what's what
[36:59]
and I'll um I just want to maybe take it
[37:03]
up a level and and we've got all this
[37:05]
detail on how to discontinue the portion
[37:07]
in between. just want to take it up a
[37:09]
level. Maybe we need to do this at the
[37:11]
next meeting where we just say the
[37:13]
following this is one of the steps in a
[37:16]
larger project and it might be parallel
[37:18]
to all the other steps. And if the focus
[37:22]
on paving is for the upper portion of
[37:25]
Wendell Road, then I know you would have
[37:27]
to do engineering for both, but then we
[37:30]
could potentially sequence out beyond
[37:32]
that. not even putting dates on it so
[37:34]
much as what are the steps and then the
[37:36]
dates will unfold as the we go through
[37:39]
the [snorts] the season because
[37:41]
obviously we're not going to be um
[37:44]
paving in in the in the winter, right?
[37:47]
And you're not going to pave before
[37:48]
you've done the drainage. So, if we
[37:50]
could just lay out those steps on on for
[37:54]
the average person or somebody because
[37:56]
the Greenfield Recorder is here too. So
[37:57]
the green field recorder be like, "Oh,
[37:59]
this is this is what all that means that
[38:01]
they just talked about." Okay. Anything
[38:04]
else?
[38:04]
>> No, I'm good. Nope.
[38:06]
>> Okay. Does Does that make David?
[38:08]
>> Uh, let's go.
[38:09]
>> Two questions. One was I saw you this
[38:11]
morning. So, I've actually had a town
[38:13]
resident ask me how would they approach
[38:17]
the town to request a street light?
[38:20]
>> Oh,
[38:22]
that is true.
[38:24]
I don't used to have a committee, but I
[38:27]
don't think there's a committee anymore.
[38:28]
>> You had street light guidelines that are
[38:31]
like multi-pages long. It's um so I have
[38:35]
those. I have to look at them again.
[38:37]
They seemed sort of out of date and a
[38:39]
little cumbersome. Um
[38:42]
it's it's really ultimately not a town
[38:45]
decision. The town can certainly request
[38:47]
it. It's it's the polls are set by
[38:50]
Verizon.
[38:52]
I mean by Eversource
[38:54]
>> Eversource sets the polls. So we have to
[38:56]
actually petition Eversource to set a
[38:58]
poll. We don't put poles in.
[39:01]
>> The way it used to be was any dangerous
[39:03]
intersection when they went through and
[39:06]
shut the lights off in town years ago.
[39:08]
>> They were supposed to leave them on at
[39:10]
any dangerous intersection or like a a a
[39:13]
sharp blinding type corner. Other than
[39:17]
that, they were shutting every other
[39:18]
that was kind of their policy. And then
[39:21]
if somebody I know for a fact because I
[39:23]
was or my grandparents were paying till
[39:25]
I bought their house, but if you wanted
[39:28]
a street light in a certain spot that
[39:30]
was not a necessity to them, you pay for
[39:34]
it. They'll put one in, they'll turn it
[39:36]
on, but you're paying through your
[39:38]
electric bill on it.
[39:41]
So, who would they reach out to you?
[39:43]
>> Yeah, they can start with me. I I'll
[39:45]
look at the guidelines again. I'll pull
[39:46]
them. I didn't find them and I did look
[39:48]
and we were looking at them with select
[39:50]
board policies cuz we thought they were
[39:51]
select policy but I don't think they
[39:53]
actually are. It looks like they were
[39:54]
set. Um but it looks pretty old and it
[39:57]
pretty
[39:59]
like a five member board from
[40:01]
>> committee
[40:02]
>> that went through most people to turn
[40:04]
them off. Most people wanted them all.
[40:05]
>> No, I get okay thank you. So, um,
[40:09]
>> yeah,
[40:10]
>> you're going to send them to me.
[40:11]
>> Send that to Andrea and then we're going
[40:12]
to figure out where the select board
[40:14]
fits into that.
[40:16]
>> Um, in case we actually need to send a
[40:18]
letter or petition to um, ever question.
[40:21]
>> Okay, second. Yeah, thanks. Thanks for
[40:23]
helping. So, your second question is
[40:24]
>> the second one was on Warwick Road.
[40:26]
You're going to skim code it and then
[40:28]
So, where are we with the long-term
[40:29]
solution for that? Anywhere?
[40:31]
>> Well, that's going to happen next
[40:32]
summer.
[40:33]
>> Next summer, we're good to go to
[40:35]
everything. We got all the permits in
[40:36]
place. It was just the the water because
[40:39]
the water's going to work in conjunction
[40:41]
because they're going to put on a new
[40:42]
water man at the same time.
[40:43]
>> Okay.
[40:44]
>> Um so it's on the schedule for next
[40:47]
summer. That's definitely
[40:49]
>> I I really wanted it done.
[40:51]
>> Perfect. Great. That's what I had.
[40:53]
Thanks, Tom.
[40:53]
>> Okay. Any other um streets or citizen?
[40:58]
You've got one. Okay. Good.
[40:59]
>> Couple quick questions. I heard they're
[41:02]
losing their hardline service at the
[41:04]
transfer station. Well, I just heard
[41:06]
that this afternoon.
[41:07]
>> The what service? The hardline. The
[41:09]
phone service.
[41:10]
>> Supposedly, there's something new that
[41:12]
is going to replace it.
[41:14]
>> Okay.
[41:14]
>> That's what when I Bob spoke to me this
[41:17]
afternoon about it and
[41:19]
>> Oh, I was going to ask you to talk with
[41:20]
Bob because you're listening.
[41:21]
>> I did talk to him and he said he talked
[41:23]
with Aaron at length because they got a
[41:25]
notice or something.
[41:27]
>> Yeah. He talked with Karen, too.
[41:28]
>> Yeah. And it's But supposedly they're
[41:31]
replacing it with something else.
[41:33]
>> Okay.
[41:34]
um that he was under the impression of
[41:37]
>> they're doing away with the centric
[41:38]
system,
[41:39]
>> but they're not cutting all phone lines.
[41:42]
There's a certain centric system that
[41:45]
had to do with municipal and they think
[41:47]
they're
[41:49]
>> discontinuing that system.
[41:50]
>> Okay. My other one, um have they updated
[41:53]
you on that Milbrook siphon the access
[41:57]
and the erosion issues? say, "I got an
[42:00]
email wondering if we could get gravel
[42:02]
out there somehow." But I haven't got in
[42:04]
contact with Isaac to see
[42:06]
>> if you could because they wanted to see
[42:09]
if you could do a lot of the work and
[42:11]
save a lot of money cuz on one side they
[42:14]
need uh some gravel laid down so the
[42:17]
access is better.
[42:18]
>> Yeah. On the upper side, he gave me a
[42:19]
set of plans and I know
[42:21]
>> the upper Okay, you've seen the plans
[42:22]
cuz
[42:22]
>> I've seen the plans and then I got an
[42:24]
email last week. I guess they got
[42:26]
everything through the con. They were
[42:27]
waiting on the conservation as well.
[42:29]
>> Yeah, they're pretty much through that,
[42:30]
but they got to do an a site visit.
[42:32]
>> Yeah. And I told them whenever the site
[42:34]
visit, I'll go down and walk it with
[42:35]
them so we were all on the same page.
[42:37]
>> Okay. So, you you'll be able to commit
[42:38]
to do that probably whenever we
[42:40]
>> Yeah.
[42:41]
>> Okay. Cuz that won't they we probably
[42:43]
won't get the grant funding the funding
[42:45]
award to that till June of next year.
[42:47]
>> Yeah.
[42:48]
>> At least
[42:49]
>> the MVP grant we're applying for.
[42:50]
>> Yeah. Yeah. Okay. That that was my other
[42:52]
quest just to make sure you had seen the
[42:54]
plans, had an idea.
[42:56]
>> I have I have a set of them and because
[42:58]
we had they gave me one set and we had a
[43:00]
few. We met down there and I you know we made a couple adjustments.
[43:04]
>> Good.
[43:05]
>> Okay.
[43:06]
>> I'm fine with that. Thank you.
[43:07]
>> Shane, did you have any?
[43:08]
>> I'm good on highway. [laughter]
[43:11]
>> I just want to update to the Warp Road
[43:14]
Bridge.
[43:15]
>> Yes.
[43:16]
>> I will I actually had to go to a meeting
[43:18]
this morning about it. We thought we'd
[43:20]
have more answers than we did, but
[43:21]
within a couple weeks, we're supposed to
[43:23]
have schedule.
[43:26]
>> Okay, good.
[43:26]
>> So, I don't know if it's happening this
[43:28]
year or not.
[43:31]
>> They didn't really some, but it will be
[43:33]
down in one lane if it happens. Um
[43:37]
they're going to put uh temporary
[43:39]
traffic lights at both sides.
[43:40]
>> Okay.
[43:41]
>> Um so, and they know they have to
[43:43]
coordinate with the fire, the AMS,
[43:45]
everybody. Yeah,
[43:46]
>> right now they didn't have any tenative
[43:48]
dates cuz they just awarded the
[43:50]
contract.
[43:50]
>> Okay,
[43:51]
>> that thanks for that. I was glad I
[43:53]
didn't have to go to that meeting. The
[43:55]
um just so everybody else knows we
[43:58]
updated there was a question from EMS
[44:01]
and fire regarding the um you know
[44:03]
especially the route 10 bridge if they
[44:05]
do work on that if it affects service at
[44:08]
all. They want to know about it. So we
[44:10]
updated all the emails for mass dot got
[44:13]
EMS in the loop. um fire's new email is
[44:16]
now um hooked into the mass dot list and
[44:20]
then Senator Cmerford's office checked
[44:22]
and made sure that Mass Dot was actually
[44:24]
communicating and I said yes. I said we
[44:27]
got all the emails and now we're invited
[44:29]
to a meeting. So, um we're good on that
[44:31]
portion of it. Anything else with
[44:33]
Alexander Hill? The
[44:35]
>> We're trying to get up there if we have
[44:36]
time
[44:37]
>> to scoop.
[44:38]
>> We got a We were waiting on the trees.
[44:40]
They finally There's one more tree
[44:41]
that's got to be cut up there. Oh,
[44:43]
they're still working up there on the
[44:45]
trees. Yeah.
[44:45]
>> Okay. Can we hurry that up?
[44:48]
>> Do you want me to hurry it up?
[44:50]
>> Okay. And then uh we have an email that
[44:53]
we'll talk to you guys about tomorrow
[44:55]
about four mile brook.
[44:57]
>> I think it's cable. I haven't got
[44:59]
through to them. Oh, okay.
[45:00]
>> I called munkers today.
[45:02]
>> Okay.
[45:02]
>> As well to film.
[45:03]
>> It should be all set. It's in the town
[45:05]
right away anyways. The flag right it's
[45:09]
not the town.
[45:09]
>> All right. We will respond uh on that
[45:12]
question as well. Perfect timing. Okay.
[45:16]
Yeah. So, we'll we'll have you back for
[45:18]
sure.
[45:18]
>> Okay. [laughter]
[45:20]
>> Thank you.
[45:20]
Tom.
[45:22]
>> All right. I'm going to do the fire
[45:23]
chief next because we said 6:45 for him.
[45:27]
So, are you Lynette?
[45:28]
>> Yes.
[45:29]
>> Lynette, hi. I thought you were going to
[45:30]
be here earlier. So, we're going to go
[45:31]
ahead and talk to the fire chief.
[45:34]
Michael, come on down.
[45:39]
Okay,
[45:41]
>> great.
[45:43]
Hello.
[45:44]
>> How are you?
[45:45]
>> Good.
[45:47]
That was a fine celebration for uh Skip
[45:50]
on Saturday.
[45:52]
>> Welcome back. Yeah.
[45:53]
>> Yeah.
[45:54]
>> Was it like last week you were here?
[45:56]
[laughter]
[45:58]
>> Um no, Saturday night I think went very
[46:00]
well.
[46:00]
>> It did. I know he was very overwhelmed
[46:04]
and appreciative and Yes.
[46:08]
>> Yes. And there's a big article on him in
[46:10]
the Greenfield Recorder.
[46:12]
>> Thank you, Madison. Okay. So, we're here
[46:15]
to talk about your chief agreement
[46:16]
because we have been making a lot of
[46:18]
progress on the transition summary. So,
[46:20]
there's no new updates on that. Mike and
[46:22]
I and Andrea have a meeting
[46:27]
next week on October 7th to um deal with
[46:31]
the auxiliary role as well as minor
[46:33]
edits to the associate firefighter.
[46:36]
>> I have it in, but I had I didn't set the
[46:38]
time.
[46:39]
>> Three.
[46:39]
>> Okay. 3:00. Make sure I have that in.
[46:42]
>> And then um so we'll have a couple of uh
[46:44]
relatively easy hopefully issues to deal
[46:48]
with. So you can come back to the next
[46:49]
meeting too, Mike.
[46:51]
October out here.
[46:54]
>> He's trying to beat u our EMS chief
[46:57]
record and and we might have the police
[46:59]
chief next at next meeting as well so we
[47:02]
can get him back in the in the running
[47:04]
for most select board meetings attended.
[47:07]
Okay. So, um we took the contract the um
[47:12]
the wording of it is fine per you
[47:15]
>> I Nothing jumped out at me. So,
[47:17]
>> Yep. Andrea and myself, we reviewed that
[47:19]
last week. We took the board's advice
[47:22]
regarding and Skip's advice by the way
[47:24]
too to go back and revisit the um
[47:27]
salary. So that new salary which is
[47:30]
where we had kind of started and also I
[47:33]
went back and I looked at the different
[47:36]
if anybody wants this the um survey that
[47:39]
you had put together. So, we're right in
[47:41]
line with um other towns as well, the
[47:44]
new amount of 12,000
[47:48]
um
[47:48]
>> which is also very within
[47:51]
>> few hundreds of dollars what Skip got
[47:53]
last year. So, it's really not much of a
[47:55]
change.
[47:55]
>> We're we're basically rounding up which
[47:58]
we sort of eliminated the stipens and
[48:00]
now they've been rolled into the base
[48:02]
pay and everything. So, it's it's it's
[48:04]
really a
[48:04]
>> it's much easier. It's [clears throat] a
[48:06]
simplification of three or four
[48:08]
different stipens plus hourly plus this
[48:10]
and and I looked at two or three years
[48:11]
to make sure that we were right in line
[48:14]
with that. We also I think it um just
[48:17]
sets a clear easier standard because
[48:19]
it's a certain monthly amount um and
[48:22]
annually for the for their budgeting.
[48:24]
They know exactly what they're talking
[48:26]
about for the chief salary.
[48:28]
>> Yep.
[48:28]
>> Um and it I think it reflects also some
[48:31]
changes in updating in the job
[48:33]
description and responsibilities.
[48:35]
Correct. And it doesn't really affect
[48:37]
the FY27 budget.
[48:39]
>> It doesn't. No, it fell falls into the
[48:40]
numbers that we were using. So, yeah.
[48:43]
>> Y any questions? And and actually this
[48:46]
answers directly answers the question
[48:48]
that David had raised at the last
[48:49]
meeting. Thanks, David. About um that we
[48:52]
should be paying more. I know that Mike
[48:56]
was
[48:56]
>> Well, my question was, is it in line?
[48:59]
>> Yes.
[49:00]
>> And it is. It is.
[49:01]
>> That was my question. Yeah.
[49:02]
>> Yes. I'm not running into a house that's
[49:05]
on fire for that wage.
[49:07]
[snorts]
[49:07]
>> Let's secure.
[49:08]
>> I just tell people to do it now.
[49:10]
[laughter]
[49:11]
>> See that?
[49:13]
>> Pays fine.
[49:15]
>> You're just going to have to develop
[49:16]
your pointing finger through the radio.
[49:19]
>> Um
[49:19]
>> I have an antenna now. [laughter]
[49:22]
>> Okay. Um any other questions? I thought
[49:25]
it was a good discussion last week. So,
[49:26]
we're just formalizing what we talked
[49:28]
about and then bumping that up. And
[49:30]
there's no way it's going to affect this
[49:32]
your budget this year anyway.
[49:34]
>> Watch the numbers and watch them how
[49:36]
they play out for six or eight months.
[49:38]
And
[49:39]
>> correct. And plus, we're already part
[49:41]
way we're already a quarter of the way
[49:42]
through the fiscal year.
[49:44]
>> And the other thing I wanted to
[49:45]
piggyback on that you're not going to
[49:46]
get to the warrant, but since you're
[49:48]
sitting here, there is an article in the
[49:50]
warrant for to set up a revolving
[49:52]
>> Oh, we did talk about that for peries.
[49:55]
And all that means is
[49:57]
>> it makes sense. Everything someone pays
[49:59]
>> goes in, comes out.
[50:00]
>> It's already paid to the person doing
[50:02]
the permit fees and the inspections, but what they were doing was collecting
[50:06]
it and then they had to budget it
[50:07]
because it was never set up as a
[50:09]
revolving fund. So, you were putting
[50:10]
money on the tax rate as an estimate as
[50:14]
opposed to just taking it in, sending it
[50:16]
out. And the town has a whole number of
[50:18]
revolving fees, revolving. So, this just
[50:21]
turns this into one of those. So,
[50:23]
>> yep.
[50:24]
>> It's an inn-out mechanism.
[50:26]
>> Good. So, [clears throat] we are like
[50:28]
chunking just chunking through the rest
[50:30]
of the transition summary. Um, no new
[50:33]
updates on that this week. There will be
[50:35]
at at the next meeting. Um, I'm just
[50:37]
going to hold this up. Thank you, Becky,
[50:39]
for putting these together for you
[50:41]
handed this out to all the firefighters.
[50:43]
>> They have that. Yeah. And the one page
[50:45]
that we've had to have correctly
[50:46]
resolved and also also updated.
[50:48]
>> Yeah. So the great thing is it's set up
[50:50]
so that if one page changes there was a
[50:52]
>> and the whole thought process with that
[50:55]
was there was going to need changes
[50:56]
throughout the years was going to need
[50:58]
to be adaptable and that
[50:59]
>> right so this is this is what came out
[51:01]
of that process just so you guys
[51:04]
>> all see that.
[51:06]
>> Okay. Um motion
[51:10]
to approve and have me sign the fire
[51:14]
chief contract.
[51:17]
>> The agreement. Yeah, the agreement.
[51:18]
Thank you.
[51:19]
>> Will be commencing immediately upon
[51:21]
signing and and ending June 30th, 2020.
[51:25]
>> 27. Yeah.
[51:26]
>> So motion and uh
[51:28]
>> second.
[51:29]
>> Okay. Second by David. All those in
[51:31]
favor?
[51:32]
>> I
[51:34]
>> abstain.
[51:35]
>> Abstaining from Mr. Duke.
[51:38]
>> You have to sign
[51:39]
>> and I have to sign it.
[51:40]
>> And Mike has to sign it.
[51:41]
>> Okay.
[51:43]
>> All right. So, we're good on that.
[51:45]
>> He's my He's my direct supervisor. He
[51:47]
tells me to run into the building.
[51:49]
>> And you do things. I mean, you directed
[51:51]
traffic, right? Yesterday.
[51:52]
>> Very very tall. When he was
[51:54]
>> What was going on yesterday?
[51:56]
>> Uh with tree down across what?
[51:59]
>> He's directing traffic where yesterday.
[52:01]
>> Uh we were on route 10. The
[52:03]
>> right in the dip.
[52:04]
>> Oh, is that what that was?
[52:06]
>> Oh, tree down.
[52:07]
>> The trees uproot there all the time.
[52:10]
Wasn't even any wind.
[52:11]
>> Oh, really?
[52:12]
>> Came across all came across the whole
[52:14]
lanes and landed on the blinds on the
[52:15]
other side. So, we assisted with
[52:18]
traffic.
[52:19]
>> Wow.
[52:21]
>> I've got a copy in your book.
[52:23]
>> Well done, Shane.
[52:25]
>> Thank you.
[52:26]
>> Can of time that I have.
[52:27]
>> All right. Thank you.
[52:29]
>> We appreciate it.
[52:30]
>> Okay.
[52:31]
>> Thank you, Mike. I think we're good.
[52:32]
>> Okay. Very good.
[52:33]
>> We'll see you next week. [laughter]
[52:35]
>> Thank you. See you two weeks.
[52:37]
>> See you next week.
[52:38]
>> Two weeks. No, we'll see you in two
[52:39]
weeks. Two weeks. Two weeks.
[52:42]
>> Okay. So,
[52:44]
>> I see Mike more than than most people.
[52:46]
Okay. All right, Lynette, come on up,
[52:48]
please.
[52:52]
So, Lynette, you're here for the Trinity
[52:55]
Solar LLC
[52:59]
temporary vendors hawker and peddler
[53:01]
license,
[53:02]
>> correct?
[53:02]
>> Okay, good. Um, so typically
[53:07]
and you're looking at effective date of
[53:09]
operations for um, it's now going to be
[53:12]
October. So are you looking at the month
[53:14]
of October?
[53:16]
>> Yeah.
[53:16]
>> Okay, that kind of fits. I went back and
[53:19]
looked through the notes. There was
[53:20]
somebody from Trinity here last October.
[53:22]
>> Correct.
[53:23]
>> Yeah.
[53:25]
Okay. Um,
[53:26]
>> the hours operation 9:00 a.m. to 8:30
[53:28]
p.m.
[53:31]
>> So we're down to 8. We end at 8 now.
[53:34]
>> 9 to 8.
[53:35]
>> Yeah.
[53:35]
>> Well, when does the sun set?
[53:37]
>> Earlier than that.
[53:39]
>> Yeah. Yeah.
[53:40]
>> Yeah. I think we've done it earlier just
[53:42]
so that people aren't um Some folks are
[53:44]
a little sensitive to having, you know,
[53:46]
folks they don't know in their driveway
[53:48]
after dark,
[53:48]
>> right?
[53:49]
>> Um
[53:51]
change it to six.
[53:53]
>> That's what we did for Mike last year.
[53:55]
>> So 9 a.m. to 6 p.m. work.
[53:58]
>> Okay.
[53:59]
Um, and then we do it for two
[54:02]
weeks. And if you need it for longer
[54:03]
than that, we can set it up so that
[54:06]
rather than coming back to us, you can
[54:08]
go back to Becky. As long as there's no
[54:10]
issues, it can be um,
[54:15]
we've done it, I think we did for Mike
[54:16]
last year where we set it up for two
[54:18]
weeks and then he came back for another
[54:19]
two weeks if he needed it.
[54:22]
>> Yeah. Just contact Becky and if we
[54:23]
haven't heard anything then,
[54:24]
>> yeah,
[54:25]
>> it went to two weeks. Okay. Again,
[54:27]
>> that sounds good.
[54:28]
>> Okay. Do you want to Is that good with
[54:31]
every Is there any other questions or
[54:33]
points or Sorry, I'm just trying to keep
[54:35]
it.
[54:35]
>> No, I'm good.
[54:36]
>> Yeah.
[54:36]
>> Okay. All right. So, I'll entertain a
[54:39]
motion to approve the application from
[54:43]
Lynette Pritchard for Trinity Solar LLC
[54:49]
uh for the month of October from 9:00
[54:53]
a.m. to 6:00 p.m. with the stipulation
[54:56]
that um this is good for 14 days and you
[54:59]
have to check in with the town
[55:01]
administrative assistant at the end of
[55:03]
14 days to see if you need another two
[55:05]
weeks.
[55:06]
>> So, moved. Second.
[55:08]
>> All those in favor?
[55:09]
>> I
[55:11]
>> Okie dokie.
[55:12]
>> We need to sign this.
[55:14]
>> Yes. Oh, yeah. We do. Thank you.
[55:16]
>> Okay.
[55:17]
>> All right. So, we'll sign this and we're
[55:18]
going to hand it off to Becky.
[55:21]
Okay. We did that. Okay. Good.
[55:25]
>> Does Becky need this one, too?
[55:27]
>> Yeah.
[55:29]
>> So, we're good on that. Oh, we might as
[55:32]
well do the agenda.
[55:35]
Oh, it's up next. The next signature one
[55:38]
is up too.
[55:39]
>> Mhm.
[55:39]
>> Okay.
[55:43]
» Set it back.
[55:55]
» Andrea's got to sign this one
[55:57]
eventually.
[55:58]
>> Yeah. Usually I end up getting it on the
[56:00]
way back through because she gets it
[56:03]
from all the chiefs first and then you
[56:05]
guys sign and then I should grab it on
[56:07]
the way through.
[56:07]
>> I'll give it the Becky's out.
[56:10]
>> Yeah.
[56:11]
>> Okay.
[56:12]
>> Here. Send that. Let's go Becky.
[56:14]
>> We'll send that one.
[56:14]
>> Okay. All righty.
[56:17]
>> Okay.
[56:17]
>> You're good to go. So, you're going to
[56:20]
>> Becky, you're going to take care of it
[56:23]
tomorrow. You give her a So, she's got a
[56:26]
>> all the signatures and everything. about
[56:28]
the dates. You'll have that. Okay. You
[56:31]
have my contact.
[56:32]
>> Yes. I appreciate your time.
[56:35]
>> Yeah. Thank you.
[56:37]
>> I know this is different than other
[56:38]
towns, but that's this is the way
[56:40]
Northfield does it. So, um it's a
[56:43]
two-stepper.
[56:44]
>> Okay. Thank you.
[56:46]
>> Police then the select board. Okay.
[56:50]
>> Okay. Okay. So, the next is we have uh a
[56:53]
conf a conflict of interest disclosure
[56:56]
from Kevin Seaman who's on the emergency
[56:59]
services u facility/building committee.
[57:03]
>> Right. This is recommended by the state
[57:05]
because he's the
[57:06]
>> he checked in with the neighbor for the
[57:09]
project.
[57:10]
>> Yeah. which is exactly why we thought
[57:13]
he'd be a great addition to the
[57:14]
community. [laughter] It doesn't
[57:15]
apparently bother the town, but they
[57:17]
thought just for the sake of
[57:20]
>> disclosure
[57:21]
>> visual that he should go ahead and just
[57:24]
say, "Hey, I live next door,"
[57:26]
>> which we kind of all did, but
[57:28]
>> we all know and we all support. I don't
[57:30]
think there's any, right? There's I
[57:32]
mean, we all knew that. So, Shane and
[57:34]
Dan are on the committee. Um it came
[57:38]
about because not the disclosure but um
[57:43]
once the house burned down then um Kevin
[57:45]
introduced himself um to our EMS chief
[57:48]
and then
[57:50]
being the
[57:52]
good person that and Matt is he's like
[57:54]
hey would you like to be on our
[57:55]
committee
[57:56]
>> and he is
[57:58]
>> right and I know people in town have
[58:00]
always been concerned about what do the
[58:01]
neighbors think? Well we put one on the
[58:03]
committee. Okay. So, what kind of we
[58:06]
actually need to do a motion to this
[58:08]
effect then? Correct.
[58:09]
>> Okay.
[58:10]
>> So, I'll entertain a motion to
[58:14]
>> Are we approve
[58:16]
>> you [clears throat] sign it?
[58:17]
>> I think it's an I can't remember the
[58:19]
language on accepted or
[58:20]
>> appointing authority
[58:22]
>> determination. We reviewed the we've
[58:24]
reviewed the particular matter
[58:27]
>> and financial interest identified above
[58:29]
by the municipal employee.
[58:31]
>> Yep. We have determined that the
[58:33]
financial interest is not so substantial
[58:35]
as to be deemed likely to affect the
[58:37]
integrity of the services which do the
[58:39]
municip municipality may expect from the
[58:42]
employee.
[58:44]
>> Thank you.
[58:45]
>> That's what that's what it reads.
[58:47]
>> Okay. So, the motion to have me sign
[58:51]
uh Kevin Seaman's municipal employee
[58:54]
disclosure.
[58:55]
>> So, move second.
[58:59]
>> All those in favor? I [laughter]
[59:02]
>> tan's like I got it.
[59:05]
>> So I saw her going.
[59:08]
[cough]
[59:16]
» Okay,
[59:17]
>> you throw that right in here and I'll we
[59:20]
can
[59:21]
>> Thank you very much. Appreciate the
[59:22]
help. Pass it all. Pass it over. I'll
[59:24]
put it all back in here.
[59:30]
All right. Nothing like a little bit of
[59:31]
paperwork to get the creative juices
[59:34]
flowing.
[59:35]
>> You want to whack off the warrants?
[59:37]
>> Yes, please.
[59:39]
>> Go ahead.
[59:39]
>> Okay, we'll do the warrants here.
[59:42]
>> Yeah, let's do that.
[59:42]
>> See, I motion that we approve the 930
[59:46]
2026 payroll warrant of $110,45.79.
[59:52]
» So moved.
[59:53]
>> Second.
[59:53]
>> All those in favor?
[59:55]
>> I.
[59:56]
>> Thank you. I motion that we approve the
[59:59]
930 2026 vendor warrant of $425,2669
[1:00:07]
which includes a new police department
[1:00:09]
cruiser and the EMS new ambulance.
[1:00:13]
>> So moved.
[1:00:14]
>> Second.
[1:00:16]
>> All those in favor?
[1:00:17]
>> I I
[1:00:20]
>> Okay, now we're on to the minutes.
[1:00:22]
>> Okay. I motion that we approve the uh
[1:00:25]
amended minutes from 8:31 2026.
[1:00:30]
>> Uh is there a second on that? I do have
[1:00:33]
a second
[1:00:34]
>> correction on that.
[1:00:38]
» Correction on the amendment.
[1:00:39]
>> A correction on the amendment or the
[1:00:40]
amendment to itself?
[1:00:42]
>> The amended. Well, there's my amend.
[1:00:44]
>> I think you were going to discuss them.
[1:00:46]
>> We're going to discuss them because the
[1:00:48]
um I submitted something and Shane
[1:00:51]
submitted something. So,
[1:00:52]
>> so two different amendments.
[1:00:54]
>> Is that what I'm hearing?
[1:00:55]
>> I think you should just vote to approve
[1:00:58]
the minutes then have the amendment
[1:01:00]
discussions and then you can move it as
[1:01:02]
amended
[1:01:04]
because you don't have the amendment in
[1:01:05]
front of you to vote.
[1:01:06]
>> No.
[1:01:08]
>> Okay. So, just why don't we just discuss
[1:01:11]
the amendments and then we can do uh as
[1:01:14]
amended.
[1:01:14]
>> Yeah. Or better yet, let's do the other
[1:01:17]
two minutes first and come back to that.
[1:01:19]
How about that? pull out your notes
[1:01:21]
while we're doing that. All right. So,
[1:01:23]
the joint emergency services facility
[1:01:25]
committ uh committee uh with the select
[1:01:28]
board from September 1st, 2026.
[1:01:31]
>> So, move second.
[1:01:33]
>> All those in favor?
[1:01:35]
>> I
[1:01:38]
from David McCarthy. Okay. And how about
[1:01:41]
the September 15th, 2026 meeting
[1:01:43]
minutes?
[1:01:46]
>> Approval of so moved. Second.
[1:01:49]
>> All those in favor?
[1:01:51]
>> I Okay. All right. Now, back to 8:31. I
[1:01:54]
just want to make sure we're
[1:01:57]
>> what we're voting on for an amendment
[1:01:58]
before we
[1:02:00]
>> I'm hoping this is a short discussion,
[1:02:02]
but let's just double check, shall we?
[1:02:05]
Okay.
[1:02:08]
So,
[1:02:11]
Shane, you added a few things on here. I
[1:02:15]
think they're fine. The only thing was
[1:02:19]
um it was 2500 was the number um not
[1:02:24]
3500
[1:02:26]
and um we don't do the town election on
[1:02:29]
May 27th. I think we just said the May
[1:02:31]
town election. So
[1:02:33]
>> May May 20 Well, May of 27.
[1:02:36]
>> May of May 2027.
[1:02:39]
>> May of the year 27.
[1:02:40]
>> May of the year.
[1:02:40]
>> May
[1:02:42]
not May 27.
[1:02:43]
>> Oh, okay. Got it. Oh, okay. Okay. All
[1:02:46]
right.
[1:02:47]
>> And I thought it was $3,500 and then we
[1:02:48]
had an additional was going to be the
[1:02:51]
mailings
[1:02:53]
because we were already past the point
[1:02:55]
of being able to elect out of doing
[1:02:58]
post.
[1:02:58]
>> Yeah. No, we know the whole we're just
[1:02:59]
discussing the edit and the the notes
[1:03:02]
that Becky had was 2500 and she double
[1:03:04]
checked those with Amanda. Yeah. So,
[1:03:06]
it's might have been like
[1:03:09]
with the postage thrown in, but if we
[1:03:12]
could just put correct that then I think
[1:03:15]
we could just incorporate both of them.
[1:03:18]
>> I'm okay with that.
[1:03:19]
>> Is that okay?
[1:03:20]
>> Okay. And it's May 2027. Sorry about
[1:03:23]
that. That's the way I just read it.
[1:03:24]
Okay. Is that good with you guys?
[1:03:27]
>> Mhm.
[1:03:27]
>> Okay.
[1:03:27]
>> Yep.
[1:03:28]
>> All right.
[1:03:29]
Um, I'll entertain a motion to approve
[1:03:32]
the August 31st, 2026 minutes as amended
[1:03:36]
with the two sets of edits.
[1:03:40]
>> So moved.
[1:03:41]
>> Thank you.
[1:03:41]
>> Second.
[1:03:42]
>> All those in favor?
[1:03:43]
>> I thank you. Okay. Select board
[1:03:48]
policies.
[1:03:48]
>> Just brought you two this evening
[1:03:50]
because they require a little
[1:03:51]
discussion. So slowed it down to to two.
[1:03:55]
Um,
[1:03:56]
>> well, I already did like 15, so
[1:03:59]
>> yeah. Yeah, there's a few more, but
[1:04:00]
they're we're just doing these a little
[1:04:02]
slower because we're going to chunk more
[1:04:04]
amended. More amended. So, starting with
[1:04:06]
the classification creation or review
[1:04:08]
policy. It used to say position review,
[1:04:12]
but we kind of made it a little clearer
[1:04:15]
because sometimes now it's a creation
[1:04:16]
for a new position. We want not just
[1:04:18]
review them. We want what's the process
[1:04:19]
if someone asks for a position.
[1:04:21]
>> Yep. So, this is editing of a previous
[1:04:24]
process. Um, it's slightly different now
[1:04:27]
because we've added the form and
[1:04:29]
expanded the role. We want to make sure
[1:04:31]
the department heads involved. Um, but
[1:04:34]
it really codifies what we've been doing
[1:04:36]
for the last couple of years. Um, and
[1:04:40]
incorporates the new request form into
[1:04:42]
the policy so that it's it's clear and
[1:04:45]
who's involved in the process. So, I
[1:04:49]
don't know if anyone had any questions.
[1:04:50]
We've used it a couple of times now. So,
[1:04:52]
if someone wants to review their own
[1:04:54]
position or if a department head wants
[1:04:56]
you to review the position of one of
[1:04:58]
their employees,
[1:04:59]
>> then they go through the process of
[1:05:01]
filling the form out. Um, which then it
[1:05:04]
initiates the review. Um, and we've done
[1:05:07]
it a couple times and basically it
[1:05:09]
brings together the department head, the
[1:05:11]
town administrator, uh, a member of the,
[1:05:14]
um, finance committee and select board
[1:05:17]
to at least do the initial review. So
[1:05:20]
they can ask any questions, discuss.
[1:05:22]
This is also the same if someone says,
[1:05:23]
"Hey, I want a new position." We have
[1:05:25]
them submit the form. Then you can look
[1:05:27]
at what's the cost impact, what does
[1:05:29]
this mean long term? Um why do we want
[1:05:32]
this? Have you, you know, filled out um
[1:05:34]
all the reasons? Um is is is this a
[1:05:36]
change in grade and step?
[1:05:38]
>> You know, usually if you're asking for a
[1:05:39]
change, it means are you asking to just
[1:05:41]
go up a step or are you asking for a
[1:05:43]
whole reclassification?
[1:05:45]
If that's the case, then we we bring
[1:05:47]
together the whole reclassification
[1:05:48]
committee and we say, "Well, what's
[1:05:50]
changed?" And that bumps us back to the
[1:05:52]
job description. So, we try to follow
[1:05:54]
the same process for every single um
[1:05:57]
request, but it starts with the new form
[1:05:59]
and we wanted to get that into
[1:06:02]
the um into the into the policy.
[1:06:06]
>> Questions from the board?
[1:06:07]
>> No, I'm good. We've actually been It's
[1:06:09]
always nice when you've followed the
[1:06:11]
policy changes before they get to
[1:06:14]
>> know how they work and I think it just
[1:06:15]
gives us more um input from various
[1:06:18]
bodies including finance including the
[1:06:20]
department and it gives us a written
[1:06:23]
trail to talk to follow who's requesting
[1:06:26]
what and what work is being requested
[1:06:28]
whole classification or just a bump in a
[1:06:31]
>> in a in a step. Um, and we have some
[1:06:33]
documentation. We can give it to the
[1:06:35]
financial people and we can make sure it
[1:06:37]
goes in someone's file. Couple times
[1:06:40]
we've caught that people's things have
[1:06:41]
been changed over the years, but there's
[1:06:43]
no documentation, so we don't know what
[1:06:44]
happened. But we're trying, we've got
[1:06:46]
everybody on a step in grade now, and
[1:06:47]
we'd like to keep the process clear and
[1:06:50]
followable.
[1:06:53]
» Okay. Next,
[1:06:55]
>> and this was reviewed with the
[1:06:56]
department heads, too. I mean, I know a
[1:06:58]
number of them have been through this.
[1:07:00]
Yeah. Yeah. Okay.
[1:07:01]
>> With the department heads. And then
[1:07:02]
Becky just put a note, thank you Becky,
[1:07:04]
that the the at the top of it says that
[1:07:08]
where it says position and review those
[1:07:10]
typos were are corrected in the
[1:07:11]
electronic document.
[1:07:14]
Okay, I'll entertain a if there's
[1:07:16]
nothing any other I'm just looking.
[1:07:18]
Okay. Um I'll entertain a motion to
[1:07:21]
approve the position classification
[1:07:24]
creation andor review policy effective
[1:07:28]
today.
[1:07:31]
So move second.
[1:07:33]
>> All those in favor?
[1:07:34]
>> I I
[1:07:36]
>> Thank you.
[1:07:37]
>> And then the only other one for tonight
[1:07:39]
would be the grant authorization policy.
[1:07:42]
>> Yeah, that made sense.
[1:07:43]
>> Well, as you can see, it was from many
[1:07:45]
years ago. Started in 2007, then it went
[1:07:47]
to 2011. Well, in the past 15 years, how
[1:07:51]
we use grants, how we apply for grants,
[1:07:53]
who's applying for grants, the size of
[1:07:55]
grants, that has all changed. Um, so now
[1:08:00]
there's we there were fewer and much
[1:08:02]
generally higher grants back then. Now
[1:08:04]
we're applying for small grants all the
[1:08:06]
time within a department. Um, so
[1:08:10]
>> written as and was also written when
[1:08:12]
there was no town administrator
[1:08:13]
position. So everything went from a
[1:08:14]
department head directly to the select
[1:08:16]
board. So now I don't think you really
[1:08:19]
want to see every $3,000 $4,000 grant
[1:08:22]
bringing people in for that um that
[1:08:25]
process to to go through the select
[1:08:27]
board uh because it can hold up applying
[1:08:30]
for grants when the deadlines are due. A
[1:08:32]
lot of grants are there are a lot of
[1:08:34]
small grants. Obviously any work done by
[1:08:36]
a department that would require any kind
[1:08:38]
of financial or appropriated funds or
[1:08:41]
matching funds usually goes has to go
[1:08:43]
through finan board anyway because you
[1:08:44]
have to find out where's the funding
[1:08:46]
coming from. That makes sense. That's
[1:08:48]
not really kind of that that part of the
[1:08:50]
process would still continue because
[1:08:52]
some
[1:08:52]
>> Right. And you've got that covered in
[1:08:54]
step one,
[1:08:55]
>> right?
[1:08:56]
>> So, um any other um
[1:08:59]
>> No, look good to me. That's what I
[1:09:01]
thought. That's fine.
[1:09:03]
>> I don't want to like slow down a small
[1:09:05]
grant by having to schedule it with the
[1:09:07]
select board, especially if it's for
[1:09:09]
another board that's elected and they're
[1:09:12]
kind of within their own. There's a lot
[1:09:13]
of sewer ones now as well like we like
[1:09:17]
we get from the for the council on
[1:09:18]
aging. I mean that's an annual
[1:09:21]
>> grant they have to fill out. We have to
[1:09:23]
fill it all out but it's annual. I mean
[1:09:25]
it's
[1:09:26]
>> right and I went back and I looked
[1:09:28]
through the the minutes. We periodically
[1:09:30]
do an entire grant update anyway on all
[1:09:33]
the ones that have been awarded.
[1:09:35]
>> So um I'm fine with this. I don't want
[1:09:38]
to speak for the whole board, but
[1:09:40]
>> No, she's actually been doing some of
[1:09:41]
this, too, because she's bringing
[1:09:42]
grants, tell us what the grants are. So,
[1:09:44]
been happening pretty much.
[1:09:45]
>> There's peaks when they're all due in
[1:09:47]
the spring and some then we get awards.
[1:09:49]
So, they it seems to go up and down on
[1:09:51]
where we are.
[1:09:52]
>> Okay, we got another one.
[1:09:54]
>> Oh, want made a motion?
[1:09:55]
>> Yeah, go up. Great.
[1:09:56]
>> Motion to accept the grant authorization
[1:09:59]
policy.
[1:10:00]
>> So moved.
[1:10:01]
>> Second.
[1:10:02]
>> All those in favor? I
[1:10:04]
>> I speak up later.
[1:10:06]
>> Wow. Two more done.
[1:10:08]
So, thank you to Becky and Andrea. We're
[1:10:11]
rolling right through our policy
[1:10:13]
updates. Cool.
[1:10:15]
>> Okay, let's talk about potential
[1:10:17]
Falltown meeting warrant articles.
[1:10:19]
Something more scintillating.
[1:10:21]
So, I gave you a copy of a draft. It's
[1:10:24]
very rough draft because technically I'm
[1:10:26]
still expecting a possible couple of
[1:10:28]
more tomorrow from Sue. That's why
[1:10:29]
there's blanks here and there. And
[1:10:31]
>> uh and these aren't necessarily in any
[1:10:33]
particular order.
[1:10:34]
>> Yeah. Um, right now I've just put
[1:10:36]
everything in every including the
[1:10:38]
kitchen sink. You don't even have to
[1:10:40]
include all of these,
[1:10:41]
>> including the lawnmower,
[1:10:42]
>> right? But, um, but basically everything
[1:10:45]
that is sort of out there. Um, and we
[1:10:47]
can go through obviously the EMS
[1:10:48]
building is one. I don't know that it
[1:10:50]
will be your first warrant article. You
[1:10:51]
may choose to put it somewhere else, but
[1:10:52]
I just plugged it first.
[1:10:54]
>> But this is this is the first draft,
[1:10:56]
>> correct? Absolutely. None of
[1:10:58]
>> We don't have to vote on it. This is
[1:10:59]
just for us.
[1:11:00]
>> Oh gosh. No. Oh gosh. Actually, they
[1:11:02]
close tomorrow. I'm still expecting a
[1:11:03]
couple from sewer tomorrow. So, this is
[1:11:06]
just kind of so you guys can kind of see where we're at. I mean, there's 13.
[1:11:10]
That doesn't mean, like I said, that you
[1:11:11]
have to do every one of these at the
[1:11:12]
fall time meeting. I just wanted you to
[1:11:14]
see what's out there, whether you're
[1:11:16]
going to push things off, and if you do,
[1:11:18]
what makes sense or why you would,
[1:11:20]
>> but um and again, they're in no
[1:11:22]
particular order at this time. They're
[1:11:24]
just sort of placed. Um the first one,
[1:11:26]
obviously, the EMS building. We don't
[1:11:28]
have any language in yet as to that. It would be discussed. It's a
[1:11:32]
placeholder.
[1:11:33]
>> Uh number two, um we've been working a
[1:11:36]
little bit on these town properties of
[1:11:38]
which we've had dozens and um picked
[1:11:42]
away at a few last time to put them in
[1:11:46]
um article 93 conservation. So that's
[1:11:48]
all taken care of. So um we've been
[1:11:51]
looking at a few that the that there's
[1:11:53]
no problems with the title that the town
[1:11:55]
could move forward with. Three of these
[1:11:58]
are very very tiny.
[1:12:01]
little little lots. Um
[1:12:04]
>> are they next to each other? They could
[1:12:05]
be grouped up.
[1:12:06]
>> No, no, no. You got you got Burnham
[1:12:08]
Road, Skill Center Road, Cross Road, and
[1:12:11]
Four Mile Brook Road. So, none of them
[1:12:13]
are, but one of them is, you know, 0.06.
[1:12:16]
I mean,
[1:12:17]
>> now the reason to release them to the
[1:12:19]
Karen Cussy, the select board, is
[1:12:20]
because the select board can then
[1:12:22]
determine what to do with them. Treasure
[1:12:24]
just sits on them. She can't conserve
[1:12:26]
them. She can't sell them to an ab
[1:12:28]
butter. she can't do anything with them.
[1:12:31]
Um, but the select board are the only
[1:12:33]
ones that can do anything with town
[1:12:35]
property. So, by getting them moved to
[1:12:38]
the select board, each one of these
[1:12:39]
could be dealt with potentially in an
[1:12:42]
appropriate manner. These are just the
[1:12:44]
ones that were deed to the town or have
[1:12:45]
a clear uh title. These four on the
[1:12:48]
next.
[1:12:49]
>> Okay.
[1:12:49]
>> And we can discuss them each
[1:12:50]
individually at a future meeting. I just
[1:12:52]
wanted to put them on there.
[1:12:53]
>> Mhm.
[1:12:54]
>> Because we keep putting them off and I'd
[1:12:56]
love to see some of this stuff go back
[1:12:58]
on the tax role um rather than sit for
[1:13:02]
decades.
[1:13:03]
>> Well, we did a successful chunk of these
[1:13:05]
last year that were related.
[1:13:08]
>> Um
[1:13:10]
I don't know if anyone had a chance to
[1:13:12]
take a look at the handout. Oh, I'm sure sure you guys looked at it, but
[1:13:17]
the um the ones that were highlighted,
[1:13:20]
three out of those are less than an
[1:13:22]
acre.
[1:13:24]
0063
[1:13:27]
69. And then there's one property on
[1:13:29]
four four mile brook that's over 7 acres
[1:13:32]
that could be sold. So, it doesn't one
[1:13:36]
of these things is not like the others.
[1:13:38]
So, three are very small parcels that
[1:13:42]
perhaps a neighbor would be.
[1:13:43]
>> That's often what happens. Or in the one
[1:13:46]
case, the Gil Center Road one. Um,
[1:13:49]
>> yeah,
[1:13:49]
>> that's really should be uh combined with
[1:13:52]
the cemetery that the town owns next to
[1:13:54]
it. It's one that literally goes down
[1:13:56]
the hill. Like it says 63, but it's it's
[1:13:59]
literally
[1:14:00]
>> that's the piece that's on the corner of
[1:14:02]
the very corner
[1:14:02]
>> the main road in Route 10.
[1:14:04]
>> And then right next to it is the
[1:14:05]
cemetery which the 10. So the point is
[1:14:07]
if the select board got it into their
[1:14:09]
care and custody, you could then we
[1:14:11]
could then just do an ANR and put the
[1:14:12]
pieces together and make it essentially
[1:14:14]
part of the cemetery. Okay.
[1:14:16]
>> Rather than have it hanging out there
[1:14:17]
>> and a cemetery we actually own too,
[1:14:19]
right?
[1:14:19]
>> Yes. Yes. That's why we put together
[1:14:22]
>> but make it could be used as a cemetery
[1:14:24]
or is it not?
[1:14:25]
>> I don't I haven't walked it enough to
[1:14:27]
see whether you could Well, a little bit
[1:14:29]
of land and then drops. So there might
[1:14:31]
potentially be some room there. I don't
[1:14:33]
know. I didn't I haven't walked it. I
[1:14:34]
mean it's something you could explore
[1:14:36]
it. It is and but the idea is to put it
[1:14:38]
together call it part of the cemetery
[1:14:40]
and then it's
[1:14:41]
>> preserved
[1:14:42]
>> and then it's off the rolls.
[1:14:43]
>> Correct. And we can say it's been it's
[1:14:45]
been taken from the treasurer otherwise
[1:14:47]
it sits in the treasure.
[1:14:48]
>> So some of these smaller ones as far as
[1:14:49]
we know once we take it off maybe a
[1:14:51]
letter sent out to an audience
[1:14:54]
what happens you know give you first
[1:14:56]
write a refusal or something like that.
[1:14:58]
you can just reach out and say, "Are you
[1:14:59]
interested in this property?" And and
[1:15:01]
sometimes the butter just will add it as
[1:15:04]
>> because really it's not a building.
[1:15:05]
Nobody could actually build on it
[1:15:06]
because they're less than one.
[1:15:07]
>> They're small. They're nonbuildable.
[1:15:09]
>> Okay. Except that one acre one
[1:15:12]
>> except for that one, right? But they've
[1:15:14]
been sitting on this one for
[1:15:17]
>> So just so uh Shane's familiar,
[1:15:20]
>> years. These we started on these last
[1:15:23]
year because they had been sitting on
[1:15:26]
the books for like a couple of decades.
[1:15:28]
>> I think we attempted to take care of all
[1:15:31]
of them a couple of years ago or maybe
[1:15:33]
half of them and there was a lot of push
[1:15:35]
back from people about
[1:15:38]
having to turn them over to the
[1:15:39]
[laughter] select.
[1:15:40]
>> So that's why we did small we're doing
[1:15:42]
>> so then we're doing smaller chunks that
[1:15:43]
are easier to explain and then people
[1:15:45]
are like oh okay I get it. So, um, we
[1:15:48]
had our first successful chunk at last
[1:15:50]
year's, um, town meeting. So, that's
[1:15:53]
why. So, now we're just kind of looking
[1:15:55]
at the next chunk and it's really the
[1:15:58]
what I'm calling like the itty bitty
[1:15:59]
properties and then the um,
[1:16:01]
>> or very clear title that the town has.
[1:16:04]
Some of them have some other
[1:16:05]
>> title issues
[1:16:06]
>> issues that we have to clear up.
[1:16:09]
>> Yeah.
[1:16:10]
Um, any other thoughts on that? Do you
[1:16:12]
guys want to see that on the fall town
[1:16:15]
meeting? Do you feel that's a reasonable
[1:16:17]
explanation?
[1:16:18]
>> Sure.
[1:16:19]
>> Long as it's small.
[1:16:21]
>> Well, you have one that would be a
[1:16:22]
building lot,
[1:16:23]
>> the 7 acre one,
[1:16:25]
>> right?
[1:16:25]
>> Do you guys want to do that in the fall
[1:16:27]
or do you want to do that one separately
[1:16:29]
in
[1:16:29]
>> It's nice to move them so that they get
[1:16:31]
back on the tax.
[1:16:32]
>> I would have that one off because that's
[1:16:34]
a sellable piece of property. I would
[1:16:36]
lump the other ones together cuz
[1:16:38]
>> it's
[1:16:39]
>> they're not buildable,
[1:16:40]
>> right?
[1:16:41]
>> That's just my spin. Yeah,
[1:16:43]
>> I think we have to do them individually,
[1:16:45]
don't we?
[1:16:46]
>> No, they go one article.
[1:16:48]
>> Oh, in one article. Yeah. Then the
[1:16:49]
seventh one.
[1:16:51]
>> Oh, yeah. Well, they're going to be done
[1:16:52]
differently in your in your ultimate
[1:16:54]
disposition. Yes. You would decide.
[1:16:56]
>> All that does is a release to be able to
[1:16:58]
do something
[1:17:00]
>> because right now nobody can do anything
[1:17:01]
with it. The treasurer just sits on it.
[1:17:03]
The select.
[1:17:04]
>> How many others do we have beside that?
[1:17:05]
Are there quite more?
[1:17:08]
Well, but some of these are are not
[1:17:10]
going to some of them we can't actually
[1:17:12]
I don't think you'll ever discover them.
[1:17:13]
Some of them it turns out we don't
[1:17:15]
actually know who owns them and so
[1:17:17]
they've been lumped into the town's care
[1:17:19]
into the town's file.
[1:17:21]
>> But some of these but they're tiny
[1:17:22]
little parcels on the ridge.17 owner
[1:17:25]
unknown.17
[1:17:27]
owner unknown.
[1:17:29]
>> I don't think the town will ever be able
[1:17:30]
to do anything with those
[1:17:32]
>> except if there if there's a neighboring
[1:17:34]
not
[1:17:35]
>> you can't transfer them if you don't own
[1:17:36]
clear town. That's true.
[1:17:37]
>> Can you take them by eminent domain? Is
[1:17:39]
that
[1:17:39]
>> you could Okay.
[1:17:40]
>> You could and the problem with that so
[1:17:44]
that they could then go to an abuter who
[1:17:45]
might be in
[1:17:46]
>> correct. That's the only way we could to
[1:17:48]
me would be put them together and talk
[1:17:50]
about that.
[1:17:51]
>> That's a whole another chunk.
[1:17:52]
>> Correct.
[1:17:52]
>> Okay.
[1:17:53]
>> Next year.
[1:17:54]
>> Okay. So, what's the consensus so far on this warrant one that we do the itty
[1:17:59]
bitty chunk and then um do the seven
[1:18:01]
acre one in the annual or you want to
[1:18:05]
>> I would do it all at once. And again,
[1:18:07]
disposition all this does is takes them
[1:18:08]
out of there and allows you but I also
[1:18:11]
know what the um the push back has been
[1:18:14]
to
[1:18:14]
>> what's the push back?
[1:18:16]
>> Oh, on the seven one you can put it up
[1:18:18]
for auction.
[1:18:19]
>> Yes.
[1:18:20]
>> And then if they want it, they can bid
[1:18:22]
on it.
[1:18:23]
>> Okay. So, do you
[1:18:24]
>> They don't bid, they can keep their
[1:18:25]
mouth shut.
[1:18:26]
>> I'm just Okay.
[1:18:28]
>> Well, okay. So, you guys, let me do it
[1:18:31]
this way. Are you in favor of putting
[1:18:33]
all four together in one um warrant
[1:18:36]
article?
[1:18:38]
>> Yeah.
[1:18:38]
>> Well, let's if you want to just so that
[1:18:40]
we get the three through and then put
[1:18:42]
the other one separate
[1:18:44]
>> as a separate article.
[1:18:46]
>> It does the same thing.
[1:18:48]
>> I know it does the same thing. I'm just
[1:18:50]
thinking that Yeah. Again, the
[1:18:52]
disposition as far as doing that uh
[1:18:54]
would be now that we can do something
[1:18:56]
with it. If you decide that the other
[1:18:57]
ones, the first the small ones that are
[1:19:00]
not buildable,
[1:19:01]
>> you would offer them maybe to the
[1:19:03]
neighbor or
[1:19:04]
>> Yeah. So,
[1:19:05]
>> and then this this the seven acre one,
[1:19:07]
you got to make sure it's a building
[1:19:09]
lot. I would say
[1:19:10]
>> it's a building lot.
[1:19:11]
>> Okay. So, and then you have the town
[1:19:13]
auction that off.
[1:19:14]
>> Yes. I'm just talking about the warrant
[1:19:16]
article itself transferring the care and
[1:19:20]
custody from the treasurer to the select
[1:19:22]
board
[1:19:24]
>> because
[1:19:25]
so when David said what do you say cav
[1:19:28]
off the um the
[1:19:30]
>> offer what do you mean by the cving out
[1:19:32]
>> make that its own thing in in the autumn
[1:19:36]
>> in a separate article?
[1:19:37]
>> Yep. Because I just my impression is
[1:19:40]
someone in town is going to be like,
[1:19:41]
"Wait, you're trying to lump all these
[1:19:42]
small ones with this big one and it's
[1:19:43]
going to create a
[1:19:46]
perception.
[1:19:46]
>> We got three tiny pieces."
[1:19:47]
>> I'm with David on that one.
[1:19:50]
>> You single it out.
[1:19:51]
>> So perception you had to Okay.
[1:19:54]
>> Yeah. Yeah. Yeah. That's Sorry, I wasn't
[1:19:55]
clear on that. David just do it that way
[1:19:59]
>> because otherwise you have all this
[1:20:00]
discussion about three itty bitty things
[1:20:02]
and really the the main issue is might
[1:20:05]
be with the seven acre one. So in
[1:20:07]
explaining that the first one these are
[1:20:09]
small unbuild unbuildable
[1:20:12]
partials
[1:20:12]
>> the itty bitty article and then the next
[1:20:14]
one will be the seven.
[1:20:17]
Yeah this is a buildable piece of
[1:20:18]
property that we'll be looking at
[1:20:20]
disposable maybe through auction
[1:20:23]
>> or I don't even know
[1:20:24]
>> you have to there's only two ways to
[1:20:25]
sell a person piece of property but but
[1:20:27]
the nice I mean what we're trying to say
[1:20:28]
is you know people
[1:20:29]
>> talk about taxes and revenue and this is
[1:20:32]
it's nice to get this revenue into the
[1:20:34]
town. We're sitting on this for a dozen
[1:20:36]
years. have been sitting on this, no
[1:20:37]
taxes being paid and certainly no one
[1:20:39]
building a house on it, which is more
[1:20:41]
taxes. So, we're trying to there's a
[1:20:42]
ways to do revenue with this getting
[1:20:44]
even the little bitty ones getting added
[1:20:46]
add a small portion of taxes back on the
[1:20:48]
tax rate.
[1:20:48]
>> Okay.
[1:20:50]
>> I understand what you're saying then,
[1:20:51]
sir.
[1:20:51]
>> Okay, good. Thanks for translating,
[1:20:54]
David. The um so it's two articles then.
[1:20:57]
Anything else on that? You guys good
[1:20:59]
with that?
[1:21:00]
>> I'm good with it.
[1:21:00]
>> Okay, cool. Let's do that.
[1:21:04]
uh moratorum
[1:21:06]
>> article three.
[1:21:07]
>> And so we're going to this sounds like
[1:21:08]
the planning board is going to be
[1:21:10]
delivering some language to us on
[1:21:13]
article 3 4
[1:21:17]
>> three and four
[1:21:18]
>> four five will be taken care of
[1:21:25]
expenses for the planning board legal
[1:21:27]
consulting expenses 50,000 more. Have we
[1:21:31]
got any final?
[1:21:33]
>> I don't have all the bills yet, but I
[1:21:34]
>> So that might change.
[1:21:35]
>> So that might go up.
[1:21:36]
>> That's as high as it's going to get.
[1:21:38]
Well,
[1:21:38]
>> that's the worst case scenario.
[1:21:40]
>> That's what I'm saying right now. But I
[1:21:41]
think
[1:21:42]
>> until I see the bills for the next plus,
[1:21:44]
we have another meeting this week, so
[1:21:47]
we're still expending legal fees, but um
[1:21:51]
hoping so the hope is that this is the
[1:21:53]
worst case scenario, but that's the
[1:21:54]
placeholder amount for now.
[1:21:57]
>> Okay. And then article six is um we're
[1:22:01]
catching up on
[1:22:04]
$6725.
[1:22:07]
They explained how that got
[1:22:08]
>> Yeah, it was kind of a short
[1:22:09]
>> there's a change in hours that didn't
[1:22:11]
get translated into the budget sheet
[1:22:13]
that calculated it. So the rate and the
[1:22:15]
person are fine,
[1:22:16]
>> but the hours got bumped up and so we
[1:22:18]
calculated it at the old hours.
[1:22:20]
>> Okay.
[1:22:21]
>> Mhm.
[1:22:21]
>> So that's just to correct that.
[1:22:23]
>> Is that for that's for FY27 budget?
[1:22:26]
>> That's this current year. Yes. Okay. All
[1:22:27]
right. I have put down six. Okay. Um,
[1:22:32]
payment in lie of taxes.
[1:22:34]
>> So, this article is from the assessor's
[1:22:37]
office. Okay.
[1:22:38]
>> If you'll recall, some of you,
[1:22:39]
>> maybe none of you because it would have
[1:22:41]
actually been at the beginning of most
[1:22:42]
of your time.
[1:22:43]
>> Um, the town used to have a tax
[1:22:45]
valuation agreement with First Light.
[1:22:48]
>> Yes.
[1:22:48]
>> I think it was three years. um as
[1:22:51]
opposed to what we do now which is hire
[1:22:55]
a consultant who does a very expensive
[1:22:57]
because it's very specialized uh
[1:22:59]
valuation of first light we have to
[1:23:01]
split it with Gil and Irving but it
[1:23:05]
costs quite a bit of money and then that
[1:23:07]
valuation comes in the town uses that
[1:23:10]
valuation to assess the taxes and then
[1:23:13]
first light appeals so then we hire a
[1:23:16]
tax lawyer to go to the appellet tax
[1:23:18]
board and we spend quite quite a bit of
[1:23:20]
money and time at the appellet tax board
[1:23:23]
and then the appella tax board comes
[1:23:24]
down with its decision and this is
[1:23:26]
typical somewhere in the middle. They
[1:23:29]
don't tend to go either way and then we
[1:23:32]
have to in order for them to to appe to
[1:23:34]
uh file they have to pay. So then we
[1:23:36]
have to give them back the difference
[1:23:38]
plus interest on their money that we've
[1:23:41]
been technically holding. So between
[1:23:44]
hiring the expensive consultant, hiring
[1:23:46]
the appellet tax board lawyer and paying
[1:23:49]
back that money with interest, we've
[1:23:51]
determined assessors feel that's a very
[1:23:54]
expensive route to take year after year. So this is only talking
[1:24:02]
about how to assess taxes to first
[1:24:06]
light. That's it.
[1:24:08]
So the question is do we continue to do
[1:24:10]
the same process that we have for the
[1:24:12]
last couple years or do we consider a
[1:24:14]
tax valuation agreement which the town
[1:24:17]
has done prior? The assessor's office
[1:24:20]
feel that it's a that is a much better
[1:24:24]
solution um to move forward on the tax
[1:24:27]
valuation and it's based on this it's
[1:24:30]
based on you know the
[1:24:32]
>> the history it's based on the fact that
[1:24:33]
we have had valuations done by the
[1:24:35]
consultant. They're not making up some
[1:24:38]
number and it's an agreement. They're
[1:24:39]
working it out. They're having
[1:24:40]
consultation and we have lawyers
[1:24:42]
involved and then we settle on an
[1:24:43]
agreement for like three years.
[1:24:46]
>> I was going to ask you how what
[1:24:48]
>> I think they're looking at at least
[1:24:48]
three years
[1:24:50]
>> and they're working with Gil and Irving
[1:24:52]
on this.
[1:24:52]
>> Oh, okay. Good.
[1:24:53]
>> Everybody would be
[1:24:55]
correct. Okay.
[1:24:56]
>> So, but in order to accept it,
[1:24:59]
>> town meeting has to say yes and then the
[1:25:01]
select board has to sign it.
[1:25:02]
>> Do the other towns also have to do an
[1:25:04]
article too? Yes.
[1:25:05]
>> Okay.
[1:25:07]
>> So anyway, so that's what this article
[1:25:09]
is. It's from the assessors of
[1:25:11]
>> do a pilot. Does that mean the other two
[1:25:13]
towns have to do a pilot as well? It
[1:25:15]
>> it it's not really Yes. Yeah. They we
[1:25:18]
would all come to the same agreement.
[1:25:19]
They'd have their shares. So we'd all
[1:25:21]
have a three-year agreement to do this.
[1:25:24]
>> But if Northfield,
[1:25:25]
>> they could choose to back out. Urban
[1:25:27]
could say, "Never mind. We're going to
[1:25:28]
go the same route." and but we'd have
[1:25:29]
ours and they would agree to that
[1:25:32]
Northfield's
[1:25:33]
valuation will be this cuz they are
[1:25:35]
three different valuations. We've just
[1:25:36]
been sharing the consultant because
[1:25:38]
that's the best way and the consultant
[1:25:40]
does all of them.
[1:25:41]
>> So that then [clears throat] once you
[1:25:43]
have this you would need a consultant or
[1:25:44]
you negotiate every 3 years.
[1:25:46]
>> Every three years you'll renegotiate. So
[1:25:48]
yeah, you'd still look at the values.
[1:25:49]
They'd still be assessing that they'd
[1:25:51]
still you're not trapped with something
[1:25:53]
in forever and never it's three years.
[1:25:56]
So three years is a I would like to see
[1:25:59]
it five years but three years is kind of
[1:26:00]
the way to go.
[1:26:02]
>> I think there three years has been the
[1:26:03]
past because you can have huge
[1:26:05]
fluctuations. What if they all of a
[1:26:06]
sudden in the five years within the
[1:26:08]
after 3 years build some big new piece
[1:26:09]
of the plant. You'd want to capture
[1:26:11]
that.
[1:26:11]
>> Yeah.
[1:26:12]
>> You don't want to go too far out.
[1:26:14]
>> So there's got to be a clause someplace
[1:26:15]
when you're doing the negotiations if
[1:26:17]
you add dollar that we negotiate right
[1:26:20]
now right then and there.
[1:26:22]
I yeah, I haven't seen the new
[1:26:24]
agreement, so I don't know what's in
[1:26:25]
there. Obviously, if you doubled the
[1:26:27]
size, I'm sure there's something in
[1:26:28]
there, but um but this is something that
[1:26:31]
the assessor's office has done before
[1:26:33]
and feels much more worth the process.
[1:26:36]
>> The beauty of it, you're guaranteed
[1:26:38]
payment for 3 years.
[1:26:39]
>> Three years. And you know what it's
[1:26:40]
going to be. You can budget it. You can
[1:26:43]
count on it. You don't have to spend
[1:26:44]
money on the lawyers or the consultants
[1:26:47]
>> in tax or worry about the interest or
[1:26:50]
>> the time to negotiate.
[1:26:52]
>> We have to these are not like brief
[1:26:54]
negotiations.
[1:26:55]
>> If you recall, some of you may have been
[1:26:57]
on the board when we had to come up with
[1:26:58]
like 80ome,000
[1:27:00]
in interest.
[1:27:02]
>> Do you remember that discussion? I think
[1:27:04]
I repressed it.
[1:27:05]
>> I It was on the Yes.
[1:27:07]
>> Because when the tax appellet court says
[1:27:09]
no, it's not your amount, it's not their
[1:27:11]
amount, it's this amount. We have to
[1:27:12]
give back the difference and interest at
[1:27:15]
like 14%. 12 or 14%.
[1:27:18]
>> It was not a fun thing to have.
[1:27:19]
>> No. No.
[1:27:20]
>> And that's why he put it separate on
[1:27:21]
>> and you can pretty much count on the
[1:27:22]
fact the tax board's never going to come
[1:27:24]
down 100% on your side. So no matter
[1:27:26]
what happens, you're probably going to
[1:27:28]
be paying some interest.
[1:27:29]
>> Okay.
[1:27:30]
>> I think it's probably
[1:27:31]
>> So again, the article is just how do we
[1:27:33]
tax the first light pump storage
[1:27:37]
energy? That's it. That's all this is
[1:27:40]
about is a taxing methodology
[1:27:41]
>> and they're going to have an agreement
[1:27:43]
ready when
[1:27:45]
>> they're in negotiations now. I can't
[1:27:47]
tell you exactly but this would allow
[1:27:49]
the minute the agreement's valid for
[1:27:52]
>> the both boards to sign the
[1:27:54]
>> Okay, that's the next question. Okay,
[1:27:57]
>> you wait till May.
[1:27:59]
>> Okay. All right. Let's try and get that
[1:28:01]
done. Okay. And then article 8 was um a
[1:28:04]
lawn mower.
[1:28:05]
>> Correct. we have um for the for the town
[1:28:08]
hall. So, not the not
[1:28:11]
>> not a big one. Just say lawn mower for
[1:28:13]
>> Well, I mean, it's a riding mower, but the most recent we've spent quite a
[1:28:17]
bit of money on repairs for the mower
[1:28:20]
deck, the belt. It doesn't include that
[1:28:22]
the bagger doesn't work, that we need
[1:28:24]
new tires. Um, so we're putting we're
[1:28:26]
putting money into this.
[1:28:28]
>> I don't think that was as old as you
[1:28:30]
told me it was, though.
[1:28:32]
>> Well, it's got it's got a good 15 years
[1:28:34]
on it. All right. Do you want to like
[1:28:36]
dive into the lawnmower details?
[1:28:40]
>> Do I?
[1:28:40]
>> Sorry. Yeah.
[1:28:41]
>> No, he doesn't.
[1:28:42]
>> No, I don't want to do it, but I
[1:28:43]
[laughter] I I do recall
[1:28:46]
>> I do recall it it being damaged and I
[1:28:49]
don't think they replace they
[1:28:51]
>> Can you just come back with a quote?
[1:28:54]
>> Well, I have a quote.
[1:28:55]
>> Oh, okay. Good.
[1:28:56]
>> That's why we got
[1:28:57]
>> We're not just like Is that a quote from
[1:29:00]
Okay,
[1:29:01]
>> that's
[1:29:02]
>> okay. I know somebody's going to argue
[1:29:03]
about it, but um
[1:29:04]
>> Yes.
[1:29:05]
>> Okay.
[1:29:06]
>> And we were adding up the cost of
[1:29:07]
getting this one back in shape, and we
[1:29:09]
just weren't sure that it made sense to
[1:29:11]
>> Well, if you're spending $2,000 to fix
[1:29:14]
it up and get a new
[1:29:15]
>> Oh, I don't think it'd be that much, but
[1:29:16]
even if it had a,000, how long?
[1:29:19]
>> We're good. [laughter]
[1:29:20]
>> That's right.
[1:29:21]
>> It's 3,800 bucks.
[1:29:23]
>> It is
[1:29:24]
>> for a lawn mower.
[1:29:25]
>> Okay. for a rider. We'll have a picture
[1:29:28]
and and probably need some I don't know.
[1:29:32]
>> Okay. Uh article 9 will be 12,000 to
[1:29:36]
make repairs to a highway department
[1:29:38]
sander. This is going to be transferred
[1:29:41]
from an account that we already had some
[1:29:43]
money in. So in 2026 you
[1:29:47]
>> which I think he's gotten now. I think
[1:29:49]
he mentioned or maybe the new truck.
[1:29:51]
Yep.
[1:29:51]
>> We had a $200,000 article.
[1:29:53]
>> Yeah. and we've spent 156 of that. So,
[1:29:57]
he's asking to have this $12,000
[1:30:01]
um transferred from that already
[1:30:04]
appropriated account.
[1:30:05]
>> Yep.
[1:30:05]
>> Um to repair and change the direction of
[1:30:08]
the sander for plowing.
[1:30:10]
>> Oh, so we're transferring from an
[1:30:12]
appropriated account
[1:30:14]
>> to another account.
[1:30:16]
>> Correct. Okay.
[1:30:17]
>> Because it was voted for that truck, we
[1:30:19]
can't spend it on the sand this sand.
[1:30:21]
have to have town meeting tell us it's
[1:30:23]
okay.
[1:30:23]
>> It's a transfer. So, we're doing using
[1:30:25]
the money for the right purpose. Got it.
[1:30:27]
>> Have you just transferred just normally?
[1:30:29]
>> No, because it's a special article.
[1:30:31]
>> Oh, that's right. It's an article.
[1:30:32]
>> Yep. Yep. Okay. Article 10 is 24,000 to
[1:30:35]
purchase a new equipment trailer. Is
[1:30:37]
this for highway as well?
[1:30:38]
>> We would also be transferring it from
[1:30:40]
that same account.
[1:30:41]
>> That's a transfer as well.
[1:30:42]
>> Correct.
[1:30:43]
>> Oh. Oh. Oh.
[1:30:43]
>> We had 200. We spent 155. The 12 took us
[1:30:46]
to leaving 32. And
[1:30:48]
>> we're waiting on the We're waiting on
[1:30:49]
the language. 24 would mean we'd still
[1:30:51]
have about $8,200 that we'd probably
[1:30:52]
turn back into the town.
[1:30:54]
>> Pay for the new lawnmower.
[1:30:56]
>> You can.
[1:30:58]
>> Oh, can we transfer extra and do the
[1:30:59]
lawnmower?
[1:31:00]
>> Sure.
[1:31:01]
>> Why don't we do that?
[1:31:01]
>> You can once you take you can do that.
[1:31:03]
>> You thought it was a joke. I'm like,
[1:31:05]
>> "No, no, you can do that."
[1:31:06]
>> Shame your genius.
[1:31:08]
>> Thank you.
[1:31:11]
>> Because once you go to town meeting, you
[1:31:12]
can take those funds and vote them for
[1:31:14]
anything.
[1:31:14]
>> Is there enough left in that to be able
[1:31:16]
to
[1:31:16]
>> Oh, yeah. With both of these highway
[1:31:18]
department transfers, there's still
[1:31:19]
8,200.
[1:31:21]
>> So, we could do the 3,800 from that
[1:31:23]
account.
[1:31:23]
>> Well, that's
[1:31:25]
>> okay.
[1:31:25]
>> That'd be a smart move like that.
[1:31:27]
>> Then it's no new appropriation,
[1:31:29]
>> right?
[1:31:29]
>> Or free cash.
[1:31:31]
>> Okay. So, we need to finalize these this
[1:31:35]
entire warrant by I'm looking at the
[1:31:38]
calendar by
[1:31:41]
um my calendar meeting is Thursday,
[1:31:44]
November 19th. Right. So,
[1:31:47]
>> the select board signs said warrant on
[1:31:50]
October 27th. So, we this is not our
[1:31:54]
first and only gander at this. Okay.
[1:31:57]
>> We'll have language next time. Right.
[1:31:59]
>> Right. Correct. So, we're still working.
[1:32:01]
We've got the and then we're going to
[1:32:02]
Shane, we're going to get to what you
[1:32:04]
had mentioned. Uh but article 11 and 12
[1:32:08]
are sewer,
[1:32:09]
>> right? And I just heard about them
[1:32:10]
today. So, he's supposed to be getting
[1:32:12]
me the details tomorrow.
[1:32:13]
>> Okay.
[1:32:14]
>> Um
[1:32:15]
>> All right. And then we talked earlier
[1:32:17]
about having a revolving funds account
[1:32:19]
for fire department inspection.
[1:32:20]
>> Correct. And that's 13
[1:32:22]
>> instead of keeping an account line open
[1:32:24]
on the fire department budget
[1:32:26]
>> and appropriating it every year.
[1:32:27]
>> Yep. Yep. Good. Okay. And then
[1:32:30]
>> how the inspections are they to do the
[1:32:32]
tanks and that sort of thing?
[1:32:34]
>> It's of uh smoke alarms. Every time
[1:32:37]
someone sells a house and has to have
[1:32:38]
smoke alarms put in or any any
[1:32:40]
inspection or permit that they have to
[1:32:42]
issue. So yes, it would be any
[1:32:44]
protection or
[1:32:44]
>> permit it.
[1:32:45]
>> So when the town clerk sends out the uh
[1:32:48]
flammables
[1:32:50]
uh certification as far as doing that
[1:32:52]
the money comes back in and we or
[1:32:56]
>> well it depends. I I don't know that
[1:32:57]
certificate in spec if that one's a town
[1:32:59]
and it's made out to the well it may be
[1:33:01]
made out to the town but yes if we pay a
[1:33:03]
person to go do that from the fire
[1:33:04]
department because they're inspect it's
[1:33:07]
probably we're already paying them. We
[1:33:10]
just are depositing the one check and
[1:33:12]
then taking it out of an appropriate.
[1:33:13]
>> So it should be going into that fund.
[1:33:14]
>> It should be a revolving. Yeah,
[1:33:15]
>> it should be going into this fund.
[1:33:16]
>> So when it comes in, it goes out. It
[1:33:18]
comes in.
[1:33:18]
>> So that will be done by uh tax collector
[1:33:21]
or not tax collector but
[1:33:22]
>> revolving funds are managed by the
[1:33:24]
accounting department.
[1:33:25]
>> So So when she puts that out and she
[1:33:27]
marks it flammables and they're $200
[1:33:29]
$300 that's going to go into this fund
[1:33:31]
now.
[1:33:33]
>> Yeah. I'm not Yeah, I'm not sure that I'd have to know what that permit
[1:33:36]
is. I can't speak to that permit, but it
[1:33:38]
>> supposed to be inspections of flammable,
[1:33:40]
>> right? And some some portion of
[1:33:42]
>> Can we just take a note
[1:33:44]
>> and and go over that with Amanda and
[1:33:46]
with Mike Quinn if needed?
[1:33:48]
>> Yeah, some of them
[1:33:49]
>> as to whether what would fall under
[1:33:51]
here. I was thinking mostly this was on
[1:33:53]
the to-do list from the fire department
[1:33:55]
perspective because we're we actually
[1:33:58]
have a line item in their budget that
[1:34:00]
really should be a revolving account
[1:34:02]
similar to like what the wreck does when
[1:34:05]
somebody signs up for a program.
[1:34:07]
>> Yeah. I just want to make sure that the
[1:34:09]
funds are going into the right place
[1:34:10]
that this is being uh
[1:34:12]
>> but since we can't answer that right
[1:34:14]
now, if we could just take an action
[1:34:15]
item to get to the bottom of that and
[1:34:17]
then make sure we've got an appropriate
[1:34:20]
description, that would be great. fire
[1:34:21]
department officers paid to do that
[1:34:23]
inspection, then this fund would go in
[1:34:24]
this account.
[1:34:25]
>> Okay. All right. Anything else? Uh
[1:34:28]
Shane, you were talking about a topic.
[1:34:32]
You wanted something on the fall town
[1:34:35]
meeting um warrant article before we
[1:34:38]
because we're effectively cutting this
[1:34:40]
off.
[1:34:42]
And um do you want to
[1:34:46]
>> Yeah, I looked
[1:34:46]
>> I just want to give you some information
[1:34:47]
on it too now that we're in the public
[1:34:49]
meeting. [laughter]
[1:34:50]
So go ahead.
[1:34:51]
>> Yeah.
[1:34:52]
>> So I've been I've heard from a lot of
[1:34:55]
people and I'm actually in agreement
[1:34:56]
with going to an electronic uh voting
[1:34:59]
system for town meeting. Um it's going
[1:35:01]
to cut down the amount of time that
[1:35:03]
takes to go through town meeting.
[1:35:05]
>> Yep.
[1:35:06]
>> Um it's going to make things more
[1:35:07]
accurate and the results are right up in
[1:35:09]
front of you. Um the cost of the systems
[1:35:12]
are about $15,000
[1:35:14]
all in with two or 300 clickers and it's
[1:35:18]
something that we could share with other
[1:35:19]
towns as well because we don't have town
[1:35:20]
meetings on the same day.
[1:35:22]
>> So I I've had quite a lengthy
[1:35:24]
conversation with Amanda over months
[1:35:26]
over this because we've gone back and
[1:35:27]
forth. So there's a couple of things
[1:35:31]
that we had to look at. Um if you if you
[1:35:37]
>> there's a programming fee. So lending
[1:35:38]
them to another town meeting. See
[1:35:40]
>> before we get into electronic voting
[1:35:42]
details.
[1:35:44]
>> I don't think this actually needs to be
[1:35:45]
on the town meeting because we talked I
[1:35:48]
went back and I looked at the minutes.
[1:35:50]
>> We actually talked about this topic.
[1:35:54]
>> Three times last year at because another
[1:35:58]
select board member raised it and wanted
[1:35:59]
to move [clears throat] it forward. And
[1:36:01]
the uh details and the suggestion from
[1:36:03]
the select board was
[1:36:06]
to lay out the costs, to do the pros and
[1:36:08]
cons, to talk to the town clerk, town
[1:36:11]
moderator, have vendor demos, and then
[1:36:14]
come back with a proposal that would go
[1:36:16]
on the
[1:36:18]
into possibly the operating budget and
[1:36:21]
the capital budget. So, I'm not sure we
[1:36:24]
need to do it on the town meeting
[1:36:26]
warrants per se as much as just
[1:36:28]
following the
[1:36:29]
>> Well, you wouldn't be doing it for this
[1:36:31]
fall probably because I don't think we
[1:36:33]
have that information.
[1:36:34]
>> Yeah. What we were waiting on
[1:36:36]
>> Yeah.
[1:36:36]
>> previously was we just kept asking,
[1:36:39]
"Well, do you have any figures? Do you
[1:36:40]
have any details?"
[1:36:41]
>> I do.
[1:36:42]
>> Well, they they never did. That's why we
[1:36:44]
never moved on it.
[1:36:46]
>> Right. There's But there's two options.
[1:36:50]
>> There's owning everything. Correct.
[1:36:51]
paying the annual cost for the software
[1:36:54]
and fees and how much equipment you're
[1:36:55]
going to own and then there's just
[1:36:57]
hiring them to come and they bring
[1:36:58]
everything and do everything. So the I
[1:37:01]
don't know which which company this is.
[1:37:03]
The one that I looked at I asked that
[1:37:05]
question. There is no year-to-year fees.
[1:37:08]
>> You have to pay for the software. That
[1:37:10]
was the orange turned over invoice.
[1:37:12]
>> This is
[1:37:12]
>> okay. So
[1:37:13]
>> there's there's probably multiple
[1:37:14]
companies that do it. So
[1:37:15]
>> yeah, this is the big one.
[1:37:17]
>> So we're not opposed to it.
[1:37:19]
>> Um actually the town clerk has met with
[1:37:23]
some vendors at her town.
[1:37:24]
>> She went and she spoke with these guys.
[1:37:26]
Meridia, this is kind of the big boy on
[1:37:28]
the block. I'll have to look at the
[1:37:29]
company. I'll send you the information
[1:37:30]
of the one that I talked with.
[1:37:31]
>> Yeah. But um but it was pretty clear
[1:37:33]
that we saw there's an annual fee
[1:37:36]
because you have to pay for the
[1:37:37]
software.
[1:37:37]
>> I did ask that question. This company
[1:37:39]
that I was talking to did not have an
[1:37:40]
annual fee and I have it on in the
[1:37:42]
annual that they did not because that's
[1:37:45]
one of the questions is is there an
[1:37:46]
annual fee? Is there maintenance
[1:37:47]
clauses? And the answer was no one. No.
[1:37:50]
>> Yeah. I don't think there's a
[1:37:51]
maintenance thing. But
[1:37:52]
>> so who programs the uh computer then
[1:37:54]
that
[1:37:55]
>> they it's all programmed. It has to be
[1:37:57]
programmed every time you have
[1:37:58]
>> every year. He every town meeting you
[1:38:01]
he'd have he'd have to program it.
[1:38:03]
>> I'll ask that question.
[1:38:04]
>> Yeah. Yeah.
[1:38:05]
>> Without going into the weeds on it.
[1:38:07]
>> I'm all for it.
[1:38:09]
>> But there's also Well, there's a bunch
[1:38:11]
of questions. I mean, if you go, you
[1:38:13]
can't just buy a couple hundred because
[1:38:15]
we have some we've had some town
[1:38:16]
meetings where we had 500 people. I
[1:38:18]
understand they're the more unusual, but
[1:38:19]
they're also the more complicated ones
[1:38:21]
when you probably would want to use.
[1:38:22]
>> So 500 cookers was the first price they
[1:38:24]
gave you that was $20,000.
[1:38:26]
>> Yeah. And the problem with that
[1:38:27]
partially for us is we don't have a
[1:38:29]
place to put 500 clickers in the
[1:38:32]
building securely.
[1:38:34]
>> Can can
[1:38:34]
>> So I mean we were just looking at all
[1:38:36]
the logistics. [clears throat]
[1:38:37]
>> We're basically
[1:38:39]
no offense to you.
[1:38:42]
We're basically having the same
[1:38:43]
discussion. We had at least two select
[1:38:46]
board meetings last year. And then the
[1:38:48]
select board member was going to and we
[1:38:50]
had a lot of at the top level
[1:38:56]
information similar to this and nobody
[1:38:59]
had a problem with it other than come
[1:39:01]
back with a proposal and make sure it's
[1:39:04]
gone through. I'm just looking at the
[1:39:05]
notes. make sure it's um included the
[1:39:08]
town clerk cuz you have to look at how
[1:39:10]
much
[1:39:12]
um what the town clerk needs to do, what
[1:39:14]
the election workers need to do, and if
[1:39:16]
there's any additional labor associated
[1:39:18]
with that. So then we were like that
[1:39:21]
would be operating for the new fiscal
[1:39:23]
year and then any capital expenses
[1:39:26]
associated for the new year. So then it
[1:39:29]
would go on the annual town meeting
[1:39:30]
because you're actually asking for a new
[1:39:32]
potentially new capital expense and
[1:39:35]
you're also possibly up upping the town
[1:39:39]
clerk budget by a significant amount.
[1:39:41]
>> Yeah. Oh, and I had that discussion with
[1:39:42]
her. I mean, she she would
[1:39:44]
>> I know we just haven't had the
[1:39:45]
discussion with Shane, unfortunately.
[1:39:47]
>> That was she needs
[1:39:48]
>> before Shane.
[1:39:49]
>> They have to they have to I will go back
[1:39:51]
and look at the meeting minutes. I'll
[1:39:53]
find those and read them through and
[1:39:55]
>> I'll get my stuff together and get it
[1:39:57]
forward. I just wanted to bring it up.
[1:39:59]
>> Yeah. No, I'm
[1:40:00]
>> and I would Yeah. And talking with um Amanda's a good thing because because
[1:40:06]
Amanda is concerned about having these
[1:40:11]
storing them, programming them, election
[1:40:14]
workers, having to test every one of
[1:40:16]
them. Um and that that that's the thing.
[1:40:19]
So,
[1:40:20]
>> she's not against them where no one's
[1:40:21]
against them.
[1:40:22]
>> Nobody I just want to make it clear. I
[1:40:24]
think everybody's really intrigued and
[1:40:26]
wants to go to a demo and wants to get
[1:40:28]
to the next step.
[1:40:30]
>> Just given the logistics of last year,
[1:40:32]
we never got to the next step unless
[1:40:34]
somebody stepped up and actually got us
[1:40:36]
to the next step. So understood.
[1:40:38]
>> And I know that at UMass, for instance,
[1:40:40]
in the big lecture halls, you have to
[1:40:42]
buy a clicker for class. Oh, as a
[1:40:45]
student.
[1:40:45]
>> As a student, every student has to have
[1:40:47]
a clicker because in all the big
[1:40:48]
classes, teachers are asking you
[1:40:50]
questions. You have to respond and give
[1:40:51]
you. So, it's is exactly the same system
[1:40:54]
just in a different application.
[1:40:55]
>> So, you have the uh not elected
[1:40:58]
officials, but everybody in town
[1:41:00]
purchasing a clicker.
[1:41:01]
>> No. No. Okay.
[1:41:02]
>> The town purchased the clicker. When you
[1:41:04]
check in, you get a clicker. Um is the
[1:41:07]
way we test it right there on the spot.
[1:41:08]
It's yes, no, or abstain. Those are your
[1:41:11]
options. And you can they'll put a timer
[1:41:13]
up on the wall and you have, you know,
[1:41:14]
30 seconds to make your choice.
[1:41:16]
>> Oh yeah, I understand how no
[1:41:18]
>> uh but you you've got to factor into the
[1:41:20]
budget. Uh what does it actually cost?
[1:41:23]
You're going to have initial cost for
[1:41:24]
the for the hardware
[1:41:26]
>> and the battery things of that nature.
[1:41:29]
What it cost for the battery cost to you
[1:41:32]
have to program these. It's just like
[1:41:33]
programming anything.
[1:41:34]
>> Well, you're programming the computer
[1:41:36]
for each.
[1:41:37]
>> Correct. Yeah. Correct.
[1:41:39]
But something somebody has to pay for
[1:41:40]
that. So, that's part of it. Um, the
[1:41:43]
other half of that is if you you issue a
[1:41:47]
wine, you give them a number, you check
[1:41:49]
it off their name. If they don't give it
[1:41:51]
back at the end of the night, you assess
[1:41:53]
them whatever the cost is.
[1:41:54]
>> You can't
[1:41:55]
>> because or or they have to get it back
[1:41:56]
to you.
[1:41:57]
>> You have to go get them.
[1:41:58]
>> Yeah.
[1:41:59]
>> It's it's
[1:42:00]
>> I mean, that's that's the the thing is
[1:42:01]
you start losing some of these things,
[1:42:03]
which people are not the greatest.
[1:42:05]
>> No, there's all sorts of logistical.
[1:42:06]
>> They should be thrown in a box or
[1:42:08]
something like like they do it down at
[1:42:09]
Disney. take out the glasses for
[1:42:10]
>> I think I think if you could because now
[1:42:14]
you have familiarity with it too.
[1:42:15]
>> Pick point on it and then I'll move to
[1:42:17]
Amanda.
[1:42:17]
>> And if you could do the pros and cons
[1:42:19]
with Amanda and then um list those out
[1:42:23]
because I think there is a pro to the
[1:42:25]
rental potentially based on what we
[1:42:27]
talked about last year.
[1:42:28]
>> So if you could just come back with a
[1:42:30]
proposal then we could shepherd it
[1:42:32]
through this process.
[1:42:34]
>> Yeah. I mean yeah they do have a price
[1:42:35]
that you can do and they'll just they
[1:42:36]
come in they bring everything they set
[1:42:37]
it up. They do it all. They run it. They
[1:42:39]
matter and they leave.
[1:42:40]
>> No, that'd be great because then you
[1:42:41]
could you could factor in, okay, we got
[1:42:43]
two town meetings. We figure out what is
[1:42:44]
the
[1:42:45]
>> Yeah, you do two a year and then if you
[1:42:46]
have smaller ones, you could not do
[1:42:47]
them. But but there's that's going to be
[1:42:49]
a more expensive option over the long
[1:42:54]
term. Sure. But it also means you always
[1:42:57]
have a piece of the newest equipment.
[1:42:59]
>> Yeah. Right. What I'd like to do is just
[1:43:04]
» I'm just sensitive to the fact that we
[1:43:07]
discussed this so many times last year
[1:43:08]
and we could never get off the dime.
[1:43:10]
>> I will go back and that's not your
[1:43:11]
fault.
[1:43:12]
>> I'll go back and read the minutes and
[1:43:13]
I'll go from there.
[1:43:14]
>> Um,
[1:43:16]
and let's just figure out the other
[1:43:18]
thing that didn't
[1:43:21]
>> Thank you. Perfect.
[1:43:21]
>> Yeah. Yeah. It's all because I want I
[1:43:25]
actually had Becky print out um minutes
[1:43:27]
for the last year because I went back
[1:43:28]
and I looked to see what we was
[1:43:31]
repeating and also not just for this
[1:43:34]
topic but multiple topics. Um, but what
[1:43:37]
I wanted to do was just point out the
[1:43:39]
calendar which is in the packet that if anybody else has any ideas, the
[1:43:47]
capital request forms are due November
[1:43:50]
12th and then the operating budget requests are due on December 9th.
[1:43:57]
That was the other thing. It just the
[1:44:00]
per everyone's busy. I think the person
[1:44:04]
just ran out of time and did not so
[1:44:06]
nothing ever got discussed and then
[1:44:08]
moved forward to the finance committee.
[1:44:10]
I will also tell you that there's
[1:44:12]
somebody on the finance committee who's
[1:44:14]
very very interested in this topic.
[1:44:17]
>> Um
[1:44:19]
>> I'm sure I'll be hearing from them as
[1:44:20]
well after this meeting.
[1:44:22]
>> Yes. Well, I'm going to connect the
[1:44:23]
dots.
[1:44:24]
>> I can guarantee it.
[1:44:25]
because it's Lindsay
[1:44:27]
McCarthy.
[1:44:28]
>> Okay. [laughter]
[1:44:30]
>> And she's very interested. We just had a
[1:44:32]
discussion the other night. I just went
[1:44:34]
through all my notes with her. And so
[1:44:36]
then when I saw your email, I'm like
[1:44:38]
because you sent it to the whole board,
[1:44:40]
I couldn't tell you everything that I
[1:44:41]
had already talked about. So anyway, but
[1:44:45]
I think we're good. And then um you have
[1:44:47]
some citizens who are very interested in
[1:44:49]
moving this forward.
[1:44:50]
>> They've already reached out to me
[1:44:51]
multiple times. So
[1:44:53]
>> I've had the same probably the same
[1:44:55]
people. Okay, I'm sure.
[1:44:56]
>> Okay. Um
[1:44:58]
great. Thank you, Shane. I appreciate
[1:45:01]
that.
[1:45:02]
Okay, we're done with that. Um,
[1:45:05]
we're done.
[1:45:05]
>> Wanted to do a review of Franklin County
[1:45:08]
Technical School building project,
[1:45:11]
specifically the cost for Northfield.
[1:45:13]
Somebody asked me about that and I said
[1:45:15]
I'd put it on the agenda. Um,
[1:45:19]
and that's in the packet.
[1:45:22]
Do you want to walk us through that? You
[1:45:23]
got that from the Franklin County Tech
[1:45:25]
School. We talked about this earlier
[1:45:28]
this year with with the then
[1:45:30]
superintendent,
[1:45:33]
>> right? No, I just reached out to the
[1:45:34]
business manager.
[1:45:36]
>> Okay. She sent back the project cost, what the MSBA is going
[1:45:42]
to give, and what the projected final
[1:45:44]
financing that then all the towns are
[1:45:45]
going to pay. So, I mean, it's a 236.6
[1:45:49]
million building.
[1:45:51]
Um, MSBA is 113.8 8 million. So that's
[1:45:55]
about half.
[1:45:58]
And so the projected final estimate for
[1:46:00]
the towns uh that are members is 122.8
[1:46:03]
million
[1:46:05]
>> for the 19 towns that participate
[1:46:07]
>> for all of the towns. Correct. The yield
[1:46:09]
is 5.52% of that.
[1:46:12]
>> Okay.
[1:46:13]
>> And this is a 30-year because it ends it ramps up as you do before you do a
[1:46:17]
bonding. So they'll some small years and
[1:46:20]
then when it gets to that final year
[1:46:22]
then it's 30 years from the date you
[1:46:23]
bond which they're projecting I think
[1:46:25]
their bond is 2031. So it'll run from
[1:46:28]
2031 to 2061. That's the bonding.
[1:46:33]
>> So for so for next year so the vote is
[1:46:37]
just for the um for the technical school
[1:46:40]
to actually borrow. Correct.
[1:46:42]
>> Correct. And then um for FY28 the
[1:46:46]
projected debt service,
[1:46:48]
>> right? Those will be short-term
[1:46:50]
>> or shortterm. So that's 12,787.
[1:46:54]
Fiscal year 29 it goes up to 191 152.
[1:46:59]
2030 it goes up to 296 685 and then it
[1:47:03]
looks like like you said that's when
[1:47:06]
bonding occurs.
[1:47:07]
>> Correct. looks like you'll peak out
[1:47:09]
somewhere around 20 35 and then it stays
[1:47:13]
fairly similar for quite a while till it
[1:47:15]
starts to fall off
[1:47:17]
>> until the 2050s.
[1:47:18]
>> Do we know what that does to an average
[1:47:20]
tax bill?
[1:47:22]
>> Yeah, I mean you can
[1:47:24]
>> kind of sort of but um
[1:47:26]
>> it's hard to know going up 50 40 year 30
[1:47:29]
years because the values all change.
[1:47:31]
>> How about going out two years?
[1:47:33]
>> Look at the front of the war. I didn't
[1:47:36]
bring mine in, but the front of the
[1:47:38]
warrant page that tells you how like
[1:47:40]
this particular year, how much is
[1:47:43]
>> $100,000 was 17 cents on the tax. So
[1:47:48]
you'd have to multiply that times a,000
[1:47:50]
whatever your valuation valuation 17
[1:47:52]
cents per thousand. So if you have
[1:47:54]
>> for 100,000 is it
[1:47:56]
>> 400. So if this if if you want to say
[1:47:58]
let's just take 400,000 because they'll
[1:48:00]
hit that in 2031. So if you take 400 I
[1:48:04]
mean $400,000
[1:48:15]
$68 per thousand. No.
[1:48:20]
>> Better not be.
[1:48:22]
>> No. No. No. No. No. I did the math. I'm
[1:48:24]
just doing the math.
[1:48:24]
>> That's a No. [laughter]
[1:48:26]
>> No. No. No. No. No. It's um I think it's
[1:48:29]
$68 on a on a house for but I got to do
[1:48:33]
the valuation. So every
[1:48:36]
>> $100,000 let's take a zero out of there.
[1:48:40]
100 if it's in fact
[1:48:46]
17,000*.17.
[1:48:52]
So $17 for every 100,000.
[1:48:56]
So, if your house is $400,000,
[1:49:01]
it'd be $68
[1:49:04]
on your bill.
[1:49:05]
If you did it this year,
[1:49:07]
>> right?
[1:49:08]
>> At the peak, you mean
[1:49:10]
>> I did 400,000. Yeah. You could add
[1:49:12]
another 50 would be half of that. Eight
[1:49:13]
8 cents more. So, yeah.
[1:49:16]
>> So,
[1:49:17]
>> that has to be project. They should be
[1:49:19]
talking about that as far as that for
[1:49:21]
education.
[1:49:22]
>> I mean, that's how you that's how you
[1:49:24]
calculate it. You look at what the
[1:49:27]
>> what everything you add to the budget. I
[1:49:28]
do it when I when I do the sheet for you
[1:49:30]
see 50,000 100,000 and then you just
[1:49:33]
take that
[1:49:35]
>> amount for every 100,000 you add to the
[1:49:37]
tax rate it's x amount of cents.
[1:49:39]
>> So then you multiply that times,000 that
[1:49:41]
tells you what it is for every 100,000
[1:49:43]
17 cents. So
[1:49:46]
>> a th000 valuation
[1:49:48]
>> so
[1:49:49]
>> up from there
[1:49:52]
>> but that's factored into the total
[1:49:54]
budget that we correct that we put
[1:49:57]
>> right
[1:49:58]
>> that we put in front of the town each
[1:50:00]
May. So that's an estimate and you're
[1:50:03]
basing it on the figures that kick in.
[1:50:06]
>> You're basing it on the tax rate and the
[1:50:09]
in an average house this year. The
[1:50:12]
biggest amount kicks in in 2031. So
[1:50:15]
potentially it could be
[1:50:17]
>> actually 2035,
[1:50:19]
>> right?
[1:50:20]
>> 2035 is your big number.
[1:50:23]
>> 448547.
[1:50:24]
>> The year 2035.
[1:50:26]
>> Yes, correct.
[1:50:28]
>> I won't be around to worry about it.
[1:50:32]
>> Well, there's that. [laughter]
[1:50:34]
>> Oh god.
[1:50:34]
>> I'll be dead. But um
[1:50:37]
>> your estate will still be taxed.
[1:50:39]
>> Yeah, I'll still be paying Does that
[1:50:43]
I just wanted to make sure we got that
[1:50:45]
out there for the vote and the vote is
[1:50:47]
on the borrow not on the amount
[1:50:49]
>> it is.
[1:50:51]
>> Right. But either way,
[1:50:54]
>> if this is for a new building, if they
[1:50:57]
come back for just renovations on the
[1:51:00]
existing old building, we would have a
[1:51:03]
similar proposal because they're
[1:51:06]
actually getting
[1:51:08]
money
[1:51:08]
>> about 50%.
[1:51:10]
>> Right. That brings this back down into
[1:51:12]
the same ballpark as renovating the
[1:51:16]
building. So, you end up paying either
[1:51:18]
way.
[1:51:20]
>> We ran into this when we did the high
[1:51:22]
school.
[1:51:23]
>> The high school was needed needing to be
[1:51:25]
replaced. We not replaced, but there was
[1:51:28]
damage in that. It was going to cost the
[1:51:29]
town out of pocket $5 million.
[1:51:34]
>> But the state came and again, the state
[1:51:36]
is not going to reimburse that. So
[1:51:38]
you're uh and I'm not sure if this if
[1:51:40]
they reimburse some of it or all of it.
[1:51:42]
That would be a question. It says right
[1:51:44]
there.
[1:51:45]
>> But if if you don't build the building,
[1:51:47]
if you just renovate,
[1:51:50]
>> you don't get the reimburse.
[1:51:51]
>> That's correct. So if the renovations
[1:51:53]
>> Well, you can get some renovations
[1:51:55]
through MSBA, but it's not the same.
[1:51:57]
They do certain projects, windows,
[1:51:59]
doors, roofs. So, if this if this
[1:52:01]
doesn't pass, then they'd go to option
[1:52:04]
B, which would be to uh take what they
[1:52:07]
have existing and and try to correct
[1:52:09]
some of the problems. And that's going
[1:52:10]
to be in the hundreds of millions of
[1:52:13]
dollars also.
[1:52:14]
>> Yeah.
[1:52:15]
>> You're going to end up paying the same
[1:52:18]
and getting less. And this is exactly
[1:52:20]
why when uh the renovations to Pioneer
[1:52:23]
came about and at that time, the state
[1:52:26]
kicked in a heck of a lot more than they
[1:52:28]
are now. They they did 70 70 something
[1:52:31]
percent of it. Uh if they didn't do that
[1:52:35]
and we just renovated, it would cost the
[1:52:37]
taxpayers exactly the same amount of
[1:52:38]
money or more.
[1:52:41]
Does anybody know
[1:52:44]
on this new build is the demolition of
[1:52:48]
the old building included in that price
[1:52:50]
tag?
[1:52:50]
>> Correct.
[1:52:51]
>> Once ultimately yes. Yeah, they went
[1:52:55]
Yeah, I went through he
[1:52:56]
>> I thought it was. I just wanted to make
[1:52:58]
sure
[1:52:58]
>> what they don't cover some of the things
[1:53:00]
they they don't cover. They don't cover
[1:53:02]
part of the things like uh
[1:53:04]
>> how about we um he did a whole thing
[1:53:07]
>> presentation.
[1:53:08]
>> How about we find the YouTube video and
[1:53:12]
I work with Becky on getting that
[1:53:14]
explained the whole thing.
[1:53:16]
>> It does.
[1:53:16]
>> And we're trying to Right.
[1:53:18]
>> It does.
[1:53:19]
>> So all people for tonight need to do is
[1:53:22]
to take a basic if you have a $400,000
[1:53:25]
house
[1:53:26]
>> Yep. somewhere in 3035. We're assuming
[1:53:29]
it will be using today's figures, we're
[1:53:31]
assuming it will be approximately $68 a
[1:53:35]
year on your tax bill.
[1:53:38]
>> Yeah.
[1:53:39]
>> But that's just taking a $400,000 house.
[1:53:42]
>> But if it might help people to
[1:53:44]
understand what was the explanation
[1:53:47]
behind it so that you know because
[1:53:49]
either way we end up paying we've always
[1:53:52]
had capital costs that we pay into. This
[1:53:55]
is not a a new thing to be paying money
[1:53:58]
into Franklin County Tech. So, would it
[1:54:01]
be help? I'm just saying. Would it be
[1:54:02]
helpful if we got that YouTube and stuck
[1:54:04]
that up on the website? It just
[1:54:06]
basically explains everything.
[1:54:08]
>> Didn't the thing have tears
[1:54:10]
>> when the one he presented to us
[1:54:12]
different
[1:54:12]
>> originally. Then they had to do a vote.
[1:54:14]
There's a lot on their website.
[1:54:16]
>> They did. Okay,
[1:54:17]
>> if you go to their website, there's a
[1:54:18]
tab that talks about this project and it
[1:54:22]
>> all of this stuff is on there, including
[1:54:25]
>> different breakdowns in the project.
[1:54:27]
There's a lot on their website, too. But
[1:54:29]
we could certainly look for that. I'm
[1:54:30]
not Would it have to be from our select
[1:54:32]
board meeting? You could go to our
[1:54:33]
select board meeting if we found the
[1:54:35]
date. You can go to the BNC website and
[1:54:37]
find
[1:54:39]
>> uh I don't know if it was a joint, but
[1:54:40]
it was with the finance committee for
[1:54:41]
sure.
[1:54:42]
>> I was back. Yeah,
[1:54:43]
>> I think it was a joint. It was
[1:54:44]
>> if we did that date, you can actually
[1:54:46]
pull up that recording. It
[1:54:47]
>> It's just helpful because he explained
[1:54:49]
the Northfield figures in particular.
[1:54:51]
>> I remember when that was.
[1:54:53]
>> We It's in the minutes.
[1:54:54]
>> It was before Shane.
[1:54:56]
>> Pre-Shane.
[1:54:58]
>> BS.
[1:54:58]
>> Yes. Before Shane.
[1:54:59]
>> I like BS.
[1:55:01]
>> Oh, that's a good one. I use it all the
[1:55:03]
time. [laughter]
[1:55:04]
>> Oh, no. Okay, let's do let's try and
[1:55:08]
we've Okay. Uh, Finicky Farm LLC
[1:55:12]
nuisance dog court findings and order.
[1:55:16]
So, every
[1:55:19]
one has the court findings that we got a
[1:55:22]
couple of weeks ago and we are waiting
[1:55:24]
for the appeal period to be done before
[1:55:27]
discussing it publicly.
[1:55:32]
Did everyone have a chance to review?
[1:55:37]
And then I I did do a quick down and
[1:55:39]
dirty summary so that you could kind of
[1:55:43]
>> I just pulled the point straight off the
[1:55:46]
um magistrate's findings.
[1:55:49]
>> I thought it would be helpful. Do you
[1:55:51]
want to review the findings out loud or
[1:55:53]
did you have questions about them?
[1:55:57]
>> People are asking what's happening.
[1:56:01]
Um, you know,
[1:56:03]
>> basically I said if you watch the old wy
[1:56:05]
coyote roadrunner cartoons, you you know
[1:56:08]
what's going on
[1:56:10]
with this. It's it's kind of laughable
[1:56:14]
this all this to try to catch that dog.
[1:56:16]
But yeah, I think they want to know
[1:56:17]
what's going on. I really do.
[1:56:20]
>> Okay, let's walk through it then.
[1:56:21]
>> Yeah.
[1:56:22]
>> Um, and I have been I reached out to the
[1:56:26]
neighbors as well. So everyone was
[1:56:28]
waiting
[1:56:29]
patiently,
[1:56:31]
expectantly for these findings. So um
[1:56:35]
what we got was a five-page document.
[1:56:37]
The first four pages are basically
[1:56:40]
recounting everything that people can go
[1:56:42]
back and watch at the dog hearing. Those
[1:56:44]
are all summarized because we had to
[1:56:46]
repeat all of that at the court appeal.
[1:56:49]
Um and I took part in that appeal
[1:56:52]
process. The court's conclusion which is
[1:56:55]
one basically one page is that
[1:57:01]
the petitioner who is the farm
[1:57:06]
he find it he found
[1:57:10]
that there were two parts of the select
[1:57:12]
board's order that he didn't agree with
[1:57:15]
for the farm. One had to do with
[1:57:17]
ordering the
[1:57:19]
um farm to actually
[1:57:23]
use a tracking tranquilizer dart. The
[1:57:27]
second thing was that there was no
[1:57:29]
evidence to support that the animal
[1:57:31]
control officer has the necessary
[1:57:33]
training or experience to pass judgment
[1:57:35]
in terms of the the portion of the order
[1:57:38]
that we uh required training. And I
[1:57:42]
talked to the animal control officer
[1:57:44]
yesterday and he said that kind of makes
[1:57:46]
sense to him because he doesn't have a
[1:57:48]
behavioral certification or anything
[1:57:51]
like that. So those two things were
[1:57:55]
found for the farm.
[1:57:59]
What
[1:58:00]
the um what the court did say is that
[1:58:04]
the town acted
[1:58:08]
the board's determination that Anna is a
[1:58:10]
nuisance dog was proper. Um
[1:58:15]
» he said without any doubt that you're
[1:58:18]
determined
[1:58:18]
>> correct and equated to a finding that
[1:58:21]
there existed a significant quote
[1:58:23]
unquote a significant health and safety
[1:58:25]
concern.
[1:58:28]
Um
[1:58:35]
so then the court orders as follows. The
[1:58:38]
owner, meaning the farm, shall forth
[1:58:40]
with make a sincere and diligent effort
[1:58:42]
to capture Anna and shall on the first
[1:58:45]
of each month provide the select board
[1:58:46]
with a written report of any and all
[1:58:49]
efforts it is made to capture Anna,
[1:58:52]
including specifying dates of efforts,
[1:58:55]
specific efforts made, and time
[1:58:57]
committed for each effort to capture.
[1:59:01]
And if the Anna is captured by owner or
[1:59:05]
any other party, it he shall contact the
[1:59:10]
select board and the Northfield Police
[1:59:11]
Department immediately.
[1:59:14]
And and I'm putting emphasis on the and
[1:59:16]
because this is a multi-art. Once
[1:59:18]
captured, Anna shall be turned over by
[1:59:21]
the owner or any other party in
[1:59:24]
possession of her to the town of
[1:59:26]
Northfield to be held spayed and
[1:59:27]
vaccinated. The cost to spay and
[1:59:30]
vaccinate Anna shall be assessed to the
[1:59:32]
owner and simultaneously
[1:59:36]
the town of Northfield may make
[1:59:39]
reasonable efforts to capture Anna and
[1:59:42]
that's what
[1:59:44]
we and other people were looking for was
[1:59:47]
what is the town's right to do. So
[1:59:51]
that's been upheld. Upon capture of
[1:59:53]
Anna, the town of Northfield
[1:59:57]
shall contact the court to conduct a
[2:00:00]
prompt hearing. So this means we would
[2:00:02]
have to go once Anna is captured, we
[2:00:04]
would have to go back to the court with
[2:00:06]
the owner, meaning the farm,
[2:00:09]
and the court will set any and all
[2:00:13]
necessary future conditions to
[2:00:15]
adequately quote unquote ameliate the
[2:00:17]
nuisance behavior end quote.
[2:00:21]
The town of Northfield, this includes
[2:00:24]
the select board/an animal control
[2:00:26]
officer, may take
[2:00:30]
any and all action to capture Anna with
[2:00:33]
owner responsible for all costs incurred
[2:00:35]
by the town and may take any and all
[2:00:38]
other legal action, criminal or civil,
[2:00:42]
that may be applicable to these facts
[2:00:44]
and circumstances. this magistrate shall
[2:00:47]
retain personal jurisdiction over said
[2:00:49]
matter.
[2:00:51]
>> So it's clear what the town can do. It's
[2:00:54]
also clear what the um firm
[2:00:58]
should be doing should have had done
[2:01:00]
already.
[2:01:02]
And um we can't order them to actually
[2:01:06]
tranquilize
[2:01:08]
her.
[2:01:09]
Um and we can't order them if they do we
[2:01:12]
can't order them to get the dog
[2:01:14]
training. But everything else allows the
[2:01:17]
town to
[2:01:20]
[snorts]
[2:01:21]
make our own efforts and charge for said
[2:01:24]
efforts and then we have to circle back
[2:01:26]
to the court.
[2:01:35]
» Okay.
[2:01:36]
>> Yeah.
[2:01:36]
>> Anything?
[2:01:41]
» Um I will say that I have spoken to each
[2:01:43]
and every neighbor. I've kept them
[2:01:45]
updated at different points. Um, and
[2:01:49]
people who submitted the complaint, for
[2:01:50]
example,
[2:01:53]
and I've um they know about this meeting
[2:01:57]
and they know about the review of the
[2:01:59]
they know about the findings
[2:02:04]
» as does the animal control officer.
[2:02:07]
>> [snorts]
[2:02:09]
>> So, I thought it'd be helpful if we
[2:02:10]
reviewed it so everybody knows that the
[2:02:13]
findings are back and that the town may
[2:02:15]
take any and all action to capture Anna.
[2:02:19]
I'm assuming based on social media posts
[2:02:21]
that [snorts] the farm continues to make
[2:02:23]
their own efforts. Um and as of October
[2:02:27]
1st
[2:02:29]
um they will have to submit since this
[2:02:32]
was dated September
[2:02:36]
[snorts]
[2:02:37]
dated September 1st
[2:02:39]
very last page.
[2:02:41]
>> Yeah. But we didn't get it on September
[2:02:42]
1st. So, um I'm assuming the farm will
[2:02:46]
need to will need to supply
[2:02:49]
their report uh on October 1st which is
[2:02:53]
coming up tomorrow
[2:02:55]
>> and it should have details in it per the
[2:02:58]
order.
[2:03:02]
» Best we can do right now.
[2:03:04]
>> Any questions for the lawyer
[2:03:09]
or
[2:03:13]
I'm looking at their plan trap here. So
[2:03:16]
hopefully that will work.
[2:03:18]
>> They're going to enclose it and I we'll
[2:03:20]
see. They're supposed to have it some
[2:03:22]
result by the 1st of October. So we'll
[2:03:24]
see what how that works.
[2:03:26]
>> When's October 1st? Tomorrow.
[2:03:27]
>> Tomorrow.
[2:03:28]
>> Day after day.
[2:03:30]
>> Today the 29th.
[2:03:32]
>> Oh, I guess tomorrow Friday.
[2:03:34]
>> Tomorrow's the 30th day after.
[2:03:37]
>> I have no comment on that document.
[2:03:41]
Okay.
[2:03:43]
Um, anything else on that?
[2:03:46]
>> No. Nope.
[2:03:47]
>> It's been a fun night of topics, you
[2:03:51]
guys. Okay. Um, highway surplus
[2:03:54]
equipment. We're going to declare.
[2:03:58]
Should have done that when Tom was here.
[2:04:00]
Darn it. Just for the fun. We're um So,
[2:04:04]
Tom gave us a list. includes a chip box,
[2:04:08]
tire rims, a snow pusher,
[2:04:11]
a 2012 John Deere
[2:04:13]
>> mower.
[2:04:14]
>> Oh, look at that. What was it town hall?
[2:04:17]
>> Uh, don't think it's back out of
[2:04:19]
>> a 2012. [laughter]
[2:04:22]
» Probably huge. Uh, a sander body and a
[2:04:26]
what is a
[2:04:29]
>> PA? It's a PA, but what is something low
[2:04:33]
P? I don't know.
[2:04:35]
Okay. Low hot paver.
[2:04:40]
» Okay. I'll entertain a motion to approve
[2:04:43]
said um surplus equipment list.
[2:04:46]
>> So move.
[2:04:46]
>> Second.
[2:04:47]
>> All those in favor?
[2:04:48]
>> I.
[2:04:49]
So um just for those who don't know
[2:04:52]
that Tom and other departments because
[2:04:54]
we have another surplus um when they
[2:04:56]
have equipment that's old um if we
[2:04:59]
declared a surplus then they can sell
[2:05:02]
it, auction it off, give it away. So,
[2:05:05]
okay. So, we're going to do the same
[2:05:06]
thing. We have a surplus police
[2:05:08]
department vehicle. Uh, it is a 2009 GMC
[2:05:14]
Acadia. No longer needed by the police
[2:05:16]
department. We got it for free and it
[2:05:19]
has little to no value. Basically scrap
[2:05:21]
for the police chief. I'll entertain a
[2:05:23]
motion to declare said [snorts] vehicle
[2:05:25]
as surplus.
[2:05:26]
>> So, move.
[2:05:27]
>> Second.
[2:05:28]
>> All those in favor?
[2:05:29]
>> I. Great. Okay.
[2:05:32]
All right. Uh,
[2:05:36]
committee board appointments, election
[2:05:38]
officers, terms ending August 15, 2027.
[2:05:44]
Normally, we do these as one big
[2:05:48]
I'm going to entertain a motion to
[2:05:51]
approve
[2:05:54]
Lynn Hansel. I'm gonna split this. Lynn
[2:05:57]
Hansel and Pamela Ve as election
[2:05:59]
officers. terms ending August 15, 2027.
[2:06:03]
>> So moved.
[2:06:04]
>> Second.
[2:06:06]
>> All those in favor?
[2:06:07]
>> I I Okay, great. And then I'm going to
[2:06:10]
entertain a motion to appoint Karen
[2:06:14]
Budro as an election officer term ending
[2:06:17]
August 15, 2027.
[2:06:20]
>> So moved.
[2:06:21]
>> Second.
[2:06:22]
>> All those in favor?
[2:06:26]
>> I need to abstain or
[2:06:30]
>> That's what I'm thinking.
[2:06:31]
>> Abstain. Yeah.
[2:06:32]
>> Yeah. [clears throat] Okay.
[2:06:33]
>> So, there is a question of an [snorts]
[2:06:36]
elected official serving as a um
[2:06:39]
election officer.
[2:06:41]
>> You may want to check with the state on
[2:06:43]
that.
[2:06:44]
>> But she's done all that.
[2:06:45]
>> She's done it. She's got it. She's got
[2:06:46]
>> She's done all the checking. Okay.
[2:06:49]
>> Spoken to them about who can serve and
[2:06:51]
when they can serve.
[2:06:52]
>> Okay.
[2:06:52]
Good.
[2:06:53]
>> All right. And then I'll entertain a
[2:06:56]
motion to appoint Lindseay McCarthy as
[2:06:58]
an election officer term ending August
[2:07:01]
15, 2027.
[2:07:04]
>> Second
[2:07:07]
[laughter]
[2:07:08]
took me. He was quicker than I was.
[2:07:11]
>> All those in favor?
[2:07:13]
>> I I
[2:07:14]
>> abstein.
[2:07:15]
>> Dave [snorts] McCarthy absteines.
[2:07:17]
>> We got a couple announcements quickly.
[2:07:20]
>> Yes. Announcements. weekly office hours
[2:07:21]
for emergency medical services building
[2:07:24]
project with owner's project manager
[2:07:26]
every Wednesday September
[2:07:29]
starting September 9th uh is from 3 to 6
[2:07:34]
October 6th are the um two elections one
[2:07:38]
for the
[2:07:42]
great river school district also known
[2:07:45]
as the sixth town that's one election
[2:07:48]
and then the second election is for what
[2:07:50]
we had just talked about with the
[2:07:51]
Franklin County Technical School um
[2:07:56]
debt vote. So that's October 6th. And
[2:08:00]
then Northfield aggregation,
[2:08:03]
just so folks know, the Colonial Power
[2:08:05]
Eversource mailings were sent out
[2:08:07]
[snorts] starting September 15th.
[2:08:10]
Consumer notification letters and opt
[2:08:13]
out cards are are sent to anyone in
[2:08:15]
Northfield who is on basic service but
[2:08:18]
hasn't already been mailed to. So it
[2:08:20]
will look like
[2:08:22]
this packet
[2:08:24]
basically.
[2:08:26]
I don't know if you can really you can't
[2:08:28]
really see that.
[2:08:29]
>> Mhm. Um,
[2:08:33]
the mailing informs residents about the
[2:08:36]
town's program and allows them a 30-day
[2:08:39]
opt out period before being
[2:08:41]
automatically enrolled. And Becky, do
[2:08:44]
you have this on the website as well?
[2:08:48]
>> I can't.
[2:08:49]
>> I thought we did. I thought we put
[2:08:51]
something on
[2:08:51]
>> I thought you put something on the
[2:08:53]
website. All right, we'll double check.
[2:08:54]
>> I think we put something about the
[2:08:55]
aggregation
[2:08:56]
>> electrical option.
[2:08:58]
Yeah, there is something. Okay.
[2:09:01]
Uh recognition for service.
[2:09:03]
>> I have two more than
[2:09:05]
>> Okay.
[2:09:06]
Um just uh events going on this
[2:09:09]
week. The uh senior center is having a
[2:09:12]
hot rod cruise night.
[2:09:14]
>> Yeah.
[2:09:15]
>> Thursday at the golf course. Um that's
[2:09:18]
from 4 to 7.
[2:09:20]
>> Okay.
[2:09:21]
And then reminder, the Great River

Challenge
[2:09:25]
>> Oh yeah. Thank you.
[2:09:26]
>> is Saturday. I think that's what
[2:09:28]
>> October 3rd.
[2:09:31]
>> Noon to 3, I believe.
[2:09:33]
>> I think it starts earlier than that.
[2:09:34]
>> Starts early in the morning.
[2:09:36]
>> Yeah. Yeah. Starts early. Yeah. But it's
[2:09:37]
this week. It's on the website. So Okay.
[2:09:41]
>> Yeah. Um Okay. And then
[2:09:45]
in terms of other announcements, if
[2:09:47]
people want to send those into us, we
[2:09:49]
talked about doing that like for the
[2:09:50]
monster dash and everything. Um, if it
[2:09:53]
makes sense, we can always move those to
[2:09:55]
the beginning of the meeting. Kind of
[2:09:56]
get them out of the way. So, we're doing
[2:09:58]
more
[2:09:59]
happy communication at the beginning.
[2:10:01]
Um, recognition for service.
[2:10:04]
>> Yeah.
[2:10:06]

[2:10:12]
>> Oh, that was quick.

[2:10:16]
you got to do. Um, I would check
[2:10:18]
Facebook and I would check the
[2:10:19]
recreation uh commission's web page and
[2:10:21]
also the Great River Challenge has its
[2:10:24]
own web page and um
[2:10:26]
>> they're connected.
[2:10:28]
>> Okay. Uh, recognition for service. I
[2:10:30]
would just say thanks to everybody who
[2:10:32]
helped out with um, Skip's retirement
[2:10:34]
celebration. There were quite a few
[2:10:36]
volunteers who came out, set up and
[2:10:39]
helped the fire department. The fire
[2:10:40]
department did a great job like getting
[2:10:42]
the food. Um, but police like, uh, John
[2:10:47]
Hall, Amanda Hall,
[2:10:50]
Joanne Gardner, Tammy Pelliter, um,

[2:10:57]
>> There's a lot of We were there at 9:00
[2:10:58]
in the morning cutting and dicing and
[2:11:01]

[2:11:03]

[2:11:12]
>> yeah. So, I just want to give a shout
[2:11:13]
out to that whole group effort. I
[2:11:15]
thought it was a lovely um Skip was
[2:11:17]
really really touched. Um and happy
[2:11:20]
anniversary.
[2:11:21]
>> Skip didn't have anything to do with it.
[2:11:23]
Make sure he wasn't involved at all. He
[2:11:25]
was showing up and having a good time.
[2:11:26]
[snorts]
[2:11:26]
>> Although he did get to do a good speech.
[2:11:29]
That was great. Um and thanks also to um
[2:11:32]
