I'm still hurting. I'm sorry.
[0:07]
He has to wake up.
[0:24]
» Okay, I'm going to call this meeting to
order if everyone was standing.
[0:31]
to the flag of the United States of
America and to the republic for which it
[0:36]
stands. One nation under God,
indivisible, with liberty and justice
[0:41]
for all.

» Amy
[1:02]
public.
[1:15]
» Thank you.
[1:26]
Chris, are you and um Miss Christina
we're talking twins today again? Please
[1:32]
go.
>> Well, we're here to
[1:36]
talk up the the West End Health Service
District that will be on the ballot
[1:43]
in November.
And these sheets areformational.
[1:52]
I think there's three at the last
one.
[2:00]
I bet you do.
>> Is there anybody
[2:07]
news?
[2:11]
Anyway, um
we're not here to answer a whole lot of
[2:16]
questions, but just to let you know that
the support of the entire
[2:22]
region needs needs to be brought up in
November. We need to make sure that
[2:28]
everyone gets on ballot and gets and
goes goes to the polls and votes one way
[2:34]
or the other at the time that it is
voted on. the uh board of directors will
[2:41]
also be voted on at the uh same ballot.
And the thing about the the hospital,
[2:49]
the proposed hospital
is that not only is it an economic
[2:54]
driver for the whole region, but it's
something that has been needed and
[2:58]
wanted. I just found out yesterday that
since 1950s
[3:05]
sometime early 50s uh hospital plans
were drawn up had actually been
[3:11]
formulated the architectural plans
everything. This has been in the works
[3:16]
for decades and decades and it's really
needed. Um the biggest driver from uh
[3:23]
the uh West End vision project 247 care
and uh long-term care. So our so our
[3:35]
elderly
including me don't have to leave the
[3:40]
area. We've lost so many families
because
[3:45]
parents, grandparents had to leave. they
couldn't get the care here that they
[3:49]
needed and ultimately families have left
too because of that very thing. It's
[3:55]
really important and we're asking that
the board as a whole and as individuals
[4:00]
really support this.
[4:05]
» Um yeah,
>> no
[4:10]
say if you have any questions just call
us. We'll try and answer them to the
[4:16]
best of our ability. The biggest
question that we're getting right now is
[4:19]
where will it be located?
No idea.
[4:24]
» It's up to the board once the elected
board once they are in place then they
[4:29]
will have the the right to make that
determination. But right now it's I mean
[4:34]
there are a lot of places that would be
really good but um
[4:40]
we can't make that decision. One other
thing that we did ask about and find out
[4:47]
is that once it's passed and um after
the hospital built and the mill levy,
[4:54]
the mill levy can be adjusted down by
that board. It can be adjusted to a
[5:00]
different level by the board. It can
never go above the 20 ms,
[5:03]
» but it can always come down.
>> Okay.
[5:06]
» Okay. So that that is a good thing that
we found out and because we don't want
[5:10]
to have I personally, you know, I I'm
not bored. I wouldn't be, you know, I'm
[5:15]
not on that board, but I wouldn't want
to to have more mills put in than is
[5:22]
needed, right? I mean, we want to make
sure we maintain the building. We want
[5:26]
to make sure we have the reserve to be
able to upgrade or do whatever we need
[5:30]
to do. But we don't need to be floating
in cash to, you know, just make sure
[5:36]
we're we're sustainable because right
now I know the county commissioners have
[5:41]
been very
um reluctant over the last several years
[5:46]
to give us the money without a big
fight. And I'm afraid that if this does
[5:52]
not pass, we won't have the clinic
anymore either. That's my fear. I don't
[5:58]
know if it's true, but that is a fear, a
legitimate fear.
[6:03]
» Historically, uh, critical access
hospitals are self- sustaining. They do
[6:07]
pay for themselves. And once it is
built, the basin clinic would be
[6:12]
absorbed into the hospital running as a
clinic under that board. uh it would be
[6:20]
just a regular 8 to5 clinic during the
day but the hospital would obviously be
[6:26]
there 24/7
and there were a lot of uh other issues
[6:31]
that
can be
[6:34]
covered by having a hospital here. So
just
[6:39]
draw blood draw CTS MRIs
those things that people go out of the
[6:45]
area take their money with them.
>> Yeah.
[6:47]
» Mhm. you know, buy food, buy gas, buy,
you know, whatever. Sometimes stay
[6:52]
overnight, that adds up. And if we can
keep it here, all the better for
[6:58]
everybody. So that's that's and on the
back, if you haven't seen it, there was
[7:03]
a website developed that you can go to
and check exactly what the cost will be,
[7:10]
the increase to your taxes.
>> Very good question. So to me what I hear
[7:16]
when I go to meetings a lot of feedback
I hear is people do not really
[7:20]
understand how the finance this works I
think the impression is still the
[7:26]
impression is that the mil levy builds
hospital it buys the land it builds the
[7:31]
hospital and that's that's the
impression I think everyone has so I
[7:36]
don't know if you can add that to this
that it does not build the hospital that
[7:39]
that money comes from elsewise it only
supplies the operating
[7:44]
capital for the hospital for whatever
number of years until it becomes fully
[7:49]
self- sustaining. So to me that's one of
the biggest questions I hear asked and
[7:54]
that is not clear in a respon
confusions that's keeps coming up is
[8:01]
people hear 20 mills and they're
thinking that we're trying to raise $20
[8:06]
million at a time and the first time I
heard that I I I really got confused
[8:12]
because I was what do you mean $20
million? It's not even a million dollars
[8:15]
a year. And so, um, we really need to
make sure people know that 20 mills does
[8:22]
not mean $20 million.
So, what does it mean?
[8:25]
» It means whatever 20 mills added to your
taxes, whatever that would be added to
[8:32]
your taxes. We can look it up for you.
>> Okay. Good.
[8:36]
Oh, it's in the
>> So, so for the whole area it's estimated
[8:40]
at 949,5
900
[8:46]
for the first year. So, that's for the
whole region which is from the divide
[8:51]
road basically and the county road of of
Samville, the county road of Mason, the
[8:57]
state line. So, that area. So, so that
kind of gives you a little bit of an
[9:02]
idea. I know ours personally between the
Grape Street property and the property
[9:08]
of here is like a little over $500 for
the two properties for the year. And
[9:13]
that's one trip.
>> That's basically what we signed the
[9:16]
petition for that agreed to to add that
to our taxes
[9:20]
» to put that on the ballot for people to
vote on that.
[9:23]
» Yeah,
>> I do I do have questions and Detroit has
[9:27]
agreed to uh get my questions and and
answer them for the best of his ability.
[9:31]
Okay. So, Those are coming and yeah and
we're we're working I'm working with
[9:36]
Troy too. We were just working today on
some things. So
[9:39]
» awesome.
>> Yes.
[9:41]
» There is a committee that is running is
behind this. It's not just the clinic.
[9:46]
There is a committee and we're trying to
find an appropriate date where we can
[9:52]
all get together and make it make one
final uh push to answer as many
[9:58]
questions as we can.
>> Yeah. Yeah.
[10:01]
» So yeah. service. Thank you. Thank you.
[10:10]
» There was one mil is $1 for every
thousand dollar your property is
[10:16]
assessed at
>> non school assess
[10:22]
» one. Okay. So it's like a 1,000.
>> Yes.
[10:27]
» Mill in French is a thousand meaning.
>> There we go.
[10:32]
probably where I came from.
>> Okay. Um, moving forward to our consent
[10:37]
agenda. I would entertain a motion to
approve the consent agenda or hold out
[10:42]
any other items that anybody discussed.
[10:48]
» We'll make a motion to approve the
consent agenda.
[10:52]
» I'll second.
>> A motion and a second to approve the
[10:57]
consent agenda. Tim,
>> yes.
[10:59]
» Penny,
>> yes. Amy, yes.
[11:01]
» Brad,
>> yes.
[11:02]
» I vote yes. Motion carries.
>> Is there any items that need to be added
[11:08]
or removed from the agenda? Manager or
trustees?
[11:12]
» I'd like to add at least a brief
discussion on the raw water situation.
[11:17]
» Do we want to do that?
>> Manager's report.
[11:28]
» Anything else?
[11:32]
Okay, we'll move forward to our new
administrative board business.
[11:38]
First item on the agenda is citizen Shan
Pon's comments submitted to the town
[11:42]
board regarding trustee to
I have something I want to just kind of
[11:49]
bullet point what's going on here so
that everybody's aware. So, at the last
[11:53]
meeting, a trustee requested an
amendment to the board agenda to discuss
[11:57]
ethical concerns that she has with
county commissioner Shawn Pond. The town
[12:02]
uh declined to take action following
that discussion.
[12:07]
On Monday, the town received an email
from Mr. Pond highlighting concerns that
[12:11]
he had with Trusty Tooker's statements
and requested certain town action,
[12:17]
including initiating of procedures to
remove Trusty Tuker as a town trustee.
[12:24]
It is my view um that the issues between
Trusty Tuker and Commissioner Pawn are
[12:30]
separate from the town's official
function and therefore it's not
[12:33]
appropriate for the town to take a
position on this matter.
[12:38]
I also do not believe it's appropriate
for the board to take act official
[12:42]
action following uh Commissioner Pawn's
97 email. Trusty Tuker and Commissioner
[12:49]
Pawn are welcome to pursue any action
they deem appropriate at this time, but
[12:55]
that should not involve the town's time
or resources.
[13:01]
Discussion by the board.
[13:05]
» I agree. Um, I just wanted to one
concern I had was that Commissioner Pond
[13:12]
would pursue legal action against
the town if we don't.
[13:21]
» It's a question for the town's attorney.
>> Okay. So, it's just gone to the town
[13:26]
attorney.
>> It's
[13:29]
weird nothing back. I don't I don't feel
that there's anything to discuss until
[13:34]
we back.
[13:38]
to be quite honest
things at play here. There's there's
[13:42]
also qualified immunity for elected
officials making statements in official
[13:48]
board meetings. So that all has to be
looked at from a legal standpoint. I
[13:53]
don't I really am not interested in
using my uninformed opinion.
[14:01]
I think the question is u
if the board is in agreeance as to how
[14:08]
you want to move forward if you want the
attorneys you know when I when I state
[14:13]
that you know the town resources that's
what I'm referring to is how much staff
[14:17]
time and attorney time
>> I think we have to have the town time
[14:21]
let's look at it
>> he he was sent it Jessica sent things
[14:27]
» and he hasn't said anything
about
[14:31]
He said he was going to review it the
last meeting, but
[14:34]
» yeah, it ended up taking a while.
>> Yeah, sure.
[14:39]
» And I'm sure that he wants to know the
direction of the trustees before
[14:45]
doing anything.
>> So,
[14:52]
if there's anything else, we'll move
forward on this agenda.
[14:56]
Well, I thought you brought up a good
point with the um the Colorado state
[15:00]
statute. I mean, as far as the ethics
and the governance that we're working
[15:05]
on, um, I would like to
maybe integrate that into the ethics and
[15:12]
that way we have that process in place
when we're approving our new
[15:20]
between the hearing and, you know,
whatever else has to happen, the
[15:25]
evidence, the
I think that should be integrated into
[15:32]
the government.
>> The government.
[15:33]
» Yeah, because I I mean that's basically
what I was looking for anyway. Um like
[15:40]
like what what happens if anybody on the
town board,
[15:46]
you know, betrays the public trust or
anything like that. We don't have
[15:49]
anything there's no there's no
consequences to actions or no actions
[15:53]
that can be taken by the board. It's
just us signing our name saying we won't
[15:58]
do this. So
I I think that should be
[16:02]
» that's not true for actually
member trust we are
[16:07]
» after a hearing
>> based on Yeah.
[16:10]
» Yeah. But I think that hearing process
should be in our good governance.
[16:14]
I think it's part of that process was
integrated into the new draft but I
[16:18]
think that it may not be as much or
strong a language as we may decide to
[16:23]
put there. Sure.
Thank you.
[16:26]
» Mhm.
>> Very good.
[16:28]
» So I will speak with the attorney and
ask him to look at the language clear
[16:33]
strong or process between the hearing
and a vote or we have any the board's
[16:38]
deliberation on that before it goes to
the attorney. But
[16:41]
» I think what we want to hear from the
attorney is just um for him to give a
[16:47]
what's he what's he always call it? A
synopsis basically of options for the
[16:51]
board. Okay.
[16:55]
Okay,
next item on the agenda is the fall
[16:59]
cleanup day.
I just wanted to um start conversation
[17:04]
fall cleanup. I know that it was kind of
expensive last spring. Um I'm still
[17:09]
haven't gone back to the numbers. U I
started putting them all together and
[17:12]
then I haven't revisited, but I just
didn't know if they were even interested
[17:16]
in doing a fall cleanup if we had any
money. I mean, if there's
[17:20]
» Okay. I I only speaking for myself about
I think there's
[17:25]
» I understand there's $120,000 down
there.
[17:29]
» Well, if it's floating in this area,
please let me know and I'll just
[17:32]
» the general fund.
>> Yeah. So,
[17:35]
» um Okay. So, I will then continue on the
budget of it and then we can discuss the
[17:39]
next meeting decided. They could be a
late call.
[17:45]
» Jessica noticed you had the Rainbow
Reservoir clean up on here and on your
[17:49]
manager's report. Do you want to do that
now or do you want to?
[17:52]
» Um, we can talk about it now.
>> Okay.
[17:54]
» Uh, so we received an email from a
citizen and definitely, you know, it's
[17:59]
we've been watching the Randle Reservoir
and we can try to mitigate some of the
[18:03]
cattails and few things last spring with
well it wasn't successful. We'll say
[18:09]
that. Uh, so I was speaking with Rod Ser
and we were talking about it and we do
[18:15]
know that there's the otter and there's
the people over there animals and using
[18:19]
it in the fish and he said it might be
conducive to do a slight drain of it in
[18:24]
this fall. We know that next spring is
really kind of touchy and we don't know
[18:28]
what our water levels are going to be,
but we can get it down a few feet so we
[18:33]
can kill the cattails, burn them
effectively, and then fill it back up
[18:39]
because they do have to be burned after
they're poisoned or whatever. Um, so I
[18:44]
just I didn't know how everyone how the
board felt about that. um if it was
[18:49]
possible. Uh we're still looking into
other options, but I just
[18:56]
» gone or they still gone.
>> Um they're not gone yet. They are they
[19:01]
were still there this weekend cuz uh so
I reached back out to the D to maybe
[19:06]
trap them and relocate them. Um
I I know they're so cute.
[19:15]
I have some how to relocate them in
other ways and I'm asking everyone that
[19:20]
too. Um but yeah, so
>> yeah, I know I know there's a lot of
[19:25]
people that
>> Yeah.
[19:28]
» But
I got it was my understanding that they
[19:33]
they were here in the spring and they
did leave at the beginning of the
[19:35]
summer, but they just came back because
they're happy there, but they aren't
[19:39]
really damaging to the dam there. And
and then also like if we were to kind of
[19:43]
like lower the reservoir, we could get
in there and get a good clean up in the
[19:47]
fall time um while the the quiet life is
also dissipating. But um probably clean
[19:52]
it up. I can't imagine when all this
sunk to the bottomless.
[19:56]
» Well, there's and I also there's also
products they make that you can add to
[20:00]
the water that will increase the
decomposition and eventually it'll just
[20:06]
eat up the dead decay matter on the
bottom. Okay. So, I've run across
[20:11]
several when I was looking at the nipple
reservoir doing some treatment on that.
[20:16]
So,
>> I was looking at some different cap tail
[20:19]
killer stuff, you know, and I just don't
know what we can
[20:22]
» I don't know anything
>> pretty much phosphate is what the it's
[20:25]
the real cattail filler all the way to
the root
[20:28]
» and but you have to be careful with
that.
[20:30]
» But it's not a water supply per se,
though it does flow through there and
[20:34]
into the dish.
>> People swim in it.
[20:36]
» So, yeah. Yeah. And it's so you have to
be careful what you're doing drawing it
[20:40]
down. So you could actually just
definitely keep your spray any spray on
[20:46]
cattails to the cattails would be good.
>> Scott
[20:52]
poisoning and all that that flows
through there and there's other people
[20:56]
on that west lateral that sister.
>> So you're gonna have to be careful if
[21:01]
you do.
>> Really? Um, is there any plan to fix
[21:07]
that beachy area so it's not so steep or
put sand or make it nice?
[21:12]
» We actually have a plan for Rainbow
Reservoir. That was another one of the
[21:18]
uh UTA UN University Technical
Assistance. They did a plan on it. So,
[21:24]
at this point, we do have a really nice
plan that would improve the beach, but
[21:28]
we haven't written any grants yet to
help get that taken care of. So, um,
[21:34]
yeah,
>> it's out there.
[21:35]
» It's out there.
>> If you want that plan, it's available.
[21:38]
» Yeah.
>> Yeah. Yeah.
[21:40]
» Cuz I think I'm trying to remember what
all the improvements were. One of them
[21:43]
was some sort of a water feature,
something that would help kind of
[21:46]
irrigate the water and keep some
circulation going. It's been a while
[21:51]
ago, so I can't tell you all the
details, but it was a community meetings
[21:56]
and then the the kids came up with a
design. It took it takes forever every
[22:00]
time we do that, but it usually is a
nice start. So,
[22:03]
» yeah.
>> So, and it is used by a lot of
[22:07]
» It is a lot of
>> I wish it was more user thinking.
[22:13]
» Well, now has that going right
there just not enough water going
[22:18]
through even.
So, um, so is the board agreeing that
[22:24]
the plan that Jessica laid out would be
the next steps is to draw the water down
[22:28]
here for the fall and try to mitigate
the fat tails and
[22:34]
» it is difficult. I mean, we dig them off
the Mustang and it's still hard to keep
[22:38]
them from coming back.
So
[22:41]
» is I would assume like anything if you
kind of get to a point then if you stay
[22:45]
on top of them
>> much easier but it's hard too because
[22:48]
you refill those you're going to fill it
back up under water that's part of the
[22:53]
» manageable again. So maybe an annual
draw down an annual plan for mitigation
[23:00]
would be okay for looking.
>> So if we get some language together like
[23:05]
a presentation or something to let you
all look over then maybe
[23:09]
» that's what we do at Mustang. When the
res goes down in the winter we go out
[23:12]
and dig in cattails whatever else and we
can't reach some
[23:19]
drain that down. It'll have to evaporate
because the sp once it drops the road
[23:23]
that spillway it's not
>> that's out of my technical capacity.
[23:29]
» I will be asking
[23:33]
okay right the bucket brigade
[23:42]
» that seems like research is necessary on
your question Jessica.
[23:48]
» Thank you. I have because water comes in
and then once it reaches the spillway it
[23:52]
flows down. That's the way the design
is.
[23:55]
» I got a 3in trash. Take a while with
that.
[24:01]
» Then I will just continue the
conversation with Rob and we'll ask more
[24:05]
questions since we're full.
>> Okay. Um,
[24:11]
next item is the Prop 123 DOA joint
grant application with Town Nadita.
[24:17]
Jessica and Tim and I um attended that
meeting last night and the Nat town
[24:21]
board did vote yes to pursue the joint
grant with town new although um we have
[24:29]
not voted to do that or not. So
>> like
[24:34]
they want to work with us but we have to
say yes we want to work with them. So um
[24:40]
and I know I think all of you guys were
at the joint meetings we had prior to
[24:43]
that. So, any other questions that have
come up since then that you've answered
[24:47]
before we entertain that motion?
>> Well, Narita also agreed that NLE would
[24:53]
be the
>> point contact agency and that's the one
[24:57]
to submit the application. So,
>> that's also for your consideration as
[25:01]
well. We want that to be true.
>> Okay.
[25:05]
and Jessica has visited with Lily
>> and uh and we'll meet regularly and even
[25:11]
though just one entity would be
submitting the grant, we'll sit together
[25:14]
and submit it. And then once the
position is built to oversee all that
[25:18]
stuff so it takes it off of her and I
we'll still check in together to see
[25:22]
that that person's submitting properly
and yeah guys are cross that is always
[25:34]
So is it is it um specific to a
location?
[25:39]
So this grant is um pretty much a
startup like just to get like the
[25:44]
project management or the person to
oversee like getting us up and going and
[25:47]
those funds and site assessments
possibly and
[25:50]
» okay
>> maybe some legal fees or whatever is
[25:52]
entailed with all that stuff that
startups need.
[25:56]
» Yeah, they'll be looking to identify
sites.
[25:59]
» Okay. in muc
changes nuclear
[26:05]
is my personally my personal preference
would be nar takes horses
[26:10]
it otherwise so we wouldn't have to
spend money out of the too much money
[26:14]
out of the grand
>> well we did talk about that because I
[26:18]
brought it up at one of our meetings
that we our code is fairly new and that
[26:23]
we're looking at it again right now and
that I mean without talking to you guys
[26:27]
I couldn't make any promises but I mean
I The whole point of the West End vision
[26:32]
pro project is for us to be sharing and
be more aligned on some of these things.
[26:36]
So if they did indeed want to take a
look at what we've already done, maybe
[26:41]
there's some compromise there. And they
did also identify because we've already
[26:45]
done some of the work that they haven't
done that there would be a difference in
[26:49]
their match on that portion because they
would need more money to do that than we
[26:53]
did. So it would be equalized based on
the amount of money used. next week in
[26:59]
order to agree to that.
>> Yes.
[27:04]
» And this is the step that just says yes,
we are agreeing to work together.
[27:08]
» Yeah.
Yeah.
[27:11]
And have an agreement between the two of
those details
[27:15]
» because the code assessment that's
included in this has to it has to
[27:18]
pertain to building and land use. So it
can't be just unless it can tie to that.
[27:24]
I can't see any other uh code.
Sorry.
[27:29]
» I would strongly recommend against that.
You know, chew up the party grant money
[27:33]
doing this.
>> Yeah. Yeah.
[27:39]
» There's not any further questions. We
need to have a motion.
[27:43]
Make that motion to accept the
um how do you want me to put that? to
[27:51]
accept all of this
>> just to enter into a joint application
[27:55]
with him.
>> Okay.
[27:56]
» I make a motion to enter into a joint
agreement with the town of Narita
[28:01]
regarding the prop 123.
I'll second
[28:05]
» and will be delayed
>> and yeah will be delayed.
[28:11]
» Yes,
>> I'll second that too.
[28:12]
» Okay. So, all right. So, I have a motion
and a second uh to enter into enter into
[28:17]
a joint grant application for Prop 123.
This is dual funds with the town of
[28:21]
Natarita and the NFla the town of Na
will be the lead on the application.
[28:26]
Um
>> Brad
[28:29]
» yes
>> Tim
[28:31]
» yes
>> yes. Amy
[28:33]
» yes I vote yes. Motion carries.
>> And then leading into that is a letter
[28:40]
that I drafted this afternoon because
the deadline is so sharp. is 9:24 and we
[28:46]
know that um nothing fast happens in
government. Um so if you guys could look
[28:50]
if you all could look over that drafted
letter and get your feedback ASAP um
[28:56]
preferably first of next week so that we
can get it to the rest of the group
[29:00]
that's working on all of this and we can
roll. I think um I didn't read it yet
[29:06]
because I just thought, but I think um
the other thing we could do is
[29:10]
with um community builders and those
that are helping us go through this
[29:14]
process is to make sure that this letter
of support and commitment meets whatever
[29:19]
guidelines is required by Prop 123 and
that application. So, um I think that
[29:25]
would be the thing I'd be the most
concerned about is that it meets the
[29:28]
demands of that application. Well,
there's one other thing that is to have
[29:34]
tread foundation do that.
>> I do have that written down here under
[29:37]
housing, but we might as well talk about
it now. The tread foundation um of
[29:41]
course does everybody know that prop 123
we we entered into that several years
[29:46]
back with a commitment to build x number
of affordable housings within the town
[29:51]
of UCLA. Not the town itself building
them, but that naturally occurred or
[29:56]
what have you. Well, we haven't met our
numbers. So, um, and we're currently
[30:02]
looking for some naturally occurring
homes that might meet the criteria that
[30:06]
we can count,
but we will need a waiver for us to stay
[30:11]
within the prop 123 program or we have
to take a year off without any funding
[30:15]
from that program. So, um, the Tyr
Foundation has offered in kind to, um,
[30:23]
put together that waiver on behalf of
the town of Nicola and also on the on
[30:27]
behalf of the town of Narita, which did
they agree to that, Tim? We backed a
[30:31]
little early.
>> So, um, I think we'd like to have the
[30:35]
board's blessing or a vote on that that
they could help us out. That takes a
[30:39]
burden off of our staff and it's a it's
a kind offer that they made. So, yeah.
[30:45]
Any thoughts on that? Her concerns?
>> Definitely something we shouldn't pass
[30:51]
up.
>> Ela Deus has taken the lead on that and
[30:54]
she's done a lot of research. So I think
she'll be able to uh put that together
[30:58]
relatively quickly for us.
[31:02]
» So I move make a motion that we accept
unless there's no discussion. Uh make a
[31:07]
motion we accept Foundation's offer to
uh do the waiver. We'll second that.
[31:16]
Okay. I have a motion and a second to
approve the inkind offer to prop 123
[31:22]
waiver for the town of Nla.
Any further discussion or Okay. Penny,
[31:28]
» yes.
>> Amy,
[31:29]
» yes. Brad,
>> yes.
[31:30]
» Tim,
>> yes.
[31:32]
» Yes. Motion carried.
[31:37]
» Okay, it looks like we're to old
business. And these things at the top
[31:42]
here, this uh policy review, I mean, we
do have work sessions kind of set up for
[31:47]
some of those. I think we need to
reschedu a work session for Landry's
[31:52]
code, right? That's the one we that's a
financial audit.
[31:58]
» Oh, agenda.
>> I put an X next to that. So, I just
[32:01]
skipped right over it.
>> I was so excited.
[32:04]
» I'm so sorry. Okay, you brought it up.
We're going to talk about the 2025
[32:09]
financial audit reversal.
>> Dad Gummer.
[32:14]
» I know.
Um,
[32:18]
yes, there it came in this week. Yay.
Um, which I don't know if anybody likes
[32:24]
$3, but you know, it's pretty standard.
Uh, there were no red flags, nothing
[32:30]
through the auditor's findings. Uh, and
it just needs if you would like to have
[32:36]
a little bit more time. It It is
currently due to the state like it's
[32:39]
kind of a little past due. Uh, no fault
of anyone's really. So, if you want to
[32:44]
look through it, feel free to knock
yourself out. I have a paper copy here.
[32:48]
Uh, if you approve it, then I can go
ahead and let Blair Associates know that
[32:52]
we accept it and we can forward it on to
the state. There were no, like I said,
[32:55]
there were no red flags. There's nothing
through the cover letter of anything
[32:58]
that needs to be aware of or
supplementary. Yeah.
[33:03]
» Was that in the shared boulder?
>> I believe I put it in the financial
[33:12]
that makes sense that you put it there.
So, so obviously I haven't read it
[33:17]
because I couldn't find it. It's very
interesting
[33:20]
financial section. I haven't got any.
So, I don't even think I got to their
[33:24]
summary.
>> Perfect. Uh, and we can
[33:28]
» Is it Did you say it's past the
deadline?
[33:29]
» It's It's Yeah, we've got a cruise
reminders. Um, which is okay. You know,
[33:35]
everybody gets them and well, those
have, but uh I think it will be okay for
[33:40]
the next meeting if you would would all
like to take some time. We said we got
[33:44]
it this week. We had a meeting and yeah,
>> this our first year with these guys.
[33:50]
» Uh, no, it's our sixth.
Yeah,
[33:54]
» they changed a few years back and
>> we got the letter later this year.
[33:59]
» I ended up like finally reaching out and
I was like don't have an onion coming
[34:03]
out. So,
but yeah, so I will reach out to them
[34:07]
and ask them to reach out to the state
and let them know that we will the board
[34:12]
approved on the next meeting. Is that
fair?
[34:15]
» Okay. Thank you and thank you for
telling me that you appreciate that.
[34:22]
Okay. Now, sorry about the heck of it. I
guess we'll jump down to old business
[34:25]
now.
So, if memory serves me correct, we have
[34:29]
another work session on uh October 6,
which is more discussion about
[34:34]
governance framework and um our plans
and goals. And so, the reschedule is
[34:41]
going to be for the land use and
development code, which I think we
[34:45]
probably need to do that fairly soon
because I think Gab's waiting on us uh
[34:49]
for next steps.
We'll see.
[34:53]
» Are we going to try and
do some discussion with Marita then over
[34:58]
the
[35:01]
» land use code?
Um I would be happy to reach out to
[35:05]
them. You know, we've invited them to
participate, but maybe we need to
[35:11]
talk further.
How about how about I um I'll get a hold
[35:16]
of Mayor Greenwood and just see what his
thoughts are. How's that?
[35:21]
» Since it's tied into this one, two,
three things.
[35:29]
» So, any dates possible for rescheduled
for the land use codes.
[35:37]
And then without Darla here, I really
can't remember for sure what when she's
[35:41]
gonna be she was on bed. Must be
September.
[35:52]
» We do multiple topics on the six. I
mean, well, we have two that we're
[35:58]
potentially going to talk about if we
can get through them. So,
[36:03]
I guess it depends on how much time you
guys want to set aside for the work
[36:07]
session.
[36:12]
» I'm pretty flexible as long as I have a
little bit of heads up.
[36:16]
» Yeah. Yeah. Absolutely.
>> Yeah. I'm flexible, too. We can try to
[36:23]
get to a couple of six. Is that what
>> Yeah.
[36:30]
when the next um the next board meeting
in October would be the 14th. Do you
[36:35]
think we could maybe talk about the land
use stuff uh do a work session before
[36:40]
that meeting on the 14th
>> because we know what the topics are that
[36:46]
I mean he sent out an email with some of
the stuff we need to give clarification
[36:49]
on. So future
>> I would think if we did 5:30 which was
[36:52]
more probably get
[37:00]
here
>> 10
[37:04]
on the 14th
>> so the 14th
[37:07]
» 14th at at 5:30 for the land use code
and we'll keep the six the governance
[37:13]
with truck in our plans and goals. So,
we have two,
[37:17]
one to 6, 1 to 14th,
and I think those at 5:30.
[37:24]
Okay.
Does that work for everybody or at least
[37:28]
place markers? All right. Um,
we also have on our calendar a joint
[37:35]
work session with the West End Fel um
school board on the 15th of September at
[37:41]
5:30 in community center
>> at the community center
[37:45]
» at the community center.
>> And this will be a discussion regarding
[37:48]
the EMF testing.
>> Um,
[37:52]
and I guess there'll be a review of any
bids that were received.
[37:55]
» Yeah. And it's still just the one. I
reached back out to all the other and Is
[38:00]
this an open meeting or
>> Well, it's open, but all work sessions
[38:05]
for us or the school board would be
open. Yeah,
[38:10]
» it's kind of just a reminder that we did
push link.
[38:13]
» Yeah, we just have been trying to make
sure everybody knows when it's going to
[38:16]
be because it took us a long time to
find a date that they could meet, we can
[38:19]
meet all that. So,
>> and then the um any other conversation
[38:24]
on any of those things?
Yeah, it wouldn't be I don't think they
[38:30]
want you didn't want public comment at
the
[38:33]
» dor meeting.
>> You didn't take public comment, but it's
[38:36]
an open meeting. It's an open open
public meeting. So,
[38:39]
» yeah.
>> And it'll be the same manner. No
[38:41]
streaming or anything cuz Yeah. Just the
exact same kind of thing.
[38:48]
» Any updates on this Black Hills
franchise lease renewal? I did ask Drew
[38:54]
to look into the increase on the char
the rental because it's a little
[38:58]
antiquated and that maybe you know we
need to evaluate that and so I haven't
[39:04]
heard back on it yet.
>> So is this our deadline that's on here?
[39:07]
» Um yeah it was it was begin it was up to
renew the first of September. So they
[39:13]
just sent it to us in like January
March.
[39:20]
All right.
And then we also have on here the
[39:24]
vertical bridge contract revision. Is
there any updates on that? Uh we got
[39:29]
some language back from the N&TC
attorney that has been forwarded to Ruth
[39:34]
in Florida to look it over and just make
sure that you know and then he had
[39:38]
reached out and asked if maybe they
should just stop attorney language and I
[39:42]
think that that's the right opening
thing. It's for them to just because
[39:45]
it's lost all the good and then he'll
review it and have his comments for you
[39:48]
guys to review before you know we going
with everybody.
[39:52]
» Yeah, I read three red lines but I
didn't see anything hard.
[39:59]
» Okay.
[40:03]
And we as everyone know have an open
trustee seat and we have put out for
[40:09]
letters of intent. We received one which
was um Mr. James Pierce
[40:17]
and I do think I seen an email from
Jessica saying that the they were
[40:22]
requesting further letters of intent.
Any conversation about that?
[40:28]
» Yeah, I just had a few questions. It was
more like since we only got one, do we
[40:33]
all just thumbs up, congratulations,
James, or
[40:38]
» No, you can you can build from one
letter.
[40:41]
It depends on where you are, but you
have to fill the seat circle. So, you
[40:45]
just got to keep within that time frame.
>> Yeah. What is our time frame? 30 days.
[40:51]
» Oh, so I was going to say more than
that, but
[40:55]
» I was thinking a trigger. I will look I
think it's 60.
[41:00]
» Yes.
>> And we're still within that, but
[41:06]
yeah.
Okay.
[41:11]
Any other questions?
>> Yeah. I was I didn't know how if we just
[41:16]
got one how that worked. We would still
interview and then
[41:20]
it's great.
>> Good job. Or
[41:24]
» or if we had to extend the deadline or
>> you may extend.
[41:29]
» Yeah. You just have to make sure that we
meet the statuto.
[41:32]
» Okay.
>> Actively seeking to fulfill a position.
[41:38]
So,
all right. Anything else on that?
[41:43]
All right. We have one resolution on
here that we're just leaving tabled.
[41:47]
This has to do with the our governance
framework and adoption and we're not
[41:52]
we're not there yet. So,
uh we'll move on to our reports and
[41:57]
announcements.
Mustang Water Authority has not met
[42:01]
since our last meeting. So, we don't
have an update for you though. and the
[42:07]
West End Housing Committee have met and
a lot of it had to do with what we
[42:12]
talked about tonight was the Prop 12 to3
opportunity the waiver um pretty much
[42:20]
pretty much and then of course as I
mentioned at the last meeting the the
[42:25]
further development of the West End
Community Land Trust and moving forward
[42:31]
with that. So, um I did see that they
have bylaws drawn up and they're they're
[42:38]
moving forward pretty quickly. So, yeah.
[42:44]
Let's see.
Anything else? Any announcements there
[42:48]
that I missed from anyone?
Don't see anybody from the chamber here
[42:52]
or dark
economic development. All right, we'll
[42:57]
move to staff in reports and turn it
over to Miss Jessica.
[43:03]
Um
well 2025 audit is complete and the base
[43:10]
review which means that also we got our
um assessor paperworks and budget the
[43:14]
budget season has officially started.
Um so we'll start diving into some of
[43:20]
that. We'll need to schedule probably a
work session um somewhere beginning of
[43:25]
the end of October, probably beginning
of November so that we can all sit down
[43:29]
and review it in its first draft mode
and then maybe a second one before we
[43:34]
finalize it to send it in December. Um
[43:39]
we
are dealing with a few more difficult
[43:43]
issues
in town. Um, we're finding that there's
[43:48]
a lot of code and we're starting to make
notes. There's a lot of codes that don't
[43:52]
align with each other, whether it's with
fees or whether it's language or um like
[43:58]
when you're trying to pursue something,
it kind of contradicts like what we can
[44:02]
and cannot do. For example, um eviction
of a like not eviction is a bad word. Um
[44:09]
to remove somebody for not following the
water and sewer laws, you have to have
[44:13]
water. have to have sewer to be in their
home.
[44:17]
» Is that a mystery?
>> Yeah. And so we're finding that the
[44:20]
language in our own code is
contradicting some things and so even
[44:24]
the attorney's been looking it over and
he's having a hard time helping us like
[44:28]
get to that point. So we're making notes
of that so that when we talk in our land
[44:33]
use code updates, maybe we can re revise
some of that and line it up. Um, right
[44:40]
now we have the right to find someone in
that instance like $1,000 a day. But you
[44:45]
have to think like somebody get $1,000 a
day ticket if they can't pay their water
[44:49]
and sewer bill, they're probably not
going to be able to pay $1,000 a day.
[44:54]
Um, and we could remove them forcefully
and have them sent to jail,
[44:59]
but I mean those are very extreme
circumstances. I I feel you know um so
[45:05]
there's just a few things that like that
that we're really struggling with and
[45:08]
it's been occupying a lot of meetings
with uh David and I the code enforcement
[45:12]
officer. Um another one is we had talked
with Gabe during our land use and code
[45:19]
update about a demolition
ordinance in the building code and
[45:24]
that's kind of been a thing. Um,
we're trying to figure out what to do
[45:28]
with the 520 Main Street house that
burned down in 25 June 25. It's between
[45:34]
the library and the briding iron. And
recently there was reported activity of
[45:38]
kids playing in it.
>> Well, that's dangerous. It's a hazard.
[45:42]
And I can fall back on that and say you
need to board it up. But
[45:47]
» I'm asking the property owner to get me
a timeline of what we're going to do
[45:51]
forward. What are you going to do to
remediate it? I was told by the fire
[45:54]
chief it was a total loss and I was
reported to the insurance company. Well
[45:58]
then I need you to do something. I
really need you to do something.
[46:04]
» And so um I'm in talks with them because
uh kids playing in it. It's going to get
[46:09]
cold. We have a few people who don't
really have places to stay in town and I
[46:14]
can imagine that that will be prime real
estate when it comes to snow flying. So,
[46:19]
um, those are kind of some big things
that we've been dealing with and we've
[46:22]
been talking to the judge and, um, few
different things. And then,
[46:28]
uh, the library, Sue's got a bunch of
fun stuff on the horizon. She'll be
[46:32]
making a presentation, um, before she
submits anything to the West Pay It
[46:35]
Forward. Um, she,
yeah, I mean, she's go get her. I
[46:41]
submitted to her, I gave her the
information where we did the main street
[46:45]
assessment and kind of the design and
how everybody um wanted that to all look
[46:49]
and the public comments and everything.
She's going to be integrating that into
[46:52]
her grant and her application process
and she's got big ideas. Uh and she's
[46:58]
got more libraries are a little niche.
There's a lot of money for them out
[47:02]
there. A lot. You just have to go get
it. Uh, so she's working really hard on
[47:06]
that and she's starting some programs
with the kids. Um, first chapter
[47:10]
Fridays. She wants the kids to come in
and read in the mornings and maybe some
[47:14]
of the older kids can come in and do
maybe a creative writing or something,
[47:18]
you know, and so she's working with the
school. She's working with the
[47:21]
superintendent and the principal. She
went up there and read the littles today
[47:24]
and she was very excited. She got a hug.
Um, so it's just pretty exciting. That
[47:31]
is met with Corey today. He starts his
official position next
[47:36]
Wednesday the 16th. We needed to bump it
out. He he had a family he lost a family
[47:40]
member and so he has a funeral to go to
on Monday. And so he's going to meet
[47:44]
with Rod sir and tour all the facilities
and get to know everything. He's going
[47:49]
to probably come out to my standard
and
[47:54]
» the 16th, but I will have them get in
contact with you instead of make sure
[47:57]
you might be.
>> I'll probably No, I'll probably be gone
[48:00]
or after the 16th. I might still be
there the 16th.
[48:03]
» Okay. All right. Um and we can schedule
that later. I just want him to kind of
[48:07]
get a feel cuz he's not from around
here. So, I want him to be able to take
[48:10]
a tour of everything and just talk to
Rod for the first two days and then he
[48:15]
and I'll sit down on the 21st and kind
of make a plan of action of a few things
[48:21]
just that I've got a list of priorities
in there and I'm sure that you guys are
[48:24]
going to have a list of priorities and
so we just kind of need to get some
[48:27]
organization going. um figure out the on
call
[48:32]
uh how to designate that and get his
computer up and going and having him
[48:37]
introduced to Jensen brothers who always
did our tasks and do our work and stuff.
[48:40]
So trying to kind of throw him to wolves
but not throw him to wolves so
[48:47]
I go back to just the uh
>> you're talking really fast couldn't get
[48:52]
in there. Um code enforcement regarding
you know the properties and such. I know
[48:57]
you've been working with the 545.
>> So, I'm kind of I guess I'll speak as a
[49:02]
citizen for just a minute. 545 6th
Avenue.
[49:04]
» Mhm.
>> Across the street from my house. Um I
[49:07]
called law enforcement once last night.
>> They did come by a second time. Um
[49:13]
there's a heavy drug activity there and
I'm not really sure why something can't
[49:16]
be done.
>> I know it's not up to you for law
[49:19]
enforcement. Um she's out street last
night in her underwear.
[49:22]
» Okay.
>> And about that's about it.
[49:24]
» Yeah. screaming, yelling after 11:00 at
night. Um, they did swing by. He had to
[49:30]
go outside. Um, they did swing by, but
they don't do anything.
[49:36]
» So, um, they did even stop in the
street, but then they went on and went
[49:39]
around and and disappeared. Came back
probably after 11. I was asleep. This is
[49:44]
my daughter was up. She told me they
came back. But they're not contacting
[49:48]
this person as far as I know.
>> Okay. And I've been asking the citizens
[49:53]
that do um like finally follow and then
keep your comments tonight, please call
[49:58]
the sheriff's and get it on the report
and then you can also file a complaint
[50:01]
with us and we can add it to ours
because we get copies of those reports
[50:05]
» and it's
you know that I hate to use the word
[50:10]
ammunition but it kind of helps us build
the case and we talked to our judge and
[50:14]
he's like okay this is what now I want
to do. I called in. It's a record. So
[50:20]
» I think if you I think if you first
should he call the sheriff, but I think
[50:24]
the town should also be notified that
the sheriff has called
[50:29]
» as a matter of number
>> and we Okay. Yeah. And so that way we're
[50:32]
kind of if we know that our citizens are
letting us know that they've already
[50:36]
also contacted our home and we can have
a conversation if they
[50:41]
» Yeah. It's getting it's bad.
I've been noticing kids.
[50:50]
» The suggestion they gave me because I've
been fighting this for 3 years as all of
[50:54]
you know. I put up cameras and they
suggest that people put up cameras
[51:00]
because the cameras do not lie. And
that's what I recommend to every
[51:05]
citizen. You have a camera because if
they come and you got here safe, that
[51:11]
doesn't do any good. But if you got it
on video, if you can get her in her
[51:14]
underwear or whatever on video,
>> you'll be you'll have a case.
[51:20]
» But that camera doesn't hold up in a
court of law unless you've got a sticker
[51:23]
saying be, excuse me, the court.
>> Correct.
[51:28]
» Which matters malt did tell me anything
I report on, I have to be willing to be
[51:33]
a witness and testify in court, which is
no problem.
[51:38]
» You must have been fast asleep. I'm not
hearing anything about the
[51:41]
» obviously I was going to say
anything.
[51:49]
» Thank you.
>> Yeah.
[51:50]
» So I want to circle back to the way I
understand her back in ter
[51:56]
back.
>> She's never really left. So why can't we
[52:01]
make a list of
>> buildings that are
[52:04]
» obviously vacant, derelict, and
basically abandoned? Mhm.
[52:09]
» And we just send letters and say you
will order the money cuz that's in the
[52:14]
code.
>> That's the part we can enforce. But I
[52:17]
think
>> Yeah. Yes. And he sent a letter um on
[52:22]
the 1st of September and I told him if
he if the town does not receive a
[52:27]
response by next week, I sent I have
another letter drafted that's a little
[52:31]
bit more. I think we need to he I think
he needs to go out and make a list for
[52:35]
those properties, not just that one
because there are more than that.
[52:40]
» You do you recall back when we had a
property where there was uh was kind of
[52:44]
being used for outdoor
restroom situation.
[52:50]
That's
>> there's no way that there's no way that
[52:52]
can't be happening across the street.
>> No way.
[52:56]
» Yeah.
>> Can't you contain it?
[53:00]
» It's quite a process to get it. Yeah,
there's
[53:04]
» it's such a process and I think that
that was part of what we were
[53:07]
discovering with gate with you know we
didn't have this certain part of
[53:12]
whatever the 1997 building code
>> revise your whole briefing code system
[53:19]
up the upgrade to the latest and
greatest of course so
[53:22]
» and align it with the state of Colorado
and all of the green
[53:27]
» um building upgraded building
terminology which
[53:31]
» carbon
Yeah.
[53:34]
» And I keep falling back on
we are in charge of the community
[53:40]
safety. We are in charge of the
community's health and we are in charge
[53:43]
of helping the helping our community
address problems like this. So it's we
[53:48]
have
don't want to sound like selfish but
[53:51]
there we have to have that power
somewhere and it's written there.
[53:55]
» And if it's a health and safety hazard
then
[53:58]
» let's divide them. Bad's going to
happen. She's been She's sleeping in the
[54:03]
street. She's sitting in the street. She
was in a pile of garbage
[54:07]
» the other night.
>> She needs
[54:10]
» She needs some help. It's very sad. Um,
>> welcome to New Year.
[54:14]
» That's what I feel. Sometimes some You
never know what's going to turn somebody
[54:17]
around. Could be getting arrested,
>> you know, and could be things like that.
[54:22]
» So, people the same people that are
going by your house are walking by my
[54:25]
house. And that's what I'm worried about
is that when this house next to the
[54:30]
branding iron
>> it when it becomes cold, they're all
[54:34]
going to seek shelter,
>> you know, and that's why we lock up the
[54:37]
park and the rest more restrooms anyway
to find because and I So anyway, so I
[54:43]
have all ears on any direction
>> with the old DFW bill back there. So if
[54:48]
anybody but I just wanted to bring it to
your attention that we know and we do
[54:53]
know
>> one more thing I was
[54:56]
» oh sorry
>> one more thing I was informed about by
[54:59]
law enforcement is it is up to the
officer's discretion what he decides to
[55:05]
do and this came from Montrose County
over there from there to here and so a
[55:13]
lot of things the deputies around here
I'm not going to put them down or But a
[55:18]
lot of things get swept under the rug or
they get a little slap on the wrist or
[55:23]
nothing happens.
>> Well, a lot of that discretion goes back
[55:28]
to the way I do it. DA is just going to
turn me loose.
[55:31]
» Well, that's true. But that's that's
your job.
[55:34]
» That's a whole another issue.
>> You know that that that's a lot bigger
[55:40]
fish to fry. But I'm just talking about
for the talent input.
[55:46]
Anything
else?
[55:49]
» No, I mean there's lots of other things.
>> Any questions for Jessica?
[55:55]
Chris,
>> I have two questions.
[55:56]
» Okay. Well, one's a question, one's a
comment. Um, talking about the library,
[56:01]
I go in there pretty regularly. I don't
have any idea what my ID number is in
[56:07]
there because I've been going so long
that they just pull it up. It's okay. He
[56:12]
soon has made some incredible changes in
there. It's so pleasant.
[56:17]
» It's like It's very w I told her today,
"This is so welcoming." I You just walk
[56:22]
in here and you feel like, "Wow, this is
a place you want to come in and read,
[56:25]
get some books, and
>> it's good."
[56:27]
» Yeah, it's really good. She You got a
gem out of her. That's all I can say.
[56:31]
» We 100%ed.
>> And yeah, and um I just wondered if that
[56:36]
property next to the branding iron,
would that would that even come close to
[56:40]
qualifying for Prop 123?
Well, they'd have to want to sell the
[56:44]
property or relinquish it for anything
to be able to be done. Well, it might be
[56:48]
an incentive.
[56:53]
» Joseph, do you know anything?
>> Well, you've done you've done a ton of
[56:58]
research on all that. Am I incorrect? I
mean, the property for it to to
[57:02]
» that property isn't full of anything
except demolition.
[57:05]
» Yeah. Yeah.
>> Yeah. I think a bulldozer off the thing.
[57:10]
I don't know if they'll done with
investigations and all that.
[57:15]
» That's a big deal.
>> The fire chief said that his report was
[57:19]
final and he hadn't heard anything about
it since last summer cuz I told him
[57:24]
about some scuttle in the Grand Junction
case right now with the same person. And
[57:31]
he's like, I haven't heard anything
about it. Nobody's called me with the
[57:33]
right reports.
So, I don't know if they're linked or
[57:37]
not, but
[57:41]
this whole thing.
>> What's What's the deal going on with the
[57:45]
roar? We still
>> I think we're going to talk about that.
[57:49]
Yeah,
>> Mr. President,
[57:51]
so it falls in your court, bud.
>> I just want to know if we're using our
[57:56]
water.
>> People making good use of it. So that's
[58:00]
why I asked
>> I'll ask I'll ask that question cost
[58:03]
» because I guess this side for today and
when I went to
[58:08]
take a left to uh a checkup today.
>> Mhm.
[58:13]
» There's numerous sprinkers on the east
side of town.
[58:17]
» But are they on ditch water?
>> I'm sure they are because they're in the
[58:21]
trailer park.
>> Oh, the beaches.
[58:24]
» Oh yeah, that's Yeah.
>> On that note, too. of the trailer park
[58:29]
on 6th Avenue. I finally contacted the
owner myself because they were never
[58:34]
they were watering whatever they wanted.
Of course, there's only like one yard
[58:38]
thing.
>> There's a few of them around.
[58:40]
» Yeah,
[58:43]
» but I see the pressure is up and
everything. I don't know if people might
[58:47]
be cutting hair or what, but
>> yeah, I see I see more pressure.
[58:55]
» I'm going to say yes. But see, I don't
really count because it's not my side of
[59:00]
town that struggles with water. So I I
have to You guys that are struggling are
[59:04]
the ones that need to speak up and say,
"Are you getting water? You're not
[59:07]
getting water.
>> I just municipal the water."
[59:13]
» I haven't gotten water in months.
>> I haven't tried.
[59:17]
» There's people started. So I mean,
right, you're standing water. Is there
[59:22]
something wrong with the pipe or
>> Yeah, I thought you had your sprinkle
[59:26]
room a couple weeks ago. That little
portly thing out there.
[59:31]
» Yeah, cuz I had it turned on and then
that was a Sunday.
[59:34]
» Okay.
>> I had to go shut that off because I had
[59:36]
it opened up on the day that I could
water
[59:39]
» and then it
>> If you're not getting water, could we do
[59:42]
something with her in the situation on
on a Sunday like we're doing with
[59:48]
» Yeah. Oh, and this year, I mean, it's
I'm I'm done watering and trying to
[59:53]
water and looking at my plants. So, I
mean, this year is just about over. I'm
[59:58]
just
>> Well, it helps your next spring, though.
[1:00:01]
» Yeah. I'm going to have to plant some
more this fall, some more grass, and see
[1:00:06]
if I can't get him to bounce back.
>> Well, if you got trees, get some water.
[1:00:11]
And I got to be flattered of my apple
trees and and my heirloom stuff that I
[1:00:16]
can't lose. But
>> I would think anybody I'm just going to
[1:00:20]
say this out loud in case someone's, you
know, zoomed in. If you're on the west
[1:00:24]
side of town and you're still struggling
to get water on your water days, please
[1:00:29]
contact the town. You know, maybe there
is another option to variance for some
[1:00:34]
of these people to water on Sunday if it
will help or if it if it even gets you
[1:00:38]
any water. So
yeah, and I think people just like what
[1:00:44]
uh Scott reported tonight, people are
still not following the water schedule,
[1:00:49]
which takes it away from their
neighbors.
[1:00:52]
» You know, before all this took about,
you know, I've been talking to Sher and
[1:00:57]
I. I said, "Well, why don't you switch
the park back over? You know, she
[1:01:01]
» she likes her park.
>> We all do."
[1:01:04]
» I said, "Well, why don't you talk to the
town and see if you can't put it back on
[1:01:07]
city water?" Mhm.
>> Then she come back that afternoon and
[1:01:10]
she and she told they said no.
>> And then that's when all of the the
[1:01:18]
drinking water was nasty and I helped
flush the whole system if you put
[1:01:22]
» we did talk about that too.
>> Yeah.
[1:01:25]
» And it since we switched it to the the
other days it's the right has helped of
[1:01:30]
course. Um,
>> she's running the full zone of Spring
[1:01:34]
now that we put them on the same as the
east side
[1:01:38]
» and there's been a lot of citizens that
have come in and said
[1:01:41]
» great job because they were not ready
back and that's why I say maybe Amy
[1:01:46]
could go to go to a Sunday and
>> maybe get something.
[1:01:50]
» Yeah.
>> Drinking water's cleared up
[1:01:54]
tremendously.
>> Park and Amy came to the east side.
[1:02:01]
date.
[1:02:04]
» So maybe we put that also for next year
if we're maybe won't be maybe.
[1:02:11]
» Yeah. And hopefully we're going to get
something to help with
[1:02:15]
the version two. So it's not going to be
there's been a lot of grief over the you
[1:02:20]
know social media but people saying well
how can you charge for what you're not
[1:02:24]
getting? You know, if she hasn't had it
for a month and a half, then
[1:02:30]
» Oh, for the raw water. Yeah.
>> So, in the ordinance, it states that
[1:02:33]
it's $120 for the season, right?
>> Regardless of nature, and we allow
[1:02:39]
people to make $20 a month payments for
that 120. So, it it's pretty clear that
[1:02:44]
it just says you get what you get.
>> But people don't understand.
[1:02:48]
» I know. I have this conversation every
day.
[1:02:51]
» Well, I'm not unsympathetic to that.
>> Yeah. It doesn't bother me any because I
[1:02:56]
It's unlimited use and then when it's
there then you can use it use
[1:03:01]
» and it's not that different than other
municipalities that actually do have a
[1:03:06]
raw water system. It's far more
expensive but it's a similar
[1:03:11]
» every time people drive on it just tell
them look at Norwood they get maybe
[1:03:17]
three weeks out of it. You know,
>> we're super blessed with the water that
[1:03:21]
we have that with the ditch. I mean, I
can't even like,
[1:03:25]
» yeah, I've listened to the to the other
ditch companies and stuff and I'm like,
[1:03:30]
oh my gosh, I'm so glad I don't have to
deal
[1:03:35]
» Oh my gosh,
>> we don't have any.
[1:03:37]
» Yeah.
>> Yeah. Just town Norwood, learning what
[1:03:40]
they deal with. I'm like,
>> you know,
[1:03:43]
I mean, I don't say that, but I'm like,
it's just weird not to have water, you
[1:03:46]
know?
>> Yeah. Mhm.
[1:03:51]
» Build that down 15 years ago.
>> I still bring that up too. Yeah.
[1:03:56]
» Storage tell me.
>> Is there anything else
[1:04:01]
about him?
>> I have it in public right now. The only
[1:04:06]
one.
>> Okay.
[1:04:08]
» And then the new guy
and he and I sat in on he sat in on an
[1:04:13]
interview this afternoon.
>> Um and the kid
[1:04:18]
really was kind of open for
>> a first time position because he'
[1:04:21]
already taken another position that he
really kind of wanted to involve with
[1:04:25]
said he didn't for that right now that
he's got to get started and situated
[1:04:29]
that
>> yeah and I told him I said it's up to
[1:04:31]
you know that it's going to work for you
>> um but yeah but we're going back
[1:04:40]
we're going to sit and interview
together and just kind of slam something
[1:04:43]
off and I hope for good
>> I think is opening up for applications
[1:04:48]
since he's coming on board. Maybe we'll
find the right fit. So,
[1:04:52]
» and he's excited.
>> That's good.
[1:04:58]
» All right. Uh if there's not anything
else for this evening, I would entertain
[1:05:02]
a motion to adjurnn.
>> Motion to adjourn.
[1:05:05]
» I'll second the motion to second to
adjurnn. All those in favor? I. Anyone
[1:05:10]
opposed?
Thank you all for coming.
