[0:00] Bidd >> here.
[0:01] » August Marorrow >> here.
[0:02] » David Hogan >> here.
[0:06] » Doug Gibson >> here.
[0:07] » Terry Mason >> here.
[0:08] » Tim Morton >> here.
[0:10] » Jeff Bracy >> here.
[0:11] » Mike Arman is absent. >> Okay. Um
[0:18] the minutes you were trying on the meeting.
[0:22] Anybody have a problem with the minutes besides the dates?
[0:27] » Nope. Okay. Um, any other complaints
[0:34] decisions? Okay. Um,
[0:40] what did we do with agricultural MA M3 or whatever is listed under? Did
[0:48] we talk about bringing in the county A1, A2, and A3?
[0:52] » You talking to me? >> Well, I'm just talking to What's up with
[0:55] that? Well, it's under agriculture and we're real limited in agriculture.
[1:04] When the law was built, and I argued this with the state, they wanted us to
[1:08] have 10 acres of property to put any dwelling on it back in the day. And we
[1:13] got it down. It was supposed to be five acres
[1:19] and and it's been misinterpreted since the 90s
[1:24] that you had to have five acres to apparently to subdivide. You need it was
[1:31] never meant that you couldn't put a house on five acres. It was meant you
[1:35] could put a house on, but you the law also reads you have to have 5 acres to
[1:41] subdivide into 1 acre lots. And I was just wondering if you all just
[1:46] had talked about that or run across that in this book.
[1:51] » I thought we did talk about it, but >> I don't see nothing in my notes. I don't
[1:56] remember. >> No.
[1:59] » So, Oakill only has one agriculture zoning and we need to have more than
[2:04] that. >> Well, is that going to come up in the
[2:07] future in these or not? >> No, I think we're about at the end of
[2:10] it. >> Why should we have more than one axis?
[2:13] Because lot size. >> You can have oneacre lots. Yeah.
[2:18] » That we can't hear. >> I know.
[2:20] » Not Well, >> why would um Okay, let's say you got a 5
[2:23] acre lot and get subdivided among two or three kids.
[2:27] » Family members. >> I'm sorry. Family members.
[2:29] » Family members. >> Why would the zoning have to change?
[2:32] » No, >> because because a wants five acres.
[2:35] » Well, I'm saying here in Oill, we only have one egg. I know, right? But why
[2:39] can't we have a one, two, three, four, and five? But the county does. We only
[2:45] have one. >> Or keep it simple.
[2:47] » Yeah. But so like if you have four acres, Yeah.
[2:49] » can't be agriculture.
[2:53] » Then we need to rephrase what egg should be should be 5 acres unless subdivided
[2:58] among family members in which case you can only act.
[3:01] » But the minimum you want to keep five. Is that the
[3:04] » the discussion is the minimum to keep it five acres in and bring the the acreage
[3:08] size down? >> I would make the exception.
[3:12] » Here here's the here's the thing, Mike. You got residential in this town,
[3:15] » right? >> That's got double wides and single wides
[3:20] on less than acre. >> Yes.
[3:22] » In residential. >> So to get the playing field a little bit
[3:27] more flexible, we need to adjust this talk about it.
[3:35] » You follow where I'm going? >> Yeah, I I see. Okay.
[3:37] » So, do you want to take a less than 5 acre plot because it was
[3:43] sub by family and automatically make it our own?
[3:47] » No. No. But what if we So, for instance, I bought my property here. Yeah.
[3:52] » And I had it brought into the city with the understanding it's going to be
[3:54] agriculture, >> right?
[3:55] » It's not big enough in Oakill. >> Okay.
[3:57] » But it was allowed to come to Oakill for that purpose. So, I might as well just
[4:02] go back to the county with it. >> No, you can't.
[4:04] » The county back in the day in 1987, about no, excuse me, 1985, Clay Anderson
[4:11] introduced a law in the county council, you had to have 10 acres of property to
[4:17] put a mobile home on, which is totally ridiculous.
[4:21] » Yeah, that's quite >> West of the railroad tracks. Follow me.
[4:27] We're putting and I'm not picking on anybody but Lyles Cove or Indian Arbor
[4:32] states it's a 50 lot foot lot 60 foot in Lyles Cove. So where I'm trying to go
[4:38] with this to you get compromised here. We need to work on this whole situation
[4:45] » at it's in chapter one. >> Which page you have? Policy 1129.
[5:13] Why? Why would you not call it action?
[5:20] usually called it a slash test for sub. >> What What was the guy's name the
[5:27] before Pete? What was the guy's name? I just
[5:30] » um >> Mike McGrath.
[5:32] » No, Mike McGrath >> before him then. Okay, I'm thinking of
[5:37] the wrong guy. >> Dennis Fisher.
[5:39] » Dennis. Okay. >> So, when I did mine, cuz I was I had two
[5:42] partials I combined and I had an annex, >> right? When I did mine, I told him, I
[5:46] said, like my 10, 15, 20 year plan was I got five kids. Each each kid a piece and
[5:52] then reszone. >> Sure.
[5:53] » He said, "You don't have to reszone. You just call it gift to children and then
[5:57] however you lay the lot out, you laid a lot out."
[5:59] » Maybe you would just want to call it a one/G for gift or something like that.
[6:05] » It's already in the book. It's >> already in the book. You can give a you
[6:08] you can give a family member a a family member,
[6:12] » right, >> a acre to live on?
[6:18] » I'm missing something here. Why do we have to redefine it? Or do we have to
[6:22] redefine it? >> Well, the reason I'm asking is because I
[6:25] want to make mine agriculture. >> Okay. It's not big enough.
[6:28] » And another thing that always comes up is a is a pissard
[6:32] » is you have to have 5 acres to put a mobile home on. Yes. It shouldn't have
[6:36] never been that way. >> Well, we can change that. That's where
[6:38] we're >> Well, okay. That's what I'm discussing.
[6:40] » Mhm. >> Okay.
[6:44] » All right. >> If you have five acres and it's zoned
[6:48] agriculture and an acre was given away to a family member, are you not zoned
[6:54] agriculture anymore? Is that what it's saying? Or
[6:56] » not when I talk to >> I can't say that.
[6:59] » No. Why would he change? Well, I was just wondering because my property kind
[7:02] of is like that because >> because if you read it strictly, if it's
[7:06] less than five acres, it can't be egg. And evidently, it can
[7:10] » because I it was 5 acres, but it was my grandparents home and then they gave an
[7:15] acre to family members. So, now it's 4 acres, but I have horses and pigs and
[7:19] everything. And and we come down to the simpleness in 1997 that people wanted to
[7:25] have fair burn animals, horses, rabbits, dogs, cats, and it's in the residential.
[7:30] It's even the ordinance we we have. Okay. I mean, it got down to we're
[7:35] talking how many cats per acre or how many dogs or horses. I mean, it's a
[7:39] little complicated if you get to reading it.
[7:42] » So, >> if we're doing it in a residential,
[7:45] » I see where you're going. >> Okay.
[7:46] » Yeah. Not saying that we're going to have a whole zoo coming there,
[7:50] » right? But we have to define that because let's say we get a gifted acre
[7:55] and somebody says, "Hey, I got an acre egg. I want 25 horses."
[7:59] » No. No. No. There are stipulations in there. It
[8:02] » states you have to have x amount of square footage per animal.
[8:08] » Yes. >> Okay.
[8:12] » To me, this would be egg one. >> 5 acres.
[8:16] » No, 10 acres. can be subdivided.
[8:21] » Add one is 10 acres. >> Yeah.
[8:24] » Well, what we don't want to do is if a person has 4.9 t or 4.810
[8:30] of an acre. >> We want to be able to let him put a
[8:34] mobile home because he does. See, it's in there right now where you have to
[8:39] have 5 acres and it was never supposed to be being meant to be that How can we
[8:44] build in flexibility without going through variance procedure?
[8:49] » Because what how many acres are you on? >> I have four.
[8:52] » Four. Okay. Could he get a variance? Maybe.
[8:55] » Yeah. But there that's the thing is if you
[8:57] » So if you had 4.9 the answer is yes. You get a variance.
[9:00] » You should be. >> You should be able to,
[9:02] » right? >> Okay. How about 4.7?
[9:05] » Well, how about 4.0? >> See what I'm saying? Where do you
[9:08] » That's what I'm saying. But what's the difference? What's the difference if
[9:12] you're going to put it on four acres or put it on one acre?
[9:15] » That's what I'm saying. If you go by the classification of the county,
[9:19] » then there's no >> we shouldn't go by classification county
[9:21] because we're not the county. >> But we do a lot of the stuff as the
[9:24] county does. >> So then why why would you want to have
[9:27] to come fight for a variance and then I'm at the mercy of the the commission.
[9:30] » What what I'm trying what I'm trying to do is how can we do this without a
[9:35] variance? >> You change the law right now
[9:37] » and change it to three or four acres. Anybody with three acres or more
[9:41] » like agriculture? >> So like a A1 is 10 acres, minimum square
[9:46] footage house 750, >> right?
[9:48] » A2 is 5 acres, minimum 750 house. A3 is 1 acre, minimum 1,000T house.
[9:54] » Under policy 112, not more than one residential unit per 5
[10:00] acres. A >> D, right? And we have some with two that
[10:07] are five. >> Mhm.
[10:09] So you have if it you're going to have to have egg one, egg two, egg three,
[10:14] » right? >> Then let's define it
[10:17] » and define what what those are. >> Mhm.
[10:22] » And what the stipulations are and the restrictions
[10:26] between the three. Well, you go by setbacks, property
[10:31] setbacks. >> A one is what we have now.
[10:33] » Yes. >> A two is subdivided to heirs. But yeah,
[10:38] but yeah, but even if you if you just bought five acres, I'm not you're not
[10:41] subdividing, >> right?
[10:42] » And egg three is for stuff that like yours doesn't otherwise fit, but
[10:49] everything else is fine, >> right?
[10:51] » Because that's mine. Mine's 4 point something because it was five and my
[10:54] aunt gave before I inherited property. And but I've always I was always told I
[10:58] was grandfathered in because I've always had cows. And
[11:01] » I remember the trader the same thing. He he had 9.7 acres and they said, "You got
[11:07] to have 10." He says, "I don't have 10." And they said, "Why don't you get your
[11:10] neighbor to give you 3/10 of an acre?" >> That has been done.
[11:14] » I know, >> believe it or not, in this town back in
[11:17] 1987, 888, 89, somewhere around there where
[11:22] they deeded over two, three acres to the other parcel.
[11:28] » Yeah. But that's not going to h You can't count on that.
[11:30] » No, you can't count on that. And I don't want to see it as a stipulation. I I
[11:35] personally don't like the idea where you can give I I like the idea if you give
[11:40] an acre to each sibling or father, aunt, uncle, and all that.
[11:44] » But when when they stipulated where you got to have 5 acres to put a home on,
[11:48] that's a little ridiculous. >> You follow me? And it was never it was
[11:53] never supposed to be that in the the first place.
[11:55] » But we inherited that from the county. >> Yeah.
[11:58] » And that's why it doesn't make any >> No, no, no, no, no, no. Excuse me. No,
[12:01] no, no, no. That law, they wanted us, the state wanted us to have 10 acres.
[12:06] » Okay, >> I lived it.
[12:07] » All right, >> believe me, I almost beat the copying
[12:09] machine up >> because that guy, we got into it and I
[12:13] told him, I said, "We got plenty of acres of agricultural down here in
[12:17] Nokill. These people can't afford to buy 10 acres to put anything on
[12:22] » a mobile home, >> right?
[12:25] So it got stuck at five and you know you try to cover all the bases and we didn't
[12:32] and it got stuck at five. You got to It was never meant to be. You had to have
[12:38] perfectly five acres to put a structure on it.
[12:40] » You want to reduce three? >> No, I want to What's the difference of
[12:45] Yeah, >> we can reduce it and talk about it. You
[12:48] know, I personally I want all my five acres. I don't want ners.
[12:51] » Yeah, I know. But why should he not have any rights to the agriculture because
[12:55] he's got >> he should have the right.
[12:58] » Yeah. >> Okay.
[12:59] » And just like anybody else. >> So let's change minimum required acreage
[13:03] in act to three and solve it right there.
[13:06] » Okay. >> Well, what do you think about sub?
[13:11] » Same thing. How many? >> So if you got three, you can
[13:15] » you can have three houses on >> they'll have to fight that out amongst
[13:18] themselves. >> That's three acres. An acre per house.
[13:21] » Yeah. It has to be an acre. >> You can only subdivide down to a minimum
[13:28] of one acre. You cannot give away >> a half acre or quarter acre
[13:33] » acre corner of the property or you get a variance.
[13:37] » So, so we're saying act A1 or a which is at this point our only egg
[13:42] classification minimum of three acres can be subdivided down a minimum of one.
[13:47] » Right. And I want the thing that says in five acres you have to have five to put
[13:52] a mobile home on or or or a modular >> to be red no to be eliminated.
[13:58] » Okay. >> Period.
[13:59] » Where is that at in here? >> It is. It's in chapter one.
[14:03] » Will this get kicked out when it goes to the county for the state for review?
[14:07] » No. >> No.
[14:09] » No. >> I mean, if they're going to kick it out,
[14:12] they'd kick out every every lot size and let us go with the 60 foot.
[14:16] » Why? And The one that was going to be built north of you was what? 50 foot
[14:21] lots. >> Yeah.
[14:23] » You follow what I'm saying? >> Is that deal still going through or has
[14:26] that been killed? But >> I hear it's dead.
[14:29] » Which deal is this? >> The last deal.
[14:35] » This >> I hear it's dead. It's not going to
[14:39] happen. would. So, >> you know, it's rumored
[14:42] » when we talked about >> something different.
[14:44] » Lot sizes for like >> RPUDs. We went to halfacre minimum.
[14:48] » Here we're saying we want a 1 acre minimum
[14:52] » for just for personal property, not RPDs.
[14:55] » Okay. >> Okay.
[14:57] » Okay. Okay. Two separate things. >> What What section are we looking at then
[15:00] we're going to change? Uh 112A
[15:06] residential for 3 acres.
[15:10] » Yeah, we've already got the part about less can't be less than one.
[15:17] » I would go A1 here or A4. >> Yeah, A4 is 2 and 12 acre minimum.
[15:29] What what I'm trying to avoid is I'm looking at Edgewater. They have 500
[15:34] classifications >> per right,
[15:37] » you know, depends on what's on it, depends on how big it is, what shape it
[15:39] is, what color the foliage is. You don't need to do that.
[15:42] » I don't want it to be subdivided. I just want it to be with if somebody buys or
[15:47] they want to be able to have agriculture exemption.
[15:51] I'm comfortable with a single egg category of minimum three subdivide not
[15:57] less than one. >> Okay.
[16:02] » So we got a what are we adding? We're adding how many classifications?
[16:08] » Just have a two. >> What? Not adding any. We're just red.
[16:12] » Changing it at three. >> Redefining the end.
[16:15] » Okay. That's all. >> All right.
[16:16] » It's uh 1.1.2 Item two, item A, not more than one residential unit for 3 acres
[16:26] instead of five.
[16:36] So what you're saying is we got to have three acres to put one on.
[16:40] » Say again, >> we're reducing it from five to three.
[16:44] » Yes. So what we're saying is you got five acres to put or three acres to put
[16:49] the one home on. >> Yes. In act
[16:52] » in act. >> And then further down it says individual
[16:57] may convey the propert. >> Yep.
[17:01] » Say >> yeah the last point says in no case it
[17:04] can be less than a neighbor. >> Right.
[17:06] » So it's there we have to change. >> Okay.
[17:10] » All right. >> Chapter nine. Okay, chapter nine.
[17:16] » Mhm. >> Thank you people.
[17:19] Everybody got chapter nine. >> Chapter eight.
[17:24] » Chapter eight.
[17:28] » Chapter eight. Here we go.
[17:33] » There was one other thing in that section. I can't find it now.
[17:39] » I'm trying to keep things simple. >> Yeah, I know. But it was something that
[17:42] kind of when it was brought up, I didn't say nothing. I should have says if
[17:46] you're within 200 ft, like say a new subdivision comes in, they put in water
[17:53] sewer reclaim, >> you have to hook up with you're within
[17:55] 200. We >> still have that.
[17:56] » We're keeping that in there. >> Okay.
[17:58] » Why are we keeping that in there? >> Because the state tells us we have to.
[18:02] » If you're Okay. If you're east US1, you got to you got to hook up if when it
[18:07] becomes available. >> That's just a sewer, isn't it?
[18:10] » Yeah. You don't have to do the water west of
[18:12] you. West the water. >> Can you show me that, right?
[18:15] » The state says because I disagree with that.
[18:18] » We did that. >> No. No. I know we argued that point. I
[18:21] don't like the idea of government telling me what I can and do.
[18:24] » I don't either. Believe me. >> And that's a pet peeve of mine.
[18:27] » Okay. But we did it because they told us we had to. We didn't do it because we
[18:32] thought because >> Well, if you're on the west side
[18:35] » Yeah. the west side they don't care, right? But still, it doesn't it doesn't
[18:38] define in here east or west. It just says 200 foot.
[18:41] » No, our our ordinance said east of US1. >> Give me a second. I'll find it.
[18:47] » What did it say? 200 ft. >> 200 ft.
[18:50] » Anywhere >> cuz I got news for you.
[18:52] » Yeah. >> They don't own Brook Circle.
[18:55] » I know. >> Okay.
[19:03] You you remember our um from the water department and the discussion about you
[19:08] could you deliberately sit me next to that little ball so and so
[19:16] being me. >> I'll tell you the story later.
[19:22] » Terry, where you at? >> I I'll come back to it. I don't see it
[19:26] in front of me. >> Yeah, I'll bring it up.
[19:31] Thanks for going back to one.
[19:36] » I wanted I want to do one thing. Um not necessarily now, but tonight uh we've
[19:42] been talking about a commercial mixeduse zoning overlay,
[19:47] which will allow stores on the bottom and residences on the top up and down
[19:52] both sides of US1. I've had draft, so I'd like to I'd like to touch on that
[19:57] tonight before we go home. Why do you have to touch on it?
[20:03] » The height limit is 35 ft. >> Well, it could be changed for mixed use,
[20:07] commercial mixed use to 40 45. >> No.
[20:11] » Well, the the the problem with it is you can have store and the the ordinance
[20:17] somebody's ordinance says the store's got to be have ceiling and that doesn't
[20:22] leave you any room for the apartment. >> That ordinance.
[20:26] » Yeah. has been in this town long ago. I know.
[20:30] » And they don't we that's why we don't have highrises on the river.
[20:34] » If you did residential on top, you don't have to be more than 30 ft.
[20:38] » If we change that height limit. >> Yeah.
[20:41] » If we change that height limit, >> I don't think you've been looking out
[20:44] your windows looking at >> sevenstory condos. And basically that
[20:48] would tell me that we have stores on the bottom and one story on top for either
[20:53] professional offices or residences cuz this is just a draft. Will you change
[20:58] anything on? >> You know, I'm beginning to love
[21:01] commercial buildings. I'm really liking commercial buildings and that Oakill
[21:06] Station keeps building and I hear Steel Masters is thinking about doing the same
[21:10] thing of building out their site >> out front.
[21:14] » Out front. Yes. >> To commercial buildings. And you know
[21:17] what? At once upon a time on US1, this place was loaded with
[21:22] » commercial. >> Commercial.
[21:23] » Commercial. >> Yeah.
[21:24] » Then we'll look at this after. >> Okay. All right.
[21:34] » All right, folks. Let's get cranking on this Mr. Eight here.
[21:39] » Second paragraph. It just ends. >> Yeah.
[21:41] » Construction of the blank. >> What page, John? First one
[21:46] » 8-3
[21:49] » 8-3 >> y from
[21:52] » the last sentence >> last sentence second paragraph
[21:54] » he happened to run out sentence >> you the main favor of the city as well
[22:00] as the future construction of the blank
[22:09] » what's our future construction that they're talking about
[22:12] » Taj Mahal >> Taj M I like
[22:15] Okay.
[22:20] » So, just have John or somebody or Megan take a look at that.
[22:24] » Why don't we just >> put a question mark?
[22:28] » Tasha, would you be so kind to give that to the city manager
[22:32] and ask him to look at that for us, >> get his thoughts?
[22:37] » This is this is a perfect example of cut and paste because I ran into the same
[22:42] thing in development. um
[22:46] two something or other developer must provide
[22:51] 110% developer must produce 110% construction bond or contract or
[22:58] otherwise provide what
[23:05] » all right folks
[23:11] » moving on Y
[23:27] um annexations. >> Yeah,
[23:30] » Christian law tells me we can do non-ontiguous annexations.
[23:35] » Yeah, that's what he said. >> Wait a minute.
[23:39] » Wait a minute. >> As long as it's in our service area.
[23:44] They illegally done that in 1997. Ken Hooper brought the annexation from
[23:49] Edgewater finish line racing which now is wheelway to area road and annex the
[23:55] federal US highway one which is totally illegal.
[23:58] » I know. Well, we're talking I'm talking about this in this particular instance.
[24:03] I'm talking about a guy who has a lot two lots to the west of me and wants to
[24:09] be in the city and it doesn't touch the city anywhere.
[24:12] However, he is south of Ariel Road which is part of our interlocal service
[24:16] boundary is north of area Edgewater but south is ours. Uh and I asked Christian
[24:22] at the commission meeting, can we do not continue with annexations?
[24:26] He said yes. >> Tasha, tomorrow write a note to the
[24:30] manager. Um, and we remind our council that we need to get on the wa wagon on
[24:36] this area road. We need to get that interlocal agreement going to Beacon
[24:40] Light from Beacon Light to Maytown before we're going to lose out.
[24:45] » Yeah. >> Okay.
[24:46] » I think that work >> and I'm tired of barking about it. So,
[24:50] we need some action. >> Agreed.
[24:51] » I just want them to draw a line straight y
[24:54] » aerial road all the way to >> 95.
[25:00] » Yeah. Because edgewater wants to come. >> You're exactly right.
[25:03] » Come cow. >> I agree with you.
[25:05] » And their flooding process up there is going to unless they dig them.
[25:10] » It's going to come our way. >> It's going to come our way.
[25:12] » Can come this way. >> We're already taking that area.
[25:15] » We're already getting our butts kicked right at Anchor Hardware going down
[25:19] through there big time. >> Yeah.
[25:21] » Yeah. >> Um Okay,
[25:26] moving on. Okay. So, there's a question about um non-ontiguous annexations.
[25:33] How do we do it? >> Well, then they pass the thing.
[25:37] » It's got to be volunteer. >> Oh, yeah. Absolutely. We have the form.
[25:40] I guess the only if Christian says yes, we can do it and we have the form. I
[25:45] guess the only real question is how much does it cost and who are we advertising
[25:49] with determines that?
[25:54] because we were doing them for a while and then and then Scott Simpson says,
[25:59] "No, you advertise in the news journal." And the the price of the legal ads in
[26:04] the news journal were so so high that everybody looked at this and said, "I
[26:07] don't want to do this anymore." Even though the county and all the
[26:11] municipalities are in the beacon for a tenth price.
[26:15] » Yep. >> And that's why we were able to do free
[26:17] annexations because we weren't get eaten alive by the legal fees.
[26:20] » Is he to the north of you or the west of you?
[26:22] » He's to the west. >> West. He's just west of Shreder.
[26:26] » I that's up to the city council today for them to the other team.
[26:31] » City manager. >> City manager. Another thing Tasha bring
[26:36] that up to John tomorrow. >> I'll come if you want.
[26:40] » No. No. Just >> just let him get get on that.
[26:49] » Moving on. David, you see anything? Earth Saturday
[26:54] have anything on this? >> No. Kathy,
[26:57] Auggie, no. Terry, Tim. Okay. What page we going to?
[27:04] » Wait, go to 174. There. The city will maintain a 10-year water supply fill.
[27:11] » 174. >> Yeah, it's on.
[27:15] » Do we maintain a 10-year water supply facilities work plan?
[27:21] What the heck is that? >> I don't know. That's my my pressure.
[27:26] » Every five years within 18 months. >> Doug.
[27:31] » Yeah.
[27:35] » I think St. John's War Management has the 10-year plan.
[27:39] » Okay. >> And I I believe
[27:42] » we just have to go along with it. >> Yes.
[27:45] » Yes. That's what I thought this whole time. city just basically rides the
[27:50] » wave with St. John's. >> If you read it, it says facilitated by
[27:57] the city. >> Yeah, this whole chapter kind of
[28:04] 176. We don't have disaster plan.
[28:21] I thought the council was talking about that because the hurricane season were
[28:26] coming back. >> They did. They did the year before and
[28:29] the year before and the year before. >> So, what's our where's our evacuation
[28:35] route? >> May Town Road.
[28:37] » Mtown Road.
[28:45] Really? >> Besides the Baytown Road or north of US1
[28:48] to 95? >> Yep.
[28:50] » That's it. You've got nothing else, >> right?
[28:52] » Nothing else, don't you? >> Well,
[28:55] you heard if you listen to Monday, you heard that they're talking about putting
[28:57] interchange in. Yeah. >> Wait a minute.
[29:00] » 30 or 35, right? >> Yeah. 2030.
[29:03] » Yeah. >> 2030.
[29:04] » Bucks. >> 18 years. I sat down here and they told
[29:08] us they're going to open it up in 2025. it was going to be cooking by that and
[29:13] » I had heard that >> um
[29:16] » during corporation postponed it. They're paying for everything,
[29:20] » right? >> State's not paying for nothing.
[29:22] » That's even better. >> Right.
[29:25] » Taxpayers ain't going to have a dime in that interchange. So, it's up to Daring.
[29:29] If they don't want to put it in until 2030,
[29:33] » they're not going to be building anything down here. They're going to be
[29:35] building it. Well, we need to have >> Daring Park
[29:38] » from New Sura all the way south to 58 >> Dear Park.
[29:44] » When did Let me ask you, when did they change the name from Stucky Way?
[29:49] » No, no, >> I know.
[29:50] » I just seen that the other day. >> Yeah, it's been a couple of years.
[29:54] » Uh last year. Early early last year. I want to say it was April.
[29:59] » Which one? >> Well, we called it 5A. We called it
[30:03] Stucky W. >> Stuck. Y
[30:06] » it's changed to >> Jerry Parkway.
[30:08] » Yep. >> That city
[30:10] » it sounds better. >> That's why they did it.
[30:17] » Mhm. They also down there >> East West Road on the north side of my
[30:20] house is named Pitbull Road. >> Okay. I I just was wondering if anybody
[30:27] » Well, that's appropriate. >> Um
[30:29] » they have a when you go on St. John's website and read about permits and who's
[30:33] pending and whose permits are being used. They have a 100redyear permit for
[30:38] that area. It doesn't expire for 100 years.
[30:42] » You know how much land we're talking? >> You're talking city after city after
[30:46] city. >> I've been out there. I had to tour.
[30:49] » It's huge. >> And wait a minute. Just think about it.
[30:53] I read an article that said when that land was purchased, they paid 25 cents
[30:59] an acre. That was 100 years ago. >> I don't care where how old it was. That
[31:04] was still a ton of money back then. >> Yeah. Listen, I have an abstract for a
[31:08] house I owned in Northern Beach. You know what the first line is? My right of
[31:11] conquest from the king of Spain. >> There you go.
[31:14] » And nobody even bothered to record it for 75 years because whole area wasn't
[31:18] worth anything. >> Does that include Atlantic estates?
[31:21] » Yes, >> I think so.
[31:22] » Cape so swallow.
[31:26] » Yeah. >> Miami Corp.
[31:28] » All the same. >> Yep. All the same people.
[31:30] » They just keep they just keep changing the name. That's all they're doing.
[31:33] » Well, these guys have money.
[31:38] » It's eighth generation company. You may have heard of them. Uh International
[31:42] Harvester. >> Yeah. Oh, yeah. Okay.
[31:46] » Moving on. >> Okay.
[31:49] We were talking about emergency response plan. Um
[31:54] I've got I'm part of the emergency response team. I have a little thing.
[31:59] Um, Bill Lindlau was on it. I don't know if he's going to do it. And I think Joe
[32:05] Kadagano's on it, but as far as the equipment is concerned, I have a cell
[32:10] phone charger that I bought from Tangle for three bucks. Solar cell phone
[32:13] charger. That's it. We have no radios. We got no supplies. We have no tarp
[32:18] ones. Nothing.
[32:22] » Don't laugh. It's true. You're >> Red Cross brought all that stuff.
[32:26] » Yeah. after after the cell phone system came back up and Jason Davis called me
[32:32] and said, "Hi, Mike. How are things in Oakill?" And I said, "Well, sorry you
[32:36] asked." >> Then things started to happen.
[32:40] » You know, we've been fortunate though. We've been, believe me, we've been real
[32:45] fortunate in Oakuck.
[32:50] I'll take it when I can get it. But we still need to do this.
[32:56] Um council >> we with policy 1.7.10
[33:03] as long as the trip party agreement is in effect. Scratch out trip party.
[33:10] » Scratch out >> because it should be an interlocal
[33:13] agreement between the county and the city.
[33:19] We need to cut ties with Edgewater. >> You want to cut city Edgewater out,
[33:23] right? >> Yes. Yeah.
[33:25] » Yep. We don't want anything to do with Edgewater.
[33:28] » I've told them Jeff wanted to be a by. >> You know how many people literally
[33:35] about the water? >> Yeah.
[33:37] » Terramar del Rio Indian Harbor Estates
[33:43] W I mean, etc. There's Why is it staining their waters? Why is this
[33:49] happening? >> They can only clean it as best they can.
[33:55] I would I just, you know, not knowing exactly their budget, what what they're
[34:00] doing with the My daughter pays over $200.
[34:07] My old kill Bill is 70. >> Yeah.
[34:13] » Now, she goes to them and says, "My dad pays and you're selling water to the
[34:19] county. He gets water from the county. Why is my bill 200? Actually 260 I think
[34:26] the last time. >> Geez.
[34:28] » That's Edgewater. Everybody's >> Yes. Wow.
[34:31] » On Facebook. >> And they have also have a fee monthly
[34:38] fee >> packed on to that.
[34:43] I think it starts out a h 100 bucks flat. $100 that include
[34:49] the minimum is a $25 fee if you don't use a dime. It's worth it.
[34:55] » Yeah. Or beach is the same way just to be connected for water without soup.
[35:00] » You know, it's funny how Port Orange pulled all their meters out that were
[35:03] defective. Took put brand new ones in and Edgewater was putting all the ones
[35:09] that they were pulling out, buying them from the same company into Edgewater.
[35:13] Them folks up there are getting stroked big time.
[35:17] » Um, yeah. >> All right, moving on.
[35:23] » We're going to go to nine. >> Capital improvements.
[35:38] Has
[35:46] anybody heard what this I know they passed it, but they're going to put it
[35:51] on the ballot for a referendum of no property taxes.
[35:57] » They're still figuring out how they >> Yeah, I think it's
[36:00] » I think it goes on the ballot. >> Yeah,
[36:02] » if it goes on the ballot, this city's in trouble.
[36:06] » We're not the only one in trouble. No, no, but
[36:08] » they got to do like they do >> huge.
[36:10] » They probably figuring it out, but state of Alabama, you pay like 200 bucks a
[36:14] year for property tax and the rest is like it's a 10 cent on the dollar
[36:18] anything anybody spends, >> which
[36:21] » like a state tax. >> It's a it's a it's a state tax.
[36:26] » Um, works out pretty good. >> I wouldn't be surprised if the estate
[36:29] tax. >> Yeah.
[36:32] » Well, all the snowbirds coming down here, you know.
[36:36] » Yeah. Yeah,
[36:37] » somebody don't get it.
[36:42] » I think we should buy the batteries for the
[36:47] » um moving on folks. Where you want to go?
[36:51] » Number seven.
[36:55] Unless we >> impact
[36:57] » impact page.
[37:01] » Well, I recall Janet Shyra whose answer to everything
[37:07] including her own ideas was telling me that you can't charge a fee
[37:12] unless you provide a service, >> right? Which parks parks and roads are
[37:16] free. >> So what services are we providing? What
[37:18] are we paying with the impact fees? And do they have any relation to the actual
[37:23] cost of what we're providing? >> See, I always disagreed with that. You
[37:26] pay for the police department. >> Sure, we do.
[37:29] » But that's a service and it's in our tax system.
[37:34] No, we pay additional. >> We pay double the police.
[37:39] » Exactly. We pay double. >> Okay. We
[37:42] » We're double taxation. You have a county tax for the police and we have a city
[37:46] tax for the police. >> What's the percentage? How does it work
[37:49] out? 100% 50.
[37:51] » When we got rid of the police department,
[37:54] » under the state law, the sheriff's department has to provide.
[37:59] » Yes. But the commission wanted specialized patrolling. That meant a
[38:07] contract for four deputies. >> Right.
[38:11] » That's where that come in. We are paying I've argued that we're paying for a
[38:17] service. Why not an impact fee? >> Exactly. Exactly.
[38:21] » And I can't get anybody with any >> because the impact fee is one time.
[38:26] Listen, Ben Johnson and I argued that I I said you're double taxation taxing us
[38:32] and and this ain't fair. I believe what Pearson did was the right move.
[38:39] » Well, what in a in a way >> in a way
[38:44] » you can eliminate the contracts because they have to provide police. What's the
[38:49] downside of that is being an ex cop? The downside is
[38:54] » the amount of time >> there's a response.
[38:59] » Now, let me put it to you this way. If you have and find out you've had a
[39:03] breakin, while that's serious to you,
[39:08] it falls down at the bottom of immediate >> You know what I'm saying?
[39:15] » Yeah. >> Now, if somebody's attempting to shoot
[39:18] you, >> you're going to get immediate up.
[39:23] But and and that's the downfall of it. If the if the citizens
[39:29] don't want to pay that almost $700,000 a year now,
[39:35] » well, >> they can no longer validate that
[39:38] contract. It's that simple. >> Here, here's the question, though, with
[39:41] the impact fee. The impact fees take one time where the policing fees go on
[39:47] indefinitely. Well, the impact fees are only going to
[39:51] apply to new >> new developments
[39:52] » to new new developments. >> All right.
[39:56] And that makes sense because as we get more and more developments, we're going
[39:59] to need more and more police cover. >> Rush. Correct.
[40:02] » Okay. I'm good with that. >> I mean, just the ones you've got
[40:06] approved now. Multiply that say by 2500 or $3,000 back fee. That's going to put
[40:12] some money in the bank. >> All right. So, we got 700,000. We're
[40:16] paying for how many resident how many structures now? 1300,400
[40:22] » not not population. We're talking about building
[40:26] 1500. >> Okay. 1,500. We're going to have another
[40:28] 1,500. So the impact fee for policing on each house should be 11500th
[40:37] of 700 grand. >> Minimum seven minimum $1,000.
[40:43] » Why? Well, it could be 10,000. >> You don't chase people away.
[40:49] » You're not going to chase anybody away. The impact fee that the county charges
[40:53] is $12,000. I know
[40:56] » I think I paid nine and it went up. >> But Edgewater has their own impact fee
[41:01] with the county impact fee. There's like 6,500 bucks. So basically we can do it
[41:06] because we are providing the service lease contract
[41:09] » and each house should pay each new house >> should pay a proportionate
[41:15] » amount to what we have already. Okay. >> That wouldn't be an impact fee though,
[41:18] right? It would just be like a something on the tax
[41:21] » be an impact fee every year. Same thing.
[41:25] » To me it would be I' we'd have to get the lawyer to tell us for sure. To me,
[41:29] it's an impact fee.
[41:36] » I thought we were talking about existing brand new buildings in the area. They
[41:41] have to >> We got parks,
[41:42] » right? Parks and roads. >> But when it says roads, does that road
[41:47] have to be directly affected by the development?
[41:50] » No. >> No. So, it can be any road.
[41:52] » Can be any road. Y can't be US1 because that's federal can it be
[41:58] » but it should be the roads in the city meaning you might be able to get circle
[42:02] » did they ever well >> I'm just dreaming
[42:06] » I want to widen >> we got an impact from that school
[42:12] please >> not yet lane it
[42:14] » broke it circle >> crook circle
[42:17] » oh really they're going to forlane it just
[42:19] » they're going to strike you down >> yeah we're going to put duel boost up
[42:24] Go ahead, Auggie. >> We pay $750 $750,000 a year for the
[42:30] service. Are we getting the service
[42:34] that we're paying for? And by that, what I'm trying to get at
[42:39] is you lighthouse call, we've had a couple trespasses, stuff. We call them
[42:44] police. If they come, they come. Maybe they come. Maybe they don't, you know.
[42:49] Uh, and I I'm trying to find out what's the response time for everybody else. I
[42:56] mean, we've never really called for breakins or anything, but I mean,
[43:00] » but are we getting >> Well, according
[43:04] » $750,000 worth of service from them.
[43:09] » They had quite a few things on Monday night, right? weeks
[43:13] » when the sheriff was here Monday night. He he had quite a few things that they
[43:17] did in Oakill this last month.
[43:21] » Not enough. >> I've seen the list that I listened to
[43:24] last year in all time. >> Oh, I know.
[43:27] » You know, everything looks good on paper in the district, which is
[43:33] » I thought it was two or two. >> Two and two.
[43:37] » One or two that are on standby. >> Yeah.
[43:41] Yeah, I guess what I was getting at is there a way of the city council
[43:47] reviewing this contract, the $750 a year contract and making sure we're
[43:54] getting what we pay for. >> If if the commission paid any attention
[44:00] to it, they could look at that annual report.
[44:04] Gary's looking because they're paying >> and and look at the number of
[44:09] » incences. >> They break it down speeding tickets.
[44:14] » We got a lot >> if they if they look at the number of
[44:16] contacts and the sheriff's department, by the way, can give you a daily count.
[44:22] » Correct. >> So, in a 24-hour period,
[44:27] they can show you what the deputies have done. Now, one of the things that it
[44:34] does not show, let's say there's a
[44:38] breakin, okay, motorcycle stolen, that no longer goes to the deputies that
[44:46] are working these roads. That now goes to a detective
[44:52] and that's an onseene
[44:56] investigation.
[45:00] It's being looked at cuz there's something in there Carrie brought up.
[45:03] One of the deputies was on workers comp or something. Car's like, "Why are we
[45:07] paying 30 grand for workers comp for this?" So, it's being looked at.
[45:11] » Yes, for sure. >> Car's good at that. See, the thing that
[45:14] that popped into my head as soon as this no tax property tax,
[45:20] the only saving grace that this city has if they lose all of that, which I don't
[45:27] think they're going to manipulate it where you don't lose all of it, I think,
[45:32] but any reduction, where's the money? What is the most cost that we have?
[45:40] school >> and it's the sheriff's department
[45:44] » school tax. >> So if you don't renew that now Pearson,
[45:48] Jeff mentioned Pearson. Pearson was going to terminate their contract
[45:53] because they knew the sheriff's department had to provide police
[45:58] protection. They finally made an agreement that the
[46:03] sheriff's department would provide deputies for I think two days a week
[46:10] » or three, I can't remember, but I know it's
[46:14] » not weekly. >> So, if you're going to do something in
[46:18] Pearson, do it Monday, Wednesday, and Friday because the deputies are there
[46:21] Tuesday, Thursday, and Saturday, right? >> They they can't they've got a contract.
[46:26] They're only working two or three days a week. The rest of the time there's
[46:32] coverage, but you just don't have a deputy right there.
[46:38] » You know, I mean, >> if they didn't stage here though, where
[46:40] would they be? They'd be out like new Samra out west somewhere.
[46:44] » Well, well, no, there's 52 zone is Edgewater area. 53 zone is us
[46:51] » to the county line, right? >> And west
[46:54] » to I 95. Gotcha. I think they even go out on Maytown Road.
[46:59] » Yeah. >> Yeah. Yep.
[47:00] » So, our our 53 deputy is not supposed to go out on Maytown Road. They can go out
[47:11] to the curve and that's as far as they're supposed to go.
[47:15] » That's where their coverage. >> Do I really think that happens?
[47:20] And then the 52 zone deputy comes and assists and he's the one if there's
[47:25] anything going on west of of us. The 52 zone deputy.
[47:32] » The other thing is if you're getting a shooting in the county area New Smyrna
[47:35] Beach, where do you think all those deputies are going and you've got
[47:38] nothing? >> I'm sure Edgewater will be here.
[47:40] Everybody >> Everybody, but Edgewater's also jumping
[47:43] the new Smyrna call, >> right?
[47:45] » Edgewater helps down here and everything, but
[47:50] guarantee at the park side whatever a year.
[47:54] » I think the answer >> I think it just slowly goes away.
[47:58] » I think the answer to are we getting adequate police protection depends you
[48:02] ask >> because I know the guy in the motorcycle
[48:04] shop won't be happy until there's a SWAT team parked out in front of his place.
[48:09] » The whole thing is response time. I mean that that's the and like you said I mean
[48:13] it depends on the crime but it still has to be a response time.
[48:18] » Yeah. >> That's that judges
[48:22] » I mean I'm retired New York City fire. We we would judge on response time.
[48:27] » I can tell you that we got excellent response from our fire department.
[48:33] » Okay. And
[48:38] Doug will know this because I am out and about all over. There was times where I
[48:45] would say, "Where's our deputy? He isn't in town."
[48:50] » Right. >> In fact, one day a girl come all the way
[48:53] from Orange City because Spectrum tore down the power lines off in the house,
[48:59] the Cochran house. >> Mhm.
[49:01] » Okay. She also had to go to Newura Beach to
[49:05] the beach site. So there was times that we didn't have
[49:11] police protection in this town. They can they can throw the book and the figures
[49:16] all they want. Eyeballs vision doesn't lie.
[49:22] » Well, like I said, I I just brought it up because I mean is it reviewed? Is
[49:26] response on review? If a deputy goes on vacation and they replace with another
[49:30] deputy. Yeah, they are. I But I >> supposedly, but I've never seen a
[49:34] response time list. >> Didn't we get a a good check back for
[49:39] them? Likeund and something grand. >> 40 45,000 during my tenure and then it
[49:46] was 125,000 I think this last year. >> Yeah. Y
[49:52] » without an old ticket, right? >> No,
[49:55] » those are services that provided. >> It's two bucks a ticket.
[49:59] » Yeah, not very much. This is the blue light capital right here.
[50:03] » The medium. >> Mhm.
[50:05] » Oh yeah. >> Hey.
[50:07] » No. No. >> I don't see him pulling people.
[50:09] » That's where I'd be sitting >> anymore.
[50:11] » Well, at least you could hide and then run them.
[50:14] » Oh, you don't need to hide. You just sit in the dead gum media and the
[50:17] idiots are not paying any attention. >> That's like this 20 mph speed sign.
[50:27] » Oh, okay. >> What a joke. Which which one do you on
[50:30] US one? Do you stop at the first 20 mph or do you stop at the second 20 m hour?
[50:37] » Second one. >> And the first one is just a warning
[50:39] sign. >> But not everybody knows that,
[50:42] » right? >> Nope.
[50:43] » Everybody Everybody's got a driver's license.
[50:49] » Put something on the bottom of these. >> I don't know the commissioner that said
[50:52] it when the discussion came up the other night.
[50:56] If there isn't a consequence for your personal actions,
[51:02] » nothing is going to happen. And I've told Ricky Taylor, call the sheriff.
[51:08] Tell him to bring the motorcycles down here and ride anybody that's going 10
[51:13] over the limit. >> You don't want the motorcycle stuff. You
[51:17] do not want the motorcycle. They'll arrest your grandma. They will put your
[51:21] ass >> if you're doing something wrong. I don't
[51:24] know. >> You do a California stop, you're going
[51:28] to get a ticket. >> When I was on the highway patrol, we'd
[51:31] get a complaint. Griffin Road in Broward County runs west
[51:35] » all the way to US 27. >> It and there's a huge canal on the north
[51:41] side of we get a complaint. Lieutenant say, "Gibson, need to go out on Griffin
[51:47] Road." First day I'd be out there, I'd write 35
[51:51] tickets. Now, I didn't write you unless you were running 150 cuz I wasn't going
[51:57] to court on my day off for 2 miles an hour.
[52:01] » You know, the next day I go out there, I'd write
[52:06] 20 tickets cuz the word spread. Now, picture that black and yellow car with
[52:13] two blue strobe lights on the top of it. And Griffin Road didn't have a tree on
[52:19] it. >> They can see you. They could sit. I'd
[52:23] sit right on the shoulder. The third day I'd write 10. Then the
[52:30] lieutenant would make me go out on Alligator Alley.
[52:36] If I went back 30 days later, I'd write 35 tickets again.
[52:42] » You know, and that's what's happening in Oakill. River Road is a racetrack.
[52:48] I don't know why Gaines Street was or is unless it's just
[52:55] certain individuals that use that road. But River Road,
[53:00] Halifax Canal, >> Burke Circle, too.
[53:06] » Yep. Take a ride over around there. And there's marks everywhere.
[53:11] » I can lay in bed at night hearing Dukes a hazard going over the river track.
[53:16] We >> and I'm quite a ways away from the
[53:19] intersection, >> but you know,
[53:21] » and everything at night. >> It is too.
[53:26] » Maybe we just need a curfew. >> They buy it.
[53:31] » I I wonder about I don't know if anybody's gotten a ticket on any street
[53:36] in the city of Oakill. Do you? Anybody? >> I've been pulled over with a warning
[53:41] because my trailer lights weren't working on my boat.
[53:44] » Law breaker. That's it. He wrote me a warning, but he say they ride is US1.
[53:50] » See, and and I'm I haven't approached this,
[53:55] but the more I think about it, have they been told write speeding tickets on US1
[54:03] because that's a state highway? You know what I'm saying?
[54:08] » Well, let me explain something to you. We've even when you and I were here, we
[54:14] talked about that and we talked to them about that and they still go back to
[54:19] US1. What's wrong with hiding on Gain Street
[54:23] in the woods or river road? There's lots of places on the curve down there, but
[54:29] they always revert back to US1. I think they're told where to go.
[54:32] » I think they were right. Well, I don't know, but the more I think about it, I'm
[54:37] a little bit concerned that that's what they've been told.
[54:42] » I think they were writing tickets uh by the post office when
[54:45] » that roadway. Yeah. >> Well, they might have been
[54:49] » when the road turns one way, 2:00, it's southbound only.
[54:52] » Yeah, maybe. I don't know. >> Moving on. Where are we going?
[54:59] » Special fund revenues.
[55:04] We don't have this. A lot of this is off.
[55:11] » This basically says what the city does with the money.
[55:14] » Yeah. >> Right.
[55:15] » And it's what 20 21
[55:22] cent sales tax.
[55:26] However, on table 92, it's got a U 5-year capital improvement plan,
[55:35] which ends in 25. Pave Roads, River Road, parking, city
[55:41] hall, parking lot, park updates. Sure, that's changed.
[55:49] » Where were you at, Mike? >> Um,
[55:52] that says 913. >> 913.
[55:55] way better >> cuz the rest of it
[55:58] is short.
[56:09] » Basically, they're saying we're going to spend 52,000 bucks a year for each 5
[56:12] years where you want to go.
[56:18] Have they done any Have they paid the parking lot after
[56:22] more shelf? >> Are you talking about 52,000 a year? Are
[56:27] you talking about You're not talking asphalt.
[56:29] » Come on. >> I know.
[56:30] » Okay, >> I see it.
[56:32] » I'm looking at the bottom. It says they plan to spend 52,000 bucks a year.
[56:36] » They don't have $52,000 period in the in the streets and roads
[56:42] uh asphalt. >> So, this is obsolete also.
[56:47] Yeah. >> Can we go back to uh
[56:51] » 96? Go >> ahead, turn
[56:55] that first sentence on 96. Let's talk about infrastructure
[57:01] says OPL does not own operate central water, central sanitary sewer or solid
[57:08] waste facilities. We don't own nothing but facility
[57:12] facility wise, but we own pipes and stuff, don't we? Yeah, we own the pipes
[57:16] and uh >> and we have an ordinance that allows us
[57:21] to establish a public works department. >> Yep. Right.
[57:25] » And that that construction notes in Oak Bridge Colony, it says in there, Oakill
[57:30] will own water, sewer, whatever they put in the ground, Oakill owns it.
[57:34] » So, this needs to be updated also, >> right? Hm.
[57:40] » We will in that in that county. We're going to be the proud owners of the
[57:44] sewer and water. >> Yep. It's in construction notes. I just
[57:47] took a picture of it today. >> Which one is oak bridge? This one
[57:52] our our neighbor. >> Yeah.
[57:53] » Okay. >> Yeah. I would say
[57:54] » you you and I'll be in the ground. >> Yeah. Well, yeah.
[57:59] » Really? Um but watch
[58:03] » to to get the funding you had to have an ordinance that you
[58:10] had infrastructure water and sewer for the city.
[58:17] » So I understand why all this is in here. >> Okay.
[58:19] » Yeah. >> But at this time at this time just like
[58:23] does not own or operate central potable water. That's exactly right. We don't.
[58:32] Our provider is Valuchia County. Did you >> We own the pipes in one development.
[58:38] » You me you mentioned that. Did you notice all the other night mentioned
[58:43] that we don't need to be buying water from the future from Edgewater?
[58:50] » Yes. >> Did you hear him?
[58:52] » Yes. I've talked to him.
[58:56] Florida Rural Water has the money >> and we joined that too.
[59:03] » Yes. And and in my discussions with him, I
[59:08] said, "You've got 700 acres." >> I do.
[59:11] » Can we lease Can the city lease some to put two wells?
[59:18] And in our discussion, he said if the city of Oill
[59:25] puts in wells, all if he's still there, all put in two
[59:32] revoke osmosis units to purify the water.
[59:37] » That's the best water you can drink. >> Yep. and and that new tank that they're
[59:41] putting in to help with Edgewater's flow problem,
[59:48] it will just fall in line to me. This is not something that's going to happen
[59:53] tomorrow. >> No.
[59:54] » Did you hear him the other night when he mentioned about that water tank?
[59:58] » Yes. >> Did you mention Did you notice him
[1:00:01] saying further south? >> Yeah.
[1:00:06] » Okay. >> Yeah. He wants to be on the east side of
[1:00:09] the the tracks. >> They're looking they're looking at
[1:00:11] putting wells south of us, the the county.
[1:00:15] » Okay. >> They were talking.
[1:00:16] » And if that happens, >> then we'll be water buying water from
[1:00:21] the county, not Edgewater. >> Well, that'd be a blessing.
[1:00:24] » Hell yes. Pardon my friend. >> Yeah.
[1:00:30] » Um >> Yeah. Okay.
[1:00:32] » What about here? We're talking about traffic for
[1:00:36] existing deficiencies and future deficiencies. It says none. Shouldn't we
[1:00:41] have something in there >> for future?
[1:00:44] » What section? >> Same. Right below it.
[1:00:46] » Right below infrastructure. >> Well, we still need a traffic light,
[1:00:51] » which that was talked about Monday. It's it's on the books.
[1:00:55] » Yeah. 2090 or something. >> They've been talking about that for
[1:00:59] 20 dead. They haven't brought enough body bags to pick up the dead.
[1:01:03] » Yeah, that's exactly >> that's exactly what they're waiting on.
[1:01:05] » They said that you have not had enough people killed at that intersection.
[1:01:09] » Um, >> quote unquote,
[1:01:11] » the only deficiencies we got is that quarter after 7 in the morning till 8:30
[1:01:17] » and at 3:00 in the afternoon, it looks like Marilyn Dian boys coming south.
[1:01:24] » That's the deficiency. >> That's a rush minute.
[1:01:26] » Huh? That's a rush minute and no kill.
[1:01:32] » Pick up the love ones. Yep. >> Water and sewer the city does not
[1:01:37] currently provide. Yeah, we do.
[1:01:43] So,
[1:01:49] » but that would go under the uh public works department were authorized
[1:01:55] but haven't put together yet. >> What's required? I mean, is it just
[1:02:00] population? Is that what we're waiting on to get money? But there's funding we
[1:02:05] can get though, can't we? There's bonds. I mean, it talks about bonds and I'll
[1:02:09] tell you >> what's going on right now, right? East
[1:02:11] Coast, East Coast Florida Regional Planning Council
[1:02:16] » is putting together a gap analysis which says we want to have um
[1:02:23] what services do we need to make Oakill economically viable. We're talking about
[1:02:28] new Smyrna Beach, Edgewater and Oakill. And uh Tyler McHugh says we want $11,000
[1:02:35] for each one of each of the cities and the whole the whole study is going to
[1:02:39] cost uh like $330,000. So I said, "Well, Tyrie, you know, we
[1:02:46] don't have oceanfront. We don't have condos." And I cried poverty. And and
[1:02:51] she said, "Well, you got to have some some skin in the game." So we agreed on
[1:02:55] 3500 bucks instead of 11,000. But the advantage to this is once they get the
[1:03:01] gap analysis, they're going to be chasing the grants to provide the
[1:03:06] infrastructure that they the shortages they've identified. So I think that
[1:03:10] $3,500 is going to be a steal of a century.
[1:03:13] » Mhm. >> And it talks about revenue bonds. I
[1:03:16] mean, >> would that pay for itself?
[1:03:18] » That's industrial revenue bonds. And those have been abused quite a bit. What
[1:03:24] happens is how many people are you going to hire and give you X dollars for
[1:03:27] everybody you're going to hire. So somebody goes and says I'm going to hire
[1:03:30] 50 people and I'm going to open up a McDonald's franchise,
[1:03:33] » right? >> And he gets the revenue bonds to open up
[1:03:36] a McDonald's and everybody starves. So >> do we have any bonds?
[1:03:42] » We don't issue them. They're state. >> We don't. Okay. Yeah.
[1:03:44] » So we don't have a bond rating or nothing.
[1:03:50] » Moving on. drainage
[1:03:55] » developed areas of frequent or persistent flooding.
[1:04:00] » Huh? >> Yeah. All right.
[1:04:04] » When you go down to the future needs there where it says development and
[1:04:09] redevelopment to retain storm water on site and this is for the developers.
[1:04:14] » Yeah. >> I think you should change that most to
[1:04:17] all. Well, it's over. It's 110% or even more.
[1:04:21] So, it's more than all. >> Well, it says most.
[1:04:24] » Yeah, I know. So, that should change to I I think it's St. John's regulation.
[1:04:31] » So, you want to change it to what? All >> I would say all storm water goes stays
[1:04:35] on site. >> Okay.
[1:04:46] Maintenance. city will need to provide regular
[1:04:50] maintenance. No, >> the developer should should take care of
[1:04:54] the maintenance. >> Yes, that's
[1:04:57] » we should we shouldn't have to do that. >> And if we have to fix or clean a
[1:05:02] drainage, >> we charge them.
[1:05:03] » We have to charge it back to the developer.
[1:05:05] » Absolutely. >> That's not in there. Now, I'm just I'm
[1:05:08] just saying that should be added. >> It should be.
[1:05:11] » Well, we had that problem with um cuz they got it down here. This is likely to
[1:05:16] be handled by through the developer agreement. But you know how this is
[1:05:19] going to happen to be handled. Okay. Huh.
[1:05:21] » This is going to be handled. >> Yeah. It's going to be handled. That's
[1:05:24] what that should be. I would add it >> when um when they came before PLDRC for
[1:05:31] the development down on Unit's property. Uh a number of residents were concerned
[1:05:36] that there would be flooding on the south side of Hillsdale Road. And he
[1:05:40] said, "Well, we'll put some culprits in." And I said, "Who's the cleaner?"
[1:05:43] » Right? >> He says, "The county cleaner." I said,
[1:05:45] "No, he won't. The county hasn't cleaned anything out since the second Punic War.
[1:05:48] How about you guys clean it? You got 800 and something people in your HOA."
[1:05:52] » Exactly. >> And he realized unless he said yes, he
[1:05:54] wasn't going to get a yes. So, they've agreed that the HOA is going to pick
[1:05:58] that up. And I think they should. >> That's very good.
[1:06:01] » So, when are they going to develop the property on Maytown here on Halifax?
[1:06:05] » Which one? >> The Vera
[1:06:08] subdivision. Very like that for a minute.
[1:06:10] » It's stock. If you go online, there's model homes. for the neighborhood.
[1:06:15] » I knew where that is. >> Right after the railroad tracks
[1:06:20] » right before Willywood's house. >> Willywood. Yeah,
[1:06:22] » that's his. >> That's his development.
[1:06:24] » Not anymore. No, >> they sold it to Habitat and then it's
[1:06:28] for sale. >> Okay. Habitat says when there's water
[1:06:30] and sewer, we'll start building. >> Adams is advertising homes right now.
[1:06:34] » Really? >> Go online.
[1:06:36] » Really? >> Go on homes homes.com and there's 2,000
[1:06:39] to 3,000t homes. Okay. >> And David said it's been flagged out
[1:06:44] there. Survey flags. >> Maybe something.
[1:06:48] » Mhm. >> I haven't received anything.
[1:06:50] » It's still in Habitat's name, but if you go online one, see the model homes for
[1:06:54] sale. >> Are they conventional or trailers?
[1:06:57] » No, the homes 3,000t house is 2,000 square.
[1:07:00] » Because I remember Reverend Woods said to me that in the stipulation for the
[1:07:07] sale >> could not be traded.
[1:07:09] » Yeah. No, it's homes big houses. Unless that's a big curve.
[1:07:12] » Yeah. >> To have that come to the city of Tasha.
[1:07:16] » Not that I know. >> It would come to the LDRC.
[1:07:21] » Well, there's a ditch. >> Yeah.
[1:07:24] » On the very south end of that development right
[1:07:27] » that he built. >> Okay.
[1:07:30] He has never maintained it. He sold it. And it's all the ditch is still there,
[1:07:35] but the trees and the foliage is all growed up and it goes shoots right to
[1:07:40] the ditch next to Nancy Cummings Street.
[1:07:44] » And that's why Nancy Cummings has a flooding problem because it can't drain
[1:07:47] through that ditch. >> Well, that water floods all the homes on
[1:07:52] the back side of Cypress Avenue big time.
[1:07:55] » Yeah. Whose ditch is >> it's was his his when he developed it
[1:08:01] » he David Lee was supposed he said no you cost too much I'll build it he built it
[1:08:07] all right >> okay what I'm asking is not whose it is
[1:08:10] but whose responsibility is >> the person who owns the property now
[1:08:14] » and I'm not sure who owns it Adams or somebody
[1:08:18] » Habitat owns it right now >> do they
[1:08:20] » that's I look today it's telling me >> okay give them a call
[1:08:22] » um that ditch needs to be cleaned up cuz they flooded them people.
[1:08:26] » We had we had somebody who put a ditch in and built a house on top of it and
[1:08:30] they complained his house floods every time it rains.
[1:08:35] » All right, I got to go.
[1:08:41] » Here we go. >> See you.
[1:08:46] » Where we at? >> Next fall practice.
[1:08:47] » We're ready to solid waste now. >> I'll see you next.
[1:08:52] » Okay, solid waste we got covered. get the contract waste problem.
[1:08:58] » But tooka farm landfill is only good for another nine years.
[1:09:02] » They're building an addition. >> Are they?
[1:09:03] » Oh, yeah. Yeah. >> See you later.
[1:09:05] » Thanks, Tim. >> Recreation where it says future needs,
[1:09:12] » future needs recreation over space identifies no need for additional open
[1:09:16] space by 2035. No, because we get populations gone up
[1:09:20] and we have to have so many acres per population or Drew was uh jumping up at
[1:09:27] that about that. >> Well, the problem is the maps are wrong
[1:09:30] so that needs to be corrected. >> Yeah.
[1:09:33] » Where you at, Terry? >> Recreation.
[1:09:35] » Recreation number two. >> Okay.
[1:09:37] » Number two. >> Number two.
[1:09:38] » Yep. >> It says existing deficiencies. None. I
[1:09:42] don't Are there any existing deficiencies with our recreation?
[1:09:46] Do we need to put money into the parks, fix the ball fields, none of that stuff?
[1:09:50] » They're doing that. And that that's one of the things the impact fee, the
[1:09:54] proposed impact fees for the new cover go church park.
[1:09:58] » Was the study done for the impact fees? >> No.
[1:10:01] » No. >> I think we're preliminarily doing it
[1:10:05] now.
[1:10:10] But Drew Drew made a big fuss about we don't have enough. What did she say? an
[1:10:15] acre for every eight people or something.
[1:10:17] » Yeah, there's a ratio. >> Yeah, there's a ratio.
[1:10:19] » Y >> and we have enough now and a little bit
[1:10:23] of surplus, but we have another thousand town.
[1:10:26] » You got 33 and a3% of 72 acres. >> Yeah, I know.
[1:10:31] » They not count that Drew Anne Carrie Wearing.
[1:10:36] » Mhm. >> Nope.
[1:10:38] » Okay. Is that ours? Are we sharing that with
[1:10:40] » Yeah, it's titled City of Oakill.
[1:10:43] » It's ours. 33 and a3. >> Okay.
[1:10:47] » Percent. >> Okay.
[1:10:48] » That says to me we own it. >> Yeah. Now, can
[1:10:52] » they don't >> is that the is that the federal
[1:10:56] » Yeah. >> Yeah.
[1:10:58] » Now, the next >> waterfront 7 72 acres.
[1:11:01] » Can we use it is the next question. >> Well, you can't use it. The agreement is
[1:11:06] St. John's is doing a dredging project for two years.
[1:11:09] » Okay. After the two years, city of OILL will have the right to make a park
[1:11:16] whatever we're okay. >> Good.
[1:11:19] » How about the same property between north of Lighthouse Cove that's chain
[1:11:23] length in all the way to HH Birch Road. >> No, that's No, that's in land, too.
[1:11:28] » I know it is. >> That's prime. They bought that to put
[1:11:32] the dredging on that property. >> Yeah, they've got lifetime rights on
[1:11:36] that army. >> And and what's his name? uh with the
[1:11:41] town center sold acreage unit >> for spoil
[1:11:47] and I wanted it's a big it's all chain link in
[1:11:51] » on Bill Hills road
[1:11:56] Bur sold that to the or to the army corps HH Birch
[1:12:02] cuz he's the one that started that RV park there.
[1:12:05] » Yeah. >> And then he had they built the wall for
[1:12:08] him. Mhm. >> for giving them the place to put spoils
[1:12:12] for 100 years or whatever the green was. Yep. They can't do anything else with
[1:12:16] it. >> We don't get any taxes off that either,
[1:12:20] though. >> Nope.
[1:12:24] » Nope. Nope. Nope.
[1:12:31] » You want to hear this this stuff commercial mixed news? You have an idea
[1:12:35] what >> what's that? You want to hear the
[1:12:37] proposed commercial mix of use overlay or are we have 15 minutes?
[1:12:44] » It doesn't pertain to the comp plan. >> Well, yeah, it does because it's land
[1:12:49] use. >> Uh, we're not on the land use right now.
[1:12:51] » Okay, put it away. >> No, it's only reason sometimes.
[1:12:58] » Where do we get the land use, Mike? >> Five years. Got to get updated.
[1:13:04] I'll keep it only be 85 years old, but that's fine.
[1:13:13] Moving a
[1:13:17] budget. No >> budget.
[1:13:19] » No, >> the fiveyear plan that's that would have
[1:13:22] to be updated. >> Yeah.
[1:13:28] How about goals, objectives, and policies,
[1:13:31] which is 9:17.
[1:13:38] Yeah.
[1:13:51] I don't think the city still has enough reserve funds.
[1:14:07] City shall by reference incorporate the Lucia school board's 5-year capital
[1:14:10] funding plan. Does that go away because we have burn site?
[1:14:15] I'm on 918. Objective 17.
[1:14:35] Oh, here's the open space down at the end. 6 acres per thousand.
[1:14:40] Actually,
[1:14:47] chapter 10 entirely goes away because it's public school facilities elements.
[1:14:52] We don't have any public schools. I don't have that chapter.
[1:15:13] Going back to 917, this 25,000. It seems a little
[1:15:20] um like you just said, what do we have in
[1:15:24] reserves? Um capital improvements.
[1:15:30] » Mhm. >> Um
[1:15:36] » well, that's that's opposed to maintenance. So, capital improvements
[1:15:39] would be spending money on parks, replacing equipment and stuff like that.
[1:15:45] And we already have a a pricing schedule for that
[1:15:53] seems awful low uh compared to the value everything
[1:15:58] costs this day and age. >> Um,
[1:16:02] » Kathy, didn't that playground equipment cost about 60 grand?
[1:16:05] » Yeah. >> Yeah. See at 25,000 I agree it's too
[1:16:10] low. >> Okay,
[1:16:15] » maybe put it at 70,000.
[1:16:20] » Yeah, that's reasonable. >> It's just a classification of 25,000.
[1:16:27] » I know it is. But >> why why do you want to raise it? It
[1:16:30] doesn't because you got five or 10 projects that fall say 50 60,000.
[1:16:36] won't meet the plan. But now you got to have a million dollars.
[1:16:40] » So you got to have a million. >> Yeah, I know. I want to say it to 25 put
[1:16:45] in the capital plan just just to keep a keep a close eye on it. Where's our
[1:16:49] money going? >> Well, that's what they've been doing to
[1:16:52] it. It's just keeping an eye on it. >> Yeah.
[1:16:58] » Yeah, I agree. Everything's expensive now. Yeah.
[1:17:01] » Adopted levels 6 acres per 1,000 population.
[1:17:06] » Yeah. >> Our population is what? 23
[1:17:11] something. >> 2300
[1:17:12] » somewhere around there. Yeah. >> 22 23
[1:17:16] » I think in one of the chapters we figured you had about 12 acres or
[1:17:19] something like that. >> Six per thousand.
[1:17:24] » Six acres per thousand people. >> Not changed here.
[1:17:26] » No, not here. This is 2021. >> And
[1:17:30] » I There was a big fuss here about we don't have enough space, but
[1:17:34] » Well, that was >> that was Drew not not recognizing one
[1:17:37] out here. >> Yes.
[1:17:38] » All right, we're good.
[1:17:44] » I can still there argument was that land doesn't belong to us, so why is it
[1:17:52] calculated into our future? Um,
[1:17:57] » but it does belong to us and in two years we can play with it and it's
[1:18:02] » county records. >> Yeah. City of Mil 33 and a third.
[1:18:06] » It's going to be 2 years before anything happens down in Mills Hill. They're not
[1:18:09] going to be selling houses tomorrow. >> We need to get them straight on that.
[1:18:14] » Yeah. >> Yeah.
[1:18:16] » What it says. >> But here's here's the big thing.
[1:18:20] What agency's going to come in and tell Oakill they don't have enough open
[1:18:24] space. >> Well, no. That's just for when they come
[1:18:26] in for RPUDs what they can build. That's what that's
[1:18:30] » right. >> So, it's not anybody telling us, it's us
[1:18:36] telling developers. >> Yeah.
[1:18:38] » You can't you can't do this cuz we don't have
[1:18:39] » We You need to buy some park space, >> right?
[1:18:43] » Yep. >> Okay.
[1:18:46] » So, let's see. I got u when I'm done I might have 25 people out there. So I
[1:18:51] need to buy 50 square ft of park space which
[1:18:57] » No, we're going to make you pay triple. All right. So 150 square ft of park
[1:19:02] space
[1:19:05] » and you have to allow the public to enter.
[1:19:07] » I'll pay right at the end of the active room.
[1:19:12] Uh, do we have to do anything with the public school facilities element
[1:19:16] considering we don't have any? >> I don't think so.
[1:19:27] » I think I want to read it because we may have some obligations to the county
[1:19:31] whether we have um a public school here or not.
[1:19:36] » Oh, yeah. Uh, chapter 107. I don't mind the school being here.
[1:19:43] » What what people really are concerned about and I've heard the streets and
[1:19:48] roads guys talk about >> all the traffic that's tearing up our
[1:19:53] streets coming in and out of that junk. >> Okay. But this talks about um school
[1:19:59] construction and >> Well, I don't think they can build
[1:20:02] anymore unless they go >> They hadn't planned on it.
[1:20:05] » They're not planning on it. plan. >> Um,
[1:20:10] unless they buy us one frontage, >> that's been talked about about buying
[1:20:15] something to make a loop. >> I think I made that motion. Brought that
[1:20:20] out one night and said, "You need to buy auto in the little building beside it
[1:20:26] » and build a bridge >> and build a bridge and have a daycare."
[1:20:29] I remember about that >> and it fell on down there. It's on the
[1:20:35] » that side of Ridge Road, east side of Ridge Road School, although I think
[1:20:39] » steam steam station. >> Yeah,
[1:20:43] that's not the same. >> You know, it'd be nice though if they
[1:20:46] would buy that on US1, put a bridge across the ditch
[1:20:50] » and bring the traffic because >> Yeah.
[1:20:54] » Yeah. >> Let's talk about our last comm um
[1:20:57] community. Trust me here. Okay. Oh, good.
[1:21:02] Good. >> That would make the school
[1:21:05] » Yeah. make a lot of >> And the neighbors even happy.
[1:21:08] » Mhm. >> I I want to read this because as I said,
[1:21:13] we may have responsibility towards the county school system even if we don't
[1:21:17] have a school institute. >> You're still paying county taxes for
[1:21:22] school taxes. >> Yeah. We are
[1:21:25] » right. You can just catch that.
[1:21:28] » No. What happened? >> I heard a beep.
[1:21:31] » I heard a beep. Yeah, >> we got 8 minutes.
[1:21:34] » I don't have a I don't have a chapter. >> I don't have a chat. Make sure it was
[1:21:37] plugged in. >> Um
[1:21:41] No, I'm not. >> I don't have a chapter 10.
[1:21:44] » Okay. >> I got something here, but
[1:21:47] » I got that, too. >> Yeah, I got all that, but not 10. Um,
[1:21:52] » who collates the changes we have made these past couple weeks? We annotated
[1:21:58] all this stuff. What happens? >> City manager.
[1:22:01] » He just puts it in the notes of >> the commission
[1:22:04] » when >> No. No. When we're done.
[1:22:06] » Yeah. >> We're not done. We got this other book
[1:22:09] to deal with. >> Goes before the PLDRC.
[1:22:11] » Yep. >> I've never seen Where's that other book?
[1:22:15] » I've never seen that. >> I think
[1:22:19] » that's the LDR book, is it? Yeah, we got that to go through too. Okay.
[1:22:28] » If I talk >> um
[1:22:30] » can you find out Tasha from Megan or or or John where chapter 10 is or even if
[1:22:38] it exist? >> I have chapter 10. You
[1:22:42] » it's public school development. >> That's what he was talking about.
[1:22:49] public school. >> It's not my book. It's
[1:22:50] » not in my book. >> I don't think you should have had it.
[1:22:56] » You don't think you should have had it? >> Well, it's not in y'all's book.
[1:22:59] » I don't have it. >> It's in my book.
[1:23:01] » You have it. >> Um, can you
[1:23:05] » chapter 10? >> Make a copy of chapter 10. How many
[1:23:08] needs chapter 10?
[1:23:12] » Three. >> How many pages is it?
[1:23:17] I'm not sure if Tim has it or not. Bunch of bait is
[1:23:24] » Thank you.
[1:23:32] » Okay. So, after we're done with both of these,
[1:23:36] then John gets it and makes it pretty. >> He does he he's been he's been
[1:23:40] orchestrating everything in the minutes and
[1:23:44] » Right. Yes. interchanging >> um every meeting
[1:23:49] » um it goes to the PRDC board. >> Yeah.
[1:23:53] » Um then it goes to the council.
[1:23:58] » Okay. >> So I get a second dig. I get a second
[1:24:02] bite if you got >> then it goes to the state, right?
[1:24:06] » Mhm. >> Okay.
[1:24:07] » Shouldn't go to the >> Look at the dirty look I'm getting.
[1:24:09] lawyer first to make sure we're not >> Oh, the attorney will be Oh, they'll be
[1:24:14] » He'll be looking at it. Absolutely, Terry.
[1:24:17] » Make sure we didn't do nothing wrong. >> Mhm.
[1:24:22] » He's uh pretty sure. >> The land development is going to be fun.
[1:24:28] » I'm going to enjoy that.
[1:24:32] » I am too cuz the pages are upright. Yeah.
[1:24:36] » Then then it's backwards. I was thinking of that.
[1:24:41] » It's going to be tons of fun.
[1:24:50] » You know, it's it's we laugh about this, but hey,
[1:24:56] it's the future going down the road. >> Yep. And just in case you're interested,
[1:25:01] um Sam in New Smyrna Beach says Me Hunt is helping them upgrade their future
[1:25:08] land use plan. 80 grand.
[1:25:13] » We're getting a we >> Yeah, we should get a piece of that.
[1:25:20] » I don't know. >> I think the city should take us all out
[1:25:24] of New Orleans at least once. just buy a pizza or something else
[1:25:31] for the greater. >> So letting you
[1:25:37] » Okay, the next meeting is supposed to be the 27th,
[1:25:42] but they got a special meeting the commission does on the 21st. And if it
[1:25:47] isn't long enough period of time >> for notice
[1:25:51] » for notice, they're going to be doing theirs on the 27th. That's their backup
[1:25:56] date. >> 28th.
[1:25:59] » They changed it to the 28th. >> No, they couldn't do it the 28th. That's
[1:26:04] Thursday. They So, they backed it up to Wednesday the 27th.
[1:26:09] » I'm pretty sure. >> Okay.
[1:26:11] » Well, >> I just asked a question. When's the next
[1:26:15] meeting? Well, >> don't be difficult.
[1:26:18] » Well, we'll get notified. In other words, John's going to have to
[1:26:22] coordinate with with us because it's >> contingent on the
[1:26:27] » the city. >> Well, that's going to be
[1:26:30] » and that was in that was in So, I guess the answer is answer unclear. Ask again
[1:26:34] later, >> right?
[1:26:35] » Let me ask a question. Why can't we just make it June 3rd and be done with it?
[1:26:38] » That's my birthday. We ain't coming up. >> Got to be notified. Got to be noticed.
[1:26:42] » No, for us. >> For us. Yeah.
[1:26:46] » We have We should coordinate through Johnny. You have something else going
[1:26:49] on. >> Okay.
[1:26:51] » Um, you want to get with John tomorrow on that subject, Kasha?
[1:26:57] » Yeah. Okay. She's talking. >> Will you tomorrow David's coming down to
[1:27:02] see John to coordinate the meeting? The next one.
[1:27:10] » Kathy, you got any questions? >> No.
[1:27:14] You want more kids be here for the at least for the first I know that
[1:27:20] » soon I'll be on vacation this well >> on that one probably
[1:27:23] » tell >> yeah tomorrow go go go and talk to them
[1:27:28] and you got to you you this is your meeting so you got to I don't know I you
[1:27:37] read these minutes >> you shouldn't be signing because you
[1:27:41] were here. What is this?
[1:27:45] » 10. >> That's 10.
[1:27:50] » Okay.
[1:27:54] Go over 10. Start on the other one. Right.
[1:28:00] » We're not going to do anything with 10. Then we start on the blue book,
[1:28:05] » right? We'll start on the LDR next week or next meeting.
[1:28:08] » Land development. >> Okay.
[1:28:11] David's going to get with John tomorrow. >> We got to figure out this meeting if
[1:28:17] it's going to be the the 27th or they're going to back the council down from the
[1:28:23] 21st to the 27th. >> Isn't the land
[1:28:29] anyway?
[1:28:32] » Huh? >> Isn't that in Munich code anyway?
[1:28:38] I think it is. >> I think so.
[1:28:44] » I wouldn't swear to it. >> I know, but I I recall fighting my way
[1:28:47] through.
[1:28:51] That's part of land development. It talks about
[1:28:54] trees and tree surveys and St. John's and concurrency and all that good stuff.
[1:29:03] » Motion to adjurnn. Motion. Second. It's done.
