[7:09] board thank you okoi for having us
[7:11] tonight I get to wear a different hat
[7:14] tonight um which button am I click it um
[7:19] so a little bit about habitat we have
[7:21] built over 50 homes in the West Orange
[7:23] Community in in our County um we have
[7:26] four homes currently under construction
[7:28] and we have seven more planned
[7:31] next I don't know how you go to the next
[7:34] page okay there we go all right so um
[7:37] habitat builds F families they build
[7:40] they have um benefits for home ownership
[7:43] so so we always say when we build a home
[7:46] we're we're building more than just a
[7:47] home um the families they get better
[7:49] test scores they have higher rate of
[7:52] high school and college attendance
[7:53] especially for the children's and these
[7:55] lowincome homeowners um we promote Civic
[7:58] and social l engagement um education and
[8:01] empowerment Financial Security and
[8:03] future planning um they have physical
[8:06] and mental health are improved um with
[8:08] decent affordable housing affordable um
[8:12] sustainable homes reduce energy
[8:14] consumption uh diminishing the energy
[8:16] burden for our lowincome housing our
[8:18] homes are we share financial literacy
[8:22] community and generational
[8:25] wealth habitat we build communities uh
[8:28] westr habitat for
[8:30] um we have corporate and individual
[8:31] volunteers that are engaged we have
[8:34] donors who participate with grants gifts
[8:37] funding our mission and our ministry M
[8:40] municipalities and other Partners Fund
[8:42] our work improving residents lives
[8:45] construction Partners um they donate
[8:47] their equipment their material their
[8:49] supplies job programs educate and
[8:52] provide jobs for our low U Middle inome
[8:55] residents and we do a neighborhood
[8:57] revalorization where we create residents
[8:59] and neighborhood
[9:02] Pride all right thank
[9:07] you good evening and thank you for
[9:09] having us here tonight I'm Gail Fleming
[9:11] I'm the director of homeowner services
[9:12] and we're here to propose bringing our
[9:15] neighborhood revitalization program to
[9:18] aoi um the purpose and vision of
[9:21] neighborhood revitalization is that
[9:23] everyone will have a decent place to
[9:24] live the entire Community can be
[9:26] uplifted and involved and we provide an
[9:28] array of services to homeowners to
[9:30] improve their quality of life uh it also
[9:33] Fosters the shared sense of ownership
[9:35] and social cohesion what we do in our
[9:38] neighborhood revitalization program is
[9:40] provide exterior Home Improvements and
[9:42] minor critical repair to homes for West
[9:45] Orange County residents um which builds
[9:48] neighborhoods community and a sense of
[9:50] Pride for
[9:52] homeowners so we have done over 50
[9:54] houses in West Orange County in the last
[9:56] 3 to four years and you can see some of
[9:58] the before and after
[10:02] pictures and so what we're proposing
[10:04] this evening is bringing that program
[10:06] here to aoi we want to have your help in
[10:10] identifying a neighborhood liaison
[10:12] somebody who's living in the
[10:13] neighborhood who knows the residents in
[10:16] that neighborhood and can help us
[10:17] identify the resident homes for
[10:21] revitalization um they must be a h they
[10:23] must be a homeowner resident and they're
[10:26] willing to partner with us the resident
[10:29] sign a partnership agreement and
[10:31] includes a $100 administration fee and
[10:34] we ask every homeowner to provide us
[10:37] with two of two volunteers that will
[10:40] help and work with our volunteers to
[10:43] revitalize that home and what we're
[10:46] asking from the city is to participate
[10:48] in the funding of this program we also
[10:51] do surveys after the after we Revitalize
[10:54] each home and we would return those
[10:55] surveys back to the
[10:58] city so our goal with this program in
[11:01] aoi is to do 10 homes between January of
[11:04] 2025 and January of
[11:06] 2026 we have our construction team
[11:09] approve each resident home candidate and
[11:11] they they inspect the home to make sure
[11:13] that it's something that we can do uh we
[11:16] provide all the Material supplies
[11:18] equipment and volunteers and we usually
[11:20] have 10 to 20 volunteers on a site in
[11:22] one day and the home is done in one day
[11:26] we pressure wash the house do exterior
[11:29] minor critical repair exterior and trim
[11:32] painting front yard cleanup Landscaping
[11:35] of the front yard and then each resident
[11:38] each home resident uh receives a lawn
[11:42] and Home maintenance kit which includes
[11:44] a hose a rake and a shovel and so our
[11:48] volunteers come out for one day and they
[11:50] get all of this done and we do work with
[11:54] the homeowners they pick their paint
[11:55] colors they pick what kind of plants
[11:57] they want in their yard
[12:04] well nobody wants to ask for the money
[12:06] but I certainly don't mind the total
[12:08] cost of the program to revitalize 10
[12:10] homes is
[12:11] $20,000 habitat's investment would be
[12:13] $1,500 per home which is 15,000 and
[12:16] we're asking for an investment of the
[12:17] city of okoy of $5,000 which would be
[12:21] $500 per home of those 10
[12:25] homes are there any questions
[12:29] all right you need the answer for that
[12:30] now t i we can wait anybody anybody got
[12:34] any
[12:35] comments I I
[12:37] um honestly I don't have a problem with
[12:40] that I think we we've got a little money
[12:42] i' like to say the contingency fund see
[12:44] if we can do
[12:46] the you have you have adequate funding
[12:49] in the contingency fund balance I think
[12:51] it's a pretty good thing we don't have
[12:52] any land right now we met and talked
[12:54] with you and I did and Mike that we
[12:57] don't have any property but I think
[12:59] that's a good alternative to do some I
[13:02] know the county used to do some of that
[13:03] a long time ago here but I think $5,000
[13:06] would be a good investment from our city
[13:09] towards that and I would like to see I
[13:11] can't make the Motions you well do we
[13:13] have first of all are we talking the 23
[13:16] 24 budget that we are we looking what's
[13:19] a we're right in between budgets
[13:21] tomorrow night is our budget hearing for
[13:22] next year so I would recommend that
[13:25] you authorize me to take it from the
[13:27] current years's contingent see
[13:30] $55,000 and we can we can go ahead and
[13:33] do that we have 55,000 remaining okay
[13:37] yep all right that's a good program I
[13:40] habitat human is a wonderful program I
[13:42] I'm sorry you make I will for gon say
[13:46] something it's not on the agenda can we
[13:48] make a motion City attorney make a
[13:52] motion you can make a motion um I think
[13:55] because it's a proposition if if any
[13:57] members of the community would like to
[13:58] comment they should have that
[13:59] opportunity to do
[14:01] so okay I think you wanted to say
[14:03] something before the only thing I wanted
[14:05] to say is we are really expanding
[14:07] habitat West Orange is really really
[14:10] expanding tremendously and what our hope
[14:12] is is that once we get in and start
[14:14] working in the community we will need
[14:16] for the city commission or someone on
[14:18] the city commission to identify a
[14:20] liaison in that neighborhood who's a
[14:22] resident who can identify homes that
[14:24] might need to be um revitalized but once
[14:28] you find that person we will work with
[14:30] that liaison to identify those homes and
[14:33] get them into the program and our hope
[14:35] is that even though you may not have
[14:36] land now we're hoping that with other
[14:39] things that we've got in the works that
[14:40] we can come and begin to um do some home
[14:43] construction in the city of okoy we
[14:46] would really really like to do that so
[14:47] thank you so much for your attention and
[14:49] your motion I appreciate it all right we
[14:52] need a second you make the motion I'll
[14:55] make the motion but did you need ask you
[14:56] say we have to ask I'll second would you
[14:58] okay I'm just I didn't want to make a
[14:59] motion before you asked you had asked a
[15:02] question I'll make a motion that's fine
[15:04] make a motion we can have discussion
[15:06] $5,000 yes make you second the motion
[15:10] commissioner Wilson made made the motion
[15:13] and commissioner Kenedy second a motion
[15:15] anybody in the public have any comments
[15:16] towards that Mr
[15:19] har I'm doing it this way that's fine I
[15:23] just follow I'm going have to move over
[15:25] one of yall Che
[15:29] go ahead I know I'm getting over a that
[15:33] over uh agis art art par Cory Florida is
[15:37] my understanding that's also for the
[15:39] revitalization of her current homework
[15:40] correct yes and I think that's a great
[15:42] idea because we have a lot of people my
[15:44] father has some rental homes and over
[15:45] the years they deteriorate with the cost
[15:48] of things now it's nearly impossible for
[15:50] a person on a fixed income to try to
[15:51] revitalize that home what I hate to see
[15:53] is somewhere live here 30 40 Years of
[15:56] their life get into their senior years
[15:57] and they can't afford to fix their house
[15:59] so that alone to me is worth $5,000 you
[16:02] know so I I think it's a great idea it's a way to for the city to show they
[16:06] do care about the residents I've had a
[16:08] lot of friends try to move to a court
[16:09] but the cost was just too high so if
[16:10] anything else we need ought to take care
[16:12] of the folks that have lived here 30 40
[16:13] years been an active part of our society
[16:15] pretty much built this city that we now
[16:17] inherited so I think it's a great idea
[16:18] thank you sir thank you Mr
[16:20] har All Right anybody else have any
[16:23] comments on it before we
[16:24] vote all right let's vote

[16:35] voted all right you want do this again

[21:57] separability in providing an effective
[22:00] date all right Mr rer thank you Mayor
[22:02] Mike Rumer assist city manager I'm sorry
[22:06] acting assist thank you the ordinance
[22:09] before you tonight is Will facilitate a
[22:11] six-month temporary moratorium on the
[22:14] processing of rezonings annexations
[22:18] subdivision and site plans this
[22:20] ordinance does not affect existing
[22:23] building permits so for the four
[22:25] residential subdivisions we have being
[22:27] built they can still build their their
[22:28] homes it will not affect any building
[22:30] permit uh submitt uh this ordinance will
[22:34] provide City staff a temporary pause to
[22:37] be able to focus on a major rewrite to
[22:41] both the Land Development code and the
[22:44] comprehensive plan of the city of aoi
[22:47] and uh this ordinance have had some
[22:50] questions projects that are in the
[22:53] process such as the item on the agenda
[22:56] that you did a first reading shops of
[22:57] the bluff those items that are in
[22:59] process in review don't have to stop
[23:01] with the moratorium it would be any next
[23:04] step with permitting after that a site
[23:08] plan permit um or a revision to an
[23:11] approved PD if we approve a plan unit
[23:14] development uh to next week and if they
[23:17] wanted to come back and amend it that
[23:18] would they would we would not be able to
[23:20] receive that application and so again uh
[23:22] the city's under major rewrite of the
[23:24] Land Development code and the
[23:25] comprehensive plan uh we are working
[23:28] hard to provide documents to present to
[23:30] you that will display the vision that
[23:33] this commission has expressed during
[23:35] some of the more recent items in the
[23:37] past couple years uh citizen comments uh
[23:41] this the items comments we received in
[23:42] our downtown Workshop the vision of the
[23:46] new city manager and look forward to
[23:48] Bringing these items to you at a later
[23:50] date and I'll entertain any questions
[23:52] mayor thank you right before I've vote
[23:54] in the public hearing does anybody
[23:55] commission want to speak to it before
[23:58] all right I'll open the public hearing I
[24:01] have one citizen here Mr Mr de come on
[24:14] day good evening fellow citizens
[24:17] Commissioners my name is Doug gomber I'm
[24:20] a resident of okoi for 10 years I live
[24:22] at 405 Misty Meadow Drive in the white
[24:25] Hill Homeowner
[24:26] Association I've been involved in Orange
[24:28] County politics and Orange County growth
[24:30] management since I've moved here in
[24:32] 1982 I was involved in the Orange County
[24:35] growth management under former mayor
[24:37] Glenda hood and was awarded uh several
[24:40] Awards nationally for the for that piece
[24:42] of legislation that we passed and if you
[24:45] look at the city of Orlando it's done
[24:46] very well my question here and I'm I'm smart enough to have been in Florida
[24:51] for 42 years I understand Florida
[24:53] politics and I can read the tea leaves I
[24:55] know I'm not going to win this but I'm
[24:56] probably the only one in this room
[24:58] that's against this moratorium and let
[25:00] me tell you why I'm a insurance agent I
[25:03] deal with large corporations that do
[25:05] building that are land owners
[25:08] restorators uh individual entrepreneurs
[25:11] and people that build manufacturing
[25:13] facilities the central Florida area is
[25:16] lucky to be in a growth area we have
[25:18] people moving here regardless of we we
[25:20] couldn't do anything wrong to prevent
[25:21] people from coming here and there's
[25:23] going to be growth in this
[25:25] area the growth that an area like a KO
[25:29] or Winter Park or Orlando or oovo or
[25:32] anything has is based on one thing
[25:34] that's progress and you know what
[25:36] progress means it's momentum it's
[25:39] momentum that builds progress if you put
[25:41] a six-month moratorium on people coming
[25:44] down here and you're saying you're going
[25:45] to close for business you're going to
[25:47] put yourself at least 12 months behind
[25:49] the eightball and I'll tell you why
[25:51] nobody's going to be sitting there the
[25:53] first day after this six month of
[25:54] moratorium waiting to build people or bu
[25:57] build things in a COI it's going to take
[25:58] a while for you to rebuild back up so
[26:01] it's more than just a six-month stoppage
[26:02] and work that you're asking for and
[26:05] people in the town that build and their
[26:07] and the doers and the goers and the
[26:08] thinkers they're going to look at a CO
[26:10] and say what the heck is going on out
[26:12] there that they have to totally stop for
[26:14] six months and I just don't understand
[26:17] why that's what's that's got to happen
[26:19] we should be more careful about what we
[26:20] allow in the area if people are upset
[26:22] about the amount of building and the and
[26:24] the uh and the growth that we've got
[26:26] let's talk about that but the tell
[26:28] people in the perception that you have
[26:30] in the Tri County Area that says hey
[26:32] ovo's got to put a break on this because
[26:34] they can't handle this it's a perception
[26:36] thing to people saying a CO's close for
[26:38] business and I'm here to tell you that
[26:40] that's what my clients think and I've
[26:42] got over a couple hundred I work for the
[26:44] largest Insurance Brokerage in the State
[26:46] of Florida and I have hundreds of
[26:48] clients that do all this work and when
[26:49] you talk to them about a KO they're not
[26:51] in the top three they're not even the
[26:53] top five they're not in the top seven of
[26:55] places where people want to come do
[26:57] business and stuff like this doesn't
[26:59] help so I know this is going to pass I
[27:01] get that but I want you guys to think
[27:03] about this before you go ahead and do it
[27:05] think of the ramifications down the road
[27:08] of what you're going to vote on tonight
[27:10] and my second point is this if we're the
[27:12] only one doing this why isn't ID why
[27:15] isn't Winter Park why isn't matland why
[27:17] aren't Apopka why aren't they shutting down is there something
[27:21] different about the way they run their
[27:22] staff in the way we run our staff that
[27:25] we can't do these kind of changes on the
[27:26] Fly while we're doing all the other
[27:28] things we're doing I don't understand
[27:30] that so Mr rer I'd like you to address
[27:33] that for me because I don't understand
[27:35] why it takes a stoppage to do something
[27:37] that should be part of everything you do
[27:40] mayor I'd like to address that if please
[27:43] commission you you th Mr yes sir okay um
[27:47] Mr gomber just made a lucid well
[27:51] articulated argument and I agree with
[27:54] almost everything he said with the
[27:56] exception of the last part okay um the
[28:02] community has spoken numerous times over
[28:05] the years we've had public participation
[28:07] events we have current projects and we
[28:10] hear the same type of thing our code
[28:12] does not create the types of places of
[28:15] some of the places you mentioned I know
[28:17] Ovito has form-based standards in their
[28:19] code and I know several of the other
[28:22] Winter Park Winter Garden all the
[28:24] character towns have form-based Land
[28:27] Development code elements okay aoy is
[28:30] very progrowth right now but we want to
[28:33] manage it and create places that have
[28:36] better connectivity that have better
[28:38] Street Scapes that are more urban in
[28:40] function and form and we feel very
[28:44] confident that the market is still going
[28:46] to respond well we actually have a huge
[28:49] uh baseball entity that's coming in that
[28:51] the commission's approved um part of
[28:54] this is in relation to that project
[28:56] because of all the economic press
[28:58] pressure that's going to come um and our
[29:00] citizens and our commission has been
[29:02] very clear to us as far as wanting to
[29:04] see um an urban style commercial
[29:07] building with wide Street wide walks um
[29:11] eating public dining out on the sidewalk
[29:14] um more like you would see in a
[29:16] traditional downtown versus two rows of
[29:19] parking a landscape buffer and a strip
[29:21] center and so this is part of that
[29:25] effort um we feel like there's this
[29:27] slight loss because the Sports Complex
[29:30] is going through a large scale comp plan
[29:32] Amendment which should transmit in
[29:34] October um but the one thing that did
[29:38] not change throughout covid was travel
[29:41] Sports and travel Sports became its own
[29:44] market now we've done a lot of work with
[29:47] this particular developer and they are
[29:52] projecting the population of this city
[29:54] is going to increase on weekends when
[29:56] they're having tournaments 5 to8 8,000
[29:58] people and that's going to create a
[30:01] tremendous amount of economic pressure
[30:03] and we want to be able to create those
[30:04] character type places instead of being
[30:07] inundated with Garden Apartments and um
[30:12] retail strip centers not saying those
[30:14] are bad uses they all have a place but
[30:16] one of the things that our communities
[30:18] been very clear on over the years and
[30:20] all the master planning we've done has
[30:22] been we want more urban walkable places
[30:25] where we can have multiple unplanned
[30:27] exchanges those types of things and what
[30:29] our code does currently does not create
[30:32] that and and so I I hate it um I hate
[30:36] having to press the pause button but I
[30:38] think we're going to be
[30:40] okay well Mr shads I agree with you I
[30:43] mean you and I are on the same page with
[30:44] a vision it's just the way of getting
[30:46] there we disagree on I can respect that
[30:50] thank you
[30:51] sir all right I have one more uh Kelly
[30:54] Beck
[31:01] good evening my name is Kelly Beck I'm
[31:03] the HOA president for greens at Forest
[31:05] Lake uh representing about 400 residents
[31:09] here in okoi in 200 homes I'm here to
[31:12] speak in support of the moratorium I've
[31:13] spoken in front of this board and
[31:15] planning and zoning numerous times
[31:17] regarding concerns about how development
[31:20] takes place in our community um I'm
[31:22] pretty sure Mr Rumer dreads when he sees
[31:24] my name pop up in his inbox at this
[31:26] point okoi has so much potential and we
[31:30] are growing tremendously and we don't
[31:31] want to slow that growth but we also
[31:33] need to do so responsibly we need to do
[31:36] so in a way that enhances the way of
[31:38] life for those who live here who have
[31:40] invested in this community through their
[31:42] property purchases and through their
[31:44] businesses um one of the number one
[31:46] pieces of feedback that our community
[31:48] and others I've spoken with have gotten
[31:50] when we ask why is a certain thing being
[31:53] allowed to happen why are they allowed
[31:55] to build here why are they being allowed
[31:56] to build the way they are in a way that
[31:59] um referencing the Magnolia Reserve
[32:00] Community because I've been up here
[32:02] several times about that it's because
[32:04] there's nothing in the Land Development
[32:05] code to stop it there's nothing that
[32:08] holds them to a standard of when these
[32:10] developers come in and pick up big plots
[32:13] of land and want to put in this massive
[32:15] Community there's not a standard that
[32:16] says well we need to have these types of
[32:19] amenities we need to have this much
[32:20] space other than obviously for water and
[32:23] you know water flow but the bottom line
[32:26] is we don't have well develop standards
[32:28] to hold developers to to hold businesses
[32:31] to in order to make sure that what's
[32:34] coming into our community is adding
[32:36] value and enhancing the way of life for
[32:38] those who live here so I fully support
[32:40] this I absolutely if there are City
[32:43] boards where you need volunteers to
[32:44] weigh in I will absolutely be there this
[32:47] is I think a great step in the right
[32:49] direction to making sure we're setting
[32:50] okoi up for success in the future thank
[32:53] you thank
[32:55] you all right nobody else has any public
[32:58] comments on that
[33:00] issue all right we'll close it I'm going
[33:01] to bring it back up to D anybody else
[33:03] have any comments on
[33:06] what
[33:08] okay um I'm going to vote to support the
[33:13] moratorium um I was on Planning and
[33:17] Zoning I've seen the problems um growth
[33:22] is good but growth that exceeds
[33:26] everyone's expectations and the
[33:28] imagination of the Land Development code
[33:30] is written is unmanaged unbalanced
[33:34] growth and we have been asked repeatedly
[33:38] I've asked
[33:39] repeatedly for the concerns of the
[33:42] residents for the people who have lived
[33:44] in aoi for years to be
[33:46] prioritized in our budget in our plans
[33:49] in our code and um that's what we're
[33:53] doing this is the the fruit from that
[33:57] process
[33:58] and um 6 months in development is
[34:03] nothing um really um that's just a deep
[34:09] breath and um I support this fully I
[34:13] think it's wonderful I think staff has
[34:16] done a wonderful job so far and uh I
[34:19] think characterizing it as a you know a
[34:22] CO can't walk and chew gum at the same
[34:24] time paraphrasing is a mistake this is
[34:27] going to be great for our city this is
[34:30] going to help us grow in a way that
[34:32] maintains the character of our city and
[34:35] that is important to the people who live
[34:37] here to the majority of the people who
[34:38] live here thank you thank you anybody
[34:40] else I
[34:42] would I agree with everyone I know I
[34:45] spoke to Mr gber before I agree with him
[34:48] I agree with Miss Beck I agree with Mr
[34:50] Shadrick that um but it looks like I I
[34:53] will agree I'm going to vote Yes on it
[34:56] um I feel as though that after we do
[34:59] this I think what we need to do is
[35:01] remember that we can't wait for another
[35:03] moratorium if there's something that
[35:04] needs to be changed within the Land
[35:06] Development code we need to adjust it at
[35:08] that point it's really too bad that
[35:10] we've waited to the point where we have
[35:11] to shut down for six months and we
[35:14] should be able to I would hope after
[35:16] this that we will address issues as they
[35:19] come up and not have to shut down again
[35:22] we don't have a lot of land left well at
[35:24] least some districts don't have a lot of
[35:26] land left and again we have to be very
[35:29] diligent in our efforts to make sure
[35:31] that that's used um in the best interest
[35:34] of our residents but I also feel as
[35:36] though that i' hate to see this happen
[35:38] again I'd like to see us adjust as we go
[35:41] along thank you anybody else
[35:45] so our Land Development code is
[35:47] something that we've we've actually
[35:49] needed to uh revise for some time now um
[35:53] I go back the past five years and have
[35:55] discussions with uh city manager
[35:58] assistant city manager about Land
[36:00] Development and our code and and the
[36:01] different things that the challenges
[36:03] that we face as we kept moving forward
[36:05] and as we kept growing at some point we
[36:07] had to figure out there has to be a
[36:09] pause you got to pause somewhere because
[36:12] when you you had so many different uh
[36:14] moving parts to what needs to be done
[36:16] and to home them all together it it's
[36:18] kind of hard to continue to grow and
[36:21] keep moving and bring everything in
[36:22] together one time and pause for a second
[36:25] to look at this code and Let's do let's
[36:27] make some the proper adjustments to it
[36:30] so uh I I do support this
[36:34] because I look at from a different
[36:36] perspective we're we're we're we're
[36:38] growing by Leaps and Bounds one of the
[36:41] issues that that a lot of us that live
[36:43] in this city that that we run into is
[36:45] issues of our infrastructure and our
[36:47] traffic this may give us an opportunity
[36:49] to continue with those those projects
[36:52] that will allow us to address
[36:53] infrastructure while we slow down uh um
[36:56] our building so folks can get in and out
[36:59] of the city again we do live in that dut
[37:01] hole and uh we have so many uh thars
[37:03] through our city and I think this is a
[37:05] great opportunity for us to uh to step
[37:08] back and say hey let's focus on uh some
[37:11] of these Street repairs we need and how
[37:13] to get people in and out of uh our city
[37:15] uh
[37:18] adequately our staff does a magnificent
[37:21] job in the planning and development and
[37:25] all the things that are involved in that
[37:28] and if they're asking for a little
[37:30] support right now a little pause to give
[37:33] them uh a chance to catch up and get
[37:36] ahead of the uh curve I'm all for that I
[37:40] support the staff and their
[37:42] recommendations and I think this
[37:44] moratorium is uh more than necessary to
[37:47] give them that
[37:50] break well I I'm also going to vote for
[37:53] it but I will tell you some of the
[37:55] problems is when in other projects that
[37:57] was just was on the agenda I think at
[38:00] the plan zon and maybe it was one of the
[38:02] ones got pulled or not is I have
[38:04] probably got a maybe 100 emails
[38:08] pertaining to uh the um other project we
[38:12] were talking about the and what some of
[38:15] the stuff they said in that in in those
[38:17] emails kind of irks me but I get irked
[38:20] about other things but they they made
[38:23] comments to me and and I'm glad they
[38:25] send send letter but please
[38:27] when you when you want to answer things
[38:29] and ask things ask it in a general
[38:31] little Kinder way it's like we're I hate
[38:34] to say this word but it was kind of like
[38:36] saying we didn't know what we were doing
[38:37] maybe some people think that but when the when the developer comes in
[38:42] here and our code says that we got to
[38:44] look at it we got to we got to look at
[38:46] it when they bring it here so understand
[38:48] that don't sitting there telling me on a
[38:50] on an email that I don't you know I
[38:52] don't care about what ooy is somebody's
[38:53] crazy I've been living here all my life
[38:55] I know what I want to see and we've
[38:57] tried to to do that in the last 5 years
[38:59] seven or eight years we're trying to
[39:00] move it in the right direction but when
[39:02] you send those emails
[39:04] out that's not a good thing to me it's a
[39:07] good thing to send an email out and ask
[39:09] us to look at it and that's what we're
[39:10] trying to do tonight but when you send
[39:13] those emails out sarcastically saying
[39:15] that about what we're doing here come up
[39:17] here and sit down and see what the state
[39:19] law says or what the the things tell you can do and you can't do you can't
[39:23] just say no we're not going to listen to
[39:25] you but we can turn you down then then
[39:27] we take the risk of getting sued but
[39:30] that's part of what our job is so that's
[39:32] why I'm telling you I I don't have a
[39:34] problem I think I had a couple hundred a
[39:36] week or two before that for something
[39:37] else and you're talking about those 3
[39:39] 400 people up there tell them whoever
[39:41] writes that letter for them because they
[39:42] all send the same letter whoever wrote
[39:45] the letter I don't so who it is but they
[39:48] wrote the same thing not to me if I'm
[39:52] going to write a complaint I'm going to do my complaint I
[39:55] don't want somebody else writing my
[39:57] complaint BL for me so just to let you
[39:59] know we want to do what's right for our
[40:02] city and our citizens and that's why
[40:04] we're doing a more Tor I understand you
[40:06] in business and that's I don't blame you
[40:09] but we want to make it where there is
[40:10] the right things to come here because we
[40:12] still have a few places we want to see
[40:15] built on and in the right thing for the
[40:18] citizens to have and then like I said
[40:20] it's just to me the sarcastic part of
[40:23] sending that don't help it out you could
[40:25] also Drive somebody away from doing what
[40:26] they want to do do I wouldn't do that
[40:28] but that's some people would so that's
[40:31] what I'm saying this more torm is going
[40:32] to be to make a benefit for the city of
[40:34] ooy Mayor if I might we do currently
[40:37] have about 25 projects still active we
[40:41] are going to be bringing projects to the
[40:43] Planning and Zoning commission and the
[40:45] city commission so this is not for six
[40:47] months you don't need to watch the city
[40:48] agendas because nothing's happening this
[40:50] is just a way to let the development
[40:52] Community know they need to be on the
[40:54] lookout for upgraded standards and we
[40:56] can start discussing projects as we
[40:59] start formulating these standards and
[41:01] get them teed up and they'll understand
[41:03] what they're going to be required to
[41:05] meet with regards to architectural and
[41:07] site placing site permitting after March
[41:10] but we're going to still be bringing a
[41:12] lot of projects to you uh from we have
[41:16] medical office we have four residential
[41:18] communities industrial we have a
[41:20] downtown uh uh office we we've got a lot
[41:23] going on it's it the work's not going to
[41:25] stop with only LDC and comp plan we
[41:28] still have other projects to review and
[41:30] we will bring those forward thank you
[41:33] all right and one other thing about that
[41:36] was in those emails is traffic the
[41:38] traffic part of what happens here and I
[41:40] want everyone of you to take a ride up
[41:42] OK po the road head up towards a popka
[41:45] and go over there and talk to them at
[41:46] their City commission meeting about all
[41:48] those buildings and all those apartments
[41:50] and all those commercial places they're
[41:51] building and guess where they're coming
[41:53] through they're not going back to popka
[41:55] they're coming through here so that's
[41:57] where some of and I got some of the
[41:59] comments on those letters about the
[42:00] traffic the traffic happens to be coming
[42:03] down OK poka road which the county will
[42:05] not widen it the
[42:08] county nobody else is doing it we're
[42:11] trying to get that road ourselves where
[42:13] we can Forlan it so we're working on
[42:16] that project all right I need a I need a
[42:19] motion I'd make a motion to approve for
[42:22] the six Monon moratorium all right
[42:24] commissioner keny makes the motion for
[42:25] the moratorium I hear a second
[42:29] I'll second second it by commissioner
[42:30] Wilson any more comments no more
[42:32] comments let's
[42:36] vote motion carries
[42:40] unan thank you thank you sir for your
[42:43] comments all
[42:46] right okay we're down to comments from
[42:49] uh
[42:52] Commissioners uh commissioner uh
[42:55] fer I have no comment commissioner
[42:58] Oliver we're still in Hurricane Season
[43:00] uh we still got about a month and a half
[43:02] hurricane season left so uh pay
[43:04] attention to the weather and continue to
[43:06] make sure that you are have adequate
[43:08] supplies uh because again um the weather
[43:12] is very unpredictable and we don't know
[43:14] what's going to happen within the next
[43:15] month and a half or so so continue to be
[43:18] Vision about hurricane
[43:21] season uh we have general elections
[43:23] coming up uh November 5th uh throughout
[43:25] this nation and um if you are not
[43:28] registered to vote you can go to
[43:29] vote.org uh before October 7th and
[43:33] register to vote it takes about two
[43:34] minutes so definitely U do your civic
[43:37] duty and get out register to vote and
[43:40] vote um we have okoy High School
[43:44] homecoming parade coming up um will be
[43:47] uh next Thursday I believe the uh uh the
[43:49] 25th I think it starts about 5:30 here
[43:51] downtown so come on out and um
[43:54] participate and and support oural Local
[43:57] High School uh in their parade their
[43:59] annual parade they do here and uh we
[44:01] definitely support those guys in that as
[44:04] well and finally I will leave you with
[44:08] this I think I've said this before but I
[44:10] think it was important and and I wanted
[44:12] to say it again I want to read this
[44:15] again you may not always see the results
[44:18] of your kindness but every bit of
[44:20] positive energy you contribute to the
[44:22] world and your community makes a better
[44:25] place for all of us
[44:28] and I'm done yep all
[44:30] right commission
[44:32] Wilson
[44:34] okay she grabs all the I I do I grab all
[44:37] the Flyers out in the lobby so um mayor
[44:40] I just want to tell you I know I'm going
[44:41] to use your word I irked your were irked
[44:43] I think I irked you in the begin you
[44:44] never heard that word before I have but
[44:46] I Haven High School I haven't heard that
[44:48] one in a while but I think I irked you
[44:49] in the beginning so um I respect your
[44:52] position I want you to know that I know
[44:55] I just there's a hazard sitting next to
[44:57] him um I right now the only thing I want
[45:00] to tell you is to put on your calendar
[45:02] please we're going to have the Halloween
[45:04] Hollow night on Friday October 25th from
[45:07] 6:00 to 9: it will be held at Bill breze
[45:09] Park in the past it was held in a
[45:11] different Park I won't say because I
[45:12] don't want you to go there but it will
[45:14] be um trunk Retreat on October 25th so
[45:19] please remember that and also I also
[45:21] want to make sure you mark your calendar
[45:23] for the Jolly jamere which um I think
[45:26] we've all looked at the calendars and
[45:28] there's only three weeks between
[45:29] Thanksgiving and the 25th of December so
[45:33] it will be a quick month and it will be
[45:36] on downtown from 3: to 8 on the 14th of
[45:40] December so please mark your calendars
[45:42] because we'd love to see you I want just
[45:43] want to say also I appreciate when
[45:45] residents come out and comment I think
[45:47] it's so important for us to hear because
[45:49] sometimes I don't know if you realize
[45:51] but we come may have we he we spoke to
[45:54] different people and they give us their
[45:55] opinion but sometimes you sit here and
[45:57] someone says something and you all of a
[45:59] sudden change your opinion and so I
[46:01] think it's so important that our
[46:03] residents do come out and tell us their
[46:04] concerns and how they feel because this
[46:06] is your community it's not just our
[46:08] community but we may be here making
[46:10] decisions and we may make decisions but
[46:12] they affect everyone I'm District Two
[46:15] but whatever decision I make affects the
[46:16] whole city and I think it's very
[46:18] important so I want you to know that
[46:20] whether we agree or disagree I'm using
[46:27] thank you Mr Hart whether we agree or
[46:29] disagree I think it's so important to
[46:30] hear what you have to say so thank you
[46:33] and habitat I'm looking forward to um
[46:36] seeing some improvements in some of our
[46:38] homes we know that as you said senior
[46:40] citizens and other one other folks maybe
[46:42] can't do what you can do and so we
[46:45] appreciate your volun the the volunteers
[46:47] that will improve because we all want to
[46:49] live next door to a house that maybe
[46:51] that needs help but maybe this is the
[46:53] opportunity for someone where they can
[46:55] reach out and actually get the help and
[46:57] it's hard to ask some folks have a hard
[47:00] time asking so thank you so much and
[47:04] that's it did I you anymore oh I'll tell
[47:08] you about that another Mee can I still
[47:10] continue to you you didn't IR me it was
[47:11] the letters I got wow that's okay I love
[47:14] and you're right I don't have a problem
[47:16] getting I listen I get a ton you like to
[47:19] see my phone sometimes no it's okay I
[47:20] get a ton ton of messages and I don't
[47:23] have a problem and I try to answer
[47:24] everybody now I didn't answer all 400 of
[47:27] I did couple back to some of them
[47:28] because it was the same story same
[47:31] message same thing but all I'm saying is
[47:33] look into what what we're doing look at
[47:35] why there is reasons why we do what we
[47:37] do with the with doing those you know
[47:41] developments uh commissioner Kennedy
[47:45] thank
[47:47] you um it's a good
[47:50] point um many
[47:53] times someone a developer someone
[47:56] submits some something and it goes by
[47:58] process to the pnz or it comes to the
[48:01] commission and we get those letters and
[48:03] they say before we've discussed or
[48:05] expressed our intent to vote how come
[48:08] you're supporting X and we aren't in
[48:12] support yet of X and probably will vote
[48:15] against X um and I get probably my
[48:19] district has a lot of the growth and I
[48:22] get a lot of those letters and
[48:23] frequently they do say you know insert
[48:25] your commissioner's name here here
[48:28] um but
[48:30] consistent in the tone and in all of the
[48:34] emails is who are you
[48:38] for whose priorities are
[48:41] first whose interests are you after is
[48:45] it people and businesses that are based
[48:48] in okoi and in Orange County or is it
[48:52] large
[48:53] conglomerate from out of state National apartment Builders commercial
[48:59] property owners rental companies versus
[49:03] homeowners and that's a good
[49:05] question and um I just want to reiterate
[49:09] that this moratorium This Land
[49:11] Development code rewrite has been long
[49:15] overdue um as other things and this is
[49:19] your commission this is your
[49:22] commissioner drawing a line in the sand
[49:25] that we support the resident
[49:27] we support the businesses and the
[49:29] business owners that are here that are
[49:32] based in OT frequently you've seen me
[49:34] I've asked someone comes up with an
[49:36] issue and ALS ask is your business based
[49:39] in okoi and I've been criticized for
[49:41] that um but I think we owe our loyalty
[49:45] to the residents and the people that
[49:47] voted to put us here and the people who
[49:49] pay the taxes here and I'm proud of that
[49:52] and I'll defend that that's my only
[49:54] comment thanks sir
[49:57] um couple things Craig I wanted to ask
[49:59] you about um I had some questions about
[50:02] and I sewer the hookup for SE that we're
[50:07] uh talked about I have somebody asking
[50:10] about that that and wants to add get on
[50:13] to the Sewer so did we come up with a
[50:17] way of doing the pr of because they're in the process now doing that so
[50:24] we have several excuse me may we have
[50:27] several things at play right now we have
[50:29] looked at it and are in the process of
[50:31] scheduling briefings with you oneon-one
[50:33] to lay that out for how an assessment
[50:37] program would work for that we also have
[50:40] a Grant application um
[50:42] underway and I don't want to get
[50:45] anybody's hopes up but we hope to be
[50:47] able to get some Grant funds to help
[50:50] with uh some of the expenses of people
[50:53] having to hook up um I am planning to
[50:56] have have a uh briefing before you at a
[51:00] future Commission meeting about that but
[51:03] we will be scheduling individual
[51:05] meetings um a couple of you have been
[51:06] briefed already and um we we have we
[51:10] have a plan and um we're hoping to hear
[51:13] from this grant sooner than later I'd
[51:15] hope to be able to uh speak to you about
[51:18] that because um you know the the capital
[51:21] charges are something that you know
[51:22] still looms large with regard to the the
[51:25] connections
[51:27] themselves so yes we have a plan um who
[51:31] do they need to go talk to well you
[51:34] don't have an assessment program in
[51:36] place right now I know that so if they
[51:38] come and talk to us we're going to have
[51:39] to tell them here's how much it's going
[51:40] to cost what cost are going to be but
[51:43] once again this has been going on two
[51:45] months two months we've asked about this
[51:48] with we've met twice I've met with
[51:50] citizens with with the city about this
[51:53] problem now if if they got to sit there
[51:57] and wait cuz they got a septic tank
[51:59] that's bad they would we want to put
[52:00] them on sewer and they're downtown how
[52:03] do we do not not the downtown part here
[52:05] but I mean over here is residential so
[52:07] why there's got to be a way we can do
[52:10] that I and I know you're you you just
[52:13] took over but I'm still saying these
[52:16] people have got a problem they going to
[52:17] have to spend now I know where they put
[52:20] us SE T in here year ago matter of fact
[52:25] $18,000 $18,000 now I know $7,000 is a
[52:29] lot less but it also helps us do what
[52:31] we're trying to do is get away from the
[52:33] safy tanks but there's got to be a way
[52:37] we can we can figure that out other
[52:38] cities do it I know I'm just saying
[52:41] there you can't maybe we can work with
[52:43] them and sign some kind of contract that
[52:45] we can hook them up and then we either
[52:47] what if we come up with that we do that
[52:48] if we don't we don't I'm just I I'm I
[52:52] know $7,000 a lot of money put some of
[52:54] these people living in these houses to
[52:56] put out it really is 18,000 is way a lot
[53:00] um I I would be happy to have this
[53:03] person meet with our staff go over it um
[53:06] that's why I'm ask you who did they go
[53:07] meet with um Mr rumor and Miss bowling
[53:11] okay okay that's all right um got that
[53:14] just real quick on that you wouldn't
[53:17] have had time to get the assessment on
[53:19] the tax roll this year when it had been
[53:21] brought up so um we're working
[53:24] feverishly to try to find other ways to
[53:26] help mitigate their cost because the an
[53:29] assessment program is not going to get
[53:30] on the tax roll next year if you I know
[53:34] the assessment deal was but why would
[53:36] you not be able to run through the
[53:38] city that's up to the city
[53:41] commission direct us to do that there's
[53:43] other ways to go around
[53:45] that absolutely the commission could actually direct us to do that yeah
[53:51] that's what I've said we might do that I just think it's I know there's some
[53:55] places in the old part of town that is
[53:57] going to be affected with this and there
[54:00] the the bad part of it is not bad part
[54:03] it's near the
[54:04] lake it's at with a block off the lake
[54:07] and half a block off the lake and that's
[54:09] one of the major errors that I'm talking
[54:11] about that they trying to hook up the
[54:14] sewer we actually
[54:16] we I I wish we'd had an opportunity to
[54:19] talk about this before because um I
[54:22] actually had a conversation yesterday
[54:23] with one of our Consultants who is
[54:26] actually trying to get us funds from a
[54:27] county program that the Orange County
[54:30] epd has a grant program in addition to
[54:32] the Florida Department of Environmental
[54:34] Protection Program with specific regard
[54:37] to uh Lakeshore Drive and Stark Lake and
[54:40] getting those people off septic and on
[54:42] sewer um so I just wanted to make make
[54:44] sure everyone understood we are actively
[54:46] working on that yes I I just wanted I've
[54:49] been asked um I probably would have got
[54:52] with you earlier but you know Gators are
[54:55] not doing real good and I had a bad
[54:57] weekend so you know so but I I feel I
[55:01] got company where's Mike at not doing
[55:04] real good
[55:05] either all right stop signs on Adare and
[55:09] U worst Road worst Road or up so be
[55:13] careful watch for those top signs and
[55:16] also the ones on uh White Road or are
[55:20] getting worked on now design because
[55:22] they got a turn Lanes in they had to
[55:24] make a different design so that's good
[55:26] one thank you very much thanks to the
[55:28] public works
[55:30] uh let's see what
[55:33] else I think that's it oh oh she G me
