[0:50] the health care field.
[0:54] >> From 2017 to 2021, since
[0:55] joining Okeechobee County. She
[0:56] has completed multiple code
[0:57] enforcement training programs
[0:57] and currently serves as the
[0:59] department's administrative
[1:09] assistant. Thank you, For 10
[1:10] years we have 2 employees. We
[1:11] have Dustin Hand lieutenant
[1:14] and paramedic and Fire Rescue
[1:17] originally from Dallas, Texas
[1:18] area Dustin began his fire
[1:18] service career at the age of
[1:24] 16. He relocated to Florida in
[1:25] 2011 and joined Okeechobee
[1:27] County Fire Rescue in 2016
[1:29] since then, he has steadily
[1:30] advanced through the ranks and
[1:30] currently serves as a
[1:33] lieutenant. He also serves as
[1:36] treasurer for I a f f local.
[1:38] 29 18 outside of work. Dust
[1:40] enjoys 3 d printing building
[1:41] projects and developing
[1:42] innovative ways to improve
[1:44] tools and everyday equipment.
[1:45] He also assist with fire
[1:46] rescue social media presence
[1:48] and is well-known for his
[1:49] enthusiasm and positive
[1:51] interactions at community
[2:01] events. Dustin, thank you. For
[2:02] 10 years of service we have
[2:04] John Carlo to driver engineer
[2:05] and paramedic with fire
[2:09] rescue. Jean Carlo was born
[2:12] and raised in Okeechobee and
[2:12] began as fire service career
[2:13] as a volunteer firefighter
[2:14] with the city of Okeechobee.
[2:16] He currently serves Okeechobee
[2:16] County Fire Rescue as a driver
[2:19] engineer and paramedic. He
[2:21] feels blessed to have a
[2:21] career. He lives in a loving
[2:23] family to come home to each

[13:55] have lots of great news to
[13:58] share. And I think that's it's
[13:59] always good to focus on the
[14:01] positive rate. You guys had
[14:03] some other good things to
[14:03] celebrate today. And we just
[14:09] need to keep that going. This
[14:10] first slide. While I know that
[14:12] you all are aware as
[14:14] commissioners who sits on our
[14:16] this is really I always like
[14:16] to include this in our
[14:20] presentation material because
[14:21] this is really for the public
[14:22] who MAY be listening and
[14:23] doesn't necessarily know about
[14:24] the corporation or the
[14:25] services that we offer. But I
[14:29] think this is particularly
[14:30] important information for
[14:33] businesses to see that we have
[14:34] some incredible board members
[14:37] who are very seasoned when it
[14:38] comes to elements of economic
[14:41] development and in the
[14:42] business community, we have
[14:44] some amazing champions that
[14:49] are rallying behind projects
[14:50] growth, retention. And they're
[14:52] just very supportive of what
[14:53] businesses are hoping to
[14:55] achieve in the community. And
[14:56] I don't know about you, but
[14:57] that's really some incredible
[15:00] players that we have behind
[15:01] the strategy of of which were
[15:03] trying to accomplish here in
[15:05] the community. And I know I
[15:05] didn't I probably didn't say
[15:07] it for the record, but my name
[15:08] is Kaylee Cannon. The
[15:10] PRESIDENT Of the Economic
[15:11] Development Corporation. As
[15:12] David was actually alluding to
[15:13] earlier, I have an associate
[15:16] who works in my office and her
[15:18] name is Alex t Arena and she
[15:21] is the director of existing
[15:21] industry. For those of you who
[15:22] are watching and don't know
[15:27] who we are. Somebody give you
[15:28] just a brief summary. I'm not
[15:30] necessarily going to leave
[15:31] read these items line by line
[15:35] just for sake of time today.
[15:35] But you review some of these
[15:36] at your leisure, all try to
[15:39] hit the high notes. One of the
[15:40] most important things that I
[15:41] think the Economic Development
[15:44] Corporation does for the
[15:45] community that they do you
[15:47] know, especially when it comes
[15:48] to the city and the county is
[15:50] that we represent you when we
[15:51] go places. That's a big deal
[15:52] because we got a lot of are no
[15:55] places to the community. While
[15:56] we do spend a lot of time here
[15:57] with businesses that are here,
[16:00] we spend a lot of time on
[16:02] other projects at the state
[16:03] level, the regional level, the
[16:05] local level and education
[16:06] wise, Alex and I actually
[16:09] represent the community on
[16:10] several different boards to
[16:13] make sure that we are apprised
[16:16] of what's going on that we
[16:17] know where the resource
[16:18] directions are going. And so
[16:21] that people know that
[16:22] Okeechobee is the best place
[16:23] to live and do business. And I
[16:26] think that's really important.
[16:28] Some of the important ways
[16:30] that we have represented the
[16:30] community of Okeechobee in the
[16:32] county in the places that we
[16:35] have went recently is we were
[16:36] invited to a small event that
[16:39] space Florida hosted and we
[16:40] were actually personally
[16:41] invited, which I thought was
[16:43] great. We are right now
[16:45] working on a space Florida
[16:47] project at your airport MS.
[16:50] And I know we've reported on
[16:50] that before, but this is a
[16:53] very unique event because it
[16:53] was small.
[16:54] >> They called it a partner
[16:56] workshop. And on Day one, they
[16:57] had.
[17:01] >> Lots of very large and very
[17:02] high. An aviation business is
[17:03] represented there and giving
[17:03] their feedback on trends in
[17:07] that industry. Airports. Very
[17:10] important to us. And we know
[17:12] that there's a lot of room for
[17:16] growth like all year. Rift
[17:17] Grant, you know, we're looking
[17:17] at future how we can develop
[17:20] that for the future. And so
[17:21] there was a lot of really good
[17:23] industry feedback. We got to
[17:24] spend some time with industry
[17:24] that night. And then the
[17:26] second day they called a dumb
[17:27] more like a stakeholder event
[17:29] where the actual it owes in
[17:30] the communities could give
[17:33] their feedback. But I thought
[17:34] there was some really great
[17:37] takeaways from that. But
[17:38] there's lots of opportunities
[17:40] that Alex and I have where we
[17:42] can go and spend time with
[17:42] specific target industries.
[17:44] And I think that was a really
[17:45] great event. And we're looking
[17:46] forward to bringing you are
[17:47] really great space. Florida
[17:50] project. Alex also was able to
[17:53] speak to the leadership
[17:54] Okeechobee class about
[17:54] economic development and
[17:55] telling them who we are and
[17:56] what we do. So that was always
[17:59] a great opportunity. Another
[18:03] one of the really amazing ways
[18:06] that I think our office help
[18:07] support what we're trying to
[18:09] do in this community. Beyond
[18:10] representing you, the places
[18:14] that we go I'm gonna call this
[18:16] Alex's baby. But as our
[18:16] program called business
[18:17] retention and expansion, and
[18:22] while the external community
[18:24] probably knows of us because
[18:25] of MAY be more flash, your
[18:26] projects that are recruitment
[18:27] bright based, right? We're
[18:27] always talking about what's
[18:31] new and what's coming. I think
[18:32] where the community is going
[18:34] to find the highest return on
[18:35] their investment is making
[18:35] sure that the businesses that
[18:37] are already established here
[18:38] have the tools that they need
[18:42] to be successful. And so
[18:44] that's we have, you know,
[18:46] technically a whole person
[18:47] dedicated for this program.
[18:49] But this is really important
[18:50] to us. So there are a few
[18:51] different ways that we support
[18:53] businesses that are here that
[18:56] are already existing in that
[18:57] maybe I there are looking to
[19:00] expand. Are already in that
[19:03] expansion process or we've
[19:05] also talked to some businesses
[19:08] who weren't doing well and
[19:09] were considering leaving. And
[19:09] so we were able to make sure
[19:12] that that didn't happen. And
[19:14] so before I go any further,
[19:14] I'd like to just make sure
[19:17] that I know for the record.
[19:18] For those of you who are
[19:19] listening to this presentation
[19:21] today. And for those of you
[19:24] who MAY watch in the future,
[19:25] if you are one of those
[19:26] businesses or, you know, it's
[19:27] one of those businesses,
[19:29] please give us a call. While
[19:32] we do try to focus on
[19:33] businesses that are what we
[19:36] try to call a target industry,
[19:37] I've never turned a business
[19:37] down when they called in
[19:40] asking for assistance. So if
[19:40] you're one of those businesses
[19:44] are, you know, one. It are a
[19:45] contact information will be at
[19:47] the end of the slider. You can
[19:48] find or information online. So
[19:48] please don't hesitate. We love
[19:52] to come and assist. You.

[19:53] Several different ways that
[19:55] that we like to support when
[19:56] it comes to business,
[19:59] retention and expansion. One
[20:00] of the new items that we've
[20:01] added to this in the last
[20:02] fiscal year, the you actually
[20:04] got to see us work on her
[20:06] first projects was the culture
[20:07] of collaboration committee
[20:08] that we started where we work
[20:12] with other organizations who
[20:13] have really similar missions
[20:14] to us, but maybe perhaps just
[20:18] have a different focus in
[20:19] their charter. But really the
[20:21] end goal is the same. Whether
[20:23] we're talking about the
[20:25] Economic Council, main Street
[20:25] tourist development, the
[20:30] Chamber of Commerce, our end
[20:30] goal is all the same. And that
[20:32] is we want Okeechobee, the be
[20:32] the best place to come and
[20:35] visit to live and to do
[20:37] business. So we have been
[20:38] working really hard in the
[20:39] last year to make sure that we
[20:40] put together what's called a
[20:44] community service matrix. And
[20:45] that actually is something
[20:47] that came right out of the
[20:47] polycom study and the
[20:48] strategic plan that we had
[20:51] done with vision. First and
[20:51] actually in the visiting
[20:52] pursed, Terry probably knows
[20:53] this. He was on the original
[20:55] group that did that. Actually
[20:58] called it the culture of
[21:00] collaboration While we've have
[21:01] completed the service matrix,
[21:02] the purpose of that is to make
[21:05] sure that no business visitor
[21:07] or resident falls through the
[21:08] crack it if they need help.
[21:09] Now we all have different
[21:13] services, of course. But we
[21:13] want to make sure on some of
[21:17] those projects. Certainly we
[21:19] could say that these perhaps
[21:20] the organization's work with
[21:22] some of those together and we
[21:23] want to make sure that we're
[21:25] all in the same page that
[21:25] we're communicating
[21:27] effectively. And again, that
[21:29] nothing, no one falls through
[21:30] the cracks in that everyone
[21:30] gets the services that they
[21:33] need. Of course, I've already
[21:34] alluded to the fact that we've
[21:35] been working a lot with Justin
[21:38] and Zach at the airport to
[21:40] support. Of course, the
[21:41] businesses that we already
[21:41] have their right. We're
[21:45] talking about the Army. One
[21:46] initiative that was really
[21:48] important in this last fiscal
[21:50] year was we actually host of
[21:52] what we call an aviation
[21:54] roundtable. And that was
[21:55] industry specific event. I
[21:56] know if you if you were able
[21:56] to attend that and I I was
[22:00] happy to see you there. We
[22:01] spoke to every single tenant
[22:04] that you have currently
[22:05] existing I'd like to
[22:06] attendance rate was pretty
[22:07] high. We didn't necessarily
[22:08] have everyone there, but it
[22:12] was almost everyone. And so I.
[22:13] I've been wanting to do that
[22:15] for a long time. This is my
[22:15] 6th year of being with the
[22:16] corporation. And so that was a
[22:19] full circle moment for me
[22:19] because I was just really
[22:22] proud of how we were able to
[22:23] show the businesses out there
[22:26] that our community is a united
[22:27] front and that we're all
[22:29] working together to support
[22:29] the objectives and what
[22:30] they're trying to accomplish
[22:31] with their businesses out
[22:33] there. I thought that was a
[22:34] great event. Very thankful for
[22:37] the partnership with Justin
[22:38] and with Zach and I'm looking
[22:40] forward to how that is going
[22:41] to grow in the future,
[22:42] especially with the rural
[22:43] infrastructure dollars also
[22:45] happy to assist with that. And
[22:47] then we've been also working
[22:47] side space, Florida. We've
[22:50] been working with Florida
[22:53] banks, Alex. It's on the crew
[22:54] source Heartland. Gordon,
[22:54] sounds like one of us is

[23:31] programs. We have touch a
[23:32] truck and then we have
[23:36] Okeechobee junior leaders.
[23:36] This just such a special
[23:39] program to me. I could I could
[23:40] do a whole presentation on
[23:42] just this one alone. But this
[23:46] is the corporations program.
[23:46] And it's a historically we
[23:47] started in a partnership with
[23:49] the school district, but
[23:50] they've since allowed us to
[23:54] hold the baby, if you will.
[23:55] But this is a soft skills and
[23:58] workforce readiness program
[23:59] geared towards targeting
[24:01] middle school and high school
[24:04] students. This actually is a
[24:06] misprint. We had 79 students
[24:07] who graduated this program,
[24:08] which means we're actually
[24:10] almost at capacity were able
[24:11] serve 80 students in the
[24:14] summer. So that was incredibly
[24:18] full circle for me. We had so
[24:19] many local partners that
[24:20] helped make this possible,
[24:23] whether they sent their staff
[24:25] opens their their business for
[24:26] the day, took time out of
[24:28] their schedule. And sent
[24:32] people to talk. I'm so
[24:32] thankful to you all we were
[24:33] able to highlight so many
[24:36] unique elements of the
[24:38] community of the county. Some
[24:38] of you were actually able to
[24:41] address the students directly
[24:43] as government talking about,
[24:43] you know, what trends are
[24:44] going on. Thank you for your
[24:48] time on that. I'd also like to
[24:50] note that this is actually an
[24:51] incredibly expensive summer
[24:57] camp, but it is entirely
[24:59] supported by donations and
[25:00] sponsorship opportunities now
[25:03] known as Tony was in here
[25:03] before Children. Service
[25:06] Council gives the bulk of that
[25:09] that money. $28,000. But I
[25:10] think as far as the return on
[25:13] investment for program. It's
[25:15] it's pretty incredible. The
[25:16] money and the partnership that
[25:17] businesses are willing to to
[25:18] give to us to make this
[25:23] happen. Again. I'm just going
[25:24] to leave you this year. We
[25:26] were really big on getting
[25:27] feedback from not just the
[25:28] partners that the students as
[25:30] well. We're going to be
[25:31] sending you all newsletter
[25:33] soon. And we have some
[25:34] feedback directly from the
[25:35] students that we're going to
[25:38] share with you. But I think
[25:39] one of my board members said
[25:41] it best. You know, sometimes
[25:42] we're trying to quantify
[25:43] impact. But I think with this
[25:45] program, there MAY be some
[25:47] measures of im impacts that
[25:48] are unquantifiable, if you
[25:52] will. And so I thank you for
[25:54] your partnership with this.

[27:06] readiness and that is
[27:07] incredibly important to the
[27:09] work we do. And I know that
[27:10] you all know that. But that's
[27:11] just, you know, just another
[27:13] know for the community when it
[27:15] comes to recruitment in a lot
[27:17] of cases, business retention
[27:19] as well. If businesses need
[27:21] more space, if we do not have
[27:21] a place to put them, they
[27:26] cannot come so the place
[27:27] making of site development is
[27:28] it is it is so crucial to what
[27:33] we do. There's several things
[27:34] in this time frame this
[27:35] quarter that we've been
[27:37] working on. It comes to that.
[27:42] We work very closely to stay
[27:42] also submitted riff
[27:44] application this year. One of
[27:49] our sites was awarded. Grant
[27:49] writing services from a
[27:50] company called of it
[27:52] Solutions. And so we were able
[27:52] to work hand-in-hand with
[27:55] them. They actually completed
[27:59] a Grant Matrix and I believe
[28:00] it's about 17, 17 or 18 for
[28:02] grants that they think that we
[28:04] could use for site
[28:04] development. And my hope is
[28:07] that we can take that list for
[28:08] the one site and really apply
[28:13] to all our sites. Even county
[28:15] and city sites. So I'm looking
[28:16] forward to sharing that
[28:18] information with your team in
[28:20] the future. Of course, we're

[28:44] and asked if we have access to
[28:46] specific date on the business
[28:48] community. But we have some
[28:51] amazing tools on that website
[28:52] and some upgraded marketing
[28:53] collateral that I think will
[28:54] be very unique for us to use
[28:57] in the future. One item of
[28:57] note for you on this room is
[29:01] that we have updated year
[29:01] airport map. There's there's
[29:07] one change that's pending. But
[29:08] it's interactive and actually
[29:09] shows where utilities are on
[29:10] the map and give some capacity
[29:16] guidance for that as well.
[29:18] I'll I'll leave with this for
[29:19] this slide that we are going
[29:21] to be updating the strategic
[29:23] plan that we have had done. If
[29:24] you look back historically,
[29:25] the polycom study was done and
[29:29] I believe 2018 of around about
[29:30] that time was when the vision
[29:31] first plan was done. And of
[29:33] course, that was post-covid.
[29:37] So we need to refocus and
[29:38] restructure post-covid impose
[29:39] x, y z. There's been so many
[29:41] challenges since that time.
[29:43] And so we are planning on
[29:45] redoing that and bring you
[29:46] some very fresh strategy at
[29:51] the end of the year. And
[29:51] again, I know a lot of this

[29:57] do encourage you to actually
[29:58] is or just spend some time

[38:23] remained a consistent with

[38:35] JUNE. Lease revenue continue
[38:36] to provide an important
[38:37] recurring revenue source with
[38:40] aeronautical facility, rent
[38:41] generating approximately
[38:44] 85,900 and the airport
[38:45] Commerce Park rental
[38:46] generating approximately
[38:50] 73,100 during the quarter.

[38:54] remain strong. Using faa
[38:56] defined aircraft operations,

[39:03] recorded 23,542 aircraft

[39:32] Associates come to enhance
[39:33] aviation safety and identify
[39:34] potential wildlife hazards and
[39:38] mitigation measures. The apron
[39:41] and the fuel Farm
[39:41] Rehabilitation Project
[39:42] Advance. True surveying and
[39:45] geotechnical investigations.
[39:47] Providing critical information
[39:47] to support future design and
[39:51] construction phases. Emergency
[39:53] preparedness coordination was
[39:55] strengthened through continued
[39:56] collaboration with county
[39:58] emergency management and fire
[39:58] rescue leadership to support
[40:00] disaster response planning and
[40:05] operational continuity. From a

[45:06] visitors, employees and
[45:07] members of the public
[45:11] utilizing airport facilities.
[45:12] The proposed Second Amendment
[45:14] renews of the existing lease
[45:15] for an additional 5 year term
[45:19] beginning AUGUST. First 2026
[45:24] expiring JULY 31st. 2031. The
[45:25] amendment maintains the
[45:27] existing triple net lease
[45:28] structure and establishes a
[45:32] monthly base rental rate of
[45:37] $3,400. We're 40,800 annually.
[45:38] With a 3.5% annual escalation
[45:43] during the renewal term.
[45:44] Comparison, the current
[45:47] monthly base rent under the
[45:52] existing leases $2,691.40. As
[45:54] part of the renewal process.
[45:56] The tenant obtains an
[45:56] independent appraisal of the
[45:58] least premises tenant's
[46:00] expense and provided that
[46:00] appraisal to the county for
[46:05] review. Staff evaluated the
[46:05] appraisal prevailing market
[46:07] conditions, historical
[46:09] tendency, operational
[46:11] considerations and the
[46:12] airports obligation to
[46:13] maintain a fair and
[46:14] self-sustaining rental
[46:17] structure and determining that
[46:17] the proposed lease terms are
[46:21] appropriate. The amendment
[46:23] also updates several
[46:24] administrative provisions
[46:25] related to faa compliance
[46:27] requirements. Airport

[46:30] and transfer provisions

[52:49] The Okeechobee County clerk
[52:51] and comptroller's amended
[52:53] budget request was decreased
[52:58] by $32,971. Administration and
[53:00] personnel expenses were
[53:01] updated to reflect
[53:02] organizational structure
[53:03] changes. And the addition of
[53:07] the grants manager position
[53:08] including salary allocations
[53:09] worship duties and
[53:11] responsibilities. Our county
[53:12] administrator would like to

[1:18:01] required to submit to
[1:18:06] mediation. If mediation is
[1:18:07] unsuccessful, we could then
[1:18:09] move forward with either
[1:18:10] termination of the contract.

[1:18:17] just the longer and more
[1:18:20] expensive process. Then then

[1:19:41] functionally that functions.

[1:19:43] a lot of time to sit around
[1:19:46] and mess around with something
[1:19:47] that's not functioning well
[1:19:48] and it's costing them time.

[1:19:50] environment for contractor.

[1:19:56] the day, is that I personally
[1:19:57] believe we should go in and
[1:20:00] just pay the money.

[1:20:14] will evaluate other systems

[1:21:04] comfortable speaking for them
[1:21:07] that they're not happy with
[1:21:07] the fact that they're paying
[1:21:08] for a service that they
[1:21:09] haven't even started using MR.

[1:22:17] that's contracted with a if
[1:22:19] that has any better
[1:22:20] satisfaction yesterday? And
[1:22:21] they did, you know, of course,
[1:22:22] when we were going through the
[1:22:23] selection process.

[1:22:27] that is that those counties
[1:22:28] enjoyed it. They they. They

[1:22:33] a functional system that there
[1:22:35] are nationwide company

[1:22:40] and the attorney it had talked
[1:22:43] about some other departments,
[1:22:44] other municipalities that have
[1:22:45] had very similar issues with
[1:22:46] Tyler technology and some of
[1:22:49] them. Decided to go through
[1:22:49] the dispute resolution, I
[1:22:52] believe. And then some of them
[1:22:53] have decided to move and some
[1:22:54] of them got fixed so that
[1:22:56] there's a very broad spectrum
[1:22:57] of dissatisfied and satisfied
[1:23:02] customers with this company.

[1:23:07] money would only let staff and
[1:23:08] their attorneys decided which
[1:23:09] way the best way to go on this

[1:24:02] installed in the Tyler in the
[1:24:03] last 10 months. It has been
[1:24:05] operational into whatever
[1:24:07] program we go with. But we
[1:24:08] will also have a much better
[1:24:09] idea of what that should look
[1:24:10] like. And and commissioner
[1:24:12] Burrows has offered his
[1:24:15] subject matter. Expertise to
[1:24:17] help us get through that
[1:24:19] process and that we will very
[1:24:20] be in communication with him
[1:24:23] on that. He can afford as much
[1:24:23] located the West. You can't
[1:24:26] afford to lose much more here.

[1:32:44] the west side of Great County.

[1:33:01] workshop this upcoming Monday.

[1:33:11] incorporate the number that we
[1:33:12] presented as a preliminary
[1:33:13] number with fire and ems
[1:33:17] combine is around 650,000 when
[1:33:18] we were at the workshop. They
[1:33:21] did mention that they had
[1:33:24] around 389,000 budgeted from
[1:33:25] our prior conversations
[1:33:25] because we did not have the
[1:33:28] data at that time with our
[1:33:30] property appraisers working
[1:33:32] together, we were able to come
[1:33:33] up with the preliminary number
[1:33:34] that we presented at the
[1:33:39] workshop. At that time.

[1:38:52] higher than without have to go
[1:38:53] out for bid. If there's

[1:38:56] time at the contractor. But

[1:44:30] created few mock-ups to see if
[1:44:31] this is something the board
[1:44:34] wants to consider. For the
[1:44:35] discretionary services that
[1:44:38] would be effective. Would be
[1:44:40] affected by the property tax
[1:44:41] reform, including Veterans
[1:44:43] Services, senior services,
[1:44:44] parks, buildings, so on and so
[1:44:49] forth. So Jared has been
[1:44:51] working on some markups are
[1:44:54] communications specialist and
[1:44:56] we have received some support
[1:44:57] from outside organizations to
[1:44:58] fund the signs. So it's not

[1:48:24] sign To send it off to the
[1:48:32] legislators and move forward.

[1:48:37] grants has some bar charts in
[1:48:38] it throughout. And then it

[1:48:43] property taxes then talks
[1:48:45] about the mileage stewardship
[1:48:46] on how we are continuing to
[1:48:47] look at the mileage and
[1:48:50] decreased as we can MR.

[1:49:36] speaker of the House. Your son

[1:49:41] next year. And we had a brief
[1:49:41] conversation with Florida
[1:49:44] Association of counties, rebel
[1:49:45] to to how we look at taxes. I
[1:49:50] believe that. I really, truly
[1:49:52] believe that they need.
[1:49:55] >> a better education. And
[1:49:58] quit looking at what plays in
[1:50:01] goal. You was focused. Do
[1:50:04] order to get this property tax
[1:50:05] amendment on the on for the
[1:50:09] for the public. What he's done
[1:50:14] using Tabor, which is product
[1:50:15] that's been use. And Denver,
[1:50:19] Colorado, Colorado since 1992.
[1:50:21] It appears that we have some
[1:50:22] legislators that believe that
[1:50:24] they want to run a bill next
[1:50:26] next year to provide that same
[1:50:29] process. The process basically
[1:50:30] stipulates eu's give an
[1:50:35] example of 2020. Compared to
[1:50:35] 2024, whatever you'd like to
[1:50:39] do. At a little bit for
[1:50:41] population growth a little bit
[1:50:42] for inflation and whatever the
[1:50:42] difference is that what you
[1:50:48] wasted? Unfortunately. That
[1:50:49] has caused severe a brewer.
[1:50:53] Can taxpayers? It was meant
[1:50:53] cause severe poor and
[1:50:59] taxpayers. But unfortunately,
[1:50:59] people have no don't
[1:51:03] understand. Or they choose not
[1:51:06] to understand what we have to
[1:51:07] pay for services that
[1:51:09] Legislature pulls down on top
[1:51:11] of us, give you a good
[1:51:12] example. This morning I
[1:51:15] requested the breakout. Issue
[1:51:19] on the sheriff. He was asking
[1:51:21] for additional money for fuel
[1:51:24] and retirement expenses. He
[1:51:27] asked for that because on JULY
[1:51:28] one, the increases Frs, which
[1:51:30] is to retirement for.
[1:51:35] Officers. That we are going to
[1:51:37] pay, that we're liable to pay
[1:51:37] for because they've earned
[1:51:42] that. And the public needed to
[1:51:42] understand that amount of
[1:51:43] money ask for for these
[1:51:47] officers. To increase there
[1:51:51] their retirement was $98,000.
[1:51:54] Fuel was 85,000. He can't help
[1:51:56] to feel he can help. We have 4
[1:52:00] s increases. Because that's
[1:52:02] what we did this with these
[1:52:03] officers required to have a
[1:52:04] retirement when when they
[1:52:07] leave service. The general
[1:52:11] public doesn't see that or use
[1:52:12] of that. They don't see it.
[1:52:14] They don't understand it or
[1:52:14] maybe they just ignored. I
[1:52:17] don't know. But when we put
[1:52:21] put forth a tax and I know use
[1:52:21] this example appear on many
[1:52:26] times of my own tax bill. If
[1:52:29] somebody asked me I was for
[1:52:30] property, tax reform.
[1:52:30] Absolutely reduced by tax bill
[1:52:33] about 42%. So that's cool. Tax
[1:52:36] echo. Still got Waste
[1:52:38] management and fire and ems.
[1:52:41] But yes, it is a reduction.
[1:52:44] But I will tell you up front,
[1:52:45] I don't use the parks and
[1:52:46] recreation, but I got a bunch
[1:52:47] of people here use the parks
[1:52:51] and recreation. I don't go to
[1:52:53] the very often, but I have a
[1:52:53] lot of people in this
[1:52:54] community that utilize the
[1:52:59] library. Veteran services MAY
[1:53:00] be close to senior MAY make
[1:53:05] keep that in mind. People
[1:53:07] don't really understand what
[1:53:08] we fund in the in this
[1:53:09] community and how continue
[1:53:12] hear that your body and this
[1:53:14] is not so much even in this
[1:53:15] community here. But across the
[1:53:16] state of Florida. Governments
[1:53:21] are wasteful. I'm not naive
[1:53:24] enough to sit here and tell

[1:54:15] homestead exemption. In
[1:54:17] totality. Not phase it in not
[1:54:17] doing all these little things
[1:54:19] that bill Dustin just good and
[1:54:23] get it done. And personally, I
[1:54:25] would prefer just rip the
[1:54:25] Band-Aid off and get done with
[1:54:26] it. And then we figure out
[1:54:27] what we've got to do but
[1:54:30] trying to faces tough and it's
[1:54:30] very difficult for people to
[1:54:33] sit on this. Take us.
[1:54:34] Functionally understand we
[1:54:37] need tax reform. Sometimes I
[1:54:40] don't believe we're focused on
[1:54:41] what we really need to looking
[1:54:44] on. Tax reform. Just
[1:54:50] accounting. Tiny this up.

[1:55:47] to run this county. Because
[1:55:48] once in the fall, they need to

[1:55:53] services, veteran services
[1:55:54] parks, recreation libraries.
[1:55:55] We are not by Florida statute
[1:55:58] committed to fund. We do not
[1:56:04] have to fund them. And in
[1:56:04] fact, be quite frankly, when
[1:56:06] they put this initially on
[1:56:07] course services that what we
[1:56:08] have to use the ad valorem
[1:56:11] taxes. The constitutional
[1:56:11] officers 40 or not, even in
[1:56:14] the bill. And we wrote letters
[1:56:20] to change it. 5 up. You're not
[1:56:23] going to not fund veteran
[1:56:24] services for senior services
[1:56:25] or parks recreation for like
[1:56:25] we're going figure out and do
[1:56:29] it. Some way somehow. Whatever
[1:56:30] the whatever is voted on. But
[1:56:34] I want to I think people as
[1:56:35] community should have a little
[1:56:39] bit more insight. And try to
[1:56:39] understand what we're doing
[1:56:45] and how we're doing it. They
[1:56:46] would. It would it would be at
[1:56:46] least a better picture for
[1:56:50] them to say that. Yeah, we
[1:56:51] continue to travel over this
[1:56:52] millage assessed values. We
[1:56:53] don't have control over
[1:56:56] airspace. We really do. But we
[1:56:57] have control over is what
[1:56:59] we've been controlling. For.
[1:57:01] For the for the most part. So
[1:57:02] I appreciate the letter. You
[1:57:09] did a good job on it. I would
[1:57:10] be the first one to make a
[1:57:13] motion to send this letter to
[1:57:13] the Legislature and make sure

[1:57:21] the Senate PRESIDENT. And then
[1:57:22] 2 who who are ready to our
[1:57:25] reps and our senator. Because
[1:57:27] I think sometimes people in
[1:57:31] Tallahassee needs to have a a
[1:57:32] clear understanding what we're
[1:57:36] going through here. Include in
[1:57:37] their son extend want a blaze.

[1:57:47] had a mission. He accomplished
[1:57:48] his mission. I I'm just saying
[1:57:48] could include a you can do

[1:59:39] Legislature made Monday night

[1:59:55] out there for one cent sales

[1:59:58] people voted down and we do it
[1:59:59] ourselves. I mean, that that

[2:00:02] that kind of add to that?

[2:00:05] with We're going to go one way
[2:00:07] or the other. And she was very
[2:00:07] plain about and they're super

[2:01:28] show you say that he was going
[2:01:29] to give us that they would

[2:01:33] tools that we needed in order

[2:01:40] can do special assessments. We
[2:01:41] can do whatever we want to
[2:01:42] hear in order to back to
[2:01:45] whatever money. So that which
[2:01:46] doesn't doesn't really prove

[2:02:24] it. But that's what they're
[2:02:27] trying to force our hand.

[2:02:35] media and the news crying,

[2:03:38] reform bills, not about
[2:03:38] property taxes. It's about
[2:03:43] control. All about control of
[2:03:43] the state trying to take
[2:03:45] control local government.

[2:03:53] The other states, senator,
[2:03:54] that being a county
[2:03:55] commissioner, we get phone
[2:03:56] calls from our friends and
[2:03:57] neighbors and people. We know
[2:04:01] people we don't know. It's
[2:04:02] hard to go into the grocery
[2:04:04] store, something that not have
[2:04:05] some way staff. A I got I've
[2:04:13] got a problem. So. This food
[2:04:14] that this is a like hidden
[2:04:15] agenda in mind in my mind that
[2:04:18] this is all about. Taking
[2:04:23] local shift in its
[2:04:25] Tallahassee. And to me this,
[2:04:25] what was buried in this tax
[2:04:29] reform bill from day one. And
[2:04:34] i still believe it 100%. It's
[2:04:35] it's I think it's starting to
[2:04:36] come light. Some people are to
[2:04:37] see. So that's what this is
[2:04:41] all about. Another thing,
[2:04:43] people notice it. We don't pay
[2:04:48] taxes too. Every commissioner
[2:04:49] here has has has property in
[2:04:51] this county that we pay taxes
[2:04:52] owed love month. Nothing more
[2:05:01] than it paid There's a Acosta
[2:05:06] live Society and educate our
[2:05:09] youth take care of over a
[2:05:12] people live here. Most people
[2:05:13] don't know that we are seeing
[2:05:16] are services feeds
[2:05:17] approximately 125 people a
[2:05:20] day. Delivers, I mean,
[2:05:21] delivers or meals. They also
[2:05:23] feed people in the at the
[2:05:25] senior services department.
[2:05:27] And food is cooked. By the
[2:05:29] sheriff's Department. In the
[2:05:32] in the kitchen. At the jail.
[2:05:36] And this is all stuff that if
[2:05:37] you have somebody, should we
[2:05:37] stop feeding the people that
[2:05:38] can't get out and go get food
[2:05:41] will know you can't do that.
[2:05:44] But most people don't realize
[2:05:44] that's their tax dollars goes
[2:05:47] to that. It funds supervisor
[2:05:49] of elections. Your tax dollars
[2:05:53] to. Pays electric bill there
[2:05:57] and it in for toilet paper and
[2:05:58] copy paper and everything that
[2:06:00] operate. Our election system.
[2:06:04] Is paid for by your county.
[2:06:08] So. Every building that that
[2:06:09] these people are in 3rd
[2:06:10] biggest, some state
[2:06:14] assistance. But the county's
[2:06:15] the county owns the buildings
[2:06:16] and maintains the building's
[2:06:18] fixes air conditioners and the
[2:06:18] in the in the plumbing leak
[2:06:21] soon. All of that stuff to
[2:06:26] keep cogs in in this and this
[2:06:27] machine going so people can
[2:06:29] have. The the freedoms that
[2:06:36] they want. Any further

[2:07:26] 1149 in-home supportive
[2:07:30] services provided and 384
[2:07:31] congregate meals and community
[2:07:33] development. We had a little
[2:07:36] over 17,586 and find revenue
[2:07:39] and 184 code enforcement cases
[2:07:42] for public safety. There was
[2:07:44] 902 and fire rescue. There was
[2:07:47] 908 training hours and 534
[2:07:49] total calls for 9-1-1. There
[2:07:52] was a total of 1798 calls to
[2:07:57] 9-1-1, and 14 text to 9-1-1.
[2:07:58] And veteran service says there
[2:08:01] was over 200 meetings with
[2:08:04] veterans and 33 claim
[2:08:04] submitted and the lie very
[2:08:05] during their summer reading
[2:08:09] program. They have 1200 books,
[2:08:10] friend and the airport had
[2:08:13] over 7900 aircraft operations
[2:08:14] and a little over 1100 fb o
[2:08:22] operations. For budget and
[2:08:24] procurement in the month of
[2:08:26] JUNE. Invitation to bid for
[2:08:28] Darryl f jurors pickleball
[2:08:33] courts was finalized. And and
[2:08:35] human resources. We welcome 4
[2:08:36] new full time employees in
[2:08:36] this morning as the Sun on
[2:08:42] employees. So think? For
[2:08:44] airport and Commerce Park, the
[2:08:46] fuel operations related to
[2:08:49] service revenue increased by
[2:08:50] 25.5% as compared to last
[2:08:53] month. Last year's JUNE 2025.
[2:08:55] And the total revenues 35,004
[2:09:02] 84. For facilities during the
[2:09:03] month of JUNE and staff
[2:09:04] completed the grant close out
[2:09:05] for the Agra Civic Center Eats
[2:09:08] Roof Extension Project and
[2:09:09] they assisted the grant close
[2:09:10] out for the fire stations, one
[2:09:14] into hardening projects. The
[2:09:14] division also executed the
[2:09:15] construction contract for the
[2:09:18] solid waste building. We had
[2:09:20] over 141 work orders generated
[2:09:22] in facilities in over 2000
[2:09:24] labor hours as well as 147
[2:09:28] work orders completed and the
[2:09:30] cemetery. There is 13 in
[2:09:33] tournaments. 29 mar counts and
[2:09:34] 22 consultations and within
[2:09:35] code enforcement we over 2500
[2:09:38] and lean search revenue. And
[2:09:43] 17 cases to the magistrate.
[2:09:44] For Public works. One item
[2:09:47] that wasn't mentioned there
[2:09:49] was around 11 covert repairs
[2:09:50] completed as well as 24
[2:09:54] driveway permits.
[2:09:55] >> And community services at
[2:09:57] the Agora Civic Center. There
[2:10:00] was 7 events. The library had
[2:10:05] 56,000 summer meals provided.
[2:10:07] >> And and the parks and
[2:10:10] recreation had over 230 field
[2:10:13] rentals. Senior services had
[2:10:14] 104 transports to services and
[2:10:18] 53 case management hours,
[2:10:20] tourism develop department had
[2:10:21] 2 events as well as currently
[2:10:24] 40 participating businesses.
[2:10:27] And then Cho be program. For
[2:10:31] uf and ag Extension. There was
[2:10:32] 33 attendees and the h 2, 0,
[2:10:34] camp one. And 46 in the h 2, o
[2:10:35] camp too. And 16 ag Summer
[2:10:39] camp attendees. And
[2:10:41] communications. We had over
[2:10:42] 425,000 views on Facebook.
[2:10:44] 32,000 views for the budget
[2:10:47] videos. 41,000 views through
[2:10:50] videos developed for tourism,
[2:10:53] which provides a 203% increase
[2:10:53] in engagement sand. 25%
[2:10:55] increase and followers. And
[2:10:58] then emergency management.
[2:11:00] There was a visit to the nws
[2:11:01] Melbourne to enhance
[2:11:05] coordination. A partnership
[2:11:06] with Port St. Lucie Air
[2:11:10] Rescue. There's a photo here.

[2:11:16] alert. Patients partnership
[2:11:16] that we have where they could
[2:11:17] be rapidly transported to
[2:11:24] trauma centers. We've been

[2:13:07] weekend, one of those I like

[2:13:11] did have airboat. Race bill
[2:13:16] down at Lock 7 that was a
[2:13:18] significant turnout. There was
[2:13:21] actually logged 3,200
[2:13:21] visitors. We're lot for that
[2:13:25] event. You know, moving
[2:13:26] forward week, we have a better
[2:13:27] idea of what they have coming.
[2:13:29] So we will be structuring that
[2:13:32] that with them a little bit
[2:13:33] better because think for
[2:13:33] everybody was a big surprise
[2:13:37] of the amount of people who
[2:13:38] came. The average dwelling
[2:13:40] there was 175 minutes. So I
[2:13:41] mean, that's a significant
[2:13:43] amount time that people stayed
[2:13:47] at that site during that
[2:13:48] event. So, you know, there was
[2:13:48] a lot of really good things
[2:13:51] that came from that we looked
[2:13:54] at the economic impact,
[2:13:55] Jacqueline and and Matt, it
[2:13:58] provided me this information
[2:13:59] just from the economic impact
[2:13:59] that they were able for a
[2:14:05] one-day event 300 or $235,000
[2:14:06] in economic impact that
[2:14:08] brought into county for that
[2:14:10] day so they can tell when they
[2:14:11] go to Publix, they can tell
[2:14:14] when they go to McDonalds,
[2:14:15] those people who are logged on
[2:14:17] that site, they can actually
[2:14:17] let tell you every place they
[2:14:21] go throughout the day by data
[2:14:22] that's provided. So they can
[2:14:24] tell me how many people are at
[2:14:24] McDonald's. They can tell me
[2:14:26] if they stayed overnight at a
[2:14:28] hotel. I mean, the data that
[2:14:29] the data collection were able
[2:14:31] to get on. That is pretty
[2:14:33] impressive. And I would like
[2:14:33] to thank them for that. And
[2:14:37] and also the promoter for
[2:14:39] bringing that here. I mean,
[2:14:40] that's that's something that
[2:14:40] was here as I was a child. I
[2:14:43] know or younger. And it kind
[2:14:44] of disappeared in to see that
[2:14:45] back here, I think is a really
[2:14:45] good thing and we'll be
[2:14:48] working with them to try to
[2:14:50] help them get back here for
[2:14:52] more events. And then also,
[2:14:52] you know, there are some local
[2:14:55] business owners who did help
[2:14:56] with that. You know, we had a
[2:14:57] local business owner. I would
[2:14:59] like to thank them for
[2:15:01] stepping up because it was
[2:15:01] such a short notice. The
[2:15:02] county didn't get the permits.
[2:15:03] Everything from the vendor
[2:15:07] until Friday afternoon. Local
[2:15:08] then there came out and
[2:15:09] provide a portal. It at no
[2:15:12] cost to the vendor or the
[2:15:13] county. So, you know, not that
[2:15:15] those participations we see
[2:15:16] locally that they're so
[2:15:18] enthusiastic to come in and
[2:15:21] help. Not just the county, not
[2:15:23] just county itself, but the
[2:15:24] promoters to bring in those
[2:15:27] types of events pretty neat. C
[2:15:28] so I would like to thank
[2:15:30] everybody who was involved in
[2:15:30] making that happen. And I look

[2:15:35] long-term partnership with not
[2:15:35] just that entity, but
