[15:01]
Oops.
Okay. I'd like to call the meeting to
[15:06]
order. What we have this evening first
is our public meeting and I'd advise
[15:10]
that meeting video recorded and live
streamed. I ask if there's a conflict of
[15:15]
interest.
Thank you.
[15:19]
As there is none,
we have a resolution moved and seconded
[15:24]
to adopt the agenda as presented.
Anything to be added?
[15:30]
Nothing.
All in favor?
[15:34]
Pass?
The next item is uh our public meeting
[15:38]
and the clerk will first read the
procedures for the public meeting.
[15:41]
Please.
[15:44]
» This is a public meeting to consider
subdivision applications
[15:49]
under bylaw 182023
subdivision applications public input
[15:55]
policy. Municipal Volvo bylaw 182023
requires a public meeting be held for
[16:01]
any subdivision application to receive
input including comments and questions
[16:05]
from the public. Responses to comments
and questions and answers to questions
[16:10]
may be provided at the meeting if the
requisite information is available.
[16:14]
Public input from the meeting will be
reviewed and addressed in a planning
[16:17]
report at a subsequent council meeting.
Please note this public meeting is held
[16:21]
pursuant to bylaw 182023 and not the
Ontario's planning act. On November
[16:28]
28th, 2022, the provincial government
removed the requirement for public
[16:32]
meetings on subdivision applications and
eliminated thirdparty appeal rights of
[16:37]
decisions on subdivision applications.
Therefore, any third party making an
[16:42]
oral or written submission to the
municipality of Olive Branch is not
[16:45]
entitled to appeal the decision of the
municipality of Olive Branch to the
[16:49]
Ontario Land Tribunal.
>> Thank you. Um our application this
[16:55]
evening is application number SD03-2026
on behalf of 1974862 Ontario Inc. Gino
[17:03]
Gregario is and it is for approval of an
industrial plan of subdivision. The plan
[17:08]
includes nine light industrial lots
along the proposed C cooper road
[17:11]
extension currently accessed from an
entrance at 94 private road. The
[17:16]
planning board would please read their
copy their report.
[17:19]
» Thank you. Um, in 2022, an application
for a 17 lot subdivision was submitted
[17:24]
to the municipality on this same
property. At that time, a public meeting
[17:27]
was held. Recommendations and requests
from council were made, but the the
[17:31]
developer did not follow up until years
later with this new nine lot plan of
[17:35]
subdivision. Um, so our official plan
designation of the subject property is
[17:39]
industrial and environmental protection.
The proposed nine lot industrial, sorry,
[17:44]
the nine industrial lots are entirely
outside of the EP designation. So only
[17:47]
the industrial design the industrial
designation was reviewed per the
[17:51]
official plan. It is the intention of
the industrial designation to support
[17:55]
the municipality's existing industrial
base by providing lands for industrial
[17:58]
growth. Minimize the impacts of
industrial areas on surrounding areas
[18:02]
particularly in sensitive land uses and
on the natural environment and guide the
[18:07]
location of new industrial uses and
industrial redevelopment within the
[18:11]
municipality. The zoning bylaw uh zones
the subject property both heavy
[18:15]
industrial, rural, and light industrial.
The portion of the property subject to
[18:20]
the proposed subdivision is entirely
within the light industrial zone. No
[18:23]
changes are required to the zoning bylaw
to accommodate this sub subdivision. For
[18:28]
information, permitted uses within the
light industrial zone include accessory
[18:32]
retail outlets and offices, airport,
automobile body repair shop, automobile
[18:37]
service station, bulk sales
establishment, carpentry shop,
[18:40]
commercial garage, communication towers
exceeding 30 m in height, contractor's
[18:45]
yard, equipment sales and service
dealership, gas bar, hydro distribution
[18:49]
or generating generating station, um
industry light, light industrial
[18:53]
workshop, machine shop, marijuana grow
facility, merchandise base repair
[18:58]
establishment, petty trade, pre
prefabricated shipping containers,
[19:02]
public works yard, railway yard, retail
lumber yard, sewage treatment plant,
[19:06]
vehicle repair shop, vehicle storage
yard, warehouse, water treatment plant,
[19:10]
and welder shop.
Um, so the land use policies for land
[19:16]
development. Um, the size and topography
of the property being 68.92 hectares or
[19:21]
170.3 acres is appropriate to support
industrial development. The lot frontage
[19:26]
and size have been reviewed to ensure
they are sufficient to support the light
[19:30]
industrial land uses. Subject property
is located within an area designated for
[19:34]
industrial development. Lot 9 may need
to be altered to accommodate a required
[19:39]
culde-sac at the end of the Cooper Road
extension. No development shall be
[19:43]
permitted unless it can be shown to the
satisfaction of the municipality that
[19:47]
there is an adequate water supply,
availability of se uh private septic
[19:51]
systems, and public road access to
service the development. The owner will
[19:55]
be required to enter into a subdivision
agreement to be registered on title
[19:59]
setting out municipal requirements for
road and utilities. An environmental
[20:03]
impact study was prepared by Northrock
dated September 21st, 2022 and a
[20:08]
hydrogeeological evaluation was
completed by Harden Environmental
[20:11]
Services dated November 9th, 2024. Um
both of these studies are on our website
[20:17]
um with 2026 updates to accommodate uh
the new proposal. Um, so the new
[20:24]
development will be accessed from the
approved CO uh Cooper Road South
[20:28]
extension. No additional new roads are
proposed. This type of industrial
[20:32]
development will rely on private sewer
and water systems constructed through to
[20:36]
the requirements of the MECP and the
Thunder Bay District Health Unit. Um, so
[20:41]
eight of the nine lots within the
proposed subdivision proposed to have 60
[20:44]
mters of frontage with an area of 1.1
hectares. The ninth lot proposes to have
[20:49]
156.3 m of frontage with a total area of
2.1 hectares. In all cases, the lot
[20:55]
sizes and frontages indicated in the
draft plan of subdivision meet the
[20:58]
minimum requirements of the light
industrial zone.
[21:02]
[clears throat]
There are presently no hydro or
[21:05]
telephone utilities on the subject
property. These services would need to
[21:08]
be extended at the cost of the developer
as a condition of approval. Um the
[21:12]
subject property again is presently
accessed through um Vibrant Road the but
[21:17]
the proposed nine lots will be accessed
via the Cooper road extension um which
[21:22]
would be or is a municipally owned road.
Um the planning act requires every
[21:26]
planning act decision be consistent with
the provincial planning statement. The
[21:29]
PPS supports growth, economic
development and the best use of the
[21:33]
lands. Um section 2.5 for rural areas
and municipalities. Um section 2.8 8
[21:39]
employment and section 3.5 land use
compatibility all speak to how and where
[21:44]
to incorporate industrial uses, how
municipalities need to create and
[21:48]
consider employment when reviewing
applications and how compatible the area
[21:52]
is subject to the applications. Um so
again both the environmental and
[21:57]
hydrogeeological studies were already
completed with no concerns for the
[22:00]
development to move forward. Um, we
received agency comments from the
[22:04]
Lakehead Region Conservation Authority,
the Red Sky Matei Independent Nation,
[22:08]
and the Ministry of Mines, all stating
no concerns. Um, so after our initial
[22:14]
review, um, the proposed subdivision,
there has no glaring planning issues at
[22:18]
this time.
>> Thank you. Were there any other uh
[22:22]
submissions from supporters or
objectors?
[22:24]
» Uh, no.
>> Nope. Thank you. Uh, would the applicant
[22:28]
like to make any comments further than
to what's been read?
[22:33]
No. No. Okay, that's fine. Uh, I'm going
to ask if there's any supporters in the
[22:38]
audience.
Any objectors?
[22:42]
As there is none, is council have any
further questions of the planner in
[22:46]
regards to this application?
No. Councelor Peacock.
[22:51]
» Thank you. Um, the application still
indicates that it's nebing township.
[22:58]
» Yeah, it is. And it also doesn't
indicate on page one of the application
[23:05]
that the application has been completed.
Um there's no date on that. So
[23:13]
» when the notice goes out, it says at the
top that it's a complete application.
[23:17]
» Okay.
Now, is there concern for Brownfield at
[23:21]
all?
because the applicant says that there's
[23:25]
no brownfield,
but your report speaks to brownfield.
[23:31]
My report quotes the official plan,
which has to speak to brownfield, but
[23:35]
this site itself does not.
>> That's all um verbatim from the official
[23:41]
plan. I have to put that in there
because it's the industrial designation.
[23:45]
» Okay.
>> It it's irrelevant to this property.
[23:48]
» All right. And as far as the road, we've
accepted the road.
[23:53]
» We accepted it through the um
subdivision in 2023.
[23:57]
» Okay.
>> Mhm.
[23:59]
» But it's not in yet or
>> No, it's not. Once it's up to standard,
[24:03]
we will complete that.
>> Okay. And it's um it's the the other
[24:09]
applicant that is putting the road in,
not us. Correct.
[24:13]
» That's correct.
>> Okay. Yeah. Thank you.
[24:16]
» Any further questions? As there is none,
um we will be reviewing this uh
[24:22]
application at a further date or is it
in today?
[24:28]
» No, it'll be at a future meeting. Okay.
So, I have a resolution moved and second
[24:33]
to adjourn this planning meeting. Uh the
time being
[24:37]
5:10 p.m. All in favor?
Okay. Then we will continue with our
[24:47]
council meeting agenda.
[25:02]
I will call the meeting to order and
advise that the meeting is being video
[25:05]
recorded and live streamed. I ask if
there's a disclosure of interest.
[25:10]
As there is none, I have a a resolution
to adopt the agenda as presented. It's
[25:16]
been moved and seconded. Any further
additions?
[25:20]
All in favor? Opposed? Carried. The
first item we have this evening is the
[25:25]
presentation of our 2025 audited
financial statements. And uh I see
[25:30]
Rosy's here. So if you'd like to come
forward,
[25:34]
we have a copy of the budget on our
desks.
[25:46]
Okay, it's all yours very much.
>> Thank you for coming this evening.
[25:52]
» Thank you very much.
[25:57]
I do apologize for the not getting you
the financial statements in advance. We
[26:02]
were dealing with a few technical
difficulties with your new chart of
[26:06]
accounts and our new financial statement
preparation package that created some
[26:12]
flexity for us. So my apologies and
certainly I realize this will looking at
[26:17]
it happy to come back and respond to any
questions that we arise after.
[26:23]
uh taking a look at the the first page
that I uh after the title page. This is
[26:29]
administr
[26:32]
to all of you about this and appreciate
to listen to speak to it. But again,
[26:38]
this will be signed um by your CEO and
your friend, your deputy um and attached
[26:44]
to the final.
[26:48]
Taking a look at your independent
fatherhood report which is on page one
[26:52]
of the statements we will know some
qualified audit. Um so second paragraph
[26:58]
just in our opinion
it's fairly present fairly non material
[27:04]
respects and consolidated finance of the
municipality of alder December 1st of
[27:11]
8.5
results of chief
[27:16]
cash for the year then
[27:22]
you recall last year we did some
qualification and finance
[27:27]
by virtue of the fact that um we're a
year later in adopting retirement
[27:33]
obligations.
Right now this that paragraph has been
[27:37]
removed. We are just waiting not just
for your but others that were in
[27:43]
office us
one more qualification.
[27:50]
We are of the opinion that we are
but once we get that okay then I will
[27:56]
persuet
[28:09]
31st
looking at your total financial that's
[28:15]
just over 12 million
[28:21]
You'll see that the biggest frustration
in your
[28:26]
cash million dollars.
[28:31]
I know I'm not explaining anything don't
already know, but you have you have a
[28:35]
very significant job
as a result of the
[28:46]
$5 million
>> higher than what you have budgeted for.
[28:50]
So um that has translated into cash in
your cash accounts year end and I
[28:58]
understand investments. sub
[29:04]
that is your your biggest uh increase.
Uh we do see a slight decrease inable
[29:10]
at the end of the year
[29:15]
balances and and your accounts
receivable are down.
[29:22]
That's just a function of them.
So you had some
[29:31]
see that
[29:35]
it's just
[29:44]
looking at your liabilities at year end
your liabilities 5 million
[29:51]
dollars and you'll see the the most
signuation
[29:56]
abil
[30:02]
It's not
[30:05]
the light is try
any volume cominguation.
[30:13]
» No.
>> Yeah. Try that one, please. Okay.
[30:22]
» Is that better? Oh, I can hear myself
now. Okay.
[30:27]
Um, taking a look at your liabilities,
your accounts payable and acred
[30:30]
liabilities at year end, $1.2 million
compared to $768,000
[30:36]
last year. That's primarily due to
ambulance and police uh Q4 levies
[30:43]
payable at year end. They were paid
subsequent to year end. So, that
[30:46]
amounted to about $700,000.
and then just your trade accounts
[30:50]
payable um of just under $300,000 and
some holdbacks on some of the capital
[30:56]
work that you did.
Um as well you'll see your deferred
[31:00]
revenue balances did go down um just by
virtue of using your funds this year for
[31:06]
roads work. Um you'll see that what's
left there is uh Parkland um your
[31:11]
Parkland reserve fund which has to be
disclosed as a deferred revenue uh by
[31:15]
virtue of the accounting framework.
And then your asset retirement
[31:19]
obligation has just gone up slightly due
to the accretion expense. Your liability
[31:23]
will continue to grow as you get closer
to when you have to remediate the
[31:27]
landfill and your asbestous um in the
building. And then um your debt
[31:32]
repayment reduced your long-term debt.
So, your net financial assets at the end
[31:38]
of the year, $8.5 million.
Taking a look at your non-financial
[31:42]
assets, um your significant increase to
your tangible capital assets in the
[31:47]
year, $38.8 million netbook value at
year end. So, you had uh just under $5
[31:53]
million in additions this year. Um $2
million in roads work. Um, you acquired
[31:59]
a a cat loader, compressor for Norwest
Wreck, a plow truck, fire trucks, and uh
[32:06]
work done to the water treatment system.
So, a lot of capital this year for the
[32:10]
municipality.
Um, so $4.7 million in additions. And
[32:15]
then your amortization expense was $2.6
million.
[32:20]
So, your total accumulated surplus at
the end of the year, $47.3 million. When
[32:26]
we get to the schedule, we can see the
breakdown of that.
[32:33]
Page four is the statement of
consolidated, excuse me, the
[32:36]
consolidated statement of operations and
accumulated surplus. And I'll speak to
[32:40]
the the center column, which are your
2025 actual results.
[32:45]
So, your total revenue for the year,
$18.9 million um as compared to a budget
[32:51]
of $14.4 million.
And really the the increase uh all
[32:57]
almost all of that increase is due to
the landfill tipping fees um from Stuart
[33:01]
Olsen uh in the year. So um you did have
um you'll notice a slight variance from
[33:08]
your government in your government
transfers from the province of Ontario,
[33:12]
$2.5 million budgeted, $2.1 million
actual, and that's just a result of
[33:17]
projects that uh didn't take place.
[33:23]
Looking at your operating expenses,
13.17
[33:27]
million for the year as compared to a
budget of 13.158.
[33:31]
So your operating expenses were very
close to budget. You will see a few
[33:35]
lines where there's u perhaps a bit of a
higher variance um than than the budget.
[33:42]
Um your protection of persons and
property $2.2 million budgeted, $2.484
[33:47]
million actual. That's most of that is a
result of the police um levy being
[33:53]
slightly higher than what you'd budgeted
for, about $170,000 higher. Included in
[33:58]
that was uh the a levy for a new
vehicle. So a bit unusual from your
[34:03]
regular operating expenses.
And then looking at health services, uh
[34:08]
a million81 budgeted, $900,000 actual.
um that is lower than budget um just as
[34:16]
a result of a an adjustment that was
made for an old there was an old quite
[34:20]
an aged accounts payable to uh Superior
North EMS that had not been cleared out.
[34:26]
Um it had been paid but not been cleared
out of the account. So that reduced your
[34:31]
expense in the current year. We cleaned
that up. Um and that has reduced your
[34:35]
expense. Otherwise it would have been at
your budgeted amount. Okay.
[34:41]
Um so your net revenue before uh the
loss on disposal of tangible capital
[34:47]
assets in the year $5.8 million
and then you had a small loss on the
[34:52]
disposal of your tangible capital assets
and you had quite a number of disposals
[34:57]
because you were replacing the
equipment. So you disposed of a cat
[35:00]
loader, plow truck, a fire rescue truck
and a sander in the year.
[35:06]
Um, so when we take that loss into
account, your annual surplus for the
[35:10]
year, $5.8 million. We add that to your
accumulated surplus at the beginning of
[35:15]
the year of $41.5 million, and that gets
us your accumulated surplus at the end
[35:21]
of the year of $47.3 million.
[35:32]
The next page is the statement of
changes in net financial assets. So what
[35:36]
this schedule is really doing is um
taking your annual surplus that we just
[35:41]
saw and reconciling to the net financial
asset figure uh which is on your
[35:47]
statement of financial position. Um and
your net financial assets just represent
[35:52]
your financial assets less your
financial liabilities at year end.
[36:02]
And page six is the consolidated
statement of cash flows. So this
[36:07]
provides you with information uh about
the sources and uses of cash uh for the
[36:12]
municipality in the year. Um and again
you will see that your cash provided by
[36:17]
operations which is the line sort of in
the middle uh of the page $9.6 million
[36:23]
significantly higher than what we
normally see um because of the
[36:27]
additional tipping fees in the year. And
that cash, that positive cash was used
[36:33]
to acquire your tangible capital assets.
That's the biggest use of your cash each
[36:37]
year, $4.7 million.
Um, and then gives you an overall
[36:43]
increase in cash for the year of just
over $5 million.
[36:53]
The next number of pages um represent
the notes to the financial statements.
[36:58]
And um I certainly won't read you
through all of the notes uh but note one
[37:02]
provi provides you with information
about the accounting policies used in
[37:06]
the preparation of the financial
statements.
[37:11]
Um I will take you to note number five
deferred revenue which is on page 13.
[37:21]
So this gives you a breakdown of um what
makes up your deferred revenue balances
[37:26]
which are which represents cash received
uh funding received with external
[37:32]
restrictions that has not been used for
uh the purpose that it's been provided
[37:36]
to you as of yet will be used in the
future. So right at the moment um your
[37:41]
parkland um reserve fun recreational
purposes make up most of that balance.
[37:47]
In the other category, most of that uh
represents unapplied tax receipts. So,
[37:52]
you've received funds, they just haven't
been um applied to to uh rateayers tax
[37:58]
bills. So, that's a deferred revenue as
well.
[38:08]
Note number eight on the next page just
provides you with a breakdown of um your
[38:12]
future dementure payments uh for the
ambulance base or the principal portion
[38:17]
of your debenture payments for the
ambulance base and lets the users know
[38:21]
that um there is an agreement
um whereby your the rent uh payments
[38:27]
received help offset those payments.
[38:33]
Note number nine on page 15 was a new
note last year. So this is your asset
[38:38]
retirement obligation note um and really
is just providing uh readers with
[38:43]
information about the balances um at the
beginning of the year. The accretion
[38:47]
expense again that will continue to go
up as you get closer to the time you
[38:51]
have to satisfy those liabilities and
then the balance at the end of the year.
[38:58]
And then the bottom table is really just
showing users that um the anticipated
[39:03]
time when you'd have to be remediating
is well beyond the year of 2030.
[39:14]
Um I will take you now to schedule one
the financial statements which is on
[39:22]
page 25.
[39:27]
So this provides you with a breakdown of
the accumulated surplus that we saw on
[39:31]
the statement of financial position and
the bottom of the statement of
[39:35]
operations and accumulated surplus.
You'll see that I'll start at the in the
[39:41]
reserves and reserve funds. So you'll
see that your total reserves at the end
[39:44]
of the year $4.25 million and your
reserve funds $1.7 million.
[39:51]
And then if we move up to the top
section, um your general fund surplus at
[39:55]
the end of the year, $4.4 million, and
it's reflected in these financial
[39:59]
statements, but you do have a standing
resolution to transfer that uh into
[40:04]
reserves. So for the final statements,
that will um be transferred into
[40:08]
reserves, but wanted you to be able to
see what that surplus was at the end of
[40:12]
the year.
Your investment in tangible capital
[40:16]
assets, $38.8 million.
And then your unfunded um liabilities at
[40:23]
the end of the year uh make are made up
of your debt and your asset retirement
[40:27]
obligations. So those are show shown as
negative surpluses or deficits because
[40:34]
um you have to set up those liabilities
for accounting purposes, but you levy
[40:38]
and pay for those as you go along. You
haven't fully funded those liabilities
[40:42]
at this point in time. So your total
surpluses before your reserves and
[40:46]
reserve funds, $41.4 4 million.
[40:54]
The next schedule is the um consolidated
schedule of tangible capital assets and
[41:00]
this just provides more detail about the
activity in your um tangible capital
[41:06]
assets. So starting with um the cost at
the beginning of the year, we see your
[41:11]
additions of $4.7 million, but we get to
see it by category on this particular
[41:16]
schedule. you did have disposals uh in
the year. So that comes out and then the
[41:23]
same thing with your accumulated
amortization, your balance at the
[41:26]
beginning of the year, your amortization
expense for the year, and then the uh
[41:31]
accumulated amortization related to the
assets that were disposed of. So all of
[41:36]
that reconciles down to your netbook
value of $38.8 million.
[41:47]
And the last two pages of your financial
statements represent schedule three,
[41:52]
which is um your segmented disclosure.
So this is taking all of the information
[41:56]
that we saw on um consolidated statement
of operations, but breaking it out by
[42:03]
breaking your revenues and expenses out
by function or by department as well as
[42:08]
breaking your expenses out by object. So
showing the nature of the expenses um by
[42:15]
their categories, salaries, materials
etc.
[42:23]
So the numbers are just roll up into
that consolidated statement in total.
[42:34]
There any questions?
[42:39]
Mr. Peacock.
>> Thank you. Thanks, Rosie. Um, with
[42:43]
regard to on page 25, I'm not sure if
it's a question for you or for John, but
[42:48]
it it still indicates that we have a
reserve fund for the LRCA building. And
[42:53]
and I believe that that was from years
ago when we were going to have to put
[42:58]
some funds away um for a conservation
authority building, but then that never
[43:04]
happened. So um
should that reserve fund be closed or uh
[43:13]
that fund be put somewhere else?
>> We have actually gone through this year
[43:18]
and we've identified uh three or four
historic reserves that were set up um
[43:24]
that we don't think we we need to carry
anymore. and uh we'll bring forward at
[43:30]
some point a resolution to ask council
to close those reserves and move the
[43:35]
funds to a proper place.
>> Yeah. Okay. Yeah,
[43:47]
» that's it.
>> Okay.
[43:51]
Thank you very much, Rose, for coming
out and
[43:56]
Yes. Yes, we are in good shape, which is
nice to know.
[43:59]
» I wish I could give everybody that kind
of result each year. Um, if I may, your
[44:05]
worship, sorry, I should have mentioned
um there were a couple of items that uh
[44:09]
John and Wayne noticed, excuse me, your
CEO and your deputy uh CEO noticed today
[44:15]
that won't change your bottom line, but
will just change whether um an item is
[44:19]
in your operating surplus or your
reserve.
[44:22]
» Okay?
>> Not talking big dollars here. So it will
[44:24]
just change where categories are sitting
in your accumulated surplus and we'll
[44:28]
make that adjustment.
>> Yes. Yes.
[44:32]
» So uh to the chair, do we run the risk
and this may be as a question that's a
[44:36]
little broader than presentation of
these statements. Do we run the risk of
[44:41]
uh in 2025 being a little bit blind to
other issues because of the windfall
[44:46]
that we received? because I there there
were some
[44:50]
I mean there were some changes uh to the
amounts that were beyond budget that
[44:55]
were not to our benefit but I mean
everything's covered up by this windfall
[45:00]
I guess I don't know if you'd comment on
that maybe.
[45:05]
» So really if if um you take a good thing
would be to take a look at schedule one
[45:10]
for a moment.
So if we look at schedule one
[45:16]
um you see last year there was a general
fund deficit. So sorry it's on page 25.
[45:23]
Oops.
Last year there was a general fund
[45:27]
deficit but that was there because uh
there was knowledge that um there would
[45:31]
be loan proceeds coming in 2025 to to
finance that. Otherwise you normally any
[45:36]
surplus or any surplus you have
automatically goes into your reserves.
[45:41]
Um so looking at your general fund uh
surplus at the end of the year 4.48
[45:48]
million
that definitely has provided a positive
[45:53]
impact to your financial statements. But
when you look at your other revenues and
[45:57]
then your other expenses your operating
expenses were just slightly higher than
[46:01]
what you'd budgeted for. Honestly really
very close when we take a look at that
[46:05]
on the consolidated statement. um 13.17
million versus 13.158 million. And
[46:15]
[clears throat] your uh revenues were,
if we take the impact of the landfill
[46:19]
out, your revenues were slightly um
under budget, but not a significant
[46:24]
amount. So, I understand exactly what
you're asking. I don't think it's really
[46:29]
masking any issues.
[46:35]
» Any further questions? Oh, councelor
Peacock,
[46:38]
» thank you. Just one further comment. Um,
tax receivable, glad to see that it is
[46:43]
going down from from previous year and I
realize that um it's been an effort to
[46:50]
between the new system that we have and
consolidating previous uh accounting
[46:55]
program that we had. So, thanks to
administration
[47:00]
and uh the treasurer for for the efforts
to get this out to us. Thank you. Any
[47:07]
further questions? No. Thank you very
much for coming out this evening. Again,
[47:13]
I'm glad it's good news. We hope so.
Every year,
[47:22]
watch out for the smoke.
[47:26]
Okay, next item that we have on our
agenda.
[47:32]
Uh, we have a resolution that's been
moved and seconded to go into close
[47:37]
session. The time being 5:33 p.m.
It has been moved and seconded. All in
[47:45]
favor? Opposed? It's carried. So, we'll
now take a couple minutes to if anybody
[47:51]
has to leave or whatever and then we
will go into in camera.
[2:48:53]
We have a resolution approving the
minutes of the close session meeting
[2:48:56]
held on June the 24th. It's been moved
and seconded. All in favor? Opposed?
[2:49:02]
Harried. The next item we have is a
resolution with approval of the dorsal
[2:49:07]
fin contract. It's been moved and
seconded. Any further discussion? All in
[2:49:13]
favor? Opposed? carried. And then uh we
have the bylaw approving the uh contract
[2:49:20]
with the dorsal fin organization. It's
been moved and seconded. All in favor?
[2:49:25]
Opposed? Carried.
We have the minutes of our regular
[2:49:29]
council meeting held on June the 24th
for approval. The it's been moved and
[2:49:34]
seconded. Uh any errors or omissions?
All in favor? Opposed? Carried. Any
[2:49:43]
discussion on any item of those minutes?
That's page 13 to 28y.
[2:49:55]
» Yes.
>> 10 uh B
[2:50:00]
» 10B. Yeah, on page
11 of 16 or page 23, it was about that
[2:50:08]
that motion that resolution that we had
thing and it went to the Thunder Bay
[2:50:11]
District Municipal League and they
weren't too favorable for it about the
[2:50:15]
equalization more payments.
>> Of course they aren't because the
[2:50:19]
Northshore gets going to have to pay
their way.
[2:50:21]
» Yeah, I tried to make my case. I said
they're not uh they they
[2:50:26]
» no interest. No, they're not because
they will be the ones that they are
[2:50:31]
right now not paying the same as we are.
>> Exactly. So I I said this was a hybrid
[2:50:35]
model that they were looking at and
possibility of paying but
[2:50:40]
we can you make your case and they
didn't.
[2:50:43]
» I know. Yeah. Thank you for trying.
Appreciate that.
[2:50:47]
» Yes.
>> Excuse me. Um, I did send the uh on page
[2:50:54]
21 um it says that I had a a letter from
resident um with regard to the MTO and
[2:51:03]
uh WSP public meeting. I did send it on
to Wayne today, but uh anyways, just to
[2:51:09]
follow up that he had the gentleman has
already forwarded it to the powers that
[2:51:15]
be, but uh we do have a copy here for
us. [clears throat]
[2:51:19]
» Good.
Okay. The next item is a
[2:51:23]
next item is the one that
which is yours, Carrie.
[2:51:30]
» Just let us know which is yours.
>> Budget first.
[2:51:34]
surplus.
>> Oh, okay. Because I thought we were
[2:51:36]
doing Carrie,
[2:51:41]
isn't it?
>> No, it's because of the time she has to
[2:51:44]
leave.
>> So, and she has a report to give to us.
[2:51:48]
So, if you could tell us which item it
is, Carrie,
[2:51:50]
» um, it's on page 38 of your package. Um,
2026118.
[2:51:58]
» Oh, the crossroads subdivision.
>> Yeah.
[2:52:01]
» Okay.
And uh that that is on page four of our
[2:52:07]
agenda. There's the new copy on our desk
because the one that was in the agenda
[2:52:13]
has been changed and we'll pass on the
report.
[2:52:18]
Did you just want to answer questions on
the report or
[2:52:21]
» Sure. Yeah. It's it's just the
recommendation report. So the majority
[2:52:25]
of the report is the same as what was
presented at the public meeting. M
[2:52:28]
» um and then responding to the concerns
from the single resident that spoke
[2:52:36]
» is on page 43.
>> All righty. So, were there any comments
[2:52:40]
or any questions of the council of
planner with this this uh crossroads
[2:52:46]
subdivision? This is a proposal to
develop uh the subdivision and uh these
[2:52:53]
are all conditions that have to be met.
>> Yeah. This is for draft approval.
[2:52:57]
» Yes. So, councelor Peacock,
[2:53:02]
» thank you. So,
the road A, street A, street,
[2:53:08]
however they're going to access this
land because right now it's landlocked.
[2:53:12]
So,
>> it's not landlocked.
[2:53:13]
» It's not.
>> It's not landlocked.
[2:53:17]
» And where is their frontage?
>> Where is it?
[2:53:21]
» Crossroads Highway 1117.
their access to this though
[2:53:26]
» is road street A off of Twin City
Crossroads.
[2:53:29]
» Okay.
>> So to bring that road to up to standard
[2:53:35]
that's part of the condition then that
>> in your conditions 3A.
[2:53:39]
» Yes.
>> You're not you're are you looking at the
[2:53:42]
form that was on your desk?
>> Yep. The new one here. Yes. Okay. So
[2:53:46]
that it's up to them.
>> It's always up to the
[2:53:49]
» to the developer.
>> Yes. Always the subdivision owner. Now
[2:53:53]
on page
41,
[2:54:00]
last paragraph, LRCA,
it says LRC CA will support lots 7, 8,
[2:54:06]
11, 12, 13, 14, and five.
>> 15.
[2:54:11]
» You're not This report says five. Okay.
Because then they didn't approve five.
[2:54:16]
So that's why I wondered. Okay. Thank
you.
[2:54:21]
And
[2:54:27]
Do we have any further comments
with regard to Cooper Road North? What's
[2:54:35]
going to happen with that?
>> Um, condition 8 is written the way that
[2:54:39]
it is so that they have time to deal
with MTO. There's a 5-year period for
[2:54:44]
them through draft approval to sort out
the MTO.
[2:54:52]
So, there was monies put aside in our
budget, but I'm just not sure what that
[2:54:59]
was to cover for Cooper Road North
>> where it states none of the 20250k
[2:55:05]
and budget 26 will be spent unless there
is a subdiv.
[2:55:09]
» Okay.
[2:55:15]
Okay. Were there any other questions in
regards to this uh
[2:55:19]
this
additions for the plan draft plan of
[2:55:23]
subdivision of any of the council
>> question
[2:55:29]
like where would that be just before the
race track
[2:55:32]
» Alan you have to speak
>> I'm sorry
[2:55:35]
» you call the sock then on this coup road
if it's developed that would be done
[2:55:40]
just ahead of the where the racetrack
is. It's right at the other side of the
[2:55:43]
fence.
>> Right here at the other side of the
[2:55:45]
fence because they bought the strip off
of Monteth.
[2:55:48]
» They bought the 33 feet. So the
culde-sac would be between the 33 ft of
[2:55:52]
Monteth and 33 ft of the developers land
on their land.
[2:55:55]
» Okay. So they bought it from
>> until Cooper with MTO gets met.
[2:56:00]
» Okay. Thank you.
>> Okay. Yes. Councelor Peacock.
[2:56:05]
» Sorry, just one further question. I know
that we've met a number of times with
[2:56:09]
different agencies uh and ministries
with regard to the lack of hydro um
[2:56:16]
availability like the power course. Is
that can that be detrimental detrimental
[2:56:23]
to the developments that we're approving
as far as the uh
[2:56:29]
the hydro situation that there isn't
enough power in the lines to support
[2:56:35]
industries.
>> Uh the onus is on the developer to
[2:56:39]
ensure that that is in the development.
So um I would assume that they've made
[2:56:46]
sure that that exists prior to going
forward. I guess you don't know what's
[2:56:49]
going in there. So, it's pretty hard to
to uh prove that as well.
[2:56:54]
» Camphoff.
>> Yeah. I think in my recollection the
[2:56:58]
bigger issues with hydro infrastructure
were with uh generation
[2:57:03]
and how it couldn't be integrated into
the grid. So, I don't I there there may
[2:57:08]
be concerns. I have no idea. But I don't
think that's been really identified that
[2:57:11]
there was supply issues for something
like of this scale.
[2:57:15]
» And we do circulate to hydro. So I would
assume their comments would reflect
[2:57:19]
concerns like that if they existed. So
that's right. Okay.
[2:57:24]
Anything else? Any other questions?
So we do have
[2:57:32]
a resolution.
See what did you see here?
[2:57:39]
And this is this is the new resolution
was on our desk. So it has been moved
[2:57:44]
and seconded. So any further questions
or discussion on this?
[2:57:50]
» Okay. All in favor? Opposed? Carried.
Was there any other thing at the carry
[2:57:56]
that was for you to report today?
>> Uh only if there's questions about the
[2:58:00]
building report.
>> Okay.
[2:58:04]
» Oh, and then I have the deferral for the
the golf
[2:58:08]
subdivision.
>> Okay.
[2:58:09]
» Um if anyone had questions about that.
>> Okay. Well, the building department
[2:58:12]
report is on page 30 to 37. So to that
one,
[2:58:22]
they had quite we have a quite
impressive re revenue or sorry cost of
[2:58:27]
construction this year compared to last
year.
[2:58:33]
» Costs are going up to build.
>> It's over $17 million being going on
[2:58:38]
right now.
Were there any any questions for the
[2:58:42]
planner in regards to the uh building
permit report?
[2:58:51]
Okay. So, that was there's no resolution
with that. And the one other one was u
[2:58:58]
page 6D and this is the municipal golf
course deferral.
[2:59:04]
And did we have you would just say if
there were questions?
[2:59:07]
» Yeah, just if there's questions. Okay.
Does anybody
[2:59:10]
um have any questions in regards to that
defl?
[2:59:16]
» I the question I have is I don't know if
our staff can answer it because it's in
[2:59:20]
the letter from the city of Thunder Bay.
Um, page 49 just to maybe help me
[2:59:25]
clarify in my head what they mean, but
they're talking in the second paragraph
[2:59:30]
down. It says, "A proposed servicing
region being municipal water in
[2:59:33]
combination with communal sewage system
represents a form of partial servicing."
[2:59:38]
» Is that partial servicing?
>> No,
[2:59:40]
» I didn't think so.
>> It's not.
[2:59:42]
» So, okay. Okay. But it doesn't sound
like they're super excited to sign a
[2:59:47]
deal just yet. So,
>> correct. Yeah. That's why he's deferring
[2:59:51]
it. Any other question it up?
>> That's right. So that's just for your
[2:59:57]
information.
>> Yeah.
[2:59:58]
» Okay, Carrie. Thank you very much,
>> and then we have fire department. Sean,
[3:00:08]
» we've got those. Which ones did we want?
>> No. No. Sean, I said Sean, did you have
[3:00:14]
to go somewhere? Nope. Okay. Well, then
we'll just go according to the list we
[3:00:18]
have here.
>> Yes. back on schedule. So, reports of uh
[3:00:23]
the 2025 consolidated financial
statements and budget surplus. We do
[3:00:27]
have a budget surplus and uh we would
like it to be going to what reserve?
[3:00:36]
» Pardon? Working
>> our favorite the working fund. Then
[3:00:40]
we'll figure it out from there.
>> That's what I would
[3:00:42]
» and then
>> but is that agreeable to you? It's on
[3:00:45]
page 29. And
>> the figure we need to move then is on
[3:00:50]
page four of your statements of
>> $5,817,686
[3:00:56]
net revenue before under Oh, sorry,
that's wrong. It's 5810 555. We got to
[3:01:01]
take into the account the
I'll put that in.
[3:01:05]
» Okay.
So that's 50 5,800
[3:01:10]
» and 555
>> and 555.
[3:01:15]
» That's it. and it will be going to the
working funds we reserve if that's okay
[3:01:20]
with council.
Okay, any discussion?
[3:01:24]
» First stone bridge working funds.
[laughter]
[3:01:29]
» Just to clarify, working reserve is a
accounting entry.
[3:01:36]
» It's not. It's actual cash.
>> That's right. It's just a number that
[3:01:41]
showed up on the
Any further discussion? All in favor?
[3:01:47]
Opposed? It's been carried.
Uh and then we can skip a couple pages
[3:01:52]
and we get to the 2026 to 2030 Province
of Ontario Mutual Aid Plan Executive
[3:01:59]
Summary 54 to 72.
And this is for information
[3:02:06]
which is interesting to read.
[3:02:12]
But um any questions of our
our uh fire chief?
[3:02:18]
» Well, just a comment as I was reading
through there. Uh it's it's a well
[3:02:24]
doumented paper. How is do you see
anything that stands out here that would
[3:02:30]
be detrimental to your municipality at
all? Or do you see on the opposite side?
[3:02:35]
Is there something really good that
you're glad you see that's in here?
[3:02:39]
Well, I'm I'm glad uh to the firefighter
certification requirements in there. Um
[3:02:45]
it's it will be challenging for the
departments that aren't necessarily up
[3:02:50]
to the certification requirements.
Um but um I think people are working
[3:02:55]
towards it. Um
there is still a lot of work that has to
[3:03:01]
get done. The appendices, the deployment
model and the emergency contact
[3:03:06]
information. I wanted to speak to those.
So this I was going to bring a bylaw in
[3:03:11]
to get acceptance to follow it, but when
you start doing the appendix is actually
[3:03:17]
what happens is it turns into the
Thunder Bay mutual aid plan. So the
[3:03:22]
deployment model needs to get uh
completed in order to write the Thunder
[3:03:27]
Bay plan. That's why there's no bylaw in
in here. And if you go to I believe it's
[3:03:33]
page
um the deployment. So we're at page 58.
[3:03:39]
I think 58 of 159 is where it starts.
>> Yes. The deployment model.
[3:03:44]
» Yeah.
>> So what has to happen is um and we have
[3:03:48]
to work as a zone is I for each station
I've got to put in who I'm going to
[3:03:55]
request assistance from and what I'm
going to request from them. So if we
[3:04:00]
just say Intel for example, my resource
option is one going to be cam fire
[3:04:06]
department for people, campfire
department for a pumper, cam fire
[3:04:10]
department for a tanker, and then it's
got to go through, but I can't just say
[3:04:14]
that. They've got to be able to provide
that service. So there's there's going
[3:04:18]
to be some work that has to happen to
get this Thunder Bay mutual aid plan in
[3:04:22]
place. Um, I've already spoken to the
OFM about it, saying we've got to get on
[3:04:26]
this to get get this done, but we got to
talk as a group because each
[3:04:32]
department's going to have to do this
with who they're going to call for
[3:04:35]
mutual aid. So, it's I don't think it's
a huge job, but there's going to be some
[3:04:40]
work that has to get done to to develop
it.
[3:04:44]
Um, so that's that's a big part of it.
And then this emergency contact which is
[3:04:50]
the second part in the asset report that
makes up the Thunder Bay plan that all
[3:04:54]
comes from the profile. So I've already
done the profile and submitted it. I I
[3:04:59]
referenced in the report about the
certification update where they were
[3:05:02]
asking about number of firefighters that
certified and all that. That's where
[3:05:06]
this is going to come into effect.
And I put in the um the non-municipal
[3:05:12]
participaction. So they don't do the uh
profiles.
[3:05:16]
So, all of the information in this non
non-municipal uh form that they have to
[3:05:22]
fill out, that's basically everything
that I put into the profile. So, it
[3:05:27]
gives you a sense of what kind of
information they're looking for to make
[3:05:30]
this mutual aid plan, the Thunder Bay
district mutual aid plan.
[3:05:36]
» So, your plan will be part of the
Thunder Bay plan or it just falls under
[3:05:41]
the umbrella of the Thunder Bay plan. So
the uh the Ontario plan that I gave at
[3:05:46]
the last meeting that's the umbrella and
then underneath that each district has a
[3:05:52]
district specific plan.
>> Oh okay. So
[3:05:54]
» and it's based on the deployment models
and the um and the asset information.
[3:06:01]
So,
>> councelor this.
[3:06:03]
» Yeah. T the what bothered me most as I
went through here is
[3:06:09]
» what happens what happens now uh if the
the fire department calls for mutual aid
[3:06:17]
which is all proponed and they have only
external firefighting
[3:06:23]
and it's an internal problem. How do you
deal with that? So the deployment model
[3:06:28]
is supposed to capture that for me to
say that I'm not going to request them
[3:06:32]
for interior attack. I request them for
>> just stop you there for a minute. My
[3:06:36]
point is if you've that scene and let's
use commia for the example and you've
[3:06:42]
got there and uhoh there's someone
inside now what
[3:06:48]
see that's I concerns me more because
the the onus is going to be whoever goes
[3:06:54]
there. You see what I'm saying? 100%. So
it turns into a moral uh u moral
[3:07:00]
question and the incident commander is
going to have to make decisions based on
[3:07:04]
what's coming. This deployment model is
supposed to give us the tools ahead of
[3:07:08]
time to say that I can't ask for anybody
in Kebeca
[3:07:14]
because there are no interior attack
people in Kabeka. So if I need um in the
[3:07:20]
Kebeca area I need interior attack
people I don't call con. I'm going to
[3:07:24]
call Thunder Bay to come in to that
distance. If I need a pumper truck,
[3:07:29]
Commie's got a pumper truck, so I can
ask for that. They've got firefighter
[3:07:32]
ones, then I that's what I ask for out
of out of town meet.
[3:07:37]
» There's there's a lot of work to to sort
this all out and we all got to be at the
[3:07:41]
table talking like I I when I talked to
the OFM about it, I said I need to do
[3:07:45]
this and I can't do it without sitting
and talking to all the partners to say,
[3:07:50]
is this what you can provide?
I guess that's my point. You know,
[3:07:54]
everybody really better understand
because this changes the whole scenario.
[3:07:58]
Neighbor helping neighbor that's gone.
It's just all professional stuff now.
[3:08:02]
So, and and I found that I said, "Oh,
I'm glad I'm not a volunteer fire
[3:08:07]
department member anymore because what
happens when I go there and there's
[3:08:12]
somebody in there I'm going to go and
try and get to get out." That's just
[3:08:16]
nature.
That's where does that leave reliability
[3:08:20]
» and that's the decision that the people
have to make on the scene and that's
[3:08:23]
it's um I think this improves our
situation.
[3:08:26]
» Okay.
>> Because it does it it improves it in the
[3:08:29]
sense that we're putting it on the table
and then we're going to have to say well
[3:08:33]
if such and such fire department if
you've got nothing to offer then you're
[3:08:36]
not part of mutual aid. So if you can't
come and help me then we're not coming
[3:08:41]
to help you. And it's going to force
that hand in a lot of areas.
[3:08:49]
Peacock.
>> Thank you. When I look at the core
[3:08:52]
services,
um, and that's on page 64 and 65,
[3:08:58]
there are a lot of things that we don't
offer. Am I correct?
[3:09:03]
» That's right.
>> So, these are all of the services that
[3:09:06]
are out there. And when we do the
profile, I say yes or no based on our
[3:09:11]
enabling bylaw.
>> Okay.
[3:09:15]
Okay.
>> So, there's there's a lot on here that
[3:09:17]
we do not do. I just say nope. We don't
provide that service.
[3:09:22]
» Okay.
>> NA.
[3:09:24]
» NA. Exactly.
>> Yeah.
[3:09:26]
» Any other questions about the report?
No.
[3:09:29]
» Being continued.
>> Okay. The next item we have is the
[3:09:33]
comments on Highway 1117 widening and
rerouting project.
[3:09:37]
We have the letter here that was done by
administration and we have a resolution
[3:09:43]
moved and seconded to accept that report
and submit it to to the uh MTO and I
[3:09:51]
believe the
the other company WSP.
[3:09:56]
Yes,
>> Lucia wonder and I I I think this is
[3:09:59]
well written they should it go also to
maybe the ministry in Toronto you know
[3:10:05]
Mr. Tom Compound is just a local leader
on this project, but I I think we need
[3:10:11]
to go way beyond that. And I think it's
a wellwritten letter and I thought maybe
[3:10:16]
we could send that to the ministry to
Toronto as a copy and say, you know,
[3:10:20]
this is what we're dealing with. Is that
possible?
[3:10:23]
» We can CC it to the premier even and
yeah, and the local Kevin Holland to the
[3:10:28]
local representative. they can all get.
>> We can do that. I appreciate because I
[3:10:32]
think it's well written and what you've
got too is our concerns. There's no
[3:10:36]
doubt. So,
>> yes.
[3:10:38]
» Yeah, we can certainly do that.
>> Thank you.
[3:10:41]
» The minister, Minister of Transportation
himself directly and
[3:10:45]
» because you know all Northern Ontario
now is on the hot trot and there's 1178.
[3:10:50]
So, the more we can put in there, I
think it might just help just a little
[3:10:54]
wee bit.
>> Yes.
[3:10:57]
» Okay. Yes. Just wanted to comment that
we talked about Cony last week. So this
[3:11:04]
uh draft letter was presented to them
and their council is supposed to be
[3:11:07]
looking at it this evening and the clerk
indicated to me that likely that council
[3:11:11]
is going to submit something on this
project.
[3:11:14]
» Wonderful.
[3:11:17]
» Okay.
So we do have the resolution uh
[3:11:21]
recommending submission of this letter.
Any further discussion? It's been moved
[3:11:26]
and seconded. All in favor? opposed
carried.
[3:11:30]
The next item we have is bids and
tenders procurement platform. There is a
[3:11:34]
resolution that's been moved and
seconded um in regards to uh joining
[3:11:39]
this full platform procurement solution.
It's uh this I' personally I've been
[3:11:47]
through this system uh with uh with two
clients in years previous and it's it's
[3:11:53]
a terrific system. You put your bids and
tenders out there and it goes to all
[3:11:57]
over the place.
>> And uh um
[3:12:03]
all people can Yes.
>> Two questions. Uh number one, is this
[3:12:08]
like a private company that's running
this
[3:12:12]
bids and tenders thing?
>> Um yeah, it's it's it's a weird kind of
[3:12:16]
setup, but it's it's a it's a private
company, but it's also um connected to
[3:12:23]
AMOL. Okay.
>> So,
[3:12:25]
» okay. Second question is, if it's so
great, why are we just hearing about it
[3:12:28]
now?
>> I I don't know. I can't speak for
[3:12:32]
previous treasures why they they didn't
do it, but u
[3:12:36]
» but u yeah I I uh we we're always
looking to improve and u so if we can
[3:12:43]
improve now we should uh we should look
at improving the way we do things.
[3:12:49]
» Yeah, there's a cost to it. And we we
were a member of bids and tenders but
[3:12:53]
used it to source tenders that we could
adapt to go out to for our procurement,
[3:13:00]
» right?
>> This is a procurement site.
[3:13:02]
» Well, more we were like a visitor 350
bucks a year or something we could pay
[3:13:07]
to look at everybody else's.
[3:13:11]
» Yeah.
[3:13:14]
» Councelor P. Cook, we'll have to be
mindful should this get approved to uh
[3:13:21]
put that additional amount in our budget
each year for the license. But which
[3:13:27]
department or which staff would then be
responsible um to take the training?
[3:13:33]
» Uh well well um the
training would be um I guess it's a tier
[3:13:40]
training system. So uh people
responsible for uh such as myself for
[3:13:47]
approvals and Wayne would take uh
training on the approval process. Uh
[3:13:53]
other staff would take uh training on
things that are relevant to them. So um
[3:13:59]
the AP clerk may take training on it for
you know tracking contracts. Um asset
[3:14:04]
management may take uh training on uh
preparing tenders uh that type of stuff.
[3:14:10]
So would all depend on on on the rules.
We haven't set the rules yet as we're
[3:14:15]
not.
>> Okay. Thank you.
[3:14:30]
So, any further thoughts or questions on
it or I'm not quite sure how much it
[3:14:37]
would help us or not, but
[3:14:44]
it will get to more people if if that
helps the municipality. Some of the
[3:14:48]
products, some of the things that happen
here happen for example our chip
[3:14:52]
ceiling. It's it's just goes to whoever
is doing it all along. You know, it
[3:14:56]
doesn't really go anywhere else, but
equipment perhaps and uh uh contracts
[3:15:03]
for other Yes. engineering jobs.
>> Yeah. Well, John did do some uh looking
[3:15:08]
into different roofers that are
available uh outside of pin and tenders
[3:15:13]
on our roofing contract and some put in
a bid that never knew that we did any
[3:15:18]
work out here. So, when you go into
something like this, there's some
[3:15:22]
vendors out there that aren't aware of
our job solicitations. That's the idea.
[3:15:27]
I do know that contractors, whatever
field they work in, go and check that
[3:15:32]
out at least once or twice a month to
see what jobs pop up that they can bid
[3:15:36]
on.
>> Well, if you're a member of the Thunder
[3:15:38]
Bay Construction Association, you're
automatically notified because
[3:15:42]
Construction
>> Association, for example, those will be
[3:15:45]
notified if we post something and then
they can send it out to their members
[3:15:50]
» that goes up. Uh the other thing it does
too though is is the thing is it is it
[3:15:55]
uh allows for better compliance uh with
our procurement bylaw. So um you know
[3:16:02]
there's a process that has to be
followed. So if someone submits a bid
[3:16:07]
that's incomplete,
they're notified that the bid didn't
[3:16:11]
meet, you know, say they didn't include
a a WSIB clearance certificate or proof
[3:16:16]
of insurance or something.
>> Yeah.
[3:16:18]
» So they're notified that their bid is
income. Uh and also the approvals are
[3:16:23]
are coordinated all the way along the
line. So if something needs say Wayne's
[3:16:28]
approval before it can go to the next
stage, it won't go to the next stage
[3:16:31]
until Wayne approves it. So that type of
stuff helps.
[3:16:35]
» Okay. And so and when when for example,
if we get four bids on a tender, is this
[3:16:41]
going to increase the the is it going to
come back to council faster or is it
[3:16:46]
going to be delayed? Because we like we
like to see it fast in the spring. It
[3:16:49]
should come back faster because part of
the service they offer is a bid scoring
[3:16:54]
system.
>> Okay.
[3:16:55]
» And there's so we have if we have
multiple criteria
[3:17:00]
uh it's scored against those multiple
criteria or generation should be either
[3:17:04]
so it should come back.
>> We'd like to see fast. We don't it's not
[3:17:08]
faster but at least we don't want to see
things delayed by two or three weeks
[3:17:12]
just because you're using this process.
Yes.
[3:17:16]
I just wanted to comment that um the
city of Thunder Bay is in this thing and
[3:17:19]
Nebing's been in it and the treasurer of
Nebing, I was speaking with her. They've
[3:17:23]
been in it before she was hired in 2019.
So, and she says it works well for their
[3:17:30]
big jobs. They get more interest in them
and so forth, but they don't put the
[3:17:33]
little stuff on there. If we're going to
be painting a building for 20 grand, you
[3:17:36]
don't go here. But if you're paving a
road or you're doing a bunch of
[3:17:40]
construction in buildings that is, you
know, a couple hundred thousand dollars,
[3:17:44]
this is where they would try.
[3:17:49]
» And and the other thing too is it keeps
up to date uh on things like buy Ontario
[3:17:54]
to make sure we're compliant with rules
like that. So So they keep so when the
[3:18:00]
province changes something or introduces
something new, they're up to date on
[3:18:04]
that. So if I don't know that we're
going to do this, but say we we have to
[3:18:09]
buy a fleet of pickup trucks, right?
They will they will do the the buy
[3:18:14]
Ontario scoring and all that kind of
stuff is already will be factored into
[3:18:18]
it for us. So
>> right, that'll save us some time.
[3:18:23]
So your thoughts again, we have a resol
or know this is a recommend no
[3:18:26]
resolution.
We do have it. It was moved and
[3:18:30]
seconded. Any further discussion? All in
favor? Opposed? Carried.
[3:18:37]
The next item we have is transfer of
townline road allowance to the
[3:18:40]
municipality. This is just a
housekeeping item. It happens once in a
[3:18:43]
while. Uh we have a resolution that has
moved and seconded. Is there any
[3:18:48]
questions on this piece of Townline
Road?
[3:18:54]
All in favor? Opposed? Carried.
And to the next one, we have a
[3:19:01]
resolution that's been moved and
seconded that we should develop a bylaw
[3:19:06]
to authorize the use of alcohol in
public for consideration
[3:19:10]
at um municipally designated outdoor
public events.
[3:19:18]
My answer is no. Do you want to know
anything more than that?
[3:19:22]
» I was going to say I'm completely in
favor of this or not. There's enough
[3:19:26]
abuse in alcohol systems now and and to
encourage that would be against my
[3:19:32]
better judgment.
>> Well, yes. If something happens and
[3:19:36]
somebody's been drinking at a party
outside
[3:19:39]
and we pass this bylaw, we are
responsible liable.
[3:19:44]
» Yes.
>> Not only that, I think that the onus is
[3:19:47]
then put on the bartender. So, if you
have a public event where they're
[3:19:52]
selling liquor and then somebody brings
it in, how can you monitor
[3:19:58]
who's
had too many?
[3:20:02]
So,
>> so I guess our answer unless somebody
[3:20:04]
wants to argue with me is I say no, I'm
sorry. If you want to override me, go
[3:20:09]
ahead. I think we should stay as far
away from this as possible.
[3:20:14]
» They do it anyways. Okay. So, I don't
think we have to pass a thing to say
[3:20:18]
that they can they do it as as it is.
No,
[3:20:20]
» if you have it on a private person's
lawn or whatever, well, then they're
[3:20:24]
responsible. That's we don't have to get
involved in that.
[3:20:28]
» Yeah.
>> But to to encourage people to bring
[3:20:31]
alcohol to a community event,
>> that's not something you
[3:20:35]
» No.
>> Okay. The next one is Oh,
[3:20:41]
» yeah. Council, if that's what they'd
like to do, defeat the resolution. Oh,
[3:20:45]
okay. All in favor?
[laughter]
[3:20:53]
» Oh, sorry.
Okay. And then the Oliver Papoon
[3:20:56]
Heritage Park urgent roof repairs. It
was uh it was given to us separately.
[3:21:18]
Which building is this on?
>> Oh,
[3:21:22]
» no. One beside the general store, the
train station and the dentist office and
[3:21:26]
the church proper
church. Two buildings.
[3:21:33]
» Okay. Is this is this um I don't know
how to say this. Is this being done on
[3:21:38]
something we don't feel will be staying
up? these this repair being done on
[3:21:43]
things that in my opinion are staying
up.
[3:21:45]
» Okay, then that's okay. Then I don't
have to see more than that. But you
[3:21:49]
know, we don't want to spend money on
something that we're not sure is going
[3:21:52]
to be there in a year or so.
Okay. So, we have a resolution that's
[3:21:56]
been moved and seconded.
Any discussion or questions? It's coming
[3:22:02]
from their reserve fund.
Okay.
[3:22:06]
Righty. Yes. Council Peacock. Just
wondering is this a local company this?
[3:22:11]
» Yes.
>> Milton. Okay. Thank you.
[3:22:16]
» Okay. All in favor? Opposed? Carried.
Then we have reports of committees which
[3:22:22]
is the D7.
>> Oh, I'm sorry. Underneath there, I could
[3:22:26]
hardly see that. You're right. There's u
they're displaying a car from the Russ
[3:22:32]
Wanzik collection. And we did have this
request.
[3:22:38]
got to be a couple years ago I believe
from the same organization.
[3:22:44]
Um
there was a
[3:22:49]
that time if I remember correctly there
was a uh
[3:22:54]
concern with uh if if the vehicle would
be damaged in any way while it was
[3:23:00]
there. uh the fact that it would be
removed from the main collection which
[3:23:05]
is was asked for or Russa gave it gave
it to the municipality so it could be
[3:23:11]
displayed in the municipality
um and the transporting it from one
[3:23:16]
place to the acting are we are we
looking for an opportunity to have
[3:23:19]
something damaged on it so councelor
>> miss
[3:23:25]
» if you read the report the museum board
said they would not be supportive of
[3:23:30]
yesterday would like to keep. So I I
would not the
[3:23:34]
» leave it up and leave it where it is.
>> Okay. So we do have a resolution
[3:23:42]
that's been moved and seconded.
>> May you read the resolution, please?
[3:23:48]
» Deny it.
>> Deny it. It's in the report that with
[3:23:52]
respect to report 2026.128 displaying
the car from the Russ Wanza collection
[3:23:56]
at the Canadian lit exhibition provided
that the Canadian lake kit exhibition
[3:24:00]
ensures the car and meets other
conditions put forward by administration
[3:24:03]
be approved.
>> Moved and seconded to approve it. I will
[3:24:07]
ask for a vote. All those in favor?
[3:24:12]
Opposed.
Call a quiet moment there as we
[3:24:16]
consider. And I believe there's another
one here too. Awarding the RFPQ
[3:24:23]
cardic. That's all. That was it. Okay.
Because there's two numbers here. All
[3:24:27]
righty. This board subcommittees for
DSAB board and the Thunder Bay Health
[3:24:32]
Units
uh bylaw. The one uh been moved and
[3:24:38]
seconded to acknowledge and the
acknowledgement and direction on
[3:24:41]
Townline Road.
All in favor? Opposed? carried adopting
[3:24:48]
the tax rate and set due dates.
I don't know if there's any any
[3:24:53]
questions on that. It's been moved and
seconded.
[3:24:57]
Any questions on that bylaw?
All in favor? Opposed? Carried. And
[3:25:03]
again, the tax ratio and tax rate
reductions. It's been moved and seconded
[3:25:07]
the bylaw. All in favor? Opposed?
Carried.
[3:25:11]
Um
the schedule A was there something else?
[3:25:20]
» Okay.
>> All righty. Um Titionson communications
[3:25:25]
or action items is a plans to combat the
tick born diseases is one. The other one
[3:25:30]
is the himer's agricultural society. I
did ask the clerk if she would please
[3:25:35]
put a resolution in at uh as we got this
action item because I know every year we
[3:25:40]
do put some advertisement or
advertisement in their pamphlet.
[3:25:45]
So the resolution's been moved and
second. Uh is there any discussion on
[3:25:50]
this matter? Yes, councelor Campov.
>> Uh just cur so is this a I see it's a
[3:25:56]
» sorry
>> it's a it's a provincial form that's
[3:25:58]
filled out by Gillies Township. It's the
selling of their tickets.
[3:26:02]
» Do they set the fee or does the province
set the fee? The $3 license fee.
[3:26:08]
» Province has the fee.
>> Wow. Okay. Just curious.
[3:26:13]
» $3.
>> $3.
[3:26:17]
» Stamped for that.
>> Okay. I apologize. This was not this was
[3:26:22]
not advertising in the Himer's fair. It
was the 50/50 tickets if they could sell
[3:26:26]
them. And again, we've allowed that
before, too. So uh all in favor opposed
[3:26:32]
carried.
Again the rail safety week September 21
[3:26:36]
to 27th. We do it every year and so I
ask the clerk to please just bring us f
[3:26:42]
the bring us the resolution. It's been
moved and seconded. Is there any
[3:26:47]
discussion on this one? All in favor?
Opposed? Carried. And then we have a
[3:26:54]
resolution that's been moved and
seconded in regards to Rural Heritage
[3:26:58]
Agricultural Society requesting
placement of advertise advertisement in
[3:27:03]
their program book for the fair
2026 fair.
[3:27:08]
» Last year
>> $180 same as last year. Yes. So it's
[3:27:13]
been moved and seconded. Any further
discussion? All in favor? Opposed?
[3:27:18]
Carried. Then we have a resolution of
support of the NOHSC's tile drainage
[3:27:23]
funding. It has been moved and seconded.
It is open for discussion.
[3:27:29]
» I think we I would like to support that.
>> Okay.
[3:27:35]
Any further discussion?
[3:27:42]
» No, I don't believe you should. on this
side for this. So currently, uh,
[3:27:47]
Northern Ontario Farm Innovation
Alliance, although they're based in
[3:27:51]
Smith, they are the organization that's
coordinating local tile drainage
[3:27:56]
projects that are going to the NHF.
Um, yeah, I it's I always will speak in
[3:28:02]
favor of uh
drainage because it's a good thing for
[3:28:07]
both agriculture and rural economy
down,
[3:28:12]
» right? It makes what was unusable land
usable. So there can't be anything
[3:28:17]
better for
>> any further discussion. All in favor?
[3:28:21]
Opposed? Carried. Then we have a a
request for provincial action on the
[3:28:26]
accuracy of municipal voters lists. We
did not put a resolution in here, but
[3:28:31]
they're u encouraging prioritization of
the review of data in regards to
[3:28:37]
property owners etc.
And then we have the Penock Village
[3:28:42]
resident landfill punch card request.
And that was a letter that was received.
[3:28:46]
It's on page 120. And I will pass it to
Wayne.
[3:28:54]
» Don't fall asleep. You got to answer
this one.
[3:28:58]
question about what
>> for the punch card
[3:29:04]
» request of the people at Penark Village
who would like to have a punch card.
[3:29:10]
» Mayor Lucy.
>> Yes, I I think I left the message on the
[3:29:14]
co's phone line. I said I don't think
you need to even bother spending that to
[3:29:19]
uh to council waste her time. But
anyway, here it is. And the reason why I
[3:29:24]
made that call, I went to that open
house and uh I asked them I hear a lot
[3:29:29]
of stories how it works and this went
right from their horse's mouth. They
[3:29:34]
purchased the unit,
excuse me, between $600 and $700,000.
[3:29:39]
» Mhm.
>> Then they pay $650 a month maintenance
[3:29:43]
fee. Then they pay between three and
$4,000 in taxes. And then they still pay
[3:29:49]
hydro and heat. So if they why don't
they get a a card for the landfill site?
[3:29:56]
Now I could see I what I didn't
understand does that house not go into
[3:30:02]
my name if I buy it that remains in
James Kohley. Well then if we know
[3:30:07]
that's the system anytime James Kohley
comes in for a I'll give you part of it.
[3:30:13]
You said here here's your landside
tickets and give it to them.
[3:30:18]
That's for their house.
[3:30:23]
Miss Campov,
>> we discussed this at length when we
[3:30:28]
first instituted this. This is very
similar to Happy Land Trailer Park, is
[3:30:32]
it not? Really, it's the responsibility
like councelor Vist just said, it's the
[3:30:36]
responsibility of whoever's name is on
the deed to disseminate the carts.
[3:30:43]
» Yeah. But what I find so
so difficult, if I to pay $600,000, I
[3:30:49]
think I'd like to have my name on that
property. It's mine. 600,000.
[3:30:53]
» It's up to them.
>> It's up to them. Yeah. [laughter]
[3:30:58]
» Yes.
>> We had this um matter last year and we
[3:31:04]
ended up uh making changes to the bylaw
and what we decided again this is Panok
[3:31:11]
Village. Uh we can talk about late that
later. Uh well shortly. But uh with
[3:31:16]
regard to multi-residential properties,
apartment blocks, the Happy Land uh
[3:31:20]
trailer park, uh what the plan was is
that for every four tenants that you
[3:31:26]
have, you get a commercial card, right?
So Happy Land had 37 tenants. He can get
[3:31:33]
nine commercial cards. And then there
was a provision put in there that the
[3:31:38]
owner could convert his commercial cards
to to residential cards so that the
[3:31:43]
tenants could go on their own. So that's
what we did for the Happy Land uh place
[3:31:48]
and that's what's going on with the the
other trailer park and and apartment
[3:31:52]
block uh things like that that we have
right now. So now the Peno village uh
[3:31:58]
there's similarities in in in that that
the commercial cards go to the the owner
[3:32:06]
the the Pano village place and they will
they would get four
[3:32:13]
uh four one commercial car for every
four tenants and then they would could
[3:32:18]
convert them to to use for the tenants.
like that's something that could happen
[3:32:24]
there.
Now it is a little different because
[3:32:29]
they've bought this building but I are
they property owners in the sense of
[3:32:34]
impact and I don't think so. So that
it's it's different
[3:32:40]
» with happy land. The people that live
there bought that home.
[3:32:43]
» Yeah.
>> So it's on someone else's property but
[3:32:46]
it bought their home.
>> That's stressful.
[3:32:50]
» So this is an issue. So, have we has has
the actual whoever the land owner is,
[3:32:55]
whether it's the developer or the
business that the the legal entity that
[3:32:59]
owns the property, have they been issued
the cards now?
[3:33:03]
» Through the chair, uh it's not the legal
owner. It's not the owner of Penock
[3:33:07]
Village that's coming in. It's as they
get occupancy per unit, they're coming
[3:33:11]
in. Yes.
>> And we've been directing them back to
[3:33:14]
Good
>> to deal with that.
[3:33:16]
» So, that's that's an internal problem
that this is shouldn't be our problem.
[3:33:19]
» Correct. So the owner should have of
that whole unit thing should be here
[3:33:24]
already having gotten at least one card.
>> Correct. So the the property is
[3:33:30]
commercial or whatever it is. He the
owner is entitled to one commercial
[3:33:34]
card.
>> This is very similar to
[3:33:37]
» for every four units
>> for every four units. This is the third
[3:33:42]
person that's moved in. Yeah.
>> Right. So there is an opportunity. I
[3:33:46]
don't even know if Mr. call. He's got
the cards for the original batch that
[3:33:49]
he's due. Again, this is a issue and
it's complicated to the very extent that
[3:33:54]
Wayne just talked about. The property is
not owned by the people that are writing
[3:33:57]
the letters.
>> Uh by $600,000.
[3:34:02]
» Well, that's the way the system works.
>> That's a that's a that's a Yeah, that's
[3:34:08]
the type of system that is there. That's
what it's called. Subdivision of
[3:34:13]
condominium.
>> This doesn't seem that complicated. Oh,
[3:34:16]
chair. It's not.
>> No. So, I mean, so I I hope Mr.
[3:34:20]
Guttenborg was directed to go back to
>> correct
[3:34:24]
» because it looks like they came in two
times.
[3:34:26]
» Correct.
>> Given a different story, different time.
[3:34:28]
» I don't know. I wasn't here.
>> Mr. Okay.
[3:34:32]
» Or if office calls you, call Mr. Cole
say, "Mr. Cole, would you come on here
[3:34:36]
straighten out? These people are need
this. Get that straightened out through
[3:34:40]
the chair." We we it's the same issue in
regards to uh fire numbers in there.
[3:34:46]
» Building numbers.
>> Yeah. How do you
[3:34:48]
» Because it's it's on the developer to
come up with the building number. We
[3:34:51]
don't know which one's selling first. So
when it comes down to municipal address,
[3:34:55]
it's Penock Village Way or whatever the
road is.
[3:34:57]
» Yeah.
>> The unit numbers are decided by the
[3:35:00]
owner.
[3:35:03]
» I mean, it's up to the owner, too. They
could go into a system where he has a
[3:35:07]
corner somewhere where he has the
garbage bins
[3:35:10]
» through the chair. throw your garbage in
the bin and he will ensure that it gets
[3:35:13]
picked up.
>> The owner has that opportunity and I
[3:35:16]
think that's how it was portrayed in the
original advertising of the place that
[3:35:20]
you wouldn't have to worry about
anything.
[3:35:22]
» Well, I thought that's what the $650 a
month is.
[3:35:26]
» Yeah. Well, that's why I say you
wouldn't want it to be in the middle of
[3:35:29]
the, you know, you don't want a messy
place like that. But if you have it in a
[3:35:32]
corner somewhere and you have the bins,
they hire a company to come once every
[3:35:36]
two weeks or something to empty them,
then you don't have to go to landfill
[3:35:41]
site at all.
>> So this is the I think this is the third
[3:35:44]
one that's got occupancy. And I know
that the first two I did know and I
[3:35:47]
turned them the other way.
>> Mhm.
[3:35:51]
So they are all informed now that they
need to go to Mr. Kohley. And
[3:35:55]
» this letter came whatever day it was. I
haven't responded to this letter as yet.
[3:35:59]
Nope.
>> Okay. Well, we will though and just tell
[3:36:02]
them you have to go to Mr. Kohley and he
gives you the cards and that's how it
[3:36:07]
works. Okay. Because they're entitled to
it. I mean the residents and they're
[3:36:10]
paying.
>> Yes.
[3:36:12]
» This individual did come in and ask
about it and he was advised you need to
[3:36:17]
go to the landlord because that's what
it says in the bylaw.
[3:36:20]
» Okay. So he was told
>> Yeah.
[3:36:22]
» Okay.
>> Okay.
[3:36:26]
All righty. Um
then we have uh for information only the
[3:36:31]
firefighter certification update,
the DSAB board minutes, the health unit
[3:36:38]
conservation authority, Superior North
EMS,
[3:36:44]
uh rural Ontario Municipal Association,
they had the highlights board meeting
[3:36:49]
highlights, the community benefits
charge and parkland Miller prec 50ear
[3:36:54]
celebration. I will be going there
tomorrow.
[3:36:59]
Uh just nobody I'm not not representing
but I will go. I would like to represent
[3:37:04]
them just to
>> bring something
[3:37:07]
» beef cakes.
>> I I don't think so.
[3:37:10]
» Beef cakes.
>> I'll go my I'll go go and get some
[3:37:13]
flowers ever. But anyway,
maybe we could even have a certificate.
[3:37:20]
» Would you something? I could pick
something up.
[3:37:22]
» Okay. Yeah. 50 years of service to the
community deserve some uh kind of
[3:37:27]
notification and I will go tomorrow.
I'll come here first.
[3:37:32]
And then correspondence received from uh
Chief Darson Furry from the Thunder Bay
[3:37:37]
Police Department. Some potential
national interest projects in the North
[3:37:42]
Shield Energy Corridor announcement.
Military service recognition book.
[3:37:49]
New business. Councelor Calbertt. Uh,
no, just like I said, I went to the
[3:37:53]
municipal league meeting in Scriber on
the weekend and
[3:37:58]
it's interesting and like I say, I tried
to present our case which they didn't
[3:38:02]
seem to bite too much on. Other than
that, it was a good meeting.
[3:38:07]
» Good. Cancel this.
>> Yes. You heard the thumbs up, thumbs
[3:38:11]
down. Well, I have a thumbs up and a
thumbs down on
[3:38:14]
» Okay, thumbs up. The good news first.
Compliments to the road crew for doing
[3:38:19]
an excellent job on both the road. The
road was so rough that in the tractor
[3:38:24]
you would bounce out of the tractor seat
if you did not slow down or to a turtle
[3:38:29]
crawl. Now it's like a highway and we
can go speeding along. also want you to
[3:38:34]
recognize our director of operation
commitment to his job on Canada day. I
[3:38:40]
went to the farm early in the morning
and who do I read in the director of
[3:38:46]
operation. He takes the job serious. He
made sure that the people that do the
[3:38:50]
chip sealing, he was there to make sure
it was all done. Thank you very much,
[3:38:54]
Chris. On the downside, why why wasn't
all Bone?
[3:39:01]
[laughter]
[3:39:03]
through the chair as per ask management
plan. It's not due to be redone again.
[3:39:07]
» Okay. [laughter]
It didn't even get lines.
[3:39:12]
Well, anyway, thank you. You guys did a
wonderful job and I I I couldn't believe
[3:39:16]
that on day when everybody's off, you
are at work. Wonderful to see that. So,
[3:39:21]
» councelor Peacock, anything?
>> Yes, please. Um, looking for some
[3:39:27]
clarification. Two meetings ago, we had
the uh group here with regard or the
[3:39:33]
gentleman here with regard to hosting
Ribfest at the uh racetrack.
[3:39:39]
» Um do we perhaps need further
clarification? Are they going to be
[3:39:44]
allowed to camp there? Are the the um
trailers going to be set up in the from
[3:39:52]
what I understand the trailers are going
to be set up in the uh for the the
[3:39:56]
trailers that issued the food are going
to be set up I think on the land that we
[3:40:01]
lease to them. So,
I'm just wondering if we could get some
[3:40:06]
further if they know for sure that it's
happening and and what their plan of
[3:40:11]
attack is for I mean, are they asking
for
[3:40:16]
» Well, I I thought that we agreed that
that was all right for them to have the
[3:40:21]
red fest. Yeah, but just just looking
for
[3:40:24]
» are we going to allow they didn't say
anything about camping and so I just
[3:40:28]
didn't know if that was something that
they wanted to do or
[3:40:32]
» if they provide us with further details
of their
[3:40:34]
» the racers all camp there I believe
>> and the fire chief will uh take keeps
[3:40:41]
checking on them to make sure all is
done correctly. So, okay.
[3:40:46]
» Well, I would say Donna, I mean, if we
allow for the SA races, why wouldn't you
[3:40:51]
not allow I think just a standard thing,
whatever function they put on, we should
[3:40:56]
allow them to continue to do the same
thing, wouldn't you?
[3:40:59]
» Yeah.
>> The the camping is just um if it's if
[3:41:03]
there's a race event and perhaps just
the little cars isn't exactly a race
[3:41:07]
event, but anyways, just thinking that
we need to have further clarification.
[3:41:12]
Um, I've had a a request from a
resident. Um,
[3:41:20]
he operates a mobility scooter in the
village of Kekabeka and he asked last
[3:41:25]
year and he's asking again this year if
we could please do some maintenance on
[3:41:30]
the sidewalks in Kebeca. He's had four
flat tires in the last month and um he's
[3:41:38]
hoping that something could be done to
fill in and do some maintenance on the
[3:41:42]
sidewalks.
>> Short answer, according to the
[3:41:45]
maintenance standards, those sidewalks
meet the spec.
[3:41:49]
» Yeah.
>> And there is rumors that they'll be
[3:41:52]
replaced at one point in time in the
next couple years. That job is on the
[3:41:56]
books for the MTO.
>> Oh, it's MTO.
[3:41:58]
» The Ministry of Transportation
sidewalks. The sidewalks are on uh
[3:42:02]
they're our responsibility to maintain.
Obviously, the street lights are ours,
[3:42:07]
but from the front of the sidewalk to
the curb is MTO.
[3:42:11]
» Okay.
>> Curbs are MTO. Uh I went and looked at
[3:42:14]
it last year. I haven't looked at it
this year, but the standard has been met
[3:42:18]
as far as the deviations in so many
panels, it meets the spec.
[3:42:23]
» Okay.
Um
[3:42:26]
further to that, did you get a message
with regard to the um corner of Jelly
[3:42:33]
and Blind Line? Um gentleman had concern
that the trees need to be trimmed there.
[3:42:40]
It's um there's a lot of heavy traffic
through there and uh he's concerned that
[3:42:46]
there's going to be an incident there.
>> The chair came through as the corn was
[3:42:50]
too tall and blocking his view. I did
not receive it as far as trees being in
[3:42:56]
the way.
[3:42:59]
» If you could have a look
>> service that I saw.
[3:43:02]
» Okay. Perhaps it was from someone else.
>> Um,
[3:43:07]
between the road crew and the and the
fire department, do we do either one of
[3:43:11]
them have a concern with regard to the
number of dead trees and spruce budworm
[3:43:15]
and and fire safety smart plan? Is it
what that's called? when you want to
[3:43:21]
make sure you've got your area, your
properties uh
[3:43:26]
clear of dead trees.
Just a thought.
[3:43:30]
» If it's private problem, then it's a
private problem.
[3:43:34]
» Um
the spruce budworm and the conifers that
[3:43:38]
are are dying back is going to be a
concern. Um,
[3:43:44]
I mean, we're working on a fires smart
plan and public education, but this is
[3:43:49]
going to be a widespread problem. So,
>> for sure.
[3:43:55]
Um, okay. What else could I have with
regard to the fire department stuff?
[3:44:02]
Um, in the past, like since 2024,
we've spent over 12 to $15,000
[3:44:12]
on the Voyant alert program and yet
we've never
[3:44:17]
put out an alert. Is there a reason that
maybe one shouldn't have gone out with
[3:44:22]
regard to the cancellation of fire
permits or something like that?
[3:44:26]
The purpose of violent alert is a mass
notification
[3:44:31]
in emergency situations. The
cancellation [clears throat] of burning
[3:44:34]
permits is not an emergency
notification. The intent of that is that
[3:44:40]
if if there's a fire that's burning down
uh the neighborhood that I can quickly
[3:44:45]
tell everybody to get out. The um I
think it's a positive thing that we've
[3:44:50]
never had to use it. That's right. Um uh
the other the other thing that we have
[3:44:55]
to be mindful with alert systems is is
um is people become condition to them
[3:45:01]
and it's like crying wolf if they go out
for every little thing people don't
[3:45:04]
listen to them. So
>> okay
[3:45:06]
» um it is money that that has to be spent
and um I've been in the business of fire
[3:45:14]
prevention for 35 years and I always say
I I try to sell you stuff that I hope
[3:45:19]
you never have to use. Voyant alert
falls into that class. It's one of those
[3:45:23]
things we need insurance
um that we hope we never have to use,
[3:45:27]
but if we need it, it's there to uh
>> Yes.
[3:45:31]
» It was my Sorry. It was my understanding
that if there was a road that was going
[3:45:35]
to be closed or something like that that
we could kind of section off the the um
[3:45:41]
the plan to say, okay, anyone who called
from say Mackie Road that the road's
[3:45:46]
going to be closed that they were going
to be notified, had they signed up for
[3:45:49]
it? Am I wrong in that?
>> No, the notification was for emergency
[3:45:52]
notification. The system does have the
capacity to do dump uh days, water, like
[3:45:59]
all kinds of stuff, but they cautioned
us when we did the first uh session of
[3:46:04]
the uh the the risk of making it an
everyday event and people don't listen
[3:46:08]
to it.
>> Okay.
[3:46:11]
» Do we have an update on the fire trucks
that are around the corner? We're
[3:46:16]
expecting one delivery at the end of the
month and the second one we're expecting
[3:46:20]
by the end of the year.
>> And on a positive note, I'd like to
[3:46:24]
acknowledge the
uh members of the department who
[3:46:29]
have completed all their certification
and uh
[3:46:33]
and I know it's been a long work in
progress and
[3:46:38]
we need it to be compliant. So, I
appreciate that very much. Thank you.
[3:46:44]
» Thank you. And I'll I'll just comment to
that that um there was a town hall and
[3:46:50]
um the just last Thursday and the fire
marshall spoke directly to certification
[3:46:56]
and I will say I'm very proud of our
members for the effort that they put in.
[3:47:00]
I think that we are
I don't want to say one of the few but
[3:47:04]
we're certainly one of the leaders in
being in compliance with certification
[3:47:08]
which is no minor feat and it is a
testament to the effort that our people
[3:47:13]
put in.
Yes, most certainly. Councelor
[3:47:17]
» Campov
[3:47:21]
[laughter] or bad not a thumbs up.
>> Yes.
[3:47:27]
» Just have one more to to add. Part of
that town hall was also the announcement
[3:47:31]
of the year three of the fire grant. So,
the applications open, I think, on
[3:47:35]
Thursday the 16th and they close uh
Septemberish.
[3:47:40]
It is essentially the same grant as last
year. $20 million available. Um each
[3:47:46]
it's based on the number of active
stations
[3:47:49]
» and they expect
>> yeah they expect 16,500 per station
[3:47:55]
» which means that we are eligible for
just shy of $100,000 again. Last year we
[3:48:00]
gotund just over 102,000.
[3:48:05]
» It is short of 20 million but there's a
there's a lot of stations out there. So
[3:48:09]
um the the bucket lists are the exact
same as last year. So there's there's
[3:48:14]
five five buckets. Four of them are
cancer prevention and one is lithium ion
[3:48:20]
batteries again. So we are working to to
put in the the application and I will
[3:48:26]
put in for way more than what we can
get. But
[3:48:29]
» that's the way to do it. Thank you.
Okay. Anything else? Anything else from
[3:48:36]
anyone else? Nope. We have a resolution
confirming the meeting we've held this
[3:48:41]
evening. It's been moved and seconded.
All in favor? Opposed?
[3:48:46]
We also have a resolution to adjourn the
meeting. The time being Oh, I can't see.
[3:48:52]
8:34 p.m.
It's been moved and seconded. All in
[3:48:58]
favor? Oh, I thought maybe somebody say
no, I'm not.
[3:49:02]
» Thank you very much.
