[6:02] What's that?
[6:10] Of course. Let me help you.
[6:15] Thank you.
[6:21] any clear? No, I don't. So,
[7:48] Why don't you
[7:52] New York City.
[8:41] That's
[8:43] something.
[8:47] technology.
[8:59] » [clears throat]
[9:00] >> The kitchen of your dreams
[9:03] at time
[9:18] pizza
[9:24] COPD is an ugly reality.
[9:28] Watch as this world just keeps getting
[9:30] smaller. But then help us see things a
[9:34] little differently.
[9:36] Three in one inhaler
[9:39] [laughter] is open for a total of 24
[9:41] hours and prevents future flare ups.
[9:44] neutral also improves lung function to
[9:47] make your breathe more freely day and
[9:49] night.
[9:50] >> Triple G will replace the rest of sudden
[9:52] breathing problems. Tell your doctor if
[9:54] you have a heart condition or high blood
[9:55] pressure.
[9:59] May increase your risk of thrushy and
[10:01] osteoporosis and calling chest painters
[10:05] hospital
[10:06] changes in
[10:17] PD because I [clears throat]
[10:19] can all day and night.
[10:26] My kids go house
[10:39] with their family hiding from her
[10:40] family. Many cousins have the same alone
[10:44] because they midnight thunder. So
[10:47] midnight thunder that's terrible. I
[10:49] don't persuadial
[10:52] [clears throat]
[11:12] park.
[11:22] Great choice. But what I
[11:26] got to me
[11:31] his name
[11:33] years old in Chicago
[11:36] [clears throat]
[11:37] last year
[11:39] seemed like his brother [clears throat]
[11:42] started digging into
[11:46] I could probably notify myself
[11:48] [clears throat]
[11:55] like your son.
[12:13] Bye.
[12:31] This is what happened.
[12:38] They all came out. I was able to kick
[12:40] them out.
[12:45] The abduction is no longer
[12:57] three hours. We have no hits on
[13:01] himself.
[13:04] >> Took a bus into Chicago two months ago.
[13:06] We've got no hits on shelters, motel,
[13:09] host. They have no idea what this lady
[13:11] said.
[13:12] >> Kids got no cars fall
[13:17] out here
[13:24] in that area
[13:29] and is known for jumping into that climb
[13:32] step.
[13:34] He suspected four times was only
[13:36] arrested twice.
[13:41] » Almost exact
[13:44] the video maps the previous four and
[13:48] Jones were found on the child.
[13:53] I went to this house
[13:56] now
[14:00] both can
[14:09] now
[14:11] surprise nothing seems smart
[14:14] what technicalities are we talking
[14:16] >> he claims illegal search and the next
[14:19] was bad
[14:21] and Jones She tells his employer dug up
[14:24] some Victor, but there was another
[14:32] one.
[14:33] Hey,
[14:34] >> do you see my desk?
[14:38] >> Missing?
[14:38] >> No, but [laughter] personally handed to
[14:41] me
[14:42] on a top [clears throat]
[14:45] closer shade.
[14:46] >> Then more cases you keep to work in my
[14:50] own. Thank you.
[15:00] » It was his family told me
[15:02] they said this is his fault because he
[15:04] denounced God being one else.
[15:09] It's not nothing.
[15:25] is always the same customers. We don't
[15:27] pay us a vehicle
[15:31] location and then uses it if there
[15:35] [clears throat]
[15:52] » you could really make that the thorough
[15:53] affair into the section and then you
[15:56] know in deeper part of the neighborhood.
[15:58] The bottom left, that's what you see
[16:00] when you come out of the parking lot at
[16:02] the park. It's a built, it's a former
[16:04] house with a big hole on the left side
[16:07] and an overgrown lawn. Uh the middle one
[16:09] is Kur Street. Uh clearly they could use
[16:11] some help there. Remove that tree. And
[16:14] then the last one, that's when you see
[16:16] when you come out of the the park all
[16:18] together across from the church. So it
[16:20] it's not I think the appearance that is
[16:23] inspiring and so on and something that
[16:26] we we'd really like to see some work on.
[16:28] So as we get into um you know I would
[16:31] really clarify this is aesthetic
[16:33] improvements beyond the northeast park.
[16:36] So extend plantings from the blacksmith
[16:38] shop all the way up boundary. Really
[16:40] make that a thorough fair into the
[16:42] neighborhood. Welcome people. Ensure
[16:44] regular lawn maintenance on the corner
[16:46] of boundary and school. add plantings to
[16:49] the boundary avenue entry. You know, if
[16:51] you come Market Street, I mean, I think
[16:53] there's really some things that could be
[16:55] done. We had a very very preliminary uh
[16:57] discussion with some folks who own some
[16:59] property down there. Um there's uh
[17:02] vacant buildings I think were supposed
[17:04] to come down during the last grant that
[17:06] for whatever reason haven't. Um,
[17:09] and then prioritizing and funding
[17:11] perhaps a one-time program to remove or prune dead trees and remove abandoned
[17:17] vehicles and property. So, I understand
[17:19] I'm I'm to the closing part here. I
[17:22] understand that's a lot and that's
[17:24] difficult. So, my action to request from
[17:26] you tonight is please consider assigning
[17:30] a small community-led group to work with
[17:33] a designated town council member on a
[17:36] detailed plan that would include
[17:37] tactics, costs, timing to be presented
[17:40] back to you. And this is a push, a
[17:42] stretch goal, but by the end of the
[17:44] first quarter. So that you can think
[17:46] about that because if you think about
[17:47] something like this, it's going to
[17:49] require perhaps, you know, legal
[17:52] involvement,
[17:54] maybe the EDA, maybe the planning
[17:55] commission, you know, tree board, etc., So, there's a lot of moving pieces
[18:00] here, but we don't have to take forever
[18:02] to do this. And I think we owe the
[18:04] neighborhood and we owe ourselves, you
[18:06] know, come back with a plan that um, you
[18:08] know, could be really discussed and
[18:11] actioned if not fully at least some
[18:13] parts and try to make a big step on
[18:14] this. So, thank you very much.
[18:18] >> Thank you. Thank you.
[18:24] » Uh, any any questions for Jeff when he's
[18:26] here?
[18:26] >> Yeah.
[18:27] >> Okay.
[18:28] >> Um, Jeff and the rest of them are tired
[18:32] of hearing it. What is your plan for
[18:34] maintenance of these plantings? The
[18:36] trees have to receive an inch of water a
[18:38] week for the next year.
[18:40] >> Who's going to do that?
[18:41] >> Well, you know, I anticipated that
[18:44] question.
[18:50] But it reminded me when they planted the
[18:52] crate myrtles the length of 13,
[18:55] you know, it can be done. And I think
[18:58] what you'll find, doesn't matter which
[19:00] group you speak to, people they live in
[19:03] England.
[19:08] » Okay. As long as there's a coordinated
[19:10] way to keep these things and of course
[19:13] in the first um uh action group you were
[19:16] talking about that's you know OBCA money
[19:19] and I'm certain you're cautious about
[19:21] spending that as we are about public
[19:23] money. Uh, my next question, and tell me
[19:26] if I'm wrong, but didn't I read about um
[19:29] the Outlaw Museum receiving something
[19:31] like a $64,000 grant recently?
[19:35] >> That is correct.
[19:36] >> And what does that cover, Mr. Boyd?
[19:38] >> Repairs to the building.
[19:40] >> Okay,
[19:40] >> everybody can hear now.
[19:43] >> Congratulations.
[19:44] >> Yeah, that's terrific.
[19:47] >> And so I remember from our last meeting,
[19:49] I think we approved 8,000. So that
[19:51] brings it up to a total of 72,000 that
[19:55] you would have to spend on that
[19:56] building. Is that correct?
[19:57] >> That is correct. We will be because we
[20:00] have the 64,000 right
[20:02] >> for the repairs. We asked for the 10,000
[20:05] for the things.
[20:06] >> That's right. It was 10.
[20:07] >> So we're going to be approaching you
[20:09] again
[20:10] >> and asking for a redirection.
[20:13] Okay.
[20:15] Um let's see.
[20:19] Okay. I had a question about what all
[20:23] was included in these improvements that
[20:25] might be overlapping the DCHD um grant
[20:30] that you know the community development
[20:32] block grant fund.
[20:33] >> Yeah.
[20:35] >> What's the overlap between
[20:36] >> overlap in this would be the um service
[20:41] would be the um just demolition of the
[20:44] buildings because there were three homes
[20:46] that were included in the grant that
[20:48] couldn't prove clear title. So, we
[20:50] weren't able to do the demolition that
[20:51] we had hoped for in the grant. So, those
[20:54] same properties,
[20:56] they're still not going to be able to
[20:58] show clear title. So, I'm not exactly
[20:59] sure what the move forward is ahead, but
[21:03] the title's got to be cleared before
[21:05] anyone could demolish it.
[21:17] » Some of it is just
[21:23] not being
[21:27] the right people having conversations.
[21:29] That's why I say you know this is
[21:31] complicated and small
[21:35] [laughter]
[21:36] >> usually legal steps because so often you
[21:39] know one family member isn't agreeable
[21:41] to what the others [clears throat] want
[21:42] to do etc. I'm hoping so you can do it
[21:45] before that
[21:47] place.
[21:48] >> My recommendation would be to approach
[21:50] because they have all of the legal
[21:52] paperwork that they needed in order to
[21:54] demolish these buildings and they have
[21:55] all of the the uh owners names
[21:59] and that's where they just couldn't get
[22:01] the third signature for example
[22:03] >> because they don't live nearby or it was
[22:05] somebody that
[22:06] >> um left it to the family and
[22:07] [clears throat] it split up and somebody
[22:08] passed or you know it's just a messy
[22:10] title. That's all
[22:12] >> legal ways. Let's let's get let's get
[22:14] back we're getting in the weeds here. Uh my question is yeah my question is
[22:19] that you're you're not you're asking for
[22:21] permission to plant some plants on the
[22:23] for we using OBCA money. You want that
[22:26] you want permission to do that right
[22:27] away from phase one. Yeah.
[22:30] >> We don't have anything to do with that.
[22:33] >> Right.
[22:33] >> Just be clear
[22:35] and then you don't make me wrong. You
[22:38] want to form a committee that kind of
[22:39] looks at this overall plan and reports
[22:41] back to the council again. Correct.
[22:43] >> Be less content than interesting to you.
[22:46] >> So, uh, and would they be looking at
[22:49] because this is the first we've seen of
[22:50] your plan for the actual park where the
[22:51] picnic tables are going to go and
[22:52] everything like that. So, is that
[22:54] committee going to look at that or is
[22:55] that already
[22:56] >> done?
[22:58] >> But you're asking for funding for that
[23:00] for the town. But you Okay. All right. I
[23:02] just want to get clear. So, uh, All
[23:05] right. So, [clears throat]
[23:06] >> well, there was that too. You mentioned
[23:09] signage, but we've also got the issue of
[23:12] wayfinding signage on Market Street,
[23:14] which might have some overlap there.
[23:16] >> That that that
[23:17] >> So, I think step two should probably
[23:19] wait for the committee.
[23:20] >> Yeah. Yeah, I think so. Yeah,
[23:22] >> things to be worked out.
[23:24] >> Yeah, that obviously is off market. That
[23:26] could be done. But I think the of that
[23:29] step too, the key piece, you don't want
[23:31] to have a repeat of people not being
[23:33] able to use the full, [clears throat]
[23:35] >> right? We really need to think about
[23:37] benches.
[23:38] >> Yeah. Yeah. Yeah. No, I I think we're
[23:40] committed to do something with the
[23:41] benches and the and the tables. Uh but
[23:43] this is the first plan. We, you know,
[23:45] this sounds like a good plan. Uh so, uh
[23:52] » council other council comments. Joy.
[23:54] >> Um
[23:55] >> who is on your committee?
[24:07] they were clear.
[24:16] » That is good to hear. Um when I first
[24:21] entered the Northeast neighborhood to
[24:23] knock on doors eight years ago, eight
[24:26] years ago, um I was met on the corner
[24:29] one day of Spy and Boundary by the
[24:32] president of the NAACP
[24:35] and he asked me what was my number one
[24:37] priority for the neighborhood. And I
[24:40] said, I don't have a priority for the
[24:42] neighborhood, but the neighborhood is
[24:43] telling me they want a basketball court.
[24:47] So kudos to us. We have a basketball
[24:52] court in the northeast neighborhood and
[24:54] kudos to you and your committee for
[24:56] working to improve it. Thank you.
[25:00] >> Alisa,
[25:00] >> I have a question about the fence
[25:02] between
[25:03] the park and is that is that somebody
[25:06] want that or is it kind of just there or
[25:08] is is it functional?
[25:10] >> The the one that
[25:11] >> Yeah, the chain link fence that doesn't
[25:12] look very exciting.
[25:13] >> Well, yeah. And I don't think I
[25:14] mentioned that one of the ideas actually
[25:16] Dana sensing
[25:18] bought is painting the fence. That's
[25:21] fairly easy to do. I had a dollar.
[25:28] » So, we we want to keep the fence.
[25:29] >> Keep the fence. We plan.
[25:31] >> Okay. Lisa, I didn't mention it, but one
[25:34] of the things that we were able to do
[25:35] with the past is hacking that fence, fix
[25:39] that fence
[25:42] down.
[25:42] >> Okay.
[25:44] [clears throat]
[25:44] >> Did you have questions? Anybody other
[25:47] questions?
[25:47] >> Did you get I have to ask them to mute.
[25:50] >> No, not really. Well, did
[25:52] >> I will say my one comment on top of that
[25:54] is for the benches and tables and stuff.
[25:56] I'm wondering if that should be part of
[25:58] a larger town plan because we have other
[26:00] parks too that we need to also do and
[26:03] maybe that would buying a bulk might
[26:05] make sense. So, I'm just that was
[26:07] another pondering I had. Wouldn't it be
[26:09] great to have a parks and recreation
[26:11] person that could oversee all the parks
[26:14] and plan and plan? Yes, it would be
[26:18] great.
[26:18] >> And $8,000 later, we shall have it.
[26:21] [laughter]
[26:21] >> Well, we have we have the money.
[26:23] >> Can
[26:25] I I I would just offer up for $10,000
[26:29] for folks who waited a long time for a
[26:31] functional park. Let's not wait make
[26:33] them wait for no offense, but for a
[26:36] master plan and
[26:38] It's it would it would take quite a
[26:40] while.
[26:41] >> How long ago was you over there at the
[26:43] park?
[26:44] >> Say again.
[26:44] >> I said when when was you over there?
[26:46] >> I go about every week.
[26:47] >> You went over there. Okay.
[26:48] >> Yeah.
[26:51] » So, I'm I'm still not clear what you
[26:53] want. U the the first thing the first
[26:54] item is obviously
[26:57] what you want us to look at vote on
[26:59] tonight. Is there a motion anybody wants
[27:00] to or we want to look
[27:02] >> to allow them to do plantings? Well, the first one the f step one was to
[27:06] allow him to do plantings and that was
[27:08] no cost to the town. Correct. All right.
[27:10] So, we want to get Does anybody have any
[27:12] issue with that?
[27:14] >> So,,400
[27:16] for planting.
[27:17] >> No, no, no, no. There
[27:18] >> step one.
[27:20] >> page 24.
[27:21] >> 24.
[27:22] >> That that's the $1,500 OBCA.
[27:24] >> It's not any money from the town.
[27:26] >> So, I make a motion to allow OBCA to add
[27:29] plantings to the town park.
[27:33] discussion. All in favor?
[27:35] >> I
[27:36] >> Okay. All right.
[27:39] Okay. So, uh
[27:41] get back on here.
[27:45] >> I don't know.
[27:49] » And so, what what was the discussion
[27:50] about the signage, Cindy? Which part
[27:52] were you thinking that should wait out
[27:54] of the next proposal? Well, um
[27:56] >> until we've done the way finding on
[27:58] Market Street
[28:00] >> to see if there's any overlap there.
[28:02] >> Do that.
[28:05] » The one thing I didn't present, you
[28:08] know, the neighborhood of that
[28:14] really
[28:16] >> ideally would be to have the new equip,
[28:18] you know, new amenities in there and the
[28:21] sign up. I think that would be, you
[28:22] know, Mr. Outlaw Park.
[28:26] a nice presence. So if you did something
[28:29] like that, you know, you're looking at
[28:30] somewhere around 14 to $15,000.
[28:37] » All right. So the the action uh if
[28:38] you're looking on page 25
[28:41] uh
[28:43] I don't I we need to know where the
[28:45] money is coming from here. Uh yeah. Uh
[28:48] >> where's the money coming from?
[28:49] >> We'd have to pull it out. It's
[28:50] >> not in this year's budget, right? So,
[28:53] >> I think we can act on step two.
[28:55] Personally, not right now.
[28:56] >> Well, we Yeah, it's on the table. We
[28:58] can. Yeah, we don't normally. This is
[29:00] the first we've seen the presentation.
[29:02] So, um council's uh thoughts, but
[29:06] >> you don't have any suggestions on moving
[29:08] any monies around?
[29:09] >> Not this year. No, not going to take it
[29:11] out of reserves and change the budget,
[29:13] which you know, you're about to make a
[29:15] motion for that anyway.
[29:16] >> Well, you you're talk so approval for
[29:19] benches the earliest January, February.
[29:21] So, we want to get you're you're you
[29:23] want to get it in before the spring,
[29:24] right? So, we have the November meet,
[29:27] you know, the meeting. We have another
[29:28] meet another couple meetings. All right.
[29:30] Um,
[29:31] >> sure. Yeah,
[29:32] >> Matt. Um, we don't have a copy of the
[29:34] capital improvement plan in here unless
[29:36] I missed it, but
[29:37] >> capex form. It's on the capex report
[29:40] that's on page.
[29:41] >> It wasn't here.
[29:42] >> I'm sorry, I missed it.
[29:44] >> It's 48.
[29:49] Weren't the wayind or the specific
[29:51] signs? What do we call them? I can't
[29:53] remember the exact title.
[29:55] >> Destination signs.
[29:56] >> Destination. That's it.
[29:57] >> Those are not in here.
[29:59] >> We pulled it, didn't we?
[30:00] >> So, but there there is a line item for
[30:02] benches, trash cans. Is that where is
[30:05] that not for?
[30:06] >> Yeah, that's exactly what it's for is
[30:08] for the town square benches, garbage
[30:12] cans for in front of the welcome center
[30:13] and the town hall, stuff like that.
[30:16] Could that potentially be
[30:18] >> Yeah, you could do it.
[30:20] >> Is that something we might be interested
[30:21] in foregoing this year?
[30:24] >> Oh, would that cover step two?
[30:26] >> Well, we have a we have a meeting in in,
[30:28] you know, two week two two weeks. It's
[30:30] up to you all, but yeah, it's up to you.
[30:32] I mean, I I think that we can find some
[30:33] the money. Uh, but I I we nor we
[30:36] normally when we get an idea, we kind of
[30:38] like to sit on it for, you know, think
[30:40] about it for a meeting. Uh, but that's
[30:42] up to you all. Uh how much money was the bench thing?
[30:47] >> 244 for everything that he proposed.
[30:51] >> No, but how much was the money that if
[30:52] we
[30:54] >> $9,000 and
[30:56] >> No. How much money do we have for the town square to if we re
[31:00] >> 25,000 to put the budget for benches,
[31:03] flowers, pots, garbage cans throughout
[31:06] town.
[31:07] >> Okay. And that's still that's in that's
[31:09] in this year's budget
[31:10] >> and
[31:11] >> Okay. Is any of
[31:13] >> and that's supposed to be spent by July
[31:14] of next year?
[31:15] >> June.
[31:16] 30. Yeah. Okay. All right. So
[31:18] that's a source. Okay.
[31:19] >> Is is any of that envisioned currently
[31:23] to be for
[31:25] the Northeast Park, the Samuel Outlaw
[31:27] Park
[31:28] >> council. We just set aside the money
[31:29] because we wanted to have the
[31:31] accessories around town
[31:32] >> withist with the recycling and the
[31:34] benches that were thoughtfully placed
[31:36] and designed.
[31:37] >> Okay.
[31:37] >> So yeah, this is in there.
[31:40] >> Okay. So, it would
[31:43] I don't want to put words in your mouth,
[31:44] but is it fair to say that if we were to
[31:49] use some of that for what this is
[31:52] proposed as, it might be reallocating
[31:56] from what some of the other things were
[31:59] envisioned for that money as well as
[32:02] being exactly what some of that money
[32:03] was envisioned to be.
[32:05] >> That's correct. It would just be
[32:06] reappropriating some of the money into a
[32:08] I think better place. So, Um, I would be
[32:12] really supportive of that investment in
[32:14] the in the park.
[32:15] >> You can I ask Jeff a question? You said
[32:18] a new sign for the park would be 14 to
[32:20] 15,000. Is that what you said?
[32:23] >> Okay, that's what Okay. I was like,
[32:24] okay, let me
[32:36] » All right. Uh, council's preference
[32:37] here.
[32:41] I'd like to think about it personally. I
[32:43] mean, we've been talking about the
[32:46] designs for the other places for a long
[32:47] time and this one's hit us tonight. So,
[32:49] I'd just like to think discuss it during
[32:52] the next meeting. Got time.
[32:54] >> Well, anybody the other council's
[32:57] preference?
[32:58] >> I agree with Cindy. Yeah, I'm I'm in
[33:01] favor of it, but I think let's let it
[33:04] percolate a little bit and refine,
[33:07] not to death, but a little bit and um
[33:12] hope to come up with a the best solution
[33:15] >> and maybe we could come up with a mixed
[33:17] something somewhere too and not so we
[33:19] can still work on some of the stuff we
[33:20] had already planned for. So, let's
[33:23] >> let's look at it further.
[33:24] >> So, um if if we're agree, we're going to
[33:26] put this as an action item on the
[33:27] November. Absolutely. which is only
[33:28] three weeks away.
[33:29] >> Yes. Right.
[33:30] >> Quick quick turnaround.
[33:31] >> Yeah. Quick turnaround. Okay. All right.
[33:35] Stay on this.
[33:35] >> Oh, yeah. We will. Yeah.
[33:36] >> I think Jeff also had asked us to to
[33:39] form the committee, right, for future
[33:40] outlook. Is that what you were wanting
[33:41] as well? Okay.
[33:42] >> So, is there um is there if there's
[33:45] interest, please get up get up with send
[33:47] your resume, you know, send can you give
[33:48] names names to me and I can and I'll, you know, uh give it to me. I get
[33:53] Matt's not going to be here at the next.
[33:54] Yeah. So,
[33:55] >> that
[33:57] last one of that.
[33:58] >> Well, one person, you know, you want
[33:59] somebody from the council or correct?
[34:00] Yeah. Okay. Well, if somebody if
[34:02] somebody wants to volunteer from the
[34:03] council, we'll let me know. Okay.
[34:05] >> All right. Well, thank you. I mean, I
[34:07] think the I think we're going to find
[34:08] the money. I think it's just it's just a
[34:09] matter of Yeah. That's my opinion. I
[34:11] don't
[34:12] >> I feel the same way.
[34:12] >> I can't tell the council what to do, but
[34:14] it looks like we're we're on the right
[34:15] track there. Okay. All right. All right.
[34:18] >> Thank you for the presentation.
[34:19] >> Thank you. Yeah. Really well done. All
[34:22] right.
[34:27] Okay. Uh council discussion uh funding
[34:30] the crap roll improvements of the
[34:31] school.
[34:33] Is it Sarah?
[34:36] >> We had the public hearing on this at the
[34:38] last meeting. We've talked about it for
[34:40] a very long time
[34:43] with that and I'm I'm using the proposed
[34:47] motion that's in the
[34:48] >> well the actions in the next item.
[34:50] >> We're on
[34:52] going to discuss it then make a motion.
[34:54] Yeah. But you can yeah you can say what
[34:55] you want what the motion is going to be
[34:57] if you want to. So, the what I will move
[34:59] when we get to council action is that
[35:02] the Anco Town Council amend the fisc
[35:04] year 2026 approved budget to authorize
[35:08] an appropriation of up to $800,000 to be
[35:11] used solely to repair the roof and HVAC
[35:15] system at the historic andok school to
[35:18] be accompanied by revision of the lease
[35:21] to change the rent the school pays
[35:24] simultaneously with HRSD. D related
[35:28] lease amendments
[35:29] >> page is that sir
[35:31] >> it's 27 with some written in parts that
[35:35] I will yeah give
[35:36] >> because that is not what's in our packet
[35:38] >> a couple things in here.
[35:40] >> Yeah. So the the the addition is
[35:44] the the that it would be accompanied by
[35:48] a lease amendment for increased rent
[35:54] which goes along with the fact that we
[35:56] already have to change the lease because
[35:59] of HRSD
[36:06] and as noted in accordance with section
[36:09] 15.2-2507
[36:12] of the Code of Virginia. This budget
[36:15] adjustment exceeds 1% of total budgeted
[36:18] expenditures and a public hearing was
[36:20] duly advertised and held on September
[36:23] 22nd, 2025.
[36:26] If we adopt this motion, it would
[36:28] constitute the town council's formal
[36:30] approval of the budget amendment.
[36:33] >> Okay. Um discussion on this
[36:37] go around, Lisa. Uh, I just feel like if
[36:40] we don't do this now, we're it's going
[36:42] to be an even even larger expense later.
[36:45] It is our property. We are required to
[36:48] maintain our property just like we want
[36:49] people to maintain their properties in
[36:51] town. Um, and I do I I am I am for this
[36:54] to make sure that our building doesn't
[36:56] fall into disrepair.
[36:59] >> Joan,
[37:00] >> well, I have a little bit more to say.
[37:02] >> That's fine.
[37:03] >> Can everybody hear me? Okay.
[37:06] >> Good. Um, I want to make it clear. First
[37:08] of all, I support maintaining the
[37:11] town-owned property of an Anco High
[37:13] School, but the expertise to fund the
[37:16] repairs is not here. Council without
[37:20] disscent directed the town manager to
[37:23] obtain an engineering mechanical study
[37:26] of the high school. It was not obtained.
[37:29] Instead, what we do have is a bid from a
[37:33] roofing contractor, a bid from an HVAC
[37:37] contractor, and a real estate developer.
[37:40] It is important to note this process
[37:44] does not follow the guidelines of our
[37:47] procurement policy.
[37:50] Let's put it this way. You're a
[37:52] landlord.
[37:54] Your renter comes to you and hands you
[37:56] two estimates for repairs.
[38:00] You would not tell the renter to hire
[38:02] his contractors and then write the
[38:04] renter a check. I think not. I would not
[38:09] and I think you would not either. It is
[38:12] not good business practice and does not
[38:14] follow and this is very important. It
[38:18] does not follow the council adopted
[38:21] procurement policy which states we must
[38:24] receive three bids and council must
[38:26] approve the bids.
[38:29] Splits are intensive maintenance. Each
[38:32] unit every year must be serviced. The
[38:35] taxpayers will bear the expenses of
[38:37] yearly maintenance for each split unit.
[38:41] This is not a sound financial decision
[38:44] but an emotional decision.
[38:47] We must fulfill our fidiciary
[38:49] responsibility and practice due
[38:52] diligence. I have some questions.
[38:55] It is difficult to proceed without a
[38:58] budget from the school. I was told it
[39:00] was on their website, but I have not
[39:03] been able to access it. How can we
[39:06] proceed without a clue as to financial
[39:09] viability? I was given this tonight by
[39:12] Cindy. I did not receive this in my
[39:15] email. Was it sent to my personal email
[39:18] town?
[39:20] Well, looking at this budget, and this
[39:23] is the first time I've had my eyes on it
[39:24] ever, um, your net income for the 2025
[39:29] budget was 28,300
[39:33] 92925
[39:35] 89 9,000
[39:37] projected end of year 19,000.
[39:42] Again, the question is
[39:45] financial viability.
[39:47] The idle funds and those idle funds have
[39:50] come from HRSD surplus were in the
[39:53] budget last year, but still taxes were
[39:56] increased in all areas except real
[39:58] property. My question is why? The public
[40:01] hearing for HOS at that hearing, eight
[40:04] residents of this town spoke. 25% were
[40:08] in favor of giving the school the
[40:10] $800,000.
[40:12] 75% who spoke were opposed. The people
[40:16] of Anco have spoken. Where is the
[40:19] community support for this $800,000?
[40:22] Or is that support coming from this
[40:24] council?
[40:26] Our attorney, Eric Gregory, stated there
[40:30] is no fidiciary relationship between the
[40:33] town and the school, no partnership
[40:36] created, no joint venture.
[40:39] The lease is specific about FOS role and
[40:42] responsibility.
[40:44] How can we proceed without a lease?
[40:48] Without a president of the board of FOS
[40:51] as the last two presidents have
[40:53] resigned.
[40:55] My suggestion is
[40:59] as our current town manager will be
[41:01] resigning, we will be in the process of
[41:03] hiring a new town manager. I propose we
[41:07] propospone this motion until we complete
[41:10] the hiring process and have fresh eyes
[41:14] on the proposal.
[41:16] That new town manager may also bring
[41:18] fresh ideas as to funding streams. Much
[41:21] to our surprise, let's hope they do.
[41:23] Thank you. Lisa, I have a copy of this
[41:27] to be entered into the record. Debbie,
[41:31] » I think we've all listened to a lot of
[41:33] discussions over the
[41:35] >> Debbie.
[41:36] >> Um, last I don't know year, two years. I
[41:41] lose track of time.
[41:42] >> 2020.
[41:43] >> Oh,
[41:44] 2020. We've heard all the difficulties
[41:47] of trying to get engineering studies, of
[41:49] trying to afford engineering studies, of
[41:53] trying to get estimates, of people
[41:55] backing out because quite frankly, we
[41:57] were pretty indecisive about the whole
[41:59] process. Um, and so I think it comes
[42:03] down to a decision of do we want the
[42:06] school to continue functioning or not?
[42:09] And the expedient thing to do is to make
[42:13] the repairs as best we can and move on
[42:17] and continue the good things that the
[42:19] school's providing to the community. Um,
[42:22] I personally support the school and have
[42:25] always I've not made any, you know,
[42:28] bones about my particular stance on
[42:30] this. I think as a small town, we've
[42:32] done the best we could. We're not
[42:35] perfect by any means, but we've kind of
[42:37] struggled through this process, listened
[42:39] to many different voices. Um,
[42:42] you have to understand that only a few
[42:44] people come to our council meetings.
[42:47] They tend to be pretty much the same
[42:49] people meeting after meeting saying
[42:51] pretty much the same things over and
[42:53] over, frequently on the same topics.
[42:57] There are also the 1,200 people out
[43:00] there that don't come to the meetings
[43:02] ever and we have to try to anticipate
[43:06] what their opinions might be. We know
[43:09] the usage of the school and the as I
[43:11] said the good programs that they support
[43:14] and do for the community and so for
[43:16] those reasons I'm support doing the
[43:18] repairs.
[43:22] Um, I'm
[43:24] I I think uh just want to correct a
[43:26] couple things. One, uh, the school has a president. Uh, Rick King is here. The
[43:31] new president of the
[43:32] >> Oh, he's our new president.
[43:33] >> Yeah. Yeah. Yeah.
[43:34] >> And it's not on the website yet.
[43:36] >> Yeah. Right. Right. Uh, secondly, I we
[43:40] can't we we can't violate the
[43:41] procurement policy of the town. Uh,
[43:44] we're not giving the money to the
[43:45] school. We're going to do these repairs
[43:46] ourselves. We will have to go through
[43:48] the procurement process. we will have to
[43:49] advertise get three bids back right back
[43:53] like any project would be done for the
[43:54] town. So we're not we're not handing
[43:56] them the money and let them do with the
[43:58] two bids they have. Those two bids might
[43:59] be the might be the ones that get it,
[44:01] but we're going to go back through the
[44:02] procurement process. And my
[44:04] recommendation would be to hire some
[44:06] kind of person, you know, a project
[44:08] manager to look it over, you know, you
[44:11] know, licensed engineer to look at it,
[44:12] make sure that, you know, things are
[44:13] going right. But we're not going to
[44:15] violate the town procurement policy.
[44:17] that would be against our policy. So, uh
[44:20] that that's just the two things I I have
[44:22] if if we if you proceed with this. Yeah.
[44:24] Okay. Uh go ahead.
[44:27] I don't think it's a surprise to know
[44:29] that I'm in favor of this. The school
[44:32] building has been worked on ever since
[44:37] the lease was granted. There has been a
[44:39] lot of improvement done.
[44:41] These things are beyond the capacity of
[44:44] the friends of a Nancock school to fund
[44:47] and they are necessary to keep the
[44:49] building viable.
[44:51] I don't want us to
[44:55] neglect our building into unusability
[45:00] and I think this is the way forward that
[45:02] as Cindy said we have been struggling
[45:06] towards for years.
[45:09] I think I think it's time and I think
[45:12] it's necessary. Thank you.
[45:15] >> Ashley, are you up there?
[45:17] >> He's back on mute.
[45:26] » Uh, can you hear us, Ashley? Or
[45:28] >> he's trying
[45:40] Can you unmute him?
[46:02] » It's calling. So, is it that Ashley
[46:04] needs to unmute himself or that you need
[46:06] to unmute him from here?
[46:09] >> Well, I can't Can you He must have heard
[46:11] me. He's not must not be hearing us.
[46:16] Yeah. Well, Omar, why don't you go ahead
[46:18] while we're trying to get him? Can you
[46:20] text him, please, and see what you can
[46:21] find or call him?
[46:23] [sighs] Good evening, everybody.
[46:26] Um, this merrygoround has been going
[46:30] around for several years before I even
[46:33] got here. Um, since I've been here, you
[46:36] know, we've been talking about the
[46:38] school and this money for the school for
[46:40] the repairs, you know, like I said
[46:42] repeatedly, blah blah blah blah blah.
[46:45] I walk through the streets of a Nancock
[46:48] every day. Um, pretty much stopping at
[46:51] every house and I talk to
[46:57] I can't say everyone, but I talk to
[46:59] quite a few people
[47:02] almost seems like every day something
[47:03] about the school. Um,
[47:08] I get a lot of mixed emotions from the
[47:13] town people. U a majority of the people
[47:16] that I talk to are against the um monies
[47:21] for the school. Um
[47:24] the ones that are for the school speak
[47:27] about it very passionate.
[47:30] I myself I am for
[47:35] keeping the school as you would say for
[47:38] another part of saying alive.
[47:40] um doing the repairs and you know
[47:42] keeping the school going because me and
[47:44] my sons we frequent the school every now
[47:46] and then. Um like I said I walk past
[47:49] there every day. Some days it's empty,
[47:52] some days it's full. Some nights we
[47:53] might ride by there. Same thing. Some
[47:55] days it's full, sometimes it's empty.
[47:59] I think that,
[48:02] you know, like I said, I'm not against
[48:04] um doing the repairs for the school,
[48:08] but I just kind of wanted to make sure
[48:10] that the
[48:13] all the monies wasn't just,
[48:17] you know, it seemed like everything was
[48:18] about the school, about the school, Other parts of the
[48:20] town were kind of getting left out as I
[48:23] feel. Um, thank you for your
[48:26] presentation and all of the stuff that
[48:28] you're, you know, proposing.
[48:30] Um, not saying that, you know, this is
[48:33] going to make or break my decision or
[48:34] whatever the case is, but I do think
[48:37] that as far as
[48:40] that amount of money, I would like to
[48:42] also see the new lease with the new
[48:45] amendments
[48:47] where
[48:48] when people town people found out and
[48:51] heard that, oh, the school only pays a
[48:53] dollar and you know, sometimes I think
[48:55] some there's a lot of miscommunication
[48:57] with some people when the communication
[49:01] or the uh info is put out there
[49:07] seems like they only get like a piece of
[49:08] it. People only going to hear what they
[49:10] want to hear. Oh, they only pay a dollar
[49:12] and the rent is only but this much for
[49:14] the people that's there. Well, how come
[49:15] they get so much money? Why give them so
[49:16] much money? Blah blah blah blah. know it
[49:19] gets so I think some communication some
[49:22] better communication needs to be done to
[49:25] help some of the people in the town to
[49:27] understand you know not just the
[49:29] importance or like you say the um um
[49:32] what you say the emotional feel for it
[49:36] you know um
[49:40] with that being said and listening to
[49:42] all the people in the streets and the
[49:45] people that come here and support and my
[49:48] council members. Um, like I said, me
[49:51] just kind of still trying to suck all
[49:53] this stuff in. You know, I don't want to
[49:57] see the school, the building become um,
[50:01] as you say, vacant or, you know, just an
[50:04] empty building.
[50:09] I but I still think that, you know, we
[50:11] should still do do the repairs, but
[50:16] why do we have to do all the repairs?
[50:18] Boom, boom, boom, boom, boom. You know,
[50:20] all right, together at the same time.
[50:22] Um,
[50:25] I don't know. I I just I just don't
[50:27] know. I just I I'm not I'm not saying we
[50:30] should um wait because I'm tired of
[50:32] waiting. I just want to close this book
[50:34] and let's move on. But, you know, like I
[50:37] said, I'm not against the school. Um, I
[50:40] would just like to see the new lease.
[50:43] Um,
[50:44] >> yeah,
[50:45] >> we need, like I said, but I do want the
[50:47] school to be repaired, but I just didn't
[50:48] want to make it seem as though all the
[50:52] reserve money or whatever is going to
[50:54] the school and other places in the town,
[50:57] you know, um,
[50:59] slack off or, you know, get looked over.
[51:02] you know, is I just want to make sure
[51:05] that this is fair to the entire town
[51:07] because
[51:09] when the majority of people who I talk
[51:11] to, you know, some of the things the
[51:13] first things they say is I don't even go
[51:14] to the school. I don't even use the
[51:15] school. I don't care about the school. I
[51:17] mean, it's not that they don't care, but
[51:18] it's like it it doesn't do anything for
[51:20] me. You know, you get those people and
[51:22] then that's the majority of the people,
[51:25] but that's what the town is saying, you
[51:28] know. But me personally, like I said, I
[51:30] think we should fix the school. But
[51:34] um just as long as the rest of the town
[51:38] is treated fairly where it can help the
[51:41] masses in a sense.
[51:44] Um that's it. That's all I got to say.
[51:48] about
[51:50] it.
[51:50] >> Omar, I think you had two very important
[51:52] points. One is why do we have to take on
[51:55] the entire $800,000?
[51:57] Let's do a project. I think it was asked
[52:00] at the last meeting which is the most
[52:02] important project and I think it was
[52:04] said the roof. So let's do the roof and
[52:06] see how it goes and we'll take it from
[52:08] there because unfortunately the town has
[52:10] a real reputation and past record of uh
[52:13] budgeting 50,000 and coming in at 1.5 or
[52:16] more. So let's let's take this one step
[52:19] at a time. And then I also totally agree
[52:21] with you. Let's see the lease. you know,
[52:24] the lease is sort of being written as we
[52:27] go. Let's see the lease and then we'll
[52:30] know what to do. That's all I have to
[52:32] say.
[52:34] >> May I?
[52:34] >> Yeah, sir.
[52:36] >> Um, there we do have engineering
[52:38] studies. They're not in the last couple
[52:40] of years, but there have been serious
[52:42] studies done of the building, and
[52:45] there's been a lot of work done since
[52:47] those were done. Um
[52:50] the the roof is crucial there. With this
[52:57] last massive rain, there were some
[52:59] issues. We're addressing those with
[53:02] additional gutters and some other
[53:05] work. But the bigger work of the roof is
[53:08] necessary to protect the building as a
[53:11] whole and avoid further damage of
[53:15] contents and and the rest of damage of
[53:17] the rest of the structure.
[53:20] The HVAC is necessary because if the
[53:24] boiler when the boiler rusts through the
[53:27] bottom, the building will not be usable
[53:30] in the winter.
[53:32] The building the boiler was put in when
[53:35] the building was built
[53:38] and nobody knows. There's no way to know
[53:42] how much of that bottom
[53:45] wall remains.
[53:48] We made it through last winter.
[53:53] We don't know, but we can't keep putting
[53:57] it off. Um,
[54:00] and as far as people who use or don't
[54:02] use the school,
[54:05] I don't have a dog and I don't use the
[54:07] dog park.
[54:09] But the dog park is a good thing to me
[54:12] because people who have dogs and take
[54:14] them to the dog park enjoy it and that
[54:17] makes the life of the town stronger.
[54:20] Having the playground, having the disc
[54:22] golf, having the performance venue,
[54:25] having the meeting sites and the artisan
[54:28] studios
[54:31] enhances the town as a whole.
[54:35] Having
[54:37] a dead building that nobody can use
[54:41] that's falling apart will be a drag on
[54:45] the town as a whole. So
[54:49] for those reasons, I feel we need to
[54:52] move forward and we need to do it now
[54:55] before the boiler goes and before the
[54:57] roof goes.
[55:01] » Okay. Any other discussion? We're going
[55:02] to this is going to come back up at
[55:04] action. So All right.
[55:08] >> Oh, Ashley, is he please?
[55:18] That's what I was going to do.
[55:20] >> He's not answering. Yeah. Okay. All
[55:22] right. Uh Okay. Um next, this we're
[55:25] coming back to this in council action,
[55:26] but next item is the council discussion
[55:28] at Queen Street Design. And I think
[55:30] we're just um we've got some
[55:32] >> I gave everybody a large copy of the
[55:36] most recent plan that uh was presented
[55:39] to the
[55:41] >> excuse me the adjacent land owners.
[55:43] >> Can we put it up on the screen?
[55:45] >> I don't know.
[55:46] >> No.
[55:47] >> Do you have a copy to put up on the
[55:49] screen?
[55:49] >> I don't have a copy.
[55:54] » It It doesn't transfer too well to the
[55:56] screen.
[55:57] >> Yeah, it doesn't. Um, this the latest
[56:00] plan retains the two-way access from
[56:03] Market Street. Um, the parking is a bit
[56:07] uh tight in there. So, I think we might
[56:09] need to address some of that. There are
[56:12] some minor tweaks that need to be done.
[56:15] Um, and I gave everyone in their email
[56:18] copies of the comments that the adjacent
[56:21] land owners had made. Um, their
[56:24] discussions. I think Scott Chandler
[56:26] specifically asked for some ballards up
[56:28] at up next to his building so that
[56:31] hopefully nobody had run into the wall
[56:33] of his building. Um, and then some
[56:37] questions that I had had emailed to
[56:39] Psalm Engineering about the base layers
[56:42] to the parking lot and their responses
[56:44] to that.
[56:46] Um,
[56:48] so I mean I think I think we're pretty
[56:51] close to it. I don't know how Matt feels
[56:53] about it, but I think with some minor
[56:56] adjustments, we're probably getting
[56:58] pretty close to being ready to
[57:02] >> No. No.
[57:04] >> What?
[57:04] >> Oh, yeah. Um, there is a grant that Matt
[57:07] applied for for $550,000
[57:11] [clears throat] and the last time he
[57:14] mentioned it, he said he thought we'd
[57:15] know in a couple of months whether we
[57:17] got that. It's very competitive. He's
[57:20] doubtful that we will get it, but since
[57:22] it's just a couple of months away, it
[57:24] seems to make sense to wait and um see
[57:27] if we get that because then we could do
[57:29] a much more expansive job than we're
[57:32] able to do with our existing funding.
[57:35] So, with that in mind, we're going to
[57:37] wait to hear from that grant and then
[57:40] proceed based on whether we get it or
[57:42] not.
[57:46] So if you have any comments just get up
[57:48] talk to Cindy if you have any specific
[57:50] comments about the plans. There's
[57:51] probably nobody
[57:54] I don't think we need to go into this
[57:55] detail right now but we
[57:58] sure yeah yeah
[58:05] we're going to do that.
[58:09] No thanks.
[58:15] » Discuss it privately. The farmers market
[58:18] lease. Should we resend the lease?
[58:20] Probably.
[58:20] >> Oh, yeah. Yeah, we need Yeah, they need
[58:22] Yeah, we need to
[58:24] >> Well, yeah. Let me I'll ask the attorney
[58:27] we should do about that. Yeah. Okay. How
[58:29] to reward that? You're right. We need
[58:30] They need to
[58:31] >> Yeah, because we have a lease currently
[58:33] in here, the farmers market,
[58:36] >> right? And since those plans have
[58:38] changed, I think it needs to reflect in
[58:40] the record that
[58:41] >> right
[58:41] >> it will no longer be
[58:44] >> you're absolutely right. I'll I'll I'll
[58:45] get the I'll talk to the farmers market
[58:47] committee and talk to the attorney about
[58:48] how they how they want to do that. Yeah.
[58:50] Okay. All right. Uh so the the Queen
[58:53] Streets is still still in the progress.
[58:56] So if anybody wants to look at the plans
[58:57] are here in the town hall, you're
[58:58] welcome to look at them. U
[59:01] >> how's the uh stakeholders? Cindy, I
[59:03] haven't seen an email yet. positive
[59:06] comments.
[59:07] >> Yeah, they we had a meeting concerns.
[59:09] >> They they gave us their thoughts. Yeah,
[59:10] >> there were a few concerns. The deaines
[59:13] remain concerned about the drainage. Um
[59:17] there are some rain gardens in in the
[59:19] plans that are supposed to ameliate the
[59:22] drainage and also when the Lilon
[59:25] property um drainage is connected to the
[59:28] town drainage that should help we think
[59:31] with
[59:32] >> I thought that was already done. I don't
[59:34] believe it has been done yet.
[59:37] >> Oh, really? I don't know. She didn't
[59:39] mention when it would occur.
[59:40] >> What now?
[59:41] >> I thought Ann Kyle was saying something
[59:42] to me about connecting to the drainage.
[59:44] >> Well, they're going to eventually, but
[59:45] it hasn't happened yet.
[59:46] >> Yeah. Yeah, but I I thought it sounded
[59:47] like it was going to be sooner rather
[59:48] than later, but
[59:50] >> she didn't give us an estimated date at
[59:53] the meeting.
[59:54] Um,
[59:57] all I can think of that some of this
[59:59] stuff is uh just kind of concerns about
[1:00:03] the plan and whether it's the best we
[1:00:04] can do, but given the amount of money we
[1:00:06] have to spend, it may very well be the
[1:00:08] best we can do.
[1:00:09] >> What will the surface be?
[1:00:11] >> Pavement,
[1:00:12] >> asphalt,
[1:00:15] I have do have question about the section between the theater and the
[1:00:22] print the Rosland and the print cottage.
[1:00:25] >> Um
[1:00:27] I'm not clear on what the nota notation
[1:00:30] of the TYP.
[1:00:32] >> It's a there's a rightaway through
[1:00:33] there. There's a rightaway from the uh
[1:00:36] >> it looks like a a parking space size.
[1:00:39] >> Can can we can we get up Can we talk
[1:00:41] about that section? Yeah.
[1:00:44] Doesn't know what you're talking about.
[1:00:45] Yeah.
[1:00:46] >> My [clears throat]
[1:00:47] my bigger question is how firm is the two-way
[1:00:54] um decision about the east end of Queen
[1:00:58] Street.
[1:00:59] >> I think it's it's firm. We may have to
[1:01:02] lose see the 19 ft between parking
[1:01:05] spaces. That's tight.
[1:01:07] >> Okay.
[1:01:08] >> That's probably not good.
[1:01:10] >> Okay. So, we might have to, in my mind,
[1:01:14] eliminate some of those spots that are
[1:01:16] parallel to the um Goat House. Matt's
[1:01:19] nodding. He's agreeing.
[1:01:21] >> I think the the stakeholders were almost
[1:01:23] 100% in favor of two-way traffic.
[1:01:25] Correct. Am I correct?
[1:01:26] >> Yes.
[1:01:26] >> Yeah. Correct. Yeah. They were they
[1:01:27] didn't want to fayway traffic. And right
[1:01:31] now, there's only a little less than 20.
[1:01:33] >> So, we're going to need to remove the 10
[1:01:35] foot spots that are on the east side of
[1:01:37] the of the drive.
[1:01:39] >> Yes.
[1:01:40] Thank you.
[1:01:42] Right. Any um like I said, this is still
[1:01:44] my pl in action. If you have any
[1:01:46] specific questions, u you know, talk to
[1:01:49] Cindy or you know,
[1:01:51] Matt won't be around, but we can talk to
[1:01:53] somebody about it.
[1:01:54] >> Thank you for all your work.
[1:01:55] >> Yeah. Yeah, it's still
[1:01:57] >> it's still ongoing.
[1:01:59] >> I'm I'm just doing comments.
[1:02:01] >> All right. Uh the next item for council
[1:02:03] discussion is changing the time of the
[1:02:04] town council meeting. Uh are we going to
[1:02:08] action act? We can act on this. I mean,
[1:02:10] >> yeah, I say I.
[1:02:12] >> Yes. So, do we have a
[1:02:13] >> a motion?
[1:02:14] >> Yeah. Can we have uh can we have a
[1:02:15] motion to about this? U
[1:02:18] >> I move that we meet at six o'clock
[1:02:20] instead of 7 o'clock.
[1:02:21] >> I second.
[1:02:23] >> Uh what when's the when is that
[1:02:25] implemented?
[1:02:26] >> Next month.
[1:02:28] >> Do we have a time to
[1:02:29] >> till January? I don't know. It looks
[1:02:32] like
[1:02:34] >> we got Ashley. Ashley, can you hear us?
[1:02:37] Yes, I can.
[1:02:38] >> Okay.
[1:02:40] >> Um,
[1:02:41] >> so we have a motion on the floor.
[1:02:43] >> So, to to amend the time to What time is
[1:02:45] that? So, can you tell when it's going
[1:02:47] to take effect? Add that to the motion?
[1:02:50] >> Um,
[1:02:52] >> who made the motion?
[1:02:53] >> Cindy.
[1:02:53] >> Me.
[1:02:54] >> Okay.
[1:02:55] >> Don't wait. Just do it.
[1:02:57] >> Okay.
[1:02:57] >> Well, my only hesitation is we have
[1:02:59] notice the whole year out front at
[1:03:01] seven. So, while I would love for it to
[1:03:03] be November, maybe it needs to be
[1:03:04] January.
[1:03:05] >> So, when it might be clear if we made it
[1:03:07] January.
[1:03:08] >> Yeah, I think that we we wouldn't have
[1:03:10] to put out a a press, you know, we
[1:03:11] wouldn't have to do anything. Would save
[1:03:12] some money. All right. So, so your
[1:03:15] motion is to starting January 1.
[1:03:17] >> All right. And we we'll adopt our
[1:03:19] calendar in in December anyway. Correct.
[1:03:21] >> Right. So, we can Yeah. All right. So,
[1:03:22] we have a motion to change the time to
[1:03:25] six o'clock. Um, we have a second. Uh,
[1:03:27] all in favor?
[1:03:28] >> No, that's what I did. I
[1:03:30] >> I
[1:03:33] >> Okay, we have five at five to one,
[1:03:35] right?
[1:03:36] >> I Okay. All right. All right. Thank you.
[1:03:40] Uh All right. A council action. Okay.
[1:03:42] We're back on a motion to uh amend the
[1:03:44] fiscal 2026 uh approved budget to allow
[1:03:47] for an expenditure for the school. Uh
[1:03:50] Sarah, you want to make a motion now?
[1:03:55] I move that the Enkok Town Council amend
[1:03:58] the fisc year 2026 approved budget to
[1:04:02] authorize an appropriation of up to
[1:04:04] $800,000
[1:04:06] to be used solely to repair the roof and
[1:04:09] HVAC system at the historic andok school
[1:04:13] to be accompanied by revision of the
[1:04:15] lease to change the rent the school pays
[1:04:18] simultaneous with HRSD related lease
[1:04:22] amendments.
[1:04:23] Do I need to read the part about the
[1:04:25] code?
[1:04:26] >> No, but you need to read that second
[1:04:28] part that we don't have again, please. A
[1:04:29] little slower.
[1:04:30] >> To be accompanied by
[1:04:36] » revision of the lease
[1:04:40] to change the rent the school pays.
[1:04:51] Okay.
[1:04:52] >> Sim simultaneous with HRSD related lease
[1:04:56] amendments.
[1:05:03] » Okay. Do we have a second?
[1:05:05] >> Second.
[1:05:06] >> Okay. Um if we redo the lease, we have
[1:05:09] we will have to have public hearing,
[1:05:10] correct? On the lease?
[1:05:11] >> Yes.
[1:05:11] That that will come out.
[1:05:14] >> Any rental. We'll have public hearing
[1:05:15] about the details of the lease. I have a
[1:05:17] second on the motion. uh further
[1:05:18] discussion or talk us to that.
[1:05:21] >> So that includes the addition that was
[1:05:23] just made tonight, the motion.
[1:05:24] >> Yes. Yes.
[1:05:27] >> Ashley, did you have anything you wanted
[1:05:29] to say when we were talking earlier?
[1:05:35] » No.
[1:05:35] >> Uh no, ma'am.
[1:05:37] >> Okay. All right. Motion on the floor. U
[1:05:40] >> discussion.
[1:05:41] >> Sarah, we don't know what the lease
[1:05:44] says. How can we say that we're going to
[1:05:48] accompany the lease with this
[1:05:50] >> with revisions to the lease?
[1:05:53] >> It's up to us to the lease.
[1:05:55] >> Going to do that.
[1:05:57] >> This is the caveat to the money.
[1:06:00] >> So the first part of the motion is
[1:06:02] invalid until we have the lease.
[1:06:06] >> That's probably probably correct. Yeah.
[1:06:08] >> Yeah.
[1:06:09] Until we have a lease,
[1:06:11] >> right?
[1:06:12] >> We go through the procurement process
[1:06:13] anyway. Yeah, it's going to take months.
[1:06:15] >> It's going to take a while.
[1:06:16] >> Yeah.
[1:06:17] >> I just think we should wait till we have
[1:06:18] a lease.
[1:06:22] » How can we approve this without the
[1:06:24] lease?
[1:06:24] >> In previous discussions, uh I believe
[1:06:27] they presented a lease amount of 1,200 a
[1:06:30] month as their recommendation.
[1:06:33] >> Yeah. Until we have a written lease
[1:06:36] approved by council, by this body, how
[1:06:40] can we possibly say this is what we're
[1:06:43] going to do?
[1:06:44] >> Well, we could take that piece out and
[1:06:45] just go ahead and fund
[1:06:47] >> the repairs if that's what you'd like,
[1:06:49] Joy.
[1:06:51] >> I think we just need to wait and do it
[1:06:52] all at once, but
[1:06:54] >> it's probably not going to happen.
[1:06:55] >> We've we've waited and waited and
[1:06:57] waited.
[1:06:58] >> We have a motion on the floor. Oh, so do
[1:07:00] you are you want
[1:07:01] >> but she has a motion that includes all
[1:07:02] this extraneous stuff that's there.
[1:07:05] >> Well, I'll Okay, I'll revise the motion
[1:07:08] to be what was printed,
[1:07:11] which is that the Nancock Town Council
[1:07:14] amend the budget to authorize an
[1:07:17] appropriation of up to 800,000 to be
[1:07:19] used solely to repair the roof and HVA
[1:07:22] system at the H at the historic and
[1:07:24] Hancock school.
[1:07:25] >> Second.
[1:07:26] >> All right. Discussion on that.
[1:07:28] Okay. All right. I think can call a roll
[1:07:31] call vote, please.
[1:07:36] » Council member Figgy,
[1:07:37] >> I.
[1:07:39] >> Council member Grub was complicated for
[1:07:42] the
[1:07:46] » Council Member Holddron.
[1:07:47] >> Hi,
[1:07:49] >> Council Member Marino.
[1:07:51] >> No, I do not see the community support
[1:07:53] for it.
[1:07:54] >> Council member Knock,
[1:07:55] >> I. Council member Pettit.
[1:07:59] >> Bye.
[1:08:00] >> Okay. All right. Carries five to one.
[1:08:02] Thank you.
[1:08:04] All right. We need to uh uh I'll I'll
[1:08:08] get up with Matt.
[1:08:10] He'll even So, uh it'll be up to the new
[1:08:13] town manager to do this. Our interim
[1:08:15] town manager. All right. Okay. Uh
[1:08:17] committee reports. Uh planning
[1:08:19] commission Cindy Holddron.
[1:08:23] I see if I
[1:08:25] remember to bring those notes. Okay.
[1:08:28] Uh we did meet earlier this month
[1:08:32] at the the on October 6th and heard
[1:08:35] presentations from the tree board
[1:08:37] waterfront committee and the no spray
[1:08:40] group for mosquitoes. Um all of those
[1:08:43] presentations were very informative and
[1:08:45] helpful in our talking about the um
[1:08:48] comprehensive plan that we're working
[1:08:50] on.
[1:08:51] Um we had public comment uh regard
[1:08:55] regarding the reszoning application for
[1:08:57] the um Eller property and we um
[1:09:04] >> let's see we decided to deny that
[1:09:08] application for reszoning. Uh it was a
[1:09:11] very comp very detailed motion that Jim
[1:09:14] McGawan had had crafted if all of the
[1:09:17] reasons that we had um decided to do
[1:09:20] that. But basically it was because the
[1:09:23] existing zoning for R2 would have
[1:09:26] allowed many more units um than in the
[1:09:30] proposal and we were concerned about the
[1:09:33] size of the proposal. So agreeing to
[1:09:35] many more units than that didn't make a
[1:09:37] whole lot of sense. We need to develop
[1:09:40] new zoning ordinances and recommend them
[1:09:43] to the town council uh for adoption that
[1:09:47] would enable us to limit what is done in
[1:09:51] that area and basically get it to
[1:09:53] conform to more of the vision we have
[1:09:55] for the town.
[1:09:58] Let's see then we talked again about
[1:10:01] data collection and assessment for the
[1:10:03] comprehensive plan and worked on that.
[1:10:06] Uh most importantly, I need to remind
[1:10:08] you that there will be a public meeting
[1:10:10] to talk about um what the town members
[1:10:14] uh vision for the future is that we can
[1:10:18] uh use in writing the comprehensive
[1:10:20] plan. That'll take place on November 3rd
[1:10:24] um at let's see 6:00 to 8:00 p.m. and
[1:10:28] it'll occur in the um Old Food City
[1:10:33] Shopping Center. Nobody's going to know
[1:10:34] where that
[1:10:34] >> is.
[1:10:35] >> Meatland.
[1:10:38] >> No, you're we were too far.
[1:10:41] >> You mean where the hospice store?
[1:10:42] >> Yes, theospice is I can't think the name
[1:10:44] of this paint center.
[1:10:46] >> Peninsula center.
[1:10:49] >> What's it like?
[1:10:50] >> Dialysis
[1:10:51] >> 65.
[1:10:51] >> Yeah, Mark.
[1:10:53] >> It's on the scroll on the website.
[1:10:55] >> Yeah, it's on the website. Uh I think a
[1:10:58] manager's minute went out about it. So,
[1:11:01] uh, if anybody has any questions, please
[1:11:03] call the town council, uh, or the town
[1:11:05] office and they'll tell you the exact
[1:11:07] location.
[1:11:09] Um, that's about it.
[1:11:10] >> Public hearing for this
[1:11:13] public hearing is next month for this
[1:11:15] thing.
[1:11:15] >> Okay. Fletcher wanted me to add that the
[1:11:18] public hearing for the that reszoning of
[1:11:20] the Eller property is going to be next
[1:11:22] month for the town council.
[1:11:25] >> It's not withdrawn his application.
[1:11:27] >> Oh, that's news. Okay. But there was
[1:11:30] more to that.
[1:11:31] >> I never saw it.
[1:11:32] >> There was more to that. Huh?
[1:11:34] >> Remember I told you he's gonna he's
[1:11:36] withdrawn his application. He's going to
[1:11:37] draw and submit an as uh
[1:11:40] >> by right plan.
[1:11:41] >> Yeah, but I I didn't think he'd withdraw
[1:11:43] the original
[1:11:46] >> You're right. I'm okay. All right. Well,
[1:11:48] I'm I'm saying I didn't read I didn't
[1:11:50] read the second part. I did.
[1:11:51] >> What does a buy right plan mean?
[1:11:53] >> Policy zoning as it's written today.
[1:11:55] >> And the zoning as it's written today is
[1:11:58] B2. Me, too. Yeah. Yeah.
[1:12:01] >> So, he would put in businesses.
[1:12:03] >> Residence is upstairs, I would imagine.
[1:12:05] >> Yeah.
[1:12:07] >> Is there anything else you can tell us
[1:12:08] about or is that pretty much
[1:12:10] >> I haven't seen any plans yet?
[1:12:12] >> Have to wait to see what his plan is.
[1:12:13] Yeah. Yeah. Look, read the B2 zoning.
[1:12:16] There's lot. Yeah.
[1:12:17] >> A lot in there.
[1:12:18] Yeah.
[1:12:19] >> That's B2 zoning for the town or B2.
[1:12:22] >> This is This is town property. Yeah.
[1:12:24] Right.
[1:12:24] >> Yeah. All right. Okay. Planning
[1:12:27] Commission. Uh EDA Lisa,
[1:12:29] >> we didn't meet we don't meet again till
[1:12:31] December 2nd.
[1:12:33] >> Then okay. Uh Nancock Main Street.
[1:12:39] >> Uh Onanco Main Street received a $5,000
[1:12:42] micro business marketing and leveraging
[1:12:44] program grant from the Virginia Tourism
[1:12:46] Corporation. This program helps small
[1:12:49] tourism related communities like ours to
[1:12:51] boost marketing efforts during the
[1:12:52] shoulder season which is May September
[1:12:55] to May. Uh the funding will support a
[1:12:57] new billboard, social media marketing,
[1:13:00] digital banners, radio, and newspaper
[1:13:02] ads, all promoting Oncock as a
[1:13:05] year-round destination.
[1:13:07] We uh I attended with our program
[1:13:09] manager the fundraising AI um workshop
[1:13:13] that was held at the at uh ESCC. It was
[1:13:16] put on by uh ESBA tourism,
[1:13:20] um the Community Foundation, and United
[1:13:22] Way of the Eastern Shore. um a a
[1:13:26] gentleman named Patrick Kirby who is the
[1:13:28] founder of Dog Good Better Consulting
[1:13:30] was the speaker. It was an interactive
[1:13:32] workshop that showed how nonprofits can
[1:13:34] use AI uh in their grant writing and
[1:13:37] fundraising efforts.
[1:13:39] >> Um and a big thank you to everyone who
[1:13:41] worked on getting the Halloween
[1:13:42] festivities together this this past
[1:13:45] weekend. Uh it was a great collaboration
[1:13:47] and it was quite the thrilling weekend
[1:13:49] in Ankco uh Ananccock Main Street helped
[1:13:52] with the um spooky effects by collecting
[1:13:55] spooky it wasn't spooky it was what was
[1:13:57] it spooky specials I think is what we
[1:13:59] landed on um so that we could highlight
[1:14:02] not only alcoholic specials but like
[1:14:04] corner bakery specials and the coffee
[1:14:05] shop specials that were centered around
[1:14:07] Halloween. Um and then we also did some
[1:14:10] promotions on our social media website
[1:14:13] on on behalf of the whole weekend's
[1:14:14] events. Um on Nanok Main Street also
[1:14:18] recently finished the last installment
[1:14:21] of a of a mural/mosaic
[1:14:23] uh which is downtown. Uh it's called
[1:14:26] Creek View. Is that correct? It is on 38
[1:14:29] Market Street on the bathroom side of
[1:14:31] the building. So it's on the walkway
[1:14:33] between Corner Bakery and the new
[1:14:35] welcome center. Um it's absolutely
[1:14:37] gorgeous. So, if you haven't seen it,
[1:14:38] please check it out. It is a 250 lb
[1:14:41] glass mosaic which was created by New
[1:14:44] Revena and captures the spirit of the
[1:14:46] Anco Creek.
[1:14:49] Uh, and then I also wanted to a reminder
[1:14:51] to our uh town businesses that are in
[1:14:54] the downtown district. Uh, on Main
[1:14:56] Street has a grant that we're turning
[1:14:58] around and granting out public facing
[1:15:00] improvement money to our downtown
[1:15:02] businesses. The grants are anywhere from
[1:15:05] $500 to $5,000, but the deadline for
[1:15:07] those grants is actually Monday the 3.
[1:15:09] So, I just wanted to give a little shout
[1:15:11] out there.
[1:15:14] >> Any questions for Lisa?
[1:15:18] » All right. Um Sarah and Hancock School.
[1:15:21] >> Recent activities. the well before I
[1:15:24] start into the recent activities, thank
[1:15:27] you to the council for agreeing to move
[1:15:30] forward with the work that will keep the
[1:15:33] school viable
[1:15:36] on behalf of the school. Appreciate that
[1:15:38] very much. So, pausing after that. Now,
[1:15:42] what's been going on? The Eastern Shore
[1:15:45] Car Cruisers car show was well attended
[1:15:48] in the last couple of weeks. I've
[1:15:50] forgotten the timing. That went well.
[1:15:54] The art league had a free pumpkin
[1:15:57] painting event for children 12 and
[1:16:00] under. Boot Lion provided the pumpkins.
[1:16:03] I saw some of the results. They're
[1:16:06] flanking the stairs up to the main level
[1:16:09] of the school and they're adorable.
[1:16:12] Um, this coming Saturday there will be a
[1:16:16] craft show at the school from 10 to 3.
[1:16:20] And there will also be a local food
[1:16:24] truck and Guy Schaer will be doing a
[1:16:26] demo outside adding color to his bronze
[1:16:30] sculptures, which sounds like a really
[1:16:32] interesting thing to see.
[1:16:34] And
[1:16:36] the middle Saturday of November the
[1:16:39] 15th, the champagne and oyster tasting
[1:16:42] event will be going on from 4 to 7
[1:16:46] >> and
[1:16:48] other things are rocking along as usual.
[1:16:51] But the the the
[1:16:54] ability to proceed with the work for the
[1:16:56] roof and the HVAC is a great boost and I
[1:17:01] hope will carry us forward. So, thank
[1:17:03] you.
[1:17:04] >> Okay. Thank you.
[1:17:07] Okay. Sale 250. Who's doing that?
[1:17:09] >> Well, we had a great last meeting. I
[1:17:12] thought it was excellent. Um, we've been
[1:17:14] meeting with more and more community
[1:17:15] partners, fleshing out activities uh for
[1:17:18] the weekend of sale 250. Um, we've
[1:17:21] actually just um hired Amy Higgins who's
[1:17:24] going to do our marketing, help us with
[1:17:25] our marketing plan for the event for
[1:17:27] that weekend. Uh we're in the process of
[1:17:29] writing a grant to VTC um for marketing
[1:17:32] dollars as well. Um and that will
[1:17:34] promote not just that weekend but all events that are going on in Historic
[1:17:39] and Hancock. Um we we've been really
[1:17:42] busy. What else have we been doing,
[1:17:43] Debbie?
[1:17:44] >> Um Amy met with or had a call with the
[1:17:48] website designer and they're building
[1:17:50] out the the landing page that should be
[1:17:52] done this week. Um, I did go over and
[1:17:56] met the Pyro shows as the firework
[1:18:00] vendor and saw a show at ODU
[1:18:02] >> and um, he's coming back in November to
[1:18:06] finalize the actual site. I think we've
[1:18:09] decided to not do it on the creek.
[1:18:16] » I could probably I learned a lot about
[1:18:18] fireworks. [laughter]
[1:18:20] >> Yeah. Yeah.
[1:18:21] >> Um, so all the marketing is moving
[1:18:23] forward. I'm ordered the poll banners
[1:18:25] and we're really making some real big
[1:18:28] efforts here in the last couple weeks.
[1:18:29] So I'm excited.
[1:18:31] >> Restate the date.
[1:18:32] >> The date is June the 12th through the
[1:18:35] 14th, 2026.
[1:18:37] >> We have a tall ship coming in.
[1:18:38] Um, we
[1:18:41] have a band scheduled at the pavilion on
[1:18:43] Friday night and then the fireworks will
[1:18:46] be the the big finale Saturday night.
[1:18:48] Okay. after activities throughout town
[1:18:50] both days and and Sunday as well.
[1:18:52] >> Okay.
[1:18:53] >> All right. Well, we'll be hearing a lot
[1:18:55] more about this coming up. So, if you
[1:18:56] have any questions specifically, talk to
[1:18:58] Lisa or Debbie. They're the co-chairs of
[1:19:00] this. Thanks, guys, for your help on
[1:19:02] this. Yeah. All right. Uh public
[1:19:04] comment. Uh Rosemary first.
[1:19:21] I'm one of those people who comes to
[1:19:23] every meeting and who says the same
[1:19:25] thing over and over again. So, I
[1:19:27] apologize for that.
[1:19:28] >> But, um, first I want to thank OBCA
[1:19:32] because I think that the work they did
[1:19:33] in the Northeast neighborhood is just
[1:19:35] absolutely fantastic and I was thrilled
[1:19:37] to go there today and finally see the
[1:19:39] nets are up. So, well, well done, well
[1:19:43] planned. Um, with respect to the school,
[1:19:47] not saying what where the town was, not
[1:19:50] saying that I was any official or
[1:19:53] employee in the town, I called up two
[1:19:55] different mechanical engineers that I've
[1:19:58] worked with over many years, decades,
[1:20:01] and I explained to them what the
[1:20:03] situation was. I said, "We have a
[1:20:05] building. It's 120 years old. It's brick
[1:20:08] and mortar. It's 28,000 square ft on two
[1:20:12] levels. One of the levels is a basement.
[1:20:14] What is the most efficacious way to get
[1:20:18] heat to that school to replace it? Now,
[1:20:22] and this is something actually I've done
[1:20:24] in my career many times, dozens and
[1:20:27] dozens of times in larger buildings, that size and larger
[1:20:32] buildings. And they said, "Listen, you
[1:20:35] can put in a split system, but that's
[1:20:37] really not the way to go if you want to
[1:20:39] do it quickly. If you want to do it
[1:20:41] quickly, you want to do it efficiently,
[1:20:43] you want to do it economically, just
[1:20:45] replace the boiler. You can abandon the
[1:20:48] existing boiler in place. Anybody that's
[1:20:50] been down in that boiler room knows it's
[1:20:52] huge, and boilers now are much smaller
[1:20:55] than they used to be. If you're putting
[1:20:58] in um split systems, you're going to
[1:21:00] have to start by putting in pads, and
[1:21:03] you have to engineer the job out to make
[1:21:05] sure that they're the right size. I know
[1:21:08] that um last September we had an event
[1:21:13] in the um auditorium I guess you'd call
[1:21:16] it and there were many women there and
[1:21:20] we were dying from the heat and it was
[1:21:23] because the the air conditioning system
[1:21:27] was not properly sized to that room. And
[1:21:32] if you're trying to do this just based
[1:21:35] on proposals from contractors, it's the
[1:21:39] wrong way to go. If you if you're
[1:21:41] looking at all of this money, spend
[1:21:44] money on mechanical engineers. Now, the
[1:21:47] mechanical engineers I spoke to were in
[1:21:49] New York City, but a building's a
[1:21:50] building. So, they they get the concept
[1:21:53] of the whole thing. You you can use all
[1:21:55] the existing lines. If you want to look
[1:21:59] into it, I had given the council the
[1:22:02] names of mechanical engineers that will
[1:22:05] work in the area. So the statement that
[1:22:08] nobody will come to the Eastern Shore is
[1:22:11] absolutely patently untrue.
[1:22:14] So do it the right way. And as I said,
[1:22:18] if you're looking to do it efficaciously
[1:22:21] and getting it done quickly and
[1:22:23] economically, just replace the boiler.
[1:22:26] And again, but have it sized by the
[1:22:29] proper mechanical engineer. Thank you.
[1:22:32] >> Uh, thank you. Uh, Robert Monson,
[1:22:49] how's it going? Uh, I missed y'all at
[1:22:52] the meeting about the Queen Street and
[1:22:56] uh, I noticed nothing's really being
[1:22:58] done for the storm water on like Rosland
[1:23:03] and my side. Um, he I noticed in the
[1:23:06] statement that y'all put in the notes
[1:23:08] that he said he's getting water in his
[1:23:10] the back of his building and I took this
[1:23:14] picture of it was a storm right before
[1:23:16] that meeting
[1:23:20] and that was just when it was starting
[1:23:23] >> and uh currently uh I've communicate
[1:23:27] communicated with my neighbor and we've
[1:23:29] kind of worked a drainage so it doesn't
[1:23:32] just flood my entire driveway. But
[1:23:34] that's at the expense of putting the
[1:23:36] water more onto his property and causing
[1:23:40] maybe causing issues there.
[1:23:41] >> Where are you located?
[1:23:43] >> Uh 58 Market. So my driveway is right
[1:23:46] behind the U print shop or what?
[1:23:48] >> So you're in the Victorian?
[1:23:50] >> Yes.
[1:23:53] » Okay.
[1:23:54] >> Uh
[1:23:55] >> so you're asking us to
[1:23:57] >> uh just possibly address the drainage
[1:24:00] issue in a fuller manner. Um because I
[1:24:04] mean
[1:24:04] >> we we've discussed your you got up with
[1:24:06] Cindy or or Matt's leaving but get up
[1:24:08] with Cindy or me at the meeting. I think
[1:24:10] we discussed
[1:24:11] >> doing something there about raising the
[1:24:13] you know doing something about the
[1:24:14] pavement level and stuff like that. It was not we didn't ignore your
[1:24:18] problem.
[1:24:18] >> Yeah,
[1:24:19] >> it's a hard problem to solve. Yeah, we
[1:24:21] talked about it and I don't know what
[1:24:22] the engineers came up with but there
[1:24:24] we're not going to ignore that. So we'll
[1:24:26] get back to it. Yeah. Okay. Okay. Thank
[1:24:28] you.
[1:24:32] Uh Mark Sinclair.
[1:24:42] Good evening. Mark Sinclair, Brainway
[1:24:44] Circle, just outside of town. First, I
[1:24:47] want to thank you all for voting on the
[1:24:48] school. You are securing your children
[1:24:52] and grandchildren's future. Place of
[1:24:55] enjoyment, place of art, education,
[1:24:57] place of music, place of play. Thank you
[1:25:00] all for your vote. Greatly appreciate
[1:25:02] it. Second, I want to talk about the
[1:25:04] OBCA and their proposal. I too went up
[1:25:07] to the Northeast neighborhood this
[1:25:09] morning and drove through the whole
[1:25:10] neighborhood and looked everything over
[1:25:12] and I can't tell you how much I support
[1:25:14] every one of their plans. Every idea
[1:25:17] they have is a valid idea and I think
[1:25:19] should be supported. I would take it one
[1:25:22] step further
[1:25:24] in that my concern is I see a lot of
[1:25:26] blight in the housing. As you go deeper
[1:25:29] into the neighborhood and around the
[1:25:30] neighborhood, you see a lot of houses
[1:25:32] that have really passed their prime and
[1:25:35] they're they're really just starting to
[1:25:36] frown. As a person who's renovated 14
[1:25:40] houses here on the Eastern Shore, I can
[1:25:42] tell you nothing improves a neighborhood
[1:25:45] more than cleaning up and fixing up
[1:25:47] houses. I would love to see this town be
[1:25:50] able to come up with a group of people
[1:25:52] that are dedicated to going in and
[1:25:55] helping low-income, fixed income people
[1:25:57] that can't afford to fix their houses,
[1:25:59] to clean up the yards, put a coat of
[1:26:02] paint on them, hang some shutters,
[1:26:04] whatever. It will make the houses and
[1:26:06] the neighborhood smile. As I say, I've
[1:26:09] renovated 14 houses, so if you ever get
[1:26:11] a committee together to work on that,
[1:26:13] I'd be glad to volunteer my time to help
[1:26:15] out. But I think everything they they
[1:26:18] recommended is worthwhile. Uh I would
[1:26:21] like to add that I'd like to see the
[1:26:23] outlaw uh museum open a little bit more.
[1:26:27] The last time it was open was the day I
[1:26:29] couldn't get there when they had the box
[1:26:30] launch. I would have loved to gotten in
[1:26:31] there and seen the whole place. I missed
[1:26:33] it and there went my opportunity. I'd
[1:26:35] love to be able to get there and to see
[1:26:36] it. My last comments I reserve for Mr.
[1:26:39] Spuck.
[1:26:40] All the years that you've been here, I
[1:26:42] greatly appreciate every meeting we've
[1:26:44] ever had. I've appreciated your
[1:26:46] forthrightness, your cander, and your
[1:26:48] willingness to meet with me on every
[1:26:50] occasion. Thank you so much. You'll be
[1:26:53] missed.
[1:26:56] >> Thank you all.
[1:26:59] » Oh, Joe Deainy.
[1:27:11] Thank you, Mayor.
[1:27:22] Joe Deainy, six queen. Um, I
[1:27:25] participated in the mayor
[1:27:27] uh and council member Holddron's meeting
[1:27:31] um earlier this month on the Queen
[1:27:34] Street parking lot. My comments are
[1:27:36] going to be related to the Queen Street
[1:27:39] parking lot and plans going forward. Uh,
[1:27:42] I do want to thank Council Member
[1:27:44] Holddron for giving us blueprints and
[1:27:47] taking her time and explaining uh the
[1:27:50] plans and what the expectations were.
[1:27:53] I'd like to say that I'm supportive of
[1:27:55] the plan, but I am absolutely not
[1:27:57] supportive and I apologize for that. Uh,
[1:28:00] I I think this is uh a place where we
[1:28:03] can come in and agree, but there are
[1:28:05] some basic facts that we're going to
[1:28:08] persist on enthusiastically.
[1:28:11] They would be as follows.
[1:28:14] The standard for remediation at sites
[1:28:17] that are discharging into the Chesapeake
[1:28:19] Bay is an improvement of 20 to 40% of
[1:28:24] the volume of the water that's being
[1:28:26] discharged into the bay. You're at 15
[1:28:30] now.
[1:28:31] Okay, that is what I understand from the
[1:28:34] meeting. So, you're going to have to
[1:28:36] find at least 5%.
[1:28:39] But my expectations would be at the
[1:28:41] other end of that spectrum that we would
[1:28:44] be up near 40% because I do hear a lot
[1:28:47] of people in this town talk about
[1:28:49] environmental protection. I mean, we
[1:28:51] even had a mosaic uh that was brought up
[1:28:54] earlier today about the spirit of the
[1:28:56] creek that you can't swim in or fish in
[1:29:00] because we're discharging into that that
[1:29:02] creek.
[1:29:04] That's unacceptable.
[1:29:05] If you were in another jurisdiction,
[1:29:08] this town would be fined for its for its
[1:29:11] storm water discharges. It's just
[1:29:13] unacceptable.
[1:29:15] All right. Number two, the eastern
[1:29:17] property line, as my neighbor, Mr. Mson
[1:29:20] talked about, is absolutely
[1:29:22] unacceptable. I have runoff coming into
[1:29:25] the driveway, running down uh Chesapeake
[1:29:29] Bay Protection Act property that's
[1:29:30] getting completely eroded and
[1:29:33] challenging trees, three walnut trees
[1:29:36] that are enormous.
[1:29:38] Those trees contribute to the canopy
[1:29:41] around that swamp area that runs back to
[1:29:44] the school that we pay taxes on and that
[1:29:47] we maintain.
[1:29:48] And at some point that water becomes
[1:29:52] your water. And when that water leaves
[1:29:55] your property, you still carry some
[1:29:58] liability for that for that water. So I
[1:30:01] want you to think about how that might
[1:30:02] look. You ask about maintenances,
[1:30:04] maintenance budgets in the in the parks
[1:30:08] and the other common areas of the town.
[1:30:11] This is an area where you are carrying
[1:30:13] costs that you haven't recognized yet.
[1:30:16] Last thing is hydrarology and math.
[1:30:19] While the meeting was really quite good,
[1:30:22] I thought and brought out a lot of
[1:30:25] facts. I'm sorry, mayor, if I can have
[1:30:26] just another 10 seconds. We think the
[1:30:29] hydrarology and the math behind that
[1:30:30] engineering study needs to be seen by
[1:30:33] professionals and by the public. So,
[1:30:36] we're going to ask for that and we're ready to submit a foyer request on
[1:30:40] that as well. I apologize for going
[1:30:42] over. Thank you.
[1:30:43] >> Thank you.
[1:30:46] Uh, Pam Fitzpatrick.
[1:30:56] » Hi, I'm Pam Fitzpatrick. I live at 60
[1:30:58] Hill Street. I am hopeful that I will
[1:31:01] not become one of those people who comes
[1:31:02] to every single meeting every time to
[1:31:05] talk about the same thing. But tonight,
[1:31:06] I want to talk about the boundary line
[1:31:08] adjustment, which I know is not on your
[1:31:09] agenda, but it's still kind of on ours
[1:31:12] because nothing has been officially
[1:31:13] communicated to us since the last
[1:31:15] meeting when the vote was delayed. I'm
[1:31:17] not going to spend a lot of time
[1:31:18] topping, but what I do want to do is
[1:31:21] submit about 25 pages of documentation.
[1:31:24] just kind of summarizes what we as a
[1:31:26] group of affected homeowners know about
[1:31:29] what's gone on thus far, the kind of
[1:31:31] materials that we have at our disposal,
[1:31:33] which we don't think is really a
[1:31:34] comprehensive record of everything. But
[1:31:36] should this topic resurface, which I got
[1:31:39] the impression from a quote from the
[1:31:41] mayor, and mayor, I apologize, it wasn't
[1:31:43] a direct quote, but one of the news
[1:31:45] articles said that this could be
[1:31:46] resurfaced in the future, that the topic
[1:31:48] could come back to the table. I want to
[1:31:50] make sure that we're all looking at like
[1:31:52] similar documents from the same place
[1:31:54] and it's all part of the record. So,
[1:31:56] forgive me. It's like 25 pages. I know
[1:31:58] it's going to be a lot of photo copies
[1:32:00] and things by the time it makes its way
[1:32:01] to your printers, but I'd really like to
[1:32:03] see this included uh in entirety. Um, I
[1:32:06] also want to thank council member Grub
[1:32:08] for at the last meeting and
[1:32:10] acknowledging our presence here at this
[1:32:11] meeting and sharing your perspective
[1:32:13] that you agreed with us about the
[1:32:15] unfairness to the home the existing
[1:32:17] current homeowners that are not on
[1:32:19] undeveloped farmland that was featured
[1:32:21] as the presentation was shared with you.
[1:32:23] There are people who live there and
[1:32:24] people like Nancy who have lived there a
[1:32:26] very long time and I appreciate your
[1:32:28] comments. I also want to thank council
[1:32:29] member Marino for um asking for
[1:32:32] transparency and dialogue. I think all
[1:32:34] of us are really looking forward to
[1:32:37] talking to you about how we can plan for
[1:32:38] a better future together, but we can
[1:32:40] only do that when you talk to us, not
[1:32:42] just send emails to other people that we
[1:32:45] have to find in a roundabout way. Um, I
[1:32:48] think that's it except I want to
[1:32:49] congratulate Mr. Spock on his new job. I
[1:32:51] think it's all the more important for us
[1:32:52] to have this common documents when we
[1:32:54] won't have his sort of tribal knowledge
[1:32:56] here at our table anymore. Thank you for
[1:32:58] your service. Um, and I think that's it.
[1:33:01] >> Thank you.
[1:33:02] Oh, one more thing. A as you
[1:33:04] do look at the documents, I wanted to
[1:33:06] call a couple of items to your attention
[1:33:08] that maybe we did not bring up the last
[1:33:10] time. The first was some questions and
[1:33:12] corrections from the um the October 9th
[1:33:15] email that withdraws the proposal from
[1:33:17] the county. There are a couple of things
[1:33:19] where I think my interpretation of the
[1:33:20] facts may be different a little bit from
[1:33:22] what was in the uh in the email. So, I'm
[1:33:25] just noting that. And the second was a
[1:33:27] question about closed sessions that
[1:33:28] council member Marino mentioned at the
[1:33:30] last meeting. You mentioned that the the
[1:33:32] topic was discussed in closed session.
[1:33:35] Um I to me the interpretation of what
[1:33:38] can be discussed at closed session is
[1:33:40] different than
[1:33:42] what the boundary line agreement would
[1:33:44] really fall into. So So were there some
[1:33:46] questions about that that I would just
[1:33:47] direct your attention to when you get
[1:33:49] these packets. Thanks.
[1:33:51] >> Thank you.
[1:33:52] >> Mr. Mayor, I have a question about that.
[1:33:54] >> We're not going to comment.
[1:33:57] >> Are we done with it? Do do we have an
[1:34:00] electronic copy of that or could we?
[1:34:03] >> Okay. Thank you.
[1:34:04] >> Yeah.
[1:34:05] >> Is it since the county voted it down?
[1:34:07] It's done.
[1:34:08] >> They didn't vote it down.
[1:34:09] >> Our application
[1:34:10] >> who withdrew?
[1:34:14] » Well, how did the county vote?
[1:34:16] >> They didn't vote.
[1:34:22] » Yes, that's that's true. Yes.
[1:34:24] >> This body has not done that. Therefore,
[1:34:26] we are assuming that it's open issue
[1:34:29] until we make the decision to
[1:34:31] >> it's not an I mean we have no plans to
[1:34:34] proceed with anything right now. Yeah.
[1:34:39] I it's council I mean if you want to get
[1:34:41] a we could have a different council next
[1:34:44] you know next year and they could come
[1:34:45] back and we whatever we decide now is
[1:34:48] isn't binding on any other future thing.
[1:34:49] This could come back up again. That's
[1:34:50] what I was when I said to the it can
[1:34:52] always be revisited, but we can we can
[1:34:55] certainly vote and and do it, but that's
[1:34:57] not going to if you want to do that,
[1:34:58] we'll bring it up at the next meeting.
[1:35:00] It's not going to help anything. Yeah.
[1:35:08] Right.
[1:35:17] » They also that vote directed saying that
[1:35:21] if the topic were to resurface, they
[1:35:23] would have to restart the public hearing
[1:35:24] process.
[1:35:25] >> Yes, that's definitely no question about
[1:35:26] that.
[1:35:31] » Exactly.
[1:35:31] >> You sent us all a letter,
[1:35:32] >> right,
[1:35:33] >> at the beginning of September, very
[1:35:35] little notice telling us of your intent.
[1:35:37] We accept an agreement on a boundary
[1:35:40] line agreement. Last at the last
[1:35:42] meeting, we decided to lay the vote and
[1:35:46] now
[1:35:48] it's just all gone.
[1:35:50] And the town council is just asking now
[1:35:53] like when was the letter sent by whom?
[1:35:56] Like I I it's very hard for me to
[1:35:57] understand if you have a unified
[1:35:59] position on the proceedings
[1:36:02] discussed in a public forum.
[1:36:04] >> Yes, the u the [clears throat] the
[1:36:06] motion was withdrawn because there was
[1:36:07] no the county wasn't going to you know
[1:36:09] going to support it but we can have a
[1:36:10] meeting
[1:36:11] >> not withraw that motion.
[1:36:16] Oh, Matt says,
[1:36:17] >> "Yeah, we with
[1:36:20] >> we withdrew our our
[1:36:23] we withdrew the we withdrew the request
[1:36:26] for a bounty line adjustment."
[1:36:28] >> Yeah,
[1:36:29] >> the town the the town council did. Yeah.
[1:36:31] >> No, the the town council did not.
[1:36:35] >> We were recommended
[1:36:36] >> Yeah.
[1:36:37] >> by our leadership and town office that
[1:36:39] it was it would be appropriate to remove
[1:36:41] at this point.
[1:36:41] >> We can have a vote and and and I
[1:36:43] understand what you're saying. We can
[1:36:44] certainly have a vote at the next
[1:36:45] meeting and and to formally do that.
[1:36:47] Yes.
[1:36:49] Yeah. Yeah. But but but my point is that
[1:36:52] my point is this could come back up
[1:36:54] again. We'd have to go through the whole
[1:36:55] thing.
[1:36:57] >> Yeah. Just because we vote to resend it
[1:36:59] doesn't mean it can't come back up
[1:37:00] again. I understand you want to get
[1:37:01] closure, but it's not going to give you
[1:37:03] the Yeah, I understand what you're
[1:37:04] saying. And we can we we'll certainly do
[1:37:06] that if that makes sense. We can do that
[1:37:08] right now. Well, let's do it right now.
[1:37:11] Yeah. Okay.
[1:37:15] Well, I think the only thing we need to
[1:37:16] do is is is to withdraw, you know, we've
[1:37:18] moved to withdraw our, you know, our
[1:37:20] retroactively withdraw our nominate, you
[1:37:22] know, request for boundary line
[1:37:23] adjustment. So, uh,
[1:37:25] >> I'll move.
[1:37:25] >> Let's Let's We got a couple more
[1:37:26] comments. We'll do that. Can we do that?
[1:37:28] Yeah. Later on. No, I I think you're
[1:37:30] right. We We should have done that
[1:37:32] formally. Uh, Dana Simpson,
[1:37:35] they left.
[1:37:36] >> They left. Okay. Uh, Bonnie Warren.
[1:37:39] Yeah.
[1:37:49] Good evening, Bonnie Warren, 25133
[1:37:54] Tower Road.
[1:37:58] [clears throat] My comments are the
[1:38:00] letter that we had to search up to
[1:38:02] figure out what was happening because
[1:38:04] again, nothing was being told to us. Mr.
[1:38:07] Spock sends a letter to Mr. Mason saying
[1:38:10] specifically nine parcel owners
[1:38:12] expressed opposition
[1:38:14] while [clears throat] the owner of five
[1:38:16] parcels submitted a letter in support.
[1:38:19] Well, I'd like to make a point out and
[1:38:21] say the sit owner doesn't live on any of
[1:38:25] those five parcels.
[1:38:27] And I'm not sure if the reference to
[1:38:30] have five parcel makes him more special,
[1:38:33] but it doesn't.
[1:38:36] Matt also said in a letter that our
[1:38:38] concerns were about paying taxes. Again,
[1:38:41] we pay taxes.
[1:38:43] This was and is still about. The first
[1:38:46] letter we received in the mail had
[1:38:49] paperwork that looked like this was
[1:38:51] already a done deal before even ever
[1:38:53] being discussed in a public
[1:38:57] form.
[1:38:58] We all bought our property out of town
[1:39:01] not to live in a town. We have asked
[1:39:04] questions. Still no answers to any of
[1:39:08] those questions.
[1:39:10] Town has not been open about this
[1:39:13] process at all. We as a group have had
[1:39:17] to do this leg work to find anything
[1:39:19] involving this BLA that is off of
[1:39:23] Liberty Street, Hill Street, and Tower
[1:39:26] Road.
[1:39:27] On the WBOC,
[1:39:30] it says, "The mayor said the town
[1:39:32] council sent the letter to the board of
[1:39:34] supervisors because it thought the
[1:39:36] agreement needed more consideration and
[1:39:38] was not off the table." So, my question
[1:39:42] is, what is it on or off the table? We
[1:39:46] as a group want an answer, and I want my
[1:39:49] minutes submitted again, please.
[1:39:51] >> Thank you.
[1:39:53] Uh uh Bill.
[1:39:57] Uhuh.
[1:40:05] So, um Bill Bham, 46 Kur Street. Um
[1:40:10] speaking on behalf of the Onac Business
[1:40:12] and Civic Association. I just wanted to
[1:40:15] give you an update. Um last month we
[1:40:18] came and got your clearance for um
[1:40:22] renovating the sign down at the Onanok
[1:40:24] Wararf. So it's a job completed and um
[1:40:29] feel free to go down and take pictures.
[1:40:32] I wanted to um acknowledge like three
[1:40:37] really key people. um Diane Perinick um
[1:40:40] from Market Street, Dana Simpson who um
[1:40:45] refurbished the sign to like top quality
[1:40:49] and um Jeff Fernib for um really just
[1:40:52] kind of being that thing was like get it
[1:40:54] done. So um and uh I just wanted to kind
[1:40:58] of give you that good news. It's all
[1:41:01] good.
[1:41:02] >> Fabulous.
[1:41:02] >> Thank you. sign.
[1:41:03] >> Yeah. And um I it would be I I should
[1:41:06] actually then also say Willie Andis who
[1:41:09] grew up on King Street um did all the
[1:41:11] work and uh it's a fine fine job. So
[1:41:15] just wanted to say thank you.
[1:41:17] >> Thank you.
[1:41:17] Thank you. Any other public
[1:41:19] comment?
[1:41:22] Miss
[1:41:32] Diana Harrison and I'm speaking for
[1:41:33] Nancy Hoskins and 19557 Castro Road and
[1:41:36] I just I wasn't planning on speaking.
[1:41:38] However, when this gentleman here stated
[1:41:41] better communication was needed, I I
[1:41:43] just started typing and then like better
[1:41:45] communication was needed. it would help
[1:41:47] stifle any assumptions that are being
[1:41:50] made because when no communication
[1:41:52] happens, assumptions start being made.
[1:41:55] Um, you followed the minimum
[1:41:57] requirements of the Virginia law
[1:41:58] regarding notification of property
[1:42:00] owners. Where I see there's been a
[1:42:02] failure is in being cognizant of the
[1:42:05] stress you inflicted on the property
[1:42:07] owners without apology. Since the last
[1:42:10] meeting regarding the BLE, there was no
[1:42:12] further communication. The questions
[1:42:14] were not answered but were ignored. The
[1:42:17] owners know about the letter withdrawing
[1:42:18] the BLA not because of common courtesy
[1:42:20] by sending a copy of that letter to the
[1:42:23] property owners. They had to search for
[1:42:25] it and they found that's how they found
[1:42:27] it. Um and then um I'm not going to
[1:42:32] comment on your comment because it's
[1:42:33] already been commented that it wasn't
[1:42:34] off the table. Um, however, I would
[1:42:37] suggest if this happens again that you
[1:42:40] go on some websites and look how other
[1:42:42] counties and towns handled the property
[1:42:44] owners and the information they provided
[1:42:47] regarding the BLA because it some of
[1:42:49] them will do a really really good job
[1:42:52] putting that information out. So, that's
[1:42:54] my comment.
[1:42:56] >> Thank you. Any other public comment?
[1:42:59] Okay. Uh,
[1:43:01] mayor's report. I guess um I guess we
[1:43:04] need to put this uh u we can bring a
[1:43:06] motion up here uh to uh formally with
[1:43:09] you know withdraw our application kind
[1:43:11] of retroactively. Do we have a motion to
[1:43:12] do that?
[1:43:13] >> Sure. I I move that we retroactively
[1:43:16] um send a letter to the county to
[1:43:18] withdraw our request for the boundary
[1:43:19] line adjustment.
[1:43:21] >> Second.
[1:43:22] it.
[1:43:23] >> Uh discussion. All in favor?
[1:43:25] >> I opposed. Okay. And uh you know and I
[1:43:29] think the people from the area you know
[1:43:31] you have a right we probably should have
[1:43:33] notified definitely should have sent you
[1:43:34] something withdrew it. In retrospect
[1:43:38] there was probably no reason to include
[1:43:39] your properties in in in the BLA to
[1:43:41] start with. Yeah. We I think we could
[1:43:43] have sidestepped a lot of issues you
[1:43:45] know with that. Uh and it was you know I
[1:43:47] apologize you know we probably didn't do
[1:43:50] our due diligence on that one. Uh but
[1:43:53] with that it's it's formally withdrawn
[1:43:55] now. Okay. uh mayor's report uh well as
[1:44:00] many of you know Matt is leaving u and
[1:44:02] uh uh five years I don't five and a half
[1:44:07] years uh and uh just u moving up moving
[1:44:11] up in the world he's going I tell you uh
[1:44:15] I'm really excited for him at his new
[1:44:16] job and we're going to be miss him
[1:44:18] greatly uh I know Northampton's uh gonna
[1:44:21] be you know getting a good guy and uh uh
[1:44:24] I'm just wish him well Um
[1:44:27] the uh in in terms of a new town
[1:44:30] manager, we are we're going to have a
[1:44:32] close session to uh we we would like to
[1:44:34] council's express interest in hiring an
[1:44:36] interim town manager to come in and help
[1:44:38] us until we can hire a new town manager
[1:44:40] to go through a search process.
[1:44:42] Sometimes that can take anywhere from
[1:44:44] two to four months. So, uh uh the
[1:44:46] council has to decide that. Uh you know,
[1:44:49] u we we're going to interview, you know,
[1:44:51] at a close session or talk about a
[1:44:52] candidate that's interested in being the
[1:44:53] interim. Uh, so that's how we're going
[1:44:55] forward, but um, we haven't voted on
[1:44:58] anything officially, but we'll keep you
[1:44:59] up on what's going on with that.
[1:45:01] Uh, I attended the VML along with Lisa
[1:45:05] over here, the VML, the V Virginia
[1:45:07] Municipal League annual meeting up in
[1:45:09] Rona a couple months, couple weeks ago.
[1:45:11] They also had a dayong mayors institute.
[1:45:14] Uh, really good chance to meet other
[1:45:16] mayors, other council people, see what
[1:45:17] other people are having the problem so
[1:45:19] we don't have to keep reinventing the
[1:45:20] wheel. Uh, I learned a lot of good
[1:45:22] stuff. U hopefully we can put it into
[1:45:24] practice. Lisa and I have taken a lot of
[1:45:26] notes and uh you know we'll hopefully um
[1:45:29] I I think that one of the biggest things
[1:45:30] I I came back with is that we need to
[1:45:32] come up with a we're doing a we're going
[1:45:34] to have a good town plan that's going to
[1:45:36] come out after a year but we need a
[1:45:37] strategic plan after that so that we can
[1:45:39] implement it. Uh do we what you know
[1:45:41] what do we have as a vision? I think we
[1:45:43] need to look at that. uh where how we
[1:45:44] going? You know, the town plan is the
[1:45:47] first step. A strategic plan that
[1:45:50] directs how we implement what we want to
[1:45:51] do needs to be developed. And in my, you
[1:45:54] know, the next year, I think we all need
[1:45:55] to work on that. Definitely. Uh
[1:45:59] the science of warf looks great. Thank
[1:46:00] you so much, guys. That really did a
[1:46:03] great job on that. Um I'd like to the
[1:46:06] Halloween thing. Uh that was great. I
[1:46:08] had a wonderful time at the Halloween.
[1:46:09] Uh thought it was really really fun. I
[1:46:11] wasn't here last year, but it would this
[1:46:13] looks like it's growing every year. Some
[1:46:15] little kinks I think we can work out of
[1:46:16] it. We're going to have a we should have
[1:46:18] a post session to get together, you
[1:46:19] know, so we can go over with people.
[1:46:22] But, you know, I'd like to thank the
[1:46:23] Brock Myers, you know, Priscilla, you
[1:46:25] know, u Jeff, Bill, Mary Burnham, Maggie
[1:46:30] Grant, Main Street was involved. Uh Dana Simpson was the main push. She's
[1:46:35] already gone. So, yeah. Uh just did a
[1:46:37] great job. It's a lot of fun. May I make
[1:46:40] one comment, Fletcher?
[1:46:41] >> Yeah.
[1:46:42] >> Um, Kelly let me know that the harbor
[1:46:45] was sold out this past weekend because
[1:46:46] of that event.
[1:46:47] >> Oh, wonderful. That's good.
[1:46:48] >> So, I think that's a very upward
[1:46:50] momentum for Halloween in this town.
[1:46:52] >> Well, I mean, yeah, it's it's kind of
[1:46:53] reminds me of the St. Patrick's. It
[1:46:54] started off, you know, and then we keep
[1:46:56] it going, you know, it's it was a lot of fun. Uh, yeah. Yeah. Uh, all
[1:47:01] righty. That's all I have. Uh, town
[1:47:03] manager report. Last one,
[1:47:07] >> everybody. The financials are uh
[1:47:10] starting on page 32, the summary. Um
[1:47:12] we're 25% through the year and our
[1:47:15] revenue is 24% of the total revenue. Uh
[1:47:19] slightly behind as administration. We're
[1:47:21] only 12% of revenue, but that's because
[1:47:23] taxes are our tax season hasn't started
[1:47:26] yet. And let me chat on that for a
[1:47:28] minute. Uh taxes are going to be mailed
[1:47:30] out. I'm going to [snorts] say no later
[1:47:32] than November 17th. We just got the file
[1:47:34] from the county and they're technically
[1:47:38] due 125. That's by state law. So what
[1:47:42] we're going to do is wave late fees
[1:47:44] until January 5th to make sure that we
[1:47:47] give people at least 30 days to pay
[1:47:49] without penalty. So that
[1:47:51] >> well state code I thought state code
[1:47:53] also addressed when they had to be out.
[1:47:56] >> Yeah. 10 days before the due date.
[1:47:58] >> That's it. I thought it was earlier.
[1:48:00] >> No. No. 10. So that that brings up the
[1:48:04] 24% of 25% revenue. We're at 28% of
[1:48:08] expenses uh versus 25%. It's slightly
[1:48:11] higher in the warf simply because uh
[1:48:14] they were open. They're about to close
[1:48:16] from November through March. So the
[1:48:18] expenses will be zero and they'll
[1:48:20] obviously taper down as a percentage of
[1:48:21] the total year. um building and streets.
[1:48:24] We were heavy and uh just from some
[1:48:27] bigger repairs that we didn't expect.
[1:48:29] Some paving was done at the beginning of
[1:48:31] the fiscal year. So other than that,
[1:48:33] there's nothing in there that's
[1:48:34] anomalous. I don't see anything coming
[1:48:36] that should be a surprise or um disrupt
[1:48:40] our budget. On page 47 is our cash
[1:48:43] position. This year we've got 5.5
[1:48:46] million in cash and reserves. Last year
[1:48:48] we had 5.2 to 5.3 million which is an
[1:48:51] increase of 5% in cash flow and
[1:48:54] liquidity liquidity sorry um all of our
[1:48:57] required reserves are covered with a
[1:49:00] slight overage
[1:49:02] uh our capex and grant activity was very
[1:49:04] slow this month for a few different
[1:49:07] reasons. So there hasn't been any change
[1:49:09] in any of the year-to- date expenditures
[1:49:12] for any of our capital expenditure
[1:49:14] items. Um there's a lot of work going on
[1:49:16] but not a lot of expenditures going on.
[1:49:18] Uh we've got two projects uh remaining
[1:49:22] with the ARPA funds. Uh the basketball
[1:49:25] court ran over budget, so we're going to
[1:49:27] have to trim back on what we were
[1:49:29] planning to do at Town Square. So we
[1:49:31] have $39,000 left to spend. Um we had
[1:49:35] $5,000 for the 5,250 for the irrigation
[1:49:41] system and about $2,000 for the grass
[1:49:45] restoration. There's going to be some
[1:49:47] more expenses coming because we have to
[1:49:49] put a new supply line in
[1:49:53] um for the town squares irrigation
[1:49:55] system because what's there I think it's
[1:49:57] copper line and it got crimped
[1:49:59] underneath the sidewalk so it's not
[1:50:00] putting out the pressure we need. So we
[1:50:02] have to bypass that and just put a new
[1:50:04] line in. Victor's got the order for
[1:50:06] that. Um it's not that materially
[1:50:08] expensive, but we're going to have to
[1:50:10] get a VOTE permit because that's not an
[1:50:12] emergency road repair and we're going to
[1:50:13] have to dig into the road in all
[1:50:15] likelihood. Um the Northeast um
[1:50:18] revitalization grant, um we've submitted
[1:50:21] everything that's been submitted to us.
[1:50:23] We've been reimbursed for everything
[1:50:24] except 9,764.
[1:50:26] So that's moving in the right direction.
[1:50:29] And
[1:50:31] that's about it. my manager's report.
[1:50:35] Let me just skim through this here.
[1:50:39] Uh the wayfinding sign, we've gotten
[1:50:41] responses back from VOTE as to what
[1:50:44] they're suggesting. Some of those
[1:50:45] suggestions are not clear and not
[1:50:47] helpful. Um but the uh Sarah has it.
[1:50:51] She's responsible for the wayfinding
[1:50:53] committee and um she's looking for
[1:50:56] suggestions for two of the signs and I
[1:50:59] think that we've got some reasonable
[1:51:00] recommendations for her. Um irrigation
[1:51:04] systems I just me mentioned and there's
[1:51:06] going to be a new line. Cindy's managing
[1:51:08] the Queen Street project. You all saw
[1:51:10] that. uh planning commission is holding
[1:51:12] its um its public uh invitation for
[1:51:17] comment on the upcoming comprehensive
[1:51:19] plan um next week at 165 Market Street
[1:51:24] on November 3rd at 6 p.m. Um in the
[1:51:27] meantime, you've already been notified
[1:51:29] that the Eller property
[1:51:31] um application for resoning was denied
[1:51:34] by them. The developer has since
[1:51:37] withdrawn his application, but he is
[1:51:39] going to be submitting in all likelihood
[1:51:41] a byite um plan
[1:51:48] water meter replacement. Um on November
[1:51:51] 10th, we're going to start receiving the
[1:51:56] uh product. The all of the meters are
[1:51:58] going to be put inside the fence where
[1:52:00] the water tower is located. And then
[1:52:02] starting on the 17th, they're going to
[1:52:04] start doing the installation. Um, I
[1:52:08] don't know where they're starting,
[1:52:10] but what we are going to do is put um
[1:52:13] rack cards in or I'm sorry, not rack
[1:52:15] cards, door hangers
[1:52:17] >> on every parcel that has an upcoming
[1:52:20] replacement. So, within seven days,
[1:52:22] you're going to get a door hanger on
[1:52:23] your door to let you know that it's
[1:52:24] coming. And it has instructions on it.
[1:52:26] has contact information on it. It's
[1:52:29] uh thoughtfully prepared. So that's what
[1:52:32] we're using there. And then
[1:52:34] >> excuse me, you're saying when this goes
[1:52:36] on our door, they will be there within 7
[1:52:39] days.
[1:52:39] >> Yeah. Okay.
[1:52:42] >> Uh and then I just want to thank
[1:52:43] everybody for my time here. I've
[1:52:45] appreciated it and learned a lot and
[1:52:46] grown a lot and hopefully left the town
[1:52:48] in better shape than when I took it.
[1:52:50] >> Thank you.
[1:52:52] >> Any questions?
[1:52:53] >> Yeah.
[1:52:55] >> Okay. who no
[1:52:56] >> Sarah
[1:52:57] >> on the the um taxes
[1:53:01] >> Yeah.
[1:53:02] >> I recall that in at least some years
[1:53:05] past when you've gotten the file you
[1:53:08] have found it not to be usable. Have you
[1:53:10] been able to
[1:53:12] >> check it enough that it's a good file?
[1:53:14] >> We scrubbed it and sent it off to
[1:53:15] Southern for their conversion.
[1:53:17] >> Thank you.
[1:53:18] They should have that back to us second
[1:53:21] week of November, which is why we're
[1:53:22] looking at mailing it at the very
[1:53:24] beginning of the third week.
[1:53:25] >> So, how is is this going to affect us
[1:53:27] getting the supplemental property taxes
[1:53:29] in too?
[1:53:30] >> I think so. We don't get those till
[1:53:32] >> usually till we be January. Okay.
[1:53:35] >> Any other questions for Matt?
[1:53:38] >> Okay. Thank you.
[1:53:39] >> Question. When you said it must
[1:53:42] >> November 17.
[1:53:43] >> 17.
[1:53:45] >> All right. Uh, town council comments.
[1:53:48] Um, Ashley's calling. No, Ashley, are
[1:53:51] you up there?
[1:53:52] >> Yeah, muted again.
[1:53:58] » Any comments? Ashley.
[1:54:04] » Okay, Omar, why don't you go ahead and
[1:54:13] Sarah
[1:54:14] >> except boy.
[1:54:16] Thank you again for this consultation.
[1:54:20] » There you go.
[1:54:21] >> Zero.
[1:54:22] >> Okay. I wanted to echo the comments
[1:54:25] about the Halloween weekend. Um it's I
[1:54:29] was able to get to more than I had in
[1:54:32] the past and it was a lot of fun. Um so
[1:54:37] good job on that. Reminder to vote if
[1:54:40] you haven't yet. Early voting is
[1:54:42] available at the county registars's
[1:54:44] office through Saturday and then on
[1:54:47] Tuesday of next week at the precinct and
[1:54:51] I also want to echo appreciation to Matt
[1:54:54] and
[1:54:57] wish you well going forward.
[1:55:01] » If you want to go back to Ashley
[1:55:03] question.
[1:55:03] >> Ashley.
[1:55:04] >> Yes.
[1:55:05] >> Any comments?
[1:55:07] >> Uh yes. I'd like to echo those same
[1:55:09] sentiments. Um um I I was thankful for
[1:55:12] the clarification from Matt on the um on
[1:55:15] the taxes. Um and also wanted to uh
[1:55:18] thank him for his time and service to
[1:55:19] the town of Ankco and congratulations on
[1:55:22] his uh new endeavor.
[1:55:24] >> Thank you, Ashley.
[1:55:26] >> Cindy,
[1:55:28] >> yeah, I want to echo those comments. I
[1:55:30] think Matt has led us through an awful
[1:55:32] lot of projects through the the COVID
[1:55:34] money. It's been an unusual amount of
[1:55:37] activity and all the time I've lived
[1:55:39] here, you know, mostly it's been pension
[1:55:42] pennies trying to cover what we felt we
[1:55:44] had to at the time. But with Matt's uh
[1:55:48] progress on all the projects through CO,
[1:55:50] it's made a real difference in the town
[1:55:52] and in all that we're providing to to
[1:55:55] various places and neighborhoods. And I
[1:55:58] think particularly, Matt, your financial
[1:56:00] expertise has been extremely valuable
[1:56:02] for the town. So, thank you for all
[1:56:04] you've done.
[1:56:05] >> Thank you.
[1:56:08] >> I will agree with what Cindy said and we
[1:56:10] thank you.
[1:56:13] >> I just want to say thank you for your
[1:56:14] time and best of luck down in
[1:56:16] Northampton County. It's not as cool as
[1:56:18] Onancock, but that's okay.
[1:56:23] » All right. Do we have a motion to go
[1:56:25] into close session?
[1:56:27] I move that we move into executive
[1:56:30] session as allowed by Virginia Code
[1:56:33] 2.2-3711A1
[1:56:36] to discuss the town manager transition.
[1:56:40] >> Second.
[1:56:42] >> All in favor?
[1:56:43] >> I.
[1:56:44] >> All right. Thank you. All right.
[1:56:47] >> I like I like to go in the back
[1:56:49] personally.
