something like this, it's going to

require perhaps, you know, legal

involvement,

maybe the EDA, maybe the planning

commission, you know, tree board, etc., So, there's a lot of moving pieces

here, but we don't have to take forever

to do this. And I think we owe the

actioned if not fully at least some

the Anco Town Council amend the fisc

year 2026 approved budget to authorize
[35:08]
an appropriation of up to $800,000 to be
[35:11]
used solely to repair the roof and HVAC
[35:15]
system at the historic andok school to
[35:18]
be accompanied by revision of the lease
[35:21]
to change the rent the school pays
[35:24]
simultaneously with HRSD. D related
[35:28]
lease amendments
[35:29]

If we adopt this motion, it would
[36:28]
constitute the town council's formal
[36:30]
approval of the budget amendment.

It is our property. We are required to

to make sure that our building doesn't
[36:56]
fall into disrepair.

disscent directed the town manager to

obtain an engineering mechanical study
[37:26]
of the high school. It was not obtained.
[37:29]
Instead, what we do have is a bid from a
[37:33]
roofing contractor, a bid from an HVAC
[37:37]
contractor, and a real estate developer.
[37:40]
It is important to note this process
[37:44]
does not follow the guidelines of our
[37:47]
procurement policy.
[37:50]
Let's put it this way. You're a
[37:52]
landlord.
[37:54]
Your renter comes to you and hands you
[37:56]
two estimates for repairs.
[38:00]
You would not tell the renter to hire
[38:02]
his contractors and then write the
[38:04]
renter a check. I think not. I would not
[38:09]
and I think you would not either. It is
[38:12]
not good business practice and does not
[38:14]
follow and this is very important. It
[38:18]
does not follow the council adopted
[38:21]
procurement policy which states we must
[38:24]
receive three bids and council must
[38:26]
approve the bids.
[38:29]
Splits are intensive maintenance. Each
[38:32]
unit every year must be serviced. The
[38:35]
taxpayers will bear the expenses of
[38:37]
yearly maintenance for each split unit.
[38:41]
This is not a sound financial decision
[38:44]
but an emotional decision.
[38:47]
We must fulfill our fidiciary
[38:49]
responsibility and practice due
[38:52]
diligence. I have some questions.
[38:55]
It is difficult to proceed without a
[38:58]
budget from the school. I was told it
[39:00]
was on their website, but I have not
[39:03]
been able to access it. How can we
[39:06]
proceed without a clue as to financial
[39:09]
viability? I was given this tonight by
[39:12]
Cindy. I did not receive this in my
[39:15]
email. Was it sent to my personal email
[39:18]
town?
[39:20]
Well, looking at this budget, and this
[39:23]
is the first time I've had my eyes on it
[39:24]
ever, um, your net income for the 2025
[39:29]
budget was 28,300
[39:33]
92925
[39:35]
89 9,000
[39:37]
projected end of year 19,000.
[39:42]
Again, the question is
[39:45]
financial viability.
[39:47]
The idle funds and those idle funds have
[39:50]
come from HRSD surplus were in the
[39:53]
budget last year, but still taxes were
[39:56]
increased in all areas except real
[39:58]
property. My question is why? The public
[40:01]
hearing for HOS at that hearing, eight
[40:04]
residents of this town spoke. 25% were
[40:08]
in favor of giving the school the
[40:10]
$800,000.
[40:12]
75% who spoke were opposed. The people
[40:16]
of Anco have spoken. Where is the
[40:19]
community support for this $800,000?
[40:22]
Or is that support coming from this
[40:24]
council?
[40:26]
Our attorney, Eric Gregory, stated there
[40:30]
is no fidiciary relationship between the
[40:33]
town and the school, no partnership
[40:36]
created, no joint venture.
[40:39]
The lease is specific about FOS role and
[40:42]
responsibility.
[40:44]
How can we proceed without a lease?
[40:48]
Without a president of the board of FOS
[40:51]
as the last two presidents have
[40:53]
resigned.
[40:55]
My suggestion is
[40:59]
as our current town manager will be
[41:01]
resigning, we will be in the process of
[41:03]
hiring a new town manager. I propose we
[41:07]
propospone this motion until we complete
[41:10]
the hiring process and have fresh eyes
[41:14]
on the proposal.
[41:16]
That new town manager may also bring
[41:18]
fresh ideas as to funding streams. Much
[41:21]
to our surprise, let's hope they do.

down to a decision of do we want the

school to continue functioning or not?

And the expedient thing to do is to make

the repairs as best we can and move on

and continue the good things that the
[42:19]
school's providing to the community. Um,
[42:22]
I personally support the school and have
[42:25]
always I've not made any, you know,
[42:28]
bones about my particular stance on
[42:30]
this. I think as a small town, we've
[42:32]
done the best we could. We're not
[42:35]
perfect by any means, but we've kind of
[42:37]
struggled through this process, listened
[42:39]
to many different voices. Um,
[42:42]
you have to understand that only a few
[42:44]
people come to our council meetings.
[42:47]
They tend to be pretty much the same
[42:49]
people meeting after meeting saying
[42:51]
pretty much the same things over and
[42:53]
over, frequently on the same topics.
[42:57]
There are also the 1,200 people out
[43:00]
there that don't come to the meetings
[43:02]
ever and we have to try to anticipate
[43:06]
what their opinions might be. We know
[43:09]
the usage of the school and the as I
[43:11]
said the good programs that they support
[43:14]
and do for the community and so for
[43:16]
those reasons I'm support doing the
[43:18]
repairs.

Um, I'm
[43:24]
I I think uh just want to correct a
[43:26]
couple things. One, uh, the school has a president. Uh, Rick King is here. The
[43:31]
new president of the
[43:32]

advertise get three bids back right back

like any project would be done for the

town. So we're not we're not handing
[43:56]
them the money and let them do with the
[43:58]
two bids they have. Those two bids might
[43:59]
be the might be the ones that get it,
[44:01]
but we're going to go back through the
[44:02]
procurement process. And my
[44:04]
recommendation would be to hire some
[44:06]
kind of person, you know, a project
[44:08]
manager to look it over, you know, you
[44:11]
know, licensed engineer to look at it,
[44:12]
make sure that, you know, things are
[44:13]
going right. But we're not going to
[44:15]
violate the town procurement policy.
[44:17]
that would be against our policy. So, uh
[44:20]
that that's just the two things I I have
[44:22]
if if we if you proceed with this. Yeah.

I don't think it's a surprise to know

that I'm in favor of this. The school
[44:32]
building has been worked on ever since

the lease was granted. There has been a

lot of improvement done.

the friends of a Nancock school to fund
[44:47]
and they are necessary to keep the
[44:49]
building viable.

I don't want us to
[44:55]
neglect our building into unusability
[45:00]
and I think this is the way forward that
[45:02]
as Cindy said we have been struggling
[45:06]
towards for years.

I walk through the streets of a Nancock

every day. Um, pretty much stopping at

every house and I talk to
[46:57]
I can't say everyone, but I talk to
[46:59]
quite a few people

almost seems like every day something
[47:03]
about the school. Um,
[47:08]
I get a lot of mixed emotions from the
[47:13]
town people. U a majority of the people
[47:16]
that I talk to are against the um monies
[47:21]
for the school. Um
[47:24]
the ones that are for the school speak
[47:27]
about it very passionate.
[47:30]
I myself I am for
[47:35]
keeping the school as you would say for
[47:38]
another part of saying alive.
[47:40]
um doing the repairs and you know
[47:42]
keeping the school going because me and
[47:44]
my sons we frequent the school every now
[47:46]
and then. Um like I said I walk past
[47:49]
there every day. Some days it's empty,
[47:52]
some days it's full. Some nights we
[47:53]
might ride by there. Same thing. Some
[47:55]
days it's full, sometimes it's empty.
[47:59]
I think that,
[48:02]
you know, like I said, I'm not against
[48:04]
um doing the repairs for the school,
[48:08]
but I just kind of wanted to make sure
[48:10]
that the
[48:13]
all the monies wasn't just,
[48:17]
you know, it seemed like everything was
[48:18]
about the school, about the school, Other parts of the
[48:20]
town were kind of getting left out as I
[48:23]
feel. Um, thank you for your
[48:26]
presentation and all of the stuff that
[48:28]
you're, you know, proposing.

Um, not saying that, you know, this is
[48:33]
going to make or break my decision or
[48:34]
whatever the case is, but I do think
[48:37]
that as far as
[48:40]
that amount of money, I would like to
[48:42]
also see the new lease with the new
[48:45]
amendments

where

when people town people found out and
[48:51]
heard that, oh, the school only pays a
[48:53]
dollar and you know, sometimes I think
[48:55]
some there's a lot of miscommunication
[48:57]
with some people when the communication
[49:01]
or the uh info is put out there
[49:07]
seems like they only get like a piece of
[49:08]
it. People only going to hear what they
[49:10]
want to hear. Oh, they only pay a dollar
[49:12]
and the rent is only but this much for
[49:14]
the people that's there. Well, how come
[49:15]
they get so much money? Why give them so
[49:16]
much money? Blah blah blah blah. know it
[49:19]
gets so I think some communication some
[49:22]
better communication needs to be done to
[49:25]
help some of the people in the town to
[49:27]
understand you know not just the
[49:29]
importance or like you say the um um
[49:32]
what you say the emotional feel for it
[49:36]
you know um
[49:40]
with that being said and listening to
[49:42]
all the people in the streets and the
[49:45]
people that come here and support and my
[49:48]
council members. Um, like I said, me
[49:51]
just kind of still trying to suck all
[49:53]
this stuff in. You know, I don't want to
[49:57]
see the school, the building become um,
[50:01]
as you say, vacant or, you know, just an
[50:04]
empty building.

I but I still think that, you know, we

should still do do the repairs, but

why do we have to do all the repairs?

mean, it's not that they don't care, but

it's like it it doesn't do anything for
[51:20]
me. You know, you get those people and

then that's the majority of the people,
[51:25]
but that's what the town is saying, you
[51:28]
know. But me personally, like I said, I
[51:30]
think we should fix the school. But
[51:34]
um just as long as the rest of the town
[51:38]
is treated fairly where it can help the
[51:41]
masses in a sense.

the lease is sort of being written as we

work. But the bigger work of the roof is

necessary to protect the building as a
[53:11]
whole and avoid further damage of
[53:15]
contents and and the rest of damage of
[53:17]
the rest of the structure.
[53:20]
The HVAC is necessary because if the
[53:24]
boiler when the boiler rusts through the
[53:27]
bottom, the building will not be usable
[53:30]
in the winter.
[53:32]
The building the boiler was put in when
[53:35]
the building was built
[53:38]
and nobody knows. There's no way to know
[53:42]
how much of that bottom
[53:45]
wall remains.
[53:48]
We made it through last winter.
[53:53]
We don't know, but we can't keep putting
[53:57]
it off. Um,
[54:00]
and as far as people who use or don't
[54:02]
use the school,
[54:05]
I don't have a dog and I don't use the
[54:07]
dog park.

But the dog park is a good thing to me
[54:12]
because people who have dogs and take
[54:14]
them to the dog park enjoy it and that
[54:17]
makes the life of the town stronger.

Having the playground, having the disc
[54:22]
golf, having the performance venue,
[54:25]
having the meeting sites and the artisan
[54:28]
studios
[54:31]
enhances the town as a whole.
[54:35]
Having
[54:37]
a dead building that nobody can use
[54:41]
that's falling apart will be a drag on
[54:45]
the town as a whole. So
[54:49]
for those reasons, I feel we need to
[54:52]
move forward and we need to do it now
[54:55]
before the boiler goes and before the
[54:57]
roof goes.

helpful in our talking about the um

comprehensive plan that we're working

Um we had public comment uh regard

regarding the reszoning application for
[1:08:57]
the um Eller property and we um
[1:09:04]

application for reszoning. Uh it was a

very comp very detailed motion that Jim
[1:09:14]
McGawan had had crafted if all of the
[1:09:17]
reasons that we had um decided to do

existing zoning for R2 would have
[1:09:26]
allowed many more units um than in the
[1:09:30]
proposal and we were concerned about the
[1:09:33]
size of the proposal. So agreeing to
[1:09:35]
many more units than that didn't make a
[1:09:37]
whole lot of sense. We need to develop
[1:09:40]
new zoning ordinances and recommend them
[1:09:43]
to the town council uh for adoption that
[1:09:47]
would enable us to limit what is done in
[1:09:51]
that area and basically get it to
[1:09:53]
conform to more of the vision we have
[1:09:55]
for the town.

data collection and assessment for the

comprehensive plan and worked on that.

year-round destination.

We uh I attended with our program
[1:13:09]
manager the fundraising AI um workshop
[1:13:13]
that was held at the at uh ESCC. It was
[1:13:16]
put on by uh ESBA tourism,
[1:13:20]
um the Community Foundation, and United
[1:13:22]
Way of the Eastern Shore. um a a
[1:13:26]
gentleman named Patrick Kirby who is the
[1:13:28]
founder of Dog Good Better Consulting
[1:13:30]
was the speaker. It was an interactive
[1:13:32]
workshop that showed how nonprofits can
[1:13:34]
use AI uh in their grant writing and
[1:13:37]
fundraising efforts.

worked on getting the Halloween

festivities together this this past

weekend. Uh it was a great collaboration

with the um spooky effects by collecting

spooky it wasn't spooky it was what was

it spooky specials I think is what we

landed on um so that we could highlight

not only alcoholic specials but like
[1:14:04]
corner bakery specials and the coffee
[1:14:05]
shop specials that were centered around
[1:14:07]
Halloween. Um and then we also did some
[1:14:10]
promotions on our social media website
[1:14:13]
on on behalf of the whole weekend's
[1:14:14]
events. Um on Nanok Main Street also
[1:14:18]
recently finished the last installment
[1:14:21]
of a of a mural/mosaic
[1:14:23]
uh which is downtown. Uh it's called
[1:14:26]
Creek View. Is that correct? It is on 38

Market Street on the bathroom side of
[1:14:31]
the building. So it's on the walkway
[1:14:33]
between Corner Bakery and the new
[1:14:35]
welcome center. Um it's absolutely

gorgeous. So, if you haven't seen it,

please check it out. It is a 250 lb
[1:14:41]
glass mosaic which was created by New
[1:14:44]
Revena and captures the spirit of the
[1:14:46]

Uh, and then I also wanted to a reminder

to our uh town businesses that are in
[1:14:54]
the downtown district. Uh, on Main

Street has a grant that we're turning
[1:14:58]
around and granting out public facing

improvement money to our downtown
[1:15:02]
businesses. The grants are anywhere from
[1:15:05]
$500 to $5,000, but the deadline for
[1:15:07]
those grants is actually Monday the 3.
[1:15:09]
So, I just wanted to give a little shout

painting event for children 12 and

under. Boot Lion provided the pumpkins.

flanking the stairs up to the main level

of the school and they're adorable.

Um, this coming Saturday there will be a
[1:16:16]
craft show at the school from 10 to 3.

And there will also be a local food
[1:16:24]
truck and Guy Schaer will be doing a
[1:16:26]
demo outside adding color to his bronze
[1:16:30]
sculptures, which sounds like a really
[1:16:32]
interesting thing to see.

the middle Saturday of November the
[1:16:39]
15th, the champagne and oyster tasting

event will be going on from 4 to 7

I'm one of those people who comes to
[1:19:23]
every meeting and who says the same
[1:19:25]
thing over and over again. So, I
[1:19:27]
apologize for that.

in the Northeast neighborhood is just

absolutely fantastic and I was thrilled

planned. Um, with respect to the school,
[1:19:47]
not saying what where the town was, not
[1:19:50]
saying that I was any official or
[1:19:53]
employee in the town, I called up two
[1:19:55]
different mechanical engineers that I've
[1:19:58]
worked with over many years, decades,
[1:20:01]
and I explained to them what the
[1:20:03]
situation was. I said, "We have a
[1:20:05]
building. It's 120 years old. It's brick
[1:20:08]
and mortar. It's 28,000 square ft on two
[1:20:12]
levels. One of the levels is a basement.
[1:20:14]
What is the most efficacious way to get
[1:20:18]
heat to that school to replace it? Now,
[1:20:22]
and this is something actually I've done
[1:20:24]
in my career many times, dozens and
[1:20:27]
dozens of times in larger buildings, that size and larger
[1:20:32]
buildings. And they said, "Listen, you
[1:20:35]
can put in a split system, but that's
[1:20:37]
really not the way to go if you want to
[1:20:39]
do it quickly. If you want to do it
[1:20:41]
quickly, you want to do it efficiently,

you want to do it economically, just
[1:20:45]
replace the boiler. You can abandon the
[1:20:48]
existing boiler in place. Anybody that's
[1:20:50]
been down in that boiler room knows it's
[1:20:52]
huge, and boilers now are much smaller
[1:20:55]
than they used to be. If you're putting
[1:20:58]
in um split systems, you're going to
[1:21:00]
have to start by putting in pads, and
[1:21:03]
you have to engineer the job out to make
[1:21:05]
sure that they're the right size. I know
[1:21:08]
that um last September we had an event
[1:21:13]
in the um auditorium I guess you'd call
[1:21:16]
it and there were many women there and
[1:21:20]
we were dying from the heat and it was
[1:21:23]
because the the air conditioning system
[1:21:27]
was not properly sized to that room. And
[1:21:32]
if you're trying to do this just based
[1:21:35]
on proposals from contractors, it's the
[1:21:39]
wrong way to go. If you if you're
[1:21:41]
looking at all of this money, spend
[1:21:44]
money on mechanical engineers. Now, the
[1:21:47]
mechanical engineers I spoke to were in
[1:21:49]
New York City, but a building's a
[1:21:50]
building. So, they they get the concept
[1:21:53]
of the whole thing. You you can use all
[1:21:55]
the existing lines. If you want to look
[1:21:59]
into it, I had given the council the
[1:22:02]
names of mechanical engineers that will
[1:22:05]
work in the area. So the statement that
[1:22:08]
nobody will come to the Eastern Shore is
[1:22:11]
absolutely patently untrue.
[1:22:14]
So do it the right way. And as I said,
[1:22:18]
if you're looking to do it efficaciously
[1:22:21]
and getting it done quickly and
[1:22:23]
economically, just replace the boiler.
[1:22:26]
And again, but have it sized by the
[1:22:29]

it. Second, I want to talk about the
[1:25:04]
OBCA and their proposal. I too went up
[1:25:07]
to the Northeast neighborhood this
[1:25:09]
morning and drove through the whole
[1:25:10]
neighborhood and looked everything over
[1:25:12]
and I can't tell you how much I support
[1:25:14]
every one of their plans. Every idea
[1:25:17]
they have is a valid idea and I think
[1:25:19]
should be supported. I would take it one
[1:25:22]
step further
[1:25:24]
in that my concern is I see a lot of
[1:25:26]
blight in the housing. As you go deeper
[1:25:29]
into the neighborhood and around the
[1:25:30]
neighborhood, you see a lot of houses
[1:25:32]
that have really passed their prime and
[1:25:35]
they're they're really just starting to
[1:25:36]
frown. As a person who's renovated 14
[1:25:40]
houses here on the Eastern Shore, I can
[1:25:42]
tell you nothing improves a neighborhood
[1:25:45]
more than cleaning up and fixing up
[1:25:47]
houses. I would love to see this town be
[1:25:50]
able to come up with a group of people
[1:25:52]
that are dedicated to going in and
[1:25:55]
helping low-income, fixed income people
[1:25:57]
that can't afford to fix their houses,
[1:25:59]
to clean up the yards, put a coat of
[1:26:02]
paint on them, hang some shutters,
[1:26:04]
whatever. It will make the houses and
[1:26:06]
the neighborhood smile. As I say, I've
[1:26:09]
renovated 14 houses, so if you ever get
[1:26:11]
a committee together to work on that,
[1:26:13]
I'd be glad to volunteer my time to help
[1:26:15]
out. But I think everything they they
[1:26:18]
recommended is worthwhile. Uh I would
[1:26:21]
like to add that I'd like to see the
[1:26:23]
outlaw uh museum open a little bit more.
[1:26:27]
The last time it was open was the day I
[1:26:29]
couldn't get there when they had the box
[1:26:30]
launch. I would have loved to gotten in
[1:26:31]
there and seen the whole place. I missed
[1:26:33]
it and there went my opportunity. I'd
[1:26:35]
love to be able to get there and to see
[1:26:36]

um earlier this month on the Queen

Street parking lot. My comments are
[1:27:36]
going to be related to the Queen Street
[1:27:39]
parking lot and plans going forward. Uh,
[1:27:42]
I do want to thank Council Member
[1:27:44]
Holddron for giving us blueprints and
[1:27:47]
taking her time and explaining uh the
[1:27:50]
plans and what the expectations were.
[1:27:53]
I'd like to say that I'm supportive of
[1:27:55]
the plan, but I am absolutely not
[1:27:57]
supportive and I apologize for that. Uh,
[1:28:00]
I I think this is uh a place where we
[1:28:03]
can come in and agree, but there are
[1:28:05]
some basic facts that we're going to
[1:28:08]
persist on enthusiastically.
[1:28:11]
They would be as follows.
[1:28:14]
The standard for remediation at sites
[1:28:17]
that are discharging into the Chesapeake
[1:28:19]
Bay is an improvement of 20 to 40% of
[1:28:24]
the volume of the water that's being
[1:28:26]
discharged into the bay. You're at 15
[1:28:30]
now.
[1:28:31]
Okay, that is what I understand from the
[1:28:34]
meeting. So, you're going to have to
[1:28:36]
find at least 5%.
[1:28:39]
But my expectations would be at the
[1:28:41]
other end of that spectrum that we would
[1:28:44]
be up near 40% because I do hear a lot
[1:28:47]
of people in this town talk about
[1:28:49]
environmental protection. I mean, we
[1:28:51]
even had a mosaic uh that was brought up
[1:28:54]
earlier today about the spirit of the
[1:28:56]
creek that you can't swim in or fish in
[1:29:00]
because we're discharging into that that
[1:29:02]
creek.
[1:29:04]
That's unacceptable.
[1:29:05]
If you were in another jurisdiction,
[1:29:08]
this town would be fined for its for its
[1:29:11]
storm water discharges. It's just
[1:29:13]
unacceptable.
[1:29:15]
All right. Number two, the eastern
[1:29:17]
property line, as my neighbor, Mr. Mson
[1:29:20]
talked about, is absolutely
[1:29:22]
unacceptable. I have runoff coming into
[1:29:25]
the driveway, running down uh Chesapeake
[1:29:29]
Bay Protection Act property that's
[1:29:30]
getting completely eroded and
[1:29:33]
challenging trees, three walnut trees
[1:29:36]
that are enormous.
[1:29:38]
Those trees contribute to the canopy
[1:29:41]
around that swamp area that runs back to
[1:29:44]
the school that we pay taxes on and that
[1:29:47]
we maintain.
[1:29:48]
And at some point that water becomes
[1:29:52]
your water. And when that water leaves
[1:29:55]
your property, you still carry some
[1:29:58]
liability for that for that water. So I
[1:30:01]
want you to think about how that might
[1:30:02]
look. You ask about maintenances,
[1:30:04]
maintenance budgets in the in the parks
[1:30:08]
and the other common areas of the town.
[1:30:11]
This is an area where you are carrying
[1:30:13]
costs that you haven't recognized yet.
[1:30:16]
Last thing is hydrarology and math.
[1:30:19]
While the meeting was really quite good,
[1:30:22]
I thought and brought out a lot of
[1:30:25]
facts. I'm sorry, mayor, if I can have
[1:30:26]
just another 10 seconds. We think the
[1:30:29]
hydrarology and the math behind that
[1:30:30]
engineering study needs to be seen by
[1:30:33]
professionals and by the public. So,
[1:30:36]
we're going to ask for that and we're ready to submit a foyer request on
[1:30:40]

I want to talk about the boundary line

adjustment, which I know is not on your
[1:31:09]
agenda, but it's still kind of on ours

because nothing has been officially
[1:31:13]
communicated to us since the last
[1:31:15]
meeting when the vote was delayed. I'm
[1:31:17]
not going to spend a lot of time
[1:31:18]
topping, but what I do want to do is
[1:31:21]
submit about 25 pages of documentation.
[1:31:24]
just kind of summarizes what we as a
[1:31:26]
group of affected homeowners know about
[1:31:29]
what's gone on thus far, the kind of
[1:31:31]
materials that we have at our disposal,
[1:31:33]
which we don't think is really a
[1:31:34]
comprehensive record of everything. But
[1:31:36]
should this topic resurface, which I got
[1:31:39]
the impression from a quote from the
[1:31:41]
mayor, and mayor, I apologize, it wasn't
[1:31:43]
a direct quote, but one of the news
[1:31:45]
articles said that this could be
[1:31:46]
resurfaced in the future, that the topic
[1:31:48]
could come back to the table. I want to
[1:31:50]
make sure that we're all looking at like
[1:31:52]
similar documents from the same place
[1:31:54]
and it's all part of the record. So,
[1:31:56]
forgive me. It's like 25 pages. I know
[1:31:58]
it's going to be a lot of photo copies
[1:32:00]
and things by the time it makes its way
[1:32:01]
to your printers, but I'd really like to
[1:32:03]
see this included uh in entirety. Um, I

also want to thank council member Grub

current homeowners that are not on

undeveloped farmland that was featured

There are people who live there and

people like Nancy who have lived there a
[1:32:26]
very long time and I appreciate your
[1:32:28]
comments. I also want to thank council

transparency and dialogue. I think all

of us are really looking forward to

talking to you about how we can plan for

a better future together, but we can

what was in the uh in the email. So, I'm

just noting that. And the second was a
[1:33:27]
question about closed sessions that
[1:33:28]
council member Marino mentioned at the
[1:33:30]
last meeting. You mentioned that the the
[1:33:32]
topic was discussed in closed session.
[1:33:35]
Um I to me the interpretation of what
[1:33:38]
can be discussed at closed session is
[1:33:40]
different than
[1:33:42]
what the boundary line agreement would
[1:33:44]
really fall into. So So were there some
[1:33:46]
questions about that that I would just
[1:33:47]
direct your attention to when you get
[1:33:49]

involving this BLA that is off of

On the WBOC,

it says, "The mayor said the town

council sent the letter to the board of

is, what is it on or off the table? We

as a group want an answer, and I want my

years uh and uh just u moving up moving

up in the world he's going I tell you uh

I'm really excited for him at his new

job and we're going to be miss him

greatly uh I know Northampton's uh gonna

be you know getting a good guy and uh uh

I'm just wish him well Um

the uh in in terms of a new town
[1:44:30]
manager, we are we're going to have a
[1:44:32]
close session to uh we we would like to
[1:44:34]
council's express interest in hiring an
[1:44:36]
interim town manager to come in and help
[1:44:38]
us until we can hire a new town manager
[1:44:40]
to go through a search process.
[1:44:42]
Sometimes that can take anywhere from
[1:44:44]
two to four months. So, uh uh the
[1:44:46]
council has to decide that. Uh you know,
[1:44:49]
u we we're going to interview, you know,
[1:44:51]
at a close session or talk about a
[1:44:52]
candidate that's interested in being the
[1:44:53]
interim. Uh, so that's how we're going
[1:44:55]
forward, but um, we haven't voted on
[1:44:58]
anything officially, but we'll keep you
[1:44:59]
up on what's going on with that.

Uh, I attended the VML along with Lisa
[1:45:05]
over here, the VML, the V Virginia
[1:45:07]
Municipal League annual meeting up in
[1:45:09]
Rona a couple months, couple weeks ago.
[1:45:11]
They also had a dayong mayors institute.
[1:45:14]
Uh, really good chance to meet other
[1:45:16]
mayors, other council people, see what
[1:45:17]
other people are having the problem so
[1:45:19]
we don't have to keep reinventing the
[1:45:20]
wheel. Uh, I learned a lot of good
[1:45:22]
stuff. U hopefully we can put it into
[1:45:24]
practice. Lisa and I have taken a lot of
[1:45:26]
notes and uh you know we'll hopefully um
[1:45:29]
I I think that one of the biggest things
[1:45:30]
I I came back with is that we need to
[1:45:32]
come up with a we're doing a we're going
[1:45:34]
to have a good town plan that's going to
[1:45:36]
come out after a year but we need a
[1:45:37]
strategic plan after that so that we can
[1:45:39]
implement it. Uh do we what you know
[1:45:41]
what do we have as a vision? I think we
[1:45:43]
need to look at that. uh where how we
[1:45:44]
going? You know, the town plan is the
[1:45:47]
first step. A strategic plan that
[1:45:50]
directs how we implement what we want to
[1:45:51]
do needs to be developed. And in my, you
[1:45:54]
know, the next year, I think we all need
[1:45:55]
to work on that. Definitely. Uh
[1:45:59]

we're 25% through the year and our

revenue is 24% of the total revenue. Uh

slightly behind as administration. We're

only 12% of revenue, but that's because
[1:47:23]
taxes are our tax season hasn't started
[1:47:26]
yet. And let me chat on that for a
[1:47:28]
minute. Uh taxes are going to be mailed
[1:47:30]
out. I'm going to [snorts] say no later
[1:47:32]
than November 17th. We just got the file
[1:47:34]
from the county and they're technically
[1:47:38]
due 125. That's by state law. So what
[1:47:42]
we're going to do is wave late fees
[1:47:44]
until January 5th to make sure that we
[1:47:47]
give people at least 30 days to pay
[1:47:49]
without penalty. So that
[1:47:51]

also addressed when they had to be out.
[1:47:56]
>> Yeah. 10 days before the due date.
[1:47:58]

24% of 25% revenue. We're at 28% of
[1:48:08]
expenses uh versus 25%. It's slightly
[1:48:11]
higher in the warf simply because uh
[1:48:14]
they were open. They're about to close
[1:48:16]
from November through March. So the
[1:48:18]
expenses will be zero and they'll
[1:48:20]
obviously taper down as a percentage of
[1:48:21]
the total year. um building and streets.
[1:48:24]
We were heavy and uh just from some
[1:48:27]
bigger repairs that we didn't expect.
[1:48:29]
Some paving was done at the beginning of
[1:48:31]
the fiscal year. So other than that,
[1:48:33]
there's nothing in there that's
[1:48:34]
anomalous. I don't see anything coming
[1:48:36]
that should be a surprise or um disrupt
[1:48:40]
our budget. On page 47 is our cash
[1:48:43]
position. This year we've got 5.5
[1:48:46]
million in cash and reserves. Last year
[1:48:48]
we had 5.2 to 5.3 million which is an
[1:48:51]
increase of 5% in cash flow and
[1:48:54]
liquidity liquidity sorry um all of our
[1:48:57]
required reserves are covered with a
[1:49:00]
slight overage
[1:49:02]
uh our capex and grant activity was very
[1:49:04]
slow this month for a few different
[1:49:07]
reasons. So there hasn't been any change
[1:49:09]
in any of the year-to- date expenditures
[1:49:12]
for any of our capital expenditure
[1:49:14]
items. Um there's a lot of work going on
[1:49:16]
but not a lot of expenditures going on.
[1:49:18]
Uh we've got two projects uh remaining
[1:49:22]
with the ARPA funds. Uh the basketball
[1:49:25]
court ran over budget, so we're going to
[1:49:27]
have to trim back on what we were
[1:49:29]
planning to do at Town Square. So we
[1:49:31]
have $39,000 left to spend. Um we had
[1:49:35]
$5,000 for the 5,250 for the irrigation
[1:49:41]
system and about $2,000 for the grass
[1:49:45]
restoration. There's going to be some
[1:49:47]
more expenses coming because we have to
[1:49:49]
put a new supply line in
[1:49:53]
um for the town squares irrigation
[1:49:55]
system because what's there I think it's
[1:49:57]
copper line and it got crimped
[1:49:59]
underneath the sidewalk so it's not
[1:50:00]
putting out the pressure we need. So we
[1:50:02]
have to bypass that and just put a new
[1:50:04]
line in. Victor's got the order for
[1:50:06]
that. Um it's not that materially
[1:50:08]
expensive, but we're going to have to
[1:50:10]
get a VOTE permit because that's not an
[1:50:12]
emergency road repair and we're going to
[1:50:13]
have to dig into the road in all
[1:50:15]
likelihood. Um the Northeast um
[1:50:18]
revitalization grant, um we've submitted
[1:50:21]
everything that's been submitted to us.
[1:50:23]
We've been reimbursed for everything
[1:50:24]
except 9,764.
[1:50:26]
So that's moving in the right direction.
[1:50:29]
And
[1:50:31]

Uh the wayfinding sign, we've gotten

responses back from VOTE as to what

they're suggesting. Some of those

She's responsible for the wayfinding
[1:50:53]
committee and um she's looking for
[1:50:56]
suggestions for two of the signs and I
[1:50:59]
think that we've got some reasonable
[1:51:00]
recommendations for her. Um irrigation
[1:51:04]
systems I just me mentioned and there's
[1:51:06]
going to be a new line. Cindy's managing
[1:51:08]
the Queen Street project. You all saw
[1:51:10]
that. uh planning commission is holding
[1:51:12]
its um its public uh invitation for
[1:51:17]
comment on the upcoming comprehensive
[1:51:19]
plan um next week at 165 Market Street
[1:51:24]
on November 3rd at 6 p.m. Um in the
[1:51:27]
meantime, you've already been notified
[1:51:29]
that the Eller property
[1:51:31]
um application for resoning was denied
[1:51:34]
by them. The developer has since
[1:51:37]
withdrawn his application, but he is
[1:51:39]
going to be submitting in all likelihood
[1:51:41]
a byite um plan
[1:51:48]
water meter replacement. Um on November
[1:51:51]
10th, we're going to start receiving the
[1:51:56]
uh product. The all of the meters are
[1:51:58]
going to be put inside the fence where
[1:52:00]
the water tower is located. And then
[1:52:02]
starting on the 17th, they're going to
[1:52:04]
start doing the installation. Um, I
[1:52:08]
don't know where they're starting,
[1:52:10]
but what we are going to do is put um
[1:52:13]
rack cards in or I'm sorry, not rack
[1:52:15]
cards, door hangers
[1:52:17]
