[26:59] bit last month. We're exploring options

[27:02] for additional revenue streams. We'd

[27:04] like to find more money that we would be

[27:06] able to reinvest in the town. Uh we're

[27:08] looking at other economic development

[27:11] authorities and related organizations to

[27:14] identify best practices and model

[27:15] projects. We'd like to find similarly

[27:18] situated small towns, see where they

[27:20] have had success and and what we can

[27:22] learn from them. Uh we're working on the

[27:25] parameters for the revolving loan fund

[27:27] program. I think everybody pretty much

[27:29] knows what that is, but we got a grant

[27:33] to develop we loaned money to develop

[27:35] the Little Building. As those payments

[27:37] are remade are made each month, those

[27:40] funds will go into a revolving loan fund

[27:43] that we will then reinvest in the town.

[27:46] So, we're sort of waiting to accumulate

[27:49] a sufficient amount of money to be able

[27:51] to invest it reinvest it in an impactful

[27:53] way. So, we're working on the parameters

[27:55] of what what that will look like. Um, we

[27:58] also voted to change our meeting time to

[28:01] 5:30 p.m. and I think everything's been

[28:04] updated. So our meetings now will be the

[28:06] third Tuesday of each month from 5:30

[28:10] uh to 7. Uh we also last week hosted

[28:14] freedom of information freedom of

[28:16] information act training for local

[28:19] officials uh in this room. Last week uh

[28:23] by Virginia statute people local

[28:25] officials on certain public bodies

[28:28] including the council and and the EDA

[28:31] are required to take this training

[28:32] periodically. And so uh so we held it

[28:36] here. We had uh guests from Parksley and

[28:40] Eastville. I think almost the entire

[28:43] government of both those towns and a few

[28:46] other people came and the train training

[28:47] was conducted by the executive director

[28:50] and deputy director of the Virginia

[28:53] Municipal League.

[30:05] will be two food trucks um or go to the

[30:12] The next night, Saturday the 29th, with

[30:15] a rain date of the Saturday after the um

[30:20] annual movie under the stars will happen

[30:23] at the pavilion. It will be the sand lot

[30:35] dark enough to start projecting a movie

[30:52] of the tenants have be been able to

[31:07] whole building is open to the public. So

[32:14] YouTube. uh with over 216,000 Instagram

[32:18] followers, one post has already reached

[32:20] 79,000 views. So, three of them were

[32:23] done in coordination with Main Street. I

[32:25] know he's done another one that I have

[32:26] also seen, but that was not done in

[32:28] coordination with us, which was a little

[32:30] bit more loose in some of the way that

[32:32] he spoke, but but it was still a fun

[32:35] little piece, I thought. So, hopefully

[32:37] you guys have had a chance to see it.

[32:39] Um, we've also been in the media

[32:41] recently. Um, we've pitched uh media uh

[32:43] stories and secured two TV spots, one

[32:46] with WTKR and one with WBOC. The links

[40:23] meeting. Councelor Holddron raised a

[40:26] number of valid concerns. After some

[40:29] discussion, Commissioner Greer said the

[40:31] town council should decide. I would say

[40:34] she heard pretty clearly from a

[40:35] respected member of this council that

[40:37] she had concerns with the commission's

[40:39] directions. She had voiced those

[40:42] concerns before.

[40:44] At the last town council meeting,

[40:45] Commissioner Greer gave a very broad

[40:47] overview with very little detail. In

[40:51] fact, she asked for another meeting just

[40:53] so she could fill in some of those

[40:55] details.

[40:57] The planning commission is comprised of

[40:59] a group of very busy, very dedicated,

[41:01] hard-working people. If the plan that's

[41:04] going to take over a year of their work

[41:07] is flawed and could summarily be

[41:09] rejected by this council, shouldn't each

[41:12] of you be more informed as to the

[41:15] direction of the planning commission and

[41:17] the work they're doing at the present

[41:18] time? This will be the third

[41:21] comprehensive plan for this little town.

[41:24] Each plan has been significantly

[41:26] different from the previous one. Aren't

[41:28] these supposed to be longterm

[41:31] comprehensive plans?

[41:34] The planning commission is currently

[41:36] sitting on two major issues as they

[41:38] develop the new comprehensive plan,

[41:41] zoning for developers and water

[41:43] regulations. I believe those two issues

[41:46] are far more important than a complete

[41:48] rewrite of the comprehensive plan. Thank

[45:48] this kind of thing months ago.

[45:51] All our priorities, I think, are skewed.

[45:57] owns a a a easement on my property. It

[46:04] large pipe that goes into the uh storm

[46:10] multiple drainage ditches that go all

[46:13] the way back past the rescue house on

[46:16] Lee Street all and to Carr Street and

[46:19] probably beyond. And when it rains,

[46:22] there's a torrent of water that comes

[46:23] down that those ditches and it

[46:26] overwhelms it doesn't take much. it

[46:28] overwhelms that pipe that's in my

[46:30] driveway and then every property behind

[46:33] there starts when it backs up it starts

[46:36] flooding. Now, this has been going on

[46:39] for 25 years and and I believe the town

[46:42] owes it to us instead of um in instead

[46:46] of priorities that I would think are not

[46:50] that that that uh that expansive

[46:54] and I think I think they the u the town

[46:56] owes it to us in order to do that. If

[46:58] there's money available, if if if

[47:00] there's no money available now, then I

[47:03] think that whatever shenanigans you can

[47:05] play, whatever details that you can do

[47:07] to try to move money around and

[47:12] in order to try to start paying for an

[47:14] emer some sort of engineering study and

[47:17] you can't leave it to board rag camp

[47:19] temple, you can't be the lone wolf on

[47:22] the planning commission trying to do all

[49:30] spring. Uh, the fall is a good time to

[49:32] plant. Uh, I wanted we do have a plan.

[49:37] it. I think part of it included making a

[49:38] gazebo type structure in the front of

[49:40] it, but I certainly think we can do some

[49:42] kind of planting. So, we need to get

[49:49] things planted. Uh we we have a design

[49:52] uh and we will get the council I think

[49:54] has already approved some of the design.

[51:02] meter um installation is complete and is now in the final follow-up phase

[51:06] with the contractor returning as needed

[51:11] for corrections on the larger pro uh on

[51:14] the larger projects. The the HRSC

[51:17] wastewater transfer continues to move

[51:19] forward with the remaining property and

[51:21] related implementation work underway. Um

[51:25] at HOS the restoration work and separate

[51:27] HVAC project uh continue to be um

[51:32] primary areas of focus with the HVAC

[51:34] project being further developed before

[51:36] it can go out to bid. We are also

[51:39] continuing work on the remaining

[51:41] northeast CDBG improvements. The next

[51:43] phase of the blacksmith shop restoration

[51:46] is out for bids with DHR funding and and

[51:50] I have begun and an an audit of the town

[51:53] website and a regular communications

[51:55] piece called the the main update. So

[51:59] those are the main highlights but I will

[52:02] be happy to answer any questions at

[55:04] pricing things out to find the most

[55:05] economical

[55:10] the finishing touches of that. And as

[55:13] soon as we make the call on that, we'll

[55:14] be able to get started with the with the

[57:12] I'm trying to do is find somebody that

[57:14] we can get to deliver tanks and I'm

[57:17] waiting for some calls back on that. But

[57:19] uh because quite frankly the travel to

[57:21] get the tanks would be the most

[57:23] expensive part of the whole operation

[57:24] and we don't want to spend money like
