approval and construction will be

happening. So, we provided you with the
most recent um solar panel layout so you
[0:49]
have it and a sheet with contact
information because as we start
[0:54]
construction on West Street, you may be
getting phone calls about noise,
[1:00]
traffic, the kinds of things that come
with construction. And Lachlan here is
[1:04]
the person that if you get any calls,
you can direct them to about project.

you know that we we're actually moving

pay for their food like well they pay

» good evening. My name is Rich Haron. I
know there's been discussion at the
[3:51]
board level and elsewhere about the lack
of year-round single family housing in
[3:55]
the town of Oniana. I want to call to
your attention that there were two
[4:00]
projects for year-round single family
housing the town of Oniana. Both of
[4:05]
which were abandoned and they were
abandoned because of the high cost
[4:08]
imposed by the town of Oniana in
connection to roads, streets and
[4:11]
sidewalks.
[clears throat] Um so the town policies
[4:16]
have actually mitigated against there
being uh actually brand new uh single
[4:22]
family housing. The consolidated funding
application has an avenue where a
[4:27]
municipality can apply for funding to um
underwrite the cost of or help assist
[4:33]
with the cost of uh infrastructure in uh
single family developments and even
[4:38]
other style developments. Also, you may
be aware that there's been federal
[4:43]
legislation recently that was passed and
signed into law or became law. And uh
[4:50]
that a cornerstone of that legislation
was to uh try to address u zoning issues
[4:56]
that prevented there being affordable
housing. the town of Onana ought to look
[5:01]
at its regulations in connection with
housing um as it relates to roads,
[5:07]
streets, and highways and try to maybe
follow the template that the federal
[5:11]
legislation has set forth. Um I
[clears throat] also want to call to
[5:15]
your attention that we're in the process
now of renovating uh a home at 13
[5:20]
Raymond. It's a home that had been
unoccupied for several years. It had no
[5:24]
heat in it for at least two winters and
probably more. had a an unpaid water
[5:29]
bill running six years. I actually
showed that home to the supervisor back
[5:34]
in the winter um when we removed the
walls which found any number of
[5:39]
electrical violations which miraculously
did not result in a fire but very well
[5:44]
and very easily could have. There were
also any number of roof leaks. Um there
[5:49]
was [clears throat] mold in there. We
had to we just had to gut the whole
[5:52]
thing. Um, I would I want you to know
that if there weren't an opportunity to
[5:58]
rent to baseball, we would never get a
return on investment. And even then,
[6:02]
it's going to be difficult to get a
return on investment.
[6:05]
Um, if you decide to eliminate
um that opportunity, then you're going
[6:12]
to have lots of homes like that that are
not renovated. Um, there are others
[6:17]
right on that same street that are
equally as bad. Um, one of them has a
[6:22]
raccoon staring out the window at you in
a photograph that they took. So, I just
[6:27]
want to make you aware of that. Also, if

» Uh, good evening. My name is Cindy Lair.
I live at 127 Ridge Drive um in the
[6:44]
Woodland Water District. Believe that's
on the agenda tonight to talk about the
[6:47]
water quality. So I lived in my house
there for 17 years and about two years
[6:51]
ago I started experiencing some water
quality issues. Um this is my second
[6:55]
time attending a board meeting. I
attended a meeting last year. So I
[6:59]
started experiencing the issues about
two years ago noticing brown brown water
[7:04]
and a water pitcher filling up my
bathtub with some brown water off color
[7:08]
water. Um so it was about the same time
that the town decommissioned the
[7:12]
existing well and puff station because
of there was a risk of that collapsing
[7:16]
because of um soil undermining and the
same time as the southside water mane
[7:20]
projects. I know that the town has
installed an auto flusher and they do
[7:24]
regular water mane flushings but that's
not addressing the problem to address
[7:28]
the contaminants in our drinking water.
Um it's my understanding that Lamont
[7:31]
engineers is no longer involved. I'm a
civil engineer and I work in facilities
[7:35]
management and I know how long projects
can take to execute from design
[7:39]
procurement to awarding the construction
contract and I don't see any repairs
[7:43]
happening in the next year. Um I my
question is do you have any funding for
[7:46]
this work? Have you hired design
consultant? Is there a budget timeline
[7:50]
timeline? I'd like to request a special
meeting with the Woodland Water uh
[7:54]
district residents with the mayor, the
town board and the head of the water
[7:58]
department to see what the next steps
are and the timeline for England
[8:01]
mutation. Uh so right now you have a
moratorum on data centers to to evaluate
[8:06]
environmental environmental impacts. So
I feel like this is an environmental
[8:10]
impact and it's been going on for two
years. So I just like to request that
[8:14]
you live out there too. Me too.

bills for ground water, which was
unacceptable.

in the past, I've lived there for like
24 years. And in the past, I had a pool.
[9:06]
I haven't had a pool in many, many, many
years. So, in my water bill, last year
[9:11]
was outrageous. And this year, and I
have like less people living in my
[9:15]
house, and we're still having water, the
brown water issue in the tubs when it's
[9:20]
being um ran in the showers. Like she
said, we can't we can't even drink the
[9:25]
the water.
So like when is things going to get
[9:30]
resolved with this?

» So I'll just answer you know everyone at
the same time. Uh so uh you know when I
[9:42]
was made aware of this uh again two
years three years is way too long in my
[9:47]
opinion. Uh and so this administration
uh has made it his priority. And so we
[9:52]
enacted a two about two months ago we
enacted a specialized emergency task
[9:57]
force uh who have been working on this
issue. And so, uh, the members include
[10:03]
our our new lead, um, contracting, town
engineer, Tigo County, uh, planning, uh,
[10:08]
director is involved. Um, our water
departments, many board members, our
[10:13]
highway superintendent. Uh and so where
we're at now for that issue is is that
[10:19]
we're um uh we just got a quote to
address a temporary issue of how you
[10:25]
know again we're just trying to chip
away at any way of how we can remediate
[10:30]
it quickly. And so we just got that
today. Uh and so we're going to move
[10:34]
forward with that um uh to hopefully see
if that would fix you know at least
[10:38]
something temporarily for at least some
if not all. uh but we are also um uh
[10:45]
pretty much like 99% ready for an RFP to
go out to address um uh the issues at a
[10:53]
larger scale. So then they could provide
us with um a uh kind of like a next step
[10:59]
plan by before the end of the year. Uh
and then um uh how they will address it
[11:05]
immediately and then long term. Uh
because a lot of the issues uh that our
[11:09]
engineer and all involved have seen is
that what the landscape of the pipes
[11:15]
from from development that was done
doesn't match um what we have on file.
[11:21]
So now we essentially have to start all
over with, you know, getting, you know,
[11:25]
the pipes and the valves and all those
kinds. Again, I'm not the expert by no
[11:29]
means. So they're going to uh do that.
Uh and then that is going to set us up
[11:34]
for the next stage uh is to replace the
pipes, right? So try to figure out what
[11:39]
the problem is and also replace all the
pipes that the board has had funding for
[11:43]
for a couple of years now or a year uh
uh to do that. So right now we have
[11:48]
about four 4.2 2 million uh that we
received a couple years ago. Uh and then
[11:54]
we applied for almost another 900,000 uh
with county department um uh Atgo County
[12:02]
Planning Department to help offset those
costs. Uh so that's kind of where we're
[12:06]
at right now. Happy to do a special
meeting or talk to anyone at any time
[12:10]
about this um with the task force as
well. Uh but that is um where we're at
[12:15]
uh with that directly. Uh so hopefully I
believe the the uh quote we received
[12:21]
today says to start if by the end of
August if not completed it by the end of
[12:26]
August again I haven't read the details
but [clears throat] that's just to try
[12:31]
to see if I can um remediate it quickly
uh and then continue on with all the
[12:37]
other sites.

said this is my second time being at a
board meeting. Uh the last time I was
[12:44]
here was for the same exact thing two
years ago when uh then acting supervisor
[12:50]
Hollerin dil diligently worked with
everybody that was in that neighborhood
[12:55]
to get the funding that you've had for
two years but nothing's been done.

Nobody's done anything. We're getting
outrageous water bills as Pam has said
[13:03]
and everybody else here will attest to
will show you his filter that in 3
[13:08]
minutes turns disgustingly brown. We
will show you our our bills for the
[13:13]
water that we have to purchase because
we have to drink the filters we have to
[13:15]
put in our refrigerators or anything
else in our house, our water filters.

And nobody hears you, Patricia, Greg,
the only two that were here two years
[13:23]
ago. Nothing was done. Brett had it set
up that it was going to be taken care
[13:27]
of. He came, he visited the people
there. He had talked to everybody. You
[13:32]
looked at what was wrong with this
problem. You contacted the proper
[13:35]
people. And now your answer is, "We'll
do a survey and we'll figure things
[13:38]
out." That's not good enough for the
people that are here. If you'd like to
[13:42]
come over and have a drink, come over,
have a drink. I'll pour it right through
[13:44]
the faucet. Any one of you, I'll go I'll
go home and get it to you.

want my water bill to be through the
[13:50]
roof like it is, I'll bring 200 gallons.
Let's bring it to the Allstar Village

and let them have it. All right. Let's
let's we're bringing people into the

disgusting. But instead, we make videos
[13:59]
with them saying, "Hey, look at us. Look
at town of not our water bills. Don't go
[14:04]
to Angel Heights. You don't want to do

» And then we're replacing our hot water
heaters and and it's on to us. So that's
[14:11]
our cost

a time. Um and uh let's make sure that

Uh so just to answer again, you know,
completely unacceptable by any means and
[14:25]
you know, but this board uh is is is
moving forward uh with that uh uh as
[14:31]
well. So um so when do you expect a
solution? I I I honestly I can't answer
[14:36]
that. I can't answer that. We That's why
we hired the experts to do that. Um that
[14:40]
we hired again two years ago. What was
that?
[14:42]
» That we hired the same experts from two
years ago. Um

» again, I don't know anything about the
plan. I would have asked the previous
[14:48]
board members to jump in and Brett since
he you know shared that he's very
[14:51]
involved in that previously. Um but um
but that's you know that's currently the
[14:56]
plan that the task force has incited. um
all the board me I mean three of the
[15:00]
board me four of us were at that meeting
uh the last meeting to determine those
[15:05]
next steps um uh and so that's where
we're at with that but even if we were
[15:10]
to replace the pipes I mean that could
take several years um as well but we're
[15:14]
trying to make sure that we have an
emergency plan while we're planning to
[15:19]
replace the pipes as well so we're doing
all those
[15:22]

discuss that

water um district um
uh committee [clears throat] we're

addressing it in particular we have Alex
Herman engineer. he has come up with a
[15:55]
request for proposal. Um, and it's for a
diagnosis, a quick diagnosis as quick as
[16:01]
we can. Um, we gave a date to approve
that would go out to bid uh an request
[16:08]
for proposal and then we would approve
it. Uh, hopefully um and we can fast
[16:13]
track getting a diagnosis done for your
um water
[16:18]
uh to figure out the origin. Uh,
constantly it's being flushed, checked.
[16:22]
Please let Jared Hoteling the water
operator know if he doesn't know that
[16:27]
you have brown water because he's
running like in putting out fires. He's
[16:32]
just keep track of where it is and it's
it's a mystery that we're trying to
[16:36]
piece the puzzle together. But hopefully
this request for proposal to get a
[16:41]
diagnosis will give us a quicker
[16:46]

reviewed by the committee will sat in on
[17:28]
that as well and we all uh fasttracked
it as quickly as we could with dates so
[17:34]
we could get to the bottom of it to get
to an answer because uh you know we're
[17:39]
just doing the best we can. Thank you.

was what did we waste our money on two
years ago when they diagnosed the
[17:47]
problem? That's my first question. And
number two is to the people here that
[17:50]
live in that area. How many people have
had water in the last two ground water
[17:54]
in the last two weeks? That'll show you
your there's your your people telling
[17:58]
you what's going on in their their
neighborhood. It happens every single
[18:03]
day or at least once or twice a week.
Some people have it consistently, other
[18:07]
people have it intermittently, but it's
happening all the time. Yeah. So, for
[18:11]
those again that are here that may have
not contacted our our Jared, our our
[18:16]
water director, please contact him and
let him know so he can um uh you know
[18:21]
have that on his uh itinerary to look at
uh check out maybe flushing whatever it
[18:27]
is. But if he doesn't know that your
house has ground water, right, then he's
[18:32]
not able to determine that as we are
looking at all the diagnosis and all the
[18:35]
possibilities. So, please just let him
know.

happy to enact that and and do a special

because I'm going to do that right to do
that anytime and honestly meet with
[19:15]
anyone uh talk with anyone anytime. Uh
so we can certainly do that um as well
[19:20]
and keep you all updated um and send a
letter out. Um I wish you had a better
[19:25]
way of communicating like more directly
like a like an immediate like text
[19:28]
message you know thing or something but
uh uh we will figure that all out though
[19:33]
shortly. Okay.

water bill then or discussing why it's
so high like what can they do for that?

But I do want to say I think a lot of
[19:54]
the um I think a lot of the things with
regarding the high water bills too is
[20:00]
that now u many of us myself included we
all have gotten um updated meters and so
[20:06]
those meters are um not as they're a lot
more uh efficient versus what maybe was
[20:13]
like being rated at 3 years ago two
years ago. So that could be the problem
[20:18]
uh and and why we're seeing the
difference. Obviously, William Ward is
[20:21]
in a whole different situation with
their word of use and being able to use
[20:25]
it period. Uh, but that could I know a
lot of others have seen that change
[20:30]
because of the manageers too.
[20:34]
» I [clears throat] just want to make a
couple points. Um, when Brett was the
[20:38]
interim supervisor,
him and I, um, Pete Andrews, probably a
[20:44]
lot of people know Pete Andrews who was
our water operator for many years.
[20:49]
So, [clears throat]
[20:52]
new on the board, new position for Brett
being in charge. As we found out,
[20:59]
[clears throat] the drawings that we
have were not correct. So, the developer
[21:04]
that developed that district didn't have
good plans. Okay. So, that's where some
[21:10]
of the issues lie. When we're trying to
cut off that water tank out there, we're
[21:15]
we've dug up I don't know, three times.
three times in different locations there
[21:20]
to cut that off. We thought that worked
for a little while. People, we didn't
[21:26]
hear from anybody. Um they bought an
auto flusher, started flushing um two of
[21:33]
one in front of a car residence, then
they put one behind the car residence to
[21:37]
try getting the pipe coming from both
directions. Yeah. Um both were to go off
[21:41]
every night uh and every morning. Uh the
one behind the car residence was figured
[21:46]
out what time they use their water so we
can put it on on a timer so it go off um
[21:52]
before the morning so they could try
flushing out that line. That obviously
[21:55]
didn't work either. Um we also uh met
with some chemists to see if our water
[22:01]
chemistry was incorrect. Uh because the
new wells are deeper than the old wells.
[22:08]
it's possible we're in different water
and if we're using the same chemistry
[22:12]
that we used previously uh it could be
causing um slop off the pipes. Um we
[22:19]
also looked at the fact that we reverse
the flow of the water when we switched
[22:24]
uh wells which is a very likely uh cause
because you have water going in a
[22:31]
direction for so many years and things
do build up on the inside of those pipes
[22:34]
especially because of the type of pipe.
It's a transite pipe which is a concrete
[22:38]
uh speestous built pipe. Um it it it
probably if it was an 8 in pipe it
[22:43]
probably down to six at this point maybe
less. Um now you reverse that things are
[22:48]
going to start coming off and based on
different flows if a lot of people are
[22:51]
using them more things might start
coming off as the flow increases. We
[22:55]
also have higher water pressure because
of the new wells and the new pumps.
[22:59]
Before we were the old Woodland Water
District was a very archaic system. Um I
[23:04]
was quite shocked when I went to visit
it um that we were serving public water
[23:07]
from that system. Ironically, we were
getting cleaner water. Um however,
[23:12]
nevertheless, we went down all those
things and spent as you're aware uh we
[23:17]
did we we got uh New York Rural Water to
come out and uh they came up with a plan
[23:22]
for directional flushing uh because the
flushing had not been done regularly
[23:27]
which may have slowly caused this
problem over the years. without
[23:32]
[clears throat] regular flushing. Uh
when you flush you the idea is to pull
[23:35]
all those things out of the pipes. Um
and it wasn't being done regularly for
[23:39]
many years. So the buildup was there and
um we so they came up with a plan of how
[23:45]
to directional flush and get it out of
the low points. But again, we don't know
[23:49]
exactly where all the low points are
because those maps are absurdly wrong.
[23:54]
Uh those are the maps we were given uh
from the developers of Angelikes. Uh,
[23:58]
and that's all we can go by because
they're transite pipes. Locating them,
[24:02]
usually you use a water locator with
metal. You can't locate concrete. Um,
[24:08]
you can get a good idea. Uh, they didn't
use tracers in all the areas. So, we
[24:12]
were, you know, we're kind of clueless.
We're shooting, you know, we're shooting
[24:16]
wine in that respect. So, those those
are what we did. And and having that
[24:20]
time, we also uh were able to secure
$4.2 million for materials for um new
[24:26]
pipes and another
I thought it was a million from Sego
[24:30]
County. Um
>> yeah. Well, we're still waiting to hear
[24:33]
back for that one.
>> Uh for for making it 5.2 and at the time
[24:37]
Lamont had estimated the project um in
the 65 range. Uh so we were short a
[24:44]
little bit, but that that wasn't the end
of the world. That's that's where we
[24:47]
were effectively left off.
[24:52]
» So those are the efforts. So you're
aware there's things that have been
[24:55]
going on that people did not see. um
such as, you know, trying to figure the
[24:59]
water chemistry. Are are the are are the
wells set too deep? Maybe the pumps
[25:04]
could be brought up a little bit to get
in a different vein of water. Um so
[25:08]
there's a lot of things going on that
that were going on. Um in order to try
[25:13]
to figure this out, I I personally think
the only solution now is replace the
[25:17]
pipes. Um but I'm not an engineer,
>> but but I I think because you actually
[25:22]
drill the pipes, we could probably do it
rather rather quickly.

>> Shane Shane Bench for the Department of
[25:31]
Health. He's been out there uh working
with Alex. Um we come up with a maybe a
[25:38]
shortterm solution that on Angel Drive
that we're going to put another flusher
[25:44]
out there. So you might see see some
action in the next few weeks here by the
[25:49]
end of August. So that might help that.
We think that's a low spot there and
[25:54]
that's where it's all being collected.
So, you know, that's a hopefully another
[26:01]
easier solution. Um, and then RF to go
out to actually diagnose what's going on
[26:08]
um to get to the next step is critical.
Um, because if not, we're going to be
[26:14]
spending all your money um on
engineering fees to replace the pipes.

And what if we don't what if we replace
all the pipes and we don't have that's
[26:23]
not the issue. What if it's the wells?
So it's it's a whole it's a launch that
[26:28]
we've been meaning for every two months.

goal is obviously we replace the pipes

but again like Joe said we it all can
happen and then we don't even know if
[26:41]
that's going to fix it, right? And we
just wasted all that money. Uh because

none of us have the documents for uh the
[26:50]
plans that are correct. It wasn't done.
You know, we don't know. And so we need
[26:54]
to understand what's there, what's
wrong, making sure we're fixing it
[26:58]
correctly the first time. Uh and so
we're not in this situation. And so we
[27:02]
have to have all of these things ready
to go. Um uh and um you know, again, I
[27:08]
if I was in living where you are and
have the same thing, I wish it was done
[27:11]
two years ago. But this is just, you
know, what we uh um are faced with now
[27:17]
um of this administration and we're
tackling it as quickly as we can with
[27:21]
the resources we have. And I know we
all, you know, contacted everyone within
[27:26]
the county, federal, statewide for help
and services. Um uh um uh so you know,
[27:34]
your frustrations are are heard. I I
hear them all the time. the ecos that
[27:39]
called or email I spoke to. Um, and I
share that always with those who could
[27:44]
possibly help. Um, uh, so that's kind of
where we're at now. Um, and hopefully,
[27:49]
you know, the fix by the end of the
month, you know, maybe we'll see some uh
[27:54]
better days.

water filter I change out from my house.

Once a month I change this out. I had um
she has a photo of it. It was 3 minutes

which is approximately seven gallons in
change. It'll look just like that. Um so
[28:19]
like as far as contacting when you
touched on we have to contact the water
[28:23]
department. You can just assume it's the
entire neighborhood.

» Okay. Um, it's not just an isolated
incident like that's a low point over
[28:33]
there. It's the entire It's everyone.

way. Why is it on us to have to keep
reaching out? We already reached out two

years ago and said this is an issue in
this neighborhood. If you don't hear
[28:47]
from us for a while, it's probably
because we're frustrated. It's been 2

years and nothing's happened and we
don't know what's going on. So, it
[28:53]
shouldn't be on us to constantly be
reaching out saying, "I have brown
[28:56]
water." It's every day. It's the whole
neighborhood. you've already
[28:58]
communicated.

communicated to me. I've never known it
was never told to me that it was the
[29:04]
whole neighborhood. I'm happy to go
around and knock on everyone's doors and
[29:09]
talk to everyone and share the
knowledge. Uh but you know it was just
[29:14]
select few houses that again would what
I what was shared with me um since I've
[29:19]
been here. Uh but um even so the plan is
for the whole neighborhood for the whole
[29:24]
district to do that. But I'm happy to go
to every door, survey, ask um uh and and
[29:30]
do that myself. So

it from anyone that had a complaint.
She's kept a spreadsheet since last year
[29:38]
of every call and every residence that
has called. So you could ask her if she

» So, I had it installed on the on the
lead side of the house. So, everything

in my house was protected because I had
just installed a new water heater

uh boiler system. And I was I my water
was um my faucets were starting to run

slow. So, I pulled out the cartridge and
they're completely like that. And so I
[30:53]
installed this at about five months in
and I've been, you know, 12 bucks a door
[30:58]
[cough and clears throat] they go. But I
I'm just trying to protect everything in
[31:02]
my house and I'm not I'm not going to
drink that. So now the the only water
[31:06]
that I ever drink out of my house is
coming from my fridge as well, which is
[31:09]
filtered again.

» That that was one month.

Sometimes it's two weeks,

» but generally it's about I mean what and
the only reason why I swap it out is cuz
[31:24]
like the water just becomes a trickle.
>> This is we changed the filter and this

was 3 minutes [clears throat] after
>> this is 3 minutes after I changed that
[31:32]
filter. And just water.
>> Just so you know as well I have asked
[31:36]
everyone who can give us money that you
know with about the situation letting
[31:41]
them know hey can we cover
emergency money for their appliances all
[31:47]
these other things but in their eyes
under the guidelines it's not it's not
[31:51]
falling but I will continue to advocate
and ask for the money and keep pushing.

the testing get it gets tested every

have done it, but I did it for him. I
took the samples. I brought them back
[32:37]
over. And I get a email from Nicole, my
friend. Not from Jared, who says, "The
[32:44]
water's fine to drink. He still hasn't
watched me." I don't [laughter]
[32:50]
I don't know what he does.
So, so just so you I did aderondic
[32:56]
testing which is out of Alman or
Saratoga area do an absolute full
[33:01]
spectrum test of the water
[clears throat] and they said it came
[33:06]
back safe to drink. Now Tiffany Carr
brought me a bottle of water from her
[33:10]
house uh which I've had next to my
coffee maker for almost two years. So
[33:15]
and my wife keeps saying will you please
take that damn bottle off off the
[33:18]
counter. I said, "Well, that's I need to
remind myself that this is what their
[33:22]
water looks like. It's not my fault."

group, they're having bad water. I mean,
you guys knew that we've been here.

» I don't know how you you can sit there.
So, you didn't know anything about this
[33:36]
when you came on board.

certainly as soon as I did, we're
addressing it as a group. Um, and you

know, together we're doing it. Everyone
here is helping uh with it. Again, I'm
[33:48]
asking I've been advocating reaching out
to everyone for all emergency monies,
[33:52]
letting them everyone know about your
appliances, you know, um the bottled
[33:57]
water, everything. And and the response
I get is is that um you know, is it
[34:03]
unsafe to drink? Do you have boil water
advisories? And I share how dark it is
[34:07]
and the issues with the border, but that
under their guidelines, it doesn't
[34:11]
equate to an emergency. But again, I
know that it is
[34:16]
based on everything that I've heard
previously and obviously here today that
[34:20]
it is an emergency. But those that have
access to the resources to help us um uh
[34:25]
their guidelines as we say it is. And so
I will continue to advocate and share
[34:29]
these stories um and push for them to
you know hopefully uh assist with any
[34:35]
emergency funding as well. Um uh but
again, you know, this is what we're as a
[34:39]
whole right now trying to do it again
emergency level and then diagnosing and
[34:45]
then long-term solution.

that as a board. I don't know what you
know the legalities or or um how that

works, but certainly discuss that.
$300 a year I'm buying paying for water.

It just I don't understand how it can go
on this long and nobody's going to get a

everything else is going to go up before
you get these things started.

I just want to say I hear I hear your
frustration. Um I know I mean at least

with myself and everyone here uh is this
is an emergency with us. We are

addressing it as quickly as we can with
the resources we have. Um and we're
[35:48]
continue to diagnose it. Um I I think
you know hopefully this quick step uh
[35:53]
that that's going to be done solves the
problem the bigger problem. Uh but uh if
[35:58]
that doesn't fix it you know that the
task force is going to work on another
[36:01]
thing while we're doing all the other
long-term issues like we're you know all
[36:06]
the things that Brett shared that he him
and Joe did last year uh you know all
[36:10]
these things are just other ways we're
trying to chip away to figure out
[36:14]
anything while we're working towards the
long-term solution. And and as far
[36:17]

solution, I mean, it took me about 3 4
[36:21]
months just to even get a hold of anyone
at at the HUD office who oversees this
[36:26]
federal money uh because uh there were
no one working there because cutbacks at
[36:31]
the federal government. And so I had to
ask for help uh from uh um Senator Chuck
[36:36]
Schumer and Congressman Josh Riley who
got me connected with individuals uh and
[36:41]
getting get us all set up and ready to
go uh for that. Um uh but you know
[36:45]
that's the plan is to do this and then
um continuously try all these other
[36:50]
little steps that the group keeps you
know coming together on um while
[36:54]
ultimately replacing the pipes.

board. If there's some way I I I know

the water's been tested many times, but
if there's some way that part of that
[37:11]
filter the the good on that filter could
be set for an analysis so we can see if
[37:16]
it's organic and organic and what that
chemical composition might be because

concentrated in your small jar water

dissipates
it out

example of what it They pick up the

everything that we want the full scope
uh and then um you know other engineers

or construction individuals or some sort
of vendor or contractor then will bid on
[42:54]
that RFP or that project scope. uh and
then we um uh get them and then you know
[43:00]
we select the right person for it based
on whatever criteria that's established.

But that's what that means.

like all of us has been have been
banging on the door making a whole lot

of commotion at every board meeting.

we are frustrated beyond frustrated. And

it's not. And I think we're just beyond

that because Woodland doesn't have

water, right? this is our priority as a

same way and understand that and so
we're going to continue to work towards
[44:13]
uh hopefully a quick goal of fixing this
um while we are looking at all the other
[44:18]
long-term goals. Uh but if one thing
isn't fixed, we're going to continuously
[44:22]
uh do something else. And so this has
been something we've been working on
[44:26]
honestly daily uh um within the task
force, but we'll continue to we're going
[44:31]
to continue to do it. If it's not this
one thing that we hopefully will fix it,
[44:36]
we're going to continue to do something
else.

communication out to people, we can
still do snail mail. There is such a

thing in today's technology called

buy a program to put everyone's phone

numbers in so you can send out a call to

software does have
capability. So you would provide the

that might be the best way to

Again, if it's a matter of just going
down there once a month and sharing
[46:34]
letters or dropping things off or, you
know, putting letters in the mail, we

could do all those things. So we will
we'll figure out as a task force of how

we want to communicate everything that
we're working on.

to that when when we were here when two
years ago I believe it was Randy whoever
[46:49]
his name was was the town supervisor and
when everybody was making a point and
[46:54]
not having any communication um they had
stated at a town board meeting that they
[46:59]
were going to sign up for Nixel the same
thing that the city uses to alert all of
[47:04]
the town users that town people in the
town they could sign up and get alerts
[47:08]
and that was never
>> I could actually can answer that uh we
[47:12]
did look into problem with Nixl is
because the town surrounds the city.
[47:17]
Nixel works in in concentric circles, it
works its way out uh for your geographic
[47:22]
area. Uh the only way that work for us
is we'd have to notify everybody in the
[47:27]
city too. Um I don't know if you if you
understand what I'm saying like yeah
[47:31]
like you put a circle on something and
it could notify that person. Now since
[47:35]
the town's already there's no way to
blank out that circle and do that. So we
[47:39]
did look into that. Um, and that just
was a dead end for us.

mentioned, like we I get my water bill

electronically. You can't

way to help alleviate some of this

like we don't even know you have a task

force set up, right? I mean, so I think

explanation of everything that had been
done. I mean, those of us who are lucky
[48:57]
to know him on a personal level maybe
got wind into some of that as it was
[49:00]
happening, but most of the other people
don't have any idea what's going on. I

think that's probably been the biggest
frustration over the last two years
[49:07]
because we don't get any of the
information. We assume we're making
[49:11]

noted where they say there's no increase
in traffic so part of me is saying well

why do we need all these new parking
spaces that there's no increase traffic

and I hear they are expanding so that
kind of caught my eye in the application
[51:37]
because I know that impacts the
infrastructure which is why I'm sure
[51:40]
that that's being asked or what impact
that might have um
[51:45]
and I'm thinking it would go through um
DEC or something. Anyway, just that they
[51:51]
did note that they're adjacent to
wetland waterway but supposedly it's not
[51:55]
supposed to be impacted.
Again, I have to trust that you guys are
[51:59]
going to follow procedure and
application process and review processes
[52:04]
for that. But that's always a big
concern when you're hearing about water
[52:07]
things here. And you know, one other um
area that's impacted with negative water
[52:10]
problems. Um so those are kind of my
questions there. And I I don't know if
[52:15]
they have in their project. I didn't see
that. Um there really should be a
[52:20]
walkway that created that goal or not
through. Um, and then also, um, I'd be
[52:28]
curious to know if you're going to talk
about it when you noted on there, um,
[52:32]
you requested a review in regard to the
distribution of tax revenue and how
[52:37]
little comes to the town of Oni. I
wonder if somewhere there's a breakdown
[52:40]
of where it all goes because what was
shared on there, it's such a minimum
[52:45]
amount that's coming to the town of Oni.
So, I'm glad that that's being looked
[52:49]
into, but because that is really
concerning.

live at 676 County Highway 35, which
isn't even in the town of Onion. It's in
[54:14]
the town of uh Milford, but we got a
substantial amount of baseball rental
[54:19]
pressure in our neighborhood, which is a
secondary impact. And so we're uh aware
[54:25]
of and concerned about the proposed
Allstar Village expansion. And Mr.
[54:29]
Supervisor, we saw your letter imploring
transparency and we applaud that. I
[54:35]
actually made an appointment to review
the records uh today at the code
[54:39]
enforcement office and Ryan and Wendy
were very helpful, but I don't think
[54:45]
they've been given all the records and I
don't think they've been given uh the
[54:50]
most upto-date uh records. Um for
instance, none of the parking lot
[54:56]
expansion records are posted uh on site
nor the zone change application. and
[55:01]
it's all part of the uh all part of the
same uh application. Um so we're looking
[55:07]
at a and I realize this is the planning
board but Mr. Supervisor since you made
[55:12]
an issue of transparency I wanted you
and the board to understand I've tried
[55:17]
to look into this and I've not only not
been able to see all the documents but
[55:21]
the documents that I have seen are
outdated. So, it's difficult for the
[55:26]
public to prepare for a public meeting
before the planning board next week when
[55:31]
the relevant documents are not online
and are not even available at uh um uh
[55:38]
at the code enforcement office. So, I
don't want to throw shade at anyone,
[55:41]
Ryan or Wendy. They're very helpful. I
want you as a town board to know that
[55:46]
I'm trying to look into this and it's
more opaque than transparent. Um
[55:54]
I I did see though that it requires a
zone change which is done by local law
[55:58]
and that's your cost to bear. That means
you're an involved agency under SRA and
[56:04]
you're eligible to serve as the lead
agency. Now typically for normal routine
[56:09]
development projects, the planning board
serves as lead agents. but with actions
[56:15]
that have the potential to affect or
further affect the character of
[56:20]
community. It's often appropriate for
the elected officials to serve as the
[56:25]
lead agency to oversee the secret
review. And I've tried to look through
[56:29]
your minutes. I have not seen a
resolution where you consented to the
[56:34]
planning board be lead agency. So if
that has not occurred, I I submit that
[56:40]
you should strongly consider uh
asserting lead agency status for this
[56:45]
project because it is not a routine uh
development project. Um so I
[56:52]
[clears throat] understand you have it
on the agenda to talk about it a little
[56:55]
more. I I'm certainly going to stay and
uh listen to that. But if part of it is
[57:02]
you know the planning board asking your
consent to be the seeker lead agency
[57:07]
which is a very important uh very
important role I think you should
[57:12]
strongly consider saying hey for this
project considering its potential impact
[57:17]
some of which we've already touched on
um many of which we have not it's
[57:23]
appropriate for you as the elected
officials to oversee that uh that
[57:28]
review. So, thank you for letting me
make those comments.

sure uh that whatever documents aren't
[57:37]
up there that they will be available.
Um, so thank you for letting me know and

and on that topic, just so that if

speak into details of the pending
application but uh you know a couple of
[57:54]
months ago this board passed an expert
uh fee law where now those um uh who
[58:01]
have applications submitted to us uh we
are now uh using um uh basically an
[58:08]
escrow account uh from these applicants
that we are using that money for expert
[58:13]
services on behalf of the town. And so
we have contracted with um uh planning
[58:18]
experts uh who are leaving no stone
unturned on behalf of the town um uh
[58:24]
reviewing all the documents uh as well
uh and looking at all u uh items uh
[58:31]
regarding this you know environmental
impact fiscal you know traffic all sorts
[58:35]
of things. So um you know thankfully we
passed that so that that that cost isn't
[58:40]
going back to the taxpayers right and so
it's going it's coming from the
[58:44]
applicants and so uh again leaving no
stone unturned hope hopefully um uh you
[58:51]
know that leaves that gives some
easement to that but I you know this
[58:55]
board does have full faith uh in in in
what what they're doing um but so just
[59:00]
so that people are aware of that process
>> that that's an excellent step making
[59:04]
them you making them pay for uh your
review services. But in trying to review
[59:11]
the application materials, none of the
documents that would be generated by the
[59:17]
efforts you just described are available
for review. I'm not saying they don't
[59:21]
exist. I just I I haven't had a chance
to see them. So, I wanted the town board
[59:27]
to know.

those who don't know um uh on Monday um

provide that or submit their comments to
the clerk as well.

town at left Raino Road and we've seen
[1:00:02]
the development of the Allstar Village
and I would like to point out a couple
[1:00:07]
things that I hope everybody in this
community is aware of it. It does impact
[1:00:13]
this community for 14 15 weeks in the
summer and it is a bit of inconvenience
[1:00:19]
and we hear the fireworks, we see the
light, we hear the traffic and however
[1:00:25]
what it's done too is the town says they
haven't received any benefit from it.
[1:00:30]
And [clears throat] I would point out
that we do receive benefit because your
[1:00:34]
property values are higher because of
the value of the homes. They're
[1:00:40]
receiving a pillow tax or whatever they
call it. Community benefits from the
[1:00:46]
increase in the property values to
school taxes. And that property when it
[1:00:50]
was developed could have been developed
into a junkyard or something totally
[1:00:55]
different. It It's something that's
bringing a lot of commerce to your
[1:01:00]
community. Look what it's done to the
corner of Wendy Hill. taken property
[1:01:04]
that sat there follow quite a while turn
it into
[1:01:09]
some eating establishments or some
others. So when you're looking at this,
[1:01:13]
take the balance both sides and look at
what it does. And then also ask yourself
[1:01:17]
the question, where will you be without
it? What do you propose to put in there?
[1:01:22]
Other than that, the development of the
parking on that side of the road is
[1:01:27]
going to hopefully, you know, create
them better traffic.
[1:01:34]
We run I have a signal mix of big
material. So we attend to that traffic
[1:01:40]
all the time.
It is a bit of an inconvenience but in
[1:01:43]
the same it has benefited this community
and I hope everybody takes question
[1:01:49]
because take a look at the community
where it was where it is now where it
[1:01:53]
was 30 years ago and ask yourself where
are we going to be tomorrow where are
[1:01:58]
you going to be tomorrow

to discuss three items.

Before I begin, I I [clears throat] want
to tell you a couple things that's going
[1:06:06]
on at the outreach center. We uh we're
very close to our organization buying
[1:06:12]
the the armory.
The lawyers have been working on it and
[1:06:16]
we're excited because the architects
came in four times and they've decided
[1:06:21]
that we can put in 24 housing units for
veterans and families. So, we're we're
[1:06:27]
excited about that. Plus, you know, all
the other things you probably see in the
[1:06:31]
paper. We're doing the homeless veterans
program that Carrie runs, excuse me, uh
[1:06:37]
food bank.
They're [clears throat] there every day
[1:06:40]
looking for food. We the community is
very generous and we get a lot of
[1:06:44]
support. Um we have an AA meeting for
veterans with postraumatic stress. Uh we
[1:06:51]
have a female veterans program. We have
a program. So we have a whole lot of
[1:06:58]
action going on. But tonight, I just
want to uh bring you up to date of
[1:07:05]
what's going on with the veterans
exemption for the 100% total
[1:07:08]
impermanent. Uh when I was here before,
the the law said that everybody had to
[1:07:14]
opt in, had the option of opting in or
not doing it. And um then it went a
[1:07:20]
couple months later, it went to where it
was mandatory. Every school district,
[1:07:24]
every town board um would have to do it.
And then when the budget came out, they
[1:07:29]
went back to the original, opted in,
opted out.
[1:07:34]
And the real point I want to make is
there's not a lot of people uh eligible
[1:07:39]
for it. I went to uh we went to Lawrence
Board meeting and they passed a
[1:07:45]
resolution. They had three three
veterans that were eligible for the
[1:07:49]
benefit. They um I went to the city of
On
[1:07:54]
three years ago and they have 33.
I I met with your assessor and I never
[1:08:01]
got the numbers back there as to uh how
many and going on.
[1:08:06]
I provided Did you all get a packet from
[1:08:13]
» the packets with all the questions and
answers?
[1:08:16]
» No, I did not provide that. No, I did.
Oh, you have it. Okay.
[1:08:20]

>> Okay. So, we we'll make sure that they
[1:08:23]
» Yeah. And it goes into real detail about
every question that has come in to the
[1:08:28]
attorneys in Albany as to how the impact
would be. Um only veterans that are
[1:08:34]
totally and permanently
uh graded by the VA as 100% and widows
[1:08:40]
of a veteran who dies is 100%. So the
numbers are very small and I would ask
[1:08:47]
that you consider passing a resolution
to support that effective October 1st on
[1:08:53]
the goals for 2027.

it seems there's 219
[1:09:04]
uh in the town of the town has 219
veterans exceptions. out of that 43 had
[1:09:11]
a uh disability exception and then out
of that 43 12 have 100% acceptance. So
[1:09:17]
just so you are aware of that number
>> and if not um of the 43 there's some
[1:09:23]
that probably aren't qualified. They
have VA has to state that is total
[1:09:28]
impermanent.

>> Okay. I think that that fits with what
[1:09:34]
we're seeing in other towns.
>> And and also um just to clarify that 12
[1:09:39]
as well, I'm not sure I'm not looking at
your numbers, but there is a difference

rating by the VA and 100% total and
[1:09:48]
permanent. Correct.
>> So that 12 might actually be
[1:09:51]

>> And the numbers we looked at in the

city, 33 would be the max.

school board school district as well.

to secure funding for uh the veterans

through the VA
all those things would um helps help
[1:10:55]
help fun for perhaps so it would be
transitional housing there would also be
[1:11:00]
units uh reserved specifically for DV
victims that uh would be veterans or non
[1:11:06]
veterans so there would be uh spaces
held for DV victims families
[1:11:13]
um separate from the being vet veteran
status.
[1:11:17]
» In addition to what we're going to do to
service the veterans, we're going to
[1:11:21]
make our gym and the building a
community center.
[1:11:28]

have a lot of veterans here that came to
came out to support us with us tonight.

Um, some of them had some evil because
it was just a little debate, but we
[1:11:40]
still have some here, too.

should get the rating by the VA program.

lunchon. Week from Saturday, we're
having a standown. We're anticipating
[1:12:09]
250 to 300 people being at the standout.

» Where's that going to be held?
>> At the
[1:12:21]

>> Oh, I didn't know a standown. Do I know
[1:12:25]
that term?
>> Well, stand down. In the military, they
[1:12:28]
if you're getting ready to go to combat,
they tell you to stand to and be alert.

» When when the action is over, they tell
you to stand down and relax. And the VA
[1:12:40]
uh uses that term to bring people
together, interact
[1:12:44]
» and he's very nice and rest, right? So,
um
[1:12:48]
» um specifically the services are
provided for all veterans. All veterans
[1:12:53]
are welcome and encouraged to come. they
they're really providing resources.

We'll be providing resources for
veterans who may be unhoused or in
[1:13:00]
housing crisis or in food crisis so that
they're um targeted. We are able to find
[1:13:06]
them and provide services.

want to put face to those numbers.
I served in the Air Force from 197074.
[1:13:35]
I was in Southeast Asia as part of
Special Arms. Just want to give you an
[1:13:40]
idea of the physical problems that I
have now.
[1:13:45]
PTSD. I have a heart condition. I've got
poisoning from Agent Orange. I've had my
[1:13:52]
thyroid removed. I've had five knee
surgeries, two hip replacements. I'm
[1:13:58]
having a knee replacement in three
weeks.
[1:14:02]
Tomorrow, VA is installing a stair lift
in my house cuz I can't get up to my
[1:14:07]
bedroom
and a host of other smaller things. But
[1:14:13]
I think you need to see the face of what
Gary's asking.
[1:14:18]
You know, we serve. We were willing to
die. We came back. The government
[1:14:24]
screwed us with agent March. And I think
we said we can do
[1:14:31]
is give us a break.
A lot of us this taxing can make the
[1:14:39]
difference between whether we can keep
our family homes or if we have to.
[1:14:44]

common planning and solid waste Nicole
is here to speak about uh possibility of
[1:15:16]
constructing a bus shelter here
[1:15:23]
Do you have the presentation to put on

» It was very simple. Anyways,

» So, yeah. So, uh, currently our
department has funding for bus shelters
[1:15:42]
through section 5311 from the federal
government. And, uh, we looked at this
[1:15:48]
location at the town hall at that kind
of plot of grassy land that's across
[1:15:53]
from this building. Uh, and initially I
was thinking that we would try to
[1:15:59]
potentially place a shelter facing State
Route 23, but also um through some
[1:16:04]
discussions I've just had internally at
work this past week, uh, I'm also
[1:16:08]
considering to make it possibly safer to
not have it be on the state route, uh,
[1:16:13]
on the eastern facing portion of that I
I want to say parcel, just piece of land
[1:16:21]
basically. So it would be kind of it
would be facing perpendicular to the uh
[1:16:26]
to 23. It would be it'd be facing
eastward on 23. Um but again that could
[1:16:34]
be a further discussion if the town is
interested in hosting a bus shelter at
[1:16:38]
that location. Uh the county would
provide all the funding for the bus
[1:16:42]
shelter. We would uh the funding
includes all construction fees. It's
[1:16:46]
it's all county funds. Um, and
this location is a stop on Oiggo
[1:16:52]
Express's route one, and uh, it passes
by there about seven times through its
[1:16:56]
run. Uh, it's a designated Oh, great.
So, that's pretty much where I am in my
[1:17:02]
in my presentation. So, that's just a a
picture of [clears throat] route one uh
[1:17:06]
through our map. It goes from Richfield
to Oniana to Coopertown. It takes the
[1:17:11]
bus schedule itself is very confusing,
so I didn't include it, but it goes
[1:17:14]
pretty much from Richfield, Oiana to
Coopertown to Oiana a few different
[1:17:18]
times throughout the day from uh 6:00
a.m. until 5:00 p.m. So, it it goes by
[1:17:24]
the town hall property five times a day
or five days a week pretty consistently.
[1:17:30]
And I also included photos of current
county bus shelters just to give you an
[1:17:35]
example. Uh the two Richfield Springs
shelters are the county's oldest and we
[1:17:41]
potentially might get them replaced, but
that's just kind of an example of those
[1:17:44]
are kind of a smaller form of shelter.
And then the Spring Brook shelter is a
[1:17:48]
little bit larger. I think that's our
largest asset in terms of a shelter. And
[1:17:52]
then we have the uh firehouse shelter as
well. Oh, and that first slide kind of
[1:17:57]
indicates what I was kind of talking
about. Like the square is where I was
[1:18:01]
considering initially putting a bus
shelter, but if you look at it basically
[1:18:07]
to the left of the square on the bottom
photo, uh a bus shelter being the birth
[1:18:13]
of so hard for me to describe that, but
basically being um more [clears throat]
[1:18:20]
than
for you uh depending on what works best
[1:18:25]
for both the county and the town. Um,
and I guess you can go a few slides
[1:18:31]
ahead now. Um, so just a couple
concerns. Accessibility. Uh, with any
[1:18:37]
construction of a facility such as this,
we need to make sure that it's ADA
[1:18:41]
accessible. So there would have to be,
this would be included in the
[1:18:43]
construction, but there would have to be
kind of some sort of ramp structure or
[1:18:47]
some way to be able to access the bus
shelter without having to step up
[1:18:53]
basically. So, there just needs to be uh
a ramp set in place, which is why I was
[1:18:57]
kind of thinking about
uh different locations within that plot
[1:19:02]
of land to put the shelter where it
would be safest to kind of in in case
[1:19:06]
somebody had a wheelchair or anything on
wheels that they needed to put them into
[1:19:09]
the shelter. Um, and another concern
that I didn't put here is DOT right
[1:19:15]
ofway cuz if we do have it close enough
to State Route 23, we have to apply for
[1:19:19]
certain approvals through the DOT. It
wouldn't be difficult but it would just
[1:19:23]
possibly make the process a bit
lengthier and maintenance responsibility
[1:19:28]
is sometimes a concern. Um there in the
uh temporary e or the permanent easement
[1:19:34]
agreement I had sent to all of you. I
there are there's an option to choose
[1:19:40]
either the county or the town would
perform this maintenance and that's a
[1:19:43]
discussion that we could have between
the county and the town. Uh currently
[1:19:47]
the county [clears throat] on non-county
owned property does not provide the
[1:19:53]
maintenance because in the most in most
cases it doesn't really need the
[1:19:57]
shelters that we have right now don't
need maintenance. Uh there's not really
[1:20:01]
any buildup of trash. There doesn't tend
to be snow since they tend to be on
[1:20:05]
sidewalks. But we can also have that
discussion if that is a concern
[1:20:08]
[clears throat] on the town's end.
And I believe that's it.

volunteered his time and was our DJ MC
uh for the evening there. uh DJing uh

one of the new many talents. Um uh so
that was a great event. Uh so um thank

submitted uh over um I guess almost 1.6
[1:28:49]

uh in um New York State CFA. So
[1:28:53]
consolidated consolidated applications
for funding uh through New York State.

So uh thank you all for your support
with that. Uh we have submitted for a
[1:29:04]
updated comprehensive plan um along with
um uh updating our town code. Uh we
[1:29:11]
applied for a solar panel project um
either on the highway uh garage or um
[1:29:19]
kind of a solar canopy in the parking
lot uh using our parking spaces. Uh as
[1:29:25]
well um uh we applied uh for a
feasibility study uh for development
[1:29:31]
opportunities for sites that are not
being used and other infrastructure um
[1:29:37]
opportunities that we need uh also with
a uh specific uh um development focus of
[1:29:45]
a indoor recreational facility as well.
Um what else do we want?
[1:29:53]
Oh, and then we applied for um about
$900,000
[1:29:57]
to finish in the Greater Plank Park um
as well. So, um creating a new egress
[1:30:03]
for the uh Greater Plank School along
with um a new pavilion um uh pickable
[1:30:12]
courts um and hopefully other uh splash
park splash pad as well. Uh so hopefully
[1:30:19]
we get the money for that um all those
projects because essentially all those
[1:30:24]
uh are tax breaks for the community uh
so that um we are not using taxpayer
[1:30:29]
money on that. So hopefully we get
something uh out of those. So thank you
[1:30:33]
all for the support with that. Um to
answer your question about the letter
[1:30:38]
that was sent out. So myself and um at
county representative Pinchy sent a
[1:30:44]
letter to uh the county board of
representatives. Um for those who don't
[1:30:50]
know uh the town um many believe that we
get all the tax revenue sales tax
[1:30:57]
revenue that is generated uh within the
town. Obviously, the town has many
[1:31:01]
opportunities that many of the
simply Aigo County and the general
[1:31:07]
greater Aigo County don't have. Uh, but
we don't get all that tax revenue that's
[1:31:12]
generated. Uh, last year was the highest
ever that we received and it was 740,000
[1:31:18]
uh dollars that we received out of
almost over 10 million that we probably
[1:31:22]
generate here, if not more. um the data
and the fiscal numbers aren't easily
[1:31:26]
accessible because uh they're not uh
provided uh to the public. So uh that
[1:31:32]
information will have to come from the
county treasur's office uh at some
[1:31:36]
point. Hopefully we get those numbers.
But um you know the the last item that
[1:31:42]
was shared with me was that we do
generate 60 to 75% of the whole sales
[1:31:46]
tax revenue for the whole county. um uh
and we are only getting about 0.15% of
[1:31:52]
that uh because there is an RKA formula
uh that is very uh is not equitable by
[1:31:58]
any means and um uh the county has
established a uh formula called
[1:32:05]
pre-exemption. So the city of Onana
automatic get 12 uh then another 12%
[1:32:10]
goes to all towns and villages in uh the
county uh and then the and county keeps
[1:32:16]
the rest uh and so you know our town
residents um well as a board our town
[1:32:21]
residents have shared that you know you
all deserve better uh and deserve to uh
[1:32:27]
have more equitable share. So then we
can do things with fixing our water,
[1:32:31]
having more staff, um being able to have
a you know uh events um or applying for
[1:32:37]
more grants. Um and so that's the ask is
for the board to um you know it's
[1:32:43]
overdue uh and it's time for them to
look at this RPA formula uh because our
[1:32:49]
town deserves better.

budget uh season. Uh so um the many

towns in New York are prepping for their

public to share you know what they would
like to see within the budget and also
[1:33:18]
have um uh provide any feedback uh on on
items as well. Uh and you know, we'll
[1:33:24]
hear more about a lot of the items that
we talked about uh during many of our
[1:33:28]
committees, but you know, just really
quick, you know, at the legislative
[1:33:31]
committee, we talked about solar um uh
and addressing a lot of the uh outdated
[1:33:37]
uh code and zoning instructions uh
within our current uh code uh and um you
[1:33:43]
know, how how do we navigate making sure
that there's contingency funding for um
[1:33:49]
environmental you discharging, you the
equipment. Uh, and we also talked about
[1:33:54]
um, automatic license plate readers. Um,
and as a board we talked about, you
[1:33:59]
know, um, working towards banning that
as well. We open the top share uh, just
[1:34:04]
because of our poor amendment rights uh,
should be protected here. Uh, and for
[1:34:09]
those that don't know like what is that?
Uh and so uh there are cameras uh that
[1:34:16]
are being utilized um uh to monitor uh
individuals uh other things using AI
[1:34:24]
algorithic data uh but then you know
that data is not protected being sold um
[1:34:29]
and none of us get sent to any of that
uh and and so um you know we are looking
[1:34:35]
at that uh as well. So, uh, a busy day,
uh, a busy month. Um, and so thank you

because those are all a big undertaking.

filed did not include the language
[1:54:20]
requiring
when there is a SWIP requires automatic
[1:54:25]
SRO. So that was decided at the board
and so that just didn't make it into the
[1:54:30]
version that was sent off. So that will
be the only change.

decision to include that more than
likely was the fact that it can have a
[1:55:58]
SWIP. It is encompassing other factors
where you might actually need the escro.

So the SWIP isn't the fact that you're
saying the money is going to be used for
[1:56:06]
that. But if you have something that is
incorporating where you have to do a
[1:56:08]
SWIP, you might be doing other work that
you will be using the SRO for.

York State professional engineers stamp
when they've stamped that. Why would we

ever uh we can't second guess that we
shouldn't pay or have them pay to have a

double engineer look at their own
engineering? Um that that troubles me.

uh it's it's double just they're double
paying for something. Um that stamp
[1:56:58]
right there says it's certified. Um and
then that's why engineers go defensively
[1:57:03]
have insurance based on that um to
protect them in the event they made a
[1:57:07]
mistake. Um so I'm a little troubled
that we can require
[1:57:13]
a company or for that matter an
individual that might not be able to a
[1:57:17]
small I mean not every application is
large as some of the ones we have now.
[1:57:21]
someone small might might need a squat
and all of a sudden now they've got
[1:57:24]
professional fees for all kinds of
things. Um and like we saw with the two
[1:57:29]
housing developments that recently
pulled the plug. It's just it just might
[1:57:33]
be the cost might be too much to do
business and I want to say we're open
[1:57:38]
for business. I want to say how can we
help not how can we charge you as much
[1:57:42]
as humanly possible to make sure we're
covered.
[1:57:44]
» Well, I could also say that we are open
for business and want development but
[1:57:48]
not at the backs of the taxpayers. uh
because the taxpayer shouldn't be using
[1:57:52]
uh their money to fund someone else's
projects. Uh that's what it's for is to
[1:57:57]
have a third party opinion on behalf of
the town and not going forward with um u
[1:58:04]
anyone else's opinions because as as
many know you can pay for anyone to
[1:58:09]
provide you with the opinion that you
want to hear. Uh and as far as as far as
[1:58:14]
the engineer issue, uh I would suggest
that you speak with our town engineer uh
[1:58:18]
because when I had my conversation with
them, uh it's a lot different than what
[1:58:22]
you're sharing uh in regards to what
engineers share when they do this review
[1:58:27]
uh because he does this uh review many
times for other municipalities. And so
[1:58:32]
he's not necessarily saying what they're
doing is wrong or right. Uh but it would
[1:58:37]
just be just double-checking uh their
work. um uh and just making sure it's
[1:58:43]
out it's the best interest of the town
etc. So it's a common practice uh that's
[1:58:48]
happening all across you know the state
um if not the country as well. Uh and
[1:58:53]
you know we all voted unanimously for
that and I think we're also focusing on
[1:58:57]
one aspect right just the engineering
and that's not just we're not saying
[1:59:00]
this is only solely for engineering
where as we can see with other
[1:59:04]
applications it's for planning uh for
planning experts because not a single
[1:59:09]
one person here is a planning expert. So
when I can sit here and say that we have
[1:59:14]
planning experts that are looking at
every single uh document to provide the
[1:59:18]
best opinion uh for the town and the
planning board uh and as you said the
[1:59:23]
most difficult uh application that we
have ever seen that's why it's there so
[1:59:28]
that the taxpayers as it has it happened
in the past are the ones um forking the
[1:59:33]
bill for our applications that come in
and so um uh you know I think many
[1:59:39]
developers who know how to do business.
Um uh understand that this is part of it
[1:59:46]
and that you know this the town has just
uh needs to modernize uh of it and you
[1:59:52]
know us doing this on behalf of the town
and the applications now just solidifies
[1:59:57]
their investment even more because now
they can share with their investors,
[2:00:01]
their bankers, insurance companies that
they had many levels of of reviewing it.
[2:00:06]
And so this is just we're not making any
money by any means. We're not keeping
[2:00:09]
the money. Um uh it's just using that
money to um provide the town uh and all
[2:00:15]
the members serving on their volunteer
committees with the expert knowledge uh
[2:00:20]
that they need to make a decision for
the town.
[2:00:22]
» Well, maybe I rephrase that. I'm
concerned about the trigger. what
[2:00:26]
triggers the expert and because not
every project is as big I understand
[2:00:31]
village it makes absolutely sense that
that's and yes they it what you said
[2:00:36]
does make sense for that but I'm talking
about smaller projects and things of
[2:00:39]
this nature where there are no investors
it's the person doing it

» and uh that that's where my concern is
that that there is no

» tangible trigger per se or quantifiable
trigger other than a suggestion and and

And and in terms of the taxpayers, we do
pay we pay a code enforcer. Uh we pay

you know we pay the board we do pay
other people within the county right to

have decision making process.

not you know experts that have been
doing this forever um uh and you know

day in and day out as well. But, you

it. And so, it it has to that was the
point of law that I brought up is there

had to be a town board approved. We

engineering versus it's nice to have a
[2:04:21]
set of eyes for the town. So, as a board
member over the years, like I said, um
[2:04:27]
political pressure, I'm grateful for
this. Uh I think it's we're going to
[2:04:31]
have quality products as a result. I
think it will be better done and I'm
[2:04:36]
looking forward to doing things uh what
I feel is right and doing them the right
[2:04:41]
way. So it gives me more confidence
uh going forward. So that's all I have.

we don't get many of the you know large

applications as we have been but it
could be just hey we can just be a

traffic site again I just like talk and
and it's not needed to be the certain

amount that's at our discretion if we
have it it's just the ones that we have
[2:06:41]
had uh warrant that way.
So, if the town attorney is trying to
[2:06:46]
fix um you know, this is like a you
know, this is trying to put in what got

left out. But

planning board uh is currently the lead

um except we have to refer this back to
the planning board since we were already
[2:19:43]
determined
because we provide this back to the
[2:19:48]
planning board from the original
application that was provided to us. So
[2:19:52]
you would be modifying your referral to
save a consulting
[2:19:58]
because we get a referral to the
planning board from their original
[2:20:02]
application
which their planning board is working
[2:20:05]
through their motions for it

[2:20:08]
planning board is done they will send it
back to us.

And are they aware that that was
originally

previously in discussion

uh but the property owners at the time

what are they looking for us from us

notes on this because this is so
difficult but um uh they consolidated
[2:21:18]
all their number of applications
um and so they are looking uh the
[2:21:24]
primary application being an expansion
of the existing plans develop in a
[2:21:29]
district established uh for uh the site
uh a plan development district is a
[2:21:36]
particularized zoning change uh to allow
specific developments that do not
[2:21:40]
necessarily
all of the nuances of a normal zoning
[2:21:43]
change and various site plans. Um and so
uh we are now going to um move the
[2:21:53]
amendments back to uh the planning board
since they already had it. We got a new
[2:21:58]
we got a new amended application um uh
from them and so now we're going to just
[2:22:04]
refer that back to uh
>> and it won't be segmented. It'll be
[2:22:10]
segment.

[2:22:13]
these things separately, it's going to
be one expanded project for all to
[2:22:18]
review and for the whole public hearing
um to be all in the same thing like

concern from DOT.

then on the 17th uh is their uh public
comment period where uh the applicant is
[2:25:17]
doing a presentation uh and I encourage
us all to you know be there if possible
[2:25:24]
um and just here uh as well or others to
submit their comments
[2:25:30]
question did give any feedback at all on
the application

conversations for comment already lots

of stuff you get that information

it like I've heard about them expanding,

but you know how rumors are. I don't
know. So, I still kind of wonder about

that. Um, and I do wonder if in their
plans there could be a walkway over the

highway. You know, I imagine that will
cost quite a bit of money, but I also

think they bring in a heck of a lot of
money. Um, I think it's a safety issue

on 23 coming here. The light is flashing
red. You should stop. One of the people

that pulled out of Allstar is inching
their way through the red light. So, I

mean, hopefully nothing horrible will
happen there. Um, but I I just kind of

wondering what's coming further if there
needed more parking at this point and

that's what they're looking for. Um, I
agree with the gentleman that spoke

earlier. Yes, it's been a lot of benefit
from having a the baseball park here. I

do understand that there's a
revitalization on the west end which is
[2:51:42]
wonderful. Um, about the prices of house
property, I don't know, pros and cons. I
[2:51:48]
don't know that I could afford to buy on
anymore if I didn't own a house already.

you know, it might be nice for selling a
house, but for buying one,
[2:51:56]
I think for a lot of us, you know, we're
the prices are getting a little out of
[2:52:02]
um just want to note the town pool. I I
just a little bit curious there. One,
[2:52:07]
again, it's a great resource there. It's
kind of nice when you go there. It's not
[2:52:10]
usually old, [clears throat]
like it's really nice there. Um I the
[2:52:15]
design like it it drops pretty quickly
as far as the shallow or the shallower
[2:52:20]
end into the deep end. I so I I can't
imagine that's really too fixable
[2:52:25]
without a great deal of money, but it is
a great resource and it's great to see
[2:52:29]
that being built up. Also, um I
appreciate about the solar panels that
[2:52:35]
you're looking to put it on like roofs
of buildings or in the parking like
[2:52:39]
versus using fields, grass fields. So
that was um I appreciate hearing that.

tax revenue and archaic formula sounds

like schools budgets and good luck with
returning that. But maybe you'll catch

advise you best but I understand why
that might be yes but sometimes when you
[2:54:01]
put really tight cur parameters on
something. It also ties your hands a
[2:54:05]
little bit more. So, I think it's the
pros and cons of how many parameters you
[2:54:09]
put on when they do or don't refer it
for a second opinion. Um, just something
[2:54:14]
that might for the board to think about
like how many do you want to turn on?

And then the short-term rental meetings,
they're open to the public, right? Those
[2:54:25]
