I've participated in your meetings in

the recent remote past and I want to

thank you again for supporting

non-motorized Transportation options in
[2:53]
Orange County and specifically some
[2:55]
components of the bike Way vision um
[2:58]
Pathways made paid recommendations to
[3:01]
the Orange County budget public Hearing
[3:04]
in late November excuse me late October
[3:08]
and we made a couple of recommendations
[3:10]
about a couple of components of the bike
[3:12]
Way vision um one is the bike way
[3:15]
segment 3A Unionville to Slate Hill and
[3:19]
another is segment one of the Heritage
[3:21]
Trail um I think Monroe to the harman
[3:25]
train station so we would encourage you
[3:28]
folks to consider that in your um
[3:31]
support for non-motorized transportation
[3:34]
options and also um we are collaborating
[3:38]
with other counties olster County
[3:41]
Sullivan County and to a lesser extent
[3:44]
uh Duchess County in in promoting
[3:46]
non-motorized options throughout the
[3:49]
region um Allan and Travis are aware of
[3:52]
that work that we've been doing so again
[3:54]
we want to thank you for your support
[3:56]
and we want to um hopefully encourage
[3:59]
you to spend money on those
[4:01]
non-motorized options that I just
[4:03]
mentioned and then um supervisor Cardone
[4:07]

ootc 2310 that's going to be reviewed
[7:17]
under old business that'll also be

project sponsor questionnaires if you
[7:31]

they're being reviewed by staff within

our title six policy the operating
[8:03]
procedures and public participation plan

studies been

onp for a while

and the TMA is meeting on January 24th

to discuss that sub allocations of4
[9:11]
fos and then the TMA recertification
[9:14]
process is going to start

resolution formally acknowledges and

adopts the update as noted in resolution

the following rision made there's Revis

payment performance measures for the
[13:45]
percentage of payment Interstate System
[13:47]
good condition condition which also Fe the interstate
[13:54]
system then non Interstate System good
[13:57]
condition

and there's a correction of particular
[14:03]
matter 2.5 total emissions reduction

performance measure um and then for 2025

barrier removal Vision zero safety
[16:31]
strategies and implementation of
[16:36]
the and the inss will also GA and post
[16:39]
online resources so they'll be available
[16:42]
to the local governments
[16:52]
tivities that set should cover theost of
[16:56]
the interns as well as the staff overs
[17:00]
and
[17:06]
was and then notable revisions upw again
[17:10]
this is still under review elimary
[17:12]
review by
[17:13]
misat we'll be out for public comments

support in admin General development and

transportation planning system level

long range Transportation plan project
[18:23]
level the transportation Improvement
[18:26]
plan and then other activities
[18:28]
the mo had um many more sub lines under
[18:33]
program support in the admin and general
[18:35]
development and comprehensive planning
[18:37]
and we combined some of those just for
[18:40]
ease of administration purposes with
[18:42]
time ping and submitting reimbursements
[18:45]
so that's one of the significant changes
[18:49]
um we also added um another map in
[18:52]
figure one to indicate the 2020
[18:55]
transportation management area and the
[18:58]
Metropol area and included the small
[19:00]
urbanized areas as well and then the
[19:04]
transportation management area
[19:05]
description figure two was also updated
[19:09]
and this is all as a result of the um
[19:12]
final approvals of the urbanized area
[19:14]
boundary adjustments from
[19:21]
the2
[19:23]
um regarding the Ally codes um we
[19:27]
collapsed some of the sub lines um
[19:30]
activities related to um Administration
[19:33]
data Gathering processing and
[19:35]
maintenance tended to overlap which is
[19:37]
why we um collect some of the lines
[19:40]
programs for an admin and general
[19:42]
development and comprehensive
[19:45]
planning see what else under long range
[19:48]
Transportation Planning project level
[19:50]
the sub lines were similar rearranged
[19:53]
and we placed Cooperative Community
[19:56]
Transportation Planning at the top
[19:59]
under that category and this is the line
[20:03]
item where we do an projects plans and
[20:07]
studies that's the funding source once
[20:10]
we have a transportation consultant on
[20:12]
board we can start assisting the local
[20:15]
studies
[20:17]
stud so we anticipate hopefully later
[20:20]
this year we'll do another call for
[20:22]
projects we did want in December
[20:24]
response so we'll cut that
[20:32]
um the other changes we also um just twe
[20:36]
the the category we had a under the
[20:40]
plans and studies Montgomery truck rout
[20:42]
study is now the Montgomery traffic
[20:44]
study just expanded the scope of work on
[20:47]
that a little bit and the short range
[20:50]
planning category that used to be on
[20:53]
this list eliminated it's not one of the
[20:55]
required fedal categories admin acties
[21:05]
that so again this will be out for
[21:07]
public comments 22nd through the 5th if
[21:10]

to take one moment to thank Stacy and

[21:25]
is amount of work that goes into
[21:28]
preparing the plan work program and all
[21:32]
the uh calculations and numbers that you
[21:34]
see in that spreadsheet so uh not only
[21:37]
have it done a great job pring the plan
[21:40]
work program but um Stacey's also done
[21:44]
an outstanding job ter going through and
[21:47]
helping us develop improve standard
[21:50]
operating procedures as so that as we
[21:53]
forward more efficient
[21:59]
um John are you ready to talk us through
[22:03]
the tip process update
[22:06]
pleas moment I'll
[22:10]
share books online
[22:44]
all right those of you online can you
[22:45]

the yes we can see it thanks um okay
[22:55]
yeah so what I'm going to do now is um
[22:57]
just take a couple of minutes
[22:59]
to walk everyone through the different
[23:01]
aspects of the transportation
[23:03]
Improvement program
[23:07]
update now this first question I'm sure
[23:10]
for a lot of council members here
[23:13]
probably doesn't need a long answer but
[23:15]
we have a big group of people joining us
[23:17]
online and decent amount of people here
[23:20]
in the room too
[23:22]
so the the tip it's a short range
[23:25]
multimodal Capital program that lists
[23:28]
kind ation projects be undertaken in
[23:30]
Orange County over five year time
[23:33]
frame projects on the tip are funded
[23:36]
with Federal Highway or Federal Transit
[23:39]
funds um there can be a variety of
[23:42]
different types of projects on the tip
[23:44]
projects related to Highway work Bridge
[23:47]
work um Bikeway pedestrian all kinds of
[23:51]
active Transportation projects as well
[23:54]
as
[23:55]
Transit it's important to note that the
[23:57]
tip must be fiscally constrained what
[24:00]
this means is that funding program each
[24:02]
year of the tip cannot exceed the total
[24:05]
planning targets for each of the
[24:09]
tip and I'll um I'll talk a little bit
[24:12]
more about that in a
[24:16]
moment you'll see here on this slide
[24:18]
there are nine different um points for
[24:21]
the tip update process I'll just step
[24:24]
through each of them briefly and give a
[24:26]
little explanation where needed
[24:29]
um so the first step would be to review
[24:31]
and evaluate the existing project needs
[24:34]
um and so a lot of this information
[24:35]
comes from the tip project
[24:37]
questionnaires that were
[24:39]
distributed the Second Step would be to
[24:41]
fiscally constrain the tip to the
[24:43]
current funding allocations um so this
[24:46]
step is kind of doing the math part of
[24:49]
the project making sure
[24:51]
that funding allocated to the different
[24:54]
projects doesn't exceed
[24:56]
those am
[25:00]
I'm sorry we're still looking at the
[25:02]
first slide have we moved on to the one
[25:04]
after that I'm so
[25:12]

[25:26]
right thank you there you go oh you guys

it all right sorry about
[25:41]
that
[25:44]
was the third step will be to update the
[25:46]
tip narrative and tables so this is more
[25:49]
like a ootc sta assignment um kind of
[25:53]
editorial work making sure that the tip
[25:55]
reads well and that certain pieces
[25:58]
information and
[26:01]
um dates and figures are are all up to
[26:04]
date in the current
[26:06]
tip um The Next Step would be to develop
[26:09]
air quality Conformity determination um
[26:12]
I'll talk more about this in a little
[26:13]
bit too um but again that's kind of an
[26:15]
internal OTC sta
[26:17]
assignment same thing with the
[26:18]
self-certification that needs to be
[26:22]
completed octc will also consult with
[26:25]
New York state do Federal Highway
[26:27]
Administration EPA tribal Nations and
[26:30]
other groups to make sure that their
[26:32]
input and
[26:34]
um make sure that their input is uh
[26:38]
given for this new
[26:40]
tip there going to be a public meeting
[26:43]
to share the draft tip and
[26:46]
aqc there will be a public comment
[26:48]
period following that and finally the
[26:50]
last step Mr formally adopt 2026 to 2030
[26:54]
tip and air quality foration
[27:04]
now I'll talk briefly about the
[27:05]
publication process um so a specific tip
[27:09]
update meeting will be held by the
[27:10]
planning committee to discuss the tip
[27:12]
development process projects on existing
[27:15]
tip projects being considered to be
[27:18]
added to the tip and this will happen
[27:21]
before the public comment period
[27:23]
against public will be notified seven
[27:26]
days before the meeting occurs and
[27:28]
they'll be notified when the public
[27:30]
comment period
[27:31]
begins um lastly uh thec consults with
[27:36]
the federal state local agencies tribal
[27:39]
Nations um so Representatives folks from
[27:43]
those organizations will have an
[27:45]
opportunity
[27:48]
to provide their input considerations
[27:51]
for the tip
[27:55]
as all right on this slide here you see
[27:58]
um a couple of key Milestone dates that
[28:01]
we're looking at as we lead up to the
[28:03]
formal adoption of the tip um so today
[28:06]
January 16th we're kind of introducing
[28:08]
this process um the next key Milestone
[28:11]
date is at the end of May publishing the
[28:15]
publish notice of the initial tip in
[28:18]
graphs to the transportation Council and
[28:21]
we announce the public comment
[28:24]
period you know I won't read all of
[28:26]
these um you can see them here but
[28:29]
another important thing to note is that
[28:31]
these aren't totally set in stone things
[28:33]
might change um especially because Nim
[28:38]
the no in the New York City metropolitan
[28:41]
area is very kindly assisting us with
[28:43]
the transportation modeling and the work
[28:46]
involved in the um apcd work um so we're
[28:51]
going to be working with them and if
[28:54]
certain dates need to be changed because
[28:56]
of them um we certainly let everyone
[28:59]
know and
[29:00]
keep everyone updated um but this is
[29:04]
more or less um what we'll be looking at
[29:06]
as we lead up to adoption of the
[29:09]
tip another thing to note is there's a
[29:12]
pretty big gap between today January
[29:14]
16th in that next Milestone date at the
[29:17]
end of May um it's good that we're not
[29:19]
kind of jumping right into a Sprint to
[29:21]
the finish line and as Stacy you know
[29:25]
just listed to everyone there's a lot of
[29:29]
non- tip related Transportation counsel
[29:31]
work that needs to be done
[29:37]
time all right now I'm going to go over
[29:40]
a couple of options um related
[29:44]
to this new tip update um the first is
[29:48]
block funding or block pins um so this
[29:51]
is traditionally what Transportation
[29:53]
Council has done um and as a reminder
[29:56]
any funding that is allocated to a
[29:58]
specific project is put into a block pin
[30:01]
by its funding source so there could be
[30:03]
a CMAC block pin an STG large Urban
[30:06]
block pin 5307 Transit funding block pin
[30:11]
um so taking that unallocated funding
[30:14]
for Li block pins is what the
[30:16]
transportation Council has done in the
[30:18]
past however it's possible that for this
[30:20]
tip update there might not be any
[30:22]
immediately available unprogram
[30:28]
next option I want to discuss is the
[30:30]
call for projects um so how this would
[30:33]
work is that the transportation Council
[30:35]
would put out called projects in late
[30:37]
2025 more likely early
[30:41]
2026 project proposals will be evaluated
[30:44]
and funding would be allocated um to
[30:46]
eligible projects and then via Amendment
[30:50]
those projects will be incorporated
[30:58]
all right this is the final slide just
[30:59]
going to go over um some of the next
[31:02]
steps as a reminder um first we're going
[31:05]
to collect and summarize the tip
[31:07]
questionnaires um we'll set up any
[31:10]
project sponsor followup interviews as
[31:12]
needed based on our review of the
[31:14]
questionnaires there's the math work
[31:16]
involved in fiscally constraining the
[31:18]
tip there's the uh work involved in kind
[31:21]
of doing the writing and drafting the
[31:23]
tip narrative and all the different
[31:25]
tables in the document there air quality
[31:28]
Conformity determination which like I
[31:30]
mentioned we're partnering with NCH on
[31:32]
that and lastly self-certification
[31:36]
which is more or less kind of a review
[31:39]
of previous tip projects and a written
[31:41]
evaluation
[31:44]
of how
[31:49]
they so that's that's it for this tip
[31:51]
update presentation um anybody in the
[31:55]
