[0:00] It's hard to find oil based
[16:20] Cliff, you survived the first. >> What? I checked on your boy. He did
[16:26] great. >> Wow.
[16:28] » I was there at the dismissal. That's all I saw.
[16:31] » All the kids were still smiling. No one was crying. So, we'll take that as a
[16:34] win. >> All right. We're going to open. It's
[16:36] August 24th with pledge and short devotion.
[16:40] » I pledge Allegian to the flag of the United States of America and to the
[16:45] republic for which it stands. One nation under God, indivisible, with liberty and
[16:51] justice for all. >> Bow your heads. Dear Lord, thank you for
[16:55] the sunshine that you've sent to us. And we thank you so much for keeping all of
[17:00] our employees safe over this last couple of weeks. And we pray that you be with
[17:04] them as they move forward to help serve our community to the best of their
[17:08] ability. Amen. [clears throat]
[17:19] So, have you had a chance to look at the agenda?
[17:23] » Yeah, I need the executive session right at the beginning of the road report
[17:28] » at the road report. >> Before Rudy said,
[17:30] » well, right when I started. >> Okay. And then I do have one thing on
[17:35] your old business, one of those grants you had me look at. And I'll add
[17:39] something for cop batteries to fire once I find the email.
[17:45] » Okay. Anything Brian? No.
[17:48] » Okay. Have you had a chance to review the
[17:51] minutes from August 10th? >> Trusty Pos accept them as presented.
[17:56] » Trusty Barry in second. >> All in favor? Hi.
[17:59] » Hi.
[18:12] We have a treasurer's report that spanned August 11th through August 24th.
[18:16] Have you had a chance to review that? >> Trusty Barian moves to accept as
[18:21] presented. >> Second.
[18:23] » All in favor? Hi. >> Hi.
[18:34] » And we're going to move on to public speaks. First one on our list, Tyler
[18:39] Palm. >> This is uh something I wanted to address
[18:44] to the trustees. Um so obviously I'm a member of the fire department and I live
[18:50] in the village. Uh I received a phone call from State Farm. They were doing
[18:54] some auditing and updating of policies and I run emergency calls in my p in my
[19:00] personal vehicle. So, in talking with our home policy and our our automotive
[19:05] policies, I just said, "Yeah, just out of curiosity, I'm getting ready to put
[19:10] some lights on my truck. They're going to cost $1,000. I just want to make sure
[19:14] that my policy covers that." She said, uh, there's a endorsement that Safe Arm
[19:21] has in that policy that basically says anything that happens bodily or injury,
[19:26] if I'm on emergency call, they're not they don't cover. So, I just wanted to
[19:32] ensure like that OAR, whoever our insurance is through the township, if
[19:38] we're on the side of a road, my truck gets totaled or I get hit in another
[19:42] vehicle with somebody in it, my insurance basically said they are not
[19:47] covering it. And I've never had anybody take a license plate or a VIN number
[19:52] from my vehicle. So, my concern is >> I can answer all. Go ahead. Go ahead. My
[19:58] my concern is, you know, I just I don't want to [clears throat] I I want to
[20:02] continue to help my where I live. >> Sure.
[20:04] » And I just don't want to be in a position of liability.
[20:07] » So, >> Ryan, can you can you respond to that?
[20:09] » Yes, I can respond. It's the same thing as the way our road department is
[20:13] » because I had this conversation numerous times over the year. Let's say you get
[20:18] called out and I would say like Stewie in the past, if he got called out, he
[20:23] might drive his personal vehicle. If he gets in an accident, the regular
[20:27] insurance, in your case, you're saying they're not covering, but the regular
[20:31] insurance gets build first. If that does not pay, a tarma pays everything else.
[20:36] » Okay? That that's physical harm and and actual damages.
[20:41] » It's [clears throat] everything. Okay? >> Because you got called out and you're an
[20:45] employee and that's what it it's blanketed into fire department and road
[20:49] department. >> I just wanted to ensure that and I just
[20:51] wanted that public. If you need something in writing, Tyler, for your
[20:55] own personal thing, let me ask them if they have it. But they they said that's
[20:59] part of volunteer fire or full-time fire or road department if they get called
[21:04] from home and they went straight to get a tree down or something happens.
[21:09] » So, as far as apparatus goes, is there can he put apparatus on his truck and is
[21:13] that covered as well? >> Well, anything that's on his truck is
[21:18] covered. >> Okay. Yeah. I mean, it'd be like if you
[21:20] I hate to say if you're driving a Porsche and it was an $80,000 or
[21:24] $100,000 vehicle and you were racing to go there, whether you had lights on it
[21:28] or not, >> you were called out, you're going to
[21:30] have some liability coverage on your personal, but anything
[21:35] not covered rolls automatically into. >> So, Brian, let me ask you this. He's
[21:40] putting the lights on because of his job. If he's driving personally doing
[21:45] something and gets in an accident, is State
[21:48] » It wouldn't have nothing to do with us. >> He's got to be in the line of duty.
[21:51] » He has to be in the line. >> I'm saying, but State Farm telling you
[21:53] they're not going to cover your lights. >> No, no, no. So, the lights are separate.
[21:57] That's a whole other thing. But I was telling them I was divoting, hey,
[22:00] there's going to be emergency lights on the vehicle at some point. I see.
[22:02] » And and she was like, >> we don't cover.
[22:06] » Okay. Okay. And I was like, "Okay, at the state, just so you guys are aware,
[22:10] we have to go every year to the Ohio State Patrol and they inspect our
[22:14] vehicles." So like I you get like a literally a bad sticker that says, "Hey,
[22:18] your vehicle has been inspected. You can run hot."
[22:21] » Like two calls emergency. >> But like when she was just like, "Yeah,
[22:25] just so you're aware, if you were in the line, dude, we don't cover anything."
[22:29] Like nothing. I was like, "Well, that's a problem because I drive a $50,000
[22:33] truck." Yeah. >> So, I just wanted to ensure publicly
[22:36] that that is the case. >> Tyler, I'm going to say that we went
[22:40] down this road many times. I've been here since 2013. That question came up
[22:45] both in road and in the fire. >> Okay.
[22:47] » And it actually came into zoning back in the day because if they're out on a like
[22:52] she like Mary for example, they'll clock in and out, but she's out meeting uh
[22:57] somebody at their house. anything like that happens that vehicle she's doing
[23:02] duties of the township that's covered under autonom
[23:06] » thank you Tyler great great question >> okay uh Heather
[23:14] » all right I promise scenario make this short as possible um back in 21 just to
[23:19] refresh our memory we had work done over there at the Holland Avenue property
[23:22] where the culvert was placed to come out for the guys and replace culvert in our
[23:26] driveway um just to catch you up to speed. Um, we've had some issues with
[23:31] neighbors blocking the driveway again, parking vehicles in the line, you know,
[23:34] on the right way out in the roadway, which been back and forth from the
[23:38] sheriff's office dozens of times about where, you know, obviously you can park
[23:41] in the road, but it's in the right way in such a manner that it's causing kind
[23:44] of a hazard in the road because I know even like with the bigger trucks, the
[23:48] trash trucks and everything are having a hard time when they deliberately leave
[23:51] stuff out there and they scream at us. And recently, you know, we installed um
[23:57] some fence posts and so forth, which I have permission from Mary and obviously
[24:00] Rodney come out to inspect the spot there, the culvert because that culvert
[24:04] goes like underneath the ground alongside our driveway and it's kind of
[24:07] in our backyard, which back there obviously is not really a township
[24:11] thing, but because it's underneath the road, you know, out of due diligence,
[24:14] you know, it affects the road that some of it did collapse back there. So, we've
[24:18] been talking about it and I know we weren't going to do anything as far as I
[24:20] safety being, you know, collectively with township too about replacing it as
[24:25] far as underneath the road right now anyways, but to keep an eye on it
[24:28] because of the heavier traffic that's on that road and it says Denon Street over
[24:31] there. So, we also installed a gate at the end of our driveway. We've had some
[24:36] people keep showing up over there despite no trespassing signs and I put
[24:40] up some no parking signs on the fence post now that are at the end of our
[24:45] driveway there too because uh they demanded to keep parking in front of our
[24:51] house too because we you know I've been trying to get some more stuff done. Um
[24:55] the neighbor on the other side over there, he's getting ready to have this
[24:58] ethic system replaced, which is another issue Mary's been working with me on
[25:01] trying to get through along with the health department because it was
[25:04] leeching into our property there. And I think as last I heard um from the health
[25:09] department, I know Mary and I talked about this before that uh one at least
[25:13] one of one or two of those individuals involved in this has got I think they
[25:16] got their grant approved. I think last I heard I know I can say say part about it
[25:21] publicly. Um, so I was trying to leave, but they suggested to put the fence all
[25:25] the way down the side of our property, which we were going to wait a little bit
[25:28] because I'm sure at some point do the measurements and everything,
[25:31] requirements, updates to those subject systems. And I know Mrs. Griffith knows
[25:35] about that stuff. Um, you know, it's so many feet from property lines and all
[25:40] all of those things and wells and so forth. But, um, alongside that side of
[25:44] the property line, our ditch goes all the way back the back of the property.
[25:48] So, we're working on safely, you know, how to deal with the a flooding issue
[25:53] with the taller collapsing issue. And now that it's opened up, I had somebody
[25:56] come out and open it up. Um, we're just trying to figure out what to do about
[25:59] the vehicles that keep parking in the right way and how to continue to get
[26:03] working on our property without having constant, you know, getting confronted
[26:08] by people and getting yelled at. I mean, Rodney was out there one day, you know,
[26:11] and to say it publicly that, you know, somebody come down and was bothering him
[26:15] while he was out there at the end of the driveway. So he pulled the township
[26:18] truck right at the end of the rightway right there at the end of the driveway.
[26:20] But he was out he went to get out of the truck and somebody said something to him
[26:23] about it and he's on official township business because they were out there
[26:27] right before I put the fence up. So we put it a little bit closer to the
[26:31] roadway. It's behind where the the phone poles are. So we're still, you know,
[26:35] obviously so many feet behind that. I didn't know if there was anything else
[26:38] we could do with that right away or whether we could put sign post up in
[26:41] front of there even just like facing the road this way, you know, to to see if we
[26:46] could put like no um no parking or something out there. My fear is though,
[26:50] we do that and they're just going to park the opposite side of the street and
[26:53] still do the same thing. So, we're still have the same issues. And I know after
[26:56] the road department come out there and they resurface the road um within eight
[27:01] hours, so the same individuals parked at the same side of the street, there's
[27:05] ruts and stuff already. started out here with all the extra rad, you know, it's
[27:12] out here. >> A couple questions for you. So, the
[27:14] neighbors that are parking in the street, are we are these business
[27:17] vehicles? Are they personal vehicles? What what's parking in the street?
[27:20] » There is both personal and business vehicles. One of the kids over there is
[27:24] driving a a truck or a traffic company, I guess, now too, and it's being parked
[27:29] there. It's >> And is this is this the neighbor across
[27:32] the street from you? >> I can point it out. Can you show us
[27:34] which one? Sure. >> And I told Mary that we are collectively
[27:39] it's sitting at the attorney's office. I got to get it recorded. But since we
[27:42] have two parcels right here, these two parcels right here, that's us.
[27:47] » So yeah, be my guest. That's perfect. This probably pull it up a little. There
[27:51] we go. >> This ditch, it kind of the stream and
[27:55] all that stuff. It kind of comes out of the woods here. The bowling zone is that
[27:58] still um and it kind of does a little jog through our property. And then that
[28:02] culvert where it's opened up now is about right in this area here. Um and I
[28:07] know Rodney has walked out there right before Sue, you know, retired and stuff
[28:10] and uh and it goes underneath the road and then there's another opening clear
[28:14] on the other side. >> So where is the fence that you've
[28:16] currently put up? >> Um we have fence post right uh at the
[28:19] edge here. >> Okay.
[28:21] » And a little bit. It's kind of like to mark the corners because we had some
[28:25] issues with encroachment before. I had the surveyor come out a couple years ago
[28:28] and then I had another one because we're in the process of having this combined.
[28:32] » Yeah. So, it looks like your neighbor's driveway is on your line.
[28:34] » Well, it it's close. It's actually down this way just a bit. So, we have it
[28:39] marked and there's >> a little bit of a fence. There's like
[28:42] it's like a corner, you know, fence right now. We don't have
[28:45] » So, the neighbors that are parking in front of your house every day, where do
[28:48] they live? >> They are over here still and they're
[28:50] parking all along this area, all along the driveway area.
[28:53] » So, they're caddy corner. Yeah, it's caddyy cornered. So, I mean, there's
[28:56] somewhat room to get out if I back out sometimes and whatever, but usually
[29:00] there's some kind of confrontation that goes on when I try to go out. Even
[29:03] today, I was out there taking some measurements. I have a digital tool now.
[29:07] I can sit in my car basically and take measurements because we're going to add
[29:10] to the fence because I don't have a date yet. Um, they're going to come back out
[29:14] and add some more because we were going to put some a little bit farther back so
[29:18] that, you know, we can get rid of that encroachment and everything else. Try to
[29:21] » Okay. Yeah. There's no fence in front of your house, correct?
[29:24] » Not not entirely. >> And is there a ditch right on that right
[29:27] where your finger is on that line? Is that a ditch?
[29:29] » It's actually It's like a little like runoff. I mean, I guess
[29:32] » it falls off the road, but you could park in it or No,
[29:35] » you if you you know, you could pull up in there if you
[29:38] » And are they parking in front of your house?
[29:40] » Not technically here, but they threatened to as of today. They said,
[29:43] "Well, because I'm out here taking measurements, the lady started screaming
[29:46] at me and you know, so uh the sheriff's office did come out. They said, "Well,
[29:50] you know, come to town meeting, see if there's anything else we could do about
[29:52] this because I know this has been ongoing. We're just trying to get
[29:54] measurements and stuff." There's uh gas flags, you know, gas company utility
[29:59] flags still up in Mr. Barrett's yard here and so forth with ours because our
[30:04] line goes here and also these areas. And both of ours, both utility lines, uh to
[30:10] my knowledge, they're all older mines. And with if I don't know how much
[30:14] anybody's been paying attention to the news lately, but there's been a lot of
[30:17] uh explosions happening. Contractors been hitting old lines and stuff and
[30:21] stuff that's not properly marked or something's happening. So, we're just
[30:24] doing our due diligence just to make sure that nobody, you know, including
[30:27] ourselves, um, you know, is out there. >> So, you got public gas there then?
[30:32] » Uh, we still have gas going to both places. Yeah. I mean, there's still
[30:35] » So, your neighbor is out there, >> your neighbor across the street, your
[30:38] neighbor to your south there. >> Yeah. What do those neighbors say about
[30:41] the parking on the street? >> Well, they they claim that they're
[30:44] allowed to park all along, you know, the right way there in the roadway. But the
[30:48] problem that's happening most, you know, really is when you figure, you know,
[30:53] being respectful of neighbors, you know, his mailbox is right here. So, the cars
[30:57] and stuff start right here at their mailbox and park as far back as they can
[31:00] get. You mean pretty much the whole front of their property, which the law
[31:04] shows basically you're allowed to park in the roadway. However, that road isn't
[31:08] that wide and becomes an issue. >> So, are they [clears throat] parked are
[31:11] they parked half on the road, half in the grass or they parked all
[31:13] » some of it? >> Both. They do both.
[31:16] » Okay. >> And it's not like a full ditch there
[31:18] with culvert pipe. And you know, I know there's been conversations about that
[31:21] numerous years throughout the years about that whole street was supposed to
[31:25] have culvert pipe and stuff, but as far as the culvert that is there is what
[31:29] township widen this out for me and it's still within that 40t or smaller, you
[31:33] know, space there. Um, but we were we widened this out in anyways just so I
[31:38] could get in outside the truck and trailers and stuff. So when they park
[31:41] out there, I end up having to jack knife the truck basically to get out of here.
[31:44] And there's a giant hole, you know, with the culvert where it goes down in that
[31:48] drain. So I mean, it makes that corner so tight that you can't just come out of
[31:52] there. And unfortunately, it's a dead end road. So right some congestion
[31:56] there. >> And would you say the cars come and come
[31:58] and go or the cars sit there all day? Well, most of the time, you know, if if
[32:02] they're parked usually overnight, if they're working, that's one thing. But
[32:05] they drive past usually when they're, you know, they don't have cars in the
[32:09] driveway. They'll pull past the house, turn around in the other neighbor's
[32:12] driveway, and then pull back up here. And now they come. I don't That's
[32:16] » And they leave the driveway empty or is that full of cars, too?
[32:18] » Sometimes it's empty completely. You know, usually, you know, just they just
[32:22] do it on purpose and then other times it's full like through the weekend. Now,
[32:26] they're doing it where there's at least six to seven vehicles there. where they
[32:29] other people come over and it's all in the road and most of the time now the
[32:33] truck and the other vehicle be overnight there as well which usually trash
[32:38] services is out there multiple times. We have at least two to three different
[32:42] trash services and it's a dead end road so they they've been backing up. I know
[32:46] I sent Mary a couple pictures. That's the beginning. I'm not going to show
[32:48] them the whole >> Oh, the trash guy backs down.
[32:50] » Yeah, they they back down the road at, you know, 3:00 or so in the morning. Um
[32:55] there's a couple of them. I know Trussels is out there. Kibles is out
[32:58] there. Do they back the whole way down the road?
[33:00] » Sometimes. Yeah. >> On this side when those people park, are
[33:03] they parking pointing the right direction for that side of the road?
[33:06] » Sometimes. Most of the time they are now cuz I yelled at him a few years ago and
[33:10] I got yelled at for saying something to him. I gave him a warning. I said,
[33:12] "Well, it's still against the law. You're not supposed to park facing
[33:14] oncoming traffic. They're on the roadway at least, you know. I mean, it's one
[33:17] thing if you're in the grass, >> face with traffic, right?"
[33:20] » Yeah. >> So, what has Holland ever had any
[33:23] parking spots along the road or is it what?
[33:26] » No. No, we we talked about that before because we didn't want to be, you know,
[33:30] discourageous to all the rest of the neighborhood because, you know, a lot of
[33:33] times other people have gatherings and people want to spend time with their
[33:36] family too, but um these individuals are doing it all the time. So,
[33:40] » are these are these adults or kids? >> Yeah. Yeah. And they're uh kids are
[33:45] older now when all this stuff started a few years ago.
[33:50] So, but uh with that drainage being jammed
[33:54] up, one of the guys over there, he got told not to be jamming it up and he
[33:58] contained that it wasn't our property, but yet it is and it's just been back
[34:02] for it. We're just trying to eliminate some of that.
[34:03] » You know, if the house is is owner occupied or is it a rental?
[34:07] » It's occupied. Owner occupied. >> Brian, what's at the end of the street
[34:11] dead end? >> And maybe you can answer that. When you
[34:16] plow that street, >> we turn around
[34:18] » those trees. >> Where?
[34:20] » We turn around in the that last property right there at the very end has half the
[34:27] driveway is concrete, the other half is >> it's on the on the west side right
[34:31] there. That house on the right, half of that is concrete, half of it's
[34:37] gravel. We back into the gravel half to turn around.
[34:43] Now, usually the gentleman up here, he parks in the road, and I know other
[34:47] individuals sometimes they they have cars parked there, but they they've been
[34:50] like that for years, but they're not really blocking everyone else, you know,
[34:53] as far as trying to get in and out at the other end of the road.
[34:56] » Um, you know, that that's our biggest concern. The congestion is if the trash
[35:01] truck is struggling at 3:00 in the morning to get through there, then
[35:03] that's kind of a concern for, you know, obviously police and fire as usual. I
[35:07] mean, despite our disagreements as neighbors, um, you know, we don't want
[35:12] to have a rolled over trash truck in front of our yard or the ditch there
[35:15] because if they shove all the traffic over where it's it actually drops off
[35:19] and Mr. Bear's property over here, it's actually deeper here than it is that
[35:23] side. You know, if it shoves all the traffic over that side, then, you know,
[35:26] literally you can't really park there because you'd be parked right in the,
[35:29] you know, it's he's got like a swale of stuff in his front yard there. So, and
[35:34] the drainage, you know, the pipe was verified that it is literally on our
[35:38] property. So, um I decided to come to the meeting and say publicly like I am
[35:44] allowed to be out there to work on it a little bit. I've had different
[35:46] contractors come out to help try to figure out what to do and mitigate it.
[35:50] We were going to dig it up as far as part of it to get rid of it, put in a
[35:53] new pipe. We've talked about that before. You know, Rodney come out even
[35:56] though they're only, you know, so far to the right away and then the rest of it
[35:59] was on us. But our concern is if we go to replace that as far as our property
[36:04] is concerned. Once you get out here to the roadway, then you know once you
[36:08] disturb that metal pipe out there, it's going to be crumbled up like it did in
[36:12] the back, it's really thin. The whole bottom of that pipe and drainage
[36:15] underneath and underneath the road's gone. So I've been able to get camera
[36:18] down to be able to take pictures down in there. I mean it's the whole bottom of
[36:21] it is gone. So eventually it will, you know, start tearing up the roadway.
[36:26] There's been semiis and and all that stuff up and down a road. The neighbors
[36:30] are getting some work done up the street and stuff too. So there's a lot of heavy
[36:33] traffic on that road more more so than there used to be. So I don't know if
[36:38] there's anything else we could do with the rightway. I mean other than I have,
[36:41] you know, just basically due to encroachment a little bit. I had fence
[36:45] posters put up there a little bit closer to the road. There's a gate out there
[36:48] because other those individuals were pulling and out of our driveway turning
[36:52] around and they do it multiple times a day. Um, and nobody else in the
[36:56] neighborhood but them seems to be doing that unfortunately.
[37:04] » I don't know how wide what is it probably like 14
[37:08] goes 15 from center. >> No, I mean the road actual road width is
[37:12] it or bigger than 14? >> Um,
[37:15] » I think it's 18 feet wide. >> Is it that wide?
[37:20] » What's there? >> That's a wider one. There's 14s out
[37:22] there. >> Two questions. Um,
[37:26] does anybody park in that big Their driveway looks pretty pretty big here?
[37:31] » Um, no, not your driveway. >> The people you're talking about.
[37:33] » People you're talking about? >> Yeah, there's like usually six to seven
[37:37] cars at least there pretty much every night. There's four to six of them.
[37:40] They're all their their vehicles and the borrowed vehicle that the other kids
[37:43] drive and now it's out in the road, too. She invites her, I guess, her boyfriend
[37:46] over parks in the road, too. >> How many people are living in that
[37:50] house? >> Well, I mean, that's that's their
[37:52] business. I'm saying that I have told not to, you know, [laughter]
[37:55] » the fire chief's worried. >> But that's my concern, you know, with
[37:59] with health, you know, she the individuals live there, one of them has
[38:03] some cancer issues. Mr. Derrick has cancer health concerns. I mean, we all
[38:07] have some health issues going on. Um the my tenant here, she just had her heart
[38:12] surgery as well. I mean, there's a lot of things that I would really recommend
[38:15] having some kind of make sure that, you know, chief can get to our house. I
[38:19] mean, because everybody has permission, you know, for emergency purposes to use
[38:22] the driveway. We I mean, I've widened this and they've got room in the back to
[38:25] pull people. >> Is yours a dup a duplex?
[38:28] » Yeah, that's that's duplex. Yes. >> Okay.
[38:31] » Yeah. >> Yeah. The only thing I could see you
[38:33] could do is it's pretty hard to put no parking, but I wonder if you couldn't do
[38:39] like a like because most people park on the street aren't going to be there for
[38:43] more than three hours. Put a time limit. We could do that on the whole township
[38:48] technically because nobody should be parking permanently on
[38:52] the street. You might park there for something, but you shouldn't be parking
[38:57] there permanently. >> Yeah, that that's my concern too is I
[39:00] mean if you have stuff in the driveway, if I parked out there, I have a crew pad
[39:03] diesel pickup truck. I have two actually. Um and like we've talked about
[39:07] before, if I parked any of my stuff out in the road for more than a couple
[39:10] hours, somebody would scream at me and they would have done that already. Like
[39:14] you said, if somebody comes over to visit or something, but they shouldn't
[39:17] be parking on a regular basis. >> Yeah.
[39:21] » They need to be at that point, they need to be coming up with an idea to put in a
[39:26] bigger parking lot in their front yard or wherever they want to put it, but
[39:29] they need to get off the road. Uh >> yeah, sheriff's office have been out
[39:33] there. I know we had some disagreements before, but since 21 to now versus all
[39:37] the other altercations with those, you know, individuals and screaming at us,
[39:41] they maintain they can park in the road and they can do all this, but I mean,
[39:45] we're literally when we all have had to slow down. I mean, it's not like we're
[39:49] supposed to be speeding on the road anyways. But with the mailbox being
[39:52] right here, if there's a truck right there, these individuals have a hard
[39:55] time, and I've got video of of this, too, but uh it makes it harder for
[40:00] trucks to get between the mailbox, the vehicle parked there. There's just
[40:04] enough room to fit through there. I mean, I think that's getting a bit too
[40:07] close. >> I wonder if we could just send all the
[40:09] residents on that street and notice that parking on the street is for temporary
[40:14] short term. >> I think you're going to have I think we
[40:17] should do do some research to see if anybody else is doing this like a
[40:23] a temp a set a time limit. If you send a letter, what they ain't going to abide
[40:28] by it. They don't, you know, if they don't have a time, what's the where they
[40:31] don't know what the time of it is? >> Sheriff's office would probably say the
[40:36] same thing as I don't know the rules. I don't know how
[40:40] if we can actually post it like that. >> That's I mean, we I need to do some
[40:44] research and see what's what all what all our options are. But
[40:48] I I don't I don't think you're going to win a battle of saying no parking on the
[40:52] road. personally, >> but but we we want to try and get it to
[40:56] where they're not parking there permanently.
[40:58] » Yeah. >> Every day or twice a week.
[41:01] » I know once it comes into winter time and so for the guys wanting to plow and
[41:05] stuff like that and and half the time they don't care attention to that until
[41:09] there's actually like heavy snow or ice. By that time they're already out there
[41:12] and they're still there, you know, and then you guys have to broadcast, hey,
[41:16] you know, the snow effect. But if they knew ahead of time that they couldn't do
[41:20] that all the time in the first place and that will kind of mitigate some of that
[41:23] too. >> Is it a is it a problem? Is it is it
[41:27] mainly at night or is it all day? >> It could be all day. Sometimes they
[41:31] leave a vehicle out there. We used to just leave her vehicle on the roadway
[41:33] with the driveway open all the time and now it's been an issue or been
[41:37] confronted. My mom still even, you know, different times of day she's got to go
[41:40] to work. It's 3:00 4:00 in the morning and there's somebody out there and
[41:44] there's people congregating out at the end of the driveway. so I can kind of
[41:47] sit out there. It's awful. Um, then I went to take out some stuff out of the
[41:51] mailbox. So, I got confronted and yelled at from across the street. So, same
[41:55] thing happened today. So, I can't even so much as finished. Like, I don't have
[41:58] the fence all the way across the front either because we have phone poles kind
[42:02] of over in this area. Uh, the little part of the fence is here. It's just
[42:06] kind of like a corner marker situation on this side of our driveway over here.
[42:10] And the phone pole is here. And the gas line for our our property goes like kind
[42:16] of right here in the middle. So, I was just trying to take some more
[42:19] measurements today between here and here and where the other how many feet from
[42:22] the gas line it was from the pipe and stuff that's there in case we have to do
[42:25] anything for future reference both in the right of way and behind it because
[42:30] whoever is going to do it, they got to sit on the driveway with the equipment
[42:33] and be able to, you know, to use the excavators and stuff regardless of
[42:36] whether we park in the roadway to fix anything right at the rightway or in our
[42:40] driveway to fix, you know, the [snorts] stuff on our property by the rideway. I
[42:45] mean, no matter how you go about it, you know, there's a ditch on the side of the
[42:48] driveway. So, I mean, we have to there's they don't I don't think they understand
[42:52] there's an amount of room that equipment needs to be able to to work,
[42:56] » you know, too. So, I was just trying to take some measurements today, too. But,
[43:00] we'll talk to the township and see if there's anything we can do. So,
[43:05] I figure if I come up and publicly display what I was doing with our
[43:09] property, then maybe, you know, maybe the calm down a little bit. Um,
[43:14] » well, let me do a little bit check and I I'll get back. But yeah,
[43:17] » okay. >> See what
[43:19] » that's pretty much. And I just to clarify for Mary's purposes when I
[43:23] mentioned that cover too in the back. It's going back here behind the garage.
[43:27] » That little little space we talked about. I know that it's posted on the
[43:31] website. We talked about that. There was a concern in the sheriff's office of one
[43:34] day. Well, you got to have a permit. You got to talk to the township, but they
[43:37] didn't realize they've already talked to the township. And what little back here
[43:40] is really not it's not a giant pipe. It's a piece of pipe because our you
[43:44] know when this floods back here it floods our bottom of our garage. It's a
[43:47] little low line and the whole street you know comes down pretty much.
[43:51] » You know our property here is a low spot and so is their house and you know all
[43:56] that. So we're kind of in the middle of the road there.
[44:00] So but I talked previously about putting that pipe in back here. It will be just
[44:05] small. I'm going to join the other ones that's already there just to kind of
[44:08] mitigate because I got this mud hole in this area over here.
[44:12] » And it's >> But you're trying to combine into one
[44:14] parcel right now. >> Yeah. We're I have to all I have to do
[44:17] now is just sign a new deed and have it recorded.
[44:20] » Okay. >> That way if we have any other issues
[44:22] with our ethnic as opposed to other property um because ours is located in
[44:27] the front, it gets rid of this boundary line down the middle kind of we get a
[44:30] little more clearance. Our wells over here so it won't be too far. as far as
[44:34] the setbacks and all the other things, it gets rid of that. So, that was our
[44:39] purpose for doing it. So, I told her once uh once it's recorded and
[44:45] everything, it's available online, but I got to bring the paperwork up and show
[44:48] her once it's done. I'll have it for the download.
[44:52] That just gives you an idea why we did it. So, but they come out. There was a
[44:57] missing uh pen back here. It was tampered with already.
[45:01] » [laughter] >> A couple weeks ago, we had the surveyors
[45:04] come out in the process of doing the, you know, survey again to to do that
[45:08] combining the the parcels, but this corner pin here was moved a little bit.
[45:13] So, I talked to the sheriff's office about that, too. But, they did set a new
[45:16] pin back there. So, was trying to keep people out of that because we had that
[45:22] leash septic system stuff going into that and everything. We're trying to
[45:25] keep it cleaned out, keep it open, and everything else so that way it doesn't
[45:29] flood anyone anymore. The water goes from back here across the street and
[45:34] then to another opening on the other side of the street. So,
[45:38] » okay, >> that's what we're what I'm working on at
[45:41] that property for those that have to know for whatever reason besides
[45:45] [laughter] the township.
[45:48] They said we'll talk to zoning. Well, I've been working with Yuri about this
[45:52] for the last couple years, even since 21 when we widen that out, put the better
[45:56] the polar to smash and replace it. We're still having some issues.
[46:00] » Let us check into it. No promises, but um
[46:03] » Okay, >> we'll see what the law actually allows
[46:07] us to do. >> Okay, perfect.
[46:13] » All right. And I don't see anyone else for public speaks, so we're going to
[46:17] move on to the fire report. Chief Okay. Uh, Mr. Barryian, I did uh text you a
[46:23] screenshot of that quote for the batteries.
[46:25] » I got it. >> Okay. Um, so
[46:29] we're we're requesting to basically um order that combi tool with the donation
[46:35] that we've received. Um, the combi tool will be placed on our ambulance. Uh that
[46:41] will give our EMS crews, our that first respond is the ability to,
[46:49] you know, pop open a door, uh get a victim out of the vehicle quickly.
[46:54] » It's like the Jaws of Life. Is that what it is?
[46:56] » It is. It's It's a It's a smaller version. Um
[47:00] » it has It's called a Combi tool because it has the spreaders like the Jaws of
[47:05] Life >> and it also has the hydraulic cutters.
[47:08] » How is it powered? Um, battery operated. >> Okay.
[47:13] » Uh, so, uh, >> it comes with batteries. The 21,456
[47:16] comes with everything you need. >> I believe it does come with one battery.
[47:21] » Okay. Got it.
[47:24] » For the for the condol. >> Okay.
[47:30] » So, Brian, do you want to >> Where did the donated funds come?
[47:33] » Do you want to speak to Brian? Do you want me to speak to the donated funds or
[47:35] do you want me >> You go ahead.
[47:36] » I can speak. I kne I knew about it because you all told me and um
[47:40] » this is Folultz. >> Yep. So, um so the Folultz family made a
[47:45] donation to the fire department. Um Kathy um I hope this is okay to be
[47:50] saying this because I was I did text Amy before we're talking about it out loud,
[47:54] but um the false family um asked Amy to come over and they she and Kathy chatted
[48:00] and they wanted to make a donation to the fire department or apparatus or
[48:04] whatever the fire department needed. Um, and it was the the value of what, Brian?
[48:08] How much? >> $50,000. $50,000.
[48:13] » It was a sizable donation. >> Yeah.
[48:15] » Very nice. >> So, um, so yeah.
[48:18] » Thank you, Mrs. >> Yes. Great. And kind of a fun little
[48:21] story, the the check was sort of written not exactly right. So, when Brian tried
[48:26] to put it in the bank, the bank wouldn't accept it. So, I said that I'd call
[48:28] Kathy. And I called her. I'm like, Kathy, I'm really sorry. I obviously
[48:31] approached her with, "Thank you. Thank you. Thank you." Of course. And I was
[48:34] like, "I'm really sorry. we're going to have to burden you with either getting
[48:36] another check or having you read it. She's like, I'm staying at Consumer Dash
[48:38] Bank right now. >> So, she put me on speaker and the teller
[48:41] was like, "Here's the check." [laughter] So, she crossed it out and wrote what
[48:44] she needed to and she's like, "All done." So, I talked to her for two
[48:47] minutes. I just happened to call her right when she was dead at the bank. So,
[48:50] it worked out. But, I obviously thanked her a ton and for all she's done for,
[48:54] you know, for that donation, which is huge. And then I had an opportunity to
[48:57] thank her for all the things she's done for our community.
[48:58] » Did it go into your foundation? >> No, it was written to the written to the
[49:02] trust. written to the it's in the donation fund in the fire fund right
[49:07] now. >> I'm in the process we just finished out
[49:10] the um >> alternative budget which was August the
[49:14] 20th which then will be approved by the board uh Stark County sometime in the
[49:20] first week of September. I've already submitted in the $50,000
[49:25] um request for an amended certificate because officially right now we can't
[49:30] spend it yet. But once I get that amended certificate, then I'll go in
[49:34] front of you all to get uh approval to appropriate.
[49:38] » Did we actually send them a a letter of thanks? A written
[49:43] » I've not I have not sent a letter of thanks.
[49:45] » Yeah. >> Okay. We need to make sure
[49:47] » we'll make sure the fire department does that.
[49:48] » Okay. >> Yep. [clears throat]
[49:52] » That's wonderful. And I think Amy and Tyler and Tom are
[49:57] meeting about some of they have some ideas of things we could things we could
[50:01] buy for the fire department that wouldn't be necessarily general budget.
[50:04] You know, some kind of some wish list things that are hard to get, you know,
[50:08] handled and having 50,000 work plan on is kind of a nice opportunity to get a
[50:12] couple pieces of equipment. So >> very nice.
[50:14] » Yeah, it's really great. So, um, real quick on Austin Miller, before
[50:19] I make a resolution on that, do we, if a resignation for Austin Miller, do does
[50:23] he owe us any time or money? >> He does not.
[50:26] » Okay. All right. Um, do we need to read that resignation later or was it just a
[50:30] verbal?
[50:33] Okay, that's fine. Trusty Varian moves to accept the resignation of Austin
[50:36] Miller as of Monday, August 24th. >> Pure second.
[50:40] » All in favor? >> I.
[50:43] And then before we go to call volume, the cop battery, Brian, I texted you a
[50:48] picture of what I was sent from Tom. >> I have a cop, I believe.
[50:52] » Oh, do you? Okay, great. Great. Um, so it looks like I can't remember what
[50:56] we've done, and I I we've bought cop batteries before. I know that. Um, there
[51:03] are two in this invoice for 515 a piece. So, it'll be $1,000,7160
[51:09] striker. Um, is this for the new ambulance, the old ambulance? What's the
[51:13] which cod are you working on? >> It's for the um the batteries can be
[51:18] used for both. >> Okay.
[51:19] » Both ambulances. >> Oh, thank you.
[51:22] » And we need two. >> Yes.
[51:25] » Okay. So, they can be used for both. All right.
[51:29] » And then there's shipping of I believe $42 and some change.
[51:36] » It's on there. Okay. Ryan, are we okay to spend 1,100 bucks? All right. Trusty
[51:41] Barian moves to spend up to $1,100 to buy two cop batteries from Striker.
[51:46] » Just a group of seconds. All in favor? I >> on that on that tool.
[51:54] How much is a second battery? No, not just to go back that
[51:59] » the combi tool. >> There's a list because my idea is
[52:03] there's a whole bunch of tools that take that same battery. So, we're talking
[52:08] amongst officers and we're probably going to buy other things that take that
[52:11] battery. And I'm even I talked to the chief when I worked for Nishan Township.
[52:17] We went to Ace Hardware >> and they had the Milwaukee reps
[52:20] involved. It takes Milwaukee battery. >> Yep.
[52:23] » They got the Milwaukee reps involved. Okay. We got a ton of free stuff because
[52:27] of how much money we spent. >> Yeah.
[52:29] » Yeah. So, >> so it takes an actual like branded
[52:32] Milwaukee battery like your typical It's an XC 8.0. 0 or something.
[52:37] » Okay. It's a big battery. >> Yeah. But other pieces of equipment that
[52:40] we're looking at like a ventilation fan takes that same battery.
[52:44] » Scene lighting takes that same battery. >> It's a it's a industrial Milwaukee.
[52:48] » Yes. >> Yeah. Okay.
[52:50] » And then you can't spend yet until Brian gets
[52:53] » Yes. >> Okay.
[52:54] » Yeah. We got to appropriate it. >> Okay.
[52:56] » Yeah. [clears throat] All that. >> And you said that would be probably
[53:01] first, second week of September. >> Yeah. What what happens, Tom? We just
[53:04] submitted the U alternative budget by a August 20th and then that goes in front
[53:10] of the budget commission star county >> which they meet once a month.
[53:16] » I've already put the 50,000 requests in, but I got a feeling they'll approve that
[53:21] budget and then come back and do an amended certificate. I might not get it
[53:25] till October, but as long as I know it's coming verbally from them and talk to
[53:30] them. Brian, do you want us to approve this now and then wait or you want to
[53:33] wait till the funds are available then approve it?
[53:36] » You should wait till the funds are available officially, but
[53:40] » if you needed to order something that we're going to have to wait six months
[53:44] or I don't know how quick they can get those.
[53:46] » Well, the team you team get together and decide what you're thinking on some
[53:50] other things, but and we'll we'll approve this when the funds are
[53:52] available. >> Okay,
[53:53] » cool. Thank you. >> Great.
[53:56] That's all I have for fire. Um, I I had one other thing. Uh, Jackie
[54:04] Wilson uh has applied to Stark State College uh to go to that same medic
[54:09] program that Summer's going to. >> Okay.
[54:12] » Um, I was curious if there's enough in the training budget to send the second
[54:18] uh member to medic school. She's on a waiting list. There's
[54:22] » remind me the cost again. Is this something to do yet this year to be on
[54:26] the same time frame? >> It would be in the same
[54:29] time frame. Um, yeah, she would start class in October of the summer. It was
[54:35] 17 >> 1700 total was for this semester was
[54:40] 1791. >> Okay.
[54:44] » And then uh the total was like 6300. >> It was like 6,000 something.
[54:50] » Yes. >> Okay.
[54:52] » But you pay by semester. >> You pay. Yeah. That's a That's a Brian
[54:56] Lowry question, >> right?
[55:00] The bad guy. [laughter] >> The bad guy.
[55:05] » Well, she's on a wait list. I don't think he has to answer right now spot.
[55:09] » Does she will she know? I mean, she'll know before it starts, right?
[55:12] » Oh, absolutely. >> Yeah.
[55:14] » Training unencumbered 3,306 right now.
[55:18] » Okay. But I haven't encumbered the first payment for um summer
[55:23] » summer which was around 17800. >> 1791.
[55:27] » So that gives you an idea where we are to the end of the year.
[55:29] » Okay. Let's see if she gets in and we'll >> all right
[55:31] » move on it. Can we do that? >> Yes. Yes, absolutely.
[55:34] » All right. >> Yeah. She'll know ahead of time because
[55:36] there's some things she'll have to take care of.
[55:39] » Okay. >> Before class even starts. Um, so she'll
[55:42] she'll get a you know she'll get notified.
[55:46] » And then if we don't have the funds for it, is she able to go the next round?
[55:49] Like we could so we sent Summer this time and send her the next time if we
[55:52] don't have all the funds. >> Well,
[55:54] » is it like a >> we could do like a reimbursement? Maybe
[55:57] she could front the money and then when she finishes, when she passes, if she
[56:02] passes, maybe reimburse her the the funds for for
[56:06] » Let's see if she gets in. >> Yeah.
[56:08] » Okay. >> Sounds good.
[56:09] » Yeah. Sounds good. Just want to look one other thing
[56:15] » because we would after the first year have another payment on summer. Correct.
[56:19] » Yes. >> Yeah.
[56:20] » But you start on the new budget which is um
[56:25] » but you need to think about what >> was 15,000
[56:28] » for the whole year >> if you if there was somebody else
[56:34] needing to do something. So >> as far as training [snorts] goes.
[56:37] » Yeah. because you're [clears throat] going to have a set amount and you if we
[56:40] normally have 10,000 there. Those two are going to suck it
[56:45] all up and not we're not going to make it, you know.
[56:50] » But we'll see if she gets in. She's on the wait list.
[56:53] » Okay. >> Class is currently full.
[56:55] » Okay. >> Somebody drops out or something
[56:57] » until another group of trustees says no to another person to spot
[57:01] » or that. >> Or that.
[57:05] Um, okay. That's all I have other than the calls. 44 calls since the last
[57:08] meeting. 36 ALS. Um, four BLS and four. >> Okay.
[57:15] » Did have some mutual aid come in. Um, three from them, three from can't touch
[57:22] it, and four from >> Okay.
[57:25] » I did have a lady who knew a lady that you did a call on
[57:30] at the end of July. Um, I don't remember what road it was
[57:35] on, but um, the lady was thrilled with the service she received.
[57:41] » Oh, great. >> Um, and she said it was a All I got was
[57:44] it was a female that was um, helping her with her
[57:49] problem. She had a reaction to something.
[57:52] » I don't know. >> She was very pleased with the service
[57:56] she received, but >> she didn't have a name. All right.
[58:03] That's all I have. Thank you very much. >> All right, let's move on to the cemetery
[58:08] report.
[58:12] As [clears throat] you all can see, Ryan isn't here tonight, but what I had to
[58:18] talk to trustees about was the
[58:25] I told my representative had gave us a suggestion and I talked to you that I
[58:31] would get get to Ryan and Rodney. I know I didn't really get to Ryan Ryan and
[58:36] Rodney wholeheartedly where we actually went out and looked at it, but
[58:42] what we did with the um Sean with the Atarma, I should say Sed
[58:50] or not Sed Ohio Risk Management is who he
[58:55] represents who works for Atarma. He come up and said, "Brian, we" He says, "I can
[59:01] do a preliminary quote for you, and I'm going to pass
[59:07] this down to you and take a look at it. [clears throat] What I have to do is
[59:11] tweak it with uh Rodney a little bit and Ryan in case we need to add on a little
[59:16] bit, but they come up with 3812, I believe it is, that they would reimburse
[59:21] the township and we just do it in house."
[59:24] Um, I'm not saying that I know how to do any of this job totally, but I know the
[59:30] guys that know how to run the equipment could help with belts and we could
[59:34] probably put everything back in place in one day.
[59:38] » Are you doing this on a day that they're not working or is it part of their
[59:42] normal? >> No, part of their normal because they
[59:44] would get be getting paid. >> Um, I'm not worried about I'm not
[59:48] worried about setting it back in place. I'm more worried about fixing the broken
[59:52] concrete. >> Right. And I
[59:54] » setting it. I think we've got >> there's there's one that's in three
[59:57] pieces, but it's only about the size of this.
[1:00:01] » Okay. Okay. >> It's a flat one.
[1:00:04] » No, it's it stands up. It stands upright,
[1:00:07] » but it's about the size. The base is about the size of this.
[1:00:10] » And I'm not saying I'm an expert at it, but it looks like it can be pinned. Now,
[1:00:15] Ryan's familiar with it because he's fixed some at the other cemetery.
[1:00:19] something that size. What would be the cost of just taking that in in pieces
[1:00:22] and saying to a stone cutter, please rebuild, please remake this?
[1:00:26] » I don't know >> because I wonder if it's just just have
[1:00:29] it >> redone. I know head headstones even that
[1:00:32] size could be anywhere from the 500 to a,000 or 200.
[1:00:36] » Sure. Sure. You know, but in three pieces by the time we pin it back
[1:00:38] together, try to make it look right. I wonder if it just
[1:00:40] » makes sense to take it in and say, "Please make recreate this exactly the
[1:00:44] way it looks." >> And and the one that is like that, you
[1:00:47] can't read it. There's nothing legible on it.
[1:00:51] » It's old. 1780. 1780 year old. You can pick up the original stone that these
[1:00:58] are. >> You can't even read what's on it.
[1:01:00] » No, you can't read what's on it. Alls I know is the family. That's the left and
[1:01:03] right. I'm assuming it's >> that changes my mind. Then
[1:01:07] » you can read the numbers. >> I can read to the date a date whether
[1:01:11] it's a death date or a lot of them had had the birth on them too.
[1:01:16] » So I that I changed my opinion on that. I I if it's original and it's hard to
[1:01:20] read, I'd try to fix it. >> But then you put a new one, you can't
[1:01:22] you can't replace the numbers. >> If we were talking up the cemetery where
[1:01:26] newer headstones are, you can do that's a that would be what I would definitely
[1:01:30] be considering that. These these ones you
[1:01:34] » I mean to make one I think they would Yeah. duplicate it would be a very
[1:01:40] expensive. >> All right.
[1:01:41] » Well, if you put pens you should be able to get them pretty close.
[1:01:44] » Yeah. I don't you know when I look when I look at it trustees I have fixed stuff
[1:01:50] like one piece like broke or fell over and pinned it and epoxied it. I've done
[1:01:55] that many of times up at Wildwood Cemetery when I was mowing
[1:01:59] » and I just think about this isn't that bad. The hard thing is what I need
[1:02:03] Rodney for is the one we have to lift up is 4 or 500 lb and you got to set it off
[1:02:10] to the side, dress up, set it back down. Once that's in set in place, then you
[1:02:15] can rebuild it and epoxy it as you go. And it's it's not broke. It's just
[1:02:19] there's chunks like a base, the next standing section, and a top.
[1:02:24] » So, you got three pieces that were made that way. They didn't actually break.
[1:02:29] They just were sealed. They just broke apart when they came apart. They just
[1:02:33] need set back in. So, I just didn't, you know, I told Sean
[1:02:38] I wanted to bring this in front of you because I talked to you at the last one
[1:02:41] about possibly doing it in house. Like, I'm going to be off that week where I
[1:02:46] told him I'd like to talk to Rodney and Ryan over there where if they say, "Hey,
[1:02:52] I think it'll take us a day and a half." I could suggestively say to Sean, I'd
[1:02:57] like to modify these numbers and go a little bit higher on one or two. Or
[1:03:01] maybe these guys say, "Hey, I think we can do it within that realm." This money
[1:03:05] would then get put right into the road or wherever I need to put it on labor.
[1:03:10] » What a motion to this. >> Yeah, I would I would like to.
[1:03:13] » Trusty approves to do the in-house cemetery repairs. You want the number in
[1:03:19] there? $3,812.
[1:03:23] » Trusty Varian second. >> All in favor?
[1:03:26] » I.
[1:03:29] Thank you. I'll get with him. I'll get with Rodney and Ryan. Get this thing
[1:03:34] roll. I want to get it done before the snowflakes make sure you do a good job
[1:03:38] or somebody will come visit you at night.
[1:03:40] » Yeah. [laughter] [snorts]
[1:03:42] » Well, >> I'm sure you'll get it done quicker than
[1:03:44] if we hired somebody. >> Yeah.
[1:03:46] » Well, that's where I worry about how long it would take because they already
[1:03:50] had us with the sand two or three months till they could get to it.
[1:03:54] » Yep. >> Um, good. Thanks for being willing to do
[1:03:56] that. >> Thanks. You're welcome, guys. The um the
[1:04:01] other thing is is Rodney kind of brought something up to me. I know it's around
[1:04:05] here is about the spring. I talked to Jimmy about that and like around our
[1:04:10] township here, the the facility here. It's like behind and I know Rodney uh
[1:04:16] had mentioned numerous time and I explained to him back what had happened
[1:04:20] in the past that inhousewise they were trying to do this back in 2013 and then
[1:04:26] again in 16 and we had a run in with the EPA coming in wanting to know where
[1:04:32] we're going to store the chemicals the the place we had to keep chemicals who
[1:04:36] had a license to be spraying here. So we always did it had it hired done. Well,
[1:04:42] sometimes there's some little projects around here that I think Rodney was
[1:04:46] willing to um do here at the township and I know Ryan at the cemetery
[1:04:50] sometimes to keep caught up. I know Jim sprays, but with all the rain and all,
[1:04:57] he's definitely behind uh from what I can see because the growth is growing
[1:05:02] » and I know it's growing up through the cracks here and I know it's a eyesore.
[1:05:06] » The rest of everything he's doing is great. It's just that part of it. But I
[1:05:10] know if I call him and say, "Hey, can you hit this?" Yeah, he'll hit it. But
[1:05:14] it's like we need to sometimes I know Rodney says, "Hey, go ahead and get it
[1:05:18] and be done. Knock it out right here." For example, and Ryan Shear said the
[1:05:22] same thing. >> If you were just buying over the counter
[1:05:25] stuff that they sell, you don't need a license for that. You wouldn't have to
[1:05:28] have a license to do it, but it was one of those things where you're going to
[1:05:32] set setting this around over the counter and buying two and three gallon buckets
[1:05:36] and stuff of or containers of it to mix it.
[1:05:40] » You know, I'm going to say at the time we were
[1:05:44] doing it, we were also doing the road signage
[1:05:47] » and that company that sprayed like around all the roads the guard rails and
[1:05:51] I know it helps the road crew out. It kind of rolls into that because the same
[1:05:56] people that did the cemeteries were doing the roads like signage and I know
[1:06:00] Rodney talked to me about that how bad around the um all the guard rails is.
[1:06:05] It's it's very hard to get and um you know it's I don't know if we do it
[1:06:12] combined. You can still separate it out because back years ago we separated and
[1:06:16] sprayed all the cemetery driveways. We had them spray here. Now Jim does it,
[1:06:23] but these guys put the heavy duty stuff on it. I mean,
[1:06:26] » but that was someone who was doing it for the county and we piggybacked onto
[1:06:29] it. >> We piggybacked on to the county on
[1:06:31] something. >> Maybe we reach out to the county and see
[1:06:33] if they're going to have any spring. >> I mean, I I think Rodney would need to
[1:06:37] help on the um guard rails. Um and that same company could help us in the
[1:06:42] cemeteries or around this facility because they have equipment and a
[1:06:45] license to do it. I know Jimmy is mowing and he'll do it,
[1:06:51] but just to sit there and be on on it like we did major if we're going to
[1:06:56] bring somebody in to do the cemetery slash roads, that's a big project. I
[1:07:01] remember >> all we need is Round Up and 24D.
[1:07:05] » They can spray. That's not You don't need a license to run.
[1:07:10] » I mean, if you want them to be I mean, they could have two and a half of each
[1:07:14] and that would last a long time. They could spray if they want to do spot
[1:07:17] spraying. >> Well, I know they I know when the EPA
[1:07:20] guy was in, he adamantly said if you're spraying along roadways or run off or
[1:07:25] anything, you got to have a license. >> Well, may I'm talking if you want, but
[1:07:30] we wouldn't have to have a bunch of money to do if they want to do some on
[1:07:34] the buildings. >> Well, that's why I say if you're going
[1:07:37] to let him tell him to do it, then >> I don't want to sit there and say, "Go
[1:07:43] ahead, Rodney." the EPA guy comes in here right away. If you're saying use
[1:07:46] over the counter type stuff and touch up or certain
[1:07:50] » I have license too. We can there's some things that I can do like if
[1:07:55] » I can be well I don't have to necessarily spray as long as he's got
[1:07:58] the train training. I I can hold the license and buy the spray.
[1:08:04] I know that. But I have to do some >> Can we store it on the farm or do we
[1:08:07] have to store? >> You store it here.
[1:08:09] » You're sure? Well, I want to check everything out on it, but I'm pretty
[1:08:13] sure that that I don't have to 100% be the advocate because like at our farm,
[1:08:18] I'm the I'm the licensed guy, but anybody can spray.
[1:08:23] » I know this year has been extra wet and everything.
[1:08:26] » Extra growth. >> Just more growth than ever now to help
[1:08:31] out both cemetery and the road. I would I would think about putting Sucos Park
[1:08:37] in that too because there's a lot of weeds coming up through that.
[1:08:40] » But even even at that, it it would not be that big of a deal to send like
[1:08:45] Rodney or Josh to get it. I mean, it's it it's every two or it's every three
[1:08:50] years once you get the license. You just have to do some education on it after.
[1:08:54] It's not that big of a deal. >> Well, storage units here too. That was
[1:08:57] the other thing. They they wanted designated storage. I don't know what's
[1:09:00] involved with at that time. They talked about locker something elevated that
[1:09:05] can't spill and run out all over the place.
[1:09:07] » I don't think that's that big of a deal. I mean, a little metal box. All you need
[1:09:11] is two two and a half will go. >> I'm I'm not saying I'm just remember
[1:09:16] what we went through with the other trustees and the other said it was
[1:09:19] cheaper just to go ahead and have somebody do it out outside. But I know
[1:09:24] little jobs would be nice to touch up around here,
[1:09:27] » right? you know, to get over >> we want our guys spraying guard rails
[1:09:31] and stuff. >> No, I don't know. We want to go full
[1:09:32] flood, but I mean around the buildings and stuff, there's no
[1:09:35] » Yeah, that would be great. >> Yeah, I don't see a problem with that
[1:09:39] either. But we should at some point check with the county to see if they're
[1:09:43] having spring done again so that we can kind of piggy back on it for our guard
[1:09:47] rails. >> All right. I don't have anything else to
[1:09:52] cemeteries. I know they all were mowed this week and then the facility here was
[1:09:57] mowed this over over the weekend. Sucos Park was mowed about a week and a
[1:10:03] half ago, the edging, but then I know with all the rain and I went by there
[1:10:08] the other day and I know Rodney lives close by. Don't they grew?
[1:10:12] » We bought the track and it's got a lot of weeds coming through it.
[1:10:16] » Okay. See, >> it's getting a lot. I think one of our
[1:10:21] residents helped us out on it. So, I don't I don't
[1:10:24] » weed killed >> on his for when are they going to mow
[1:10:28] the >> Did they mow the
[1:10:30] » They were going to mow those tall weeds off here at the end of the season.
[1:10:34] » Well, they he talked about like Halloween like when you have your first
[1:10:38] frost then mow everything down. >> Oh, once it frost
[1:10:41] » that's when everything get mowed down. >> Okay.
[1:10:46] » All right. Are we ready to move on? All right. We're going road.
[1:10:53] » Yes. Road >> trustee pro moves at 8:27
[1:10:59] to go into executive session for personal matters. This refers to the
[1:11:02] appointment, employment, demotion or compensation of a public employee or
[1:11:07] official [clears throat] or the investigation of charges against a
[1:11:09] public employee official licency or regulated individual.
[1:11:13] » Trusty Barian second. >> Roll call.
[1:11:17] » Barian. >> Yes. Piru.
[1:11:20] » Yes. >> And Griffith.
[1:11:22] » Yes. >> Four of us.
[1:11:24] » Okay. I'll be shutting off the sound on everything for right now till we come
[1:11:30] back.
[1:36:11] Everything's back on. >> Hey, we'll
[1:36:16] call the meeting back at 852.
[1:36:22] » Most ingenious cup I've ever built right here. Can't waste anything.
[1:36:28] » Oh, second. >> Second roll.
[1:36:31] » Just making sure.
[1:36:37] » Yep. >> Yes.
[1:36:39] » And Griffith. >> Yes.
[1:36:44] » Okay. Road report. Superintendent. and you had a chance to go over the road
[1:36:49] race.
[1:36:56] » So, we took a wild wild ride. Wild wild west ride on the roller.
[1:37:00] » Oh, yeah. And if you guys want to discuss that, [laughter]
[1:37:04] » everybody's okay, right? >> Everybody's okay.
[1:37:06] » Everybody's okay with the gate. >> Everybody's okay with the gate. What's
[1:37:09] not the gate out? How about we do that? Uh
[1:37:12] » what are we doing something about the gate or is that something that we need
[1:37:16] to worry about? >> Yeah, we should you guys can go. Yeah,
[1:37:19] we can straight a supply >> out
[1:37:25] straight A right down the same quality of gate.
[1:37:30] » Yeah, because they have different strengths on them gates.
[1:37:32] » Oh, is that that be? >> It's it's a fence supply. It's a fence
[1:37:36] supply. >> It's it's real easy.
[1:37:38] » Just outside of Manurva. >> Straight down. Do we have an account
[1:37:41] there? >> Oh, Brian Phoenix.
[1:37:45] » Uh, [laughter] >> yeah. I think we need to replace the
[1:37:48] gate. >> We haven't talked to any of the We
[1:37:50] haven't talked to the property owner yet.
[1:37:52] » Nobody's there, right? >> Nobody's there.
[1:37:54] » I think they come down like on the weekends and stuff like that.
[1:37:58] » Is it It's got a chain with a lock. >> Yes.
[1:38:01] » Oh. >> So, we can't see anything until we talk.
[1:38:03] » It has to be unlocked. >> Yeah. I think you just need to contact
[1:38:06] the property owner asking where the fence came from. We'll replace that gate
[1:38:12] » and we have to twist in a bottom p a bottom hinge pin.
[1:38:16] » Right. >> Well, we you can find we can find that
[1:38:20] out and get some prices for next time so we know what
[1:38:22] » Okay. >> I think he's a doctor
[1:38:25] » because it's still it's still up. It's just bad.
[1:38:28] » It's not like we put them in jeopardy as trespasses,
[1:38:32] » right? But we still need to >> Let's communicate with the owner. his
[1:38:36] name. >> I don't have that.
[1:38:40] » I don't do >> I only know what it said on the auditor
[1:38:44] saying there and it's some LLC. I know the guy's a doctor.
[1:38:48] » He's a doctor and I think they live up in a I'm trying to think. I don't know
[1:38:51] him but I know I think maybe Joe and Ray Van Boris know
[1:38:56] to get a name for >> I have no idea who it is. They they
[1:38:59] haven't been there that much this year at all at their house. somebody living
[1:39:03] in the house taking care of it for a while.
[1:39:06] » That gate, that gate up there, >> the white house up on top.
[1:39:08] » Yeah, that gate's been >> that gate hasn't been open. They don't
[1:39:11] really open it, >> right?
[1:39:13] » Um I will ask them to see if they know, but I'm pretty sure they know who it is
[1:39:19] and maybe have a contact number for them.
[1:39:22] » All right, >> I'll see if I can get it for you.
[1:39:24] » That's a bull heavy duty gate for 15. This is all 149.
[1:39:29] » They have it now. This one has this. It has a lower section. It's like like a
[1:39:33] paneling. >> So, do you just want to you just want to
[1:39:35] go ahead and approve 300 bucks? So, if you get the hold, we can just get, you
[1:39:39] know, this is similar to what the gate is.
[1:39:42] » All right. That's 125. That's at ranch city. That's straight A's.
[1:39:46] » And it looks like it's like galvanized or something.
[1:39:50] » I mean, if we even approve up the 500 bucks, we get a hold of them, they can
[1:39:53] just go do it, >> right? The only Yeah. The only the only
[1:39:56] situation we may run into is if you can't match exactly and they we have to
[1:40:01] do it both. >> Yeah.
[1:40:02] » It's not going to be that. It's not going to be a crazy amount, but
[1:40:06] » Oh, cuz the gates come together. >> Yeah.
[1:40:07] » Yeah. There's two gates. >> Where do you want that paid out?
[1:40:11] » Channel. >> I don't know. How [clears throat] would
[1:40:14] you want to do it? >> Do we have insurance?
[1:40:16] » Do you have a bra? You have a discretionary fund or
[1:40:20] » do we have insurance for that? >> I don't know that
[1:40:22] » we have insurance. I mean, the deductible won't even
[1:40:25] » I mean, it's it's up to you guys what you want to do because you're going to
[1:40:28] have a deductible on the road. >> Yeah, the deductible won't even
[1:40:33] » if it's just the gate that one gate section, you're only talking $200 or
[1:40:37] $300 for the one side, but the worst case scenario, they have to replace both
[1:40:40] sides. Trusty ver like to make a motion to pay up to $600
[1:40:46] um with discretionary with Rodney the road superintendent once he gets hold of
[1:40:49] the owner gets the gate unlocked and if you make it under 600 bucks let's get it
[1:40:54] done if not we'll talk about it in two weeks
[1:40:56] » trusty per second. >> All in favor I
[1:41:03] » it's straight A supply >> straight A supply
[1:41:08] » straight A supply. They got thousands of gigs.
[1:41:12] » Yeah, they do. They got a lot. They got holding tanks and all kinds of stuff.
[1:41:18] » But Brenda's gonna try and get >> I'm going to text somebody and see if
[1:41:21] they have it. >> If you want to write this down. Uh 9036
[1:41:27] Leopard Road, L E Oo P A R D Road Northwest in Malver, Ohio.
[1:41:34] » What's behind it? Okay. Is it all before?
[1:41:37] » I think so. >> Um yeah. Is there a driveway?
[1:41:41] » Yeah, it's that big farmhouse that hasn't it's
[1:41:46] been abandoned for years, >> but that was the original driveway to
[1:41:52] that farm and then they bought it all and
[1:41:55] » but that whole all that whole property is in like an environmental
[1:42:00] » Yeah. Um
[1:42:02] » some kind of property thing. >> Talk about the gate. Have we fixed the
[1:42:06] Huber? >> The the roller was the one that
[1:42:10] » The roller What was the roller? Was the one that broke. Have we fixed it or do
[1:42:14] we need a part for >> I am trying to find a part. Um
[1:42:19] » Okay. >> The only one I'm trying to get a hold of
[1:42:21] is Adelman's. I don't know who else to call. The last time it was repaired, it
[1:42:26] was just welded. >> Okay. What brand is it?
[1:42:29] » It's a
[1:42:35] Shoot, I forget something. Roll on that. >> It's a yellow roller.
[1:42:39] » It's a linkage. >> It's the linkage for the forward and
[1:42:42] reverse. >> And that's all it is is the the bar
[1:42:45] comes back and the levers on the hydraulic thing that just moves back and
[1:42:49] forth. And that's what that's what broke the
[1:42:53] » Could we have a machine shop just make it?
[1:42:55] » I don't know. >> Is it But is it like a ball joint that
[1:42:58] broke loose? No, it's uh the pin that's on top of the hydraulic and the lever
[1:43:04] kind of is supposed to just squeeze on it, but somebody welded it to the top of
[1:43:08] the pin and that's what happened was >> it broke off.
[1:43:11] » The part on the top broke off. >> Yeah,
[1:43:15] » it probably could be welded again, but there's a seal there that once it gets
[1:43:19] too hot, that seal's gone. >> The last guy that did some welding for
[1:43:23] us did a really good job on the arm, didn't he? Randy and you you and Cliff
[1:43:26] ought to look at it because showed me >> it's so hard to if you were to weld it's
[1:43:32] right against that rubber bushing and right on it.
[1:43:35] » I'll look at it after the meeting. >> Yeah.
[1:43:36] » Okay. >> We'll find a fix.
[1:43:41] » I didn't I didn't know if that guy did fabrication work or guy did a boom
[1:43:45] mower. >> I mean, yeah, he sounds like he did a
[1:43:48] nice job. >> He might have an idea how to fix it with
[1:43:52] what's there. Mhm. Good. >> All right.
[1:44:00] » That's all I got. >> All right.
[1:44:04] I'm going to make a motion for the road department.
[1:44:08] Let's see what's next Monday. That would be
[1:44:13] 31st. >> Uh yeah, next Monday is 31st.
[1:44:18] I'm uh Trusty Firo makes a motion for starting on August 31st that our road
[1:44:25] superintendent operational hours will be from 6
[1:44:31] 6:00 a.m. to 6:30 a.m. Then clock out and clock back in at 7:00 a.m. to 2:30
[1:44:38] p.m. during regular school hours during
[1:44:43] regular school days. >> Mhm. And then the rest of the crew will
[1:44:47] move to a 7 a.m. to 300 p.m. shift. >> What' you say? The end of all the
[1:44:53] superintendent time >> 2:30 p.m.
[1:44:55] » I thought you said 2 >> 7 7 to 2:30.
[1:45:00] The rest of the crew will work a 7 to 3 7 a.m. to 300 p.m. shift
[1:45:05] » straight shift >> year round.
[1:45:07] » Yeah. Trusty Barry and second. >> I want to and I want to add to the
[1:45:10] motion. Anytime outside of school, the road superintendent will revert to a 7
[1:45:15] to 3 shift. 7 a.m. to 3:00 p.m. shift. Only on school time is when that is when
[1:45:21] the alternate times are allowed. >> Second.
[1:45:25] » All in favor? [snorts]
[1:45:29] » Okay,
[1:45:33] that's it. >> Anything else on your report?
[1:45:37] » Oh, we got to spend some money. Oh, >> no. Um, that is a quote for sweeping up
[1:45:44] the chip and seal. That's on renting a street sweeper.
[1:45:51] » Rodney had a pretty good idea. He called me today said, "Hey, we both ran work
[1:45:54] for a company that drove we drove sweet street sweepers."
[1:46:00] So, somebody had recommended that Plane
[1:46:04] Township has a street sweeper. So, I called Plane Township about possibly
[1:46:09] renting it. They have not got back to me with yes or no and a price. And then in
[1:46:14] the meantime, Rodney got a quote from Sunb Belt. Well, last year we had uh I
[1:46:19] don't know what the name of the company has come out. They did they did three
[1:46:22] days and it costs more than what it would be for us to rent this for a week
[1:46:28] and do it ourselves in house and we could do more coverage and do a better
[1:46:33] job. >> Yeah, cuz they were just doing
[1:46:34] intersections last time. I >> How does the broom just pushes it
[1:46:38] around? We we push it in a pile and scoop it with a front end.
[1:46:41] » It sweeps it up and dumps it. >> Yeah. It sucks it up.
[1:46:43] » Vacuums it. >> It's the same way we do now. Right,
[1:46:46] Rodney? The machine. You follow him around with the [clears throat] truck.
[1:46:49] » Yeah, we follow them with the truck and then they just dump.
[1:46:52] » Oh, so this isn't is this isn't just a street broom that spins. This actually
[1:46:55] sucks it out and puts the same thing that they
[1:46:59] » got it. But we were >> Well, you just rent the machine.
[1:47:01] » Yeah, we're just going to >> It's not an attachment. It's a whole
[1:47:03] machine, >> right? It's a machine.
[1:47:05] » I thought it was an attachment. I'm sorry. Thank you. So it's 435
[1:47:10] a day. Is that what it is? >> Yes. But the weekly
[1:47:13] » weekly >> the week is 1755.
[1:47:17] » Cool. >> We don't have an account with them yet.
[1:47:20] So they put tax and everything on that. So
[1:47:22] » do they have to they probably a delivery. What's,67?
[1:47:25] » Yeah. 167 is what it says. That,60. Oh, that's the
[1:47:33] that is for everything that's on that paper as far as the delivery charge, the
[1:47:37] pickup charge, and what they're going to
[1:47:41] » say. They're going to deliver it. I probably let you hold it.
[1:47:44] » There's some sort of extra like >> rental protection plan. Yeah.
[1:47:48] » Yeah. A protection plan. >> So, this on the back was probably for
[1:47:51] one day. >> That is for one day at the one day
[1:47:55] price. >> Okay. where you wrote
[1:47:57] » the weekly price is the 1755. >> Is that with delivery and everything?
[1:48:02] » That's with delivery and pickup. >> Okay.
[1:48:07] » Which which they have experience operating them. So
[1:48:10] » yeah, >> we're going to get a lot better deal
[1:48:12] than we are hiring. >> Can you run that if it gets wet? Like
[1:48:14] say if it's a rainy week, how's that work?
[1:48:17] » If it if it's raining, sometimes they don't work as good. But yeah, if it's a
[1:48:21] rainy week, I don't know. We'll have to discuss something,
[1:48:25] » right? >> They can still sweep, but
[1:48:28] » yeah, >> sometimes it don't pick up as good if
[1:48:30] it's water lo, you know, >> sometimes you can sweep talk these guys,
[1:48:33] too. >> They run if there's a breakdown like
[1:48:35] they had. Do they come out with a new machine and say, [laughter]
[1:48:39] » I'm all about renting equipment and letting our guys run it. I think that's
[1:48:41] a great idea. I think we can save some money.
[1:48:44] » Does that rental price include the insurance on it? Because usually on
[1:48:47] rentals. >> I think that's what that
[1:48:48] » it says rental protection $65.3. >> Yeah. And well, we're still waiting to
[1:48:54] see what plane township should come back.
[1:48:56] » Right. Yeah. >> Right.
[1:48:58] » Great. >> He should let me know by tomorrow. He
[1:49:03] was hoping to get back today, but he didn't get back.
[1:49:07] » Okay. So, we'll have more. >> Do we want to make a move on this? We're
[1:49:11] going to wait. >> Is that what if you rent it on a
[1:49:13] Thursday or do you have to do Monday to Friday?
[1:49:16] » They they said you can rent it from whenever you want. So, I don't really
[1:49:20] We're not locked in on any days yet. That was just something we discovered.
[1:49:24] » I was just looking at the forecast, >> right? Exactly.
[1:49:29] » So, I don't think we want it when it's going to rain.
[1:49:31] » No, it would either be next week or >> Well, starting Wednesday the 2nd.
[1:49:37] » It's supposed to rain next week. >> I don't trust my phone.
[1:49:40] » Okay. >> Mine says rain Tuesday, Wednesday,
[1:49:42] Thursday next week. >> Well, that wouldn't do it on
[1:49:45] » Really? What are you looking at? All right.
[1:49:47] » Do you want to make a motion to move on this if if you hear back from PL or do
[1:49:51] you want to wait for two weeks and we meet again?
[1:49:53] » How long are we on funding? Brian,
[1:49:57] » you're okay. >> Uh well then I guess we could make make
[1:50:03] the call. >> Yeah. Make the motion then if he needs
[1:50:05] to move on it and then if we don't use the motion we can
[1:50:08] » just let you know your road program come in $6,000 less than what you approve.
[1:50:15] That money once once I unencumber it, it's can be used immediately.
[1:50:21] » All right. >> Okay.
[1:50:23] » The trusty appro moves to to rent a street sweeper to clean the newly
[1:50:28] chipped and sealed roads excess gravel off not to exceed $1,800 at a $5 five
[1:50:36] day rental. >> Trusty Barry in second. All
[1:50:40] » in favor? >> I. And then if we don't use it, we use
[1:50:44] plane. Okay, >> we'll have to get back together on that.
[1:50:46] But >> okay,
[1:50:48] » uh Rodney, they text me that they will text me his number once I get it.
[1:50:54] » I don't know if [clears throat] they're going to send me the name or not, but
[1:50:56] I'll give you his phone number. Once I get I'll text it to you.
[1:51:01] » And I'll have to get with Brian anyhow about that because an account has to be
[1:51:05] set up with that [snorts] Sunb Belt once they
[1:51:08] » right >> once we make a decision on what's going
[1:51:10] on. Good.
[1:51:14] » Well, it might not be a bad idea anyway just to even get paperwork and set up
[1:51:18] something for the future. >> Tell me about the boat dropped off on
[1:51:22] Mapleton. What was that? >> That was a fish.
[1:51:27] » Back end cut all of it and someone just dropped it off kind of on the side and
[1:51:32] on the edge of the road on Mapleton Street right there at Parker Farms.
[1:51:37] » Boats are hard to get rid of. Yeah. The towing trucking towing truck
[1:51:42] company gets stuck with it. >> Who does?
[1:51:47] » The people that come and tow it away. They get stuck with that boat.
[1:51:52] » Who towed it away?
[1:51:56] » I don't know. I was talking to Rabber and I didn't even catch the name of the
[1:52:00] tow company. He was just telling me what happened.
[1:52:05] » How bad a shape was it? It was actually a nice boat except for
[1:52:09] the motor in the back end been cut off of it.
[1:52:12] » So they literally cut the motor out back end and dropped the boat there.
[1:52:17] » Probably a good chance. >> Yeah, I'm going to say it sounds like it
[1:52:20] was stolen. They took them over. >> They ran the they ran the numbers on it
[1:52:25] and it came back to someone in Massachusetts,
[1:52:29] » but that was back in 2017. So it wasn't a new registration.
[1:52:35] All
[1:52:38] right. Anything else for Rob? >> All right. Let's move on. Zoning. Mary,
[1:52:44] » um, since last meeting had one permit issued for an addition. Um, over on the
[1:52:50] nuisance side, Rodney let me know that there was some
[1:52:54] trash that was looked like it was getting dropped off or piled up in front
[1:52:58] of the house on Sam Crael. So, I sent out a letter today. I did a little bit
[1:53:04] of research. From what I saw >> at the greenhouse.
[1:53:07] » Yeah. At the San Fel. >> From what I saw, the owners are both
[1:53:13] dead. >> No. Well, there's a sister.
[1:53:16] » Yeah. >> And there's
[1:53:18] » She's the one that boarded it up. I have no idea where she's at.
[1:53:22] » But I sent a letter to the address I had. See if we get anything. It probably
[1:53:28] go through the prosecutors or the health department.
[1:53:33] Um,
[1:53:36] speaking of prosecutors, um, the house there at Georgetown, we at 12 in
[1:53:41] Georgetown, the triangle piece there that needs
[1:53:44] mowed. I would like to request that we pass
[1:53:50] a resolution deeming it a nuisance for the high grass and
[1:53:56] vegetation. That way I can work with the prosecutor's office to move forward to
[1:54:01] get it. >> Okay.
[1:54:02] » Didn't we have record where we did this before with them?
[1:54:06] » Yeah. >> Did you see that the back half of that
[1:54:08] the garage is already collapsed now? Garage is collapsed now on that
[1:54:13] property. >> Trusty Piro moves to make 5048 George
[1:54:18] Town being the nuisance to proceed with further steps because of high grass and
[1:54:23] whatever else is going on. >> Mr. Griffith second. All in favor?
[1:54:27] » I I >> Do you need us to sign that or no?
[1:54:30] » Uh I think it just needs filled out and then Brian sign.
[1:54:35] » Great. >> So everybody needs to sign one copy so
[1:54:40] we get this all through. Right, Barry? >> Because we It looks like we all have to
[1:54:45] have signatures on it. I can assign it a resolution number
[1:54:50] » to make it good. Everybody we need one good copier. All three trustees sign it
[1:54:56] though. >> Blank lines there.
[1:54:57] » It looks like all three.
[1:55:01] Whoever makes >> you want to send Are you sending us
[1:55:03] yours, Brian? Using this? >> Well, that's what I was going to say.
[1:55:05] Who's What one you want to write? >> Fine.
[1:55:08] » I'm going to write the resolution on top of it right now.
[1:55:11] » All right. We'll use Brian's. We'll use Brian.
[1:55:14] » Um the other one on the other way of
[1:55:18] Georgetown has been mowed. Um, I did reach out the prosecutor's office
[1:55:24] about it because he did ask about whether he could file for a variance for
[1:55:29] it. They came back, no, that's not a possibility.
[1:55:33] So, he did mow it. I got to call him back and talk to him, though.
[1:55:37] » Okay. >> Um,
[1:55:41] other than that, I don't have a whole lot of change. Um,
[1:55:46] take that back. the land bank reached out. They're
[1:55:51] trying to get grant funding for next year and there's a sizable chunk of
[1:55:57] grant funding out there. They were looking for properties again. So, I gave
[1:56:02] them the Indian running property again, the one out there at 12 in Georgetown,
[1:56:09] and also the sand crab just so they got a good number to try and get that money.
[1:56:16] Great.
[1:56:19] That's wonderful.
[1:56:25] » Perfect. Anything else, Mary? >> All right.
[1:56:28] » Thanks, Mary. >> Move on to Old Township business. Brian
[1:56:32] on BWC audit.
[1:56:40] » I just want to give you an update on how the audit went. Um, Mary was here. I
[1:56:45] asked her to be here. It it didn't go real well, but it ended up being very
[1:56:52] helpful um and very good at the end. I felt like my patience with them and
[1:56:58] talking to all the head auditors, I think it paid off because I pointed
[1:57:04] some things out and they said, "You're right, Brian. We should have caught this
[1:57:07] in 2022. We basically were underpaying
[1:57:12] for since 2018." And when I calculated that
[1:57:17] » you're underpaying who? >> The Bureau workers comp. We were
[1:57:20] underpaying based on the classifications that we have everybody in which I didn't
[1:57:25] change. It stayed the same, but their rate changed and I didn't change based
[1:57:30] on I hate to say this, but it was the fire department was the big hitter. And
[1:57:36] when I did my projection, now I didn't run this by the auditor auditor, but if
[1:57:41] we would have been paying what we should have been paying, it's about an $88,000.
[1:57:45] We should have paid out over the period. >> I was going to say not per year.
[1:57:49] » Yeah, >> that's over that's 18 to now.
[1:57:51] » Yeah. 18 to now. >> Okay.
[1:57:53] » So, when I did the analysis and then they said this should have been caught
[1:57:57] in 2022 and they didn't catch it. So, I'm doing
[1:58:04] the same. >> Did you have an audit in 22?
[1:58:06] » Yes. And that audit didn't catch it. So, I kept doing the same thing I did all
[1:58:11] the way up even up until this year of 26.
[1:58:16] And when the main auditor finally come back with all of them come back, they
[1:58:20] said that uh because you were basically they said consistent, you followed the
[1:58:26] rules, we're not going to make you pay any of
[1:58:31] that. just moving forward. You have to >> Okay. So, there's no back. There's no
[1:58:35] » No. >> Exactly.
[1:58:36] » But I was happy to hear that's why it started out kind of scary and bad and it
[1:58:40] turned into pretty good because I hate to say it again. It was the fire
[1:58:46] department that would have got nailed on the underpayment.
[1:58:51] Giving examples, >> but to the not to the employees, just so
[1:58:53] we're clear, to the Buer workers comp. >> Yeah.
[1:58:55] » That's what was underpaid. >> Yeah. What it what it was is when you
[1:58:59] and anybody does workers comp every year you have to do a
[1:59:05] true upgrade report versus a regular projected amount and ours back in 2017
[1:59:13] was in around the 14 $15,000 a year. Then you'd have the true up report might
[1:59:18] be a few hundred dollar but starting in 18 on up is when the change happened and
[1:59:24] then we were audited in 2022 and they didn't catch it but we were only paying
[1:59:28] about six around $6,000 a year.
[1:59:32] » Were they in the wrong classifications then?
[1:59:35] » Actually were in the right classifications.
[1:59:38] The rate wasn't changed. >> The rate wasn't
[1:59:40] » Have we had any claims to workers comp in those eight years? We had some back
[1:59:45] um and I I don't know the exact year. We did have some like back we had some road
[1:59:50] ones back a couple years back. We had some in the fire department way back,
[1:59:54] » but um >> nothing nothing that was like off time.
[2:00:00] Just, you know, a little injury, a neck, a cut or something. Everybody's back to
[2:00:04] work. >> But I was thankful that we were able to
[2:00:07] get that back. And I put down here the state of Ohio administrator said that
[2:00:12] they should have caught it in 2022 because they didn't. And because I was
[2:00:18] transparent and consistent on my records, they were not going to penalize
[2:00:22] us for using the wrong code and or them for not catching it because they should
[2:00:28] have caught it in 22 >> and they didn't.
[2:00:31] » So, is this all for our knowledge or do we need to do anything?
[2:00:34] » No, you don't have to do anything. It's for your knowledge. But I will tell the
[2:00:38] fire department >> the salary's got to go up. the the
[2:00:41] bureau, their department is going to be about instead of being three and $4,000
[2:00:47] a year, it's going to be about almost $20,000 a year or higher
[2:00:52] » for the beer workers comp claims. >> That's a total
[2:00:55] » for the premium. >> That's the total. And in back in 2018,
[2:01:00] it would have it was around $13,000 prior to the decrease.
[2:01:08] Okay. >> I just need to project that in as as we
[2:01:12] do it. It isn't that big, Tom. I know you were sitting there in shock because
[2:01:16] I was too great. >> But the fire department was the one that
[2:01:20] was the hardest one. >> Well, that's got the most employees
[2:01:22] » because you had, you know, how you have volunteer versus the 24-hour
[2:01:27] uh shifts. >> All those things affected and our
[2:01:31] payroll went up considerable from 2018 till now. Yeah.
[2:01:36] » So, the overall payroll, that's the biggest hit on it.
[2:01:39] » Yeah. >> And I mean, it's just it's what it is. I
[2:01:42] can't change anything because they only have for EMS,
[2:01:47] fire, they only have three or there might be four codes because you could
[2:01:51] still have an office personnel at the fire department, but those three codes
[2:01:56] fall into place on the volunteer fire department.
[2:01:59] When I say volunteer, you volunteer your time or what you're going to
[2:02:02] [clears throat] work. Um, I asked a question just hypothetically full-time.
[2:02:07] They said full-time, you're in the other bracket, which is a higher rate than
[2:02:11] what the volunteer is. >> So,
[2:02:14] I just wanted to let you know I was scared to death when I heard that
[2:02:18] because I thought I made a mistake. And actually, the mistake wasn't me as much
[2:02:23] as that in 22 they should have caught that the coding was wrong
[2:02:30] » because it automatically put your rating in out there. if it automatically puts
[2:02:34] the rate in and their rate had adjusted. I don't know if anybody else had that
[2:02:40] happen. I didn't really ask the girls that were here. I had two auditors here
[2:02:43] and I've never had anything like that happen other than I know that when you
[2:02:48] when you you find something like that. I'm just thinking, you know, I've
[2:02:53] already wrote the budget for next year, but that 18 grand roughly that'll affect
[2:02:59] it will be it it has to happen because that's the that's the workers comp.
[2:03:05] That's just the way it is. >> The only way you can keep your rates
[2:03:08] down. Uh and I and I'm just doing this for my business size. If you had all
[2:03:13] kinds of these drug-free workplace work uh all these things and all these rules
[2:03:18] you'd have to follow. I know um our force
[2:03:22] um to make them all go through all those hoops. I wouldn't even want to suggest
[2:03:26] it. But it might not even be that big a savings
[2:03:30] either. I just don't I just know that I was happy first scared to death and then
[2:03:37] I was very happy when they called back and they said the news that they they
[2:03:41] made the mistake. They should have caught it. So in 22 the worst case
[2:03:45] scenario would have gave you a thing. Hey, we owed something back in 22. But
[2:03:50] um now it's like, okay, moving forward, I have to um
[2:03:58] use the correct codes which have the correct numbers. And it isn't it isn't
[2:04:04] that I I keep saying I kept throwing myself under the bus that I picked the
[2:04:08] wrong thing. I didn't. I picked what they they actually told me and they
[2:04:11] proved it in >> defaults in.
[2:04:14] » Yeah. That's why I think they're giving me the slap because they said you did
[2:04:18] what we we should have caught the mistake in 22. So
[2:04:23] » just know that. >> So is it fixed now?
[2:04:25] » Yeah. >> Is it fixed now?
[2:04:27] » Yes. Yes. >> Our payroll is going to be higher moving
[2:04:29] forward. >> There was supposed to be a kickback this
[2:04:31] year from BWC. >> There also Yeah. You know those kind of
[2:04:34] things always happen. If there's a more money in the coffin or something, they
[2:04:39] give you a a rebate or a larger rebate. I haven't really pursued all that. I was
[2:04:45] just happy that we didn't have to go and bring you any bad news that we owed some
[2:04:50] money and we don't. >> Okay.
[2:04:52] » That's the good side of it. >> I have something on old business for
[2:04:55] Sucross. Is that all right? >> Yeah.
[2:04:57] » Sure. >> Um I'd like to um ask Mary to help me
[2:04:59] with the project. So this piece of chicken scratch paper that I put
[2:05:03] together right here, these are all the signs that I feel are important. If you
[2:05:07] could help me with this, I'm going to give you this chicken scratch piece
[2:05:09] paper. It's got my number on the bottom. can call me. The first four line items
[2:05:12] are all just signs we can get online. Parking signs, private property signs,
[2:05:16] stunt dust, no trespassing. Those are easy. I have like where I'd like to go
[2:05:20] with the park. And then the other sign is like more specific to trustees,
[2:05:24] managed su like you know that's so I'm going to give you my notes. Um, and then
[2:05:29] when you're sitting in front of the computer and have a little bit of time,
[2:05:31] we can like order the generic signs and I can go and help put them up and then
[2:05:35] we can have a conversation with the team about what we want the nice sign, the
[2:05:38] bigger sign that says whatever we want it to say. Don Dusk,
[2:05:43] » all of that kind of stuff. So, if you don't mind, next time we have a chance.
[2:05:46] Thank you. >> You call me if you can't read what I put
[2:05:49] on there. Thank you. So with that, you guys had told me to
[2:05:54] look at this grant that was available out there that the county sent it out.
[2:06:00] And so I kept sending it back. Todd Hawk, send me the information on it. And
[2:06:06] there's a third party person he sent it to said, "Send her the information." I
[2:06:11] didn't get it. Didn't get it. So I went back to Todd again. Hey, I didn't get
[2:06:15] it. So he said, "Well, I'll check with the guy." So this took multiple weeks.
[2:06:19] front of the guy said, "Oh, the request was in my junk email." I think, "Don't
[2:06:24] you check your junk email?" I check my junk email. I don't know. I got it from
[2:06:28] you a couple of days ago. The thing's due September 1st, so there's no way
[2:06:31] we're going to get it done. >> Oh, wow. Okay.
[2:06:33] » But I believe it's something they offer every year from a scheming watershed.
[2:06:38] We're one of the counties that qualify. And there's two grants. The first grant
[2:06:43] you have to request more than at least 25,000 and they put a million dollars up
[2:06:49] every year. >> Okay.
[2:06:51] » And it covers um
[2:06:54] » roads. >> No, it covers uh
[2:06:59] trails, playground equipment, uh construction or expansion of anything uh
[2:07:05] anything that supports outdoor recreation for people. It doesn't cover
[2:07:10] maintenance or anything like that. >> Sure.
[2:07:13] » And then the second one, which I thought maybe we can, but
[2:07:18] um it ranges from 5,000 to 25,000. But both of those require a 10% match.
[2:07:25] And I know we talked about we didn't want to do a match, but if we are
[2:07:29] interested in either one [clears throat] of these, maybe for next year, we know
[2:07:32] the deadline now. It is going to require a 10% match.
[2:07:36] » Okay. So, I thought interesting if we could get the 10% match. Um, which we
[2:07:42] wouldn't get a million dollars because they're giving them out to multiple
[2:07:44] people, but we might be able to get a couple hundred,000
[2:07:48] » and have to put up like 20,000 for 200 and maybe get the rest of that trial put
[2:07:52] in. >> So, but so we'll look at it again next
[2:07:57] year. Hopefully, they offer it, but we can't make September 1.
[2:08:02] You have to have quotes and everything. So, that's all I have in old business
[2:08:08] and I don't see anything in new business unless anybody else had anything.
[2:08:12] » I did I didn't get the time to get this on the correspondence, but um I got that
[2:08:17] from Todd. >> Oh, reminder about
[2:08:21] » he's good at emails. Yeah, >> this is September 17th is the next Stark
[2:08:26] County Township Association meeting and they're asking that at least one elected
[2:08:31] official be present and it's
[2:08:35] Lake Township Service Center where they're holding it.
[2:08:41] » I mean, as many as want to go, Ken, but you have to have at least one person
[2:08:44] there.
[2:08:47] » So, we can talk about that the next time we meet.
[2:08:51] to make see who's going to attend the visit.
[2:08:55] » So with that, you have something cheap.
[2:08:58] » No, I'll just give them >> with that. I'll take a motion to pay.
[2:09:03] » Second. >> All in favor?
[2:09:05] » Thank you. >> Thank you.
[2:09:10] » Yeah. Yeah, when it's time to like those >> I'm thinking someone like
[2:09:16] no trucking signs down like by the place where the park is at
[2:09:22] some notes in there but good portion of the signs we can order.
[2:09:26] » Yeah. >> And I was going to give it all to Ryan
[2:09:27] to order but I figured if you have a couple minutes to look at that and see
[2:09:31] and then we'll go buy some poles and we'll put some of those generic signs
[2:09:35] up. >> So
[2:09:36] » Oh, we do have a sign. >> [clears throat]
[2:09:41] » Not on the generics. The generic surprise
[2:09:45] Amazon Amazon or online. >> Yeah, the big sign that's got a little
[2:09:49] more going on. I'd like it to kind of cool if we could
[2:09:52] » make
