you all. Morning everyone. We will
proceed with item 4 a uh reading and
[0:47]
approval of the minutes of the regular
meeting for August 11th, 2026.
[0:53]
[clears throat] Any additions or
corrections to those minutes?
[0:59]
If not, we got a motion to approve.
Commissioner Brooks, second by the
[1:03]
mayor. All in favor?
>> Opposed? Motion carries. All right. Um
[1:11]
5A levy of 2026 27 adorum taxes and
discount. I think Brian will talk
[1:17]
through those ordinances at first
reading.
[1:20]
» Yes. I think what we'll do
[clears throat] is I'll just go ahead
[1:22]
and read all of these for the first
reading and then you all can have your
[1:26]
discussions and chart your path forward.
So with your indulgence
[1:31]
uh this if adopted will be ordinance 26
2026-10 an ordinance living city of
[1:37]
Paris adalorum taxes for general
municipal purposes for the fiscal year
[1:42]
of 2026 2027 on real property within the
taxing jurisdiction of the city of Paris
[1:48]
uh which shall be assessed at the rate
of 0.1190
[1:53]
per $100
of assessed valuation be ordained by the
[1:58]
City of Paris section one that for the
purpose of general support of the
[2:01]
government of the city of Paris and
payment of its debts and expenses for
[2:05]
the fiscal year 2627
there be and hereby are levied advalorum
[2:10]
taxes on each $100
of the July 1, 2026 assessed valuation
[2:15]
by the Bourbon County Property Valuation
Administrator of all [clears throat]
[2:18]
real property within the taxing
jurisdiction of the city of Paris which
[2:22]
shall be at the rate of 0.1190.
>> [clears throat]
[2:26]
» Section two, all taxes not paid by 4:30
p.m. Eastern Standard Time on the 30th
[2:32]
day of December, 2026 shall be subject
to a penalty of 10% plus interest at the
[2:37]
rate of 12% per. This ordinance shall
take effect upon its passage and
[2:42]
publication in full as required by law
with an effective date of July 1, 2026.
[2:47]
The next ordinance is on personal
property [clears throat] excluding motor
[2:51]
vehicles and watercraft
which would be ordinance 26-11. An
[2:56]
ordinance leving city of Paris adorn
taxes [clears throat] for general
[2:59]
municipal purposes for the fiscal year
of 2026
[3:04]
to 2027 on personal property other than
motor vehicles and watercraft within the
[3:08]
taxing jurisdiction of the city of Paris
[clears throat]
[3:11]
shall be at the rate of 0.2280
per $100 of assessed valuation. be
[3:17]
ordained by the city of Paris that for
the purpose of general support of the
[3:21]
government of the city of Paris and the
payment of its debts and expenses for
[3:25]
the fiscal year 2026 2027 there being
hereby are levied admiral [snorts] armed
[3:30]
taxes on each $100 of the January 1,
2026 assessed valuation by the Burbing
[3:36]
County Property Valuation Administrator
of all personal property other than
[3:40]
motor vehicles and watercrafts
[clears throat]
[3:42]
within the taxing jurisdiction of the
city of Paris which shall be at the rate
[3:46]
of 0.2280.
All taxes not paid by 4:30 p.m. Eastern
[3:51]
Standard Time on the 30th day December
2026 shall be subject to a penalty of
[3:56]
10% plus interest at the rate of 12%
peranom. This ordinance shall take
[4:01]
effect on its passage and publication in
full as required by law and effective
[4:05]
date [cough] on 2026. So the property
taxes look to 26. The vehicle taxes look
[4:12]
to 2027, which is this third ordinance,
which when adopted would be 2026-12,
[4:19]
an ordinance leving city of Paris advor
taxes for general municipal purposes for
[4:23]
the calendar year of 2027
on motor vehicles and watercraft within
[4:28]
the taxing jurisdiction of the city of
Paris shall be at the rate of 0.17
[4:33]
for $100 of assessed valuation. be
ordained by the city of Paris that for
[4:38]
the g that for the purpose of general
support of the government of the city of
[4:41]
Paris on the payment of its debts and
expenses for the calendar year 2027
[4:46]
there being hereby are levied advorum
taxes on each $100 of the January 1,
[4:51]
2027 assessed valuation by the Burbank
County Property Valuation Administrator
[4:56]
to all motor vehicles and watercraft
within the taxing jurisdiction of the
[5:00]
city of Paris which shall be at the rate
of 0.17.
[5:04]
This ordinance shall take effect upon
its passage and publication in full
[5:07]
after part of the law and an effective
date of January 1, 2027.
[5:12]
And then the next ordinance here is the
uh early discount that you all have
[5:16]
provided for several years now. It's
been adopted would be ordinance 2026-13
[5:22]
and ordinance providing discount to all
real property tax. [clears throat]
[5:26]
Here's the city has adopted ordinance
2026-10
[5:30]
to establish the advorum tax to be
calculated and due for real property in
[5:34]
the city whereas KRS 9172D
permits the city to establish by
[5:39]
ordinance a discount for early payment
of adbor taxes. Now therefore be it
[5:44]
ordained by the city of Paris city
commission as follows. The board of
[5:48]
commissioners of the city of Paris
desires to all lot for a discount for
[5:51]
the early payment of adorum taxes on
real property. Any 2026 real property
[5:56]
adorum taxes paid in full on or before
November 30, 2026 shall be discounted by
[6:03]
the amount of 2%. In order to qualify
for the discount under this ordinance,
[6:07]
the entire discounted payment must be
received by the city at its municipal
[6:12]
building, 525 High Street, no later than
4:30 p.m. Eastern Standard Time, Monday,
[6:18]
November 30, 2026.
Um, so this follows as it's been written
[6:22]
in past, that is received, not
postmarked.
[6:27]
And that's it for this section.
any discussion,
[6:32]
any questions for the commission or or
for Brad?
[6:38]
» The only thing I'm going to add is I
kind of went through and looked at this
[6:43]
and the uh tax rate for our property tax
for the to total for the city is
[6:50]
somewhere about $53,000
over what we earned or we're going to
[6:55]
get this current year. And then it means
$6.70
[7:00]
per $100,000.
So that would be the new rate.
[7:05]
[clears throat] It would be $6.70 more
than it was this this year. So just
[7:11]
wanted everybody to know [clears throat]
>> on $100,000
[7:14]
» on $100,000 on $100,000.
>> Yes.
[7:18]
[clears throat]
>> Any other talk about schedule questions?
[7:22]
Go ahead.
>> Yes. So on the um schedule part of this,
[7:26]
we need to do need to do a second
reading. Um however, with the 4% rate
[7:30]
increase, we do have to publish this in
the paper for two consecutive weeks,
[7:36]
which [clears throat] um kind of puts us
a little bit past our next regular
[7:40]
schedule meeting on September 8th. Um
what we have right now is proposed is to
[7:46]
do a special call meeting and public
hearing September
[7:51]
11th um at 9:00 in the morning.
So and unfortunately you know we're kind
[7:58]
of got some date constraints here
because once we run the ads we have to
[8:03]
do the public hearing within seven to 10
days of that ad. Um so the 10th day puts
[8:11]
us into Sunday. on that kind of a
notification. So, and Thursday's pretty
[8:16]
much too early as far as September 10th
to do that public hearing and then
[8:21]
second reading. So, kind it has to fall
on that Friday.
[8:26]
» September the 11th.
>> September the 11th at 9.
[8:39]
We'll just do the second readings of
all.
[8:45]
» Anything else further on that than this
first reading?
[8:53]
All right. Item 5B. Um, first reading
order is 2026-14 Kentucky Bond
[8:58]
Corporation. Brad, do you want to
do that?
[9:03]
» If you want to do the reading, then I
can.
[9:05]
» Sure. So back in 2024 as part of the
bond proceeds uh for the um sewer
[9:12]
project there was a definition in that
ordinance and of course you all have now
[9:15]
reallocated some money to different
sewer a different sewer project an
[9:19]
additional sewer project I should say.
So, uh, the bond council and we've
[9:24]
shared that information. What this
ordinance does is amends the definition
[9:28]
of the word project to make sure that
the new additional force mill is
[9:33]
included uh, within all of that. So,
just a little bit of housekeeping work.
[9:37]
It's not changing anything that you all
have not previously decided. So this is
[9:41]
an ordinance uh which will be 26-14
an ordinance of the city of Paris
[9:45]
amending the definition of the work
project in ordinance 2024-1 of the city
[9:51]
dated February 27, 2024 in order to
allow the monies received under the
[9:56]
city's general obligation lease
agreement entered into with the Kentucky
[10:00]
Bond Corporation dated March 27, 2024 to
be applied to pay the cost of an
[10:05]
additional public project. And then bond
council was drafting that ordinance
[10:10]
which tidies everything up and then
there'll be an amendment. It's called a
[10:14]
lease agreement even though it's a bond
proy. Um so there'll be an amendment to
[10:17]
that lease agreement which after you all
pass this next time.
[10:25]
Any questions about that? That is first
reading.
[10:31]
Thank you Ryan Brad. Uh all right,
moving along to item 6A through
[10:39]
look like in our agenda. [clears throat]
We get a motion and a second then we can
[10:44]
have some discussion um on a couple of
items. I think I have some then others
[10:48]
may have got a motion to approve second.
Um second I think you to stand. So, uh,
[10:58]
the [clears throat] motion and second,
uh, the only thing that I wanted to
[11:01]
raise up and lift, uh, is we we did have
and we do have with us, uh, Bell
[11:06]
Engineering as well as representatives
from Divine Spirits. We're moving
[11:09]
forward with that water tank, uh,
project, that economic development
[11:14]
project. Um, Megan or Victor or Randall
got any comments beyond that? We're just
[11:22]
moving forward with the selection of the
design firm to on that project. Right.
[11:27]
So there'll be subsequent um followup
moving forward that project and that
[11:33]
project's being administered by
bluegrass ad's moving forward smoothly.
[11:37]
We appreciate your assistance and help.
>> Thank you all for being here. Um and
[11:43]
then the other I did want to introduce
um Chief if you want to introduce
[11:51]
Ernie who is well known to all I'm sure.
>> Yeah.
[11:54]
» But I did want to introduce
>> Okay. Y Ernie has been nominated to be
[11:58]
the 911 director. Uh we had an extensive
process very qualified. Uh has a
[12:05]
background and when did you start?
>> Uh it's been 21 years now. in 21 years
[12:11]
and went across several different
agencies of staples and made his way
[12:15]
back to Paris. Uh so he he's going to
take that ship over and he'll do a good
[12:19]
job.
>> Well, sir Ernie, anything?
[12:22]
Congratulations, Ernie.
>> I I I don't know if I can express how
[12:26]
much of an honor it is. I mean, this is
where our family's from. So, and I've
[12:32]
got great people that work for me, so
it's not I said it's kind of like a
[12:36]
dream job. I'm just not sure if it's a
nightmare or a good dream. [laughter]
[12:42]
really proud to be here. Excited to get
>> It's going to be one of those dreams.
[12:46]
There's a little bit of both.
>> Yeah.
[12:49]
» Congratulations. [clears throat]
>> Congrats. Thank you, Ernie. That's all I
[12:53]
had. Any other member of the commission
to discuss any other
[12:56]
» Can we Yes, sir.
>> hear from the chief about the pediatric
[13:00]
injest and inhalent ination of patrol
substance. Chief can chime in if
[13:08]
necessary. Yeah, that was a legislation
that passed this year. It is now
[13:12]
mandatory to have a policy that when we
uh a strict reporting policy about the
[13:17]
guidelines you have to do now for that
congestion legislator passed that I sent
[13:24]
to city attorney to review and go over
our new policy. So that's why that's
[13:27]
going into effect. Okay.
[13:32]
» Any other questions? Other items on the
consent agender
[13:43]
Brooks.
[13:51]
» All in favor?
>> All in favor?
[13:53]
» I
motion carries.
[13:59]
[laughter]
>> All right. Thank you for keeping me
[14:02]
checked. All right.
>> Thank you. Uh item 7A. Thank you.
[14:06]
[clears throat] Item 7A, July
financials. Brad.
[14:09]
» All right. Thank you. So on page 94,
we'll have the uh cash balances there
[14:15]
for the general fund. You can see
operating was at 1.6 million at the end
[14:19]
of July. Our total investments were at
10,724,000.
[14:25]
um at the end of July as well. Two total
cash balances were at 12,551,262.
[14:33]
We look at uh same time last year, you
can see roughly about a $500,000
[14:38]
increase in our cash balance. Um and
also kind of looking back at our
[14:44]
balances at the end of June, probably
seeing about a $700,000 increase as
[14:49]
well, too. So, um, and July is one of
those months where we're having a lot of
[14:53]
the payroll taxes come in and, um,
insurance proceeds as well, too. So,
[14:59]
that's why we see a pretty good cash
collections here in the month of July.
[15:03]
And then moving on to, um, the next page
as far as uh, budget to actual goes,
[15:09]
obviously just first month into the
fiscal year. So we do have total
[15:13]
revenues at 1,926,000
at the end of July with expenditures at
[15:19]
1,541,000.
Uh leaves us with revenues over
[15:24]
expenditures of $384,671.
[15:28]
I think on the general fund we only have
probably about 30 to 40,000 outstanding
[15:32]
to right now. So uh that number as far
as revenues over expenses is really
[15:37]
close at this point [clears throat] in
time. Not a lot of encumbered amounts.
[15:41]
Um just kind of go back to up to
revenues as well. Um when we look at
[15:47]
last year for the fiscal year 26 column,
you can see we're at 1,786,000.
[15:53]
So once again about 150 $160,000
increase um year-over-year as far as on
[16:00]
revenues go. And then just kind of want
to point that out. Um, when you look at
[16:08]
page 97,
even though we did have some a little
[16:12]
bit of a decrease or sorry, um, so once
again, revenues are 1.6 million as far
[16:18]
as our main tax revenues go. You can see
from the same time last year, we're at
[16:22]
1.4, just under 1.5 million in tax in
tax collections. Um, kind of go back
[16:29]
through 2022, you're still seeing that
overall just increase. um
[16:33]
year-over-year. And then also to just
kind of looking at where we're at this t
[16:38]
this same time last year we were um
total at 9.5 or 9.6 million. We're up to
[16:43]
about 10.6 million for this year. Uh so
pretty good increase. I think we'll kind
[16:49]
of see that um even out a little bit in
August as far as just some timing on
[16:54]
cash collections. Um but like I said for
July, we're always seeing those um
[16:59]
payroll taxes kind of come in. So, it's
always a good good month to get the year
[17:03]
started off with.
And then down on our utility fund, which
[17:09]
is down on page 103,
see we have total cash um at 5,896,000
[17:17]
at the end of the year. Um 656,000 was
in operating funds. Total investments
[17:24]
were at 2 2,560,000.
Um our restricted cash was at 2,679,000.
[17:32]
[snorts] Just want to point out there
that um you see 2.4 million is in the um
[17:37]
Kentucky bond proceeds. Um and that's
why we do want to kind of switch those
[17:40]
over to the Fords mill. I think we're
projecting to use about 1.9 of those
[17:45]
bond proceeds. So hopefully we'll have
some left over for some other projects
[17:49]
as well too. And then moving on to um
the next page 104.
[17:56]
Hold on a second. kind of crazy.
[clears throat]
[18:01]
Um, you'll see total revenues
for the month of July, we're at
[18:06]
1,449,000.
Um, our expenditures were at 1,89,000,
[18:14]
leaving us expenses over revenues by
359,761.
[18:20]
um we have about 380 close to 400,000 in
outstanding purchase orders um that are
[18:26]
in those expenditure numbers. So, and a
lot of those will pretty much carry out
[18:31]
throughout the year. Um largest PO
outstanding right now is for our
[18:35]
chemicals for water plant and sewer
treatment. Um and like I said, those we
[18:40]
just have blanks out there. So, um but
we have those in our expenditure
[18:44]
numbers. So really even though we are
showing a loss in the utility fund right
[18:48]
now, we are still in pretty good shape
from a cash collection side on that as
[18:52]
well too. So those are the financials
for July. Um entertain any questions
[19:02]
questions.
finances.
[19:10]
We got a motion by Commissioner Brooks
to second by Commissioner Galorth. All
[19:14]
in favor?
>> Opposed? [clears throat]
[19:17]
That motion carries. Thank you, Brad.
All right.
[19:22]
Eight reports from outside agencies.
Let's go first.
[19:31]
» Looking at you, Alison.
>> [laughter]
[19:35]
» Mrs. Bishop,
>> morning.
[19:39]
Congratulations.
>> Thank you. Yes. So, big announcement.
[19:42]
I'm no longer um well, I'm now Allison
Bishop. So, [laughter]
[19:47]
little name change there.
>> You're still Alison.
[19:50]
» I'm still Alison, but just a different
last name. So, yeah. So, that happened
[19:54]
over the weekend. Last week was sort of
a short week, so I've got a short
[19:58]
report, but um we've been busy in the
chamber with new members. We have eight
[20:03]
new members just for this month um to
end in the last 30 days. So um I've been
[20:11]
out kind of meeting with some of the new
um businesses and that's [clears throat]
[20:17]
really obviously paid off. So wanted to
kind of hit on the new members really
[20:21]
quickly. Um Chanel Vineyards out of
Richmond, Kentucky joined um our
[20:26]
chamber. We're going to go down
[clears throat] mid October. So I'll get
[20:31]
that information out when it comes. But
uh mid-occtober, we're going to go down
[20:35]
and do a roman cutting of their
amphitheater. That'll be their 10 year
[20:39]
anniversary. So, they've joined the
chamber and primarily they're wanting to
[20:43]
just expand into neighboring counties,
but they also were at Festival on Fifth
[20:48]
for all three dates this past summer and
it was an awesome addition to Festival
[20:52]
on Fifth having the the wine and the
wine slushies and we got lots of great
[20:56]
feedback. So, they're excited to get
more active in our community.
[21:00]
[clears throat]
Um, I met last week with Thoroughbred
[21:03]
Vintage, which is the new um, retail
store that's going in down um, beside
[21:09]
Happy People on Main Street. Um, Tucker
and Kaye are the owners of that. They're
[21:17]
a younger couple. Um, they are doing
primarily,
[21:22]
so they call it vintage clothing and
then they say it's like late 90s to
[21:26]
early [clears throat] 2000s. So then
that makes me feel super old. But it's
[21:29]
it's going to be a really cool um
addition to downtown. They are looking
[21:34]
at
opening grand opening the weekend of um
[21:39]
Legends Burden County Festival. So
again, we'll keep you posted on that. We
[21:43]
do have two new
um home repair construction type
[21:48]
companies, Barker Home Repair and Inman
LLC. Um Skin Studio Aesthetics, she just
[21:54]
moved in down across from the
courthouse. So, she does um
[22:00]
facials [clears throat]
and brows and permanent jewelry and
[22:03]
things like that. Um and then keeping
with the the uh aesthetics area, we've
[22:10]
got Kendra Scott Hair. Um and then Nails
by Karen Ernest. And then lastly for
[22:17]
August is Nosttos. So they're and this
kind of ties in with my report. No stro
[22:23]
is they do not have a brick and mortar
here in Paris, but um they're basically
[22:28]
trying to again expand into as many of
the central Kentucky towns as they can.
[22:33]
Their ribbon cutting is this Friday at
11:00 a.m. And because they don't have a
[22:38]
brick and mortar, we're going to host
them at the chamber office. So, um,
[22:42]
he'll do a quick tutorial of what Nostto
is, but just to kind of give you all an
[22:48]
idea because people are [clears throat]
asking, it's a lost and found service.
[22:52]
So, they have little stickers and I've
got them. Well, I've got them all over
[22:55]
everything I have. So, they have a
sticker that and there's also like
[22:59]
decals that you can iron on, like ironon
patches, um, the stickers. There's
[23:04]
keychains,
all kinds of different um, ways to
[23:08]
display these stickers. and it has a QR
code and that QR code is then connected
[23:15]
with your own personal account. So let's
say I lose my phone. There's a sticker
[23:20]
on the back of my phone that says scan
to return me. So I'm a good good
[23:24]
citizen. Stan picks up my phone. He
scans it. It pulls up a web page where
[23:29]
he literally just says I found your
phone at the chamber the the not chamber
[23:34]
the commission chambers. And then he
takes a picture of it and that's it.
[23:40]
Then I get an email with a picture of my
phone that says it's been found at the
[23:44]
commission chambers. [clears throat] So
they're a new um business. They I've
[23:49]
gotten them connected with Burby County
School Paris. I've been trying to
[23:52]
connect them with as many schools as
possible because it is a really cool um
[23:56]
business. So we'll have them posted at
the chamber on Friday. Um let's see. on
[24:04]
Tuesday the 1st, just kind of looking
ahead. Um, between now and when I see
[24:09]
you all again, I will be going to
Bourbon County High School to talk to
[24:13]
their business class. So, it's like a
pathway that they have there. And I
[24:18]
typically will go in and talk about, you
know, your career, not necessarily be in
[24:23]
your own. I'll kind of give my um my
journey and then I do talk about the
[24:30]
chamber and how the chamber supports
businesses here in Paris and Bourbon
[24:35]
County. And then um I also of course
plug leadership Bourbon County. So I'll
[24:39]
be doing that. Um I did want to remind
you all that Dr. Copelan's birthday
[24:44]
party is on the 2nd, September 2nd,
namely Mayor um from 2 to 4 at Li's. Of
[24:51]
course, we did get the proclamation
taken care of. Thank you [clears throat]
[24:54]
for that. And um would love to have
anybody there that is available again,
[25:00]
mainly the mayor. [laughter] So, put
that on your calendar. And then um
[25:06]
lastly is and this we'll see see each
other again before this, but um our next
[25:12]
coffee and commerce is actually going to
be in Millersburg. So, we're taking it
[25:16]
to Millersburg to Mustard Seed Hill. Um,
because of the Labor Day holiday,
[25:22]
instead of doing it the first Friday in
September, we're doing it the second
[25:25]
Friday, which falls on the day that
you'll have a second reading. So, it's
[25:29]
on 911. Um, and it's at 9:00. So, sorry,
[clears throat] we'll be able to go
[25:35]
there, but anyway. So, that'll be at
Mustard Seed Hill. Um, we have Johnson
[25:40]
Hospitality Group coming. Of course,
Mustard Seed Hill will be the presenting
[25:43]
host. Johnson Hospitality Group, which
is Mustard Seed Hills [clears throat] um
[25:47]
preferred cater, and then uh the
Milliard. They will be the two business
[25:53]
spotlights. And then I do think we're
going to get uh Mayor Hoskins to or
[25:57]
Hopkins to come and talk just about
Millersburg, the growth plans, things
[26:02]
that they have going on. So that'll be
our next coffee and commerce. And I
[26:06]
believe that's all I've got for today. I
said it was short, but it wasn't.
[26:11]
[laughter]
>> Any questions for Alison?
[26:13]
Thank you so much. Thanks Alice for your
congratulations.
[26:17]
[cough and clears throat]
[26:19]
[snorts]
>> Do you have anything to report?
[26:25]
[laughter]
[26:29]
» First off, um, good news. Well,
everything I'm going to say is good
[26:34]
news. Um,
you all remember me talking about the
[26:38]
mural, the communitywide mural where
people are doing faces and it's going to
[26:43]
be on the side of the station. Um, they
the goal was 300. For a while it looked
[26:51]
like we'd never get there, y'all. They
got 400
[26:56]
faces. So, and had to close it because
there's no more room. So, um, that's
[27:02]
really good. It's going to be unveiled
on September 25th. Time will be
[27:08]
announced, but that's also the same
evening as the farmers market is doing
[27:15]
Meet Me in Paris. So, there'll be a nice
event. There'll be the mural unveiling
[27:22]
and then that event which leads into the
26th and 27th
[27:28]
which is Legends of Bourbon County
Festival. So, there will be something
[27:31]
going on Friday, Saturday, and Sunday.
Um, as you know, or if you don't, you
[27:37]
haven't driven down Main Street. Um
Jamie Cororum is doing rough again and
[27:43]
it's already getting lots of uh
chatter and talk and um I got a hold of
[27:51]
Ellen Ice from LAX uh
1836
[27:57]
and I think they have set up some kind
of uh meetings to
[28:05]
interview her. So we'll be getting some
publicity from that.
[28:10]
Um, Paddic to Post is expanding their
inventory and um,
[28:19]
there's a shop in Georgetown that lots
of people in the horse industry know
[28:24]
about. It's called Riders Up. They are
leaving Georgetown and coming to Paris.
[28:30]
So, they will be in the back of Paddic
to Post some of her things and they've
[28:37]
moved here. So, we got a local resident
and uh some of her work includes the
[28:43]
jockey that is in front of our office
which she did complimentary
[28:50]
months ago. So, she's very good. They do
small jockeyies, big jockeyies. She does
[28:56]
all kinds of other things. So, that
that's going to be a nice draw for
[29:01]
Paris. Uh,
and then I guess you all just might want
[29:07]
to call us Little Hollywood because uh,
it's like crazy with the movies that are
[29:14]
being filmed here. You all know there's
one being filmed currently and um, if
[29:23]
people are driving by, they were filming
at Chris and Poer and Andy's house
[29:30]
yesterday. They will be at Presbyter
back again there today. They'll be at
[29:37]
Presbyterian Church tomorrow and then
they're going to be on Main Street. So,
[29:43]
um [clears throat] I hope it's going to
look like Christmas down there. So, um
[29:48]
they seem to be having a good good
experience. Also, after that, they've
[29:53]
got a movie that they're the same crew
is doing another movie. They don't have
[29:57]
a name for it yet. Last week, another
producer came in, Charles Berg, that we
[30:04]
had originally met with before Wallace
the baseball movie. And um he came back,
[30:12]
scouted more locations.
They're going to do uh the baseball
[30:18]
movie and they're going to do a movie
called Debt Collectors 3 and they're
[30:24]
going to make Burberry County look like
Los Angeles. So, that should be
[30:29]
interesting.
He said they can do lots of things with
[30:32]
the green screen and they need alleys.
So, we've got something going on in
[30:41]
» plus maybe two more. So, [snorts] that's
like six movies
[30:45]
» in the pipeline.
>> In the what? Yes.
[30:48]
» Well, thank you for your all your work
on that. And I know um you you've worked
[30:53]
very hard to make those connections and
>> Oh, and we've also
[31:01]
been working [clears throat] on getting
the guidelines for film and
[31:05]
entertainment done
>> with the county on those.
[31:08]
» Yes.
city and county
[31:13]
» option because of all the activity you
know we need to set forth some
[31:17]
guidelines regarding [clears throat]
entertainment
[31:19]
» and it's in
>> working on those Stephanie and Kim Kim
[31:23]
and Jessica
>> whole committee in the county as well so
[31:26]
» um so
they're in the final review today we're
[31:32]
meeting the executive producer and
tomorrow the head of the Great America
[31:38]
Movie Challenge is going to be in town.
[clears throat]
[31:41]
» So, big things.
>> Good deal.
[31:44]
» Big things.
>> Any questions for Betty? Thank you
[31:48]
again, baby.
>> Thank you.
[31:50]
» Thank you.
>> Nice job,
[31:51]
» Vanessa. Did you have anything to
report?
[31:54]
» All right. Thank you.
>> The sheriff with us?
[32:00]
» No, he's not [clears throat] here today.
All right. Reports from staff. I think
[32:05]
Michelle is also out
of staff.
[32:10]
» Anything?
>> We're still working on solutions for
[32:12]
Cyber Street by the secretary. We're
getting quotes on different things. So,
[32:19]
we haven't stopped. We're just getting
prices different ideas from different
[32:22]
people.
[32:29]
» Thank you, Mike. Any other reports?
Chief Chief, anything?
[32:35]
» [cough and clears throat]
>> The only thing that I would add, um, we
[32:39]
do have, uh, Howard Moran with us.
Howard is retiring after what, 27 years.
[32:45]
Howard plus
>> 22.
[32:47]
» 42. Okay. All right. Well, Howard's well
reserved for those who know Howard and
[32:53]
worked with Howard. Um, great person,
employee, and just a all around just
[33:01]
good guy. and um he's retiring
>> who was stick around after the Go ahead,
[33:07]
Mike.
>> He's been a great guy. Y'all probably
[33:10]
know him. Y'all saw him on trash for
many years before he moved over to
[33:13]
public works. He's always took whatever
job we give him. He never argues about
[33:17]
it. He's always done a great job. And
you know, we do some pretty different
[33:22]
jobs around here. He's been very loyal.
>> That's one question.
[33:29]
» We're going to miss him. He's been a
great part of the team, but we
[33:32]
understand what it is to move on. So,
uh, but yeah, we want, my whole
[33:36]
department wants to congratulate you for
being such a great employee and for
[33:39]
retirement. So, thank you, HOWARD.
[33:47]
» Effective at the end of this month,
right Howard? Is that correct?
[33:51]
» Yes.
>> Yeah. And for everyone, I encourage
[33:54]
everyone to stick around. we got a party
gift and just um we want to congratulate
[34:00]
again and uh appreciate all of his
service to the city. So that's all I
[34:07]
had. Um Kimberly, did you have anything?
Madam clerk,
[34:12]
» I will follow Betty in and give a brief
pumpkin festival update.
[34:17]
» Um pumpkin festival is going to be quite
large. Right now coming into here, we
[34:22]
had 127 vendors signed up this year. Um
I have had to wait list at least 10
[34:29]
people um over the weekend due to not
having enough electricity downtown. Um
[34:36]
so we are looking to be big. We are
doing a large nod to America 250. We
[34:41]
will have military down there. We will
have vehicles down there. Um, the Legacy
[34:47]
of Freedom is Friday night before. The
city has a table there. U, we have a lot
[34:52]
of people coming in for that event. It's
going to be a very nice event. So, if
[34:57]
you haven't gotten your tickets, please
get them. There are limited tickets for
[35:01]
that event. Um, we will have the VA
there to help veterans with insurance
[35:07]
questions, health questions. Uh we have
the K Kentucky Career Center going to be
[35:12]
there helping find veterans work after
leaving the military. So there's going
[35:17]
to be a lot of things. We will have
Jason's Box there which offers outdoor
[35:22]
activities for veterans with severe um
things that happen to them during the
[35:28]
military. So we have a lot happening
with Pumpkin Festival this year. I'm
[35:32]
pretty pretty excited. Wish we could get
a little more electric downtown, but it
[35:37]
is what it is. But right now, we're
looking at Fourth Street. We may have to
[35:42]
expand further up the street possibly.
Um, but right now the city has approved
[35:49]
us to Fourth Street.
>> You know, we used to to go all the way
[35:52]
to a street just packed on both sides.
Um, I'd love to see that again, but
[35:57]
» we need electric.
>> Yeah.
[35:59]
» So,
>> is it just What's the difference?
[36:02]
» It's the screw for the food trucks. It
makes [clears throat] a certain prawn
[36:07]
plug.
>> So, we're using more power now than we
[36:10]
were then is the demand.
>> Yeah, there's more food trucks than
[36:14]
» And the type of
>> the plug.
[36:18]
» Even just 110 plugs. We don't have 110
plugs.
[36:22]
» Okay.
>> Down through Main Street. But
[36:26]
» thank you for all your work on that.
Ran, I'll come back. I'll come back to
[36:32]
you. Um, anything mayor, did you have
anything? Commissioner Brooks,
[36:37]
Commissioner Fields, anything?
>> I know it was in the consent agenda, but
[36:41]
I thought we'd publicly say what the
Halloween hours are. And
[36:46]
» yes, s Thank you. Uh, Saturday,
October 31st. Uh, I don't have that
[36:52]
right.
>> 6 to 8, I think. 6 to 8.
[36:56]
» 6 to 8.
>> Correct. Yeah. Rain or shine. October
[37:00]
31st. six day
>> then.
[37:06]
[clears throat]
>> Thank you, Commissioner
[37:07]
» and Mike. Back to the delight on the
bypass.
[37:12]
» We were working on that letter. Me and
Matt uh
[37:15]
» and we have a meeting Friday with
district. I got a text. I need to get it
[37:21]
to Brian. But Gordon, we're have we're
hosting the engineer back again
[37:27]
» on Friday.
>> Okay. and we are going to drive to that
[37:30]
box and we're going to discuss
>> just gone to hit a couple digits there
[37:33]
and change the dag on light.
I didn't get that text yesterday.
[37:39]
» All right, that's all I have back in
town. [clears throat]
[37:44]
» Commissioner Calbert, anything?
>> No. Are we going into executive?
[37:48]
» Yeah, I was going to come back to Brian.
>> Okay, that's fact. Okay,
[37:51]
» that's a good segway. Yeah, it's it's
not for a individual employee matter
[37:58]
though. This is going to be for real
property acquisition. So, if you would
[38:03]
if somebody would make a motion to go
into [clears throat] executive session
[38:06]
pursuant to CARIS 618101B
for discussion and deliberation on the
[38:13]
future acquisition of real property as
the publicity of the discussion would
[38:16]
likely affect the value of a specific
piece of property to be acquired for
[38:20]
public use. So, we'll be motioned by
Commissioner Brooks. We have a second.
[38:24]
Second by Commissioner Gray. All in
favor?
[38:28]
» I I
>> That motion carries. Take a break and
[38:33]
we'll go into
